ne of the highlights of the Buhari administration’s 2016 budget is the plan to diversify the Nigerian economy from its over reliance on crude oil to solid minerals. In presenting the immediate past budget, the President expressed optimism that its funding and implementation would partly be from the solid minerals in due course. The Nigerian Extractive Industries and Transparency Initiative (NEITI) report suggest “there are about 40 different kinds of solid minerals and precious metals in the country with estimated commercial value running into trillions of naira. The report states that more than 40 million tonnes of talc deposits exist in Niger, Osun, Kogi, Ogun and Kaduna states, even as there are huge deposits of coal ranging from bituminous to lignite in the Anambra Basin of SouthEastern Nigeria. In addition, there are identified deposits of lead-zinc ores within the Asaba Area of Niger Delta, while tin, niobium, and lead, exist in Oyo and Igbeti, even as more than a billion tonnes of gypsum have been discovered in Sokoto, Niger, Ondo and Ekiti states. Studies by geologists reveal that limestone deposits occur in Cross River, Ogun, Benue, Gombe, Ebonyi, Sokoto, Edo and Kogi states, as there is existence of magnesite in Adamawa and Kebbi states, while manganese are in Kebbi, Katsina and Zamfara. Moreover experts state that columbite, ilmenite, mica, barytes, pyrite, galena, limestone, sodium chloride, ephalerite, silica sand, granites, tantalite, mica, sphalerite, talc, gemstone (tourmaline, aquamarine and sapphire), halcopyrite, topaz, cassiterite, columbite, tantalite, emerald, heliodor, amethyst, quartz, coking coal, marble, and iron ore are found in abundance in Nasarawa State. \Industry analysts believe that

Nigeria loses more than N8 trillion annually in unexploited gold alone. Incidentally, Nigerians are at loss in knowing why successive federal administrations had paid little or no attention to the solid minerals sector for so long, despite its massive revenue- yielding potentials. Experts posit that the lack of foreign and domestic investments in the sector is due to the structure, which vests ownership of all solid minerals in the federal government, especially through the 2007 Minerals Act. We believe this should not be so. For the country to come out of the present recession, this vital sector should be decentralised to allow the states to explore and mine minerals within their jurisdiction. This should be done through amendment of the present Minerals Act. It is a fact that the new Solid Minerals Ministry is the last frontier at diversifying the country’s economy. Nigeria’s failure since independence to put in place structure that will make the benefits of the exploitation of solid minerals available is responsible for the lack of economic development in the country. Presently, mining of minerals accounts for a miniscule 0.3 per cent GDP. We believe exploitation and utilisation of these resources will create more than one million direct and indirect jobs for Nigeria’s teeming unemployed. Therefore, what the country needs is a clear policy framework to create an enabling environment for the exploitation of these minerals. However, government should also address the problem of illegal mining and the poor funding of the sector. There is no denying that perceived social and political instability in the country poses obstacles to the realisation of an enduring mining regime, even as addressing these challenges would be a magnet to attracting investors to the solid minerals sector.

Governor Nasir el-Rufai, who corroborated the Minister’s position, went further to added that those who blaming President Buhari’s government for impoverishing them are not charitable. “When people say that this administration has impoverished them, they are not being charitable because I have said we inherited a governmental structure that was based on the assumption that price of oil will remain $100 per barrel. “By the time we took over, prices reduced to as low as $26 per barrel. 80% of government revenue depends on the price of oil and the quantity of oil sold,” el-Rufai said. He went further to justify government policies, adding that “You must expect a cut in your consumption if the price collapses. If in your own household, your salary is slashed by 80%, what will you do?” “This is what Nigeria is going through. Our revenues have collapsed by about 40% to 60% if you compare it to say 2014.” He declared further that the

current “collapse happened because there is a reduction in price of oil. “Secondly, we were producing over two million barrels of oil per day but because of the situation in the Niger Delta, we are now producing about 1.1million barrels per day. “It is therefore inevitable that there will be cut and pain. But to say that it is government that is doing it without referring to the cause is not fair. “When I left government as minister in 2007, we left $40bn in reserves and $27bn in the Excess Crude Account. That was what we handed over to Yar’Adua.” “Coming back as the governor of Kaduna State, the people that came after us have blown the money. They blew all we left behind, blew what they earned and borrowed, leaving President Buhari and his team to clear the

mess. Nobody is even talking about that,” he added. Gov. el-Rufai while speaking on Niger Delta crises announced that the National Economic Council (NEC) has resolved to throw their weight behind the Federal Government peace initiatives for the troubled oil region as part of efforts to reduce crises. The Governors, according to him, had raised concerns on the Niger Delta situation at the NEC meeting where they resolved to work with the Federal Government to end the crises. He said: “You know we budgeted that we will be producing 2.2 million barrels of oil per day. At a point, oil production collapsed to one million barrels per day. “This has significantly affected the nation’s revenue and the largest hit were the Niger Delta states that get the bulk of their revenue

from the nation because the less they produced, the less they have. “The Vice-President told us that the Federal Government is willing and will work with the Nigeria Governors Forum to ensure that the problem is solved. “The governors have essentially opened another platform of committee of governors to wade into this matter and use the knowledge of local intelligence to help”. He also disclosed that the governors have decided to cut cost of governance by reducing traveling cost, excessive dressing, amongst others. “If you check, you will notice that the private jet business is no longer doing too well. That business has almost collapsed because we no longer patronise them. We have also reduced our convoys as part of the cost saving measures,” he said.

ÏÏÏ The Federal Account Allocation Committee (FAAC) Thursday distributed the sum of N386.879 billion to the three tiers of government for the month of November 2016 inclusive of Value Added Tax (VAT). The shared amount was less than the N420 billion shared in the previous month by N83.375. Chairman of FAAC and Minister of Finance Mrs Kemi Adeosun who was represented by the Accountant General of the Federation Mr Ahmed Idris said the gross statutory revenue of N240.120 billion received for the month wss higher for the month for the monh was higher than the N238.716 billion received in the previous month by N1.404 billion. The federal government received N108.78 billion including

Value Added Tax (VAT). State governments got N85.933, while the Local Government Areas received N63.677. The VAT generated for the month was N75.579 billion of which N3.023 was deducted as cost of collection while the balance of N72.556 was shared accordingly. Nigerian Customs received N3.536 which is 7 percent cost of collection of a sum of N50.518 billion collected for the month. While the Department of Petroleum Resources (DPR) took N1.213. Oil producing states also got the sum of N25.395 billion as 13 percent derivation of the total sum of N104.713 billion oil revenue for the month. Crude oil export volume decreased further by 0.34 million barrels while the average price of crude oil increased from $46.54 to $47.08 per barrel during the period under review.

Federation export sales revenue declined by $14.74 million. Fuel subsidy killing: A’Court affirms 10 -year jail term for ex-DPO

gun Fabunmi. a former Divisional Police Officer (DPO) attached to Pen Cinema Police Station, Agege who was sentenced to 10 years’ imprisonment for the killing of one Ademola Aderintola Daramola during the January 9, 2012 fuel subsidy protest in Lagos was on Thursday dismissed by the Court of Appeal, Lagos division. Justice Olabisi Akinlade of a Lagos State High Court sitting in Igbosere had on Monday Dec. 14, 2015 delivered the judgment and sentenced Segun Fabunmi, to 10 years in prison for manslaughter following the death of Ademola during the fuel subsidy protest in Lagos. Justice Akinlade also found Fabunmi, a dismissed Chief Superintendent of Police (CSP), guilty of shooting three other persons – Alimi Abubakar, Egbujor Samuel and Chizorba Odoh, during the protest, thereby causing them grievous bodily harm. Fabunmi, of No. 12 Oyewole Street, Ogudu, Lagos, who joined the police in 1984, was arraigned on May 5, 2013 by the Lagos State Government on a seven-count charge bordering on murder, attempted murder and causing grievous bodily harm.

Dissatisfied by the judgment of the lower court, Fabunmi headed to the appellate court asking it to set it aside. Mr. C.J. Jiakponna, counsel to the appellant urged the court to allow the appeal and acquit the appellant. The Lagos State Government, represented by the AttorneyGeneral and Commissioner for Justice Mr. Adeniji Kazeem, on the other hand, urged the court to affirm the decision of the lower court and dismiss the appeal as lacking in merit. After considering the argument canvassed by the counsel to the Appellant and Respon-

dent, the court held that the issue of the identity of the deceased raised by the Appellant was not material since it was not in doubt that the Appellant shot the deceased. The appellate court also maintained that the defence of accident and self-defence would not avail the Appellant because these defences were mutually exclusive. And that the appellant being a seasoned police officer could have reasoned to use rubber bullet, teargas etc on the mob rather than resorting to lethal weapon, AK 47. That the use of AK 47 a lethal weapon convinced the lower court

that the Appellant had intention to cause grievous bodily harm. That the defence of accident could not avail the Appellant since there was clear evidence that he shot at the deceased and other persons. In the light of the above, the Appeal Court further held that the appeal lacks merit. Delivering judgment yesterday, the court therefore dismissed the appeal and affirmed the decision of the Lagos High Court. Fabunmi was arraigned on May 5, 2013 by the Lagos State Government on charges bordering on murder, attempted murder and causing grievous bodily harm.

