Editorial Embarrassing importation of pencils
R
ecently, the Minister of Science and Technology, Dr. Ogbonnaya Onu, lamented the importation of pencils into the country. While on an inspection tour of the Projects Development Agency (PRODA), Enugu, the minister decried a situation where the country continues to import pencils from China, 55 years after Independence. We share the minister’s pains and embarrassment at this development, especially when pencil does not require any sophisticated technology to manufacture. It is even more shameful and disheartening that the authorities should allow importers to fritter the nation’s foreign exchange on importation of pencils. Definitely, the importation of such low technology item shows the technology nadir the country has plunged over the years. There is no doubt Nigeria’s huge market of 170 million people has been taken over by goods produced in other countries. Today, we have been turned to a nation of shopkeepers and sellers of goods imported from other lands. The rapid de-industrialisation and a shriveling real sector has wiped out jobs from the local economy, compounding the task of keeping the booming youth population out of crime. Incidentally, what goes for pencil is reminiscent of the entire economy. From toothpicks to motor vehicles and from textiles to newsprint, all find their way into the country through importation. More painful is the fact that majority of the imported items are not only substandard, but more so second hand. A reason for this unrestrained importation syndrome is that the country hardly boasts of any manufacturing outfit worth the name. For example, until few years ago, the country had
two local tyre-manufacturing firms. Owing to hostile operating environment, both shut down their factories and relocated to another country with a more favourable climate. It may shock Nigerians to know that majority of stationery in our markets and bookstalls are imported, even when the country has abundant raw materials to manufacture these items. In the process of importing manufactured stationery, the country losses billions of naira that could have been better utilised in the economy for infrastructure development. Question is how the country can engage in the manufacture of stationery and other ancillary products when the paper mills established with taxpayers’ money have since closed down. The minister’s remark at the continued importation of pencil may serve its political purpose, especially as it was made at PRODA, an institute that had over the years been battling with dilapidated equipment and deteriorating infrastructure. It also does not speak well of the authorities, especially when it is known that PRODA is government owned. The handicap facing the institute is symptomatic of the general neglect being suffered by its contemporaries across the country. Unfortunately, not only pencil that is imported into the country; Nigeria also loses billions of naira to importation of rice, chicken and fish, even as we also import refined petroleum products, when we are among the world’s leading producers of crude oil. While agreeing with the minister that the local manufacture of pencil would create more than 400,000 jobs, especially through the value chain, however, that cannot be achieved when the country lacks the critical infrastructure and enabling environment for enterprises to operate.

News Analysis Economy: Beyond the lamentations Sam Nzeh
ÏÏÏNot
many Nigerians were surprised when President Muhammadu Buhari recently declared that the inability of the previous governments to plan and save for the future during the crude oil price boom is reason Nigeria is presently going through economic turbulence. President Buhari, who said this while receiving the Chief Global CEO of Unilever, Mr. Paul Polman, at the Presidential Villa, Abuja, also said the country is paying dearly for incompetence in managing high revenue that accrued from oil, particularly over the past decade, and for allowing the decay of critical infrastructure. Hear him: ”We refused to save for the rainy day. Now the rain is beating us. No money, no savings, nothing. And we are thoroughly wet from the rains”. Clearly the President is on point on the reason the ‘rain’ is beating Nigeria. His lamentation and that of others before this time is well taken. However, beyond these lamentations, the Federal Government as well as other tiers of government in the country must brace up and do the needful to bring the economy back from the brinks. But wait a minute, why did previous governments fail to plan and save during the crude oil price boom? The factors are legion but principal among them was lack of political will as well as the lust by political actors in the outgone regimes at federal and state levels for quick cash, a sizeable portion which was diverted. Poser: How could the ‘rain’ not beat Nigeria when public officers, especially governors especially during the immediate past administration pestered President Goodluck Jonathan to share monies that accrued to the Excess Crude Account (ECA) of the country almost every quarter? At some points, the governors even dragged the matter to court. How could ‘rain’ not beat Nigeria when many of the governors during the Jonathan administration opposed the establishment of the Sovereign Wealth Authority, wherein the nation was expected to save a certain percentage of revenues that accrued it for the rainy day? The same Sovereign Wealth Authority had helped other countries save
money for the rainy day as well as make investments for future generations. But for political reasons, many of the governors opposed the SWA when the idea was mooted. Even when the Jonathan administration went ahead to establish the Authority, many of the governors still did not see the justification. Some even accused the Jonathan administration of a hidden agenda and said the Federal Government had no right to save any money for their states. They insisted that all monies that accrued to the federation must be shared and that the choice of what to do with the money should be left to states. But looking back now, it would have served Nigeria better if the state governors and the Federal Government were on the same page with regards to saving for the rainy day. So, beyond the lamentations, the Federal Government as well as other tiers of government in the country must brace up and do the needful to bring the economy back from the brinks. This should start with all tiers of government in the country being on the same page particularly supporting the SWA and other mechanisms that will help Nigeria save for the rainy day. Bringing back the country from the brinks will also include a deliberate plan by all tiers of government cutting down the cost of governance and deploying amounts saved to critical areas that have capacity to generate more wealth. Also, there must be a deliberate policy to promote and patronize made-in Nigeria goods. This will not only boost local manufacturing, create jobs but also lead to saving of scare foreign exchange. Again, politicians, particularly public office holders at both federal, state and local government levels must cut down their flamboyant lifestyles including trimming down the number of political appointees which consume a large chunk of public funds. Monies realised from this could be saved for the rainy day or invested for future generations.

Bailout funds: Govs have become endangered species, says Amosun Abiodun Taiwo, Abeokuta
ÏÏÏ
The release of bailout funds to States to cushion the effects of dwindling revenue has been described as a major reason why some State governors are being accused of mismanagement of resources and have become endangered species among their people. Ogun State Governor, Senator Ibikunle Amosun, who stated this on Tuesday during a meeting with Organized Private Sector at the Government House, Abeokuta, and declared that the responsibilities of state governments have actually grown beyond current resource allocation. Amosun also said it was erroneous to accuse state governors of mismanagement of the bailout funds released to their respective states by the Federal
Government. He noted that the “era of free money from Abuja” had stopped, adding that the development had made governors to become endangered species among their people. According to him, the huge depletion in the nation’s revenue owing to falling oil price has made it imperative for Nigerians to think out of the box. The governor said stakeholders should not remain complacent about the economic situation of the country but must work harder to diversify into agriculture and other non-oil sectors. Amosun, who noted that oil dependence made Nigerians to be lazy, stressed the need for partnership between the government and the private sector to revitalise the nation’s economy. While restating his commitment towards providing more infrastructure to attract massive
employment generation, the governor announced that the President Muhammadu Buhari administration has approved a certified sum of N123billion as refund for the road projects executed on behalf of the Federal Government by the state. He assured that the government would provide more infrastructure and developmental projects if the state was eventually refunded. On the spate of militant attacks rocking riverine communities in Ogun and neighbouring Lagos State, the governor said government was working to tackle the emerging security threat. Amosun, who alleged that some traditional chiefs and residents of the affected communities connived with the suspected militants to engage in oil theft, said the creeks would soon be cleared of criminals to secure government’s investments.

Recession, difficult times here – IMF, Senate Olufemi Samuel Abuja
ÏÏÏThe
International Monetary Fund (IMF) slashed its growth forecast for the Nigerian economy this year on Tuesday, saying a combination of plunging oil revenues and weakened investor confidence will push it into recession. In its revised World Economic Outlook (WEO), the Fund said it expects Africa’s largest economy to contract by 1.8 percent this year, after having forecast in April a 2.3 percent expansion. The revised WEO was released by the Fund, just as the Nigerian Senate on Tuesday admitted that Nigeria has, indeed, entered into difficult times going by the reports tabled before it in a closed session by the governor of the Central Bank of Nigeria (CBN), Godwin
Emefiele. Unveiling the revised outlook, Maury Obstfeld, IMF economic counsellor and director of the research department, said in a speech titled ‘A spanner in the works: WEO Update Opening Statement’ that the Brexit vote had thrown a spanner in economic growth. Nigeria’s stall, and sluggish activity in the number two economy, South Africa, is expected to pull down economic growth across subSaharan Africa, the IMF said, forecasting a “dramatic implication.” “In 2016, regional output growth will fall short of population growth, implying declining per capita incomes,” it said. Meanwhile, the Senate on Tuesday stressed the need for urgent steps to be taken on salvaging the national economy currently facing the challenges of recession It ac-
knowledged the pains being faced by many Nigerians owing to the dwindling fortunes of the economy as reflected by poor indices of growth in the first quarter of this year. Last week, the Secretary to the Government of the Federation, David Babachir had hinted that projects listed in the 2016 budget may not be fairly implemented due to paucity of funds to finance them The problem, he reasoned, had prodded the Federal Government to embark of project prioritisation in which case those considered of immediate benefits to the survival of Nigeria would be given prompt attention at the level of implementation. The Minister of Budget and Planning, Senator Udo Udoma had echoed similar position when he briefed a Senate committee a few
days ago. Against this background, the Finance Minister, Kemi Adeosun is scheduled to face the Senate during plenary today as part of moves by the Upper Chamber to rub minds with her on way out of economic doldrums currently being suffered by Nigeria. The Senate expressed regrets over the current state of the Nigerian economy after it had a closed door session with the Governor of the Central Bank, Godwin Emefiele which lasted close to two hours. The CBN governor had briefed senators on the state of economy in line with earlier resolution passed to that effect in May this year. NLC calls for abolition of security vote, immunity ÏÏÏThe Nigeria Labour Congress
(NLC) has called for the abolition of security vote for the president and governors in the country. NLC President Ayuba Wabba told the News Agency of Nigeria (NAN) on Tuesday in Abuja that security vote had become an avenue for siphoning public funds. ``The issue of security vote is another form of corruption; in fact, there was a particular state which took N1 billion in one month as security vote. ``It is an avenue for corruption. In good governance, all monies spent by government are budgeted
and transparently applied. ``That is what happens in other spheres; so for our sake, the issue of security vote should be done away with. ``All monies to be spent should be transparently budget for, including the so-called security vote, so that it can be tracked, to prevent corruption.’’ Also, Waba called for the removal of the immunity clause from the constitution, to enable the president, his vice, governors and their deputies to be prosecuted for a criminal offence. He noted that such political
leaders in other parts of the world do not enjoy immunity against criminal prosecution, adding that Nigeria should not be an exception. The NLC president said that immunity was hindering the fight against corruption and decried a situation whereby political office holders could not be prosecuted for criminal offence. ``Even after they leave office, they use their influence and resources they have accumulated to frustrate prosecution. ``I have seen cases that lasted for eight to 14 years and were incon-
clusive. Some of these cases outlived the life of the administration that started the probe, due to this particular challenge. ``There are some cases that started before the administration of former President Olusegun Obansajo till now, it is still ongoing. Waba said that nobody should be given immunity against criminal prosecution while in office. He, therefore, stressed the need to review the constitution to address loopholes that gave room for some political leaders to steal the commonwealth.

APC accuses Fayose of spending state’s money on court cases Gbenga Sodeinde, Ado Ekiti
ÎÎÎThe All Progressives Con-
gress (APC) in Ekiti State has accused Governor Ayo Fayose of allegedly spending the state’s money to prosecute his legal matter with Economic and Financial Crimes Commission (EFCC). But Fayose who spoke through his Chief press Secretary, Idowu Adelusi said, “that kind of allegation can only come from the dirty mind of APC members in Ekiti.” add-
ing that “There is nothing like that and if they have strong evidence, the EFCC which has become a department of the APC is there for them to do their biddings.” Publicity Secretary, Taiwo Olatunbosun, said in a statement in Ado-Ekiti that the party was in possession of fact that the N22million spent to charter airplane that conveyed his lawyer, Mike Ozekhome from Lagos to Akure airport was allegedly taken from the state’s treasury. EFCC had frozen the gover-
nor’s account about a month ago over alleged fraudulent diversion of arms cash from the office of the former National Security Adviser, Col. Sambo Dasuki, to finance Fayose’s election. About N1.21billion of the cash was traced to the governor’s accounts and those of his friends and family, including Abiodun Agbele. Fayose denied collecting money from Dasuki for his election, claiming that his election was financed by Zenith Bank, which has since denied the charge.
The EFCC subsequently froze Fayose’s accounts, forcing him to take the anti-graft agency to court for acting illegally in freezing his accounts. But APC has kicked against the governor for allegedly drawing from the state finances to hire a lawyer to prosecute the case in court. Olatunbosun alleged that Fayose’s lawyer, Mike Ozekhome, had flown from Lagos to Akure, Ondo State capital, twice since the beginning of the case, all at the expense of the state government.
“We gathered from a reliable source that a warrant for the payment of N22 million being the cost of chartered aircraft that flew Ozekhome twice from Lagos to Akure was issued and the money released almost immediately by the office of the Accountant General. “The N22 million is outside of the legal fee, which has been reportedly paid to Ozekhome by the state government, to pursue a personal matter for the governor whose private account was frozen.

Recalled that the paramount ruler of Bokkos Local Government, His Highness Lazarus Agai, The Saf Ron Kulere, was on Monday evening killed by gunmen. The first class ruler of the locality was killed alongside his driver and
his personal aid. They were allegedly ambushed by heavily armed men while on his way from another village called Shen. Our correspondent observed that the youths took to the streets yesterday morning brandishing dangerous weapons and some of them were seen burning houses as smoke were seen billowing into the sky. The youths also prevented security operatives from entering the Bokkos LGA, as journalist and security operatives were seen running for their dear lives as the armed youths
charged towards them. Our correspondent who was at the scene observed that tension was still high in the locality as the youths had vowed that they would avenge the killing of their tradtional ruler. The state government had earlier declare a curfew in the locality and summoned an emergency meeting of security agencies, so as to come up with strategy to prevent reprisals from aggrieved groups. Governor Simon Lalong has condole with the people and government of Bokkos Local Govern-
ment. The Governor also appealed for calm and called on the aggrieved youths to allow the security agencies to carefully investigate the attack so as to round up the criminals immediately. Lalong also appeal to the youths and every other aggrieved citizens of the local government not to take laws into their own hands as a result of the attack or engage in any other act that would further endanger peace of the locality and the entire state. ADAMS OSHIOMHOLE

Treasury looters can’t be Edo Gov — Oshiomhole Governor Adams Oshiomhole of Edo State says selfconfessed treasury looters will be rejected at the polls on September 10, by the people of Edo State. Speaking during a visit to him by Governor Akinwunmi Ambode of Lagos State, pn Tuesday, Oshiomhole said those who looted the nation’s treasury and have confessed to stealing public funds are now offering themselves to govern Edo State. He said: “I know there are a lot
of people who don’t quite understand what is going on. Our party inherited a federal treasury that was completely bastardized, emptied, emptied from the vaults to soak away pits, to farm houses, and even in Edo here, the people who are asking for Edo votes are those who have already made statements to EFCC that they collected N500 million, N700 million: that is already N1.2 billion. And their leader confessed in his own right that he collected N300
million from money meant to secure Nigerians against terrorism called Boko haram. And it is people who diverted such money, who collected it and they have owned up to it in black and white in their hand writing that are asking Edo people to surrender the state. “So for us, our campaign message is cut out for us. The choice is between a bunch of people whose philosophy is ‘share the state money’ and those who be-
lieve that the state money belongs to the people, and the task is for the governor to manage it in a way that will deliver prosperity to the people.” Governor Oshiomhole commended the Lagos Governor for taking his assignment as the chairman, APC national campaign council for Edo State governorship election very seriously. He said, “For us in Edo, it is clear that you have taken this assignment seriously.

