Nigerian universities and need for research
R
ecently, Vice Chancellor of Christopher University, Mowe, Ogun State, Professor Friday Ndubisi urged Nigerian universities to be research inclined, so as to come up with solutions to the numerous crisis facing the country. He said time has come when Nigeria’s universities must produce intellectuals and this can only be achieved if they take to intellectual and result-based research that would feed both the government and private sector with useful information for socio-economic development. We cannot but agree with the university don on what role universities should play in the development agenda of the country. As the citadels of higher learning, Ivory towers must be consistent with generating ideas for making Nigeria a modern society in all ramifications. Definitely, the place of universities as paramount players in a country that is increasingly driven by knowledge, information and ideas cannot be over-emphasised. Before now, the traditional functions of universities are teaching and research. In their teaching activities, universities provide the professional training for high-level jobs, as well as the education necessary for the development of the personality. We live in an age when knowledge is ever more vital to the society and economy, where rapidly circulating capital and people are being influenced by revolutionary communication technologies. It is therefore indisputable that knowledge is replacing other resources as the main driver of economic growth, and education has increasingly become the foundation for individual prosperity and social mobility. In the past three decades, higher education has moved from the periphery to the centre of governmental agendas. Today, universities are seen as crucial national assets in addressing many policy priorities, and as sources of
new knowledge and innovative thinking; providers of skilled personnel and credible credentials; contributors to innovation; attractors of international talent and business investment; agents of social justice and mobility; contributors to social and cultural vitality; and determinants of health and well-being. In a context where governments are principal funders of universities, it implies that a university can be like a pump which, when primed with public money, will gush forth the tangible effects of economic prosperity into which that money has been transformed. It therefore assumes that the function of universities is to provide direct in-out benefits for society’s economic prosperity. This logic implies that invention in the university, largely in its science labs, leads to innovation and economic benefit. There is no disputing the fact that universities have five main core areas of activities which are repository of the knowledge of mankind; generation of new knowledge; transferring knowledge to the next generation; transferring knowledge to society and generating economic development. Incidentally, Nigeria is still a traditional society with different demographical characteristics. More than 50 percent of the population lives below the poverty line, and more than 200,000 graduates are met with unemployment every year. It is therefore imperative that our universities focus on creating an entrepreneurial culture among their graduates with the aim of making them job creators, rather than job seekers. This can be attained through the establishment of effective business incubation centres while encouraging partnerships between industry and academia. Our universities would become more research oriented when they provide unique solutions to Nigeria’s mounting problems with a view of making the country capable of overcoming its handicaps.

ÏÏÏNigeria is negotiable but
not on the basis of disintegration of the country as understood from the recent speech by President Muhammadu Buhari. Even well-meaning Nigerians will want this country to remain strongly united by having a holistic fiscal federalism. It is quite unfortunate that the Berlin Conference where Africa was wickedly partitioned by white men is the origin of the faulty foundation that still plagues many African countries till date. In the case of Nigeria, there was no specific time whereby the people came together to discuss how they will live together as one indivisible entity. A patriotic citizen of this country, once described Nigeria as a “mere geographical expression’’ seeing the height of injustice and corruption apart from the festering religious and ethnic clashes every now and then among its citizenry, instigated by the so-called politicians whether in military or civilian uniform to grab power by all means at the centre. In retrospect, the Nigerian Biafran war was as a result of the improper conduct of the so-called political hawks especially from the advice of intelligentsia in the old Western region that advised Gen. Yakubu Gowon to dump the Aburi accord that would have extricated Nigeria from that quagmire because they wanted the status quo to remain. The issues raised are besetting the country not to forge
ahead since after the war and still lingers on, giving rise to self-determination groups questioning the rationale behind the presidency’s comment that the unity of Nigeria is not negotiable. Lord Lugard’s amalgamation of the country in 1914, according to analysis, was a forced marriage beneficial to the British and the Northern region. The First Republic politics allowed for regional blocs where the federating units developed based on the available resources to carter for their respective needs, paying taxes to the central government. Since the unitary system of government was practiced ever since the military came to power in 1966, distortion in running Nigeria’s affairs by the Federal Government eroded the principle of fiscal federalism, which is now being clamoured by the statesmen. Nigerians are suffocating and ethnic entities can no longer bear the suffocating effects of the defective structure hampering the development of the country. So, Nigerians want a country united on mutually agreed terms not on the present defective structure. With the rate of the insurgency in the North East and resurgence of militancy in the Niger Delta region among other crises in the country, the handwriting is very clear on the wall that if urgent steps are not taken by the authorities saddled with the responsibilities to keep the country together by doing the needful, generations yet unborn will not be happy with what is supposed to the most powerful black nation on earth. So, the time to restructure Nigeria is now!
Six Boko Haram suspects nabbed in Lagos

fewer than six suspected members of the dreaded Boko Haram sect were arrested, at the weekend, in Lagos by local security operatives. The suspects, identified as Ibrahim Ali, Abubakar Ahmed, Babagana Blam Ali, Goigoi Kamsalem, Ibrahim Mohammed and Adams, were said to have been arrested from three different locations in the state. They were said to have fled from Bama, Baga and Konduga Local Government Areas of Borno State, following the heat of military operatives on the insurgents in the North-East region of the country. Head of the local security group, the Mai- Kanuribe of Lagos and Seriki Hausawa of Ijora Kingdom, Alhaji Mustapha Mohammed, while addressing journalists on the arrest, said five out of the suspects were
nabbed on Friday at Isheri-Ojudu Berger and Victoria Island area, while the sixth suspect was nabbed penultimate week in a church at FESTAC area of the state. He hinted that Ibrahim Ali and Babagana Blam Ali, who hail from Bama and Konduga Local Government Areas, respectively, were arrested at Isheri- Ojodu Berger, while Goigoi Kamsalem, Ibrahim Mohammed both from Bama and Abubakar Ahmed of Baga council areas, were apprehended at Victoria Island in their hideouts. He also told journalists that the suspects had been transferred back to Maiduguri, for onward transfer to troops there for further investigation. Mohammed also said his group was determined to protect Lagos from the carnage of the Boko Haram sect. Mohammed ,who hails from Borno State, pointed out that
Lagos is home to many nationalities, adding that he has invested and contributed to the development of the state since 1970 when he arrived the state. He disclosed that his group, with presence in 57 Local Government Areas of Lagos and Ogun state, had been in operation in Lagos since 2011, adding that the sect would have succeeded in bombing some strategic installations and edifice in the state, safe for its efforts. Vowing that he the group was poised to resist Boko Haram causing havoc in Lagos, Mohammed hinted that several suspects arrested in the past by his group were either handed over to the Department of State Service (DSS), Shangisha, Assistant Inspector General of Police (AIG) Zone 2 and the state Police Commissioner, while some were transferred to Maiduguri for further investigation and prosecution.

capital market analysts have predicted huge profits and dividend decline in the half year results of listed companies on the Nigerian Stock Exchange (NSE). They said that their projections were hinged on the latest policy directive of the Central Bank of Nigeria (CBN) on foreign exchange, sharp and elongated decline in oil prices, banks’ hike in impairment charges for credit losses and sustained weak purchasing power of consumers in the first half of 2016. Most of the analysts projected further that quoted banks may
suffer heavy loss in profit and interim dividend payout to shareholders following the uncertainty at foreign exchange market. According to them, Access Bank, United Bank for Africa (UBA), Guaranty Trust Bank and Zenith Bank Plc 2015 interim dividend for the first six months provided a serious insight on the likely earnings of the financial services sector and returns on investment between January and June of 2016. Majority of the analysts also argued that the Nestle, Total and African Prudential 2015 declared interim dividend confirmed fears that profits in the first half of 2016 might be highly depressed.
Specifically, Access Bank, Guaranty Trust Bank and Zenith Bank in the first six months of 2015 paid 25 kobo respectively as interim dividend while UBA pegged its interim dividend at 20 kobo. Mr. Charles Fakrogha, a stockbroker at Foresight Securities & Investment Limited, said that current global macroeconomic situation and the persisting challenging national economic character might erode listed companies earnings. Fakrogha also said that companies with impressive profits in first quarter of 2016 would struggle based on global oil prices fluctuations, increased inflation rate
and hike in operating expenses to remain afloat. “We have all seen how the economy played out in the first half of 2016 with fluctuating global oil prices, Brexit and unclear Federal Government economic blue print. “There are going to be marginal growth in listed companies’ profits given persistent economy challenges. I don’t foresee any remarkable results in the banking sector, among other sectors on the Exchange,” Fakrogha added. FCT Commissioner of Police, Mr Alkali Usman, has ordered the Deputy Commissioner of Police, Criminal Investigation and Intelligence Department (CIID) to lead discreet investigation into the murder of Mrs Eunice Wale Elisha in Kubwa. This is contained in a statement issued by ASP Anjuguri Manzah, the spokesman of the command and made available to newsmen on Sunday in Abuja. A 42-year old mother of seven and an assistant pastor with the Redeemed Christian Church of God (RCCG), Mrs Eunice Elisha, was in
the early hours of Saturday murdered by assailants, while preaching around Gbazango-West area of Kubwa in the Bwari Area Council of the Federal Capital Territory (FCT). Eunice, an indigene of Ekiti State, was a Deaconess at the Divine Touch Parish of the Redeemed Christian Church of God (RCCG), Old NEPA Road, Phase 4, Kubwa, Abuja. Her husband, Mr. Olawale Elisha, had on Saturday explained to newsmen that his wife had gone out to preach in the neighbourhood in her usual practice at about 5am on the fateful day only for him to hear the report of her murder. Narrating the incident, he said:
“My wife always goes out early in the morning on ‘Morning Cry’ to preach. “There was a particular day she went out and she told me that there is a mosque at the back where they commented about what she said. So, I just warned. “This morning, she went around 5am and I was still in bed because we did night vigil which she participated for a while before she went to sleep because of the Morning Cry. “Two of my boys are footballers so, they went to the field to play. When they came back, they told me that they heard some footballers saying that they butchered a woman preaching early this morning.” Spokesman of FCT Police Com-
mand, ASP Anjuguri Manzah, in the statement said that Mrs Eunice Wale Elisha was murdered by unknown persons in the early hours of July 9 at Bazango Pipeline area of the satellite town. It said that six suspects arrested in connection with the murder were currently undergoing interrogation, adding that the outcome of the investigation would be made public. The statement said that the CP commiserates with the family of the deceased. It added that the police boss assured them and other residents of Kubwa of the determination of the command to fish out the perpetrators and bring them to justice.

