Editorial Nigeria’s polytechnics and development

I

t is painful to watch the continuing nonchalant attitudes of both the federal and state governments in giving requisite recognition to the place of polytechnic education in the country. Regrettably, this attitude is responsible for the continued ignorance on the place of polytechnic education to the overall technological development of Nigeria. For long, experts and scholars have called on the authorities to give polytechnic education its pride of place. Rather than heed such call, successive administrations have been too faint hearted in channeling adequate resources to technology institutions. Result is that Nigeria continues to lag behind in the competitive race for technological advancement. We are pained at this lack of foresight, especially when it is realised that no nation worth it salt and in quest of economic advancement can ignore the role of polytechnics in achieving it. It is a fact that polytechnic education places emphasis on practice-based learning and skills acquisition. Sadly, the dilapidated infrastructures in most of the country’s polytechnics do not arm them enough to impart such skills. This sorry state of affairs make learning cumbersome, as students and academics find it increasingly difficult to access well-equipped libraries, upto-date laboratories and modern technology gadgets. Incidentally, the increasing number of polytechnics and decreasing government and private funding are adversely affecting the quality of academic staff. This explains, why no polytechnic in Nigeria is among those currently ranked in Africa. Moreover, the sorry state of these institutions is responsible for the lack of technological progress in the country. Is it any wonder

that even when Nigeria boasts of several polytechnics, her economy continues to stagnate? Observers posit that the reason is that the country’s polytechnics no longer attract bright students, as the latter continue to shun them for the universities, where academic learning is purely theoretical. Moreover, the continuing disparity between university degrees and polytechnic certificates has not helped matters, because it is doing more harm to Nigeria’s educational advancement and economic development. There is no denying that polytechnic graduates continue to suffer from disparities as reflected in their salary grade levels, particularly in the civil service where entry point for Higher National Diploma (HND) holders is Grade Level 07, and those with university degree is GL 08. For long, HND graduates have found it harder to progress beyond GL 14 in their civil service career. This dichotomy has been responsible for the lack of continuing enthusiasm among prospective students to apply for places in polytechnics. With such unsavoury development, it is difficult to see how polytechnic education can really fulfill its goal of producing competent and resourceful personnel to drive the country’s technological and industrial development. It is interesting to note that Europe and America, including China and India owe their technological prowess to polytechnic/technical institutions. It is time federal and state governments implement policies that would give polytechnics their revered role in technology development. Continuing delay would consign Nigeria to a technology backwater. It is time for action to bring the country’s polytechnics to par with peers in other countries.

Release white paper on civilian/Army clash in Niger Saka Bolaji, Minna

As the Judicial commission of inquiry set up by the Niger State Government to investigate the circumstances surrounding the immediate causes of the bloody clash between the military and some communities in Bosso local government area of the state rounded up its sitting in Minna. Therefore the senator representing Niger East senatorial district, Barrister David Umoru has urged the state government to ensure timely release of the reports of the commission. Senator Umoru who was reacting to the delay in the release of the reports of the commission in Minna also appealed to the government

to ensure that the government white paper on the unfortunate incidence is released without delay. “I was made to understand that the commission of inquiry has concluded its public sitting over four weeks ago and that is why am urging both the commission and the government to ensure that report, and the government white are released as soon as possible. “The people affected are eagerly waiting for the outcome of the commission of inquiry because they had their houses destroyed, some of their properties destroyed so they want to know the government position and that is why am calling on the state government to expedite action on the issue so

that the people can know their faith”. The 7 member commission of inquiry which was inaugurated in August 18th by the state Governor, Alhaji Abubakar Sani Bello has Justice Mohammed Mohammed as its chairman and was given two months within which to submit its findings to the government. However, the commission during its sitting received no fewer than 29 key witnesses who testified before it, while about 10 memoranda were presented by different stakeholders in crisis to the commission. The memoranda were received from , the Nigeria Army, the Nigeria police, the Nigeria Air force, the Department of the state

security, the Nigeria Security and Civil Defense Corp, the Nigeria Bar Association and the affected communities. It could be recalled that in August 4th this year, soldiers from the 31 Field Artillery Brigade Minna invaded some communities namely Kpaidna, Kopa, Legbe and Dagba all in Bosso local government area of the state in what they (soldiers) “cordon and search operation” following reports that the villagers were stockpiling arms with the intention of causing crisis. At the end of the operation which lasted for several hours, 11 soldiers and 10 civilians were killed while properties worth millions of naira were destroyed.

Governor Abubakar Sani Bello of Niger State has said that the peace, prosperity and development of any society hinges, to a large extent, on its ability to invest in women and the girl-child. Receiving a delegation of 30 women, who recently returned from skills acquisition trip to Istanbul, Turkey, Governor Sani Bello described women as significant to nation building, hence the need to guarantee their future through economic empowerment and wealth generation. He stated that, since women are a social security for the family and the society, there was the need to support them to be self-employed through a holistic and articulated empowerment and skills acquisition

programme. “This administration acknowledges the vulnerability of the women folk and their socio-economic importance to nation-building. So, we would continue to assist them especially in the area of skills acquisition and girl-child education in a deliberate effort to reduce poverty level in the society”. While thanking the delegation for the visit, Governor Sani Bello encouraged women not to remain passive but participate in acts of governance by seeking political offices for the overall good of the country. The Governor expressed the hope the women would put to practice the skills they acquired in Turkey and add value and contribute to the development of the state in general by becoming economically empowered.

Academic Staff Union of Universities (ASUU), has petitioned the Economic and Financial Crimes Commission (EFCC), alleging more than N2 billion fraud against the management of the University of Ilorin. The petition was jointly signed by the Ibadan Zone Chairmen of ASUU, Dr Ade Adejumo, and the University of Ibadan, Dr. Deji Omole. Others are Dr Biodun Olaniran of Ladoke Akintola University of Technology, Dr Dauda Adeshina, Kwara State University, and Dr Kayode Afolayan of the University of Ilorin. ASUU, in the petition, said the former Vice Chancellor of the university, Prof. Isiaq Oloyede, and the incumbent Abdulganiyu Ambali, were involved in a fraud totaling more than N2 billion. ASUU described the University of Ilorin management as one of the most corrupt in any higher institution. According to the petition,

the institution has been operating under the pretext of keeping stable academic calendar to silence whistle blowers while perpetrating enormous fraud. The allegations listed in the petition included pension fraud, unremitted deductions, extortion from students, contract inflation and kick-backs; as well as unlawful payments to exprincipal officers of the university. Adejumo urged the EFCC to investigate the “monumental fraud perpetrated by the past and present administrations of the university.’’ They said the former vice chancellor, in 2011, doubled the amount of pension being deducted from staff under the pretext that the previous deductions were lower than prescribed in law. “For the avoidance of doubt, the legal minimum prescribed by Pension Act at the time was 7.5 per cent of emoluments and staff were paying even above this minimum. “By way of comparison,

in federal universities such as University of Lagos and Obafemi Awolowo University, Ile-Ife, the sum of N20, 124. 62 is deducted from each professor as pension contribution per month. “However, in the University of Ilorin, the sum of N40, 206. 42 is deducted monthly for the same pension contribution contrary to law’’, it stated. The petitioners also alleged a fraud of N1.5billion jointly perpetrated by the immediate past vice chancellor and the incumbent on fraudulent and unremitted deductions from staff salaries. “Our preliminary investigations revealed that billions of naira have been extorted from population of about 35,000 students including Sandwich students over the past years. The union, therefore, called on the EFCC to do a diligent and thorough investigation of the allegations, adding that if such was done, the anti-corruption agency would discover a can of worms.

NNPC restates commitment to Brass, OK LNG Opeoluwani Akintayo

Nigerian National Petroleum Corporation (NNPC) has said it is still committed to its twin gas projects- Brass LNG and OK LNG. During a visit by the management of the Nigerian Television Authority (NTA),Group Managing Director of NNPC, Dr Maikanti Baru, said monetization of natural gas was a cardinal mandate of the corporation. The Corporation said the two projects were high priority gas ventures which promise to boost revenue to the federal government. “We are still committed, as NNPC, to monetizing our natural gas. We have the Nigerian Liquefied Natural Gas (NLNG) which is at the moment monetizing about four billion standard cubic feet of gas on a daily basis (4 billion scf/d). We, also, have plans for Olokola LNG as well as Brass LNG. “We have a little challenge with market windows for these projects which we are reviewing on a monthly basis. Once the appropri-

ate market window opens up, we will quickly get more shareholders to join us for the projects,” Dr Baru explained.” He said a meeting of Brass LNG stakeholders has been scheduled for early next year to see the way forward for the project. The GMD further disclosed that apart from the LNG projects, NNPC was also working on gas monetization through aggressive enhancement of domestic gas supply for power generation and industrial use. On the alleged scarcity of Aviation Turbine Kerosene (ATK) which is purportedly responsible for the hardship being experienced in the aviation sector, Dr Baru clarified that NNPC had taken steps to ensure adequate supply of the product with the importation of over 45 million litres, adding that the challenge had more to do with the inability of airlines to pay for the product upon the introduction of a cashand-carry policy by marketers on account of the huge amount they were being owed by the airlines. Dr Baru also lauded the management of NTA for its factual

reportage of the corporation’s activities. He urged the NTA to help in enlightening the public on the dangers of pipeline vandalism whose long-term impact on the environment far outweigh whatever short-term gain the perpetrators may be seeking. Speaking earlier, the DG of NTA, Malam Yakubu Ibn Mohammed, stated that the visit was a continuation of the Authority’s resolve to liaise constantly with other government agencies they collaborate with regularly and with whom they share the objective of furthering the interest of the country. “The NNPC and NTA have come a long way. Our relationship has continued to wax stronger and stronger and it is my desire to ensure that during my stint as DG of NTA we take this relationship to a greater height,” the DG has said. He said that collaboration with a strategic agency like the NNPC was important for NTA in its task of enlightening the public on efforts being made by government to pull the nation out of recession.

