Politics Page Three Æ s Editorial Increasing child abuse in Nigeria By the time anyone reads this editorial, tendency is that a child will be abused in one part of the country or the other. In fact, the increasing child abuse in Nigeria is becoming a social embarrassment and national disgrace. We are very much concerned about this negative phenomenon, which if unchecked, would jeopardise the future of our children and that of the country. What is child abuse? It is defined as the physical, sexual or emotional maltreatment or neglect of a child or children. It is also any act or series of acts of commission or omission by a parent or guardian that results in harm, potential for harm, or threat of harm to a child. Although child abuse can appear in different forms and the awareness levels of people and their reactions to it may vary, however the importance and extent of this predicament is a global issue. The family is the most important and the original institution of society for bringing up and protecting children. However, this same institution can be the cause of violence, pain and suffering. Today in Nigeria, children are murdered, maimed, assaulted, battered, and even sold. These activities are to the detriment of the child’s physical or mental health, education, moral or social-emotional development. Increasingly, they are employed as child labour, even as many are becoming the family breadwinners. It is common these days to see children below the ages of five and six years hawking wares on busy roads and highways when they should be in school. In the course of this, they are exposed to dangers posed by vehicles and even kidnappers. According to recent survey carried out by the National Population Commission (NPC) in conjunction with UNICEF and the US Centres for Disease Control and Prevention, found a high prevalence of violence against children in Nigeria. Approximately
six out of every 10 Nigerian children experience some form of physical, emotional and sexual violence before the age of 18 years. One in two children experience physical violence, one in four girls and one in 10 boys experience sexual violence, and one in six girls and one in five boys experience emotional violence. Even more alarming is the increasing sexual violence against young girls by those who should be protecting them. Such acts sometimes results in the transmission of venereal diseases and even HIV/AIDS. It bears repeating that all violence against children and especially child maltreatment occurring in the first decade of life is both a problem in itself and a major risk factor for other forms of violence and health problems through a person’s life. Studies have shown that child physical abuse, sexual abuse and other childhood adversities are the cause of excessive smoking, eating disorders, and high-risk sexual behaviour, which are associated with some of the leading causes of death including cancers and cardiovascular disorders. Generally, the exposure of children to violence results in their greater susceptibility to a wide range of lifelong social, emotional and cognitive impairments. We are therefore calling on the National Assembly and state Houses of Assembly to enact a comprehensive Child Rights Act to protect the Nigerian child from all forms of abuse. A nation’s future may be measured by how it treats and provides for its children. Therefore, a just, vibrant, and thriving Nigeria is predicated on protecting children from violence, abuse, neglect and exploitation. What the country needs now is a commitment in addressing the increasing violence against children. To achieve this, we must promote a clear and unequivocal intolerance of all forms of violence against children within society.

day, President Muhammadu Buhari called on Britain and Switzerland to speed up the processes of investigation and prosecution of corrupt former Nigerian officials and their accomplices as well as repatriation of the stolen funds, not a few Nigerians were excited. They were not excited because the call portrayed that Nigeria had failed in bringing such corrupt officials to book. Nigerians were also not excited because the call meant that Nigeria had inadvertently outsourced the prosecution of such former officials and others who corruptly enriched themselves
to Britain, Switzerland and other countries of the West. Among the questions that agitated many Nigerians in view of the call were - First: Was President Buhari by the call not asking both countries and others in the West to do Nigeria’s primary job of ensuring that officials who engage in corruption are swiftly investigated, prosecuted and sanctioned appropriately within her jurisdiction? Second: Was the President by the call not showing early signs of helplessness with regards to the fight against corruption as well as the slow pace of corruption cases in Nigeria? Whichever way, the fact is that the call by President Buhari would not have been necessary if Nigeria did a good job in swiftly investigating and prosecut-

ing corrupt officials. If the war against graft were fought in Nigeria as in other countries of the globe, the West in particular, the number of Nigerians who elope with public funds to Britain, Switzerland and other Western countries would have reduced. Fact is that it is Nigeria’s duty to ensure that public officials who tamper with funds in their care are brought to book and that swiftly. When Nigeria fails to do her duty, it becomes easy for her to ask others to do so for her. This is sad and President Buhari, who rode to power promising to fight corruption to a standstill should refrain from giving the impression that the West should take over the task of fighting corruption in Nigeria.

day (Tuesday) as many of the Ministerial nominees have been thronging the Senate to file their papers and credentials. Amaechi and Mrs. Mohammed had appeared before the Senate Committee on Ethics and Privileges detailed by the Senate to probe the petitions filed against them. Amaechi had through his lawyer, Edward E Pepple, written the Senate to dismiss the allegations filed by the Integrity Group which alleged that he corruptly enriched himself with the resources
of Rivers State to the tune of N70 billion. He said the allegation against Amaechi was grievous, heinous and untenable, adding, “It is malicious, dubious and libellous as it is falsehood”. The lawyer in his memo to the Senate, stated, however that the matter preferred against the former governor of Rivers State was already in court and hence would amount to subjudice in the event that the Senate allows hearing on the matter. The former Rivers State
governor who appeared before the Senate Committee in person, however, said he was ready to defend himself on the allegations levelled against him, affirming that the case was in court and hence may not be able to say much to the Committee. The Committee Chairman, Senator Sam Nwuanyawu, in response expressed regrets that the matter the Committee was to treat was already a subject of litigation. EFCC arrests Suswam, ex-Benue gov. Continued from page 1 to stop a Judicial Commission of Inquiry from probing his administration. Suswam was governor of Benue State from May 29, 2007 to May 28, 2015. He was being quizzed at the EFCC office in Abuja over alleged graft in his state, at the time of this report. The EFCC spokesman, Wilson Uwajuren, confirmed Suswan’s arrest by the antigraft agency. “He was invited by the EFCC in connection with ongoing corruption investigation in Benue state,” he said. Recall that the commission on Friday grilled his former finance commissioner, Mr. Omadachi Oklobia, for hours in Abuja with a view
to eliciting vital information that may help them in confronting Suswam. Oklobia, who is also said to be involved in the Suswam alleged corruption case, reported to the Wuse 2 head office of the EFCC around 10 am and was questioned under what a source in the agency called ‘under caution’ because of his ‘complicity in the case. A top source confirmed that Oklobia, who served as Finance commissioner under Suswam was invited by the commission to defend allegations of diversion of public funds, abuse of office, embezzlement and fraud committed by them while in office. The source said: “Oklobia arrived the EFCC office in
Abuja at about 10 am where his statement was obtained under caution based on his complicity in the allegations of diversion of Benue State funds while they were in office.” Recall also that the incumbent Benue State Governor, Dr. Samuel Ortom, has already raised a Judicial Commission of Enquiry to probe ex-governor Suswam for alleged looting of funds running into hundreds of millions of money. Meanwhile, the Chief Judge of Benue State, Justice Iorhemen Hwande, on Monday, granted an exparte motion filed by the former Benue State governor to stop a Judicial Commission of Inquiry from probing his administration.
Suswam had filed a suit restraining the state government through the commission from probing his eight year administration that terminated in May 29, 2015. In the exparte motion, Suswam queried the constitution of the panel which according to him was done unlawfully, arguing that some members of the panel lacked the locus standi to sit on it since they were part of his government. Ruling on the motion, on Monday, Justice Hwande granted the motion and directed that the panel be served with the injunction within seven days and further asked that the commission stop forthwith, the trial of the administration of Suswam.

The report by the Senate is lending credence to moves by the Senate to clear all nominees, contrary to expectations that some of the nominees may be dropped. The Chairman Senate Committee on Ethics and Public Petitions, Sen. Breeders Association of Nigeria on Monday asked the Yoruba socio-cultural group, Afenifere, to withdraw the two weeks ultimatum issued to Fulani herdsmen living in the South-West over the recent kidnap of Chief Olu Falae by alleged Fulani herdsmen. Addressing a news conference in Abuja, National Secretary of the association, Mr. Baba Ngelzarma, condemned the recent abduction of the former SGF. Ngelzarma admitted that the kidnap of Falae was a criminal offence that must not be allowed to go unpunished by security agencies
but noted that it was unfair to brand all Fulani herdsmen as criminals. The group added that their members were also suffering from the activities of kidnappers who collect ransom from the herdsmen in addition to carting away their cattle. The former SGF was kidnapped from his farm in Ondo State on Monday, September 21 with his abductors demanding for a cash sum of N100 million naira, later reduced to 90 million naira, as ransom. In Abia State, Senator Enyinnaya Abaribe of the PDP had his election nullified by the National Assembly Election Petition Tribunal sitting in Umuahia. Delivering the judgement, the lead judge stated that the election of Senator Abaribe was inconclusive due to irregularities in two local government areas namely Obingwa and Ugwunagbo. The candidate of All Progressive Grand Alliance (APGA), Chris Nkwonta, had petitioned the tribunal seeking nullification of
Abaribe’s election on the basis of electoral irregularities. Abaribe said his team were confused about the ruling stating that his legal team had applied for a certified true copy of the judgement, so as to guide him in deciding on an appropriate response. Abaribe, a three-term senator, was first elected to represent AbiaSouth Senatorial District in 2007. In Enugu, the National Assembly Election Tribunal, led by Justice M.O Adewara, nullified the election of Gilbert Nnaji of the PDP. Nnaji was elected in April to represent Enugu East Senatorial District. In a ruling, in favour of
a former governor of the state, Chimaroke Nnamani of the Peoples Democratic Change (PDC), Justice Adewara nullified Nnaji’s election. After the hotly contested election, Nnaji scored 69,544 votes against Nnamani’s 57,528 to win the contest. The city of Enugu erupted in jubilation after the tribunal delivered its ruling. The Independent National Electoral Commission (INEC) will be required to conduct fresh elections in Enugu in 90 days. The nullification of Nnaji’s election will be the third time the election of a PDP senator would be nullified by an election petition tribunal in the last two weeks.