According to spokesman for NCAA, Sam Adurogboye, air fares and sundry charges have been statutorily deregulated and subjected to market forces. While foreign airlines had raised air fares on popular routes by over 70 per cent, domestic airlines are cut in the web of following suite following the decreasing purchasing power of many and the downturn in the country’s economy. The high cost of air tickets on international routes was caused by twin problems of devaluation of the Naira and summer when airlines take advantage of the volume of traffic owing to demand that far outweighs supply. The devaluation of Naira which has affected cost of operations and high cost of maintenance is forcing the carriers to tinker with the idea of raising air fares. But not a few said the decision could be suicidal for the airlines that are barely having their airplanes full, as many passengers are now taking to road transportation to save cost.

their offices. “In Abuja, few members that reported for duty were turned back from the NNPC Towers, except for NUPENG members and management staff who went about their normal duties. “There was total compliance in government agencies, as staff stayed away from their offices. In Petroleum Products Pricing Regulatory Agency (PPPRA), Nigeria Nuclear Regulatory Agency (NNRA), Pipe-
lines and Products Marketing Company (PPMC) and the Petroleum Equalisation Fund (PEFMB) headquarters, virtually all offices were locked. “In Port Harcourt, the strike was also successful, as many members were not in their offices. The monitoring team that went round the city reported that members in NNPC office, the Port Harcourt Refinery Company (PHRC), Shell and Total, fully complied with the strike order” Ojugbana
said. He said at the NNPC depot in Port Harcourt, the management of the depot initially tried to use Industrial Trainees (IT) and contract staff to load/ off load fuel trucks but before 12 noon, the leadership of the depot were called to order and the loading was stopped. “At the Warri zone, there was total compliance, except for members in Chevron, who early in the morning were in their offices but later joined by
vacating their offices around 10a.m. “There was no lifting of petroleum products in Warri or anywhere in the zone as our members fully complied with the strike directive,” a source among the monitoring team said. Adding that, Members of the Association in Lagos also stayed away from their offices and there was no lifting of petroleum products at the depots and loading bays.

six weeks after some secondary school students protested against the new government policy on education which led to the closure of public schools in Oyo state, the state government has directed the re-opening of public schools in the state with effect from today. The public schools were shut down by the state government after the students of some secondary schools protested against the government new education policy on June 6, 2016. The State Commissioner for Information, Culture and Tourism, Toye Arulogun disclosed this while addressing journalist late Saturday evening. According to him, following several representations by the Parents Teachers Association, Community leaders, traditional rulers, prominent and well-meaning Nigerians at home and abroad, the state government has decided to reopen the schools. However, he noted that the 17 schools that participated in the violent demonstration are excluded from the state government reopen order.

The Supreme Court had on July 1st, delivered a judgment affirming Oba Mufutau Gbadamosi of the Anilelerin ruling house as the substantive monarch of the ancient community. The aggrieved ruling house members, who assembled at the Olofa Gangan palace, alleged that the judgment of Supreme Court was a negation of justice for the common man. Some of the protesters clutched placards that read: “‘God Judgment is coming soon,’ ‘Kwara state government should revisit this

He said: “It’s not that we are fighting them or at war with anybody. But we are after justice. Nobody can phase out from our stool. They can’t. It is our father that founded this town over 600 years ago and they can’t re-write history by making female children superior than male children. “We thought the Supreme Court would do justice and save the op-
pressed but the case is different. We instituted the case and they threw it back at us. The judgment contradict true history and position of All Progressives Congress (APC) which provides justice for the oppressed one.” He urged Attorney General of Federal and Minister of Justice to consider the plight of Olugbense family in Offa saying” federal government should not allow the oppressed to suffer forever.” Another elder and spokesperson of the Olugbense ruling, Prince Saka Adebayo Keji also insisted that the Olugbese ruling family would continue to fight for their rightful position.

Osinbajo’s wife visits family of murdered preacher Wife of the Vice President, Dolapo Osinbajo, on Sunday, visited the family of the late Assistant Pastor in the Redeemed Christian Church of God (RCCG), who was murdered during an early morning evangelism last Saturday. The forty-two year-old mother of seven, Eunice Elisha, was murdered to death by assailants around GbazangoWest area of Kubwa, a satellite town in the Federal Capital territory (FCT). The wife of the Vice President who is also a pastor in the RCCG was received by the deceased husband, Pastor Olawale Elisha and a host of church members. She later signed the condolence register that was opened at the residence of the deceased. s Amidst increased bombings in the Niger Delta region, the Cross River State Governor, Senator Ben Ayade, has read the riot act to criminals in the state, advising them to look elsewhere for their nefarious activities as they will soon be flushed out of their various hideouts. Addressing newsmen at the Peace Park, Calabar, shortly after a five-hour security council meeting, the governor, who was accompanied by service commanders in the state as well as his State Security Adviser, unveiled a new security agenda aimed at containing the emerging threats to the prevailing peace and security of the state.
He warned criminal elements believed to have infiltrated Cross River from neighbouring states that their time was up, stressing that “We have identified the homes of the kingpins, we have the coordinates of their armoury, we have a clear picture of their modus operandi and we are working on a massive attack, we are coming after them. “We have understood the basis of this crime, we have names, security reports of specific people, their agents, and their modus operandi have been well analysed by security commanders and we are confident that the action you will see in a matter of days to come, will be different.”

Reliable sources said apart from the workers and pensioners, many of those also being owed salaries are traditional rulers in the state whose five percent from local governments are being withheld. Also affected are former governors of the state whose benefits are also being withheld for lack of funds. Sources said among those affected is one who is critically ill and needed urgent medical attention but whose plight may not have received appropriate response from the governor unlike the killing of Aremu.