Issues that defined politics of 2016 Patrick Okohue Year 2016 to a large extent was a very eventful political year. Many events that took place in the year were such that will remain fresh in the memory of many Nigerians for a long time to come. For example it was in 2016 that an opposition political party in Nigeria spent its full year in power having taken power from the ruling party in a general election in 2015. Having taken power from the Peoples Democratic Party (PDP), the people expected the All Progressives Congress (APC) as the new party in power to deliver on its promises, but the year proved to be one year that the party could not find its bearing in terms of delivering economic goods to the people. The year turned out to be a difficult year, as the oil price collapsed, the dollar rate to the naira skyrocketed and prices of common goods went through the windows. These are men who at one time or the other were vocal about the PDP’s position on APC performance and with what befell them other top PDP members perhaps advised themselves to hold their peace. Many other activities happened in 2016 that makes it unique Budget controversy When the 2016 budget proposal was presented to the National Assembly on December 22, 2015, many Nigerians were excited. This was because of the size of the budget which was the biggest in the history of the country. Abia governorship tussle In June, Abia State was thrown into a political confusion following the sack of Governor Okezie Ikpeazu by the Federal High Court in Abuja presided over by Justice Okon Abang for allegedly submitting false information to his party the PDP for its governorship primary in December 2014. The judge had ordered the Independent National Electoral Commission (INEC) to immediately issue a certificate of return to the plaintiff, Dr. Uche Ogah, who scored the second highest number of votes in the party’s primary. INEC complied with the order, issued Ogah the Certificate of Return, thereby throwing the state into confusion as both men declared themselves governor. However, the Court of Appeal in Abuja later set the judgement aside, calling it “a rape of democracy.” The judge said Abang deliberately ignored examining the tax documents which were tendered to his court as exhibits. Saraki, Ekweremadu arraigned for forgery The Senate President, Bukola Saraki and his deputy, Ike Ekweremadu, were in June arraigned before an Abuja High Court for alleged complicity in forgery of the Senate Standing Rules, 2015, that was used in their election. They were arraigned alongside former Clerk of the National Assembly, Alhaji Salisu Abubakar Maikasuwa and his deputy, Mr. Benedict Efeturi. The accused persons pleaded not guilty to the two-count charge preferred against them by the Federal Government and they were all granted bail and the case was adjourned till July 11. The personal accounts of Governor Ayodele Fayose of Ekiti State and those of some of his associates were frozen by the Economic and Financial Crimes Commission (EFCC) in June. The action immediately prompted diverse reactions from a vast majority of lawyers and Nigerians. Fayose, who by virtue of being a governor enjoys constitutional immunity from criminal prosecutions, said the decision to freeze his account was illegal. The EFCC, however, said the governor’s immunity does not stop the agency from investigating him. The governor approached a High Court in Ado Ekiti to vacate the order and towards the end of the year an order was given unfreezing the account and Fayose in a dramatic way went to the Bank the next day to effect the order of court and ensured that he was able to withdraw N5million before leaving the bank. Though the EFCC said they were going to appeal the ruling, it is not clear if they have done that at the time of this report. House of Reps’ sex scandal Also in June, the House of Representatives was hit by a sex scandal following a petition by the then United States Ambassador to Nigeria, Mr. James Entwistle, to the Speaker, Hon. Yakubu Dogara, accusing some members of improper conduct, attempted rape and soliciting for prostitutes while on official trip to the US. The ambassador, in a letter dated June 9, addressed to Dogara, alleged that three members of the House including; Hon. Mohammed Garba Gololo (APC, Bauchi), Hon. Samuel Ikon (PDP, Akwa Ibom) and Hon. Mark Gbillah (APC, Benue) had, on the visit to the US for the International Visitor Leadership Program, brought disrepute to the parliament by soliciting for sex from prostitutes and grabbing an hotel housekeeper in a bid to rape. But, the affected lawmakers denied all the allegations and threatened to sue the ambassador and the US government for “character defamation and a calculated attempt to ridicule the National Assembly.” One of the accused lawmakers, Gbillah said that there was no iota of truth in what the ambassador said, but a calculated attempt to cause disaffection between them and their wives, families and constituents as they were not given any fair hearing before the letter was sent to the speaker. The lawmakers were later cleared by the colleagues of the allegations, when the Ambassador failed to come up to substantiate the allegation. PDP crisis deepens The leadership crisis rocking the Peoples Democratic Party (PDP) deepened in August, when the party’s national convention to elect a new National Working Committee (NWC) was thwarted by policemen, who sealed off the Sharks Stadium, Port Harcourt, Rivers State venue of the event. The police said they took the action following a court order suspending the convention. Another Federal High Court in Port Harcourt had earlier ordered the PDP to go ahead with the convention. Some chieftains of the party, however, went ahead with the convention and appointed a caretaker committee led by former Kaduna State governor, Senator Ahmed Makarfi to oversee affairs of the party. Since then, the party has not known peace as the Makarfi and Ali Modu Sheriff factions of the PDP have been in and out of the courts over who controls the party’s structures. It will be recalled that the PDP had earlier appointed Sheriff as its national chairman to complete the tenure of former chairman, Muazu who resigned his position after the PDP lost election, and he was supposed to hold office until the next

convention when a substantive chairman will be elected. However he seemed to have changed his mind after scheduling the Port Harcourt cxonvention and so decided to scuttle it. Since then the party has not known peace. 21 Chibok girls’ released Twenty-one schoolgirls kidnapped by the Boko Haram militant group from Government Secondary School, Chibok, Borno State in 2014 were freed by their captors on October 13, after being held for more than two years. The 21 girls are part of a group of nearly 300

girls taken by Boko Haram in April 2014 from the town of Chibok, while they were preparing for their West Africa Examination Council (WAEC) examination. The release was negotiated between the Federal Government and Boko Haram. The girls were later taken to the Presidential Viilla, where they met Vice President Osinbajo, who described their release as “very exciting news” for the whole country. They were later taken to Chibok during Christmas to reunite with their family for the Christmas celebration. Abdulmumin Jibrin suspended by House of Reps The House of Representatives in September concluded the probe of the budget padding scandal which the former chairman of the House Committee on Appropriation, Hon. Abdulmumin Jibrin insisted took place under the watch of the Speaker, with his connivance alongside some other principal officers. Following the report of the probe panel, Jibrin was suspended for allegedly “breaching privileges of members” of the House and was directed to submit a letter of apology to the House before he is allowed to sit.His suspension is to last for one year. His suspension would see him banned from the premises of the National Assembly in the course of the disciplinary action. He would also not receive salaries or allowances. The House also directed that Jibrin will not be able to hold any position of responsibility for the period of the current National Assembly as part of the punitive measures. The House Committee on Ethics and Privileges is chaired by Hon. Nicholas Ossai . The report said that Jubrin’s statements were