If even a small percentage of the amounts spent by our ruling elite in fighting media wars, legal wars and political wars like impeachments were spent on our communities, life would not as bad as it is today for most our
citizens especially in our rural areas and urban slums. Governor Boni Haruna had a running battle with the elites when he held sway as governor of the state. Millions of naira was spent in legal fees, media war and several impeachment threats against him. In the end, he barely survived all the sinister plots and conspiracies. However, in the process, he lost a lot of steam and in some instances even the focus and direction of governance. Meanwhile, the helpless and often hapless citizens became the losers. His government could not effectively concentrate on its core mandate and as such ended up really not doing much to uplift the state to the level expected. The same elite that hounded Governor Haruna ganged up to launch attacks on Admiral Murtala Nyako as the Governor of the state. Shortly after Nyako assumed power, they again teamed up against him and almost rendered the state ungovernable. Millions of naira
was again spent in ceaseless media wars, spirited legal battles and an impeachment process that surpassed all in terms of money spent to achieve the goal. In the end, the state witnessed the greatest instability in the history of any political unit in Nigeria with 7 Governors presiding over the affairs of the state in eitght years. It left the state heavily indebted, unstable and bruised to the point of being prostate. In the process no one gave a thought to the plight of the citizens. Now it appears the Adamawa elites are back to the drawing board, formulating what could be a new vista of war with the government of Senator Muhammad Umar Jibrilla. Already some cases are in court seeking to nullify his election through the back door since his fellow contestants in the last election did not go to the tribunal to challenge the validity of his election. So much money is already being spent in the vain process of truncating the regime through
a legal process instituted by people who have no stake in such matters except as glorified spoilers. We have also started seeing the media war in the sponsorship of a false news reports in both the social media and conventional media. One of such ungodly reports claimed that the People of Mubi, the governor’s own hometown had barred him from visiting home. They did not take into cognisance that His Excellency just approved the construction and refurbishment of 14 Roads in Mubi in order to reposition Mubi area back to its economic relevance in the State. Mubi has always been the commercial nerve centre of Adamawa State and the governor as a private sector person with thriving businesses in Mubi knows that more than anyone else. He has also ordered the completion of an ATV Boaster Station in Mubi and visited the Water Treatment Plant in the town with a view to putting it back to shape among many initiatives for the Town.

the Council Chamber of the Presidential Villa, Abuja, on Monday, when the AuditorGeneral of the Federation, Samuel Ukura, presented the environmental audit reports on the drying-up of the Lake Chad to President Muhammadu Buhari. Having observed that the report presented did not reflect the feasibility study carried out by a team under the tenure of former President Olusegun Obasanjo for
which Nigeria committed about five million dollars, Buhari said he was disappointed at the report and asked the auditor general to explain the omission. Ukura in his narrative claimed that the feasibility report was not made available to him for the purpose of the audit report, and swiftly passed the buck to the Lake Chad Basin Commission (LCBC) as the agency that ought to be custodian of that report. Bewildered by the submission of the Auditor-general,
the President asked that someone should interpret what he meant, and later asked the Executive Secretary of the LCBC, Ambassador Sanusi Imran Abdullahi, to give his side of the story. The LCBC Executive Secretary, however, explained that the document in question was already in public domain. Buhari said: “I have to digress here based on personal knowledge of this. I saw an article in a journal in 1978 that a professor in the University of London in 1925 had foreseen what we are just seeing. “I handed over the article
to Gen. Obasanjo and I understand that Gen. Obasanjo took the initiative sometimes ago; it is on record that he is the only Nigerian that has presided over the country for more than 11 years. “He gave $5 million to the study, and the study was that unless some of the rivers from the Central Africa Republic are diverted to empty into Chad Basin, Lake Chad will dry up. “I understand that this report which was sponsored by Nigeria has been submitted. I am a bit disappointed that in the speech of the AuditorGeneral, there was no mention of this report, whether
my own report was correct: that $5million was given. “One of the recommendations was that at the time the report was submitted, the cost of diverting one of the rivers to empty into Lake Chad would be between $13billion and $15billion. “I will like the AuditorGeneral to comment on this, whether they have received this report or the Ministry of Water Resources. I think this government will like to see this report and see how we can ask our foreign friends how they can help us. “This is because if that river is diverted to empty into Chad Basin, I think it
will affect at least, two million Nigerians and another two million from Cameroon, Chad and Niger to resettle and perhaps that will help us to stop Boko Haram around that area. “This is because once we identified the enormous number of people there and their activities. We have to check desertification there.” The Auditor-General then replied: “The report was not made available to the group, it was only made available to the Lake Chad Basin Commission, may be they will be in a better position to comment on it. It was not mad available to us during the study.”

But like the Colombians said, we are not waiting until we kill off every insurgent to say we have won. “I believe that once the military has the upper hand, other measures that have to be taken will be put in place. “There will be measures of socio-economic development, education, employment. All that has to go into the process of eventually winning the war and saying, there is Uhuru. Accordingly, the former President said Buhari’s ultimatum to the military to end Boko Haram insurgency in three months was realisable, since the military
didn’t have to kill every insurgent before declaring victory over terrorism. He said: “The president must give a target. When you give somebody a target, you give him something to aspire to, giving him an objective. Target is not cast in stone. “I believe that if you are talking of getting the upper hand, gradually, we are getting the upper hand. “We are not there yet but we are getting close. And once we are getting upper hand, we move on and do other things.” Obasanjo who visited Buhari with a delegation from the Copenhagen Foundation said they got
interested in the Colombia’s experience because of the length of time the government had been fighting the FARC rebels and wanted to learn what had made the insurgents resilient. He said the Foundation produced a book from its findings and he thought he could make a contribution by bringing the Foundation leaders to discuss their experience and reports with Buhari to assist him in the fight against Boko Haram. “We went to Colombia to see how all the Colombian authorities were handling the issue of insurgency which had been with them for more than 50 years.

But what we are going to do is to package the documents, look at their natures and be able to do our report and send to the Senate by tomorrow (today) or next”. Meanwhile, the Senate on Monday received the second batch of the ministerial list from President Muhammadu Buhari. The Senate President confirmed the receipt of the list on his official Twitter handle on Monday afternoon. “Few minutes ago, on behalf of @NGRSenate I received the 2nd batch of #Thelist of #MinisterialNominees,” Saraki tweeted. The envelope containing the list of 15 additional nominees was brought to President of the Senate by the President’s Chief of Staff, Abba Kyari and the Presidential Adviser on National Assembly Matters (Senate), Senator Ita Enang. During the parade Liu stood next to Kim and the two were shown smiling and conversing. In a conciliatory letter to the North Korean leader, Chinese President Xi Jinping said "The long friendship between China and North Korea is a treasure made,” and that he hopes the “relationship will continue to grow.” During his speech Kim Jong Un also emphasized the strong historic ties between the two allies. Although North Korea is dependent on China for economic support, relations between the two allies have been strained after Pyongyang conducted its third nuclear test in 2013. China supported United Nations sanctions in the wake of the 2013 nuclear test and the young North Korean leader who took power in 2011 has yet to visit China.

Adeyemi to return to the upper legislative chamber suffered another setback as the National Assembly and State House of Legislative Election Petition Tribunal, sitting in Lokoja, Kogi State, on Monday, upheld the election of Senator Dino Melaiye, as the winner of Kogi West Senatorial District. Justice Akon Ikpeme led-tribunal, while delivering judgment on the petition brought by Senator Smart Adeyemi challenging the victory of Dino Melaye, said the petitioners failed to prove their case beyond reasonable doubt that the March 28 election was fraught with irregularities and conducted by INEC in non- compliance with the electoral act. Ikpeme said the petitioners relief that Dino was not duly elected with the majority of votes cast;
that Smart Adeyemi scored the majority of vote cast and ought to be declared winner; the order to declare the 1st petitioner (Adeyemi) as the winner and the order to withdraw and nullify the Certificate of Return issued to Melaiye, and the order that Adeyemi be issue the Certificate of Return is refused. She said though the report of the recounted votes ordered for by the tribunal shows that there were 2, 247 invalids votes counted for Melaiye as revealed by the recounting exercise, but it was not substantial enough to invalidate the result initially declared by INEC as the petitioners failed to produce an alternative result sheets. "The petitioners has not justified the arithmetic manner they compute their votes; the petitioners also failed to plead their case, voting unit by voting units, ward by wards; there are 562 poling units in Kogi West Senatorial axis,

Afenifere, Arewa and Fulani herdsmen

he criminal activities of Fulani herdsmen in the South-West which culminated in the sad kidnap and torture of elder statesman, and a leader of the Yoruba, Chief Olu Falae made the Pan-Yoruba group, Afenifere to issue a strongly worded warning to the Fulani herdsmen. As was always the stock in trade of the Arewa Consultative Forum, a counter warning was issued to Afenifere, upbraiding the group for the communiqué it issued shortly after Olu Falae regained his freedom from the the suspected Fulani herdsmen who kidnapped him wherein the Yoruba group stated that “If the federal government fails to stop Fulani herdsmen from attacking Yoruba people, it may result in a situation where the South-West people will have to defend themselves.” The ACF has picked on this statement, to justify its desperate attempt at defending and covering up criminal elements of the Fulani descent. For the avoidance of doubt and from the quote, Afenifere was clear as to who their warnings were directed at. An honest analysis of the state-
ment simply implies that Afenifere never and I do not think that such a respectable group will ever condescend so low as to criminalise a whole region, tribe or race as the ACF would want us to believe. Those affected by Afenifere’s admonition are clearly stated: the Fulani herdsmen who attack Yoruba people. This antic of the ACF is agelong. It is the same antic they use to try to cow other regions into doing their biddings and a way of always having their way in all matters concerning the nation. Rather than face the more urgent and criminal issue of the wanton attacks perpetrated by their kinsmen, they prefer to pander to the gallery. They have always behaved like a heady headmaster who goes about dishing instructions to his pupils who must obey without hesitation. This stupid mindset must stop! It is this same antic they used to silence the leaders of NorthCentral where the reprehensible criminal activities of these Fulani herdsmen have since assumed a brazen proportion. One wonders why, in spite of the incessant killings, maiming and raping of innocent people including women and children, the Arewa has found
it convenient to look on as if the lives of the victims do not matter. No region or tribe can or should intimidate the other! It is this same antic that has been used to cow our security agencies which appear powerless while the killings take place in the North central on a regular basis. If not, one wonders why a Fulani herdsman would be allowed to move about freely with dangerous weapons including machetes, swords and even AK 47s without being challenged by security personnel? Are there two different laws for the handling of weapons and firearms in Nigeria, one for Fulani herdsmen and other for the rest of us? What would happen if a man dressed in Igbo or Yoruba attire moves about with an AK 47 rifle in Lagos, Enugu or Kano? Would such person not be promptly arrested and charged for illegal possession of firearm or for endangering public safety? According to recent reports, residents of Enugu, South-East Nigeria, have also raised alarm over the destructive activities of these herdsmen. Rather the ACF to call their herdsmen to order and urge them to respect the rights of their hosts, they are busy sounding tough for vain purposes.
It would be a mistake if anyone thinks what the Afenifere sets out to achieve is to demonise any particular race, region or tribe. Those in focus are Fulani herdsmen who attack people with reckless abandon. It is good to make this distinction because among the Fulani are lawyers, doctors, engineers etc who have made their marks in their different professions. Therefore, it is even more criminal to categorise all Fulani as herdsmen as ACF has attempted to do while denigrating the Afenifere communiqué. What we ask for is mutual respect and peaceful coexistence among all peoples of Nigeria. A situation where a group raids other peoples’ farms and destroys their crops without let or hindrance leaving behind trails of blood and sorrow is no longer acceptable. While we call on the security agencies to be brave and perform their duties without fear or favour, let it be stated that the usual antics of the ACF to cow other regions the way they have succeeded in emasculating leaders of NorthCentral has failed, and the warning of Afenifere should be heeded to forthwith as to do otherwise could degenerate into an unwanted state of mass retribution for the criminal Fulani herdsmen.

