Politics Page Three Æ s Editorial Solving Apapa perennial gridlock
A
papa in Lagos State represents all that is wrong with the Nigerian maritime and oil industries. That piece of territory has turned into a nightmare for motorists and pedestrians alike. It would amount to an understatement describing Apapa as a grueling hell through which hundreds of thousands of people pass every day to their places of work and even homes. The tales of woes are horrific while significant man-hours are lost daily in a bid to get into the place. Increasingly, the menace of articulated vehicles and petrol tankers continues to hinder the smooth movement of traffic into the seaport and its environs. Unfortunately, the situation is not getting any better but continues to deteriorate with each passing day. Presently, it takes hours and even whole day for vehicles to get in or exit Apapa. The greatest culprits in this debacle are petroleum tankers from all over the country that are seen lining the entire stretch from Mile-2 to the seaports in a bid to load petroleum products from the jetties and tank farms dotting the Apapa landscape. It is a fact that both the Apapa and Tin-Can Island ports are responsible for highest internally generated revenue for the federal government after petroleum; amounting to more than N100 billion monthly from duty and levy. Unfortunately, the inability of NPA to efficiently manage the ports, and also irresponsible location of tank farms, coupled with failure of NNPC to properly handle fuel distribution, including horrific bad roads have contributed to the present bedlam in Apapa. Because of this chaotic situation, the
Lagos State Government recently issued a 48-hour ultimatum to drivers of petroleum tankers parked within 300 metres to any depot, to leave and relocate to safe parking lots pending the availability of petroleum products. While we welcome the ultimatum, it is pertinent to caution that the long-term solution to the gridlock in Apapa lies with the immediate repair and rehabilitation of the country’s four refineries. That will greatly reduce the avoidable dependence on importation of petroleum products. Moreover, tank farms in the area should be relocated to allow for free and uninterrupted flow of vehicular traffic to and from the ports. As matter of urgency, the Federal Government should suspend the evacuation of petroleum products from the ports by road, while it should activate the port rails and employ barges for evacuation of petroleum products outside Lagos. It is a shame that the Federal Government has been reluctant to develop the nation’s seaports in Port Harcourt, Calabar, Warri, Sapele, Burutu and other important inland waterways at Onitsha, Baro, Lokoja and Oguta for full time maritime activities. Such negligence has left Apapa ports to withstand the worst of commercial and social disruptions that come with never ending traffic gridlock. Even when water transport is slow, an efficient coastal and inland waterway system can relieve pressure on the country’s rail and road transport infrastructure. The last will not be heard of the Apapa gridlock until the authorities take drastic and urgent measures to end the constant nightmares.

can Independent Television (AIT) from covering activities of the President-elect, General Muhammadu Buhari (rtd) --- notwithstanding the decision to reverse it by the All Progressives Congress (APC -- has raised fears that the nation might return to the dark days of the military when journalists and media outfits were routinely harassed and persecuted for doing their jobs. On Monday, security men attached to the Presidentelect barred the AIT correspondent, Tinabeso Bebei, from covering Buhari’s functions.
Buhari’s media aide, Mallam Garba Shehu, attributed the decision to some nebulous security and ethical concerns about the media outfit. However, not a few see the ban as a revenge by the President-elect over AIT’s airing of documentaries critical of Buhari in the days leading to the just-concluded general election in the country. Even if that was the case, many see the decision as unnecessary in a democracy where the journalists and media houses have the duty of educating the electorate on the characters of public office seekers as well as holding government and its officials accountable. As long as the media outfit broke no laws and has so far not been adjudged guilty by any court, the Presidentelect by the action has most

certainly overreached himself. The President-elect should be reminded that in a democracy, dissent is constitutional and that the media provides the platform for people to ventilate their views on issues and personalities whether critical or not as long as they stay within the confines of law. And, if the law is breached in any form, democracy provides due avenues for redress The President-elect must surely learn to tolerate opposing views, including those critical of his person. Nothing must be done by him and his incoming administration to throw Nigeria back to the days of military jackboots, where dissent was not only forbidden but also punished, to the eternal damnation of the country.

FG asks Bayelsa CJ to swear in Rivers Gov Lateef Ibrahim Abuja

Attorney-General of the Federation (AGF) and Minister of Justice, Mr. Mohammed Bello Adoke, SAN, has directed the Chief Judge of Bayelsa State to administer the Oath of Allegiance and Oath of Office on the Governor-Elect of Rivers State, Mr. Nyeson Wike in accordance with section 185(2) of the Constitution of the Federal Republic of Nigeria, 1999. The directive has, however, been described by some legal practitioners as a voyage into unconstitutionality. They argued that the absence of the statutory officer who can validly swear in the incoming Governor could only be set aside by an order of the Supreme Court. According to Adoke, the directive is to avert a likely constitutional crisis in Rivers State on 29th May 2015 when the Governor-Elect, is expected to be sworn as Governor of Rivers State. A test of wills between the outgoing Rivers State Governor,
Mr. Rotimi Chibuike Amaechi, and the National Judicial Council (NJC) has led to a shutdown of the judiciary in the state for about one year and the non-appointment of a Chief Judge. The directive was contained in a press statement personally signed by the Adoke in Abuja on Tuesday. It read: “It will be recalled that Chief Barr. Nyelson Ezenwo Wike, CON, was declared the Governor-Elect of Rivers State following the Gubernatorial and Houses of Assembly Elections conducted by the Independent National Electoral Commission (INEC) on 11th April 2015. “It is therefore expected that he will be sworn into Office on 29th May 2015 in accordance with the provisions of section 185(1) of the Constitution of the Federal Republic of Nigeria, 1999. “It is however pertinent to draw public attention to the existing vacuum in the Office of the Chief Judge of Rivers State, as well as, the Office of the President of the Customary Court of

Media and Publicity of the now dismantled PDP Presidential Campaign Organisation, PDPPCO, Chief Femi Fani-Kayode on Tuesday carpeted the members of the National Working Committee, NWC, of the party, accusing them of sabotaging the various activities of the campaign organization throughout the period of campaign. Fani-Kayode, a former Minister of Aviation, spoke in Abuja in reaction to the recent allegation by the NWC of the PDP that the hate campaign mounted against the President-elect, General Muhammadu Buhari (who was then the presidential candidate of the All Progressives Congress) by the PDPPCO was the reason the party (PDP) lost the presidential election and others. The National Publicity Secretary of the PDP, Chief Olisa
Metuh had said a few days ago that hate campaign which the PDPPCO embarked upon, was responsible for the PDP’s loss at the presidential election. Fani-Kayode however maintained that the NWC members actually worked against the presidential campaign organisation and sabotaged its efforts throughout the period of campaign. He said: “From day one, all they (NEC members) did was to sulk about the fact that a Presidential Campaign Organisation had been set up and that they would not be able to have control of the campaign themselves or have access to the resources that we were given. “At every point they tried to undermine our efforts and sabotage us, but we ignored them and remained focused on doing our job despite their provocations”. He pointed out that if any group of people were to be held responsible for the PDP’s loss at the poll, it was NWC members.
Fani-Kayode referred to the NWC members of the PDP as, “a bunch of bitter and treacherous ingrates who have no business leading a political party.” The NWC members, he alleged, were collecting monies from aspirants and promising to give them party tickets. He queried: “Were some of them not dividing the ranks of the party? Were some of them not really trying to undermine the efforts of the Presidential Campaign Organisation right from the start?” He therefore canvassed the sack of NWC members, saying that they had no capacity to withstand the onslaught of APC when the party takes over power on May 29. Federal High Court sitting in Ikoyi, Lagos on Tuesday restrained President Goodluck Jonathan from assenting to the bill for an Act to amend the Oil and Gas Export Free Zone Act. This order was sequel to a motion ex-parte, filed in a suit before the court by Professor Olanrewaju Fagboungbe, on behalf of Nigerdock Nigeria Limited, Simco Free Zone Company and Nigerdock Nigeria Plc-FZE. Justice Saliu Saidu also restrained the National Assembly, the Clerk of the National Assembly, the Attorney-General of the Federation, Minister of Industry, Trade and Investment, the Honourable Minister of Transport, and the Nigeria Ports Authority. In an affidavit sworn to by Yussufu Abdulahi, a director of Simco Free Zone Company, the deponent averred that Nigerdock Nigeria Limited is a promoter of Snake Island Integrated Free Zone, SIIFZ, and that the Simco is a company saddled with the responsibility to develop, market, manage, operate, and administer SIIFZ.
Abdullahi also averred that at that privatization, one of the covenants that the federal government as beneficial owner of the Nigerdock Nigeria Limited to the core investor who purchased the federal government share in the Nigerdock Nigeria Limited was that the federal government would take all necessary steps to co-operate fully with the purchaser to ensure that the purchaser obtained all benefits under Nigerian Law as a strategic Core investor in the company. The deponent averred that Section 5(3) of the Bill seeks to expand the powers of the OGFZA such that it can without further assurance take over and perform the functions hitherto performed by NEPZA. While Section 10 of the Bill further seeks to confer the rights to handle oil and gas cargoes only at approved oil and gas concessions ports, with freedom to investors to choose ports of discharge of their cargoes within designated terminal at Onne, Warri and Calabar ports. Federal Government, on Tuesady, told a Federal High Court sitting in Abuja that it has lined up five witnesses and 37 exhibits to prove its case against Aminu Sadiq Ogwuche and five others facing trial for their alleged involvement in the Nyanya bombing on April 14, 2014. Aminu Sadiq Ogwuche, Ahmed Abubakar, Mohammed Ishaq, Ya’u Saidu (alias Kofar Rama); Anas Isa, Adamu Yusuf and Nasir Abubakar are facing eight counts terrorism charges for the
bomb blasts that killed over 78 people in a crowded bus station in Nyanya, Abuja. Director of Public Prosecution, Mohammed Diri, who is prosecuting the accused persons on behalf of the Attorney- General of the Federation, stated this when he opened his case. The prosecution’s first witness, an investigator with the Department of State Services who identified himself simply as PW1, told Justice Ahmed Mohammed that he knew the accused persons except Ogwuche during the investigation to unravel the perpetrators of the dastardly act.
“I came to know the accused persons during the cause of my investigation. Ahmad Abubakar was first to be arrested on April 22, 2014 in Sanga, Kaduna State. Mohammed Sani Ishaq was arrested in Jabi, Abuja, on April 24, 2014. Ya’u was arrested on April 29 in Kano State, Mohammed Annas was arrested in Katsina State on May 3rd, 2014. The next to be arrested was Adamu Haruna Yusuf, on May 5, 2014 in Bauchi State. The Central Bank of Nigeria (CBN) on Tuesday left its benchmark interest rate unchanged at 13 percent, stressing the need to preserve foreign exchange reserves that have been depleted in recent months to support a weakening naira. At the last policy meeting before President-elect Muhammadu Buhari takes office, the CBN governor, Godwin Emefiele, said it was not possible for the apex bank to intervene on a daily basis to supply banks with foreign exchange and support the naira currency.