There is hunger in the land, nobody is worried about that one, agriculture is neglected and different interest has not been catered for. So the idea is let us all come together, come to round table and provide solution. What is the stand of Afenifere on this present government? Out stand is sit down look because the problems are not being tackled at all, we are just watching and we feel that unless solutions are provided, it will be difficult to solve our problems. Government is not doing enough, government should invite experts to provide solution. It is not the government that matters alone, we are all involved, I think it is better that people are consulted and then be able to make contribution and ideas. What is your take on the state of insecurity in the country? The Fulani herdsmen, the Niger Delta Avengers and the Boko Haram insurgency? Afenifere has been crying about this, we decried violence as it is now going on in the country; we are saying we should come to a round table conference and provide solution to these problems. The Fulani herdsmen
The Bring Back Our Girls Group (BBOG) has described as disappointing, attempts by President Muhammadu Buhari to pitch Nigerians it saying the government was being economical with the truth. In a statement by Aisha Yesufu and Obi Ekwezelesi at the weekend they said: “that we do not value the lives of other Nigerians or have hinged to prominent names is to be extremely economical with the truth, especially since it is as a result of governance failures that the names of other citizens are missing. “The most disappointing part of the release is the deliberate attempt at pitching citizens against our movement by feigning ignorance of these contributions which are documented to be in the knowledge of the Presidency, some for at least a year since our engagement in July 2015”, they said. “We mince no words in reiterating our position that none of our five demands from that engagement have been completed. We crave nothing more than for

are a menace, they’ve been worrying us not only in the north even in the west. In Ondo State for instance, they kidnapped our people, they destroyed our farm land. Uunless we sit down and provide solution. I am calling on the federal government to say something positive. The president has been so quiet about it which is ominous, which is not good enough, he speak up than
keep quiet. What is your take on the national confab report which is yet to be implemented? It should be taken and debated and be implemented that’s the desire of the Afenifere; that all recommendations should not be dumped, the recommendation should be taken sectorally; it is not a document that should be dumped, 600 people took deci-
sion, particularly when the decision was taken unanimously and there was no division, it means confab report is the voice of the people. President is one year in office now. What is your assessment or the government so far? Neither here nor there, he is tackling corruption. That’s all, many things are worrying us, there is hunger, there is unemployment, there is insecurity; these are what government should take very seriously. People have been calling for restructuring of the economy. What do you say to that? I subscribe to that because the problems are there, particularly the economy, the earlier the government does something about it the better. Should we go back to regionalism as in the confab report which we left 53 years ago? There are pleas that we should have general autonomy like we had before in the First Republic, each region developing at its own pace. What we have now is a unitary government which is not helping us. How should the government handle the pipeline vandalisation by the Niger Delta militant avengers which has affected the economy so far? He should call them to a con-
ference, a round table conference so that they can speak up and tell us what their problems are, it should not be left like that. As an elder statesman, what advice do you have to move Nigeria forward? My advice is that government should provide job, government should tackle the insecurity which is now widespread to the west which wasn’t the situation before. We hope government would try and do something very seriously and quickly. Election is coming up in Ondo State soon. What is your advice for those coming out to be voted for and how to curb violence during the election? As much as possible, government should take measures to provide security when the election is near or when the election is on. They should make use of the police or security people if they just look on, people will take laws into their hands. Security should be tight enough so that we have a peaceful election. How do you rate the administration of Mimiko so far in Ondo State? He has tried, he has provided amenities. The mega school, the hospital, the community development areas he has done his best but the resource are very, very small not enough, so government is lack of funds but he has done his best.
BBOG: Buhari’s attempt to pitch Nigerians against us disappointing these questions to be answered in the affirmative • Do we now have a system of citizen documentation as would have been achieved by VARS or a comprehensive database of missing persons in place? • Do we now have a publically accessible accountability matrix that defines the protocol for obtaining and sharing information with citizens? • Has there been a commission of inquiry on the abduction and/or the rescue efforts? • Have the reports of the Presidential Fact Finding Committee of the Chibok Girls and the Presidential Committee on Security Challenges in the North East been made public? • Is there a publically acknowledged, holistic process of proper sensitization and enlightenment to curb this trend of youth radi-

It urged the President to “draw on the strength of our people through open communication and collaboration to resolve this and many of the other issues affecting our country. Ondo PDP aspirants kick against imposition, reject Mimiko’s choice
Mimiko
Tom Okpe, Abuja Aggrieved leaders of the ruling Peoples Democratic Party (PDP) from the Northern Senatorial District of Ondo State have kicked against the plans by Governor Olusegun Mimiko to impose a candidate on the members of the party. The leaders have specifically rejected the ploy of the governor to pick the State Attorney General and Commissioner for Justice, Eyitayo Jegede (SAN) from the Central Senatorial District as his successor. Daily Times gathered from feelers within government circle that Jegede, an Akure indigene has been penned down and endorsed to take over the helm of affairs from Mimiko. At a stakeholders meeting held on Tuesday, leaders from the district said the governor should immediately jettison the idea of picking his successor from the central senatorial district in the best interest of the party ahead of the governorship election. The meeting, which was attended by the party’s state and local government executive
members from the district, noted that Governor Mimiko should follow the alignment of the rotational and zoning principle of the party. The leaders reminded the governor that there was an agreement reached to rotate the picking of the party’s candidate between the Northern and Central Senatorial District. They added that it was now the turn of the Northern Senatorial District to produce the party’s candidate for the November governorship poll since Mimiko, who is also from the Central Senatorial District, is rounding off from the seat. According to a communiqué issued at the end of their meeting, the leaders, mostly aspirants of the party contesting the governorship ticket said there was a Memorandum of Understanding (MOU) reached by the state leadership of the party on the power shift. The communiqué was signed by; Senator Remi Okunrinboye, Rt. Hon. Dr. Bakkita Bello, Bamiduro Dada, Prince Nekan Olateru-Olagbegi, Dare Emiola, Hon. Gbenga Elegbeleye, Dayo
Fadahunsi, Yekini Olanipekun among other contestants. They further disclosed that the MOU was signed by late Governor Olusegun Agagu, late Dr. Olaiya Oni, Saka Lawal, Otunba Fashawe, now in the All Progressives Congress (APC), Victor Olabimtan now in APC, Olusola Oke now in APC, Dr. Gbankinro among others. Their communiqué reads: “consequent upon the recent development in our great party, in Ondo State, where the Governor Mimiko at a meeting with the state and local government official and delegates of the party across the state, declared his endorsement of an aspirant from the central senatorial district as the PDP gubernatorial candidate for the November 26, 2016 election. “This position of Mr. Governor is considered a miscalculation that will further put Ondo North Senatorial District at a serious political disadvantage, putting the state PDP at a loss and laying bad precedence in the state. “That all the undersigned leaders align their position with the rotational/zoning principle of our party. This is in accordance with the MOU reached by the state leadership of the party towards the October 20, 2012 election, that the governorship of the state be rotated amongst the three senatorial districts. “Eventually, that referred election was won by Mimiko for a second term from the central, following a six year governorship of late Agagu from the southern senatorial district. “Based on first resolution above, the leadership of the north senatorial district should immediately enter into workable agreement and alignment with the southern and central senatorial districts to ensure the goal of rotation is achieved for equity, fairness and justice in furtherance of peace and political stability of our state. “It is further agreed that an appeal be made to the national and state leadership of our great party to concede the governorship slot of 2017-2021 to Ondo north senatorial district as demonstration of fairness, equity and justice that the state is known for and keeping to the MOU.

released a statement in response to our assessment of the period since our engagement with the President in July 2015. We regretfully note the misrepresentations of our movement as being insensitive to the loss of lives and livelihoods of other Nigerians as well as the plight of those facing the humanitarian tragedy. “We absolutely reject this false labeling and take this opportunity to restate our contributions so far. The group listed some of its engagements to include: “Since the abduction of our girls we have led several initiatives, often times in advance of government. We crowd sourced the “Citizens’ Solution to End Terrorism” early on and highlighted the need for improved military welfare and a comprehensive de-radicalisation program, among others. We anticipated the need for a system of handling the movement of affected communities and designed both the Verification, Authentication and Reunification System (VARS) and modalities for a Missing Persons’ Register. We mobilized relief materials and campaigned on behalf of the Internally Displaced Persons and Refugees in neighbouring countries, going on to warn of an impending humanitarian tragedy for many months before any action began. “We have sought to collaborate with all arms of government at different levels. Our engagement with the Judiciary, first through the Supreme Court and later the Attorney General of the Federation were geared towards pressing on the need for a dogged prosecution of corruption offences in light of its causal effects on the deaths of scores of our citizens, and urging pardons for soldiers

accused of mutiny despite deliberately being left under-armed. “With different tiers of the executive, we have offered not only direction but the investment of our time in making decisive progress. But while progress is being made in our collaboration with the National Human Rights Commission (NHRC), the same could not be said of the National Emergency Management Agency (NEMA). We still persist, because we understand the impact of an inefficient and uncoordinated response on the plight of our people”, it said. The group in assessing the situation in the North East said: “In continuation of recent trends, the last month marked the liberation of thousands of our citizens and the opening up of more access routes. We also recorded a declining number of insurgent attacks within our shores and witnessed peaceful Eid celebrations in the capitals of the North East for the first time in over five (5) years. “We continue to commend our security forces for these successes which have inspired renewed hope and conviction in the capacity of our troops to #BringBackOurGirls and ensure an end to the insurgency”, it added. It however regretted: “Sadly however, the period brought to light the scale of humanitarian crisis in the North East occasioned by acute malnutrition among children and adults, and the real threat to survival of an entire generation of our people. Nothing reinforces our repeated call for urgency and a more visible, deliberate and result-based humanitarian response to the insurgency than this submission from a July 8th statement by the UN Secretary-General and Regional Humanitarian Coordinator, Toby Lanzer.

Lagos lawmaker unlocks potentials of Nigerian youths
Olulade
Alade Tasma Lawmaker representing Epe Constituency II at the Lagos State House of Assembly, Hon. Segun Olulade at the weekend moved over 1000 Nigerian youths to the coastal town where he unlocked their potentials, challenged them to take their destiny in their hands to make their ideals work for them. The occasion was an elaborate Youth Empowerment Summit (YES) organised by “Eleniyan Care Foundation” the organisation founded by the lawmaker. He
charged the youths to go into places with their potentials unlocked and hit the world with knowledge and enthusiasm saying youths are integral parts of the growth and development of Nigeria. Olulade who said he was inspired by his humble background to start a youth based foundation to bridge the gap between the youths and their aspirations urged the youths to see themselves as assets to the nation. “This programme is one of the focal points of my foundation. The summit is one of the many opportunities that would come
from Eleniyan Care Foundation for our youths. I charge you to be ready to hit the world. It is time for young people to shift from lack of job to creating something on their own,” he said. He further charged them to look into their innate talents and discover that they have something to offer the world. While identifying and expressing support of the state government for the programme, the Governor of the state, Akinwumi Ambode represented at the event by a cabinet member, Mr. Babatunde Durosinmi Eti said participants at the summit would have an advantage of accessing the N25b empowerment trust fund by the state. Among the facilitators and motivational speakers who were brought to further challenge the youths at the summit is the publisher of Ovation magazine, Mr. Dele Momodu who challenged the youths to pursue their dreams to ensure their purpose in life was achieved. The Ovation magazine boss advised the over 1000 youth participants to see challenges that come their ways as tonic they need to work harder, saying that he was able to achieve success in life based on his tenacity of purpose. The journalist-turned politician said he studied Yoruba at first degree at the Obafemi Awolowo University at the displeasure of his illiterate mother but went back to the same OAU to pursue a masters degree in Literature In English.

Momodu who took the participants into his sojourn in the media industry from his days at the Concord Newspapers to when he became a bread seller on the streets of Lagos before the birth of popular Ovation Magazine in the United Kingdom where he had ran, to avoid been arrested by Gen. Sani Abacha government in 1995. He advised the youths not to fear failure saying it is better to try and fail rather than not making attempt at all, and maintained that something must shake you in the road to success, assuring that with tenacity and determination, there shall be light at the end of the tunnel. In his goodwill message, former Speaker of the State House of Assembly and former Senator, Olorunibe Mamora commended Olulade for being a man of the people and for his passion to uplift the youths. “You have done well because you have taken the concept of effective and efficient representation which is the most important role of legislators, very serious” Mamora stated and urged the youths to be positive minded,
Why I visited APC secretariat – Atiku Tom Okpe, Abuja Former Vice President and chieftain of the All Progressives Congress (APC), Atiku Abubakar has explained the purpose of his visit to the National secretariat of the APC on Monday. In a statement from the Atiku media office on Tuesday, the Turaki Adamawa noted that his
visit to the party secretariat was not a response to summon by the leadership of the party as widely reported. According to the statement, he said: “My visit to the National secretariat of our great party was to rub minds with the party hierarchy, and it was of a routine kind as a chieftain of the party. “I was neither summoned nor
queried by the party on any issue as being speculated. Rather, my visit was at my own behest. “As a party chieftain, I owe it a duty to my party to appraise challenges within the structures of the party and also proffer suggestions on how to manage those challenges. I urge you all to discountenance any malicious insinuations about my visit to the party secretariat”, he added.

maintaining that every destiny was a product of thinking. “Be positive in your thinking, ideas rule the world. When you come up with big ideas, you can make a lot of money. Take maximum advantage of this summit,” the former Speaker charged the youths. The Guest Speaker at the summit, Mr. Muyiwa Afolabi, defined potential as the ability or the capacity to do or become something saying one’s potential is his or her ability to do something, adding that the youths are greater and better than they currently are. He explained that most people would still be poor even if Nigeria becomes extremely rich or abundant, and that poverty is not about having or not having, but that it is about the way one thinks telling the youths that God did not create and put them in Nigeria by mistake, but for them to make a difference. “You must stop the blame game, take responsibility. The greatest kind of hardwork is the work you do on yourself, which means, working very hard on your character, emotions and skills.