The list finally revealed the ‘Noisemakers’, as most of them are reprocessed. The anticipated expectation was to have new broom to sweep the debris in the community, along the vision of President Buhari, prompting his body language to provide adequate services for Nigerians. Why the long wait for Buhari’s ‘Noise Makers’? According to The Sun Newspapers, Wednesday, September 16, 2015, defending his delayed announcement of the Ministers, Buhari declared, “The civil service provides the continuity, the technocrat. In any case, they are the people who do most of the work. The ministers are there, I think, to make a lot of noise, for the politicians to make a lot of noise”. In some occasions, Buhari could be politically ingenuous in his choice of words, understanding how democ-
racy works, regardless what the constitution says. According to Buhari, Ministers are mere ‘Noise Makers’; which he has demonstrated since May 29, 2015; for the Civil Servants to continue doing the work if the Constitution allows. Civil Servants and Technocrats across the universe are the strength of governance. However, Nigerian ministers ought to have the charisma to sell government policies to the public. Nevertheless, Buhari could be naïve in wanting to convert civil servants and technocrats to politicians by his late announcement of the partial list of his Ministers. It will be an act of negligence for the government to make civil servants accountable for selling government policies to the public. In Buhari’s opinion, the Constitution is wrong in making provision for the ministers, the political officials, to engage in policy decision-making, allocating national resources to communities, groups and the general populace, to ensure the legal apportionment of society values or resources, not necessarily noise making responsibilities. Whereas civil servants on the other hand ought to be pre-occupied with policy executions. Possibly Buhari’s choice of christening them ‘Noisemakers’, could be the yardstick to measure
their competences, depending on how much noise they could make in their duties and responsibilities. Should they be addressed Honorable Noisemakers as part of the changes Nigerians craved for? Buhari definitely knows his game plan by delaying the appointments of the ministers till September 30, 2015. The delay could be part of the scripts to get rid of Olubukola Saraki as the Senate President, just like Buhari’s ‘party’ threw Olushola Saraki out of his Senate leadership position in 1983; and in 2015 Buhari’s party wants to throw out Bukola Saraki out of his Senate President position. We hope that the list submitted to the Senate is not being used as bait for the Senate confirmation of the ministers and bounced back on Saraki again; hence, the short-lived Buhari’s honeymoon could be over like a hot coffee placed in the freezer. Unfortunately, surprises are awaiting the country on the outcome of the premeditated Senate issue. Most Nigerians were shocked for the release of the anticipated Buhari’s ‘Noise Makers’, with some recycled politicians, which is like putting old wine in a new bottle. It does not demonstrate the change Nigerians envisioned. There is no room for the administration to give excuses about the handing over note which was given

Buhari could have penciled down that would occupy at least the major important positions. The expectation was to introduce new blood and better ways of running government when the screening of ministerial nominees commences today, October 13, 2015. It is highly imperative for the Senate to redeem itself of fighting corruption, earn the trust of the public, impersonal in the exercise, make the criterion for screening public, muster the courage to reject incompetent and morally bankrupt nominee. We expect the Senate to match qualifications, skills, and qualities of the nominees with their respective assignments; whether they are capable, or qualified for the assignments, not the cosmetic ancient screening of ‘take a bow and exit’, which is bad for democracy. Would the nomineesdeclare their assets; as required by Section 120 of the Standing Rules of the Nigeria Senate, which indicates that “…the Senate shall not consider the nomination of any person, who has held any public office as contained in Part Two of the Fifth Schedule of the Constitution prior to his nomination, unless, there is a written evidence that he has declared his assets and liabilities

A further breakdown in the report also indicated that the total export crude Oil & Gas receipt for the period of January – August 2015 is $3.420billion,out of which the total receipts of $0.61billion was remitted to
federation account as dollar proceeds while the balance of $2.815billion was used to fund the JV Cash Call for the period. The report also noted the receipts which witnessed a sharp decline of more than 67% from September, 2014, when the receipt was at its peak, to July, 2015 with dire consequences to the federation. The NNPC report also disclosed the continued decline in oil price leading to insufficient cash available to meet monthly JV Cash Calls obligations of about $615.8m as appropriated by the National Assembly. It also revealed that the sum of N723.82billion for Domestic Crude Oil and Gas Sales proceeds has been paid to the federation account from January to August 2015 as Naira proceeds.
Ecobank, one of Nigeria’s top ten commercial banks with an asset net worth of $6.174 billion, commanding presence in over 36 countries, has planned to step up its agricultural loan facility to Nigerian farmers currently standing at N84billion in the next four years. This move is in line with the Federal Government’s concern to revamp the sector, the bank’s Country Manager on Agriculture and Export Finance, Abel Ajala, disclosed. Ajala, said the plan was part of the bank’s strategic initiative to increase support to the agriculture sector in Nigeria. According to him, the bank is working closely with Central Bank of Nigeria (CBN) and Bank of Industry (BoI), using intervention funds and other schemes to avail credit facilities at concessionary and single digit interest rates. “Apart from the bank’s direct lending to agriculture sector, Ecobank has supported many stakeholders in the sector to obtain BoI’s loans and various CBN-support facilities for agriculture such as Commercial Agricultural Credit Scheme (CACS), Nigeria Incentive – based Risk Sharing for Agricultural Lending (NIRSAL) at a single digit interest rate. “Ecobank also plans to grow the BOI/CBN funding portfolio in the bank significantly in the next four years,” Ajala said. The bank has a profound integrity for supporting farmers and entrepreneurs across Africa. In 2014, Ecobank increased its loan facility to the agricultural sector in Ghana with 152 million Ghana Cedis. Nigeria loses $966m to crude oil swap deal — NEITI The Nigeria Extractive Industries Transparency Initiative (NEITI) on Friday said the Federal Government lost $966m in revenue from the crude oil swap deal between 2009 and 2012. NEITI’s Communications Director Orji Ogbonnaya-Orji, made the disclosure in Lagos at a forum on subsidy organised by Media for Oil Reform in collaboration with School of Media Communication, Pan Atlantic University. Crude Oil Swap is an arrangement by the Federal Government whereby the Nigeria National Petroleum Corporation supervises the trading of the nation’s crude oil for refined products. Ogbonnaya-Orji said there had been public concern about the objective of this arrangement was being compromised. He explained that in 2012 alone, the cost of crude oil swapped was $6.4bn, while value of refined products returned to Nigeria was $6.3 bn. This, he said, left the sum of $100m as revenue loss incurred by government. He maintained that similar concerns were raised with subsidy payment, noting that NEITI’s audit reports disclosed that N4tn was oil subsidy payments between 2006 and 2012. Ogbonnaya-Orji said that in 2006, N219.72bn was spent on subsidy, in 2007 N236.64bn; 2008 N360.18bn; 2009 N198.110bn; 2010 N416.45bn, 2011 N1.9tn and in 2012 N690bn. “The subsidy payments in 2012 amounting to N690bn when compared with N1.9tn paid in 2011 showed a 29 per cent reduction. “This reduction may be due to the January 2012 national protest against oil subsidy,” he said. The NEITI media director said the transparency initiative audit also revealed that NNPC had claimed that a total sum of N1.7 tn was paid as subsidy between 2006 and 2012. Orji said, “NNPC deducted this sum directly from domestic crude oil proceeds before remitting the balance to the federation account. “Subsidy deductions by NNPC increased by 110 per cent from 198bn in 2009 to N416bn in 2010, and 89 per cent in 2011 from N416bn to N786bn. “The increase between 2009 and 2011 alone was 186 per cent from N198bn to N786bn.”

NPA advocates improved port infrastructure to facilitate export Stories by Funmi Coker The Managing Director of Nigerian Ports Authority (NPA) Mallam Habib Abdulahi has advocated for the provision of adequate port infrastructure by the Federal Government and the private sector to facilitate export activities through the nation’s seaports. He however pointed out that other factors which might be extraneous to the Authority are also critical towards achieving enhanced export activities in the nation’s seaports. Stressing that the provision of appropriate port infrastructure was necessary to enhance trade in the economy, Abdullahi assured that the Authority would encourage any effort designed to change the trade orientation of the nation from import dependent to export. The Managing Director was speaking through the General Manager Capital Project, Engr. Rufai Mohammed in a paper titled “Providing Enabling Port Infrastructure to Enhance Trade” at an event in Lagos. He reiterated that as globally accepted seaports accounts for over 80 per cent by volume of International trade and commerce, emphasising that for a seaport to be competitive, it must have a robust infrastructural base amongst other requirements.
He argued that with the major infrastructural improvements embarked upon by the Authority in its ports and harbour in all its four pilotage districts, coupled with the impending 25 year port master plan which has reached an advanced stage, the Organisation is being positioned to properly meet the demand of all categories of port users for both imports and exports. The NPA chief executive explained that mindful of the Federal Government determination of delivering an efficient port system for the overall good of the nation’s economy, the Authority was consolidating and entrenching the gains of the port reform by facilitating and synergizing the activities of the Private Terminal Operators, Shipping Lines, Freight Forwarders and other stakeholders, as well as improving the existing port infrastructure. Abdullahi, who enumerated a number of completed and ongoing capital projects embarked upon by the Authority explained that the projects were meant to add efficiency to the nation’s seaports as well as to make the system competitive, effective and user friendly. “Sustained efforts at providing the enabling port infrastructure has impacted on the overall port operational efficiency”, he added.
Controller, Apapa Area Command of the Nigeria Customs Service, Comptroller Charles Edike has dismissed media reports that a consignment of kits belonging to the Nigerian Football Federation (NFF) were seized by Customs operatives attached to his command at the Lagos Port Complex, Apapa. The Controller who expressed his displeasure over the report said there was no way a consignment belonging to NFF would be detained by his officers without his knowledge. “We are angry that people as important as NFF had to go to the press that they have such consignment in Customs custody when the Area Controller is not aware, the PRO (Public Relations Manager), APM (Area Project Manager) and the DC (Deputy Comptroller) of the terminal are not aware. “Who did they complain to in Customs? If they truly have any consignment in the port, the right thing for them to do was to contact the PRO or at best see the Area Controller and tell them their problem.

