T

omorrow, Thursday, November 1, the international community will be observing World AIDS Day. It will be a Day dedicated to raising awareness of the AIDS pandemic caused by the spread of HIV infection and mourning those who have died of the disease. The theme for this year’s World AIDS Day is, ‘Leadership. Commitment’.

Even though many countries have made concerted efforts to combat AIDS, the disease remains a major public health concern and cause of deaths in many parts of the world, especially in Africa.

The HIV infection is caused by the human immunodeficiency virus (HIV), while it is spread when blood, semen, or vaginal fluids from an infected person enter another person’s body, usually through sexual contact, from sharing needles when injecting drugs, or from mother to baby during birth. Although, Africa is home to about 16 percent of the world’s population, Sub-Saharan Africa alone accounts for 69 percent of all people living with HIV and 70 percent of all AIDS related deaths.

Incidentally, of all people living with HIV globally, 9% of them are in Nigeria. This scary figure ranks Nigeria as the second amongst the highest HIV-burdened countries in the world. According to the World Health Organisation (WHO), HIV prevalence is remarkably small (3.2%) compared to other sub-Saharan African countries such as South Africa (19.1%) and Zambia (12.5%), but the size of Nigeria’s population means that there were about 4 million people living with HIV in 2015.

Nigeria, together with South Africa and Uganda, account for almost half of all annual new HIV infections in sub-Saharan Africa. This is despite achieving a 35 percent reduction in new infections between 2005

and 2014. Approximately 210,000 people died from AIDS-related illnesses in Nigeria in 2015, which is 14 percent of the global total. Since 2005, there has been no reduction in the number of annual deaths, indicative of the fact that only 20 percent of people living with HIV in Nigeria are accessing antiretroviral treatment (ART). Unprotected heterosexual sex accounts for about 80 percent of new HIV infections, with the majority of infections among prostitutes. Although prostitutes, homosexuals and drug addicts make up only 1% of the Nigerian population, they account for around 23 percent of all new HIV infections because many of them do not use condoms when they have sex.

Experts say there is no cure for AIDS, although several drug cocktails are proving effective in prolonging lives and giving patients better health. However, treatment can be costly and beyond the reach of many in the most vulnerable sectors.

While poverty is undoubtedly a crucial factor as to why health problems are so severe in Africa, political will of national governments is paramount, despite disheartening odds.

Unfortunately, HIV/AIDS has been particularly noted to affect the working population and prevent women and men from making meaningful contributions to development and improvement of families while at the household level, the epidemic increases the burden of care and erodes savings.

While calling on both the federal and state governments to intensify efforts at curbing the spread of HIV/ AIDS, it is imperative that such measures begin with mass sensitisation of the population on the dangers of drugs and substance abuse, including indiscriminate and unprotected sex.

President Muhammadu Buhari yesterday warned that the two million displaced Nigerians in internally displaced persons (IDP) camps must be properly resettled if the country is to avert another social crisis.

The President also acknowledged that Nigeria is now learning the hard way for failing to invest in agriculture in time of economic boom, while admitting that the country is facing the toughest time ever since the civil war.

Buhari stated this while speaking at a meeting with Sheikh Sharif Mohammed Kabir Ibn Mohammad, the world leader of Tijjaniya Islamic Movement at the State House.

A statement by the Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu, said the Presi-

dent also lamented the destruction of public institutions in the North East

by Boko Haram terrorists.

“We are learning the hard way. The mistake we made was to abandon agriculture. We came at a time of difficulty the country has never experienced since the civil war,” According to him, “Government is faced with the problem of repairing schools, health centres and whole towns. We must repair their schools and recruit teachers otherwise they will become tomorrow’s Boko Haram,” he warned.

President Buhari reiterated the importance of justice in the affairs of governance, emphasizing that men and women in authority must show kindness and justice to all the people under them.

In commending the religious group for the profuse prayers, they had rendered for three days in Yola, Ad-

amawa State for the recovery of the economy and peace in the country, the President said that the problem oil production is currently experiencing in the country and in the global markets has forced the imperative of agriculture on Nigerians.

President Buhari also requested the religious leaders to persuade Nigerians to embrace hard work, endurance and patience, assuring that the administration will not relent in the effort to achieve self-reliance and security for the nation.

In his remarks, Sheikh Sharif Mohammad commended President Buhari’s sense of justice and concern for the people of Nigeria.

He assured the President that the Tijjaniya movement was in full support of the administration and will continue to pray for its success.

To completely eradicate early marriage in the country, the Federal Government has directed that marriage age should be from 18years, while condemning in strong terms the marrying off of minors particularly girls below 18 years of age.

Vice President Yemi Osibanjo gave the directive on Tuesday at the national

campaign launch of ending child marriage in Nigeria, held at the Sheraton hotels in Abuja.

Osinbanjo blamed the increasing rate of child brides on poverty, saying there is an urgent need to tackle this issue even as he assured that FG must take concrete steps to ensure the compulsory education of Nigerian girls.

“There is a positive correlation between child

marriage, poverty and illiteracy. The states with the lowest level of illiteracy have the highest rate of child brides.

“Nigeria has made fairly poor progress in ending child marriage, 24 states out of the 36 states have passed the Child’s Right Act but implementation is yet to be done fully.

He regretted that there is no penalty for child marriage in the constitution,

stating however that laws and institutions are only effective as the society believes and consent to them.

To this end he urged the citizenry to change their mindset especially as it concerns child marriage, stressing that the FG will never support any marriage below the age of 18.

“We must persuade all Nigerians to stop this through advocacy and more campaign against it.

The Senate has called for the prosecution of Federal Government officials that negotiated the N36b concession that gave birth to Murtala Muhammed Airport 2 (MMA2) but reneged on implementing the pact.

Chairman, Senate Committee on Privatisation, Mr. Ben Murray Bruce stated that those who negotiated the contract must go to jail for not implementing the contract.

The disclosure by Bruce could open up former Minister of Aviation, Chief Femi Fani-Kayode and many former Managing Directors of the Federal Airports Authority of Nigeria (FAAN) to scrutiny.

The ex-Minister was instrumental to the agreement that all domestic

flights would originate from the new terminal; a condition that allowed the terminal operator to invest N36 billion to build the facility.

While Fani-Kayode went the extra to ensure implantation of the agreement, successive Ministers of Aviation had frustrated efforts to implement the pact, alleging that the deal was skewed in favour of Bi-Courtney.

Nigerians may soon heave a sigh of relief from the excruciating effect of the recession that is biting hard in the country if the federal government heeds the call of the House of Representatives to sell petrol at seventy naira (N70.00).

This is because the House at plenary yesterday resolved to urge the Petroleum Products Pricing Regulatory Agency (PPPRA), to review the current price template for premium motorized spirit (PMS), with a view to bringing down the price of the product popularly referred to as petrol by Nigerians.

This was one of the three prayers answered by the House in a Motion sponsored by Rep. Abubaker Fulata titled:

“Urgent Need to Review the Petroleum Price Template”.

Speaking on the Motion, Rep. Fulata noted the widely circulating rumour of a possible hike in the price of PMS in the country, which though has been denied by the federal government through the Federal Ministry of Petroleum Resources is coming at a time when the nation is going through difficult times occasioned by dwindling revenues, high inflation rate, unemployment and general fall in the standard of living of many Nigerians.

The lawmaker also noted that the current template for the price of PMS could be reviewed downwards without it affecting the profit margin of marketers and transporters and also contribute to reduce the current inflationary trend in the economy.

Senate raises Buhari’s virement request by N33bn Continued from page 1 was made to the National Assembly last month by President Muhammadu Buhari to smoothen the implementation of the 2016 budget.

President Buhari had explained that his request for virement arose due to the shortfalls in provisions for personnel costs; inadequate provision for some items like the amnesty programme; continuing requirements to sustain the war against insurgency; and depreciation of the Naira.

He had initially requested for total sum of N14.208 billion as capital component of the virement and N166.630billion as recurrent component of the virement.

But the Senate in its approval of the proposal based on report submitted by its Committee on Appropriation, approved N39.208billion for capital component of the virement and N169.613billion for recurrent component of the virement aside extra N5billion approved for sustainable development goals in the Ministry of Housing based on special request during consideration of the entire proposal, totaling N213.8billion.

Breakdown of the expenditure items of the virement as submitted by the Appropriation Committee chairman, Senator Danjuma Goje (APC Gombe Central), are service wide vote: Public Service Wage Adjustment (PSWA), N71.8billion; service wide vote: Contingency, N1.2billion; service wide vote: Margin for increase in cost, N2billion, and service

wide vote: Amnesty programme N35billion.

Others are service wide vote: Internal operations of the Armed Forces, N5.2billion; service wide vote: Operation Lafiya Dole, N13.933billion; NYSC N19.792billion; Ministry of Foreign Affairs (Foreign Missions), N16.349billion etc.

Deputy Senate Pesident Ike Ekweremadu had earlier raised the issue of unconstitutionality of the request for virement, stating that there was no provision for that in the Nigerian constitution.

According to him, “though virement has been made in our budget implementation on yearly basis, there is no room for

the practice in the constitution, which only provides for supplementary budget in situations like this.”

The Senate President, however, said the need to stimulate the economy urgently had necessitated the virement request by President Buhari for budget implementation, a reason the Senate should approve the request.

He said: “I think your observation as far as the constitution is concerned is well noted. I think we are all fully aware of that and that is why I cannot continue to thank my colleagues so much in the way we have been addressing the issue of the economy and we are not looking at it whichever party we are or whatever side

we belong.

“If we stick to the constitution, you are very right and is part of our support and cooperation to the executive, to Nigerians to move things forward.

As you rightly said, this should come as a supplementary budget but in part of trying to make this move and incorporate it and ensuring that we give the support, and the executive should also take note,” he said.

Saraki also expressed conviction that the Presidency will target the funding of local contractors as a way to push more resources to different areas of the country.

He added, “As we work to release these special intervention

funds for critical recurrent and capital items, it is important that these contractors have a track-record of efficient and quality work,” he stated.

Saraki also stated that the Senate would utilize its oversight powers to ensure that the contracts follow a competitive bidding process, and that the projects themselves have a positive impact on the economy of local areas through the economic multiplier effect.

“Moving forward, as we round out the year,” he said, “The Senate and the Presidency will continue to work cooperatively to utilize the 2016 budget as a tool for economic growth and relief for local communities.”

Boboi Bala Kaigama, and acting secretary, Comrade Samson Amachree, said, “We feel particularly awful about the move because data is one of the cheapest ways to empower the teaming youth. This move, if allowed, would make it unaffordable. In our view, this is insensitive and criminal on the part of the parties involved.

“We are not surprised MTN has thrown its whole weight behind the policy; but the telco giant should realise that trying to lobby the government will not save the organisation when the chips are down. Of course, this cannot happen in South Africa.

“Naturally, we had expected that government would increase awareness for greater citizens’ participation, especially in ICT, but unfortunately, they are doing the opposite. One cannot really situate federal government policy direction these days. On

one hand, the vice president, Prof. Yemi Osinbajo, is banking on ICT for youth empowerment while on the other, the NCC is trying to cut youth participation. All the promises made to the Chief Executive Officer of Facebook, Mark Zuckerberg, when he visited the country cannot be achieved if the policy is implemented.

“This is not the best way to make money. This move is spineless and should be done away with. What then would be the benefit of the policy to the self employed, who depend on data for their businesses? The truth is, cheap internet data is a vehicle of some sort to economic development. It is very unfortunate, very unreasonable and inhuman to come up with such idea at a period of recession.

Any call for increase in anything for now is most unreasonable, uncalled for and a calculated attempt to record more suicide

cases and insecurity in our already tension-soaked country,” he said.

Also speaking on behalf of the National Association of Telecoms Subscribers (NATCOMS), its president, Mr. Deolu Ogunbanjo, decried the disposition of NCC for increasing the data tariff arbitrarily, adding that NCC should be consumer-centric because they have telecom consumer’s parliament, town hall meeting and the Industry Consumer Advisory Forum (ICAF), which they could have met with before taking any decision, but failed to do so.

He stated that NCC should work so as not to be seen as working for the government alone, but to be seen as protecting the consumers as well.

The NATCOMS president accused the government of trying to use the back door to control the social media that has been criticising its policies, stressing

that if anything happens to data tariff, it will affect the way we do business in Nigeria.

Olusola Teniola, president, Association of Telecommunication Companies of Nigeria (ATCON) said that with the increase, other telecom companies would jerk up their prices, which would adversely affect subscribers.

He said that operators would also increase the cost of megabytes, which consumers could not afford at this time of economic recession.

“So what we are saying at ATCON is that no taxes should be applied in this industry and if there should be any taxes, it should also include other sectors.

“Already, the cost of data will go up in December and subscribers will not be getting as much data as they paid for,” he said.

Also speaking, Edwin Okolo, a computer scientist said that the increase in the cost of data “is uncalled for”, adding that there

should be other avenues for government to make money.

“What we are saying is that we want every Nigerian to be linked with the internet and you are planning to increase the cost of data, so it is no longer for the poor,” he said.

Teniola also berated the Central Bank of Nigeria (CBN), governor, Godwin Emefiele, who recently advocated the imposition of tax on any call beyond three minutes.

Teniola said “my response to this is that it does not make sense not to have dialogue with real stakeholders you are trying to make money out of. We were not consulted. So this notion that we should cut it at three minutes is very arbitrary and not founded on theory. In fact, you will now see that the very thing I mentioned about people using the phone less to avoid paying this tax being applied after the three minutes will happen.

Why Delta set up security trust fund -SSG Nosa Akenzua, Asaba

The Secretary to the Delta State Government SSG, Hon. Festus Ovie Agas has advanced the reasons why the Delta state government established the Delta State Security Trust Fund as administrative apparatus and the appointment of an Executive Secretary to the headship of the body.

At a maiden Ministerial press briefing in Unity Hall, Government House,

Asaba the Secretary to the Delta State Government (SSG), Hon. Festus OvieAgas stated that Governor Okowa’s administration has achieved a lot of results in building peace among Deltans which has made the state conducive for investments.

According to him, the 41-member peace building and advisory council which was inaugurated by Governor Okowa “has been modified to include settlement of disputes among commu-

nities and ensuring peace building platforms aimed at socio-political stability of the state.”

He also, stated that Governor Okowa, has encouraged the activities of security operatives in the state by giving them necessary incentives and also, established the “Delta State Security Trust fund to help in mobilizing funds for intervention in critical areas of security administration and thereby, ensure the achievement of conducive atmosphere for

socio-economic activities.”

Hon. Agas, stated that among the bills that were initiated by the Governor Okowa administration have been passed into law for promoting good governance, the administration has also, executed several programmes to make the people prosperous.

The Works Commissioner, Chief James Augoye, who also brief the press, said governor Ifeanyi Okowa administration has spent over N32 billion on

road construction, noting that the amount was for the construction of roads from 2015 to 2016.

“In line with the realization that road development and construction is the backbone for the achievement of the SMART Agenda of Governor Ifeanyi Okowa’s administration, the ministry has embarked on 71 road projects at a total cost of N32. 905 billion for construction between May 2015 and November 2016 covering over 282 kilometres of

News road and 136 kilometres of concrete lined drains,” he said.