We can amend it now, to include the funding methods. Although, the proviso clause “when practicable” may be considered for inability of government to provide free university education and free adult literacy programme (subsection 3c and d above) due to the lack of fund. But alternative ways must be made either through scholarships or students loan scheme or both, to ensure that the children of the poor can also enjoy education to the highest level based on their ability to learn, not ability of their parents to pay. As a people, we MUST NOT allow Section 18, subsections 3a and b to be impracticable. Government, in conjunction with the entire society, must make public primary and secondary school education free and qualitative, whatever it may cost us as a society in general. That is not only an issue of legality for government; it is equally an issue of morality for all of us as a society. If government should fail in leading this, what then should the poor in the society benefit from the government? The writers of the manifestoes of the All Progressives Congress (APC) also acknowledged the importance of free education, such that the idea of free school meal for primary school students, and later for secondary school students, is mentioned therein. I am glad the federal government is already about to implement this, even though I believe this should be an exclusive duty of the state government, or better still the duties of the local government. Therefore, the concept of free education is still very much valid in 2016, it only requires some thoughts on how to continue its implementation and make it better, considering the current financial reality on ground. I am almost sure, were Awolowo around today, he would equally seek better way to fund free education. Your Excellency Sir, you should not set a bad precedence in Oyo State for any non-progressive governor in Nigeria, by privatising or by seeking joint government - private ownership of
any of the public secondary schools. Test running such an idea with 1 school or 31 schools or 100 schools out of about 631 public secondary schools in Oyo State is immaterial. The idea is simply inconceivable and should be jettisoned. Now, let us look around the world. 5. There is nowhere around the world where foundation education (primary and secondary) is fully privatized or run by public-privatepartnership in the context you described with an example of road construction, or as you advertised by asking people to pay fee to express interest. At least, I can say of Scotland in the UK, Canada and the USA, where capitalism have not covered their eyes to the welfare of the lessprivilege in their societies. These are not socialist countries, but they still believe that the minimum thing government can do to help the lessprivilege is to make basic education accessible for all. The rich in these countries, through taxes, indirectly pay for the primary and secondary education of the children of the less-privilege in the society. In fact, in Scotland, government pays for the primary and secondary education of all children, all children, whether they attend public, private or religious schools. Whereas in Canada and the USA, government pays for all children except those who attend private schools. Even for those children attending private schools, their parents have a way of getting back, some of their educational expenses through tax return system. In Scotland, government knows the cost of providing free qualitative education for a child in public school. So, if a parent decides to place his or her child in a private or religious school, government will pay for the equivalent cost in a public school, while the parent pays the balance. In fact, as recent as 2011, the former Scottish First Minister Alex Salmond, in defending and protecting the historic Scottish principle of “free education based on the ability to learn and not the ability to pay,” said “the rocks will melt with the sun before he allows tuition fees for Scottish students.” He was speaking regarding to free tertiary education for the Scots. In Canada, if any parent takes his child to private school, he first pays, but such parent eventually claims the money back, through the process of tax return. In fact, if the parent is unable to pay the school fees in a Catholic school, the school sends the bill to the government. In the US where I currently work, we pay taxes. Our children attend
public school because it offers the same quality as the others (private and missionary schools). The private and religious (missionary) schools are expensive, and they are merely for social class stratification as they do not offer better quality education than the public funded schools. We do not pay any fee in public school, but we are encouraged to freely donate, and the PTA determines how such donation is used. The children get breakfast at 7.30am, lunch at 12pm and snacks at around 2pm for only 40 cent, and they close at 3.00pm. We pay 40 cents per child for these meals because our income level is considered higher than been qualified for the free meals. Some parents get absolutely free school meal for their children. Some other parents also pay more than we do for the same meal, because their income is higher than ours. We are even allowed to appeal the school board’s decision for asking us to pay for the meal, if we are not satisfied. Any school material (e.g. reading books, notebooks, pens etc) we buy for our children, we claim the cost back in filling our annual income tax return. In fact, there are books for all students to borrow, read and return to the school’s library, even in primary schools. Now, this may especially interest you sir, the school nurses/audiologists/ speech pathologists/psychologists etc conduct hearing, speech, and other tests to the children regularly in school, and they help them improve in their learning experience. Any serious case is referred to the hospital for treatment. Everything I have described here are as applicable in the state of North Dakota, it may be slightly different from what is obtainable in other states in the USA, but by and large, public primary and secondary education is free in the USA. I want to believe Your Excellency is aware about the American experience because you had also studied and lived there. Many other counties in Europe, Asia and the Middle East also offer free public primary and secondary education to their school age citizens. I believe these ideas can be replicated in Nigeria, indeed in Oyo State, with some possible amendments to fit our peculiar situations,
if
there is political will and determination to do so. Your Excellency sir, my ideas won’t be a quick-fix process, but one that requires all indices to be considered, and all stakeholders to be involved. Your government is NOT solely responsible for the long time decay in the system but you can lead the process of formulating an acceptable education policy and funding options that will redress the comatose situation, and your successor can continue later. 6. When I was conducting personal research into solving this problem in 2013, I contacted a good number of school teachers and principals in Oyo town. In one of the schools, for instance, I gathered, among other things, that: a) Out of 268 students in the JS1 classes, only about 30 of them have Mathematics textbooks. b) Out of 160 students in the SS1 classes, only about 25 of them have Mathematics textbooks. c) Ditto for English Language. Even worse for other subjects. d) Many (about 40 to 45%) of these students do not even have note-books! e) Many (about 65%) of them do NOT even come to school with ‘pocket – money’ to buy food for lunch. f) Many of them are NOT staying with their biological parents. A few orphans stay with the extended family members, who can hardly eat one meal a day. g) Few of them stay with a single parent (either mother or father). h) The principal said: “If you see some of the parents/guardians at PTA meetings, you will be tempted to give them alms, poverty clearly show on their faces. The situation is pathetic” I believe the situation is similar elsewhere in Oyo State including the interiors of Ibadan less city. Therefore, any public-private-partnership arrangement that will involve profit making to the private partner will surely price education above the reach of the poor. Continued next week

Kachikwu, NNPC and continuity (1)

roponents of restructuring in the Nigerian National Petroleum Corporation, (NNPC), to divest Ibe Kachikwu of his double-barreled position of minister of state for petroleum and group managing director of the corporation have, at last, had their way. Last week, the Special Adviser to the President on Media and Publicity, Femi Adesina announced that Dr. Maikanti Kacalla Baru has been appointed the new GMD of the corporation with a board headed by Dr. Kachikwu. May be, that is just as well so that peace will reign within the establishment. For far too long, speculation about Kachikwu’s departure from the GMD’s job had ruled the media space with irritating frequency. However, there is never a smoke without a fire. Kachikwu’s exit was a secret on everyone’s lips except the man who had the power to make it happen. Nevertheless, many had thought that President Buhari would not want to tamper with an arrangement that is working optimally, that the timing of such an action, when it became imperative would allow for the deepening of the winning strategy that is being imple-
mented. Many reasons had been advanced to justify it: that one man should not hold the two most powerful positions in the oil industry, conveniently ignoring the fact that the ultimate position was held by Buhari who, had he not appropriated the position, still would have overriding powers, including that of removal, over Kachikwu. The overwhelming feeling is that Buhari has capitulated to geopolitical pressures. Worse still, allusions have been made to the exclusion of the southeast zone in the NNPC board as further evidence that the Igbo have no place in a Nigeria ruled by Buhari. This has become a recurring feature of Buhari’s appointments since he came to power. May be we should remind him that Ibe Kachikwu comes from the South- South geopolitical zone. While we ruminate over the political implications of the President’s action, good conscience will demand that we first consider how it affects Ibe Kachikwu himself. Does the President’s action amount to a vote of no confidence on the minister? Alternatively, has he discharged the initial mandate that warranted his occupying the two strategic positions at the same time? If Kachikwu were
to leave the cabinet today, what will be his legacy? To answer these questions will require looking at his mandate against the background of his self-professed benchmarks that revolved around the following fundamental issues: professional restructuring of the NNPC anchored on best practices spearheaded by knowledge based leadership, reversing the loses in the NNPC, enthroning transparency and accountability, steadying fuel supply, restoring confidence in industry and restoring stability to the Niger Delta through a win-win proposition. Nearly three quarters of a year later, can we attempt an objective scorecard? What will be the highpoints of his performance? Was the NNPC under him able to deliver on the key benchmarks? Is it not possible that Buhari, satisfied that the expectations had been met, therefore decided on a further restructuring to achieve his best intentions? If so, what are those best intentions? Are they best for the country or just for narrow interests, going by the composition of the board. However one evaluates the situation, judged by the ministry’s accomplishments within so short a
time, it can be argued, without any fear of contradiction, that Kachikwu’s has been one shinning ministerial performance in a rather opaque canvass of questionable administration deliverables. Under him, accountability and transparency have been restored to the NNPC. The publication of monthly accounts may not mean much to the ordinary Nigerian who is more concerned with food on his table, electricity and water at home, employment for his or her three graduate children and a sound sleep at night and a trip from Abuja to Lokoja without the fear of being kidnapped on the way. However, to oil industry stakeholders, investors and entrepreneurs, it provides a solid mirror for understanding what goes on behind those tightly guarded dollarincubating towers, analysing the Nigerian economy and taking investment decisions. Of course, not even Kachikwu’s detractors will deny that by his handling of the fuel crisis, he established himself as a solid professional, a consummate bargainer and a principled patriot not deterred by the prospect of losing his job in so far as the greater national good was achieved. he Nigeria leadership debate is a very important debate. It is often said that everything starts and ends with leadership. This is correct. For example there was an organisation that was posting loses year after year and suddenly the shareholders decided to kick out the Managing Director and within a space of another year that company started making profit. What was the problem here? It is a question of leadership. I will start this debate today about the kind of leadership we have been having in this nation. You see, in spite of thousands of studies by researchers to pin down definite traits that one can imitate to become a great leader, none has bring up explicit traits of the best leader. Writing in his book “The 360 degree leader-developing your influence from anywhere in the organisation”, John C. Maxwell (2005:7) indicated that leadership is a decision and anyone can lead others. Arthur G. Jago (1982) asserted that “The process of leadership is the use of non coercive influence to direct and coordinate the activities of an organised group toward the accomplishment of group objectives”. For Kouses and Poster (1990) leader
must have a vision, be a risk taker, delegate authority, and be interested in the intellectual and personal development of their subordinates. In the early study of leadership in the 20th Century, researchers tried to find out if there are specific attributes that distinguish leaders from non-leaders. Therefore, “The great man” view of leadership was developed to identify specific qualities possessed by great leaders that differentiate them from non-leaders. The great man view suggested that leadership qualities were inherent in certain people that were called leader like Abraham Lincoln, Mahatma Gandhi, Winston Churchill, Nelson Mandela, Olusegun Obasanjo. Ralph Stoghill (1948) compiled and analysed a comprehensive survey about the traits of leaders. Although the analysis was quite comprehensive, it did not come up with specific list of traits that could differential leaders from non leaders. In summarising his analysis, Stoghill submitted that certain circumstances and people require certain type of leadership. According to Stoghill, some people may have traits as born leaders but, to be effective such person must be made in time and place of opportunity, development and experience. After Stoghill, Kirkpatrick &
Locke (1991) emphasized that successful leaders are born with some traits like drive; the desire to lead and cognitive ability and these traits enhances their success as leaders. To support the assertion that “leaders are not like other people”, I will like to cite the example of the first president of Ghana Dr Kwame Nkrumah. Nkrumah was said to have exhibited nationalist leadership traits of vision, ambition, cognitive ability right at his early life and despite the fact that he came from a remote village, he was able to rise to the position of leadership in the society based on his ability to cast a national vision and mobilise the people to build the post independence Ghana. According to Andersen, there is the “big middle of the curve” where the vast numbers of people that can be “made” leaders are. And they can become a leader and become better and better leader when they developed self awareness, getting feedback from subordinates and become good listeners. On a personal note, I began learning about leadership from my father in the village.. My father was the eldest in the village and normally all discussion regarding marriage squabbles among the villagers, were brought before him. Most times these meetings were held in the evening
after everyone have returned from the farm. Father would listen for several hours while the parties talked and he would not say anything or give any judgment. It was after each party has spoken their minds that he will guide them to reach a compromise. Sometime we overestimate the importance of leadership when we look at how a nation function because we think leadership is something that someone in a position of influence can give to another person, not knowing that influence must be earned. Jim Collins (2003) inferred that a great leader is someone who can “build the stage on which others played”, citing the example of Charles Coffin a relatively unknown General Electric first president who he said built America’s first laboratory and GE system management development. According to Collins, GE later successors’ CEOs like Swope, Cordiner, Jones, and Welch who became giants in their own days rode on the heels of Coffin. Looking back at my own experience and reflection on literature, I candidly believe that there are some people who are born with a natural aptitude to be leaders and these people are different from others as their leadership ability showed when they meet different opportunities and experiences in life.