“I am annoyed for NFF to want to destroy the image of the command and the Service. We are working hard to make things easier for people and NFF is now painting us bad,” he lamented. He urged NFF to put in its best and ensure that they come out victorious in the ongoing match and not use such allegations as excuse for poor performance. “They should find a way of winning the match and not say Customs is the reason for them not winning the match. If they are not prepared to win, they better wake up,” he said. NFF General Secretary on Thursday denied any seizure of the football body’s consignment. Sanusi said the consignment, which arrived at the Lagos port on Sept 4 was in the process of being cleared by the Customs. According to him, the federation is following due process in the clearance of the jerseys and other equipment from its kitting company. “One of the reasons for the delay in the early arrival of the consignment was due to change in the mode of transportation. “Instead of the consignment arrival via air transportation, they were sent them by sea. “I can assure that they are in the process of being cleared. “I want to clarify the fact that the consignment has not been seized but are being cleared at the moment. “We have been used to receiving the consignments by air but this time it came via shipment. “The NFF is following due procedures to ensure the kits come out in time for our teams abroad,” Sanusi said.

NLC decries cheap labour by Multinationals

Stories by Joy Ekeke Officials of the Nigeria Labour Congress (NLC) in conjunction with the IndustriALL Global Union, Africa Region, as part of the activities to mark the “Decent Work Day” , met to discuss the problems emanating from the employment policy of the multinational corporations and other companies involved in cheap labour. Organised labour has also frowned at the activities of multinational companies and other business organisations in Nigeria who engage in employing cheap labour, saying that this will only escalate poverty in the country. Addressing members of the NLC and other affiliates, the former Deputy President of the Union, Issa Aremu, said that employment conditions in the private sector has fallen short
of the standard prescribed by the International Labour Organisation (ILO), pointing out that, “with unbridled pursuit of profits by private employers of labour, work is no more decent.” “Indeed work is getting precarious as millions of workers worldwide face hard times in the face of worsening conditions at work. World wide, Nigeria inclusive, workers are exposed to worsening health and safety situations with increased cases of deaths and injuries at work.”Urging employers of labour in the country to work towards meeting the standard prescribed by ILO, Aremu said: “Decent work must guarantee minimum living wages for the workers, wages that are paid as at when due.” “Decent work means work that is secured and done by free workers who are entitled to form trade unions and engage
in collective bargaining to protect their rights in the world of work. Decent work delivers a fair income, security in the workplace and social protection for families, better prospects for personal development and social integration.” Aremu further argued, “in Nigeria, there is a dangerous unacceptable non-payment of salaries of workers of up to seven months in some states. Delayed and non-payment of salaries is wage theft, which should be treated as economic crime. Workers have the right to make ungovernable and unmanageable companies and states that are defaulting on wage payment, remittance of pension contributions and union dues.” Said he: “We certainly commend President Muhammed Buhari for working out ways and means to assist some states governors to meet their wage obligations. We must however say that workers’ monthly wages are legitimate regular earnings that must not be tied to presidential bail outs.” Besides, the labour chief remarked, “apart from non-payment of salaries, recruitment of workers for few available jobs is getting precarious. Some unscrupulous employers rather than employing directly outsource their workforce under inhuman and criminal terms as we have seen in the many commercial banks and in government agencies with the tragic case of immigration in which many applicants died after paying for employment forms. “Few workers who are employed are getting poorer because of poor remuneration. Jobs are no longer secured as employers opt for casual short term flexible employment as part of the strategies to save cost and boost profit.”
Group slam Customs’ decision to allow rice importation through land borders Funmi Coker The National Rice Millers Association of Nigeria (NRMAN) said on Thursday in Abuja that the Nigerian Customs Service (NCS) erred in its decision to lift the ban on importation of rice through the land borders. The Chairman of the association, Mohammed Abubakar, said the NCS overreached its statutory mandate as an enforcement agency in taking such a policy
decision. Besides, Abubakar said, if the customs succeeded in its decision, it would destroy Nigeria’s rice value chain attained by the previous administration. He said the decision was an attempt by the customs to legitimise the smuggling of rice. “First of all, the customs does not have the power to do that, it is a matter of national policy and customs does not make national policy, it is an implementation
agency. “This will completely kill the rice value chain and everything concerning rice production will stop; customs does not have the right to make such decision. This ban was placed six years ago and everybody knows that, so it does not have any reason to say rice should be brought in through the land borders. “Anyone who gives such directive has smuggling intentions,” he said.

Olukoga urges Lagos to shut down steel firm over workers’ death, maltreatment The Federal Commissioner, Public Complaints Commission (PCC), Mr. Funso Olukoga has called on the Lagos State Safety Commission to immediately shut down a Chinese Steel manufacturing company, Hongxing Steel Company on allegation of maltreatment and death of employees, recorded in the company recently. Olukoga made the call in Lagos at the weekend while addressing newsmen on his commissions preliminary investigation into factory accidents in the steel company based in Amuwo Odofin area of Lagos. The commissioner urged the state Safety Commission to ensure that the company remains closed pending when necessary steps are taken to comply with health and safety regulations as stated in the country’s statute books. Olukoga who said the investigation of the commission was carried out pursuant to the provisions of Section 5 (3)(b) of the Public Complaints Commission Act Cap P. 37, Laws of Federation of Nigeria 2004 said their findings presented “evidence of non-compliance with basic universal health and safety standards”. He said the investigation which was conducted in collaboration with the Trade Union Congress (TUC) represented by Simeso Amachree and the representatives of the Nigeria Labour Congress (NLC) Kasimu Kadiri, Felix Uche, Obukese Orere and Director of Investigation of the PCC, Stella Ozojiofor
revealed “a strong probability that factory operates in an environment that is dangerous for workers to operate in”.Also in attendance was Obinna Eze who had his right hand fingers chopped off by a compressor while on duty in the company and has not been paid any compensation. Workers of Hongxing Steel had in a national daily last week cried out over slavery and factory accidents leading to death and maiming of workers without adequate compensation by the company among other untoward issues. They had alleged that one of their colleagues, Emeka Umoh was scalded to death after liquefied iron spilled on his body while on duty, adding that the accident victim later died at Lagos University Teaching Hospital (LUTH) Idi Araba where he was rushed to for treatment. The commissioner also urged the police authority to investigate all cases of workers’ deaths caused by factory accidents. Olukoga directed the police to liaise with the State Attorney General for possible prosecution should the death of the workers occurred as a result of negligence by the company. He also advised the management of the company to invite former and serving employees who were injured in the course of duty on possible payment of compensation in collaboration with officials of the Federal Ministry of Labour and Productivity, PCC, TUC and NLC as witnesses.

Samsung targets profits first time in 2 years in Q3 2015 Samsung has predicted in an earnings guidance report the company released that it expects its operating profit to stand at 7.3 trillion Korean won in Q3 2015, an 80% increase from a similar period last year. It will be recalled that Samsung MWCTimes disclosed that it have been tough for Samsung Electronics in recent years, as the last time the company made profits was in Q3 2013. Although, Samsung hasn’t disclosed the major driver of the earnings boost, yet the company is said to have made a lot from its chip and display divisions which count Apple and several other major names as clients. Even though its profit margins aren’t expected to have increased by much, Samsung’s
mobile division is thought to be back on track thanks to the momentum gained after the company slashed pricing of its early 2015 flagship smartphones, the Galaxy S6 and S6 Edge. Budget smartphones sold in emerging markets are also likely to have driven sales up.

is now brewing in Achara community in Nsukka Local Government Area of Enugu State as no fewer than 100 members of the community are protesting illegal sale of their communal land by some of the indigenes. A section of the community, led by, Mr. Augustine Alumona, Chairman, Achara land Investigation Panel, indicted the land committee, led by his elder brother, of illegal sale of the communal land by a committee set up by Achara community, since 2008, which had refused to hand over the reins of authority – even after the expiration of their four-year tenure. Daily Times gathered that the two brothers – Augustine and John Alumona – are now locking horns over the captaincy of Achara community land committee.
Augustine told the Daily Times that the investigation panel, which he as the chairman was set up by Achara community to investigate the Achara Land Committee headed by his elder brother John for the arbitrarily and illegal sale of the community’s land. According to investigation, Augustine’s committee indicted the John Alumona-led committee and subsequently dissolved the committee in 2012, but John and his committee had continued to function in the same office. “The John Alumona-led committee members have refused to quit, but continued to sell our communal land without the consent of the community. He stated further that this is why elders and youths of Achara decided to carry out this protest. “Our anger with this cabal is that they have continued to enrich themselves at the expense of
the community. After serving as members of Achara land committee, since 2008, these people have not rendered their stewardship to elders who appointed them. “Enough is enough; the community can no longer watch, almost hopelessly, as a group of people sell its land, illegally,” he said. The spokesman of the group said the youths of the community were not happy because they the cabal had sold all the land they would have built their own houses. “You can see that the majority of protesters are youths and old men; they are not happy with this land cabal in the community,” Augustine Alumona said. However, John Alumona has continued to maintain that he had the power of attorney of the community to remain in office until the land issue between Achara community and the Nigerian Army was decided.

