I

t is incontrovertible that one of the factors that put Nigeria at the brink of a failed state is the willful bastardisation of the structure of Nigeria and the principles of federalism by successive military regimes and maintained by the civilian governments. Without the opinion and consent of other stakeholders, the military created more states, local governments and federal constituencies to enable a section have surplus and be better placed to have more statutory revenue allocations and majority votes in the national legislature. Of course, there has been groundswell of discontent from other marginalised sections of the country on these critical factors in the governance of the country. Those marginalised had hoped that with return of democratic governance, there would be proper restructuring to engender equity, justice and fair play. Unfortunately, the departing military oligarchy attached an apron string, which made it impossible for the emergent civilian government not to tamper with the lopsided political structures. One of the crucial facts borne out of palpable ignorance of the concepts of governments like democracy, federal and unitary systems, was that these concepts have underlining principles which emanated from gathering of data, analysis and synthesis of data, hypothesis and theories. It stands to reason that when the underlining principles are applied in each case, the outcome is predictable; and when they are violated, the consequences become disastrous. This is the primary and proximate cause of Nigeria teetering at the brink of a failed state. Nigeria’s founding fathers at independence were sufficiently aware of these underlining principles and consciously chose federal system

of government based on land mass, diverse ethnic groups, cultures, religions and perception of life. Consequently, there was a true Federal/ Republican Constitution with proper items in the legislative lists to enable the federating regional governments have a measure of autonomy to meet the yearnings and aspirations of their people for development. There was healthy competition among the regional governments in development as each explored and exploited the vast mineral and natural resources within their respective areas and remitted an agreed sum to the federal government for the administration of foreign affairs, defense, immigration and customs. It is lamentable that the Federal Government deliberately bastardised the Exclusive Legislative, Concurrent Legislative and Residual Legislative lists to pander to the vaulting ambition of a section of the country to lord it over the others. Centralised governance led to the intimidation of state governments over the items in the Concurrent Legislative list. The Federal Government does not need to operate all the present MDA’s like agriculture, health, education, commerce and industry, prisons, solid minerals, power, housing works; and agencies such as FRSC which usurped the motor licensing, plate number and driving license from the board of internal revenues of state governments. That is why the Federal Ministry of Agriculture has become a tool of Fulani herdsmen, which is impressing upon it to use public fund for importation of grasses, nutrients and other medicals; in addition to sponsoring a bill to develop the so-called “grazing reserves”. We are therefore calling for the restructuring the country to reinvent true and fiscal federalism in order to put a stop to these aberrations.

What is the value of human life in Nigeria? This is the question that arises each time Nigerians are mowed down needlessly by security forces during confrontation across the country. Just last month, May 30 to be precise, no fewer than 30 members of the Indigenous People of Biafra (IPOB), Biafra Independence Movement (BIM) and the Movement for Sovereign State of Biafra (MASSOB) were allegedly killed in Anambra State by security forces, portraying how cheap human life has become in Nigeria. The deceased were among IPOB, BIM and MASSOB members who were commemorating the 49th anniversary of the declaration of Biafra Republic by the Late Dim Chukwuemeka Odumegwu Ojukwu. Aside those killed, several other members of the pro-Biafra groups were injured during the clamp down by the security forces in Anambra State. Over 50 of them were arrested by the military and taken to their 302 cantonment in Onitsha, the commercial city of the state. The clamp down on the proBiafra groups also took place in other South East states, with

police arresting 320 MASSOB members in Ebonyi; 50 in Owerri, Imo State and 40 in Nsukka, Enugu State. Expectedly, the Nigerian Army, has come forward to defend the action of its personnel, saying they shot the pro-Biafra protesters over “unwarranted attack, breach of peace and creation of wide spread panic, tension and apprehension”. The police also defended the role of its personnel in the clamp down of the pro-Biafra groups, following this up with the arraignment of those arrested. From any angle incident is looked at, it is clear that the deaths could have been avoided if the security forces had not employed lethal weapons in their confrontation with the proBiafra groups. Though it is the constitutional responsibility of security forces to ensure that there is no breach of peace by individuals or groups, the pro-Biafra groups inclusive, they should realise that the killing of the pro-Biafra members was needlessly. The incident does speak well of them. Our security forces should emulate their counterparts in other climes who employ non-lethal weapons to quell protests. This way, our security forces will be able to minimize if not eliminate the fatalities that always trail confrontation with protesters.

Benue State governor, Samuel Ortom, vowed on Wednesday that he would give criminal elements in his state a good fight until the last of them surrendered. The governor, while fielding questions from the State House correspondents at the Presidential Villa, Abuja also announced that he had cut his leave short to attend to urgent security and economic matters in the state. He said: “I have cut short my vacation to address some critical issues of the state, most especially security matters, economic matters, social vices and state matters that require my urgent attention. “I have postponed the vacation indefinitely. The House of Representatives, on Wednesday, initiated moves to secure an additional N35. 824 billion to fund the federal government’s amnesty programme for reformed militants in the oil rich Niger Delta with a view to assuaging the anger of militants and ending the resurgence of attacks on oil and gas installations. To secure the additional funding for the amnesty programme, the House passed a resolution mandating its leadership to interface with the federal government in releasing the sum of N35, 824, 488, 493. 27 billion shortfall for the Amnesty Office. Also, the House while unanimously adopting a motion sponsored by Hon. Ekpenyong Essien Ayi (PDP-Cross River), advised the Buhari administration to embrace dialogue in tackling the renewed militancy in the Niger Delta as against the confronta-

tional approach, while urging the government to formulate a sustainable plan to end militancy in the region. Moving the motion which was supported by 29 other lawmakers, Hon. Essien said that militancy in the Niger Delta between 2006 and 2009 reduced the nation’s oil production output by more than a quarter to 1.6 million barrels per day. He reminded his colleagues that the late President Umaru Yar’Adua, in reacting to the militancy in the rich region, introduced the Amnesty Programme in 2009 where about 30,000 militants laid down their arms and embraced the amnesty programme. “The peace achieved as a result of the 2009 Amnesty Programme brought about a rebound in oil production from around 1. 6 mbd to nearly 2. 8 mbd resulting in higher oil revenues for Nigeria”, the lawmaker said. Essien, however, expressed worry that the N20 billion proposed by the federal government for the

Presidential Amnesty Office in the 2016 budget is lower than the over N55 billion requested. According to him, the amount contained in this year’s budget is “grossly inadequate to sustain the payments of stipends to 25,000 ex-agitators, pay in-training allowances, tuition fees and other commitments”. This massive cut from the proposed allocation by the Amnesty Office, he added, “has threatened the sustainability of the amnesty programme and this has led to a resurgence of militancy as the militants are being owed arrears of stipends which has in turn led to slump in oil production which fell to 1. 76 mbd in February, 1. 68 mbd in March and 1. 62 in April”. Furthermore, he said that militants forced Chevron to close a near-shore valve platform handling 25, 000 b/d of crude and Shell to declare a force majuro on exports of Bonny Light crude after the Nembe Creek Trunk line was damaged by militants and the closure affected 75, 000 - 78, 000 b/d of crude.

Imo retirees on rampage over non-payment of pension arrears Val Okara Owerri

The economic and social activities in Owerri, the Imo State capital, were on Wednesday brought to a halt following a massive protest by demonstrating retirees from the state civil service over non-payment of their 71 months pension’s arrears.