Suicide bomber kills 10 in Adamawa market Wale Akintunde and Tom Garba, Yola
ÏÏÏA male suicide bomber on
Tuesday killed about 10 persons in Garkida town of Gombi local government area of Adamawa State. He detonated the bomb at the busy cattle market in the town. Reports from the area said several people were injured in the attack which shocked many who had assumed that the Boko Haram insurgents were over. Tuesdays are usually busy days for traders in cattle as they come from far and near to ply their trade at the famous Gakida cattle market. The incident was the first experience of a suicide bomb attack in Adamawa State since the advent of insurgency in the North east
sub-region. The incident fears round Yola, the state capital. Efforts to get confirmation from the military authorities proved abortive as their lines were not going through. The spokesperson of the State Police Command, DSP Othman Mohammed directed our reporter to get in touch with the military authorities. Also, about 10 people were feared killed last Saturday in renewed attacks by Boko Haram insurgents on Ajiya Wagga. Again, last Friday, the insurgents launched the attack on Sabongari town of Madagali leading to the death of one person while six women were abducted. A fleeing resident of Ajiya Wagga, Mallam Audu Yerima disclosed that the gunmen attacked
their town in the middle of the night while most of the residents went to sleep and started shooting sporadically, in the process killing many. “I saw many dead bodies lying as I made a mad rush to the adjourning bush to escape the marauders,” he said, adding: “Many people are still in the bush as they fear another attack by the gunmen as some flee to neighboring villages”. Ngodo, sleepy town agog for heroic son, Chukwumerije Ngodo is a busy village in Isuochi Community located in Umunneochi Local Governemnt Area of Abia State. It is about 40 kilometres from the state capital, Umuahia. It shares boundaries with both Imo, Enugu, Anambra and Ebonyi States hence it is a multi cultural Community. Its most prominent son, Senator Uche Chukwumerije died in an Abuja hospital on April 12th 2015. The demise of this ranking Senator, veteran journalist, activist and nationalist has thrown the serene village into grief. From the motor park at Nkwo Agu the seat of the local Government to the Lomara junction and even to the Methodist Cathedral at Ngodo, the talk of the town is arrangement for the burial on May 22 2015. Chukwumerije was well loved by his people whom he served for two tenures in the senate. For instance during a visit by Daily Times at the weekend, our Correspondent was shown an array of tricycles being coupled in his country home. “These Keke Napep were brought home by the senator just before he died as empowerment for the youths. They will now be given out as part of parting gift before his burial, an elderly kinsmen explained. In another part of his premises, a group of women were busy rehearsing songs they will record and wax in his memory. The entire premises was alive with various activities with workmen busy renovating the compound. From time to time,
a prominent figure would drive in to make an entry in the fast filling register and pay homage. One of such entries read “Dear Comrade, we loved and needed you but God loved you the more and needs you most”. That summarizes what most sympathisers feel about Chukwumerije at 76. Four prominent personalities at Isuochi who know the late Senator very closely where asked to give their reminiscence of the elder statesman. They are : The President-General of Isuochi Development Union (IDU), Chief George Mgbeorukwe; a traditional ruler of Isuochi, HRM Eze Godson Ezekwesili; The Methodist Bishop of Nneochi Diocese Rt. Rev (Dr.) Joseph Nnonah; and the Presbyter/Minister in charge of Wesley Cathedral Circuit, the Very Rev. Benard Ikoku”.

He made his mark –Bishop Joseph Nnonah (Bishop of Nneochi) Chukwumerije was not just a worshipper in Methodist Church. He was a member and not just an ordinary member. He was honoured with the award of knighthood, unlike a worshipper who just come, worship and go. He was from Nneochi or Isuochi which happens to be the home of Methodism. Methodist Church came here first and anybody who is responsible from this part of the world, who is said to have gone to school in the early days, must have passed through the institution and the family of Chukwumerije happens to be one. I had been hearing of him before I came to Nneochi. I recall with nostalgia when l visited Ojukwu Bunker in Umuahia, the Abia State Capital, l saw his photograph at the War Museum, which means, he had been there and is a household name. He did not always stay at home. He was either in Abuja or Lagos but we saw him each time he was home. He made his contribution when the Cathedral was being
built. Midway into the building of the Cathedral, he undertook to finish it which he did. That is one contribution he made to the church. He was a politician of his own rank. It is a pity, Comrade happenned to be in the group of legislators who demanded for allowances and increase in salary and got it. Nothing will exonerate him from whatever thing the National Assembly members have done because he was part and parcel of them. I never heard that when they were passing a motion that he declined to be part of it. I know that he sparingly spoke, he was known for that and record has it that he was the Chairman of the Christian Legislators in the Senators Forum which perhaps should be a pass mark for the Methodist Church. But the extent to which they influenced the activities in the House, I cannot say because, if these people who are said to be Christians came together and decide to influence issues, it would have made a

He was a man who always thought of the less-privileged people, a voice of the voiceless and defender of the defenceless. He attracted so many things to the community. You don’t talk only of infrastructure but so many other things he did to bring development. If you come to Isuochi, Umunneochi and Abia North in general, you will see that there is a lot of network of roads. The road from the Enugu Express-way through to Nkwo Agu was attracted by him long before he became a Senator. This he did when he was a board member with the Niger Delta Development Commission (NDDC). Now as a senator, he attracted the Leru-Mbala-Nkwo Agu and so many others. He covered five local government areas in his senatorial zones, not Isuochi or Umunneochi alone. If we expect him to do more here leaving other areas, that will be

Now people might misunderstand him in some other ways. Some might say he was not accommodating, others say he hated them, but that is not Uche Chukwumerije. The point is that he had value for his time and did not take
nonsense. He had no time for long speeches and discussions that would not benefit others. These angered many. He will be buried on 22nd and four days mourning will be declared. All markets in Isuochi will be closed and all the branches of the union in the federation will be home to pay their last respect. No other social engagement on that day of the burial. You remember his presentation at the Oputa Panel. Former secretary of Peoples Redemption Party (PRP) to show his love for the downtrodden. He was a nationalist and must be honoured. As a mark of respect for a sitting Senator, we are expecting that the Federal Government should immortalize his name and provide us with electricity to ensure a befitting burial for the man of the people and that those roads he attracted, that is in the budget and awarded are not left out. It’s shameful that somebody like him has no electricity in his home.

If he were to be alive, he would get up and speak out his mind in defence of the victims, so
as to attract the attention and sympathy of government to save our people there. The death of Chukwumerije touches everyone and cuts across the nation. He was a Senator par excellence. He was a man that was generally accepted as a Senator of the people. There is nothing we can do than to plan for a befitting burial for him come May 22, 2015. The corpse will
be brought down on 21st via Enugu Airport to the Unity Ground in Isuochi. He was a ranking Senator, a hero who fought and died in active service. I am looking forward to a befitting burial. We pray God to bring us someone who will close that vacuum. All the masquerades in the area will be rolled out to honour a man that believed in culture.

It is a blue print that was passed on to me. To aspire and also raise my children. As I mentioned earlier, you cannot subcontract parenthood, you need to be there, no matter how much money you have. My father gave us time, I mean time. In school time, after school time, the parents Teachers Association (PTA) was there. The visiting day was there. Those stages of our lives, sports was a very important aspect of our growing up. To have produced the youngest blackbelt, my younger brother, Chika at one time an Olympic Bronze Medalist, to have produced one Olympian, two African champions, five national champions speaks of the intensity he gave us. Everybody is a star swimmer, everybody is good in music. Everybody writes with some degree of clarity and all that. Everybody was allowed to express themselves on a daily activity. These are things only a parent can develop in his child, if you give that child time. That was the kind of father Uche Chukwumerije was.
He gave his children time, he gave them vision and courage. What were the best and worst moments you had with him? I call it the Golden years of childhood. Childhood was like building that sheltered and protected a child. A conducive, happy, tension-free home was created. So I have lovely memories of my early childhood years surrounded by external relatives and my siblings. When you look back now, we are parents ourselves. When your parents set a standard for you, you want to carry on that standard for your child. So my best moments were my early childhood. The kiddies years when I was growing up were a bit more difficult. At that time it became a bit more stern and one was trying to find himself so that transition was from a beautiful, cheerful childhood stage to a sterner period. It was a bit less rosy if I might put it that way. What are the legacies he left? I think the greatest legacy he left for posterity is the name. With time, that name is going to grow because his life was anchored on values and principles and in everyday term, the importance of the values and principles might not be seen. But

‘He passed as gallantly as he lived. The fire never left his eyes. So all those enduring things he stood for anchored on integrity, vision, and courage. As relevant as they were in pre-independence time, that is how relevant they will be looking into the future. He set up principles, values and integrity that can be invoked. I think also his legacy is his children. It can tell the quality of a man. I think he left children with very sound and good characters pursuing their different endeavours. What is the most important lesson you learnt from him? The most important lesson I learnt from him is to mind my
life and try and make a success out of it. That is the only comfort I am going to try and derive from his passing. It is to make a success of my life whatever I choose to become. To work hard and to be honest with myself inside whatever is good I feel l’m doing, to do it with integrity and passion. How were the last moments? His last moments were heroic. He fought to the very end. He passed as gallantly as he lived. The fire never left his eyes. He handled his passing as gracefully and as courageously as he lived his life. Did he and his family know he was going to die and how did he take it? Never for one day did he have such thought. As they say, ‘death is an imposter.’ This was anchored on his faith in God. At every point the A and O (Alpha and Omega) of his life has always revolved around God. It was God that kept him up to the point he lived. Having that unshakable faith in God, he would never really think of death. We had thought he would live for 20 years more. Between 20 years of having him around, between same period of his wisdom, his knowledge, his direction would have made a difference. But God in His wisdom decreed otherwise, Glory be to his name.
Why was he called a comrade when he was not a trade unionist? Well, to say Comrade was not a unionist means you did not know the story of his life. Comrade, because his philosophy, ideology and life style was anchored in communism, socialism. So he identified with the masses, the common man, his policies and stance. He fought against injustice in whatever form. He was one who hated injustice, wherever he found it. But charity has to begin at home, that was why he was able to champion the Ndigbo cause. So, you sort out the justice in your home first, while also fighting the injustice elsewhere. But if you look through the history of his life, he was always involved in labour and youth movements and others to prove his point. How prepared are you to bid him farewell? We are doing our best. It is not easy to bury a big man. You do not own him alone. It is not a private family affair. The entire community, Uwa -nile (The whole world) want a chance to pay this hero, this strategist, visionary, their last respects. Not one person can claim to own him. The whole process of doing that is difficult. That is why he was called Isi karaka (The head that carries heavy burden)

Chairman, Board of Directors, Ogun State Housing Corporation, Alhaji Bashiru Fadairo, gave this warning during a demolition exercise of illegal structures at Obada-Oko Housing Estate, in Ewekoro Local Government Area. According to him, prior notices were given to affected persons to stop construction work on the land and those already residing in their structure should perfect their documents. “We expected all affected persons after being served the warning notice to come to the corporation and regularise their title documents. Actually what we are doing now is just a warning to let them know that government was serious and people should desist from buying acquired land from trespassers,” Fadairo said.

