Peoples Democratic Party (PDP) on Sunday raised the alarm over what it tagged clandestine meetings involving the Presidency, the Independent National Electoral Commission (INEC) and some security forces with a view to using official and unofficial means to ensure victory for the All Progressives Congress (APC) in the November 21 Kogi governorship election. The opposition party raised the alarm in a statement issued by its National Publicity Secretary, Mr Olisa Metuh in Abuja. The Paris terror attack On Friday, November 13, 2015, residents of the French capital, Paris, once more came under murderous attacks by terrorists. The attacks which were launched simultaneously across parts of the city left more than 130 people dead and several hundreds more seriously injured. This latest attack will be the second to befall Paris in less than eleven months. On January 7, two well-armed terrorists protesting the cartoon depiction of Prophet Mohammed forced their way into the offices of the French satirical weekly, Charlie Hebdo and killed 11 journalists, while injuring 11 others. The gunmen later identified themselves as belonging to the Islamist terrorist group Al-Qaeda’s branch in Yemen. As expected, Islamic State(ISIS) has claimed responsibility for what is now France’s deadliest attacks since WWII. The coordinated attacks left the French capital in a state of shock. French President François Hollande, in reaction, vowed a “merciless” response to ISIS. At the opening of a two-day meeting in Turkey on Sunday, world leaders vowed a vigorous response to the Islamic State group’s terror attacks, with President Barack Obama calling the violence an “attack on the civilized world” and Russian President Vladimir Putin urging “global efforts” to confront the threat. We join peoples of civilized world in condemning these latest attacks and call on the international community to fight terrorism and their purveyors till they are finally crushed. The world must now move from

the current state of disbelief to that of resolve if the fight against international terrorism is to be achieved. The international community must realise that it is engaged in worldwide conflict with a barbarous, devious enemy that is committed to violence. With all attention now focused on the terror acts by ISIS in Paris, it is possible for the world to forget that the group is not the only terrorist organisation engaged in killing innocent civilians. Definitely, the Paris attack is also a sad reminder of the ones taking place in Nigeria by Boko Haram fundamentalists who are not only against western education but are bent on bringing the country under the Islamic faith. It is pertinent to remind everyone that there are not good and bad terrorists, as all terrorists are bad. Invariably, there is also no excuse for terrorism, even as all terrorist organisations need to be faced down with all resolve if this bloodletting is to be stopped. In the grim understanding of terrorists, they are venting a grudge against the world which they feel is dominated by the West, Israel, and Christians. Therefore, it is important to understand what lies behind their grudges, but under no circumstances to excuse their murderous acts. The Islamist terror network has grown into a hydra-headed phenomenon. The current levels of violence should not be regarded as a transient phenomenon, as there are increasing numbers of ethnic jihadi outfits, who are in a position to supply suicide bombers for the cause. The world must therefore rise against religious fundamentalism before it is too late.

Already, Islamic State terrorists have claimed responsibility for the attacks, saying the attack was in response to airstrikes against militants in Syria and Iraq and insults to Islam’s prophet. The group also warned that France

would remain one of its top targets. Some of supporters of IS even boasted London, Rome and Washington DC would be hit by the next horror attacks. This latest attack adds to the long list of acts by Islamic State which since it debuted on the global scene has assaulted human sensibilities through several bouts of killings, beheading and slaughtering of captives among other heinous acts. Though the Paris killings has drawn reactions from world leaders, fact is that unless there is a global consensus on how to confront those behind this horrendous act and theirs sponsors, the blood-letting may continue without end. These regional powers, on doubt, are allies of major world powers who though openly condemn acts of IS and their likes but still are friends with these regional powers behind the IS and other terror groups. So, for the blood-letting resulting from terror attacks to end, the global community must unite to fight these enemies of our common humanity. And this will include compelling the regional powers behind IS and other terror groups to have a rethink and sheathe their swords.

Boko Haram: Disregard planned attack on S’ West-DHQ Andrew Orolua

Abuja ÏÏÏDefence Headquarters (DHQ) has said that the story of planned attacks on western Nigeria by Boko Haram was baseless and not true. The Defence Headquarters, in a statement signed the Acting Director of Defence Information, Colonel Rabe Abubakar said its attention has been drawn to publications of impending attacks by Boko Haram terrorists in some south western states of the country. "This story is not only baseless

but lacks substance in its entirety, hence should be disregarded. Of more worrisome is the claim that the terrorists have infiltrated the western states," it stated. It said that while "the military and other security agencies have made tremendous successes in degrading and decimating the terrorists who are now in disarray having lost their centre of gravity, camps and their source of logistics. "It would be unthinkable to raise these unfounded rumours of Boko Haram terrorist planning attack in not only in the

west, but any other part of the country for that matter." The Defence Headquarters, which is working under a directive to end Boko Haram insurgents by December this year, said that coordination and synergy between the military and other security services which led to the arrest of some ring leaders of the terrorists in some states, is instructive to their incapability to wage any coordinated attack. Nevertheless, the general public are requested to always be wary of suspicious individuals or groups in their localities and

National Bureau of Statistics (NBS) on Sunday said that inflation rate in the country increased by 9.3 per cent year-on-year in October. The NBS made this known via its October 2015 Consumer Price Index (CPI) that was issued in Abuja. CPI gauges the average change over time in the prices of goods and services that are consumed by the people in their day-to-day living. The CPI stated that the October inflation rate was marginally lower from the rate recorded in September, which was 9.4 per cent. It, however, said that the lower rate in October was as a result of lower increases in most divisions which contributed to the Headline Index, with the exceptions being Transport, Recreation and Culture divisions. The report said that food prices edged lower in October. It said that the Food subindex increased by 10.1 per cent during the month,

from 10.2 per cent recorded in September. ``The Food sub-index was weighted upon as a result of a slower increase in Bread and Cereals; Milk, Eggs and Cheese. ``It was also weighted upon as a result of slower increase in Potatoes, Yams and other tuber groups, the latter which has increased at a slower pace for five consecutive months,’’ it said. The report said that both the Urban and Rural indices slowed (year-on-year) in October. It said that the Urban index increased by 9.4 per cent from 9.5 per cent in September, while the Rural index increased by 9.2 per cent in October from 9.3 per cent in September. ``On a month-on-month basis, both the Urban and Rural indices slowed. ``The Urban Index increased by 0.4 per cent in October, from 0.7 per cent in September, while the Rural index increased by 0.4 per cent in October from 0.5 per cent in September,’’ the report concluded.

Umuahia The youngest civil engineer in Abia State Ministry of Works, of today, is on salary grade level 14 and if nothing is done, the ministry would been in dire need for more in the nearest future. This dearth of core and utility staff of the ministry, the new Commissioner of the ministry, Eziuche Ubani, said, would be addressed through what he called a “transaction programme” to train and grow young civil engineers in the ministry. mates across the country could go without food if the threats by suppliers of fooditems and gas to Nigerian prisons are to be believed. The contractors complained that unless President Muhammadu Buhari and the new Minister of Interior personally intervened to settle a total of 6billion they were owed by the federal government, they would be broke. In a Save-Our-Soul (SOS) letter on Friday, November 13, addressed to President Buhari, the contractors, under the aegis of Nigeria Prison Service Ration and Gas Contractors (NPSRGC), said that they had not been paid for the food items and gas they had supplied to the prisons, since January 2015. They also stated that they had resorted to taking bank loans with all the accumulative interests, as some of them had had to dispose of their houses and other proper-

ties, just so that they could meet up. The contractors made it clear that if they were not paid the outstanding money before the end of November, they would have no money to continue to supply food items and gas to the prisons in December, a situation which they said, posed a great danger to the fragile security of the country. “Needless to say that if prisoners and inmates of the nation’s prisons are not fed for two days, they could go haywire and the consequences could be nasty. We don’t want any national embarrassment for Mr President and his new government.” The contractors said that before 2015, they used to be paid two weeks ahead of time, but wondered why the system had changed to the extent that they were the ones using their money to buy the food items and gas for the prisons before they were reimbursed. “We are, therefore, appealing

to the Commander-In-Chief to mobilise funds from anywhere to settle our bill before it is too late, knowing that top on his priority is security. We have endured long enough,” the letter read. The letter of appeal to the President, copies of which were sent to the Minister of Interior, the Comptroller-General of the Prison and others, was signed by the association’s President, S.K. Sanni, National Secretary, Mr. Eugene Agro and the National Vice-President (North West), Ibrahim A. Asarakawa.