Nearly 50,000 children dying of starvation in Borno – UNICEF Opeoluwani Akintayo
ÏÏÏThe United Nations Children’s
Fund (UNICEF) has warned that about 50,000 children are at risk of dying of starvation in Borno if they do not receive food and medical attention soon. The international group issued the warning in a report on Tuesday. According to the report, Borno state which has witnessed the worst of Boko Haram attacks including mass kidnappings, especially the kidnapping of more than 200 Chibok schoolgirls, has received much less attention than it deserves. Northeastern has now been tagged one of the sites of the world’s largest displacement cri-
ses, with more than 1.4 million people forced to abandon their homes. But because the area is inaccessible and dangerous, it receives relatively little international assistance. Even Nigeria’s own aid team, has a limited record of effectiveness, and some experts say it is plagued by severe mismanagement. “There are 2 million people we are still not able to reach in Borno state, which means that the true scope of this crisis has yet to be revealed to the world,” said Manuel Fontaine, Unicef ’s director for West and Central Africa. “There are organisations on the ground doing great work, but none of us are able to work at the scale and quality that we need. We must all scale up.”
In addition to the displaced, many of those facing severe food shortages once relied on farms that have been destroyed or raided by Boko Haram terrorists. The malnutrition crisis has been worsened by the collapse of government services in areas where the insurgents have been active. According to the United Nations, thirty percent of health facilities and 70 percent of the water infrastructure in Borno has been ruined or damaged. Beginning in 2011, Boko Haram took over enormous amounts of territory in Nigeria and moved into neighbouring Cameroon and Chad. The Nigerian military has dislodged the fighters from most of their strongholds. But the insurgents have main-
tained their capacity to regularly strike soft targets, such as mosques or displacement camps. That has made it difficult for many aid groups to operate. “Though many of these areas are no longer under Boko Haram control, they are still dangerous,” said Doune Porter, Nigeria’s Spokeswoman for UNICEF. At one displacement camp in the city of Bama, the aid group Medecins Sans Frontieres reported last month that people were dying of starvation daily. Unicef has appealed for $55.5 million to respond to the crisis but has received only $23 million. “All the humanitarian actors are under-resourced and underfunded, and it’s an extremely difficult problem,” Porter said.
Recession, difficult times here – IMF, Senate Continued from page 6 governor’s briefing, the Senate admitted that Nigeria has, indeed, entered into difficult times going by the reports tabled before it by the CBN governor. The Vice Chairman on Media and Publicity Committee, Senator Ben Bruce during a media briefing said some of the information offered by the CBN were never good for public consumption on the basis that they are explosive. The Press statement read, “Fol-
lowing an exhaustive response by the CBN governor and his team, the Senate acknowledged that these are indeed difficult times all over the world and not just Nigeria. “The Senate also acknowledged the pains that many Nigerians may be facing at this time, especially in the light of increase in price of electricity and fuels”. Senate’s leadership in the statement added that senators at the briefing raised issues concerning the banking system, the slippage
in economic growth for the first quarter of 2016, the gradual rise in inflation, fall in foreign exchange reserves and policy coordination between the fiscal and monetary authorities. The Senate however in the statement expresses its strong conviction that going by policies already put on ground by the CBN, that the nation’s ailing economy would eventually come out of the woods. It said: ‘ Having carefully considered the policies of the CBN, the senate would like to commend
and support these policies because they are mostly geared towards increasing local production, creating jobs here in Nigeria, safeguarding our commonwealth and expanding economic opportunities and growth in Nigeria. “The Senate believes strongly in the resilience of the Nigerian economy and the ingenuity of the Nigerian people and as such, confident that we will all pull through these difficulties and come out as much better, equitable and prosperous nation”

Brexiting N igerians who now line up in long queues in the front of many embassies and high commissions will be amazed to hear that up to early 80s Nigerians – as members of the Commonwealth – didn’t have to get a visa to travel to Britain as tourists. A six-month visa was obtained at the point of entry at that time. It was only those travelling to study or to join spouses or family members who processed visa to travel. Many university students travelled to Britain during the long holidays and got jobs, mostly menial, from which the next session fees were sourced. Air-fare to Britain was affordable and the naira was a strong currency at that period. Naira, the Nigerian currency, was among currencies being changed at some bureaux de change in London. There was currency control in Nigeria but not as strict as now. The government put a peg on how much naira one could take out of the country. Not all students who travelled out on summer holidays came back. Since it was then easy to get a job, some stayed back to continue their education. They worked – or they planned to work – and fund their education from this and also support themselves. Once they got admission to an institution, they would go and regularise their stay at the Home Office. Early 80s this changed. Since then if one now travels on a visiting visa and decides to change his status to a student, he’ll need to return to the country of origin from where he’ll process his visa and this, after having satisfied the Border Control of the (financial) ability to pay the tuition fees for the whole period of studying. Nigeria isn’t the only Commonwealth country affected by this change. After Britain joined the EU in 1973, life changed completely for the Commonwealth citizen. Britain turned its back on Commonwealth and started showing ‘love’ to the other EU citizens. The jobs that the Commonwealth citizen was happy to have accepted was given to this new found ‘love’. The other Europeans were better treated and it was a case of ‘blood is thicker than water’. But now that there’s trouble in Paradise and the love affair between Britain and the Europeans has ended, loving looks are being thrown at the Commonwealth and other non-EU nations. Britain went to the polls on the
23 June 2016 not to choose a new government but to determine whether to stay or remain in the European Union (EU). It was in 1973 that the country joined the European Economic Commission (EEC) which metamorphosed into the EU. A new dawn broke on that morning of Friday, 24 June 2016 when Britain decided to leave the EU. Brexit occurred and it was and is still seismic. The tremor is still being felt in all spheres of the British life. British nationals aged under 40 years knew no life outside the EU. It was reported that the under-20 among them didn’t bother to go and vote in the Referendum of 23 June. Their parents and grandparents went out and decided what the future should be. What did we get? Brexit. The older generation pulled the country out of the EU. The young ones are furious. But they have no leg on which to stand because of their apathy to the polls. Brexit claimed many victims, the most famous of them was David Cameroun, the prime minister who called the Referendum believing that his country would vote to remain in the EU. He resigned. He had to. Bose/Hilda was one of those who stayed behind in Britain those days when one could enter on a visitor’s visa and regularise one’s status later on. Her present status is British. She doesn’t have to line up for any visa. No, not yet. Not until the terms and conditions of Brexit are debated and agreed between
Britain and the EU. Hilda wasn’t the name we called her while growing up. Her name then was Bose. But she’s now assumed a new identity in her adopted country. I’ve stuck to calling her by her Yoruba name. I just can’t change. That early morning she called me to say, Coz, there’s fire on the mountain. Which mountain? The London Mountain. There’s no mountain in London. E don happen o. What’s happening at your end? Why do you sound so agitated this morning? Her son, Leon, is furious that he can’t apply for any other EU nationality. He says that Brexit means the ‘termination of my oyster’. Oyster is the travel card with which once travels on the London Transport. It’s not free though. Leon says that Brexit means, ‘the end of being able to freely move around’. Around where? Europe. But I’m hoping we can make deals with the EU because I plan to make more trips. He’s born British and he remains British. Unless he goes abroad in future to live in another European for five years. Fearing that Brexit ‘could make the UK less attractive to foreign firms’, dates had been marked down in the calendar of George Osborne, former Chancellor, for trips abroad to forge a closer trading ties with the United States, Canada
and Mexico. That was a few days before Theresa May (new Prime Minister) assumed office and a new man put in that Chancery. Britain now interested, very much so, in the global emerging markets, wants to forge a closer relationship, commercial and more with those other nations which she had been ignoring for 40 or more years. Commonwealth countries like India are now in the radar of Britain so also are countries in North America. Brexit has caused an economic shock in Britain. With Brexit Britain has become Little Britain. The Brits would like the ‘Great’ prefix added back to their name so to the drawing board they’ve gone. ‘My advice to my successor … is that we should try to be as close to the EU as we can be’ David Cameron’s parting words. I really don’t understand this advice. It seems obsolete to me. Old friendships must be reignited. Nigeria must know how to handle this situation to her advantage. And when we meet at the table, it must be as equals. Nigeria is blessed with enough brilliant economists, academics and whathave-you to stand eyeball-to-eyeball with any technocrat or whomsoever in the world. People should not accuse us of being ‘fantastically corrupt’ when their treasury is holding our stolen funds, when their economies are being oiled by our money illegally taken away from us. Britain needs Nigeria just as much as Nigeria needs Britain. The game is ‘you rub my back, I rub yours’.

Theresa May now UK Prime Minister
T
Willy Bee
ime flies fast. David Cameron of yesterday has become a former Prime Minister of UK. All these events came on the heel of the exit of Britain from the European Union after and emphatic referendum in votes. As opposed to the decision of the former Prime Minister, Dacied Cameron who had said he would resign in October had been overtaken by the fast paced events within the Conservative party and elected Theresa May , as a second woman Prime Minister since Margaret Thatcher left the scene as a famed Iron Lady. Already David Cameron, the former Prime Minister had since left 10 Downing Street, London. Theresa May, a former Cabinet Minister and seen as a strong bargainer on political and economic matters was chosen on Monday, July 11 as leader of the Conservative Party and in her speech she said ‘I am honoured and humbled to have been chosen by the Conservative Party to become its leader.’ During the campaigns she had consistently held the view that there was the need for a strong and proven leader to ‘steer us through what will be difficult and uncertain
economic and political times Will the new Minister of the UK tie the fortunes of her country across the Atlantic to the US as it had always been some hundreds of years ago? Will the UK continuously dance the waltz with the US that had remained the Policeman of the World? Now out of European Union, what will her vision be with her former colonies which had all become independent and making new friends across the globe? What will her role be in connection with looted funds allegedly being lodged in British Banks? These are issued that will ultimately affect the bilateral relations between London and Abuja. Britain over the years since Nigerian gained independence in October 1960 had remained aloof from our national affairs. And during the civil war years, she did not quite come forth with any assistance except Russia. The duplicitous role of Britain over time and space had been slightly unfriendly and when Boko Haram came it was the US that offered some help in terms of logistics. And only recently, the US had offered to sell 12 fighter helicopters to Nigeria to battle insurgents. With the exit from the European
Union, Britain too has to face his economic and political problems and whether it will have any role to play in our own dwindling economy will be seen in the coming months. Looking slim and fashionable, Theresa May, may well turn out to be Nigeria’s friend. But after the firm stand of Mrs Margaret Thatcher, whose long shadows over-whelmed the British skies and the world time will tell. As the world welcomes Theresa May into 10, Downing Street, a few possibilities will emerge. It will not be an easy ride for her. How will she tame the push and pull of the Scottish people for a country of their own in the coming months or years? The last time Scotland called for a referendum to leave the United Kingdom, it lost out. It is a political storm that had brewed over the years and it may well test Theresa May’s bargaining prowess. We know the British Oil is based in Scotland and strong motivation for the people of Scotland to want to go their separate ways. If Scotland succeeds, then the United Kingdom would be divided into little portions. To be buffeted by both domestic revolts in Scotland and Northern Ireland, and her abilities to negotiate a faourable exit conditions from
European Union are all matters that would keep the second ‘Margaret Thatcher’ in Theresa May on the edge from week to week and month to month. With some 2.4 million Nigerians in the UK working and schooling in higher institutions, one is not too sure if fresh immigration policies might be promulgated to either bar further streaming into the UK of job seekers? As for students, it will bring in revenue into the British Treasury. Beyond these political hurdles for the new Prime Minister , Theresa May, it is morning yet on her direction and whether her pendulum will swing to. It is believed that soliciting for more generous conditions from the European Union in Brussels would take a major attention of the new Prime Minister of the UK, Theresa May. I do not believe Theresa May will follow the unfortunate description of ‘Nigeria and Afghanistan as the most fantastically corrupt nations in the world.’ As David Cameron slides into seeming oblivionas UK’s Prime Minister, we only hope Theresa May, may never be tempted to work in his shadow, especially for his unguarded outpouring against Nigeria.
Yabatech’s asinine ‘embargo’ and an Insider’s account
L Frederick Opeyemi
ast February, just a few days before Valentine’s, some concerned students of Yaba College of Technology, aka Yabatech, organized one of the most devastating riots in the history of the college, following the death of a female student in the college’s medical centre. The issue then, I think, was that the medical workers had been somewhat passively complicit in the death of the student, who had been rushed into their care earlier, and to whom they had given little or no serious medical attention. I cannot really remember the details of the event, but I recall that everyone agreed that the college was to blame for the poor girl’s death – well, except maybe some members of the college’s academic staff. Shortly after the news of the girl’s death spread, some students, especially those who had been directly involved in caring for the girl, promptly organized themselves into a riot group. They toured the campus: went from place to place, building to building, leaving nothing but wreckage in their wake. They weren’t exactly mourners,
although it was partly grief that united them; they were pioneers of a serious cause. Many of the students who later joined the rioters hadn’t ever met the girl; some might even confess to having not felt a shred of grief – and they didn’t need to! The rage was just enough. They were all too familiar with the appalling mediocrity with which the many institutions in the college were run – and this is coming from someone who has spent the last two years in the college. Now, my mission isn’t to justify the cause of the riot, – that, I think, is self-evident – I’m only interested in bringing to light a recent happening which takes its root from that incident months ago: the ‘embargo’ on the final results of all graduating OND students. This ban, placed on the first and second semesters results of this year’s graduating students shortly after the results were released some four weeks ago, a sort of punishment for the sins of the riot, prevents the students from printing the results. I am still in disbelief of this new development! If we are to look beyond the sheer inanity of this ‘idea’ of punishment, as well as its
flagrant needlessness, we are left to wonder: is this really what has become of the once great Yabatech, this sad eye-for-an-eye, or, as some would call it, do-me-I-do-you, business? And, really, whose idea was it? For what it’s worth, let me say categorically now that the popular concept of Great Yabatech, or Yaba the Great, is nothing but a carefullyconstructed and resilient façade; nothing but a rumour, deliberately cooked up and continually spread, decade in, decade out, by specific people whose job it is. You see, Yabatech has a very efficient propaganda machine, disguised as a Public Relations department. I know this first-hand. The Public Relations Officer, Dr. Charles Oni, knows how to do his job. When the riot happened in February and various media houses stormed the college, Dr. Oni said some really interesting things to them – things that most of us students didn’t exactly agree with. So: thanks to its P.R. department, Yabatech has a very good public image. Much of what the outside world knows of the college comes from the media, and much of what the media is fed is controlled, regulated. And this has gone on, I think, for too
long; so long, in fact, that it is almost refreshing to have an opportunity to give a candid insider’s account. But, where to begin? It’d be a devastating lie to claim that I’ve always been this clear-eyed about the college. At some point, I, too, believed the popular narrative of greatness that was efficiently circulated all over the country. You know, how an uncle or a father’s friend would come around and say things like: ‘Have you thought of applying to Yabatech? Such a brilliant school. My friend’s daughter is there. Yaba the Great! It was the very first tertiary institution in Nigeria! Even the famous University of Ibadan is an offspring of Yabatech.’ Of course, these wonderful advisors weren’t anything if not persistent – and they always seemed to ‘know someone there who can help with your admission.’ There were also so many stories that illustrated their point; stories in which Yabatech graduates are given some opportunity denied graduates of other polytechnics. So, when I filled my Jamb form a few years ago and chose Yaba College of Technology, it was with high hopes. I had made the right choice! I was going to a good school!

