Editorial FG and Concurrent Legislative list
I
t is incontrovertible that one of the factors that put Nigeria at the brink of a failed state is the willful bastardisation of the structure of Nigeria and the principles of federalism by successive military regimes and maintained by the civilian governments. Without the opinion and consent of other stakeholders, the military created more states, local governments and federal constituencies to enable a section have surplus and be better placed to have more statutory revenue allocations and majority votes in the national legislature. Of course, there has been groundswell of discontent from other marginalised sections of the country on these critical factors in the governance of the country. Those marginalised had hoped that with return of democratic governance, there would be proper restructuring to engender equity, justice and fair play. Unfortunately, the departing military oligarchy attached an apron string, which made it impossible for the emergent civilian government not to tamper with the lopsided political structures. One of the crucial facts borne out of palpable ignorance of the concepts of governments like democracy, federal and unitary systems, was that these concepts have underlining principles which emanated from gathering of data, analysis and synthesis of data, hypothesis and theories. It stands to reason that when the underlining principles are applied in each case, the outcome is predictable; and when they are violated, the consequences become disastrous. This is the primary and proximate cause of Nigeria teetering at the brink of a failed state. Nigeria’s founding fathers at independence were sufficiently aware of these underlining principles and consciously chose federal system
of government based on land mass, diverse ethnic groups, cultures, religions and perception of life. Consequently, there was a true Federal/ Republican Constitution with proper items in the legislative lists to enable the federating regional governments have a measure of autonomy to meet the yearnings and aspirations of their people for development. There was healthy competition among the regional governments in development as each explored and exploited the vast mineral and natural resources within their respective areas and remitted an agreed sum to the federal government for the administration of foreign affairs, defense, immigration and customs. It is lamentable that the Federal Government deliberately bastardised the Exclusive Legislative, Concurrent Legislative and Residual Legislative lists to pander to the vaulting ambition of a section of the country to lord it over the others. Centralised governance led to the intimidation of state governments over the items in the Concurrent Legislative list. The Federal Government does not need to operate all the present MDA’s like agriculture, health, education, commerce and industry, prisons, solid minerals, power, housing works; and agencies such as FRSC which usurped the motor licensing, plate number and driving license from the board of internal revenues of state governments. That is why the Federal Ministry of Agriculture has become a tool of Fulani herdsmen, which is impressing upon it to use public fund for importation of grasses, nutrients and other medicals; in addition to sponsoring a bill to develop the so-called “grazing reserves”. We are therefore calling for the restructuring the country to reinvent true and fiscal federalism in order to put a stop to these aberrations.

Aguiyi-Ironsi: Remember him? Agozino Agozino
ÏÏÏTalking of things that won’t
go away, I remember today the late Major General Thomas Umunakwe Aguiyi-Ironsi, the late supreme Commander and Colonel Adekunle Fajuyi, military Governor of the Western Region, two of Nigeria’s finest statesmen. I don’t know how many times I have read the book Julius Caeser. It is one of the compelling works of William Shakespeare. What I find interesting about the book is that it is very relevant material for Nigeria’s history as it was for the political story of the old Roman Empire. It was the story of tragedy and betrayal. As a young secondary school student, it was fashionable to memorise verses of any book one had read. Not only as a sign of scholarship, but also serves as a means of intimidating non-literary students of any gathering. One of the most memorised verses in the Julius Caesar was during Caesar’s assassination at the senate by the group of conspirators among them Caesar’s trusted friend, Brutus. When Caesar was being stabbed by the conspirators and seeing his friend Brutus among the crowd turned to him but only for him to be stabbed by Brutus and at this, Caesar out of surprise reeled out “et tu brute” which means “even you Brutus” murdered me. Friday this week marks exactly 49 years after the bestial killing of this two statesmen who were slaughtered the Roman Julius Ceaser way, by the so-called officers especially one of them who was supposed to provide them with security. On July 29, 1966 a mutinous troops led by Theophilus Danju-
ma abducted General Ironsi from the Western Region state house, Ibadan with his host, Adekunle Fajuyi, military Governor of the Western Region. And both were later reported dead. Commentators have rightly said that Nigeria is a country where it pays no body to be patriotic. Whenever a mutiny occurs against an existing political order anywhere in the world, it is usually for the major beneficiary to either be the leader of the mutineers or a co-conspirator. But Ironsi and his host was neither the leader of Major Chukwuma Kaduna Nzeogwu-led mutiny of January 15, 1966 nor conspirators who were said to be driven to free Chief Obafemi Awolowo from Calabar prison. The sad truth is that two patriotic leaders were bestially slaughtered by revengeful army for the cause of a united Nigeria and today their murderers are the beneficiaries of a united Nigeria. For about six months, AguiyiIronsi ruled Nigeria with a purely nationalistic spirit. His promulgation of Newspaper Decree No 2 of 1966 was a triumph for press freedom. He made laws on the public order and state security aimed at de-emphasising ethnic nationalism and militancy. Aguiyi-Ironsi’s brutal murder whilst dialoguing for Nigeria’s unity, the ethnic nationality question has never been addressed but merely suppressed. General Aguoyi-Ironsi did not did not get involved in the lucre of self-enrichment that was elevated to an art. To Nigerians, it was his ‘mistake’. His widow, Victoria, was a First Lady that never floated a multi-million pound ‘pet project’ with the ostensible objective of bettering the life of the rural women, support the family or caring for the child which are false pretense and pseudonyms for selfenrichment today.