injurious, scandalous and denigrating to the House as an institution. Godwin Obaseki elected Edo State governor; Akeredolu also wins in Ondo The candidate of the APC in the September 10 Edo State governorship election, Mr. Godwin Obaseki, was declared winner of the poll by INEC after polling 319,483 votes to defeat his main rival and candidate of the PDP, Pastor Osagie IzeIyamu, who had 253,173 votes. On November 12 he was sworn in as governor of the state to take over from Governor Adams Oshiomhole. Also in Ondo state, former president of the Nigerian Bar Association (NBA), Mr. Rotimi Akeredolu (SAN) of the APC was on November 21, declared winner of the Ondo State governorship election. He polled 244,842 to beat his closest rival, Eyitayo Jegede of the PDP, who polled 150,380, while Olusola Oke of the Alliance for Democracy (AD) came third with 126,889 votes. Akeredolu will take oath of office on February 24, 2017. EFCC freezes Patience Jonathan’s account The Economic and Financial Crimes Commission in September froze an account belonging to former First Lady, Dame Patience Jonathan. The development came barely one month after the financial crimes watchdog uncovered accounts belonging to four questionable companies’ in a commercial bank with a balance of $15,591,700. However, before the EFCC could arraign the four companies in court, the former president’s wife deposed to an affidavit, claiming that the money belonged to her and was for medical bills. Despite Mrs Jonathan’s claims, the EFCC arraigned the four companies – Pluto Property and Investment Company Limited; Seagate Property Development and Investment Company Limited; Trans Ocean Property and Investment Company Limited; and Globus Integrated Service Limited. The companies pleaded guilty and the EFCC had already begun moves to ensure that the money is forfeited permanently to the Federal Government. Oyegun, Tinubu fights dirty After several of denying that all was not well with the APC, the suppressed crisis in the ruling party came to fore in September, when the party’s National Leader, Asiwaju Bola Tinubu, accused the party’s National Chairman, Chief John OdigieOyegun, of being a fraud. Tinubu, a former governor of Lagos State and one of the arrowheads of the party, described Odigie- Oyegun as a regressive element, who cares nothing for the progressive ideas upon which the party was founded and is hell-bent on guiding it into the ditch. This was a fallout of the Ondo State APC primary where the candidate of Tinubu lost to the Akeredolu Odigie-Oyegun, in his reply, described Tinubu’s allegations against him as baseless and reckless. Ibori Released from UK Prison Former Delta State governor, Chief James Ibori, was released from a United Kingdom prison after last-minute effort by the UK Homeland Office to keep in jail via a court application failed. Ibori, who governed the oil-rich state between 1999 and 2007, has been in jail since April 2012, having been sentenced for 13 years by the Southwark Crown Court after pleading guilty to 10 counts of money laundering and conspiracy to defraud. Granting him freedom, Justice Juliet May, opposed the unlawful detention of the ex-governor, as the Home Office earlier took a decision not to release him. Despite his release, Ibori would be confined to house arrest on a flat at Abbey Road, St. John’s Wood area in London, pending a confiscation hearing scheduled for January 2017. The UK government is pushing for confiscation proceedings on his properties as well as deportation, while Ibori wants to return to Nigeria on his own terms.

APC to reconcile factions in Kano The All Progressives Congress (APC) in Kano State has constituted a committee to reconcile aggrieved factions of the party in the state. The state APC Acting chairman, Alhaji Abdullahi Abbas, disclosed this while addressing newsmen on Wednesday in Kano. Abbas said that the party found it necessary to set up the reconciliation committee in order to ensure unity within the members of the party across the

state. “We felt it necessary to set up the reconciliation committee because even within the Gandujiyya faction, there are factions. “So we have set up of the committee to bring sanity and unity to the party,” Abbas said. He explained that the committee, which is under the leadership of Alhaji Nasiru Aliko-Koki, a chieftain of the party, have been mandated to reconcile the aggrieved factions to ensure peace and unity within the par-

ty. On the allegation that the headquarters of the party had not endorsed his selection as the Acting Chairman of the party, he said the letter to that effect was presented to him by the North West Zonal Chairman, Alhaji Inuwa Abdulkadir. “Anybody doubting the authenticity of the letter should come and see it. The constitution of the party allows for the election of leaders and the same constitution said if he errs, he

should be removed,” he said. Abass said since his appointment as Acting Chairman, the party leaders from all the 44 local government areas of the state have paid their homage to him with the promise to give him all the necessary support. “The Speaker of the State House of Assembly, Alhaji Kabiru Rurum and members of the Assembly were also here to show their solidarity,” he said. Abbas also said that he would continue to ensure justice and

fairness in the discharge of his duties in order to move the party forward. The News Agency of Nigeria (NAN) reports that following the removal of the former state APC Chairman, Alhaji Haruna Doguwa, the party was divided into about three factions in the state. A member of the seventh House of Representatives and governorship aspirant in Ekiti State, Bamidele Faparusi has said that Governor Ayodele Fayose will be given a shocking defeat in state if the All Progressives Party (APC) can adopt zoning in the primary to select its governorship candidates ahead of the gubernatorial election in 2018. Speaking exclusively with Daily Times in his office, on Thursday, the Managing Director of NAMA, Engr Emmanuel Anasi, disclosed that all the Instrument Landing Systems (ILS) were working, while the agency has implemented the Performance Base Navigational (PBN) approaches in 20 airports. He said the PBN was implemented in four major airports of Lagos, Abuja,Port Harcourt and Kano in January 2012 while it was done in the rest airports gradually, adding that the agency has standard arrival route, standards instrument departure route for the four airports, making it the first in Africa to develop it. Anasi said these procedures were designed to take advantage of advanced system to handle aircraft fitted with the capability of flying PBN. According to him, “onus lies on our domestic operators to get the required equipment on board to be able to fly PBN and also to train flight crew to also fly these procedures and also get NCAA approval to fly these procedures, the rules in NCAA requires flight crew training, aircraft equipment and then a flight manual,” the NAMA boss noted. He called on the airlines to be updated to be able to fly PBN procedures that uses satellite systems with higher level of accuracy and integrity in the system in terms of guidance for both approaching and landing which could be very useful in severe situations. “In poor visibility operation like this, airline that are

equipped with this capacity can take advantage of that. NAMA is also aware that our ILS need to be upgraded to the category that will be able to allow aircraft to operate at very low visibility like what we are experiencing. The category of ILS that NAMA has is capalbe of that upgrade.” The NAMA boss explained that collaboration with FAAN to provide perimeter fence, runway incursions, stable power supply, runway lighting system and surface markings while AON should equip its aircraft with modern facilities to align with the ground facilities was needed to achieved seamless flight operations with category

three status. “There are also requirements to meet the structure outside NAMA like perimeter fence, runway incursions, stable power supply, runway lighting system, surface markings that are services not directly under NAMA. Anasi said NAMA, in collaboration with the Ministry of Transport has acquired six navigational facilities for six airports which include ILS latest versions, distance measuring equipment for six airports, Doppler VOR, Very High Omni Directional Radio Range, which guides the direction of aircraft. This, he said, will soon be installed and will go a long way to improve navigation in most airports while more will be pro-

cured in order to be in line with reliability. The NAMA boss said no facilities failed as a result if bad weather because the airlines have been operating into these airports before now using the same facilities but because the weather conditions have reduced beyond minimal visibility. He noted that NAMA would have performed more than what was on ground but for the huge debt owed the agency by airlines, making it difficult for them to meet up with the provision of the facilities. According to Anasi, the airlines were indebted to the agency to the tune of N6b and $27m dollars.

3 buildings housing 81 police families to be demolished in Lagos ÏÏÏ The Nigeria Police in Lagos

state, on Thursday, said three more buildings housing 81 police families would be pulled down at the Highway Police Barracks, Ikeja due to structural defects. The Deputy Inspector-General of Police (DIG), Mr. Maigari Dikko, in charge of works disclosed the plan to newsmen while inspecting a building that collapsed in same barrack where two persons lost their lives. The News Agency of Nigeria (NAN) recalls that a Sergeant and a civilian lost their lives on Christmas Day when part of the toilet collapsed while they bathed. That building was later pull down on the instruction of the

The DIG works said he was instructed by the Inspector-General of Police Ibrahim Idris to visit the scene of incident and also to commiserate with the families of those that lost their lives. “We have told some of them to vacate the buildings. The buildings are defective; they have been served quit notice to leave for a long time. “We have asked Commissioner of Police in charge of Lagos command and the works department to enforce the relocation. We do not want a repeat of the incident in the barracks. “The officers affected are not being evicted. They are asked to

Buhari: Time to call off Customs’ siege on Igbo traders

few days ago, a friend sent me a video of a choir made up of members of Nigeria’s security agencies singing “Feliz Navidad,” a popular Christmas song. The rendition was entirely inspiring, a thrilling combination of rousing singing, dancing and festive atmosphere. I was moved by the sheer cheeriness of the service singers, infected by their sunniness of spirit. The high professional quality of the performers was complemented by the outstanding videography. In between the Christmas lyrics, members of Nigeria’s respective service arms took turns pitching messages. A female officer informed us that the police were our friends, that its officers serve and protect with integrity, and that they make Nigeria secure. Another officer, also female, touted the Nigerian Prisons Service as reformers, keeping society crime-free. A member of the Civil Defense Corps spoke about defending the defenseless. It was, quite simply, a soaring performance, a tour de force, indeed the best rendition of “Feliz Navidad” I have ever seen or heard—and I have listened to quite a few. I couldn’t help replaying the video several times. Each time, I found myself riveted, beguiled, awe-struck, a dupe for the wholly upbeat service messages organically interjected into one of Christmas’s most captivating anthems. Again and again, I surrendered myself to be transported by the winsome performance. Yet, I emerged from each session with an afterglow of sadness, brought rudely down to earth by the shattering awareness that there was little concordance between the reality of life in Nigeria and the mesmerising vista projected by the video. The video vended a beatific vision to me; yet I knew that the reality of life in Nigeria was, for the most part and for the majority of Nigerians, awful if not hellish. The video was selling me a dummy, attempting to mask the sordidness of everyday life in my country, its enchanting performance no more than an effort to narcotise its audience, to rig reality. That dominant sense of a discrepancy between performance and reality was reinforced for me in two recent conversations. In one, a writer friend who is an academic in Canada recounted his nearbrush with death. Some assailants had cornered this guy and shot him on the leg. Terribly wounded, bleeding, he had limped away from his car to seek help. In some ways, his nightmare worsened once he found the police.

