was brought to the Federal Capital Territory(FCT) high court Maitama, Abuja Thursday after Justice Hussain Baba-Yusuf stood down his trial, insisting
the defendant must be in court. The judge took the position after a suit of money laundering totalling N19b was mentioned and one of
the three defendants (Sambo Dasuki) was conspicuously absent in court. The judge stood down the trial for two hours and insisted that the trial will not
be conducted until Dasuki had been brought before him as required by law. Security operatives who had taken custody of the defendant in the past six

Checking Bird flu spread
W
hile Nigeria is making frantic efforts to combat the spread of Lassa fever, another health epidemic may to be lurking in the corner. The epidemic is no other than Bird flu, an avian influenza that has forced veterinary authorities in Plateau State to cull more than 22,000 birds. Other affected states include Kano where 80,000 birds were destroyed in 45 farms, with Lagos and Ebonyi culling 2,000 and 1,500 birds respectively. Speaking on the outbreak, the Chief Veterinary Officer of the Plateau State Ministry of Agriculture, Dr. Doris Bitrus revealed that the number of affected poultry farms now stands at 10, even as she said the government is taking all necessary measures to contain spread of the disease. We are equally worried at this development and call on the authorities to tackle the disease with all the seriousness it deserves. Avian influenza, otherwise known as Bird flu, is a form of infection caused by a virus that affects birds (fowls, ducks, etc) and leads to their death. We recall that this is not the first time avian influenza outbreak would be recorded in Nigeria. The first case of the disease was reported at Kaduna State in February 2006. Before it was brought under control in 2008, it had spread to more than 20 states with attendant huge economic losses, agony and misery. Only in 2015, more than 1.4 million birds were destroyed across the country to stamp
out avian influenza that hit poultry farms early in the year. Incidentally, the disease is also known to affect humans. When it was reported that Nigeria had recorded “the first” human casualty from bird flu in 2007, a World Health Organisation (WHO) report said it should come as a surprise, considering the experience in Indonesia which, like Nigeria, has huge concentrations of poultry where human beings live. Even at that, health experts have identified Nigeria as one of the countries that constitute the “weakest links in the global attempt to stem infections of birds.” Though Bird flu is essentially an animal disease, when it leaves its natural host and infects humans, it could mutate into a form that could trigger the dreaded human-to-human infections, which could spell disaster for humanity. In humans, symptoms include fever, sore throats and coughing. People can also develop conjunctivitis. The H5N1 strain is the most deadly type of the bird flu virus with 50 per cent of victims dying. Currently, the biggest threat that bird flu poses to Nigeria is an economic one. Show original message This is important to forestall any attempt by farmers to sell affected birds to unsuspecting consumers. Poultry farmers should therefore, be told to dispose of birds that die of the disease and inform the appropriate government agency, and also ensure that any bird that is infected does not get into the market.

The envoy was positive that his nation was willing and ready to bring this money back to Nigeria. Of course, he was quick to add that that would not happen uncles certain conditions are met. And the condition is that the money so returned would have to be used to better the lives of the ordinary citizens and not be re-looted. The envoy also informed that his government
was planning an international asset recovering system which would ensure that wealth returned would be judiciously used to improve the living standard of Nigerians. What this probably means is that the management of that fund would no longer be left entirely in the hands of its ‘original’ owners (the Nigerian people), but under the supervision of the British. You do not blame the British. Most of the refunded loots in the past had been reportedly mismanaged and traced to individual accounts of state officials. But the worrisome part of the whole funds repatriation saga is that these thieves got welcoming hands from

foreign banks and some unscrupulous officials of those foreign countries. Good that the UK is ‘determined’ to assist in the repatriation of the looted money, but the European nation and all others who now use stolen Nigerian money to develop their societies, need to do more than what they are promising. They, as receivers of looted funds, need to make the process of illegal transfer of funds to their banks, absolutely impossible. Repatriating billions of dollars after several years of domiciliation in their banks can never be in the interest of the original owners of the money. It is when this is done that United Kingdom (UK) and their Western friends would be viewed as genuine partners of Nigeria.

Abuja, on Thursday, has fixed February 5, to rule on an application filed by the Federal Government seeking to conceal and mask witnesses willing to testify on Nyanya/Kuje bombings. Five alleged master-minds of the bombings: Abdulazeez Muhazab, Ishaka Salihu, Mohammed Jimoh, Abdulwaheed Nasiru and Abdullahi Nasiru are facing trial following their arraignment on October 22, 2015. At the resumed trial on Thursday, the prosecution counsel, Mr.
Magaji Labaran, told the court that it was essential to protect, mask the witnesses and conceal their identities, in order to make progress with the prosecution of the terrorists’ suspects. Labaran said: “We are not calling for a secret trial, but for the witnesses to be allowed with facial masks to testify”. Justice Abdul Kafarati reserved his ruling after Mr. Nureni Sulyman, counsel to two of the defendants, opposed the applications. Earlier, Ahmed Mohammed, Oluwasegun Owa and Aliyu Momoh counsel to three of the defendants had said they left the
application to the discretion of the court. Meanwhile, Mohammed Sulyman, counsel to the fourth defendant (Abdulwaheed Nasiru), brought an application urging the court to reverse the plea of guilty entered for his client during his arraignment on October 22, 2015. Sulyman, who made oral application to that regard, was advised by the Judge to do so through a written application. The prosecution counsel had said that Sulyman wanted to obliterate the plea already made by the defendant through an oral application.
“My Lord, this is a serious move to circumvent justice. This is a terrorism case and therefore the counsel must be stopped from tossing the court up and down. “We are prepared to vehemently object such application, so he should be made to comply with the rules of court by filing a written application to that effect,” Labaran said. In his ruling Justice Kafaranti noted that “this a serious prayer that requires formal application, so you may want to come by way of a written application. This will give the prosecution the ample opportunity to also file its objection.”

Lassa fever: ARD-LUTH cautions doctors Lara Adejoro The Association of Resident Doctors of the Lagos University Teaching Hospital (ARD-LUTH), Idi-Araba, Lagos has cautioned its members to adhere strictly to universal precautions in all work stations in the hospital. This is against the backdrop of the outbreak of Lassa fever in the country and the fact that an index case was currently undergoing treatment in LUTH isolation ward. In a memo signed by the President and General Secretary of the association, Dr. Akinkunmi Afolabi and Dr. B. Alagbe, respectively, it read that the management had been notified to increase the supply of consumables, provide 24 hours soap, hypochlorite solution, water and functional infra-red alcohol dispensers in all work stations. They also urged them to demand the materials for the nurses.

have been placed under surveillance in Osun State after the death of a resident doctors at Maxilofacial Surgery Department at the Obafemi Awolowo University Teaching Hospital, Ile-Ife. The Permanent Secretary, Osun State Ministry of Health, Dr. Kayode Ogunniyi, gave the assurance, while addressing newsmen, in Osogbo, on the state of things on the alleged outbreak of Lassa fever in the state. Among those placed under surveillance is a lecture at Dentistry Department of the OAU. It would be recalled that a medical doctor working with Obafemi Awolowo University (OAU), Ile-Ife, was said to have contracted the fever virus and died on Tuesday, January19, 2016. Ogunniyi allayed fears of an outbreak of the fever in the state, and said that the only reported case at Obafemi Awolowo University Teaching Hospital, last week, was imported from a neighbouring state.

The Ashipa Balogun, Chief Ajibola, told journalists shortly after the meeting that it was undisputed that Adetunji was the authentic Olubadan-in-waiting. He went further to say that: “Any other one is a counterfeit. In this institution, we have lines. There are only two lines recognised so far, both by law and otherwise. They are the Otun Olubadan Line and the Balogun Line. There is no third line. “Nobody is competent to say he can be Olubadan. He cannot appoint himself. He cannot put himself there. We are not aware of any judgment that someone is claiming because there is no Seriki or whatever. “
Adamawa State Government has disposed of over 24,000 birds following an outbreak of avian influenza. The Commissioner for Livestock Production, Malam Isa Salihu, while speaking shortly after the disposal of the birds, at Adda Rog poultry farm in Toungo Local Government Area, said the federal and state governments had taken precautionary measures to curtail the spread of the disease. Salihu said that all affected poultry farms – including the farm workers, in the area had been quarantined. “We thank God for the quick intervention to contain the disease from spreading to other poultry farms in the area. “Already the state government has massively embarked on sensitisation campaign for the people to avoid having contact with dead or eating unhealthy birds.” Salihu said. He said that the state government had embarked on massive movement restriction of birds, eggs and other related animals to control the disease. The Poultry Farm Manager of Adda-Rogo, where the flu outbreak was confirmed, Malam Muhammed Hassan, 62, said that over 24,000 birds, 250 peacocks, and 456 guinea fowls and 54 turkeys were wasted.