Idowu Samuel, Abuja For a nation with conscience, the troubling graphic depiction of pathetic life at the Internally Displaced Camps (IDPs) is sufficient to stir emotions in right quarters. Lately, some Doctors without Borders with some news hounds visited an IDPs’ camp at Bama in Borno and left to tell the world the story of crass dehumanization and degradation of the living condition of refugees. The pictures of humans, mostly children and women so deprived, traumatised and debased to points of death welled up tears. Incidentally, such pictures trended unrestrained in social media, ending up with the nar-
rative of how detached or rather heartless a nation could be towards the poor and the vulnerable. Such had offered a reason for the New York Times to publish a damning report on the careless manner the authorities in Nigeria have been handling refugees in their different camps. It is worst when the United Nations Children’s Fund (UNICEF) declared just last week that over 3,000 children are separated from their parents at the Bama IDP Camp, while 140 of them are currently on danger list and are being attended to on daily basis by health workers. Succinctly, the gory pictures of hunger stricken underage, sickly and helpless men and women at the IDP camps are a hint of what to expect in the event an outbreak

of similar tragedy in any other part of Nigeria. From almost all parts of Nigeria, the drumbeats of war are getting louder as separatist groups gear for fight with strident campaign for dismemberment of Nigeria. It is time Nigerians returned to God with fervent prayers to avoid the Armageddon that is grimly staring their nation in the face now. On daily basis, there are reports of “a catastrophic humanitarian emergency” at the Bama camp which record says accommodate not less than 24,000 refugees, most of them women and children. Some health workers who offer help had also reported that close to 30 children die weekly in the camp. Most tragically, well over 1, 233 graves, according to report, had been dug near the camp so far. It seems that the Bama IDP Camp exists to expose the corruptive in-
stincts of those saddled with the task of attending to the crowd of refugees, depicting them also as people created with the hearts of stone. In each of the camps, the issue of food, sanitation, shelter, health facilities and others have continued to raise mind-
boggling posers. The refugees appeared to have been trapped eternally with near impossibility trailing the plans to get them relocated to their places of origin from where they were displaced. Worst still, the refugees could not get the sympathy of the host communities since nobody wanted anything to do with them. From reports, the criminal neglect of refugees in the IDP camps is at the instance of the authorities that seem not imbued with human feelings. Those detailed to offer the refugees’ succour, as reported, took the heart of the devil by diverting for personal use, the truckloads of food meant for the refugees. Monies had been earmarked in billions for assuaging the plight of the refugees, by both the federal and Borno State governments. Public-spirited religious groups and individuals of Aliko Dangote’s class had also risen to offer monetary and material assistance at different times. Some international donour agencies too had made contributions. Yet, the sad story remained that certain officials allegedly engaged in mindless stealing of part of what should be used to bring life to the refugees, for self-benefits. The government of Borno state has not earned a pass mark on IDP issue. This is because the refugees have often complained of alienation due to abysmally low patronage from the state government. the state, Kashim Shettima is even said to be livid with rage on the reportage of the case of humanitarian disaster and pestilence that the refugees are subjected to at the Bama camp. There are complaints that both the National Emergency Management Agency (NEMA) and the State Emergency Management (SEMA) too, have been aloof of the IDP camps, though they may seem to have been overwhelmed. All indications thus point towards a seeming pre-determined plot to wear out the refugees in different camps by exposing them to the worst fate. Yet, the narrative on issues with the IDPs must change, at least, for the rest of the world not to conclude that Nigeria is as a nation peopled by mindless, ruthless, crude citizens. So far, President Muhammadu Buhari has proved to be the saving grace for the inmates at the IDPs. It presupposes that the burden of reviving dying souls in the IDPs rests squarely on the shoulders of the Federal Government. President Muhammadu Buhari has shown sufficient compassion towards the north-east by moving Nigeria’s war arsenals to the zone, first to precipitate the defeat of the evil known as Boko Haram and on the other hand, see to the well being of those displaced from their communities by the insurgents. Already, Vice President Yemi Osinbajo is in charge of plans by the Federal Government to rebuild the war ravaged northeast zone of the country and has outlined different measures for doing that. The office of the Vice President is not taking the report of poor state of IDPs, most espe-

cially the one in Bama lying low. It has launched a comprehensive probe on the allegation of diversion of food, monies and other materials meant for the refugees, to determine those who are culpable. Concerned Nigerians, however, expect heads to roll at the end of such probe, if indeed, cases of sharp practices with the largesse meant for the refugees, by government officials are established. In all, the government of President Buhari deserves a welter of kudos for halting the advances of Boko Haram towards other parts of the country, while decimating the membership strength in the north-east. Buhari’s government deserves some commendations also for not resting on its oars on plans to rebuild the zone, backing up the process with the required legislation. All the same, Nigerians will continue to look up to the government for greater efforts in ending the miseries of refugees in their respective IDP camps. As all hands are on deck on expectation of ability by the Federal Government to ensure the final relocation of the refugees in IDPs to their respective communities, it is trite to urge it to halt the open display of crass greed, rapacity and exploitations by officials of governments alleged to be stealing monies and materials meant for the refugees if only to limit the manmade disasters that the refugees are subjected to. The tears that flow from the eyes of the refugees daily are a form of desperate appeal that President Buhari should come earnestly to their aide and save them from the antics of vampires who pretend to be attending to their needs, while they only serve their selfish interests.

Ending rice importation through Seed Up-Scaling Project realistic, achievable God’s Covenant Snr President Muhammadu Buhari’s dream of making Nigeria self-sufficient in rice production by 2019 received a boost recently with the inauguration of a project that promises great support in this direction. Tied to a two-year initiative, Rice Seed Up-Scaling Project was inaugurated by the Director-General, National Agricultural Seed Council (NASC), Mr Olusegun Ojo, in Abuja recently. The project, which runs from March, 2016 to December, 2017, is an initiative of the West and Central African Council for Agricultural Research and Development (CORAF/WECARD) on the platform of the West Africa Seed Programme (WASP). It is being implemented by CORAF/WECARD in collaboration with the Seed Entrepreneurs Association of Nigeria (SEEDAN), the umbrella body of private seed companies in the country; and the African Seed Trade Association (AFSTA). Other participants in the project who are key players in the rice value chain are selected seed companies such as the Rice Farmers Association of Nigeria
(RIFAN), input suppliers, financial service providers, rice millers and the NASC. The United States Agency for International Development (USAID) is funding the project with 800,000 dollars, while SEEDAN is providing the technical support to ensure a seamless implementation. Stakeholders believe that the project will significantly aid government’s efforts at bridging the huge gap between local production and demand for rice which currently stands between five and 6.4 million metric tonnes annually. In spite of its huge potential and comparative advantage in rice production, Nigeria currently ranks as the second largest importer of rice in the world and the largest net importer in Africa, spending an estimated N356 billion on importation of the staple annually. Speaking at the project inauguration and planning meeting, the President of SEEDAN, Mr Richard Olafare, said that the project would significantly aid government’s efforts at addressing the production shortfall. The initiative seeks to strengthen the production capabilities of the country’s rice farmers and
other players in the sub-sector, including seed companies and link them to improved inputs and finance. Olafare explained that the project would bring a total of 20,000 hectares of farmland in selected seven states under cultivation using 1,200 metric tonnes of certified seeds to produce a targeted 60,000 metric tonnes of paddy rice by December 2017. The SEEDAN president listed the selected states as Kano, Niger, Kebbi, Zamfara, Benue, Ekiti and Ebonyi, adding that they were selected based on their comparative advantage in rice production. According to him, more than 20,000 farmers, 50 per cent of whom will be women and 40 per cent youths, will be engaged in the Rice Seed Up-Scaling Project in the targeted states. ``The project is in support of the ECOWAS Rice Offensive Programme, which has taken off in four pilot countries namely Nigeria, Burkina Faso, Mali and Senegal. ``Among the four countries, Nigeria has the largest chunk of the budget and this is a reflection of the significant role the country is playing as a leader in the regional seed industry,’’ Olafare said. Tambuwal orders of fertiliser middlemen Lateef Ibrahim Abuja