support of officials of the National Agency for Food and Drugs Administration and Control (NAFDAC). These allegations were made in a release issued by Erisco Foods Limited and signed by its President, Chief Executive Officer, Chief Eric Umeofia, a copy of which was made available to the Daily Times. According to Umeofia, a serving minister is also frustrating efforts at enhancing local production of tomato paste with preference for importation of fake and substandard products. The statement read in part: “We (Erisco Foods) presently produce at below 20% of the install capacity of our plant as a result of the actions of tomato paste import cabals including some Indians, Lebanese, Chinese and unpatriotic Nigerian importers that bent on killing our people and economy by importation of substandard tomato paste into Nigeria with the support of NAFDAC, some unscrupulous civil servants and a minister that re-
fused to honour our factory tour invitation to come and confirm our claims on the production capacity of our tomato paste processing plant with Nigerian fresh and dry tomato from our farmers. “This same minister also turned down our request to give us a date for us to visit him in his office and update them on the capacity of our tomato paste processing plant and our tomato innovation technology that directly use fresh/dried tomato as raw material to produce tomato paste, first of its kind in Nigeria and Africa, yet they are claiming that Nigeria cannot meet our simple tomato needs just to please their foreign collaborators and partners in their cabal’s planned project to deceive and discourage Nigerians and Government to believe in their bad motives while the Indians and Lebanese that import the tomato paste that NAFDAC has confirmed that more than 91.1% of them are substandard/fake, and also China that produces same never eat the same quality of tomato paste in their countries.”
Erisco Foods therefore called on the Federal Government to sit up and immediately save Nigerians from impending harm of NAFDAC officials and collaborators, so as to allow local manufacturers function optimally. The company also said that it has brought fresh and dried tomatoes worth over N4 billion from the hands of Nigerians tomato farmers. At the facility tour of the company last weekend, trade unionist and member of the National Executive Council (NEC) of the Nigeria Labour Congress (NLC), Comrade Issa Aremu, lauded the giant stride of Chief Umeofia, especially in enhancing local production of consumables whioch is one of the cardinal objectives of the present administration. Aremu, who called on wellmeaning Nigerians and the Federal Government to support Umeofia’s manufacturing ideals, also commended the entrepreneur for giving employment and means of livelihood to thousands of Nigerians thus helping to reduce crime in the nation.

he had predicted that former President Goodluck Jonathan would be defeated in the presidential elections. He equally dismissed as ‘baseless’ claims that he fell apart with Jonathan over the latter’s refusal of his request for oil well.
Mbaka, who spoke through his media aide, Barr. Maximus Ike Ugwuoke on the sidelines of the activities ahead of his 21 years priestly ordination anniversary said he would not regret the 2015 change prophesy despite the current sufferings Nigerians were experiencing.