How will you rate the administration of President Buhari? Everything is in comatose, nothing is moving, and nobody have an idea the direction the economy is moving. The only thing I can point to is that there is a little bit of discipline from Nigerians. May be as a result of what happened in 1984, the War Against Indiscipline (WAI). People are beginning to shape up. That is about the only change that I can probably see. And don’t you agree that

Excerpts: In recent times, there have been renewed agitations and protests across the south-east and southsouth regions for the actualisation of Biafra following the arrest and detention of Mr. Nnamdi Kanu, Director of Radio Biafra. How do you see these agitations? I want to appeal to Nigerians and the government that we have had enough of problems in this country and we don’t pray for more. Let the rule of law guide us, let the rule of law be the order of the day. The courts are there for any offence committed; and if the courts are there, be it Igboman, Yorubaman or Hausa man, let him be taken to the courts and be tried and if

found guilty let him be punished according to what the law says. If not found guilty, let him not be punished unjustly. In other words, what I’m trying to say is that let the law take its cause. About the Radio Biafra man or whatever, I don’t know him, I’ve never met him, he has been arrested, let him be taken to court. We are no more in the military era, we are now in a civilian era, we are now in a democracy, let the law takes its cause. The continued agitations for the state of Biafra is said to be due to alleged marginalisation of the Igbos with the Nigerian nation; do you think these allegations are justified and how do you think these can be addressed?

It is not the best that any ethnic group is marginalised. It is good that all Nigerians should have a sense of belonging, no matter your ethnic group, no matter your religion. That is what we want in Nigeria. Any group found marginalised, the correction should be made in the interest of peace, in the interest of the country. Nigeria is a beautiful country, and if everybody is happy in Nigeria, nobody will want to leave Nigeria. These agitations for Biafra or no Biafra, I’m sure if things are correctly done, if things are well balanced, I am sure majority of Igbo people will vote against the re-emergence of Biafra. If things are properly done. Just take a look into this:

but they know how to deal with these corrupt politicians. You don’t have to make too much noise on what you want to do, just do it and let the people see the result. A lot of people are dying of hunger. So, fine, Jonathan is corrupt, his aides are corrupt, but, the president should not concentrate all his efforts on fighting corruption at the detriment of other things. He should do all that is possible to fix the economy and pursue corrupt politicians simultaneously or else, he will spend the whole four years pursuing corrupt politicians and achieve nothing. Are you saying President Buhari has not been able to achieve anything so far? Whatever changes you are seeing now is as a result of what Jonathan has put in place. The Treasury Single Account (TSA) has been in existence since the era of Jonathan, the improvement in electricity is as a result of Jonathan’s effort; during the six year Jonathan was president, there was no issue of fuel scarcity except the one that happened towards the end of his administration and you and I know that it was a function of the cabal who was hell-bent on frustrating Jonathan and currying the favour of the All Progressives Congress (APC). Let me tell you this, the day Buhari steps on the toes of one of these

So, will all these, you see pressure being put on the people of the south east; it gives room for some people who are even looking for ways to make trouble to see something they would use to say: ‘this is why we are making trouble. But when things are properly done, when things are corrected, if anybody comes up to make any trouble, people from that same area will ask them to ‘go and sit down. Things are okay, at least there is justice: the Hausaman is happy, the Yorubaman is happy, the Igboman is happy’. But when things are not properly balanced and people are making trouble, if you don’t join them, they will label you as saboteurs. So, as far as I’m concerned as the Eze

Ndigbo of Ibadan and Oyo State, democratically chosen by over 99 per cent Igbos in 1977, if anybody is now coming up with the agitations of the re-emergence of Biafra, I’m one of those who should be in the meeting, that we must have discussed, agree to disagree and eventually maybe we agree so that when such agitations start and if you ask me, I will say yes: I’m aware of it, I know of it’, but for now, I’ve never been in any meeting where such was discussed by any Igbo group for the re-emergence of Biafra. So, I cannot say I know anything about it, I cannot say I’m supporting it. But one thing I am telling Nigerians is that if things are properly done in Nigeria and nothing is lopsided, I don’t think the Igboman wants to leave Nigeria.

Let me assure you, if care is not taken, the Igboman loves Nigeria more than any other ethnic group; and the Igboman has a lot at stake in Nigeria for there is no state in the whole federation where the Igbos are not number two after the indigene of that state; no state in Nigeria. That is why they have their properties there- landed properties and so on. So, why would they want to leave Nigeria if things are properly done? If they come to you and give you reasons for their actions, would you back them? They would have to do a lot of work to convince me. The only thing I will continue to request and agitate for is that things should be properly done. If there is any way a mistake has been made and there is need

for correction; it should be corrected. For all said and done, I will still prefer an indivisible Nigeria where truth reigns, justice reigns, fairness reigns. God willing, Buhari may take eight years, after that the Presidency will come to the south again. What stops the South East from getting the Presidency? Southwest have done it, South-south has done it, the north are doing it and they’ve been doing it. So, if power comes to the South next time, who will quarrel with the south-east over it? Except somebody who has no conscience who wants to put Nigeria on fire. So, we need prayers as with God, all things are possible. How do you see the state of insecurity in the country and the moves by the presidency to negotiate the release of the Chibok girls? One of the main reasons Jonathan lost the presidential election was this Chibok girls saga; every negative aspect of the Chibok girls issue was broadcast to the world by all the media. When the APC was campaigning, they made a very big issue out of it and this was one of the reasons Jonathan lost at the polls. When the APC was campaigning, the issue of the Chibok girls was one of their campaign promises; they promised that they will get the girls released within a stipulated time. Now that Jonathan is out of the picture nobody is campaigning for the release of the girls anymore, it is a shame on the media in this country. I just hope that the four years of Buhari administration will not be a wasted part of our years. What is the way forward? It is high time we start giving the youth the opportunity to run

this country. How do you expect a 72-year old man who probably doesn’t know how to operate a computer to come and administer the affairs of this country in this computer age? That is why he takes every opportunity to run out of the country to go and rest, he will hold a meeting with the head of state of the country he is visiting for a day and use the remaining three days to rest. I just hope he lasts the whole four years. Nigeria is a very complex nation, so how do you expect him to cope? Most of the jobs is done by his media managers who hold brief for him. It will surprise you that most of the statements that are credited to Buhari did not actually originate from him; it is the work of his spin-doctors to say things on his behalf. It would have been easy for him to rule if we have a Prime Minister and President. What is the problem of PDP in Lagos State and the way forward? The problem of the PDP in Lagos State is the refusal of the old bloc to vacate the space and give youths opportunity to run

the affairs of the party. The way forward is for the youth to come together and form a bloc. I have leaders like Chief Bode George and Chief Obanikoro, but, what I have found out is that both of them have their own different agendas and objectives. I think we should have a third force, so that when the two of them are fighting each other, the third force will start running things. This is why we are having problems in the PDP. In the APC, they allow the youth to run the affairs while leaders like Tinubu and co are at the background. It is the youths that you see on the social media campaigning and the face of the party while the leaders are at the background. It is not so in the PDP, the leaders want to be at the fore-front of everything and unfortunately, most of them cannot even win their wards. The way forward is for the leaders to delegate responsibilities and remain at the back ground. In the history of the PDP in Lagos, we were able to win the numbers of seat we did at the Lagos State House of Assembly and at the House of Representa-

tives because the youths in the party went all out. Shelle is my party chairman, but, we have never had a meeting together on how to win election. All they do is engage in party politics and

when you try to talk to them, they label you an outcast that you are rebelling against the leader. So, I think a third force should emerge to checkmate them.