The CBN Governor, Godwin Emefiele said on Wednesday that Naira will now trade at a marketdetermined rate beginning Monday, rather than the 197-per-U.S.dollar level the bank has mandated for more than a year. The black market exchange rate has shot to about 370 naira to the dollar after the central bank choked off most legal channels for procuring the dollar. Speaking in Abuja at a briefing to unveil the Framework for Re-introduction of Managed Float Exchange Rate System, Emefiele said new guidelines in the management of foreign exchange (FX) will see the exchange rate of the Naira determined by the market and primary dealers. He said the re-introduction of a flexible inter-bank exchange rate

market would restore the automatic adjustment mechanism of the exchange rate. He said the workings of the market would then be consistent with the Bank’s objectives of enhancing efficiency and facilitating a liquid and transparent Foreign Exchange Market. Emefiele said that the primary dealers would be chosen from existing FX dealers based on the volume of foreign exchange transactions they have handled before and must have a minimum capital of 10 million dollars. He said the level of liquidity, the extent to which those dealers have complied with CBN’s regulations in the past, their level of preparedness in terms of being able to provide all the soft and hardware needed to operate would also be conditions to determine their qualification. ``The market shall operate as a single market structure through the inter-bank and autonomous window. The Exchange Rate would be purely market-driven using the

Thomson-Reuters Order Matching System as well as the Conversational Dealing Book. ``The CBN would participate in the Market through periodic interventions to either buy or sell FX as the need arises. ``To improve the dynamics of the market, we will introduce Forex Primary Dealers (FXPD) who would be registered by the CBN to deal directly with the Bank for large trade sizes on a two-way quotes basis. ``These Primary Dealers shall operate with other dealers in the Inter-bank market, amongst other obligations that will be stipulated in the Foreign Exchange Primary Dealers (FXPD) Guidelines, which would also be released immediately,’’ he said. Emefiele said the 41 items classified as “Not Valid for Foreign Exchange” as detailed in a previous CBN Circular remained inadmissible in the Nigerian Forex market. He also said the CBN had introduced a non-deliverable Over The

Counter (OTC) Naira-settled Futures with daily rates on the CBNapproved Trading and Reporting System. He said this was an entirely new product in the Nigerian Foreign Exchange Market, which would help moderate volatility in the exchange rate by moving non-urgent FX demand from the Spot to the Futures market. “This is an innovation which we have introduced to moderate volatility in the FX market. It is a situation where it makes it easy for you as a businessman to plan your business at the rate you want to do your business. “You do not have to fear that what is happening to crude prices will affect the rate you source your dollar in say three months when you need it. “So with this new policy you can decide that I have pegged the price of the FX I need at `x’ and you log it to the futures rate with the primary Continued on page 12

Briefing State House correspondents after the cabinet meeting presided over by Vice President Yemi Osinbajo, Minister of Finance, Kemi Adeosun said decision by FEC was to allow local sources, especially banks to have more money to lend to private sector business entities.

She equally explained that government decision was based on the fact that foreign loans attracted less interest rates and had longer period of repayment. The Finance minister also pointed out that the renewal of the debt strategy became imperative as the previous one had expired in December last year. Adeosun disclosed that the council stressed the need to focus more on exports especially non-oil exports, adding that discussions were held around how to make export easier.

She said: “Today, I presented a memo to the FEC which was approved for the debt management strategy for the years 2016-2019. “Nigeria started producing debt management strategy in the year 2012 and three years debt management programme and the previous ones had expired December 2015 and there was a need for a new one. “There was need for a new one for two reasons: One was that the previous one had expired; and, two, given the current economic challenges and then the economic strategy of this government to reflate and diver-

sify the economy. “The new debt strategy be used is based on Medium Term Expenditure Framework (MTEF) as prepared and presented by the ministry of budget and national planning. “MTEF assumed that we would reduce our domestic debt from one percent of GDP to 0.7 percent by 2019 and the reasons for this is that the government recognises that for the next three years, to really stimulate this economy and to provide the infrastructure that we need, Continued on page 12

The National Secretariat of the All Progressives Congress (APC) has fired back at the Peoples Democratic Party, (PDP) to put its house in order instead of blaming APC fro its own sins. Dogara: Companies doing business in Nigeria must be listed The Speaker House of Representatives, Alhaji Yakubu Dogara, says unless key players in the Nigerian economy list their businesses on the Nigerian Stock Exchange (NSE) it will not make progress. Dogara made the statement in Abuja on Wednesday when he received members of the Capital Market Master Plan Implementation Council. The Speaker said that the house was willing to provide all necessary support through legislation, incentives and other instruments to compel major companies in the country get listed on NSE. His words: “One of the deepest issues that we have to address is that of value that is being created and completely taken away by corporations. “This is regarded in some jurisdictions as corporate greed where companies generating value and reaping profits do not remit anything to government”, he said. Dogara said that the listing of such companies on NSE would help improve the income of the ordinary citizen. “This is because they can invest in that company and whatever profits the company makes goes round and that reflects on the economy”, he added. The speaker said it was regrettable that this was not happening in the country, adding that if democracy could not deliver better goods and services to Nigerians, then it was on trial. INEC to provide 396 DDCMs in Ondo The Independent National Electoral Commission (INEC) is to provide 396 Direct Data Capturing Machines (DDCMs) for 203 Registration Areas during the upcoming Continuous Voters Registration (CVR) exercise in Ondo State. Olusegun Agbaje, Resident Electoral Commissioner in the state, who made this known on Wednesday at a CVR Stakeholders forum said the DDCMs would be made available at the 193 voting points in the state. According to him, the exercise will take place in the state between June 22 and June 26. Agbaje added that to make it a success, 792 Assistant Registration Officers, made up of National Youth Service Corps (NYSC) members and INEC staff would handle the machines. Delta Assembly suspends member for legislative misconduct The Delta State House of Assembly has suspended one of its members over alleged legislative misconduct. He is Hon. Reuben Izeze, the representative of Ughelli South state constituency, who was suspended for three months for bringing the House to disrepute. No details were given for the alleged misconduct. Buhari not a dictator – Rep Emmanuel Against the allegations of being a dictator leveled against him especially by the opposition Peoples Democratic Party, (PDP), President Muhammadu Buhari is less dictatorial than his predecessors, a member of the House of Representative, Hon. Emmanuel Orker-Jev has said. The Chairman, House of Representatives Committee on Rules and Business, Hon. Emmanuel noted that despite President Buhari’s antecedents as a former military dictator, he is making remarkable improvements in democratic governance than his predecessors. Speaking at a news conference in Abuja on the legislative activities of the 8th House in its one year anniversary, he pointed out that in the past, some resolutions passed by the legislature were ignored by serving ministers or members of the executive arm of government.