Synagogue building collapse: 5 dead bodies yet to be identified 28 months’ after

A Lagos High Court sitting in Ikeja was aghast on Thursday when it was told that five dead bodies, exhumed from the rubble when the Synagogue Church of All Nations (SCOAN) collapsed 28 months ago, were yet to be identified. The son of the 76 year-old father and correspondent of Global News magazine, Jide Omifenwa confirmed the

We also collected DNA

samples from the relations of the deceased victims. “The whole idea was to identify the cause of the death of the affected victims and in the process, we were able to identify 110 victims from the 116 that died, apart from the one that died after 10 days he was admitted at LASUTH. “All the dead bodies were issued a death certificate each after identification and the immediate cause of their death was indicated therein. Recall that the collapsed church building killed no fewer than 116 worshippers who had lodged at the guest house belonging to the SCOAN.

The Senate on Thursday drew a battle line with the Secretary to the Government of the Federation (SGF) as it ordered a probe into his outburst against the call for his resignation on the basis of alleged contract fraud. Specifically, it ordered its Committee on Ethics and Public Petitions to investigate the derogatory comments against the institution of the Senate credited to the embattled SGF. The Senate had earlier in the week called asked the SGF to resign for contravening the provisions of the Public Procurement Act, 2007, and the Federal Government Financial Rules and Regulations on the award of contracts under the Presidential Initiative on North-East. The call on the SGF to resign followed its adoption of an interim report of the Senate Adhoc Committee on Mounting Humanitarian Crisis in the North-East, which was considered at plenary. He was alleged to have influenced a contract to the tune of N200 million to a company in which he was a Director. However, Babachir while reacting described the senate’s decision as balderdash and a calculated attempt to pull him down. The Senate said took exception to the reaction the SGF who it said has been noted with notorious outbursts against it. It also described his action as unbecoming of a public officer of his status. The Senate’s resolve to probe Lawal’s comments came after it adopted a motion raised by Senator Dino Melaye (APC, Kogi West) under matters of personal privileges on the Senate Standing Orders. Melaye drew the attention of his colleagues to newspaper headlines and online platforms quoting a remark from the SGF as referring to Senators as “talking rubbish.” He said Lawal’s reaction was highly unbecoming and unacceptable.

Herdsmen kill journalist’s father in Ogun incident in a telephone chat with his colleagues in Abeokuta . He said the incident occurred at about 1.30pm when his aged father had gone into the settlement to check the presence of the herdsmen in the farm. “But, after some minutes we observed that he was yet to return, we immediately went into the farm only to meet his lifeless body on the ground.

I quickly ran to the police station and the police came and said we should get medical personnel to examine him. “We got a doctor who confirmed him dead and discovered that he was hit with a big stick. He did not recover from the attack,” Omifenwa disclosed. The presence of the herdsmen had been source of worry for farmers in the area, “and anytime they storm

farms their cattle destroy the produce. This is a big blow to my family and the entire Ado-odo farms,” he said. As at the time of this report, Omifenwa said he and some members of the community were at the Ado-odo police station to make formal report with the remains of the senior Omifenwa. The bereaved journalist also hinted

that three suspected herdsmen have been arrested in connection to the incident. Confirming the incident, The Ogun State Command of Nigeria Police Spokeperson, ASP Abimbola Oyeyemi said three of the herdsmen had been arrested and they are being interrogated at the homicide section of the Command.

Onitsha boils as revenue collectors clash with tricycle operators, others

Blood flowed freely at the popular Ogbommanu Junction axis in Old Market Road, Onitsha, early in the week, as Keke operators and Okada riders engaged revenue collectors in a free-for-all fight to protest illegal collection of toll at the junction which leads to the Onitsha Main Market. According to an eye witness account, a group of boys had stationed at the junction where they were said to terrorize tricycle (popularly called Keke) operators and motorbikes (otherwise known as Okada) riders by allegedly collecting illegal fees from them, thus defying the directive of the state government on the recent ban on certain categories of fees from Keke operators and Okada riders. Members of the public watched helplessly as more than six youths had their heads broken and beaten comatose while most passengers disengaged and scampered to safety. One of those suspected to be involved in the illegal collection of fees escaped lynching by a gathering mob after he was stripped stark naked and surrounded for possible jungle justice before he took to his heels. In an interview, one of the Keke operators who gave his name as simply Simon, suggested to the Anambra state government to station police patrol vehicle as is obtained at various other strategic places in the town to checkmate the excesses of these hoodlums who perpetrate atrocities within the Ogbamanu Junction, Onitsha. Some of the victims of the clash were said to be rushed to the hospital.

EFCC chair: Uproar as Senate rejects Magu Olufemi Samuel & Chris Emetoh, Abuja The Senate on Thursday dashed the hope of the Acting Chairman of the Economic and Financial Crimes Commission (EFCC) on securing his appointment fully, refraining from screening him as expected. Senators were initially divided on Magu’s case and had sang discordant tunes on his scheduled screening leading some of them to engage in verbal warfare just before the plenary resumed for the day. The Senate cited security reports filed before it by the Department of State Security (DSS) as the chief reason for refusing to screen Magu. Magu, who was in the Senate, accompanied by a retinue of aides and well-wishers in anticipation of being screened was ushered into the Chambers where he was told point blank that he would not be screened. Indications are rife that power play within the Presidency was one of the core reasons the Senate rejected the idea of screening him, amid report that some close aides of President Muhammadu Buhari as well as the top echelon of the DSS had been opposed to his nomination in the first instance. The Daily Times learnt that the Senate had latched onto a section of the DSS report that Magu should account for some of the properties traced to him, running into several millions of naira as the EFCC Chairman, among other allegations contained in the report. Briefing newsmen on reason the Senate rejected Magu’s nomination, the Spokesman, Senator Abdullahi Aliyu Sabi, said

He said the Senate had communicated its decision not to screen the Acting EFCC Chairman to President Muhammadu Buhari, urging him to take necessary action. Sabi, after briefing newsmen refused to entertain any question, as he called for understanding of the newsmen on the position by the Senate. The case of Magu had before the resumption of plenary created confusion among Senators who were visibly divided on whether or not he should be screened and confirmed to continue as the EFCC Chairman. A caucus meeting of Senators held before the Plenary, according to report, degenerated into a shouting match among the pro and anti-Magu Senators with some issuing threats against colleagues. According to reports, when the meeting which started around 9.15 am became riotous, the Senators later moved to the Chamber while the Senate President immediately called for a closed session. Senator Dino Melaye (APC, Kogi), before the closed door session started was seen shouting and tongue lashing a principal officer at the meeting, voicing out disaffection on his conduct.