NAF investigates alleged FAAN staff brutality

Nigerian Air Force (NAF) Logistics Command in Lagos, on Tuesday, said investigation was on-going in the alleged brutality of a Federal Airport Authority of Nigeria (FAAN) employee by its officers. The NAF Public Relations Officer, Sqn. Ldr. Joel Abioye, made the disclosure to reporters in Ikeja. Abioye said that investigation was being carried out by both NAF and FAAN to ascertain what really happened. According to him: “From what I was told, the FAAN staff, one Mohammed Shuaibu, parked in a wrong place at the airport and was instructed to move his ve-
hicle to a designated car park, but he refused claiming that he was a staff of FAAN. 62-year-old medical doctor, Obinna Monagor, was, on Tuesday, remanded in prison for alleged fraudulent conversion of N13.5 million. Justice Oluwatoyin Ipaye of an Ikeja High Court gave the order following his arraignment by the Economic and Financial Crimes Commission (EFCC) on a onecount charge of stealing by fraudulent conversion. According to the anti-graft agency, through its counsel, Mr Ademola Omeiza, the accused had sometime, in 2010, approached the complainant, Mr Godwin Achi, that he had a three-storey edifice for sale. Omeiza said that the property, located at No.7, Tade Aromolate Close, William Estate, Surulere, Lagos, was offered to the complainant for N150 million. He said that the complainant paid a first instalment, but could not pay the balance following inability to obtain a credit facility from his bank. The EFCC counsel said Achi finally got the loan in 2012, but discovered that the said property had been sold to another party, Edscob Suites.

Adamawa House of Assembly, on Tuesday, passed a resolution directing five suspended members, who were allegedly paid severance allowance to refund the money or face arrest. The House plenary presided over by the Speaker, Alhaji Ahmadu Fintiri, said the suspended law-makers were not entitled to severance allowance. It also said that the diversion of money from the State Pension Fund meant for pensioners by the executive to pay the law-makers was not only unfortunate but also illegal. Meanwhile, the state Accountant-General, Mrs. Augustina Wandamita, who was due to appear before the House on the alleged diversion of the pension fund to pay severance allowance, did not show up.

arrested 14 Junior Secondary School students for their alleged involvement in cult-related activities in Benin, the state capital. It was learnt that the students, aged between 12 and 15, were nabbed when a crack team of policemen stormed Oguola Secondary School at Saint Saviour in Ikpoba Okha Local Government Area of the state last Thursday. No fewer than 56 persons had been arrested by the police for cult-related activities in the state. According to a source in the school, eight of the suspects were apprehended at flash spots within the school compound. Their arrest, it was learnt, had prompted the police to conduct a search on some students in the classrooms, where items believed to be emblems of notorious cult groups were recovered from them.

government has promised not take revenge against those involved in last week's failed coup. This came from President Pierre Nkurunziza, according to the office of the president. Those implicated would be brought to justice in accordance with the rule of law, it added in a statement. South Africa's President Jacob Zuma has called for Burundi's presidential election to be indefinitely postponed. Protests are continuing in the capital, Bujumbura, against Mr Nkurunziza's third-term bid. The presidential poll is due to be held on 26 June. Mr Nkurunziza has so far refused to bow to pressure to postpone it. Several alleged leaders of the coup attempt have been arrested but Gen Godefroid Niyombare, who announced it in a radio broadcast last Wednesday, remains on the run. Mr Nkurunziza's office said the government did "not have and will never have a plan for revenge that we are reading and hearing about in various places. Reforming unfinished business of governance

ew years ago, Dr Ngozi OkonjoIweala wrote a book by this same title. I had the good fortune of reading this book few days ago. What resulted from my reading this book was a lightbulb moment which I will now attempt to document with the hope that people like me, who want nothing more than to see this nation set on the right path, will get some clarity on certain matters currently filling our consciousness as a result of the news hitting our airwaves and digital space. Contrary to what we have been told and the accusations that have been hurled at the finance minister in the last year or so, I have found that from as far back as 2003, Dr Okonjo-Iweala has been calling for reforms of parastatals, Ministries, Departments and Agencies (MDAs) and other government-owned entities. One of the things she quickly observed when she became finance minister under the Olusegun Obasanjo administration was that entities like
Customs, The Nigerian National Petroleum Corporation (NNPC) and a few others were structured by the military to be opaque and to enable deliberate siphoning of funds. And these nefarious activities had gone on for so long that she knew fighting that level of corruption would be an uphill task, but she did not relent nor has she given up even till now. It is amazing – and even offensive – that it took a major scandal such as the allegedly missing $20 billion from the coffers of NNPC as well as the Pwc audit report to open the eyes of many to the same issue that Madam Iweala has been singing about for years. Of course, NNPC is in dire need of reforms, but let us not be so distracted by all the hype and buzz this news is creating and lead ourselves in the erroneous belief that it is NNPC alone that must be dealt the firm hand of reformation. The same people who now clamour for its reform should also speak on the reform of Customs, since it is a huge money generator for government. Ngozi Okonjo-Iweala herself mentions Customs reforms in her book, calling it an outright
failure. Like many other government-owned entities, when the reform was broached, it was immediately met with a lot of resistance and opposition because the powerful political elites controlling that and other organisations fought hard to crush her efforts. The honourable minister admits that the structural reforms carried out at that time required time; and with the administration winding down its activities, it left behind some unfinished businesses, while some other reforms suffered major setbacks. One major cause of setbacks, apart from lack of continuity, was the ability of the political elite to influence decision-making, to frustrate all efforts made and to block any hope of achieving success. It is clear that these people, who did not want their lucrative means of enrichment blocked, would stop at nothing to ensure the reforms met with little or no success at all. Powerful Northern interests would besiege the Presidency to halt any reforms that would affect their pockets and bank accounts. This happened during Obasanjo’s government and happened under
Goodluck Jonathan. In our bid to ensure transparency and accountability in the management of our national resources through necessary reforms, let us not stop with NNPC and Customs alone. There is a call for a complete overhaul of every sector, every ministry, and every parastatal. This is the time for a wholesome reformation of the nation. Call Dr Okonjo-Iweala a prophet, and her book a prophecy of sorts. She has foretold too accurately that reformation is not only important; it is the foundation upon which we must build a new Nigeria. The president-elect would do well to know that if there is any hope of fulfilling his promises to the Nigerian people, then he must use Dr Okonjo-Iweala’s book as a roadmap. However, should we stop at parastatals, MDAs, ministries and other government-controlled organisations? I do not think so. The minds of the people too need a major overhaul; the scales in our mental eyes need to fall off so that we can truly see the issues pervading this nation as they really are.
For Nigeria’s progress, heads must roll

was in Abuja recently, and heard an earful about the shenanigans of the ruling PDP and its cash-cow organs, notably the NNPC. Even now, there is an ongoing finger pointing within the party on who had stolen what. Some wise ones have already met the incoming regime secretly, and returned stolen money, hopefully in exchange of pardon. All these are a tip of the iceberg. Surely, I do not wish the Rawlings type massive cleansing on Nigeria. However, quite honestly, Nigerians can never, will never change our attitude towards corruption, and this belief that public office is a license to steal as much money as possible, until there is a cleansing of sorts. Not just any petty cleansing, but one that starts from the top, through the governors, and down to anyone implicated in a non-partisan investigation. Buhari may wish to accomplish much, but he will be severely limited by dwindling oil revenue. He cannot make significant progress on the economic front, and even if he wished to tackle the epileptic power supply, Nigeria lacks the funds to do so now. There was a time we had sufficient funds to begin addressing our chronic en-
ergy problem, but our politicians chose to squander those resources on security votes and constituency allowances. Historically, it takes between eighteen months and two years for oil prices to recover each time there was a massive crash. This time, however, there is an added factor, which suggests that oil prices may never rise to those levels we have seen in the past. Shale oil is now sufficiently entrenched in the US, and most of them have a break-even point of around $70 per barrel. What this means is that anytime oil prices recover above $70, many of these franking drilling methods will reopen their oil wells and start pumping again. Because of these abundant Shale oil potential, oil prices below $100 per barrel is here to stay for the near future. If Buhari is handicapped by low revenue, what can he do to account for a productive four years in office? There is one thing he can do, and that, if done well, could become his lasting legacy. It is common knowledge that Nigeria can never make real and sustainable progress without addressing the issue of corruption. It is an open secret that our system is rotten. All our branches of government are rotten to the core. Since 2003, more than 30
governors have been indicted by the EFCC, and in each case, either the EFCC took bribes to look away, or the judges took even bigger bribes to stall cases before them. Buhari cannot do this alone, he will need the full cooperation of the Chief Justice of the Supreme Court, President of the Senate, and Speaker of the House of Representatives to pass airtight laws and carry out necessary judicial reforms to weed out corrupt judges and tighten current judicial loopholes. To be credible, Buhari must appoint a non-partisan and corruptfree head of the EFCC, who can carry out unbiased investigations and pursue prosecution regardless of party affiliations. The truth is that the PDP does not have a monopoly on corruption and stealing. Majority of incoming APC governors and senators were former PDP members who have fallen out or aggrieved one way or another. Some of his biggest supporters are among the biggest political crooks in Nigeria. To be credible, he must therefore prosecute all looters regardless of their party affiliations. For the executive branch, however, the PDP had control, and therefore must be thoroughly investigated and prosecuted. If Buhari does not
know where to start, perhaps the NNPC will be a good place, and those petroleum marketers who have consistently defrauded Nigerians. It is a shame that Jonathan failed to indict or prosecute any of them. The truth is that until a handful of governors and ministers have been convicted and sent to jail, nothing will ever change in Nigeria. When Obasanjo used Ribadu to pursue some aberrant governors that disagreed with him between 2003 and 2007, others took notice and became afraid. Sadly, all those indicted were able to buy their continued freedom, and suddenly all new governors realised that the EFCC is no longer a threat, but a branch of government that can be controlled by providing their share of the loot. I wish Buhari success, but prevailing economic circumstances does not favour him in terms of delivering the so-called dividends of democracy. Nigerians voted in their hopes and dreams on Jonathan in 2011, but they did not hesitate to vote him out this year when their fortunes failed to improve. Anything less than a thorough cleansing will amount to business as usual, and hungry, hapless, and desperate Nigerians will not buy it.