He however observed that there has been an improvement with the compliance to resolutions passed by the House unlike in the immediate past administration where heads of Ministries, Departments and Agencies, MDAs, ignored National Assembly resolutions by rushing to obtain court orders or by Presidential backing. According to him, “If you recall there was a time in this country, I’m talking about compliance with resolutions of the House, there was a time in this country that Parliament will pass a resolution for a member of the executive arm of government to come, they will resist and get the protection of the Presidency or they would go to court and get a restraining order. “I think there is an improvement, if you consider that President Buhari was a military Head of State and during his

The NEITI boss said with the problem of infrastructural deficit in the oil and gas sector and Nigeria as a whole, “We can only say what Nigeria exports and cannot say authoritatively what it produces”. Adio lamented the level of mismanagement of resources in the oil

and gas industry over the years. He said: “This has always been an issue and the audit confirms that we still don’t have meters where we should have them. This lack of metering has serious implication for revenue and national security. He said its 2013 audit reports has revealed that revenue in the oil and gas industry were not fully remitted to the Federation Account. “It said the problem has posed serious danger for the national economy amid massive misappropriation of funds by agencies respected to be

Lagos State Police Command have arrested five notorious kidnappers who specialises in terrorising, robbing and kidnapping innocent people within the Ikorodu, Epe and Ibafo axis in Ogun state. The suspects whose names were given as Felix Silver, 38, Oluwadare Segun, 32, Taye Videznon, and Adebowale Johnson were arrested after they had kidnapped a Chinese expatriate, Hang Kumming of GMC Construction Company, located at Ibeju lekki area in Elemoro area of Ajah. It was gathered that the gang had been responsible for high profile kidnappings within the state, including the kidnapping of three students from Babington Macaulay Seminary School at Ikorodu early this year. Some youths, under the umbrella of ‘PDP National Rebirth Group’ and ‘PDP Concerned Rescue Group’ stormed the party’s national secretariat and claimed to have sacked Senator Ali Modu Sheriff as the National Chairman of the party from the national secretariat. The two groups equally sealed off the party’s national headquarters and handed over its keys to the Chairman of the

Board of Trustees (BoT), Senator Walid Jibrin. Sheriff and his supporters had on Monday stormed the National Secretariat of the PDP and claimed to have taken over as the National Chairman of the party. The decisions of the youth groups came after hours of demonstration at the PDP headquarters by pro-Ahmed Makarfi supporters on Wednesday. Sheriff was not at the secretariat when the demonstrators arrived as information had it that he was invited by operatives Economic and Financial Crimes Commission (EFCC) to its Maiduguri office in connection with PDP campaign fund. A source at the anti-graft

agency confirmed that Sheriff was invited for questioning on Wednesday. “Yes it is true, the EFCC in Borno State has invited Ali Modu Sheriff,” he said. However, media aide to the former Governor of Borno State, Mr. Inuwa Bwala, dismissed the report the Sheriff was invited by the EFCC, saying instead that they were at Maiduguri, the state capital for a burial. He promised that Sheriff would return to Abuja later in the day (Wednesday). The two former members of the National Working Committee (NWC) who are in Sheriff ’s camp, Professor Adewale Oladipo (former National Secretary) and Alhaji Adewole Adeyanju (former

National Auditor), who were at the National Secretariat, escaped mob attack by the whiskers. The two former national officers, who were trapped within the Wadata House headquarters of the PDP managed to escape through the chairman’s gate. The protesters, who forced their way into the premises, went in search of Sheriff and others, had vowed to physically drag any of them found occupying any of the offices. The security personnel posted to the PDP headquarters had to hurriedly whisk the two former officers away through the back entrance. Oladipo escaped barefooted but his driver later managed to smuggle his car parked inside the premises to the back entrance where he was taken away to safety through the neighbouring Sky Memorial Complex, to avoid further encounter with the irate crowd.

Abia joined the league of states that have adopted the free school meal initiative last Friday when it inaugurated the pilot phase of the project at Amapu Ntigha Community Primary School, Isiala Ngwa Local Government Area. The launch of the initiative of the wife of the Governor, Deaconess Nkechi Ikpeazu was preceded by the launch of the “ Food Warehouse” at Government House, Umuahia. The latter

Schools Lunch Programme (APSLUP), a private/ public scheme supported by farmers and partners. This programme is drawn from the World Health Organisation’s standard, which states that the average daily calorie requirement for boys and girls are 2500 calories. The programme is expected to provide 1080 calories at each meal, which forms 43.2 percent and constitutes nearly half of the average daily calorie requirement. Rice beans and egg are components of the meal. The Abia State model is timely because free school meal is the in thing. This project, which will ensure the feeding of pupils in 170 primary schools three times a week, targets the poorest of children from indigent

homes. Its mission is anchored on promoting midday meals in all public primary schools and enhances the implementation of the Child’s Right Act, which was domesticated by the Abia State House of Assembly recently. In addition, the initiative will meet the basic nutritional needs of children. However, there have been arguments against the project which proponents tend to justify with the current economic situation of the country, the benefits are multifarious. The initiative will promote the nutrition of Abia children; achieve high academic performance in these children; and boost the agricultural economy of the state. When the initiative comes on full stream, 136,258 pupils are expected top be fed weekly. The quantity of fresh eggs to be bought from farmers is 408,774, and 1,022 of 100kg bag Ofada rice would be bought from local farmers every week, while 255 of 150kg bag of beans would be bought weekly. A critical nutritional analysis of one of the components of the meal, popular called “Bende Rice”reveals that the soluble fibre in brown rice controls blood sugar and diabetes. Other nutritional values are protection of the body against colon cancer because of its high fibre content and the presence of selenium; prevention of heart attack and stroke; reduction of the severity of asthma and frequency of migraine; and healing of candida yeast infections.

Free school meal cannot be relegated to the background, in the face of a 2013 UNESCO report which approximates 10.5 million kids out of school, with Nigeria dominating 12 other countries with which it accounts for 47 percent of the world out-of- school population. Gov. Akinwunmi Ambode of Lagos State, while presenting the year 2016 budget proposal to the Lagos State House of Assembly, said that the government’s “A-Meal-a-Day” programme in the state’s Public Primary schools would commence in 2016. Driving home the importance of feeding school children he explained: “This programme promises not only to improve the daily nutrition of our children. “It will also create an economy of its own, with opportunities for job creation, income generation, poverty alleviation, and so on”. It will be recalled that in United Kingdom in 1904, the Interdepartmental Committee on Physical Deterioration found so many working class families to be malnourished, that it gave advice on better nutrition for families. By 1906, it was decided that children from the poorest families should be allowed free school meals. The School Meals Act 1906 gave local councils power to provide free school meals. Buhari: One year of blames and excuses

hen Gen. Mohammadu Buhari (GMD) was sworn in on May 29, 2015 as the President and Commander in – Chief of the Federal Republic of Nigeria, it was indeed a dream come true. Having failed in three previous attempts, one could conclude that, he would not have left this world fulfilled. A little into memory lane shows, Buhari started his presidential adventure in 2003 when he contested on the platform of the defunct ANPP against President Olusegun Obasanjo. He was defeated. Again, he tried in 2007 against late Umaru Musa Yar’adua of PDP. He was defeated. In 2011, he established the Congress for Progressive Change (CPC). On this platform, he contested against President Goodluck

Jonathan of PDP. Again, he failed; he went emotional saying that, that would be his last time for the venture. Things changed in 2013 when the PDP’s umbrella could no more provide cover for some elements who opted out. Although the court pronounced the new contraption illegal, the “rebels” rank had already been infiltrated by promoters of the APC was an amalgam of Action Congress of Nigeria (CAN), All Nigeria Peoples Party (ANPP), and Buhari’s former Congress for Progressive Change (CPC) and a splinter of All Progressive Grand Alliance (APGA). With Buhari as the presidential flag bearer and the South West being the new bride, its victory was assured. One would believe that between March 28 and May 29, 2015, a blue print for effective governance would have been developed. This was not to be as events later proved. One year of Buhari /

Buhari’s one year in review has been a period of blames, complains and excuses. All commissions, omissions and errors are blamed on the past government. Efforts to remind them of the promises made at campaigns have been met by complains of looted fund. The Naira, which the government said would not be devalued, has inexorably become a shadow of itself. In response to the calls for an economic team, government hurriedly convene an economic retreat and thereafter came out with an economic council without a single private sector player on it. On the security, while government is still thumping its chest for decimating Boko Haram, a new set of jihadists

parading as Fulani herdsmen have taken the war to the South. The saddest story was the massacre at Agatu that coincided with the terrorists attack in Cote d’Ivoire. While Buhari commiserated with the people of Cote D’Ivoire, he could not utter a word of comfort to the people of Benue State. On federal appointments, Buhari did not surprise at all. In fact, he lived up to his billings. Of the 59 appointments made, 41 are from the North. In place of employment, this government in the past one year had created more unemployment – banks, telecoms and manufacturing companies have laid off thousands of workers due to the unfavourable business climate created by unsure footedness of government policies. A bag of rice has risen from N7, 000 to N16, 000 while now cost N145 per litre.