First, the police had no ambulance to drive him to a hospital. They brought him back to his car, which the armed gangsters had abandoned because it was demobilised, and got him to reactivate it. Then, instead of rushing him to the hospital, they took him to their station because Nigeria has this weird practice that hospitals should not treat anybody with a gunshot wound in the absence of a police report. Meanwhile, as the police busied themselves with observing the bizarre bureaucratic protocols of generating a report, the bleeding victim slipped in and out of consciousness, gripped by a sense of his imminent death. No, he didn’t die in the end, in part because one of the police officers finally recognised him as a senior editor at a major newspaper. Once his quasi-privileged status was established, he was able to muster just enough strength to convince the officers—against what they said was policy—to take him to a private hospital where a relative of his was a medical chief. The drive there was harrowing, marked by a traffic gridlock that slowed the car, leaving the hapless editor bleeding profusely, racked by hideous pain. The other conversation, with a friend who recently traveled by road from Lagos to Awka, the capital of Anambra State, concerned a broader problem. He spoke about the many checkpoints mounted by the police, customs and other security agencies. He described the trip as an excruciating experience. Each checkpoint taxed travelers’ nerves.

The service officers harangued, harassed and cajoled travelers to “drop something,” Nigerian slang for offering a bribe. He shared the impression that Nigerian customs and police seemed to target businessmen and women from the country’s South-East. This friend, who travels by road to different parts of Nigeria, felt there was an unwholesome intent behind the incessant checkpoints. He described them as part of a vast extortion scheme authorised by the Nigerian state, a veritable siege on (especially) Igbo-owned businesses. That sentiment has increasing currency. A headline in the December 14, 2016 edition of the Punch newspaper told the story: “Customs, police extorting us – South East traders”. According to the paper, “The South-East Zone of the Amalgamated Market Traders Association has raised the alarm over the worsening cases of extortion by security officials on highways in the country.” The association’s president, Okwudili Ezenwankwo, “accused men of the Nigeria Customs Service and the police of barricading highways to extort motorists and traders.” The paper quoted him as stating that “the presence of customs men and police officers mounting road blocks to extort motorists and traders had made a mess of the anti-corruption campaign of the Federal Government.” Mr. Ezenwankwo “wondered why containers, belonging to traders, should be stopped and searched at various points from Lagos and

to the South-East by customs men and the police after such containers had been cleared at the ports,” and demanded that the Federal Government move the officers in order to end their extortionist game. He argued, “It is only in Nigeria you see customs men on the roads. If they have anything to do with searching our goods, it should be at the ports or borders.” The trader made a pertinent point: that President Muhammadu Buhari’s so-called anti-corruption campaign “would only have meaning when the government addressed low-level corruption by security officials.” He added: “Forcing hard working Nigerians to part with their hard-earned money every day by policemen, customs men and other security agents should not be happening in the current dispensation.” It should not happen in this or any dispensation, period. Another businessman, Chuma Eruchalu, echoed the growing dismay. “Even when you buy goods in the open market across the country, (customs and police officers) still extort money by seizing some of the vehicles in the hope that you settle them. You find (the) police doing the jobs of customs and asking you to provide customs documents used for clearing goods.” The Nigerian economy is in a shambles, and many small business owners are buffeted by hard times. An administration that means well ought to take every measure to reduce, if not remove, impediments to the flowering of businesses. Instead, under President Buhari’s watch, police and customs fan the roads to importune traders and business owners who are doing their best to keep themselves and dependents afloat. With the exception of the most privileged among us, Nigerians frequently experience their country as an affliction, a pestilence and a pain in the place where pain hurts most. How I wish that the image created in the rendition of “Feliz Navidad” corresponded with the reality. This is far from being the case. In many cases, the police, soldiers, customs and other security agents view themselves as armed intimidators of the populace they are supposed to defend and protect. A little sense of history should instruct the president and those who head the various security agencies that it is time they stopped this practice of unleashing ravenous agents to prey on innocent Nigerians. And with the impression gaining ground that these agencies have launched a vicious assault on the enterprising spirit of the South-East, it is time the government rethought its strategy—or risk an unpredictable, possibly explosive, response.

Task before newly- elected LG executives in Abia

n the 21st of December, 2016, local government election that has eluded Abia State for almost a decade was succefully conducted in the 17 local government councils and 292 Abia State Independent Electoral Commmission (ABSIEC) wards in the state. Subsequently the new local government admionistrations were inaugurated during a swearingin ceremony at Michael Okpara Auditorium on the 28. Earlier, ABSIEC had directed all candidates of political parties intending to participate in the election asked to proceed to ABSIEC’s headquarters for collection of nomination forms not later than October 14. The election which was originally scheduled for December 17, 2016 was shifted to December 21. There were mixed reactions greeting the conduct of the election. Some were optimistic that the election would hold while the pessimists as well those who cannot see anything from the positive angle dismissed the announcement as unachieveable. With the successful conduct of the election, Governor Okezie Ikpeazu demonstrated at a higher scale that his words will always remain his bond- and this has won him more admirations

from Abians. Now that the election has been conducted successfully and the democratically- elected executives have been inaugurated in the various local government areas of the state, a huge task is now before the chairman and councillors of the local government councils. The importance of the local government, which is referred as the third tier of government in Nigeria, cannot be over- emphasisesd. It is defined as the lowest level of government in a country established by law to ensure the effective and efficient administration of the localities or rural areas. The United Nations Department of Public Administration defines the local government as the political subdivision of a country which is designed by law and has substantial control of local affairs, including power to impose levies and exact labour for prescribed purposes. The local government is an indispensable unit of the federation. It is the tier of government nearest to the people. Part II, Section 7 (1) of the 1999 Constitution of the Federal Republic of Nigeria (as amended 2011) guarantees that the government of every state shall ensure the existence of local government under a law which provides for the establishment, structure, composition, finance and functions of such councils. The local government is created

to bring government nearer to the people; serve as the medium to articulate and promote local interest; act as the instrument for political education; and promotion of rural development. Others are to mobilise and harness local resources; and to serve as link between the rural dwellers and other tiers of the government. Unarguably, the highest concentration of a country’s population, especially in the developing world, is concentrated in the rural areas. This is why the local government tier of government is as important as water is to fish. The roles of the local government system are divided into mandatory, permissive and concurrent. The obligatory roles of the local government are those roles provided by Schedule IV of the Constitution. They are functions which the local government is bound to render to the people because of its knowledge of the local problems. The obligatory roles include maintenance of rural roads, streets, and drainages; construction and maintenance of motor parks, public conveniences and cemeteries; provision of health facilities such as clinics, dispensaries and maternities. Others are disposal of refuse;building of primary schools; collection of rates; radio and television licenses; licensing of bicycles, trucks, wheel barrows; naming

of streets, roads and numbering of houses, registration of births, deaths and marriages; establishment and maintenance of recreational facilities; and regulation of outdoor advertisements,movement of domestic animals, shops and kiosks, restaurants and food and liquor vendors. Gov. Ikpeazu’s administration has demonstrated strong resolve to close the gap of infrastructural development between rural areas and the cities. He had constituted the Abia State Rural Infrastructural Development Initiative (ASTRIDE).The initiative is charged with providing at least one project in each of the 184 INEC wards in the 17 local government areas of the state. Therefore, the local government executives are hereby charged to be pragmatic in their approach to governance. They can only achieve this be appointing the right persons in the right persons. They will do this state a great service by appointing persons with requisite expertise into positions. Henceforth, political appointments in the various local government councils should not be solely on political To fix the local government is to fix greater percentage of the problems bedeviling Abia and to lessen the burdens on the shoulders of Gov. Ikpeazu. Abians once again thank the governor for keeping to his promise.