the case. On his part the trial judge, Justice Hussain Baba-Yusuf adjourned the case to the 22nd of January for trial to commence. Meanwhile, the Economic and Financial Crimes Commission (EFCC) on Thursday arraigned Chief Olisa Metuh, the National Publicity Secretary of Peoples Democratic Party(PDP) before an FCT High Court on fresh two-count charge of tearing his voluntary
statement on the N400million money laundering allegation. The EFCC had on Tuesday first arraigned Chief Olisa Metuh before Justice Okon Abang of the Federal High Court. The defendant was again brought from Kuje prison on Thursday and arraigned before the Chief judge of FCT High Court, Justice Ishaq Bello on the fresh two-count charge. Metuh, who is yet to per-
fect the N400million bail granted him by Justice Okon Abang, also pleaded not guilty to the two-count charge. Trial judge, Justice Ishaq Bello asked the prosecution if the charges are related to the one at the Federal High Court. But the prosecution counsel, Sylvanus Tahir, said that the offence falls under Penal Code . The charges read in part: “That you, Chief Olisa Metuh while in the custody
of EFCC destroyed evidence to prevent production in court, contrary to section 1 of Penal Code punishable under section 326 of the penal code. “That you Olisa Metuh with intend to cause damage to the property of EFCC tore into pieces voluntary statement you made under caution, punishable under section 327 of the penal Code.” The judge will today hear Metuh’s bail application.
Senate condemns renewed attacks on oil installations

on Thursday raised the alarm on the resumed attack on oil installations by the Niger Delta militants, stating that their recent attack on major oil pipelines in Warri had caused colossal damages to the National Integrated Power Projected (NIPP). The Senate said the attack would make Nigeria to lose over 200 million score of cubic feet of gas on a daily basis, which is equivalent to 1000 megawatt of electricity. It also said the attack resulted in the loss of about 1000 megawatts of electricity generated by Gas. Niger Delta militants last week blew up the Abiteye
flow station and Sagara Chevron pipelines in Warri South West Local Government Area of Delta State. The joint Senate Committees on Gas, Downstream, Upstream led by Senator Tayo Alasoadura disclosed this during a briefing with newsmen. The Committees condemned in totality the fresh uprising and blowing up of pipelines in the Niger Delta region. Alasoadura condemned what he described as the unpatriotic act of some vandals who decided to blow up pipelines at this time of national emergency when the dwindling price of oil and the insurgency in the northeast of Nigeria is confronting the nation.

300 NIMASA-sponsored students in Romanian varsity face expulsion

300 Nigerians currently studying in Constanta Maritime University, Romania, on the scholarship of the Nigerian Maritime Administration and Safety Agency (NIMASA), are facing threat of expulsion from the institution over the alleged refusal of the agency to pay their school fees and other sundry allowances. Findings revealed that the young Nigerians have not been able to offset their fees thereby drawing the anger of the officials of the institution who have repeatedly threatened to send them back to Nigeria. Each of the students, who are studying engi-
neering, navigation and naval transport, pays a total of 5,720 (N1.23 million by international exchange rate of 216). The break down shows that each of them pays 4,500 as school fees; 300 as feeding allowance; 400 Euros for accommodation; 220 as stipends and 300 as winter allowance. While the feeding, accommodation and stipends are paid monthly, the school fees and winter allowance are paid once a year. The affected students are in their first, second and third year in the university. One of the students, who pleaded anonymity
for fear of being victimised, told an online news portal, Premium Times that the school authorities have threatened to send them back to Nigeria if NIMASA does not pay the fees and allowances by January 31. “We are stranded, confused and cannot concentrate on our studies based on the unfortunate news of expulsion unleashed to them by the school,” he said. “The school has said that if by 30th of January the school fees are not paid it has no option than to return us back home.” He said the institution’s officials have been trying to contact NIMASA to re-
solve the matter “but no positive response from the agency concerning the future of the students in the school”. He pleaded with the Federal Ministries of Transport and Education as well as the Senate and House of Representatives Committees on Transport to intervene “for the sake of these young Nigerians who are eager to contribute their quarter towards national development”. When contacted, the NIMASA spokesperson, Lamin Tumaka, declined comments, saying she was yet to be briefed on such matter. However, a senior official of NIMASA, who
refused to speak officially because she was not authorised to do so, attributed the delay in paying the fees and allowances to the challenges the agency was facing. The official however assured that the matter was being addressed and that the students would be paid soon. “I’m sure you know the challenges NIMASA is facing; we are trying to sort things out. “We have an acting director general and you know other issues like the TSA (Treasury Single Account) and others. But we have commenced processing of their payment.” NIMASA had sent over
2,500 young Nigerians on scholarship to reputable institutions in the United Kingdom, Egypt, Romania, India and The Philippines to study marine engineering, naval architecture and nautical sciences under the Nigerian Seafarers Development Programme. In 2015, hundreds of the youth studying in Philippines were sent out of their classrooms over the alleged inability of the agency to pay their tuition fees and other sundry payments for their upkeep. However, the then Director General of NIMASA, Patrick Akpobolokemi, had denied the reports of the student’s ordeal.

Philip Shaibu. Daily Times reports that Hon. Shaibu, who is the immediate past Majority Leader of the Edo State House of Assembly, was re-arraigned
in court following a warrant of arrest issued on him last week Thursday over his failure to appear in court by Justice Esohe Ikponmwen of the Benin High Court. The lawmaker is being arraigned in court on six count charge by Independent Corrupt Practices and Other Related Offences Commission (ICPC) over alleged forgery of tax document in 2006. When the accused appeared in court Thursday, the court chamber was however, packed full by government officials who temporarily abandoned their offices in solidarity with the former
State House of Assembly Majority Leader. The state deputy governor, Pius Odubu led the pack of government’s officials, who came to court. Others are Osarodion Ogie, Commissioner for Works; Isimemen Iriogbe, Commissioner for Transport; Washington Osifo, Commissioner for Energy and Water Resources; Jemitola Aanena, Commissioner for Women Affairs and Social Development and Macdonald Obasuki, Commissioner for Arts and Culture. When the six count charge were formally read before
the accused, after the court had set aside the warrant of arrest order, the accused, however, pleaded not guilty to the charges. Justice Ikponmwen, however, granted the accused bail in the sum of N3 million and a surety who must be resident in Benin-City and gainfully employed. The bail was sequence to an application by Ken Mozia (SAN), counsel to the accused and which was not opposed to by Godsson Igbadumhe, counsel to ICPC. The case was however, adjoined to February 15 to 16 for further hearing.

Muhammadu Umaru Jibrilla Bindow of Adamawa state has requested the National Hajj Commission (NAHCON) to allocate more slots to the state for the 2016 hajj. Bindow made the request while receiving officials of the commission who paid him a courtesy visit at the Government House, Yola. He recalled that the state was given 1, 800 slots during the 2015 hajj, appealing to the commission to jack it up to 3000 for 2016. According to him, the
request becomes necessary due to the people’s zeal to perform their pilgrimage. The governor commended the leadership of the commission for its efficient administration of hajj, adding that the commission was steadfast during the stampede that led to the loss of many lives. He also gave an assurance that his administration had concluded modalities for the allocation of land for the construction of a three-star hotel by the commission. Earlier, Alhaji Abdullahi Mohammed, Chairman of the commission said that NAHCON was in the state to condole with the government over incidence of bomb blast and fire outbreak in the state. He said that the commission was waiting for the outcome of the investigation by the Saudi authorities which would convince the bereaved families about the loss of their loved ones.

The House of Representatives has commenced investigations into a petition by aggrieved indigenes of the Federal Capital Territory, Abuja, on the N1 billion financial scandals earmarked for resettlement of indigenes for the acquisition of the Centenary project. According to the petition sent to the House, only N26 million was actually paid as compensation out of the N1 billion approved by relevant authorities for the indigenes who were deprived of their land for the project. In his remarks, the chairman of the committee, Ekweremadu pledged to commence and conclude its review within the time stipulated. The 7th Assembly under the Presidency of David Mark passed the amendment into law but former President Goodluck Jonathan vetoed it over irreconcilable differences between him and the assembly. It is feared that the same scenario may be unfolding now with members of the Assembly divided on party lines over the lingering budget issue.

Scholars to chart new course for democracy in Ibadan Worried by how governments at the federal, state and local government can effectively work to ensure that the people benefit in a democracy, scholars from all walks of life will gather at a conference in Ibadan next week. According to him, the land swap investigation was sequel to the resolution passed by the House, and was aimed at unravelling owners of several undeveloped plots of land and other properties in the highbrow areas of the FCT, such as Maitama, Wuse, Asokoro and Utako. “The House passed a resolution mandating this committee to establish the status of undeveloped plots in high brows areas of Abuja with fully serviced infrastructure. The idea is for the committee to identify such plots and recommend what should be done with them,” he said. “You are aware that when you are given a land, you are also given the terms of development and time frame within which you are expected to develop the plot. “Another issue is the issue of abandoned projects in the territory and to identify such projects and also find out why they were abandoned and suggest measures toward ensuring that such is not repeated again. “Another area is the Land Swap Agreement of the FCT with private developers. There are eight Districts where these land swap arrangements had taken place and we are going to look at all these areas in our investigation,” Hembe said.