wal of Sokoto State has directed security agencies to arrest and prosecute fertiliser middlemen across the state. Tambuwal gave the directive in Shuni town, Dange/Shuni Local Government Area of the state on Sunday at the launch of the sale of fertiliser to farmers in the area. The governor was represented on the occasion by his Commissioner for Solid Mineral and
Natural Resources Development, Alhaji Bello Goronyo. He said: ‘’With this directive, the security agencies should accost anybody they see with fertilisers and verify its source. ‘’You should seize any fertilisers you see without any valid, duly signed allocation papers. ‘’Such nefarious persons should also be immediately arraigned.in courts.’’ The governor said the state government had subsidised each bag of the commodity by 70 per cent. According to him, the fertilisers are of three brands; Urea, SSP and NPK.
‘’We bought them for between N6, 500 and N7, 000, per bag, while they will be sold for between N 2,100 and N2, 300. ‘’The gesture is aimed at assisting the farmers to produce more food, reduce unemployment and poverty, among other socio-economic malaise. ‘’So, the state government will not fold its arms and allow any unscrupulous persons to sabotage this noble gesture’ Tambuwal said.’ On his part, the state Health Commissioner, Dr. Balarabe Kakale, said the state government had accorded top priority to the
agricultural sector. Kakale warned the beneficiaries against selling the commodity and urged the youth to engage in farming as a way helping to diversify the nation’s oil-dependent economy. The Chairman of the local government, Alhaji Mode Dantasallah, said that the council had set up various sub-committees to ensure that only genuine farmers got the commodity. The Director of Agriculture for the council, Alhaji Abubakar Jabbi, said that the state government had allocated 4,800 bags of fertilisers to the council area.

Matriculation Board (JAMB), on Sunday, said the point system copied from its website as criteria for admission into tertiary institutions in the country and currently circulating was a mere illustration. This is contained in a statement by the board’s Head, Media and Information, Dr. Fabian Benjamin and made available to the News Agency of Nigeria (NAN) in Lagos. It said that on the contrary, the Federal Government had approved the re-enforcement of ad-
mission guideline as recognised by law. According to the statement, the admission of candidates into tertiary institutions will be based purely on three pillars namely, merit, catchment and educationally less developed states. It said that the point system that was wrongfully copied from the board’s website and currently being circulated by some media was used for illustration by the Registrar, Prof. Dibu Ojerinde. ``Sequel to the recent workshop convened by the Minister of Education on the modality for 2016 admission into tertiary
institutions in Nigeria, the Federal Government approved the re-enforcement of admissions guideline recognised by law. ``This is following the cancellation of the post Unified Tertiary Matriculation Examination (UTME). ``This is not the point system as widely circulated in some media. ``For the avoidance of doubt, the board wishes to state clearly that the point system is an illustration by the Registrar of JAMB. ``It is meant to demonstrate how a few institutions were us-

NULGE, MHWU threaten to drag Dickson before EFCC over unpaid salaries

National Union of Local Government Employees (NULGE) and its Medical and Health Workers Union (MHWUN) counterpart, Bayelsa State Chapters, have threatened to drag the State Governor, Henry Seriake Dickson, to the Economic and Financial Crimes Commission (EFCC) and to report him to Presi-
dent Mohammadu Buhari, if he failed, within seven days, to release for payment the N1.2billion bailout fund he received from the Federal Government to off-set the local government workers’ salaries, whom according to them, some have been owed up to thirteen months. In a communique issued at the end of the joint executive council of the two unions in Yenagoa and signed by the
Secretaries of the two unions, Comrades Tonye Jaja and Arafat Letam Wibani, respectively, and made available to newsmen, the unions stated that if the government failed to release the fund, they would have no other option than to invite the Economic and Crimes Financial Commission to step in and recover the money. According to the group, they would not accept the fifty percent salary payment as
proposed to them by the government, stressing that the wages and salaries of workers were guided by law and could not be slashed except the employees were convinced of the financial position of the state. The unions further called on the Commissioner for Local Government and Administration, Hon. Agatha Goma, to always release the monthly statutory allocation after the Joint Allocation Committee(JAC ) to
the various Local Government Councils, as required by law, while urging the state government to, without delay, release the full January and February salaries to the genuine, verified and confirmed staff of
the local government and also advised the government to release ten percent of the internally generated revenue(IGR) and twenty percent of the derivation funds for the running of the councils.

Within a period of five years, the total amount donated to various camps of Internally Displaced Persons (IDPs), across the country by the Dangote Foundation has grown significantly to N6.3billion. It would be recalled that a sum of N364 million was donated to IDPs in Kaduna, Bauchi and Gombe states after the post-election violence in 2011 rendered many homeless, while N100 million and N60 million were, respectively, donated to victims of flood disaster in Lagos and Oyo states in 2011.
Dangote Foundation donated N2.5 billion in 2012 to IDPs affected by the flood disaster across 22 states of the federation and N39.34 million to those IDPs displaced by the communal clash in Benue state in 2014. While N42.5 million was used in feeding 5000 IDP households across Borno, Yobe and Adamawa states last year, N100 million and N50 million were, respectively, contributed to the appeal fund raised by the Daily Trust newspapers to cater for the IDPs in the north-east and to support the Adamawa Peace Initiative all for the IDPs. The sum of N1 billion was also recently pledged to Victim Support Fund for IDPs across the Northeast. Dangote promised the coalition that he would do everything within his power to assist the IDPs and improve their suffering.

scientists of global repute, Professor Maurice Iwu and Professor Bath Nnaji were among other Nigerians honoured at the weekend as Distinguished Ambassadors of Christ by the Methodist Church, Owerri Diocese, Imo State. According to the Rt. Reverend Dennis Mark, the Diocesan Bishop of the Methodist Cathedral of Unity, in Owerri, the awardees were being honoured for their commitment to the service of God and humanity, emphasising that “the recipients had deployed their God-given talents, time and resources to promote God’s work in their various communities, local churches and the wider society”. The cleric said the award followed the recommendations of the Diocesan Award Committee and it testifies to the character and Christian discipline of the recipients, as well as the iconic roles they had played in the development of the nation. Professor Iwu was a former Chairman of the Independent National Electoral Commission (INEC) where he initiated farreaching reforms – including the introduction of electronic voter register, which has continued to define the nation’s electoral system. Plateau residents reject grazing, ranches policies Chijioke Kingsley, Jos

The people of Plateau State have rejected the proposed ranching policy, in spite of a robust consultative forum organised by the government to sensitise stakeholders on the benefit of the programme. In an opinion poll carried out by our correspondent in the Tin City of Jos, the capital, more than 60 percent of Jos residence frowned upon the policy, stating that the sincerity of government on the issue could not be trusted. This result is coming on the heels of the 5th consultative forum that the Plateau State Government had organised to
persuade the people on the gains of the policy. Four out of the five consultative forum, which were held in Government House, Jos, witnessed the presence of Governor Simon Lalong, his Deputy, Sonni Tyoden, the Chief of Staff, John Dafa’an and the Secretary to the State Government, Rufus Bature, except for the 5th one which was organised by the Plateau Peace Building Agency (PPBA) and a non-governmental organisation. At the 5th consultative forum, which appeared to be the last at the moment, a mild drama ensued between a Fulani and a native of Plateau. The Fulani was receptive to the idea of
ranching, while the native was insisting that the policy must not be implemented. Consequently, notable key players in the state, especially from the People Democratic Party (PDP) vehemently rejected the policy, one of whom was the immediate past governor and Senator representing Plateau North, Jonah Jang, who has issued several statements warning the present administration not to sell the state for a slice of bread. Lalong and Jang had engaged themselves in war of words since the Minister of Agriculture, Audu Ogbeh, listed Plateau State as one of the states that had indicated interest in the policy.
Lalong had accused Jang for signing a document in support of the grazing policy before leaving office, while Jang has dismissed it as laughable, challenging Lalong to publish any document where he endorsed grazing reserves for the state throughout his eight years as governor, saying that if, indeed, Lalong publishes any document, then it’s fake and would leave him with no option than to institute a legal action against the government. Jang in a press statement signed by his Media Aide, Clinton Garuba, said that, “It is unfortunate that Plateau State had found itself with a government that is willing to sacrifice its future in the mould of the Biblical Esau who forfeited his birth right for a meal of porridge.” In the statement, Jang also dismissed the accusation by the All Progressive Congress (APC)led government in Plateau that he was responsible for the antigrazing, ranching protest that greeted the policy.