not caution him, pardon him and tell him: ‘go and sin no more, and beam searchlight on him, that is if he had sinned in any way. If they cannot do that, let them try him and if found guilty, let him take his punishment and if not found guilty, he should be left to go. Because a stitch in time saves nine, when you watch that protest or agitation on television, you see the number of people, the crowd. That such number of people can find their time to come out into the street to protest in that manner, it is not palatable for such a crowd and say nothing can happen. Let the government do something now and let the people involved see reason. Let government bring them for discussion on a round table. When that of Niger Delta was starting, government ignored it until it blossomed to an alarming rate. At the end of the day, it was resolved on a roundtable conference with the group by government. When Boko Haram was starting then, government was handling it with kid gloves; you can now see what we are going through in the hands

of Boko Haram. This one now, I pray it does not go to that level. But let the government meet the people involved to find out what actually is the problem. To as from them: what their agitation is all about and if they say it is Biafra then government should find a way to correct the imbalances. Things like this, it is always better to jaw-jaw than to war-war. How do you ensure unity amongst the Igbo leadership to ensure that when the time comes for the presidency, one of them will not sell out for a pot of porridge? We will find a way out. That is why rotational presidency is okay because of the nature of our country. When it is the turn of the Igbos, they will come out for the presidency; it is as simple as that. All parties will be instructed to field their presidential candidate from the southeast and not from any other part of the country; it is as simple as that. That is what they can do if we want to continue to have peace in Nigeria. When it is the time for the south-west again, all

parties would be instructed to do the same thing. The same with when it goes to the north and other geo-political zones. During the general elections, Nigerians would now choose one person from the various candidates picked by the parties and there won’t be room for fear of whether Igbos are united or anybody trying to sabotage them. To me, I’ve always seen the problems in Nigeria as very simple but we have not always had the courage to handle them with truth and fear of God. Do you think Buhari was fair to the Igbos in the appointment of his cabinet? This is Buhari’s government. He has been elected as President, Commander-in-Chief of Nigeria, let him choose the people he feels he can work with but he should be reminded that all eyes are watching. Now its another opportunity for him to tell the world, the way he sees the Igbos. Nobody can say. Do you know what will happen in the next two years, maybe he can make changes and bring in more Igbos. I don’t like criti-

cising people when we know a second is enough to change so many things in this life. Let’s allow him, lets support him, maybe in the next two years there would be changes. And don’t forget that Buhari is there and is promising to succeed. I’m not saying Buhari should marginalise the Igbos, no. He wants to succeed and he thinks he has the right to choose people who will work with to succeed. If Buhari thinks working without the Igbos to a large extend will make him succeed, we are watching; let him succeed; let him make naira 1:1 with dollar, let him bring down the cost of fuel, let him give us good roads, let him give us security in the country, terrorism to be checked, kidnapping to be stopped, let him give us electricity, we will hail him. And don’t forget that Buhari is heading a party that did not win in the South East. And this is a political party. I like telling myself the bitter truth. The people that didn’t vote for you, how can you trust them that they would work with you and you will succeed in

your government; that may not be very correct. I may be wrong or right, but these are the ways Buhari might be thinking. And he may be right or wrong. But that notwithstanding, I want to challenge him, let him surprise the Igbos.

Society urges security agencies to prevent violence before Kogi election The Coalition of Civil Societies on Electoral Matters has called on the security agencies to be on the alert and prevent any plans to foment trouble in the lead-up to Kogi governorship election. Mr Mike Femi, the Executive Director of the society, gave the advice on Sunday in Abuja when he presented a preliminary report of the society on the election. He said that the advice became imperative as the society, in collaboration with some local partners, had monitored political campaigns from their inception, with a view to evaluating the situation on the ground. He said that the society also engaged some individuals to collate comments and document actions of the main actors as the preparations toward the Nov. 21 governorship election gradually reached a crescendo.

``Our pilot findings indicate that there is a likelihood of induced violence, few days to the election so as to warrant the deployment of soldiers and State Security Service (DSS) personnel to the state. ``We suspect from our findings that inflammatory remarks were contrived to provoke the deployment of soldiers for the election with the intention to compromise them under the guise of instructions from above,’’ he said. Femi said that the society was mindful of the determination of the current Army leadership to restore strict professionalism to the force, citing the probe of some perceptible aberrations during the Ekiti and Osun governorship elections as a pointer to that effect. The executive director said that the society considered it expedient as a concerned body to alert the Army authorities of the plot of some politicians in the state in the

lead-up to the election. Femi urged President Muhammadu Buhari to regard the Kogi election as a litmus test for his electoral integrity. He, however, vouched for Buhari’s integrity, saying that the society was confident that the president would never succumb to any plot to use the armed forces or any state institution to subvert the electoral process and the people’s will. ``It is, however, imperative for the president to make a categorical pronouncement on the coming elections in both Kogi and Bayelsa States, urging all the political actors to eschew violence,’’ he said. Besides, Femi also urged Independent National Electoral Commission (INEC) to pay particular attention to the ongoing campaigns in the states. He advised INEC leadership to monitor the campaigns and take

necessary action against any political party or political actor found making inciting comments. ``We dare say that the era of impunity is over and INEC must maintain its neutrality; it should improve on the standards set by its immediate-past Chairman, Prof. Attahiru Jega. ``With a new leadership in place, we urge the new INEC Chairman, Prof. Mahmood Yakubu, to let his actions be strictly guided by the constitution and the Electoral Act,’’ he said. Femi also called on the international community, through the international election observer missions, to monitor the Kogi election, being the first election under the Buhari-administration. ``This is necessary to preserve the investment of the international community in the Nigerian electoral process, while strengthening it,’’ he said.

This is even as the Nigerian National Petroleum Corporation, NNPC, said it has made available 1.4 billion litres of petrol for distribution to fuel stations across the country all through the month of November. Also, the Department of Petroleum Resources (DPR) has warned petroleum products marketers against engaging in sharp practices or face several range sanctions which includes a N2 million fine and license revocation. Investigations carried out by the Daily Times around Ikorodu axis of Lagos at the weekend revealed that the commodity still remained scarce with many filling stations around the area not having the commodity while long queues

At Mallo Filling station, Giant Stars, Gaffy Oil and Gas, So, and Oluwanishola Petrol stations, all on the Ikorodu road, the commodity was unavailable, while Energy Filling Station was the only station that had the commodity with a long stretch of queue with motorists struggling to get the product. At both NNPC stations at Ajegunle and Kosofe, it was a story of ‘no fuel’. However, at MRS filling station at Ojota, there was a long queue of motorists trying to get fuel while Total Filling station at the same Ojota did not have the commodity. According to Mr. Ishola Durojaiye, a commercial bus driver at the MRS Filling station, he said he had been on the queue since Saturday with no success having gone round some filling stations around Lagos without getting fuel. “I have been here since yesterday (Saturday) trying

to get fuel to no avail. This filling station is the only one around this area that is selling fuel, that is why the queue is much,” he told the Daily Times. Mr. Nwosu Okpara also told the Daily Times that he had been trying to get the

Africa’s mobile phone giant MTN has asked the Federal Government for a plan to allow it to stagger the payment of a $5.2 billion fine just days before the Monday deadline, a source at the Nigerian Communications Commission (NCC) told Reuters news agency.

The source added that the government was considering the request, made at a meeting on Friday between MTN and high-level government officials, and that the decision would be disclosed on Monday. The NCC slapped the fine on MTN last month for its failure to cut off 5.2 million

Scores of Afghan soldiers defect to Taliban ÏÏÏGovernment

officials and insurgent sources in southern Afghanistan say at least 70 Afghan soldiers have defected to the Taliban while 85 others were killed in days of fierce fighting. Mirza Khan Rahimi, governor of the volatile Helmand province, told reporters Saturday that the defections occurred in Sangin district, and that the soldiers joined the Taliban with their weapons and equipment. The southern Afghan province has been a traditional heartland of the Taliban where clashes between insurgents and Afghan security forces have been raging in several districts for nearly a month, including Lashkar Gah, Marjah. A Taliban spokesman, Qari Yusuf Ahmadi, said five Afghan national army commanders are among the soldiers who “repented their mistakes and surrendered to Mujahideen (Taliban fighters)” along with five armored personnel carriers, weapons and ammunition. Buhari: Hypocrisy of a President and his wife

t is common impression that people who most times appear in public to feign prudish are more often than not extremely lascivious, especially when indoor activities or matters about them are involved. At the very best, this presents a typical and relevant analogy to the obvious sort of hypocrisy that Muhammadu Buhari and his wife Aiasha appear to be indulging as much as their minds can oblige them that members of the public are currently suffering from amnesia on issues pertaining to the continued existence of the office of the First Lady. Major General Muhammadu Buhari had publicly averred during the 2015 Presidential campaign, that should he win, he would not hesitate to scrap the office of the First Lady and, by implication, bring to an end the perceived corruption associated with the occupant of the office within our political landscape. However, Buhari’s wife, Aiasha, did swiftly intervene in an apparent desperation to allay the fear of the womenfolk, by countering her husband’s seemingly anti-women remark and thus overruling him. The truth however, is that President Buhari is now understandably a

pliable phenomenon within the context of the same prism which former President Goodluck Ebele Jonathan was rightly or wrongly adjudged and called all sorts of names. Curiously, instead of going the whole hog and scrapping the office of the First Lady, he has ultimately come on board and, more importantly, pursuant to the campaign promise made to the electorate by himself, Buhari has not only reneged on this pledge, but also further deceived the ever gullible masses by merely telling them that the office would be better baptised and renamed office of wife of Mr. President. But this is not just a quintessential instance of a failed campaign promise of but also it is a mere change of nomenclature that has not in any way altered the usual First-Lady malady and its associated effect as a parallel government. Unfortunately, here we are with Buhari who would want the electorate to believe that whatever position belonging to his wife irrespective of whatever name, there is the opportunities to parade around or bestride the polity for whatever reason. Ironically, Buhari no longer subscribes to this same belief or views of the office of the First Lady, which