Plan to tackle economic crisis credible – Adeosun Lateef Ibrahim Abuja
ÏÏÏThe
Minister of Finance, Kemi Adeosun has said that ‘diversifying and repositioning’ Nigeria’s oil-dependent economy, which has been said to be in its worst crisis in decades, will bear fruit. She stated this in an interview with the London-based Financial Times newspaper published in its online edition on Sunday. According to the Financial Times, many economists believe policies adopted by the central bank during the first year of Muhammadu Buhari’s presidency exacerbated the problem.
Gross domestic product shrank 0.4 per cent in the first quarter while second-quarter growth figures — expected this week — are expected to reflect a deepening crisis due mainly to lower oil receipts amid militant attacks in the Niger Delta. However, the Finance Minister, told the Financial Times that the government did not dispute the IMF’s forecast last week that the economy would contract 1.8 per cent. “We’re simply saying that we have a very credible plan for dealing with the challenges we are facing, which we’ve been very honest about,” she said.
Although Ms Adeosun thinks “there is still a long way to go”, the government is convinced that “diversifying and repositioning” the oil-dependent economy will bear fruit. Part of that diversification includes the agricultural sector, where a boost in output is expected this year. “Aggressive” management of food price inflation, which includes low cost loans to farmers and improved distribution of fertiliser, will help bridge the shortfall in oil revenues. The Buhari administration’s strategy also envisions heavy spending on infrastructure projects to jump-start growth.
Ms Adeosun, a former investment banker, said the delayed passage of the 2016 budget had stalled the start of those projects to the fourth quarter. By then, she said, Nigeria would have secured funding from abroad for the record N6.1tn ($21.4bn) budget, quashing concerns that funding would not be available in time for the projects to begin this year. The central bank’s decision last month to remove a 16-month-old peg on the value of the naira is the signal that international lenders, including the World Bank, have been waiting for, she added. Chairman of the House Committee on Appropriations, Abdulmumin Jibrin, has reiterated that allegations of budget padding leveled by him against the Speaker, Yakubu Dogara, and other principal members should not be taken as an attack on the House as an institution, just as he made four fresh startling revealations. In a statement he personally
signed and released to the media on Sunday, Jibrin gave details of how the process of screening the 2016 budget by the appropriations committee was hijacked by Dogara and a cabal within the House. According to him, the relationship between him and Dogara turned sour long before the budget padding issue came to the fore. He further said ‘The other members of the body of principal officers were to the best of my knowledge completely excluded from
decisions on the 2016 budget and the budget inputs inserted on their names were exclusively carried out by the ‘Quartet’ of Speaker Yakubu Dogara, Deputy Speaker Yusuf Lasun, House Whip Alhassan Doguwa and Minority Leader Leo Ogor. Making the fresh ‘revealations’, Jibrin said “ONE: During the budget period, when they discovered that I was not the kind of a person they could use to perpetrate their illegality, Mr Speaker and the 3 other principal officers took away
the entire Appropriation Committee Secretariat to a secret location where all sort of insertions were made into the budget. “The blackmail has always been – ‘Abdul people will laugh at you if anything goes wrong between you and Dogara because of the lead role you played and the many toes you stepped on to get him elected’ - It’s been a painful experience. “Again the secretariat was taken Continued on page 12
Muhammadu Buhari has said he was removed from office 31 years ago because he was planning to purge the military hierarchy of corruption. Buhari, who has not spared the military even in his ongoing anticorruption war, said senior military leaders, led by former military president, General Ibrahim Babangida and General Aliyu Gusau, removed him in August 1985, to save themselves from his wrath. In an exclusive interview published in the current edition of The Interview magazine, Buhari challenged Babangida and Gusau to tell the truth on why they carried out the coup against him. “I learnt,” he said, “that Aliyu Gusau, who was in charge of intelligence, took import licence from the ministry of commerce which was in charge of supplies and gave it to Alhaji Mai Deribe. “It was worth N100,000, a lot of money at that time. I confronted them and took the case to the Army council in a memo...I wanted Gusau punished.” In a statement on the magazine’s website, the Managing Director/ Editor-in-chief of The Interview, Azu Ishiekwene, said, “This is one edition that won’t let sleeping dogs lie.” Babangida had told The Interview in its December edition that there was nothing in the memo which Buhari said he submitted to the Army council. “Don’t forget that I was one of Buhari’s closest aides. I was the chief of army staff. So, I had an important position, an important role to play within that administration. I don’t think it had to do with a memo,” Babangida said.

Obasanjo, don canvass overhaul of education sector Adebambo Segun
ÏÏÏFormer
Nigeria’s President, Olusegun Obasanjo and a University Don, Prof. ‘Supo Jegede have canvassed for total overhaul of the nation’s education system. The duo contended that unless the system was totally overhauled, the education system in the country would continue to dwindle. They spoke at the 18th Valedictory Service and Prize-Giving Day of Good Shepherd Schools held at Atan-Ota area of Ogun State. According to Obasanjo, there was need for total change in the system, saying that: “we need to overhaul the education system. Unless we overhaul our systems, we will continue to have problem. The education system is just one subset of the system. Once we overhaul our entire system, every other system will fall in place.” The former president, who was represented by his Chief of Staff, Deacon Victor Durodola, lamented that “Our value system is changing, in fact, it has changed for the worse and unless we come back to arrest our value system and bring it to a path of rectitude, then we cannot change the educational system for good. “But when we reorder society, our value system is reordered and we reform all our weak institutions, everything will work well; the education system will also work well. It is because our system has crumbled that the education system is affected, it is a reflection of what the system has been all over the country. “Once we are able to reform ourselves, make our institutions to be strong, then the education system will be strong.” On examination malpractice, Obasanjo said this was another form of corruption that must
be tackled as it had eaten deep in the fabric of the education system. “It is not only examination malpractices, look at corruption, look at what is going on in the country now. Examination malpractice is a form of corruption and so it deserved to be treated with some forms of iron hand and that is the only way we can take care of it otherwise it will just continue like a wild fire and we need to arrest it,” he stated. The former president charged students to embrace change by being different from others, adding that “they have to be different and by being different, they make a world of difference in that they will
not follow the multitude to do evil, they will do things differently and not what the multitude is doing, then we can have a full change that we really need.” In his paper: “Changing the Nation: An Individual at a Time,” Jegede said there was need for every student to embrace change, stressing that positive change could be brought about by deliberate, consistent and focused action through proper articulation and visualisation. Jegede was of the opinion that individual and collective change could lead to change in the education system, adding that: “As individuals,
when change reaches greater scale, they contribute to population level changes. The individual impacts are the building blocks of community change, if they do not happen; it is unlikely that a community will improve,” he explained. Director, Good Shepherd Schools, Dr. Adebayo Oyeyemi charged the graduating students to remain focused, work hard and strive to achieve their life’s dream of becoming great in the future as the school had instilled the gems to succeed in them. The school graduated 225 pupils and students from its primary, junior and senior secondary schools.

