Editorial Proliferation of illegal baby factories
A
s Nigeria continues to battle illegal child trafficking, a new phenomenon is gradually replacing the traditional method of human trafficking. This phenomenon has more to do with the proliferation of illegal “baby factories” in many parts of the country. Much to the consternation of Nigerians, these illegal maternities have become places where pregnant young girls are encouraged or forced to become pregnant and give up their newborns for sale. Curiously, some of the girls have admitted going into the obscene business for purely pecuniary motives. In fact, the newborns are mere objects of trade to the highest bidder who either adopts or resale them. Weirdly, these facilities and their proprietors employ the services of virile young men to impregnate the girls. Unfortunately, many of these illegal clinics have been accused of abduction, stealing of babies and child trafficking, even as they are mostly managed by quacks that claim medical qualifications. Investigations show that the girls are usually quarantined in inhospitable rooms without communication and subjected to all manner of forced labour and servitude. Reports reveal that some of the babies sell for as low as N200, 000 for boy-child and N150, 000 for girl-child. Before now, foster homes were licensed by governments to look after abandoned and unwanted babies where childless couples or those in want of particular sex go to adopt children legally. As the business thrived, many unscrupulous Nigerians saw an opportunity of making quick money no matter how unconscionable and illicit. Definitely, no society that values human life would accept the pernicious activity of selling babies like common commodities. That is why the law enforcement agencies must identify and shut these illegal human incubators in the in-
terest of the victims who are mainly young girls. Nigeria should not allow human life to be so debased as to allow for the existence of baby factories. In the first instance, the babies so mass produced and traded away in the most unholy fashion did not commit any crime, even as they did not consent in any way whatsoever to be born. Child bearing is a thing of joy. More so, human life is sacred and so its protection is what places the human civilisation above those of other lesser creatures. There is every reason to believe the existence of cabals as masterminds in this devilish enterprise. We say so because the logistics of procuring young girls and intimidating, forcing, cajoling and or luring them to become pregnant, including the efforts put in selling and transporting the new born babies are very complex and mind boggling. The Police and other related bodies must engage in a concerted effort to find out the real brains and financiers of this fraud. Anyone identified in the establishment of such monstrous outfits must be arrested and prosecuted to serve as deterrent to others. The earlier the country realises the hard and brutal fact that it is fighting organised criminal syndicates, the better for the society and victims. We believe that government can reduce the establishment of illegal baby factories by elevating and emphasising the institution of adoption. Adoption regulation, processing and other incidental overview conducts regarding adoption should be the exclusive preserve of the government. It should therefore upgrade the adoption laws and regulations, employ, and train more officers to conduct, regulate and supervise the process. It is a shame and a black spot on our collective conscience that young girls are now deliberately impregnated for babies that would be immediately sold as articles of trade.

Sam Nzeh ÏÏÏThe order by an Abuja High Court on Friday that the Economic and Financial Crimes Commission (EFCC) should pay N10 million damages to an Abuja based security expert, Wolgang Reinl, for his unlawful detention and seizure of his international passport, has again reinforced the need for a rethink of strategy by the commission. The court held that the detention of Reinl at the EFCC custody in Abuja for over a month was unlawful, unconstitutional and constituted a gross violation of his fundamental right to
dignity as enshrined in Section 34 and 35 of the 1999 Constitution. The court presided over by Justice Peter Affren also barred the EFCC from arresting, re-arresting, detaining or embarking on further seizure of the international passport of Reinl, who is an Austrian security consultant. Reinl had through his lawyer, Afam Osigwe, dragged the anti-graft agency before the Abuja High Court to challenge his arrest and detention from December 12, 2015 to February 2, 2016 by the EFCC. In the 27-page judgment, Justice Affen also ordered EFCC to delist the foreign security expert from their watch-list or no-fly list as doing so infringes

In the light of this verdict, it becomes imperative for the anti-graft agency to re-examine its strategy of detaining suspects beyond legally approved period and without trial. Since the 1999 Constitution (as amended) frowns at such, the EFCC should desist from flouting this provision. Fact is that the antigraft agency can do its work without having to violate the extant provision of the 1999 Constitution (as amended) as it relates to detention of suspects. Doing this will go a long way to erase the notion that the anti-graft agency has become a law unto itself. All well-meaning Nigerians should encourage the commission to toe this civilized path.

arraignment of 16 bank staffs charged with N2.6 billion fraud has been fixed by a Federal High Court, Ikoyi, Lagos. The case, which was fixed for arraignment of the accused was on Monday, adjourned to July 4, following an information from the Office of the Attorney General of the Federation. The accused are: Nigeria International Bank Ltd, Chief C. S. Sankey, Adekunle Oladosun, Okechi Egwu, Lulu Ndubuka, Oyowole Ariyo. Kabiru Bello, and J.E Eriagbon. Others are: Samson Ebie, Steve Obodomechine, Mikky Dons Nig. Ltd, Mark Anaele, Peter Harris, Peter Oriade, Olusola Fagbure and Obianwa Chuba. They were charged on 20 counts bordering on conspiracy, intent to defraud, falsification of document, fraudulent alteration and diversion of over N2. 6 billion belonging to MicMerah International Agency Ltd. On Monday, the first accused represented by its staff, Mr. Ofodile Ojiako, was present in court. Other accused present were: Mark Anaele representing Mikky dons Ltd, Lulu Ndukuba and Olusola Fagbure. When the matter came up on Monday, the counsel from the office of the AGF, Mrs. Kehinde Bode-Ayeni, informed the court of AGF’s withdrawal of the fiat given to the former prosecutor, Mr. Gordy Uche (SAN). She told the court that the AGF was yet to re-issue a fiat to another prosecuting counsel.
Dogara seeks development framework for North East

The Speaker of House of Representatives, Hon. Yakubu Dogara, on Monday, called for the formulation of an urgent framework to facilitate the reconstruction and development of the North East region ravaged by the activities of the Boko Haram sect. Dogara, who said this at a public hearing organised by the House on the North East Development Commission Bill, added that something concrete must be urgently done to harness the potentials of the North East as the region was presently at a crossroads. He said that the bill was being proposed to provide a legal framework that would address the overall development challenges facing
the North-East, including issues relating to the status of refugees, emergency management and boundary disputes resolution. “Our aspirations for the establishment of the commission are not far-fetched. Even though there is poverty across Nigeria, in comparative terms, the North East suffers an exceptional poverty amidst little opportunities to push itself out of the problem. “Our industries have almost collapsed, schools are dilapidated, destroyed or non-existent in most communities, roads are death traps and largely inaccessible and farming virtually comatose due to insurgency. “Besides, the region groans under the pangs of desertification, ethno-religious crisis, climatic factors, predatory diseases among others,” he added.

The Speaker further said that the North East region lagged behind in all major indices of human development and had the highest illiteracy rate in Nigeria. “Data from the National Bureau of Statistics, as at 2008, show that more than 65 per cent of the people living in the North East are absolutely poor with less than one dollar income per day. “It is important to note that these statistics predate the consequences of insurgency in the last eight years and current economic down turn,” he stated. Dogara said that out of the estimated 2.2 million Internally Displaced Persons (IDPs) in various parts of the country, the North East accounts for close to 2 million of the Internally Displaced Persons, declaring “while about eight per cent are spread across 21 camps, 68 per cent are children, with 60,000 births so far recorded in the various camps. “The implication of this data is that households in the North East are over-stretched with the burden of the IDPs, leading to depletion of the little resources in the hands of our people. “This is compounded by the fact that farming, which is the main stay of the North East economy, can no longer sustain our people due to insecurity leading to more hardship on the region”. Chairman of the House Committee on IDPs, Refugees and North East Initiatives, Rep. Sani Zoro, speaking also at the hearing, described the bill as timely and important. He called on all stakeholders to join hands to bring life back to the North East region. Present at the public hearing were the wife of the President, Hajiya Aisha Buhari, who was accompanied by wives of some state governors from the North East region, among other dignitaries.

Some of the reliefs sought by the group include: a declaration that the killing of innocent citizens in Nimbo amounted to vio-
lation of the right to life of those involved, and that the failure of the respondents to protect life and property amounted to a direct liability on the part of their part. The group also called on the respondents to identify all the victims of the attack for purposes of paying adequate compensation to their families. It further called on the court to compel the respondents to thoroughly investigate the killings with a view to apprehending and
prosecuting the culprits. The group stated that the failure of government to effectively discharge its duty in protecting life of citizens, made it necessary for all those who were involved to be adequately compensated. Muoneke told newsmen, on Monday, in Awka, that the right to life of innocent citizens killed by the herdsmen was grossly violated, and that the respondents were liable to pay the sum of N100billion as compensation to the families of the victims.

Daily Times had exclusively reported on Monday the indictment of the management of the National Agency for the Control of AIDS (NACA) for incompetence and mismanagement of grants for the fight against HIV/AIDS, as reported by The International Consortium of Investigative Journalists (ICIJ) in a report it published on Sunday. Also indicted were officials of the National Malaria
Elimination Programme (NMEP), and the Department of Planning Research, Federal Ministry of Health (DPR-FMOH). According to the ICIJ report, Global Funds had committed more than $1.4 billion to the fight against HIV/ AIDS, Malaria and Tuberculosis in Nigeria since 2003. The ICIJ report quoted Global Funds as saying its investigators found “extensive evidence of systematic embezzlement of program funds, fraudulent practices and collusion by DPRS staff and consultants assigned to the Global Fund-financed program.” It added: “The OIG found
some form of irregularity or fraud in most vouchers reviewed (from 2010 to 2014). Seven of the ten staff and three consultants assigned to the program were involved or linked to the misappropriation of funds.” Confirming the presidential probe order, the Minister of Health, Isaac Adewole, said Buhari gave the order to country’s anti-corruption agency, the Economic and Financial Crimes Commission (EFCC). “President Muhammadu Buhari GCFR gave the directive as part of government’s effort and commitment to fight corruption in the country.
The President has also directed the Secretary to the Government of Federation to review earlier audit reports from the Office of Inspector General (OIG)”, he said. affected programmes and the financial transactions. The first panel, headed by Mr. Adewole, will conduct in-depth review of all programmes while the second panel, chaired by Auditor General of the Federation –Mr Samuel Ukura, will review all financial transactions during the period. The two committees are expected to submit their reports within four weeks. “Mr President assured members of the international community that all funds received by Nigeria would be well utilised and accounted for under his watch to avoid national embarrassment,” Mr. Adewole said. He further said all indicted officials would be given fair hearing and those found guilty would be sanctioned to serve as deterrent to others. On May 3, Global Funds announced that its Inspector General (OIG) audit of grants in Nigeria identified significant problems in procurement, supply chain, financial and program management. The announcement said, “The auditors found discrepancies of over US$4 million between drugs ordered and delivered; US$20 million paid to suppliers without confirmation of delivery; stock-outs of eight months for critical medicines; and a total of US $7.65 million in unsupported expenditures. The Global Fund is review-
ing corrective measures, particularly with regard to risk management, identified by the OIG as the root cause of many of the issues. “With more than US$1.4 billion invested since 2003, Nigeria represents the Global Fund’s largest portfolio. Programs to date have contributed to 750,000 people living with HIV/AIDS currently on antiretroviral therapy, 310,000 new smear-positive tuberculosis cases detected and treated and 93.4 million insecticide-treated mosquito nets distributed to prevent the spread of malaria. “Regarding procurement, the OIG found that Principal Recipients, the National Agency for the Control of AIDS and the National Malaria Elimination Program do not monitor the deliveries to the central medical store in Lagos of drugs arriving through the Global Fund’s Pooled Procurement Mechanism (a system that allows the Global Fund to bulk order health commodities at favorable prices). “This resulted in discrepancies in antiretroviral drugs deliveries of US$3.7 million from 2013 to September 2015 and US$0.5 million in artemisinin-based combination therapy drugs. The OIG also identified payments amounting to US$20 million made to a procurement agent without confirmation of services rendered or goods delivered.