He added, “the value of projects currently being handled by the ministry, including those inherited from the previous administration is put at about N110 billion and it covers 381 kilometres of road.”

The Works Commissioner however, disclosed that “the terrain of the state also results in additional high cost of constructing roads with respect to the swampy nature of some parts, which require the replacement of quantities of unsuitable materials and several hydraulic structures on the one hand and erosion prone parts of the state where drainage structures are necessary.”

Bill to establish ‘Management Day’ underway Chijioke Kingsley, Jos

the celebration of Management Day is set to go to the National Assembly.

This was communicated to newsmen yesterday in Jos, the Plateau State capital by the president and chairman of Council of the Nigerian Institute of Management, Prof. Munzali Jibril.

Jibril said that the institute is proposing November 19 to be set aside every year to celebrate Management Day. He posited that the day is being proposed because it is the birthday of Prof. Peter Drucker, a man considered to be the father of management.

His words: “Since there are World Malaria Day, World Water Day and so on, there should be nothing wrong in setting aside a day to celebrate professional managers”.

The Management boss, who was in Jos on a value tour of North Central zone, said that the institute will continue to improve the skill of its members through the mandatory continuing professional examination programme (MCPEP) and other human capital development programmes, adding that the institute is also continuing with its subsisting memorandum of Understanding with the Armed Forces Command and Staff College, Jaji, the National Defence College as well as the Nigerian Army

School of Finance and Administration, Lagos in the area of professional management training.

He said that these programmes were being pursued alongside other regular programmes of the institute such as distinguished management lecture, women in management and leadership conference and Management Day. He lauded Governor Simon Lalong for the peaceful atmosphere prevailing in Jos, which he said was contrary to the notion being held in other parts of the country, adding that the fact that he was being hosted in Jos attested to the peaceful nature of the state.

Responding, Chairman of the Local Organising Committee of the tour, Chief Edinen Usoroh, said that the zone has been fortunate to host all the three immediate past presidents while they were in office, adding that this was made possible by the prevailing peace in Plateau state.

Usoroh said that NIM in Plateau State has come of age; from just a chapter of few members, drawn largely from the public sector, into a branch with three chapters inaugurated in 2011.

Also, Chairman of North central zone of NIM, Mrs. Farida Bello, said that the zone is one of the most blessed in the country with abundance of natural resources and agriculture, saying that the zone is the food basket of the nation.

Lecturer urges female lawyers to return gender disparity bill to senate Andrew Orolua, Abuja

Prof. Dakas G.J. Dakas of the University of Jos on Tuesday challenged International Federation of Lawyers (FIDA) Nigeria to represent Gender Disparity Bill to the National Assembly.

The bill which seeks for equality between men and women in all spheres of life was thrown out of the Senate

last year simply because some members misconstrued it to be in conflict with culture.

But issues which the bill had sought to address resonated on Tuesday as members of FIDA deliberated on means to address Gender disparity in the country.

Prof Dakas a discussant on the topic “Gender Disparity and the Legal Profession: The Nigeria Dispensation and Agenda for Action,”said it is

essential that FIDA revisit the bill and collaborate with the sponsors to work for its passage into law.

He also urged female lawyers to test some of the existing laws in courts in order to move it from jury equality to de facto equality.

Prof Dakas said that it is absurd for female lawyers to be addressed as gentlemen of the bar when they are not men.

“They don’t have to be gentle-

men to be lawyers. What they need is equality of status.”

The Law professor also charged FIDA to seek legislation to address hostile work environments which female folk are subjected to. They should also seek means to navigate work and family challenges that had held them back. He urged women who are aspiring to grow to have mentor and role model they look up to.

Dangote Group to establish rice mill in Kano Yakubu Salisu, Kano

The dirctor general, Dangote Group, Hajiya Halima has announced plans to establish in Kano a rice mill to foster the coun-

try’s self-sufficiency in rice production. She made this known at the 43rd international trade fair in Kano.

With an annual processing capacity of 250,000 tons, the mill will process rice produced in Kano, So-

koto and Zamfara states.

According to her, the group’s investment comes in a context where the nation aims to diversify its economy which mainly depends on oil export revenues. Agriculture is con-

sidered as a key component in the diversification process.

For now, Nigeria remain one of the world’s greatest rice importers with close to $20 billion spent yearly in food imports.

Ambode presents N813bn budget for 2017 Glo 4G LTE Benjamin Omoike

state governor, Mr. Akinwunmi Ambode, on Tuesday, presented the 2017 budget proposal of N813billion to the House of Assembly. He assured that the budget would be judiciously implemented to continue the massive infrastructural renewal and the enhancement of Lagos as one of the foremost tourism and investment destination in Africa.

The Governor, who christened the budget as “The Golden Jubilee Budget” as it coincides with the state’s 50th anniversary, said it would focus on physical infrastructure, while social sectors especially health, education, youth and social development would get adequate attention.

Giving the key components of the budget, Governor Ambode said recurrent expenditure

would gulp N300.535billion while N512.464billion would be dedicated to capital expenditure, representing a Capital/Recurrent ratio of 63 percent to 37 percent.

According to the Governor, road construction, rehabilitation and maintenance would be one of the key focuses of the budget, adding that efforts would be geared towards roads that will open up the hinterlands, improve connectivity in the State and reduce travel time.

He listed some of the road projects to include Murtala Mohammed International Airport Road from Oshodi, Agric-Isawo-Owotu-Arepo Road in Ikorodu, Igbe-Igbogbo Phase II-Bola Tinubu way in Ikorodu, Ijegun Imore Phase II Amuwo in Ojo axis, Oke-Oso-Araga-Poka in Epe, Epe-Poka-Mojoda in the Epe axis and the completion of the Abule-Egba, Ajah and Pen Cinema flyovers.

The governor also said that within the course of the budget

implementation, his administration would enter into a Public Private Partnership (PPP) to execute some road projects including Oke Oso-Itoikin dualisation project in the Epe axis, Okokomaiko-Seme road project in Badagry axis and Ikorodu-Agbowa-Itoikin-Ijebu Ode road project in Ikorodu axis, just as he disclosed that the phase II of the 114 local government roads project as well as the construction of the fourth Mainland Bridge would also kick off in 2017.

“In the course of the 2017 financial year, we shall carry out fundamental reforms on all our modes of transportation – Roads, Water and the Walkways. In this wise, a Public Transport Infrastructure Bond will be issued in the course of the year.

“The state government will embark on the urbanisation of the Marina axis, waterways channelization, establishment of more parks

and gardens as well as the Community Sports Centres and stadia in different locations across the state.

“We will fully implement the Medical Health Insurance Scheme and deploy e-health/e-insurance health Service solutions; and complete the on-going upgrading and extension work in the state general hospitals and Ayinke House in Ikeja. Work will commence on our Medical Park in the 2017 fiscal year,” Governor Ambode said.

On the revenue expected from federation account, the governor said a conservative approach was taken owing to the falling oil prices, which, according to him, was about $41.98per barrel at the time of finalising the budget.

He however expressed optimism that the state would get an increase in Federal allocation through the 13 percent derivation from oil and gas in 2017.

Man docked for attempting to defraud Obasanjo Abiodun Taiwo, Abeokuta

Attempt by a high ranking chief to allegedly defraud the former President Olusegun Obasanjo has landed him in trouble.

The man, Chief Salimon Abiodun Ajayi (popularly known as Rantipe), was on Tuesaday arraigned before a Chief Magistrate Court sitting at Isabo Abeokuta for fraudulently obtaining the sum of N105 million from a company, Alarab Properties, a subsidiary of Obasanjo Holdings Limited (OHL).

Ajayi, who is also the Balogun of Ijemo land in Egbaland in Ogun state and owner of the popular Rantipe Petroleum, was arraigned on a three-count charge bothering on forgery, fraud and stealing.

Reading the count charges before the accused, in case number MA\606\c\2016), the police prosecutor, Sunday Eigbejiale, stated that the accused had allegedly fraudulently obtained the sum of N105 million from the above company in the sale of 67acres of land at the Sidipon village.

The second charge reads: “That you Salimon Abiodun Ajayi on the same date, time and place in the aforementioned Magistrate District with intent to defraud did obtained the sum of N105m property of Alarab a subsidiary of Obasanjo Holdings Limited with pretext that you are in position to sale 67acres of land to Alarab Properties, a subsidiary of Obasanjo Holdings Limited and thereby committed an offence contrary to and punishable under Section 419 revised law of Ogun state 2004.”

Commissioner charges Nigerians to support IDPs Tom Garba, Yola

ÎÎÎNigerians have been urged to

support and take care of the IDPs, living amongst them in host communities and camps across the country.

The Adamawa state Commissioner for Information and Strategy, Ahmad Sajoh, who made the call while speaking at a two-day workshop organized by the Civil Society Legislative Advocacy Centre (CISLAC), with support from the United Nations High Commission for Refugees (UNHCR) for the North-East zone, in the state, maintained that the IDPs are suffering not because they choose to but due to communal clashes, flood, insurgency and a host of other disasters.

‘Engaging State and non-state Actors towards a national Internally Displaced Persons Policy and Act in Nigeria’, stated that people are to know what it feels like to be displaced, they would need to get a platform that will be quick and fast in responding to their needs.

He disclosed that the state government is extremely committed to taking care of IDPs, Governor Muhammadu Umar Jibrilla cares about the IDPs to the extent of celebrating his Eid el- Kabir with them in the camp and will continue to support the cause of humanity especially the disadvantaged ones.

“Some good has come out of the ashes of displacement as some IDPs have been given scholarship to study even abroad”, the commissioner stated.

He stated further that the challenges of insurgency have fur-

ther brought the people of the state together “There are lessons we have learned from the challenges, it brings unity between the faith.”

The Senior Program Officer of CISLAC, Okeke Anya, decried the nonexistence of laws that covers persons displacements.

by CISLAC Executive Director, Mr. Auwal Ibrahim Musa, maintained the need for the adoption of the national policy and laws on IDPs in Nigeria.

Subscribers of Nigeria’s next generation network, Globacom, have described the company’s recently launched 4G LTE network in glowing terms, just as they solicited for prompt extension of the new network to more cities and villages in order for them to benefit from the advanced telecommunications technology.

Although Globacom has wider coverage of 4G in the country than its competitors, the customers asked that the technology be extended to more cities and towns to enable them enjoy the service anytime they visit their places of origin.

An Abuja-based Bureau de Change operator, Maniru Saminu, said the Glo 4G LTE service was a breath of fresh air because of its fast internet connection, which, according to him, made him to abandon all earlier alternatives.

“I really appreciate Glo 4G service. It is very fast. I am enjoying the internet service, I do not experience delays doing streaming and downloads. I also do my internet banking transactions with ease,” Saminu said.

He disclosed that he was pleased by the marked difference in quality of service and encouraged his business associates and relations to subscribe to Glo 4G. Said he: “I even gave my old Samsung S7 Edge phone to one of my friends to use and he has subscribed. The second person will soon subscribe. I want to urge Globacom to bring the service to Kano, my home state so we can enjoy it over there also.”

Stephen Obembe of Wuse 2, Abuja, like Saminu, eulogised Globacom for introducing the 4G LTE services in Abuja. Obembe disclosed that he ported to Globacom from another network and enthused that: “It’s been great. Glo 4G has been good, very good. I use a lot of data for my business and I am really satisfied with the service. I am very happy I ported to the Glo network.”

Another subscriber, who resides in Lagos, Titilayo Lawal, a fashion designer based in Adeniran Ogunsanya area of Surulere, expressed satisfaction with Glo 4G LTE service. She also ported from another network into Glo owing to her belief that she was not receiving commensurate value for the sum she was expending on data bundles.

She however said that the story had changed for the better since she switched to Glo 4G services, which she described as “impressive. “It is good. It is very fast no matter the amount of attachment you are sending. I love the services,” she added while enjoining Globacom to ensure quick extension of the technology to every part of the nation.

Anenih’s retirement and Jonathan’s concern Lateef Ibrahim, Abuja Retirement is one thing that people look forward to in life after years of meritorious service. That was precisely what Chief Anthony Anenih, popularly known as ‘Mr Fix It’, did last Saturday during the public presentation of his book, “My Life and Nigerian Politics”.

At 83, Chief Anenih, former Chairman, Board of Trustees (BoT) of the Peoples Democratic Party (PDP), could not have been wrong to call it a quit with active partisan politics on that day. But the immediate past President, Dr Goodluck Ebele Jonathan thinks otherwise.

He believes strongly that Chief Anenih still has a lot to offer to the younger generation of politicians and as such should have a rethink over the decision.

The venue of the public presentation of the book was the popular and strategically situated International Conference Centre, ICC, Abuja. The atmosphere was serene. The array of dignitaries included former Head of State, General Abdulsalami Abubakar, Dr. Jonathan and two former Vice-Presidents, Dr. Alex Ekweme and Alhaji Namadi Sambo.

General Abubakar was the Chairman of the occasion. Former Minister of Defence, Lieutenant-General Theophilus Danjuma, rtd, was the book Presenter. He was however represented by former Minister of Information, Professor Jerry Gana.

Chief Anenih, the Uromi, in Edo State, born political tactician and strategist, in his speech announced that he was quitting active partisan politics and that he would thereafter be offering advice to people as an elder statesman.

According to him, “As from today (Saturday, 26th November, 2016), I am withdrawing from active partisan politics. I will only be offering advice as a statesman.”

However, Dr. Jonathan, who, obviously, was not too pleased with the declaration by Chief Anenih, upon being handed over the microphone for his goodwill message appealed to him (Chief Anenih) to reconsider his position, stressing that his experience in politics cannot afford to be wasted.

In the words of the immediate past president, “Your (Anenih’s) experience in politics cannot be wasted. People will continue to come to you. You will continue to be our political leader for as long as you live”.

Continuing, Dr. Jonathan, who spotted his usual South-South attire with a bowler hat, “Your experience, your knowledge and your wisdom are still needed. We plead with you to allow us to continue to consult you in the areas of politics and security. You may not be attending night meetings, but we will still be consulting with you”.

Chief Anenih, in a tactical response to the request by Dr. Jonathan, said, “I will not re-

spond to my son’s request for now”.

The book presenter and erstwhile Minister of Defence, Lieutenant-General Danjuma described Anenih as a role model in the political landscape of Nigeria.

Danjuma, waxing philosophical, said that in Chief Anenih, God has produced a resolute, determined and a highly courageous leader for Africa.

He commended Chief Anenih for producing three presidents-Chief Olusegun Obasanjo, Late Umaru Musa Yar;Adua and Dr. Jonathan- within the 16 years rule of the PDP. Danjuma further described him as a man of excellence and a leader with vision and mission with the fear of God at heart.

Buhari must call APC leaders to order to avoid implosion -Adeyeye Dr. Ajibayo Adeyeye, is the immediate past Majority Leader of the Lagos State House of Assembly and a frontline member of the All Progressives Congress (APC). Adeyeye is concerned about the internal wranglings in the party and wants the President to intervene now to avert further damage before the 2019 elections. He also told PATRICK OKOHUE in this interview that Nigerians need to be patient with President Muhammadu Buhari while he works towards removing the country from the economic woods that it is in, arguing that a problem that was created over a period of 16 years will take more than a year and half to resolve.