Magu had entered into the black book of the Senate with the role he played in the ordeal by the Senate President, Bukola Saraki and some principal officials of the Senate anchored on alleged acts of corruption. His trouble with Senators stated when the EFCC invited the wife of Senate President, Toyin Saraki, for interrogation on alleged fraudulent acts traced to when Saraki was the governor of Kwara State. Senators had demonstrated solidarity with the Toyin Saraki, when about 15 of them accompanied her to the EFCC headquarters where she was interrogated. The case with Toyin Saraki is yet to see the light of day till date. The Senate President, in addition to his ordeal with the EFCC, also had running battles with the Code of Conduct Tribunal and the Bureau on allegations that he made false declaration of assents, whereas his the cases are still pending at the Tribunal. FG not serious on diversification of economy -Urhoghide The Nigeria tourism industry does not seem to be making much wave as it used to in the previous administrations of Former PresidentsOlusegun Obasanjo and Goodluck Jonathan given the impression that the sector may have been undermined in this era of diversification, giving way to agriculture and solid mineral development. In this interview with CHRIS EMETOH, Chairman of the Senate Committee on Culture and Tourism, Senator Matthew Urhoghide representing Edo South Senatorial District says government interest is not so much in developing the tourism sector. Today, Nigeria is talking about getting out of recession. In the past it had looked at the culture and tourism sector as a way of rebuilding the economy, but it seems the interest in tourism is dwindling and giving way to agriculture, solid minerals and others under the present administration, what has really gone wrong? Your observation to some extent is correct because of these different periods. Solid mineral has been there and it has a full fledged ministry and of course it can stand on its own to be able to do all that is needed to put the sector into proper perspective in the direction of achieving its set objectives. What I mean by this is that it is not dependent on any other thing to be able to manifest its own objectives. Once government puts in the required investment in terms of resources and then of course the human capital that is needed in that sector, but the tourism sector is different. It is dependent on a whole gamut of every other aspect of governance. For instance, there is no tourism if there is no security. If there is no road, there’s no tourism. The fact is that in the Foreign Affairs ministry, if there is no condition that is relaxed, there will be no tourism. And then you will really need to create a site or center that will attract both local and foreign tourists, that will come and see whatever you have to put across that is why we have our culture, because tourism depends on culture, but anyway, we just finished the Abuja Carnival. You could see the display of different activities that made up the carnival. For instance the Durbar, the Durbar is part of the Abuja carnival and you know that is of course a part of this country. You also see the boat regatta displayed by a segment of this country. And you know that we have over 250 ethnic nationalities, everyone has different culture and everyone has its own peculiarity. And if we were to display all of these it will be a spectacle to behold. Every person that has to move into this country would be coming because of the interest in our culture, and that is why the theme of this year’s Abuja Carnival is ‘the creative industry.’ Why was it tagged The Creative Industry? The creative industry is a cross spectrum. It is not about dancing alone or singing, everyone, including our artists, they all form part of the creative industry, and if we are to bring in people to develop these aspects you will know that the tourism sector will totally harness every sector of the economy. That is why I say that we need all of the opportunities that are innate in us. If we can put them to work, our tourism sector will be an alternative to oil and gas. Other countries depend on this and what prevails in those places if it is South Africa, Kenya, Dubai, UK, every other place that is an attractive tourism center in the world today you find out that there are peculiarities that they have put in place to attract tour-

ists to their own tourist sites. For instance when somebody is to leave here and is going to Dubai, the visa condition is so relaxed that when you get to the airport they visa your passport. It is more difficult to obtain a US visa in Nigeria by a Nigerian than for an American to get a Nigeria Visa in America. So we need to do a lot because tourism depends on our immigration laws. Look at the issue of security, we have argued it severally, South Africa is not more secured than Nigeria, but their infrastructure is superb. We need to develop our infrastructure in all sectors of the economy for our tourism sector to be able to reach its full realisation and potential.

Tourism is a thing of beauty, there must be something about it. We don’t even have a compendium of our tourist sites and we should be able to create new interests in tourism. Government’s interest is not so much in developing the tourism sector; they are more focused on oil and gas and solid mineral. There is no local government in Nigeria that does not have an added advantage of natural resources. Go to anywhere, there are places you have diamonds, there are places you have lime stones and gold in this country, but none has been developed. We do not have mappings to what is where so that when we talk of resource control; we will know who has what and how they go about it.

Let’s put an enabling law, we can divest some of these things, remove them from exclusive list, make them concurrent so that the states can go and develop these things. They can earn more money and remit some to the Federal Government. Now when you say resource control they just think of oil, but oil will go one day. What does government need to do in this regard? If we don’t develop other areas or find some other areas where they have comparative advantage, very soon they will go into oblivion. Let us try to develop these things here and there if we really look at tourism, because of the diversity that we have. If you go to Northern part of the country, and see the tourism sites they need to throw up and the different things you will see with them, you will be surprised what they can earn. Equally if you go to the South East, South South, South West etc, there are too many things you can get out of all of them. The truth of the matter however is that right now, there are no records, there is no compendium of our tourism sites to harness the potentials of what we have in those places. How many Nigerians know where we have our water falls? How many Nigerians know where we have our zoos and certain things that are naturally disposed on us by God to say yes let us go and look at them. When you go to Florida, you think of beach, when you go to Brazil you think of going to the beaches, as a matter of fact Brazil has turned the carnival to an annual event which attracts millions of tourists to the country and earns it huge sums of money. Here in Nigeria we have the Calabar Carnival which should serve same interest, but people are now shifting interest from it. It came like a flash and is almost gone. Tourism is show, so you must develop other things around it. Light, roads, Airports, etc. You must make them convenient so that people see a good attraction. You must be able to do it to attract people. We are not putting up efforts to ensure that all the things that are desirable before we start reaping the benefits of tourism in this country. If we don’t do this we cannot get there. Are you making efforts to assist in making things better for the tourism sector through necessary legislation? You will recall that the 8th Senate, when we came in, we came up with our own legislative agenda. Culture and tourism is one area that was mentioned. The Culture and Tourism Committee is not a very popular committee, but the Senate President said, look we will try as much as possible to be innovative in the legislative arm, throw it to the Executive that these are things we are thinking of for you. A week before this, the first reading was taken on the Bill for the establishment of the National Institute for Hospitality and Tourism (NIHOTOUR). IYC faults N65bn budget for amnesty, says fund not enough to quell N/Delta crisis The Ijaw Youth Council, IYC, has said the N65bn budget for the Niger Delta Presidential Amnesty Programme, as contained in the 2017 budget, will not be enough to douse crisis in the region. Reacting to the increase in the proposed budget for the Niger Delta’s amnesty programme from N20bn to N65bn in the budget submitted to a

joint session of the National Assembly by President Muhammadu Buhari on Wednesday, the body said that people from the region should not celebrate the increase. The council’s spokesman, Eric Omare, while describing the increase as exploitative, maintained that it would only enable the Federal Government to meet its targeted daily out-

He argued that attention should rather be on how much was budgeted and released to the Niger Delta Development Commission, the Niger Delta Ministry and the Federal Ministry of Works to carry out developmental projects in the oil-rich coastal areas. He said, “To put it in a proper perspective, it should be noted that this

increase is not for development of the Niger Delta, but for security and probably a bit of human capacity development. “The attention should be on how much is budgeted and released to the NDDC, the Niger Delta Ministry, the Ministry of Works concerning the Niger Delta. Those are the areas we should be interested in.”

He, however, thanked the President for the increment in the amnesty budget, stressing that it was a “right step in the right direction.” He added, “We need to commend him, however. But this move has to be genuine. It is one thing to propose a budget, another for it to be passed and yet another thing for it to be released.”

Minister of Information and Culture, Alhaji Lai Mohammed, on Thursday, said corrupt elements opposed to the change agenda are making activities of the President Muhammadu Buhari administration obscure to give the impression that they are not working. The Minister said this in Abuja at the launch of the Federal Government of Nigeria Information App (FGN IAPP) that is designed to provide real time information from the government to Nigerians– home and abroad. The Minister said the corrupt elements, in particular, had chosen to fight the government with their ill-gotten wealth, by “distorting our messages and obfuscating our activities.” Mohammed said the government had done much to better the lot of Nigerians and would not allow the opposition to stifle the progress made by leaving the public space to the “naysayers. “A government that has achieved the unprecedented feat of creating 200,000 jobs in one fell swoop cannot be said to have done nothing. “A government that has liberated every inch of our occupied territory from Boko Haram and sent the terrorists fleeing should not

be portrayed as not doing anything. “A government that is surely and steadily making our country self-sufficient in staples such as rice and embarking on a massive infrastructural renewal cannot be said to be doing nothing. “A government that is boldly tackling an economic recession that was foisted on it by years of profligacy, lack of savings and a sudden crash on oil prices deserves accolades, not vilification,” he said. The Minister said FGN IAPP will help to keep Nigerians and non-Nigerians better informed of the activities of the Federal Government as well as getting the necessary feedback. “Irrespective of where you are in the world, from today all you needed to do is to download the FGN IAPP, and you will have access to factual and real time information on the activities of the Federal Government of Nigeria.” The Minister said other value-added services of the FGN IAPP included access to the Tender Journal published twice a month to announce available government jobs. He said that the innovation would enable more people, irrespective of their locations, to bid for government jobs.