In a statement he signed on Sunday in Abuja, the APC spokesman believed that “the National Assembly is a sacrosanct institution and must be made to remain so in the eyes of the public even where there are disagreements amongst Senators and Hon Members. ‘Tosin Ajuwon, Akure Mr. Boye Oyewunmi, a governorship aspirant of the All Progressives Congress (APC) has decried the dearth of infrastructural decay in the Southern part of the state. He wondered why the area which is richly blessed with abundant human and capital mineral resources would be neglected by both the past and present government in the state. Oyewunmi, spoke during a tour of the three local government areas of Ilaje, Ese Odo and Okitipupa in the Southern Senatorial District of the state to solicit support from delegates in preparation for the APC primary election fixed for August 27. The APC aspirant had earlier visited Igbotu, Ilaje, Okitipupa areas in the Southern senatorial district where he asked for the support of the party’s delegates from the zone in his quest to govern the state. During the visit, he criticised the present government of the Peoples Democratic Party (PDP) in the state for abandoning the people from the southern district who had been in total darkness
I’ll revamp moribund industries in Ondo - Oyewunmi, APC guber aspirant for the past years. Oyewunmi queried why the headquarters of the Ondo State Oil Producing Area Development Commission (OSOPADEC) which is meant to cater for the development of those in the riverine areas would be situated in Akure, the state capital. “OSOPADEC is not working for our interest even though its our birthright and I don’t know why it was situated in Akure, the State capital instead of the region where its purpose would be felt. “But, let me assure you that the light would surely shine again in Ondo State most especially if you support us for the primary election that has been fixed for August 27th. “Am the only authentic aspirant and the only progressive from our party that is from the Southern Senatorial District and I would make sure everything that belongs to us here are collected back”, he said.

Or was there a sinister motive to be quiet and become an accomplice to the crime he’s stated in his press conference? I make
bold to challenge Hon Abdulmumini to come up with evidence to these allegations as stated in his press conference. “If the allegations made by Hon Jibrin, who, instead of confronting the Members of the House on these weighty allegations of the principal officers is anything to reckon with, then the ICPC and the EFCC should have been petitioned to inves-
The APC aspirant also promised to revamp the moribund industries in the southern part and as well tap from the underdeveloped mineral resources deposited in the zone to provide employment opportunities for the teeming youths in the state. He tasked the executive members of the party in the local governments visited to avoid being bought with money but rather support an intellectual aspirant that would election and remember their communities. He also cautioned the youths to avoid being used for dirty mission during the primary election adding that they should remain focus with assurance to cater for their needs if given the party’s ticket and support to win the guber poll. Oyewunmi expressed optimism that the APC would ride on victory to the Alagbaka Government House after the November 26th governorship election in the state.

For the avoidance of doubt, Speaker Dogara must be commended for his role in championing people’s friendly legislation to the benefit of Nigerians. It is also worthy to note that this is the first time since the inception of democracy that a Committee Chairman of Appropriation has been relieved of his duty and as such we await the reasons for his removal from the leadership of the house upon resumption. I am therefore requesting that the Hon. Speaker and the leadership of the House of Representatives make clear and provide reasons why Hon. Abdulmumini was sacked from his position as Chairman Appropriation”, he added. While calling on the lawmakers to exercise decorum, Frank said, “as leaders, the Hournorable members should realise that they are first representatives for the people, serving as custodians to our commonwealth and must conduct their affairs with decorum at all times.”