Education Times Æ s CBT: Increased penetration of computer education, way forward, say Stakeholders Sam Nzeh with agency reports As the Computer-Based Test adopted by the Joint Admissions and Matriculation Board (JAMB) and other public examination bodies in the country for testing students continues to attract commendation, some stakeholders in the sector have called for increased penetration of computer education to make Nigerian students competitive in public examinations. This is even as the Lagos State Government last Saturday flagged-off pilot computer-based test with candidates seeking admission to its Junior Model and upgraded secondary schools. For there to be an increased penetration of computer education, stakeholders who spoke to the News Agency of Nigeria (NAN) suggested that government should recruit more computer studies teachers as well as build and equip computer laboratories, especially in rural areas. In a survey conducted by NAN, the teachers and students said the steps were necessary to ensure that children from poor homes were not exploited by business centre operators and made competitive in public examinations and saved from the exploitation of businessmen. While many agreed that the testing of students through CBT in view of technological trends was good, they said students were not adequately prepared for the examinations. The survey also revealed that
students in private schools had advantage over their public school counterparts; and while some states tried to address the needs of their students, others did not. Commenting, Dr. Williams Wodi, Deputy Registrar (Information), University of Port Harcourt, expressed optimism that CBT would reduce examination malpractice and ensure “quality control for employment”. He said that Post UTME tests in universities had proved the efficacy of CBT in checking examination malpractices and corruption by greedy examiners. The lecturer, however, said the adoption of CBT could potentially affect candidates in rural areas because of their lack of access to computers. “Students who come from rural areas and who might likely not be computer literate as compared to their counterparts, who study in urban areas, will be disadvantaged. “This is as a result of students’ inability to learn computer appreciation among other skills in their rural school environment. “Examination authorities must address this issue by ensuring that schools in rural areas have access to the same type of ICT facilities available at some urban schools,” he said. Itam said the government distributed laptop computers to secondary and primary school teachers but expressed regret that less than 5 per cent of schools in the state were computer compliant. ``The government has distributed laptop computers to teachers in the state but those in the rural areas are complaining of poor power supply, no safe place to keep the computers and this has led to theft of the computers. ``In most of the schools, computer is being taught theoretically instead of practically and this has led to poor impact of computer knowledge on the students. ``It is a pity that English Lan-
guage teachers in some schools are being assigned to teach computer because they have laptops. ``If you go to our schools today, especially those in the rural areas, 70 per cent of the students don’t know how a computer looks like, talk less of operating it. ``The percentage of computer teachers in our schools is very infinitesimal. There are some schools that don’t even have a single computer,’’ the chairman said. Meanwhile, 18 pupils participated in the computer-based test flagged-off by Lagos State Government last Saturday. The exercise, conducted by the state Examination Board, also had 8,682 others writing the regular Paper Pencil Test.
The Director, LSEB, Mr. Femi Hassan, said the decision to introduce the CBT was to reduce examination malpractice, as well as to prepare the pupils for the digital age. The board, he added, would conduct the 2016 junior secondary school certificate examination using the CBT. “As a government, we saw that we have the capacity to go CBT and we decided to pilot the scheme and today, it is a success. “We wanted 20 candidates for the pilot scheme, hence it was limited so that we can draw from the experience. In CBT, questions are randomised, pupils cannot copy each other, your number one question is not the same with others,” he said.

The Benue State House of Assembly on Tuesday passed into law the NKST Schools of Nursing and Midwifery bill during a plenary session in Makurdi, the state capital. The Speaker, Mr. Terhile Ayua, during the clause to clause consideration stated that the objectives of the bill included provision of courses of study and training to would be medical practitioners. Ayua further stated that the institutions would provide avenue for continuing education
in the health sector. According to him, it shall provide rules and conditions for the persons that it shall admit. He said the institutions would make provisions for research and dissemination of knowledge particularly in the health sector. The speaker explained that the institutions would award diploma certificates to its graduating students in all courses that it might be offering. Ayua said that the schools would promote nursing and
midwifery in the state. However, after the clause to clause consideration, the speaker invited the Clerk of the House, Dr. Torese Agena, to read the bill for the third time. The bill was passed into law by the committee of the whole House after the third reading. The speaker, therefore, commended his colleagues for painstakingly going through the bill from the beginning to the end. He urged them to sustain the spirit.

Expert wants EFCC model in education sector MADE SIMPLE Dr. Holumidey Lawrence, proprietor of Paragon International College, Ogun State, in this interview with Tunde Atobatele in Abeokuta, the state capital, proffers solution to myriad of problems in the nation’s education sector, urging the Federal Government to see the sector as a fundamental tool in developing the country among others. Excerpts:
Could you shed light on the vision of Paragon College? My vision was very clear and straight forward. While I was thinking of establishing the school, it was mainly to bridge the gap between the so-called rich and the average earners in the area of provision of quality education for our children. And for the students, I premised my actions on the necessity of providing qualitative education with the aim to moulding them for an independent life. Our school is targeted at people, who desire qualitative education for their children without paying through their noses. As you are aware that education sector is fast losing its quality, even from the primary level; what’s your take? Yes, that may be right but the problem could be traced to the primary and secondary levels and that’s why education in Nigeria needs to be taken seriously by the stakeholders. I make bold to say that, for a government worth its salt, the educational foundation must be made strong, where both the primary and secondary schools should be very sound. For instance, at Paragon, we adopt a policy that, a hungry child is an angry child, so we serve free lunch to all students all in our bid to train children who will stand tall anywhere. In this respect, I urge the Federal Government to first ensure feeding in schools, and apart from the fact that, this will boost their attention in schools, it will even encourage

the indigents who neglect schooling. Further to this, schools must be well equipped. At Paragon College, it will interest people to know that our Primary School Section has 16 computers while the secondary has about 45, preparatory for us to adopt the newly introduced Computer Based Test (CBT) method in the nearest future. That is why we often clamour that the government should add quality to education at the cradle, as against the focus and huge expenditure on tertiary institutions. What’s your view about exam malpractices, as the trend is becoming an embarrassment to the nation? In my views, parents are the most culpable. They are often times the ones who go around seeking for assistance for their wards during examination. And in this case, the end result is always a worrisome. For instance, these days, it is common to find a student who supposedly has 8 distinctions in his O’ Level results and could only manage to score 120 marks in Joint Admission Matriculation Board Examination (JAMB), isn’t that ridiculous? In the same vein, a graduate after passing with good grades in the university can hardly defend it at job interviews. For this and many more, I call on the Federal Govern-
ment to urgently replicate the EFCC model in education sector, to arrest and prosecute such exam offenders. Also to be blamed are the invigilators and teachers, who connive with the parents to perpetrate this act. As an expert in the education sector, can you set an agenda for the incoming government? Government should be more responsible in the area of schools supervision. Teachers, private schools establishment and even the public ones, including the school administrators must all be brought under tight scrutiny. By this and in particular, I mean the government must put in place an independent regulatory body which will be in charge of private schools establishment. It is firmly believed that this will weed off many mushroom schools as NUC is doing to the university system. So also is the importance of school funding which is very critical to the development of our nation. The incoming government must adopt the UNESCO policy on education. Though, it is on record that the out-going improved on the past, yet, I call on the in-coming government to do more in the area of funding. I also want teachers to be more committed in their calling as their role is pivotal in the nation-building.

Recall that some staff of the polytechnic and indigenes of Ikorodu, the institution’s host community, recently accused Lawal of favouritism and misappropriation of fund. This is even as the rector whose four year tenure ends on June 1, 2015, used the 7th congregation ceremony of the institution held at the school of Management and
Business Studies Main auditorium in Ikorodu recently, to reel out his achievements since the commencement of his tenure. Reeling out his achievements, Lawal said he has transformed the polytechnic environment into a world class institution with the erection of several structures ranging from the construction of Automotive Mechatronic workshop, construction of School of Technology Laboratory workshop, construction of state-of-the art lecture theatre for the School of Agriculture, establishment of the institution’s first bakery, amongst other projects. He said he is aware of all the allegations against him, insisting that he runs the polytechnic to the best of his understanding and without fear and favour. “During my tenure, a total of 212 academic, teaching and non-
teaching staff got promoted during the 2013/2014 promotion exercise,” Lawal said. However, dismissing the allegations, the LASPOTECH rector described the petitioners as disgruntled elements. In a statement by the Public Relations Officer (PRO), Mr. Lanre Kuye, the rector said: “There is no iota of truth in the petitions written by the disgruntled elements. We want the public to know that members of staff, who were demoted, were queried and interrogated by the school panels and they were found guilty. Speaking further, the PRO said the school does not have a Governing Council, noting that all its activities are approved by top members of the management and two cabinet-ranking Special Advisers to the governor.
Oko prison located at Oko Ogba road in Benin City was a beehive of activities last Saturday when members of the Christian Medical and Dental Association Students (CMDAS) of the University of Benin (UNIBEN) and Igbinedion University Okada (IUO) visited the inmates. Numbering over 70, the students went round the facilities during which they were enlightened on the rules guiding the prison as all inmates were met, seated on arrival.
Speaking during the visit, the school mission secretary, Harry Ogodo, disclosed that the courtesy visit was part of the associations’ mission to reach out to the needy, urging the inmates not to feel condemned as a result of their predicaments but always remember to apply wisdom and lesson when they are freed. As part of the visitation, the association took time out to enlighten inmates on dental and healthy tips and advised them to imbibe the culture of washing their teeth daily and keep neat environment clean in order to reduce the tendency of falling ill to diseases. As part of its corporate social responsibilities, the association presented toiletries, boxers, sanitary pads and foodstuff to the inmates.

Dangote unveils 19 projects for Ogun communities ÏÏÏ Indigenes of
the host communities to the Dangote Cement Plc, in Ibese, Yewa and Ewekoro, in Ogun State, are in for better times, as the cement company announced the inauguration of some 19 different corporate social responsibility (SCR) projects for the communities. In what is regarded as a major boost to the CSR profile of the leading cement manufacturer, the projects include water, education, electricity, roads, information technology (IT), etc. It would be recalled that the company had, some years ago, instituted scholarships for the indigenes of any of the host communities in any higher institution and secondary schools.
Over 90 of them benefitted from the scholarships last year. The management said, on Tuesday, that it was poised to make life more meaningful to all members of the over 16 communities bordering the cement plant and that all projects would meet the specific need of each community. Executive Director, Stakeholder Management and Corporate Communication, Engr. Mansur Ahmed, explained that the projects were agreed upon after some consultation with the community’s royal fathers, elders, and the youth leaders, so that the project could be relevant to their needs. He thanked them for
their co-operation with the Dangote Cement management, noting that it had made possible the peace being enjoyed in the host communities Ahmed promised the community leaders that Dangote Cement would continue to be alive to its responsibilities and urged them to come forward to offer useful ideas and advise that could propel the company to do more for them. Ahmed said some of the projects included: three domestic boreholes for Elere, Babalawo and Kajola communities, 10 domestic boreholes for Afami, Ajibawo, Aga-Akinronbi, Aga-Owoyele, Aga-Ashade, Abule Oke, Abule Maria, IjakoOrile, Wasimi-Imasayi and Balogun, four industrial
boreholes for Ibese and Imasayi, construction of 10 classrooms for Ibese and Construction of another 5 classrooms for Balogun communities. He listed others as the award of scholarship to 77 beneficiaries between 2013 and 2014 sessions for secondary school pupils, polytechnic and university students, who were native of the host communities. The company is also providing Community Information Technology Training at Ibese, Aga-Olowo, and Ijako-Orile, where two batches of beneficiaries been trained, while the construction of Ibese/Ilaro road, and that of Ibese/Itori road for all the communities were on-going.

