Editorial Stemming alarming kidney failure among Nigerians
B
efore now, little was heard of kidney failure as a major killer in Nigeria. In recent times, the reverse has become the case. The increasing burden of chronic kidney disease (CDK), and end-stage renal disease presents a challenge for the country and health authorities. According to health experts, more than 24 million Nigerians or 14.2 per cent of the population or, one in every seven persons has one degree of Chronic Kidney Disease (CKD). Moreover, with more Nigerians getting overweight, developing hypertension and diabetes, medical experts are warning of a looming epidemic of kidney failure. More alarming is a recent report in Medical Anthropology Quarterly that confirmed a growing worldwide market for body parts that include kidneys. Reports, also, reveal that there is increased kidney trafficking due to the prevailing economic situation in the country, whereby a kidney could fetch the donor as much as N1million. Medical experts say that more people die every day from kidney- related diseases than malaria and HIV/AIDS in Nigeria. Medical experts have established that diabetes and high blood pressure are key risk factors for chronic kidney disease. Other causes include polycystic kidney disease; sickle cell disease; obstructive uropathy, prostate, fibroids, strictures and cancers; connective tissue disorders, toxic nephropathy and Human Immuno-deficiency Virus /Acquired Immune Deficiency Syndrome ((HIV)/AIDS). It is a fact that kidneys serve as filter for the body and once damaged; they can no longer remove waste and excess liquid from the blood. As deadly as this menace is, available statistics on kidney diseases had remained scarce. The lack of renal registries
means that there are no reliable statistics about the prevalence of chronic kidney disease (CKD) in Nigeria. Many people with severe kidney infection are asymptomatic in the early stages of the disease. If present, the early symptoms are nonspecific and may include fatigue and loss of appetite. In the advanced stages, however, the symptoms are severe. For this reason people often do not realise they have the disease until they are already very sick and have sustained irreversible kidney damage. Symptoms of severe kidney damage may include the yellowing of the eyes and skin (as the kidneys are no longer able to filter waste), nausea and vomiting or severe muscle cramps. In the advanced stages, as the body loses its ability to expel fluid, there may be swelling in the hands and feet and excess fluid in the lungs. This can make it difficult to breath. Without proper end-of-life care, death from kidney failure is often extremely painful. Lack of adequate and appropriate health facilities including health care personnel pose a great challenge to care of patients with kidney- related ailments in most developing countries. This has encouraged proliferation of various pseudo/quack health facilities found in these countries. Incidentally, unlike some African countries, such as Rwanda and South Africa, there is no government funding for treatment in Nigeria. This leaves the entire burden to individuals who, most often, cannot bear the cost for too long. It is therefore imperative that Nigerians become health conscious by undertaking routine medical checkup for symptoms of kidney disease. With yearly testing and aggressive treatment, we can greatly slow the decline in kidney function and reduce the number of people developing kidney failure.

S’Court Registrar arraignment over N2.2b fraud flops Andrew Orolua, Abuja Attempt to arraign the Chief Registrar of the Supreme Court, Mallam Ahmed Gambo Saleh and two other officials of the court before the high court of the Federal Capital Territory Abuja over diversion of the sum of N2.2billion on Thursday flopped following the absence of one of the accused in court. Saleh the current chief Registrar of the Apex court, Muhammed Abdulrahaman Sharif and Rilwanu Lawal were to appear before Justice Abba Bello Mohammed to be arraigned on a 9-count charge. They were said to have diverted the huge sum into their personal bank account with the United Bank for Africa (UBA). For which the federal government had filed charges bordering on criminal breach of trust and taking bribe from Supreme Court contractors to the tune of N74.4million among others. However, the arraignment could not hold as one of the defendants, Muhammed Abdul-
rahaman Sharif, was absent in the court due to an undisclosed ailment. His counsel, Dr. Garba Tetengi (SAN), told the judge that his client was laying critically ill at the emergency ward of the Specialists Hospital in Gwagwalada, Abuja, and pleaded with the judge for an adjournment of the arraignment. Counsel to the Federal Government, Mr Charles AdeogunPhillips, objected to the claim of the second defendant on the ground that no material evidence was placed before the court or served on government to show that the second defendant was actually in the hospital. The government lawyer, however, said that since the evidence came from the Bar, he will concede to the adjournment. Apart from Sharif, the Chief Registrar, who is the first defendant and Rilwanu Lawal, who is the third defendant were in court but their plea could not be taken. Justice Mohammed thereaf-

Fresh aviation fuel scarcity looms ...as airlines reschedule flights ...may affect air fares Chukuemeke Iwelunmo Air travelers in the country may face untold hardship once again in the aviation sector as scarcity of aviation looms on the domestic routes. The scarcity of the the product if not checked may negatively affect air fares across all domestic routes as some airlines have started scaling down operations. The scarcity which became pronounced Monday, has forced airlines to shelve some of their scheduled operations while some will soon start adjusting their fares slightly. The public affairs manager of Dana air, Mr. Kingsley Okwudili told Daily Times that the airline witnessed the aviation fuel scarcity last Monday which led to some delays. Okwudili said the airlines operated virtually all its scheduled flights for that day saying that the situation has improved at Wednesday. “It caught us un-
aware on Monday and it led to delays which affected the flights but virtually all our flights were operated and as at today, delays have reduced.” A top management staff of First Nation airways who pleaded anonymity told Daily Times that the airline started experiencing the aviation fuel scarcity last week. According to him, it has been on and off with the price fluctuating between N230 and N 240 per litre. He said the scarcity may affect air fares as the chunk of finds used in operation ended up in fueling their planes. Recently, the former director of operations, Chanchangi airlines Mohammed Tukur cautioned airline operators to stop the use of heavy aircraft such as B737 series meant for six hours flight for an hour flight in order to remain in business. According to him, light aircraft remained the best for an hour flight in terms of fuel con-
sumption and management. This situation is giving airline operators sleepless, as Jet A1 gulps over 35 per cent of their revenue at a time fares have remained static or at best increased by less than five per cent, coupled with recession that has seriously affected the travel patterns of Nigerians. Aviation fuel costs more in Nigeria and other oil producing countries than their counterparts that do not produce oil. For instance, in Nigeria, despite the stability in the lifting of aviation fuel across the country and the deregulation of the commodity, JET A1 is considered very expensive. Nigeria’s flag carrier airline, Arik has alerted passengers of worsening aviation fuel (JET A1) scarcity across the country. The airline said aviation fuel scarcity started manifesting last week when major oil marketers began to ration supply of the product to airlines.

FG calls for collaborative efforts to tackle recession The Federal Government on Thursday in Abuja called for collaborative efforts toward ending the current economic recession in the country. The Minister of Labour and Employment, Sen. Chris Ngige, made the call at the 4th Registrar of Trade Unions Annual Workshop organised for all registered Trade Unions, government agencies and other social partners. The theme of the workshop was `The Role of Social Partners in Combating the Challenges of Economic Recession’. Ngige, who was represented by Dr Clement Illo, Permanent Secretary in the ministry, said the workshop was aimed to educate trade unions on effective management of the current economic downturn in the country. “Considering the enormous challenges arising from the recent economic recession facing our nation and the attendant problems and difficulties it poses to all sector, organised labour also bear a major brunt of it. “The very survival of the trade unions has not been more threatened that it is today as issues of downsizing, redundancy, casualisation and indecent work, among others, is rife and on the increase.
“A lot therefore, needs to be done to stem this unwelcome tide of the recession, with all stakeholders in industrial relations practice coming together to proffer ways of minimising or eliminating it adverse effect.” He said it was pertinent to mention that various efforts had been made by the ministry to confront and combat the dangers of the economic recession in the area of labour administration. He said this was with emphasis on job security, social protection and the protection of the terms and conditions of collective agreements. Ngige noted that successes had been recorded in the banking and finance and oil and gas sectors while further efforts were being directed in other critical sectors of the economy. According to him, the import of this is the crucial need to employ social dialogue mechanism and proffer solutions to challenges confronting the sector. “The importance of bargaining in good faith, open communication and appropriate disclosure of relevant information devoid of deceit, delay and denial should form the bedrock of the dialogue process.

The unfortunate situation is not unconnected to the current economic recession in the country. The shocking report came to light when the Senate Committee on Federal Character and InterGovernmental Affairs, led by Senator Tijjani Kaura (APC, Zamfara North), paid a visit to the office of the Secretary to the Government of the Federation on Thursday. There are reports also that allowances of the former presidents were being owed as proposal to that effect had not been tabled before President Muhammadu Buhari for approval. The Daily Times learnt that payment schedule had severally been prepared, but were yet to be sent to the President for approval to assess funds in the service-wide vote for the purpose. Explaining reasons behind the problem, the SGF, Babachir Lawal, attributed it to the unavailability of funds in the service-wide votes for salaries of ex-presidents. Lawal said: “There is a department responsible for payment of former Presidents. Presently, funds are not available in servicewide votes to do that. We are aware there was a protest in Bayelsa State that the former President was not paid, but we’ve explained that he’s not the only one affected. “Others affected are Inter-Religious Council, Traditional Ruler’s Council and so on. For some reasons, we have been writing and writing, but there has been no response. And there is presently no money to pay them.” “The budget for this year’s Democracy Day celebration was N33m, and we had to do it on credit, we are yet to pay. There are lots of retreat, which ought to be organised but there’s no money to do any. The last time we got any release was in August.” Senators had however kicked against the non-payment of allowances to the Presidents, while insisting that joint efforts be made between the office of the SGF and the committee towards finding a solution to the problem, which they described as unfortunate. The lawmakers, who took turns to slam the SGF over the development, also emphasised the need to draw attention of the Budget Office and Ministry of Finance to the development with a view to having same addressed immediately. Vice Chairman of the commit-
tee, Senator Suleiman Hunkuyi, described the non-payment of former presidents as abnormal. “What we have seen here is an abnormality. Before referring any matter to the National Assembly, it is a function of the executive to appropriate funds. Therefore, the SGF should understand that there is something wrong in this office that must be addressed. “There is no way you can run the expenses of this office without cash backing. We definitely have to draw the attention of the Budget Office and Ministry of Finance to the problems,” Senator Hunkuyi said. The lawmaker also faulted the office of the SGF over replication of 2016 budget details in its 2017 budget proposal. In the same vein, former Gover-
nor of Sokoto State and lawmaker representing Sokoto North in the National Assembly, Senator Aliyu Wamakko, kicked against the non-payment of former Presidents by the office of the SGF. “We can understand if former President Goodluck Jonathan has not been paid because he just left office. But for someone like Shagari, who lives from hand to mouth, is something I can’t understand. This development is really unfortunate; it doesn’t indicate seriousness, and it doesn’t indicate fairness,” he said. Responding, the SGF said: “When I got into this office, there was a lot of money in this account, but there was no TSA then.” “Before the government left office, they jacked up salaries. We told former President Jonathan
and Obasanjo that they cannot earn twice what the others were earning. So we told them we wanted to review it, and we did. So they now earn what the others earn as well. “When I came into office, there was N1.5bn in the account. We had payment of all liabilities, which came to N700m. Then we wrote to the President to return what was left to the TSA. That was how we came back to a zero balance. “Look around, you’ll see government vehicles breaking down every now and then. Really, I know the challenges the budget office is facing, but the truth is the funds are not just there. In any government, there are certain agencies that must be served first before others. So we have agreed on that. However, we will lean harder on
the finance ministry to see that the situation is turned around. “As SGF, I’m getting embarrassed and demeaned by chasing money coming from demands. All MDAs come to me for things to be done, and it is not quite easy, but we try our best. “Last year, these political appointees had nothing. As to assistance, we really need assistance, if not but to retain all what we have budgeted for.” Babachir Lawal also urged the National Assembly to intervene by ensuring it approves funds proposed by his office in the 2017 budget to be submitted soon, saying, “What is in our budget, we need your help to defend it. This is part of the change agenda, so we must learn to sew our cloth according to the material.”