He said that information was an important ingredient for national development, hence universities needed to develop robust information resource base that would support them as they sought to be global players. ``We are pleased that NUC is leading the way in supporting our

university system towards being world class not only in facilities and teachers but also in information resources. ``We are indeed happy that another value is being added to the NgREN by providing electronic books and journals which will be accessed by all the users. ``We do not see any reason why universities should independently pay for service like bandwidth or electronic journals subscription when those services are available on the NgREN platform. ``That is why we have directed that every Nigerian tertiary education institution should move their connectivity and service need to NgREN immediately,’’ he

said. Sharing similar sentiments, NUC’s Executive Secretary, Prof. Julius Okojie, said that the essence of the workshop was to provide first-hand training on the use of EBSCO e-Book Academic Collection. He said that the workshop was a key information resource meant to support Nigerian universities in their drive for excellence. According to Okojie, NgREN, which is championing the workshop, is a key driver in the transformation of information and its availability in Nigerian institutions. He thanked the EBSCOhost team for the partnership and sup-

port which was initiated between 2001 and 2005. ``At the moment, EBSCO has given trial access to the NUC and that is currently available on the NgREN network. ``We have also been discussing with EBSCO to allow us have trial access to full test of e-books and e-journals for a longer duration after which we shall be paying subscriptions. ``The databases of interest include the 13 disciplines that are taught in the Nigerian university system. ``These and other subscriptions would be available on the NgREN network henceforth; any university that refuses to join NgREN would lose out on these services,’’ he said. Okojie said that accessing the EBSCOhost free e-content would launch Nigerian universities into global recognition and put at them a competitive level in terms of research outputs. NCS intercepts trucks, bus laden with contraband goods Joy Anyim Following the proactive measures being put in place by the Nigeria Customs Service (NCS) to frontally deal with the issue of smuggling, the Headquarters compliance team ‘C’ Ogun/ Oyo axis has intercepted two trucks and a bus laden with assorted contraband goods within the axis. These revelation was made to newsmen by the team leader, Assistant Comptroller of Customs, Abdulmaruf Shittu, during a media chat recently in Ogun state. In his narrative, the Assistant Comptroller disclosed that the team intercepted one used Iveco truck with registration number SUC 527 XA, suspected to be carrying prohibited goods,along the Sagamu-Ijebu-Ode Expressway. Speaking further, he stated that the truck was taken to Customs house Ibadan on the same day where 100% examination was conducted in accordance with laid down procedures. He said. “The examination revealed that the truck had 950 cartons of brand new foreign shoes totaling 23,340 pairs and 30 jumbo sacks of local slippers, totalling 816 pairs which was used to neatly conceal the contraband items.” On the second truck which was a Mercedes Benz truck with registration number LSK 835 XP, the team leader noted that the truck was intercepted while the team was on routine patrol. The truck was however taken to the Headquarters of the Federal Operations Unit Zone ‘A’ Ikeja where a physical examination was conducted. The examination revealed that the truck was laden with 305 pieces of used tryes and large quantities of soaps, used clothings, detergents, blenders, 136 giant cartons of cosmetics amongst other imported toiletries. to note that some of the items mentioned does not fall into the prohibition list but we had to confiscate them as means of concealment in line with the extant laws.” Abdulmaruf further disclosed that a Toyota Hiace bus with registration number GUE 60 XA, laden with 30 bales of second hand clothing was also intercepted along the Sagamu-Ijebu-Ode expressway. The goods are said to be domiciled in the Customs facility at Ikeja. Speaking on the strategies he is putting in place to contain the nefarious activities of smugglers, the team leader said. “We are deeply committed in this fight against smuggling, particularly with regards to the change mantra of the Comptroller General of Customs, Col. Hameed Ibrahim Ali (Rtd) and his Management. The team can dare any situation and will always remain on top of its statutory mandate irrespective of the challenges.” He expressed appreciation with the NCS Management for their support and promised to take the fight against smuggling to a greater level. He however solicited the support of Nigerians in this fight and promised that the identities of informants would be jealously guided, so as not to endanger their lives. In his words. “The Service believes that the fight against smuggling cannot be undertaken by the Customs alone, hence our call on Nigerians to partner with us in ensuring complete decimation and blocking of their supply chains. We do this principally because of our deep commitment towards ensuring the protection of the economy and enforcement of fiscal policies in terms of trade. Our resolve is unshaken and our commitment is total. We will stop at nothing until we become satisfied that we have completely suppressed smuggling in our clime.”

Ex-convict nabbed for robbing foreigners Joy Anyim & Ismaila Oguntade The operatives of the Rapid Response Squad (RRS) of the Lagos State Police Command arrested an ex-convict on Saturday morning for allegedly robbing a Portuguese couple in traffic on the Marine Bridge at Ijora area of Lagos. The suspect, Samuel Meme, 22, who claims to be of Delta state origin, is an erstwhile scrap metal collector before venturing into robbery. He stated that he targeted and robbed cars held up in traffic whose occupants are busy using their phones with the side window glass down. In his statement, the suspect said, “My plan was to operate alone that night. Luckily for me, there was heavy traffic, which extended deep into the night on Marine Bridge. Just as I was planning to strike, I ran into Wasiu (still at large), we decided to rob cars together. “During the operation, we opted for a car at the rear, a Toyota SUV. The occupants were whites, and I guessed they were husband and wife. Wasiu and I positioned ourselves on both sides of the car and we broke the two rear glasses. “I collected the man’s phone

while Wasiu took his wife’s phone and her purse containing N60,000. The lady pleaded for her drug from the purse and I asked my colleague to give her and we left for another car.” The suspect further said that, “the next car in front was a Toyota Corolla, with a lone occupant. We broke the two side glasses too but the lady insisted she had no phone but we collected her bag and jewellery.” Recounting how he joined the robbery gang, the suspect said, “Wasiu taught me how to rob in traffic, but after I had mastered the art, I started operating alone. Occasionally, when I run into like minds, we robbed whenever there is traffic on Marine Bridge. We sleep under Ijora Bridge and we are many there.” The suspect disclosed that four of his gang members are currently serving different jail terms at the Kirikiri prison. “We are six guys in my gang. Four of us - Gbenga, Imele, Tontolo and Lateef - are in Kirikiri Prison. I just came back from Kirikiri, where I spent 3 months for the same offence.” Meme confessed that robbery is not his only business. “I do other menial jobs, but at

nights, I join others and we select cars to rob whenever we see any vehicle where the occupants are busy with phones. We start operation around 8:00 p.m.” The suspect further told RRS interrogators that he is also an expert in removing trailers’ batteries. “I also remove and sell trucks batteries that are parked by the road sides. This week alone, I have stolen and sold like five batteries. I usually sell each battery for N4,000 or N5000. I sell them to Musa Yahuu,” he said. His confessional statement led to the arrest of the stolen batteries’ receiver, currently in police custody. He added that, “My colleagues who are still at large are Dan Jos, Ik and Wasiu. Dan Jos and Ik are part of my team, only they didn’t operate with me that night.” As at the time of filing this report, the traumatised Portuguese couple was still in hospital on admission. Confirming the incident, the Police PPRO, SP Dolapo Badmos, said that there would be no hiding place for criminals in Lagos State, adding that the suspects have been transferred to SARS for further investigation.