FG to militants: Dialogue offer not sign of weakness ÎÎÎCoordinator
of the Presidential Amnesty Programme, Gen. Paul Boroh (rtd), has said that the offer of dialogue extended to militants is not an indication of weakness. He said democracy allows people to ventilate their grievances, saying the federal government would look into the complaints of the pipeline vandals if they are genuine.
Boroh, who said some persons were trying to exploit the attack on the pipelines to cause tension in the region, revealed that his office was set to commence stakeholder engagements within and outside the region toward addressing the current situation. “The call for persons with grievances to embrace dialogue is not an indication of weakness
on the part of the government or managers of the amnesty programme. “Rather, we are in a democracy and people should be allowed to ventilate their grievances without recourse to violence. If their complaints are genuine and reasonable, they will be looked into” he said. He expressed confidence in the ability of the military and other security agencies
to apprehend those behind the recent destruction of oil and gas pipelines in the Niger Delta. Boroh advised communities to become more vigilant in order to protect, which he described as national assets located in the region. “Security is everybody’s responsibility because the implications and consequences of insecurity equally affect everyone,”
he said. “The presidential amnesty programme is a security stabilisation programme and is not responsible for the placement and deployment of security personnel in the oil and gas facilities and assets of the federal government in the Niger Delta. “Individuals and communities therefore have their role to play to complement government’s ef-

er for Budget and Economic Planning, Akinyemi Ashade, has stated that the State generated a total revenue of N101.69 billion in the first quarter of 2016. He also said a surplus of N4.85 billion was realised as against an expected N29.92 billion deficit. Speaking on Monday at the ongoing Ministerial Press Briefing held at the Bagauda Kaltho Press Centre, in Alausa, Ikeja, Ashade said the generated revenue was above that of 2015 which stood at N97.28bn in the first quarter, adding that in absolute terms, the revenue performance was N4.4bn more than comparative period of 2015. He said the remarkable feat was achieved despite the diminishing statutory allocation from the federation account, adding that same was due to Governor Ambode’s purposeful and visionary leadership. He equally expressed optimism
that with the implementation of multiple revenue collection channels and broadening of the revenue base, the state government would achieve tremendous progress in its revenue drive. Giving a detailed breakdown of the budget performance, the Commissioner said N76.06bn was the Internally Generated Revenue (IGR) of the state in the first quarter, representing 72 percent of the estimate for the quarter and 75 percent of the total revenue, as against the N67.21bn generated in first quarter of 2015, representing 74 percent of the estimate and 69 percent of the total revenue in the corresponding period for last year. He said the Lagos Internal Revenue Service (LIRS) revenue for the first quarter of 2016 stood at N67.25bn, representing 90 percent estimate for the quarter and 88 percent of the total IGR and 66.12 percent of the total revenue, compared to N60.58bn (87 percent of the estimate for Q1 Y2015), repre-
senting 90 percent of total IGR and 62 percent of total revenue in 2015. “This performance was N6.67bn more in absolute terms compared to corresponding period in Y2015 and due largely to more participatory structural and systemic re-engineering. “Over the course of the first quarter of Y2016, Federal transfers contributed N25.64bn (83 percent of the estimate for the quarter) and accounted for 25.21 percent of total revenue. Further breakdown showed that statutory allocations contributed N7.48bn while VAT contributed N18.16bn,” he said. On the performance of capital expenditure for the period under review, the Commissioner explained that in that regard, the government expended N48.88bn on capital projects which represented a 51 percent better performance of N15.08bn (24 percent) as at the first quarter of 2015 He also revealed that as at the end of first quarter of
2016, the ratio of capital expenditures to recurrent expenditures closed at 50:50, better than a ratio of 21:79 recorded for the same period in 2015 but short of the ratio of 58:42 projected for 2016. He, however, expressed optimism that capital expenditure performance would experience significant improvement in the second quarter of 2016 based on the projections and expectations of revenue inflows.

qualification for certain elective offices in the next constitutional amendment exercise,” he said. secretariat of APC in Auchi by gunmen. When the smoke cleared, eight persons had been injured, including the security details in his convoy. The South-East caucus of the governing All Progressives Congress (APC) has asked the Niger Delta Avengers (NDA) to direct their grievances to former President Goodluck Jonathan, for anything to avenge or blame, for he allegedly neglecting the region and the country during his more than five years in office. The party also called on the NDA to immediately sheathe their swords and give President Muhammadu Buhari more time to look into their demands. Onuoha-Bourdex regretted that the Peoples Democratic Party (PDP) government of Jonathan did not do anything to tackle federal roads in Southeast, pointing out that the Arochukwu-Ohafia road deserves urgent attention and new approach to fix it. His words: “I think Arochukwu-Ohafia demands innovation, the road has gone beyond the usual reinforced concrete; experts in marine engineering should be contracted to do that major road because of the effect of erosion. With gabion baskets and special stones, the road could be made durable,”. He noted that lawmakers from the area have failed to be innovative in thinking out the best way to approach the construction of Arochukwu-Ohafia, adding that most of the time contractors become powerless to do a good job after gratifying lawmakers during oversight. “All these,” he added, “could be traced to the culture of electoral corruption and impunity introduced by the PDP in the past 16 years through money politics, negotiated elections and impunity.”
LASIEC: Lagos PDP urges new chairman to be fair to all The Lagos State Chapter of the Peoples Democratic Party (PDP) on Monday urged Justice Ayotunde Philips recently appointed as the Chairman of the Lagos State Independent Electoral Commission (LASIEC) to be proactive in her duties. The call was made by Mr Olatunji Shelle in an interview with the News Agency of Nigeria (NAN) in Lagos. NAN reports that Philips, the immediate past Chief Judge of Lagos State, was appointed by Gov. resenting Igueben constituency became the deputy speaker. A member, Osaigbovo Iyoha from the camp of the deposed speaker has since joined the Ativie group, now making it 17 against 7. However, quite a number of people believe that the leadership change of the State House of Assembly had the blessing of the comrade governor, who is said to be pushing for the impeachment of his deputy. A popular group in the state, Edo for Good Governance (EGG) alleged that the removal of the leadership of the House is a prelude to the impeachment of the deputy governor. The group in a statement endorsed by its coordinator, Dr. John Ogbeide described the impeachment of Edo Speaker and deputy as a continuation of the plot to eliminate Odubu, who has indicated interest in the governorship ticket of the APC. His words: “It’s an open secret that all efforts to make Dr. Odubu give up resolve to vie for the ticket have failed. For the avoidance of doubt, EGG wishes to put the National leadership of APC on notice as well as alert our democracy loving President Mohammadu Buhari to call Governor Oshiomhole to order to allow democracy and one-man one-vote prevail in Edo as the party prepares for the primaries in the next four weeks”. He hails from the family of Late Pa Samuel Imahiyerobo Onaiwu and Deaconess A. U. Onaiwu of Orovie Village in Ovia North East Local Government Area. His early childhood training began with primary education at Ogbe Baptist School, Benin City, Baptist High School, Benin City and Ikpomaza Grammar School, Okpella, Edo State for his secondary education. He continued his educational pursuit at Auchi Polytechnic, Auchi, Edo State. His father was an Education Inspector; the mother, a retired educationalist, and the son, at a point was a teacher, at Baptist High School, Benin City, the same school he graduated years earlier. He was a keen sport man and represented the state in the 1977 and 1979 National Sports Festival. A politician, a socialite, a businessman and a family man etc., he cut his political teeth in 1983 when he was appointed Special Assistant on Special Duties to the then Governor of old Bendel State, Dr S.O Ogbemudia under the platform of the NPN. In the early days when the governors were without a coordinating body to present a common front on issues affecting states, Onaiwu proposed a peer review mechanism to current Senate President Bukola Saraki where states can leverage on their economies of scale for accelerated development. Years on, his vision has lived on leading to his being a pivotal presence in the circle of governors. Perhaps David Boas, Executive Vice-President of the Cato Institution and author of “The Libertarian Mind,” was referring to Onaiwu when he noted that a leader must have a firm grasp of reality. According to Boaz, good character and a firm grasp of reality are fundamentals for service. In an era where good character is in serious deficit, where the moral quotient of leaders is grossly lacking, Onaiwu comes with a freshness of the untainted”. It is in this sense therefore that one begins to appreciate the aspiration of Earl Osaro Osaze Onaiwu, the Director-General of the PDP Governors Forum, an affirmed colporteur of party discipline and an Apostle of Peace and Unity as the contest to fly the party’s flag as the Edo guber race builds up. Married with children, Onaiwu is not just any other candidate. He is indeed the PostOgbemudia Solution that Edo people have been yearning. And when his experience and humility struck them, they decided to embrace ‘The Solution’.

The new Speaker of Edo House of Assembly, Mrs Elizabeth Ativie, was on Monday sworn into office by the Clerk of the Assembly, Mr Lawson Ugiagbe just as she announced the lifting of the suspension slammed on her predecessor. The event, which took place at the assembly’s chamber, followed the impeachment of the former Speaker, Mr Victor Edoror, by 16 members of the House. Edoror was accused by the lawmakers of high-handedness, dictatorial tendencies and financial recklessness. The News Agency of Nigeria (NAN) reports that the new speaker, after assuming duty, also administered the oath of office on her Deputy, Mr Justin Okonobor. Ativie who promised to run an open door policy, described her
election as historical and a clarion call to restore the glory of the assembly. “Today, history has been made in the Edo House of Assembly. I have been chosen as the first female Speaker of the House, a position which the entire women of Edo and the world at large are so pleased. “I am overwhelmed by the implicit confidence that my distinguished colleagues have reposed in me to lead the House at a time like this, so that we can collectively bring back the lost glory. “I will run a transparent, honest and open door policy to all throughout my tenure”, she added. She promised that the House would continue to collaborate with the executive in order to transform the state. Meanwhile, Mrs Ativie, an-
nounced the lifting of the suspension on Edoror at plenary. Following his impeachment, Edoro was suspended for three months for allegedly “invading the hallowed chambers with thugs”, after his impeachment. But speaking at plenary on Monday, Ativie said: “In the spirit of reconciliation, we hereby lift the suspension placed on the former speaker, Victor Edoror. He is by the announcement welcome back to the house”. Corruption trial: Badeh gave verbal instructions on expenses, says witness

Finance and Account of the Nigerian Air Force, Air Commodore Aliyu Yishau (rtd), on Monday, insisted that former Chief of Defence Staff, Air Chief Marshall Alex Badeh (rtd) gave him verbal instructions to carry out all his transactions. Yishau also told the court
that three of his property are currently under investigation by the Economic and Financial Crimes Commission (EFCC). This is even as Justice Ishaq Bello of the Federal Capital Territory (FCT) High Court, Abuja, on Monday, adjourned the trial of Chief Olisa Metuh, spokesman of the Peoples Democratic Party (PDP) after complaining of seeing shadows.
At the resumed trial on Monday, Yishau told the court under cross examination that even though he was aware of the Financial Regulation for public service which stipulates that all expenses should be documented, he could not request for documentary authorisation because things operate differently in the military. He said: “When a request for expenditure is made
through the Chief of Air Staff, it has to be in writing, but if the Chief of Air Staff is making a request for expenditure, he does not put it in writing. “If the Chief of Air Staff asked me to buy a N50 million car for his friend, he does not need to write, and I will not question his request because he is the Chief accounting officer, that is how we operate on the military.