The Chief Press Secretary to the Rivers State Government on Electronic Media, Mr. Simeon Nwakudu, told newsmen that as the team moved towards Government House, towards Moscow Road, Port Harcourt on Thursday, the Assistant Commissioner of Police (ACP) Steven Hasso, allegedly ordered his men “to physically assault the cameraman of Channels Television, Mr. Ekikere Udom. The ACP and his operatives used their guns to batter the Channels Television Cameraman, dispossessing him of his telephones and other valuables,” he said.
The Chief Press Secretary alleged that “At the front of the Government House, Port Harcourt, ACP Hasso and his operatives also physically assaulted the Chief Security Officer of Government House, adding “they shot repeatedly into the air but the Government House security prevented them from gaining entrance.” The Publicity Secretary of the Peoples Democratic Party (PDP), Mr. Samuel Nwanosike, said in his own narration, that despite the alleged attacks by the police, the PDP members marched to the House of Assembly to show solidarity with the speaker and honourable members. A trip round the city by our correspondent shows an unusual high number of lunatics and destitute, who now occupy major public places like bus stops, rest places, major roads, round about among others. These lunatics, who are fast turning the beautiful city into an eyesore, can be found occupying places like Secretariat bus stop, Stadium bus stop, Unical bus-stop, among others. This development has led most commuters, who will ordinarily use these facilities to abandon them to the lunatics who now pose as threat to them, making them find alternative places to wait for vehicles, while the lunatics have turned the places to their homes and cooking places thereby polluting the environment. Besides taking over the place, these lunatics from time to time attack innocent people, dispossessing them of their valuables, including hand bags, wrist watches or phones. A lady, who claims to have fallen victim to the lunatics and who gave her name as Miss Nkoyo Etim Edet, told our correspondent that she lost her personal belongings, including her hand bags to these persons when she was attacked along Marian road.

Redeemed Christian Church of God (RCCG) Lagos Province 13 has commissioned a community development light project valued at over a N1.0m at Soluyi, Gagada- Lagos on Thursday. Speaking at the commissioning ceremony, the Province Pastor, Odesola Olabode, said that the light community development project is part of the vision of the RCCG to give back to the community where her church dwells. According to him, “it is the vision of the RCCG General Overseer, Pastor Enoch A. Adeboye, is to give back to the community in order to show that Christianity is not just about bringing people to church but also to affect their lives in a positive way” he said. Olabode noted that this is a beginning of what the church has in stock for the community even as it are ready to do more. Also speaking, the Bale of Soluyi 1, Chief Tajudeen Adegbero, who appreciated the Church over the project said that the community has been expecting this type of project which has become a reality, adding that he hopes that the Man of God will continue to bring good development projects to the community. FG to support 1m farmers in 2017 -Perm Sec ÎÎÎThe Federal Government will
support no fewer than 1.5 million farmers across the country in the 2016/2017 dry season farming under the Growth Enhancement Support (GES) Scheme. The Permanent Secretary, Ministry of Agriculture and Rural Development, Dr. Shehu Ahmed, made the statement on Thursday in Nasarawa at the GES stakeholder’s preparatory meeting on the 2016/2017 dry season farming. Ahmed, represented by the Director General, National Seed Council, Mr. Philip Ojo, said the GES dry season farming would commence within the next few weeks. He said that government would support farmers who plant rice, maize, wheat and groundnut by providing them with farm inputs and improved seeds. He said that the outstanding GES
money owed agro-dealers was being processed and would soon be paid to enable them participate in the programme. The permanent secretary said that government implemented the 2016 wet season farming as a pilot phase to test the effectiveness of new measures introduced after the review of the scheme. “The remaining outstanding claims of agro-dealers and input suppliers is currently being reconciled by the ministry and other MDAs to be forwarded to the ministry of finance for settlement. “We will support 1,197,240 rice farmers, 65,055 maize farmers, 234,445 wheat farmers and 3,840 groundnut farmers across the country,’’ Ahmed said. Mr Badams Jatto, the Director, Farm Input Support Services, said that three bags of fertilisers including two bags of Nitro Phosphate
Potash (NPK), one bag of urea, a bag of organic fertiliser and micronutrients would be given to farmers. He said that fertilisers would be sold to farmers at a subsidised rate of N8, 000 per bag. Jatto said: “none payment of GES debt has affected the economy because most of the agro-dealers and suppliers are owing banks. “That is why the minister is doing everything within his power to settle the debt. “The minister got N20 billion intervention fund which has been used to settle part of the money. We still have about N25 billion outstanding. “The minister is working to clean off this debt. I want to assure agro-dealers, seed companies and suppliers that government is very much concerned because if we do not pay these debts, the programme will not be successful.

Ogun state House of Assembly on Thursday ordered the immediate suspension from office, of the state Commissioner for Works and Infrastructure, Arch. Lekan Adegbite, over alleged act of disrespect meted out to the Committee of the Whole House when he appeared before it. The Assembly, which passed “a vote of no confidence” on Arc. Adegbite, also demanded that the state Governor, Senator Ibikunle Amosun, should cause the Commissioner to handover all necessary documents and paraphernalia of office at his disposal to the Permanent Secretary in the Ministry of Works and thereafter, cease to parade himself as a commissioner of the state. The decision to suspend the commissioner followed a motion moved by the Majority Leader of the House, Adeyinka Mafe, which was also seconded by Tunde Sanusi and supported by the entire lawmakers. In moving the motion for the commissioner’s suspension, Hon. Mafe said Acr. Adegbite had conducted himself before the Committee of the Whole House in a manner perceived as improper and unfit of a Commissioner of the state and as such should cease to be an ambassador of the state.

Obasa gets ECOWAS Parliament’s nod to accommodate state lawmakers Speaker of the Lagos State House of Assembly, Rt. Hon. Mudashiru Obasa yesterday sought and got the approval of the ECOWAS Parliament to integrate state lawmakers into their programmes with a view to developing the socio-economy of the various states and regions of ECOWAS member countries. The Lagos Speaker stated this in his speech when a delegation of the ECOWAS Parliament visited
the state House of Assembly after participating in a programme on maritime security in Lagos. The Speaker in a release signed by his Chief Press Secretary, Mr. Musbau Rasak said, “I want to urge the leadership of the ECOWAS Parliament to look at ways of integrating members of the state Houses of Assemblies. This will afford us to interact on various development programmes for the states and regions of ECOWAS
member countries,” Obasa said. He stated further that there was the need for collaboration with the ECOWAS Parliament on the need to improve trade legislations aimed at improving and developing the economy of the states. “Here in Lagos, there is a robust trade and commerce structures and we are always ready to collaborate with other states and countries for mutual benefits of all of us,” Obasa said.

Senate rejects Bauchi, Kwara nominees into NCC Board Ï ƅƆƍƊ #Əƍ Ƈ ƆƓƄè dƏ ƕ Ɠ # ƍƄè Ǝ Ƅƍ Olufemi Samuel, Abuja Senate yesterday rejected the nominations of Alhaji Aliyu Saidu Abubakar from Bauchi State and Pastor Ezekiel Yissa Benjamin from Kwara State into the Governing Board of the Nigerian Communications Commission (NCC) as commissioners to represent North East and North Central zones in the board. The decision by the Senate may not be unconnected with an initial altercation it had with the nominee on allegation that he called for scrapping of the Senate. The nominee during screening had told Senators point blank that he had no regret about his opinion on having the Senate scrapped as an institution on the basis of a huge drain they constitute on the national economy. The committee had confronted Abubakar with photographs of his frequent protests at the Premises of the National Assembly, calling that the Senate should be scrapped. During the screening, the committee asked him if he still believed in his cause, to which he said yes. He reiterated his position that the existence of the Senate was not justifiable; pointing out that the upper chamber was only a waste to the nation’s enormous resources. However, no reason was offered on why the Senate dropped another nominee, Benjamin, former Speaker of Kwara State House of Assembly, Saraki’s home state. His rejection may not be unconnected with a report presented by the Chairman of the Senate
Committee on Communications, Senator Gilbert Nnaji, which had recommended that he be dropped along with Abubakar. The committee, while recommending Benjamin’s rejection, claimed that his background as a trained nurse “will not put him in good stead to be able to effectively cope with the dynamics of the communications sector if his nomination is confirmed.” There were reports that Benjamin’s nomination suffered a setback when he claimed before the screening that he was a member Senator Gbemi Saraki led All Progressives Congress (APC) political camp in Kwara State against the camp led by the Senate President, Bukola Saraki. In his report, Nnaji said Abubakar’s response to questions asked by the committee portrayed him as “a candidate who is not prepared for the demands of office such as required of a non-executive commissioner on the Governing Board of the Nigeria Communications Commission.” The report added: “Mr. Saidu Abubakar could not produce any credible educational certificate for the committee to verify at the screening. “He obviously lacks the professional and educational disciplines provided in Section 7(1) (a-h) of the Nigerian Communications Act 2003 which stipulates the qualification of the commission’s board.” Acting on the committee’s recommendations, the Senate dropped Abubakar and Benjamin but confirmed other nominees, viz: Senator Olabiyi Durojaiye as Chairman of the NCC Governing Board.

INEC working on making commission’s offices registration centres–Director The Independent National Electoral Commission (INEC) says it is working on a template that will enable eligible voters walk into any of its offices and register. INEC Director of Voter Education and Publicity, Mr Oluwole Osase-Uzzi, made the disclosure yesterday in Abuja at an Election Results Analysis Training for Political Correspondents organised by Election Monitor (EM) an NGO. He said the template was still going through planning process. He added that if the process is finalised, it would enable Nigerians who just attained the age of 18 to walk into any INEC offices and register without necessarily waiting for the time Continuous Voter Registration (CVR) is conducted. Osase-Uzzi said the template would also take care of eligible voters living far from INEC office. He however explained that the commission would still conduct CVR
periodically to capture the details of eligible voters. Meanwhile, Mr Abiodun Ajijola, National Coordinator, Election Monitor, has called on media organisations to lay greater emphasis on analysis of election results. In his presentation at the training, Ajijola argued that analysing election results would give valuable insight into the veracity of the results by observing and assessing trends, deviations and inconsistencies. He said that media coverage of elections in Nigeria would offer tremendous service to the electorate if it lays greater emphasis on analytical election coverage. “It will help to improve public knowledge about elections, as well help to reduce or avoid election violence that usually lead to loss of lives and properties. “If proper election analysis was done and disseminated across all forms of media, some of the people
trying to create unrest and violence during election period will have failed. “They would have failed because their message will have been drowned out by empirical analysis which may have actually saved some lives,” he said. The coordinator said that since 1999, majority of the elections conducted had resulted in dissatisfied parties (usually those who lost) taken their case to the court for final determination. He said: “most media houses have also weighed in their opinions of the credibility of elections in Nigeria, usually leveraging on external analysts. “However it is very rare to see these analysts making cogent points based on data analysis of the election results. “This leads to arguing and people taking sides based on who sounds more convincing as opposed to credible figures, facts and data which are available and will make discussions more convincing.