State have been admonished to go back to work in the interest of people of the state, especially dying patients in health facilities. The lawmakers made the appeal, on Wednesday, during a meeting with leaders of the organised labour held inside the parliamentary building. Strike: Ondo Assembly begs workers to resume dialogue with govt House of Assembly, Jumoke Akindele, said that the government was making frantic effort to ensure that the workers went back to their duty post. Akindele, who stated that the House was aware of the travails of the striking workers, over the non-payment of their salaries, said that members of the parliament were ready to intervene. She added that the lawmakers of the Assembly would come out with a resolution over the striking issue, which had paralysed activities in the state.

“It was the initiative of the House to intervene and find lasting solution to the feud between the workers and the state government. She also promised to table all the issues raised by the leaders of the organised labour before the executive arms of government with the hope that the strike would soon be called off. The State Chairman of the Joint Negotiation Council (JNC), Sunday Adeleye, expressed displeasure at the continuous delay of in the payment of the workers’salary.

According to Adeleye, the strike was the only tool that the workers could use to get the attention of the state government towards their plight. He added that the non-payment of the salaries had rendered the state redundant, because it is a civil service state. He also urged the state government, under Governor Olusegun Mimiko, to put a stop to all capital projects, in order to effect the outstanding salaries of the striking workers. “No matter the capital projects, they will not put food on

tables of workers and what we are asking for is reward for service rendered. “I must inform you that there is a high level of hunger in our society and if we are not careful, there may be civil uprising which will not be palatable”. The State Chairman of Trade Union Congress (TUC), Sola Ekundayo, decried the situation, which had lasted for 15 days, noting that it was the longest in the history of the state. “There is a level of insanity already in us, because, today

Oso, who was also present at the event, debunked controversies trailing his sudden resignation that he ran away to avoid arrest by Economic and Financial Crimes Commission (EFCC), saying he resigned honourably on health ground. Navy recovers vessel used for Feb. 11 hijack, arrests owner Segun Adio

Nigerian Navy, on Wednesday, said it had recovered a vessel that was used in the February 11 hijack of an oil tanker by some suspected pirates. The Flag Officer Commanding, Western Naval Command, Rear Adm. Fergusson Bobai, told newsmen, in Lagos, that his men also arrested the owner of the offending MT Dejikun along with an accomplice. MT Maximus was hijacked on February 11 off the coast of Cote d’Ivoire but the Navy

arrested the suspected pirates after a gun battle that left one dead. The pirates had hijacked the oil vessel, laden with 4,700 tonnes of diesel fuel, and held the crew hostage until they were rescued by the Navy on February 22. Bobai said that the offending vessel – MT Dejikun – which was used in the February 11 hijack was vandalised and abandoned off the coast of Benin Republic. ‘’The Beninese Navy discovered there was nobody onboard the ship and took custody of the vessel.

‘’When they got the ship, they were able to recover some documents of the ship and during investigation, it was discovered that the owner of the ship is a Nigerian. ‘’The Navy operatives at the Forward Operating Base in Badagry arrested the owner of the vessel along Seme border,’’ the Naval Commander said. Bobai said that the person that chartered the vessel from the owner was also arrested, adding that the vessel and the suspects would be handed over to the police for further investigation.

Uwani Local Government Area of Enugu State has urged the Federal Government for compensation of N17 billion following an invasion by suspected herdsmen. The traditional ruler of the community, Chief John Akor, made the demand when he testified at the panel of inquiry into the incidence on Wednesday. He said that the sum would be a recompense for the damages suffered by members of the community. ``Our community demands a compensation of N17 billion for human loses, unlawful destruction of property and criminal deprivation of use of our farms for over two decades,” he said. The monarch said that the community also needed a hospital to rehabilitate victims of the prolonged incursions by herdsmen. Akor said that 11 people lost their lives during the April 25 invasion, while several others were injured, adding that the corpses were still at the morgues. ``The deaths recorded during the incursion stands at 11. The economy of our community has been ruined. Part of our prayers is for a combined team of police, Department of State Service (DSS) and the military to investigate why the invasion was not contained, in spite of prior information to that effect. “We equally request the Federal Government to establish security presence in Nimbo, being a border community,” he said. Akor said that, as a traditional ruler, he never collected any form of gratification from the herdsmen to

Privileging conflict mediation in management of Niger Delta conflicts

ÏÏÏ In our earlier article

in this column titled “Managing the Niger Delta Conflict”, we provided a structural approach to the challenge of renewed hostility in the Niger Delta. We suggested a return to the original peace-and-developmentfocused 1960 Nigerian union/independence Constitution, particularly the clear fiscal federalism provisions in Sections 130 to 139 of that first Constitution of independent Nigeria. The 1960 Constitution of Nigeria led to rapid development in all regions of the country. This was epitomized by groundnut pyramids in the North; abundant cocoa produce in the West and numerous flourishing palm oil plantations in the East. It was also epitomized by the myriads of secondary and tertiary industries that grew from agriculture, notably textiles. Earnings from these 1950s-1960s farm produces cannot be compared to revenue from petroleum from the 1070s to now. Quantitatively, oil revenue dwarfs earnings from agriculture. However, to the eternal shame of subsequent Nigerian elite and leadership from during and, particularly, after the civil war, the quality of development

that earnings from agriculture facilitated makes income from petroleum truly “moneymiss-road” as we say in Nigeria: a colossal waste, to avoid calling it a curse. Or how do you compare University of Ibadan, University of Nigeria or Ahmadu Bello University with any of our petroleuminduced universities. It is a great lesson in the truism that money does not make nations: disciplined elites and leadership do. Our 1950s to mid-1960s elites and leaders were focused and disciplined. They produced great institutions from relatively little resources. I always say that if Awolowo saw the amount of money that a local government chairman plays with monthly, Papa Awo would have collapsed: too much money. Worse still, monies in the hands of “moneymiss-roads”. Individuals whose only aspiration to office is the inducement of self-aggrandizement. But it was not that Awo or Zik or Sardauna were smarter or more innately disciplined than our modern day “money-missroad” ‘leaders’. No, no, no. The discipline of those first generation politicians came from necessity. They had to be productive. This is because sections 130 to 139 the 1960 Nigerian Constitution that they

worked under forbade indolence. Interpreted in a layman’s language, that 1960 original Constitution of Nigeria says: “No work no food”. It disallowed sharing of anything more than 30 percent to all regions altogether as support for their development efforts. It also forbade the federal government from keeping more than 20% for its own essentially coordination and security efforts. The bulk of the income, at least 50%, went back to the states that produce the wealth. Hence, there was peace and there was development. The structural approach above is however long term. Today, I would like us to consider a short term approach, conflict mediation. It will help us sustain and stabilize the nation while working out

the long term structural approach. Essentially, I will start with definitions of and justifications for the use of conflict mediation. WHATEVER the degree of change that engenders them or that they engender, conflicts are not, in themselves, bad. On the contrary, they can be instruments of progress in human relationships. Conflict has a bad name only due to negative conflict management. Conflicts are not only inevitable, but they are also positive and sometimes desirable (AF Acland, 1990). Conflicts function to: *Effect necessary change * Generate new ideas *Test existing and novel ideas and the boundaries between the possible and the impossible * Reveal and exorcise fears