is now renamed the office of wife of Mr. President in line with the APC change mantra. Nevertheless, ncidentally his wife is beginning to use the office to disturb and disrupt the tranquillity and order in our polity. Aside using the same platform, as Mrs. Jonathan and her predecessors did, to kick-start her own politics of “helping” the less privileged, Aiasha Buhari has suddenly become such a caring and great philanthropist that recent media reports had it that she “donated undisclosed amount of money to 48 victims of the recent Gombe bomb blast. Of course, much as there is nothing wrong in caring for the those in anguish or being charitable to the less privileged, what is baffling is the motive behind the concealment of the actual amount of money given to the victims. In the same vein, it defies understanding where Mrs. Buhari is getting the huge sums. In the absence of being part of or enjoying any known budgetary allocation, it is most unlikely that Aisha Buharii owes her source of funding to President Buhari’s less than N30million worth of cash being part of his assets declaration. Yet, it does not seem that even Buhari has ever taken it upon himself to let his wife see the reason for

transparency. Otherwise, how could one fathom the rationale behind the actual amount of money given to the recent Gombe bomb blast, whereas the same Aisha Buhari, felt proud to announce that more than 2,000 women in Enugu State had been screened for free under the “Aishatu Buhari Women Health Inititaive”. Indeed, like her husband, Aisha Buhari’s notion of transparency seems somewhat to be determined by and dependent on the people and/or the section of the country involved. Interestingly, after fussing about the former First Lady, Dame Patience Jonathan’s, visit to Rev. Father Ejike Mbaka in Enugu, by the APC, their spouses, supporters and sympathisers, including Aisha Buhari are now pilgrims to the Adoration Ministry. Anyhow, what is important is that President Buhari must try to fulfil his campaign promise by scrapping the office of the First Lady or office of the wife of Mr. President or whatever appellation that may be adopted to disguise its existence. Truth is that Hajiya Aisha Buhari should, help the government in the ongoing efforts to reduce the cost of governance by putting an end to the “parallel government” which the running of the her office signifies.

What has further fostered this trend is perhaps the total neglect and decay of public infrastructures given impetus by what is gradually becoming our collective lack of value and care for these infrastructures. Hence the recent move by the Ogun State Government with its palliative measures to maintain the Lagos-Ibadan Expressway, in furthering the cause of good maintenance culture, is in the very least heart-warming, even though this may not be the state’s primary responsibility ab initio. Also moved by the harrowing experiences of people in traffic at Ojuore round-about, on the OtaIdiroko Road, the effort of the Ogun State Government at constructing the two major drainage culverts across the express road draining the constant over-flowing flood from Ilogbo axis of the road is very com-

mendable. One cannot also gloss over the effort of the Living-Faith Mission Church (aka Winners) at installing inter-locking stones on the usually flood-affected-part of Ojuore nexus of Idiroko Road spanning 200 metres all on a federal road! As it is now, a dangerous trend is gradually emerging for which government at higher level is comfortable relinquishing its responsibilities to lower levels of administration or in some cases in which government at various levels are shying away from their primary responsibilities for private organisations to take up as their private corporate social responsibility. If this trend continues, it will be the case of a disaster waiting to happen! For a nascent democracy as ours that is just developing, trends like this are likely to be counterproductive. First amongst the odds, the trend will make the government to rather rest on its oars while forsaking its primary responsibilities of regular maintenance for other parties to perform. Secondly, the quality and standards of jobs will tend to vary. Since the many organisations engaging in these corporate social responsibility may not be professionally qualified and with unequal financial endowments, this may negatively affect the outcome of their jobs.

Thirdly, the corporate bodies engaging in such corporate social responsibility may have leaner resources in dealing with their primary functions for which they were established. A corporate body defaulting in paying staff salaries, increment or gratuities in the name of corporate social responsibility spells doom for society. Fourthly, since there is concentration of industries and organisations in urban centres, corporate social responsibility tends to be concentrated and restricted at most times, to these urban centres, thereby bringing about lopsided development contrary to the concept of equity and fairness. Again, aside the fact that the engagement in corporate social responsibility gives such organizations an unfair advantage, cheap and undue publicity, also the government and its staff are likely to be compromised, favouring those that engage in such corporate responsibility to the detriment of others that do not participate. Finally, this gives room for largescale corruption to government officials. Many at times the projects being engaged on as corporate social responsibility by private bodies would have been included in the government’s budget. This leads to shrouding in secrecy, especially concerning the

implementation of the budget of such project. It is important to restate that good management principles teach authority and responsibilities as symbiotic concepts that go together (paripassu) it is though funny why this is more like an exception in this part of the world. For avoidance of doubt, it is important to emphasise that for any level of government (Federal, State or Local), for where each of their authority prevails, the burden of responsibility must also necessarily fall on them without further ado. This is a wake-up call for all levels of governments to be alive to their responsibilities. The trend in which government (whichever level) basks in the pleasure that comes with its authority over its subjects or infrastructures, but shies away from the burden and nuances of the responsibilities that come with such authority, can no longer be acceptable and especially for our emerging democracy for that matter. We are hopeful and confident that the newly sworn-in Minister of Power, Works and Housing – Mr. Babatunde Raji Fashola, as a veritable example unto others even in his elaborate and sensitive portfolio will take note of this ugly trend and put a stop to this corporate irresponsibility!

Opeoluwani Akintayo The Petroleum and Natural Gas Senior Staff Association of Nigeria, PENGASSAN, has said the industry will continue to witness downsizing until 2019. The statement was made by the immediate past National Industrial Officer of the association, Mr. Hyginus Onuegba recently. 2015 has been a year of uncertainty for oil companies globally as many have kept laying off their staff due to the persistent drop in oil prices. Oil and gas companies have cut a total of about 120,000 direct and indirect jobs since the downturn. The Rivers State Chairman, Trade Union Congress of Nigeria, TUC, said the dwindling oil prices had affected the expectations of oil companies in the country as revealed in their first quarter reports, with some of them declaring losses. He added that the current situation in the oil and gas industry, has led to reduction in exploration and productive activities globally. It would be recalled that the dwindling oil prices started in the second half of 2014. What many thought was shot leaved however, has turned into perhaps the longest ever witnessed in the history of the industry. The slide has seen many oil and gas companies cutting down expenditures which includes sacking some of their members of staff. Trouble started when world’s second largest crude oil producing country, Iraq, started pumping more than expected into the market. The country’s oil production hit an all-time high in June at 4.1 millions of barrels of oil per day, according to the International Energy Agency. “It is a huge strides to expand output despite the twin challenge of low oil prices and a costly battle against” ISIS, the IEA noted. Iraq had suffered heavily from the global decline in oil prices. A year ago, the government pulled in about $300 million per day in revenue. Now it’s down to roughly $240 million a day.

Minister vows to ensure compliance on MTN fine Tony Nwakaegho Abdul-Raheem Adebayo Shittu, minister of Communications has vowed to ensure compliance with the $5.2billion fine imposed on MTN Nigeria by the Nigeria Communications Commission (NCC) for failing to deactivate 5.2 million unregistered SIM users. Shittu made this statement at a dinner organised in his honour by his friends, saying that his primary concern is the interest of Nigeria. “Every country has its laws and regulations and once you violate those laws, you pay what you are supposed to pay. The regulatory authorities fined them

and I don’t think they are challenging that fine, so I don’t think I have any role to play other than ensuring that that regulation is enforced to the letter.” He further stated that, “the interest of Nigeria is most important. I am aware that MTN operates in about 18 countries, but from Nigeria alone, they make more than 50 per cent of their profit. So, I don’t think they are going to complain about the fine because they know that they have violated Nigeria’s laws and they know that effect follows cause. So, something has happened, consequences have arisen and the rule of law requires that you obey.” Commenting on what he hopes

to bring on board as the Communications minister, he said, “Petroleum has been the source of our mainstay as a nation over the years. Previously it was agriculture, but over the last 20 or 25 years, it has been petroleum. “I believe that with our population of over 170 million, about a quarter of which is patronising or subscribing to telecommunication services which can be a huge source of revenue to the Nigerian economy in the next couple of years, because these services are very invaluable services, that people readily pay for even when those services being paid for are not totally satisfactory.” He also assured that he would work towards improvement in

the quality of telecommunications services as well as ensuring that Nigeria makes multiples of what it is currently making from telecommunication services. On what Nigerians should expect in the next 90 days, Shittu said there would be improvement in services and revenue generation into the national coffers. Speaking on his background, he said he qualified as a lawyer in 1975 and “consistently I have been in politics, but this is the highest position I have ever held. I have been a member of the Oyo State House of Assembly; I have been a commissioner twice- 1983 and 2007. That is at the state level. Again, I have been in Federal Government committees, but to be appointed as a minister of the Federal Republic, I feel very happy; I feel fulfilled and I thank God that he has brought today.” MTN has November 16 deadline to pay the fine billion or face other sanctions as directed by NCC.