We must also give him the full corporation and for us we are praying for him to succeed, because the success of the Niger Delta is also a plus for Nigeria and Nigerians and even the President. I also want to urge our people to give him that opportunity to handle the issue of Niger Delta the way he wants to handle it, I believe at the end of the day everybody will be satisfied. Do you think the political leadership of the region are doing enough to help the federal government in resolving the issues without bringing partisan consideration to bear on it? Every Niger Delta person wants to see peace, every Niger Delta person be he an adult, old, young, powerful and all want to see peace and you know peace in the region means the peace of the people, nobody will have a house and wants to see his house on fire, that is why we are saying there must be peace. The leaders of Niger Delta are doing everything possible to bring peace, they are the fathers of our region and the young people are also looking up to the elders. ed; we believe this dialogue will produce something great and wonderful for the Nigerian people. Also from the point of view of a pastor we are preaching to people, we are praying daily to see how human beings can live together, because the unity of Nigeria is not negotiable and no matter the region, no matter the religion, no matter the political party, we are first and foremost Nigerians and we must promote the unity and love of our people, we must not do things that will see us as enemies of progress and not enemies of division. I think the Niger Delta people are peace loving people, enterprising and very accommodating, for the fact that a few elements are causing some little havoc does not mean that the people of Niger Delta does not believe in the unity of Nigeria, we believe in the unity of this country and we are praying for the unity to be sustained and by the grace of God the strength that we have today is because of the size of this country, the bigger we are, the more united we are, the more progressive we will be. Some people are of the view that the militancy we see in the Niger Delta today is a result of the fact that the political leaders especially the governors are not doing enough to engage the youths, especially from the derivation funds that they are collecting, that it is the joblessness of the youths that is making them ventilate their anger through pipeline vandalism and the rest, do you share this view? I am not in government so I will not understand, but you know everybody is entitled to his or her own opinion, but I can tell you that if you look at the issues of the Niger Delta, it started a long time ago and I think every government
has tried to build a united nation called Nigeria, so our leaders are doing well, trying their best, I don’t work in government, I don’t know the workings of government, but as a youth leader and a religious leader and a committed Niger Delta person and a young man that wants to see progress in my country, I speak as a Nigerian and we have been together for so many years and the spirit of independence is what really brought us together, the founding fathers of Nigeria fought for the independence of this

So, for me I want to commend our leaders, they are doing well, but you know Rome was not built in a day, there is always room for improvement in some areas that are not well taken care of. It is not just about the government, everybody must put his hands on deck to see that there is development, but unfortunately, everything in Nigeria is tied to government and tied to politics. Once you remove politics from development and many issues you will see rapid development, we should not tie everything in Nigeria to politics. You must also know that in the last few days the President has done something very spectacular that needs to be commended. He inaugurated the board of the Niger Delta Development Commission (NDDC) and it is headed by one of the great sons of the region, Obong Nsima Ekere, the former deputy governor of Akwa Ibom State, and on the day of the inauguration there was jubilation across the Niger Delta states because they see in him a man that will mark action with words, a man that can be trusted, a man that believes in the development of the people, a man that knows the nooks and crannies of the Niger Delta. They also see the chairman of the board as a great leader from the zone, a man with great experience, who has been in the Senate and been in government for a long time. I believe and the people also believe that the present board of the NDDC will perform wonders, especially because the Managing Director is a man that is very at home with every Niger Delta person and I believe that his coming into the board will bring peace and it will also create an enabling environment for the youths to grow. From my point of view as the President of the Southern Youths Development Forum and also as somebody involved in business, we are looking for possible ways of partnering with the NDDC to create employment for our people, we have kick-started that and we have spoken with so many companies abroad on ICT, Capacity building, on training and by the grace of God we have the biggest conference centre in the South South that can accommodate thousands of people, so we will look at areas we will partner and see how we can assist. It is not just about the government, it is not about Buhari, it is not about the governors alone, it is about the people, America will ask you what have you done for America and not what America has done for you, so every Niger Delta person, every Nigerian should make contribution for the good of this country. Why I joined APC –Orji Kalu Former Abia State governor, Chief Orji Uzor Kalu, who on Wednesday defected to the All Progressives Congress (APC), has cleared the air on why he took the decision. Kalu who spoke after being received by the National Working Committee of the party led by Chief John Odigie-Oyegun, however denied reports that he joined the ruling party because of his ongoing prosecution by the Economic and Financial Crimes Commission, EFCC. The former governor said, “My decision to join the party was largely due to pressure from my family, friends, political associates and other well wishers who placed a premium on my political value. “My family members are here (APC) and I am coming to join them. I am not saying my friends are not in the other party, but it’s time to take stock. “It is important to go along family lines in order to rebrand Nige-
ria. I am back to join where my family are. “If I had joined earlier at the time they were forming government, it would look like I am trying to join them to form government. “This is the right time for me to join because this is the middle time between now and the next season to do politics. I am joining now to be able to play raw politics.” He said his decision would help convince his kinsmen especially in the South-East that “the APC is an all inclusive party which has the growth and development of Nigeria as the reason for its existence.” Kalu disclosed that there are two sitting members of the House of Representatives from Abia who would soon make public their decision to join the APC. “The South-East and other parts of the country will be delivered to the APC in 2019,” he assured.
APGA panel indicts suspended chairman Tom Okpe, Abuja The All Progressives Grand Alliance (APGA) investigation panel set up by factional leader Ozo Nwabueze Okafor yesterday submitted its report which according to the party indicted the embattled national chairman, Dr Victor Ike Oye on the allegation of gross misconduct. The faction in a statement issued by its deputy national secretary, Jerry Obasi insists that the suspension of Oye still remains valid, warning that all agencies and organisations must take note of the party’s NWC decision. The statement said that a disciplinary panel headed by the National Youth Leader of the party, Chuks Nwoga was set up to investigate the alleged gross misconduct against the chairman and two other members of the NWC, Uchenna Okogbuo and Alhaji Abubakar Adamu. “The investigative panel has submitted its findings and recommendations with very strong indictment

Well, I am putting up a conference, what we call National Youths Impact Conference and the Theme will be the role of Youths in Nation Building, where issues of development, issues of entrepreneurship, issues of infrastructure, security and issues of unity will be discussed and we are working round the clock, we are also using our religious organisations to talk to our people to make them know that the worst you can do for yourself is to destroy what God has given to you, because every single destruction that goes up in the Niger Delta affects millions of people, you know the environment, the eco-system, the land is already polluted, so if you put the environment under more threat we will be the first people that will suffer the consequence, so what should we do? We should look for avenues to talk, which is what the Southern Youths Forum has been doing over the years, we have been talking, we have used our own little means of communication to preach to the people, I strongly believe that the problem of the Niger Delta can be resolved by the people of Niger Delta and I also believe that the problem can also be resolved by Nigerians, we don’t need external bodies to come and deal with our issues, we must honestly discuss our issues and sort it out ourselves and go home and be at peace with everybody, because you cannot negotiate peace and unity, you know the absence of peace is total chaos and anarchy and we don’t want anarchy because every part of the world today is talking about development and there cannot be development in an environment where there is break down of law and order. I want to also emphasis, there is so much politics in our country and it is very dangerous for us as a people, because when you do politics all year round, there will little room for development and if you go to many states everybody is running to government house, everybody wants to be a councilor, everybody wants to contest election, the government can partner some young men
like us and see how we can come together across the country to build a new crop of leaders. We also want to challenge some of our leaders who have made it, to create an avenue of talking to the youths, there is no disadvantage of talking to people, you can only have benefits in talking to people, so there is the need for us to talk. Gbadamosi, a Co-chairman of the Lagos @ 50 Committee, died on Wednesday at the age of 72. The Governor in a statement signed by his Chief Press Secretary, Mr. Habib Aruna, said he was truly saddened by the demise of the former Minister for National Planning, describing him as a true Lagosian, who was passionate and always willing to serve his state and fatherland. “As a foundation member of the first Lagos State Executive Council after the creation of the state in 1967, he contributed immensely towards laying a very solid foundation for what is today the foremost state in the country and the nation’s unarguably Centre of Excellence. He also distinguished himself as a Federal Minister and PPPRA Chairman”. “Chief Rasheed Gbadamosi was a sound economist, one of the best in his generation. His passion to serve his fatherland was never in doubt, so it was not surprising to me that he graciously accepted to serve as Co-Chairman of our Lagos @ 50 Committee and in the last few months, he was directly involved in the meetings and planning to ensure the success of the celebration. “He was the youngest Commissioner in Lagos State at 27, an industrialist and a very consistent financial expert. He was a proud son of Lagos state who had paid his dues over the decade. ASUU strike: FG expresses hope for possible suspension The Federal Government on Thursday expressed the possibility that the Academic Staff Union of University (ASUU) would suspend its going nationwide strike. The Permanent Secretary, Ministry of Labour and Employment, Dr. Clement Illo, told newsmen in Abuja that government was positive that ASUU would resolve the crises soon. The News Agency of Nigeria (NAN) recalls that a meeting with ASUU, convened by the Senate President, the Committee on Labour and the Committee on Education, among others, ended in deadlock on Wednesday. Illo, who described the meeting
as “a very positive step”, said the three-hour meeting recorded huge success toward resolving the issues. He, however, said “it is still work in progress and we are still meeting tomorrow (Friday) and on Monday. “But the indications are very positive that the issues will be resolved as quickly as possible. We are sure of success on Friday but if we did not, then we will definitely succeed by Monday. “So, the possibility like I said of suspending the strike is still very positive because there is high possibility that the strike would be suspended. “This is because the issues have been very well articulated and al-
ready, there is a focus on how it will be resolved,” he said. Religious crisis: Group urges code of conduct at worship centres Idu Jude, Abuja

In its effort to stop incessant religious crises being experienced in northern parts of the country, a faith based organization has recommended a code of conduct at worship centers, as a standard to foster peaceful co-existence. This suggestion was made during a stakeholders’ meeting of a faithbased organizations, comprising Civil Society Organizations (CSOs), Educational institutions and other relevant groups in Northern Nigeria, at a twoday high level technical interactive session in Abuja. According to the group, parts of its efforts, is to orientate grossly uneducated youths who are mostly instruments used in coursing mehems at worship centers.
They specifically suggest the adaption and implementation of the Code such that it reflects local needs and peculiarities of different communitieswhich may include but not limited to; education, monitoring, documentation, joint visits and denunciations by religious leaders to attacked holy sites. In the communiqué read by a member of the Advisory Board, Dr. Turkur Moh’d Baba, the group also recommended the translation of the code to easily understood local languages, research, recognizing vulnerable groups, trauma healing, mindset transformation and mitigating against hate ideologists and identifying conflict drivers. “Part of the strategy is to build an international conventions and norms that safeguard the freedom of religion or beliefs and other human rights, preserve cultural heritage, and safeguard-
ing civilians in armed conflicts. “We recognize the role of religious leaders in addressing conflicts pertaining to holy sites, and reaffirm the moral responsibility to speak up for the protection of all scared places, regardless of religion,” Baba stressed. Another member, Advisory Board, Dr. Rekiya Momoh Abaji, described the initiative as timely, and will go a long way to establishing and sustaining religious tolerance in the society, to the extent that one will begin to see places of worship as sacred and belonging to the God that we all worship, therefor should be preserved at all cost. Coordinator, Holy Sites Project, Fatima Madaki, said what informed the programme is the need to address reoccurring cases of violence around places of worship that have been witnessed in northern Nigeria.