Mohammed said the “Be Inspired’’ section of the App will make it possible for any Nigerian, irrespective of status, to meet top political, business, religious and other leaders. The minister said the App also provides a feedback section that allows anyone so interested to make his or her feelings known about any government policy or programmes. He added that those seeking government jobs could also have information about genuine vacancies in the public service. The Minister enjoined Nigerians at home and in the Diaspora, who are interested in authentic news about the activities of the Federal Government, to take the advantage of the FGN IAPP. The Permanent Secretary in the Ministry, Mrs Ayo Adesugba, said the Federal Government was underreported and the App would help to bridge the gap by providing real time information on government activities and programmes. There are people who go there to do PGD courses on tour guiding and ecotourism and not just confectioneries and cake making, these are part of it, but there are so many parts of it they train for. They have obsolete laws and I have asked them to bring them so that we can repeal them and then of course enact new laws for them. They are supposed to spearhead tourism development in this country. We have asked them to come up with ideas, let’s see their programmes, understand their objectives and then we can put up a bit of legislation to drive it. They have been here though, but their laws are very obsolete. They don’t do classification of hotels. Lagos State went to court and defeated them at Supreme Court, so federal government does not get a dime from the existence of any hotel. But if you look at it, they come here year in year out to ask for budget. There is also the National

Troupe. There is no group that is as good as the National Troupe, but do you know that the National Troupe does not perform for money? They law forbids them, so why, is it not business? If you go to America to perform will they not wait for you with excitement that Africans are coming to perform for them? Fela was going to Germany to host concerts, Shina Peters was doing the same and they were all paid. So why would a national troupe that is owned by a country not be allowed to collect money and they don’t have money to travel., When the National Troupe went to perform in Internally Displaced Persons (IDP) camp, it cost this government N7million to take them there. They don’t move in less than three to five buses with their costumes and instruments, because they are huge. If they are to go to places they would earn money, but the law does not allow them. But I have told them to bring them up

and we will amend it. You need to get to a point where you become self sufficient. They should be able to generate money into the federation account that can be used to generate other areas. So that is what I am saying, a piece of legislation and all the things we need to do, we are trying to put them together. There have been efforts since 1999 to do that, but you know how legislation works once that session ends everything goes with it. But, I want to try as much as possible so that if it is three or four we are able to pursue in the life of this Senate, I want the laws to be in place so that the executive will sign them and then we will be in reality with the 21st century. But we need to work in these areas that I have mentioned like immigration, provide road networks, and work out our security so that at least we have these structures in place for us to be able to throw up our tourism the way we want to throw it up.

Wike leads protest against alleged police brutality Amaka Agbu, Port Harcourt

ÏÏÏ Apparently dissatisfied with the performance of security operatives in the December 10 rerun election in Rivers state, Governor Nyesom Wike, Thursday, lead thousands of Rivers people on a protest march to the streets of Port Harcourt, the state capital, against the alleged mass killings and brutality by the police and other security agencies during the polls. The protest march, which was peaceful, took off from Government House, Port Harcourt, at 8am, through Azikiwe Street and Bank Road and finally terminated at the Rivers state Police Command headquarters on Moscow Road. The governor was accompanied by his deputy, Dr. Ipalibo Harry-Banigo, Speaker Dabo Adams, chietains of te Peoples Democrtatic Party (PDP) in the state including former Minister of Transport, Dr. Abiye Sekibo; former UBA Chairman, Chief Ferdinand Alabrabra; former deputy governor, Tele Ikuru; and the state PDP Chairman, Chief Felix Obuah who all joined the march. Commissioners, state legislators, Caretaker Committee chairmen, women, and youths joined the protest. On sighting the protesters led by the governor, police men on duty around the gate of the Police Command, tactically withdrew into the premises, closed their gates and peeped from the iron bars. The governor and the other protesters were, however, received by the deputy Commissioner of Police, Mr. Cyril Okoro. Addressing the police chief, Governor Wike said that the people of Rivers state were at the Police Command to inform the authorities that they were tired of the alleged

killings of innocent people in the state by the police and other security operatives. Governor Wike noted that the people and government of the state were particularly dissatisfied with what he described as the recklessness of two senior police officers, the Assistant Commissioner of Police in charge of Operations, Steven Hasso and the Commander of Special Anti-Robbery Squad, Mr. Akin Fakorede, who, he alleged, led the “sponsored onslaught” against the people of the state and compromised the security architecture of the state. “On behalf of the Rivers state Government and the good people of the state, we have to let the police know that enough is enough. We demand that the As-

sistant Commissioner of Police in charge of Operations, Steven Hasso, and the Commander of Special Anti-Robbery Squad (SARS), Akin Fakorede, must leave the state. “Since you don’t want to protect the state and you want to be politicians, you have gotten the votes you want to get, you have also gotten the seats you want to get, you can now leave the state. If they don’t leave the state, then we will do all we can to ensure they leave this state. They must leave this state. They have killed innocent people. “We have come here peacefully; communicate this to your superiors in Abuja. I cannot write again, since I have done that repeatedly. Please, I don’t want my people to die anymore. I don’t

want armed robbers posted as senior police officers to Rivers state,” he said. He noted that the Police High Command has refused to act despite the “overwhelming evidence against the duo, especially the video footage that showed Akin Fakorede and other security operatives trying to snatch results of the Rivers East Senatorial District. “The situation where security officials have transformed into politicians in uniform is quite unfortunate,” he concluded. Responding, the deputy Commissioner of Police assured the governor that the Rivers state police command would pass the message to the Police High Command in Abuja were the matter could be acted upon.

Appeal Court reserves judgement on Enugu governorship suit

Appeal Abuja division, on Thursday, reserved judgment on an appeal filed by a chieftain of the Peoples Democratic Party (PDP), Senator Anyogu Eze, challenging the decision of the Federal High Court that Governor Ifeanyi Ugwuanyi won the primary election of the party in Enugu State. Eze, who was dissatisfied with the decision of Justice Evoh Chukwu of the Federal High Court, had approached the appellate court to remove Gov. Ugwuanyi from office on the premise that he was not validly nominated by the PDP to contest the April 11, 2015, governorship election. He contending that Ugwuanyi emerged from an invalid primary

election he said was conducted on December 8 by some leaders of the party, while a genuine parallel primary election conducted on same day had produced him. The appellant, through his lead counsel, Mr. Adebayo Adelodun (SAN), told the Court of Appeal that Ugwuanyi was merely picked by some persons at the National Headquarters of the party in Abuja, alleging that the purported primary election was organised with doctored list of delegates. Eze, who is laying claim to the PDP governorship ticket in Enugu State having merged through a parallel primary election, prayed the court to set aside the judgment of Justice Evoh Chukwu of the Federal High Court in Abuja which dismissed his suit on March 2, 2015. He is praying the court to vali-

date the parallel primary election that produced him and declare him as the authentic governorship candidate of the party in Enugu State. But in his vehement opposition, Governor Ugwuanyi, through his lead counsel, Chief Wole Olanipekun (SAN), urged the appellate court to dismiss the pre-election case which he said was bereft of merit. Ugwuanyi equally filed an appeal marked CA/A/157b/2015, wherein he challenged the validity of the parallel primary election that produced Eze. He argued that Eze lacked the locus-standi to query his ticket since he did not participate in the primary conducted by the National Working Committee of the PDP. He told the appellate court that Eze walked out on the committee and refused to participate in the

primary. Ugwuanyi further exhibited result of the primary he said was sanctioned by national leadership of the party. The document contained names of all the governorship aspirants, including Eze. His lawyer, Olanipekun, SAN, explained to the court that though the document contained Eze’s name, he said no result was credited to him considering that he boycotted the process alongside another aspirant, Dr. Samuel Maduka Onyishi, who is the owner of Peace Mass Transit Limited. A three-man panel of Justices of the appellate court led by Justice Tinuade Akomolafe-Wilson who heard all the appeals on Thursday reserved its judgment. Justice Akomolafe-Wilson said the judgment date would be communicated to all the parties.

Court verdict: Fayose storms Zenith Bank, withdraws N5m Gbenga Sodeinde Ado Ekiti

ÏÏÏ Following the order by the

Federal High Court, Ado-Ekiti, on Tuesday, that his accounts should be immediately unfrozen by the Economic and Financial Crimes Commission (EFCC), Ekiti State governor, Ayo Fayose, on Thursday, stormed the AdoEkiti branch of the Zenith Bank Plc, to demand funds from the accounts and waited until he got N5 million from his account before leaving the bank. Fayose, who stormed the bank at about 1:20 pm in company of his immediate aides like the Chief of Staff and two commissioners, went straight for the office of the Bank’s Branch manager, Mr. Mojeed Adekunle, presented a cheque to withdraw his money, and insisted that he must personally get the cash before he would leave the bank premises. The governor reminded the bank manager that he had called the bank following a court order, served on the bank on Tuesday, December 14, to unfreeze his accounts, in order for him to be able access his account. Specifically, Fayose declared that he was ready to wait till anytime his money would be given him in cash. “I am ready to wait in your office till you close for the day as I want my money in cash, or I won’t leave the bank,” he affirmed. After waiting for about two hours, the Bank Manager promptly produced a copy of the said court order and confirmed to the governor that his office already received a copy as reported and would act on the directive from the governor immediately. Consequently, at exactly 3: 20 pm, the governor left the bank with cash of N5 million, saying: “I came to the bank after serving them with the court order and I made up my mind that I won’t leave the bank until my money is given to me. “Now that the bank has done the needful by giving me part of the money confirming that they have obeyed the court order. I want to thank Nigerians and my supporters for believing in our cause that Nigerians should not be oppressed. The rascality of EFCC must stop. “I want to thank the EFCC for obeying the court order. They placed order on two accounts, one has N82 million, the other has N300 million. I have collected N5 million now. I’m not closing the accounts but if they attack my accounts again, I will make trouble with them, big trouble.”