Tragicomedy of an “Anti-Corruption” government

his column has lately become more passionate about goings-on in Nigeria’s political and economic spheres than is usual. I can’t help it. The country is perilously adrift and hopes are sinking. In spite of the awful performance of the Buhari government on the economic front so far, it was usual for people to say that the one thing that was still going for it was the president’s integrity and intolerance of corruption. No more. The past few weeks have shown that the president isn’t the anti-corruption crusader Nigerians thought he was. Both the optics and the substance of his “anti-corruption” fight would go down in the annals, as the most brazenly compromised and selective since the restoration of democratic rule in 1999. As corrupt as the Jonathan administration was, it was once railroaded by the force of public opinion to “accept the resignation” of former Aviation Minister Mrs. Stella Odua over her controversial purchase of MW armored cars worth $1.6 million. But a man who rode to power on the strength of his credentials as a dogged anti-corruption fighter is looking the other way when his close aides are accused of corruption. Firm, undeniable evidentiary proofs of Gen. Tukur Yusuf Bura-

tai’s alleged corruption have been published. So have Lt. Gen. Abdulrahman Dambazzau’s, and now Babachir David Lawal’s. Rotimi Amaechi has been accused of bribing judges, and Abba Kyari has been accused of accepting a N500 million bribe from MTN, among others. The president’s first public reaction to allegations of ethical impropriety against his associates was to defend them. “Terrible and unfounded comments about other people’s integrity are not good,” he said through his media adviser. “We are not going to spare anybody who soils his hands, but people should please wait till such individuals are indicted.” But he appears to be “sparing” some sacred cows. SGF Babachir David Lawal of the multimillion naira “grass-cutting” infamy is the latest sacred cow enjoying privileged presidential protection. People who are intimate with Buhari told me in the heat of my unrestrained enthusiasm over his emergence as president that he was morally and temperamentally unsuited to fight corruption. They said the undue premium the president places on “personal loyalty” causes him to ignore, excuse, and even defend the corruption of his close associates. I was regaled with troubling tales of the mind-boggling corruption against close, loyal aides that he swept under the carpet at the PTF,

The Buhari Organization (TBO), and at the defunct CPC. Babachir Lawal was a dominant figure in CPC; he knows President Buhari well enough to know that nothing will happen to him for all his villainous rape of vulnerable IDPs in Borno and Yobe. I had hoped that the president would learn lessons from his past and change— at least for the sake of his personal legacy, given that he is old and has the privilege of a second chance to rule Nigeria. Apparently, I was naive. If Buhari wants to reclaim whatever is left of his fast depleting moral capital, he should not only fire and prosecute Babachir David Lawal, he should also do the same to other high-level kitchen cabinet members arrogantly luxuriating in obscene corruption. The presidential directive to “investigate” government officials accused of corruption isn’t good enough. It was intentionally vague and deceitful—like most things by this government. Notice that it deliberately lacks specifics such as timelines for investigation, names of people to be investigated, terms of reference of the investigation, etc. Unless the president really and truly wants the truth, the “investigation” will either be endless or will come out with a predetermined verdict of exoneration.

In any case, it has turned out that the Attorney General of the Federation and Minister of Justice doesn’t even have the constitutional power to “investigate,” which lends weight to the suspicion that the directive was nothing more than a flippant, hurriedly-put-together distraction. Mr. President and Saraki President Buhari’s laudatory birthday message to Senator Saraki was strange, but unsurprising. You can’t superintend over a government swimming in an ocean of corruption and not one day praise the very man your administration (rightly) painted as the byword for corruption. After calling Saraki “one of the most influential politicians of our time who has made tremendous impact on the country,’” Buhari said “Saraki has successfully kept the memory of his late father alive by identifying with the grassroots in his home state.” Under Saraki’s vicious grip, some Kwara workers were owed salaries for upwards of 14 months. Pensioners are owed several months’ arears and are dying. And now, Saraki, through his caretaker governor, is copying Buhari’s reverse Robin Hoodist governance template and has imposed steep taxes on poor people’s meagre incomes, houses, lands, domestic animals, etc. And this is the man the president says identifies with the “grassroots” in his home state”?

The 365-day-circle provided great opportunities and failures, disasters and political intrigues for governments at all levels, and, indeed, for all humanity irrespective of their nationality. February: Of budget delay and padding drama Starting from the home front, the Senate and House of Representatives in Nigeria declared in February that the 2016 budget was full of errors and could not be passed on the 25th as earlier promised. This followed diets of accusations and counter accusations that continued till September that eventually led to the suspension of the former chairman of the House Committee on Appropriation, Honourable Jubrin Abdulmumuni. March: Ibe Kachiku’s “strategic reserve” and fuel price hike Acute shortage of fuel across the country heralded the 3rd month of the year with long queues of Nigerians hunting for fuel as blood. Minister of State for Petroleum, Dr. Ibe Kachikwu had announced that oil produced in Nigeria’s refineries would not be sold but kept in a “strategic reserve”. When the crisis deepened, the minister said, “One of the trainings I didn’t receive is that of being a magician, but I am working very hard to ensure some of these is-

sues go away.” The intrigues however, climaxed in May to series of heated meetings and debates between the federal government and leaders of the NLC, TUC, NUPENG and PENGASSAN, the FG eventually caped fuel price at N145 per litter, ignoring threats from union leaders. It was however noted thereafter that queues at fuel stations appear to have been less frequent in 2016, as, following the increase in the pump price of petrol Nigerians seem to be adjusting, as the Minister of State for Petroleum, Dr. Ibe Kachikwu said the government was working with all stakeholders to ease the fuel burden in the New Year, as internal oil price notched some $55 pb/d, as against a miserable $38 pb/d, which has worsened the country’s recession. Ese Oruru “abduction” The same month also featured the espionage involving young Ese Oruru whose family said was kidnapped under some strange influence by one Yinusa, alias ‘Yellow’. She was said to have been converted to Islam and forced into marriage that left her pregnant before she could be rescued. The issue became a national question when it was reported that her mother was denied access to see her. Yinusa later faced trial and was granted bail and the matter went to sleep. Power generation, distribution A cursory look at the public power (electricity) sector indicated that this critical sector has continued to be functionally challenged, forcing it to operate below ca-

pacity and impacting businesses, homes and industrial concerns negatively. With the privatization of the sector in 2014, and the sale of the former National Electric Power Authority, NEPA, for example, its successor, Power Holding Company of Nigeria, PHCN, to the Distribution Companies, DISCOs and the Generating Companies, GENCOs, such as, Ikeja Electricity Distribution Company, IEKDC, Port Harcourt Electricity, PHECDC, among others, the expectations were that there would be improved power supply for Nigerians, but it was not so, as the year passes out. This is because, from a poor 4000 mw of electricity generated earlier in the year, it fell drastically to some 200mw, at the close of the year. Telecommunications The telecommunications sector, including MTN, Etisalat, Glo, Airtel, etc, continue to rake billions of Naira, but had been challenged by poor network operations. Again, unsolicited text messages which they give, continue to worry consumers, estimated at over 80 million subscribers. Agriculture While agriculture seems to be receiving huge government support through funding by the CBN, Bank of Industry, among others, inflation has hit the rooftops during the year, reaching an all-time high of 18.7 per cent, thereby eroding the purchasing powers of an average Nigerians, as the general price level remains unstable. Also, the Minister of Finance has revealed that well over 50,000 ghost workers had been discovered with over N143 bn saved in the process. States across the country, also waged relentless war on ghost workers too, in their effort to sanitise their payroll, just as, the states and Abuja, Federal Capital Territory Administration are also intensifying their Internally Gener-

CRIME Saturday, July 9, 2016: The fragile peace at the Federal Capital Territory, Abuja was disquieted at the news of a female evangelist at The Divine Touch Parish of the Redeemed Christian Church of God, Deaconess Eunice Elisha in Abuja who was hacked to death by unnamed suspects while observing her early morning cry at the pipeline area of Kubwa, a satellite town in Abuja. The criminal instincts of the army of unemployed adults in the country came to play in January of the outgoing year when one Inowo Bassey 65, was arrested for defrauding 26-year-old Nwikpo Kanayochukwu in shomolu area of Lagos. He had introduced himself as General Morgan, a retired army officer and claimed he is the current National Security Coordinator for the Southern zone. He had promised to secure a N2.8 million supply contract for bags of rice to army officers mess in Yaba and ended up swindling him of N124,000. Also in January, the economic crunch took the conscience of 30 year old Okwuchukwu Ibekwe, a father of two away as he was arrested by the Lagos State police command for selling his five months old baby boy for N500,000 to one Chinelo in Ihiala in Anambra State. Ibekwe had confessed that he was in agreement with his wife to sell the child due to the financial difficulties. He told police that he shared the proceed - N350,000 for himself and N150,000 for his wife. The wife who felt cheated by the sharing ratio reported the heinous crime to the police. Daring gunmen in July abducted a first class monarch, the Oniba of Iba land, right from his palace. Police said they shot at his wife and guard at about 11:30pm and whisked away the royal father through the waterways. One of the most unsettling abductions that hit Lagos state happened in October when gunmen, led by a woman, stormed government model college in Igbonla, Epe area of Lagos and abducted four students, a vice principal and a teacher at about 7:45 am. The victims however regained their freedom after six days. It was not confirmed whether any ransom was paid. The last month of the year opened with the shocking murder of one Honourable member of the All Progressive Congress in his Lagos residence at No. 18 Shakiru Oyeko Street in Ikorodu. The deceased, Hon Ugochukwu Nwosu, was said to have contested for the 2015 general election as the party’s candidate for Abia North constituency for the house of Assembly election. Health 2016 saw the end of the largest ever Ebola outbreak which claimed at least 11, 310 lives in three most affected countries. The year also saw the end of Ebola transmission virus in Liberia, Guinea and Sierra Leone. Alcohol related deaths The year 2016 ranked the European region highest globally in terms of adult per capita alcohol consumption. Health Watch attributes the level and pattern of drinking to mortality from cardiovascular disease CVD, cancer, liver cirrhosis, and unintentional and intentional injuries.