ÏÏÏ Senate President, Dr. Abubakar Bukola Saraki, has advised politicians and the media to desist from peddling what he described as empty speculations about his recent visits to the Presidential Villa. Saraki said this while faulting reports linking such visits to the request by the Buhari administration for approval of the National Assembly to get $29.9bn loan from foreign sources. The Senate President, in a statement by his Special Adviser (Media and Publicity), Yusuph Olaniyonu, stated that in all his recent meetings with President Muhammadu Buhari and Vice President Yemi Osinbajo, the issue of the proposed loan has never come up for discussion.
He noted that the comments by some politicians on the loan issue without any factual basis was “unfortunate”. “Like I once told the media, these politically-motivated commentaries are trivialising a serious national issue and presenting it as if it is a personal matter that can be decided at meetings between Saraki and President Muhammadu Buhari”, he stated. “The National Assembly which I head as Senate President has taken a position on the issue as required of it by the laws of the land and legislative conventions. “At every point, the present National Assembly will make decisions based on national interest and we have vowed that we will always act in the interest of our people. the Federal High Court Abuja on Thursday reserved ruling on the bail application filed by the leader of Indigenous Peoples of Biafra (IPOB), Nnamdi Kanu and three others till December 1. The defence counsel to the defendants, Barrister Ifeanyi Ejiofor, had pleaded with Justice Nyako to admit them to bail. Kanu, Chidiebere Onwudiwe, Benhamin Madubugwu and David Nwawuisi were rearraigned before the judge on charges of treasonable felony and terrorism after Justice John Tsoho disqualified himself from hearing the matter. Ejiofor said that it is essential the court grant the defendants bail because the federal government cannot prove the allegations of terrorism against them. Arguing the separate bail applications before Justice Nyako, the counsel asked the judge to strike out the counter affidavit filed by the federal government for failure to establish any offence against his clients. They submitted that based on the attached documents in support of their bail applications, Radio Biafra was registered in the UK and other parts of the world. They also stated that IPOB is a registered organisation in UK and other countries. The lawyers argued that the offences they are being charged arose from the question of self-determination of a people, explaining that President Muhammadu Buhari had at the UN General Assembly expressed support for the right to self-determination for Palestine.

Boko Haram: Myths and conspiracy fallacies

he resurgence of the Boko Haram terror group, under the Northern Muslim presidency of Muhammadu Buhari, has shattered all the myths and reveals the various conspiracy theories as mere fallacies that have obscured the true nature and motives of one of the deadliest groups in the world. The insurgency, which has claimed more than 20,000 lives, with a further two million people internally displaced and crippled the socio-economic life of the North-East geo-political zone, has often been misunderstood. From 2010, the Boko Haram terror group has engaged the Nigerian government in a protracted war of attrition. The fundamental misunderstanding of the terror group and misinterpretation of its motive by various interest groups and stakeholders have aided and abetted, if not strengthened, the group. In the early days of the insurgency, the Boko Haram apparently enjoyed some form of legitimacy among a significant section of the people of Borno State because their doctrine of rejecting western education and lifestyle was simply a continuation of an already existing religious sentiment taught among the predominantly Muslim populace of the area. That was why their grouse was viewed as local religious issues, which found expression in politics principally involving the former state governor Alli Modu Sheriff. Following the security crackdown and the killing of Mohammed Yussuf, in the process, the stage was set for an endless war. Beginning with isolated terror acts targeted at political allies and followers of Sheriff, their avowed enemy. The predominantly Muslim populace of Borno saw this as a direct confrontation between the Boko Haram sect and Sheriff and sympathised with the group. When the group graduated to attacking security agencies and other government’s targets, this fitted well into the already preexisting anti-government sentiments among the populace. When again the group expanded its violent activities to Christians and their places of worship, it was received with indifference because that also fitted into the religious bias, intolerance and resentment of people of other faiths that is pervasive among the predominantly Muslim populace of the region. Therefore, the sympathy and legitimacy the group enjoyed helped to nurture it to violent maturity. Enter former President Goodluck Jonathan, who had the misfortune of becoming president and commander-in-chief shortly after the Boko Haram insurgency broke out, following the death of former President Umar Musa Yar’Adua in May 2010. Goodluck Jonathan’s re-election bid in the 2011 presidential election, pitted him against the northern political elite both within and outside then ruling PDP, because his ambition was said to
violate the zoning arrangements agreed to. The feeling that Jonathan was a taking the turn of the North was a bitter one. When all efforts to stop him at the PDP presidential primaries failed under the powerful influence of incumbency, the North massively voted for then CPC candidate, Muhammadu Buhari. Following the loss of Buhari, there were widespread violent protests by riotous youths throughout the North. This widespread post-election violence was a reflection of the frustrations of the Northern political establishment. Lawal Kaita, former governor of old Kaduna State, was reported to have declared making Nigeria “ungovernable” if Goodluck Jonathan emerges the president and former Vice President Atiku Abubakar, was quoted as saying “those who make peaceful change possible make violent change inevitable”. The postelection violence coincided with the steady rise of the Boko Haram terror group to become a formidable and bloody insurgency machine. The Goodluck Jonathan administration, mistakenly viewed the Boko Haram insurgency through the narrow prism of partisan politics. It was interpreted as the North’s response to loss of power. The blunder was highlighted by then NSA, Owoye Azazi, while speaking in Asaba, the Delta State capital, on the occasion of the South-South economic summit in April 2012, when he attempted to link the Boko Haram insurgency to the power struggle within the PDP, by muddling up the terror group’s activities with the post-election violence. Goodluck Jonathan was apparently fixated on the narrative that for a long time. He simply viewed it as selfinflicted crisis aimed at discrediting his administration. This impression was largely responsible for the nonimplementation of the Ambassador Usman Gaji Galtimari report, which substantially addressed the remote and near causes, as well as short and long-term solutions to the problem. The gross misunderstanding of Boko Haram was also responsible for the
initial doubts expressed by the Jonathan presidency about the abduction of the Chibok girls. However, the blame for the misunderstanding of the Boko Haram terror group is not entirely that of the Jonathan presidency. The larger Muslim community in Nigeria helped, in no small measure, to adding to the confusion by not denouncing members of the sect as non-Muslims. The living in denial by the Muslim community compounded the issue immensely. A ridiculous conspiracy theory was even evolved which was widely believed by many to the effect that enemies of Islam, possibly aided and abetted by the Jonathan presidency, were responsible for the Boko Haram insurgency, to give the religion of Islam a bad image. The resentment of Jonathan by the northern political establishment, also added to the cacophony of confusing voices. The inability of the Jonathan presidency to rein in the insurgent group successfully was politically capitalised to ridicule the administration as incompetent. Even the various military operations and strategy to curb the spiralling menace of the group were interpreted as either punitive measures or genocide against the North. Nigeria simply could not form a consensus on a common enemy, due to our deep fault lines. The resurgence of the Boko Haram terror group, under the Northern Muslim presidency of Muhammadu Buhari, has shattered all the myths and reveals the various conspiracy theories as mere fallacies. Within a fortnight, two army battalion commanders were ambushed and killed with suicide bombings claiming civilian lives. It is becoming clearer that Boko Haram does not fit into any of the beliefs long held by different stakeholders. Boko Haram is not Islamic but Muslim. It is a Muslim problem, which can only be solved by Muslims in the short and long term, by reforming and doing away with poisonous doctrines at the roots of radical Islam. Boko Haram came about as result of an entrenched and sustained intolerant and violent doctrine.
The seeds of radical Islam were sown in mainstream Islam and still being nurtured by some mainstream Islamic authorities that share the same aspiration of Islamic rule in Nigeria. The Boko Haram insurgents are only putting to practice what has been taught and imbibed over a long time. Northern Nigeria is a fertile soil for nurturing the seeds of radicalisation because of the pervasive revivalist Islamist sentiments in the entire environment. This region was part of the historic western Sudan, where violent Islamic revivalist and reform movements thrived and continues to flourish. More recent groups like Boko Haram draw inspirations from earlier and successful Jihadi movements, especially the Uthman Ibn Fodio Jihad of 1804, which established the Sokoto Caliphate. Boko Haram is a group driven by ideology. Their aim is to establish a Muslim theocracy over Nigeria, an aspiration shared by millions of Nigerian Muslims who are not even members of the sect. The concept of Caliphacy, a successor state to that of the Holy Prophet Muhammad PBUH is the major driving force of radical Islam. The caliphate system has never been achieved successfully because it is not Islamic but a Muslim invention, which has been a source of acrimony among even Muslims, leading to bloodshed and eventual schism into the Sunni/Shia, divides. Muslims should understand that Islam is an empire of faith and not a religious hegemony to be presided over by one man. In a multi religious country like Nigeria, Muslims should practice Sharia faith and not sharia law. Sharia faith should reflect in the individual lives of Muslims as the true successors of the Prophet, by being obedient to Allah in doing good and abstaining from vice. Nigeria cannot be a country of multiple legal systems. Nigeria is a constitutional democracy, which guarantees the freedom of religion and Nigerians should submit to constituted authority, law and order. Majeed Dahiru writes from Abuja

Governance in Nigeria: Trick or Treat?