“It has been so throughout the period I worked as Director of Finance and Accounts at NAF”. On whether the account of the NAF was usually audited by the Auditor General of the Federation annually, Yishau told the court that the Chief of Air Staff as the Chief accounting officer does not need to justify his request for funds. “Yashau made the revelations during cross-examination by lead counsel to Badeh, Chief Akin Olujimi (SAN). However, the trial judge, Justice Okon Abang, was forced to adjourn the trial midway after the prosecution counsel requested that the witness be given his statement to go through in order to refresh his memory on the new line of questioning. The trial was adjourned to today (Tuesday) at the instance of the prosecution to enable them get the certified statement of the witness. On his three property, Yisahu told the court that they were marked by the EFCC are currently under investigation. Following his
cross-examination by the defense counsel, Samuel Zibiri, the witness said he bought the property using housing loans. The houses marked for investigation include: one currently being occupied by the witness. The former director who was being cross-examined by Samuel Zibiri, counsel to Mr. Badeh, however said he bought the property with ‘housing loans’. He listed his property under investigation by the commission as No 8b Danube Street, Wuse 2, Abuja, a car park which he purchased in 2002 and another one at N0 5c Sultan close, Kaduna, and two uncompleted houses in Kaduna – one at Tafawa Balewa Way, the other one at Ibrahim Biu Road. Yushau explained that the proceeds from the sale of his office at Wuye District of Abuja was used to buy the two plots of land that he started developing in Kaduna. He added that at the time he bought the Wuye property in 2010, its value was N45m but that he sold the house for N320m in 2015.

Both the Senate and House of Representatives were earlier scheduled to hold a Joint Public Hearing on North East Development Commission Bill (NEDC), whereas by a last minute change of plan, the House of Representatives pulled out and held its separate ses-

Officials saddled with the task of organising the Senate’s joint session with the lower chamber disclosed that as at Friday last week, preparations were concluded for the joint session only for the House to back out on Sunday night. One of them said, “The last minute withdrawal of the House from the earlier planned joint session on the NEDC Bill, arose from the decision of the Speaker, Yakubu Dogara , being an indigene from the North
East, to participate fully at the public hearing and giving it all desired attention”. The incident may, however, not be unconnected with the stand-off between the Presidency and the Senate, anchored on the on-going trial by the Senate President, Bukola Saraki at the Code of Conduct Tribunal (CCT). There have been clamours for Saraki’s removal from office on the basis of his alleged false declaration of assets on which he is being tried by the CCT, as the Presidency was fingered as the mastermind of the ordeals being currently faced by Saraki. - General of the National Emergency Management Agency ( NEMA), Alhaji Sani Sidi disclosed at the Senate Public Hearing that no fewer than 800 repentant Boko Haram militants are currently undergoing vocational skills training in form of amnesty under the supervision of the office of the Chief of Defence Staff ( CDS). The NEMA DG explained that the Programme under which repentant Boko Haram militants are being rehabilitated tagged: “ Safe Corridor Initiative”, was conceived purposely to provide a leeway for them to turn a new leaf. “It is not correct that the Federal government does not have a plan for repentant
sect members. The Federal government has set up the safe corridor programme. I do know that over 800 sect members have been registered in it. “They have exited the Boko Haram militants through the programme in line with the International best practice. They are currently receiving various skills acquisitions programme, which is being handled by the military. It’s being by the Chief of Defence Staff”, he said. He posited that restoration of formal education, sustainable agriculture, paternalism, infrastructural reconstruction, environmental protection and remediation for people of the North East should con-
stitute the key focal areas of the North East Development Commission. In his own submission, Engineer Kaka Kyari Gujbawu stressed the need for the engagement of civilian JTF in government establishment. “With all the military myth, the help by the civilian JTF assisted in routing the sect. So there is need for government integration,” he said. In his address at the session, the Senate President Bukola Saraki said for 7 years, the people of North East have suffered untold destruction of both private and public properties worth billions of Naira, necessitating a Development Commission the bill is seeking for.

Raymond Omatseye, charged with N1.5 billion contract scam, has been fixed by a Federal High Court, Ikoyi, Lagos. The suit, which was originally fixed for judgment on Monday, was adjourned at the instance of the court to May 20. Justice Rita Ofili-Ajumogobia, who has been transferred from the Lagos division of the court, is expected to return and deliver the judgment on that date. Court jails student for hard drug in Jos

Jos Federal High Court, on Monday, sentenced a secondary school student, aged, 20, to two months imprisonment for unlawful possession of cannabis sativa (Indian hemp). The convict, Longji Timothy, a resident of Abbatoir, in Jos South Local Government of Plateau State, was arrested in possession of 450 grams of Indian hemp at a drinking spot within the community, on March 17, by officials of the Jos Command of the National Drug Law Enforcement Agency (NDLEA). Timothy was charged with an offence of unlawful possession of a narcotic drug similar to cocaine, thereby committing an offence contrary to and punishable under Section 19 of NDLEA Act Cap N30 LFN 2004 (as amended). When the case came up before Justice Dorcas Adeshi, Timothy pleaded guilty of the offense and begged for leniency.

He is charged by the Economic and Financial Crimes Commission (EFCC) on a 27count charge bordering on bid rigging and contract splitting. At the last adjourned date on March 14, counsels representing the prosecution and defence adopted their final written addresses in court. Counsel to the accused, Mr Edoka Onyeke, in his address urged the court to discountenance the arguments of prosecution and dismiss the charge against his client. He had argued that the prosecution had not been able to prove its case beyond reasonable doubt.
Onyeke said that out of the 27-count charge against the accused, 25 dealt strictly with the issue of approval of contract above the threshold, while the remaining two were on bid rigging. He noted that the prosecution did not prove that exhibit PD 16, which it relied on in dealing with the issue of threshold, got to NIMASA at the time the contracts were awarded. He urged the court to discharge his client. The prosecutor, Mr. Godwin Obla, on the other hand, prodded the court to hold that the case of the prosecution was “as clear as daylight, and had also
been proven beyond reasonable doubt”. Obla submitted that the facts of the case spoke volumes, and that the accused, in exhibit Pd 1 and 2, clearly articulated his threshold for goods as not exceeding N2.5million and for works as not exceeding N5million. Obla said that count 25 of the charge, which dwelt on threshold was straightforward, adding that sufficient evidence had been adduced to show that the accused awarded contracts above thresholds. He had urged the court to so hold, and convict the accused accordingly.
Police Command in Lagos State, on Monday, arraigned a 27-year old drunk, Rashidi Sikiru, over his alleged murder of one Akeem Jimoh. The accused is standing trial on a charge of murder before an Ebute Metta Chief Magistrate Court in Lagos. The prosecutor, Cpl. Maria Dauda, told the court that the accused, while drunk, allegedly stabbed Jimoh on his neck with a broken bottle, which led to Jimoh’s death. Dauda alleged that the accused committed the offence on April 20, at about 10.00 a.m., at Orisa Junction, Imude, in Ajangbadi, a suburb of Lagos. She said that the offence contravened Section 221 of the Criminal Law of Lagos State, 2011. The Magistrate, Miss K.O. Ariyo, refused to take the plea of the accused on the ground that the court lacked the jurisdiction to entertain the case. Ariyo, however, ordered the police to continue with its investigation into the matter.

ver since the time the ugly incident involving the collapsed guest house owned by the Synagogue Church of All Nations (SCOAN) took place, one thing that has remained up till date without any iota of doubt is what those close to the church describes as the campaign of calumny and bad press. These and much more have remained a source of reference both within and outside the shores of Nigeria. Before now, a lot of Nigerians had thought that the incident which affected many foreigners especially South Africans, would end up in a possible diplomatic war between Nigeria and South Africa. But as things are present, the founder of SCOAN, Prophet T.B Joshua, has taken a decision that life must go on. This became manifest with the assurances the clergy gave to relations of the victims particular to that of those who lost their lives in the disaster that the church is ever ready to be of assistance so as to be able to get over their individual loses. The clergy did not stop at that; information has it that he (Joshua) has even gone further to give a directive to members of the church to extend a hand of fellowship to the families of those that died in the incident in any manner they deem necessary. Particularly, the SCOAN founder, who described the deceased victims as martyrs of faith who have only transited to eternal glory equally praised them for what he termed the brave way
in which they transited while seeking the face of their God on a spiritual pilgrimage. Although those who do not agree with the doctrine of the church has consistently seen the church from a negative perspective, Prophet T.B Joshua has continued to maintain the path of peace and also insisted that it is never necessary to join issues with the world. Instead of joining issues with anybody, the clergy has chosen to assert a larger part of his time attending to the needs of the less-privileged in the society. More so, thousands of people including those from within and outside Nigeria have also continued to enjoy the clergy’s milk of human kindness. At the level of the coroner’s inquest that was initiated by the Lagos State Government to ascertain the cause of the death of the victims, it is evident that many witnesses gave different testimonies about their knowledge of the collapsed guest house. But one testimony that remains consistent is the fact that the building symmetrically collapsed which further suggests that the collapse is either induced or controlled. To be specific, a witness from the police, DSP Agboyi while testifying before the coroner maintained that he suspected sabotage through the use of explosives to bring down the building. To further confirm this testimony, a weapons expert from Kaduna State, Paul Iguniwei while insisting that the collapsed guest house must have been brought down through the use of an
infrasonic weapon explained that, “Infrasonic weapons can damage a building by attacking and weakening its basic components like the cement and iron rods. It is improbable that the collapse started from the ground because the building did not tilt to any side while collapsing but came vertically down in one swoop to suggest the collapse started from the top”. To be specific, Prophet T.B Joshua through his Emmanuel TV has impacted positively on millions of lives, nations and including destinies all over the world. In the words of Prophet T.B Joshua, “True love always searches for whom to help whenever and wherever it is in a position to do so.” In the testimony of a BritishNigerian property developer, Robert Joseph Badagry who paid a visit to the church on September 12th, 2014 notified the court that, “As at the time I got to the scene of the collapsed building on September 13th, 2014, most of the statutory responders especially NEMA and LASEPA were uncoordinated and preferred to talk to the media while persons were trapped under the rubbles of the collapsed building. “Members of The SCOAN and The Red Cross were the only ones who carried out rescue operations passionately and energetically. I observed that both rescuers from NEMA and LASEMA formed the habit of leaving the scene of the incident at 5:30pm daily, leaving the church members, the Red Cross, the Nigeria Police and the National Security and Civil Defense Corps to work round to clock.” Badagry equally condemned the lack
of adequate working equipment on the part of NEMA and LASEMA, even as he stressed that the heavy presence on Sunday, 14th September 2014 of the first responders was due to their knowledge that the then Governor Babatunde Raji Fashola (SAN) was visiting the scene. While the case continues before Justice Lateef Lawal-Akapo of a Lagos High Court sitting in Ikeja, one fact that has remained in the overt is the massive solidarity being enjoyed by the clergy from various interest groups across Nigeria. According to a statement issued by The Nigerian Human Rights Community, a coalition of 135 civil right groups, the failure of the government to release the report on investigations suggests a string of cover-ups which strengthens the growing public perception that the collapse of the building was as a result of a bomb attack by yet to be identified people. In a similar manner, the Oodua Nationalist Coalition (ONAC) maintained that the attack on the church might be a product of an international and local conspiracy. As court hearing on the matter continues, it is hoped by his followers that their father in the Lord is vindicated. Only time, of course, will tell. Aside the fact that Prophet T.B Joshua’s prophecies are characterized by accuracies, he remains one Nigerian prophet that has continued to get international patronage. For instance, heads of governments and other world-acclaimed personalities have at one time or the other paid a visit to his church apparently in search of spiritual help.
NYSC: Realities, challenges and way forward