Ondo 2016: APC urges leaders to sustain internal Democracy
Kano State Governor, Dr. Abdullahi Umar Ganduje has signed into law, the state’s 2016 Appropriation Bill, assuring that its implementation would commence immediately. The budget, tagged ‘A Peoples Budget for Self Reliance,’ is in the tune of N274.3 billion, with 70 per cent of it devoted to capital expenditure, while 30 per cent was set aside for recurrent expenses. Shortly after signing the bill, the governor disclosed that “it reflects the vision of the administration for diversification of the state’s revenue, with a view to laying a solid foundation for the pursuit of its development objectives”. Governor Ganduje explained that although the budget is coming at a turbulent period in the governance of the state, the state Internal Revenue Service, with its technical partners have convinced the state executive and legislature that with political commitment, the set target would be achieved. Senators while debating the general principles of the budget advised the government to be less dependent on oil resources henceforth, given that oil has been losing relevance in the world economy. ate avenues for diversification of economy, improving revenue generation through effective taxation system, blocking leakages within the agencies that have been generating revenues for Nigeria, fighting corruption and also developing the energy sector, among others. Several senators also harped on the need for effective implementation of the budget, while noting that the past budgets had been failing in Nigeria because of poor implementation patterns. ing that the economies of most developed countries across the world are anchored more on taxation. He alluded to the budget of the United States for 2016, which he said stood at $3.8 trillion, stressing that 54 percent of the revenues to be generated to fund the budget was coming from taxation. Adeyeye recalled that in the post-independence Nigeria, taxation was a major avenue for government to generate funds such that farmers were never allowed to go to their farms unless they produce their tax receipts. He suggested that the government of Nigeria should begin to impose tax on ‘sinful behaviours’
including consumption of alcohol, cigarettes, luxury items, text messages and others. He also advised that while the government should set areas of priorities on budget implementation, it should begin to reduce the cost of governance by way of merging agencies and parastatals which functions have been overlapping unnecessarily. of enquiry on Share/Tsaragi communal clash in Ilorin, Kwara State, as set up by Governor Abdulfatah Ahmed, is a fact-finding one, and not a court of law. Speaking during the inaugural public sitting of the commission in Ilorin, on Thursday, its Chairman, Justice Sulaiman Akanbi, of the state High Court, said that the commission was not out to try, prosecute or deliver judgement on any party. It would be recalled that the two neighbouring communities of Share and Tsaragi engaged in a clash on Saturday, December 19, 2015, while valuable property was destroyed. Akanbi, who said that it had six weeks to complete its assignment, added that it had received 20 written memoranda from interested members of the public. He said that the terms of reference of the commission was to investigate and ascertain the immediate and remote causes of the communal clashes between Share/ Tsaragi; ascertain extent of loss and damage to life and property, following the civil disturbance; determine the conduct of any person, group of persons or associations that, in any way, contributed to violent clashes; investigate and identify persons or group of persons, other than security personnel, who possessed firearms during the civil disturbances; identify any extraneous factors that led to the disturbance; and make recommendations for lasting solution to the issue.

I have been reading about the state of this area from several letters written to me by residents and that was what made me to decide to come and see the state of things for myself. “I will start from where they stopped work previously at Ekoro Road and we will fix the drainage from there to Ajasa here within the next two weeks. We will not stop at that, we will fix the roads also. We are going to fix this road from Command Bridge down to Command and Ikola. “In addition to that, I have listened to one of the leaders in this community. We are bringing schools into this community. One of our priorities for 2016, which we have

Between Jonathan’s Ebola fever and Buhari’s Lassa fever

t the time of writing this essay, Nigeria has lost 44 citizens to the dreaded Lassa fever which like the equally dreaded Ebola Virus Disease is a haemorrhagic fever that spreads easily from one person to another. The two diseases need a comprehensive action plan involving the people and relevant agencies, local and international, and mobilised by government who deploys all resources necessary, to tackle the menace headlong. The Ebola virus which caused a worldwide stir in 2014 and claimed about 11, 000 lives in West Africa alone, can be considered to be more fearsome because of the number of casualties per occurrence and its rapid spread to even Europe and the US. However, with all its threats and spread; with all its fame for defying medicine, thethen Jonathan administration rose to the occasion with total commitment and vigour, mobilising agencies, personnel and other resources; sensitising schools, offices, churches/mosques etc while equipping hospitals and other public places with anti-
Ebola kits and N200million each to Lagos and Rivers States which had reported cases of the disease. The disease could not do much damage to Nigeria contrary to genuine fears and worry expressed then. Although outbreak of the disease was reported in West Africa, precisely Guinea, in March 2014, it did not give the world much concern until it was brought into Nigeria by a Liberian diplomat, Patrick Sawyer. However, with Jonathan’s commitment, drive and approach to the fight the disease, Nigeria still lost only seven citizens, while Europe lost three and the US, 4. However, Liberia lost 4,809, Guinea, 2,536 and Sierra Leone 3,955. Even the World Health Organisation (WHO) commended “...the Nigerian Government’s strong leadership and effective coordination that included the rapid establishment of an Emergency Operations Centre... strong public awareness campaigns, teamed with early engagement of traditional, religious and community leaders, also played a key role in successful containment of this outbreak”, hence, Nigeria was declared Ebola-free on October 20, 2014, only three months after the first reported case. Thereafter, Nigeria had the luxury of even sending health workers to assist other sister African nations affected by the disease. Furthermore, the WHO Country
Director in Abuja, Dr. Rui Gama Vaz, described Nigeria’s exemplary handling of the outbreak as a “spectacular success story.” In spite of all these achievements and accolades for this rare feat, the All Progressives Congress (APC), the major opposition party, tried severally to politicise the issue and distract the Jonathan administration, an issue which resulted in the PDP chiding the APC for politicising what would have been a national disaster irrespective of party affiliation, ethnic background or religious leaning. Then to 2016, and with the outbreak of the Lassa fever which was officially declared by the federal government in January 2016, despite the Minister of Health saying it has been with us for 6 weeks (as at 8th of January, 2016), yet, Lassa fever has killed 44 Nigerians as at January 18, and distracted by the so-called corruption cases deliberately churned up by the authorities as decoy to parry the attention of Nigerians from other urgent national matters. With the death toll of Lassa fever reaching 44 and the possibility of climbing higher, one can only thank God that Buhari and his party, APC, were not in power when Nigeria and indeed West Africa suffered the Ebola outbreak. It would have been a monumental disaster. It is sickening, smacks of gross
incompetence and a display of high level of crass irresponsibility on the part of the present administration to be talking of setting up a National Action Committee to tackle the Lassa fever outbreak nearly three weeks after its emergence. The Action Committee would be inaugurated at an Emergency National Council on Health meeting. Question is what is “emergency” about calling a council meeting over a disease that has been allowed to ravage citizens for so long? Why did it take the intervention of the Senate via its committee on health for the Buhari administration to be talking of a council meeting to tackle Lassa fever? Why did we have to wait for 44 citizens to die before taking action? Why did we wait for Lassa fever to spread to 10 states before waking up from slumber? Surely, there is a lax attitude from government towards the wellbeing of the citizens be it in health, employment, economy, education, social welfare, infrastructure etc. When compared to the progress made under the Jonathan administration against the Ebola disease, one would have thought that Nigeria should only improve on that in tackling any disease of similar trait. But with the Lassa fever saga, it has become obvious; that the “Change” promised during the campaigns is nothing but a charade.