Bear with us, APC leaders appeal to citizens Leaders of the All Progressives Congress (APC) in Oyo State led by the state governor, Senator Abiola Ajimobi, have pleaded for greater understanding of the citizens about the biting economic indices in the country. Ajimobi, who was represented by his deputy, Alake Adeyemo while speaking at the burial of the wife of the state APC chairman, Chief Akin Oke expressed optimism that there would be light at the end of the tunnel of the state and the country at large given the commitment of the Ajimobi-led administration, as well as President Muhammadu Buhari to turn the economy around through diversification of revenue sources. The deputy governor described the deceased wife of the APC chairman as a devout Christian who stood firmly by her husband during the thick and thin of the struggle by the party to reclaim the state from the Peoples Democratic Party (PDP). Adeyemo said: “We today gathered here in large numbers to bury Mama Oke because of her unrelenting support for her husband; a support that translated to strong uphold of the party’s tenets. “She gave her all to ensure the success of the APC and her loyalty has reflected in our victories over time. We condole with the children for this loss but it is pertinent to say her life has shown positively in the lives of the chil-

Our administration is working hard to turn things around through diversification. I’m optimistic that things will get better soon.
Chairman of the APC in Lagos State, Chief Henry Ajomale, also called for deeper understanding of the current economic situation in the country, stressing that the party at the federal level was dispassionately working to put smiles back on the faces of the citizens. He described the late Mrs. Oke as a caring mother who used the
biblical teachings to instill discipline and fear of God in her children. The APC stalwart said the deceased support for and dedication to her husband’s career was naturally a support for the ruling party, which, he said, had been of tremendous benefit to the people of the state. Ajomale said, “Nigerians should understand the efforts of the government in uprooting the financial challenges in the country from the base by declaring war on corruption and re-engineering our economic dealings. “You don’t expect all those to start yielding fruits immediately; we must endure a bit. We have a leadership that is trustworthy. We shall all laugh at the end of it all.” In his sermon, the President, Ibadan Baptist Conference, Rev. (Dr.) Stephen Adekunle, said that the certainty of the coming of Jesus was not controvertible, urging the people to be prepared for the last day in all their endeavours. He told the congregation that although many things in life would certainly not go round, but that every living soul shall die at their appointed time, which presupposes the certainty of death of all mortals. The cleric called on the husband and children of deceased to be steadfast in their doings and emulate the good deeds of the late matriarch of the Oke family. Council’s chairmanship aspirant lauds Ambode for engaging local contractors Mr Peter Ajayi, a Chieftain of the All Progressives Congress (APC) in Ejigbo Local Council Development Area (LCDA), Lagos State, has commended Gov. Akinwunmi Ambode for engaging local contractors in execution of projects. Ajayi told the News Agency of Nigeria (NAN) in Lagos on Sunday that such development would further enhance local development and create employment for unemployed in the community. ``While commending the determination of the governor to redevelop nooks and crannies of the state, I must praise him for awarding contracts to local contractors.
``We cannot develop, if we continue to give all our contracts to external or foreign people to do, while residents go about hungry,’’ he said. Ajayi, who is vying for the Chairmanship position of the council in the yet-to-be- announced local government election, promised to follow same step if elected as council’s Executive Chairman. According to him, local development will be enhanced by engaging local people. He also commended the governor for the construction of two roads in each local government and LCDAs. Ajayi, a former Chairman of the Committee on Revenue Generation in the council, advised governments at all levels
to engage local contractors. He said that such engagement would boost the economy of the area and create jobs for the youth of the area. The aspirant said that if voted into power for the number one council seat, he would carry all stakeholders along in his grassroots development policies and programmes. According to him, he will give attention to youths, women, senior citizens, education, good healthcare, security and create enabling business environment for investors in the local council. He told NAN that the available resources would be utilised for the welfare of the people and masses-oriented infrastructure development.

Oke said, “I’m still struggling to adjust to living without my physical Amoke, but her beautiful memories and reflections of the indelible imprints she left behind are all over me. The vacuum created by her transition to the great beyond will be impossible to fill.” Other dignitaries at the event were the Speaker Oyo State House of Assembly, Hon. Michael Adeyemo;, former Governors of Oyo State, Chief Adebayo AlaoAkala and Dr. Omololu Olunloyo; former Governor of Ekiti State and Deputy National Chairman of the APC (South), Mr. Segun Oni; as well as former Deputy Governors of the state, Chief Iyiola Oladokun and Ambassador Taofeek Arapaja. Tinubu Vs Melaye feud: Women leader spits fire
Remi Tinubu
The VERBAL assault by Senator Dino Melaye, (APC) Senator representing Kogi West in the National Assembly against Senator Oluremi Tinubu during an executive session in the Senate continues to generate sad commentary in the polity. For some women group in Lagos Central Senatorial Zone, Senator Dino Melaye is still under fire for daring one of their own without provocation. According to them, women, referred to as the weaker vessel, Senator Oluremi’s view they claimed did not pose any threat