The APC is a party built on change and the impression given to nigerians during the campaigns was that they are trying to do things right, but as we speak the APC seems to be a party at war with itself, this became obvious with the Ondo election primary which has created a problem at the center, now many are saying unless the President intervenes, he may not have people to work with in the party in 2019, what is really happening to APC? It’s a very difficult question to answer, being that one I am not in the corridors of power, I am not in the President’s team, it is difficult for me to see or know or be exact about what is happening within the presidency. We have read a lot in the papers, we read all sorts. We read about our leader being marginalised in appointments, we read about appointment of people who did not really take part in the campaign, we read about Mr President not knowing the people he has appointed into office. Infact there was an outburst by the wife of the President concerning appointments and things happening in the corridors of power. But, I think it behooves on the President at this point to call up all the leaders of the party and discuss whatever is causing the internal bickering. This problem dates back to the time the National Assembly was inaugurated; we saw how the leadership of the Senate and the House of Representatives emerged. We saw the politics before it, we saw the politics after it, we saw a situation where a PDP member emerged as the deputy Senate President and so on, different things have been happening and they are not to my mind the best for any political party and until recently we could see the division in Ondo State. We saw how the primary was conducted, we saw the outcome, we saw the quarrel between our national leader and the chairman of the party, which we are told have since been settled. So, I think President Buhari being the President and being a leader of the party should call our people to order and have a word with them so that all of us can work in unison in whatever election that may come our way between now and 2019.

Does the present development in the APC not seem to give credence to what some leaders of the opposing party, the PDP said about the APC when it was being formed, that it is a gathering of strange bed fellows and so will not last; don’t you think that that assertion by the PDP is starting to come true?

ents cannot play together for 20 years, it is not expected that people of different family, ethnic, academic and many other backgrounds will come together to form a party and we expect that there will be no disagreement amongst them, it is very unlikely. But, what must not happen is a situation where those disagreements are intractable and there will not be an end to it. Even if another party emerges, the same problem may still happen and for how long are we going to continue to have this kind of problems, pull out of one party to join another or form another

party and that sort of things. A very good example is the situation we saw in the last election in the United States of America, where even Republicans castigated Donald Trump before the election, we saw a situation where the whole world thought Hilary was going to win and alas, the election came and Trump won and of recent you see Republicans that threw tantrums at Trump now falling in line, now that he has been elected President. So, I think our democracy really needs to move from where it was and some of us are praying for a situation where we will have two

major political parties and I think that is where we are now and for us to still have three or four big political parties may be a little bit unwieldy and may promote ethnic segregation. We may get to a situation where the Yoruba may return to their party, as it was in the days of AD, Igbo were largely PDP, Hausa largely ANPP and that is very unhealthy for our country and I think whichever leader we have right now need to really manage the polity the way it is so that we don’t get back to where we were in 1999, we have since been progressing from that time to now, but it is looking to me like if care is not taken we may get back to 1999 when each geo-political region had a pre-dominant party that the ethnic group was supporting.

There are indeed insinuations that another political party may emerge towards the 2019 elections, borne out of the frustration within the APC and even the PDP, but if that happens will you want to identify with such party?

That is a difficult question for me to answer right now, I will wait to see the characters in such party, I will wait to understand the ideology behind such party and I will wait to see what reception my people will give to that party, because every politics is local. It might be difficult for me to say whether I will be part of it or not. But, by all means if whichever party you are in is not meeting your political objectives and not meeting your ideological principals, then there will be nothing wrong in moving out of it and joining another one.

Some of the problems people see with the APC as a party in government is that many of the things that they promised the people before election are not being implemented, they said they will build more refineries, because it was very easy to achieve, but today the papers reported that in the last few months, over N900bn was spent importing petroleum products, which some analyst said can build about five refineries, yet nothing. Yes they are defeating Boko Haram, but so much blood is being spilled in the country, no security, so besides the anti-corruption war, do you think the APC is delivering on its promises?

While agreeing that the things you have said are valid observations that anybody will see in Nigeria at this time, I want to say that it is not going to be very fair on the government of the day to heap all the blames on it. We cannot say that it is the government of the day that is causing a situation where fuel importation has continued. We cannot say it is the government CONTINUED ON PAGE 11

When the government of the day was coming into power, nobody knew that $2.1bn was taken out of our money in Central Bank and squandered; the government of the day only came into power to find this out and has since been in the process of trying to recover it.

Are you saying Nigeria cannot move forward because of $2.1bn?

Yes, Nigeria can move forward, but moving forward is a process, nobody knew people were given contracts to buy arms and ammunitions for our Military and those contracts were never executed, rather they gave archaic arms and ammunition to our Soldiers to go and face people that has sophisticated weapons and they try them again for not being bold enough to face them. Nobody knew the decadence in the Nigerian economy, before those promises were made, because a lot of facts and figures were hidden from the public, but now that the reality has done on government that this is the true picture of what we met on ground, as honourable people, the government of the day is still trying to keep to its promises, despite the challenges of the reality of what they met on ground when they came in. At least one would have thought that by now the government would have long completed the Lagos Ibadan Exprwessway, that by now, Ore Shagamu Expressway would

have been completed, but there are simply no funds to prosecute these projects.

At the time that Jonathan was in power oil price went as far as $120 a barrel, no-

body ever thought that oil price will drop as low as $35 a barrel and if our income was $120 a barrel and now you earn $35 a barrel, it simply means you are earning

one third of what you use to earn, it simply means that if dollar was one to one fifty before, it will now be one to four fifty, which is what it is now, it means whatever you were doing before for one dollar, you now need three dollars to get it done. So, the snowballing effect of all these indices has suddenly made government not to be able to meet its campaign promises like it said it was going to do. However, they are still trying to do that, if you look at the power sector, the average power generation has moved from the range of 2000 to about 4000 megawatts. If you look at the road infrastructure sector, in this administration, they have managed to complete the Kaduna Abuja rail line, they are working on daily basis on the Lagos Ibadan Expressway, they are working on the Shagamu Benin Expressway and recently I learnt they are trying to privatise our airports and make it more efficient and dynamic in its operations and even the petroleum that you spoke about. Fuel has been a little bit stable since this administration came in, we have not witnessed the kind of fuel scarcity that we use to witness, I think what we only need to tell Nigerians is that they should be patient with this administration, it is yet to be a year and half, so there is really no reason to start castigating a government that is barely one and half years old, for the sins of a party that has been in power since 1999 or sixteen years. So, lets be patient, I have a lot of confidence in the President and his team and I believe that they will ultimately live up to expectation.

Ondo PDP suspends 22 members of Sheriff’s faction Tosin Ajuwon, Akure

The Ahmed Makarafi led faction of the Peoples Democratic Party (PDP) in Ondo State has suspended twenty two members of the party over allegations of gross anti-party activities.

The suspension came Two days after the ruling PDP lost the governorship election conducted on November Saturday 26, 2016 to the op-

position All Progressives Congress (APC) in keenly contested horse race.

According to a statement issued on Tuesday by the factional Publicity Secretary of the Party in Ondo State, Banji Okunomo, the 22 members were suspended at a meeting of the State Working Committee (SWC) held in Akure.

Mr. Okunomo said “in line with section 57 of the constitution of

our great party, and the inherent power conferred on the State Working Committee, the members are suspended from the party with immediate effect for gross anti-party activities”.

Daily Times correspondent checked on the statement further revealed that those suspended were mostly group members of the Ali Modu Sheriff led Peoples Democratic Party (PDP) in the state.

The group was led by the factional Chairman of the party in the state, Mr. Biyi Poroye and Ademola Genty as the factional Vice Chairman.

Among those suspended included: Ebenezer Alabi, former State Chairman of the party, Dennis Alonge, former Deputy National Youth Leader of the party, Dare Emiola, former Deputy Speaker of the State House of Assembly, Sola Ebiseni, a former Commissioner for

Obaseki commends military for role in Edo, Ondo elections Titus Akhigbe, Benin Edo State governor, Mr. Godwin Obaseki yesterday appraised the role of security agencies, especially the military in stabilising democracy in the country where no life was lost in the Edo September 28th and Ondo November 26th governorship elections.

Governor Obaseki while receiving the Commandant of the National Defense College, Rear Admiral Samuel Ilesanmi Alade, at the Government House, Benin City, Tuesday, said, “I want to put on record that particularly during the last election (Edo) and the one that was done on Saturday,(Ondo) the role of the military has not been acknowledged as it should be.”

He said, “For the first time in several years, if you can recollect, there was not one incident of loss of life during Edo State election and that was repeated again last week in Ondo State.

“It might not be obvious but we know that it is as a result of the diligence and the amount of work that went behind the scene from the military - and so, we want to thank you for it. This sort of initiative can only help us to stabilise our democracy much better which is essentially what we need.”

He added, “For us, and for me in particular, this institution, the Defense College is so critical in the defense arrangement, not only for Nigeria but for the entire sub-region.”

“This time around, we are visiting two of these strategic establishments - one of them is Okomu Oil which is a private concern and the second is Nigerian Institute for Oil Palm Research (NIFOR) which is semi-private. The aim is to visit those two establishments, trying to learn what they do and at the end of the day, we will write a report that could be useful to them and also could be useful to Nigeria as a whole.

One of the sources further added that these same members teamed up with the controversial businessman, Jimoh Ibrahim who claimed to be the authentic candidate of the PDP in the election to work against the umbrella party.

National Agency for Food, Drugs Administration and Control (NAFDAC), says over N2.1 billion worth of fake and counterfeit drugs were destroyed throughout the country in the last one year.

The last destruction of drugs, valued at N144 million, took place in Minna the Niger state capital.

The Acting Director General of NAFDAC, Mrs. Yetunde Oni, who was represented by the director, special duties of the agency, Alhaji Abubakar Jimoh, said that some of the products were voluntarily surrendered to the agency by their owners after realising that they were either fake, substandard, unwholesome, or had expired.

Jimoh, who supervised the destruction of the products at the state permanent refuse disposal dump site, along Beji/Zungeru road in Bosso local government, also said the latest statistics from the World Health Organization (WHO) had shown that fake drugs valued at over N200 billion were floating globally looking for a country to berth.

“Circulation of fake and counterfeit drugs is a spectre that is hunting the entire world,” the NAFDAC director said.

Speaking earlier at a stakeholders’ forum at the Federal Secretariat Complex in Minna, Alhaji Jimoh disagreed with the Niger state commander of the NDLEA, Mr. Joseph Iweajunwa that the circulation of fake drugs was on the increase in the country.

The NDLEA commander had at the forum claimed increase in circulation of substandard drugs saying that Onitsha in Anambra state was notorious for this.

However, contrary to the claim, Alhaji Jimoh said “there is a decline, which had been internationally acclaimed.

“We at NAFDAC will rid the nation of fake drugs and the counterfeiters. The destruction is very massive because one drug can wipe out a whole village. Such fake drugs had been found to be largely responsible for the rising cases of diseases associated with liver, kidney and the heart.

He further disclosed that in its quest to clean up the system, much progress was being made as the system recorded only 3 per cent of fake drugs in 2014, down from 19 per cent recorded in 2011.

According to him “We are making substantial progress in the war, but we are targeting zero per cent so that Nigeria will be totally free. “We are optimistic that after sometime, we shall have nothing to destroy.”

Kaduna state has said that the killings in southern Kaduna by suspected herdsmen is pure criminality and has nothing to do with ethnicity and religion.

Speaking to a group of journalists, Tuesday in Kaduna, the governor faulted the statement credited to the president of the Christian Association of Nigeria (CAN), Rev. Supo Ayokunle, who had earlier described the attacks as religious cleansing.

El-Rufai pointed out that ‘’the same Fulani are killing Fulani in hundreds in Zamfara state. It has nothing to do with religion or ethnicity. It is pure banditry.’’

According to the governor, the perpetrators of the attacks in both southern Kaduna and Zamfara state are just criminals, adding that ‘’their ethnicity and religion do not matter.’’

He pleaded with leaders to be mindful of their utterances and to stop encouraging their people to resort to self-help, stressing, “let’s fight the problem; let’s not bring sentiments, sensationalism and division into it,’’ he added.

The governor narrated the steps that his administration had taken in order to understand the root cause of the killings in southern Kaduna, beginning with the setting up of the General Martin Luther Agwai (rtd) committee.

He said that the committee found out that the killings in the area was rooted in the 2011 postelection violence, where Fulani from Cameroun and Niger Republic were killed in southern Kaduna while they were returning to their countries. ‘’They organized themselves and came back for revenge,’’ elRufai said, adding that “a lot of what was happening in southern Kaduna and Plateau state is actually from outside Nigeria.”

El-Rufai said that Governor Pat-

rick Yakowa had sent emissaries to some of these Fulani communities in neighboring countries in order to make peace “but after his death, the whole thing stopped.”

He further said that his administration continued from where Yakowa stopped, by sending some people to go round these countries to explain to the Fulani that “there is a new governor. He is also Fulani like you and he has no problem paying compensation for loss of lives and livestock. But he is begging you to stop the killings.”

According to the governor, most of the communities forgave the killing of their relatives during the post-election violence, after hearing this explanation.

“There was one or two that asked for monetary compensation for cattle. They said that they had forgiven the deaths of human beings but they should be compensated for their lost cattle. We said no problem and we paid,” he added.

The governor said that there was peace when these steps were taken “but what is happening now, I don’t want to restrict it to southern Kaduna, is a case of pure banditry.”

According to el-Rufai, these renewed killings have nothing to do with the fall-outs of the postelection violence. “It was a small problem that started in Ninte, Godogodo, that could have been handled better by both the Fulani and community leaders,” he said.

El-Rufai further said that the killings in Kaura was triggered off when youths attacked a police station and killed the very Fulani man who had reported his brother to the police for suspected criminal activities.

While appealing for restraint on both sides, el-Rufai said that as governor of Kaduna state, “I am very sad over the loss of lives because the burden is on me. I am supposed to defend everyone. We regret the loss of lives and property.”

Ganduje wants restriction of smoking in public places Yakubu Salisu, Kano

Kano state governor, Dr. Abdullahi Umar Ganduje, has called on the federal government to enact a legislation to restrict smoking of cigarettes in public places, saying such regulation is necessary to prevent recurrence of environmental problems such as fire outbreaks and health hazards.

He was of the opinion that cigarette smoking in public domains ought to be regularized as obtained in most developed countries, lamenting that some fire incidents in Kano, for instance, have been linked to careless disposal of cigarettes.

The governor made the call

while receiving the Comptroller General, Federal Fire Service, Mr. Joe Garba Anebi, who visited him in Kano, pointing out that it is in the best societal interest for all public premises to be smoke free.

Ganduje lamented that in recent times, eight market fire incidents took place in the ancient city, stating however, that the one that occurred at Sabon Gari market severely affected the economy of the state, in view of the huge loss incurred.

He, therefore, described the selection of the state for the national conference on fire under the theme, ‘The Menace of Market Fire in Nigeria,’ as timely considering the efforts of the state gov-

ernment to improve its capacity for fire services management.

He promised that the conference resolutions and recommendations would be utilized by the state, assuring that already, measures have been taken in all the major market in the state with a view to averting recurrence of the fire outbreaks.