part from institutional leakages where deliberate non-implementation of policies has continued to lead to porosity of public funds; brazen greed of unpatriotic public servants and sheer lust to climb the ladder of societal superiority are elements that have continued to rekindle the flames of corruption in Africa. Beyond these elements however, one behavioural attitude that continues to instill a desire for sharp practices, covetousness and outright fraud from generations to generations is the unholy glorification of looters in our society. We live in a shameful world; cruel and unfair; that neither encourages hard work, truthfulness nor reward perseverance and contentment. We are the only one race in the world that do not outperform each other in terms of development or outdo one another in the area of innovation or advancement, but simply earn a bragging right where the poles of wealthy kinsmen are stuck side by side in a contest of wealth comparison. Few days ago, I was in Abuja and while minding my business, I
overheard argument between two friends. The man on my right (I later got to know) is a kinsman of the immediate past Senate President of Nigeria, Senator, David Mark, while the one on my left hails from Kano State. I was not privileged to the beginning of their discussion, but the bone of contention was ‘Who is the richer between David Mark and Rabiu Kwankaso (the erstwhile Governor of Kano State)?’ I watched in embarrassment how two men who obviously have never had any encounter with the two individuals in question nearly fought on a baseless point of argument. Our society does not only harbour corruption, it also encourages same. Today, President Buhari has renewed the long abandoned war against corruption, an exercise which revelations have left Nigerians gasping for breath and some cursing their maker for being partial in sharing opportunities. But while the battle against corruption reigns, the needed torch to effectively cleanse our country of this cankerworm is to stop encouraging it. Rotimi Amaechi was right when he said that “politicians continue to steal because the people have failed to learn the skill to stone.” An
ordinary ward councilor is expected to use his office, to amass enough wealth for his generations yet unborn. God save you if you are a local council Chairman and you are seen taking public transport after office or still living in a rented apartment. If you are not disowned by family members, neighbours and friends will easily conclude you are cursed. Some say it is a cultural deficiency brewed from our tradition of respect and idolisation of elders in our society, but one question I keep asking is ‘Of what use has this long held tradition be to our development?’ For Nigeria to truly change, it is beyond the Buharis’of this world. Nigerians need to unlearn the ridiculous glorification of criminals and idolisation of common thieves who we have bestowed with the most reverend titles our society has to offer. The criteria for elevation of status in our society must go beyond mere luxuries and intimidating wealth. No man, no matter how highly placed deserves to be treated as a Supreme Lord. Respect must be earned on the platter of dignity, wisdom, truth and sincere humanity. And while we are at this, we should go a step further to learn the act of horsewhipping.
The Bible says in Proverbs 22:15 ‘Folly is bound up in the heart of a child, but the rod of discipline drives it far from him’. Same also is greed, corruption, and covetousness bound in the heart of politicians and public office holders, and the only antidote that stands the test of time is the rod. Nigeria will be better-off when we all equip ourselves with horsewhips at public functions and events, at court premises and hearing, and at media meetings and get-togethers. We can invoke the change we seek in the heart of our politicians when we show actions. Just close your eyes and imagine the beauty of seeing people whipping Olisa Metuh as he leaves the court premises, imagine Sambo Dasuki being slashed by friends and foes instead of adoring his devilish act. Imagine Raymond Dokpesi being made to stoop to receive his share of ‘don’t be greedy’. If disgracing and flogging commonsense into politicians will make Nigeria better, then that we must do. While we stand beside them, trigger-ready to swing back and forth our arms, let us adopt a uniform phrase in that sweaty moment. Something like, ‘Stop killing our country!’

In a statement signed by him, he stressed that the family of the late monarch should also thank God for the life of the man who ensured that peace reigned during his tenure as the Olubadan of Ibadan Land. According to Hon. Oduyoye, “Oba Odulana was a peacemaker, astute administrator, a politician, parliamentarian and an educationist, whose achievements will forever leave indelible marks in the annals of Ibadan history, as well as the country. The company claimed to be in lawful occupation and possession of the ground floor of a building located at 56 Opebi Road, Ikeja, owned by Ashimolowo, but managed by Meridian Properties Limited. The company also claimed that it paid a rent of N1.5 million in addition to agency fees, legal fees, damage deposit, service
charges and diesel surcharge. According to the company, sometime in the fifth month of its tenancy, Ashimolowo came to the property and told the company that he would have wanted a corporate company or a commercial bank as a tenant or better still on the entire ground floor. A year into the tenancy agreement, Style 4 Less Ltd further noted that despite being a sitting tenant, the property manager decided to increase the rent and also demanded some additional fees such as agency fees which it had paid the first time. When the company refused to comply with the new charges, its generator
and electricity lines were cut off. Style 4 Less also noted that despite offering to pay for the service charge and diesel surcharge, it was rebuffed by the property manager. The matter was taken before an Ikeja Magistrate Court, which ordered the reconnection of the power supply, which the property management reconnected, but was disconnected again. It further added that as a result of the office being disconnected from power supply, Style 4 Less Ltd continued to incur huge financial losses as it was impossible to showcase its goods, so as to attract customers.

Fire guts Abakaliki main market Jacob Ogodo Abakaliki

Property worth millions of naira were on Wednesday night at Abakpa gutted by fire at the main market in Abakaliki, Ebonyi state capital. The fire outbreak
which started about 8pm in the night, was however put off through the combined efforts of fire fighters and some sympathizers, including the Deputy Governor of the state, Dr. Kelechi Igwe. The fire which raged for over four hours affected about five buildings
and destroyed most of the shops along Gunning road and Olowere Street. According to an eyewitness, the fire emanated from a spark at a milling section in the market and would have destroyed both flanks of the Gunning and Ojowere lines if not for the quick in-
tervention of men of the state fire service. The Chairman State Emergency Management Agency, Rev. Ephraim Ononye and the Chairman Ebonyi Local Government Area, Mr. Anslem Enigwe, who also witnessed the incident commended relevant agen-
cies for their promptness in responding to the distress calls made to them. The Commissioner for Commerce and Industry, Mrs. Elizabeth Ogbaga expressed sadness over the development and assured the victims that the state government would not abandon them.

The founder of Afe Babalola University, Ado Ekiti (ABUAD), Aare Afe Babalola, on Thursday, urged the new students of the University to always be objective, hardworking and aim high. Babalola, who gave the charge at the 7th matriculation of 1,513 students, said above all, the students should have good morals, saying he decided to establish a university that is unique to show example of how a university should be run. “We intend here to mould good character but I find it difficult to mould character because of the kind of students they have mingled with in the secondary schools. I want you to please attend Parents Teachers Consultative Forum to handle this situation”, he charged. prosecution witness, Mr. Bassey Uket, on Thursday, tendered as exhibit before a Lagos High court, sitting in Ikeja, two dane guns, two knives and charms recovered from the suspects arrested in the investigation of the tortured Ejigbo women. Led in evidence by Mrs. Idowu Alakija, Director for Public Prosecution, Mr. Uket told the court presided over by Justice Oluwatoyin Ipaye, that two cartridge guns, two knives and one expended cartridge were recovered by the police, while charms were also found on the 6th defendant who confessed that the charms were meant for
his personal protection. He further confirmed to the court that he visited the scene of the crime with members of his team led by one ASP Ibrahim. Uket also averred that he recorded the statement of the 1st and 2nd defendant while the statements of others were taken by members of the team. Under cross- examination by defence counsels, Messrs. Olukayode Ademiloye, J.A Basir, Tunji Busari, the witness told the court that there was no video evidence of where the defendant’s statement was being taken and the reason for the absence of any legal practitioner was due to the fact that the defendants did not present any.

No case of Lassa fever in Ebonyi, says commissioner Jacob Ogodo Abakaliki

My uncle did this to me 33-years-old Kunle Adebisi is always at his duty post every week day except Sundays. You will find him at his duty post at the top of the fairly long pedestrian bridge at Anthony bus stop on Ikorodu road (about 1 kilometer from Maryland or Palm Grove. On his knees always, you will find Kunle clutching a broom between two stumps from the wrists, what is left of his hands after a bizarre three days encounter with evil when his parents left him in custody of his uncle. Kunle would not pass for one begging for alms for a living altogether; he has responsibility to sweep and keep the length and breadth of the bridge, courtesy of his employers, the Lagos State Government. Happily, Kunle is a husband to Bose and father of two boys, Ayo (9) and Ope (5) as you read this; but inspite of his achievement, the memory of his uncle’s brutality that made handicap for life is still fresh on his mind. “I was very young when it happened but though I don’t know the exact age, I remember what happened. I was living with my parents at Mile 12 area of Lagos. “One day, my father and mother went to the village and left me in the care of my father’s younger brother who was living with us. He was the one that did this to me.” Recalling that he did absolutely nothing wrong, whatever moved his uncle to do this to him is still a mystery. He went down memory lane: “After my parents left, uncle Wale took me inside the room and tied up my wrists with rope, very tight. When I started to cry, he quickly tied my mouth with cloth so that nobody would hear me. I stayed like that in the room until my parents came after three days. “The rope was so tight that it cut off blood supply to my fingers and palms. Uncle Wale ran away when my parents came back. When they took me to the General Hospital Ikeja, doctors said it was too late to do anything to make my fingers and palms receive life and grow again. This happened in 1990.” Pushing 34 this year 2016, from his calculation of the year of the incident, Kunle would have been about eight years when it happened to him. Was there any reason his uncle advanced to his parents for his action? “I didn’t do anything to him. It was later I heard he had some problems with my father and decided to deal with me when he had the chance. But he ran away before my parents came back. The police looked for him but he

sharing his viewpoint said that the ratio of psychiatric doctors to the nation’s population was worrisome. “Most Nigerians do not believe that they need psychiatrists. They do not even understand what a psychiatry is about. They associate a psychiatrist alone to someone taking care of people with mental problems,’’ he said. Statistics from the World Health Organisation (WHO) Regional Director for Africa, Dr Matshidiso Moeti, revealed that one out of every six African suffers from mental disorder. Corroborating the statistics, Prof. Oye Guruje, a psychiatrist with University of Ibadan, said that one out of seven Nigerians suffered from serious mental disorder. “In Nigeria, one out of seven persons will have serious mental illnesses while one in four persons will have some form of mental disorder; and this is a conservative estimate. “Mental illness is one of the major contributors to disease burden globally; it is the sixth largest burden worldwide and this is much more burdensome than HIV,’’ he said. In the light of this, Prof. Oye Guruje of the World Health Organisation Centre for Research and Training in Mental Health, Substance Abuse and Neuroscience, advised the government to accord mental healthcare