where the NGO gave out some school materials, last week, the Commissioner for Education who was represented by the Area Education officer, Moba LGA, Pastor Kehinde Olayinka, thank the NGO for the its kind gesture, adding that he was impressed by comments and commendations from parents of the pupils who had benefited from the scheme, and urged to do more, and that the well-to-do in the society should emulate its good gesture. streams of reactions that have continued to trail the sudden demise of the former governor of Bayelsa State, Chief Diepreye Solomon Alaimeiseigha, the state chapter of the All Progressives Congress (APC), has described as laughable and shameful the accusation by the Peoples Democratic Party (PDP), that the APC was behind the death of the first civilian governor of the state. The party in a statement, signed and issued in Yenagoa by the state publicity secretary, Hon. Fortune Panebi, noted that despite the claims
by the Seriake Dickson administration that he has spent billions in upgrading and refurbishing medical facilities in the state not even one hospital could attend to the late former governor of the state as a boost to his failed administration. The statement further stated that it is quite sad that a man like Chief D.S.P Alaimeiseigha could be treated with disregard by those he picked from obscure corners and brought to political limelight, adding that rather than lend a helping hand to the sick man, he was given conditions to publicly endorse Dickson’s re-election bid before his medical request will be attended to. The party, while com-
miserating with the family of the bereaved, noted that if Dickson was the peoples governor as he claimed, he would have responded before the health condition worsened, adding that Dickson was good at dragging feet when it comes to rendering assistance to Bayelsans except those for cheap political points. Abia guber poll: Appeal Court dismisses Otti’s appeal Val Okara
Owerri ÏÏÏThe Court of Appeal, sitting in Owerri, the Imo state capital, on Monday, dismissed an appeal brought before it by Abia State governorship candidate of the All Progressives Grand Alliance (APGA), Dr. Alex Otti, asking for an extension of time at the lower tribunal. Dr. Otti had gone to the appellate court demanding for an extension of time of extra seven days out of 14 days stipulated by the law, to enable him (petitioner) invite more witnesses in a petition he brought against Governor Okezie Ikpeazu of the Peoples Democratic Party (PDP).
The Election Petition Tribunal at Umuahia, had earlier granted seven days to the petitioner against four days allowed by the law. Chief Awa Kalu (SAN), counsel to Otti, last Saturday, argued that the lower tribunal had foreclosed the appellant’s right to 14 days after granting him only seven days, and prayed the court to grant him an extra seven days extension of time to enable them call all their witnesses. Opposing the application, counsel for Governor Ikpeazu, Chief Wole Olanipekun (SAN) urged the court to discountenance the application, saying the appeal has no connection
with the prayers of the appellant at the lower tribunal. The counsel of the PDP and INEC, aligned themselves to the submission of Olanipekun. Kalu, however, noted that there were two Notices of Appeal, adding that the respondent did not specify the appeal for which they raised preliminary objection. Delivering the judgment, Justice Bada dismissed the appeal on the ground that the parties involved in the petition have already submitted their written addresses to the lower tribunal. According to him, it would not be proper for the court to grant an extension
of time after all the parties had made their final submission to the lower tribunal, stressing that such relief brought by the appellant if granted, would affect the lower tribunal. Reacting to the outcome of the judgment, one of the counsels to Otti, stated that the knock off the appeal by the appellant court has nothing to do with the substantive suit at the lower tribunal.

Prince Bassey Otu of Labour Party, had filed a petition, challenging the declaration of Mr. Gershom Bassey of the PDP, who was declared winner in the March 28, 2015 gubernato-
rial election in the southern senatorial district of Cross River State. Prince Otu had alleged that the election was characterised by irregularities and breach of guide lines and electoral malpractices, alleging breach of the guidelines by INEC. He had also prayed the tribunal to upturn the election of the PDP candidate and call for a fresh election, alleging that Gershom Bassey was not properly elected. Delivering judgment, Chairman of the tribunal, Justice O.A. Adeniyi, dismissed the petitions, deciding all the issues in favour of the Labour Party candidate.

The incident occurred at Araromi Street, in Akure, the state capital, when the officers of Command were chasing a suspected fraudster into a nearby shop. Daily Times gathered
from traders on the street that the impostor had attempted to disappear with his Golf vehicle, as soon as, he sighted officers of the Corps, who were after him. The suspected impostor was arrested, but nearby residents, who were angered by the action of the Corps officers, attempted to free him. Eyewitnesses told our correspondent that a melee ensued, and in an attempt to quell the fracas, a uniform officer whose identity was hidden by the Command’s authority fired a shot and mistakenly hits his col-
league. The rampaging officer was accused of dereliction of duty and indiscriminate arrest of innocent residents during the brawl. The Corps spokesperson, Mr. Kayode Balogun, denied the allegation that his officers acted unprofessionally, thereby causing the misdirected gun shot. He told the Daily Times that one of the sympathisers of the suspected fraudster who had hidden in the crowd fired the shot at the officer and melted away. He said the injured officer
lost much blood and was currently receiving treatment at an undisclosed private hospital. Police Public Relations Officer (PPRO), Femi Joseph, who also confirmed the incident, said his men were reinforced in the area, when the command learnt that a riot had broken out between the NSCDC officers and residents. Joseph said one suspect in connection with the incident had been arrested and currently giving the police “useful information” to track other culprits.

Judiciary has fared well since independence—Falana Although he is an indigene of Owo in Ondo state, Chief Femi Falana, the ‘Baamofin’ of Arepo land in Ogun state read law at the Ondo State University now University of Ado-Ekiti, Ekiti State and was called to the Nigerian Bar. In this interview with PETER FOWOYO, he recounts his ordeal in bearing a name that is associated with a renowned right activist, Femi Falana, a senior advocate but concluded that the name has also brought fame and fortune in plying his trade. You answer the same name with a renowned activist and senior advocate, Femi Falana, has there been any time there was confusion in the courtroom when announcing your appearance before a Judge? Yes, it reminds me my first experience after been called to Bar in 2000. I was to work with Mr Segun Ajibola SAN and on that day, he gave me a test case which was before Justice Marsh. I was to go and adopt summons for direction. I did it happily and I came back to meet him at the Court of Appeal. At that time, Justice Oguntade was the Presiding Judge at the Court of Appeal, Lagos. On getting into the Court, Femi Falana SAN happens to be senior to Segun Ajibola SAN. Few minutes when I came in, the learned silk, Falana, walked in and sat behind us. The matter was called and Segun Ajibola stood up and announced appearance before the Justices been Presided by Justice Oguntade. When he now mentioned his appearance and said appearing with me are my learned friends Tunde Kalaro and Femi Falana. I stood up to take a bow and already lawyers were wondering why Segun Ajibola will announce the appearance of Femi Falana who is his senior at the Bar. The lawyers were astonished when they saw me standing up because I was a new wig at that time. The whole court began to laugh. I took a bow and wanted to sit down quickly but, Justice Oguntade held me on to it. He asked: “where is this new lawyer coming from?” I thought I could have it expressed by smiling and nodding but he asked me: “are you in any way related to the popular Femi Falana?” I said my Lord, biologically, no but, professionally, yes. He is my learned senior. Justice Oguntade again asked:
“are you from the same state?” I answered no. I am from Owo in Ondo state and Mr. Femi Falana SAN is from Ilawe in Ekiti state and I told Justice Oguntade Ekiti state was carved out of Ondo state. All those in court were laughing. If I had been the timid type, it could have been enough to give me a pin fall. At the end of the day, Justice Oguntade said: “the new Femi Falana, I think it will be better to look for a way so that you can also distinguish yourself.” Also, there was a time a letter was written to a client of mine. Again, there was an altercation. Somewhere, somehow, somebody mischievously wrote a petition against me, sent it to the learned silk, maligning that I was actually parading myself as a SAN. When he read the petition he put a phone call to me and said: “is that Femi Falana SAN?” I was just coming out of the court and I answered him no sir. He asked again: “is that not Femi Falana SAN?” I said this is Olufemi Falana. He asked: “is there any difference between Olufemi Falana and Femi Falana?” I said Femi Falana is a popular one who is a SAN but this one is Olufemi Falana, he is not a SAN. He now greeted me and said: ”this is Femi Falana SAN, you may have to come and see me in my office, somebody has written a petition against you saying that you have been parading yourself as a SAN.” I went to his office, read the petition and he understood it was one of those lawyers that want to take advantage because I am having an edge in a case so; they were looking for a way to distract me. He gave a fatherly advice to surmount and resolve any problem that could have engendered by virtue of their intention. His wife too was very instrumental to unraveling the mystery and

Prior to 1960 there wasn’t anything like Nigerian Law Report, Chief Gani Fawehinmi SAN came, brought it up and now we have our own indigenous law reports even after his demise, the law reports is still going on. Prior to that time, we rely on the British Law, most of our laws then were all imported laws but now we have our indigenous reported cases into the judicial system we now cite. Citing of cases is part of the authority we use. Also, prior to 1960, there wasn’t any senior advocate but, we now have them, we now have Nigerian Law School, we have Advanced Legal Studies. The Nigerian judiciary has gone far and wide, it has excelled, as a matter of fact, lawyers are being taken from the system to now represent Africa, to now be part of the World Court, Justices Elias was there, Kayode Eso was there, Bola Ajibola was there, amongst others. if you look at some of the cases being handled by the highly classical and intelligent Judges in recent times, you compare them with Lord Denin of old. When we talk about computer too, it has come in although we have not got to the level of the developed world but we are making an impact. Immediately after the independence we were only having one Supreme Court and now if you look at the hierarchy of the court it has changed tremen-
dously. We now have different courts handling different issues. In 1975, Federal High Court was created. We now have National Industrial Court that takes care of industrial disputes while the FHC takes care of matters under section 71, federal matters that are basically on the exclusive list. We now have different Court of Appeal into many divisions, we have it in Akure, Lagos, Ibadan, Ilorin, Enugu, Kaduna, Sokoto so, there has been an improvement, there has been a lot of development and even in the learning of the law. The judiciary has not done badly, they’ve done well. There is a suggestion that only constitutional matters should be allowed to go to the Supreme Court due to the volume of cases pending at the apex court. Do you share this view? We will be compelled to look at the economy of the state if you now suggest a multi-dimensional courts into the system, where is the wherewithal, the human and financial resources to back them up. We will take into account at the moment that if you want to advice based on what operates in a developed country, if you bring it down to Nigeria, it may collapse. The foundation in 1960 may be good but thereafter, we couldn’t live up to it, it became porous, in such a way that putting something on it is like putting something on noth-