On his part, the Controller General, Federal Fire Service, Mr. Anebi, told the governor that the conference was initially slated to hold in Anambra state, pointing out that after careful scrutiny of the theme, the Minister of Interior, General Abdurrahman Dambazau, advised for the transfer of the programme to Kano based on recent fire incidents in the state.

Dr. Ayade, who was represented by her special adviser, Mrs. Rose Eneji, said that despite the campaign, the numbers of HIV infected victims are on the increase.

“The theme for this year’s World AIDS Day is ‘Hands Up for HIV prevention’. This theme is a response to the report that the decline in new HIV infections among adults has stalled. She said that as a result, HIV prevention efforts must be reinvigorated if the world is to stay on the fast-track to ending the AIDS epidemic by 2030.

The threat of a new political party

hen aggrieved politicians within the People’s Democratic Party (PDP) decided to join forces with members of the Action Congress of Nigeria (ACN), the Congress for Progressive Change (CPC), the All Nigeria Peoples Party (ANPP) and the All Progressives Peoples Alliance (APGA) to form the All Progressives Congress (APC) in 2013, they had welldefined, even if poorly conceived objectives: to send President Jonathan out of power, displace the PDP, exert vengeance and offer the people an alternative.

The triumph of the APC in the 2015 elections resulting in victory at the Presidential level, in 23 states out of 36, and also in the legislature, state and federal, was propelled on the wings of the people’s embrace of this slogan of change.

Change became the aphrodisiac of Nigeria’s search for democratic progress. The new party’s promises were delivered with so much certainty and cock-sureness. Those promised free meals were already salivating before casting the first vote.

The permanently opportunistic players in Nigeria’s private sector started trading across the lines as they have always done. Everyone knew the PDP had too much internal baggage to deal with. The opposition exploited this to the fullest.

The party failed from within, and even after losing the 2015 elections, it has further failed to recover from the effects of the factionalism. It took the PDP 16 years to get that hubristic moment. It is taking the APC a much shorter time to get to that same moment.

The displacement of the PDP gave the impression that Nigeria’s political space, hitherto dominated by one party, had become competitive. But the victory of a new party over a dominant political party in power such as occurred in 2015, has not delivered the much-expected positives: instead, questions have been raised about the depth of democratic change and the quality of Nigeria’s political development.

The disappointment on both scores has been telling.

The APC has not been able to live up to expectations. In less than two years in power, it has been behaving not like the PDP, but worse.

Not a day passes without a pundit, a party member, or a civil society activist suggesting that the only way forward is the formation of a new political party. There are over 30 registered political parties in Nigeria; no one is saying that these political parties should be reorganised. The received opinion is that a new political party would have to replace the APC. The implied message is the subject of political science. Many political parties in Africa, not

just in Nigeria, lack substance. They reflect the problematic nature of party politics in the continent, even after the third wave of the continent’s democratic experience. Party organisations are weak, their organs inchoate and their fortunes mercurial. In Nigeria, this seems to be more of a post-military rule reality. In the First and Second Republics, some of Nigeria’s political parties appeared to be more relatively people-based and socially rooted. The military left behind an authoritarian streak at the heart of Nigeria’s party politics, producing political parties since 1999 that do not fully reflect or assimilate the people’s yearnings.

There isn’t therefore in place a mass-based, people-driven political party to replace the elite-based hegemonic parties we have, despite early efforts in this direction by the likes of Aminu Kano and his People’s Redemption Party (PRP), Fela Anikulapo-Kuti’s Movement of the People (MOP), Tunji Braithwaite’s Nigeria Advance Party (NAP), Gani Fawehinmi’s National Conscience Party (NCP) and Wole Soyinka’s Democratic Front for the People’s Federation. There was also the Labour Party, mentioned separately here, advisedly, because it ended up abandoning its social democratic base, and became like the regular parties, an elite cabal. A profile of this political party and its initial principal promoters would reveal just how alimentary Nigerian politics is.

Our immediate concern, however, is to argue that those who are raising the flag of a new political party as the answer to the emerging failure of the APC and the growth of factions among its members, and by extension, the spreading despair in the land, are missing the point. They are not promising any revolutionary

change.

Permit me to quote Danjuma Gambo, of the Enugu Chapter of the Civil Liberties Organization (CLO) who reportedly said: “A new political party is what we need. A new party with new plan, (and an) ideology that will bring succour to the sufferings of Nigerians is the answer.”

Gambo deserves some credit: he phrases the matter delicately. His “what we need”, “new plan” “ideology” means change, another form of change to end, he tells us, “the sufferings (sic) of Nigerians”. We ask him, although he seems to have answered the question already: what happened to the change that happened in 2015? If the formation of a new political party did not solve Nigeria’s problems since 2015, what is the guarantee that a new party would gain power and perform better than the ruling APC? Professional politicians do not comment on the matter as carefully as Gambo attempted. They are brazen about it and they have been loud too. However, is a new political party the solution to Nigeria’s foreign exchange crisis or the people’s angst?

The conundrum is easy to resolve.

It is easy for the political elite in Nigeria to change their garments, sans remorse, ideology or sentiment and that is how some of the most prominent political figures in Nigeria today have changed party membership cards more than five times in the last 17 years. The politics of elitism is simply about access to power, position and privileges. It has nothing to do with the people’s interests.

The APC is in crisis for this reason, very much like the PDP, and even the smaller parties, because these are political parties of big men of influence. Conflict results when

they are not allowed to exercise that influence by other competing big men, who are similarly if not equally driven by ego, religion and superior ethnic considerations.

The exercise of influence as a party big man follows a known pattern: after electoral victory, the big man wants the spoils of victory; he wants positions for his followers, contracts for wives and children and the freedom to have a say in the new government. Any attempt to shut him down, oppose him, or sideline him or her, immediately creates a crisis within the party. The greater the number of such big persons who feel short-changed and marginalised, the greater the chances of such factionalism that would trigger threats of a new political party. New groups can create new tendencies in society, but in Nigerian politics, new groups don’t really emerge, it is the same recycled set moving from one political party to a new or another one, looking for benefits.

Poverty, low literacy and the weakness of public institutions make the people vulnerable. Because the people are hungry, they accept money to attend rallies to help create an illusion of populism and acceptability. On Election Day, they sell their votes. After the election, they are too ashamed to speak up. A patrimonial and neo-patrimonial political system such as we have in Nigeria promotes nothing but difference, disappointment and distrust. Those who are plotting to create a new political party should be told that the harvest is predictable: more intense leadership competition, high level conflict among big men, greater deception, increased difference and tension within the polity. The Nigerian political system operates above rules. It is possibly one of the most Machiavellian in Africa.

We should end this then where we started: leadership is the principal challenge. Until we sort that out, Nigeria’s politics will remain trapped in the throes of ethnicity, patrimonialism, authoritarian dominance, the threat of system volatility and fragmentation and the politics of revenge.

Budget 2017: That Ambode may perform creditably

n December 17, 2015, Governor Akinwunmi Ambode, of Lagos State visited the state House of Assembly to present the financial proposal of his administration for 2016.

It took the state House of Assembly under Speaker Mudashiru Obasa a few days to iron out any grey area. It is a fact that in any society, the bad side of any issue swallows up the good part. Where there are optimists, there are also pessimists.

Of course, little is known of what goes into preparing a budget before presentation.

Weeks before Ambode visited the House of Assembly, Obasa came up with the idea of town hall meetings with the people.

Even though the idea did not originate from him, the stakeholders meeting have become an annual event.

As the new Speaker, Obasa had vowed to ensure that the House would bring the state residents, speculated at over 22 million, into governance. It would no longer be a top-bottom government, but a bottomtop one. Thus, he kept the idea of a town hall meeting, but in this case, each member of the 40-man House had the responsibility to organise his people.

It was the speaker’s argument that since lawmakers are representing the people, there was the need to go back for feedback. To him, the town hall meeting was imperative if the people are not to reject them in 2019. “We have to go back home to hear from the people so that we can have a good relationship with them. We have invited traditional rulers, politicians, traders, marketers, CDAs, CDCs, transporters, the physically challenged, students and others. The reports would be put together and submitted to the governor for implementation,” he said.

The members held the town hall meeting. They all returned with suggestions that will be compiled for presentation to the House. Some spoke on the need to accord special status to Lagos.

Others listed roads and the infrastructures as priority.

Ambode confirmed the people’s desire during the budget presentation, even as he implored the Federal Government to look into the issue of according special staus to Lagos State.

It is of note that presentation of the town hall report was done in the House of Assembly by Obasa. However, it was just the first and would further provide opportunities for better performance in the future.

Definitely, the 2016 budget was evidence of the success of the

first town hall meeting.

Obasa understands that aside his many other achievements, the town hall meeting is unique.

Speaking on his first one year in office, he said: “We held our town hall meetings simultaneously, the first of its kind which was successful. Even, the Federal Government has taken a cue from us”.

Not long ago, federal ministers embarked on town hall meetings across the country to feel the pulse of the citizens concerning governance.

As 2016 is ending, it is noteworthy that Obasa has again fulfilled that promise made the first day he presided at the House as speaker. The House has held another edition of the town hall meeting ahead of the 2017 budget presentation.

With the theme: ‘Community/ Neighbourhood Policing starts With You’, the House received commendations from participants who are happy that government is not from bottom to top rather than the other way round. This year’s demands include road rehabilitation, construction and clearing of drainages, provision of more schools and markets, employment and empowerment for women and youths, potable water and general infrastructure.

constituency 1 since he lives with them. He also knows, that the state government is performing well in infrastructure development. What is needed is a maintenance culture.

For example, six major roads have been built in Agege and five others are ongoing. “Apart from these, there are ongoing AbuleEgba and Pen-Cinema fly-over bridges as well pedestrian bridges at Cement bus stop, Dopemu (under bridge) and Iyana-Ipaja,” he said.

Obasa told the governor: “We decided to feel the pulse of our people through the constituency stakeholders’ meeting and what I’m presenting today is their aggregate demands and recommendations collated by field officers in the 40 constituencies.”

Replying, Ambode said; “These are the wishes of Lagosians and they will help in preparing the 2017 budget.

This is a very unique initiative which has been complementing the efforts of the government to improve the welfare of our people and bring dividends of democracy closer to them.”

By 2019, Obasa would be able to beat his chest and tell Agege people that he meant well and has done well.

e are born to grow and develop ourselves and develop our minds. We are born to develop the boundaries of our minds and horizon and embrace others across the world. If we are men of little mind we cannot go far, our little minds will always create obstacles in our dealings with people because we have not expanded our minds to embrace new ideas. We have localised ourselves, unable to bring new information and new ideas to renovate ourselves. We begin to live by the old myth that others are not like us and we indulge in old story of the past. The type of story our forefathers told when they were warming themselves near the fire. These stories resonated at their time. With education and sophistication, we bury what does not profit us. We drop what creates divide. There are still few of us that still cling to the old past. In spite of our education, we dance around that myth that creates divide. At social gatherings,

you see the nuances of coming from the old forgotten myth. It irritates the mind to see that your brother is not comfortable with you. He only gives you plastic smile and a polite handshake that does not show Et-sprit-de’Corps. it is all empty show that leaves us where we were before. One would ask; what is the anthropology behind our fear of each other, with all our educational brush- ups? Do we need to consult our ancestors in the grave? No, they lived their own life and we should live our own life inspired by the values of Jesus Christ because the water of baptism is greater than blood. We do not need to spend all our life building hate in us characterisation and building walls instead of bridges.

We were born to be with others and confront each other for prosperous future. We do not need to be the head of division nor be a part of the polarised world. We need to be a part of the globalised world. When we come together to share ideas and work out our differences, we do not need to see

each other as strangers. This does not hold now, we must come out of the crowd and make a statement not exclusive statement but inclusive statement that we are, because Jesus reigns. We are because we have many challenges.

With you and me, we confront tomorrow that is pregnant with meanings. We can never gain anything by retiring to our cocoons, rusticating with old ideas and indulge in primitive loyalty. We are of age; God demands a lot from us.

What brings us together is greater than the nuances created by little mind.

As children of God, educated men, we must rise to create a future for our children. We should not let our children down by clinging to the past that has no relevance now. Many tried it but failed and they became dirty footnotes in history. We should pray that we never enter into a dispute with somebody inferior to us.

We must let people be and not separating yourself from them. “You are” and “they are” with the strength that comes from each of us we stand and make a big move that will surprise the world and the men of little mind who want us to remain in the same closet with them will be left behind. Never!

Never, because there is a prize we pay for remaining the same. Let us strive to follow the globalised world than to be comfortable with the ideas of the past that yield divide.

NUC warns new varsities against lowering standards Augustine Okezie, Abuja The National Universities Commission (NUC) has warned proprietors of eight newly approved private universities in the country against subjecting their academic staff into degrading treatment and all forms of practices inimical to democratic freedom.

NUC Executive Secretary, Professor Adamu Abubakar Rasheed, gave the warning at the presentation of provisional licenses to 8 new private universities at the commission’s headquarters, Maitama, Abuja, recently.

All but one of the newly licensed universities is located in the southern part of the country, bringing the total number of universities in the country to 152.

TETFUND reviews intervention guidelines for tertiary institutions Executive Secretary of Tertiary Education Trust Fund (TETFUND), Dr. Abdullahi Bichi Baffa, has told visiting members of the Senate Committee on Tertiary Education led by its Chairman, Senator Jibrin Barau, who were on oversight visit, that the fund is currently reviewing its intervention guidelines, as part of its inward looking attempt aimed at ensuring the realisation of maximum benefits from all of its interventions.

Reps seek TETFUND intervention in N’East The House of Representatives Committee on Education has called for the intervention of the Tertiary Education Trust Fund (TETFUND) in the infrastructural development of schools in the North eastern part of Nigeria that has been devastated by insurgency and years neglect.

members on oversight visit to the headquarters of the fund in Abuja, said the region requires urgent master plan and clear initiatives that will assist in the recovery and restoration of the falling standard of education.

PTA executes N32.7m projects in FGC Sokoto The Parents Teachers Association (PTA) of Federal Government College, Sokoto, has spent N32.7 million in the last three years on the execution of various projects in the school.

The Chairman of the association, Prof. Aminu Ibrahim, made the disclosure in Sokoto on Monday, when he addressed newsmen.

Ibrahim, who is also the Provost, College of Agriculture, Munki-Wurno, said the projects covered renovation of classrooms, hostels and other structures, as well as electrification and provision of 500 units of furniture.

Capital projects: Mounting concerns over neglect of varsities in S’East Augustine Okezie Abuja There are growing concerns especially amongst opinion molders and stakeholders in the South Eastern region of Nigeria over increasing disparity in budgetary allocations made by the Federal Government for tertiary institutions in the 6 geopolitical zones of the country, particularly to the schools in the South East.

The Daily Times investigation revealed that all the five federal universities in the South-East geopolitical zone of the country have received the total sum of N218.4 million for the execution of capital projects in the 2016 budget, while the budgetary allocations made to the same number of varsities in the North quadruples this figure.

Further findings made on the amount received by the universities, which is contained in a document on Federal Government capital releases as at October 2016, made available by the Budget Office, showed that the total receipts by universities in the South East is a far cry from the N498 million received so far by just two universities in Nigeria’s North-West zone, namely Ahmadu Bello University (ABU) Zaria and Bayero University Kano (BUK).