1498 Vasco da Gama reaches India Portuguese explorer Vasco de Gama became the first European to reach India via the Atlantic Ocean when he arrived at Calicut on the Malabar Coast. Da Gama sailed from Lisbon, Portugal, in July 1497, rounded the Cape of Good Hope, and anchored at Malinda on the east coast of Africa. With the aid of an Indian merchant he met there, he then set off across the Indian

Ocean. The Portuguese explorer was not greeted warmly by the Muslim merchants of Calicut, and in 1499 he had to fight his way out of the harbour on his return trip home. In 1502, he led a squadron of ships to Calicut to avenge the massacre of Portuguese explorers there and succeeded in subduing the inhabitants. In 1524, he was sent as viceroy to India, but he fell ill and died in Cochin.
Christopher Columbus dies
On May 20, 1506, the great Italian explorer Christopher Columbus died in Valladolid, Spain. Columbus was the first European to explore the Americas since the Vikings set up colonies in Greenland and Newfoundland in the 10th century. He explored the West Indies, South America, and Central America, but died a disappointed man, feeling he had been mistreated by his patron, King Ferdinand of Spain. Columbus was born in Genoa, Italy, in 1451. Little is known of his early life, but he worked as a seaman and then a sailing entrepreneur. He became obsessed with the possibility of pioneering a western sea route to Cathay (China), India, and the fabled gold and Spice Islands of Asia. At the time, Europeans knew no direct sea route to southern Asia, and the route via Egypt and the Red Sea was closed to Europeans by the Ottoman Empire, as were many land routes. Contrary to popular legend, educated Europeans of Columbus’ day did believe that the world was round, as argued by St. Isidore in the seventh century. However, Columbus, and most others, underestimated the world’s size, calculating that East Asia must lie approximately where North America sits on the globe (they did not yet know that the Pacific Ocean existed). With only the Atlantic Ocean, he thought, lying between Europe and the riches of the East Indies, Columbus met with King John II of Portugal and tried to persuade him to back his “Enterprise of the Indies,” as he called his plan. He was rebuffed and went to Spain, where he was also rejected at least
twice by King Ferdinand and Queen Isabella. However, after the Spanish conquest of the Moorish kingdom of Granada in January 1492, the Spanish monarchs, flush with victory, agreed to support his voyage. On August 3, 1492, Columbus set sail from Palos, Spain, with three small ships, the Santa Maria, the Pinta, and the Nina. On October 12, the expedition sighted land, probably Watling Island in the Bahamas, and went ashore the same day, claiming it for Spain. Later that month, Columbus sighted Cuba, which he thought was mainland China, and in December the expedition landed on Hispaniola, which Columbus thought might be Japan. He established a small colony there with 39 of his men. The explorer returned to Spain with gold, spices, and “Indian” captives in March 1493, and was received with the highest honours by the Spanish court. He was given the title “admiral of the ocean sea,” and a second expedition was promptly organized. Fitted out with a large fleet of 17 ships, with 1,500 colonists aboard, Columbus set out from Cadiz in September 1493 on his second voyage to the New World. Landfall was made in the Lesser Antilles in November. Returning to Hispaniola, he found the men he left there slaughtered by the natives, and he founded a second colony. Sailing on, he explored Puerto Rico, Jamaica, and numerous smaller islands in the Caribbean. Columbus returned to Spain in June 1496 and was greeted less warmly, as the yield from the second voyage had fallen well short of its costs.

Levi Strauss and Jacob Davis receive patent for blue jeans
On this day in 1873, San Francisco businessman Levi Strauss and Reno, Nevada, tailor Jacob Davis are given a patent to create work pants reinforced with metal rivets, marking the birth of one of the world’s most famous garments: blue jeans. Born Loeb Strauss in Buttenheim, Bavaria, in 1829, the young Strauss immigrated to New York with his family in 1847 after the death of his father. By 1850, Loeb had changed his name to Levi and was working in the family dry goods business,
J. Strauss Brother & Co. In early 1853, Levi Strauss went west to seek his fortune during the heady days of the Gold Rush. In San Francisco, Strauss established a wholesale dry goods business under his own name and worked as the West Coast representative of his family’s firm. His new business imported clothing, fabric and other dry goods to sell in the small stores opening all over California and other Western states to supply the rapidly expanding communities of gold miners
and other settlers. By 1866, Strauss had moved his company to expanded headquarters and was a well-known businessman and supporter of the Jewish community in San Francisco. Jacob Davis, a tailor in Reno, Nevada, was one of Levi Strauss’ regular customers. In 1872, he wrote a letter to Strauss about his method of making work pants with metal rivets on the stress points--at the corners of the pockets and the base of the button fly--to make them stronger.
1940 Germans break through to English Channel at Abbeville, France On this day in 1940, the German army in northern France reached the English Channel. In reaching Abbeville, German armoured columns, led by General Heinz Guderian (a tank expert), severed all communication between the British Expeditionary Force (BEF) in the north and the main French army in the south. He also cut off the Force
from its supplies in the west. The Germans now faced the sea, England in sight. Winston Churchill was prepared for such a pass, having already made plans for the withdrawal of the BEF (the BEF was a home-based army force that went to northern France at the start of both World Wars in order to support the French armies) and having called on the British Admiralty
to prepare “a large number of vessels” to cross over to France if necessary. With German tanks at the Channel, Churchill prepared for a possible invasion of England itself, approving a plan to put into place gun posts and barbed wire roadblocks to protect government offices in Whitehall as well as the prime minister’s dwelling, 10 Downing Street.

Labour Union seeks urgent intervention for textile, paper mills Joy Ekeke The Trade Union Congress of Nigeria (TUC), has called on the Federal Government to take urgent steps to resuscitate the comatose textile and paper mills across the country, in order to address issues of unemployment in the country. In a recent communique signed by the Congress’ president, Comrade Bobboi Bala Kaigama, called on the Federal Government to “as a matter of urgency pay serious attention to ailing industry, particularly the Textile Sector of the economy that used to be the second largest employer of labour
after government. Efforts should be made to collaborate with the stakeholders to see to its survival. “Equally, the Paper & Paper Industry needs immediate intervention if the government is serious towards the creation of jobs for Nigerians.” TUC also protested alleged arbitrary last minute transfer of three oil blocks (OML 40, OML 42 and OML 30) operatorship from the Nigeria Petroleum Development Company (NPDC) to private firms. “Federal Government should immediately halt and reverse the last minute transfers of the operatorship of OML 42, OML 40
and OML 30 which are being arbitrarily handed over to Neconde Energy Limited, Eland/Elcrest and Shore Line respectively,” he said. TUC also demanded for the immediate reinstatement of the operatorship rights of the NPDC stressing that the NNPC subsidiary has been successfully operating the assets before their planned transfers. The reversal the TUC said is in the interest of averting a brewing industrial crisis in NNPC which is capable of negatively impacting on the ongoing transition process. Speaking recently at the con-
gress’s National Executive Council Meeting which was held in Lagos, Kaigama also appealed to the president of the Federal Government to as a matter of urgency fulfil the promises to JOHESU on February 1st 2015 that all the demands of the Union will be met immediately after the national election. It also condemned the antilabour activities of the Director General, National Identity Management Commission (NIMC), which has led to the on-going industrial crisis and the virtual collapse of the Agency and called on President Goodluck Jonathan to save the organisation.
The leadership of the Central Bank of Nigeria (CBN) has stated that it has revised the Commercial Agriculture Credit Scheme (CACS) launched in April 2010. The amendment is contained in a circular issued by the Director, Financial Policy and Regulatory Department, CBN, Mr Kelvin Amaugo, on Tuesday in Lagos. The apex bank also stated that the scheme is to fast track development of the agricultural sector by providing credit facility to commercial agricultural enterprises at single digit interest. Besides, it said that the revision of the guidelines was to sustain public interest in the scheme and enhance its operations. According to the bank, the revision affects Sections 8.0 and 17.0 (b) (IV), which provides that payment of interest on CACS facilities should not be beyond nine per cent. It said that the nine per cent must be inclusive of all charges. The apex bank added that the charges should be shared in the ratio of seven per cent to the participating banks and two per cent to the CBN. The CBN said that Section 8.0 Sub-section (ii) of the CACS guidelines had been amended accordingly to reflect the revised interest sharing ratio. It said the revised fee sharing formula takes effect from April 29. “Funds shall be released to the participating banks at two per cent rate after a confirmation of its intent/readiness to disburse the funds. “Participating banks and the banking public are enjoined to note that the revised guidelines dated April 29, supersedes the previous ones,” it added.

Industrial profile on plantain flour production INTRODUCTION Plantain flour is the product of dried and pulverised plantain slices. It is called “elubo agbagba” in some Yoruba speaking areas of Nigeria where its normally made into dough called “amala” having being reconstituted in boiling water. The increasing consciousness for consumption of healthy foods (as prevention is better than cure) has being a major force driving the demand for healthy foods (like plantain flour) in Nigeria. Plantain is rich in vitamins most especially Ascorbic acid (Vitamin C) and carotene and its low fat content makes it a delight for people suffering from cholesterol related ailments. Many diseases such as obesity, diabetics, gallstone, coronary heart and colon cancer have been linked to the consumption of refined and fibre depleted diets. Plantain has been listed as one of the major high fibre rich foods. Also, plantain is relatively rich is protein (between 3.0 to 3.5%) compared to other fruits. Hence, it could be used in formulating protein supplement diets for both children and the adults. The low level of sodium in plantain also makes it a ready source of raw material for formulating low sodium diets. The Federal Institute of Industrial Research Oshodi (FIIRO) has developed technology for production of plantain flour. This technology is available at the Institute for transfer to micro, small and medium entrepreneurs. MARKET INFORMATION The demand for plantain flour is increasing day by day especially due to the increased awareness of its health benefits. Plantain flour has been found to be healthy as well as high energy food. The potential national demand for plantain flour has been estimated to be in excess of 200,000 Tonnes/Annum. The current supply level is probably less than 20% of the estimated demand with only few companies producing on mechanized commercial scale. Federal Polytechnic, Oko, Anambra State, Prof. Godwin Onu, has lamented the institution’s ordeal in the 11-month nationwide strike of the Academic Staff Union of Polytechnics (ASUP), saying that 30 students died during the period. Prof. Onu disclosed this to newsmen in his office while receiving a delegation of the National Association of Polytechnic Students
(NAPS), led by its national president, Comrade A.S Lukeman. He regretted that members of ASUP in his school were so vindictive about the industrial dispute that they had to drag the action up to 13 months, instead of 11 months. According to him, “the strike in the school made them to lump first and second semester’s examinations together in order to meet up. I wonder why members of ASUP in this school would oppose every innovation introduced by
my administration, including the electronic exams.� He noted that with the electronic exams against the hitherto pen on paper (pop), costs were saved, examination malpractices and sexual harassment by lecturers and other vices, had been consigned to the past. Prof. Onu said the grouse between management and some members of ASUP in the institution was the insistence of his administration that lecturers in the polytechnic must improve