He recalled that the Mental Health Bill which had been in the National Assembly in the last 10 years had yet to be passed into law even though it was categorised as an executive bill. “As of now, there is no modern legislation backing the operation of mental health services except the obsolete 1914 Lunacy Act. “The mental health policy domiciled with the Federal Ministry of Health is moribund and hardly do we find mental health desks in any state ministry,’’ he said. According to Olajide, there is no clear policy direction as to how a sufferer can be treated and no specific budgetary allocation for mental health services. “There are no social welfare services in most states. There is no specific budgetary allocation for mental health services except what is given to the psychiatric hospitals for running and personnel costs; and oftentimes, for capital projects. “Because of this, the traditional healers take advantage of the situation to exploit and abuse both the mental patients and their relatives,’’ he said.
Irrespective of this challenge, Dr Abdulganiyu Olarewaju, a Consultant Psychiatrist at the University of Ilorin Teaching Hospital (UITH), urged the Medical and Dental Council of Nigeria to regulate the activities of traditional mental homes in the country. He noted that the practices of these mental healing homes were unethical and should not be encouraged. According to him, many of the traditional healing homes compound the problems of mental patients because of their crude methods. “Many of the unorthodox practices at the traditional homes are at variance with modern psychiatric practice because they belong in the Stone Age,’’ he said. He called for proper training for traditional healers such as the traditional birth attendants so that they would have the rudimentary knowledge of psychiatric practice. In conclusion, experts insist that government at all levels should commit more funds to the management of mental disorders in the country. They note that deliberate efforts must also be made to further halt the brain drain of qualified psychiatrists in the country and rehabilitate lunatics who are roaming on the streets in major cities across the country.

Judges’ clientele is the Law and only the Law
ÏÏÏ Debate on the connection between law, justice and public opinion is quietly going on in our country. This debate stems from what many articulators view or perceive as this government’s flagrant disobedience of courts orders and the abuse of the judicial process. The Nigeria Bar Association (NBA) and senior members of the inner bar have come out smoking, falling short of accusing this government of tyranny. Nobel laureate Soyinka weighed in late last week and called on the government to respect the adjudicatory and arbitration powers of the courts by respecting court orders. A new but dangerous position has since emerged. That position which insists that judges must seek ways of balancing law and justice with public opinion. In effect what the articulators of this view seek is the exaltation of sentiments and emotion above the law, while the court finds legal justification for this exaltation. This exaltation is radically not different from the exaltation of the plebeians of Shakespeare’s Julius Caesar. Recall how they mistook Cinna the Poet for Cinna the Conspirator. “Tear him for his bad verses. Tear him for his bad verses”, the plebeians cried as they “plucked but his name out of his heart and turned him going”.
Imagine if the plebeians had taken Cinna the Poet before a Roman judge and how the judge would have pronounced the death penalty on the innocent poet on account of the opinion of the plebeians. The finer principles of the law wouldn’t have mattered. All that would have mattered to the judge was the blood-baying cravings of the plebeian mob. Fortunately the law doesn’t operate this way. The law extols the imperatives of justice by turning complaints to what Wole Soyinka rightly describes as the arbitration avenue. Those who insist that judges must seek ways of balancing law and justice with public opinion appear to pander to the growing suspicion of a section of the Nigerian public, which considers the judge and the law as abettors of injustice, as conspirators who help those accused of stealing state resources to walk free from the clutches of state prosecutors, miss the point. The public opinion imperative they seek merely problematizes what is clearly the failings of the administration of criminal justice system, and in a manner in which the public opinion imperative appears as irresolvable questions of whose public? Whose opinion? How can the courts discern altruistic interests in an ethnically and political-

ly divided public opinion space? How can the courts gauge public opinion mobilized and driven by conservative ideological media or social media ownership when judicial precedent demands radical interpretation of the law, or vice versa, for instance? The idea that judges should balance law and justice with public opinion isn’t new. In his highly regarded work, “The Will of The People: How Public Opinion has Influenced the Supreme Court and Shaped the Meaning of the Constitution”, the American scholar, Professor Barry Friedman pushes this idea that “the court fight of 1937 served as the threshold of the modern era and signaled Americans acceptance of judicial review as the proper way to alter the meaning of the constitution, but only so long as the justices’ decisions remain within the mainstream of popular

Friedman challenges the oft-held notion that the court doesn’t represent the public in its judgments thus making it undemocratic, and argues that the courts in their interpretation of the law is subject to a higher democratic authority: we the people! Judges “bend to the will of the people because the court requires public support to remain the efficacious branch of government”, he proclaims. Benjamin Cardozo it was who provided greater clarity to the idea of public opinion influencing the courts: “great tides and currents which engulf the rest of men do not turn aside in their course and pass judges by”. Judges live among us, so they understand the musings and the angers of our streets. Can they then be influenced by public opinion, without someone necessarily goading them? It is very possible they
are, looking at judicial decisions like Governor of Lagos State v Ojukwu, Rotimi Amaechi v INEC & Ors, etcetera. What I see here more or less is what I call, “the challenges of identification”. How do we discern public opinion or public interest choices in the decisions of judges? How do we know that the desires of the streets have been applied by judges to matters before them? How do we discern great tides and currents that do not pass judges by? Can we apply the American experience to our circumstances? Considering how well developed polling data is in the US, how sophisticated the process of gauging public opinion is, and how ideologically sharp the American public space is, it isn’t difficult to see how easy it is for the ideological justices of the Supreme Court to consider the US public opinion imperative. So, it is easier for scholars like Friedman to come to such conclusion. In our ethically and politically divided country, it is very easy for purveyors of ethnic and political interests to monetized the mass and social media to mortgage public opinion. To rely on mass and social media outcomes is to tie the hands of judges, is to introduce uncertainty to the law and to the arbitration avenue. The jury is out on our data polling culture, if the culture truly exists. The articulators of the public opinion imperative demand that judges consider the wider interests of society in their interpretation and application of the law. Oh, well, it’s all good for them. For me, the greater imperative for judges is to keep the rights of
individuals from the reach of the tyrannical majority. The supremacy of the majoritarian tyrants only extends to their evaluative analysis of what the law is and not what the law ought to have or what judges ought to prescribe. When judges deliver their judgments, it is the responsibility of the majoritarians to respect the judgments. No more. Again, I ask: can our judges discern public opinion and apply it to their judgments? My view is this: every judicial decision is influenced by judicial precedent, common law principles, experiences, beliefs and judicial philosophy, if, in our case, we consider the Kayodes Esos, Akinola Agudas, Niki Tobis, Nnaemeka Agus, Obasekis and KaribiWhytes as judicial philosophers whose experiences, beliefs and philosophical views helped to expand the frontiers of our jurisprudence. “Judges’ clientele is the law and only the law”. The only instance judges can give judgments according to public opinion or to reflect public opinion is when such opinion reflects the state of the law. This is the view the Supreme Court expressed in the case of Atiku Abubakar & Ors v Umaru Yar’Adua & Ors (2008) 12 SC (part 11) 1. Public opinion is in most cases built on sentiments and emotion, the Supreme Court stated. I couldn’t agree with it more. Finally, while it is important to engage the public opinion imperative, care must be taken not to render the court to the control of the majoritarian mob- all to strike the balance between justice and our plebeian public.