The document shows that University of Nigeria Nsukka; Nnamdi Azikiwe University, Awka; Federal University of Technology, Owerri; Michael Okpara University of Agriculture, Umudike and Federal University, Ndufu-Alike, each received total allocation of N43.6 million.

The document further revealed that Ahmadu Bello University

(ABU) Zaria and Bayero University Kano received N498 million, with each getting N273 million and N225 million respectively, while Federal University, Dustin-Ma and University of Abuja also got N128 million and N259 million respectively.

The poor capital allocation to the universities in the South, especially those in South-East, is viewed by some stakeholders as unhealthy for the nation’s beleaguered education sector, with many blaming the present administration for the lopsided allocations.

Spokesman of the Federal Ministry of Education, Mr. Ben Bem Goong, who reflected government position on the matter during a media chat, stressed that most of the allocations could not have been done without reference to the modalities put in place by past administration.

UNIABUJA lecture award: Don advocates improved research culture

A lecturer at the University of Abuja (UNIABUJA), Prof.

Godwin Onyeamaechi Egwu, has called for increased attention on research related activities in the nation’s university system, so as to bring about the needed transformation of the Nigerian society.

Egwu, who made this call in Abuja while delivering the maiden Academic Leadership Award Lecture of the university, with the theme, “The role of research in academic leadership in the university system,” also harped on the need for adequate publication of research results.

He said: “There cannot be meaningful research without publica-

tion. This is solely to disseminate information and further progress of science. In academic setting, the outlet for this information is the Scientific Journal or in very simple terminology, a Journal”.

Egwu, who is the Director of UNIABUJA’s Veterinary Teaching Hospital, said many universities are finding it extremely difficult to match their mission and vision statements due to increasing multifarious challenges bedeviling the university system.

While listing the noted challenges to include poor funding, proliferation of universities, infrastructural deficit, poor remuneration of lecturers, the lecture award recipient said the issues have continued to take a toll on the institutions and making some of the universities

mere glorified secondary schools.

“This with all certainty has repositioned some of our second and third generation universities to glorified secondary schools. The poor state of affairs has also resulted to the very poor research turnout,” he said.

Commenting on the lecture, UNIABUJA’s Vice Chancellor, Prof. Michael Adikwu, eulogised the intellectual prowess of Egwu, saying his qualifications and profile stood him out from others.

The Vice Chancellor, who was represented by his deputy, Prof. Adegboyega Kolawole, also commended the organising committee of the Academic Leadership Award Lecture for a great work done in ensuring ‘’the successful and thoughtsprovoking lecture’’.

UNN inducts 96 medical doctors The College of Medicine, University of Nigeria, Nsukka (UNN) on Monday inducted and swore in 96 medical students into the medical profession.

Performing the ceremony at Ituku-Ozalla, the Vice Chancellor of the university, Prof. Benjamin Ozumba, said the graduating students passed through a lot of training and experiences before emerging victorious in their chosen career.

The vice chancellor said that more than 200 students were admitted into the college but only 96 scaled through.

Ozumba said that the management was committed to restructuring the fallen standard of the college of medicine as it was made financially autonomous.

He urged the doctors to always approach the institution for assistance whenever they encountered challenges in the course of their profession.

Earlier in his welcome address, the Dean of the Faculty of Medical Sciences, Prof.

Hygienus Ezegwui, commended the graduating students for their perseverance and hard work which saw them through.

“This is not the end, you have enormous responsibilities and the remarkable experiences you had and shared have shaped your ideas and choices in life.

“Your responses to the opportunities and challenges you faced have affected your sense of value, discipline, focus and passion.

“As from today, your life is embedded in certain ethical standards which you must follow and as you are celebrating with your families and friends, you have enormous responsibilities ahead of you in the coming year as a doctor,” the dean said.

Ezegwui thanked the parents for the financial support and encouraged the young doctors to take the opportunity that might come their way seriously as well as be good ambassadors of the university.

The guest speaker and former Governor of Anambra, Mr. Peter Obi, urged the youth to take back their country as their leaders had failed them.

Obi said that corruption and wastes were the major problems facing the country, saying that they were unacceptable.

He urged the students to create a future for themselves, saying that working for the government in future would not give them the desired satisfaction.

“You do not need to depend on the government for jobs because the society we abuse today will take revenge on us in the near future,” he said.

Some of the inducted doctors who spoke with the News Agency of Nigeria (NAN), including Nnenna Oji and Chimdi Nnamani, expressed joy at the event and pledged to practice the profession without fear or favour.

A parent, Dr Ejike Oji, urged parents to always support their children in their academic pursuit.

Education minister commiserates with YABATECH over fire outbreak Esther Taiwo Following the last week fire outbreak that razed two floors of Bakassi female hostel of the Yaba College of Education where properties were lost and six female students hospitalised, Minister of Education, Mallam Adamu Adamu, has commiserated with management of the College, parents and students over the fire incident.

The Minister represented by the Permanent Secretary, Federal Ministry of Education (FME), Dr. Folashade Esan, commended the solidarity among higher institutions within Lagos, which she said hastened the effort to quickly salvage the situation.

“We are grateful to God that no life was lost, “the minister said, commending the foresightedness of the College Management for acquiring essential equipment that helped

in remedying the situation.

Earlier, Yabatech Rector, Dr. Margaret Ladipo expressed appreciation to the Minster and all the top echelon of the FME for the visit and phone calls since the accident occurred.

She explained that a committee had been set up to investigate the immediate and remote cause of the fire, and that the report of the committee would aid the College presentation to the insurance company in charge of the building.

The rector expressed appreciation to parents and the entire Yabatech community for the oneness of purpose with which the fire was fought.

The Minister and the College Management, including a deputy director in the FME, Mr. Odejinmi Adebayo, later inspected the affected hostel, and visited the remaining five students at the Military Hospital, Yaba, three of whom were slated for discharge last Friday.

Meduoye calls for funding, infrastructure for varsities

The Visitor, McPherson University and General Overseer, Foursquare Gospel Church in Nigeria, Rev. Felix Meduoye, has called on non-governmental organisations and well-meaning individuals in the society to participate in funding and providing infrastructural supports such that will engender a suitable learning environment and research base in Nigerian universities.

Rev. Meduoye, who was speaking during the maiden convocation of McPherson University at the university’s multi-purpose hall at Seriki Sotayo in Ogun State, stated that tertiary education should not be the sole responsibility of the government, especially with the numerous challenges before the country.

The clergyman disclosed that McPherson University was one of the contribution of the proprietors of the Foursquare Gospel Church in Nigeria, aimed at complementing government’s efforts in ensuring quality and affordable education.

According to him, McPherson University fees have been greatly subsided to encourage everyone to benefit from the initiative.

He said: “By the grace of God, in our own little way we have, since inception, been subsidising school fees by almost 100 percent. We also give additional rebates and scholarships to students.”

He also congratulated the first set of graduands who he said would apply the skills they have acquired in the institution to better the society and equally challenged them to be worthy ambassadors of the university wherever they find themselves in the years ahead.

Some lecturers at the Ahmadu Bello University Zaria and Kaduna State University have decried attacks on an Islamic Movement of Nigeria, otherwise known as Shi’ites in some Northern parts of the country.

According to one of them, Dr. Waziri Isa-Gwantu from the Department of Mass Communication, Ahmadu Bello University (ABU) Zaria, the country is gradually going into a state of anarchy as basic human rights are being violated.

The don, who said this while addressing a group of journalists at the University of Lagos, Akoka, on the “State of the Nation; Threats to National Cohesion and Unity of the Nigerian Nation, NGO’s Perspectives” under a group called Centrum Initiative for Development and Fundamental Rights Advocacy (CEDRA), a non-governmental organisation based in Kaduna.

Gwantu whose four children were killed during last year attack on Shi’ite members in Kaduna urged Nigerians to say no to inhumanity and bring sanity and peace to the country.

“Government is fighting some people in the name of corruption because they belong to another political party. Unless there is justice, equality, fairness and respect to humanity, there will be no peace in the country”, he said.

Another former lecturer at the Kaduna State University, Dr. John Danfulani, said the latest trampling on rights of Shi’ites Muslims in Nigeria started in December 2015 when the Nigerian Army massacred Shi’ites, bombed their schools and worship centres and also invaded the residences of their followers and captured their spiritual leader, Sheik Ibrahim Zakzaky.

“Since the military took away Shi’ites spiritual leader ElZakzaky to God knows where and later handed him over to the Department of State Security (DSS), he has neither been charged to court nor allowed to enjoy his freedom as a Nigerian bestowed with array of rights in the 1999 constitution. His members’ peaceful protest for his release has not attracted a comment or action by his abductors”, he said.

Danfulani called on the Federal Government to set their leader free to enable him seek medical treatment and enjoy his liberty as a human being after all he has instituted a fundamental human rights case against the Federal Government.

The veteran researcher and administrator, said “the Nigerian education system is today plagued

with many problems, which have lowered values and morals, most of which are internally or selfgenerated.”

Adu, who was the former ViceChancellor of the Federal University of Agriculture, Abeokuta, Ogun State, however commended the McPherson University Proprietor and the Management, saying: “This institution has set for itself a trajectory of rapid development, by putting in place proper academic, administrative and physical structures during what can be called the foundation years. However I must state that the daunting challenges of power supply, water, staff accommodation, transportation and most importantly fund have slowed down the growth process.”

FUNAAB rises on universities webometrics rating Esther Taiwo The Federal University of Agriculture, Abeokuta (FUNAAB), Ogun State, has recorded yet another feat in the area of webometrics.

This piece of information was disclosed by Dr. Olutayo Ajayi, the Acting Head, Information and Communication Resource Centre (ICTREC) of the university.

Gbaramatu community under military siege -monarch

matu kingdom, Chief Godspower Gbenekama, and acting Secretary Gbaramatu traditional council in Delta state, have raised the alarm that the community is under the invasion of military personnel.

They alleged that many lives of innocent souls were lost to the raid.

According to the monarch, “the Gbaramatu people are now being treated like slaves in a nation we call our own.

“What is more worrisome is the seeming silence of the political elites of the Niger Delta who are holding one position or the other in this present government both in the state and federal level. If the reason for being in governance is just to accumulate wealth for themselves and their immediate family not

minding anything that happens to the people on whose back they rode to office is very unfortunate.

“The governor and his deputy, who is even a son of the soil, paint a very hopeless picture of helplessness.

“This I find very difficult to understand. These are the chief security officers of the state and I expect them to have a say on what happens to its citizens but the opposite seems to be the case.”

However, reacting to the outcry in a chat with Daily Times, Prince Collins Eselemo, a respected Ijaw born activist said the complains of the monarch is needless.

“For him (Chief Gbenekama) to say that his people will not vote for the state governor Dr. Ifeanyi Okowa, in 2019 because of the presence of military men in his community, is taking it too far.

“His community’s votes are not

the only ones that brought the governor to power. The presence of the military men is for the safety of all those using the waterways.

“Properties of the elites like Chief E. K. Clark and even prominent people from Gbaramatu kingdom are been guarded by armed military personnel’s. To forestall attack by miscreants.

“There is no way the Federal Government will not secure its sensitive facilities from destructive elements hence the presence of the military men. I think someone is missing the point here.

“It will be reasonable for Tompolo (Government Ekpemupolo) to come out of hiding and face whatever is the case against him. He should come out of hiding. He should submit himself for prosecution.

“He is self centred and is compounding the security situation of the entire Niger Delta region.

“The case against him is a civil case which is bail able. He is not the only Nigerian or Ijaw man facing the Economic and Financial Crimes Commission (EFCC) prosecution.

The majority of those having similar cases have since appeared in court and have been granted bail to walk the streets free.

“So, who is Tompolo? Nobody will kill him. He is only complicating issues by going into hiding. If the people of his community want to be honest with him they should tell him to come out of hiding and face the charges against him by the EFCC just like other people (Nigerians and foreigners) who have issues with the anticorruption agency have been doing.

“Isaac Adaka Boro did more than what Tompolo has done but he came out boldly to defend his actions. Today he is a hero of the Ijaw nation.”

Sokoto establishes agency for girlchild education ÎÎÎ

As part of renewed efforts to enhance access to education among females in Sokoto, the state government has announced the establishment of an agency girlchild education.

Governor Aminu Waziri Tambuwal made this known during a meeting with officials from the Nigeria Office of UNICEF and the United Kingdom’s Department for International Development (DFID).

The new agency will coordinate all issues related to female education from basic level to tertiary level. Officials of the agency will also interface with local and international stakeholders to properly monitor progress of our girls in schools and what needs to be done to boost enrolment, retention and completion of all girls in schools in Sokoto state.

“Most importantly, the agency, in close collaboration with other agencies and government departments, will supervise and implementation targeted policies aimed at assisting our female students to achieve their potentials,” the Governor quoted via a statement issued Wednesday by his spokesman, Malam Imam in Sokoto.

According to him, huge investment has been made to ensure turn around in the fortunes of education in Sokoto, and appealed to development partners, especially the DFID, to expand their areas of intervention in the state.

Ambode, wife, others seek end to female genital mutilation ÎÎÎGovernor Akinwumi Ambode

of Lagos State has called for zero tolerance for female genital mutilation. His wife and founder of Hope for Women in Nigeria Initiative (HOFOWEM), Mrs. Bolanle Ambode, also called for a multi-disciplinary approach to ending the practice, stressing that the effort would involve legislations, professional health organizations, women empowerment and public sensitization.

They both made the call in Alausa, Ikeja, at a high-level meeting, organized by HOFOWEM in collaboration with the United Nations Children’s Fund (UNICEF), United Nations Population Fund (UNFPA), and Action Health Incorporated

(AHI), to discuss the worrisome practice. The governor was represented by his Commissioner for Health, Dr. Jide Idris.

He said: “t is surprising that 45 out of every 100 adult women living in Lagos State have undergone FGM at one time or another as reported in the National Demographic Health Survey 2013.This is largely due to migration from those states where the prevalence is much higher.”

Founder of HOFOWEM, Bolanle Ambode, noted that female genital mutilation was a brutal and gruesome procedure that had no medical or emotional benefit for the girl or woman.

According to her, the practice had

been perpetuated through time by tradition, which erroneously tied the practice to family honour, hygiene, fertility, protection of virginity and prevention of promiscuity.

She said: “Female Genital Mutilation is recognized worldwide as a fundamental violation of the human rights of girls and women.

It reflects deep-rooted inequality between the sexes and constitutes an extreme form of discrimination against women.”

“It is also a violation of a person’s right to health, security and physical integrity, the right to be free from torture and cruel inhuman or degrading treatment, and the right to life when the procedure results in death,” she stressed.

PFN launches a trust fund to assist widows, IDPs Mathew Dadiya, Abuja

Worried by the debilitating conditions of Internally Displaced Persons (IDPs), widows and orphans in the country, the Pentecostal Fellowship of Nigeria (PFN), Gwarimpa region, has launched a trust fund christened ‘Barnabas Trust Fund’ to provide relieve to vulnerable groups in the country.

Speaking to our correspondent after the launch of the programme, the initiator of the project, Rev. Nzete Favour, explained that he was inspired to initiate the project following the difficulties they encountered in the process of burying two pastors in their zone.