Is redemptive governance Nigeria’s option?

igeria is politically and developmentally in the wilderness. Poor leadership and the attending governance challenges are causative. Because the redeeming power of prayer is near eschatological, Nigerians still pray for Nigeria in distress. Prayer bolsters faith and “has great powers to produce results.” However, Nigeria’s resort to prayers to resolve its leadership challenges, even as it offers succour, also underlines that governance fails when it is not redemptive. It also adds fillip to Karl Marx’s contention that “religion is the opiate of the masses.” Yet, it is now obvious that turning Nigeria around may require redemptive governance, and a non-partisan coalescing of various individuals — sufficiently bold and selflessly honest; “men who possess opinions and a will” to rethink Nigeria’s remediation modalities, and indeed, make Nigeria whole and functional again. As Nigeria hobble under recessionary pressures and sustainable livelihood becomes a gargantuan challenge, religion becomes a thriving industry; an escapism replete with dupes and foretold false prophets. This state of play in Nigeria’s depressed economy, also validate long-held local contention that “God dey, is the poor man’s prayer.” Yet, Nigeria’s present realities underpin the enormity of the challenges confronting her; more so, the fact that despite the promised change, the nation and those entrusted to bring about that change, are all struggling badly. If change reflects success, little of it abounds in Nigeria. That is the mainstream view. The initial flush of collective optimism, exhilaration and bravura has waned. With the recession, trickle down dividends of democracy are painfully slow in coming to Nigerians. Nigeria’s governance problem is that the ‘Change’ bar might have been set too high; beyond the scope of what Nigeria’s weak leadership, weak institutions, weak infrastructure and weak resolve can deliver. Confoundedly, the Buhari administration has a publicly articulated vision, purpose and governance strategies; the ‘right’ set of people, with the requisite integrity and accountability credentials; positive culture and ethics to drive policies and is promoting frugality and due process in the use of scarce resources. It thus remains incomprehensible to Nigeria observers, why it is difficult to turn around Nigeria, when nearly all the fundamentals of good governance are seemingly in place. Unbiased analyses point to the need for clarity, absence of organisational capability to deliver on purpose and lack of effective stakeholder engagement, as critical factors mitigating desirable change. The present stagflation makes fixing the country’s main challenges rather difficult. Meanwhile, Nigeria’s political leadership continues to insist that the country must think and act and look beyond oil. Factors beyond

their control compel such consideration. Oil price vacillation still makes nonsense of planning and budgeting, as global oil prices swing in pendulum fashion from a high of $100 per barrel in 2014 to a low of $27 per barrel in early 2016 and currently, $52 per barrel. A political class and leadership averse to making personal sacrifices worsen prevailing challenges. First, national interest has completely disappeared from the national lexicon, thus rendering every policy measure suspect and subject to idiosyncratic construal. Second, a combination of poor infrastructure, poor electricity supply and expanding unemployment bulge, compound present challenges. Third, Nigerian legislators refuse to embrace frugality. Fourth, while financing agriculture is a viable option, the agribusiness blueprint and mosaic seems opaque due to lack of synergy. This status quo makes it impossible to accomplish the enunciated goal of reducing food importation to the barest minimal by 2019. These factors make remediation of decrepit governance and physical infrastructure all too arduous. Absence of policy synergy between the federal government and the state and local governments in pressing and critical areas still pose immense challenges. Despite recent bailout of states, only four states are economically viable. The remaining six states that did not receive initial bailout are now all heavily indebted. While the federal government tries to address burgeoning national debt, the states in parallel opposite, continue borrowing. Unchecked, such borrowings compound Nigeria’s intractable foreign exchange and contingent liabilities, and make ongoing efforts to address critical sectors of the economy intensely fractious rather than holistic. As SBM Intelligence, a policy a think tank observed recently, most Nigerian states failed “to diversify

their economies by developing human capital and leveraging on the substantial resources they possessed. The result has been powerful governors beholden to ostentatious living, bloated public work-forces, with its attendant wage demands; fully 80% of the states owe salaries.” Paradoxically, as state governments seek reimbursements for funds, they expended on fixing decrepit federal infrastructures; the same states also spend enormous fiscal resources in underwriting logistical and financial support for federal law enforcement agencies, with hardly any recompense from Abuja. These awkward realities compel demands for true federalism and restructuring. Most of the 2017 draft budgets presented by the federal and state governments are largely unrealistic; very few are zero-based and very few will be funded and implemented fully. Insofar as the federal and state governments fiscally strangulate the local governments, prevailing challenges will subsist. This past week, UNIDO proclaimed Nigeria’s SMEs, “Ignorant of certain investment and technological skills” required to liberate the country from the claws of the current recession.” Oddly enough, those who dare to advise or criticise the Buhari government are being pummeled with a barrage of counter-criticisms. Not considering that we are in a democracy, Presidential aides have become pointlessly defensive, combative and shockingly impolitic. They pushback consistently against any advice or criticism, be it mundane or well intended. Hence, the government has lost sight of the fine divide between jibes by its traducers and exhortations from well-meaning Nigerians, including members of the attentive public. For its own edification, the Presidency needs to commission some policy preceptors to explore the constructive role of three 13th century figures —

Robert of Sorbon, a churchman; Etienne Boileau, a bourgeois; and Simon de Nesle, an aristocrat — that jointly orchestrated the transfiguring of French politics by fostering redemptive governance during the reign of King Louis IX. It should be deeply worrying that midway into President Muhammadu Buhari’s first term, most of his initial supporters have “changed’ and are jumping ship. His erstwhile political allies are also seeking “change” by realigning for 2019; convinced that Buhari will not be catalytic to the electoral outcome, despite the power of incumbency. Recent electoral trends in Gambia, Ghana, and before now, Nigeria, which swept underperforming leaders aside seem to support such rationalisations. As Kingsley Moghalu, noted recently, “Nigeria’s fiscal crisis in a world of low oil prices can be addressed only through a constitutional redesign that devolves decision-making to units that will have economies of scale.” Ditto Nigeria’s governance challenges. Nigerians are suffering. As such, Nigeria needs a governance catharsis; redemptive and smart power governance methods not influenced by partisan or ethno-political considerations. Since constitutionally guaranteed social justices no longer suffice, we should perhaps resort to philosophical-theological dictates, which draw their impetus from the Bible and the Koran. Nigeria should retool its leadership advisory and decision-making methods. Considering that one major governance challenge we face, relates to placing people who are still seeking relevance in public offices, Nigeria needs to have in public offices, people who no longer need government, but whose counsel the government can’t do without. It is worth recalling that former U.S. VicePresident Walter Mondale served as the 24th U.S. Ambassador to Japan from 1993 to 1996. Such public service underlined extraordinary patriotism, exemplary leadership and the high regards the U.S. had for Japan. Such dispositions are rare in Nigeria, where politics and public service are self-indulgent. If the remaining segment of President Buhari’s tenure must yield tangible results, there must be a clinical rethink and readjustment, aimed at fostering redemptive governance. If it must start with a cabinet reshuffle, so be it. This proposition is not in favour of non-secular or dogmatic governance methods; but on the need to embark on governance methods that are people-oriented, which will substitute rhetoric and promises with compassion; trade precepts for efficient and quick delivery of basic needs and services; and promote common good in place of divisive policies based on leadership whims. Case for devolution of power to states

ecently a bill seeking to grant states control of mineral resources within their domains passed the second reading in the House of Representatives. Titled “A Bill for an Act to alter the Constitution of the Federal Republic of Nigeria, 1999, to vest the control of the revenues derived from minerals, mineral oils, natural gas in, under or upon any land In the States of the Federation and for Other Related Matters”, it seeks to give much needed realism and impetus to Nigeria’s quest for economic and revenue diversification. The truth is that if Nigeria is to make progress economically and achieve its goal of a sustainably diversified economy and revenue base, then it must reform its political-economic institutions to reflect its socio-economic realities and the legitimate aspirations of the different ethnic nationalities that have voluntarily congregated to constitute the Federation known as Nigeria. The current quasi-unitary system is essentially a system of bondage that has shackled Nigeria’s economic potentials. Nigeria is currently enmeshed in a recession for which many reasons have been adduced to ex-