FG advised to jettison national carrier Chukwuemeke Iwelunmo

Guranty Trust Bank seems to have maintained resilience in its grip on the Nigerian banking customers as several research have shown that they are the most preferred in terms of quality service in retail and SME delivery. Following an assessment of retail customer’s perception on Nigerian bank’s based on their quality of service, Guaranty Trust Bank (GTBank) was the highest rated bank in 2014. Zenith bank, First Bank and Diamond Bank were rated second, third and fourth positions respectively, according to a November 2014 banking report published by Ciuci Consulting on the retail preferences of the Nigerian banking customer. While GTBank and Diamond bank retained their positions

from the 2013 ranking, Zenith bank moved up from 3rd position to 2nd Position in 2014 and First Bank ranked one step lower in 2014 than it did in 2013. UBA Significantly improved in the perception ranking, from 10th in 2013 to 5th in 2014. Over the past year, UBA worked on improving its customer experience by delivering better customer service through all its touch points as well as improving the ambience of its branches. Enterprise, Mainstreet, Keystone, Unity and Heritage Banks were ranked lower than their counterparts. However all five banks apart from Enterprise and Mainstreet bank had improved ranking. Unity Bank recorded the most significant improvement from the five banks, it ranked 17th in 2014 Moving up 3 places from 20th Position. Entreprise Bank recorded the most sig-

nificant drop among the bottom 5 banks, dropping from 16th to 18th in 2014. The report also focused on the need for banks to capture the technology savvy generation which they referred to as the millennials. This focus is based on the fact that “92 per cent of the respondents appear to be a loyal group unwilling to switch banks” The report attributed the high ranks of the top ten banks to their having children and teen focused products, as well as a high social media presence, with the exception of Zenith and Eco bank. The bottom banks have really low presence with the exception of Heritage bank, the report explained that the low ranking of Heritage might be due to the fact that it’s a new bank hence respondents are not well acquainted with the bank.

Low capacity of local insurers: Over 95% of oil and gas businesses take foreign cover — NIC Stories by Isaac Agber The declining gains of Nigeria’s local underwriting firms could be blamed on their inability to firmly grip oil and gas business owners, who are the major vanguards of the country’s economy. Currently, over 95 per cent of oil and gas businesses in the country have taken cover overseas due to low capacity of the local insurance companies. The resultant consequence is capital flight, which has posed a great threat to other sectors of the economy, according to the National Insurance Commissioner (NIC), Mrs. Lydia Lariba Bawa. Bawa explained that local insurance companies lacked good governance, risk management practices, technical and financial capacity to retain the oil and gas insurance businesses in the country. She said this at the 2nd National Insurance Forum recently organized by Star Assurance. She pointed out that, insurance companies needed to understand the risks involved in the oil and gas business to be able to put in place the necessary measures and systems that would enable them to benefit fully from it. She said the sector must understand the business of oil and gas companies, which include

how oil wells are constructed, the processes used in drilling the oil, the nature of the equipment and how they are operated, in order to appreciate the risks and liabilities to insure, and how to underwrite them. The commissioner expressed the hope that the NIC’s new risk solvency framework, which required insurance and reinsurance companies to increase their capital requirement and develop sound governance structures and risk management systems, would help address the capacity challenges facing the sector. Bawa said the commission had also collaborated with the Petroleum Commission to initiate measures to ensure that the insurance industry derived optimum benefits from the oil and gas sector. Also speaking at the forum, the Ghana’s Minister of Energy and Petroleum, Mr. Emmanuel Armah-Kofi Buah, pointed out that, the local content law provided protocols that would help grow the insurance market. AXA MANSARD records 28% profit rise in Q1

The inability of underwriting firms in the insurance industry to submit quarterly returns to the regulatory authorities may be linked to the low solvency gaps which have been recurring decimals in their activities for over four consecutive years. The industry’s watchdog, National Insurance Commission (NAICOM), in a notice posted on its official website, indicated that between 13th and 21st October this year, only eight insurance companies submitted their 2015 third quarter returns. Meanwhile, 50 underwriting and reinsurance firms in the industry are yet to submit their 2015 third quarter yearly accounts and returns to the commission, the notice read. It also reported that six other underwriting firms are yet to submit their second quarter returns, while six insurance companies have failed to submit first quarter returns to the regulators. Osun govt denies alleged plan to scrap tertiary institutions Sodiq Adekunle

Osogbo ÏÏÏThe Osun State Government has, again, given clarification on the controversies surrounding its education policies, saying that it had no plan to scrap some of the tertiary institutions in the state. The Deputy-Governor, Mrs Titilayo Laoye-Tomori, stated this while briefing members of the State House of Assembly Committee on Education, on the development in the education sector. She said the government had advised the institutions to harmonise some of the courses in the state-owned tertiary institutions to avoid duplication of courses and ensure that graduates of the institutions acquire appro-

priate skills that can make them self-sustaining after their education. She said, "The Government has directed the Forum of Chairmen of the Governing Board of the institutions to review their programmes and come up with a position paper on how to make our students job-creators instead of jobseekers after graduation. We want our polytechnics to run courses that would meet the needs of the nation and make the graduates selfreliant. “Towards this end, the government has directed all the tertiary institutions to devote 50% of their admission quota to their main programmes; 25% should be devoted to remedial pro-

grammes to cater for the teeming youths who could not gain admission to any tertiary institution.” She added that the polytechnics were to devote 25% of their admission to vocational, technical and skillacquisition courses where graduates that want to acquire such skills could enroll, and where artisans that want to sharpen their skills and acquire certificates could equally be admitted. Colleges of Education, according to her, were to devote 25% of their admission quota to running of Continuous Education Programmes for training of teachers from all over the state and beyond. The Deputy Governor added, “This is to ensure

that we produce graduates that will be useful to themselves and be able to establish their own businesses after graduation, as well as ensure sustenance of welltrained teachers in elementary and secondary schools in the state. “There is no plan to scrap any of the four tertiary institutions; we want them to run viable programmes. The Government is still expecting the position paper from the Forum of the Governing Council Chairmen before implementation.” The Chairman, House Committee on Education, Honourable Folorunsho Bamisayemi, commended the government for the way it had handled issues in the areas of education in the state.

Work to begin on N49.5b Lekki petroleum storage facility Peter Fowoyo

Pinnacle Oil and Gas Company, has come up with a possible solution that would ease the traffic problem caused by the petroleum tanks farms in Apapa, Lagos, as it is set to construct a N49.5- billion storage facility at the Lekki Export Processing Zone, in Lagos. Already, the company has finalised arrangement to start the construction of the 600,000 storage facility, which is expected to start in January 2016. The project, which is expected to generate about 20,000 direct and indirect jobs, both during and after

construction, would also help to reduce the cost of demurrage of petroleum products, just as it would significantly shorten the turnaround time for vessels. The Chief Executive Officer of Pinnacle Oil and Gas, Mr. Peter Mbah, said that there would be two mooring systems, a single point mooring (SPM) system for big vessels up to 250 ,000 metric tons, while the other one would be a smaller mooring system which is called the conventional system for smaller vessels of 20,000 to 50,000. According to him, the idea is long overdue in the country. He said: “We have

a situation in our country where we spend hugely on operational costs for importing refined products. This is unacceptable. Nigeria spend about a N9 per litre on a litre of petrol as operational cost. The project is conceived because the era of going to Lome in Togo or other neighbouring countries for transhipment of petroleum product is over. The project would eliminate the cost of hiring shuttle vessels.” The Pinnacle Oil and Gas boss said that with this development the cost of transportation of the imported products would crash if other marketers keyed into the projects, as there would

be no more payment of demurrage, because it would no longer be necessary. “ It would reduce the operating cost of all tank farms, and would bring down the prices of petroleum products, because all those cost-associated to demurrage would have been eliminated.” Mbah said all the needed lead item were already in place, while the detailed design was almost completed. He said with projects like this, what is critical were planning , investigations and design, adding that and all the soil investigations, survey, environmental impact assessment (EIA), had been done.