here has been a sudden upsurge in the debate over the years as to whether the NYSC scheme which was introduced by the Gen. Yakubu Gowon led military administration in 1973, after the civil war, to help in uniting the nation is still relevant or not. While many are of the view that the scheme had outlived its usefulness and the purpose for which it was introduced had since been defeated and hence called for the total and outright abrogation of the entire scheme, others on the other hand argued that the scheme is still very much relevant? Whatever side of the argument one fact that both side unanimously agree on is that the NYSC of today is not the same as that of 1973 and some of the facts are clear for everyone to see. The idiosyncratic choice of corps members to redeploy to another state is enough to send a message of discontent to the government that the scheme is actually losing touch with theintended goalpromotion of national unity. The NYSC scheme of today like many other national schemes has
been deeply contaminated with endemic and insidious corruption. It has turned into an avenue through which some few cabals make money through dubious means and inflated contracts. Many Nigerians have continued to raise concern over the years as to the actual amount being budgeted for each corps member throughout the year mandatory service. The management should expeditiously make the figures available as Nigerians have the right to know. The NYSC Zonal/Local governments inspectors are now are now smiling with the spate of abscondment in the NYSC as they have found a lucrative business through which they extort huge sums of money from those corps members that abscond. The reason for the abscondment may be due to ill health, insurgency, marriage and even laziness. No matter the reason, what matters to the Zonal/Local government inspectors is just what will go into their pockets. They chargecorps member an amount ranging from N5, 000 - N11, 000 monthly for clearance while some corps members are even forced to forfeit the entire N19, 800 monthly allowances. That may be
why many new faces appear on day of collection of certificates and one continues to wonder where they have been in the year, who has been signing their monthly clearance form. Another worrisome factor is the overdependence on the corps members who have no teaching qualifications, aptitude or even any teaching skill by schools especially those in the rural areas. It is worthy of note that the incumbent Director General of the NYSC, Brig. Gen. Johnson Olayumi in an interview in March 2015 acknowledge that they had cases where corps members are made acting Vice Principals in some schools/colleges because there are no classroom teachers. This may be reason why some people argue that rather than reduce unemployment, the scheme increases it. According to them, the employers of labour like schools and have found corps members as source of cheap labour. This argument may be right, verifiable and substantiated considering how some private schools use corps members to teach their students several subjects only to pay them a paltry amount of as low as N2, 000 monthly.
Despite the the shortcomings of the scheme, we must in the spirit of justice and fairness give it its due. The NYSC has succeeded to some extent in instilling some salient societal norms and values in corps members and has made appreciable impact on the social and cultural spheres of life. It has also succeeded in giving the youths opportunity to know more about other parts of the country. It is now 42 years since the scheme was introduced in 1973. Question is whether the NYSC scheme has succeeded in bringing about the national unity and integration that it was primarily designed to achieve. Many corps members circumvent the scheme because they believe they are redundant and not productive in their places of primary assignment (PPA) and they therefore prefer to bribe the officials to abscond only to be fraudulently issued with completion certificate at the end.I wish to call on the Director General of the NYSC, Brig. Gen. Johnson Bamidele Olayumi to ensure discipline among his staff and anyone found wanting especially among the Zonal/LG inspectors be severely dealt with to serve as deterrence to others.

he Confederation of African Football (CAF) has fined Nigeria Football Federation (NFF) 5,000 dollars for overcrowding at its 2017 Africa Cup of Nations (AFCON) qualifier in Kaduna against Egypt. The News Agency of Nigeria (NAN) reports that the fine is one of several sanctions handed out by CAF’s Disciplinary Committee. An estimated 40,000 fans had
taken over the Ahmadu Bello Stadium in Kaduna, which was designed to hold just 16,000 spectators, as the Super Eagles drew 1-1 with Egypt. Nigeria were also warned of further sanctions if similar incidents occur. Egypt were fined the same amount for the “excessive use of lasers” in the return leg against Nigeria in Cairo four days later. DR Congo, Sudan, Comoros, The Gambia and Kenya were also
sanctioned. Kenya were fined 10,000 dollars for “players severely contesting referee decisions, supporters throwing stones and police having to use tear gas to disperse crowd”. The incidents happened as they lost 0-1 in Nairobi in a Nations Cup qualifier against Guinea Bissau on March 23. The committee also issued a warning about the “security measures
in CAF matches” and that in the case of similar incidents, the team may have to play on neutral territory. A few days earlier, when Guinea Bissau beat the visiting Kenyans 1-0, ball boys had invaded the pitch. The Guinea Bissau federation was consequently given a warning letter to respect the rules and reinforce security. There was also a warning letter for Comoros after a spectator got onto

the pitch during their 1-0 win over Botswana in a Nations Cup tie. A spectator also got onto the pitch as DR Congo beat Angola 2-1 on March 26, and objects were also thrown on the pitch too. As a result, the Congolese authorities were fined 5,000 dollars. CAF has however warned that the amount would double if the team is found guilty of similar offences in upcoming matches.

arely 24 hours after he coordinated the logistics of the match between Kano Pillars and Ikorodu United, Tanko Nuru, a commissioner in the Nigeria Professional Football League (NPFL), was found dead in his hotel room. According to Idris Malikawa, media officer of Kano Pillars, the autopsy conducted on Nuru, revealed that he died from hypertension. “He died a natural death. We took him to the hospital this morning and he was confirmed by the medical doctor in charge,” Malikawa told journalists. “The doctor said he died of hypertension due to high blood pressure.” Ikorodu United commiserated with the family of the deceased, expressing shock over the development. “Our heart goes out to the family of Mr Tanko, match commissioner of @pillarsfc vs @FCIkoroduunited whom was found dead in his hotel room,” the club wrote on Twitter. “Mr Tanko who was the match commissioner yesterday was found dead in his hotel room this morning in Kano. “Mr Tanko Made sure everything went well in yesterday’s game. lso to restart work against inertia, when you try to stifle people’s opinion, there is also a lot of resistance. So. I think that the government needs to be more boardminded; have a global perspective. The more private sector-driven and directed the better are able to listen to views of people who knows, and lastly the Nigerian government should add some element of speed. I mean because I cannot really explain why the President would have left the country to go to China without signing the budget. But he is talking of the fact that he needed to scrutinise it more? Everything you need to be more: when you want to appoint ministers you needed more time; when you want to do this, you need more time, how much time do you need? How much time does he have? His days are running out. One year will soon pass and we are still preparing and waiting. I think some elements of urgency is needed. That is my candid advice. We does not have all the time in the world. Some people are dying; those people that died when you start the programme next year are you going to resurrect them? If things are not done at the appropriate time it does not have the right impact. You can do a good thing at the wrong time the time is now to do the good things Nigerians are expecting. The government has such a great goodwill and I wish they could use that goodwill to galvanise Nigerians; show them a vision and motivate and empower everybody to ride along. If this is done, this country will move, but all that hope is almost dying down now. They are saying we are preparing; we are getting ready and all that. In human psychology, when people are not motivated, they become despondent; even when you do something Good, they will discount it. So, my free advice is that the government should more active. Actions that needs to be taken should not be delayed. It is better to take the wrong decision than not to take one at all. That is what I feel. Some people it is better to wait and take the right decision. Let us talk about resurgence in the call form self-determination by groups like MASSOB and IPOB and the President’s response during his media chat? What is your take on all of these? My take is that the matter is a fairly not as complicated as

Every single Nigerian including MASSOB is a Nigerian unless you don not want them to be Nigerians. Secondly, equity is important. Part of what escalated this feeling was the lopsided way the President chose people that were to work for him or were to work with him. He said those who voted for him
97 percent he would not give them the same thing as those that did not vote for his. He is right. The question is is it expedient? Will it promote peace and unity? I mean the four way test Rotarians. Will it produce goodwill? Is it the truth? Is it beneficial to all? These are the kinds of things I think a political leader or a father of a nation should follow. So, I believe that IPOB and MASSOB preceded Buhari. They were there. MASSOB started in 1999 and the previous governments had allowed him to go on. There might not have been an escalation of this issue. When the President was asked why he was chose those he chose, he said well he chose the people he knows and can trust. So, it means we are not worthy of your trust. Whether the President likes it or not some actions were taken which gave the impression that you do not expected to enjoy the same privileges and when you create citizenships in different category, except they are dead, if they are living, they must find a way to express it. Those of us who are much older, we have seen worse things, so we are managing it, but the younger people said they cannot take this bullshit: if you old ones can take it we cannot; we want to be equal citizens. That is all. We want to be treated as equal citizens of this country. That is all they are asking for, rightly or wrongly, it is in your position to argue it. ‘Why are you not treating me equally, No I am treating you equally.’ you give your evidence and the other person gives his own counter evidence and somewhere you reach a compromise and see how the matter can be resolved. It pains me when issues
that can be easily resolve escalate. There was nobody on the streets campaigning for Biafra; not a single person until government went and arrested Kanu. Let that be known. All the protests you saw were for the release of Kanu. Until that arrest, there was no single protest on the road and the protest was “release Kanu.” So, I believe that this problem has solution. I have advised government that they should set up a department of homeland unity and get people who are vast understanding of human relationships; who have the right temperament to deal with deviance, to deal with dissent because this is going to continue. In Nigeria we have seen it: it started from the days of Adaka Boro in the 1960s from the Rivers in the area the Kalabari-Ijaw people. MASSOB and IPOB are non-violent even though there is a recent attempt by DSS to keep them in wrong gap. They only want to achieve their purpose in the right way and the more you repress them the more you give fuel and the more you attract other people. Nobody will like to see people being discriminated Against or killed or shot and he has a blood in him and would not complain and say, ‘why are you killing my people.’ So, I personally believe in Nigeria; we have fought the war and God did not want separation. If there is going to be a separation it would happen without fight. In my book, I said Nigeria-Biafra was a war of independence; it was the war that showed that we needed each other as a nation but we cannot take the unity for granted because there is so much happening that causes disaffection. I qualify to go to a university, I cannot go because I did not come from a particular place. You do not build a nation. There must be a way to deal with these issues. I like quota but quota should be something that gives you ability to meet some shortfalls, it should not be an opportunity to repress somebody. Somebody has scored 250 you said such a person cannot go to a university and somebody scored 100 in the same country, and he could go to the same university. I think quota should be ‘we will take the person that scored 250 person, and because you are from a disadvantaged place and you score 100, we will also take you. Concluded