A day in Lagos booming market of antichrist literature Agozino Agozino Bale road in the boundary area of Ajegunle, Ajeromi-Ifelodun local council, Lagos is just busy with a mileu of people and activity. Beyond the buz, it wears no spectacular appeal though it is in the centre of Lagos metropolis. Only exception is the Exxon Mobil end of the long stretch, which is the popular Malu Road. Walking down the street, there is no assertive signpost to announce the existence of a is growing enterprise in the busy road. But an interesting book business, now attracting customers from far and near, booms there. Around Boundary and environs, the place is known as the Book and Bible Market, a name derived from it’s peculiar business – sale of Christian contemporary religious books. Daily, people beseige the market from several parts of the country. Some even come from as far as Ghana to shop for rare books. A walk into the busy market sat along the street is like walking into a choking embrace of books. But what marks the place out from other such ventures is the collection in the shops (if the majority onthe-floor displays can really pass as shops). The wares are all manner of prophetic literatures, dooms day books, motivational as well as other hybrid publications comprising an array of apocalyptic references to Israel, Jerusalem and the Temple. Nevertheless, it does not take long to notice that the major appeal of the area is a choking, if dopy, preoccupation in a certain antichrist issue. The books serve this in several thrilling guises and they sell like hot cake. Aside the actually fictional but arguably biblical dwell on the antichrist tales there are other catchy threatises that dot on trendy new age preoccupations and commercial literature. From the entrance of the street, one is greeted by a maze of these literatures. The very common titles are many. Beyond the Tim LaHaye and Jerry Jenkins series Left Behind, there are Salim Kibran’s, and Hal Lindsay’s Late Great Planet Earth, Pastor Chris Okotie’s Last Outcast as well as the motivational and bestsellers of Zig Zigler, Napoleon Hill, Barack Obama, Robert Green among others. Biographies as well as do-it-yourself management and leadership titles such as Munro’s In Charge sell heavily among an uncountable array of titles that people request daily. But equally interesting is the content of most of the books in popular demand. For instance, the books that dwell on Israel, Jerusalem and the Temple themes dot on the Arabs vs Jews crisis in the Middle East. Believing that the rebirth of the Jewish State in 1948, and the victory of the Jews in the ‘six-day war’ of 1967, were nothing short of the fulfillment of the end time Bible prophecies, many of the literatures in the market with that thrust reason that the
modern state of Israel is destined to play a significant role in contemporary social, economic and political developments. Investigations by Daily Times show that this is what makes this literatures sell like fireworks. Although many of book sellers may not share the views of the books the fact that the books are on high demands daily makes them stock them in good numbers. And the approach of selling just what people want to read yields profit for the book sellers. According to one of the traders, Mr. Godwin Oko, the business is good for him. And he explains how the populist approach to stocking contributes to the good business. Asked why the overwhelming number of apocalyptic bestsellers, motivational and prophetic literary works, he replied: “Yes, a lot of people like these kind of prophetic books. They sells more than others. The reason is because they points to what is happening today.” The series, Left Behind, for instance, cur-
rently sells like a wildfire spreads in dry season. In content, the book begins from an imagined end-time rapture that left some people behind on earth. Picking up from the rapture, the story focused on those who are left behind when millions of Christian around the world vanished into the air with the strike. According to the tale, those left behind are to face the rule of the antiChrist for the next seven years. The said antichrist is portrayed as a brilliant Romanian named Nicolae Carpathia, a crafty politician with a very charismatic personality. When the secret rapture occurs, Carpathian quickly sizes powers by controlling the United Nation (UN). From there he makes covenants with Israel and establishes a oneworld government. His ultimate aim, being to have the entire world worships him. Featured prominently in this book is the role of the Jews and Jerusalem which the author hint will happen when the said antichrist forms this alliance with the Zionists
in Israel to accomplish his designs. Hence Jerusalem is not just mention but a player in the drama. However, even as the whole tale is very fictional to the level of fantasia, like most of the public-favoured bible and apocalyptic literatures in the shops the fact that the books are selling in large numbers daily is not in doubt. Layehay’ publishers’ series, Late Great Planet Earth, written by Linsday, is another hot-sell publication. In the book, Lindsay, founder of the Moody Bible Institute United States of America, where the late Nigerian Pentecostal clergyman, Archbishop Benson Idahosa was trained. The book also follows the same apocalyptic direction of Left Behind, while adding however that the said antichrist will not only make a covenant with Jews but take over Jerusalem for a literal seven-year period. During the period, according to the book, the antichrist will unleash a kind of hell on the world leading many people to die as a ransom for their sin. Lindsay concludes by linking the said diabolical antichrist with the defunct Soviet Union (USSR), dubbing the parley “Gog and magog.” Even as the book’s argument that the Soviet Union will one day attack Israel and kick off a war that will drag the world to a kind of Armageddon which will end everything, appears outdated since USSR collapsed in 1989 however, people still buy the book in teeming numbers. The book sells. Similarly, Okotie’s Last Outcast, published 2001, still get several orders in the market. Uba however noted that one of the biggest challenges to their business is that over-zealous members of non-Christian religions tend not to be comfortable with seeing large number of Christian books on display. Mr. Basil Umunnakwe of Co-operative Ventures explains the attraction of their location. “What I think that makes people come here from all over the country to buy the books is because they believe that the materials contain the truth. I will not lie to you. I have been in this business for long and we have people coming here even from Ghana,” Umunnakwe said. But he would not be categorical on whether he believes in the content of the books as “such doesn’t matter, but to spread the books.” From Okochi Anthony and Anthony Ogbuehi of Tonex Organisation, Daily Times learnt that the business booms because it serves prophetic content which most members of the society are easily drawn to. “Nigerians patronise the books more. Especially, because of the predictions they make. Indeed, people want the truth. But they also want it served in a thrilling manner. That is why you see that these books sell, any day,” Ogbuehi said.

Last week was for a unique art exhibition in Lagos as a United State-based returnee Abe Ogunlende mounted his first solo exhibition in Nigeria. The one week display which held at the Eko hotel, Lagos was entitled Culture Shock . The show was a big opportunity for the artist to displays his works to the Nigerian public for the first time. With over 30 pieces which were displayed, the works examines some of the artist’s studio traits. The Lagos born painter though based in US, produced the works in in his studio in America. They were eye catching works rendered in attractive colours. Showing that he’s not just a painter, but also working towards establishing himself in the country’s art scene, Abe left no one in doubt of his creativity and nuances in mastering his brush . “The works highlights themes of everysay living. I though about capturing issues such as people faced with leaving the country and returning home after a period of time. Being witnesses to the diverse change and growth in the culture, I deciced to potray these in many of my works. I also have other issue in my painting paintings’’ said Abe. HAN Eagles wide midfielders Osas Okoro and Prince Aggreh are ahead in the pecking order of Ezekiel Bassey, who has been nicknamed ‘Hazard’ by Enyimba fans after the Chelsea star. “Bassey is highly thought of by the coach (Sunday Oliseh), but he did not pull his weight during training camp in South Africa,” an official revealed. “Osas Okoro and Prince (Aggreh) are currently ahead of Bassey as the wide midfielders in the team’s 4-2-3-1 formation. “But the team believe that when he gets his chance at the CHAN, he will explode.” Bassey has been tipped as one of the stars to watch at the 2016 CHAN in Rwanda after his dazzling footwork helped Enyimba to a seventh league crown in November. The former Akwa United star was also capped by the main Super Eagles, making an instant impact on his debut when he caused a foul from which Nigeria scored a second goal against Swaziland in a 2018 World Cup qualifier last year.

he Super Eagles of Nigeria will today battle the Carthage Eagles of Tunisia in their group stage second leg tie of the ongoing Africa Nations Championship (CHAN). Dubbed the ‘The battle of Eagles’ by soccer pundits Nigeria started their CHAN campaign on the right foot with a comfortable 4-1 over neighbors Niger in their Group C opener. CHAN 2011 champions, Tunisia, blundered in their 2-1 lead against Guinea who equalized late in the second half in their opener. Therefore, they will be desperate for their first three points of the tournament and with striker Ahmed Akaichi in top-form with two goals against Guinea; Nigeria defence must be alert of the Tunisian’s speedy and skillful strikers. Nigeria’s attack is also a force to be reckoned with; Sunday Oliseh will probably start striker Chikatara who despite entering as a substitute during Niger match, scored a hat-trick in the second half. Prince Aggreh and Osas Okoro will provide support from the flanks. Meanwhile, any of the two teams in today’s cracker have been tipped to win the CHAN 2016 and it is expected that the match will live up to expectation.

n impressive attacking display by DR Congo saw them beat Angola 4-2 in a thrilling sixgoal encounter in their CHAN 2016 Group B encounter on Thursday. DR Congo took the lead in the 8th minute following a corner kick. A header towards the far post saw Angola’s keeper fumble the ball under pressure and the ball spun off his back and back into play
from which Nelson Munganga pounced and poked home the game’s opening goal. Just a few minutes after the goal, Angola came close to a leveller when a cross reached captain Osvlado only for him to slice his shot off the side of his boot from a very good position. DRC went 2-0 ahead after 18 minutes when Meshack Elia volleyed home from close range. Inside the danger area, Meshack first mis-hit a volley, but the ball landed kindly for him to have as
second attempt and this time he buried the volley. It was 3-0 after 38 minutes when Jonathan Bolingi cut inside from the right and onto his left foot, then he fired at goal but the should never have gone in at the near post, but poor goalkeeping from Mavanga saw the ball slip into the net. DRC had a few more chances to take the score even higher late in the half but a combination of poor decision making and misdirected shooting saw the chances wasted. Ten minutes into the second half, Angola had a shot on goal after good work by Yano. But Matampi made a good save low at his near post. In the 65th minute, DRC nearly fond goal number four as Baometu cut inside Miguel on the right wing and powered his way toward goal, but his strong shot at goal was well saved by Mavanga. With fifteen minutes to go, Angola pulled a goal back through Gelson Dala. Angola created a wonderful attacking move that sliced open the DRC defence and Gelson finished expertly with his left foot.