Okojie bows out as NUC executive secretary Professor Julius Okojie’s current tenure as the executive secretary of the National Universities Commission (NUC) will come to an end of this month (July 31, 2016). Okojie, who made the above disclosure in Abuja during an interactive luncheon with the media, said he has improved the growth and development of Nigerian universities more than he met them at the inception of his tenure. He also noted the return of several Nigerian students studying abroad following the Foreign Exchange (Forex) crisis that has seen to the increase of tuition fees paid by their parents and added that the return of students to the country was also connected to the improvement of the quality of university education in Nigeria. He said: “Many Nigerian students are coming back home, not only because of issue of high school fees but because there is improvement in programmes in Nigerian universities. “They are coming from Ghana and all over the world. The rate of Nigerian lecturers going abroad has also reduced and we will continue to improve our university system.” On the non-acceptance of the National Open University of Nigeria (NOUN) law graduates for the Nigerian Law School, the NUC boss blamed the problem on the erroneous belief that programmes of NOUN are on part-time basis, saying that the Commission is working very hard to resolve the problem. “We are addressing the issue and other areas like the issue of quota. NOUN is not a part-time programme,” he said.
The Academic Staff Union of Universities (ASUU) has strongly condemned the decision by the Federal Government to scrap the conduct of Post Unified Tertiary Matriculation Examination otherwise referred to as the Post-UTME, saying the decision did not serve the interest of Nigerians and that the unified tertiary matriculation examination (UTME) conducted by JAMB is not credible enough to warrant the cancellation of the Post-UTME tests. The President of the association, Professor Biodun Ogunyemi, who addressed the press on the subject matter in Abuja on Monday, said the action by government is typical of its current lukewarm attitude towards the spirit and letters of the FGN/ ASUU agreement of 2009, vowing that the union as an important stakeholder in the university system will continue to draw the attention of all concerned to possible threat to peaceful development and growth of the Nigerian Education System. He said: ’’We consider it appalling that no consultation with stakeholders especially with ASUU and the Vice Chancellors was held before such far reaching national policy like the cancellation of Post-UTME was pronounced. In a fundamental way, the policy undermines the autonomy of universities and powers of universities’ senate as the highest policy making

The ASUU boss further questioned the veracity of the claim by the Education Minister, Mal-
lam Adamu Adamu, that ‘’the nation has confidence in what JAMB is doing’’ and that as a result of this tertiary institutions do not need to conduct further tests towards admitting UTME candidates, saying
even a former Minister of Education, Mrs. Chinwe Obaji, in 2005 questioned the credibility of most JAMB high fliers, who even though they scored as high as 280 but performed abysmally low in the Post-UTME exercise.
UNIABUJA VC tasks varsities on increased research activities The Vice Chancellor of University of Abuja, Prof. Michael Adikwu, has charged universities in the country to step up their research activities as part of steps aimed at diversifying the internally generated revenue and contribute to national development. Adikwu, who made the call in Abuja while briefing journalists as part of activities to mark his two years in office as the Vice Chancellor of the institution, also disclosed that the shortfall in salaries of staff was because of the reduction of the institution’s yearly allocation by the Federal Government. Adikwu said the university last received N366 million from the Federal Government and that
in 2016, it received N308 million, saying it is the difference that is causing the shortfalls. The Vice Chancellor, who debunked that the varsity is owing staff salaries, said: “The Federal Government is now giving us less money than we were given last. What they gave to us is what we used to pay and it is not that we pay installmentally. It is only one month that we pay a fraction, we are able to pay 86 per cent.” He, however, noted that it is a national issue and not peculiar to University of Abuja alone and that the institution has been consistent in paying salaries. The Vice Chancellor also disclosed that the Federal Government has assured the institutions that it would calculate the shortfalls and
pay to the universities. Speaking on his feat in the last two years as the Vice Chancellor of UNIABUJA, Adikwu noted that aside the progress made so far in the development of physical structures that have aided in the accreditation of some of the courses of the institution, the university has also enjoyed stable academic calendar since he came on board. Staff promotion and improved welfare conditions, according to him, has remained progressive in the past two years compared to what it used to be, saying it is done as at when due. The Vice Chancellor also noted that in dealing with the current challenges facing the institution, being finance, the university is
working in line with the Public Private Partnership (PPP) scheme to generate money outside what the government gives.

Education Times 18 Iniobong Iwok The Chairman, Academic Staff Union of Universities (ASUU) University of Lagos chapter, Dr. Adelaja Odukoya, has revealed that the Federal Government is confused on how to implement policies to move the education sector forward. Odukoya stated this in an interview with the Daily Times, noting that recent decisions to cancel post-UTME, unilateral sacking of Vice Chancellors of some universities and boards of educational institutions shows the confused state of the government. He bemoaned the poor budgetary allocation and funding to education sector, adding that the present administration was out of touch with events in the sector. He said: “There is nothing to be proud of presently. There is monumental confusion, indigested ideas and arbitrariness in the sector. What is happening now is that the sector is in a state of decay and they should sit up. “The Nigerian government has forgotten the role of education in national development. Despite the promise of change, we have not seen the role of government to that. In terms of funding, it is going down. “What is happening now is that the sector is in a state of de-

LASU VC inaugurates panel to probe use of SUG vehicles, equipment Sam Nzeh Determined to ensure transparency and accountability at all levels, the Vice Chancellor, Lagos State University Ojo, Prof. ‘Lanre Fagbohun, has inaugurated a 5-man committee to investigate the allegation of detention/mismanagement of the institution’s Students’ Union properties by some former executive members of the union. Speaking during the inauguration of the committee held in the Conference Room of the Vice Chancellor’s Office, recently, Fagbohun said allegations were rife that the last Students’ Union Executive members mismanaged the union’s assets, adding that this cannot be swept under the carpet. He said if the allegations are swept under the carpet, the administration “will be setting a bad precedence because the positions are positions of trust and there must be a sense of transparency and accountability”. “The work of this committee is very important and we be-
lieve this committee is well positioned to carry out the t ask,” the VC said. He assured the committee that the University Management will be thorough in implementing the report of the Committee and make the recommendations available to the general public. In his remarks, the Chairman of the Committee, Prof. Nurudeen Olasupo of the Department of Microbiology, Faculty of Science, thanked the Vice Chancellor and the University Management for believing in the members of the committee. His words: “Being mindful of the fact that there is need for our students to behave well, the Committee will set a better platform for students’ accountability. As a Committee, we believe this will have a multiplier effect on the image of the university. The inauguration of the Committee will send the right signals to all the students and ensure right attitude/behaviour in the University”. The Committee members include Professor N.A. Our youths’ education becoming worthless, says Cardinal Okogie
Former Archbishop of Archdiocese of Lagos, Anthony Cardinal Okogie, has described as worthless the current education of Nigerian youths, saying this is because after struggling to acquire education, there is no value attached to it. The Octogenarian said this while playing host to the founding president of African Foundation for Peace and Love Initiatives (AFFPLI), Dr. Titus Oyeyemi and some officials of the foundation in his office at Ikoyi, Lagos. According to the Emeritus Archbishop of Archdiocese, many youths are roaming the streets of Nigeria looking for employment whereas in the real sense many of them are not employable because of the education system which he said is fast becoming valueless. He also promised to get in touch with the authority concerned on the review of the 2016 admission process which his guest described as becoming a herculean task for young Nigerians to gain admission to higher institutions. Earlier in his speech, Dr. Oyeyemi told his host that AFFPLI is a non-governmental organ-
isation accredited by the United Nations Department of Public Information (UNDPI) in 2011 and working for proactive grassroots peace building for ethno-religious and ethno-political programme through the theme of structured education for peace and socio-cultural adjustment. “The organisation has found a new and strong cause to pray to God for help on behalf of young Nigerian school leavers who are incessantly faced with insurmountable odds to gain admission to higher institutions in the country”, he said. The AFFPLI founding president noted with dismay that due to stringent conditions and burdens being placed in the pathway of young Nigerians to gain admission to higher institutions, it has become a herculean task for them.

Poor implementation, bane of educational development -Educationist
L-R: Acting Executive Secretary, Tertiary Education Trust Fund (TETFund), Mallam Aliyu Na’Iya; Acting Director, Project Management, Arch. Babtunnde Olajide and Director, Human Resource Management, Mallam Aminu Anas at the public hearing on a bill for an act to amend the Tertiary Education Trust Fund (Establishment) Act to expresslly provide that Colleges of Agriculture shall benefit from the fund and other matters connected therewith held at National Assembly recently.

A Director in the Lagos State Ministry of Education, Mr. Ekundayo Adekunle, has blamed poor implementation of policies as the major problem causing setback for the education sector. Adekunle said this in his advice to the graduating pupils/students of Unique Group of Schools, Isheri, Magodo in Lagos at their valedictory service, adding that many government policies are geared towards making education better in the country but implementation is poor. For instance, he said the policy behind screening of candidates by universities before gaining admission is a good policy because it helps produce quality graduates at the end of their study as well as improve their employability but those who are supposed to implement the policy are not sincere thus encouraging admission fraud. He also advised government at all levels to stop paying too much attention to university education while leaving the polytechnic behind, saying for instance, an average graduate of engineering from the polytechnic is better than that of university because such has more practical knowledge than the university counterpart who is vast in the theory. Chairman of the occasion, Engineer Ayo Ogunnoiki gave four ‘Ps’ of success to the outgoing students which are Plan Purposefully, Prepare Prayerfully, Proceed Positively and Pursue Persistently, saying these four if acted upon will propel them to in their ladder of success. Proprietress of the school, Mrs. Esther Ayere-Alatishe reassured parents of the school’s commitment to building a total child and first class world changers while soliciting for their further cooperation and understanding towards achieving the school’s set goals. To the outgoing students, she urged them to be good ambassadors of the school by being studious, diligent, disciplined and dedicated saying the school will continue to offer qualitative education with sound moral training for all the children committed to its care.

At a recent Senate hearing on the proposed amendments to the Tertiary Education Trust Fund (TETFund) Act to incorporate Colleges of Agriculture and Research institutes as beneficiaries of the TETFund intervention, there was a cross-fire of arguments for and against the proposal. AUGUSTINE OKEZIE attempts balancing these altercations on the above subject matter. The Act establishing the Tertiary Education Trust fund (TETFund) has witnessed several amendments since the establishment of the agency. For instance, in 2011, the laws of the then Education Trust Fund (ETF) was amended leading to the re- enactment of TETFund Establishment Act 2011, being the aftermath of an enlarged gathering of the Academic Staff Union of Universities (ASUU) and an extended meeting with the then Executive Secretary of ETF, later TETFund, Prof. Mahmud Yakubu at their National Executive Council (NEC) meeting at the University of Calabar. Just about five years later, the Tertiary Education Trust Fund (TETFund) Act 2011 is being subjected to a further clamour for another amendment spearheaded by those seeking to bring in new beneficiaries into the intervention scope of the TETFund. The promoters of the amendment act are bent on bringing in new beneficiaries, insisting that the fund being public money should be deployed to as much beneficiaries as possible as it has the enlarged financial capacity to accommodate extended intervention in additional tertiary institutions But those on the opposing side proverbially argued that ‘’it is a sure way of killing the hen that lays the golden egg! They further recalled with nos-
TETFUND ACT: Much ado about amendments
talgia the consequences of the previous amendment as recounted by Prof. Yakubu who narrated that as at the time of establishing ETF under Military regime, as a direct response to agitations by ASUU, the ETF suffered its first casualty when it was mandated to intervene in all level of education because of the belief of the then Military government that the money meant for the sector should be distributed among all public schools, public education institutions and anything that has a semblance of delivering education and education training. The decision by the then government to expand the scope of the agency, they argued, no doubt encumbered its operations and capacity to deliver. Similar argument further played itself out with the ETF when a similar fate befell it but for the quick reversal which allowed the Fund to return to the original idea of its founding fathers which had intended it to intervene only on public tertiary level of education. This was achieved through the amendment of the Education Tax Act Cap, E4 LFN 2004 and the Education Tax Fund (Amendment) Act 2003 to provide for the establishment of the Tertiary Education Trust Fund (TETFund) Establishment Act 2011. Recalling the appeal made by the Farouk Lawan committee of the House of Representatives for an alternative source of funding from all stakeholders to compliment the efforts of the Federal Government, and that the agency channel its interventions to specific but critical areas of the education rather than being ‘jack of all trade, master of none’, proponents of no amendment insists that TETFUND must concentrate intervention in few
but critical sectors rather than distributing its lean resources to several additional institutions where it will be very difficult for benefiting institutions to achieve tremendous feat. The thoughts of erstwhile chairman, Senate Committee on Education, Senator Joy Emodi on the TETFund Act and the need to ensure that Nigeria can deliver qualitative education at all levels, should as well be considered here. She said: “We are at a point that the events in the financial sector as well as happenings in the environment seriously challenge the mind to reconstruct our lives to be able to cope and flourish in the times. We are at a time when the new technologies challenge our capacities. We have no option but to devote adequate investment to education which is the panacea for knowledge that must see us through these trying times”. The Acting Executive Secretary of TETFund, Mallam Aliyu Na’iy,a who is not new to agitation for inclusion of new beneficiaries, was one of the stakeholders that attended the Public Hearing by the House Committee on Education on Monday, June 6, 2016 for the Consideration of a Bill to Amend the Tertiary Education Trust Fund (Establishment, ETC) Act 2011 to expressly provide that Colleges of Education shall benefit from the Fund and for other matters connected therewith. According to Mallam Na’iya who argued on the consequences of repealing the TETFund Act, the effect of any further amendment on the intervention agency will overstretch it, thereby making it less effective with a broad nature of mandate that is made of less meaningful effect and unable to
live up to the expectations of its existence. He said: “An overburdened and overstretched TETFUND will only render palliative support, and the available resources grossly inadequate to address the real and tangible problems experienced at all levels of public education institutions especially of the tertiary education level in Nigeria’’. “To ensure a more effective deployment of resources, TETFund was mandated to operate as an intervention Agency for the administration and disbursement of education tax to public tertiary educational institutions expressly defined under Section 20 (i) of the Act as public “Universities, Polytechnics and Colleges of Education”. These designated tertiary education institutions are owned by the Federal and State Governments which are also increasing as more Federal and State tertiary institutions are been established,” he added. Na’iya, who further called for the refocusing of TETFund to its original mandate and that it should be sustained and supported, also maintained that the new mandate should ensure a more meaningful provision of physical infrastructure, learning resources and training of the needed manpower in tertiary institutions. Prior to TETFund, no Nigerian University was on the list of 1000 ranked universities in the world for several principal reasons including dearth of resources for research, decay of infrastructure, low quality of academic staff, etc. The sharing formula ensures that enhanced funding is available for designated intervention projects in all beneficiary institutions within the mandate of the Fund.

Okigwe Senatorial re-run: Okorocha declares four days holidays Val Okara, Owerri
ÎÎÎThe Imo State governor, Chief
Rochas Okorocha, has suspended all government’s functions programmed for the week as the Independent National Electoral Commission (INEC) rescheduled re-run election for Okigwe Senatorial Zone and two other state constituencies, saying that normal government activities would
resume next Monday, July 25, 2016. A statement by the Chief Press Secretary to Governor Okorocha said that “The governor had given the directive at a well-attended meeting of all government functionaries, party officials and selected political leaders on Monday, July 18, 2016. “Against the backdrop of all these, the governor equally directed political appointees especially the Commissioners to stop work
till Monday, July 25, 2016. “The governor also advised the All Progressives Congress (APC) leaders to insist on free and fair election, and that the security agencies had also been told to ensure that the people’s votes would count. He asked those planning to rig the election to drop the plan, because rigging had become the old-fashioned method of getting victory in an election.” According to Okorocha, the re-
run poll for Okigwe zone was a task for every patriotic Ndi Igbo in general and to Imo and Okigwe people in particular, because of the good things that would emanate from the victory of the APC candidate, Benjamine Uwajumogu. The governor also warned against thuggery and advised the youths allegedly recruited to act as thugs to throw in the towel because the election on Saturday was going to be the people’s election.