do not believe I spend as much time on Facebook as my wife alleges. I agreed though, that I spend much time online reading other stuff I consider knowledgeable. As for Facebook, there are some people’s write-ups that one looks out for. I wish there are ways to filter what one wants to appear on one’s wall. Moreover, sometimes, some fables actually make sense. Consider this somewhat embellished story about a wife putting her husband to a test, asking him to move to the left when she mentions a colour and to move to the right whenever she mentions a fruit. Moreover, that if the husband makes a wrong move, he would be her subject forever! In addition, you want to ask yourself: what does a fruit have to do with colour? Well, there seems to be because the first thing mentioned by the fox-lady was “orange.” After reading the above, I tried to put my teenage daughter to a test on Halloween day. I proposed that I would add five dollar to her bag if she could pass the test and if she failed, I was going to take her bag full of can-
dy. She hesitated and asked if there was any trick involved. Of course, there was. After all, Halloween is about trick or treat. She opted out because I guess she would rather have her bag full of candy than running after my five dollar. Governance in Nigeria seems to have been turned into a trick or treat thing. When they mentioned “change” during the campaign, many were expecting some fundamental differences in the way of governance. Only Mama Peace asked the question then (derisively, of course) whether we are conductors asking for change? Sounded funny then but on hindsight, I no longer consider it funny. In any little gathering, I always pleaded that change takes time to become tangible. I do not know how long I will be defending a government whose actions we do not know. First, the corruption fight seems to have lost the initial shock of exposing individuals. All we have now are the selective leakages by the EFCC regarding money stolen by and/or recovered. It is no longer shocking to hear such news. I guess the shock would be back when there is an actual conviction that is not perceived as tainted.
Second, there seems to be no attempt at institutional change or even any pretense to that effect. It is just a question of replacing those who lost out with those who are close to those who won. Granted, there are some institutional changes that would require constitutional amendments, which may not be feasible in the interim. How about making some idealistic appointments? How about looking for some idealistic intellectuals to be in charge of re-orientating the country and bringing us at par to the 21st century? For some of us who have the privilege of knowing what government should be because of firsthand experience across the Atlantic, it is sad when one reads about what governance has been reduced to in Nigeria. The United States of America and Canada, as well as the European countries, for example, already have set goals. The difference between the political gladiators is just how to get there, which accounts for the mostly two party systems of a little to the left or a little to the right. Before Buhari’s appointment of his ministers, and while justifying the delay in announcing his cabinet, he saw ministers as “noise makers” which probably
explains why most are not talking about what they are actually doing. When there is a dearth of information no one would know if you are actually doing anything. Where there is half information, we would not know if it is a treat or some kinds of trick. That is not how a government should be run. I already imagine someone reading saying we are not there yet. So, when are we going to get there? The president wanted and thus requested for approval of some external loans in the billions and wrote a letter to the legislature for the same. The Senate said no on “technical ground”, while the House of Representatives said it would approve the request. So all it takes to mortgage the nation’s future is a page or so letter without any debate on the appropriateness or otherwise of such contemplated loan. Separation of powers does not mean disengagement with the other arms of government, although our idea of engagement might be different. Ours is about greasing someone’s palm. Governance requires engaging and educating the citizenry on what it is doing or what its plans are. The dearth of information breeds rumours about what the government is up to: giving us a treat or just tricking us?

gain, our problems are man-made. One of our biggest contributions to ‘global warming’ – for those who are sure it exists is gas flaring. In spite of all the promises by government and oil companies, gas flaring still goes on unabated in Nigeria’s delta area. The oil companies say capturing the gas is too expensive, but the long term effect – and cost – of flaring on health and environment is not considered. Meanwhile, if we take a trip to Ghana next door, we would see that for over a decade, many cars there now use liquefied natural gas (cooking gas), as alternative fuel. This cooking gas is what Nigeria flares anyhow, yet even the gas to cook here, is terribly expensive. Therefore, this problem is man-made. Can we fix this problem before sitting with countries talking global warming? Alternatively, are we there to receive knocks? Even if they knock us for our tardiness, do we understand diplomatese; the language of diplomacy by which they call you an idiot and make you clap for yourself ? Nigeria is a careless country on many matters. However, one that
greatly irks is the way we have treated our environment. Until we fix our environment we will go nowhere as a country. If we like we can borrow $300 trillion worth of ‘interest free’ loans, and sell off all sellables. We shall not make progress. The environment holds the key for Nigeria. Our real problem is the unbridled use of cellophane and polyethylene and other products of crude oil. We are very mindless. Even if global warming does not exist, the rate at which we use these products is shrinking our available farmlands. With growing millions to feed, what are we thinking of ? Our waste disposal strategy all over the country is pathetic. I drove towards Bonny Camp in Victoria Island the other day and the Lagos beneath the bridge had cleanly swept plastic bottles onto a strip of concrete that was built into the waters. The waters had clearly sent a message to us that those vast numbers of plastic bottles do not belong to it, but we are not listening. We are looking for money. That is all that gets a Nigerian’s attention; money. Until a major disaster comes, we are oblivious of the results of our actions and inactions.
By God, what is a country where 50 million (or almost 30 percent) of its citizens defecate outside, and perhaps 120 million out of 170 million of its people defecate in unhygienic circumstances doing in a ‘climate change’ or ‘global warming’ conference? Perhaps if anything is warming our part of the globe, it is this tonnes of human feaces that our people are freely discharging without regulation! Even in built up cities like Abuja, there is no hope, no plans. Neighbours quarrel daily because most people do ‘shot put’- defecating on a paper and lobbing it across their fences! I recall once writing about how Narendra Modi of India mobilised his people to ‘clean India’, and how he went convincing even peasants to sell some of their gold (Indians love gold a lot), to build toilets across the country. He launched a no-nonsense programme around this. Our own Mr. Garba Shehu slagged him off for being a ‘micromanager’ – himself and Lee Kwan Yew – as against our big-picture, big-dreaming boss. He wrote, on the anniversary of Buhari’s 100 Days in Office: “President Muhammadu Buhari will turn out to be a leader in the tradition of Lee Kuan-Yu
and India’s current reform-minded Prime Minister Modi with strong and clear emphasis on detail and execution. He may, however, differ with them by not micro-managing things”. However today, India is the WORLD’S FASTEST-GROWING ECONOMY, thanks to the micromanager called Narendra, while we know where Nigeria has found itself. Our myopia blinded us to how this simple initiative can unleash great productivity, great new investments, jobs, a new ethos, discipline, and a drastically reduced health bill across the country, and several sundry benefits. Look at us today; we are looking for $30billion? Did I not shout myself hoarse? Going to a climate change conference is like a country without a local airline attending the conference on aeronautics and how to conquer planet Mars. If anything, let us find a way of building our manufacturing companies so that they too can pollute the air – not gas-flaring – so that the world can complain and then we can be properly invited to the table. It may sound crude, but our problems are crude, not sophisticated. We have catching up to do. We should not jump the gun.

The Ezenos with the quadruplets, middle is their first daughter
Mother of Quintuplets, 52, recounts her heart-rending story The story of the MaryRose Ezeno who, after giving birth to her initial two children and had to wait for years before being blessed with quintuplets at old age, in this report by GBUBEMI GOD’S COVENANT SNR The story of this family fits perfectly into the script of Alfred Hitchcock’s “Tales of the unexpected”. The Ezonos, are a rare breed. Many things distinguish them not only from their families, but also from their peers. They are prayerful and patient. Their unique and interesting story began six years ago. While they were on their way back home on January 7, 2010, the unexpected happened. MaryRose, the heavily pregnant wife of Mr. Ezeno, began feeling uncomfortable. Soon, the miraculous delivery of not just a child, but quintuplets – three girls and two boys! Coming after Mrs. Rose had clocked 52, the incidence can best be described as miraculous. Sadly, although they lost one boy and a girl much later, the happy couple gladly flaunted the three girls and a boy, wherever they went; and they have remained grateful to God ever since. At a crowded Mass and dedication ceremony of a relation, Fredrick Ezeno, held at St. John Mary Vianney, an outstation of St. Alphonsus Catholic Church on Eru Family Street, Aboru, Iyana-Ipaja area of Lagos, on Sunday, The Daily Times took the couple aside and
inquired how the experience has been raising the babies in their relatively old ages. Mrs. Mary Rose Uche Ezeno started with a Scripture that said, “For every additional mouth, there is an additional loaf from God.” She said that, “When I had them seven years ago and the news broke, lots of people brought us diapers, drugs, cartons of NAN baby food, baby soaps and so on, but after a while, all the gifts ran out and everybody disappeared.” According to her, “After about one year, we were alone, but the Lord has been our provider. There has been no assistance from any government agency or quarters whatsoever, but in His faithfulness, God left us a remnant, Eng. and Mrs. Igwilo, both of whom are our bosom friends.” She said, “When I went to India to deliver the babies, we had no money and the cost ran into millions. The Igwilo family had to put one of their houses up for sale, to raise N3 million for me to proceed to India to make sure the babies were delivered safely.” Why India. “At 52 at the time, doctors here in Nigeria, told me to abort them; they gave all kinds of reasons just to convince me to do so.”
“First, they said I could not have the babies successfully because, at 52, I could not carry the weight of the children. But the worse was that they said even if, by any miracle I deliver them, what they were seeing in my womb, were funny creatures; they said some of the creatures were not complete; they were seeing bone here, some flesh there and so on.” She said that, “But we, my husband and I, told them we are practicing Catholics, so, abortion was out. If God decided to give me even logs of woods, caricature or whatever, I will gladly carry them and birth them by His grace.”

Continuing, she said, “So, when the Igwilos gave us the money, I travelled to India; and there, God helped me and I was delivered of three girls and two boys.” The Daily Times gathered that the couple, who had had a boy and a girl earlier, never bargained for this latest ones. In the beginning She said that, “We actually had two children before; a boy and a girl. The boy grew well, graduated an engineer and finished his National Youth Service Corp, NYSC scheme in 2008. He was about to go the United Kingdom on the 19th of January, 2009 to do his masters course when tragedy befell him”. According to her, “We went home, and on our way back on the 7th of January, 2009, we had an accident along Agbor Road, and the young man died, so, we were left with the girl, who was in medical school, and to the glory of God, she is a medical doctor now and a mother. The Lord has been faithful to my family.” Mr. Nze Ezeno G.O.C. “I can tell you with feeling that raising them has been one hell of experience; an amazing experience that needs lots of patience, because you don’t have anyone to ask; instead, people who are struggling with twins, may be, triplets,
will come and consult you.” The story behind the miracle In retrospect, Nze Ezeno recalled the miracle that saw his wife, Uche, pregnant at the age of 51 - 22 years after she had her last baby. The happy father relived the wonderful experience thus: “The doctor that treated her said it was the miracle of the Millennium. Nobody gave her a chance! We were overwhelmed with joy. After the first scan, they said it was only one child; and we were told to come back a week later. When we went back, they did another scan and said there were twins, with instructions to come back a week later. So the scans continued until it was confirmed that my wife had five babies growing in her womb! “Five babies!” Ezeono was short of words. “We couldn’t believe this was happening! At best, we were hoping for a child. With luck and a lot of prayers, twins, but five babies were beyond our wildest imagination!” Too old to birth the children However, their joy was threatened when the doctors disclosed that because of age, Mrs. Ezeono wouldn’t be able to bring the CONTINUED ON PAGE 19