The Minister of Health of Thailand was presented with the certificate of validation at a ceremony which took place in New York on the eve of the United Nations General-Assembly high-level meeting on ending AIDS. The release kindled the hope that the remaining 255 are alive and would be released in due course. It also put paid to skeptics who had always maintained that the abduction was a political hoax. Cuba: The year also saw the exit from time of Cuba’s revolutionary leader, Fidel Castro at 90. His death in November was received with a sigh of relief by the international communities, especially America and allies. November US election: Following the Donald Trump’s stunning win in an election that left the world gasping, the United States and the world woke up to the reality of a fundamentally altered political and geopolitical landscape. The US has followed the UK and a number of other European states in rejecting the establishment and globalization and opting for nationalism and populism. But the victory celebrations among team Trump will face the test of time if they are unable to figure out how Trump will reconcile and govern a desperately fractured and combustible nation. When President Trump takes office on 20 January he inherits an immense burden. The manifold challenges facing the unlikely commander-in-chief are hard to overstate. The world is watching.

United Nigerian Chaplaincy (UNC), one of the private paramilitary organisations whose Bill has been in the National Assembly for recognition as one of the federal government’s paramilitary organisations has deployed its officers and men across the 36 states of the federation to ensure a hitch-free 2017 new year celebration. The Commandant General (CG) of the organisation, Prof Jidejisos Ejie in a new year message made available to the Daily Times, harped on the need to promote hitch-free new year celebration in the country, adding that he did same during the Christmas. According to Ejie “I ordered each of my commandants across the states of the federation to ensure that his personnel are posted to all nooks and crannies in the state under his control for the purpose of ensuring hitch-free Christmas celebrations

Fayose asks Buhari to resign, slams DSS for tapping phone ÏÏÏ The governor Ekiti

state, Ayodele Fayose, has advised President Muhammadu Buhari to resign because he has failed Nigerians who voted him into power. Saying that the exchanged rate is now $1 for N500 under Buhari, Fayose lamented that there “is unprecedented hunger in the land” and that Nigerians were being killed in Southern Kaduna and other places. “It is better for the president to resign because he appears not to have capacity for positivity. If all the presidents that ruled before Buhari had behaved like he is behaving now, he himself will be in jail.”

The governor said this while reacting to media report on his telephone conversation with Rivers State Governor, Nyesom Wike, that was published by Sahara Reporters. seekers have called on organisers of the annual Calabar Carnival to improve on the various aspects of the event. A cross section of the residents, who spoke in separate interviews with the News Agency of Nigeria (NAN) on Thursday in Calabar were reacting to the criticisms that trailed the timing and other aspects of this year’s carnival. A resident, Mr. Jude Ochala, told NAN that some aspects of the carnival were no longer in conformity with what he used to know. “The timing of the different bands is becoming boring and unattractive. “In time past, before 8 p.m, almost all the bands would have completed their parade along the carnival routes which gives residents and fun seekers a sense of joy and excitement. “Then they would retire to the stadium where the panel of Judges would pick the various winners. “But in the 2015 and this year’s carnival, the bands were still on the streets up till 4a.m. in the morning. “Those who were supposed to watch them had waited and gone back home to sleep disappointedly, ‘’ he said. Miss Isabel Ruth, who came from Ogoja to watch the parade, said she was unable to watch them because of the lateness. “I came from Ogoja with my friend to watch the carnival but we only succeeded in seeing two of them after waiting for several hours. He however lambasted Governor Ayo Fayose for making 22 predictions without any single positive one for his own country and state, rather it was all a foretold of hardship, misery and backwardness. He said: “If someone has made 22 predictions about his own country and none is positive or good, you can be sure the predictions are for the person making them. For me, 2017 will be a year of astounding buoyancy, greatness, fulfilment and accomplishments. “It is true economic recession has made things difficult for everyone in the country, but we can see that is already giving way to noticeable stability which will soon yield results across sectors of the economy”, he said. FG fighting corruption with strategy -Minister

ÏÏÏThe Federal Government is being guided by a well-articulated strategy in its fight against corruption in the country, contrary to the misconception in certain circles that the government is fighting corruption without a strategy, the Minister of Information and Culture, Alhaji Lai Mohammed, has said, in a statement issued in Lagos on Thursday. The Minister said the strategy has proven so effective to what it has led among others, the recovery of 40 brand new SUVs and other vehicles from one former Permanent Secretary who single-handedly appropriated the vehicles to himself when he left office. He said the federal government is not just fixated on prosecution alone but is also taking preventive measures to make corruption unat-

tractive. Alhaji Mohammed listed the strict enforcement of the Treasury Singles Account (TSA), which has largely reduced the diversion of government funds into various secret accounts, and the constant fishing out of ghost workers in the public service, which many states are now adopting, as some of the preventive measures against corruption. He however said some other measures have been perfected which many states are now adopting, as some of the preventive measures against corruption. to strengthen the anti-corruption fight, adding that the measures include the establishment of the Presidential Committee on Asset Recovery and the Asset Tracing Committee; the setting up of an Asset Register, and the

correct the situation before it gets out of hand as we have now,’’ Alhaji Mohammed said. Expatiating on the Presidential Committee on Asset Recovery, he said it meets regularly to take reports from key law enforcement agencies on government’s anti-corruption effort, share information and intelligence, review the challenges being faced in the anti-corruption efforts generally and give directives on the way forward. ‘’This same body, on the recommendation of the Presidential Advisory Committee Against Corruption, has directed a centralised management of recovered looted assets through the Central Asset Management Committee under the leadership of Minister of Finance as legal custodian of government asset.

Laying the budget before lawmakers Thursday, Tambuwal said education will consume N38, 426,266,193, representing 27.3% of the budget’s N204, 288,364,741 total outlays. Of the estimate, 69% was dedicated to capital projects, while 31% has been dedicated to recurrent expenditure. According to Tambuwal, the policy thrust of the budget is to ensure sustainable economic development through substantial investment in critical sectors like education, agriculture, healthcare delivery, exploration of mineral resources, investment in renewable energy and infrastructure. “We will prioritise effective resource management and seek intervention in ar-

Sujood requires the worshipper humbly prostrating and clearing himself of all arrogance and substance before Allah. During sujood (prostration), a worshipper put aside his pride with his nose and forehead on the ground in humility before Allah. Sujood is considered in Islam as the closest position a servant could be to Allah and that is why shaytan, the accursed seek for it from his followers, requesting them to prostate before him. Thus the purpose of sujood is simply to comply with the commands of Allah and of not associating anything in worship with him. Messenger of Allah (saw) said on the exclusive nature of sujood to Allah. The Prophet said “If I were to command anyone to prostrate to anyone other than Allah, I would have commanded women to prostrate to their husbands.” Narrated by AtTirmizi and classed as sahih by Sheikh Al Albani. According to this sunnah, sujood is restricted for Allah alone and must not be accorded to any earthly creatures or self-made gods. The aforesaid saying affirms the value placed on sujood and on husbands as crown to their wives. If it were allowed for anyone to bow before anyone else, says the prophet of Islam, he would have asked a woman to bow before her husband, but it is not allowed it is only prescribed for humans to bow before Allah. But it is worthy of note that as important as husbands are to their wives, prostrating for them is not allowed. The jahiliyah referred to the period before Islam. This period is characterised with the absence of prophecies and revelation (guidance) therefore Idolatry and polytheism was the characteristic of the period, with people of the era prostrating and worshipping idols until the revelation of Qur’an to Prophet Muhammed (saw) which brought shirk to an end. But with Islam in this modern era, it gives a cause for concern that people indulge in idolatry. They engage in various form of shirks, prostrating in worship before a god that has no good to offer claiming it is the religion and god of their forefathers. Have they not heard that their religion and the god they worship will be of no profit to them on the day of judgement? And Allah knows best!