* Test group cohesion * Build teams * Reveal different needs and interests among individuals and among groups * Explore personalities * Enable people to learn about each other * Enable people to express strong feelings * Enable people to discover the way other people think * Reveal or discuss fears about each other and about personal failure * Create mutual dependence. Conflicts, therefore, ought to be viewed as positive and inherent in all human interactions: business, marital, family, communal, political, diplomatic, labour, education and so on. The list is by no means exhaustive: where two people meet, there exists

a potential for conflict, or as the Yoruba proverb goes: “Relationships free of conflict do not exist.” Conflicts accompany alterations in behaviour, and changes in behaviour are caused by the inevitable changes in a person’s circumstance or situation, whether mental, physical, social, political, or economical. Sadly, a negative conflict management system sees in a conflict only the ‘right’ and the ‘wrong’ and ends with ‘winners’ and ‘losers’. [1] Therefore parties using a negative conflict management system do everything possible to ‘win’. This explains the brinkmanship and violence that is now part and parcel of most conflicts the world over. The failure of our present-day faultfinding conflict resolution system is universally acknowledged and has led to the search for a new system that deals with conflict in a healthy and positive way. The result of this search is the recourse to conflict mediation. The promotion and development of mediation is appropriate because for societies to develop and flourish, we have to privilege human collaboration over conflict. We should help people to save their important relationships—be they diplomatic, political, social or contractual—despite misunderstandings. We must always look for original options for quick conflict resolution to deal with existing conflict holistically and, at the same time, preserve important relationships. This is the place of integrative or collaborative negotiation.

FG urges states to fund blood safety programmes Lara Adejoro The Minister of State for Health, Dr. Osagie Ehanire has called on all state governments to fund blood safety programme in their states. Ehanire stated in Abuja in commemoration of the World Blood Donor Day. He said, this will ensure the sustainability of the blood safety programme nationwide.

Before now, people pay for the consumables but earlier this year, the commissioner for Health, Dr Jide Idris has mandated that nobody should collect money for consumables..” In Lagos, one in 40 women will die from pregnancy or deliveryrelated causes in her lifetime. “By addressing cost and other barriers to family planning up-

take, Lagos would save an additional 657 mothers’ lives by 2018,” says Pathfinder International Nigeria. The agency also said, one in every 15 children born in lagos dies before his or her fifth birthday. “When women can decide the number and timing of their births, they are better able to avoid high-risk pregnancies and care for their children. If the government commits to addressing cost and other barriers to using family planning, these savings woud increase to 1, 438 per N200 spent by 2018. “For Lagos to meet its blueprint goal and enjoy full method choice for women and couples, as well as the sizeable potential health and economic benefits of family planning, the government must commit to eliminating user costs for consumables supporting modern family planning uptake.”

Freight charges: NNPC, PPMC owe NIMASA $3bn – Reps agencies were the Nigeria National Petroleum Corporation (NNPC) and the Pipelines and Products Marketing Company, (PPMC). The Chairman of the committee, Hon Mohammed Bago, disclosed this during a one-day investigative hearing on the revenue

leakages and operational deficiencies in NIMASA and said the debts were defaults from freight charges. Bago also hinted that the National Petroleum Investment Management Services, (NAPIMS) – a subsidiary of the NNPC – was owing NIMASA about $780 million in freight charges.

It would be recalled that on March 9, 2016, the House mandated the committee to probe the alleged revenue leakages and deficiencies in NIMASA amounting to about $10 billion and report to it within six weeks for further legislative action. Giving further insight,

the sponsor of the motion, Hon Jones Onyereri, noted that from 2008 to 2015, about $10billion had been lost to unpaid freight charges by government agencies. Onyereri estimated that Nigeria loses about N2trillion annually on freight charges, lamenting that

the ineffectiveness of NIMASA in its core mandate had resulted in huge revenue loss. In his presentation, the Minister of Transport, Hon Rotimi Amaechi, said that the federal government was disturbed with the unwholesome activities in NIMASA.

The Senate president, therefore asked the CCT chairman to step outside from further participation in the trial initiated against him by the Federal government. In the fresh motion on notice brought pursuance to section 36 of the 1999 Constitution, the Senate president insisted that the Tribunal Chairman was in a hurry to convict him without given him a fair hearing and a fair opportunity to defend himself. Stephen Keshi Jnr, 27, arrived at the NFF Secretariat on Wednesday morning and met with the General Secretary, Dr. Mohammed Sanusi. He was in company with US–based chemist and friend of late Keshi, Victor Ugoh and former Super Eagles’ star Victor Obinna Nsofor. “I just came into Nigeria on Tuesday night, and we read in the papers today that somebody has fixed a date for the burial. I am shocked like my sisters and my brothers. Since our father died, nobody has spoken to us about how he died, and we have not even seen his corpse. Yet,

someone is fixing a date for his burial!” Extra Time was reliably informed that Keshi’s daughter, Ifeyinwa and husband, who are based in North Carolina, USA also flew into Nigeria on Tuesday. Upon establishment of the company, an Act was put in place which gave the company a 10-year period of tax relief, including exemption from custom duties. In a bid to encourage the company realize its objectives, FG granted a pioneer status to the project, an incentive granted legally to fresh investors that ventured into difficult economic terrains to do business that positively impact the country.

Under the pioneer status arrangement, benefiting companies have exemption from all corporate income tax payments for the first three or five years of operation in its chosen area. A company with pioneer status is always entitled to deduct the cost of interest payments and investments in physical capital, capital allowances from its pretax profits, making it easier for it to borrow to invest in capital equipment. But under the NLNG Act approved in 1990, the company was not only given the legal five years

exemption, but also another seven years of tax holiday. A report which revealed how the country lost about N650.1 billion to questionable tax exemption granted the NLNG surfaced recently and the country was thrown into frenzy of how such could have happen under our very noses. Labour gives six banks June 30 deadline to recall sacked workers Joy Ekeke Organised Labour has issued a deadline to six commercial banks in the country to reverse the sack of staff affected in recent downsizing exercises or face shut-downs in all their branches. Demand for gas to take over oil by 2021 – IEA

Lagos woos private sector in wealth creation drive

Opeoluwani Akintayo The International Energy Agency has said that the demand for gas will take over that of oil come 2021. This was revealed inside its Medium-Term Gas Market report for 2016 released over the weekend. According to the Agency, the next five years will bring a reshaping of the global gas trade, seeing the new liquefied natural gas (LNG) supplies coming online. It said as production of gas increases, there will be new, saying countries like China, India and ASEAN will emerge as key buyers. “We see massive quantities of LNG exports coming on line while, despite lower gas prices, demand continues to soften in traditional markets,” said IEA Executive Director Fatih Birol. These contradictory trends will both impact trade and keep spot gas prices under pressure.” Dr. Birol added that the combined factors of cheaper coal and continued strong renewables growth were blocking gas from expanding more rapidly in the power sector at the moment. The annual IEA report, which gives a detailed analysis and fiveyear projections of natural gas demand, supply and trade developments, sees global demand rising by 1.5% per year by the end of the forecast period, compared with 2% projected in last year’s outlook. Slower primary energy demand growth and the decline in the energy intensity of the world economy are lessening demand growth for all fossil fuels, including gas. As demand growth for coal and oil also weakens, the share of gas in the energy mix is still expected to increase – albeit modestly – by 2021. “While gas demand is projected to remain weak, global LNG exports will increase substantially. Between 2015 and 2021, liquefaction capacity will increase by 45%, mostly from the United States and Australia,” it said.