The Menas were hammered 4-1 by the Super Eagles of Nigeria in their opening Group C game at the Stade Regional Nyamirambo on Monday afternoon. Zakari Adebayor Victorien Adje pulled one back for Niger in the 80th minute. However, Nigeria scored twice in the remaining minutes to seal a 4-1 win. Niger head coach Francois Zahoui is wary of facing another West African side Guinea, but he is hopeful of making amends against them. “We want to try and make amends in our next game, but let’s remember that Guinea are a very aggressive team,” Zahoui said. “But we will learn from our mistakes against Nigeria and try to give our best performance as it is a tournament not a league,” he concluded.”

Guardiola: I can handle Bayern finale pressure
arcelona defender Javier Mascherano has released a statement in which he says he has reached an agreement with Spanish authorities concerning charges of tax fraud. The Argentina international appeared in court in an effort to avoid a custodial sentence being handed down as a result of two counts of tax evasion. Mascherano had failed to declare earnings in 2011 and 2012 which amounted to €1.5million. Reports emerged in Spain earlier on Thursday to suggest that Mascherano had been handed a year in prison and a significant fine but the former Liverpool man says an agreement has been reached with the Treasury which gives him “peace of mind”. Similarly, Buhari announced the sum of N1.2 million for each of the wrestlers who won bronze at the 2015 World Wrestling Championship, while their coaches got N600, 000 each. In the same vein, members of the male National Basketball team, D’Tigers, who won the gold medal at the Afro-Basketball Championship last year in Tunisia were rewarded with N600, 000 each, while their team officials got N250, 000 each. International Monetary Fund (IMF) has begun a selection process for the next managing director of the Fund following the pending expiration of the tenure of the incumbent, Ms. Christine Lagarde on July 5, 2016. The Dean of the Executive Board of the IMF, Mr. Aleksei Mozhin, made the following disclosed this in statement on Wednesday. According to him, I am very pleased to announce that the Executive Board has adopted an
open, merit-based, and transparent process for the selection of the Managing Director, similar to the one used in the previous round. “Individuals may be nominated by a Fund Governor or Executive Director. Like we did in 2011, we aim to reach a decision by consensus,” he said. NUPENG raises alarm over IOCs global downsizing Plans to lay-off about 18,500 workers by International Oil Companies (IOCs), Chevron and Shell, globally is causing great concerns to The Nigeria Union of Petroleum and Natural Gas Workers (NUPENG). In a statement signed by the National President of NUPENG, Comrade Igwe Achese states that it is a sack too many, as oil workers in Chevron Nigeria and Shell will be affected. The union warned that it may be forced to embark on industrial action if the Federal government, through the regulatory agency, NNPC fails to stop Chevron and Shell from sending oil workers in Nigeria to the unemployment market. The union described the sack threat as alarming which is due to the dwindling oil prices in the international market. In its argument, NARTO posited that the terminal was designed for container handling and not for petroleum products, hence it will be advisable for the shipping companies to acquire the facility for truck holding bay. Nigeria will have to devalue in 2016 — S&P Ratings agency Standard & Poor’s reiterated on Thursday that Nigeria will have to devalue its currency, saying it expected this to happen at some stage in 2016 and in gradual adjustments. Investors have seen a devaluation of the naira as long overdue for Africa’s largest economy and biggest oil exporter, which has been battered by the tumble in crude prices. Despite growing pressure, Nigeria’s government has kept the naira pegged at around 198 to
the dollar on the official interbank market, while restricting access to dollars. “Their line has been to try to hold it as much as possible, and they are trying to continue that policy...alongside the restrictions on imports as well,” said Ravi Bhatia, Director of Sovereign and International Public Finance at Standard & Poor’s. “But at some point they are going to have to move, but I think they are going to try and do it incrementally and not (in) big
jumps,” Bhatia told reporters in a briefing, adding he expected this to happen in one or two increments. Nigerian non-deliverable currency forwards, a derivative product used to hedge against future exchange rate moves, indicated markets expected the naira exchange rate at 265.00 to the dollar in six months time, and at 284.00 to the dollar in 12 months’ time. Brent crude accounts for about 95 percent of foreign earn-
ings. A devaluation would only go some way to improve Nigeria’s situation, said Bhatia. “It will help a little, but the problems aren’t going to go away - there is no easy avenue for them really,” he said. He saw government talk of shifting to non-oil revenue as “overstated” and not easy to do. “(Nigeria) is going to face a very tough year in 2016.” Earlier in January, the naira hit a low of 305 on the parallel market.

He explained that a credit reporting system comprised of the legal, regulatory and institutional arrangements put in place to deal with the information asymmetry inherent in credit and related financial transactions. WorldRemit, the global money transfer app, has partnered with Skye Bank Plc to offer instant money transfers to Nigerians. In addition to its same-day bank transfer service, the financial technology company now allows people to send money to more than 140 cash pick up locations in the country instantly. In a statement, the firm said people in more than 50 countries could use the app to send money to Nigeria and recipients could collect money instantly from 140 branches of Skye Bank. It said WorldRemit customers currently send over 400,000 transactions monthly. The technology firm said Nigerians in

AfDB identifies priorities areas for Africa’s transformation African Development Bank (AfDB) has said it would focus on five priority areas to advance Africa’s transformative agenda over the next 10 years. AfDB President, Akinwumi Adesina, said these areas are to light up and power Africa, Feed Africa, Integrate Africa, Industrialize Africa, and improve the quality of life for the people of Africa. These five areas, which are in line with the Bank’s Ten Year Strategy, have been termed the “High-Fives,” serving as a blueprint for African countries to embark on a course of sustainable transformation. Against the backdrop of this
10-year transformative agenda, the bank’s statistics department has developed several innovative tools, as part of its Africa Information Highway (AIH) initiative, which will enable the Bank to monitor and disseminate information/data on the performance of African countries in the High Fives priority areas. One such tool is the High-Fives application, which can be accessed on the Bank’s AIH Open Data Platform. The application is specifically focused on tracking progress of individual African countries in these five priority areas, thereby creating opportunities for any necessary and timely
corrective action. Through the High-Fives application, users can access a wide range of priority-area development data compiled from multiple international and national official sources. They will also be able to perform visual data comparison across time and countries. “What makes the application unique is its ability to provide the Bank with the facility to easily track comparative progress for different indicators coming under the High-Fives at national and sub-regional levels from their mobile devices,” said Charles Lufumpa, Director of the Bank’s Statistics Department.

She added that, “there is no doubt that the new administration is confronted with a huge financial burden partly caused by the reduced federation revenues which have been largely sourced from the proceeds of crude oil sales.” Dankaka noted that the reduction in global oil prices is not expected to reverse at least in the short run, urging the need to diversify the economy towards improving other sources of revenue. She said, “One key sector which offers great potential in achieving this is the solid minerals sector. There is need for a number of steps to be taken by the present administration to achieve the desired result. This includes the need to have a well-established transportation network that will support the movement of equipment to mining sites and the evacuation of minerals for sale and export. This can only thrive when we have a developed infrastructure.” However, she pointed out the need to sustain and complement the efforts by the previous administration and the present in terms of security, encouraging every state to invest in domiciled solid minerals either as a sole investor or in partnership with private investors with revenue accruing entirely to the state while taxes and royalties accruing to the federal government.

Stock market report Stock index rises by 1.51% Equity market gained for the second consecutive day this week as the NSE All-Share Index ASI appreciated by 1.51percent to 23,686.67 points, compared with the appreciation of 3.91 percent recorded on Wednesday. This shows that Year-to-date (YTD), the Index has depreciated by 17.30 percent. The appreciation in the index can be attributed to gains recorded in the share prices of FBN Holdings, Nigerian Breweries, Zenith Bank, Nestle and Guinness. In this same vein, the market capitalization appreciated by 1.51 percent to close at N8.15trillion, compared with the appreciation of 3.91 percent recorded yesterday to close at N8.03 trillion. The total value of stocks traded on the floors of The NSE yesterday was N3.64 billion, which represents 130.09 percent from N1.58bn traded the preceding day. The total volume of stocks traded
was 476.14 million in 5,398 deals. The three most actively traded stocks were: FCMB in which investors exchanged 125.77million shares, Zenith 58.18million shares and Transcorp 44.65millon shares. Nigeria’s economy: The road to recovery Kemi Adeosun To start by saying that the Nigerian economy is challenged is stating the obvious, but it is nevertheless, a very necessary statement especially at this period of our economic history. For an economy dependent on oil for 70 per cent of government revenues the 12 year low in oil prices, the downward revisions to the global outlook and the re-ordering of the global economy are ominous signs. It is instructive to understand how we arrived at this point. Indeed, we failed to put our house in order when we had the opportunities in the past. It is therefore important for us to understand why we fell in order to ensure that the lessons are learnt and for us to sustain the current mantra of “never again.” For years, oil prices were at historic highs and at US114 per barrel, we spent. Government spent; people spent and our economy seemingly “grew” but this growth masked many vulnerabilities. There were consistent warnings about the volatility of oil prices and the need to diversify our economy to support our huge population. Whilst we paid lip service to this need and extolled the potentials of many sectors, we did not plan adequately to ensure that we worked towards this. As long as the oil gushed and the dollars flowed, we spent and even when prices fell, as in 2008 during the global slowdown, we continued spending, burning through our cash reserves in the hope of a future oil price recovery. Now that prices have fallen and the outlook is that prices will be “lower for longer,” we are forced to critically evaluate exactly what we spent our oil proceeds on. As we all now know, the “first line charge” went to those who simply treated the treasury as their personal funds and corruptly enriched themselves with seeming impunity. With what was left, we built a massive public sector engine at both national and state levels as a solution to unemployment rather than encouraging the private sector to create jobs by improving the investment climate. As a result, we travelled, we trained, we printed and published, we articulated policy, we launched, and we lunched. Indeed we undertook every economic activity that costs money, but we did not plan adequately. The results are painfully obvious for all to see and need no repetition here. Sadly, unlike the Saudis who have