Protests mar Imo PDP congress Val Okara Owerri

of Peoples Democratic Party (PDP), supporters from Imo West (Orlu zone), on Monday, staged a peaceful demonstration at party’s secretariat on Okigwe Road, Owerri, alleging massive frauds on the ongoing congress election. The protesters alleged that congress held only in four local government areas (LGAs) out of 12, and that one Senator Hope Uzodinmma hijacked the electoral materiel through Deputy-Governor of Abia State Hon. Ude Oko Chukwu, who was the state congress panel chairman. Some of the placards displayed by the demonstrators read, “Senator Hope Uzodinmma is destroying PDP, sack him now; he is an APC member.” “No single person will own the party.” “Orlu PDP says no to Senator Uzodinmma’s impunity”. “Sheriff leave us alone.” “No congress in eight LGAs in Orlu zone”. “Sheriff is agent
of APC, not interested with PDP.” The leader of the group, Mr. Tony Mbaegbu, appealed to the leadership of party to return power to the grassroots to ensure that it was well positioned for the 2019 polls. He alleged that Uzodinmma hijacked the congresses, and insisted that there was congress in eight LGAs in the zone. While calling for a cancellation of the entire exercise, Mbaegbu stated that the list of delegates should be published for verification before the state congress and queried where the list of delegates would was from, since no congress was held in a majority of the areas. Also speaking a member of the protesters, Mr.Damain Opara, alleged that fracas ensued when thugs suspected to have been sent by Uzodinmma attacked descended on the party members. Receiving their protest letter, the state party Deputy- Chairman, Mr. Martin Ejiogu, acknowledged that the LGA congress held in four
councils in Imo West, assuring them that the appeal panel was addressing the matter. He commanded them of conducting themselves in a peaceful manner and stressed that internal democracy would prevail in the party. In a petition by the leader of the Coalition of PDP Democrats, Dr. Alex Obi, alleged that elective candidates were short-changed, since one form was produced in most areas.

NIMASA: How I changed N93m to dollars - Bureau-de-Change operator Peter Fowoyo
ÎÎÎA Lagos High Court, in Igbosere, on Monday, heard how the sum of N93, 394,680 million was allegedly paid into the account of a Bureaude - Change operator, Wakili Daudu, by the Nigerian Maritime Administration and Safety Agency (NIMASA) without him bidding for any contract. Daudu, a prosecution witness in the ongoing trial of former Director-General of NIMASA, Patrick Apobolokeme and six others said,
he was contacted by one Mohammed Darlington that his boss, Captain Ezekiel Agaba, wanted to change some money into dollars. The witness, who was led in evidence by the EFCC’s counsel, Rotimi Oyedepo, stated that on October 30, 2014, the sum of N35 , 688,000 was paid into his account by Darlington who claimed to be working for the second defendant. He further stated that on the same day the sum of N61, 394,680 was also paid into his account.
He said the money was changed into dollars and handed over to Darlington. Daudu who spoke through an interpreter stated “I don’t know anybody in NIMASA and I have never bided for any contract in NIMASA but millions of naira was paid into my account.” Akpobolokemi was arraigned alongside Captain Ezekiel Agaba, Ekene Nwakuche, Goveror Amechee Jun, Vincent Udoye, Captain Adegboyega Sahib Olopoeni ad a compay, Gama Maine Nigeria Limited.
Gombe govt, GOSIEC dragged to court over non-conduct of LG polls ÎÎÎHearing on the suit filed
against Gombe State Government and two others, over the non-conduct of local government elections, would begin today at the State High Court. Joined in the suit are Gombe State Independent Electoral Commission (GOSIEC) and the eleven Caretaker Committee Chairmen recently sworn in by the governor. Four opposition political parties in the state who filed the suit include, Allied
Congress Party (ACP), African Peoples Alliance (APA), Democratic Peoples Party (DPP) and Peoples Democratic Change (PDC). Counsel to the plaintiffs, Aliyu Usman Barde, at the mentioning of the case, last week, said that the processes of the court were served on the defendants early enough and would have loved the court to commence hearing. He regretted that, “but, unfortunately, they haven’t filed anything in response, despite the fact that they were duly served”.
He said the court, in the interest of justice, therefore, decided to allow the defendants sometime to enable them file their responses. The defendants had held out for personal services but were countered on the argument that it was the seats, and not their occupants that were involved in the case. The state government was sued for not conducting local government election, which according to them, was contrary to the constitution. The state electoral body was joined in the suit for not
making an effort to conduct the election, while the caretaker bosses were sued for illegally parading themselves as chairmen, who were not duly elected into office. Since the end of the tenure of the chairmen elected over three years ago, Governor Ibrahim Hassan Dankwambo has sworn in caretaker committee chairmen on three different occasions as against bringing them in via elections. The presiding Judge, Justice Joseph Awak, has adjourned the case to May 10.

Obasanjo blames Africa’s underdevelopment on poor leadership Esther Taiwo

gun Obasanjo has blamed underdevelopment in African continent on poor leadership, adding that the good aspect of democracy is the power it bestows on the populace to elect and reject their leaders if they do not perform to their expectations. The former president stated this at the 3rd Covenant University International Conference on African Development Issues (CU-ICADI), held at the University African Leadership Development Centre in Otta, Ogun State. In his lecture titled “What is Right with Africa”, Obasanjo said cancelling History as a subject in schools is
a great mistake that needs to be corrected as early as possible. “I was shocked when I was told that History is no longer taught in our schools. History is a memory of one’s life, constitution, country or an institution and when we don’t teach it then it means we have lost our memory and what a tragedy this would be”, he said. The former president noted further that the best way to develop Nigeria is to think of few things the country has done right and continue to develop such, adding that, that is sustainable development. “We have got a few things
right in Africa, such as human existence which started here in Africa, Africa therefore became the first exporter of humanity, Africa also started Agriculture but where Africa started getting it wrong was when Slave Trade started”, he said. Obasanjo said the history of slave trade is an unpleasant one whose stench and pains can never be erased. He said most of Nigerian leaders don’t like building on the achievement of their predecessors, adding that this is one of the factors affecting development in Africa. Obasanjo said if Nigerians have not any good thing that the country has done right
in the 56 years of the country’s existence, then, it is not worth being in existence. He, however, urged Nigerians to have hope in the present administration, saying the person of President Muhammadu Buhari, who served under him during the military regime is a trust worthy person. Said he: “Buhari is not a very hot person when it comes to economic and foreign affairs but he will do well in matters of military and when it comes to fighting Boko Haram, I believe he will get it right”. In her keynote address on the theme of the conference titled, “Driving Inclusive and
Sustainable Development in Afr4ica: Models, Methods and Policies” Nigerian Permanent Representative to the United Nations, Prof. Joy Ogwu said the greatest flaw we have in Nigeria is discontinuity as every successor wants to discontinue what his processor started doing right. According to her, growth without human development is no growth, adding that price instability is a major challenge of economic development. She urged leaders to train experts on economic growth who will negotiate on behalf of the country at the United Nations.

and Automotive Gas Oil (Diesel) which has affected the consuming public over time. Governor Emmanuel, who sympathised with the consuming public for the hardship experienced and the racketeering by Petroleum Dealers who hiked prices of fuel thereby generating artificial scarcity through hoarding of the product, said that Gas fuel would be introduced for vehicles that uses gas, explaining that gas is cheaper and economical compared to Petrol and Diesel. was thrown into mourning last Sunday, as one of their own took his life over unpaid salaries. Popularly called Dee Nwankwo, 52, a staff of the Ministry of Lands and Survey, was said to have hanged himself in his sitting room while his wife and three children had left for church service in the morning. His body dangling from the ceiling was said to have been discovered by his family members when they returned from church service in the afternoon. Buhari, don’t kill Nigerians because of corruption

So much has already been written about President Muhammadu Buhari’s unwavering focus of energy on the war against corruption which has saved Nigeria – yet to be disclosed – huge amounts of money and won him accolades from all the right quarters, locally and internationally. Owing to his nomatter-whose-ox is gored approach to combating corruption in Nigeria -of which a new mantra ‘kill corruption before corruption kills Nigeria’, has been coined, socioeconomic activities in Africa’s largest economy are gradually grinding to a halt. The clear tell-tale signs of a country in distress – which Nigeria is now – are not just only manifesting as the dreadfully long queues for fuel on the streets that has been off-and-on for nearly one year, but also the unprecedented shut down of businesses resulting in massive unemployment and the inability of 26 state governments to pay workers’ salaries. This
is leading to double digit inflation that has now gripped the economy, reflected in the spike in prices of basic, but essential commodities. Empty products display racks in most pharmaceutical shops which are evidence of lack of basic drugs and medications for sale – due to paucity of foreign exchange to import them – is in my view one of the worst fall outs of the capital restriction policy by the Central Bank of Nigeria, CBN. What this portends is aggravated increase in mortality rate as Nigerians may start dying of ailments that could have been cured with medications as simple as penicillin which are rapidly becoming rare to find as they are out of stock. The assertion above may appear to be alarmist, but the scenario painted is simply the truth and anyone in doubt should visit the nearest chemist/pharmacy and request for the ordinary medications that were readily available in the past and wait for the response. Usually, the most vulnerable people to be negatively impacted by dearth of medications, are new born babies, children, women and the elderly, particularly those suffering from cancer or cardiovascular diseases requiring chemotherapy or daily dosage of antihigh blood pressure medications, etc. Arising from the above, the CBN and those involved in rationing of FX must make haste

to urgently consider intervening in that sector to avoid a looming health catastrophe. To that end, the health minister, Isaac Adewole should come out of his shell and structure a deal, as Ibe Kachikwu, Petroleum minister of state, did by sourcing FX for fuel import from upstream petroleum sector, which has now eased the fuel crisis. He needs to convince president Buhari that the health sector needs special intervention in that regard and that’s where the president comes into the picture. As the saying goes, old soldier never dies. This wise crack derives from the fact that once a soldier sets his mind on accomplishing an objective, he never flinches or relents until the mission is accomplished. So Nigerians have no doubt about the capacity and ability of president Buhari to fulfill his avowed promise of