Army, Ministry of Communications partner on technology for security Tony Nwakaegho The Nigerian Army is set to partner with the Ministry of Communications in the application of new technologies to tackle the activities of insurgents and other security challenges in the country. Lt.-Gen. Tukur Buratai, chief of Army Staff, said this known in Abuja when he led officers of the army on a visit to Mr Adebayo Shittu, minister of Communications, adding that the use of technology like the galaxy backbone; satellite and data communication would go a long way in addressing the security challenges in Nigeria. The army chief disclosed that they were in the ministry to partner in the area of communication security, noting that communication is vital to military operations and general administration. “We have a number of platforms in the North-East and Niger-Delta and we need a closer collaboration from the ministry of communications. “With the availability of the galaxy backbone and satellite outfit, we know that these facilities and institutions have great

impact in terms of our communication needs. “We have been collaborating already in terms of providing the basic communication and other facilities we need to expand further and this is vital. “National security is the key and we can collaborate more in the fight against Boko Haram and other security challenges in the country to enable us carry out our task more efficiently and professionally,’’ Burutai said. Having invested N25 billion under the Employment Trust Fund (ETF), the Lagos state government has canvassed for the active participation of the private sector in its drive to generate more wealth creation opportunities for citizens. The State Governor, Mr. Akinwunmi Ambode, described his administration’s policy on wealth creation as a multi directional initiative involving the establishment of the ETF as well as requiring significant private sector contributions targeted at reducing unemployment. Speaking at the first Stakeholders’ Summit of the Lagos State Ministry of Wealth Creation and Employment, he said the investment of N25 billion Employment Trust Fund (ETF) for wealth creation purposes would not yield the expected outcome if other complimentary efforts like right attitudes to employment issues like employability of job seekers are not addressed. Emphasising on the theme of the summit, ‘Strengthening Partnership for Employment Opportunities and Wealth Creation in a Competitive Environment’, Ambode said government had the responsibility to drive wealth creation processes through business-friendly policies and incentives, adding that relevant stakeholders must be carried along in an inclusive manner which is the true essence his administration was irrevocably committed. bought equipment, which were allowed to roll over to periods not covered by the status regime. Details of the loss through the tax arrangement showed that the Nigerian government lost a minimum of $1,668 (about N328.6 billion) in revenues through the share of tax paid by Shell BV for

the period. Another $977 million (about N192.5 billion) was lost through Total, in addition to $677 million about (N133.4 billion) through ENI, based on calculations from the NLNG annual accounts. During the tax exemption period, the NLNG had calculated

what its tax benefits from interest costs and capital allowances would have been if it had paid Company Income Tax, CIT. \ However, these deductible cost items were forwarded in NLNG’s balance sheet, by deducting its reservoir of deferred tax assets from its CIT payments.

The plan is to reach, through the on-farm trials, at least 11 000 farmers with a basket of weed control

options, and offer farmers the opportunity to by themselves choose weed control methods that best suit their locality and address their needs. This decision was part of the resolutions and recommendations from the 2016 Steering Committee meeting held in IITA, Ibadan, 28-29 April 2016. Prof John Ayoade, a Deputy Vice Chancellor from the University of Agriculture Makurdi, who chaired the meeting on behalf of the Executive Director of the National Root Crops Research Institute (NRCRI), Umudike, Dr. Julius

Okonkwo, said the on-farm trials would validate the two-year results obtained from research stations. The on-farm trials will involve farmers from Benue, Abia, Oyo and Ogun states on different aspects of weed control including the use of motorized mechanical weeders, best-bet agronomic practices including correct spacing, improved variety, cassava/maize intercrop, use of fertilizers and tillage practices, and the use of environmentally friendly herbicides. Budget deficit: Use intended loan for developmental projects, experts task FG Stories by Motolani Oseni As the federal government (FG) continues to look for means to mitigate effects of the sharp drop in its oil revenue in order to finance the deficit in the 2016 budget, industry experts have called on the government to ensure that all sourced funds are used for developmental projects, so as to swiftly grow the economy. The Nigerian economy is in no doubt inching towards recession due to dwindling global oil prices which contributes about 70 percent of the nation’s revenues, coupled with incessant acceleration in the year-on year inflation to the highest in six years, inability of

Providus Bank Plc has been granted a commercial banking licence with regional authorisation by the Central Bank of Nigeria (CBN), according to information on the apex bank’s website.. Although the circular did not give further details about the promoters of the new bank, it disclosed that the financial institution has its head office in Lagos. Also listed was Suntrust Bank Limited, which obtained its licence as a regional bank last year. Mr. Muhammad Jibrin Barde, managing director/chief executive officer of the bank, had explained that the financial institution achieved the feat having met the stringent conditions set by the CBN. He stated that SunTrust Bank will be formally presented to the public in the first quarter of 2016. “I am excited to announce that the CBN granted its final approval to SunTrust Bank Nigeria Limited to operate as a commercial bank with regional authorisation on September 17, 2015, one year two months after application. This is indeed a remarkable feat as ours is the only fresh licence to be issued by the CBN since 2001. The list of banks and financial holding companies also showed that the country has 10 commercial banks with international licence. They are Access Bank, Diamond Bank, Fidelity Bank, First City Monument Bank, FirstBankof Nigeria, Guaranty Trust Bank Plc, Skye Bank, Union Bank, United Bank for Africa Plc and Zenith Bank Plc. Equities Rally as the CBN Blinks on FX Policy O rebounded from a 3-day losing streak to close at its highest Nigerian equities point in June-2016 as the CBN announced a new foreign exchange policy guideline with improved flexibility. The market initially opened on a high note as investors anticipated the CBN’s guideline but dipped at mid-day before closing bullish subsequent to the press briefing of the CBN Governor. The benchmark All Share Index (ASI) surged 3.2% to close at 27,891.96 points, bringing MTD return to 0.8% and paring YTD losses to -2.6%. Market capitalization added N294.6bn to N9.6tn while market activity was equally strong with volume and value traded advancing 244.7% and 43.4% to 588.4m units and N3.5bn respectively.