an estimated US$800M in cash reserves or the Emiratis who have built Dubai and reordered the regional economic dispensation, we have very little to show for our oil resources. We have a massive infrastructure deficit, huge unemployment and no fiscal savings to buoy the economy. The silver lining behind the present gloomy cloud is that our challenges have presented us with a “unique opportunity and we must seize it”. Having taken this much economic pain, we have to reposition ourselves, and resist the temptation to do what we have so frequently done in the past- taking the easy route. Under the clear moral leadership of a President who believes in the best for Nigeria, we must refuse the lure of the short term pain killers and take the real medicine that will give us a permanent solution. Our focus is to stimulate the economy by the implementation of the draft 2016 budget. Our economic strategy is therefore built on four pillars and these are: *To stimulate the economy and achieve a real GDP growth rate of 4.2 per cent in 2017 *To reduce the cost of governance, extract efficiencies in public service and enhance revenue collections *To increase government expenditure on infrastructure i.e. Transport, Roads, Housing and Power with a view to achieving a substantial increase in gross capital formation and;
*To fund the budget deficit and the negative trade balance in a cost effective and efficient manner, which will keep us within the acceptable debt sustainable ratio that is expected of most emerging economies. The sharp fall in the price of crude oil in 2015 has led us to adopt a multi-prong fiscal strategy aimed at achieving consolidation in the public finances, enhancing fiscal revenues and restoring the credit worthiness of the country. This is based on our commitment to the Keynesian model of countercyclical budget and spending to engineer a recovery in the slowing GDP growth of 2.34 per cent and to forestall the remote possibility of a recession in Africa’s largest democracy and economy. The budget of 2016 is based on a number of base case and realistic assumptions with built in flexibilities to deal with oil price volatility and shortfalls in estimated revenue stream. Our main macroeconomic objective is to use a government expenditure-led growth strategy in 2016, combined with a stimulant approach based on injections of more efficiently collected revenues and blocking of leakages. The combination of these fiscal injections will have a catalytic multiplier effect on the GDP growth rate. The budget deficit is estimated at 2.2trn or 2.16 per cent of GDP based on an estimated benchmark oil price of $38pb. In view of present realities and the dy-
namics in the global oil markets, we have braced ourselves for the probability of a further decline in oil prices. Even though we believe the average price of oil in 2016 will recover , we have developed a shadow budgeting process with tactical responses to build in the flexibility in our borrowing needs. This way, we will not undermine the fundamental principle of the economic stimulus model used by countries facing a contraction in economic activities and growth. As stated earlier, the present economic predicament where Nigeria is operating at sub-optimal levels, with a gap of four per cent between potential and real GDP growth can be traced back to waste, inefficiency and plundering of the Nigerian Treasury over the years. Our focus is not on looking backwards but to work our way out of the economic slowdown without creating a financial crisis. In the light of the 25 basis points increase in U.S. interest rates and the risk of reversal of capital flows, we are witnessing a decline in investment flows into Nigeria further exacerbating the external imbalances arising from the oil price shock. A very valid question being asked is ‘what are we going to do if oil prices fall further? We are firmly committed to the countercyclical budget expenditure model. Therefore we will not reduce our investment in infrastructure i.e. Transport, Roads, Housing and Power. Our deficit will expand by N0.8trn to N3trn, which will be 3per cent of GDP. This is still within the comfort zone for the international rating agencies. In 2008/09, our budget deficit expanded to 3.2per cent of GDP when the price of oil fell precipitously from approx. $130 to as low as $38pb. The deficit of 3.2per cent of the GDP in 2008 was in spite of the huge buffers of $22bn in the excess crude account and $53bn of External Reserves. Therefore an expansionary fiscal policy was used effectively during the last global crisis. This time our buffers are much smaller but we are even more determined to ensure that the economy does not slip into a recession. ‘ Our total borrowing expectations are now at N1.8trn. We hope to raise approximately $4.5 -5bn from multiple external sources. This includes multilateral agencies, export credit agencies and we are also planning to tap the Eurobond market. We are optimistic that we will receive the
desired support after we adopt and implement a progressive economic reform agenda. In addition to the fiscal steps already outlined, there are numerous initiatives in a variety of sectors notably petroleum, manufacturing, solid minerals which are expected to create an enabling environment and attract foreign direct investment and portfolio flows and stimulate local investors’ interest. Another key question borders on how monetary policy complements our fiscal strategy. We are confident that there will be greater coordination of fiscal and monetary policy. The monetary policy framework adopted by the Central Bank and driven by the monetary policy committee is based on an implicit inflation targeting with a band of 6-9 per cent. The nominal anchor is the monetary policy rate, which has just been reduced to 11 per cent p.a. This is 140 basis points higher than the inflation rate. The contentious issue of the exchange rate policy that will complement the fiscal policy of this administration will be a product of determining the real equilibrium exchange rate path of the Naira. The Finance Ministry expects that the monetary policy authorities will be in a position to determine the steps required to put the currency in equilibrium after considering a number of variables. This will include but will not be limited to our terms of trade and elimination of waste, corruption and rent from the fiscal space. The monetary policy authorities will continue to use the necessary tools to reinforce our fiscal strategy to ensure monetary stability at a time of recovery in our economic growth trajectory. Our fiscal strategy is vulnerable to certain risks, which are known to us. The most potent being, as I earlier mentioned, an extended period of lower than expected oil prices. In the event that this occurs, we will bridge the revenue shortfall by sale of non-strategic assets and increasing the participation of the private sector in delivery of key projects. By pulling together to implement this budget, we will be doing at US$38 dollars a barrel what we failed to do $114 and above. It is an ambitious strategy but it is attainable. We may well feel the current discomfort for a little longer than we would prefer, but the long-term effects are potentially transformational.

Senator Fatimah Raji-Rasaki celebrated her 60th birthday on Friday, January 15, 2016. Senate President -Bukola Saraki, Governor Abiola Ajimobi of Oyo State and wife -Florence, Minister, Solid Minerals Development, Kayode Fayemi, Senator Dino Melaye others were all present at the impressive gathering. Her husband, former Lagos State Governor Brigadier-General Raji Alagbe Rasaki (rtd) supported her all the way.

Last Wednesday, January 20, 2016, the multi-purpose hall of Hilton Hotel, Ile-Ife, Osun State was filled to the brim in celebration of the 2016 Miss Oodua. The event that started with an opening prayer saw contestants coming out in different styles and attires. Some of the dignitaries that graced this year’s event included; Actress Rose Odika, Mr. George Semeko, Hon Lekan Ijiwoye, Mrs Folake Aremu, Mr Muyiwa Oshinaike, Mr Wale Adewale, Mr Abiodun Abdulahi, Area Commander of Ife, Mr. Paul Odama, Chief Kayode Olaiya, Miss Olaide Tosin and Yomi Fash Lanso
Ooni of Ife and Arole Oodua, His Imperial Majesty, Oba Adeyeye Enitan Ogunwusi, Ojaja II, received the death of Olubadan of Ibadan land, Oba Samuel Odulana, Odugade I, with a rude shock. He left this world when the entire Yoruba race needed him the most, especially now that the long overdue unification of the Yoruba traditional rulers and the race in general is gradually gaining momentum, the Ooni said, in a condolence. “The departed Olubadan has indeed secured God’s heart while on earth for he lived substantial part of his life serving the good people of Ibadan, Yoruba land, Oodua race, Nigeria and humanity in general. “As a public servant, Ibadan traditional chief, Yoruba leader of thought and finally as the revered king of Ibadan which remains a
pride of House of Oduduwa, Oba Odulana was exemplary and he distinctly raised the bar of good leadership among his subjects. “I will personally miss him and he would have played host to Ooni and his entourage; during my unity tour to all Yoruba Obas and leaders of thought which I commenced a couple of days go with the visit to Alaafin of Oyo, Oba Lamidi Adeyemi. “Ile-Oodua will miss him for his love, respect and support he always demonstrated to us in Ile-Ife. Yoruba race will miss him for his unquantifiable contributions while serving as a senior public servant of the then Western Region and he will surely be greatly missed as a thorough bred descendant of Oduduwa. May his departed soul rest with the King of kings”, the Ooni said.