to Senator Melaye to warrant his unprovoked attack and verbal molestation on the part of Melaye. For this reason, the women are hell-bent on seeking that justice must be done to teach Melaye a lesson and forestall such unprovoked attack in future. Melaye’s antecedent while in the House of Representatives sometimes ago is the odds against him in this feud against Tinubu which the women said he continued to exhibit. bly, they said that with similar attitude exhibited in the Senate by Melaye, the women will do everything to ensure he apologises for his conduct. They roundly tongue –lashed him, saying that he needs to be taught lesson enough not to attack a fellow Senator through his confrontational attitude especially those with divergent views in the Senate. For not being remorseful, and went ahead and uploaded some pictures in the social media purportedly to spite the comment on him not to step his feet in Lagos, which Melaye boldly made with
the photographs at the vicinity of Bourdillion, Ikoyi residence of APC leader Asiwaju Bola Tinubu, the group described him as an embarrassment to Nigerian Senate, a man with childish disposition and barbaric character. “Threatening the wife of the former governor of Lagos State and APC leader, Asiwaju Bola Tinubu is step taken too far by Melaye. Boasting that nothing would happen to him as well is the signpost that Nigeria is a country where inimical behavior is condoned,’’ the women said.
A former Military President, Gen. Ibrahim Babangida, has commended the leadership style of the Speaker of the House of Representatives, Rep. Yakubu Dogara. This is contained in a statement issued by Dogara’s Special Adviser on Media and Public Affairs, Mr Turaki Hassan, on Sunday in Abuja. Hassan quoted Babangida as saying it when he received members of the House of Representatives led by the speaker in his Hiltop residence in Minna on Saturday. ``IBB described the Dogaraled House of Representatives as committed and dedicated, `` and
urged the lawmakers to continue to display commitment and dedication to their duties. ``I am grateful that you’ve found time to be with us this evening. I’m elated that you and your colleagues have had time to pay this visit. ``It is always nice to see you all and the way you conduct yourselves for the purpose of piloting the affairs of the nation. ``You can see knowledge and commitment being displayed during your various debates. ``Sometimes, tempers may rise but the ability to control situations is the hallmark of democracy; I want to commend the whole house for doing a good job.
But the group is currently galvanising, according to Lagos Central Senatorial Women leader, Fadekemi Otitonaiye, who was furious when she spoke to Daily Times on Melaye’s weird conduct. “Dino Melaye is a women beater. We in Lagos Central Senatorial zone want to tell the world that this barbaric act by Melaye is not acceptable to the good people of Lagos. It is the responsibility of every Nigerian woman to stand against people like this woman beater. We stand for equity between men and women in politics. Women should not be intimidated. “They should be encouraged to participate fully in politics. Every elected official should act as a good example regardless of gender. I want to believe that Dino Melaye was brought up with good values from a woman, but he is has decided to turn himself into a woman beater and one who is a funny character. “He should act responsibly by apologising for his inhuman and unacceptable behavior. The security of women in politics must be guaranteed,’’ Otitonaiye fumed. According to her, If Melaye is allowed to remain in the hallowed chambers without facing disciplinary committee in the Senate Nigeria’s democracy is indeed a mockery in the eyes of the wider-world. “For Melaye, his political career is nose-diving seen as a male chauvinist.’’ Ottonaiye said. Condemning Meleye also, Barrister Mutiu Olalekun Alimi, described his attitude as shameful and unwarranted. “If this barbaric attitude by a man who call himself a Senator is not addressed, Nigerian politicians will not have any respect again in the international standing,’’ Alimi said.
``I think you have a unique advantage which we never had. While we were analogue, you are IT- compliant. ``I want you to please keep it up. I want to commend and congratulate you, Mr Speaker, for your very able leadership and I hope you will continue to do the country proud. ``I want to thank you once more for coming to visit,’’ Hassan quoted IBB as saying. On his part, Dogara emphasised the need for inter-generational interaction in order to make progress by learning from the past. ``We are here to pay our respects.