Anti-graft war: Ex-NBA chair seeks more powers for CCB Abiodun Taiwo

Abeokuta ÏÏÏA former chairman, Nigeria Bar Association (NBA), Ikeja branch, Lagos State, Mr. Monday Ubani, has urged the National Human Rights Commission, labour movement and social interest groups to mount pressure on the National Assembly to amend the Code of Conduct (CCB) law and ensure that people had access to the asset declaration of political office holders. Ubani also called for the unbundling of the CCB towards effective fight against corruption in Nigeria. Ubani, who said the CCB, as currently constituted, was neither independent nor strong enough to handle its mandate, recommended the establishment of two

agencies to deal with asset declaration of public officials in the country. He spoke at a lecture and award ceremony organised by the Nigeria Union of Journalists (NUJ) Paramount FM Chapel, Abeokuta, the Ogun State capital. Delivering a paper titled, “Assets declaration: Panacea for corruption among public officers?”, Ubani stated that though President Muhammadu Buhari and Vice-President Yemi Osinbajo did well by publicly declaring their assets, their action still fell short of an acceptable standard. “For instance, the values of the real estate held by them is not disclosed. In addition, declarations could be falsified through deliberate transfer of assets to adult children of those mak-

ing the declaration. There are many other ingenious means of falsifying asset declaration,” he said. Ubani said that the CCB, as an official watchdog of the nation, had failed to discourage corruption and maintain a high standard of morality in the conduct of government business. He said the legal frameworks and institutional capacity to confront corruption in governance needed to be strengthened, noting that Nigeria’s system was one of the weakest in the world, in terms of asset declaration by public officers. According to him, the country should have two independent institutions with one to deal with asset declaration data and the other to handle verification as done in Ghana.

Ubani added that annual or biennial asset declaration would also make it easier to monitor the growth of assets declared and check waste of time and resources that could have been deployed to more purposeful uses. While acknowledging the enactment of Freedom of Information Act to eliminate the culture of secrecy in government, Ubani observed that certain constitutional provisions were antithetical to the efficiency of CCB.

Reflections on rape laws in contemporary thinking Women around the country last week deliberated on the unending violence and sexual abuse of women and children around the world. The occasion was the 5th edition of International Conference on Women and Children held at the Nigeria Institute of International Affairs, Victoria Island, Lagos. Violence against Women & Children: Identifying the triggers, Remedies and Policy Frameworks’; without mincing words, it is highly appropriate to our present society in every sense. “Worldwide, child abuse, sexual and domestic violence forms the whole destructive experiences afflicting women and children all over the world.” A thought provoking drama piece titled ‘In His Defence’ was presented by students of Dominican College, Mafoluku, Oshodi in Lagos. The play depicted in graphic details domestic violence against a housewife, to the knowledge of her children but the woman continually defended her husband’s action. Among factors complicating the fight against rape and sexual abuse of the female gender discussed at the conference are poor parenting, inordinate exposure at a young age, influence of alcohol and the presence of males who are predators in the society. The women also examined consequences and future implications of sexual abuse on a child and the society. touched on the culture and policies of rape globally. Part of her presentation on the first day of the confab reads: The study takes as texts, reports of the 2013 Delhi Gang Rape Case in India and two other portraits of rape cases in the Nigerian context. The approach adopted comparatively examines the responses to rape, rape laws; particularly the reflection of the laws on contemporary thinking, the psychological implications on the victims and the society. It also examines contexts of state welfare in rehabilitating victims and recommends standard practices which could become deterrents to perpetrators of such violent acts. Sexual abuse This is a defined as deliberate and forceful tampering with a human body which comes in various forms. This study classifies rape as a form of sexual abuse, and examines contexts within which rape occur, the general posture to the prevalent rape culture, the attitudes, as well as responses to this heinous act. Secondly, rape has been described as ‘an unlawful carnal knowledge of a woman.’ This deliberate form of forcefully initiated sexual act includes oral, anal or virginal penetration by an object on parts of the body. Victims of such incidents may be female, male, adults or children who are gay and who are straight. 80 percent of rape cases are done without the use of weapons but with threat and sheer physical strength. This study examines rape as violence carried out against females. It examines types of rape, specifically Stranger-rape, also described as ‘blitz sexual assault,’ Child sexual abuse and domestic sexual violence against minors which often takes place within domestic environments; Drug facilitated assault which may also occur as a gang rape where several offenders gang up to take advantage of victims under the influence of strong substances and Rape as a type of hate crime that can take place in form of violent attacks on women during war by opposing parties and which takes place in diverse settings, home invasion sexual assault, detainee and prison assaults among others. This study examines cases from India and Nigeria. The basis for this purposive selection is because of the rampant and consistent manner in which rape cases are reported in New Delhi in India as well as the publicity the same has received for

decades and the muted impressions and the rape culture within the Nigerian context where this deliberation is being held. The Rape Culture Jonah Goldberg (2013) is cited to have said: “Rape culture suggests that there is a large and obvious belief system that condones and enables rape as an end in itself in America.” From this, one can also see a culture that condones rape as a tolerable act because its perpetrators are often allowed to go unpunished for several unethical reasons or are granted very liberal punishments which strengthens the culture of assault and rape. Rather than fault the perpetrators, some common myths are promoted about the violent act. For instance, substantive basis to support allegations! Even where there is some kind of evidence that psychological and bodily harm has taken place. The culture here implies the general notions and aptitudes to rape, the suspended belief of many or rather the unwillingness to admit that such gory incidents do take place and it could happen to a person or a loved one. Ama narrates the story from the night of her 8th birthday. She lives a life of seclusion before that night as though her family life is normal until her surrogate father steps into her room and rapes her. He repeat-

edly does this and very frequently such that, as a child, she suffers … syndrome and is psychologically destabilised having mental pictures of the man she assumes is her father and a pastor coming into her room with pure white clothes and defiling her. Very often he would ask her to cite the 5th commandment in the bible “What is the fifth commandment?” to which the poor child responds “Honour thy father and thy mother...” She stops drinking pap because it is synonymous with the sticky white fluid that flows from her father and begins to nurture thoughts full of hatred because of the violence she suffers in the hands of her mother’s husband while she turns a blind eye to it all and complains about petty domestic issues like her daughter’s restlessness, or being withdrawn. Though he stops the sexual assault when the girl begins her menstrual cycles, Ama lives with the trauma of the sexual assault for years. Let us support women so they will wake up and aspire to be in places where they will make laws and policies that affect the lives of other women positively.” Barrister Sonnie Ekwowusi of the Project for Human Development, pointed out the difficulty in proving a rape case ‘beyond any reasonable doubt’ as required by law. “Even if the accused is caught red handed, the prosecution is required to prove he did it Beyond Any Reasonable Doubt (BARD). This is required by law so that many innocent don’t get convicted on just allegation of a rape.” The barrister acknowledged that the case of rape is very complicated to prove BARD because the prosecution has to ‘prove certain sensitive things’ I cannot go into in this forum, and when that cannot be proved, the accused is almost certain to go scot free even when he committed the offence, so let’s get that clear about the law and people accused of rape. That makes a bad case for the judiciary. “Hard cases make bad law”, observed a male participant from an NGO. Everything in the legal structure encourages the crime and every argument by the prosecution to obtain judgment has already been structured to fail in law. Checkpoint: Season of play in MUSON Centre, Lagos

Agozino Agozino Over the years the hammer has fallen on the Nigerian Police to secure live and property of the citizen. While they carry out their day-to-day activities the police is either face with poor welfare package, remuneration. The story of the Nigerian Police is complex. There is the issue of unprofessional conduct by some men of the force, illegal road blocks, a satirical play titled Checkpoint bring to the fore the hazardous live of policemen on a daily basis. Staged at the Musical Society of Nigeria (MUSON), Centre, Onikan, Lagos recently the play written by theatre guru, Tuebi Abide (aka Tuale), directed by Ife Salako (aka Ifetive), the cast kept the guests at the edge of their seat throughout the duration of the play. It was laughter unending for guests who had come to watch the maiden edition of Checkpoint. Tuale (senior officer), and Ogbolor (junior officer) were the star cast, dress in Nigerian Police uniform with wooden baton commonly used by the Nigerian on his armpet. Suddenly the usual language of the police, park! Park! If you don’t park l move you ranted the air as Ogbolor roll

Checkpoint touches on several areas of the society ranging from accidental discharge, kidnapping, homosexual, prostitution, bribing and corruption. Though the guests laugh at every situation, but the issues raised by the casts cause for serious concern, the issues is coming at a time the country is craving for change. Apart from the breathtaking performance by the cast there were several comedy performance from the King of Comedy, Ali Baba. He dished out rib cracking jokes to the delight of the guests. Other stand-up comedians comprising Baba K, Danny

Speaking on the play, Tuale a graduate of Theatre Art, from Lagos State University, Ojo, (LASU) said he uses the play to tell Nigerians that he is equally gifted when it comes to stage presentation. “Checkpoint project is part of the change syndrome that we are craving and clamoring for in the country,” he emphasized. “Be it change, transformation we are all craving for a better Nigeria that is what i am using the project to highlight. It is a satirical play that x-rays the Nigerian situation from the eyes of the police. People have funny experiences in the hand of the Nigerian Police. The police force is no longer respected. Nigerians are shouting police is this, police is that. They complain that when they travel outside the country police in Europe is friendlier than what we have in Nigeria, but we all fail to contribute to make our police force credible. The time for us to contribute to the change we want in the police force, and security situation in Nigeria is now. We all need to do something. Nothing is too small like the beggar would say,” he hinted.