According to him, the name Barnabas in the scripture means son of encouragement, therefore, the idea of the trust fund was borne out of the need to have respite for the ministers of the gospel, especially when they are in need.

He said, “in the recent time, we lost two pastors and ran into challenges in the process of planning their burial and we decided that to continue in that light would not be a legacy any leader would want to bequeath his successor.

“So, we decided to have a structure on ground that would address the aforesaid challenge. The core idea behind the project is to pull resources together and see how we can harness it together to deal with certain challenges such as the Internally Displaced Persons (IDPs), scattered in different camps across the country, prisoners, orphanages, bereave families of pastors among others.

“We are doing that so as to mitigate any seen and unforeseen challenges, this is in line with the fact that it was not raining when Noah built the Ark. Therefore, we wish to put structures in place to be able to confront some of these challenges when they occur.”

On how they intend to provide helping hands to IDPs, he explained that “as soon as we attract funds, we would look out to see the possible ways in which we can help, especially during this Christmas period. If we are able to attract the anticipated funds, we plan to reach out to them in the area of food items, clothing and other basic necessities, which is the basic reason why we are here.”

But when asked if the fund intend to provide scholarship to children in IDPs he responded thus; “At the moment we have a lot of children in our church that we are catering for their education, especially children of late pastors. Nonetheless, we are working hard to involve other churches to buy into our vision so that this act of charity will be extended to other vulnerable school age children that are out of school due to economic hardship”, he concluded.

Meeting Nigeria’s fertilizer needs:

The Indorama option Amaka Agbu Port Harcourt

In the 90s, the National Fertilizer Company of Nigeria (NAFCON) was a Mecca of sorts for many farmers, who trouped to Onne in Rivers State for fertilizer, the synthetic plant nutrient. At some point in those glorious days, the NAFCON fertilizer plant was running at its maximum installed capacity.

The economic pilgrimage was symbolised by a snaking line of trucks waiting to load in Onne. They converge from all parts of the country, eager to distribute essential nutrients to farms across the country.

Even with the spectacular performance of NAFCON in those days, many farmers in the country were still not getting sufficient fertilizer for their crops. This persisted until Notore Chemical Industries Plc took over in January 2010, and started producing 300,000 metric tons/annum ammonia and 500,000 MT/annum urea.

Those numbers are a far cry from the needs of the market for fertilizer in Nigeria and it continued growing as the market is second only to petroleum products in Nigeria. Various tiers of government give priority to its availability and distribution. It is estimated that Nigeria uses about 20kg fertilizer per hectare, on the average.

And this does not match the situation in countries like South Africa and Egypt that use over 100kg/hectare. It has been established that the more fertilizer employed in growing crops, the higher the yield, other things being equal.

Compared to what is obtainable in the developed countries, the average in Africa pales into insignificance. It makes sense, therefore, for efforts to be geared to increasing the usage of fertilizer to bolster food and nutrition security status of developing countries. The Food and Agricultural Organisation (FAO) postulation and projection for Africa shows that the

use of the input would rise by 2018.

According to the recent report of the world agricultural body, ‘demand for nitrogen fertilizers is expected to grow fastest in Sub-Saharan Africa, at 4.6 per cent a year. However, even with the current low usage in the region, it is expected that about 340,000 additional tons of nitrogen will be used in 2018.

But it noted that this accounts for less than five per cent of the projected global increase.

Since farmers have increasingly come to rely on fertilizer as a core agricultural input, meeting their needs was also becoming a huge challenge for the few local suppliers. This made it imperative for other big players to cash in on the situation.

Thus, the coming of the $1.5 billion Indorama Eleme Fertilizer and Chemicals Limited in Eleme, near Port Harcourt, was a welcome development. Described as the largest single-line gas based Urea Fertilizer Company in the world, the facility hitherto owned and managed by a subsidiary of the Nigerian National Petroleum Corporation, Eleme Petrochemicals Company Limited (EPCL), was initially moribund and abandoned before the Indorama Group acquired, refurbished, and turned around the huge complex into a profitable public private partnership (PPP) venture.

The plant is designed to produce 1.4 million metric tons of the synthetic nutrient products annually. The facility comes

with an 83-kilometer gas pipeline to supply natural gas liquid (NGL) feedstock and a port terminal at Onne port complex to complement the plant. The project components include 2,300 MTPD Ammonia plant, 4,000 MTPD Urea granulation plant with associated offsite and utilities.

Indorama Group, a polypropylene company with headquarters in Jakarta, Indonesia, entered Nigeria in 2006 when they bought the former EPCL, which was operated by the federal government.

In 2013, it expanded into building a 1.4 million metric tonnes fertilizer plant, a product Nigeria spends billions of Naira importing yearly. The Managing Director and Chief Executive

Officer of Indorama Eleme Petrochemicals Company Limited, Mr. Manish Mundra, said the company was a success story of Public Private Partnership.

Over the years, the company had paid $34 million to the federal government and $23 million to the Rivers State government in taxes, he said. According to him, the presence of the company in the country has saved her $659 million that would have been used for importation. Mr. Mundra who said the company was a major foreign direct investor, added that it would boost the economy of Nigeria and Rivers State as well. “The fertilizer project is a whopping UDS1.4 billion foreign direct investment (FDI) from Indorama Corporation, funded majorly by the International Finance Corporation (IFC), an arm of the World Bank and some Nigerian banks. It is one of Nigeria’s biggest FDIs in the downstream sector of the nation’s economy,” he said.

Mundra noted also that fertilizer was one of the indicators listed by the World Bank as a key element in boosting agricultural production in Nigeria just as the Federal Ministry of Agriculture underlines the fact that food security is indeed critical for national security.

The Daily Times gathered that last year, African countries spent over $30 billion importing food. Seven out of 10 Africans earn their living from farming.

Yet, even at this time of high unemployment, farming remains a low-input and low-output enterprise, unpopular with the young people.

Agriculture contributes about 40 per cent to the Gross Domestic Product (GDP) with crops accounting for 80 per cent, livestock 13 per cent, forestry 3 per cent, and fishery 4 per cent. It plays significant roles in the nation’s economic development. These roles include: contribution to the country’s gross domestic product; source of income and decent living for a large proportion of the population; provision of adequate food for the people; supply of raw materials required by the industrial sector; generation of foreign exchange through export; provision of employment opportunities for the teeming population.

The former Minister of Agriculture and current President of the Africa Development Bank, Dr. Akinwunmi Adesina, had explained that Nigeria must learn from Asian countries by tapping into all resources of its farmers across the nation and delivering a green revolution that will make Nigeria self-sufficient in food production.

“We must turn Nigeria into a bread basket, a power house for food production. To do so, we must make a fundamental paradigm shift. Agriculture is a business, not a development programme.

It must be structured, developed, resourced, and financed as a business. One sure way to achieve the nation’s food self-sufficiency goal is the astronomical increase in farm output that comes with adequate use of fertiliser.

“Farm output in Nigeria could easily be 20 times of what it currently is if fertiliser is accessible to farmers in Nigeria every time and anytime. But being one of the commodities around, which much corruption thrived, it had been a near impossibility for real farmers to get fertiliser without first going through politicians,” he noted.

Dr. Adesina had also confirmed that the non-farming fertiliser merchants were only interested in the massive government subsidy that accompanied the commodity, which of course, never got to actual farmers in the far-flung rural communities where most of them lived and farmed.

By making fertiliser more accessible to farmers through its supply chain and pricing, Indorama is helping to stimulate the local production of foods such as rice and sugar, increasing self-sufficiency and reducing the continent’s dependence on imports. Against the background of these contributions, many were taken aback recently, when the Office of the National Security Adviser declared that Notore Chemical Industries Plc. mostly owned by Nigerians and Indorama Petrochemical Limited, were threatening the nation’s economy and its security by their business activities.

Some analysts said the accusations were downright absurd and preposterous. They reasoned that Urea fertilizer being a critical input for the agricultural revolution in Nigeria was crucial for the millions of farmers who relied on it to achieve food security and self-sustenance. They added that “when urea is produced for agricultural purposes, it is harmless. It is only when people that are involved in nefarious activities further process urea by mixing it with harmful

substances such as nitric acid that the combination can become dangerous.

Putting the records straight, the Management of Indorama Eleme Fertilizer & Chemicals said all its domestic supplies to customers so far were in accordance with the approval of the Office of the National Security Adviser (NSA) and the Farm Input and Supply Services (FISS) department in the Federal Ministry of Agriculture and Rural Development.

Refuting allegations that the company and another Notore are sabotaging the national economy and security through their export of fertilizers at the detriment of farmers in Nigeria, the company said it had ensured steady flow of fertiliser to farmers in the country.

The company said in a statement signed by the head of Corporate Communications, Dr. Jossy Nkwocha, the worldclass fertilizer plant built at a cost of $1.5 billion started pre-commissioning production only recently at 75 per cent capacity, and has so far been giving priority to the domestic market.

Fertilizer is one of the indicators listed by the World Bank as a key element in boosting agricultural production in Nigeria just as the Federal Ministry of Agriculture underlines the fact that food security is indeed critical for national security.

According to him, “the plant is still awaiting official inauguration, adding that the company’s brand-new fertilizer plant has capacity for 1.5 metric tonnes of fertilizers per annum, which is designed to serve Nigeria’s entire domestic requirement and the surplus is for export markets.

Nkwocha said that “the company’s primary focus was to serve the interest of our domestic market and this we have been doing with great sense of responsibility and commitment to the Nigerian economy.

“It is also a matter of national pride that the surplus production would be exported to enable the generation of foreign exchange for the country at this time of huge deficit of foreign exchange as well as branding Nigeria’s global reputation as producer and exporter of petrochemicals and fertilizers, thereby, encouraging more foreign investors to come and invest in Nigeria,” he added.

Nkwocha stated that IEFCL has been loading and distributing an average of between 90-100 long trailers of fertilizers, each carrying 600 bags of 50kg, totaling over 57,000 bags of Indorama Urea fertilizer daily since July for the benefit of Nigerian farmers across the country.

“Currently, the company has distributed 180, 000 metric tonnes of fertilizers to farmers across the country,” he said He added that Indorama-Nigeria is 100 per cent committed to the growth and development of the Nigerian economy and has in the past 10 years demonstrated such total commitment and loyalty by providing more than 85 per cent domestic needs of polymers, which were hitherto imported into the country at huge foreign exchange cost.”

The position of IEFCL was supported by the Rivers State governor, Chief Nyesom Wike, who described the fertilizer firm as a clear testimony that the state was a safe haven for multibillion dollar investments. The governor, who inspected the urea plant recently, called on investors to seize the opportunities that abound in the state to do their businesses.

He said: “For the company to develop the world’s largest single urea fertiliser plant, build an 83 kilometre gas pipeline and set in place a big manufacturing concern in three years shows that this state is the business hub of the country.”

According to him, the company spent about $3 billion across five local government areas in the state to develop production facilities, stressing that the success of Indorama indicated the several opportunities that abound in Rivers State for credible investors.

The Daily Times gathered that Federal Government, Rivers State Government, and the Eleme community have equity stakes in the multi-billion dollar world-class petrochemicals facility, which has continued to report huge annual profits since its acquisition by Indorama Group in 2006.

Empire is not the same thing with the kingdom of God. Nigar has eternal secret and the form of God’s kind of kingdom but greed in the mind of the

Nigar stole away the hidden secret. The kind of the kingdom lifestyle the Nigar produced is the Empire, the kingdom with unbenevolent king. This is the NIGER CRADLE CONFLICT. Any beginning that does not have God in its foundation is built on confusion and it is destined to scatter and no one stay in Shinar. There is different between laying a foundation of a thing, e.g. house, town, city, project etc. and call gods to it and the other is to call the God of heaven. Nigar’s fundamental problem is the absence of God in whatever he founded.

Let the Nigar bring the God of heaven to what he is doing not the gods of his father’s land, his mindset will see what God see and most especially divine purpose.

Pinnick calls off Egypt friendly P

resident of the Nigeria Football Federation (NFF) Amaju Pinnick has confirmed a proposed friendly against AFCON-bound Egypt will no longer be played in January.

He said the friendly was off because there were some conditions Nigeria could not meet like parading the country’s top Europe-based professionals as it will not be a FIFA-friendly window.

Pinnick said they are now shopping for other friendlies for the Super Eagles as a result of this cancellation.

Egypt were earlier due to take on Nigeria in a friendly on January 9 in Dubai as part of their build-up to the 2017 AFCON in Gabon.

We had earlier reported that the game was likely to be

called off because cash-strapped NFF demanded Egypt bear the entire costs for the game.

Meanwhile, Nigeria are shopping to play a friendly against Senegal and Cote d’Ivoire next year because their playing style is similar to the Super Eagles rivals Cameroun.

In August 2017, Nigeria will first welcome Cameroun before playing a reverse fixture against the Indomitable Lions a few days later in continuation of the 2018 World Cup qualifiers.

It is understood that the matches against West African foes Senegal and Cote d’Ivoire could be played in the FIFA-friendly window in March in London.

The other FIFA-friendly window will be in June, officials said.

razil and Barcelona star Neymar has led tributes to the victims and survivors of the plane crash involving Chapecoense.

Authorities have confirmed 76 people died when the flight crashed en route from Bolivia to Colombia on Monday. Five others are believed to have survived.

A delegation of players and staff from Chapecoense, as well as journalists reporting on the team, were on board.

The Brazilian Serie A side had been scheduled to play the first leg of the Copa Sudamericana final against Atletico Nacional at Medellin’s Estadio Atanasio Girardot today.

Neymar, Brazil’s biggest star, was among a host of football players and teams to express their sadness as news of the incident emerged.

“Impossible to believe in this tragedy, impossible to believe in the event, impossible to believe that the plane crashed, impossible to believe that athletes, humans

were on this plane, impossible to believe that these people left their families…,” he wrote in a post on his Instagram account.

have never celebrated any footballer’s birthday on this page.

This would be a first and for a very special reason. It is a useful reminder of our mortality and how time flies!

Time has crept in like a thief in the dark of night. How can the CJ be 60?

That’s the age people start to be referred to as ‘old’.

And CJ can never be ‘old’ in my eyes.

By CJ I am referring to one of Nigeria’s most celebrated and most cerebral footballers in the country’s history.

‘CJ’ is the acronym for ‘Chief Justice’ the nickname given to Adokie Amiesimaka by Ernest Okonkwo, the late Nigerian radio commentator whose commentaries in the 1970s and 1980s gave life to many a game and nicknames to the more celebrated among the players that became their eternal identities - Chairman, Mathematical, Blockbuster, Tallest, Chief Justice and so on.

Every time I see Adokie he looks exactly the way I first saw him, almost strolling into the camp of the national team to step into the shoes left behind

by Africa’s best winger at the time, Kunle Awesu, who had just emigrated to the United States after being a part of establishing Nigeria as an emerging African football power at the African Cup of Nations in Dire Dawa, Ethiopia.

Anyone that would step into Awesu’s shoes would have to have been ‘huge’, not this fine looking ‘small’ boy, an undergraduate student in the University of Lagos, who came into the national team without even the slightest fear of being in the company of famous legendary footballers, nor any fanfare to herald a new genius into the fold.

To everyone’s amazement this fledgling started to rattle, dazzle and mesmerize from day one.