Fayose to EFCC: Publish Dasuki’s statement, my accounts Ï Ɗ 01 Ɛ ƌ ƊƆ ƍƑƄƋƈƅ ƏƆƒƆ ƑƆ è ƏƆƅ ƒƆƏƆƗ Ƌ Ɛ ÏÏÏEkiti State Governor, Mr. Ayo-
dele Fayose, on Sunday, faulted the refusal of the Economic and Financial Crimes Commission (EFCC) to make public the statement it has extracted from the former National Security Adviser (NSA), Col. Sambo Dasuki, in its ongoing probe of money meant for the purchase of arms and the funding of the 2015 general election in the country. Fayose, who also asked the antiagency to publish his personal accounts it has frozen to let the whole world know what are contained therein, said by publishing Dasuki’s statement, it would at least show whether the ex-NSA gave money
to former Minister of State for Defence, Senator Musiliu Obanikoro or anybody to give him (Fayose). Fayose also urged President Muhammadu Buhari-led Federal Government to make public the revenues that accrued to it and the recovered loot since beginning of the anti-corruption war. The governor threw the challenge at the weekend while featuring on an interview programme on a radio station. In a statement on Sunday by his Chief Press Secretary, Mr. Idowu Adelusi, the governor opined that “what I am facing in Ekiti is a war of the elite and incidentally, it is
the masses that vote people into office. We know some failed Ekiti politicians who now resume daily in EFCC office to concoct stories and give same to their commissioned newspapers to publish. “It is only one or two newspapers that always have their so-called exclusive stories and they follow the same pattern. “The EFCC is only engaged in mind game. They think they can wear me out, that is not possible as God is on my side because I stand for the truth. EFCC has not told Nigerians how money was wired to me. “They must be responsible to do investigation that would not be a
media issue. What the EFCC and their APC collaborators are trying to do is to set the people of the state against me and they have failed. “In my two accounts that they have frozen, I have N300 million in the fixed deposit one and N82 million in the other. Both accounts and my properties were duly declared in my Asset Declaration Form. They are treading the same 2006 path and they will fail woefully by the grace of God. What they did in 2006, the Supreme Court declared it illegal and I came back to office exactly eight years after. It means one of us lied and was mischievous,” he said.
We’re in talks with FG – MEND ÏÏÏThe Movement for the Emanci-
pation of the Niger Delta (MEND) has confirmed it was having talks with the Federal Government. President Muhammadu Buhari had on Thursday revealed that his administration was holding talks with militants in the Niger Delta. However, days after, the Niger Delta Avengers (NDA) denied having a talks with the President, accusing the latter of meeting with impostors. “The truth is that we are not aware of any peace talk,” it said. “If there is any such peace talk, it means the president is talking to their mercenaries set to disturb the genuine struggle of the agitators,” the NDA said. But an online statement issued on Sunday and signed by MEND spokesman, Jomo Gbomo, said the group was actually having preliminary talks with the Federal Government through the oil firms and security agencies. The statement reads: “The Movement for the Emancipation of the Niger Delta (MEND) wishes to confirm that indeed it has been in preliminary talks with the Federal Government through oil companies and law-enforcement agencies as revealed by President Muhammadu Buhari on Thursday, July 21, 2016.

Budget padding scandal: Jibrin makes fresh ‘revelations’ against Dogara, others Continued from page 6 away from me on Speaker Dogara’s instruction for the second time to a location I don’t know and all sort of insertions into the budgets were made and returned to me for signature. I said over my dead body! It was a massive crisis behind the scene until the early morning of the Friday that Mr President assented the budget. It was Sen Danjuma Goje that brokered a compromise that since the Deputy Speaker leads the harmonization committee, he should also sign such that the harmonization committee will share responsibility with us. Senator Goje pleaded with me so hard all night and later shouted heavily on me reminding me that he is not
talking to me as a Senator but as a father. I cried heavily all night. “TWO: When the budget harmonization committee headed by Deputy Speaker Yusuf Lasun gave out 80% concession across board to the executive demands during the harmonization negotiation, it was agreed that the remaining 20% should go to the entire NASS. The Deputy Speaker excused himself that he wanted to go and consult with Mr Speaker. “He came back after few hours and in an unprecedented display of greed presented to me a hand written note distributing the remaining 20% to only principal officers. 70% of the 20% was reserved for Mr Speaker and himself while the remaining 30% of the 20% goes to
other principal officers. I am sure he will recognize the hand writing when he sees it. My colleagues didn’t know all of these. “THREE: Mr Speaker also directed me to create what I advised him will be a controversial line item under service wide vote to introduce about N20 billion project using the name of NASS. He directed me to see a highly placed PDP politician which I did and collected the documents. I advised him repeatedly against it but he kept pressuring me until I bluntly told him I will not! “FOUR: When the Appropriation Committee received all the budget reports from standing committees, an analysis was conducted. We discovered that about
10 only out of the 96 Standing Committees of the House introduced about 2,000 (two thousand) projects without the knowledge of their committee members amounting to about N284, 000, 000, 000 (Two hundred and eighty-four billion naira). “I was alarmed. But I was cautious because at our pre-budget meeting with the committee chairmen, I was clearly warned not to touch their budgets. I reported the matter to the speaker. He did nothing about it obviously because he was working behind the scene with the committee chairmen. That was the beginning of the whole budget problem from the side of House and the whole exercise had to go through several versions before it was passed.”
“What was delaying [budget support loans] was a lack of flexibility in the exchange rate … we now have that.” The finance minister said she would on Wednesday meet the World Bank to finalise Nigeria’s “policy support document” needed to complete its application for funds to help plug the $11bn budget deficit. Investors have also viewed the greater flexibility in the foreign exchange market as a step in the right direction. But restrictions on hard currency allocation to import raw materials are still hurting manufacturers and leaving investors hesitant to bring their money back in. Amid the slowdown, the federal government is closely monitoring the spending of the 36 state governments, which have a poor reputation for fiscal discipline. “We’re replicating the same good housekeeping we’re doing at the federal level”, she said.