killing corruption before, corruption kills Nigeria, but at what price? Like most Nigerians, l applaud our hard fighting president for the courage to want to pull our country out of the economic doldrums that it has sank into, due to maladministration over the years, but l believe that the president who is very sensitive to issues concerning the interest of the masses, wants to rule over the living, not the dead. What’s more, the current feeling of misery hanging like an albatross over Nigeria, just like the 1933 Great Depression in the USA, is to say the least, not complimentary to the cult personality of PMB that Nigerians voted for as president, on March 28th 2015 to rescue them from the shackles of corruption induced poverty. Instead of applying 100% energy trying to crush corruption , 30% should be allotted and the balance 70% should
devoted to finding solutions to the myriads of socioeconomic challenges that are standing in the way of progress and development in Nigeria. As l have mentioned in past articles, China and India which are the world’s fastest growing economies, are cesspit of corruption, yet they are growing, why and how? In fact, according to World Economic Forum, WEF, India used contracts in the construction industry as political campaign slush funds in the manner that funds for procurement of arms was used by the Office of National Security Adviser, ONSA, during Goodluck Jonathan’s administration. As the boss of International Monetary Funds, IMF Christine Lagarde recently pointed out, the world losses about one, 1 trillion dollars to corruption annually and about 30% of global GDP is enmeshed in corruption. What the foregoing statistics suggest is that the world economy thrives pari-pasu with corruption but despite the unfortunate incident of corruption, development of society must go on. It behoves of every forward looking country to strive to bring corruption to a manageable level to boost integrity internationally and earn respect, as China is currently doing to sustain flow of Foreign Direct Investment, FDI and which Nigeria under PMB’s watch has also done.
The difference between the Chinese and Nigerian approach is that China devotes 30% of her time chasing corruption and the rest is invested in pursuit of progress while Nigeria is devoting her entire effort in fighting corruption. Clearly, Nigeria has the requisite human capacity and appropriate economic fundamentals to be great again, but all it would take for our country and economy to gain traction, is for govt to tone down the rhetoric of negativity and instead, our dear president should send powerful messages of hope and defined path to growth and strength to both Nigerians and the international community. By charting and defining govt’s solution to the myriads of challenges bogging down governance, confidence will be reposed in the economy of Nigeria and all the gloomy forecasts by global credit rating agencies – Fitch, Standard and Poor’s, Moody’s – that have crashed Nigeria’s rating and forecast would become bullish again. It is time to channel the anger against the rot left by previous governments into solutions that would bring the much needed succor to the long suffering masses. NJC’s dismissal of erring justices, a step in right direction – Akpedeye Dafe Akpedeye, a Senior Advocate and former Delta State Attorney-General and Commissioner for Justice read law at the University of Lagos and was called to the Bar over three decades ago. In this interview with PETER FOWOYO, he said though there are bad eggs in the judiciary, the third arm of government must be above board so as to dispense justice without fear or favor. Akpedeye, who served as the Chairman, Nigerian Bar Association (NBA) Election Monitoring Group in most of the elections conducted by the Independent National Electoral Commission (INEC), also proffered solution on how to achieve a violence free election.
What’s your view on the recent suspension of Justices Oluyinka Gbajabiamila and Idris Ekuvi by the National Judicial Council (NJC). It appears all is not well with the nation’s judiciary. It is quite disappointing that the foremost institution charged as the custodian of peace, sanctity and tranquility; and that operates as the last stop for justice and transparency, is embroiled in such tales of an unsavory nature. Notwithstanding, there is without a doubt a need to ensure that this institution lives up to its requirement, in order to safeguard the sanctity of the Nigerian statefrom top to bottom; and especially at the top. That there are bad eggs among the judiciary is not unique or unimaginable- bad eggs tend to sprout in every institution if left unchecked. Just as weeds do if continuous weeding is not done; so the exercise of the NJC’s powers in dismissing the named justices is only one of such weeding exercises that is very much needed, encouraged and should be continued. It would be an overreach to conclude that all is not well with the nation’s judiciary; I would not say that; I would only be forced to say such if it were that such matters were going unchecked. But as long as there exists checks and balances within the framework of an institution, they must be seen to be working- and the NJC has shown just that. The dismissal of the erring justices is a step in the right direction, and I do very much commend their candor in delivering justice as it should be- without fear or favor. I will not however give room to those who want to paint the entire judiciary black in a bid to score a point. That in itself is a campaign of calumny that should be withstood at all cost. That there is dirt on the soap, does not render it incapable of being used to wash; oth-
erwise how then will one bathe? Our solace will forever lie with the judiciary as the final refuge for the common man and the temple where justice is to be found. We commend the efforts of the NJC and ask that it continue. Recent elections in Rivers and Bayelsa States have been marred by violence and killings. How can a violence free election be achieved? Firstly, I must express my deep concern for the level of violence that has continually marred the election process in Rivers state in recent times. Elections all over the world ought to be about institutions, ideologies and principles. However, what we see happen in Nigeria and particularly in Rivers is a situation where individual ego and personality has taken the centre stage, and this has led to an unimaginable level of desperation on the part of the key players. The way forward is simply to engage in fruitful sensitization of our political elites on the need to abide by the rules of the game at all times and not allow their personal ambition override that of the general public. Again, there is need for the institutions involved to act above board in their various functions. Violence often times arises as a result of obvious threat to the rule of the law, i.e when for instance the people feel that the electoral umpire is unduly acting in favor of a particular party, the resort to violence becomes a way out for them. Hence, INEC must learn to act at all times without fear or favor to any particular interest. Again, our security forces have really not helped the situation. In recent times, we have witnessed where electoral malpractices and thuggery have been aided by the very persons that ought to checkmate it. At best what you see is that a person is arrested for one election offence or the other, and his or her political “godfather”

That is not good for our system. In all, people must begin to understand that election is a process that is governed by rules and not a do or die affair. Losing an election does not in any way amount to a loss of one’s esteem or placement in the society. Hence, we must learn to play calm and act within the bounds of the law for a peaceful process to be achievable. What are your observations with regards to prosecution of those who violated electoral offences in previous elections? I actually cannot recall any instance where a person alleged to
have committed an electoral offence has been aptly prosecuted, despite the rich provisions of the Electoral Act 2010 as Amended in this regard. As I noted earlier, what we witness, is a situation where persons are caught in the act and yet let off the hook as a result of interference from the political class or highly placed individuals. Indeed, if we must make progress in our electoral system, then we must begin to give life to the letters and spirit of the Law. Some persons have canvassed for special courts for electoral offences, but I however hold a different view on that. We actually do not need a special court for every kind of offence before we get it right in this country. If the agencies concerned take their responsibilities serious, I do not see why we should not be having convictions for electoral offences in regular courts. While noting that the electoral body is in itself over burdened with the responsibility of conducting elections and defending them consequently at the tribunals, the same vigor should also be extended to prosecuting person who violate electoral provisions. Perhaps, rather than create a special court as advocated, a special unit should be created for the investigation and prosecution of offenders. Do you think the judiciary is prepared for the fight against corruption? As a senior member of the Bar, I should be careful with issues of this nature so as not to be misrep-
resented or quoted out of context. That being said, it is my opinion that the judiciary needs to undergo a surgical operation to place it on a pedestal for the needed recovery it needs. Over the years, there have been stories of corruption stemming from the hallowed chambers. A lot of judges have been dismissed from the bench. A case in point is Justice Thomas Naron of the High Court of Plateau State, who while presiding over an election petition tribunal sitting in Oshogbo, Osun State, was caught engaging in illicit conversations and exchange of text messages with Chief Kaleijaiye (who was later debarred by the Legal Practitioners Disciplinary Committee (LPDC)). In recent times too, in 2015 to be precise, Justice Lambo Akanbi, then of the Port Harcourt Division of the Federal High Court, was also compulsorily retired by the National Judicial Council for breach of the Code of Conduct expected of judicial officers, having been proven to have granted illicit rulings/orders in favor of a party in a suit against the Shell Petroleum Development Company (SPDC). However, while admitting that our Judges are humans and hence not infallible, we cannot deny that the judiciary is making tremendous progress as an institution under this present dispensation. We might not have gotten it entirely right with the judicial system, but I believe we are certainly on the right track.

An interesting hack presented recently on stage at TechCrunch Disrupt New York 2016 is a platform for non-traditional banking services called e-susu, which is the app designed for people who are involved with informal loan groups to help them
better manage the process of lending money within a family or community group, as well as encouraging the saving process via increased transparency. The platform lets users track how much money is owed within the group, when payments are due and when they have been
paid. Users can also create goals to specify what they are saving for, and a group messaging feature is also included, while the team plans to also integrate the ability to make payments directly into the platform in future. All sorts of cultures have some form of informal group loans for

NCC finally bans unsolicited calls, messages Tony Nwakaegho Nigerian Communications Commission (NCC) has finally barred mobile network operators from sending out unsolicited text messages to subscribers, according to information obtained from the Legal and Regulatory Services Department of regulatory authority. Consequently, network operators in the country have up till June 30, 2016 to stop sending unsolicited Short Message Service or calls to subscribers or face a N5 million fine if they failed to comply with the directive. A further N500, 000 per day also awaits the operators for as long as the contravention persists. The document, which was obtained by Daily Times, showed that a total of 13 MNOs were issued with the directive. They include: MTN, Airtel, Smile, Etisalat, Globacom and Visafone. Others are Starcomms, Megatech Engineering Limited, Gicell Wireless Limited, Danjay Telecoms, Gamjitel, Multilinks and Natcom. They were asked to set up the shortcode of 2442 for subscribers

to opt-in to the “Do Not Disturb” (DND) database restricting unsolicited marketing messages. According to the commission, it shall be mandatory for mobile operators to create sufficient awareness to its subscribers on the existence of the DND on their
networks; that they shall also comply with the quarterly and reporting template prescribed by the NCC to ensure feedback and compliance. NCC warned operators that generated SMS shall comply with the 8am to 8pm stipulation (12
hour period) for sending SMS to subscribers and that the opt-in process shall be free. It said operated generated SMS is excluded from the DND list in as much as such messages are in conformity with NCC’s directive on timing and regularity and do not constitute a nuisance to subscribers and the subscribers shall have right to partial or full DND implementation. NCC said the ‘New Direction’ issued pursuant to Section 53 of the Nigerian Communications Act follows the inundation of complaints by subscribers to its office about menace of unsolicited text messages and voice calls from mobile operators which have impacted negatively on consumer quality service in the telecom industry. NCC said it was aware through its monitoring activities that some operators have set up DND facility on their network but the awareness by subscribers of the facility is very minimal and unsatisfactory. It will be recalled that the menace of unsolicited texts and calls led NCC a fortnight ago to regulate the Value Added Services (VAS) market with the issuance of draft regulation.

IGP warns vandals to stop illegal sealing of BTS The Inspector- General of Police (IGP), Mr. Solomon Arase, has reiterated that the police was committed to use the relevant provisions of the Criminal Justice (Miscellaneous) Provisions Act CAP C39 L.F.N (2004) and Cyber Crime to deal with individuals involved in the illegal sealing of telecommunications mast/ base transceiver station (BTS). The IGP stated this at a recent sensitization seminar on Cyber Crime Prohibition, Preventions Act, which was jointly organised by the Police’s Department of Information and Communication Technology (ICT) and IHS Nigeria Limited. IGP Arase said that there is a need to protect telecom infrastructure, as a result of the critical role telecommunications play in the growth and development of any country. “It’s important to create public awareness on the danger associated with the vandalizing of telecommunication equipment, as the police will not hesitate to use the relevant laws to prosecute vandals of telecom equipment,” he said. He revealed that the acts of vandalism were perpetrated by people, who were ignorant of the legal implication of their action, noting that there has been several reported cases of damage/vandalization of Telecommunication BTS/ Masts nationwide caused by miscreants as well as the recurring menace of illegal sealing/shutdown of BTS in the country.