The system is so loose at the moment, we have not been recording successes in everything we’ve been doing and it all bothers down on corruption. If an average Nigerian wants to enlist in the Army or Police, his or her main target is not to serve the fatherland but, to be corrupt and that system comes into the judiciary system. If you now say let there be a Supreme Court strictly responsible for constitutional matter while another will be for allied matters. The problem now would be that because our system is so corrupt, it will lack coherent of the decisions to be taken up there. We are having just one apex court, when they bring out decisions from there we are still having problems there, the only thing lawyers would say is that Supreme Court has overruled itself. We have seven Justices at the Supreme Court to make a full court on constitutional matters though five of them could sit on allied matters or read judgments, the same also at the Court of Appeal, one Justice could read a judgment of three, if other two are not available in such exceptions but, as it is presently, some of the courts don’t sit because they don’t form quorum, where they are three, several times, if one of them is sick, the court of appeal will not sit and several times the Supreme Court could not form a quorum when they were to sit on constitutional matters and backlog of cases were there especially during the Babangida regime. If we now want to divide the Supreme Court, where are the personnel? Where is the economy to sustain them? That again will necessitate going back to the constitution and have it amended, if it is going to be amended, who will amend the constitution? How do you want to amend the constitution that you did not draft? To what extent is it going to be formidable? Ordinary civilians have never drafted a constitution in this country except the 1963 constitution. It is not only constitutional matters that goes to the apex court, we still have other criminal matters that are of capital punishment unto which you can’t separate them, they are of right in an appeal, straight to the apex court. Whereas there are some matters that got stocked at the Court of Appeal, for instance, electoral matters. It has been said that the constitution lied about itself

as a result of the preface which states that: “We the people of Nigeria…” whereas it was only few individuals that drafted it. Are you also of this view? I am of this view and I concur with the same argument of these people who believe that we are just alien to the constitution that we claimed to be ours. We are just masquerading to the fact that we have a constitution. The constitution which states that: “We the people of the Federal Republic of Nigeria having solemnly sat together to make this constitution that we would call ours”, was there a referendum between us that suggested what we wanted and now say let this be our constitution? No. When the military came in prior to 1979, the military suspended the constitution and were ruling us with decrees and regrettably the decrees were housing many provisions of the constitution, the military suspended substantially all parts of the constitution. When Obasanjo left in 1979, Shagari came in and we said we were back to constitutional life, a civilian regime but, we know that the constitution that was suspended prior to 1979 was the 1963 constitution. To make a constitution, every voice of members of that country must be heard but what they did was to inaugurate a constitutional
drafting committee that was headed by the late Chief Rotimi Williams SAN and other friends of the military who were made to be part of it. The constitution was drafted, never passed into law in anywhere. When they now transferred government to the civilians, they said: “this is your constitution, the 1979 constitution.” We read it in the preamble that “we the people”, life continues from there compared to the American constitution of hundred thousand words that originated from the scratch to the last. It went on and in 1983 it was again suspended when Buhari came back. From that 1983 till 1999, we were being ruled by military fiats, decrees, we knew a lot of them. When it was getting to 1999 they said 1999 constitution, “we the people of Nigeria”, are the military the only people in Nigeria? We met and found ourselves in a state of helplessness, in such a way that there wasn’t anything we could do even though there were many to be done but, it’s a thing that will bring anarchy into the system. No wonder people keep saying we have no constitution and that being the reason it has been so difficult for them to amend it and that being the reason why there is still anarchy in the land, because the constitu-
tion we called ours is not ours, it was formulated by a few. At a point in time when they realized the High Court was having too much power, the 1979 constitution called it unlimited jurisdiction somebody just woke up in his room and said this unlimited jurisdiction we have to take it away from the High Court and it was turned to limited. Where did we sit to agree it should be limited? At a point in time, somebody just felt they need more land and they said let there be Land Use Act and they have it included in the constitution and before you know it, they took our lands away, we no longer have the freehold, land became the leasehold. These were all laws and activities that were planted into the 1963 constitution; they were rolling the constitution over, including so many laws and till it got to the 1999 constitution which now became as amended. The constitution we operates today does not originate from the people, it originates from the military, right from Aguyi Ironsi down to Abdulsalam Abubakar that last ruled us, they were the ones making the constitution. So which of the constitutions adopted by the country would you adjudged to be the best for the people? None, except the independence constitution and the 1963
constitution that was basically formulated by the civilians though they were originally incorporated by our British masters, changed it into our system and we start operating it that is the one that reflects whom we are, our ethics, ethos and practices. But, if you look at it from that period, they were constitutions made by the military, handed over to us to be using including the 1999 constitution as amended that we call ours. There has not been anyone made by civilians but by a group of the military who have ruled us for so long and bought us down to this level we are now. There is no constitution I can say is the best. The 1999 constitution incorporated the desire of some few individuals like I earlier mentioned in some sections that were brought there. Whatever we want to incorporate into the constitution such as National Industrial Court, the Land Use Act, Federal High Court, all these must come from the people. It should not be a thing dictated to us by Obasanjo and have it incorporated and have it handed over to us in such a way that the Land Use Act is no longer an act that can be quashed by the National Assembly but, part of the constitution. Some lawyers are advocating for the adoption of report of the last national conference. Do you think that the implementation of the confab report is a way forward for the country? I say equivocally and without any regret but with absolute sense of responsibility that that confab report is not the way forward, there is nothing there. A lot of those icons who went into the confab went there with good intention believing that most of the bad areas in the constitution would be put right but, after coming out of it, their intention was not total. A lot went to protect their selfish hegemony; some went there to make money. Ask some of them that what did they bring from the confab, what did they contribute? Some said the name of the country be changed, is the name of the country the problem? No. What is our problem? It is corruption and to what extent is that confab able to handle the issue of corruption from the grass root? I have not seen where it has actually been addressed. All the sector of the economy has been infected in such a way that even if Jesus Christ is to come and amend it, he would be infected.

Timibra came from 2-5 set down to edge out Dickson 7-6, after both players tied on 6-6 set. Speaking after the game, Timibra expressed delight at his victory, but said he was surprised to emerge tops. “I feel very happy to win the NNPC/ Chevron Junior Masters Tennis finals, I did not believe I could win it, but I stepped up my game and by God’s grace I won,” Timibra said. The 3rd runner up at the 15th edition said he plans to emulate top tennis players like Roger Federer, Rafael Nadal and Novak Djokovic. Dickson however expressed sadness for not taking his chances after leading 5-2. “After leading 5-2, I relaxed my play thinking the game was over; I should have finished the game,” Dickson stated with a tinge of regret.

Where are the Chuka Umunnas? Economic experts like Dr. Obiageli Ezekwesili, Professor Chukwuma Soludo and many other young brilliant minds, where are they in this ministerial list that took months to constitute? Where are those names who will focus on the politics of getting things done for Nigeria and not the politics of thwarting and blaming? I can’t find them here. Should we still expect them or endure the harrowing experience of carrying on with the old ways of doing things in Nigeria? When President Muhammadu Buhari said he is taking his time to pick the best hands that will help him run his government, I never for a second focused my attention of these names that am seeing now in this list. Same old guards. The same people with so much questions to answer. Indicted individuals. People of questionable characters. Individuals who are known for lying and cheating. Are these the people that Buhari call his Mr Integrities or capable hands? As far as I am con-
cerned, this list should be called the ‘thank you guys’ list. An appreciation list if you may. Few months ago when I took up a young man on what he termed “Buhari’s confused leadership style and inability to generate a simple list”, little did I know that my hope will be dashed and my brilliant arguments in defense of his allegations to Buhari will be rubbished. This list has just made me look like a fool before those I vowed to that Buhari will appoint technocrats and people without blemish. Without mincing words, this list fails the test of “change” we all hoped for. Not “his” own test, but “ours”, the Nigerian people. What exactly can Buhari point out that made him spend 124 days in picking these people? Anyone, even a simpleton could have done this in the first one week after his swearing in. Mr President, when I clapped to your “slow and steady” statement, it wasn’t for a thing of this nature. A “slow and steady” that doesn’t translate to quality and excellence is a waste of peoples time. Your clock started ticking on May 29th of this year, time is running out and Nigerians arestill expecting a real change to happen. Don’t fail us!

ETHICS COMMITTEE SUSPENDS MAKUDI Former FIFA Executive Committee member and President of the Thailand Football Association Worawi Makudi has been handed a 90-day suspension from all football activities by FIFA Ethics Committee. The adjudicatory chamber of the Ethics Committee, chaired by Hans-Joachim Eckert, has sanctioned Makudi for “a breach of the Code of Ethics”.
The ban will stop the Thai from participating in all football activities at national and international level. Rap diva, Eva Alordiah, aka Eva, has been creating quite a buzz ever since she came into the music industry. Eva, who doubles as the CEO of Make-up by Orsela, a make-up/cosmetic outfit, is not leaving any stone un-turned when it comes been creative. In this chat with MUTIAT ALLI, the sensational Rap queen reveals her love for style, music and other issues. Excerpts: Beyond the songstress, who is Eva? Eva is a laid back, I-don’t-wanna-go-out type of chic. I love to stay home, cook and serve people food. I’m a go-getter, very calm but aggressive with my work. I believe in the gifts that abound from sharing. I believe in the satisfaction derived from personal worship with God. I am a strongwilled person. What thrills you the most about makeup? That would definitely be special effects. It’s more challenging than the regular beauty and fashion looks, especially if you are working on whole body pieces. I have loved horror movies since I was a child. I mean, I don’t even think I enjoy a movie if it isn’t horror or action where there’s a lot of blood and special effects going on. I think that’s where my interest in SFX stems from. Special effects makeup is like my getaway drug. Zombies, dead skin, bruises, scars, animated characters, missing limbs, skeletal frames, the works; I just sit there and create realistic life forms and it fuels my creative senses, makes me happy. You do your make-up unaided? Yes, I do my make-up for my video shoots, photo shoots, events, etc. I also have a lot of exciting job opportunities from artistes, celebrities, magazines and a host of others.

So if I am at the makeup school teaching for instance, I couldn’t be bothered with what’s going on with my music in the studio and so on. Which is more fulfilling for you? I find fulfillment in just being creative. So whether it is music, movies, makeup, writing or fashion, as long as I am creating something, I am fine. I find them both fulfilling in their different ways. I guess music and makeup both serve their purposes for me. I can’t exactly say this is how much satisfaction or joy I derive from doing music and performing, or compare that to how I feel with make-up artistry. Everything I do satisfies me and fills me in its own way. I’m very grateful to God for being able to do the things I do. Really they are all hobbies. I don’t necessarily treat them like tedious work. Out of the other genres of music, why Rap? It was love at first listen for me, really. I have always been a writer and lover of music all my life. My brothers brought hip-hop to the house and I got hooked on that. Rap challenges my writing process and I guess I like a challenge. I love how so true rap can cut across globally and it is fun to be part of that, maybe even create over here with people who love it enough to keep doing it. You have a very strong personal style which has come to be accepted as the “Eva” brand. How would you describe your style? My style is full of funk and flare. I guess I could say that. I am very edgy, very spontaneous and I like to stay younger and younger with it. I don’t like it difficult. I like it extra creative and well put together. For the most part, I am at my best when a lot of people do not agree with my choices. That’s how I know I satisfy myself.