The pidgin English radio presenter of Wazobia FM, Lagos urged every Nigerian to play active role for the desired change in the country. “Checkpoint is my own little way towards that change and security system in Nigeria. Until we get to that point that change will have to start from us then and only then we will have true change. Not even from our leaders, but ourselves. Our attitude towards one another; our attitude towards the way we behave, the way we do things. We need to change that notion, when a police man stops you at a checkpoint and ask for your license it does not matter if he has the right to ask you or not, but at that point in time do you have your license, and car documents? You can argue till tomorrow that it is not the right of a policeman to ask for your license. Even if it is not his right do you have the right document?” he said. He noted “We all contribute to the rot in the country today in one way or the other. The day you drive your car without drivers’ licence you have contributed to the rot in Nigeria, because you believe that when a policeman stops you, you will give him money. That is corruption! With that you have contributed to the corruption in Nigeria.”

Tuale advocates better welfare packages for the police force. “Policeman is human being, for instance if police go on strike people will complain why would the police go on strike meanwhile doctors go on strike, doctors complain that the money they receive is not enough for them, but the police cannot complain nor go on strike, they are underpaid and not being taken care of. Which police man can you point to that has a house in Banana Island in Lagos? That is what we are talking about with Checkpoint.” Tuale disclosed that Checkpoint has been in the pipeline for close to 3 years, but the Onair personality who woos Lagos audience with his strong pidgin English accent on radio said “Checkpoint is my first play which l wrote. l have had the idea of writing a script and doing this play since 2012. I had to take my time to put these together and we are talking about Nigeria, it is not something you rush into, it is not because you are doing comedy we are not talking about a street in Ajegunle, Victoria lsland, we are talking about the Nigeria image, it is not something you can play around with when you are doing comedy, l had to take my time and plan for it.”

Interview L2 A legal practitioner cum music business executive, Audu Maikori recently assumed a new role as the President of Chocolate City Music Group, a label he started with nothing to becoming one of the most sought after music groups in Nigeria. In this chat with MUTIAT ALLI, Maikori opens up on the agelong court tussle with former Chocolate City act, Brymo, copyright infringement, his perspective of Chocolate City and other pertinent issues. Audu Maikori: Artistes must learn to respect contracts they enter into

The Music industry has witnessed different court issues between labels and artistes in the past. Who will you put the blame on between the artistes, label owners, or their contract negotiators? Every case has its own peculiarity, so to tell you that one individual is to be blamed is not correct. But I will like to think as an artiste and also as a label owner. At the end of the day, both label and the artiste have one objective which is that the artiste that is signed is very successful enough to generate money for both parties. That is the basic goal. All the 14 pages of the contractual agreement is about, ‘let us invest in your talent using our skill and resources to sell you’ and once that is achieved, we are both happy. Now, where the problem comes is that, ‘do we have the same approach to this goal’? No, which is the only disconnect that causes some of these infractions.

Since MI became the CEO of Chocolate City, has it changed your perspective about the label in anyway? Of course yes. I can see things that I never saw before and I am learning new things that I never had time to do before. What we are doing at the label is partnership and right now, what I do is review the activities and also give necessary inputs on areas where we can improve. My new role gives me a different perspective of things on the label generally. What are your roles now at the label? I am not involved in the day to day running of affairs of the label but I am very involved in the general visioning of what the company does in terms of positioning and achieving

our set goals. Aside that, I am also in charge of the other subsidiaries. Apart from the music label, there is a media company, there is a Kenyan office and there is also the distribution company. My job is to make sure they are all functioning, make profit and also align with our set mission and vision. Chocolate City Music Group recently announced that the label will venture into movie production. Should we expect any film soon? We have a second company called Chocolate City Media; there is another one named Chocolate City Distribution and Chocolate City Ke-

tion of the brand but the industry is the true manifestation of the brand. So, we need to take into cognizance what appeals to everyone across the industry and not our artistes alone. Do you see the label telling the story of any of its artistes through a film in few years? We thought about doing a sort of docu-movie but I don’t think we are there yet. I think we have done some good works but I think there is much more we can do. We want to take some more time to work. The label currently has over 14 artistes signed under its imprint. Will you say that the artistes are

getting same attention? It is impossible for them to be on the same pace because generally, what happens in labels is that you give time. At Chocolate City, what we try to do is developing talents and as you know, artistes’ development is the most expensive part in music business. You find that you might spend 5 or 6 years pushing one artiste and he might not break even or recoup invested funds. But when they do break through, you now begin to make money on the investment. We have traditionally always broken new artistes who start from zeros to become heroes. For example, M.I broke through in 2009 but he was signed in 2006. So, it took him 3 years until he became a household name. Ice Prince was signed in the same way and it took him about 2 years before he had his breakthrough. It takes a while before an artiste can make a name and that is why the 14 artistes cannot be on the same level. You mentioned earlier that the label makes artistes from zero to heroes. As regards to Brymo, was there any point you pondered settling out of court? We didn’t go to court out of our own volition. We went to court because he rebuffed all attempts to have settled the problem. I am sure you have an understanding about court matters and contracts. There is a difference between I, Audu Maikori and Lagbaja are being friends and us also having a contractual issue. They are 2 different things. So, Lagbaja and I can be friends but if he infringes on my right, it is my duty to make sure it is sorted because that is business. Like I told many people, I have no problem with Brymo personally. When he gave birth to his child, I personally contacted him because there is no problem with that. The reason why we are prosecuting his case is primarily to assure financial investors, our board of directors, and the fans that this industry and the music business is sustainable because if somebody goes wrong, we can CONTINUED ON

AFRIFF 2015: Filmmakers gather for BOI’s NollyFund ...As Access Bank joins the easy loan scheme The 5th edition of the Africa International Film Festival, AFRIFF, has gained a significant stand on the grounds of Nigerian entertainment as its grand opening held at the Genesis Deluxe Cinema, Lekki, Lagos, with a flood of Nollywood celebrities, filmmakers, film directors and stakeholders in the entertainment industry from all works of life in attendance. One of the most populated sessions at the festival was the Bank of Industry (BOI)’s interactive session on the NollyFund scheme, an initial Program Limit of N1.0 billion and a single obligor limit of N50 million for individual loans. The forum which held at the Silverbird Galleria, Victoria Island, Lagos provided a platform between filmmakers and staff of the bank to interact better on the much publicised BOI NollyFund. The special product enables Nigeria’s leading movie producers receive financial support to produce international quality films and screen them through various platforms of movie distribution available both in Nigeria and internationally. During an interactive session with Bank of Industry’s Divisional Head, Large Enterprises, Mr. Babatunde Joseph, he reiterated that the NollyFund was created to give an opportunity to Nollywood stars and filmmakers to make films, tell their stories and also make their profit, while helping them with various distribution platforms in Nigeria

and Africa at large. Notable filmmaker, Kunle Afolayan is one of the filmmakers who have accessed the fund for their different projects. Afolayan’s movie, The CEO, for which the loan was obtained, is predicted to be one of the best pan-African movies to come out of Nigeria. Afolayan was on the panel alongside veteran actress, Joke Silva and film critic, Shaibu Husseini. They were joined by Mr. Babatunde and Mrs. Uche Nwuka, Group Head, Creative Desk at BOI to shed light on the workability of the Nollywood fund, which several filmmakers see as a welcome development. Filmmakers from other African countries who noted that such scheme does not exist in their countries wanted to know if they are eligible to access the fund. Although Mr. Babatunde said it is a scheme meant to develop just the Nigerian creative sector, the visiting filmmakers praised the initiative, saying that Nigerian filmmakers are lucky to have such a developmental agency interested in film business. Mikhail Tombak, Ph.D., says that osteoporosis can even be treated by eating eggshells, explaining that calcium is 90 percent absorbable by people’s bones, and that interestingly, the makeup of eggshells is incredibly similar to our teeth and bones. Eggshell membranes contain substances like glucosamine and hyaluronic acid which improve joint elasticity and shock absorption.