‘Islamic unity a must to fight terrorism’ Subair Mohammed The deputy prime minister of Turkey, Numan Kurtulmus has said in an interview with Arab News that unity in the Muslim world is important, and that Turkey is fighting terrorist organizations with the help of international networks. Kurtulmus, who is on a visit to the Kingdom of Saudi Arabia, met with Adel Al-Toraifi, minister of culture and information, and discussed ways to fight terrorism and Islamophobia. The deputy prime minister said Turkey and Islamic countries are fighting terrorism on different fronts and “we hope that together we will stop the activities of these terrorist organizations.” He said the media have a cen-

It is high time, I must say, we began to tackle issues critically as youths before the government ruin the nation beyond repair. The Consumer Protection Council (CPC) removed sub-standard goods valued over N243.2 million the nation’s markets in the out-going year, with the food and beverages products alone accounting for more than N200 million. According to her, the agency was also able to resolve 4,000 out

She explained that the recently-launched annual report highlights most significant achievements and interventions of the Council for the year 2016, adding that the sectoral intervention strategy deployed by the organization in the satellite television service, food, and beverage with particular reference to the beer industry, banking, hospitality,

aviation and electricity sectors, enabled it to achieve results in those sectors. Mrs. Atoki pointed out that the agency’s intervention in telecommunications resulted in the balance payment of N1.85 million to an MTN subscriber earlier paid N150,000 by the telecoms service provider, as against the N2 million winning prize. She stated that the agency was able to order redress up to the tune of N2.5 billion as refunds to consumers, as part of the resolutions of their complaints on unsatisfactory services and products, during the year under review, with some of the refunds in foreign currencies.

We explored all avenues to get the baggage home on time by contacting air cargo operators and courier companies, but the earliest date given to deliver the baggage was between December 29 and 30, citing customs bottlenecks.” According to the statement, the airline determined to alleviate the suffering of the affected passengers, secured a slot for a special flight last

Business News B2 Auto painter wants governments to exploit business potentials A Kaduna-based automobile painter, Mr. Abiodun Babatunde, yesterday called on governments at all levels to exploit the huge potential in automobile painting to get the youths gainfully employed. Babatunde, who paints cars at Dawn Garage, Kurmin Mashi, Kaduna, told the News Agency of Nigeria (NAN) that automobile painting was a “gold mine for job creation.” He said it was possible for a car painter to make about N500,000 monthly if he or she took the work seriously. The automobile painter said the trade, if well tapped, could take thousands of idle youths off the streets. “The huge volume of cars plying Nigerian roads is a ready market with enough space for millions of youths to tap from the lucrative trade. “I get an average of five cars daily for complete painting at an average cost of N50,000 per car, which takes me two weeks to finish, depending on the level of body work required. “This is in addition to an average of seven cars brought to my garage daily for light touches, which cost between N3,000 to N5,000. “All in all, I am smiling to the bank with about N500,000 monthly. This is more than what a permanent secretary in some states gets as monthly salary,’’ Babatunde said. According to him, since he started the business, he has trained three youths who have set up their own painting garages and are making huge money. He added that nine apprentices were currently undergoing training and would soon graduate.

219,837 farmers in Anchor Borrowers Programme, says CBN At least 219,837 farmers in 17 states of the federation are participating in the Anchor Borrowers Programme (ABP) of the Central Bank of Nigeria (CBN). The CBN Governor, Mr. Godwin Emefiele, disclosed this yesterday in Jibia, Katsina State at the inauguration of the 2016/2017 Dry Season Farming. Emefiele said 246,837 hectares had so far been cultivated under the programme. He revealed that the programme was aimed at supporting farmers with agricultural inputs to enhance productivity, create job opportunities and diversify the country’s economy. He said the CBN had linked more than 120,000 rice and wheat farmers with reputable millers. The governor, represented by the Director, Development Finance, Mr. Olaitan Mudashir, said the millers had adequate capacity to meet the country’s rice

needs. According to him, CBN has set aside some funds from the N220 billion Micro, Small and Medium Enterprises Development Funds (MSMEDF) in furtherance of the Anchor Borrowers Programme. He added that beneficiaries would pay 9 per cent interest. Emefiele revealed that the CBN would also empower at least 600,000 farmers in the rice, oil palm, wheat, cotton and fish value chains in the next five years. Speaking, the Managing Director, Bank of Agriculture (BOA), Prof. Danbala Danju, said that the bank had so far disbursed N22 billion in loans to farmers to boost productivity and ensure food security in the country. Danju, represented by Alhaji Muhammad Babangida, said the bank would continue to support farmers with loans to encourage all-year-round farming in the country.

CBN fails to print small denomination notes -NAN The Central Bank of Nigeria (CBN) has not printed the small naira denominations for about a year, causing the scarcity of the notes in the economy, the News Agency of Nigeria (NAN) reports. Sources at the CBN hinted that for a year now, the apex bank did not award contract for the printing of the notes such as N5, N10, N20 and N50 usually done abroad. NAN gathered that the recently printed notes in circulation, N200, N500 and N1,000, were produced by the Nigeria Security Printing and Minting plc (NSPM). NSPM produces currency notes and coins for the CBN and a wide range of security documents for the federal, state and local government establishments, commercial banks and blue chip companies. According to the NSPM website, the company has the ability to print over 40 million notes weekly. However, the sources said the high cost of printing banknotes was the reason the apex bank did not give contracts for their production. “The cost of printing N50 is almost the same as N1,000. Printing small denominations costs more than the value and with the present economic situation, it makes sense to print higher notes which can be done locally by NSPM. A worker at the First Bank told NAN that throughout the 2016 festive seasons, there were hardly smaller currency notes to give to customers. “We usually request for cash from the CBN through our Cash Management Centre, but recently, we have not been able to get mints of N100 and below. “We had N50 at one point but it wasn’t in the quantity we are used to getting. “We have been telling our customers who call to request for mints that the smallest currencies they can get is N200,” the worker, who preferred anonymity, said.

Naira may weaken further, as dollar inflow declines Contrary to the general belief that the Nigerian currency, the Naira will strengthen during the festive season with increase in dollar flows from Nigerians living abroad coming home for the holidays, however, as economies across the globe count down to the end of the year, expectations have fallen short and this may result in further depreciation of the local currency. The naira was quoted at 490 to the dollar on Thursday from 495 it traded a week ago at the parallel market. At the official interbank window, the naira was quoted at 310.25 to the dollar on yesterday, but closed at 305.25, the same rate it has traded in the last four months. “We see the naira depreciating against the dollar by the time more businesses resume operations next week after the festive season as dollar liquidity remains thin in the market,” one currency dealer said. The naira was exchanged for 490 per dollar on Wednesday against the 485 per dollar it traded on Tuesday at the parallel market. The local currency, on Wednesday depreciated by 5 points while compared to the 485 per dollar it traded on Tuesday at the parallel market, and steady at the same rate on Thursday. The naira had tumbled against the dollar to 490 on Tuesday from 485 it sold on Monday, as traders linked the drop to acute shortage of the greenback. A week ago, precisely last Monday and Tuesday, the currency traded flat at 490 after closing at 487/dollar the previous Friday. The naira has been under severe and continuous pressure as the scarcity of the greenback continues to create ripples in the financial markets and the economy. Before falling to 487 the previous Friday, the local currency had consecutively closed flat at 485 about two weeks ago. A few weeks ago, the naira closed flat at 470/dollar against the greenback for some days. The naira plunged to 470/dollar, down from 455/dollar on the back of a fresh dollar shortage at the official and parallel forex markets. The naira has, however, consistently closed around 305.5 a dollar level since August via the official window. In spite of a negative business environment which was widely believed by financial experts to have contributed to the sharp drop in profits of the Deposit Money Banks (DMBs), they expect a better business environment in 2017.

For instance, the nation’s Gross Domestic Product (GDP) shrank by 2.24 percent year-on-year in the third quarter of 2016, following a 2.06 percent decline in the previous period and compared to market expectations of a 2.58 percent decline. The sharp drop in oil prices has continued to hurt the oil sector which slumped for the fourth straight quarter, while the non-oil sector was flat after shrinking in

the previous two periods. This resulted in adverse effects on the growth of the banking sector as the crisis in the oil sector exposed the lenders. So far, the affected financial institutions have explained that they are focused on remediation and recovery activities towards declassifying non-performing accounts and driving asset quality improvements. While some banks had fared better than others,

the average performance of the Nigerian banking industry had not been so good as international rating organisations had down rated some banks. This is due to the rising level of non-performing loans, NPLs in the industry. According to the CBN, average NPL level in the industry rose from five percent in December 2015 to 11 percent by June 2016. CBN sells $1b to clear backlog, highest sale in six month The Central Bank of Nigeria (CBN) sold about $1 billion on the forward market last week to clear a backlog of dollar obligations in selected sectors, traders said on Thursday. Its largest special auction since a currency peg was removed in June. Outstanding dollar demand was about $4 billion before June, when the 16-month-old peg was removed. Efforts to cut dollar demand have been largely unsuccessful due

to low oil prices. Crude sales account for about 90 percent of Nigeria’s foreign exchange earnings. Traders said the central bank told banks to prioritise airlines, manufacturing firms, petroleum products importers and agriculture sectors, the sectors worst hit by the dollar shortage, in the auction. “The central bank sold $1 billion at last week’s special forex auction and

directed banks to issue fresh letters of credit to reflect the amount sold in favour of the affected sectors,” a senior currency trader told Reuters. Traders said the central bank sold 30-day and 60-day forwards at the auction. On Dec. 19, the central bank instructed commercial lenders to submit their backlog of dollar demand from fuel importers, airlines, raw materials and machinery

for manufacturing firms and agricultural chemicals for the special forex intervention. The dollar shortage in Nigeria as well as other OPEC member countries whose crude sales make up two thirds of government revenue, has caused many companies to halt operations and lay off workers, compounding the economic crisis. Some foreign airlines have closed down or reduced their operations

over an inability to repatriate the proceeds of their earnings due to the dollar shortage. An acute shortage of Jet A1 fuel in the last few months, caused by the inability of importers to secure the dollars needed to buy the fuel has led to many operators refuelling in neighbouring countries. Flight cancellations by local airlines have become commonplace as a result of the shortages.