How are you able to combine this talent of yours, from been a rap diva to make-up and entrepreneur? I haven’t been able to combine things as best as I would. I really just have enough time to focus on something at a time. But I love being all these different things and they all find a home in my career as a music artiste. I supervise the business end of my music. I do my makeup for my shoots and videos. I design and style my outfits with some of the most talented designers across Nigeria. These are just extensions of me being a creative person at heart. So whether it is writing, designing, drawing, creating music or makeup artistry, as long as I am creating something, then it’s just relatively natural for me. So, I guess you could say I am being of service to Eva right now. When I get breaks from music, I exert

What cheating on my fiancé taught me about monogamy Mutiat Alli

ade was my first real boyfriend, my high school sweetheart, my date to four proms. He was the first guy I’d ever brought home who could look my mom in the eye. A nice guy. A year after Tade and I first started dating, I came home from high school one day and my father was gone. Just like that, he’d left my mother for another woman. I never dealt with the abandonment. Instead, I consoled myself with the knowledge that Tade loved me and would never leave me, not like my dad had. Never mind that he and I grew less compatible as we got older, he was everything my father wasn’t. The first time I cheated on Tade, we were in university and I was living in Mexico as a student abroad. I slept with a guy who worked behind the deli counter of the bodega on the street where I lived. I told myself, what happens in Mexico, stays in Mexico. I told myself it didn’t count. Then it happened again, this time back on campus. One night, I drunkenly stumbled home with a guy I’d met at a party. I told myself it’d been a mistake. I kept dating Tade. I never told him and he never found out. A lot of people think monogamy simply doesn’t work. They argue that human beings just aren’t wired to be with one person and one person only — a common argument that was used in defense of the people ousted in the Ashley Madison hack — and that it’s time to do away with this convention. This was how I justified my transgressions back then, by telling myself I couldn’t control it. It was just human nature. I didn’t stop. My first full-blown affair happened a few years later, after Tade and I had graduated from the university. This time was different. Tayo and I had been friends first. We trusted and respected one another. That didn’t change when we started having sex. I thought I was in love with her, and so I came clean and told Tade I was having an affair. I thought that telling him about Tayo would absolve me of the guilt I felt for all my past indiscretions, but that didn’t happen. Tade was devastated; it was all my fault. To Tade’s credit, the fact that it was a woman made it neither better
nor worse. He wanted to work it out, and I felt I had no choice. I was confused, we decided. I convinced myself that Tayo had taken advantage of me and that it had been a mistake. After my affair with Tayo, I redoubled my efforts to gain control of the situation: I tried to be “good.” I stopped drinking and started running marathons. I quit my job and went to journalism school to become a writer. Two years later, Tayo and I were engaged. But in the journalism school, I met a new group of people. They thought like me and read the books that interested me. We talked about sexual liberation. I considered myself sex-positive, part of a social movement that embraced sexuality with few limits. The problem was that — when it came to sex — these political and intellectual beliefs about sex made it that much harder to admit that my personal sexual conduct was problematic. I’m just incapable of monogamy, I was still convinced. Since Rick wanted to be with me, this was something he’d just have to accept. Austin was a guy I met in journalism school. He and I would chat online all day when I was at work, and we started attending literary readings together in the evenings. We were seen together so often people started to assume we were dating. Secretly, I enjoyed this. Never mind that I was still engaged to Tade at the time. Austin was a writer, destined for success, popular in the way that tenacious, overachieving kids can be. Though my relationship with Austin had yet to turn sexual, it felt inevitable. One night during this time, a guy named Elliott walked me home after class. Whatever we talked about was not interesting, but I could tell that Elliott was interested in me and I liked the feeling of being desired. Under the pretense of having something to do with school, we started
exchanging emails daily. Austin and Elliott were friends, and I kept my relationship with one from the other (and both, obviously, from Tade). The impossibility of my actually being with either of them made it all the more exciting. Elliott suggested once that I shouldn’t flirt with him because I had a fiancé. Hearing “no” only egged me on. I admired his resistance. Then, once while drunk, I leaned into Austin and kissed him. He kissed me back. I immediately regretted it, knowing exactly what would happen. I knew I’d become insecure and possessive. Like my relationship with Tayo, my friendship with Austin would be destroyed. It was as if the only way I knew how to handle having done something I regretted was to do it again. That kiss led to a short-lived affair with Austin, which lead to a series of other infidelities. For the next month, any chance I got, I’d get drunk and fall into my classmate’s mouths — forgettable, regrettable, sloppy encounters in the restrooms, stairwells, and alleyways. I told myself I was having fun, experimenting. But it was more than harmless fun. I pretended Tade and I had an open relationship. I convinced myself that our rule was “Don’t ask, don’t tell.”At the same time, I resented Tade for not calling me out. I lost respect for him. I also lost respect for people who fooled around with me. I lost respect for myself. Ultimately, carrying on multiple relationships was a complicated way of avoiding intimacy. I clung to Tade, even though it was an ill fit. Because he didn’t satisfy my impossible neediness, I cheated. I was never fully present in any one relationship, and thus avoided being vulnerable. Underneath it all, my actions were motivated by the fear I was unlovable and that I would be abandoned. The worse I felt, the more I sought reli ef. When I finally left Tade, I took everything:
the furniture, the posters from the walls, photographs ripped from the albums. I came by the night after I moved out and found Tade crying, alone, sitting on the floor. The look on his face was as if I had died, and so I felt afraid. I said, “Stop crying or I’ll leave.” “You’re leaving anyway,” he said. “There’s nothing I can do to stop you.” He was right. There was nothing that he or anyone could have done to stop me. I was a monster, abandoning someone who loved me. I was just like my father. It took me a long time to recover, whereas Tade started dating someone else less than a month after we’d broken up — the woman he would eventually marry. Around the time they started dating, Elliott stopped returning my emails. He was doing me a favor by cutting me off, but of course I didn’t see it that way then. When Elliott refused to step in and rescue me, I grew increasingly desperate. I felt abandoned. I was angry at my friends. Recovery began when I finally started taking responsibility for my actions: I went to rehab for my alcoholism, and my addiction to sex and love. I didn’t do recovery perfectly. They tell you to take time away from dating, but I couldn’t do that. My sixth day of sobriety, I fell into a codependent relationship that lasted for six years. It was dysfunctional, but at least I was monogamous. When that relationship ended, I dated lots of people. But eventually I did go cold-turkey single for around three months, and it was one of the most transforming periods of my life. I learned to enjoy my own company. I grieved the loss of my father and became acquainted with the feelings I was running from. Today I know that while non-monogamy may be human nature, cheating is not. Everyone is capable of being honest about their feelings, wants, and needs. Before this, I blamed everyone for my cheating and had loads of excuses, but when it comes to infidelity, I don’t think there’s ever an excuse. The fact that I’m in a committed, monogamous relationship today is almost beside the point. To be right in a relationship, I needed to get right with myself. They also help teens get a better understanding of their environment and society. We can also look at the aspect of friends in the lives of a teen. In the life of every teenager, the choice of friends and people to associate with can influence them positively or negatively. This is why parents try everything possible to keep a close eye on their teens and the kind of friends they associate with in the society. Outside this, teenagers play very vital roles in the society and they are not taken very seriously on what they do, what they can accomplish. The role of a teenage boy or girl in a society should
be taking into consideration; first they are relatively cheap labour. Also, they are the ones responsible for learning, so when they grow into their 20s, they can fix the ills of societies. Next, teenagers are to change the stereotypes associated with them. Every generation grows up into a completely distinct world, depending on when they grew up. There are many teenagers in the society today who are risk-takers and are drawn to adventures and dangers of life. Community, if I will say, plays a measure and important role both in the life of teens and their behaviour. By getting involved with community activities, teenagers can come into contact with like-minded peers and positive adult role models other than their parents. Interacting and cooperating with other adults encourages teenagers to see the world in different ways.

DEMO Africa: ICT offers opportunity for job, wealth creation — NITDA DG Stories by Tony Nwakaegho Director General of the National Information Technology Development Agency (NITDA), Mr. Peter Jack has said information communications technology [ICT] offers Africa tremendous opportunity for job and wealth creation, and especially for Nigeria that is blessed with over 1.2 billion people with a huge opportunity for growth and improvement. Jack, who made this declaration at the just concluded DEMO Africa, hosted by Nigeria and sponsored by NITDA, noted that African youths are beginning to rise up to explore the power of ICT in order to create “a new lifestyle for themselves”. DEMO Africa is one of the flagship initiatives of LIONS@ FRICA and aims to connect African startups to the global ecosystem. DEMO Africa is the place where the most innovative companies from African countries get a platform to launch
their products and announce to Africa and the world what they have developed. Nigeria has hosted Demo Africa twice, 2014 and 2015. Jack said Nigeria was delighted to host its friends and partners within and outside the continent for the important technology event. “This is such an event where African ICT startups and entrepreneurs have the opportunity to show to Africa and the rest of the world their innovative products that are addressing specific challenges within our continent, and perhaps with potential for export to other parts of the world with similar challenges.” “Africa has a huge population of over 1 billion people. Despite this contrast, Africa possesses a huge market potential for trade and investment and a huge opportunity for growth and improvement. Building the value chain that will deliver these end results has become or should become the collective responsibili-
ties of many players across the world”, he explained. According to him, through ICT, great companies such as Microsoft, Google, Facebook, Twitter and Amazon which are products of DEMO Africa have been birthed. In Nigeria, he added, the country has witnessed the emergence of virile ICT companies such as Computer Warehouse, Interswitch, Systemspecs, Precise Financial Systems, Konga and Jumia. Pagatech, Wakanow, Jobberman, DealDey, AlliedSoft, Cinfores and iSec are some of the graduate startups from the iDEA Hub that attracted US$10m. “Out of obscurity, from garages, campus rooms, coffee shops, lecture rooms, technology giants have doggedly and painstakingly trodden the lonely and not-too-friendly paths of innovation and entrepreneurship to become what they are today. Association of Licensed Telecommunications Operators of Nigeria (ALTON) has called on Federal Government to compensate telecommunications operators in the country for the losses they incurred from the destruction of their facilities in the North-Eastern part of the country through the activities of Boko Haram. Engr. Gbenga Adebayo, Chairman, Association of Licensed Telecommunications Operators of Nigeria (ALTON) who made the appeal affirmed that the same compensation given to the Internally Displaced Persons (IDPs) be given to the telcos, adding that as “we have internally displaced people, so also we have internally displaced Telecom Operators. It is sad that nobody is talking about the service providers that lost several millions of naira to destruction of their infrastructure. The government should compensate the service providers as without that, may not want to go back and repair the damaged sites in the affected states. Effort is be-

We operate one network in all networks. If one operator is down it affect all because of the interconnection agreement between them. There are some factors responsible for the poor quality of service and until government or the regulator do something about them, we shall continue to have issues in terms of quality of service. The issue must be addressed by the government. There is no reason why a state would charge for Right of Ways, as benefit derives by states
from telecom services is higher than the Right of Way they charge,” he added. According to him, the cost of securing ‘right of way’ for network rollout accounts for 60 per cent of the total cost outlay, adding that telecommunication is the most functional infrastructure that we have in the country today. “It has become part of our citizenship in terms of access. We have been able to provide uninterrupted telecom access in the country in spite of the various challenges, as such we deserve praise. Telecommunications is driving success of other sectors of the economy such as banking among other. The time has come for Nigerians to appreciate telecom operators,” he stated. ALTON Chairman, however, called on the lawmaker to pass into law the National Critical Infrastructure bill. The passage of the bill will now protect the telecom infrastructure and will put the problem to rest.