United States ambassador to the country, his French counterpart and their embassies of fuelling the protests in the country last week. The authorities should instead focus their efforts to work for the

The violence started after Zimbabwean taxi drivers protested against a police crackdown in the past week and residents joined in and hurled rocks at police who fired teargas to disperse the rioters. Last week, civil servants embarked on a three-day strike starting for the non-payment of June salaries. They joined teachers who were already out of the classrooms. This was followed by a call on social media for a nationwide shutdown on Wednesday to protest the government’s “failed economic policies”. Made of 19 Ijaw-speaking autonomous communities, namely Tebujor, Opodobubo, Opuede, Okpelama, Epopo, Sagara, Azama, Ibefan, Inikorohgha, Ugoba, Kunukunama, Okerenkoko and Kurutie , Kokodiagbene, Ebama, Benikrukru, Abiteye, Kenyagbe and Oporoza, the Kingdom has the Pere of Gbaramagu as its ruler and the people venerate the Egbesu goddess. The monarch of the kingdom is His Majesty, Pere Naira Williams Ogoba, a new monarch who is awaiting the handover of his staff of office, a golden sword kept in custody of the chief priest of the Egbesu Shrine, to him by the state government. Tompolo sees the disappearance of the deity as sacrilege to his people and had asked President Muhammadu Buhari, for the return of the sword which is the symbol of the people’s heritage. by the Economic and Financial Crimes Commission (EFCC). Both Omisore and FaniKayode are indigenes of IleIfe. They are both being investigated for their roles in the criminal diversion of funds meant for arms by the former National Security Adviser, Colonel Sabo Dasuki (retd). visit, Ooni explained that he had no grudge against either Omisore or Fani-Kayode. LMC invite two more players for NPFL La Liga tour
The League Management Company has added Enyimba winger Joseph Osadiaye and John Kelechi of Plateau United to the list of invited players for the NPFL All- Stars squad for the La Liga tour. The duo’s invitation increased the number of players for the tour to 37. All the invited players are expected to report to camp on Monday for the first phase of the camping exercise that will span from July 11 to July 18. The second and final phases of the camping will open on August 1 leading to the team’s departure on August 8. The players will be released to take part in club games whenever such come up while in the camp. Only 22 players will make the final squad for the games against Valencia and Malaga scheduled for next month.

have often thought that the state of Nigerian football is usually reflected in the state of the country itself; that football cannot be immuned from what happens in the rest of the polity. Football is such an integral part of the people that whenever the country is doing well, politically and economically, if one looks closely, it is most likely that football would also be doing well. Even though this cannot be supported empirically, many people including my friend, Osasu Obayuwana, who called me up earlier this week when the draws of the African qualifiers for the 2018 World Cup were announced to express a similar opinion, believe that given the current state of affairs in Nigeria we should forget about going anywhere near Russia in 2018. You can understand, therefore, my undivided interest attempting to peer into the future, beyond the unfavourable physical conditions around the team, to see how Nigeria will fare in Group B, described already by most analysts as ‘the group of death’. I am thinking. There does not seem to be much hope ahead. The country is passing through really challenging times, economically and politically, a painful but essential cleansing process that it needs to go through to come out shining at the end of that tunnel. In that state of affairs, in my humble view, Nigerians should also brace themselves up for a truly difficult mountain climb during the World Cup campaign. The qualifying matches are already upon us with less than three months to go before the start of the first set of matches. Meanwhile, Nigerian football has been in turmoil for over one year since the elections into the current board of the Nigeria Football Federation took place. There does not seem to be an end of any sort in sight. The body language of the principal combatants in this ugly situation suggests that no meaningful resolution of the crisis would take place any time soon to set the country back on the trajectory of progress where it can start to achieve its well-acknowledged potential as a future football superpower in the world. So, with the state of affairs of the country

That is now the big question as Nigeria is drawn in Group B of the 2018 World Cup African qualifiers. The group parades four of Africa’s strongest footballing nations. Nigeria is ranked 61 in the world and 13 in Africa according to the latest global Fifa rankings. The second team in the group is Algeria, ranked 32 in the world and the highest ranked African country. The third and fourth teams are Cameroun, ranked 58 in the world and 11 in Africa, and Zambia, ranked 79 and 21 in the Fifa and African rankings respectively. Zambia is the only country below Nigeria in the rankings. To look at the table of the rankings is to start to appreciate the humongous mountain that Nigeria has to climb to get to Russia in 2018. What are the country’s chances? To start with, football administration is in crisis. An aggrieved Senator Chris Giwa, who challenged the process leading to the election of current president of the federation, Amaju Pinnick, has refused to allow sleeping dogs to lie and has rendered administration impotent. For over one year, therefore, Nigerian football has known little peace, leaving its national team in tatters. The federation is also broke. It has been unable to fuel its activities and meet all its obligations. The national team has not had a coach of its choice for several months. As a result of the high turnover of national team coaches the country does not have a set of players consistently playing together to make a team that can win matches. Nigerians even find it difficult to name the players in the national team these days. Players just pop up on the radar screen and don the national colours, often times not able to justify their call up to the team. The federation that could not meet its financial obligation to its indigenous coaches is now proposing to hire a foreign coach that will earn
several times more without any guarantees of success. This has created an avoidable faceoff between the minister of sports and the federation heads. The bottom line is that the national team, the Super Eagles, the pride of the nation, a soothing balm for the people even during tough political and economic times, is anything but ‘super’ at the moment. Add to all these the recent resignation of Sunday Oliseh as national team coach that raised several unanswered questions, and the sudden recent deaths of two of the country’s most successful coaches owed unpaid wages and with frosty relationships with the federation. The result is a smoldering pot of chaos and crisis without an end, a federation under fire from the media, the public, and even from government. With all these distractions in football administration the players no longer occupy the front seat in football matters. There is little to motivate them and turn them into the fighting

warriors that they once were, ready to fight till the end and ‘die’ for country. The production room of exceptionally talented players is drying up fast with a lack of focus on development of the game at the grassroots, in schools and in well-run and wellfunded clubs and academies. That is the state of Nigerian football going into a challenge against Algeria, Cameroun and Zambia. Except if a miracle of some sort happens, Nigeria will not be fully ready for the daunting and difficult matches ahead. Zambia have always been a hard nut to crack for Nigeria as a result of Nigeria’s style of play that traditionally suits Zambia’s close-marking, fast-running and quick-passing style. Cameroun are one country that believe, along with Ghana, that their football is superior to Nigeria’s. They are always unafraid to take on Nigeria. Nigeria usually has to be at their best to match and beat the very physically intimidating Camerounians with their aggressive yet highly technical style of football. The Algerians have been Nigeria’s nemesis at critical times several times in the past. Their current ranking is well earned and well deserved. They are the most technical of Nigeria’s opponents and to defeat them would require that the Super Eagles must also be at their best psychologically, physically and technically. Having said all that, the Super Eagles are not an easy team to defeat anywhere, any time. They would, therefore, not be any team’s sitting duck. They will put up a brave fight and leave Nigerians hopeful despite all the glaring evidences they should not be. In the end Nigerians will pray very hard for an undeserved miracle, for that’s what the country would need to make it to Russia. Everything else points in the opposite direction. Perhaps it is fitting, therefore, that its winners - via an extra-time goal from a former Swansea striker - are a team who finished third in their group and lifted the trophy having won just one game out of seven in 90 minutes. Portugal deserve credit for their pluck, but that is about it. They lost their captain and best player Cristiano Ronaldo to a knee injury midway through the first half. Caused by a challenge from Dimitri Payet, it was bad luck but nothing more. It was a firm challenge by the West Ham player but not a foul. After that Portugal simply hung on and hoped they may get a break. They didn’t. They hoped that they may get to extra-time. They did and then somehow they won it. Portugal striker Eder wrote his name in footballing history as his strike gave his country victory at Euro 2016 France should never have allowed themselves to be taken this deep into the game. They started well and although they couldn’t sustain that momentum they were the only team to create chances in the 90 minutes. Antoine Griezmann, so deadly in the semi-final against Germany, headed the best chance of his whole tournament over the bar from six yards in the second half. Then, in the 90th minute, substitute Andre-Pierre Gignac turned brilliantly in the area only to drag his shot against a post. After that, a shootout seemed inevitable. It would have suited Portugal. But moments after left back Raphael Guerreiro had struck the bar with a free-kick in the 109th minute, substitute Eder - who didn’t score for Swansea in 13 league appearances - shrugged off Laurent Koscielny 30 yards from goal, carried the ball a couple of paces and struck a low right-foot shot that Hugo Lloris saw but could not stop as it arrowed into his bottom right-hand corner. There was bedlam on the Portugal bench even if Ronaldo, complete with knee strapping, could not join in. The drama surrounding him inevitably took some of the focus away from the football. Before that happened, however, France had served notice of their intent and could have led. Perhaps the French had seen how Portugal allowed Wales to have the ball early on in their semi-final in Lyon before drawing their opponents’ sting to take the game away from them. Or maybe the home team were merely fuelled by adrenaline.