Ondo AG rallies support for disaster victims ’Tosin Ajuwon, Akure
ÎÎÎOndo
State AttorneyGeneral and Commissioner for Justice, Mr. Eyitayo Jegede, has called on members of the society and philanthropists to garner more humanitarian support for victims of disaster in the nation. Jegede, a Senior Advocate of Nigeria (SAN), made the call on Tuesday, shortly after being conferred with the platinum membership of the Red Cross Society held in Akure, the state capital. He said that the victims of disaster deserved special treatment of emergency and attention from
non-vulnerable people in the society. He appreciated the leadership of the Red Cross Society for their emergency role. He also saluted their charitable support in terms of crisis management in the state. “I am one of the admirers of the Red Cross because of its history of service, help, sacrifice, care for those in need and I will be happy to be part of that family. “I promise to be a responsible member and pray that history will always judge you right because of your humane, sacrificial activities and dedicate this member-
ship to victims of humanitarian crisis across the globe”, Mr. Jegede assured. The Ondo State Chairman of the Red Cross Society, Mr. Lade Fasua, said that the membership card was presented on Jegede as a result of his philanthropic qualities. Fasua said that some of these qualities had further helped to galvanise support for humanitarian service and people in the society. He, however, expressed optimism that Jegede would continue to support humanity to motivate others in towing the part of societal responsiveness.
Campaign against female mutilation hits Osun Sodiq Adekunle, Osogbo
ÎÎÎThe growing calls for
the abolition of female genital mutilation have got a boost in Osun State through the partnership of United Nations with two Nigeriabased organisations. The groups in partnership with the United Nations Population Fund are the Young Men’s Foundation Against Sexual and Gender-based Violence (YMNAGBV) and the Education as a Vaccine (EVA). The Coordinator of the Nigeria-based group, Mr Ademola Adebisi, made the disclosure to newsmen in Osogbo. He said the partnership agreement was reached in order to create awareness
about the dangers attached to the act. According to him, the campaign was necessary in Osun because of the increasing rate of circumcision in the state. “Female Genital Mutilation has become a taboo in our society, ten states in Nigeria including Osun have legislation against FGM and the federal legislation have also signed the Act of violence against person(Prohibition)Act into law in May,2015,” he added. The sensitization course, which begun with Owode Orolu and Idi-iroko in Orolu local government, has also been taken to Owodeede and Adejuwon village in Ede north Local Government.

DISCOs to FG: Concession TCN for improved wheeling capacity ÎÎÎAssociation of
Nigerian Electricity Distributions (ANED) on Tuesday called on the Federal Government to consider concessioning to Transmission Commission Company of Nigeria (TCN) to a country with adequate capacity to expand the transmission network for optimal efficiency. Executive Director, Association of Nigerian Electricity Distributions, (ANED), Mr. Sunday Oduntan, made the call while briefing newsmen Abuja. “My personal opinion is that government should concession the TCN to a country or company that has required capacity to expand the network for optimal efficiency,” he said. Oduntan said government should work towards upgrading the cur-

rent 6,000 megawatts transmission capacity to at least 17,000 Megawatts transmission capacity for effective wheeling of electricity generated by Generation companies. He explained that if adequate transmission lines were constructed, it would attract more investors to the sector, adding that this would also reduce rejection of loads by some DISCOs. The DISCOs spokesman also said the part of the reason the sector is not performing optimally is that government failed to fulfil part the agreement reached before privatisation. Oduntan said for the nation’s power sector to improve, there must be a positive change of culture by Nigerians in terms of power usage. Oduntan explained that electric-

He listed the idea of Nigerians stealing electricity without paying for it and customers not paying for their energy bills promptly /correctly, as things affecting the energy sector. Others, he said, are the huge debts owed to the sector by the military, Ministries, agencies and parastatals also as the things hindering the progress of the industry. According to Odunrtan, since 2013 till date, the power sector has a huge sum of N300 billion as its

funding gap. He explained that before, power sector was generating up to 5000 megawatts of power but now due to frequent vandalism in the sector, this had drastically reduced the power being generated. He added that there was 26 power plants in Nigeria generating electricity but presently, due to vandalism, many of them could not generate power due to shortage of gas to power the plants. On the issue of metering of the consumers, Oduntan said since 2013 the power sector was privatized, the Distribution Companies had metered many of their customers. According to him, it remains only 2. 8 million Nigerians customers that hadnot been metered with prepaid meters.

US election: Trump’s wife ‘plagiarised’ Michelle Obama
ÏÏÏDonald
Trump’s wife, Melania, took centre stage on the first day of the Republican National Convention but faced accusations that a portion of her speech plagiarised Michelle Obama. Her speech, which brought the convention to its feet, had themes of inclusivity, honesty and hard work. Commentators noticed
similarities with Mrs Obama’s 2008 convention speech. But Mr Trump’s team said Mrs Trump used “common words” and blamed Hillary Clinton for the row. “There’s no cribbing of Michelle Obama’s speech,” said Paul Manafort, Mr Trump’s campaign manager. “I mean, this is, once again, an example of when a woman
threatens Hillary Clinton, how she seeks out to demean her and take her down,’’ he added. It was Mrs Trump’s first speech of the campaign and she had the help of a speechwriting team. Republican National Committee Chairman Reince Priebus he did not blame Mrs Trump, but added
he would “probably” fire the speechwriter over the controversy. Earlier, Mr Trump’s communications adviser Jason Miller issued a statement saying a “team of writers” used her life’s “inspirations” as source material. Meanwhile Mr Trump himself described her speech as “absolutely incredible”.
North Korea ‘fires three ballistic missiles into sea’
ÏÏÏ
North Korea has fired three ballistic missiles into the sea off its east coast, say US and S Korean officials. The missiles were launched from the Hwangju region, said South Korea’s Joint Chiefs of Staff (JCS) and flew about 500km (310 miles) to 600km. The US said the first two were believed to be short-range Scuds while the third was a mid-range Rodong or Nodong. It comes after the US and South Korea said they would deploy an anti-missile system to counter the North’s threats. North Korea is barred by UN sanctions from any test of nuclear or ballistic missile technology. But tensions have soared since it carried out its fourth nuclear test in January. South Korea’s Prime Minister Hwang Kyo-ahn said missile tests had been “a rare phenomenon in the past” but had been taking place “continuously” this year. “The threat to our national security has grown very quickly in a short period of time,” he said. It has also conducted several launches in recent months, including a test of mid-range missiles in June which were considered its most successful yet. Seoul has said activity detected recently in North Korea indicates it could be preparing to conduct a fifth nuclear test imminently. The latest launches happened between 05:45 local time (20:45 GMT on Monday) and 06:40, the South’s military said, in a statement quoted by the Yonhap news agency. “The ballistic missiles flight went from 500km to 600km, which is a distance far enough to strike all of South Korea including Busan,” South Korea’s military said in a statement. Busan is a port city in the south.

Mugabe accuses pastor of inciting violence ÏÏÏZimbabwean
President Robert Mugabe on Tuesday accused Pastor Evan Mawarire, leader of the #ThisFlag movement, of inciting violence. It is the first time Mugabe has commented on the revolt against the economic crisis in the country saying, “The Mawarire’s and those who believe in that way of living in our country, well, are not part of us. You can’t urge people to adopt violence, violent demonstrations as the way of life or the way of solving grievances. No, we will say no, forever no.” “Find another environment, if you are a pastor, I don’t know if he is a man of religion. A
man of religion we would hope would preach biblical peace”, he added. A Zimbabwean court dismissed charges against the pastor accused of trying to overthrow the government through an internet campaign that inspired rare protests against President Mugabe. Evan Mawarire appeared in a packed Harare courtroom draped in the Zimbabwean flag after spending a night in police cells as officers searched his house, church and office. Magistrate Vakayi Chikwekwe said prosecutors presented different charges from those read out to Mawarire when he was
arrested. Hundreds of Mawarire’s supporters gathered outside the court, waving the national flag and singing protest songs.

Germany to apologise for genocide against Namibians
ÏÏÏ
Germany will finally apologize for its other genocide. In a landmark admission of historical guilt, Chancellor Angela Merkel said her country will formally recognize and apologize for the systematic murder of Namibia’s Herero people more than a century ago. Germany’s federal government is in talks with the Namibian government to finalize a common language and policy around the hitherto almost ignored mass killing, the chancellor’s office said this week according to Agence France Presse (AFP). Still, Merkel’s government was clear that there would be no reparations, but rather targeted development projects. “On the question of whether there could be reparations or legal consequences, there are none. The apology does not come with any consequences on how we deal with the history and portray it,” Sawsan Chebli, Merkel’s spokeswoman, told reporters. The genocide is widely viewed as the first of the twentieth century, perpetrated from 1904 to 1907, but is rarely recognized. Historians believe that the atrocities perpetrated by the German troops became a precursor for those perpetrated during the Holocaust. The parallels between Germany’s two genocides are chillingly similar: the extermination order for the sake of expansion, forced labor in concentration camps and scientific experiments on prisoners. Within three years, German troops oversaw the extermination of 85% of the Herero population, expropriated their land and seized their source of wealth, their cattle. Today, the once powerful Herero make up about 10% of Namibia’s population and live in some of the country’s most underdeveloped regions, struggling with high youth unemployment. A former German minister first apologized to the Namibians twelve years ago. A hundred years after the systematic killing of the Namibian tribes began, Germany’s then development minister Heidemarie WieczorekZeul travelled to Namibia in 2004 and acknowledged the atrocities committed were in fact genocide.

Gbubemi God’s Covenant Snr At a combined policy meeting of stakeholders recently, Minister of Education, Malam Adamu Adamu, fielded the question of whether or not there should be post-University Tertiary Matriculation Examinations (UTME). His argument was that, if there is confidence in conducting the UTME by Joint Admission and Matriculations Board (JAMB), then there should be no need for post-UTME. The minister’s suggestion came on the heels of heated debates among stakeholders on the subject. At the meeting which held on the 2nd of June, 2016 however, majority of the stakeholders concured with the minister that post-UTME should be scrapped. It would be recalled that the Nigerian university system adopted post-UTME at stakeholders’ deliberations between 2005 and 2006 when Prof. Chinwe Obaje was the minister of education. In view of speculations on whether or not the post-UTME would hold, the ministry came up with the firm decision that the body had been banned. Post UTME, according to the ministry, has been banned and all institutions are expected to comply. Deputy Director, Press and Public Relations in the ministry, Mr Ben Goong, quoted Minister of Education, Adamu Adamu, as saying that the ban was with immediate effect and directed all higher institutions to comply forthwith. “The responsibility for admission into public tertiary institutions lies solely with JAMB and under no circumstance whatsoever, should anybody or institution take over that responsibility by proxy. “For the avoidance of doubt, any educational institution after

secondary education is regarded as a tertiary institution. “Therefore, all tertiary institutions, polytechnics, colleges of education, universities or by whatever name it is called after secondary education, must be subjected to admission through the JAMB,’’ the directive stated. The minister, nonetheless, said that at the end of probationary admission by JAMB, the candidates could be screened for final admission. He also said that any institution with a shortfall in admission could revert to JAMB for supplementary admission. Screening in this case, entails
only the verification of certificates of the candidates, JAMB scores and any other physical examinations to ensure that such candidates are not cultists, the minister clarified. “After this, the candidates are qualified for matriculation, and such screening should be at no cost to the parents or students and should be done upon resumption, in order to avoid unnecessary travels in search of admission,’’ the minister said. He insisted that there had been no empirical evidence to show that since the inception of postUTME, universities had been having better quality students.
He observed that students were still being expelled on a yearly basis for low performance even as they gained admission through post-UTME. “I am concerned about the plight of parents who spent fortunes on transportation and sundry costs just for their wards to gain admission into universities,” the minister added, stressing that the ministry was mindful of reported cases where some staff of tertiary institutions took advantage of the girl-child in her quest to gain admission into the system. He also directed the National Universities Commission and
appropriate departments in the ministry to communicate the directive to relevant agencies and institutions to ensure strict compliance. “Those who have already advertised for the conduct of the post-UTME under any guise should stop the exercise immediately as any university caught conducting post-UTME will face appropriate sanctions. “If any tertiary institution has already conducted post-UTME, such an exercise stands annulled and money taken from such candidates must be refunded immediately,” the minister said.

He also said that one Barrister Cyril Ogbekene, their family lawyer on his great grandfather’s property against Deacon Onatamere, who is Chairman of the Landlord Association of their

Olabrinde further stated that he gave execution order to Faduola, which he failed to do so and he subsequently revoked the agreement signed by them. He added that Faduola took him to the police and later to court. According to the Oba elect, Mrs. Faduola, known also as ‘Aunty Ayo Alagbon’, a retired police officer and wife of Faduola conspired and locked him up at Ogba Police
Station and also at the State Command in Ikeja. In his words, ”These people conspired together to eliminate me. I have been hiding since November 2015; I wrote a petition to the State Police Command but received no response. “I also wrote to DSS, Shangisha and got no response. Supporting the minister, a rights group, Stand Up Nigeria, said the directive of the Federal Government to scrap the postUMTE was a boost to the anticorruption fight in the education sector. The group’s Secretary-General, Mr Sunday Attah, described the post-UMTE as an exploitative practice to extort admission seekers under the guise of screening them for competence. He said the examination was also a loophole for corruption that allowed tertiary institution staff to admit preferred candidates. “We, therefore, see the scrapping of this controversial examination as a boost to the anti-
Adamu
corruption fight in the education sector as it will end the generation of revenue that does not get to the government coffers,’’ he said. Attah also commended the Registrar of JAMB, Prof. Dibu Ojerinde and his team, for bringing about the change that restored the credibility of the examination body. “We all know the state JAMB was in before Prof. Ojerinde stepped in to revamp and reposition the place. “Today, the confidence of the government is such that it was able to argue that there should be no need for universities to conduct internal examinations to determine the fate of candidates seeking admissions because of
the absolute confidence in JAMB. “The minister of education also confirmed that JAMB has built a level of confidence in terms of conducting the UTME. “We know that those who favour the post-UMTE test will soon mount a campaign for its sustenance or reintroduction. “The influential parents who must manipulate the admission process for their children, owners of miracle examination centres, admission racketeering cabals in tertiary institutions are a few of those that we know we put pressure on the authorities to reverse this laudable directive. “But we want to put them on notice that Nigerians will not accept a return to writing postUMTE test,’’ he said.