Ali Wakili: The making of an administrator Ali Wakili, Sardaunan Malabo’s giant strides have continued to confound many people, writes TOM GARBA, Yola. Ali Wakili, Sardauna Malabo, is a symbol of hope for Nigeria. Born some 40 years ago in Adamawa State, Northeast Nigeria, he is a natural born leader. The Sardauna Malabo, is an individual with the right influence, inspiration, determination and self-discipline. From childhood, he grew up to overcome his enemies not only in Malabo, where he was born, but in the entire Fufore Local Government Area, as well as help rewrite the history of the state. Having undergone both Islamic and western education with flying colours, he earned his first degree in Law from the University of Maiduguri, and later proceeded to the Abuja Law School, graduating as a Barrister. A young Ali took his law management skills to the business community, where he excelled in little time, and travelled widely, thus aiding his business experience and political exposure. Young Boya’s post teenage activities were laced with classic political reach and giving supports to the lessprivilege people. It was therefore, not a surprise, when the District Head of Malabo recognised his greatness and decided to crown him with the special traditional title of ‘Sardaunan Malabo’.
Like the proverbial lion that’s not afraid to face the impossible and take the maximum risks, Ali contested election into the House of Representative in his constituency. Although he lost, he gave his opponents a run for their money. Since then, he has become unstoppable. hard work, political focus, and his relentless support for the administration of Senator Muhammadu Umaru Jibrilla Bindow–an icon of transformation in Adamawa state, stand him out among his peers. With the coming of APC on board, the elders of the party recognised his good leadership qualities and asked him to contest for Fofure Local Government Area election, which he won by a landslide. This development makes him the new head of one of the biggest LGAs in the state in terms of landmass and population. Indeed, his rising profile led to his election as the chairman of the chairmen of the twenty one (21) LG chairmen in Adamawa state, having been unanimously voted him as the chairman of Association of Local Governments in Nigeria (ALGON), a position his age wouldn’t have given him. In less than one hundred (100) days in office, he has impacted the people of Furore, through progressive projects. Many of the people who spoke to Daily Times, said that, he had carved a niche for himself as a man of the people. The people also look up to him counting on him to support the administration to develop the state.

pregnancy to term. The only way forward was to abort three of the fetuses! RoseMary recalled: “They said, ‘madam, it is five. At this age you can’t make it. You may lose all the babies and even lose your own life! The only way you can make it is to go through reduction. You have to terminate three fetuses!’” Mr. Ezeono queried the doctors: “Which one would you terminate? Did you put them there? Are you going to terminate the reverend father or the reverend sister? Are you going to terminate the doctor, governor or president? The doctors were looking at me; they couldn’t give me an answer. My wife told them point blank, ‘I am not going to terminate anyone of my babies. We are Catholics; we don’t believe in abortion.’ She said, “So, eventually, we were told that we should come and get referral letter to go and reduce. They warned that I would lose all the babies if I didn’t reduce. They
formed and die. They put so much pressure on us, but we kept reminding them that we were Catholics. They even argued that the Pope would grant us a dispensation, so we said ‘okay, we are going to think about it.’”

However, he abandoned his business and remained by her side, praying, fasting and visiting the Blessed Sacrament. The miracle birth Finally, against all odds, the children were delivered at Bombay Hospital, Mumbai, on May 3. Though they were born at 32 weeks, miraculously they were all in good shape. At age 52, Mrs. Ezeono was delivered of five healthy babies; two boys and three girls!
How did MaryRose receive the reality of the births? She said, “Up till now, it is still like a dream,” she said. “My husband was by me all the way. We watched them come out of incubator and they asked us to go. The calculation was that they will spend one month in the incubator, but they spent only two weeks. So, when we got to the hotel room, we couldn’t believe it! We were counting them and dancing!” In gratitude to her husband, MaryRose said: “My husband was everything to me; my stomach was so big he cleaned me up, fed me and washed me. When the babies came, I was so tired I couldn’t feed them, but he would put the breasts in their mouths one after the other.” “Now, here they are, five years and six months on,” Nze Ezeno said with a wide smile, as he drew them all around him with his wife and grandson. Indeed, it’s only a fool that will say, there’s no God.

Kidnappers return to FCT, residents call for security beef-up Idu Jude, Abuja

of the six area councils of the Nigeria’s capital city, has called on the governor general of the FCT President Mohammadu Buhari and indeed the Minister of the federal capital territory Mallam Mohammed Bello, to help draft men and officers of several security agencies across the city to help protect lives and properties as kidnapping gruesome murder of innocent citizens has returned with full force. This call, was made in Abuja, following the dastard act of murder of one Nuhu Zakaria and the kidnapping of six persons by suspected criminals in Kuje area council, The Abuja natives in the wake of event and shock, demanded for the establishment of more police outposts in different communities identified as flashpoint by the FCT Police Command, noting that such security measure will check future occurrences. Speaking to a section of the media over the development, President of Abuja Original Inhabitants Youth Empowerment Organization, the umbrella body that coordinates the activities of youths in the FCT, Commandant Isaac David, stressed the importance of security to residents of the Territory. He advocates the use of vigilante group to compliment the efforts of conventional security agencies, just as he revealed that the vigilante group apprehended two of the
suspected criminals. The group also called on telecommunication companies operating in the Federal Capital Territory to install telecommunication mast in various communities for effective communication to security agencies, noting that the criminals took advantage of lack of communication to unleash their terror on the residents. The youth leader said the plead has become necessary owing to high rate of criminal activities across the six area councils of the
Territory., stressing that the Abuja natives are becoming disturbed over thedevelopment. According to him, “there is an urgent need to beef up security in the area councils because recent development has shown clearly that there is danger ahead. We are appealing to FCT Minister, Malam Muhammad Bello to use his office as the chief security officer to establish more police post in the rural areas. Instead of reacting to security issues, the FCT Administration should be proactive.
“The minister should take this proactive step because we all know the high rate of criminal activities during festive period across the country. We the natives of Abuja are known for peaceful coexistence and the recent development is totally strange to us”. David used the occasion to call on chairmen of area councils to brace up for the seemingly security challenges rearing its ugly head in the Federal Capital Territory, noting that criminals carried out their nefarious activities in the rural areas.

Edo begins deliberations on 2017 budget next week ÏÏÏ
The one week old administration in Edo State has expressed its determination to hit the ground running by starting work on its first budget, next week. Governor Godwin Obaseki made this known to members of the State House of Assembly, who paid him a courtesy call at the Government House in Benin. The Governor said his pre-budget team would start discussing the 2017 Budget proposal with the
House of Assembly from next week. He said: “Next week, we will be sending our first executive bill to you. It is critical and when the time is right, we will know publicly. We want to work with you, and to assure you that the very step you take, we will first consult with you. Starting from next week, when we will be sending the team, the pre-budget team to come and meet with the Budget Committee of the House to seat down and begin to discuss the
framework for next year budget.” While pledging to run a transparent administration, which will at all times listen to the voices of the people, the Edo helmsman said his government will build on the foundation laid by its predecessor. His words: “I want to assure you that we are going to run a very transparent government and your duty of oversight is very important. You have in us, a listening government. We would rather hear from you before we talk to
you. Like we have said on several occasions, this is the dawn of a new era.” Responding, the Speaker, Edo State House of Assembly, Rt. Hon. The partnership between World Bank Assisted Programme and the Delta State government yesterday commenced measures to tackle 23 years erosion of 56 ravaged communities in the state. The World Bank has earmarked $500m to ensure that the menace has no place in the scheme of things in the affected communities including other seven states. Investigation revealed that the menace of soil erosion and other forms of environmental degradation in the various parts of the state are ensured to be reduced to history. Speaking to journalists in Asaba, the task team leader of the World Bank sponsored Nigeria Erosion and Watershed Management Project, (NEWMAP), Dr. Amos Abu said the World Bank will give needed support to the Delta State government with a view to ensuring that issues associated with soil erosion in the affected communities were nipped in the bud. Some areas inspected heavily ravaged by the erosion menace including; Ukwu-Nzu, Obomkpa Communities, Ubulu-Uku, Boji Boji Owa, Agbor, some part of Kwale and Otuogu in Asaba where houses in the past 23 years. Mr. Abu disclosed that the World Bank has provided five million dollars (N500m) for the erosion projects and commended the Delta State government for the release of the N500 million counterpart fund to the World Bank for Delta State to benefit from the project. The task team leader who also spoke alongside the Acting National Project Co-ordinator, (NEWMAP), Ruth Peter Mishellia, said 19 states of the federation would benefit from the project, adding the current focus were on seven states; Abia, Enugu, Anambra, Ebonyi, Delta, Imo and Edo States. The NEWMAP, Officials noted that apart from lifting people from the gullies of erosion, the project is hinged at liberating communities. Watershed Management Project to rehabilitate and project erosion prone sites across the state, adding that the fund would complement the World Bank assisted funds.

State Governor, Godwin Obaseki has declared that his administration would immediately focus its efforts on addressing the challenge of youth unemployment in the state. The governor made the pledge while receiving members of the State House of Assembly who visited him at the Government House, Benin City. He said with the foundation that had been laid by the All Progressives Congress (APC) government in the state in the last eight years, all was set for a smooth take off of the next phase of the socio-economic development of the state. He said: “First, we must recover our society. We are likely to lose our society if we do not begin to emphasise on those key issues of human development and economic empowerment. We have too many young men and women in our own estimate between half a million to three quarter of a million, between the ages of 15 to 30, who have nothing doing.” Governor Obaseki stressed that the solution to the challenge of so many jobless young people was to begin the task of immediately creat-
ing jobs. He noted that in line with the promise made on the campaign trail, jobs will be created to drastically reduce the number of unemployed young people in the state. He noted that one way to reduce unemployment in the state was to revamp technical education, so that young people could acquire the skills to get into several sectors of the economy. “We promised a minimum of 200, 000 jobs and to do that, we first have to understand our direction and the challenges we face in terms of unemployment. “On Monday, we went to Benin Technical College, which was established 40 years ago to champion technical and vocational training for young men and women. The challenges are enormous because what we saw was pitiable and even though we have an obvious task, we are not daunted at all. “So, we will be using this institution to quickly understand what we need to do and the investments we need to make. To create the platform, put a lot of our young people through training so that they can be employed in the businesses that we are attracting to this state.”