How to turn egg shell in powder form ◆ Usually, egg shell are tossed in the trash can or put in the compost pile, but ingesting them one of the fastest and healthiest way to get more calcium in your body system while also keeping inflammation at bay. Simply collect organic eggshells and then boil them in water for about five minutes to remove any bacteria. protect your right. If somebody has a contract and you have spent millions of naira on that person and he walks out, then, why am I still in music business? Remember that if I had put that amount of money spent on Brymo on a piece of land, that land cannot walk out. It will add value. Let’s assume all we spent on him was N10 million, which is much more than that. If you invest that amount on somebody selling recharge cards, do you know how much profit you will make even if that person makes N1 of each recharge card. That is N10 million on top of an-

other N10 million. That is what people don’t understand. They are emotional about the business and the whole thing but I am not emotional about it because it is real money. Let me put this to you. If you approach First Bank for a loan of N50 million to invest in music business and five of your artistes that you spent N10 million each on walk out, will you say you will forgive and forget. Will forgiveness pay the debt? What we are trying to educate people about is that it is not about emotions or personalities, it is a business case that must be sorted. If you had a contract to build a house and it is

not erected, you can go to court and sort it out. If an artiste has a contract to deliver albums, he can’t wake up to decide, I am angry and I need to walk out. There must be something that you base your walking out on. For example, I was cheated or I haven’t gotten my royalty or I have not been funded or promoted well enough. That is what is important for us to continue learning and that is where our intellectual property claim comes in. Think about this scenario, if there are 20 Brymo’s making N10 million a month, how many managers, lawyers, financial managers will be employed? For us, that is what

Damages Your Vision Staring at your laptop or desktop monitor for long hours on end has already become a part of the modern workday routine. And inevitably so, computer eye strain has become a major job-related complaint especially for secretaries, typist, bloggers and other computer centered jobs. This is not only restricted to desktops and laptops , it includes other hand held devices like tablets and phones. According to experts, the name for eye problems caused by computer use is computer vision syndrome (CVS). CVS is not one specific eye problem. Instead, the term encompasses a whole range of eye strain and pain experienced by computer users. What distinguishes this from more generic eye complaints is that when the sufferer stops using a computer, the symptoms tend to disappear or greatly subside. Research shows computer eye problems are common. Somewhere between 50% and 90% of people who work at a computer screen have at least some symptoms of eye trouble. In addition, working adults aren’t the only ones vulnerable to computer vision syndrome. Children and teens who stare at portable video games or tablets or who use com-

puters throughout the day at school also can experience eye problems related to computer use, especially if the lighting and computer position are less than ideal. How Can the Computer Screen Affect Vision? According to experts, Computer vision syndrome is similar to carpal tunnel syndrome and other repetitive stress injuries at work. It occurs when you’re carrying out the same motion over and over again. Just like those other repetitive stress injuries, computer vision syndrome can get worse the longer you continue the activity. According to the World Council of Optometry, computer vision syndrome can be caused by a number of different factors: computer screen glare, improper positioning of the monitor, more than three hours a day of computer time, and the wrong prescription for corrective lenses. And many computer users unconsciously adapt to the problems by squinting, craning their necks forward and/or tilting their heads back to view the screen, all of which can lead to and exacerbate vision problems. Working at a computer requires that the eyes continuously focus,

move back and forth, and align with what you are seeing. You may have to look down at papers and then back up to type, and the eyes have to accommodate to changing images on the screen in order to create a clear picture for the brain to interpret. All of these functions require a lot of effort from eye muscles. Working on a computer is more challenging to your eyes than reading a book or piece of paper, because a computer screen also adds the elements of screen contrast, flicker, and glare. Computer eye problems are more likely to occur if you already have an eye problem -- such as nearsightedness or astigmatism -- or if you need glasses but don’t wear them or wear the wrong prescription for computer use. Working at a computer gets even more difficult as you get older. That’s because the lens of your eye

becomes less flexible. The ability to focus on near and far objects starts to diminish after about age 40 -- a condition called presbyopia. What Symptoms Are Part of Computer Vision Syndrome? There’s no evidence that computer vision syndrome causes any long-term damage to the eyes. However, regular computer use can be the source of significant eye strain and discomfort. If you have computer vision syndrome, you may experience some or all of these symptoms: • Blurred vision • Double vision • Dry, red eyes • Eye irritation • Headaches • Neck or back pain If these symptoms are not treated, they can have a real effect on your work performance.

Ways to Relieve Computer Vision Syndrome? The good news for people with computer vision syndrome is that you have a lot of control over your own recovery. Making a few simple changes in your work environment can help prevent and improve computer vision symptoms: Reduce the glare. Glare on walls and finished surfaces, as well as reflections on your computer screen cause computer eye strain. Consider installing an antiglare screen on your monitor. If a nearby window is casting glare on your screen, move the monitor and close the shades until the glare disappears. If you wear glasses, purchase lenses with anti-reflective (AR) coating. AR coating reduces glare by minimizing the amount of light reflecting off the front and back surfaces of your eyeglass lenses.

the best settings for your vision. Get a comprehensive eye exam. Having a routine comprehensive eye exam is the most important thing you can do to prevent or treat computer vision problems. According to the National Institute of Occupational Safety and Health (NIOSH), computer users should have an eye exam before they start working on a computer and once a year thereafter. During your exam, be sure to tell your eye doctor how often you use a computer at work and at home. Also have children’s eyes checked often. Make sure any computers they use are set up at the right height and with optimal lighting to minimize glare.

Use proper lighting Eye strain often is caused by excessively bright light either from outdoor sunlight coming in through a window or from harsh interior lighting. When you use a computer, your ambient lighting should be about half as bright as that typically found in most offices. Eliminate exterior light by closing drapes, shades or blinds. Reduce interior lighting by using fewer light bulbs or fluorescent tubes, or use lower intensity bulbs and tubes. If possible, position your computer monitor or screen so windows are to the side, instead of in front or behind it. Many computer users find their eyes feel better if they can avoid working under overhead fluores-

cent lights. If possible, turn off the overhead fluorescent lights in your office and use floor lamps that provide indirect incandescent or halogen lighting instead. Sometimes switching to “full spectrum” fluorescent lighting that more closely approximates the light spectrum emitted by sunlight can be more comforting for computer work than regular fluorescent tubes. But even full spectrum lighting can cause discomfort if it’s too bright. Try reducing the number of fluorescent tubes installed above your computer workspace if you are bothered by overhead lighting. Ò Rearrange your desk. Re-

searchers find that the optimal position for your computer monitor is slightly below eye level, about 20 to 28 inches away from the face. At that position, you shouldn’t have to stretch your neck or strain your eyes to see what’s on the screen. Put a stand next to your computer monitor and place any printed materials you’re working from on it. Then, you won’t have to look up at the screen and back down at the desk while you type. Ò Give your eyes a break. Look away from the screen every 20 minutes or so and either gaze out the window or scan the room for about 20 seconds to rest your eyes. Blink often to keep the eyes moist. U-23 team cheats death, arrives Gambia

he U-23 National Team delegation has arrived in The Gambia for a 10 –day training programme ahead of the 2nd Africa U-23 Cup of Nations taking place in Senegal. Extra Time learnt that the aircraft conveying the team from Lagos lost a tyre on landing at the Kotoka International Airport, Accra. Another airplane that was on ground in Accra was then deployed for the purpose of flying the team to The Gambia, but that also lost an engine on take –off and the pilot had to make a quick return. However, the team was provided another aircraft that flew the delegation to The Gambia through Dakar.

Before departing the shores of the country on Sunday morning, NFF 2nd Vice President/LMC chairman, Shehu Dikko, charged the players and their officials to do the nation proud at the Africa U-23 Cup of Nations, where Africa’s flagbearers to the men’s football tournament of next year’s Olympics will emerge. Pledging that the NFF would ensure a comfortable stay for the team in The Gambia and the championship in Senegal, Dikko charged the team to put Nigeria first and ensure qualification for the Olympics taking place in Rio de Janeiro, Brazil next year summer.

Fabregas rejoined boyhood club Barca in 2011 following an acclaimed eight-year spell with Arsenal. The 28-year-old is now back in the Premier League, having helped Chelsea become champions in 2014-15, but he has revealed that he discussed terms with Barcelona’s bitter rivals Madrid. “Well, there was contact with different presidents over the space of several years, but no deal was ever struck,” Fabregas said. “We discussed terms, but nothing final was ever agreed.