Tony Nwakaegho Naspers, the most valuable company in Africa, has been struggling and has been defeated again by an internet business in Nigeria. WeChat, the free messaging and calling app managed in Africa by Naspers has closed its Nigerian operations and moved to South Africa, reports disclosed. WeChat was developed by China’s Tencent, which is 34 percent owned by Naspers. Naspers which is based in South Africa has attempted to grow online business in Nigeria, Africa’s biggest economy, for the past 10 years haven tried marketplace websites, classifieds and apps, but it has had more misses than hits. In 2011, Naspers shut down Kalahari, its Amazon-inspired e-commerce platform, following a slow growth in Nigeria and a year later, it collapsed its classifieds site Dealfish into OLX, buying a stake in the latter. According to him, the International Telecommunications Union (2013) puts cost of fixed broadband and mobile broadband at 39 per cent and 13 per cent of average monthly income respectively. He lamented that broadband remains unaffordable in spite of broadband service providers like Main One, Glo1, SAT3 and WACS, with capacities of international
submarine cable landings at our shores. The NCS President attributed the high cost of access to infrastructure deficiency, high cost of right of way (ROW), security of infrastructure and spectrum allocation among others. He also projected that demand for broad band would increase if the country can achieve a balance between providing high-cost infrastructure and ensuring its usage through the development of appropriate instruments. The identifiable incentives, he said, included reduced taxes, free internet offices in rural areas; reduce regulatory difficulties involved in obtaining right of way permits. “There is a need for spectrum
aggregation and spectrum re-farming across the whole band by NCC to stimulate broadband supply and demand toward activities such as e-government, e-health, e-education, e-agriculture and e-commerce, open access model as a framework to enable fibreoptic cable carriers to share the infrastructure used in the deployment of their cables. “Other strategies are PublicPrivate Partnerships at both the Federal and State level to develop fiber rings across all major towns in the country; telecommunication licensees should be encouraged to lay optical fibre to all their base stations, exchanges and interconnect points employing the Open Access and Shared Infrastructure Framework.
A total of 13 Deposit Money Banks (DMBs) have declared N118 billion as Profit before Tax (PBT) in three month of 2016 (Q1 2016). According to our correspondent checks, the PBT declared by these 13 DMBs dropped by 13.4 percent or N18.2billion recorded in prior first quarter of 2015. Surprisingly, Union Bank of Nigeria, one of the struggling financial institutions in the country recorded a significant increase in PBT as it rose by 101.2 per cent to N4.7 billion in Q1 2016 from N2.38 billion in Q1 2015. Followed by Access Bank Plc, which declared an increase of 37 per cent in PBT from N16.5 billion in Q1 2015 to N22.58 billion in Q1 2016. Interbank rate hits 15%, as government raises N190b through TB Motolani Oseni The nation’s interbank overnight lending rate increased sharply by 10 percent to close at 15 percent on Friday, compare to 5 percent closed rate a week ago, and this has been linked to the payment for Treasury Bills (TB) purchases by the commercial banks. On Friday, the Federal government through the Central Bank of Nigeria (CBN) sold treasury bills worth a total of 190 billion naira ($670 million) with maturities ranging from three months to one year, with yields broadly flat. The apex bank sold 28 billion naira of the 3-month treasury bills at 9.98 percent compared
with 9.99 percent at the June 22 auction and 42 billion naira worth of the 6-month bill at 12.24 percent against 12.30 percent previously. The bank sold N120 billion worth of the one-year paper at 14.99 percent, the same rate as at the last auction. It worthy of notes that the federal government issues treasury bills as part of measures to finance the government budget deficit and also to help manage liquidity in the banking system. However, market liquidity had opened at 167.26 billion naira on Friday, but the money market went into repo after the central bank sold treasury bills which significantly reduced level of cash in the banking system,
pushing up cost of borrowing among banks. “The market was trading around 10 percent for overnight placement prior to the sale of treasury bills, but rose sharply to an average of 15 percent shortly after the result of the auction was announced,” one dealer said. Nigeria’s financial market was closed for trading from Tuesday to Thursday for a public holiday. Although, traders said interest rate should open this week around same level of 15 percent but anticipate likelihood of easing a little with the expectations of injection of about 73 billion naira in matured treasury bills and payment of debt to government contractors.

Nigeria’s oil export to rise in August Opeoluwani Akintayo Indications are pointing towards a rise in Nigeria’s oil export come August. On Thursday, Shell said it had lifted a force majeure on exports of Bonny Light crude, the latest sign that oil production is recovering after militant attacks in the Niger Delta. The force majeure was lifted from 09:00 a.m. Nigerian time (0800 GMT) following restoration of production into Bonny Terminal. Nigeria’s oil production has refused to totally cave in despite some of the worst militant attacks. Oil prices rose during the attacks, which briefly pushed production to 30-year lows. Nigeria was Africa’s largest oil exporter, but slipped into second place behind Angola earlier this year due to disruptions from militants. Still, some fields recovered quickly, steading exports from April into May, according to reports. Bonny Light exports had continued during the force majeure, a legal declaration made on May 11 following the closure of the Nembe Creek Trunk line. However, cargo loadings are expected to run without hindrance now that it has been formally lifted. Global energy data company, Platts, also disclosed that Nigeria’s Qua Iboe crude oil grade, stood at a $0.90 per barrel premium to Bonny Light, the highest since October 2013.

GCR affirms Sterling Bank’s BBB rating Global Credit Ratings (GCR), an international rating agency at the weekend, affirmed Sterling Bank Plc’s national long term and short term ratings of BBB (NG) and A3 (NG) respectively, with the outlook accorded as stable. This rating which is valid until July 2017 comes after another global ratings agency, Moody’s Investors Service, affirmed the Bank’s local and foreign currency issuer ratings of B2 with stable outlook. Moody’s had described Sterling Bank as a stable financial institution with solid asset quality, robust Information Technology and risk management processes, and high liquidity buffers. The Agency also assigned a Counterparty Risk Assessment (CRA) of B1(cr)/ Not Prime(cr) to the Bank with stable outlook. GCR in a report made available to newsmen by Sterling Bank in Lagos at the weekend attributed the Bank’s rating to its strong performance and resilience amidst challenging operating conditions.

Supervision Department, Mrs. Tokunbo Martins, has said that one or two commercial banks had failed liquidity tests but they were not in the same situation as Skye bank. Martins in a statement said the CBN is working with the banks to restore their ratios and sought to reassure depositors that there was no need to panic. “We have our eyes on one or two other banks right now but they are not in a state of distress,” she said. “We have our eyes on all banks.” After replacing Skye’s executives on Monday, depositors rushed to withdraw their funds. Martins said Skye was able to meet its obligations and that the central bank
was providing support until the new management can bring in fresh funds. Meanwhile, the central bank last Monday said Skye Bank’s liquidity ratio has been below the regulatory limit for a while and it had resorted to its re discount window for support, prompting its top executives to resign. Excessive risk taking and last year’s shifting of government funds from the banks into the central bank were partly responsible for the liquidity shortfalls, Martins said. Skye bank’s problems worsened after it used short-term funding to acquire Mainstreet Bank in 2014, but failed to attract fresh funds, she said.

Eid-el-fitr holiday: Bank customers besiege DMBs, ATM centers as work resume After the three-day long holidays for the celebration of the 2015 Islamic Eid-el-fitr festival, Bank customers across the country besieged their bank branches and Automated Teller Machines (ATM) centers in large numbers on Friday, due to the extended public holidays by the Federal Government of Nigeria. Investigations by Daily Times Nigeria, has revealed. The Federal Government had initially declared Tuesday and Wednesday of last week as public holiday to mark the Eid-elFitr celebration, but the holiday
was extended to Thursday due to the non-sighting of the moon to mark the end of the Ramadan fast. A Lagos based Zenith Bank customer, who identified himself as Mr. Chibuzor Nnamdi, told our correspondent in Lagos on Friday that the three-day holiday, had virtually left everyone in the festival mood and by Thursday most of the people were already cash-strapped, in addition to the fact that most of the ATMs during the holidays had no cash to dispense. “Some of us who are business
men have been under serious financial stress in the last few days, due to the Sallah holidays because virtually all the ATMs in my area had no cash to dispense when I got there on Thursday”, Nnamdi explained. Our correspondent who monitored the situation in Lagos and Ogun States, observed that virtually all the ATMs in Agege; Abule Egba, Egbeda and Dopemu areas in Lagos State were functional on Friday when the work resume with each of them had a large turnout of customers waiting for their
turn. It was also observed that majority of the customers came to different banking halls were there for different transactions either to make withdrawal or transfer. Another bank customer, Madam Abike Gbadamosi, disclosed that the long holiday has put Lagosians under unnecessary financial pressure, even though she agreed that most of the people needed the holiday to rest, and rejoice with their Muslim family members and friends.