plain the cause. Of all reasons so far adduced, the most factual and resonant has been that aside the mismanagement and corruption of past thieving administrations, Nigeria remains unhealthily saddled with a deleterious mono-product economy. A system that places premium not on productivity and innovation, but on doctored population figures and other Machiavellian schemes designed for the purpose of securing a larger chunk of revenue from the corruptly-termed and dwindling “national cake”. It is this aberration and legacy of despotic military rule that the proposed bill currently before the National Assembly seeks to remedy, by seeking the devolution of economic powers to Nigeria’s federating units to enable them harness their varied comparative advantages for the overall benefit of the Nigerian economy, as was obtainable under the Republican Constitution of 1963. The 1963 Constitution provided for the healthy and broad distribution of economic power to then regional governments and provided incentives that encouraged the active participation of the then regions. It is interesting to also note that in spite of the glaring flaws of our current political-economic system, there are those who opine that Nigeria’s under-development has little to do with the unjust and tragically flawed nature of Nigeria’s political-

economic system. They insist that our problems are essentially a function of “poor leadership”. They further assert that all Nigeria needs to reach the Promised Land is “repentance and a change of heart” on the part of our political elite, and the people. The proponents of this school of thought have however failed to ask themselves WHY Nigeria has continually been afflicted with “poor leadership” over the years. Is Nigeria and are Nigerians accursed of God? The answer to this question is rather obvious: Nigeria’s corrupt political-economic system, as a matter of course, births “poor leadership”; in the same manner a goat cannot give birth to a lion, neither can an unjust and flawed political-economic system give birth to responsible and accountable leadership. The few instances of good governance Nigeria has recorded since the coming into force of this present political-economic system have been nothing but anomalies, this is because the Nigerian State does not have the required mechanisms needed to incentivise or replicate such isolated and rare instances of good governance. There is nothing that incentivises responsible and accountable leadership in Nigeria. For elected or appointed public official to muster the will to do the right things, he or she must be somewhat of a zealot, with significant political

advantage and a determination to do what is legally right. Whilst appreciative of the critical need for good and purposeful leadership, it is humbly submitted that Nigerians cannot continue to depend ad infinitum on the emergence of anomalies. We must, create the requisite political-economic institutions and systems that incentivise good governance, engender social cohesion and advance the economic well being of all our people, irrespective of the political party or person in power. We must design a system that makes it impossible or at least extremely difficult for the lowest denominators in our polity to emerge as our leaders. It is the humble submission of this concerned Nigerian that a further and better amendment of the 1999 Constitution, as typified by the current Bill before the National Assembly which seeks the just and equitable devolution of power to Nigeria’s federating units is a very necessary course of action, if we are to make real and sustainable progress. It is submitted that the devolution of power to the federating units will signal the rebirth of Nigeria, resolve most of the social stresses we are experiencing and unleash Nigeria’s much touted potentials, whilst ensuring the sustainable diversification of Nigeria’s revenue base. Buhari, Jonathan and Jammeh’s U-Turn

ver since former president Jonathan made that call to Buhari congratulating him on his “victory” at the last presidential polls, and following the enormous goodwill it attracted worldwide, it is fast becoming a norm in Africa for incumbents to easily accept defeat at the polls and congratulate the winner. Yahya Jammeh, the outgoing president of Gambia, was on his way to making history as one of the very few African presidents who would follow the enviable example of Nigeria’s former president and Africa’s hero of democracy, Goodluck Jonathan, by conceding defeat as an incumbent to an opponent in a political contest. However, with his sudden u-turn it seems, is about to throw that tiny West African country into a needless and avoidable turmoil. After having been commended by major political players and the media worldwide, what could have caused Yahya Jammeh to retrace his steps after conceding defeat and hailed the process that saw his closest rival, Adama Barrow? Jammeh had told Barrow while conceding defeat to him, “I’m the outgoing president; you are the incoming president. I wish you all the best. The country will be in your hands in January. You are the elected presi-

dent of The Gambia. I have no ill will and I wish you all the best”. The question on the lips of everyone is, why would Jammeh suddenly make a volte-face. The answer may not be far-fetched. Jammeh took his cue of conceding defeat from Nigeria’s Jonathan, he must have also thought he was making a mistake going by the happenings in Nigeria today. With the relentless vindictive persecution of Goodluck Jonathan’s family by the Buhari administration, the unending vendetta against Jonathan’s former ministers and government officials, the use of the military, secret police and other security agencies to harass, intimidate and even kill innocent, harmless and helpless citizens in droves with little or no provocation, high-handedness in dealing with sections of the country that did not support the emergence of president Buhari, it probably became obvious to Jammeh the enormity of risks he is taking by conceding defeat. His family members must have reminded him that there is nothing good in conceding defeat in Africa. They must have reminded him of what is going on in Nigeria despite the magnanimity of Goodluck Jonathan. Some of them might even be ready to face prosecution should there be any need for that, but then, they

realise that what their counterparts in Nigeria are facing is more of persecution than prosecution. They must have all brought Jammeh’s attention to al the atrocities going on in Nigeria. This is only just a part of the many consequences of Buhari’s tyrannical approach to governance in Nigeria. The message of his style reverberates across Africa. The goodwill and novel approach of incumbents conceding defeat in the continent is being endangered rather than being engendered. Consequently, Buhari’s style of leadership is rolling the political progress of Africa kick-started by that famous telephone call from Jonathan and his peaceful handover centuries backward. Even Nigeria’s electoral system that was beginning to make tremendous progress under Jonathan has suffered unwarranted grievous attacks under Buhari. The nation’s electoral system has been so bastardised within the short period Buhari’s administration has lasted that electoral malpractices have been given an official toga. Not even the ECOWAS court has been spared the torrid experience of having its court orders disobeyed by the Buhari administration as it concerns its pronouncement on Sambo Dasuki. It is therefore even more shocking that the same ECOWAS would rely on such a man to be a me-

diator in the political logjam about to befall Gambia. Well meaning Nigerians have continued to warn that the autocratic manner Buhari is running Nigeria has very grave implications not only for the country but also for Africa. Gradually, those implications are beginning to unfold right before our very eyes. The UN that is asking Jammeh to accept defeat and hand over power to Barrow seem to be only interested in treating the symptoms of a disease without looking at the root cause of such a disease. No one is saying that governments should not prosecute past governments where and when necessary, but everyone would want such prosecution not to degenerate into persecution, intimidation, harassment and vindictive pursuit of family members and officials of any previous government. Diligent and civil prosecution of anyone would always encourage peaceful handover of power from one government to another in Africa. But first, the ECOWAS, AU, UN and other such international bodies must also not look away while any government deals with its people with an iron fist under the guise of fighting corruption and or other such otherwise noble guises. Until this is ensured, there are likely to be many more Jammehs in Africa than anyone can imagine.

How Miss Nigeria pageants visit, lit up Daily Times

God’s Covenant Snr An array of beautiful young ladies, who are currently slugging it out among themselves to know who emerges as this year’s much awaited Miss Nigeria, were the cynosure of all eyes, during their historic visit to the Agidingbi, Ikeja, Lagos, headquarters of The Daily Times. Indeed, the scorching sun of that Monday afternoon and the debilitating heat that accompanied it, disappeared, at the sudden arrival of 36 contestants, plus one, in the ongoing Miss Nigeria Pageant competition, on the grounds of The Daily Times. Wading through the reception at the basement, as they cat-walked their way into the conference auditorium on the first floor, all but one of the ‘lanky’ ladies were virtually walking on their toes in high-heeled shoes that made Marlene Munroe’s famous legacy a dress rehearsal. Unarguably, the tallest of them all-Miss Katsina, alone was on flat black sandals and was in her natural hairdo. If she had climbed on heels, she would no doubt stand out like a palm tree in the crowd of the beautiful, adventurous ladies. Also noticeable was that, most faces of the ladies wore hints of pressure and anxiety, revealing the stress and uncertainty underlining their quest to wear the crown come Monday the 19th, bringing to mind the lyrics of our Bongos

Ikwe (of blessed memory), “Nothing good comes easy..!”, buttressed by famous reggae artiste, Jimmy Cliff in his hit song, “You can get it if you really try…but you must try…” The largely model-slim bodies of the contestants revealed also that they had worked on their frame to meet an essential criterion, except, perhaps, for Miss Ogun, Enugu and Lagos, who were on the “fuller” side, being naturally fleshy in degrees. Receiving the contestants in the crowded conference hall, the Group General Manager, Mr. Olisa Egbunike, was delighted to take the new generation down memory lane to introduce Africa’s oldest print entity, The Daily Times of Nigeria,