Here was a player way ahead of the rest of his generation and even the global game at that time - playing in the mid-1970s what the world has now adopted as one of the great revolutions of modern day football – a left-footed player playing on the right side of attack, and a right-footed player doing the same on the left. That’s what the world’s current best players have been doing lately and succeeding – Messi on the right, and Ronaldo and Neymar on the left.

So, let it be recorded that it started with Adokie Amiesimaka in Nigeria’s national team in 1977/78.

Adokie was right footed, but only very few people realised that because he played as a winger on Nigeria ‘s left flank. He was an absolute beauty to watch when in full flight. He was sleek, fleet footed, elegant and a master dribbler. He would cut through defences like knife through butter, and in the process making the art of the dribble look so easy and so beautiful.

I benefited from his style of play.

Between us evolved a telepathic and telegraphic relationship that was not shaped by any rehearsals but through an unwritten understanding between two players on either side of the attack reading and understanding what the other wanted to do with the ball.

He would dribble down the left flank, get to the goal line, feint a cross, and then cut the ball back with his left foot to his stronger right foot, and then lift a delightful cross that would sail and

soar in the air begging for connection. I often responded with a timely run that fetched us a few crucial goals.

In the national team, Adokie’s crosses were partly why I scored more goals with my head than with my feet.

For five years we shared the limelight of Nigerian football.

Since we left the national team decades ago our paths have continued to cross occasionally along the circuit of our different pursuits in life. Even though we also only chat occasionally, we have been friends through all the years.

Adokie turned 60 this past week

and I am reminded how fast we all are ageing, with me surging a few years ahead.

I use this page to join millions of Nigerians (and, indeed, Africans) that he entertained and gave immeasurable pleasure in our days in Nigerian football, to wish him a happy 60th birthday and many more decades of useful service to the game, to his family and his country.

anchester United manager, Jose Mourinho is set to make a shock move to bring his former midfielder, Mikel John Obi to Old Trafford from Chelsea.

Super Eagles captain, Mikel, has not played under new Chelsea manager, Antonio Conte and there are no plans to renew his contract which runs out this season.

He emphasized that in other to ensure high productivity in yields, it is imperative for farmers to replace nutrients lost during harvest through the consistent use of quality fertilizer.

“Every time you harvest a crop,

you pull out nutrients, plants need nitrogen, phosphate and phosphorous, so every time you pull out plants from the soil, you need to replace the nutrients because if you do not, you are basically making that land not fertile and farmers will not getting yield.

“Nigeria has been ruining the nutrients of the soil so how do we improve the productivity for the farmer? The key ingredient is getting fertilizer into the soil,” he said.

Highlighting some of the recommendations reached by stakeholders at the end of the forum, Wallace disclosed that Nigeria already has a private sector investment of 4.5billon Dollars in the fertilizer sector in Nigeria run by two fertilizer industries, Indorama and Notre; the coming on board of Dangote Groups would boost surplus supply in the coming years.

The Minister of State for Petroleum Resources, Dr. Ibe Kachikwu said the effects of security challenges in oil and gas sector had affected all sectors of the country’s economy.

Kachikwu said this on Monday in Lagos at the 17th International Health, Safety and Environment (HSE) Biennial Conference on the Oil and Gas Industry in Nigeria.

The theme of this year’s conference was titled “Integrated Security Approach, New Strategies and the Way to go in the Nigerian Oil and Gas Industry’’.

The minister was represented by the Senior Special Assistant to the Minister on Physical and Regulatory Matters, Dr Timothy Okon.

He said that sustained vandalism of production facilities had led to shut-ins and deferment, which in turn had drastically declined oil production and export figure.

Kachikwu said that this had resulted into concomitant economic losses and reduction in Foreign Direct Investment (FDI) to the nation.

The minister said that the far-reaching effects of the environment pollution arising from oil spills were the degradation suffered by the affected community lands.

He said the country would still expend valuable resources to clean up the affected lands.

“There is also the inevitable cost of repairs and maintenance of sabotaged facilities, not to mention some irredeemable losses like injuries, fatalities and the trauma associated with kidnap cases.

“There is no exaggerating the pervading effects of the security situation in our fields. “ Mere recounting and lamenting the effects may not help much, except to identify the immediate and remote cases with a view to addressing them with all the deserved vigour.

OPEC cut deal fails, as Russia backs down

World bankers’ confab, opportunity for investment – CIBN The president of the President, Chartered Institute of Bankers of Nigeria (CIBN), Mr Segun Ajibola, has called for utilisation of the forthcoming World Conference of Banking Institutes (WCBI) to attract foreign investments.

The CIBN president made the call during an interview with newsmen in Lagos on Monday.

Ajibola said that WCBI slated to hold in April, 2017 in Lagos, would be an avenue to showcase the investment potential of Nigeria, particularly, Lagos State.

Ajibola said: “The conference holds a great potential in that it will attract more direct foreign investments to the state.

“Since it is a biennial global forum, it will bring professionals from the banking and finance industry, training providers and relevant stakeholders.

“It will also be an opportunity to showcase the hospitality potential and rich cultural heritage of the state.

“This automatically will further improve the Internally Generated Revenue (IGR) of the state as a tourism destination of choice.’’

Ajibola commended the state Governor, Mr Akinwumi Ambode, for efforts in developing the state.

PILA seeks law compelling men to get life insurance policy The Professional Insurance Ladies’ Association (PILA) on Monday urged the Federal Government to initiate a bill seeking to compel men – from 18 years – to take life insurance policy.

The PILA President, Jocelyn Ogbuokiri, made the appeal recently during an interview with newsmen in Lagos.

Ogbuokiri said that such a bill had become necessary to reduce suffering of women and children due to loss of their bread winners.

“Widows that are left without life insurance cover, most times, face hardships in several ways.

“Girls that are part of that family sometimes take to prostitution while the boys become urchins,’’ she said.

The PILA president said that, if passed into law, the bill would boost insurance penetration in the country.

She regretted alleged lackadaisical attitude of Nigerians towards insurance policies, saying that the policies were in the interest of the citizenry.

Why banks interest rates’ll remain high - Experts Stories by Motolani Oseni As financial experts continue to dig deeper into the rationale behind the decision of the Monetary Policy Committee (MPC) of the Central Bank of Nigeria (CBN) to maintain benchmark interest rate at 14 percent, with the nation’s inflation rate accelerated to 18.3 percent in October, and the Nigerian Gross Domestic Product (GDP) shrinking to 2.24 percent year-on-year in the third quarter of 2016, some financial analysts have concluded that commercial banks’ lending rates should be expected to be high for a long time.

Earlier in his speech at the 2016 annual bankers’ dinner, titled “Policy Options for Reversing

Nigeria’s Economic Downturn,” CBN Governor, Mr. Godwin Emefiele hinted that with inflation at over 18 percent; the CBN would be abjectly failing on one of its cardinal objectives if it cuts interest rates at this time. The Nigerian currency, the Naira weakened to 480 on Tuesday in Lagos from 473 traded on Monday, while sold at N475 in other major cities like Kano, Port Harcourt and Abuja, as fresh dollar scarcity hit the parallel foreign exchange market.

Although, forex dealers believed that the Naira has come under fresh pressure in the parallel market having depreciated to N473 per dollar following the decision of the Central Bank of Nigeria (CBN) to slash dollar sales to Bureaux De Change (BDCs) by 46 percent.

The local currency had appreciated to around 450 after security agents carried out series of raids on BDC operators, who sold the greenback above the N400 stipulated by the apex bank few weeks ago.

But the reduction in forex sales to the BDCs through Travelex Nigeria Limited came as a shocker to most of the operators, because it happened at a time when they are expecting an increase of $5,000 to the $15,000 weekly sale to each of them but now have only $8,000 to sale to their customers for the whole week.

The Chief Executive Officer of H.J Trust BDC, Mr. Harrison Owoh said the reduction came as a surprise to the market. He said this was contrary to the general

expectation that the dollar sale will be increased to $20,000 per BDC. “That is why the currency is under pressure with the rate going up.”

Given a clearer reason behind the new forex decision by the CBN, Chairman, South West Zone, Association of Bureaux De Change Operators of Nigeria (ABCON), Mr. Taiwo Ebenezer, said that the reduction in dollar sales was done to accommodate BDCs in other zones of the country.

He said: “The dollar sales have been limited to BDCs in Lagos and Abuja, but ABCON recommended to CBN to find a way to accommodate BDCs in other zones. That is what the CBN has done though the reduction in supply in Lagos and Abuja has prompted the exchange rate to go up.”

Ebenezer added that the CBN will definitely consider the impact on the rates and take a decision on whether to keep it at $8,000 per BDC across board or increase the quantity sold per BDC. It would be recalled that security agents have been raiding the offices of the BDC operators, ordering them to sell dollar at a lower rate in a bid to break the fall of the local currency.

However, the naira started recording losses gradually again as scarcity of the greenback weighed on the forex markets.

Capital Market B4 FG affirms SEC as sole approving authority for securities issuance The director-general of the Securities and Exchange Commission (SEC), Mr. Mounir Gwarzo, has reiterated SEC’s obligation as the sole authority for approving securities issuance for capital raise in the nation.

While noting that SEC was a government agency mandated to regulate and develop the Nigerian capital market, he regretted that it had been relegated for the Debt Management Office (DMO) in time past, whenever the federal Government needed to raise funds for developmental projects.

However, the Minister of Finance, Mrs. Kemi Adeosun, has declared that SEC had the sole responsibility for the supervision, regulation and approval of issuance of securities in the local market for Nigeria’s internal debt.

In a circular recently, the minister noted that in pursuance of its powers as conferred by the Investment and Securities Act No. 29 of 2007(ISA) and the Rules and Regulations of the Securities and Exchange Commission made pursuant to the ISA (the SEC Rules), the Securities and Exchange Commission(SEC) shall continue to have and discharge the sole responsibility for the supervision, regulation and approval of the issuance of such securities in the local market by Federal, Government Agencies, State and Local Governments, their Agencies and Corporations.

“Henceforth, all applications in relation to the issuance of such securities by any of the aforementioned entities shall be made to the SEC for review and approval,” the circular emphasized.

Mrs. Adeosun added that this clarification became necessary in recognition of “the need to engender proper management and coordination of Nigeria’s internal debt through issuance of securities in the local market and to promote better fiscal responsibility.”

It further stated that in discharging its responsibility, SEC shall collaborate with the Office of the Accountant-General of the Federation, the Federal Ministry of Finance and the Debt Management Office in carrying out a debt sustainability analysis with a view to encouraging fiscal responsibility by the various tiers of government, and thus promoting an efficient sustainable capital market which engenders investor confidence.

Investors move 511.6m shares worth N1.7b Stories by Afolabi Adesola

Equities market investors traded a total of 511.6 million shares at the end of Tuesday’s trading session.

The shares traded in 2,342 deals were worth N1.695 billion and represented a 153 percent growth from 202.4 million shares worth N1.616 billion and exchanged in 2,558 deals on Monday.

However, market performance continued in a negative territory as the All Share Index (ASI) dropped 0.34 percent to close at 25,

233.42 from Monday’s closing figure of 25, 318.41.

Investors worth also recorded further depreciation of N29.3 billion as market capitalization closed at N8.686 trillion, compared to N5.2 billion lost on Monday when market capitalization closed at N8.715 trillion Mobil again led the day’s appreciating stocks with a 10.25 percent appreciation to close at N241.89 per share. UPL followed with a 4.87 percent growth to close at N4.09 per share, while UAC-Prop recorded a gain of 4.68 percent to

Total recorded a 3.83 percent growth to close at N254.85 per share and AIICO Insurance added 3.51 percent to close at 59 kobo per share.

On the flip side, Forte Oil led the day’s retreating stocks, with a 9.74 percent depreciation to close at N53.85 and Oando lost 5 percent to close at N3.61 per share.

Transcorp Hotel followed with a decline of 4.90 percent to close at N5.24 per share while Fidelity Bank lost 4.88 percent to close at 78 kobo per share. Honeywell

closed the day at N1.02 per share following a depreciation of 4.67 percent.

Wema Bank emerged the most traded stock for the day with 356.2 million shares valued at N181.3 million, Diamond Bank followed with 63.6 million units of shares worth N57.5 million while FCMB came third with the sale of 14.6 million shares worth N15.0 million.

Ecobank Transnational Incorporated traded 9.5 million shares worth N92.9 million and Wapic Insurance sold approximately 6.9 million shares at N3.5 million.

Stanbic IBTC public offerings delay elicits stakeholders concern …As 2015 result, Q1, Q2, Q3 filings lag 30 days to 2017 Bonny Amadi Stanbic IBTC’s Holdings (SIBTCH) regulatory approvals for the 2016 financial year continued to be delayed, even as the holding company continues to wage legal battle with the Financial Reporting Council (FRC) of Nigeria over regulatory breaches.

Meanwhile, cross section of retail shareholders who spoke to Daily Times expressed concern over the delay in the company’s offerings and also release of its audited 2015 financial statements.

The observers urged the firm to deploy workable means at ensuring that the results are released, while the approved offerings are executed without further delay.

The holding company, the parent of Stanbic IBTC Bank and other subsidiaries, secured ap-

proval from the Nigerian Stock Exchange (NSE) on 18th March 2016 and on 26th August 2016 respectively.

While the NSE has, during the year, recorded some bond and ETF issuance on its official list, that of the Stanbic IBTC was still being awaited. However, based on the uncertainties surrounding its legal tussle with the FRC it may take longer for the instruments to be listed either on the NSE or the FMDQ. The expected offerings by SIBTCH include, the Stanbic IBTC Asset Management Limited Proposed Initial Public Offering of 5,000,000 Units of the Stanbic IBTC Dollar at US$1 Each. Brokered by the group’s subsidiary, Stanbic IBTC Stockbrokers with Stanbic IBTC Capital is the issuing house, the approval for this was secured on 26th August 2016.

Also, being delayed is the Stanbic IBTC Asset Management Initial Public Offering of 10 million units of Stanbic IBTC Asset Management Limited Pension ETF 40 at N100 per Unit, with Stanbic IBTC Stockbrokers Limited stock broker to the offer, while Stanbic IBTC Capital Limited is the issuing house. The Chief Executive of the Nigerian Stock Exchange (NSE), Mr. Oscar N. Onyema, has been re-elected president of the African Securities Exchanges Association (ASEA) for another two-year term.

His reelection came at the association’s 20th Annual General Meeting (AGM) which was attended by 16 member exchanges and two associate members on Sunday in Kigali, Rwanda where Mr. Karim Hajji, the CEO Casablanca Stock Exchange was retained as the deputy president.

House Committee promises to support NIMASA’s rebuilding process The House of Representatives Committee on Maritime Safety, Education, and Administration has resolved to support the rebuilding efforts of the Nigerian Maritime Administration and Safety Agency (NIMASA) in its quest to reposition, reform and restructure for the benefit of the nation.

The chairman of the committee, Hon. Mohammed Umar Bago, disclosed this when he led other members of his committee on oversight visit to the agency.

Hon. Bago challenged the agency’s management on its budget implementation, stating that the committee expects implementation above 90%. He called on the management to spend the funds appropriated according to the provisions of the law so that the value of the projects can be realized.