Govt acquires home-made waste evacuation trucks
Some of the eyesore waiting to be cleared
Ayade
Edem Edem, Calabar Following public outcry and media campaign against massive filth threatening to swallow up Calabar, the capital city of Cross River state, the government of Ben Iyade has woken up to take the bull by its horns. Our correspondent in Calabar reports that the Cross River State Government has taken delivery of a batch of over 20 evacuation trucks and 200 collection bins ordered from Innoson motors as part of government’s effort to
ensure efficient waste evacuation and management in Calabar. Receiving the evacuation bins and trucks on behalf of Governor of Cross River State, Prof Ben Ayade, Wednesday, the Commissioner for Environment, Engr. Mike Eraye said it was part of a well planned program of Government for a sustainable and effective waste management system in the state. “This is part of the plan to deal with some of the challenges relating to waste evacuation and restoring the clean and green na-
ture of Calabar. The governor’s visit to the dumpsite was not an afterthought; it was a follow-up to a well planned strategy on how to keep Calabar the way it ought to be - the cleanest city in Nigeria,” he said. The Commissioner revealed that the governor gained more insight into what the problem is after that visit and chatted a roadmap to clean up the city. “After that visit, our Governor took some decisions, went to the State Executive Council and obtained approval for 20 pieces of this equipment and over 200 collection bins. From today, we will start deploying some of these bins to Calabar South where the challenge is very severe.” Clearing the air on the challenge of land space to expand the dumpsite, Eraye disclosed that the challenge was being tackled. “The land is being processed

and when that is ready, the high end of waste management, which is the waste to wealth, waste to energy, recycling and conversion will take off. We are taking that seriously and we are expecting some partners to participate in the scheme.” He commended Governor Ayade for funding the acquisition of the equipment despite the challenging economy, and stressed that the local content policy as
well as the ’Buy Naira to Grow the Naira’ initiative was considered in the purchase of the evacuation trucks which are manufactured by Innoson Vehicles Manufacturing, a company wholly owned and operated by Nigerians. “Consider the rate of the naira to the dollar and see if you can purchase anything. Forgery case: PDP BoT storms Senate in solidarity with Ekweremadu
Olufemi Samuel Abuja
ÏÏÏ The Board of Trustees
(BOT) of the Peoples Democratic Party (PDP), has thrown its weight behind Deputy Senate President, Ike Ekweremadu, over his on-going trial along with the Senate President, Bukola Saraki, and two others at a Federal High Court in Abuja on alleged forgery of the 2015 Senate standing Rules. The Board Chairman, Senator Walid Jubrin,
echoed the position of the party on Tuesday during his visit to its caucus in the Senate. He condemned what he described as an attempt to tarnish the image of Ekweremadu or rope him in the forgery case and warned that any attempt to remove him would not augur well for the country’s democracy. The BOT said that the best the present government could do in the circumstance was for the matter to be tried in a fair
manner. The BoT Chairman said he and other members of the party were at the National Assembly to give support to Ekweremadu, whom he described as a man of honour and exemplary character worthy of emulation. He said that “We are here to give our support to Senator Ekweremadu. He’s a man of honour and a forthright legislator; an exemplary character worthy of emulation by all. “Nobody should try to
tarnish his record. We are not here to pre-empt the decision of the court, but we are calling for fair justice. “They should not make any attempt at framing Ekeremadu in for any political reasons. Our 48 senators with the support of the All Progressives Congress (APC) senators elected Ekweremadu as Deputy Senate President which is a good omen to enable them legislate for Nigeria. “No attempt should be made by any group to rope the DSP into this saga. He
should be left alone. Any attempt to remove him will not augur well for democracy”. On the leadership crisis rocking the opposition party, Jubrin said the organs of the party were working hard to resolve the crisis, adding that the party would overcome its crisis. While, urging the party members to remain calm, he called on those who instituted cases against the party to withdraw them in line with the constitution of the part.

Bokkos killing: Buhari’s silence suspect -Plateau Reps ÏÏÏ
Lawmakers from Plateau State in the House of Representatives, on Tuesday, expressed deep suspicion over President Muhammadu Buhari’s continuous silence on the recurring killings of Plateau people in the last few months. This is even as the House of Representatives, on Tuesday, ordered the Inspector General of Police, IGP, Ibrahim Idris, to uncover and punish the killers of the paramount ruler of Bokkos Local Government Area of Plateau State, Dah Lazarus Amashin Agai alongside his family members and aides. The traditional ruler
was killed on Monday by people suspected to be Fulani herdsmen. Briefing journalists at the National Assembly, over the gruesome murder of the first class traditional ruler of the state, the Plateau Caucus in the House, said that it was sensing a plot to wipe off Plateau people, but President Buhari had not made a comment in all the successive killings. Chairman of the caucus, Bulus Solomon Maren, who briefed newsmen, said that sometime in January, a village head was matcheted to death while on his way to church, while few months ago too, a District
Head was also killed on his way home from Bokkos palace. The lawmakers said that since Buhari became President, several other Plateau people, including the Majority Leader of the state Assembly and a Senator have been killed without culprits being arrested or the President making a comment. The lawmakers said that the killings of their people and traditional rulers, especially that of the Paramount ruler of Bokkos by people suspected to be herdsmen, was an invitation to war, but that they have persuaded their youths to be calm to watch the ac-
tions of security agencies on the matter. The lawmakers said that before now, people of Bokkos had cows more than any other group in the state, but these cows were rustled unchallenged by armed strangers, who also took over their farmlands and houses. “We want to hear the President speak on this matter and the killings that have been going on under his government and not his aides speaking. “While this people go about killing at will, there is a palpable indifference from the authority and the Federal Government that ought to protect the people”, the caucus stated.
FCTA shuts 500 illegal schools Idu Jude Abuja
ÏÏÏ
Over five hundred illegally established privately-owned schools, have been closed down by the Federal Capital Territory Administration. The Administration commenced the closure of illegal schools on Tuesday, via the education secretariat. Mrs. Naomi Bilkis, Acting Secretary of Education, Secretariat, led a team to Durumi 111 community where sealing commenced. Mrs. Bilkis noted that sensitisation towards the closure of illegal and ramshackle schools in the FCT had been on and that they decided to embark on the exercise at this time when schools would have finished examinations and preparing to vacate, so that parents would have enough time to look for alternatives. She said most of those schools were not registered. She said that the FCT Administration had already put in place mechanism to avoid this situation in future.

Police arrest five suspected killers of Olalekan Ogunranti
Andrew Orolua Abuja
ÏÏÏ
The Nigeria Police Force has arrested the murderers of the late Olalekan Ogunranti, Managing Director, Todays Prints Ltd. Ogunranti was kidnapped on May 16, 2016 by some gunmen in Osun State who later killed him. A statement issued by Don Awunah, the Force Public Relations Officer, said the slow pace of the investigation of the incident forced the Inspector-General of Police, Ag.IGP Ibrahim Idris, to order the Intelligence Response Team (IRT) of the IGP’s Monitoring Unit to take over the matter on his resumption of office last month. According to the state-
ment Intelligence Response Team swung into action using all the technical resources of the Force available to them and arrested five prime suspects: Asimiyu Agboola, Adesina Meyidan, Ramoni Afolabi, Akeem Akorede and Coker Daniel. It said one of the suspects Coker Daniel, a 32 year old graduate, in his confessional statement provided the clue and consequently led IRT operatives to Ibukun River in Ibukun local Government Area of Osun State where the mutilated body of the late Olalekan Ogunranti was recovered. The remains has been deposited at LAUTECH Oshogbo, while other suspects were arrested in Lagos and Ondo states.
Doping scandal: FIFA waiting on Mutko details

Mutko
IFA has promised it will take “appropriate measures” against Russian sports minister Vitaly Mutko if it is satisfied he was personally involved in the country’s doping scandal. Mutko, the president of the Russian Football Union and chairman of the organising committee of the 2018 World Cup in Russia, has been a member of FIFA’s
Council (formerly known as the executive committee) since 2009. But the 57-year-old’s position in world sport is under threat after he was implicated in Richard McLaren’s devastating report into state-directed doping in Russia. Set up by the World Anti-Doping Agency (WADA) in response to media reports of
Page 29
widespread cheating at the 2014 Winter Olympics in Sochi, the report said more than 30 different sports, including football, had benefited from various schemes to cheat anti-doping rules directed from Mutko’s ministry. The Canadian law professor’s report said it was “inconceivable” that Mutko did not know what was going on and accused
him of personally intervening to cover up a positive test belonging to a foreign player in the Russian Premier League. WADA issued a statement later on Monday with seven recommendations, including one for FIFA that its “ethics committee look into allegations concerning football and the role played by a member of its executive committee, Vitaly Mutko”.

takes Charity Shield to UK Emir of Kano, Muhammadu Sanusi II who was in attendance throughout the afternoon. For both polo games of the afternoon, His Highness made a ceremonial throw-in to begin each game. The first game for the Emir’s Cup was between local team Delaney, patroned by Damian Duncan, and Keffi Ponies, patroned by Ahmed Wadada. It was a tightly fought game with Diego White for Keffi Ponies scoring the first goal, followed quickly with a return from Damian Duncan for Delaney. By half time the score was at 3-3 but Delaney quickly stormed ahead with a beautiful goal set up by Pite Merlos for Duncan to score taking their lead to 7-4. Conte urges caution on recovering Zouma

helsea head coach Antonio Conte says he will tread carefully with Kurt Zouma after he returned to training following a cruciate ligament injury. The centre-back had become a regular in the Blues’ first team last season, but saw his progress hindered after seriously injuring his right knee against Manchester United in February. Zouma has joined in with parts of Chelsea’s training during their pre-season camp in Austria as he steps up his recovery. But Conte is keen to ease Zouma back into action and knows from experience the difficulty of coming back from such a serious injury. “I am very happy to see Zouma train. Today he started aerobic work for the first time with the group,” he told a news conference. “When we have a situation that is very difficult physically for him, we have to wait. I want the player to heal properly and stay fit for the rest of the season. “He started the first training for the anaerobic session on Tuesday and he finished it very, very tired. But I am very happy for him. I think he is very happy to start feeling like a football player again. “It is important that we don’t push him. I had the same injury, so I know from personal experience that when the player is training too hard, too early]it can relapse.”

oic Remy is desperate to make a fresh start at Chelsea after two underwhelming seasons at Stamford Bridge. The Frenchman joined Chelsea from QPR in August 2014 but has been unable to live up to expectations, partially due to injury. Remy refuses to throw in the towel, though, and remains determined to succeed at the club. “It’s good to be back and, for me, it’s very important that I Ibrahimovic don’t have any more
injury problems this season,” the 29-year-old told Chelsea’s official website. “The preparation is very important for me, I feel really well so far but it’s a long time since I played. Last year was very difficult for me because I had a lot of injuries, but this is a new page now. I hope to stay free from injuries and to have a better season. I feel very good.” Chelsea recently started preparations for the upcoming season under new manager Antonio Conte and Remy is loving life under the former Italy boss. “The preparations are very different to what we did last season and the one before. With the new staff we have been working very hard,” he added. “All the players want to be involved in the new project, the commitment is there and there is no reason for us not to be ready for the first game

livier Giroud is set to stay at Arsenal after his agent Michael Manuello denied he was set to sign for Napoli. France international Giroud has been strongly linked with the Serie A outfit, Conte particularly with Juventus interested in
their star striker Gonzalo Higuain. The potential windfall from a deal between the two Italian clubs could free up the necessary funds to tempt Arsenal into selling Giroud, but the Frenchman’s agent said his client is only focused on continuing his career under Arsene Wenger.
“Everything I’ve read on the Giroud is not true. I personally have only said that if Arsenal want to sell it, then we will see,” Manuello said. “But today he is an Arsenal player and even for a minute we thought of another project, I would like to stress.
“I do not know where the Napoli story came from. We never talked to Naples and there are no other persons appointed over me that can do this, we need to clarify this.”

aris Saint-Germain defender Marquinhos has admitted he feels flattered that Barcelona are interested in signing him, but believes his current club will not allow him to leave. Barcelona have long been credited with an interest in
snapping up the Brazil international and are allegedly keen to lure him to Camp Nou as they continue to rebuild their defence. The Catalans have already added Lucas Digne and Samuel Umtiti during the close season and are thought to have earmarked
Maquinhos as their next transfer target. Nevertheless, the 22-year-old believes a transfer is unlikely at this stage. “I am happy that a big club like Barcelona are interested in signing me,” Marquinhos told
reporters. “I cannot deny that. We are talking about the biggest club in the world here. “But I have to keep my feet firmly on the ground because PSG have never been open to selling me. We will see what happens.”

ark Hughes has confirmed Stoke City have made several bids for West Brom striker Saido Berahino. Hughes also refused to be drawn into commenting on speculation that Stoke could be interested in signing former Arsenal and Manchester United striker Robin van Persie from Turkish club Fenerbahce. Reliable sources revealed that a bid of £20m has been made for Berahino, who has one year remaining on his current contract with the Baggies but turned down the offer of a new four-year deal last week. “We’ve put some bids in and as it stands those haven’t been accepted yet,” Hughes told reporters. “But we’re still hopeful on them.” Last summer, Berahino threatened to “never play for Peace” again after a move to Tottenham broke down. Berahino started as West Brom lost 2-1 to French champions Paris Saint-Germain on Wednesday in their final pre-season game of their tour of Austria and then scored two goals in a friendly against Kidderminster on Saturday. Van Persie scored 16 times for Fenerbahce last season but has been linked to several Premier League clubs.

Bayern predecessor Pep Guardiola on Wednesday, is happy with his current options. He told reporters: “The team is very good. All positions are well staffed and we do not need new players for this season. “We have very good young players here. You have to give them the opportunity to show it and to gain experience.” Ancelotti spoke highly of Guardiola but insisted he would not be asking
the former Barcelona boss for advice on his return to Bavaria, adding: “I have a very good relationship with Pep. We are both coaches and we know how hard our job is. He did an excellent job at Bayern. I wish him and his team the very best for the upcoming season.” Ancelotti offered no update on Mario Gotze with Bayern and Borussia Dortmund in talks over a return to Signal Iduna Park for the Germany international.

anchester City have made an official approach to West Ham about signing youngster Reece Oxford. The 17-year-old central midfielder, who shot into the public eye in an impressive display against Arsenal on the opening day of last season, is understood to be valued at £15m by the Hammers. Sources revealed that the East London club have already turned down a £10m bid for Oxford from Bundesliga club Red Bull Leipzig, while Newcastle have requested to take him on a season-long loan. Oxford rejected a new contract at West Ham at the end of last season, with his current deal still carrying him through to 2018. He made his Hammers debut in the Europa League first qualifying round in July 2015 following Slaven Bilic’s arrival as manager, and then became the youngest Premier League player when he started against the Gunners last summer. He has since played a further 11 games for West Ham but his last may have come as a substitute in the 3-0 win over West Brom at the Hawthorns on April 30.

NFF denies offering Le Guen Eagles’ job Messi Le Guen
ANDREW EKEJIUBA
T
he Executive Committee of Nigeria Football Federation (NFF) on Tuesday denied offering Paul Le Guen Super Eagles top job, but clarified the situation with regards to the recommendation of its Technical and Development Committee that the Frenchman be named the new Technical Adviser of Eagles, saying all sub– committees in the Federation can only make recommendations to the Board. Chairman of the NFF Media and Publicity Committee, Hon. Suleiman Yahaya-Kwande, dismissed reports in local and international media of the Frenchman’s rejection of the position as simply preposterous. “The press statement was clear, to the effect that all appointments made at the Technical and Development Committee meeting were mere recommendations, which had to be deliberated upon and agreed to by the Board. No sub–committee in the NFF, except the judicial bodies, takes decisions. They only make recommendations. “In truth, the Technical and Development Committee perused the profiles of all the coaches who submitted applications and find
Mr. Paul Le Guen suitable for the post. But during final negotiations, he objected to being given a target and also did not wish to live in Nigeria, which was a sore point with the Board.” Yahaya-Kwande added: “The job of Head Coach of Nigeria is a very big one and there is no way anyone will get such a job without being handed a target. There is absolutely no issue with Le G u e n saying he is not coming; several highly – qualified persons would be happy to be named Manager of the Senior National Team of Nigeria. We have a plan to take care of that eventuality.”

A penalty-shootout loss at the hands of Chile was Argentina’s third defeat in a major final in as many years after World Cup and more Copa heartbreak. After the loss in the United States, Messi revealed that he did not have the will to continue with the national team. Also a member of Argentina’s Copa squad, Everton centre-back Funes Mori is just one of many to express a desire to see Messi back in the blue and white jersey before the 2018 World Cup. “It was said at a sad moment, not just for Messi, but for all of us,” the defender said. “We wanted to win the cup but at the end of the day we couldn’t make it but hopefully he decides Messi to come back. “Maybe he said it in a moment when he was mad but hopefully for football, for the people and for everything, we need these kind of players because they are different.”