Skye Bank shares fall 17.94% two days following CBN intervention Ï ƄƑ Ɗ ƄƊƄ Ǝ ƏƍƄ ƍƄ ƉƕƄƍ ƅ Ǝƍ Ƅƍ ƍƄƎƏƍ Shares of Skye Bank Plc have dropped by 17.94 percent to 87 kobo, the lowest in three months as investors continued to sell-off after the Central Bank of Nigeria (CBN) replaced its board and management. The bank’s shares moved from N1.05 on Monday the CBN announced new management to 87 kobo by last Friday, following the management’s persistent failure to meet minimum thresholds in critical prudential and adequacy ratios. CBN noted that the bank’s liquidity and Non-performing loan Ratios have been below and above the required thresholds, respectively. Meanwhile, the Chairman of Skye Bank Plc, Mr. M.K. Ahmad, clarified that the reconsti-
tution of the board of the bank by the CBN was not a takeover of the bank but an intervention to correct observed corporate governance issues under the old board. Ahmad made the clarification at the weekend while addressing stakeholders on the floor of the Nigeria Stock Exchange where the new board of the bank had gone to provide information on recent developments. While explaining that the ownership of the bank remains in the hands of the shareholders, he said the CBN does not own the bank and has not taken over the bank. The Skye Bank chairman disclosed that the apex banking regulatory body was fully behind the bank’s stability.

Lafarge Africa Plc has said that the recent naira devaluation has adversely impacted their financials, with an expected N28 billion unrealized exchange loss arising from USD (US Dollar) borrowings. Lafarge conveyed this in a regulatory report filed with the Nigerian Stock Exchange titled “Lafarge Q2 2016 Profit Warning” adding that the current gas supply shortage in the country is also expected to impact volumes for this quarter. “This announcement is based on the unaudited financial statements for the period ended June 30th 2016.” the report noted.
According to the report, the N28 billion unrealized exchange loss arising from USD borrowings, consisted of 310 million USD shareholder loans and 85 million USD external loans at the first time of the devaluation. The company also explained that these loans relate to United Cement Company of Nigeria Limited (UNICEM) and were mainly set up prior to the acquisition by Lafarge Africa Plc of its original 35 percent stake in UNICEM. Lafarge Africa Plc has since then increased its stake to fully own UNICEM.

Despite this, the NSE All-Share Index and Market Capitalization depreciated by 1.54 percent to close the week at 28,854.98 basis points and N9.910 trillion respectively. All other Indices, likewise finished lower during the week, with the exception of the NSE ASeM Index that closed flat. Nine (9) equities appreciated in
price during the week, lower than twenty-two (22) equities of the previous week. Forty-eight (48) equities depreciated in price, lower than fifty-two (52) equities of the previous week, while one hundred and twenty-three (123) equities remained unchanged higher than one hundred and six (106) equities recorded in the preceding week. Meanwhile, a turnover of 377.798 million shares worth N3.641 billion in 7,466 deals were traded last week by investors on the floor of the Exchange in contrast to a total of 1.469 billion shares valued at N17.065 billion that exchanged hands previous week in 21,246 deals. The Financial Services Indus-
try (measured by volume) led the activity chart with 305.334 million shares valued at N2.011 billion traded in 4,260 deals; thus contributing 80.82 percent and 55.23 percent to the total equity turnover volume and value respectively. The Oil And Gas Industry followed with 32.753 million shares worth N341.230 million in 1,029 deals. The third place was occupied by the Consumer Goods Industry with a turnover of 16.258 million shares worth N635.951 million in 1,179 deals. Trading in the Top Three Equities namely –FBN Holdings Plc, Guaranty Trust Bank Plc and Access Bank Plc (measured by volume) accounted for 122.347 mil-

Excerpts: Sir, there is this recurrent issue of reluctance by multinationals, oil and gas and telecoms companies to list on the NSE. What exactly is the national assembly doing to correct this? As part of Bureau of Public Entreprise statutes, there is a clause that says companies that are successful should list part of their equities on the NSE, but so far that hasn’t been done. Now that we have this information we shall look at some of the
profit, listing on our market, and by that we would deepen the market, and then have resources that we can channel from the market to addressing the critical shortfall that we have in terms of infrastructure. Candidly, without infrastructure we cannot develop, and a better way of addressing our infrastructure deficit is through raising money from our capital market. We’ll ensure multinationals enlist on the Exchange – Dogara agreements with these companies and where there are clauses that require them to list on the market and they haven’t done so through the powers of oversight, we would ensure that that is done or that they are penalised in line with the agreement that they signed with the Bureau of Public Entreprise. But I want to make it very clear that as a responsible parliament and a responsible government, we cannot just sit down and say we would continue to do things the way we used to and expect a different outcome. Nigerian is the number one economy in Africa, our stock market must have a corresponding status as number one on the continent and we must strive to achieve this, even if it means inventing some kind of legislative tools to ensure that this is done. Once a company is privatised and you are the successful bidder, you must list a reasonable part of your equities in the stock market, we we would follow through to ensure that this is done. We want to ensure also that is done in respects of spectrums given out. The spectrums given out to telecoms companies before, gladly is going to elapse very soon, so we would ensure that it is a cardinal requirement, that they must register reasonable part of their equities. If we do that, I sincerely believe that sooner than later, we would be able to achieve the goal of these companies making huge
companies, oil and gas companies, multinationals need to list. It’s even more unacceptable where they are not quoted in the country but are quoted elsewhere. The flow of resources from the citizens to the companies is what make them rich, its what gives them the profit, and as a responsible government we must develop a mechanism where even if it’s not all the profit they make that is being redistributed at least, a reasonable part of the profit made, must be shared to Nigerians. That is the way we can engender economic prosperity on behalf of our citizens. The report on the railway act has been taken, the public hearing has been held. The report is there and it’s been awaited, so sooner than later we are going to have a new railway act. I know there are opportunities for private participation and once that is passed private individuals and businesses can then build and own railway systems in Nigeria, and they can do that by raising capital from the capital market that I believe will further deepen and put more resources in the capital market. How sure are you on the Nigerian Capital Market, what is the government doing to boost investor confidence? There is need for us to deepen the market, but firstly there is a need to create and sustain confidence in the market. For confi-
dence to come back fully into the market, one of the issues to be addressed is the issue of sanctions. People who commit infractions need to be dealt with. In the past that wasn’t the practice. If you recall, the crash in the market did not occasion any serious prosecution to those who perpetrated the frauds and lots of insider dealings, that I can say because I was part of the members of the committee that investigated what led to the crash in the market then, so I know some of these issues, but we were not able to deal with those who perpetrated the malpractices that led to the crash of the market. What we are doing now is that we are amending certain principle enactment with the IAST, ISA 2007, CAMA and some other legislations to ensure that regulators are on top of their jobs and they retain the legal tools and capacity to punish severely perpetrators of malpractices. We would start dealing with this and when our citizens see that there is a transparent line of authority as to when something happens it can be immediately dealt with then confidence will naturally come back. I’m happy that the council is supporting us because of their engagements today, the development of a complaint process mechanism which got submitted through the executive of the Securities exchange commission eventually made it to national assembly so that we can see what
we can do about that, but for us to reign in the confidence of investors people must see clearly that regulators are on top of their Jobs. Then a lot of people will come into the market. What efforts are being made by the parliament in terms of enacting laws to boost the Capital Market? In the past there have been no synergy between parliament and council, however we have worked towards that and there is a positive synergy between legislature and council. I believe that utilising this synergy we can achieve a lot. We have had cause to craft a master plan, which I believe is commendable in all respect. The implementation of the capital master plan over a ten year period which has been projected brings no doubt that it will result in the realisation of the full potentials of this market. In order to show how serious parliament is and to underpin the fact that the government places a lot of premium on this market. The Senate president and myself who personally attended a stakeholders summit held weeks ago, promised that we will implement the outcomes generated from the stakeholders summit. We have noted the issues raised and I can tell you that we are addressing these issues through some of the bills before us. Talking about stakeholders engagement, when addressing bills,
as part of our process and rules, once a bill scales through second reading, the next process is for a public hearing to be held on it, and the reason why a public hearing is held, is to throw the door open to all relevant stakeholders who have the expertise in the field to come and speak to us. So when we speak with relevant stakeholders, such dialogue will improve the quality of legislations that will come out from the National Assembly, which would help us to craft legislation that will speak to the yearnings of those sectors in the society. How many capital market related bills are currently set before the parliament. The truth is I cannot sit and count the amount of bills set before the parliament, but I can tell you that we are not only addressing the issue of the capital market, we are after the holistic business environment in Nigeria, and what we did was to constitute a committee of eminent jurors in Nigeria. Some of which are senior advocates, this team of experts have been working for close to a year to look at the entire gamut of laws we have relating to business. With the efforts of this committee, we have passed 85 bills- the highest in a year. We have also taken a total of 235 bills from that committee and if we are able to pass all these bills, we would have been able to clean our status books and modernise them.