Describing NIMASA and the committee as partners in progress, Hon. Bago assured of the unflinching support of members to enable the agency deliver on its mandate in ensuring the growth and development of the maritime sector.

The legislator called on the management not to see their visit as punitive but as a wakeup call noting that “in the 8th Assembly, the legislative agenda is the same.

All of us apply the same approach now in trying to bring out the best in our parastatals. We should not be seen as vindictive or punitive but as partners in progress.”

On his part, Dr. Peterside stated the agency’s readiness to cooperate with the committee in the interest of the maritime industry and the country as a whole.

According to the DG, “when you are given an assignment, you are expected to be accountable; you are expected to conduct the assignment in a transparent manner. The oversight function today is part of the accountability responsibility on our side.

The National Assembly appropriates for us, so we are expected to be accountable. And so, we have given account of our stewardship.

“The National Assembly may not have been totally satisfied with what we have done but they appreciate that a lot is being done to change the narrative in NIMASA”.

Dr. Peterside who assured the chairman and members of the committee that there would be a significant improvement in the operations of the agency also welcomed the call for synergy between the executive and legislative arms of government for the benefit of Nigerians.

Pirates attacked three vessels in one week - Report Stories by Babajide Okeowo Despite all the measures put in place by the Nigerian Maritime Administration and Safety Agency (NIMASA) to curtail pirate attacks in the Gulf of Guinea, Nigeria last week experienced three separate attacks, raising questions on security within Nigerian waters.

The attack that would lay precedent took place on Saturday 20th of November, 2016 when a Maersk Line container vessel came under attack from Nigerian pirates according to a report by security broker, Asket.

The Singapore-flagged, 61,614 dwt box ship, Maersk Cotonou, was attacked in Rivers State Nigeria close to Bonny Island according to the report.

Asket said that the container ship was attacked by eight armed men in a speedboat and the

Maersk Cotonou successfully applied counter piracy measures.

The vessel then continued to its destination.

Asket said the attack was carried out by the same group that attempted an attack on a convoy of supply vessels earlier on 19 November. In that case, a security vessel escorting the convoy intercepted the pirate skiff and came under fire.

Hardly had the dust settled on that attack when another vessel, MV KENDRICK sailing from Uyo to Onne port was attacked by Pirates; the attack was carried out by unknown pirates in the vicinity of AGBAMI field, approximately 70 nautical miles (NM) from the shore.

As the attack was ongoing, another vessel, the tanker ELIANA was also attacked. The MT ELIANA was attacked on transit from Port Harcourt to Lagos by un-

known sea pirates approximately 60NM from shore.

However, NIMASA Director General, Dr. Dakuku Peterside, has called for calm saying the agency, in collaboration with the Nigerian Navy and Air Force, was striving to eradicate the menace.

“We have made some progress; in 2014, we had about 20-something cases of pirates attacks.

Last year, we had 12, the whole of this year we have had below five so far. It means we are making progress; it is not as bad as it used to be, we are not where we want to be, but we are making progress.

We however acknowledge that if we don’t deal with the issues of piracy, two things will happen, vessels won’t call at our ports, even the ones who call at your ports, insurance will continue to go up which we will all pay for as importers will include it in the prices of goods.

NPA, NPCC collaborate to boost economy The managing director of Nigerian Ports Authority (NPA), Ms Hadiza Bala Usman, has promised to work with professionals in the maritime sector to make the ports attractive for business.

NPA, Usman said, was more determined to close the gaps between the agency and the professionals by engaging them in most of its activities to promote port business.

Speaking when members of the Nigerian Ports Consultative Council (NPCC) paid her a courtesy visit recently, the NPA helmsman told the group that she would need their input and that of other professionals to move the industry forward.

NPA, she said, will find solution to the issue of gridlock in Apapa and fix the access road to boost port operations She expressed concern over other challenges facing the ports

and assured the group of her determination to find a lasting solution to the problems.

NPA, she said, would look critically at all the recommendations made by the group and promised to implement the good ones to boost the economy.

The maritime industry, she said, needs the experience which many members of the NPCC are bring forward to NPA in charting a new course for the sector.

She also expressed the readiness of her management team to pursue the issue of making the ports competitive in the subregion to a logical conclusion to improve the performance of the ports by developing port infrastructure, regulating charges and making the ports more cost effective.

NPA, Usman said, had embarked on the journey to achieve efficiency at the seaports.

NITDA DG promises to fulfill ISO enlarges IIN from 6 to 8 digits agency’s mandate Stories by Tony Nwakaegho The director-general of the National Information Technology Development Agency, Dr. Isa Ibrahim Pantami, has assured Information Communications Technology (ICT) stakeholders that the agency will now focus on its core mandates in order to serve the industry and the economy better.

He made this commitment at ers at the just concluded eNigeria conference and exhibitions 2016, adding NITDA was not established as a mere ‘contract’ awarding agency.

“We need collaborations to reform NITDA and make it more productive. First, I am reiterating that I am not in NITDA to award contracts. If we must, such contract must take us closest to implementing our core mandates; it has to lift the nation from economic quagmire. I have spent few months into my appointment brainstorming with the staff on how best to serve the industry and nation at last. I am not against awarding contract, but NITDA can’t be reduced to mere administrative agency. We

have to play better in our regulatory role,” he stressed.

Pantami said that the Agency established in May 2001 remains committed to implementing the National Information Technology Policy, especially to articulating frameworks for the planning, research, development, standardization, application, coordination, monitoring, evaluation and regulation of Information Tech-

He explained that the situation whereby locally manufactured or assembled computers represented less than 8 percent of all the computers used in the country was quite unacceptable.

By Tony Nwakaegho The standard behind the Issuer Identification Number (IIN) used on many personal cards, including credit cards, is changing, according to an International Organization for Standardization (ISO) statement.

The IIN is the first six digits of the number found on the front of debit or credit cards.

The standardized global numbering scheme identifies the institution that issued the card.

The standard also defines the primary account number, which is used to identify an individual account holder. The personal area network (PAN) is of variable length, ranging from eight to 19 digits.

The IIN structure is defined within ISO/IEC 7812-1, “Identification cards — Identification of issuers — Part 1: Numbering system,” developed by the ISO/ IEC joint technical committee JTC 1, subcommittee SC 17, cards and personal identification.

According to the release the increasing number of card issuers is expected to cause a shortage in the available supply of

IINs. To solve this problem, ISO/ IEC 7812-1 is being revised to expand the IIN from six to eight digits. The PAN will remain a variable length, ranging from 10 to 19 digits.

The draft of this revised standard has been approved by ISO members, with publication expected in early 2017.

Changes in the revised standard will mean that, as of the publication date: the Registration Authority will commence assigning eight-digit IINs to any institution applying for a single IIN or block of IINs; issuers with eight-digit IINs will be required to issue a minimum PAN length of 10 digits. The maximum will continue to be 19 digits in length; existing sixdigit IINs will be converted into a block of a hundred eight-digit IINs. As the majority of issuers are unlikely to need all one hundred of these, they are encouraged to return any unused eight-digit IINs to the RA; and any ISO/ IEC standards referencing ISO/ IEC 7812-1 should be reviewed for their potential effects.

5G subscriptions to reach half billion in next 5 years- Ericsson

By Tony Nwakaegho The latest edition of the Ericsson Mobility Report forecasts released shows that there will be 550 million 5G subscriptions by 2022.

North America will lead the way in uptake of 5G subscriptions, where a quarter of all mobile subscriptions are forecast to be for 5G in 2022.

Asia Pacific will be the second fastest growing region for 5G subscriptions, with 10 percent of all subscriptions being 5G in 2022.

This year, Ericsson has published five Regional Reports with the Global Mobility Report. The Sub-Saharan Africa Mobility Report reveals that while total mobile subscriptions penetration in the region is currently 85 percent, this number is expected to reach 105 percent by 2022 with over 1 billion mobile subscriptions.

This makes Sub-Saharan Africa the region with highest growth rate in mobile subscriptions globally.

From 2016 to 2022, Sub-Saharan Africa will dramatically shift from a region with a majority of

GSM/EDGE-only subscriptions, to around 83 percent of all subscriptions on WCDMA/HSPA and LTE. By the end of 2016, there will be 3.9 billion smart phone subscriptions globally. Almost 90 percent

Across sub-Saharan Africa, the report projects cellular IoT connections growing from 11 million in 2016 to 75 million connections in 2022.

The latest Ericsson Mobility Report also forecasts that in 2022, there will be 8.9 billion mobile subscriptions, of which 90 percent will be for mobile broadband. At this point in time, there will be 6.1 billion unique subscribers.

As of Q3 2016, 84 million new mobile subscriptions were added during the quarter to reach a total of 7.5 billion, growing at around 3 percent year-on-year.

India grew the most in terms of net additions during the quarter (+15 million), followed by China (+14 million), Indonesia (+6 million), Myanmar (+4 million) and the Philippines (+4 million). Mobile broadband subscriptions are growing by around 25 percent year-on-year, increasing by approximately 190 million in Q3 2016 alone. The total number of mobile broadband subscriptions is now around 4.1 billion.

Mobile data traffic continues to grow, driven both by increased smart phone subscriptions and a continued increase in average data volume per subscription, fueled primarily by more viewing of video content. In Q3 2016, data traffic grew around 10 percent quarter-on-quarter and 50 percent year-on-year.

A rise in access and viewing of video content is also a driver for mobile data traffic growth in Sub-Saharan Africa. Other drivers are wider network coverage, continued reduction in prices of both devices and services and a growing population with 57 percent of the current population under 15 years old.

NCAA steps up surveillance of domestic airlines Stories by Chukwuemeke Iwelunmo As part of its mandate and resolve to keep the airspace safe, the Nigerian Civil Aviation Authority (NCAA) has intensified surveillance of domestic carriers.

The move by the aviation regulatory agency was to ensure that airlines do not compromise safety and security standard in flight operations because of the prevailing economic recession Foreign exchange challenges, paucity of aviation fuel, and high cost of maintenance have constituted a big hurdle for Nigerian carriers, so there is fear they may cut corners, especially as there is significant

reduction in passenger traffic, which means less revenue.

But the Director-General of the Niger ian Civil Aviation Authority (NCAA), Captain Muhtar Usman, allayed fears of air travellers at the weekend over possible accident, especially during the Yuletide, saying the Authority has intensified the monitoring of activities of the operators.

The Director General who spoke in Lagos said NCAA has sanctioned some airlines and pilots recently when they strayed from the rules and disclosed that the Authority while supporting the operators in every way possible would ensure they do not compromise

standards.

“One of the major components of the regulatory agency is surveillance and we have intensified that; especially since this recession started, to ensure that all operators are abiding by the provisions of safety and security regulations and in the areas of enforcement and compliance, we have done a lot.

He said recently the regulatory body had to withdraw the license of some pilots for infractions and also had to sanctions some airlines.

“There are those that thought they would slip under our radar and do things that they should not do, we were able to sanction a number of operators; even

individuals who had licence and were trying to operate in ways contrary to the privileges given to them in their license, such as the pilots we caught and suspended from operating flights as a result of testing positive to illicit substances and some flying without necessary documentations and other infractions,” the Director General said.

He noted that contrary to reports making the rounds, NCAA has been carrying out both local and international training because training of technical personnel is the bedrock of the Civil Aviation Authority anywhere in the world, remarking that NCAA

Chairman, Senate Committee on Privatization, Senator Ben Murray-Bruce, has revealed that the committee would summon the Minister of State (Aviation), Senator Hadi Sirika to explain why the federal government was not honouring its agreement with BiCourtney Aviation Services Limited (BASL).

on newspapers and on television, and when we do there will be a crisis. Those people who did a bad deal on behalf of the federal government should be punished, the senator said.

“The main issue is that we go back and make our findings to the leadership of the senate and also draw the attention to the committee of aviation so they can add their wisdom on this issue . The most fundamental is fixing this country thing and to do this I don’t think we should create any avenue for unnecessary losses and wastage of resources.

African travel expenditure projected to rise by 23 % in 2018 FMTA cooperatives Data emanating from Sabre Corporation has revealed that air travel expenditure in Africa is expected to rise by 24 per cent with the introduction of the pan-African passport in 2018.

The new passport will enable African travellers to visit other countries on the continent without visa.

The comprehensive survey by Sabre, according its Vice President for Europe , Middle East and Africa , Airline Solutions , Dino Gelmetti, intends to uncover opportunities and challenges faced by travellers in Africa to help airlines’ growth and provide African travellers improved overall journey.

ing technology provider to the global travel industry, offering software, data to customers in more than 160 countries.

He said travelers from four countries – South Africa, Nigeria, Kenya and Egypt - were surveyed with outcomes suggesting they would spend 24 percent more with the introduction of the passport from $1,100 to $1,500 annually.

He said despite willingness among travellers to spend more on flights, travel in Africa still remains inaccessible to the majority.

Factors that militate against such trips, the study revealed borders on expensive cost of travel, difficulty in obtaining visas ,booking challenges as well as inability to get direct flights to some

destinations .

Other factors, he said, include too much time required for check in , cumbersome check in procedures, dislike for food on board and not enough activity at the airport.

Gelmetti said :” The results suggest that while travel is inaccessible to many and is difficult for those who do travel, there is a still a strong desire to travel more.

“Additionally, most of the pain points can be addressed by airlines, and these tweaks could make all the difference to travellers.”

The study reveals that African carriers currently face tough competition from international rivals that control 88 percent of

African airspace.

The study further reveals that as demand for travel increases, African airlines have a real opportunity to win the lion’s share of travel bookings by addressing challenges that could improve their experience.”

Respondents said they would be willing to spend up to $104 per trip on an airline’s extra products and services – such as excess baggage, cabin class upgrades.

“Airlines, globally, currently pocket an average of just $16 per passenger on ancillaries, so the fact that African travellers are prepared to spend six times more than that represents a significant retail opportunity for carriers on the continent,” said Gelmetti.

records 530 new members

Over 530 new members joined the Federal Ministry of Transportation, Aviation and Allied Organizations Multipurpose Cooperatives Society at the Murtala Mohammed Airport, Lagos from September 2014 till date.

The President of the Society, Prince Joel Adeyemi, who disclosed this in Lagos at the cooperative’s 47th Annual General Meeting, said percentage increase in deductions rose by more than hundred percent in the sector.

According to Prince Adeyemi, the cooperatives society remained free of any kind of indebtedness adding that membership increased by 51 percent over previous years ago.

Well, it took me a while to grow. I think it takes some time for every artiste to What did you do differently this year?

I think this year was the year I really promoted my musical career and I pushed harder than ever because it has really been great. I think all the works I have been doing in the previous year became well known this year.

A lot of people wonder how you won an Afrima award over A-list that includes Seyi Shay, Tiwa Savage, and Yemi Alade etc?

I think everyone is entitled to his opinion and I worked for it and I equally respect everyone that were nominated alongside some honest. I was not particularly upset, I was just really happy to be recognized. For me, it just means that I have been recognized and I have to work harder.

You performed a tribute song on King Sunny Ade, how does that make you feel and were you under any pressure to deliver?

Yes, I did. Pressure? Not really, because I think it was sometime alongside Brymo. So, from then I was even excited about it because I am a big fan of Sunny Ade. I was excited when he even joined us on stage; it was like the highest point for me. I was under pressure even though I felt like okay, I was just really happy about it.