The naira, also dropped against the dollar at the interbank official market to N285 per dollar on Tuesday. The naira has fallen consistently at the interbank market this week, a development that is reflected in the volatility it has recorded at the parallel market. How Swiss companies dominate NNPC’s middleman contracts

Investigations also showed that most of these contracts are based on term contracts with unqualified intermediaries that capture margins for themselves and cre-
ate reputational risks for legitimate market players while adding little or no value to deals. NNPC also sells to governments that do not refine the crude they buy. These deals have featured a glut of unnecessary middlemen, and promoted corruption scandals in buyer countries. Nigerian crude sales are especially confounding and complex in the area of buyer-seller relationships. “Nigeria is a minefield. It’s almost impossible to work out who’s selling for who. Much of the
complexity is sanctioned by NNPC and seems designed to serve the narrow interests of well-connected politicians and powerbrokers who derive benefits from the system in exchange for doing very little”, said one experienced analyst who tracks the market. According to a document obtained from Natural Resource Governance Institute, NRGI, NNPC markets Nigeria’s crude to a wider range and number of buyers than most large Nigerian Oil Companies, NOCs.
NIMASA, NPA others to undergo fresh probe Babajide Okeowo Following the high level of rot and corruption in the maritime sector, the minister of Transport, Chief Rotimi Amaechi, has ordered fresh audit of the Nigerian Maritime Administration and Safety Agency (NIMASA) and the Nigerian Ports Authority (NPA) and other agencies in the Ministry of Trans-
portation. He made this declaration while receiving the ministerial committee report on NIMASA recently. “We are in the process of appointing an auditor to audit NIMASA, NPA and other agencies in the Ministry of Transportation. Maybe after the auditor’s work, we would have a clearer picture as to where all the bil-
lions went,” he said. The essence of the audit and the committee that was set up, he said, “is to find out if NIMASA at any point discharged its core responsibilities beyond collection of revenues. And all the revenues NIMASA has been collecting, where did it go?” “We also set up your committee to reposition NIMASA and
make it relevant to grow the economy. I will study the report and call a management meeting of the ministry and take a decision on the way forward,” the minister assured. Also speaking, the Director General of NIMASA, Dakuku Peterside, said for NIMASA to be efficient and operate optimally, the current structure of the agency must be changed.
“We recommend that NIMASA devolves more powers to the zones. We also recommended some drastic changes in the modus operandi of NIMASA. The committee proposed new organogram to NIMASA where more powers will be given to the zones were activities take place instead of having concentration of personnel at NIMASA head offices,” Peterside said.

Sterling Bank ends talks to buy Keystone Bank, plans bond issue Sterling Bank Plc says it has ended talks to buy rival Keystone Bank after finding it unsuitable and is now focused on raising funds as it considers other acquisitions. “We reviewed Keystone Bank and concluded the strategic fit was not strong enough. We will continue to evaluate all the options. As new candidates come into the market, we will also review them,” its chief finance officer, CFO, Abubakar Suleiman, said on Tuesday. Sterling Bank said in February it was aiming to buy one
or two mid-sized lenders when sharp falls in the value of the naira and increased regulatory pressure forced banks to recapitalise. Keystone Bank is the last of Nigeria’s nationalised lenders, which state-backed “bad bank” AMCON is seeking to sell. Suleiman said Sterling’s strategic plan was still to acquire a rival in Nigeria but that any move was likely to come after studying the impact of last month’s 30 percent fall in the value of the naira. The central bank ditched its
16-month old peg of 197 naira to the dollar in June to allow the currency to trade freely, in an effort to resolve a chronic dollar shortage that has stifled economic growth. However, dollar shortages remain as Nigeria suffers from a plunge in oil prices which has battered its currency and stoked inflation to an almost 11-year high. Analysts see the slowdown as catalyst for mergers. Sterling has completed book building for a 35 billion naira bond sale, its first tranche of

Kwara State Governor, Dr. Abdulfatah Ahmed has said that the delay in the payment of salaries of certain categories of workers in the State would soon be a thing of the past. Gov. Ahmed, who gave this assurance at the presentation of First Class Staff of Office to eight newly upgraded traditional rulers in the State, hinged the optimism on the on-going verification of staff, reform of Internal Revenue Generation Mechanism as well as the proposed takeover of Junior Secondary Education funding. Dr Ahmed who said his admin-

The most liquid 5-year government bond traded at a yield of 15.17 percent on Tuesday. “Once we see that the structure is acceptable and yields are moderate, we will complete series one this year. If the market remains turbulent, we will do it next year,” Suleiman said.

gap at the interbank market A top player at the interbank market, Mr. Kingsley Erabo, noted that the flexible exchange rate policy that commenced few weeks ago is a good move by the CBN. However, the N280/dollar level where it started was not a true reflection of the value of the naira. “This is why the foreign portfolio investors, who can bring forex liquidity to the interbank market, are not coming into that market. The CBN should have allowed the market to start around N300/dollar”, he explained. The naira, which closed at N365 against the greenback at the parallel market last Friday, climbed to N365 on Monday before plunging further to N368 on Tuesday.
How Swiss companies dominate NNPC’s middleman contracts CONTINUED FROM PAGE B1
PetroVietnam Oil Corp. Next is the Experienced Nigerian trading companies: These companies have the technical and financial capabilities needed to market, finance, lift and transport oil to buyers around the world. Their market share has grown considerably. Sahara and Taleveras have been the largest players in this group since President Jonathan took office in 2010. There are 26 others. Another is the Foreign refineries: Each year’s term contract winners include a few foreign refineries, though these do not always process the crude they receive. E.g, Fujairah Refinery, and PTT Public Company. NNPC oil trading companies: COMD also sells oil on a term basis to NNPC’s trading-focused subsidiaries such as Calson and Duke Oil. Government-to-government (g-to-g), or “bilateral” customers: Since the 1970s, NNPC has regularly sold oil to other countries, above all three of the BRICs, a few West African refiners, and other smaller countries, most of them African, which do not have refineries, e.g, Indian Oil Corp, Sinopec Oil Corp, and Malawi. Lastly is the Briefcase companies: In the language of the Nigerian crude oil market, a “briefcase company” is a small entity that routinely re-sells the cargoes it get to another intermediary—for example, a larger, more experienced commodities trading firm, which then re-sells the cargo to a third party buyer. As this list shows, nearly all NNPC term contract holders have one thing in common: they are intermediaries. They buy oil from NNPC and then sell it to other companies instead of refining it themselves. Nigeria is the only major world oil producer (i.e., producing more than one million barrels per day) not experiencing full-scale conflict that sells almost all of its crude to middlemen, rather than end-users. The simplest transactions involve COMD selling a cargo to a trader with a term contract. The trader then re-sells to a buyer in the global market, for example, another trader, or a refining or oil storage company, keeping the margin between the price it agreed with NNPC and what it obtained from the buyer. Under this system, NNPC term contract holders earn significant margins while adding little or no value to NNPC, which could have sold directly to the later buyers.

AMCON keeps mute five months after proposed sell of Keystone Bank Stories by Motolani Oseni The Asset Management Corporation of Nigeria (AMCON) who had announced its interest to divest 100 percent stake in the Keystone Bank Limited, since Monday, February15, has remained

The Federal Government had in 2011 nationalised Afribank Plc, Spring Bank Plc and Bank PHB and changed their names to Mainstreet Bank, Enterprise Bank and Keystone Bank, respectively. As the same month, the corporation had announced that had asked prospective buyers to submit their bids by March 4, 2015, while Citibank Nigeria and FBN Capital have been appointed as financial advisers to manage the Keystone Bank sale process. The bad debt manager also asked prospective investors to submit bids, showing evidence of credibility and eligibility for the transaction. Although, based on audited account as of June 2015, Keystone Bank has total assets of N317.6billion ($1.60billion), equity of N18.9billion and a loan portfolio of N98.2billion, according to Reuters report. By December 31, 2015, the bank had 156 branches across the country with four subsidiaries, two of which are international, AMCON said in the notice. It would recall that AMCON was set up in 2010 to absorb nonperforming loans in exchange for government bonds, after the Central Bank of Nigeria had injected $4bn to rescue nine banks from collapse.
UBA, MasterCard partner to boost financial inclusion in Africa In a development to further deepen financial inclusion in Africa, United Bank Africa (UBA) and MasterCard have partnered to see UBA as the issuer for MasterCard in 19 new markets across the continent. Currently, financial inclusion has been predominantly centred on providing the underserved and the unbanked with tools and transaction accounts. This remains a critical need with two billion unbanked people, the majority of whom are women, forced to operate in a cash economy. In order for financial inclusion efforts to truly have an impact, there needs to be an equal focus on both access and usage. However, this new partnership, which is a five year deal came
into effect in the second quarter of 2016, and will see UBA issue MasterCard credit, debit and prepaid cards across these markets. The deal will also focus on increased payments infrastructure across Africa, including the roll out of pointof-sale and mobile-point-of-sale technology, to ensure merchants are able to accept the cards when introduced into these markets. MasterCard and UBA are partnering across the 19 African countries in which UBA currently operates: Nigeria, Benin, Burkina Faso, Cameroon, Chad, Cote D’Ivoire, Democratic Republic of Congo, Equatorial Guinea, Ghana, Gabon, Guinea, Guinea-Bissau, Kenya, Liberia, Mozambique, Republic of
Congo, Senegal, Sierra Leone, Tanzania, Uganda and Zambia. Commenting on this new development, Group Managing Director-Designate, UBA Plc., Kennedy Uzoka, said: “As the needs of our customers change, we are adapting through strategic innovations and partnerships to provide them with excellent and convenient services. Through these strategic partnerships, we are able to accelerate the drive for financial inclusion and economic wellbeing across the African continent” Similarly, the Division President for Sub-Saharan Africa, Mastercard, Daniel Monehin says; “This focus on infrastructure and the roll out of easy-to-access solutions is a key part of driving financial
inclusion and a move away from cash in these markets. MasterCard’s continued innovation in the payments space coupled with UBA’s extensive pan-African network will mean the introduction of increased competition and a stronger financial sector in these regions.”

Real reasons Abdullahi was sacked as NPA MD Stories by BABAJIDE OKEOWO Fresh insights into the high level machinations that led to the ouster last week of Mallam Habib Abdullahi as the managing director of Nigerian Ports Authority (NPA) has emerged. According to a very reliable source, his involvement in the ongoing ‘multi-million Dollar’ feud between Onne based Integrated Logistics Services (Intels) and Lagos-based Lagos Deep Offshore Logistics (LADOL) is a major reason why he was showed the door. This was corroborated by the
man himself few days before he was removed. He alluded that the $3.8billion Floating Production Storage and Offloading (FPSO) project; otherwise known as Egina project, which was awarded to Samsung Heavy Industry (SHI) in 2013 to build a world class oil production platform in Nigeria with LADOL acting as the local content partner is the major factor responsible for the on-going face-off between Intels and LADOL. ‘’The contract is at the centre of the dispute. This is a private project. An open bid was conducted. A winner emerged. The idea of if I don’t get it nobody else will is wrong”.
How can you say all Oil & Gas related cargoes must go to a particular place? You say a particular place is not suitable for a particular project, yet, you are putting up investment at that location for a similar project? It is also a known fact in the maritime industry that there is no love lost between Abdullahi and the transport minister Rotimi Amaechi. For instance, when the Standard Operating Procedure (SOP) for port operators was launched in Abuja about a month ago, it was only the MD of NPA that did not come, even though the SOP impacts on NPA more than any
other stakeholder. Even the following day when the minister was to appear on a programme on Nigerian Television Authority (NTA), Habib still didn’t show up, even though he had instructions to. There and then the Minister could no longer hold himself; he told those around that he would report the MD to President Buhari. He was reported to have turned to the executive director from NPA sent by Abdullahi to represent him and said: Tell your MD, I am going to see the President about him (Habib), it is either I am the Minister or I am not”.

NIMASA seeks international agencies co-operation in ending security challenges
NCS
Despite the harsh economic realities, the Unit was still able to demonstrate capacity in actualising the set objectives of the service
The Director General of the Nigerian Maritime Administration and Safety Agency (NIMASA) Dr. Dakuku Peterside has asked international development agencies to work with Nigeria in resolving maritime security challenges in the country because of its strategic position to the overall maritime development in the continent given the size of her economy, population and geographical location. This is even as he assured the international shipping community and stakeholders of the country’s determination to eliminate piracy and criminality within her territorial waters. The Director General who said this while addressing multilateral and development agencies on the side-lines of the on-going IMO/MOWCA sponsored integrated sub regional Coast Guard function network in Brussels,
Belgium also noted that Nigeria is working with both local and international counter piracy partners to eliminate criminality on her waterways. According to the DG, “we have a close working relationship with the United Nations Office on Drugs and Crimes (UNODC) in order to foster an integrated approach to dealing with the menace. We have also increased surveillance and have deployed world class maritime domain awareness assets in conjunction with the Nigeria Navy and the Nigeria Ports Authority to monitor our maritime environment”. Dr Peterside said that in addition, the country has deployed Maritime Patrol Aircrafts (MPA) in collaboration with the Nigerian Air Force as well as other naval assets to patrol and monitor the country’s waterways.

This was contained in the half year report of the command at the disposal of Daily Times. Giving a breakdown of the
seizure, the command said that a total of Twenty two thousand, seven hundred and sixty three (22,763) bags of 50kg parboiled rice was intercepted; the seized rice was valued at One Hundred and Thirteen Million, Nine Hundred and Forty Thousand Naira (N113,940,000.00) Only with a payable duty of Thirty Four Million, One Hundred and Eighty Two Thousand Naira (N34,182,000.00) only and a Duty Paid Value (DPV) of One Hundred and Forty Eight Million, One Hundred and Twenty Two Thousand Naira
(N148,122,000.00) only. On banned poultry products, the command said a total of Twenty nine thousand, six hundred and eighty four (29,684) cartons valued at One Hundred and Thirty Three Million, Five Hundred and Seventy Eight Thousand Naira (N133,578,000.00) only with a payable duty of Twenty Six Million, Seven Hundred and Fifteen Thousand, Six Hundred Naira (N26,715,600.00) Only and a DPV of One Hundred and Sixty Million, Two Hundred and Ninety Three Thousand, Six Hundred Naira
(N160,293,600.00) only. The Unit said it was also able to apprehend one hundred and twenty six (126) suspects in connection with the seizures during the same period. Giving a comparative analysis with the corresponding period in 2015, the Public Relations Officer of Federal Operations Unite Zone A Ikeja Uche Ejesieme said the unit recorded one thousand and thirty (1,030) different seizures with a Duty Paid Value of seven hundred and fifty eight million, two hundred and seventy one thousand,
nine hundred and sixty nine naira (N758, 271,969.00) only. ‘While the number of seizures for 2015 appeared higher, the quality of seizures between January and June, 2016 obviously accounted for the improved Duty Paid Value. He disclosed further that despite the harsh economic realities, the Unit was still able to demonstrate capacity in actualising the set objectives of the service, particularly in enforcing the fiscal policies of the Federal Government of Nigeria” he said.