Capital Market Ten stock broking firms move 84 percent of total value Stanbic IBTC Stockbrokers, FBN Securities, and eight other stock broking firms moved N29.6 billion worth of stocks representing 83.5 percent of the total value of stocks traded on the Nigerian Stock Exchange (NSE) last week. The other brokers were Chapel Hill Denham Securities, GTI Securities, CSL Stockbrokers, Rencap Securities, Cordros Capital, Apel Asset, Cardinal Stone Securities and EFCP. According to the NSE stockbrokers’ performance report for the week ended 23rd December 2016, Stanbic IBTC Stockbrokers topped the list having traded N9.1 billion or 25.70 percent of the total value transacted within the reviewed period. FBN Securities followed with N7.1 billion or 19.95 percent, while Chapel Hill Denham Securities came third with N4 billion worth of transactions representing 11.26 percent of total value traded. GTI Securities Limited traded N2.6 billion or 7.46 percent worth of equities in the review period, as CSL Stockbrokers transacted N2.4 billion representing 6.83 percent. A further breakdown of the activity report showed Rencap Securities came sixth with N1.2 billion worth of trades representing 3.44 percent, Cordros Capital was next with N890.4 million representing 2.51 percent, while Apel Asset traded

2.48 percent of the total value traded at N879.3 million. Other stockbroking firms listed were Cardinal Stone Securities and EFCP with N785.9 million and N575.4 million representing 2.21 and 1.62 percent respectively. In terms of volume traded, the top 10 stockbrokers moved 63.77 percent of the total volume in the review period, approximately 1.6 billion securities. Stanbic IBTC Stockbrokers maintained its topmost position with 282.9 million stocks representing 11.22 percent of total volume. This was followed by Cardinal Stone Securities with 269.4 million shares at 10.68 percent while GTL Securities ranked third with 261.1 million shares at 10.36 percent of total volume. Equities trading grow 0.56 percent in November Participation in equities trading increased in November, the first time in three months. According to the latest Nigerian Stock Exchange’s (NSE) Domestic and Foreign Portfolio Investment (FPI) report, total transactions at the bourse slightly increased by 0.56 percent from N64.03 billion recorded in October 2016 to N64.39 billion (about $0.21 billion) with the foreign exchange rate as at 30 November 2016 pegged at N304.50.

Analysis of transactions for the period ended 30 November 2016, showed that total transactions from January to November 2016 decreased significantly by 41.20 percent from N1, 795.07 billion recorded within the same period in 2015 to N1, 055.50 billion in 2016. FPI transactions have been on a downward trend from August 2016. In November 2016, domestic investors outperformed their foreign counterparts by

NGOs as catalyst for entrepreneurship, better living co-operate with each other in 1910, they did so under the label, the Union of International Associations. The League of Nations officially referred to its “liaison with private organizations”, while many of these bodies at that time called themselves international institutes, international unions or simply international organizations. The first draft of the UN Charter did not make any mention of maintaining co-operation with private bodies. A variety of groups, mainly but not solely from the USA, lobbied to rectify this at the San Francisco conference, which established the UN in 1945. Not only did they succeed in introducing a provision for strengthening and formalizing the relations with private organizations previously maintained by the League, they also greatly enhanced the UN’s role in economic and social issues and upgraded the status of the Economic and Social Council (ECOSOC) to a “principal organ” of the UN. To clarify matters, new terminology was introduced to cover ECOSOC’s relationship with two types of international organizations. Under Article 70, “specialized agencies, established by intergovernmental agreement” could “participate without a vote in its deliberations”, while under Article 71 “non-governmental organizations” could have “suitable arrangements for consultation”. Thus, “specialized agencies” and “NGOs” became technical UN jargon. Unlike much UN jargon, the term, NGO, passed into popular usage, particularly from the early 1970s onwards. Many diverse types of bodies are now described as being NGOs. There is no generally accepted definition of an NGO and the term carries different connotations in different cir-

cumstances. Nevertheless, there are some fundamental features. Clearly an NGO must be independent from the direct control of any government. In addition, there are three other generally accepted characteristics that exclude particular types of bodies from consideration. An NGO will not be constituted as a political party; it will be non-profit-making and it will be not be a criminal group, in particular it will be non-violent. These characteristics apply in general usage, because they match the conditions for recognition by the United Nations. The boundaries can sometimes be blurred: some NGOs may in practice be closely identified with a political party; many NGOs generate income from commercial activities, notably consultancy contracts or sales of publications; and a small number of NGOs may be associated with violent political protests. Nevertheless, an NGO is never constituted as a government bureaucracy, a party, a company, a criminal organization or a guerrilla group. Thus, for this article, an NGO is defined as an independent voluntary association of people acting together on a continuous basis, for some common purpose, other than achieving

government office, making money or illegal activities. This basic approach will be elaborated and modified below. Different types of structures among NGOs There is a great variety of ways in which NGOs are structured. The classic model is of a membership organization, coordinated in a geographically-defined hierarchy. Individual people work in local groups, which co-ordinate in provinces and then have a headquarters in the capital city for the country as a whole. Such counUgoeze try-wide organizations are called national NGOs. Frequently, the national NGOs combine in an international NGO, or INGO, which may consist of regional groups of countries and be capped by a global body. Not all the levels of the hierarchy need exist. Many countries are too small to have provincial structures. Smaller specialist NGOs may simply enroll individual members at the national level, without having any local branches. Occasionally, individuals are enrolled at the international level. On the other hand, in large organizations, the international level often seems relatively remote and attracts little attention, even among the NGO’s own mem-

bers. The group running a local family planning clinic does not necessarily know about the work of the International Planned Parenthood Federation (IPPF) at the UN World Conference on Women in Beijing. Nevertheless, such global organizations with their membership measured in millions do maintain a democratic policy-making process. While some may hold direct elections for key posts at the national level, the responsibility to the membership at the global level is always indirect, via some international council or assembly

of national representatives. It should be noted that one of the ambiguities about the term, NGO, is whether it is referring to a local, provincial, national, regional or global body. Until the early 1990s, the matter was generally straightforward in academic, news media or political discussions. The overwhelming majority of local and provincial NGOs never engaged in transnational activities. Thus NGO, by itself, usually meant a national NGO and regional or global bodies were called international NGOs. National NGOs did engage in transnational development and humanitarian activities, but, with very few exceptions, they were not, in their own right, participants in international diplomacy. When they wanted to exercise political influence at the global level, they did so through the appropriate INGO. In the 1990s, there was a great upsurge in local organizations becoming active at the global level, particularly on environmental issues, because of the Rio Earth Summit in June 1992, and on social issues, because of the Copenhagen Social Summit in March 1995. Since then, the term INGO has not been used so much and NGO, by itself, has come to cover both national and international NGOs. As an expression of the new politics, various terms then were popularized to refer to local NGOs.

Maxwell, author of several books on leadership has studied the subject of success for 30-plus years. He is therefore a qualified success story advisor. Said Maxwell in an article he wrote for Success magazine: “Over the years, I have watched and listened to successful people and I have discovered a common thread: They know why they are here. Knowing their purpose in life gives them stability. And when others around them start abandoning their causes and jumping ship when life gets tough, these people use this assurance to steady the boat to ride out the storm because they have a true North Star. It becomes an anchor in their life – a confidence based upon knowledge of purpose.” For him, passion is the great energizer. He thinks there are two paths we can take to discover our purpose. He believes that if you are weak in a particular endeavour, subject, profession, task, etc, it means you are not good in it and so you should dump it for that which you are good at. If you are good in sports and weak in academics, go for sports; do not bother yourself about academics. If you cannot put words together but good in dancing, go for dancing and hit the roof.

His latest monster hit, Camera Boy, has further consolidated his place among the stars, earning him rave reviews and accolades in the music industry, as well as endearing him to more fans.