Responding to a contestant, who wanted to know what is required to be a journalist, the editor said, “anyone wishing to come into the profession must be driven by passion.” The annual Grand Finale of the contest and the Unveiling of the Green Girl Project, will climax next Monday, 19th December, at the Eko Convention Centre, Lagos. Jonathan or Buhari’s Administration... which do you prefer? Due to the current situation in the country, Nigerians have expressed their preference between the administrations of the former president Goodluck Jonathan and President Mohammed Buhari. Adeyemi Akeem, Obarayese Sikiru, report Jonathan is okay, because during his time, the benefit of the common man was the market, which means everybody ate well. Now, to eat two times daily, is difficult ,and to earn money is tough. The cost of a bag of rice has increased and everybody is unhappy about the sudden change. I prefer Jonathan’s administration, because then, we have a lot of job opportunities in sight, which enable the common man to put food on his table, and it was easy establishing a smallscale business. But now, it’s difficult getting a job, because, those who have money are scared to spend it, they don’t want to be prosecuted. Infarct, I can’t recall the last time I was called for work despite that Christmas is approaching, and I need to buy so many things to celebrate the Yuletide with my friends and other well wishers. On my own part, I don’t prefer anyone because all of them are corrupt. For six years now, we only hear about corruption, but nobody has been genuinely handled. Nobody has in fact, been prosecuted or even jailed. Corruption can’t stop until they put it into law that anybody who steals will face the wrath of the law or even be killed, and as for the Judge, who may like to do injustice to free them, there should the people that will monitor the judgement they give. Nigerians should understand that the recession is as a result of the world oil crash that Nigeria is dependent on i.e., If you have money and you lavish it, definitely, in future, you will suffer the result. People say ‘Jonathan is bad, but we were still able to survive under him, unlike Buhari, where there is no flow of money in the country, but, we all forget that the people who have been ruling Nigeria are still in government and that’s why I wonder how this current administration would be successful in his fightg against corruption, and to besuccessful in the fight will be to the glory of this country. Deceased police officers’ wives, children get cheques

Ibrahim Idris, has assured policemen that their rights will be protected within the ambit of the law. The IGP stated this on Wednesday in an event held at the Zone 2 Police Command Onikan to mark the World Human Rights Day which holds every December 10. The IGP, who was represented at the event by the Assistant Inspector General of Police, Mr. Kayode Aderanti, also used the occasion to dole out cheques of different amounts

to family members of deceased officers and men. Mr. Idris while condoling with the families of the deceased policemen urged them to take solace in God. “It is the belief of the IGP that something must be done to uplift the spirit of the family members of police men we have lost. The enormity of their service cannot be quantified and one of the succours is to give this amount to support those they left behind. The police will continue to support them.” Family members of the deceased policemen express appreciation for

the cheques they received. One of the deceased policemen wives Amina Ignatius said “My Husband died in 2014. I have been struggling with my children but with this amount I will set up a small business so I can Carter for my children. I appreciate the IGP and the Nigeria police Force.” Similarly, policemen attached to the Zone 2 police command have received training in Human Rights. The convener of the training and the Executive Director of Crime Victims Foundation (CRIVIFON) Mr. Gloria Ebuji urged the officers to

international covenant on civil and political rights, the convention on the rights of the child. The tenancy law, child rights act and child right law of Lagos state in addition to the domestic violence law of Lagos state. Cattle rustlers kill 4 at Gbaka village in Niger, cart away 700 cattle Saka Bolaji, Minna

month, cattle rustlers have reportedly invaded Gbaka village in the Shiroro local government area of Niger state, killing four people. Although said there was no life lost in the attack that occurred Wednesday evening, three people that were seriously injured in the latest attack were brought to the Minna General hospital for treatment. The Daily Times gathered that some of the injured are said to be having gunshot wounds while others had deep cuts as a result of machete attack. No fewer than 700 cows and unspecified number of goats and sheep were rustled by the invaders. In their usual manner, scores of rustlers arrived the village at about 6pm and started shooting sporadically to scare away the villagers. According to a source closed to the villagers, “It was in this process that four of our people were killed and others injured and we

are still searching for some of our people that ran Into the bush.” When contacted, the Police Public Relations Officer, DSP Bala Elkana, confirmed the story but said “we have not received report of any death.” Elkana also said that no arrest had been made but added that the police is after the suspects, the special anti-rustling squad has been mobilized to the area”. In the last three weeks, about 12 people have been killed by suspected cattle rustlers in the local government area alone while over 1300 cattle were rustled in the process. The police have been able to arrest four suspects in connection with the previous incidents and recovered 400 cattle. Bothered by the escalating cases of cattle rustling in the state the Inspector General of Police, Ibrahim Idris also deployed surveillance helicopter to the state. In addition to this, the state police Command moved the command headquarters to the troubled zone with 300 armed policemen and this paid off with the arrest of 12 suspects and a number of cows.

Imo pensioners reject 40% arrears Val Okara, Owerri

The union also directed all state retirees not to sigh what it called “death warrant forms” being circulated by the state government in various communities in the state. issued on Wednesday after an emergency meeting in Owerri and jointly sighed by its chairman Chief Gideon Ezeji and the secretary, Comrade L. U. Ashiegbu called on the state government to withdraw the said forms from circulation. Part of the said form read “I voluntarily accept this payment due to economic situation in the country. I do hereby release and discharge the Imo state government and its agents from all past, present and future liabil-

ity and actions, claims, and demands in respect of the said accumulated pension arrears.” The Union therefore resolved that if the state government failed to pay the state retirees 100 percent of their pensions, the union would take any unpleasant action to press home on their demands. “The Imo state NUP executive in session did not agree with the Imo state government that their action against the pensioners is à calculated attempt to punish the pension-

Praise be to Allah, the Lord of the Worlds, and blessings and peace be upon our Prophet Muhammad and all his family and companions. It is enjoined on all Muslims as mentioned in the Qur’an and sunnah to follow the laws of Allah and His Messenger, and prohibitions on introducing innovations into the religion are quite clear. Allah says: “Say (O Muhammad to mankind): ‘If you (really) love Allah, then follow me (i.e. accept Islamic Monotheism, follow the Qur’an and the sunnah), Allah will love you and forgive you your sins’.” [Al-Qur’an 3:31] “Follow what has been sent down unto you from your Lord (the Qur’an and Prophet Muhammad’s sunnah), and follow not any awliya’ (protectors and helpers who order you to associate partners in worship with Allah), besides Him (Allah). Little do you remember!” [Al-Qur’an 7:3] “And verily, this is My straight path, so follow it, and follow not (other) paths, for they will separate you away from His path.” [Al-Qur’an 6:153] And the Prophet, peace and blessings of Allah be upon him, said, “The most truthful of speech is the Book of Allah and the best of guidance is the guidance of Muhammad, and the most evil of things are those which are newly-invented.” And he, peace and blessings of Allah be upon him, said, “Whoever innovates anything in this matter of ours (i.e., Islam), that is not part of it will have it rejected.” [Narrated by al-Bukhari, no. 2697; Muslim, no. 1718]. According to a version narrated by Muslim, “Whoever does anything that is not in accordance with this matter of ours (i.e., Islam), will have it rejected.” Among the reprehensible innovations that people have invented is the celebration of the birthday of the Prophet, peace and blessings of Allah be upon him, in the month of Rabi’ alAwwal. At the end of a three-day National Archery Workshop and Championship in Lagos on Thursday, the federation’s president, Mohammed Abdullahi-Baba said a foundation for the future of the

sport has been laid. Abdulahi-Baba while urging members and stakeholders of archery to join in the development of the sport noted that the participants showed zeal that will make Nigeria one of the giants in the sports in the nearest future. “We were so unsure when we get started but at this level we will soon be a force in the sport. I have seen a great enthusiasm on the part of the participants. The game of archery has a future going by the conduct of the participants.

he European Club Association (ECA) has written to FIFA imploring global football’s governing body not to proceed with plans to expand the World Cup. When running for election, FIFA president Gianni Infantino’s manifesto included a proposal to increase the number of teams in the finals from 32 to 40. And in October, Infantino hinted it could be expanded even further to include as many as 48 countries. However, the ECA issued a statement on Thursday voicing its opposition against such plans, while also revealing it had written to Infantino in a bid to persuade him against the idea. “The European Club Association (ECA) speaks out against the proposed enlargement of the FIFA World Cup,” the statement read. “FIFA President Gianni Infantino has recently made several proposals aimed at further expanding the number of participating nations at the World Cup. According to Gianni Infantino’s proposals, the expansion is expected to take effect at the FIFA World Cup in 2026.

he Nigeria Football Federation (NFF) has denied in strong terms that the football ruling body in the country never intended to neglect the Super Falcons after their Africa Women’s Cup of Nations (AWCON) triumph in Cameroun. NFF’s Director of Media and Communications, Ademola Olajire, stated this on Thursday and added that they appreciate President Muhammadu Buhari (GCFR) for directing that the players and officials of African champions, be paid within days, following the team’s protest at the Three Arms Zone on Wednesday. “We are grateful to the Presidency for the prompt action, and we believe this will put the minds of the players at rest. It has been a very difficult time for the NFF; no official of the Federation was happy that the players and officials could not be paid their entitlements immediately after the tournament. “It is not as if the Federation did not plan to pay the players and officials their entitlements. The NFF expected some money from a number of sources but this did not work out. They are champions and deserve to be treated as such; there are no doubts about that,” Olajire said. Olajire also stated that there was no time

FG signs $5.1b deal with five oil coys to clear unpaid bills Lateef Ibrahim, Abuja The Federal Government said it will clear unpaid bills worth $5.1 billion for oil production joint ventures piled up over several years under a deal signed on Thursday with Shell, Chevron, Total, Eni and Exxon Mobil.