That is why it is common in most Muslim community for extended families to live together in harmony; providing comfort, attending to their needs and providing moral and physical support to each other. As important as family is, so are parents are greatly adored and honoured in Islamic tradition particularly Mothers therefore it is incumbent on every man to be good and honour his parent when they are alive and also remember them in prayers when they are dead; as there are no amount of good deeds from a child that could measure up to or outweigh the amount of care and pains they suffered on him when he was a toddler. Quran 31:14 says ‘’And we have enjoined upon man to be good to his parents. With difficulty upon difficultly did his mother bear him, and wean him for two years. Show gratitude to Me and to your parents; to Me is your final goal!” Also marriage and establishing a family is very strongly encouraged in Islam. Apart from it checking adultery, fornication and promiscuity, through it, we multiply as it also brings about procreation and completion of our Islam. “And among His signs is that He created for you mates from among yourselves; that you may find peace with them. And He put between you love and compassion. Surely in this are signs for people who reflect.” Qur’an 30:21. Marriage and family are inseparable; Family comes into being through legitimate union of male and female therefore Marriage is the institution upon which families come to be that was why the Prophet of Islam is reported to have said: “When a servant of God marries, he completes half his faith.” The family that is based on Islamic principles and the traditions of the prophet is the heart of a healthy community. The piety of a family is dependent on the piety of individual members of the family, and the piety of a community is likewise dependant on the piety of the families who make up the community. Seek Qur’an knowledge, Al-Mubins urges Muslims Subair Mohammed Founder, Al-Mubins Islamic Organisation, Sheikh AbdulRazaq Mubasir has advised Muslims in the country and beyond to seek the knowledge of the Qur’an and practice it in their daily lives as according to him, living the knowledge of the Qur’an and the manners of the Prophet is the surest way to worldly tranquility. Stable power: Nigerians to pay N10,000 monthly Opeoluwani Akintayo The Association of Nigerian Electricity Distribution Companies, ANEDC, has said for Nigeria to have 24 hours electricity, each home must be ready to pay between N9,000 and N10,000 monthly. Speaking at the Worldstage Economic Summit 2016 held in Lagos on Thursday, on the theme:
“Addressing Unemployment Crisis in Nigeria,” spokesman for ANEDC, Sunday Oduntan, said owing to Nigeria’s 180 million population, the country needed a maximum of 180 million megawatts of electricity, and a minimum of 20,000 megawatts for stable power supply. Recently, Nigeria’s electricity generating companies, Gencos, managed to clock 5,000 megawatts, which is a far cry from
what the country actually needs. In view of the shortfalls, Oduntan said Nigerians should “forget about uninterrupted power supply for now.” “We have a long way to go to where we ought to be,” he said. Continuing, he said “even if we are going to have stable power supply, each home should be ready to pay between N9,000 and N10,000 monthly.” Speaking on the importance
of stable electricity in reducing unemployment rate in Nigeria, Oduntan said, the country cannot tackle the case of unemployment without first ensuring power stability. “No small scale or large scale business can thrive without stable electricity,” he said. Skills gap, major cause of unemployment - NEPC The Nigerian Export Promotion Council (NEPC) has said that the wide skills gap among the youths was one of the major causes of unemployment in the country. Mr Segun Awolowo, Executive Director of the council, made the remark while speaking at the graduation ceremony of trainees of garment manufacturing at the AGOA-NEPC Human Development Centre (HDC) in Lagos on Wednesday. Awolowo said this on the backdrop of the recent report by the National Bureau of Statistics which showed that the unemployment and underemployment rate in the country had risen to 13.3 percent, between the first and second quarters of 2016. The bureau said 26 million Nigerians were either unemployed or underemployed. “There is a huge skills gap in this country, and it’s so painful we have an increasing rate of unemployment, the youths are complaining of lack of jobs, while industries are complaining of low personnel. “For instance, this training session is just the tip of the iceberg, because we were only able to accommodate 75 students, out of over 1000 applications we got. “The training has been useful, CONTINUED ON PAGE B2
Telecom subscribers in Nigeria grows to 153m Tony Nwakaegho Nigerian Communications Commission (NCC) has indicated that the number of telecommunication subscribers in Nigeria has grown to 153.2 million. Airtel topped the chat of new subscribers for the month of September with 400,847 new subscriptions. The number toppled Globacom which recorded 215,700 new
subscribers for the month under review. MTN was next with 66,558 and Etisalat recorded 64,870 new subscribers. It said that active telecommunications service customers increased by 495,426 in September as against the figure in August which stood at 152,776,155. According to the data, 152,836,997 of the 153,271,581 active numbers subscribed to the Global System for Mobile Communications (GSM) network ser-
vices. The GSM operators’ active customers increased by 551,677 from 152,285,320 subscribers recorded in August. The reports stated that of the GSM operators, MTN had 60,558,569 users in September, which was the same figure recorded in August. Globacom figure increased in September by 215,700, giving a total of 36,967,712 customers as against 36,752,012 in August. Air-
tel had 32,775,916 subscribers in the month under review, adding 400,847 users to the August record of 32,375,069. Etisalat, however, recorded a reduction in customers by 64,870, giving a customer base of 22,534,800 as against 22,599,670 users in August. “This is why we keep emphasizing that we prepare ourselves for opportunities in various sectors, because the world is waiting to buy from our innovations and ideas,” he said. DPR pushes for refineries privatization

DPR’s Mr Kanmi Deji who spoke on behalf of the Director of DPR, Mordecai Ladan, while answering questions from Journalists in Lagos on Thursday said Nigeria presently has four refineries located in Port Harcourt, Kaduna and Warri. According to Kanmi, selling the refineries to individuals with financial capacity for funding production, will create more jobs for Nigerian youths. “It bothers me whenever at some quarters people clamour that the refineries should not be sold. Then I ask, what have we achieved all these years that they have been unsold?” He disclosed that presently, the refineries are functioning at 30 percent capacity.
“What have we gained now that the refineries are working below their capacities at 30 percent? We believe when sold, more people will have more jobs and Nigeria will stop exporting its jobs to other countries that have fully functional refineries,” he said. Nigeria’s oil sector is not alone in the struggle for whether or not some of its assets should be privatised. Recently, the power sector cried out over clamour from cabals asking the government to retake ownership of the sector. Speaking on behalf of power stakeholders, the Association of Nigeria Electricity Distribution Companies , ANEDC recently kicked against returning the sector to the government. According to him, some street currency hawkers disguise as BDC operators in dealing with unsuspecting members of the public. He said that currency speculation had attained geometric progression because of the activities of some street currency hawk-
ers at the parallel market. Meanwhile, scarcity of the dollar continued on Thursday as many currency traders said they did not have foreign currencies to sell. The dollar was sold at N465, while the Pound Sterling and the Euro closed at N560 and N495, respectively. At the BDC window, the naira closed at N399 to a dollar, the CBN controlled rate, while the Pound Sterling and the Euro traded at N560 and N490, respectively. The naira lost 25kobo at the interbank market
to close at N305.50 from N305.25 recorded on Tuesday. It would be recalled that officials of the Department of State Services (DSS) throughout last week raided the offices of some BDCs in Lagos and Abuja and arrested operators selling above the stipulated exchange rate of N385 per dollar. Hence, forex dealers expected that the local currency will continue to appreciate as long as the momentum of the DSS’ current operation is sus-
tained. But had a step back on Wednesday when the Naira dropped N10 to trade at as against the N455/$1 it was on Tuesday at the unofficial (black) market. The local currency however stayed firm against the Pound Sterling and Euro to trade at N560 and N495 respectively, at the same unofficial market. The local currency at the interbank market remained at N316.52 on Thursday the rate it closed on Wednesday but against N315.25 to the dollar which it settled at on Tuesday.

Some financial experts have called for a downward review of the Monetary Policy Rate (MPR) during the last Monetary Policy Committee’s (MPC) meeting scheduled for next week to tackle inflation in the country. Supply continued to outpace demand in the market, leading to price decline in highly capitalized equities and reduction in portfolio value, yet boosting opportunity for portfolio diversification for investors willing to take advantage of prevailing low prices. The total volume of traded equities grew on Thursday to 161.6 million units valued at N1.185 billion in
2,086 deals compared to 145.7 million units valued at N1.350 billion and exchanged in 2,421 deals in previous session. The ASI closed at 25,599.79 following a depreciation of 53.35 from closing value of 25,653.14 recorded in previous session, increasing the year to date losses to 10.62 percent. The market capitalization also dropped N18.4 billion to close at N8.812 trillion compared to N70.2 billion lost previously to close at N8.830 trillion. Guaranty Trust Bank emerged the most traded stock for the day with 29.2 million shares valued at
N627.3 million. STACO followed with 25.7 million shares worth N12.8 million, while Transcorp traded 17.7 million shares valued at N12.4 million. Diamond Bank with the trade of 13.3 million shares worth N11.8 million bag ged the fourth position on the activity chart, while Wema Bank came fifth, having sold 10.2 million shares valued N5.8 million. The price movement table showed that 14 companies appreciated in price, against 24 losers. Nascon Allied Industries led the gainers chart with a 4.93 percent growth to close at N7.88 per share, followed by
Honeywell Flourmills with a gain of 4.81 percent to close at N1.09 per share, and May Baker Pharmaceuticals 4.55 percent growth to close at 92 kobo per share. Fidelity Bank added 3.95 percent to close at 79 kobo per share and AIICO Insurance emerged the top fifth gainer with an appreciation of 3.45 percent to close at 60 kobo per share. Forte Oil led the declining stocks by 5 percent to close at N82.67 per share, this was followed by GlaxoSmithKline that shed 4.98 percent to close at N13.54 per share and CAP that lost 4.98 percent to close at N32.07 per share.
Ashaka Cement commences delisting from NSE The board of Ashaka Cement Plc, a subsidiary of Lafarge Africa, will next month seek the shareholders vote in support of its voluntary delisting plan from the Nigerian Stock Exchange (NSE). Directors of the company at a meeting held this Wednesday resolved to delist the cement manufacturer from the NSE. The resolution for voluntary delisting of the company, according to a letter by Folashade AmbroseMedebe, Country communications/ Public Affairs Director, Lafarge, would be presented to the shareholders of the company for approval. “The resolution will be presented for consideration by shareholders of Ashaka Cement at an Extraordinary General Meeting (EGM) scheduled to hold on Monday 19th December, 2016.” According to the company, the voluntary delisting is in a bid to shield the company from enforcement action by the NSE following the deficiency in the company’s free float. A free float of 20 per cent shares is the amount of tradable shares required by the NSE for every listed company. The company explained
that subsequent to a Mandatory Tender Offer (MTO) and Voluntary Tender Offer (VTO) by Lafarge Africa, held in December 2015 and September 2016 respectively, the company’s minority shareholders are left with 15 percent of the company thus flouting the NSE’s rule requirement for every publicly listed entity to have a free float (i.e tradable shares) of not less than 20 percent on the Exchange. The company however gave exit considerations for shareholders upon conclusion of the EGM, prior to the delisting by either trading their shares on the NSE through their nominated stockbroker; or accept exit terms as were offered for the MTO and VTO of 202 shares of Ashaka Cement, for 57 shares of Lafarge Africa and a cash consideration of N2 per every Ashaka Cement Share. “In line with regulation, shareholders will have 90 days period post the EGM to exercise these options. Where a shareholder desires to remain a shareholder of AshakaCem, such shareholder shall be free to do so and there is no obligation to trade their shares or receive the Exit Consideration.” the statement read.