Josephine Ugwu, a cleaner, who returned the sum of N12million in foreign currencies she found at the toÄąlet of Murtala Mohammed International Airport Ikeja, to the Airport security in January. The House, had weeks ago invited Ugwu to the House when Hon. RotÄąmÄą AbÄąru, who had read the story in a national newspaper brought the matter to the notice of his colleagues at the plenary. Deputy Speaker, Hon. Kolawole Taiwo, who presided at the sitting, presented a letter of commendation from the House as well as an undisclosed sum of money to Miss. Ugwu, as a mark of recognition of her act of
honesty and patriotism for returning the sum N12million on Friday, 23 January, 2015. The deputy Speaker thanked her for leveraging the country. Part of the letter read thus: "Your action is a great inspiration to many who believe in the future of Nigeria; your conduct has positively affected the image of Nigeria internationally. It is an act worthy of emulation, because of this, we decided to hold a special parliamentary session to celebrate your honesty, integrity, uprightness, sincerity, truthfulness and patriotism. him can I claim to know? How can I even attempt a tribute on Alhaji Abdulazeez Arisekola Alao when there are so many better qualified persons to do that? Well, it will be one year on June 18 that the Aare Musulumi of Yorubalandied. It is better I write the little I know now before his real children – like me, not necessarily by birth! – render a just and more accurate account of the man who could not stop helping others, the compulsive philanthropist. I had a ringside view of some of his generous acts that ought to be shared, because a little kindness is all that is required to make the world better. He was a devout Muslim, in fact, the Deputy President of the Nigerian Supreme Council of Islamic Affairs (NSCIA). I am a Christian, son of a clergyman, grandson of a clergyman. That difference in religious persuasions did not matter to him. He had been stupendously wealthy for at least four decades, I was (still am) a bloody reporter. Again, the difference in the stations of life be-
tween us did not matter to him. I grew up to dislike his name, passionately: How could someone who professed progressivism not dislike an Arisekola, the unabashed Sani Abacha supporter? It was a great moral dilemma that I suffered relating with the late Aare in later years. There was a report that I needed him to respond to before publication. Calmly, he answered my queries and gave indication that he had more insider information. I asked if I could see him in Ibadan the following weekend and he agreed. With time, he began to invite me for a chat on the state of the nation. On many occasions, he provided deep insight into many perplexing public issues. With a side kick of his, whose identity I must conceal, I had access to his inner room, any day. I called him “Baba” and he often called me “Professor.” He would always come alive if an argument arose about the preeminent status of Oyo and Ibadan, among the Yoruba. He had tons of books about how Ibadan war-
riors held many parts of Yorubaland as conquered territories before the arrival of the white man. He would bounce on the bed, point at different academic books to back his claim. Virtually everybody who came to his house had access to at least one of his Presidential suites, where he received all and sundry. One day, three popular Yoruba theatre practitioners came calling. They told him they had a stage play somewhere in town but that the proprietor of a hall to be used insisted on down payment of rent. They had no money. Baba asked: “How much do you need?” The lady in the group said “N400,000”. She was immediately countered by a man, a very popular actor, who said: “No, Baba, the bill is N700,000 and we need another N300,000 to cover sundry expenses.” Everybody in the room knew that the man had jacked up the monetary need. Arisekola smiled, called one of his aides and instructed that the group be given N1 million. Perplexed, I moved closer to him and asked if he didn’t know that they were only out to dupe him. He
smiled and said: “Professor! Leave them alone.” Later that night, I drove to the venue to watch the stage play. There was no event! One day, I met somebody discussing a land purchase deal with Arisekola and Baba was apparently interested in the proposal. He told the seller to wait because “bank is coming.” About 12 other persons were in the Presidential suite with him, some watching a premiership match, others were engaged in general chitchat. A few minutes later, two men came in with some sacks. One after the other, the visitors began to move close to Baba and spoke in hushed tones. Each discussion was concluded with him dipping his hands into one of the sacks and dishing out money. Under 30 minutes, the sacks had become empty. Then came the turn of the man brokering the land deal. Baba exclaimed: “Ah! You didn’t remind me! I have distributed the money they brought from the bank. Please come back tomorrow.” I moved closer to him and
asked why he gave out so much to the detriment of his planned land acquisition. He smiled and said: “How many more do I need to buy when people came to say their children were ill in the hospital, or out of school?” One of the aides of the late Alhaji Lamidi Ariyibi Adedibu once told the story of how Arisekola’s intervention stopped the strongman of Ibadan politics from forcing himself of the city’s royal stool as Olubadan. All legal encumbrances had been violently removed, and Adedibu was bent on supplanting the next in line to the throne. The royal dress and crown had been bought. All was set. Anybody who disagreed with decision would be dealt with, the Adedibu way. On the D-Day, Arisekola paid a dawn visit to Adedibu. A private discussion was held. As the Aare was driving out, the strongman called on his aides and said: “Stand down every action. Arisekola says we should wait for our time.” End of story. A bloodless coup had just been executed against the royal coup plotter. Bloodbath averted.

eceiver-managers will henceforth have fiduciary relationship with debtor companies, according to the new amendment of the Asset Management Corporation of Nigeria (AMCON) Act 2010 passed penultimate Thursday by the Senate, the Daily Times has learnt. In executing the mandate, the receivermanager will not be required to strictly adhere to the debt priority ranking of the debtor-company as prescribed in section 494 of the Companies and Allied Matters Act (CAMA). The amendment has also barred the staff and board members from acquiring the assets of the corporation. While passing the amendments, the chairman of the Senate Committee on Banking, Insurance and other Financial Institutions, Bassey Otu said that the decision was to not only correct the defects in the extant Act but also strengthen the banking system for enhanced performance. A receiver managing the affairs of a debtor company or debtor entity in pursuance of the provisions of this section shall be deemed to be a fiduciary of the debtor company or debtor entity and all its creditors; and shall not in paying- off any debts owed by the debtor- company or debtor entity strictly adhere to debt priority ranking prescribed under Section 494 of the Companies and Allied Matters Act.
In the amendments, made available to the Daily Times, the Senate inserted some new subsections into the Act. These are (3), (4), (5), (6), (7), (8), (9), and (10). A fiduciary holds a legal or ethical relationship of trust with another party and is expected to prudently takes care of money for that other party. He acts at all times for the sole benefit and interest of the party and there must be no conflict of interest between duty to self and the party. Section (6) of the insertion reads: (6) “A receiver managing the affairs of a debtor company or debtor entity in pursuance of the provisions of this section shall be deemed to be a fiduciary of the debtor company or debtor entity and all its creditors; and shall not in paying- off any debts owed by the debtor- company or debtor entity strictly adhere to debt priority ranking prescribed under Section 494 of the Companies and Allied Matters Act.” s.494 of CAMA reads: (4) The foregoing debts shall(a)
rank equally among themselves
and be paid in full, unless the assets are insufficient to meet them, in which case they shall abate in equal proportions; and (b) so far as the assets of the company available for payment of general creditors are insufficient to meet them, have priority over the claims of holders of debentures under any floating charge created by the company and be paid accordingly out of any property comprised in or subject to that charge. Apparently in a bid to prevent insiderdeals, Section 16(5) of the amended Act states: “A member of the board or any employee of the corporation shall not either directly or indirectly be involved in the purchase of the asset acquired by the corporation as part of, or in pursuant of the acquisition of an eligible bank asset or enforcement or realisation of any right relating to an eligible bank asset acquired by the corporation.” In Section 34 (1), the words “and subject the provisions of this Act” become “subject to all of the obligations” appearing after the word “rights” in the last line; (b) inserting a new paragraph (c) to

AMCON gets fiduciary role for d subsection (2) as follows: (C) the pendency of an action before a court of law in respect of the eligible bank asset, save where there is in force and subsisting, a valid order of court made after due notice to the eligible financial institution from which the eligible bank asset is to be acquired, expressly restraining such acquisition.” Section 35 of the Act is amended by inserting new subsections (5) and (6) as follows: (5) For the purpose of the provisions of the Limitation Law of a state or the limitation Act of the Federal Capital Territory, with respect to any debt owed to the Corporation by reason of its acquisition of an eligible bank assets, time shall begin to run, and the cause of action deemed to arise, from the date of the purchase of the eligible bank asset. (6) Where action has already been commenced by an eligible financial institution prior to acquisition of the eligible bank asset by the Corporation, the Corporation shall at any time after the acquisition of the eligible bank asset the subject of any such action, be entitled to: (a) continue with the action in its name or as a third party entitled to any judgment debt, but not any liability in respect of the claim or any associated counterclaim or cross claim for which the assignor of the eligible bank asset shall be liable; or (b) discontinue any such pending action relating to the eligible bank asset instituted by the eligible financial institution prior to such acquisition; and such discontinuance by the Corporation, shall be without prejudice to its right to commence or cause to be commenced a new action in respect of the same subject matter as that discontinued. The amendment which also included Section 48 of the AMCON Act, has some amendments of insertion of new subsection (3), (4), (5), (6), (7), (8), (9), and (10) as follows: (3) For the avoidance of doubt, the powers of a receiver acting in pursuance of the provisions of the section, shall be exercisable over all the assets and entire undertaking of the debtor company notwithstanding that only a part of the assets of the debtor company was charged,
mortgaged or pledged as security in relation to the eligible bank asset acquired by the Corporation provided such exercise of power shall be without prejudice to the existing rights of secured creditors or third parties in such assets. (4) Where a receiver under this section elects to manage the affairs of a debtor company or other debtor entity, in pursuance of paragraph (c) of subsection (2) of this section, it shall give notice of its election by publication in at least two newspapers with nationwide circulation. (5) A receiver under this section approved to manage the affairs of the notice referred to in subsection (4) above become entitled to take over the management of the affairs of the debtor company or debtor entity in the name, and on behalf of the debtor entity, for the benefit of the debtor company or debtor entity for the period specified in the said noticed. (6) A receiver managing the affairs of a debtor company or debtor entity in pursuance of the provisions of this section shall be deemed to be a fiduciary of the debtor company or debtor entity and all its creditors; and shall not in paying- off any debts owed by the debtor- company or debtor entity strictly adhere to debt priority ranking prescribed under Section 494 of the Companies and Allied Matters Act. (7) Subject to subsection (9) of this Section; forthwith upon the publication of the notice referred to subsection (4) of this section, all judgments, claims, debt enforcement procedures existing or being pursued before the publication of the notice shall stand automatically suspended and be unenforceable against the debtor company for the shorter of a period of one year from the date of the publication of the notice or the period that the receiver continues to manage the affairs of the debtor company. Provided that claims relating to wages and other entitlements of existing staff of the debtor company or debtor entity and professional advisers shall not be so suspended. (8) A receiver acting in pursuance of subsection (2) (c) of this section shall within 30 days of the publication of notice referred to in section (4) of this section cause to be prepared a detailed and
comprehensive plan for the rehabilitation of the debtor-company or debtor entity. (9) Where a receiver acting in pursuance of subsection (2) (c) or fails to comply with the provisions of subsection (8) of this section, the provisions of subsection (7) of this section shall cease to apply. 6. Section 60 of the Act is hereby amended by: (a) the deletion of the existing head notes and replacing same with the words “Exemptions Granted to the Corporation,” and (b) inserting a new paragraph (c) as follows: (c) Investment and Securities Act.”