27 Nigerian varsities go online to boost content, research & development Prof. Julius Okojie, executive secretary, National Universities Commission (NUC), said so far 27 Nigerian universities had been connected to share high-speed 10 gigabit core and internet resources content to boost research findings in the nation’s higher institutions. Prof. Julius Okojie, who made this disclosure at the just held West African Research and Education Network (WACREN) workshop on Network Monitoring and Measurement, said the installation in the 27 federal universities, which is the first phase, had so far gulped $10 million (N2.4bn), while informing that N28 billion was still needed to cover all the universities.

In a press release signed by the National President, NATCOMS, Chief Adeolu Ogunbanjo, NATCOMS pointed out their demands, specifically the issue of Poor Quality of Telecoms Services, with particular reference to the vexed issue of
dropping / breaking calls; undelivered but paid for text messages; data services deductions / internet poor quality; unauthorized call credit deductions, all without adequate reward and compensation. These demands were meant to welcome and congratulate the NCC helmsmen whose tenure is also witnessing the appointment of another Nigerian, Mr. Shola Taylor as the Secretary General / Chief Executive of the 54-Member nation Commonwealth Telecommunications Organisation (CTO).
NATCOMS also wants Danbatta to take drastic action against the lingering issue of unsolicited text messages to the extent that Telecoms Operators should supply the Subscriber with an irrevocable code to unsubscribe what-ever text messages that comes through their network, just as it is provided for with internet Electronic Mails (E-mails). In order to reduce mobile phone / cyber-crime, NATCOMS implored Professor Danbatta to interface with the Police and other Law Enforce-
ment Agencies in order to make mobile phone / cyber-crime a step-by-step reporting process that is less cumbersome and without any encumbrance. This will encourage the reporting of mobile phone / cyber-crime as well as make tracking of fraudsters easier. The current mobile phone / cyber-crime reporting process is very stressful, very cumbersome and excessively engaging. ICANN approves waiver for registrar’s insurance requirement The Board of Directors of the Internet Corporation for Assigned Names and Numbers (ICANN) said it has approved a waiver for the registrar’s insurance requirement in the accreditation process of the global domain names. The industry analysts has canvassed that it has become an unnecessary barrier to registrar accreditation globally and likely to bring about reduction in cost of doing business in the domain name industry. However, It will be recalled that since 1999, the Registrar Accreditation Agreement (RAA) has required that registrars maintain Commercial General Liability (CGL) insurance policies with policy limits of at least US$ 500,000, while in some countries it varies but not less than $200 on average. The board decision is coming on the heels of an 18-month research, analysis and community
consultation, to determine that this type of insurance may not serve its intended purpose of protecting registrants, and, in fact, may have inhibited the ability of prospective registrars to become accredited in some regions. It was based on this that ICANN’s board resolved on 28 September 2015 that ICANN waives this requirement in all RAAs, effective immediately. ICANN also remarked that CGL insurance policies, for instance, generally only cover certain incidents that occur on a company’s premises, as qualifying events may include a customer that is injured in an accident on the premises or an incident that occurs due to an employee’s actions. While this coverage is useful for these types of incidents, it would not cover registrars’ potentially wrongful acts, such as failure to renew a domain name.

Ahmed Musa (born October 14, 1992) is a Nigerian footballer who plays as forward for Russian club CSKA Moscow and the Nigeria national team. He is known for his pace, dribbling, composure, versatility and defensive effort. He has been compared to Jesus Navas and Arjen Robben for his pace and his ability to cut inside and cause havoc, he is a good creator as well as corner specialist. Musa is the first Nigerian to score more than once in a FIFA World Cup match after scoring twice against Argentina in the 2014 FIFA World Cup. He began his career in the GBS Football Academy and in 2008 he was loaned to JUTH F.C. where he played 18 games, scoring four goals in his first two professional seasons for the Healers. He was subsequently loaned to Kano Pillars F.C. in the 2009–10 season where he set the league record scoring multiple crucial goals as Pillars finished second. Musa previously held the record for the highest goals ever scored in one season in the history of the Nigeria Premier League until November 2011 when Jude Aneke of Kaduna United F.C. set a new goals record of 20 goals. On his international career, in April 2010 under Coach Lars Lagerbäck, he was called up to join the Nigeria national football team camp prior to the 2010 FIFA World Cup in South Africa after helping the Nigerian team win in the 2010 WAFU Nations Cup where he scored a goal against Benin. In the same tournament against Burkina Faso, Musa’s goal deep into extra-time shot Nigeria into the finals of the tournament in Abeokuta. He was however forced out of the Super Eagles’ 30-man World Cup roster due to an ankle injury. On August 5, 2010, at the age of 17, Musa made his debut for the Super Eagles in a qualification match for the 2012 Africa Cup of Nations against Madagascar, where he came on as a substitute for John Obi Mikel in a 2–0 win. Musa scored his first goal for the Super Eagles in a March 2011 friendly against Kenya. In August 2011, Musa represented Nigeria U-20 in the 2011 FIFA U-20 World Cup held in Colombia, where he scored three goals in five matches. Musa was included by FIFA in shortlist of 10 candidates for the Adidas Golden Ball, which was awarded to the most outstanding player of the FIFA U-20 World Cup.

On December 7, 2011, Musa was one of the four nominees named for the Confederation of African Football Most Promising Talent Award, however the award went to Côte d’Ivoire’s Souleymane Coulibaly. He was also called up to Nigeria’s 23-man squad for the 2013 Africa Cup of Nations. Musa scored in a 4–1 semi-final defeat of Mali and appeared as a substitute against Burkina Faso in the final, as the Super Eagles won their fifth continental title. At the 2013 FIFA Confederations Cup, he started in all three of the team’s matches as they were eliminated in the group stage. After appearing in all of Nigeria’s qualifying matches, Musa was named in Stephen Keshi’s squad for the 2014 FIFA World Cup. He scored two goals in the team’s final Group F match, a 3–2 defeat to Argentina and was named in the 28-man list to face Bolivia and South Africa in March 2015. He was recently named the Super Eagles skipper under Coach Sunday Oliseh.

igeria captain Ahmed Musa has tipped himself or compatriot Vincent Enyeama to win this year’s CAF African Footballer of the Year Award. Musa and Enyeama have been outstanding for CSKA Moscow and Lille respectively as well as for the Super Eagles. They are the two Nigeria stars nominated alongside 35 other players across Africa for the continent’s biggest individual gong.
Manchester City midfielder Yaya Toure, who is the current holder of the title was also nominated as well as the likes of DR Congo goalkeeper Robert Kidiaba, Andre Ayew of Ghana and Yacine Brahimi of Algeria. Sadio Mane of Senegal, Mehdi Benaria (Morocco), Al Tayeb Modather ‘Karika’(Sudan), Mohammed Salah (Egypt), Nicolas N’Kolou (Cameroun) and Pierre Emerick Aubameyang (Gabon) are some of the players who made the
cut. Nigeria’s failure to make any meaningful impact on the continent’s club football scene meant no Nigerian made the list for the Africa based Player of the Year nomination. “I believe either myself or Vincent Enyeama can win the award this time around. FF president Amaju Pinnick has praised Super Eagles Sunday Oliseh after the team bounced back to dump bitter rivals Cameroon 3-0 in a friendly in Belgium. Oliseh and the team came under fire back in Nigeria after they lost their first friendly in Belgium to DR Congo. The coach also would not have endeared himself to Nigerians after his major falling out with Vincent Enyeama. But on Sunday night, they raised their game to soar above the Indomitable Lions in fine style. “I must say that I am very impressed with the performance of the Eagles. It was a good game,” Pinnick said. “I am sure Nigerians were impressed with what they saw. But we have not got there, there are still
some areas that we need to touch but we should all keep supporting the team because the coach seems to have a clear direction of where he is going to. “He is still building a team. And he knows who to add to the team because we do not have a say on who he invites to the team.” Pinnick said Efe Ambrose’s opening goal – a header off a Mikel free kick – was straight from the training ground. “All the goals no one was a fluke. Fortunately all the training sessions that I watched, like the first goal Efe Ambrose got, I saw them do that over and over again,” he said. Oliseh will now switch attention to the CHAN qualifier against Burkina Faso on Sunday in Port Harcourt, where the home-based Eagles have been training since last week.

ANDREW EKEJIUBA The Nigeria Para-Athletics Federation has invited seven athletes, one guide-runner and three coaches to camp ahead of the World Para-Athletics Championship holding in Doha, UAE, from October 21-31. President of the Para-Athletics Federation, Dr. Frank Thorpe, who also doubles as the Secretary General of the Paralympic Committee Nigeria, said the seven athletes were invited based on merit. Made up of two men and five women, the invited athletes include: Solomon Amarakuo for F56 and Kyiem Emeka F57 for men’s shot put field event, while the five women are Uwak Uyime T47 100m and 200m events, Lovina Onyegbune C II 100m and 200m class for the blind and Anna Babalola who will be competing in four events of the C54 wheelchair, category, 100m, 200m, 1,500m and 5,000m race. Others include Flora Ugwunwa for F54 discuss event and Onye Lauretta that will be representing Nigeria in the F40 dwarf discuss category. Patrick Anieto, Adesoji Adekunle and Kolawole Emmanuel are the three coaches that are taking charge of the athletes. Secretary General of the Nigeria Para-Athletics Federation, Bisi Aziz, said the event which serves as Rio 2016 Paralympic qualifiers is very crucial hence the involvement of a guide runner Chidozie Kalu to assist the blind athlete, Lovina Onyegbune.