Investors chase Skye Bank shares ... Adds 19.01 percent in two days
Stocks of Skye Bank Plc shares topped the most traded stocks as well as the gainers chart for the second consecutive day on account of renewed investor confidence. Commenting on the stocks recovery, President of the Association of Stockbroking Houses of Nigeria, Mr. Emeka Madubuike said that “the initial fear is wading off because of the Central Bank’s support. “The low value of the stock is also attractive to investors, of which they are taking advantage off” he said The bank’s stocks plummeted by 55 percent in seven consecutive trading sessions after the Central Bank of Nigeria reconstituted its board as a result of persistent failure of Skye Bank to meet mini-
mum thresholds in critical prudential & adequacy ratios. The CBN stated that “Skye Bank’s Liquidity, Non-performing loan Ratios have been below & above the required thresholds, respectively, for a while”. The CBN then appointed new Board members with the sole responsibility of ensuring the speedy restoration of the health of the bank. Following the intervention, Lagos State directed all its agencies, ministries and parastatals to increase business relationship with Skye bank. Also Kogi State in a statement signed by its accountant general Alhaji Momoh Jibrin and addressed to the Grop Managing Director and Chief Executive Officer of the Bank Tokunbo Abiru dated July 18, re-appointed the lender as

WhoGoHost assures local data hosting enhances cybersecurity
The cyber space is plagued by increased cyber-attacks, which according to Check Point® Software Technologies Ltd., recently published latest Threat Index 2016, revealed that the number of active global malware families increased by 15 percent in May 2016. The May Threat Index presents a mixed view of Africa, Nigeria inclusive with several countries making quite strong moves up and down the index - the higher their relative ranking in the index, the greater the threat of cyber-attack. However, WhoGoHost, Nigeria’s leading web hosting and domain registration company, providing SME and reseller web hosting with Wordpress and
B7 ICT
Joomla, revealed that hosting data locally has become critical in cyber-attacks mitigation. It was gathered from the latest threat index, that in both Nigeria and Kenya, Hummingbad ranks as the fifth most common malware form. Malawi currently sits at third, improving by one position from the previous month. Even though it was only discovered by Check Point researchers in February, it has rapidly become commonly used; indicating hackers view Android mobile devices as weak spots in enterprise security and as potentially high reward targets. Oluwatoba Obaniyi, chief executive officer of WhoGoHost, explained that the launch of several data centers in the country
will boost economic growth and basically serve as platforms to rescue large, medium and small scale enterprises from the strategies of cyber traitors. “Definitely, in terms of cyber security, organisations that host locally have an edge. The truth is that the world has been working very hard to make the internet safe and secured. No matter how you look at it, at some point, you would have to travel out of the country to access Google, Facebook, and the likes, even though that data is encrypted, there is still a risk of compromise, because the number of routes you have to go through before accessing the server means there is a room for compromise,” he added.
Dr. Ogbonnaya Onu, minister of Science and Technology, has launched “Tablet Technology in the Classrooms” at the Regent Primary School in Abuja. The Minister extolled the board of the Regent Primary School, adding that it has taken a visionary financial step forward to ensure that young people are prepared for the technology of tomorrow. According to him, the children will be able to play a leading role in the development of Nigeria as a leading global economy. “There is a need to remember that if we teach today as we taught yesterday, we rob our children of tomorrow,” he said. Onu affirmed that the government has always been in support of growing a culture of developing science in Nigeria from a young age. He explained that letting the children into science based training and the access to computers early in life will aid economic diversification especially into science related services. “Now we want to move to a knowledge-based economy that is
Dr. Ogbonnaya Onu
innovation-based so that we can start talking of services, products. We can’t continue to have woods in our forests and we continue to bring in toothpicks. You know that is not right. “We can’t continue to be the sixth largest producer of crude oil in the world and yet we import petroleum products that again are not right. We can’t continue to produce cocoa and import chocolate that is not right. “So we require technology to add value to these natural resources. And who are the people that will do this for us, they are the children. And it is the determination of President Muhammadu Buhari to make sure that we diversify the economy.” Chiamaka Kalu – Uche, Public Relations Manager of Regent said the School has recently maximised the potential of tablet technology to facilitate pupil learning. “This was in line with the school’s strategy to incorporate new teaching styles which utilise information and communication technology (ICT) to enhance learning in a new and dynamic way. “The Regent Primary School has always aimed at furthering its acknowledged academic excellence by being the leader in the implementation of cutting edge technology for teaching and learning, whilst ensuring that the learning process remains enjoyable and fulfilling for every child,” Kalu – Uche said. Kalu-Uche said Research indicates that children who use computing technology have greater gains in structural knowledge, problem solving and language skills compared with those who do not use technology in their learning. She said Tablets will allow the pupils to access the school curriculum and educational content designed by teachers.

SAHCOL sets to expand operations Liberia, Ghana The management of Skyway Aviation Handling Company Limited (SAHCOL) has concluded arrangements to expand its operations to Liberia and also Ghana in West Africa. Speaking in an interview at the Accra Weizo event in Ghana, the vice chairman of SAHCOL, Mr. Chike Ogeah stated that, “we are going to be looking at the West African market, we want to start a new operation in Liberia, we are also planning to come and complement what they are doing here in Ghana.” He said Liberia and Ghana is where the company is working for now to start a new operation as part of that West African collaboration.
Commenting on the air connectivity gap in West Africa, Ogeah noted that, “with the situation Nigeria finds itself now, I hope this Buhari government will be able to do it, let us chart a way forward and begin to institutionalised some good policies and reforms we want to see in critical sectors like the transportation sector”. He said: “But like I said, necessity is the mother of all invention and I think that with the situation Nigeria finds itself now, I hope this Buhari Government will be able to do it, let us chart a way forward and begin to institutionalise the kind of policies and reforms we want to see in critical sectors like the transportation sector. These are the kind of sectors you
cannot afford to politise at all, they have to be professionalised, get people who are professionals to run them at least people who understand what the industry entails, that I think is the first thing for us to go forward”.

Dana Air has reiterated its commitment to superior on-time performance which was the core of its excellent services when it took to the skies on November 10, 2008. According to the Accountable Manager of the airline, Mr Obi Mbanuzuo, Dana Air, has always taken the lead in ensuring that passengers get to their destinations on schedule, but recent delays due shortage in fuel supply has not really helped its flight services to the flying public. In his words “we sincerely apologise to our teeming guests for the delays experienced recently and regret the inconveniences caused.
The recent delays have not really helped our desire and commitment to take our passengers to their destinations on schedule.’’ Commenting further, Obi said, “the issue is antithetical to our award winning service and we have been proactive in seeking better handling of operational issues. We will not relent in our efforts but continue to strive to improve on our services and offerings.’’ Only recently, Dana Air launched flight services from Lagos to Owerri with an introductory online fare of N12,600, to further boost business and leisure travel to the Imo state capital.
In a bid to provide Nigerian customers with improved real-time tracking of luggage throughout the travel experience, American flag carrier airline, Delta Airlines would commence the deployment of Radio Frequency Identification (RFID) baggage tracking technology across its system, including between Lagos Murtala Muhammed International Airport and Hartsfield-Jackson Atlanta International Airport. The move will provide Nigerian customers with improved real-time tracking of luggage throughout the travel experience. Delta remains the only U.S. carrier to operate nonstop service between Nigeria and the United States offering hundreds of onward connecting opportunities via Delta’s Atlanta hub. RFID will replace barcode hand scanning – the industry standard since the early 90s. With this new technology, scanners use radio waves to capture high-

He is the CEO/ Head of Productions of CAMP (Cobhams Asuquo Music Productions) which is currently representing himself, Bez Idakula and Stan Iyke. He was responsible for Aşa’s highly acclaimed international album ASA and has been mentioned on many artistes’ sleeve credits as producer and writer. In this chat with MUTIAT ALLI, the versatile and talented producer reveals his love for music, thought on the missing Chibok girls to mention but few. Enjoy… Why did you decide to be part of the One Africa Music Festival? Because I don’t know anyone in their right mind who will see something as laudable, as commendable, as important in the history of our music as this, as important in our history as a people as this, that will not lend a voice or put their way behind this. This is pioneering a movement, it is opening the flood gate for things of this sort, the interaction, the conversation between Africa and the rest of the world on musical level on a high level. It’s moving that conversation to another level and so I think it does you good to actually be a part of it. It’s humbling, it is an honour, it is real, the experience, to actually be a part of this at this time. So that’s exactly why I’m part of this.
You spoke passionately about the Bring Back Ours girls issue at a time when people have actually forgotten it. Some people as saying it was a scam, is it a personal experience or do you have somebody involved?
Life&
T E A M
I don’t have somebody that was directly involved. I think that is one of our problems. I think we have individualistic approach to a lot of things which is why there is a disconnect between the average man and the government. There is a disconnect between
the average man and the policies that are being made to run our lives as people. These are real people, these are real cousins, sisters, mothersto-be, aunties, loved ones, daughters, who have been taken away from their family without good reasons. There can never be a good reason for the experience and how long it takes never diminishes the importance of the situation, the need to do something about it, the urgency of the situation and so I think it is a conversation we need to continue to have as a people and what better time to have that conversation than when the world is watching and we have an opportunity to say something to the world, you know to say look, however this needs to happen, let it happen, our girls are not forgotten and as a people, as Africans, as Nigerians, we want them all back.
These days you have delved into singing than producing; Is Cobhams going the commercial way? I don’t think it is not a question of the commercial way or otherwise. I think I make music that is relevant. I make music that is… music is art and it finds expression in various means and to be able to collaborate with Falz for me was just a thing of personal joy, and in order to get a message across, especially to his audience. It is important to create music that is relevant and relevant to the Nigerian

whose issues we speak to. I don’t know whether it is a question of going commercial or not going commercial. Do you like the music? I’m asking you? Great, so I think that is reason enough to put it out if it is great music, so I’m all for great music. I don’t discriminate, so it is not about whether it is commercial or not commercial. I’m all for great music and that is what I’m going to make as a producer and a performing artiste.
You have partially conquered the music industry, what are some of the unturned stones you think are remaining? Hmm... I don’t believe I have conquered the music industry. Personally I feel like my career has just started. I have been making music as a producer but I also have the ability to perform as a performing artiste and no matter how much in-roads I must have made as a producer, there’s still a lot to do as performing artiste and I’m literally starting out. I think of myself as I’m starting from the scratch as a performing artiste. So I’m giving it my sweat, blood and tears and I’m really excited about it and I can see good results and people responses. So I don’t exactly think that I have

conquered the music industry. I think I’m proud of an industry that has been very good to me and I’m happy to be giving more than I have given in the last 16 years or so to this industry. I’m really excited for evolving in the industry.
What influenced you to become a performing artiste? I have always had the ability to perform but I don’t know, maybe I doubted it, that is a maybe, maybe I you know… you should allow yourself do the many things that you have been gifted to do. This is me doing one of the many things I feel God has gifted me with. I have done music production and I’ll continue to produce on some levels even though I have kind of stepped back…hmm…. because there are obviously a plethora of amazing producers out there who deserve the fore. I think this is me just showing a gift that I have been freely given by God. I’m so blessed to be saying this at this time of my life. There are many I’m going to do as we progress.
Are we going to see you featuring in movies? (Laughs) Watch out for it.

Trend alert:
The Waist coat The great thing about any piece of clothing is how it can be used to highlight or disguise aspects of your figure whilst still keeping you looking completely put together and dapper. There is one piece of men’s tailoring that doesn’t get as much respect as it should. A piece that, once mastered, can bring a whole new dimension to your look - The Waist coat. It is capable of transcending social situations and dress codes, yet gives you enough room to experiment with layers and remain stylish. In the same way that most guys hate the idea of wearing a suit because all they have to go on are real life examples of men wearing suits badly, the same applies for waist coats. It’s not until you see someone killing it that you can really appreciate the true potential of the item.
Getting it right It must fit: Make sure it has high armholes, fits snug around shoulders and torso but without there being any pulling around the buttons or the fabric at the back. Excess material just makes you look bigger than you are; the whole point of a waist coat is to help you look more streamlined and tidy. Always button up: Because it’s supposed to make you look put together. However, always leave the last button undone, like a suit jacket. Try not to look like a waiter: This can be done in three easy steps: One, go for seasonal materials such as tweed/corduroy or cotton. This avoids that shiny polyester appearance that looks so tragic in any light. Two, avoid any unnecessary details such as fancy lining or bizarre affectations like pocket watches. Three, simply pair it with items that don’t make you look like a waiter that is anything but black trousers, unless of course it came with them as part of a suit.
How to pull it off like a real gentleman • Go for contrast tailoring: Add emphasis to your waistcoat by wearing one in a contrast colour to your regular the suit or blazer that you may have on • Think texture: Another simple trick is to pair it with pieces of a similar texture. Tweeds and corduroys go perfectly with denim and other wools, so why not try a waist coat on with your favourite pair of jeans and a flannel plaid shirt in a complementing colour? Alternatively, flip it over and wear it with some grey tweed trousers and a chambray shirt. I also love to layer a denim jacket over my waistcoat to create a play on textures and tone. • Layer up: A lot of men tend to stay away from layering. By simply wearing one over your usual dress-down work ensemble of chinos, shirt and tie, you add a point of difference to an everyday look and can still look sharp once the coat comes off.

How to dress
your age in style
Fashions and trends are constantly changing. Sometimes it’s hard to distinguish what’s a fashion do and what is a fashion no-no. Keep your clothes stylish and age appropriate with these simple dos and don’ts:
In your 20s Don’t:
Dressing super provocatively does not make you sexy. Being so overexposed that there is nothing left to the imagination is not flattering nor does it send the right message. Not saying you shouldn’t experiment. Being in your 20’s has the perk of not always having to decide between short hem and no sleeves, but be conscious of what you let hang out. Dressing drab is always a don’t, especially when you’re young. Frumpy and boring is no way to spend your 20’s and that applies to your wardrobe too! Not saying you shouldn’t try a super chic all black outfit, but be aware of cuts, hemlines, and shapes, so you don’t end up looking dowdy.
Do: Have fun! Change up the classic LBD, try the high waisted fad, and experiment mix and match-
ing different patterns. Your 20’s are to form your style, so it’s okay to have a few bumps along the way. Just be sure to dress for your figure. No two bodies are alike so it’s important to dress with the idea of “fit first, style second”. Have fun with fashion. Breathe some youthfulness into your wardrobe. Don’t be afraid of color and fun accessories. Dressing your age during your 20’s can be loads of fun.
In your 30s Do:
Dressing age appropriate doesn’t have to be drab. Invest in great jeans. Jeans that don’t fit in all the right places can reek chaos on your curves. A fabulous pair of jeans can take you from day to night and will last you for years. Don’t be afraid to try on different pairs as all bodies are unique and certain brands work for certain women.
Don’t: When choosing an outfit, especially a casual look, stay away from ill-fitting clothes as it makes you look sloppy. Instead, start shaping your wardrobe with figure flattering staples, like cute cardigans or soft V-necks that you can take you in years to come. Stop overexposing. Bra straps, too much cleavage, and short shorts should never be part of your wardrobe again. Now is the time to class up your clothing. Dressing age appropriate doesn’t make you boring, but will make your body look it’s best.
In your 40s
Dos: Your 40s are the time to add edge to your classic wardrobe staples. It’s time to
retire the mini skirt, but don’t be afraid to add a few surprises in your wardrobe. Create your own signature style. Just because you’re not playing around with high waisted short shorts, doesn’t mean your style can’t pop. You’ve been forming your style for the last couple of decades so shape it however you want, whether it’s bold, colourful, or edgy.
Don’t: It’s time to retire the mini-skirts. They’re no longer age appropriate and make it seem like you’re trying too hard. You’re stepping into a world where you have the confidence to rock some amazing fashions, so don’t revert back to fashions from your 20s.