Section 61 of the Act is hereby amended by being renumbered as Section 87, and by: (a) inserting immediate following the definition of “eligible bank assets” the following definition: “eligible equity” means shares, stock or other interest in the equity or share capital of an eligible financial institution; (b) inserting immediately following the definition of “Minister” the following definition: “Tenor” when used in Part IX of this Act means a period of 10 years from the calendar year 2014 but may be extended by no more than a maximum of 5 years by the Governor.” 8. Chike-Obi: A Managing Director, Asset Management Corporation of Nigeria, Mr. Mustafa Chike-Obi, in this interview lists the clean bill of health given to the Nigerian banking industry following the cleaning of all the toxic assets and the recapitalisation of a number of banks as part of the achievements of AMCON so far. Can you give an update on your loan restructuring and recovery efforts? I have to give you some background. Many of these loans were loans that had been deemed lost or irrecoverable by the banks. The recovery rate of non-performing loans everywhere in the world takes a very long time. The best we have seen is 57 per cent achieved by the Malaysians. I gave you the background so that you can know how difficult the job is. In setting up an asset management corporation, the idea is to take those loans out of the banks and put them where they will be managed for a very long period of time. For instance, in the case of the United States of America, after the Resolution Trust Company of America bought loans from the SMEs, after the five-year period, all those loans
were transferred to Deposit Insurance Corporation and many of those loans still exist. These things take a long time. So, I don’t want anybody in Nigeria to believe that there is a magic bullet in AMCON Act that is going to make them recover these loans in any kind of magical way. So far today, measured against other such companies in the world, AMCON has made a significant progress. This progress is made possible because the National Assembly gave us a very strong law to set up the company particularly when it gave us the privilege for the chief judge of the Federal High Court to appoint judges for AMCON. Since then, our cases have been moving along smoothly. We currently have close to a thousand cases in court and being a law abiding institution, we proceed according to the law and so these things will take time. Having said all that, we

This, he said, would strengthen AMCON’s operations and serve the statutory purpose for which it was created. “It will also enhance AMCON’s management of acquired assets in order to obtain best financial returns thereby keeping the fiscal cost to the government at the barest minimum. Future banking resolution cost, which may result from operational and financial mismanagement by the Deposit Money Banks, will not be borne by the
Nigerian tax payers, instead by the banks with money from the Fund,” Out said. This, he said, would strengthen AMCON’s operations and serve the statutory purpose for which it was created. The senator stated that base on the amended Sections 2(3), 16(5), 34(1), 34 (2), 35, 46(2), 48, 60, 61 and 62 of the Act, it will enhance AMCON’s management of acquired assets in order to obtain best financial returns thereby keeping the fiscal cost to the government at the barest minimum. “There is a very big expectation from operators of the financial sector that the establishment of a Banking Sector Resolution Cost Fund would enhance financial system stability and boost confi-
dence,” Otu said. He said it will also act as a physical buffer by providing a ready source of assets that could be used to meet the cost of future bank failure without any recourse to the use of public funds” Also, Deputy Senate President, Ike Ekweremadu, said that the amendment of the AMCON ACT 2010 has removed some uncertainty that could impede the operations of AMCON in carrying out its duties. “We finally fine-tuned the AMCON Bill to make it more operational and to add value to the work they are doing. We believe we have covered all the lapses existing in the AMCON Bill with this amendment,” Ekweremadu said.
AMCON has fulfilled its mandate have restructured over 50 per cent of non-performing loans we got in terms of value. The implied recovery rate of the restructured loans is over a 100 per cent, so we are getting back the money. We are aiming for a target of about 80 per cent, which is the highest recovery rate so far anywhere in the world but it will take time. In the next two to three years we will probably be close to 80 or 90 per cent done.

You were quoted as telling the National Assembly earlier in the year that the current outstanding AMCON bonds were yet to receive guarantee from the Federal Ministry of Finance. What is the position of things now? The law obligates the Federal government to guarantee AMCON bonds that are issued in pursuance of its functions as defined in the AMCON Act. The outstanding bonds today have not yet received explicit guarantee of the Federal Government but the law implies that there is a guarantee. So, while there is no explicit guarantee, the law obligates the federal government to guarantee those bonds.

Why has it been difficult for the Federal Government to issue the guarantee? I think much of the delay is caused by process, and that in due course, that guarantee will be granted. In any case, by the end of this year, the only holder of AMCON’s bond will be the Central Bank of Nigeria. So the urgency of the guarantee will not matter much since CBN, which is also part of the federal government, will soon become the only holder. So the urgency of guarantee will be removed. What is the latest on the move to amend AMCON Act to accommodate the codification of the Sinking Fund? It is very important that the AMCON Act is amended to include the Sinking Fund-that is, the contributions from the banks. As it is normal in every human being, after a bad event of the past, we tend to forget .We may have forgotten that these banks were in serious jeopardy and it was the creation of AMCON and other interventions of Nigerians that rescued these banks and gave them a sound footing. They are now making the highest profits they have ever made in their history. Yes, they agreed at the height of the crisis to contribute certain amount of money and we believe them. They are honourable people and they will certainly live up to their obligations. However, it is better if it is codified in the law so that a new MD of a bank or a new CBN Governor who was removed from the crisis is not tempted to say well, the crisis is over, there is no need to contribute such money again. So it is good. The law reminds us all that when banks are collectively irresponsible, then they should be collectively responsible for the cleaning of the mess. Has all the bad debts been cleared? Banking continues and there is a guideline from the CBN that no bank should have more than five per cent of non-performing loans and I think that will keep a ceiling of non-performing loan any bank can have. I think it is a very good guideline. How will you react to the fear that the current challenges being faced by investors in the power sector in terms of performance and revenue generation could raise another prospect of loan defaults in banks? As a Nigerian, I’m worried if it is true. I don’t pray that it is true but as a Nigerian, I’m worried about it. I’m worried on two fronts. First, we need power and I’m worried also that if it is true that these loans are bad then we will create a problem for the banking sector but let me be very clear AMCON is not authorised to buy any loan unless it is designated so by the CBN. So if the CBN wants to do that, it has to be in consultation with the Ministry of Finance. AMCON cannot go and buy any non-performing loan without the guideline from the CBN in consultation with the Ministry of Finance. I think the mood in the country right now is for AMCON not to buy any more loans and as far as we are concerned, we are not buying any more loans. So, it will
There was an advertorial in virtually all the major newspapers by the management of Mainstreet Bank assuring depositors of the safety of their money, what informed this? I have not read the papers today so, I haven’t seen the advertorial. But there has been some noise since we began our divestment process from Mainstreet Bank and I think it is important that the depositors were reassured that this is just a divestment from a public institution to a private institution that is better geared to grow the bank and take the bank into the future. That is not AMCON’s strength. AMCON’s strength is not to own and run businesses. Any business you see AMCON involved in is for the shortest practicable time and they will divest of all businesses they are involved in as much as we can. Can you give us an overview of AMCON’s activities so far?

We’ve fulfilled our mandate -Chike-Obi be very unfortunate if the scenario you painted comes about but people should not look to AMCON’s direction if that crisis should come up. Will the change of baton at the CBN affect your activities and dealings with the apex bank? It is a good thing that we have a new leadership at the CBN because before now, we were in a period of uncertainty. So we welcome the new governor and wish him well. What AMCON is doing was designed for the good of the nation and the good of the economy. I believe that the new governor has some experience in dealing with AMCON for about two or three years. He has a sense of what AMCON is all about. I think that Zenith Bank benefited from intervention of AMCON as well. It is on the basis of what good AMCON can do for the nation that we expect his support and so we are not demanding it, we are not taking it for granted but we believe that he himself is one of those that are seeing the necessity of AMCON. Will you say Nigerian banks have learnt their lessons as far as toxic assets are concerned? I think that the risk management of banks today is far better than it used to be. I think the supervision of the CBN is far better than it used to be. I think the capital base of the banks is better than it used to be. So those three things prevent any major crisis from happening or reduce the chances of crisis that may happen in the future but I think we are all
growing. I think the banks, and AMCON have learnt some lessons from the past. Can you give an update on the privatisation of Enterprise Bank and Mainstreet Bank? We will complete the divestment from Enterprise Bank and Mainstreet Bank by September 15 of this year. Those divestments are necessary for us. I like it when people say we are in a hurry to divest from these banks. From the minute those banks were bridged, I have been saying it repeatedly that we would divest from those banks as soon as practicable. Left to me, we would have done so sooner than now, but it is also very amusing and mischievous when people take out a section of a process that is seven months plus, and complain that that is just only nine days and it is too short. The process of divesting from Mainstreet Bank started in February by the selection of the advisers and several other steps. After the selection of advisers, we did Expression of Interest; we did a shortlist and later we invited people over for more detailed discussion; then due diligence; then a binding offer and the offer is narrowed to two to three names which were sent to the CBN. The whole process takes about six to seven months. Everybody said it is being rushed and I think getting investors into any bank in seven months is plenty of time. We will be done by September 15, we will do it transparently and properly, we will get the best combination of price, income and the best managers that will build the banks in the future.
AMCON was created for three things. The first was to relieve the banks of their non-performing loans and this allows people to focus on their jobs. We have done that absolutely perfectly. There is no bank today that is burdened by non-performing loans. The second thing was to recapitalise the banking system and we did that and every bank in Nigeria is properly capitalised, certainly, up to regulatory standards. The third thing which we are supposed to do, which we are in the process of doing is to do all of these at the minimum possible cost. That requires maximising recoveries, minimising expenses and maximising disposal of assets acquired. That is what we are doing. We want to retire all our obligations. So that is what is taking time. Banks are strong, banks can lend. It is the banking industry that was able to lend to power industry. Without AMCON’s intervention, that would have never happened. Planes are flying, economy is growing, AMCON was a big part of it. So we have done that. And people should continue to watch us and ask how well are they doing in minimising the cost of intervention. We run a lean organisation. We have about 300 people managing about 11,000 loans. That is unheard of. We have a very low expense-asset ratio; we are well ahead of our target in terms of recovery. Just imagine how easy it is to manage a thousand cases. We are doing that with probably 15 lawyers with the help of external lawyers. So, we will try to keep minimising cost, we will try to maximise revenues, but that is the job that is left. But if you read the AMCON Act, it says it is for the purpose of efficiently resolving the non-performing loans of banks in Nigeria and related matters. That was what we have in the title of the act and we have done that. So when people say AMCON has not fulfilled its mandate, we refer them to the title of the act for the purpose for which it was set up. And we can say definitely that we have done just that. There were lots of challenges because as small as it is , I spent millions of naira to set up. I actually got the space since 2014 and I just got it opened six months after due to wanting to get the best design that I want. Also the unavailability of the goods I ordered for delayed the opening. Why the name Victoria Beauty Stores? My other name is Victoria and I didn’t think it would sound nice to have the same name of my wine store for the beauty store as well. Being a beauty store, I just added beauty to it.