SEC to unveil market revitalization plan at Q3’ CMC The Securities and Exchange Commission (SEC)t would be unveiling the capital market revitalization plan at its forth-coming third quarter Capital Market Committee meeting (CMC) in Lagos. The meeting is scheduled for next Thursday in Lagos. Director General, SEC, Mr. Mounir Gwarzo, assured investors of improved capital market through the revival of the 10 year capital market master Plan currently being implemented in phases. Gwarzo on Wednesday during an interactive session with the House of Representatives Committee on Capital Market and other Institutions, clarified that the Commission had recruited specialists to fill key offices including Risk Management Divi-
sion; Strategy Division, Research and Economic division, among others. “We have also been vigorously been pursuing our capital market mandate which is investors protection and capital market development and you need resources. So even within that limited resources we have been able to do that. “We also set up the national investment protection fund and we have paid 3,000 beneficiaries. KWACOBPA appeals for N220bn to boost SMEs

The Kwara State Coalition of Business and Professional Associations (KWACOBPA) has appealed to the government to allocate N220 billion to micro, small and medium enterprises in the state. The Chairman of KWACOBPA, Dr. Hezekiah Adediji, made the appeal while speaking at the launching of ‘Business Agenda’ for the state in Ilo-
rin. Adediji expressed that the fund could help to combat the lingering economic problems of poor energy, multiple taxes and insecurity to ensure socio-economic development, saying that the coalition consists of 21 business and professional associations. He called the attention of the government to critical areas of intervention as inadequate power supply and security, adding that they
serve as challenges causing severe setback to the business sector in the state. He urged the government to allocate one percent of the state annual budget to support the private sector yearly, stressing that about N2 billion was being lost in revenue annually by the state government due to closure of businesses and under-utilization of plants and machinery by business operators. The chairman advised
that the government embarks on the establishment of farm settlement across the 16 local government areas of the state to serve as youth empowerment, explaining that each settlement should concentrate on the farm produce identified in various local government areas. He noted; “The coalition supports legislative programmes and policies that positively impact on access to fund, ease of processes
and affordability of cost of accessing the available funds.” In his response, Gov. Abdulfatah Ahmed, commended the efforts of the group for its research and blue print aimed at ensuring socio-economic development and well- being of the state. Alhaji Mohammed Rifun, State Commissioner for Commerce and Cooperatives, who represented the governor, stated that the oc-
casion was timely due to the increasing nature of unemployment in the country. He decried the high dependence on government for provision of whitecollar jobs and pressure on inadequate infrastructure due to rural-urban drift, advocating the need for a paradigm shift from reliance on oil to diversification into agriculture and for youths to be self employed.
Ajaokuta, Itakpe concession to generate revenue for Nigeria - FG The Federal Government has declared that Ajaokuta and Itakpe modification concession will form the proposed economic resources corridor for Nigeria. Dr Kayode Fayemi, Minister of Mines and Steel Development made this declaration during a two day workshop on Policy and Capacity Building for a Successful and Sustainable Mining Sector in Abuja. The Minister, who was represented by Alhaji Mohammed Abbas, Permanent Secretary in the ministry, noted that President Muhammadu Buhari was committed to ensuring the mining sector yield income for the nation. He noted; “Recently, we recorded significant devel-
opment in the sector which included the activation of 0.5 per cent mining sector component of natural resources fund. This has necessitated the Federal Government to approve N30 billion intervention fund for the sector.’’ He said that the present administration had a focus in diversifying the nation’s revenue base from over dependence on crude oil, which historically has been her mainstay to mining and agriculture, adding that minerals and mining sector is still largely underdeveloped in spite of its glorious past abundance and mineral resources for development. According to him, these minerals, broadly categorised as industrial, energy,
metallic ore, construction and precious stones minerals have huge potentials of transforming every facets
of the Nigerian economy if duly harnessed. He explained that there was reduction in focus and
leverage of key stakeholders’ attention for the sector, such as resources, talent and partnership. The minister stated that the ministry’s organisational design needed refinement to ensure clear enforcement of the mineral mining act 2007 as well as associated regulations. “We are focused on creating a true career path for mining specialists and regulators to ensure that the required knowledge and priorities are on the table.’’ The Minister said. He pointed out that Nigeria and Australia had a longstanding history of commercial, cultural and diplomatic link built up over the course of the years, stressing that the two countries had in 2012 signed a
Memorandum of Understanding (MOU) covering political economic, commercial, scientific, technical and cultural cooperation. Fayemi said, “Only recently did an Australianowned Nigerian mining company declared the discovery of high-grade nickel in a part of Nigeria. NASSI urges FG to create environment conducive for industrialisation Nigerian Association of Small Scale Industrialists (NASSI), has urged the Federal Government to deepen efforts in creating more enabling environment to grow Small and Mediumsized Enterprises (SMEs) in the country. NASSI National President, Mr Ezekiel Essien who gave the advice on Thursday in Abuja during an interview with newsmen said an enabling environment will encourage more stakeholders to industrialise Nigeria. “The SMEs are an important engine for growth, employment generation and social cohesion in Nigeria. “It is worrisome that despite the incentives, favourable policies and regulations and preferential support by government, SMEs have

Total makes $10bn investments in Nigeria in 5 years The Managing Director, Total Exploration and Production, Nigeria Limited, Mr Nicolas Terraz on Thursday said the company has made over $10 billion investments in the country in the last five years. Terraz said this at the 34th Nigerian Association of Petroleum Explorationists Annual Conference Management Session -1, in Lagos. NNPC moves to improve diesel quality Opeoluwani Akintayo The Nigerian National Petroleum Corporation (NNPC) has commenced work on a scheme to improve the quality of diesel in the Nigerian market for efficient and optimal performance of diesel-powered engines. This was disclosed by the Manager, Collaborative Research of the Research & Development Division, Engr. David Akpan, in a presentation made to the Group Managing Director of NNPC, Dr. Maikanti Baru on Thursday. Giving details of the research, Engr. Akpan said the R&D Division was working in collaboration with Petronas, Petrobras, Statoil and Saudi Aramco to achieve sig-
nificant reduction in sulphur and carbon content as well as other impurities in diesel. Cognitive Dissonance (2) The power of an idea: “Keep building your castles in the sky,” a friend quipped a while back after I sent him a couple of my articles. I could understand where he was coming from. After all, what’s the point of crazy new ideas when politicians can’t even manage to balance a budget? That’s when I began to ask myself whether new ideas can genuinely change the world. Now, your (very reasonable) gut response might be: They can’t – people will stubbornly stick to the old ideas that they’re comfortable with. The thing is, we know that ideas have changed over time. Yesterday’s avant-garde is today’s common sense. The question is not can new ideas defeat old ones; the question is how. Research suggests that sudden shocks can work wonders. James Kuklinski, a political scientist at the University of Illinois, discovered that people are most likely to change their opinions if you confront them with new and disagreeable facts as directly as possible. Take the recent success of rightwing politicians who were already warning of “the Islamic threat” back in the 1990s, but didn’t get much attention until the shocking destruction of the Twin Towers on September 11, 2001. Viewpoints that had once been fringe suddenly became a collective obsession. If it is true that that ideas don’t change things gradually but in fits and starts—in shocks—then the basic premise of our democracy, our journalism, and our education is all wrong. It would mean, in essence, that the Enlightenment model of how people change their opinions—through informationgathering and reasoned deliberation—is really a buttress for the status quo. It would mean that those who swear by rationality, nuance, and compromise fail to grasp how ideas govern the world. A worldview is not a Lego set where a block is added here, removed there. It’s a fortress that is defended tooth and nail, with all possible reinforcements, until the pressure becomes so overpowering that the walls cave in. Over the same months that
Leon Festinger was infiltrating Mrs. Martin’s sect, the American psychologist Solomon Asch demonstrated that group pressure can even cause us to ignore what we can plainly see with our own eyes. In a now-famous experiment, he showed test subjects three lines on a card and asked them which one was longest. When the other people in the room (all Asch’s coworkers, unbeknownst to the subject) gave the same answer, the subject did, too—even when it was clearly erroneous. It’s no different in politics. Political scientists have established that how people vote is determined less by their perceptions about their own lives than by their conceptions of society. We’re not particularly interested in what government can do for us personally; we want to know what it can do for us all. When we cast our vote, we do so not just for ourselves, but for the group we want to belong to. But Solomon Asch made another discovery. A single opposing voice can make all the difference. When just one other person in the group stuck to the truth, the test subjects were more likely to trust the evidence of their own senses. Let this be an encouragement to all those who feel like a lone voice crying out in the wilderness: Keep on building those castles in the sky. Your time will come. Long was the night In 2008, it seemed as if that time had finally come when we were confronted with the biggest case of cognitive dissonance since the 1930s. On September 15, the investment bank Lehman Brothers filed for bankruptcy. Suddenly, the whole global banking sector seemed poised to tumble like a row of dominoes. In the months that followed, one free market dogma after another crashed and burned. Former Federal Reserve Chair Alan Greenspan, once dubbed the “Oracle” and the “Maestro,” was gobsmacked. “Not only have individual financial institutions become less vulnerable to shocks from underlying risk factors,”he had confidently asserted in 2004, “but also the financial system as a
whole has become more resilient.” When Greenspan retired in 2006, everyone assumed he would be immortalized in history’s financial hall of fame. In a House Committee hearing two years later, the broken banker admitted that he was “in a state of shocked disbelief.” Greenspan’s faith in capitalism had taken a severe beating. “I have found a flaw. I don’t know how significant or permanent it is. But I have been very distressed by that fact.” When a congressman asked him if he had been misled by his own ideas, Greenspan replied, “That’s precisely the reason I was shocked because I’d been going for 40 years or so with considerable evidence that it was working exceptionally well.” The lesson of December 21, 1954, is that everything centers on that one moment of crisis. When the clock strikes midnight, what happens next? A crisis can provide an opening for new ideas, but it can also shore up old convictions. So what happened after September 15, 2008? The Occupy movement briefly galvanized people, but quickly ebbed. Meanwhile, left-leaning political parties lost elections across most of Europe.
Greece and Italy more or less canned democracy altogether and rolled out neoliberal-tinted reforms to please their creditors, trimming government and boosting labor market flexibility. In northern Europe, too, governments proclaimed a new age of austerity. And Alan Greenspan? When, a few years later, a reporter asked him if there had been any error in his ideas, his reply was resolute: “Not at all. I think that there is no alternative.” Fast forward to today: Fundamental reform of the banking sector has yet to happen. On Wall Street, bankers are seeing the highest bonus payments since the crash. And the banks’ capital buffers are as minuscule as ever. Joris Luyendijk, a journalist at The Guardian who spent two years looking under the hood of London’s financial sector, summed up the experience in 2013 as follows: “It’s like standing at Chernobyl and seeing they’ve restarted the reactor but still have the same old management.” You have to wonder: Was the cognitive dissonance from 2008 even big enough? Or was it too big? Had we invested too much in our old convictions? Or were there
simply no alternatives? This last possibility is the most worrying of all. The word “crisis” comes from ancient Greek and literally means to “separate” or “sieve.” A crisis, then, should be a moment of truth, the juncture at which a fundamental choice is made. But it almost seems that back in 2008 we were unable to make that choice. When we suddenly found ourselves facing the collapse of the entire banking sector, there were no real alternatives available; all we could do was keep plodding down the same path. Perhaps, then, crisis isn’t really the right word for our current condition. It’s more like we’re in a coma. That’s ancient Greek, too. It means “deep, dreamless sleep.” Capitalist resistance fighters It’s all deeply ironic, if you think about it. If there were ever two people who dedicated their lives to building castles in the sky with preternatural certainty that they would someday be proven right, it was the founders of neoliberal thought. I’m an admirer of them both: the slippery philosopher Friedrich Hayek and the public intellectual Milton Friedman.