Glo ranks as dominant operator in new data subscriptions for Q1 2016

Globacom has in the first quarter of 2016 consolidated its position as Nigeria’s preferred network for new data subscribers. Industry report spanning the first three months of the year just released by the telecoms regulator, NCC indicated that Globacom recorded an additional 1,448,354 new internet subscribers during the period. The number consists of 354,178 for January, 248,593 for February and 845,583 for March. This brought the company’s total internet customers to 26,530,420 as at the end of the quarter. The network’s figure of 1,448,354 for the three months under review amounted to 80 percent of the total number of 1,820,651 new subscribers who used the internet services of the four key telecom operators in Nigeria in the first quarter of this year.

While Airtel recorded 319,229 new data subscribers for the three months, Etisalat had an addition of 53,068 new internet users on the
network during the period. The combined figure for the two companies makes up 20 percent of the total figure of 1,820,651 new internet customers for the quarter. MTN, on the other hand, kicked off the quarter with 39,924,737 data customers, closing with 33,356,595. This situation amounted to a massive loss of over 6.5million internet subscribers in just three months. When these figures are juxtaposed against the corresponding period of 2015, Glo had 946,202 new internet customers, MTN recorded 1,286,205, Airtel had 2,331,160 while Etisalat had 3,994,810 new data subscribers. However, Globacom has since then secured firm control of the data segment of the telecom market. January 2016 statistics which showed how the major operators fared over the last 12 months revealed that Glo garnered a total of 7,251,657 new internet users during the period. Etisalat came second with a total of 5,431,190 new internet customers, while Airtel finished third with 961,548 new data customers in the 12 month period. On the other hand, MTN brought up the rear with a net loss of 1,059,160 data customers during the period.

ichel Platini is to stand down as UEFA president after his six-year ban from football was reduced to four years by the Court of Arbitration for Sport (CAS). Platini was initially banned for eight years by a FIFA disciplinary committee over a £1.3m payment given to him by then-FIFA president Sepp Blatter in 2011. The pair claimed the money was for work Platini did for Blatter between 1998-2002. His eight-year ban was cut to six by the FIFA appeals committee. Platini had hoped to be cleared of all charges but the three-man CAS panel in Lausanne backed FIFA’s judgement that the payment was “unfair” and a “conflict of interests”. However the panel also ruled that the six-year suspension was “too severe” and reduced it to four years. In a statement Platini said he viewed the ruling as a “profound injustice” and vowed to continue the fight to clear his name through the Swiss legal system. The former France international will not be able to take any part, formally or informally, in Euro 2016
which takes place in his homeland. Platini’s lawyers have confirmed he will resign as UEFA president in the next few days. The court said Platini received the money “more than eight years after the end of his work relations, was not based on any document established at the time of the contractual relations and did not correlate with the alleged unpaid part of his salary.” And in deciding the ban, the judges said Platini’s attitude in court was a factor in the verdict.

Fresh reports making the rounds indicate that the Federal Government is into an alleged secret deregulation of the downstream sector of the petroleum industry which would take effect any moment from now. According to information gathered, the deregulation move will swing the official price of Premium Motoring Spirit, PMS known as petrol, to over N100 per litre. Calculations revealed that
the hike would make a minimum of 27.17 percent increase in fuel price nationwide, the officials who begged anonymity have said. The deregulation policy, they say, is likely to push the pump price of petrol to about N110 per litre at NNPC-owned filling stations and higher at other independent outlets. However, they revealed that no formal announcement of the increment would be made by FG for fear of backlashes from the masses. Industry sources familiar
with the plan said government is at the stage of giving secret permission to petroleum products marketers to gradually adjust their pump prices as early as midweek as a formal take-off of deregulation in the country. The sources said government decided to take such drastic decision to end fuel scarcity crises and avoid subsidy payments. The Nigerian Ports Authority (NPA) has sought the support of the Infrastructure Concession Regulatory Commission (ICRC) in reviewing concession agreements of ports in Nigeria. NPA Managing Director, Habib Abdullahi, made the plea recently in Abuja during a meeting with the Director-General of the ICRC, Aminu Dikko. Abdullahi said that the review of the agreements would help in boosting activities at the ports thereby giving room for better ports operations and more investor participation. He said that the development of access roads to the Lekki Deep Seaport project would ease business transactions. Abdullahi also said that NPA intended to liaise with the ICRC and other stakeholders to develop fisheries at the Kirikiri Lighter Terminal 2, turning it into a modern fishing terminal. He also appealed for the dredging and maintenance of water channels at the Calabar and Warri ports via the Public-Private Partnership (PPP) approach. The NPA boss noted that agricultural exportation could be achieved with ease through the ports if there were rail lines to help in transporting agricultural produce to the port terminals.

These new guidelines are targeted to enable the industry achieve an effective and seamless settlement system. The CBN stated that the latest released guidelines supersede the previous Standards and Guidelines on Automated Teller Machines, ATMs, Operations in Nigeria and Guidelines on Point of Sales, (PoS) card acceptance services, as issued by the CBN. In a latest circular by the apex bank, the regulator said the guidelines are backed by the powers conferred on it by Sections 2 (d) and 47 (2) of the CBN Act, 2007, to promote and facilitate the development of efficient and effective systems for the settlement of transactions, including the development of electronic payment systems. The guidelines also set out the procedures for the operation of switching services in Nigeria, including the rights and obligations of the parties to the switching contract. It compels the switching companies to meet with minimum standards for switching, as approved by the CBN. For a switching company to operate in Nigeria, it shall ob-

DMO says it will be auctioning a total of N105 billion worth of bonds in the primary market this week even as the Federal Government bond prices depreciated while yields increased. This is according to the latest figure obtained from the FGN Bonds Issuance Calendar for second Quarter, 2016, on the official website of DMO. The statistics shows that N15.0billion, N40.0billion and N50.0billion of the FEB 2020, JAN 2026 and MAR 2036 bonds in the primary market would be sold on Wednesday 11th of May 2016. It further notes that the re-open-
ings of previously issued bonds, where the coupon is already set, successful bidders will pay a price corresponding to the yield-to-maturity bid that clears the volume being auctioned, plus accrued interest from the original issue date. While informing the general public about the forthcoming FGN bonds offer, DMO stated, “Please be informed that you can download the offer documents from the website but you must submit the completed form to any of the Primary Dealer / Market Maker nearest to you.” The debt management office noted that applications must be made only on the official form, warning that any application made on a newspaper cutting or on Photostat copy of the application form will be rejected. In the period after independence, the textile sector was a very important sector in terms of production and the volume of jobs that the sector absorbed. It was employing at the height of the textile boom, over 320,000 workers. Today the sector has struck to employing less than 50,000 workers. We call on the Federal and State governors to work to review the sector,” NLC said.
PFAs hope to enrol 20million contributors by 2025 The Pension Fund Operators Association of Nigeria (PenOp) has said in order to attain it’s target of N60trillion it hopes to enrol over 20 million Nigerians into the contributory pension scheme by 2025. Official statistics say the number of those who have signed up on the scheme stood at 6.9million nationwide while contributors’ assets have reached N5.3trillion. Ms Susan Oranye, the executive secretary of PenOp, stated this during the 2016 Workers’ Celebration. She said: “In 2025, we will be hoping to raise the number of contributors to 20 million. We can say that by 2017 or 2018 we would have doubled the figure. We are optimistic, and for that to happen, the employment rate really needs to settle.” She said there has been marginal growth since May 1, 2015, adding that a lot needed to be
done to encourage Nigerians to be part of the contributory pension scheme. “There is a lot of work to be done because we have 6.9 million people as contributors,” she said. This is a drop in the ocean when you consider the population of the country. Though

Drops in oil production are happening so fast that it looks like both continents could resolve the problem of global oversupply. But the likes of America, including the United States, Canada and Latin America- and also Asia, are cutting down production, giving the market a glimpse of hope. “Unplanned oil supply disruptions have been a key element so far this year that has contributed to a tighter oil market than was otherwise expected,” said analyst Guy Baber of Simmons & Co. If the distributions last, there will be limited spare capacity to meet demand, Baber cautioned. Output from the Americas dropped over 1.5 million bpd last quarter, while producers in Asia and Australia cut 250, 000 bpd, taking away a large percentage of world’s oversupply, government, industry and consultancy data shows. This comes at a time when members of the Organisation of the Petroleum Exporting Countries, OPEC, led by Saudi Arabia, have refused to cut output in order to retain market share and

Nigeria’s foremost construction company. Where Dangote Cement stands to further strengthen its turnover base through the increased
demand of its lead product, Nairametrics analysts are of the opinion that Julius Berger, who has been grappling with declining revenue is poised to benefit immensely from this budget after a disappointing 2015 that saw revenues drop by 32% to N133.8 billion. “Road construction projects which the company classes under Civil Works segment reported a 30.6 percent drop in revenues to N79.8 billion. In its 2015 Q1 results, it reported that revenue from Civil Works dropped by 34% to N16.3 billion (2015 Q1: N24.7 billion). The company is basically hanging on a thread and will look forward to the implementation of the budget to help boost toppling revenue growth. Julius Berger’s share price has closed flat at N43 for the last one month and still carried a high price to earnings ratio of 23x. It is a tightly held stock with a free float of about 464.4 million out of its issued ordinary shares of about 1.32 billion. 4 entities control about 52% of the stock suggesting this could be the reason why the share price hasn’t dipped even further.” Julius Berger hit a peak of about N72 in 2014 when the company was still posting annual revenues of about N200 billion. Revenues once jumped 19 percent to N201.2 billion in 2012 from N168 billion in 2011 during the first year of the newly elected President Goodluck Jonathan. A repeat of the goodwill and business extended to the company by the Buhari administration could attract a similar spike.