The multi-talented actress who recently added a beauty store to her chain of businesses, bares her mind on a myriad of issues in this interview. What have you been up to these days? I just opened a new store and I am currently planning to go on location for a new movie. You run a wine shop already. Handling two separate stores can be quite tasking. How do you intend to juggle both? The opening of Victoria Beauty Store will not in any way affect my other business because they are in separate localities and I have employed the services of the best hands to man the affairs of the business. I am a hardworking woman and I know how to combine running the affairs of two companies.

During the opening of the beauty store, There was a large influx of celebrities who stormed the opening of your beauty store, compared to when your colleagues had their own store opening. What do you think is the reason for this?
Well I don’t know because I get commended by friends that I am very humble and I mingle well with people even though I am not the party type. I remember that immediately after the show, I saw on a colleague’s BBM update, that, “We all turned up for the loving, humble and friendly Biodun Okeowo.” I was amazed. Sincerely I cannot commend myself because when you are good, you don’t get to know but immediately you are bad, it becomes the talk of the town. I was surprised that even the people I did not invite all turned up for the event. I will just say in conclusion that it is the love they all have for me that made them to come out in large numbers.
Since the release of your movies, Omo Butty and Ore, not much has been heard from the stable of Vicasho productions. What project are you currently working on? I am actually working on a new movie with the working title ‘Instagram Babe’. The shooting of the movie would have begun but I went back to do my home-work so that I don’t disappoint my fans and do a wishy-washy job. If you have noticed, I started re-branding my works with my movie, Ife Shieere and I want to continue in that trend. I am still drafting the script and I hope to come out with a bang since I am not an everyday producer, I produce once in a year and that have been working for me so well. What makes Biodun Okeowo thick? First, acting wise, I digest my script well before hitting any set and anytime I am on set, I interpret the role as if it is really happening to me in real life. For instance if I am in a movie set and I am expected to play the role of a heart- broken lady, I will put myself in the shoes of a young girl and go into deep thoughts of what I have equally experienced and I just deliver at the end of the day. Although I cannot play every roles because my fans will always tell me that Biodun stop playing the role of a gangster which I did well to the best of my understanding in Tolani Oshirin where I was cocking guns but immediately I played the role of a rich man’s daughter, the tone changed. However I don’t want to be stereotyped to a particular role all the time. What is your unique selling point?

My stature and my looks. You know I am curvy and I have got ‘mad’ hips. I take out time to make sure I keep in shape so I don’t eat unnecessarily and I imbibe the culture of sleeping well. I am curvy and I want to maintain that stature. It will amaze you to know that I am now size 14 and I am still working to get to size 12 Can you act nude? You won’t ask me to act a sex role and expect me to do it but there are two ways to it because I can actually make you believe that I am acting a sex scene meanwhile I am not because it is actually make believe. But if a producer wants me act a believable sex scene, I will never do that for any amount of money. My kids are growing up. How do you expect me to feel when my children see a movie with a full nude picture of their mother? It is really bad besides I have people who look up to me as their role models. How do your children react when they watch some of your movies? Honestly, they laugh at me most especially my boy, he will be like, “Look at you forming as if you can actually cock a gun for real when we know it is toy gun” and I will just laugh along with them. But the funniest aspect is that when they see me play a role where I am an abusive mother, they will nod their head and say that they are sure I will do that perfectly since I harrass them a times. How do you handle the responsibilities of been an actress, producer and a business woman? God has been so good to me and my parents support is immeasurable most especially my mother. As an actress, whenever I am on set, I don’t forget my various businesses totally, but I like to concentrate so that I can deliver well. You know as an actress, your potentials are best seen in your role deliveries, so most of the time, on set I forget the name Biodun Okeowo, my children, where I am coming from and get into character. It is tasking to handle all of them together but God has been seeing me through. Which will you describe most challenging, being an actress or a movie producer? I will definitely say being a movie producer because you shoulder the responsibility of so many things ranging from your artistes, to their welfare, accommodation, safety and other things. Nothing must go wrong with them, you just have to pamper them. You budget for their fees and some un-foreseen situations. On the other hand as an actress, you become the babies on set because the producer will want to make sure that you are comfortable at all time, you are just like a mini God and you enjoy all through the production.

What are some of the hitches you have encountered while on movie locations? There are so many but the most regular one is the issue of area boys. They just storm your set and tell you that if you don’t pay them, they will disrupt your set and since you don’t want to drag matters with them, you obey them. Then also the issue of ambience is one thing that elongates our shootings, you discover that when the director say action, an aircraft might just be passing by, motor bikes may just decide to press their horn at that time and all that. On the issue of location, they are some places that you don’t just go to and shoot due to their protocols. You cannot shoot an airport scene without a permit from the necessary authorities or in any government establishment. We do our bit by writing letters to the necessary authorities but they don’t respond. Do actors and producers pay for every location used? While some give us free, others will be of the opinion that we make money from our movies so we must pay them before using their facilities. Sometimes we go as far as giving them credit at the end of the movie. One of our duties as movie producers is to keep intact every facility
given to us so that we give them a reason to allow us use their houses again.

Do you reject scripts as well? First, a good script must be able to connect with the audience and before I go for a job, I request to see the script because as a professional actress, you should be able to determine what you want and what not. If peradventure I get a script that is not up to my standard or the message is not clear enough, I don’t just call them directly to say I cannot act their movies rather there are ways to do it tactfully. You inform the producer politely that you will not be available.
What is your take on piracy in the movie industry?
Any plans of delving into the English speaking sector of the movie industry? If am called for any of job, I will definitely honour it. The English speaking sector of the movie industry are warming up to us very well now. It is a good development I must say but what actually discouraged me from that sector was during one of their auditioning that I attended, immediately the producer noticed I was from the Yoruba sector, he gave me an attitude. I have seen some of my colleagues like Foluke Daramola, Funke Akindele, Ayo Adesanya and Ireti Osayemi to mention but a few, who started from the English speak-

Seriously I will not allow them take up acting as a career, maybe for the boy yes but for my daughter, I will not allow her for personal reasons. They should expect the best from me because my best is yet to come and usually what I do is to allow God my creator to rock my boat for me.

Over the past several years, Christian Louboutin, a French footwear designer, has sued brands from Yves Saint Laurent to Charles Jourdan for copying the bright red sole made famous by him in the ‘90s. The result of this litigiousness? Christian Louboutin now holds a valid trademark in the U.S. for its red sole, just so long as that red sole contrasts with the shoe’s upper portion. In other words, an all-red pair of heels with a red sole, which were the subject of the YSL lawsuit, are not considered a violation of Louboutin’s trademark under U.S. law. But this has not stopped European brands from appropriating the red sole, something Louboutin has been working on to change. The shoe designer was back in court recently at the Court of Justice of the European Union (CJEU), the highest court in the E.U. legal system. At issue is Louboutin’s 2013 suit against Dutch shoemakers, Van Haren, which had stocked a red-soled style in its “5th Avenue by Halle Berry” collection. The court ordered the brand to cease production and sale of that shoe, but Van Haren appealed the decision in 2014 on the grounds that the red sole “lacks distinctiveness” which would associate it with a particular designer and distinctiveness is one of the requirements for any trademark in Brussels. It’s now up to the court to decide just how trademark-worthy Christian Louboutin that red sole is.

Doping case On July 29, 2006 Gatlin told the media that he had been informe d by the USADA that he had give n a positive doping test in Apri l the same year. He claimed his inno cence in the matter: “I cannot acco unt for these results, because I have never knowingly used any bann ed substance or authorized anyone to administer such a substanc e to me.” It is believed that the subs tance that Gatlin tested positive for was “testosterone or its precurso r.”[8] The failed test was revealed after a relay race on April 22, 2006 in Lawrence, Kansas. •Justin Gatlin is an American sprin ter, who is an Olympic gold med alist in the 100 meters. His 100 m pers onal best is 9.74 seconds, and he is a twice World Indoor champion in the 60 meters dash. In 200 6, he began to serve a four-year ban from track and field for test ing positive for a banned substanc e, with this sanction erasing his thenworld-record time of 9.77 in the 100 m. •Gatlin began competing agai n in August 2010, soon afte r his eligibility was reinstated. In June 2012 at the US Olympic trial s, Gatlin ran a time of 9.80, which was the fastest-ever time for a man over the age of 30. At the London 2012 Olympics, Gatlin ran a time of 9.79 in the 100-m final, earning him a bronze medal. •His performance at the 2012 Olympic 100 meter final contribu ted to the fastest 100 m race ever , which saw three men run und er the 9.80-second barrier. Gatlin beca me the world leader of 2014 in the 200 meters on 18 July, when he won his race in 19.68 seconds at the Diamond League event in Monaco. •Gatlin attended Woodham High School in Pensacola, Florida. •In the fall of 2000, Gatlin arrived at University of Tennessee, Knoxvill e, as a good high school 110 m hurd ler. During high school, Justin was recruited for track by coaches Vince Anderson and Bill Webb who quickly realized his potential and turned him into a sprinter.[3] Afte r training and competing in UT’s program for two years under the guidance of former Tennessee assistant Vince Anderson, Gatl in won six consecutive NCAA titles. In the fall of 2002, Gatlin left Tennesse e after his sophomore season to join the professional ranks.

iverpool midfielder, Jordan Henderson, has called on his team-mates to step up to the mark now following Steven Gerrard’s exit. The former Sunderland man is favourite to take over the role of skipper next season in the absence of Gerrard, who will play his last game for the club next week at Stoke. With Gerrard heading for a new challenge in Major League Soccer with Los Angeles Galaxy, there will be a place to fill in the midfield of the park and Henderson is favourite. “I think it will be a huge loss for us not only as a player but a person with his aura around the place,” said Henderson. “But it is up to us as a team to step up to the plate and take responsibility, and not one individual. “There will never be another player or person like him in terms of everything he stood for and how good he was as a player. “But I still feel we have a lot of great players here with a lot of potential and we need to start showing that potential next season.

Jordon Ibe has impressed for Liverpool since being recalled early from his loan at Derby, and the club are keen to tie the 19-year-old down to an extended contract. And judging by Ibe’s latest video, it is clear why Brendan Rodgers wants to move quickly to secure the midfielder’s future - especially in light of Sterling’s desire to quit Liverpool. Ibe shows off his range of skills and quick feet at Liverpool’s Melwood training ground, but it is of course on the pitch where it matters most. And Ibe has been urged by Steven Gerrard to reject the example set by Sterling and continues his development at Anfield. ‘In Ibe now, there is huge potential there with the right coaching and advice. If he wants it, there could be another superstar around the corner,’ he told the Liverpool Echo. The impending departure of Sterling may also actually benefit Ibe, who would hope to take on a more central role in his team-mates’ absence.