Minister of State Petroleum, Dr. Ibe Kachikwu, stated this in in a speech at the signing ceremony, adding the repayment would take place over the coming five years. He said the oil majors had given Nigeria a discount of $1.7 billion, lowering the original amount from $6.8 billion. The agreement would also

ensure that future payments to production joint-ventures with oil majors would be paid in time, Kachikwu told reporters after the signing. He also said that Forcados export terminal would resume soon, though he failed to give details of the resumption. The export terminal had been under force majeure since February

The Reports also attributed general decline in the levels of production since February 2016 to what it called “well documented militant attacks in the Niger Delta. “ NEITI is optimistic that if the militancy is addressed, production figures would definitely improve resulting in increased revenues as may have been projected in the 2017 budget”, he said.

SON to enforce compliance with SMEDAN calls for cylinder import procedure SME bank Stories by Charles Okonji

The Standards Organization of Nigeria (SON) has declared it would henceforth ensure strict compliance with the procedure for the importation of gas cylinders and other associated products. The agency disclosed this in Lagos on Tuesday during the inspection of two container loads of substandard gas cylinders valued at N50milion. The Director of Inspectorate and Compliance, Engr Bede Obayi, told journalists at the venue that importers of gas cylinders would be com-

pelled to follow the regulatory guidelines in order to avoid danger to Nigerians. He noted that the team got a tip off through its intelligence network and swooped into action leading to the arrest of the containers. Obayi said the only cylinders approved for import into the country as camping gas were the 3kg and 6kg respectively, stressing that some unscrupulous people were now hiding under this guise to import 10kg cylinders as camping gas. Decrying the illicit practice, he said: “The import of 10kg cylinders as

camping gas is automatically out of the specification. The valve they have used is not a standard valve and it is not capable of carrying the 10 kg. Instead, it is made for the 3kg or 6kg camping gas.” He pointed out that using a 6kg approval to bring in a 10 kg is a subversion of the regulatory standards and constitutes an economic sabotage, saying that it is a grave danger to lives and property. He said; “The importer got approval to bring in 6kg but went and imported 10kg camping gas, a different size which is not in line with the standard. It is a typical negligence

of the laws of the land.” He stated that the cylinders are substandard as far as Nigeria is concerned since the valves cannot fit the capacity of gas in the cylinder. The director warned the public against patronizing such, saying it was dangerous, and that the SON would soon start mopping up such consignments in the country. He noted that the SON Act had actually given the agency more prosecutorial powers to deal with such sabotage, stressing that the organization would go after those behind such acts to get them to face the law.

The Small and Medium Enterprises Development Agency of Nigeria (SMEDAN) has called for the establishment of Small and Medium Enterprise (SME) Bank through which small scale enterprises would access funds without the bottlenecks associated with loans from banks. Addressing the Commerce and Industry Correspondents Association of Nigeria at a media parley in Lagos, the Director General/Chief Executive Officer of the Agency, Dr. Dikko Umaru Radda, said the major challenge inhibiting the development of SMEs in Nigeria remained inaccessibility of funds by the entrepreneurs, which has to be addressed by establishing a bank for the sub-sector. Radda, who opposed the proposed scrapping of Bank of Industry by the federal government, maintained that more of such development banks should be established, including a designated bank for the SME sub-sector. According to him, the small and medium scale businesses would be more at home with SME banks than any other one. As an agency saddled with the responsibility of catering for SME in Nigeria, the SMEDAN boss said it would establish an

SME micro-finance bank to kick-start the process of creating SME bank. However, Radda lamented that the agency was confronted by many challenges limiting its capability, including the National Assembly Act that established the agency in 2003 whose amendment the agency has been seeking. He said, “If the Act is amended by the National Assembly, the agency would be more empowered to develop SME sub-sector to the higher level. The agency would be able to formalise SMEs as many of them remained informal by creating platform through which they could easily register their businesses and have easy access to fund at the proposed SME bank.” Radda, who noted that the agency was underfunded, said the agency would liaise with the government to allow it have 30 percent of the tax on the luxury products imported into the country, emphasizing that such luxury goods should be taxed more if imported into the country. He advocated that the revenue from such tax should be used to fund SMEs as it is done in other countries, appealing for the provision of enabling environment for the SMEs to thrive.

According to him, IAFs are very critical to achieving the agency’s zero tolerance for substandard goods in the country. The firm, SGF, donated chemical testing machines to SON, even as Aboloma commended the IAF’s support to the agency in its fight to achieve its mandate of combating influx of fake and substandard products in Nigeria. He declared that the SGF has set the ball rolling, pointing out that the standards body expected more of such technical assistance from other IAFs and development partners, stressing that IAFs re-

mained critical in its mandate of products registration, accreditation and certification. He tasked IAFs to continue their fair dealings and honesty with the agency especially towards issuance of SONCAP certificates for importers, saying that the present administration plans to discourage unwholesome imports while targeting economic diversification and export drive. He said there is no other crucial time than now that SON needs the technical assistance and support from the IAFs, maintaining that the agency has since raised the ante on quality infrastructure development. “Let me sincerely thank the

Tourism Stakeholders have commended the Minister of Culture and Information, Alhaji Lai Mohammed, for his efforts towards reviewing the nation’s Tourism Master Plan. They however called for the inclusion of Nigerian tourism experts and the media in the review committee. The tourism stakeholders and travel media unanimously commended the effort of Alhaji Lai Mohammed in his ongoing quest to redeem the ailing tourism sector, part of the effort being the setting up of the Tourism Master Plan Review Committee, which included Mr. Jim Flannery, International Tourism Adviser of The United Nations World Tourism Organisation (UNWTO). Alhaji Lai Mohammed received Mr. Flannery on last week in Abuja, the Federal Capital Territory who was in Nigeria on behalf of the UNWTO, the global apex tourism body’s which is helping Nigeria to review its Tourism Master Plan, which was put together in 2006, and which after 10 years is still to be implemented.

Mr. Flannery was a member of the team that wrote the Masterplan that Nigerians say was un-implementable, and some travel journalists wonder why he should be brought back for the review. I want to see our known experts get involved. We should not be afraid to involve them.” The NATOP President also wants some members of the Tourism Committee of the Vision 202020 that had earlier reviewed the Document so that there will be some form of continuity. “Civil servants alone cannot review the Master plan,” he stated.

That is the story of Africa told to Africans and believed by Africans. So Africans resist other Africans for no reason other than the fact they come from another country. So African neighbors are all distrusting of one Another. Kenya and Tanzania, Nigeria and Cameroon, Zimbabwe and South Africa, Ghana and Togo, Ethiopia and Eritrea, Morocco and Algeria. This is our reality in Africa.

There are three types of Africans outside Africa. 1. The African Émigré. He travelled in the last 50 years and still has Family in Africa. They might be Dual Citizens if they so desire. 2. The African Native Abroad... These are are the African Americans, The Pacific Africans, The Carribean Africans, Ethnic Africans in India and South America. They are Africans but are also Natives of other places. They carry the passports of their Native country. These groups have an emotional connection to Africa and believe their immediate ancestors are from Africa. 3. African Cousins Abroad. For want of a better name I prefer to call them cousins. Though we are related they might not know or have chosen not to know. These are Children African Natives but born or raised in another country. The Jamaican in London is emotionally connected to Jamaica and might not have a connection to Africa. These groups are likely to be the ones that need the most convincing of the three groups. The future of travel in Africa? Some of us in Africa are working to grow the percentage of Africans travelling within Africa we are hoping that if we get just 10% of Africans to travel within Africa then we can exit out of Poverty forever. A study done by Sabre the travel Company says that the introduction of African Passport or visa free travel within Africa will grow GDP by 24%. This is massive.

Starting A Business: Should I go for a Franchise or New Venture?