How close are Nigerian workers to getting their N56,000 minimum wage demand? The demand for a new minimum wage of N56, 000 by Nigerian workers was finally presented to the government few days to the last May 1st Workers’ Day celebration. Now the whole world is waiting to see if their expectations will be dashed or if their prayers would be answered? JOY EKEKE writes. Raising the national minimum wage is indeed necessary if Nigeria can afford it, because while rising inflation has made nonsense of workers’ current pay, government’s earnings has also dwindled drastically. Today, Nigerians who are fortunate to have jobs are finding it increasingly difficult, if not impossible, to survive on their monthly pay. The major reason for this is that the pay of the Nigerian worker is not only one of the lowest in the world; it has also not improved as it should in the face of changes in market conditions. Workers in the public sector are particularly worse off. The situation is made worse by the fact that those who work also have to support family members who form part of the huge army of unemployed and dependent Nigerians. History of wage increase demand This is not the first time that workers would be asking for a general upward review of wages and an increase in the National Minimum Wage. Between 1945 when workers staged the famous 45 days general strike for a Cost of Living Allowance (COLA) and 2007, when the demand by workers for a 25% general wage through the Ernest Shonekan Wage Consolidation Committee was arbitrarily cut down to 15% by Former president Olusegun Obasanjo, workers have struggled at 15 different periods to have wages improved and a national minimum wage legislated upon. But while the struggles produced notable victories for workers and the NLC, it was usually the case that the National Minimum Wage was always set below the minimum wage needed by workers to survive. Because of the inadequacy of the wage, some state governments elected on their own to pay more. Even then, there were also some state governments that paid less than the stipulated national minimum wage. The result was that workers always could not cope. The wage reviews were largely unstructured; sometimes negotiated wages were changed by government through circulars; at other times, government effected unilateral wage increases.
Agreements reached with government were sometimes distorted at implementation or not implemented at all by government. For example, the 2000 Wage Review Agreement provided for a further 25per cent wage increase for workers with effect from May 1, 2001, and 15 per cent wage increase with effect from May 1, 2002. This was not implemented. Following industrial dispute over this a 121/2 percent increase rather than the 35 per cent agreement in 2000, was signed in 2003. But in the end, only an increase of between 4 and12 1/2 per cent was implemented by the Federal Government. Although the Shonekan Committee was set up against this background and recommended a 25% increase in salaries; Obasanjo unilaterally implemented a 15% increase in 2007. Government also failed to abide by the timeframes set out for subsequent negotiations with workers. Experts propose that minimum wages should be adjusted regularly to maintain the purchasing power of affected workers in the face of price increases and to avoid large occasional shocks to the economy. According to them the adjustment of the nominal minimum wage in the context of increasing prices is thus as important as the setting of the initial rate for a minimum wage. President of NLC, Mr Ayuba Wabba, while pushing for the new raise said “We all know that it is a reality that N18,000 can no longer take the workers home and cannot sustain any family. Many countries are reviewing their minimum wage upwards to meet the current realities. In Nigeria, there is even greater need to increase the minimum wage because our currency had been devalued; inflation keeps rising among others. “What is the relation of the Nigerian currency to the Dollar or what is value of the N18,000 to the Dollar?” Affirming the submission of the new wage demand Wabba said, “I can say now authoritatively that we’ve made a formal proposal to the Federal Government of N56, 000 to be the new minimum wage. “The demand has been submitted officially to government and we hope that the tripartite system

He said it was imperative that the government should set up the
tripartite committee for the review of the new minimum wage. Mr. Wabba said this was the only way the representatives of unions and government would fashion out the negotiation process at a roundtable. According to him, the logic behind the new minimum wage is to ensure that no worker earns below what can sustain him or her for a period of 30 days. “You also know that when we negotiated the N18, 000 minimum wage, the value in terms of exchange rate at that time was almost at N110 to the dollar. “But as at today, the value of the naira to the dollar has been reduced; and there are the issues of inflation and purchasing power, among others to contend with. “So, it also about the law of the review of the wage, the law envisaged that within a circle of five years, there must be a review,” Mr. Wabba said. FG not party to 5yr review deal Interestingly the Federal Government has denied signing any agreement with organised labour for a review of the National Mini-
mum Wage every five years. The Executive Chairman, National Salaries Income and Wages Commission, Dr. Richard Egbule, said the issue of the five-year period for the review of the national minimum wage was part of recommendations made by a committee which were not included in the commission’s Act. Egbule made this disclosure while speaking on Channels Television programme, Sunrise Daily. According to him, the last review of the minimum wage was an amendment of the Act and changing of figures. He added that there was even no law in the country which stipulates the review of the minimum wage every 10 years. Egbule added, “The first time it (review of minimum wage) was done was in 1980. It was again done in 1990. It was again done in 2000 and lastly 2011. Of course, it was ready by 2010. So in between, there has been a period of 10 years for the review of the past ones although recently, in the last one, there were quite a number of recommendations. “One of them was the issue that instead of a 10-year arrangement, it should be every five years, but that recommendation was not taken up and enacted into law. “The only thing that was done was the issue of picking the figures and changing them. There are quite a number of very important recommendations in that report that were not taken. “Even as I speak, the issue of reviewing it every 10 years was rather coincidental. There is no such law anywhere that guarantees that it should be done every 10 years. What the last recommendation did was to say that it was too long. The 10-year interval was too long; so, there was a recommendation that it should be five years, but the recommendation, which affected so many other things, was never enacted into law. “So if anybody says, like labour is saying, that it is in the law, every five years, they have to do it, it is not correct. Probably, they are confusing this with a provision for a review of the pension every five years, whenever there is a review of salaries of workers. This is a separate issue; it is not about minimum wage.”

Akin Omotosho is a Nigerian South African-based movie producer and director who recently won the Best Director Award in the 2016 edition of the Africa Magic Viewer’s Choice Awards, which held in Eko Hotel and Suites in Lagos. According to the director, he came into filmmaking by reading up books about movie making and shooting shorts alongside his classmates. Currently living and working in South Africa with his family, Akin in this interview with MUTIAT ALLI, talks about what is currently on the front burner and his future plans. Excerpts:

Congratulations on winning Best Director at the 2016 AMVCA. How has the journey so far been? The journey has been amazing. I am truly grateful. I entered the industry after Drama School in 1997 and to still be able to be in the industry and given an opportunity to contribute is a true blessing. The journey isn’t over yet, mine is an ever-growing quest. In 1995, I made a decision at drama school to become a filmmaker. I taught myself about filmmaking by shooting shorts at drama school using my classmates (I owe them big time), reading everything I could find about films and watching as many films as I could. After graduation, I got cast in a TV series and I used the money from that television series to fund my first professional short film called THE KISS OF MILK. That short film became my calling card when I moved to Johannesburg. That short film got me opportunity to make two short films: THE NIGHTWALKERS and THE CARETAKER (which was made as part of a programme that was looking for new directors). With three short films under my belt, myself and a group of friends co-funded my first feature film GOD IS AFRICAN which was shot in 2001. Since that time I have directed a lot of episodic television, two more shorts, two documentaries, produced six feature films and directed three more feature films. Where there moments of doubt? Most definitely. The challenge is to not let the doubt cripple the creative process. I have been truly blessed to still be making films. When I think back to that young man on campus dreaming of telling stories – I thank him.

Why did you decide to make this movie, ‘Tell me sweet something’? As a student, I watched Love Jones and was really inspired by that film and wanted to make a film like that. I also love love songs so Tell Me Sweet Something was born out of both those inspirations. As a director, what extra mile do you have to go to bring a movie to life? I heard an old filmmaker say once: “Film making is a marathon.” He was right! That statement defines everything around what a director goes through in bringing the vision to life. If you can imagine what goes into the preparation for a marathon (the stamina, the patience, the exhaustion), then you can imagine what the filmmaking team has to do in order to take something that started in someone’s creative mind, to be written on paper, to be funded (which takes years), to be cast, shot, edited, marketed and presented. You have to be ready to commit five years or more of your life to a project. That’s the extra mile. How do you juggle working in Nigeria and South Africa? It’s all story dependent. The team approaches each story and we have been fortunate to be able to tell stories in both countries. Did it cost so much to do this movie? Every film is has a cost and the challenge is to be able to make it (it requires a lot of people) and make your investors happy. The film was funded by a team of crowd funders, The National Film and Video Foundation, The Gauteng Film Commission, Mvest Media, Ladies And Gentlemen, Pana TV and the South African Department of Trade And Industry. Tell us about the challenges you face when shooting a movie Every film has its challenges. In our case, there were two moments where we weren’t sure if we were going to get the film made. To have overcome that is amazing. I mentioned the crowd funders above. There was a moment in prepping the film where the two major funders dropped out within months of each other and it really seemed like the film wasn’t going to be made. Fortunately, this is a team effort and along with the team we were able to recalibrate our process and we held

a crowd funding evening to raise the additional funds. That crowd funders got us close to our goal and on that evening we met Mathew of Mvest Media (who had been invited to that evening by a friend) and his company ended up investing in the film. To have overcome that and not be crippled by the challenge was incredible. Why did you decide to move to South Africa and work there? Did you encounter any particular challenge in Nigeria that informed your decision? My father got a job at the University of the Western Cape and we moved to South Africa in 1992. I was 17 years old at the time and in high school. How can you compare the Nigerian and South African movie industries? I think both industries are exciting and both have a lot to learn to from each other and it’s great to see more collaborations between the two countries. Do you have piracy issues in South Africa as much as we have here in Nigeria? Yes indeed. It’s a big challenge. Piracy is a problem worldwide. I try to get people to understand that it is theft. I support all initiatives to end piracy. What do you look out for when casting actors for roles? Honesty. What are you currently working on? I am in post production on two films. Watch this space. Five characteristics of Emotional Intelligence Self-Awareness: People with high EI are usually very self-aware, they understand their emotions enough not to let it rule them. They are confident because they trust their intuition and do not let their emotions get out of control. They take an honest look at themselves, they know their strength and weakness and they consciously work on these areas to perform better. Self-Regulation: This helps you know how to control your emotions and actions; it can be achieved by living out your values and holding yourself accountable when you make mistakes. People who regulate typically do not allow themselves to become too angry and jealous. They don’t make impulsive, careless decisions – they think before they act, comfortable with change and have the ability
to say NO. Motivation: Highly motivated people defer short term reward for long-term success – it means you’re highly productive, love challenges and you’re very effective in whatever you do. Empathy: This helps you identify with and understand the wants, needs, and viewpoints of those around you. People with empathy are good at recognizing the feelings of others even when those feelings may not be obvious. Empathetic people are usually excellent at managing relationships, listening and relating well with others. Social Skills: Having good social skills is critically important – it helps you work positively with others and manage conflict effectively. Those with strong social skills are typically team players. Rather than focus on their own success first, they help others develop and shine. They are good at managing disputes, excellent in communication and are masters at building and maintaining relationships.
How to develop your Emotional Intelligence skills Aside having good knowledge of the characteristics of EI, it will also be good to know how you can learn and develop your EI skills. Here are six key areas to focus on in order to become Emotionally Intelligent. Be observant of your reactions to people: Being observant of the way you react to people will help put your emotions in a right balance. It can also help you put yourself in the shoes of others, be more open and accept their view and needs. Don’t be hasty to judge, condemn and criticize. Stay humble: Humility can be a wonderful quality; it makes you give others chance to shine and not seeking attention for your accomplishments. Putting the focus on others makes you worry less about getting praises for yourself. Carry out self-appraisal check: It helps you take an honest look at yourself to figure out your strength and shortcomings. Ask yourself these questions, what are my shortcomings? Am I willing to accept that am not perfect and ready to work on some areas to make myself a better person? This
EI quiz can make you a changed person only if you answer them honestly. Check out your reactions to stress: Do you become upset every time there’s delay or something does not happen the way you want it? Do you blame others or become angry at them, even if it’s not their fault? The ability to stay clear and under control in any dicey situations is highly valued. Always keep your emotions under control when things go wrong within and outside the business world. Take responsibility: Be responsible for your actions, being defensive never helps you feel any better, apologize when you hurt someone’s feelings – never try to ignore or avoid the person. This will give you a peace of mind when you honestly make an attempt to get things right. Be thoughtful of the implications of your actions on others: Always have this in mind, what effects will my action or decisions have on others? Put yourself in their place – how will they feel if you do this? Would you like that kind of experience? If you must take that action, how can you help others deal with the effects?