Anticipated release of guidelines on forex policy drives stocks northward Afolabi Adesola The Nigerian equities market yesterday surged by 3.17 percent following investors anticipation on the release of the Forex Policy Guidelines by the Central Bank of Nigeria, CBN. The CBN has however said it will allow the naira exchange rate to be market-driven, setting the stage for a devaluation of the currency when the new system comes into effect June 20. “The Central Bank of Nigeria will select a group of around 10 primary dealers through which the naira will be traded. There will only be one exchange rate and the bank will intervene in the market “as the need arises,” CBN Governor, Godwin Emefiele told reporters in Abuja on Wednesday. Following this, lead indicator of the NSE- the All Share Index (ASI) added 857.91 points to close at 27, 891.96 points while Market capitalization gained N294.6 billion to close at N9.579 trillion compared to a loss of N23.8 billion recorded on Tuesday to close at N9.284 trillion. All sectoral Indices of the NSE likewise closed positive except the NSE ASeM Index which closed flat. Market Breadth closed with 33 gainers to 10 losers. NEM Plc led the gainers for the second consecutive day following an appre-

ciation of 9.52 percent or 10 kobo to close at N1.15 per share, GUARANTY followed with a gain of 7.78 percent or N1.44 to close at N19.95 per share, while FCMB increased by 7.69 percent or 12 kobo to close at N1.68 per share. SKYEBANK and TRANSCORP appreciated by 7.14 and 6.62 percent or 8 and 9 kobo to close at N1.20 and N1.45 per share respectively. Conversely, UPL Plc led the days losers following a depreciation of 4.99 percent or 22 kobo in its share value to close at N4.19 per share, GSK Plc lost 4.87 percent or 80 kobo to close at N15.64 per share while NEIMETH and ETI Plc dropped 4.65 percent or 4 and 80 kobo each to close at 82 kobo and N16.40 per share respectively. Cutix Plc fell 4.24 percent or 7 kobo to close at N1.58 per share. The financial services sector retained dominance in trading activity as three top traders in volume terms for the day were UBA which traded 197.2 million shares worth N million, Skye Bank which sold 74.6 million shares worth N28.7 million and FCMB which exchanged 54.5 million shares valued at N15.4 million. At the end of the day’s transactions, investors in 5,088 deals had exchanged 588.4 million shares worth N3.5 billion compared to a total of 170.7 million shares worth N2.4 billion traded in 3,153 deals previously.

NSE to announce re-composition of Market Indices next week The Nigerian Stock Exchange (NSE) has announced the expected review of the NSE 30, and the six sectoral indices of the Exchange, which are NSE Consumer Goods, NSE Banking, NSE Insurance, NSE Industrial, NSE Oil & Gas and the NSE Lotus Islamic Indices. The NSE in a statement made available to Daily Times said the “composition of these indices after the review will be effective on July 1, 2016. With the review, we will witness the entry/re-entry as well as exit of some major companies” adding that the list of the actual incoming and outgoing companies will be announced on June 24, 2016. The Nigerian bourse began publishing the NSE 30 Index in February 2009 with index values available from January 1, 2007. On July

1, 2008, the NSE developed four sectoral indices with a base value of 1,000 points, designed to provide investable benchmarks to capture the performance of specific sectors. The sectoral indices comprise the top fifteen most capitalized and liquid companies in the Insurance and Consumer Goods sectors, top ten most capitalized and liquid companies in the Banking and Industrial Goods sector and the top seven most capitalized and liquid companies in the Oil & Gas sector. In July 2012, the Nigerian bourse launched The NSE Lotus Islamic index (NSE LII) which consists of companies whose business practices are in conformity with Shari’ah investment principles, with the aim of increasing the breadth of the market and creating an important benchmark for

NAMA seeks incentives for auto makers, urges govt. to shun critics Auto makers in the country, under the aegis of Nigeria Automotive Manufacturers Association (NAMA), have advised the Federal Government not to succumb to detractors and naysayers seeking to circumvent renewed efforts to resuscitate domestic production of automobiles in the country. The association has also urged government to urgently demonstrate its conviction that support of the auto policy is good for the country by reassuring investors that government is a continuum that wouldn’t dump policies for the sake of Change. Chairman of NAMA, Mr. Tokunbo Aromolaran, gave this advice in Lagos at an appraisal of President Mohammadu Buhariled government’s incentives to the automotive industry oneyear after being sworn-in. He said: We are forced to believe that government is being distracted by naysayers and interested parties who wish to slowdown the progress in the sector. And these are people who have benefited from trading and are now feeding government with negative reports and holding back the pace of development of the industry. The National Automotive Industry Development Plan (NAIDP) was inaugurated three years ago and has resultantly paved the way for foreign direct investments with more than 12 entrepreneurs injecting funds estimated at several billions of naira. And to me style is about comfort. You have to be comfortable with what you are wearing. When you’ve passed a certain age, there are certain kinds of clothes you shouldn’t be wearing.

The thing is that I love my job with a passion. My job makes me very happy. When am in front of the camera, I come alive. I’m happy when I’m working. Sometimes, when I’m back home for like two weeks and I’m not back to location, I feel like, oh God! I need to go back to location. It’s just something that I derive a lot of joy from. Then aside that, I’m very hard working. I like to make my own money. There is this pride that comes with making your own money. Fine, my husband is okay and all that but there is this joy when I’m spending my own money. And also, I like when I buy things for my kids with my personal money not all the time daddy bought you this or daddy bought you that. Some people may want to call it pride, it’s not pride. But there is this satisfaction with you making your own money.

My husband had to call my mother to say,” if anything happens to my child? I don’t know what your daughter is looking for? She has not asked me for anything and I said no, so I really don’t know what she’s looking for. He had to plead with me that, “sweetheart, please you need to stop working”. So I had to stop. But truth is I enjoyed working while pregnant because while I was pregnant, my tummy wasn’t all that big. I was really fine when I was pregnant, I must tell you. I could actually play a lot of roles, hiding my baby bum under some clothing, so I went on and on and on until my husband stopped me.

I didn’t know that there is something called fate. I didn’t know that fate can actually twist.... at the end of the day, it twisted it for good but it’s always a regret because that is not how you actually wanted it. I would have just loved to marry my present husband and have my kids but it’s okay.

What’s your staying power? Like I’ve been saying, I love my job with a passion. When you love what you’re doing, will always want to get better and better. You will always want to do research to make you improve in what you are doing. I love my job and I also have a very understanding man. It’s takes you to have a very understanding man for you to do this job as a married woman. You understand? I have a wonderful man who supports under any circumstances because he knows I love my job. I think my passion and my love for the job has been my staying power.

There is the notion that actresses don’t keep homes. What’s your take and how have you managed to keep yours? The thing is that marital problems are not peculiar to the entertainment industry. It’s everywhere. Marriages these days are not like those days. A lot of things that our mothers took and our fathers took, we women and men of these days will not take it. So, it’s not peculiar to entertainers. What I have done in this is my second shot at it is that I’ve taken it to God. I believe that marriage is a union ordained by Go and I’ve decided to take my marriage to God so that He would actually help me. The major challenge I faced was finance because good songs kept coming yet no money to push it for people to hear but I never allowed that to kill my dream.

Who inspired your music and who are your mentors? Chris Brown, Usher Raymond, 2face, Davido, Olamide, Wizkid and P Square are musical talents I look up to and learn a thing or two from the quality of their music.

Where do you see yourself in 5 years? In the next 5 years, I see myself hitting stardom with my name becoming household name all around the world. ‎

Which stages and awards do you admire? I love to be on stage at the Sound City Blast carnival, Five Star music festival and a lot more. For the awards, I’m aiming at the HEADIES, AFRIMA, MTVBASE and BET awards and much more.

What would you be doing if not music? If not music, I guess I’d probably be doing comedy because I love entertainment.

W ‎ hat makes your music different as an artiste? It is that fact that I’m versatile? I can sing, rap, write and produce songs for myself and other artistes.