Shakespeare for breakfast (and forever)
W
Bashorun J.K. Randle
hile the rest of Britain was agonising over whether to remain in the loveless and forlorn marriage with the European Union or exit after 43 years (BREXIT), the retired partners of KPMG who are still awaiting their gratuity and pension voluntarily made their way to Stratford-on-Avon in order to refresh their joyous and elevating love affair with William Shakespeare who is undisputedly the greatest playwright, actor and poet of all time – not just in England but in the entire universe, not excluding outer space. We were in this picturesque part of England to celebrate 400 years anniversary of Shakespeare’s death. He was born on April 26, 1564 and died on April 23 1616. Hard to believe that considering his prolific writing and the vastness of his knowledge, he lived for only fifty-two years exactly. It was Shakespeare who coined the phrase “Forever and a day” which according to one of our erudite colleagues, Professor John Godwin means indefinitely. “Of course, for ever and a day is a dramatic construct with no literal meaning. For ever is (mathematically) forever. You cannot add or subtract a day from it.” William Shakespeare first used the phrase in 1596 (“The Taming of The Shrew). Shakespeare repeated it in 1600 (“As You Like it”): Hence, it is a moot point whether or not our love affair with KPMG is for ever and a day !! Anyway, we had a sumptuous breakfast at the exquisite Stratford Hotel which is located close to Union Square. It has been in existence since 1907. Hence, it has survived two World Wars (1914 to 1918; and 1939 to 1945). Our hostess Mrs. Jane Butterfield presented us with a huge plaque with the following inscription: “There is a tide in the affairs of men which, when taken at the flood, leads on to fortune. Omitted, all the voyage of their life Is bound in shallows and miseries On such a full sea are we afloat And we must take the current when it serves Or lose our ventures.” - Brutus. After a hearty full English breakfast, we were treated to a most fascinating and spellbinding reading of a selection of Shakespeare’s plays and poems accompanied by superlative professional actors and actresses who succeeded brilliantly in transporting us back to the era of the great playwright and poet. Ironically, the more valiantly they strove to capture the essence of Shakespeare and his mastery of imagery as well as conquest of the mismatch between fanciful imagination and
harsh reality of history, the more they conjured strobes of heroism, wars, greed, romance, and adventure. It was a seamless catalogue of the triumph of virtue as exemplified by courage and determination over corrosive vice – betrayal, treachery and mendacity. Regardless, the sage remained a beguiling enigma and volatile mystery for both believers and non-believers. The recurring decimal remains unresolved – how could so much knowledge be bestowed to one single mind and brain? Where are we to draw the line between the court jester and the magician (or fortune teller)? We were captivated and lured into a trance. As we exited the Globe Theatre, we had a common resolve – to reconnect with William Shakespeare and the delightful memory of days gone by when we savoured our first acquaintance with the genius. Our hosts surpassed our expectations by presenting each one of us with a copy of “The Complete Works of William Shakespeare” – book; tablets; CD; and digital. They even offered to provide us with the Braille version of the products of a great mind and pen which four hundred years have neither diminished nor corrupted. Timeless bliss and eternal gratitude were the main dishes on the menu. Our next stop was lunch in Leamington Spa, just a short distance away, where our hosts Professor Cedric Henderson and his charming wife Ellen had invited some of their friends to join us. What turned out to be a huge surprise was that at such a short notice our hosts had been able to summon ladies and gentlemen who in one way or the other had connection with KPMG and Nigeria – going back almost fifty years. Mostly, their parents had served in the colonial civil service at a time when the government relied almost entirely on the accountancy firms to deliver excellent professional services at a reasonable fee without ever compromising their integrity, diligence or independence. In addition, the accountancy firms provided financial advice regarding the budget and the monitoring thereof. They provided a formidable barrier against reckless government expenditure, fraud, treasury looting and brigandage. Hence, it was inevitable that auditors would be highly respected for their commitment to ensuring that prudent management of resources of the nation in the interest of the public prevailed over gangsterism and ruthlessness in the pursuit of personal interest. Back then what eventually became KPMG was known as Cassleton Elliott which started off in 1923 in Jos before moving to Marina House, 63, Marina Lagos in 1928. By sheer happenstance, their landlord was late Dr. J.K. Randle!! According to our hosts and the other guests, sleaze and corruption
were almost unheard of (probably non-existent). Even the mere hint of unscrupulousness or crookedness earned the culprit severe reprimand. For the expatriate offender the penalty was instant deportation on the first available ship – M.T. Aureol; M.T. Liverpool; etc. or by air on British Overseas Airways Corporation (BOAC) back to Whitehall to face the full weight of the law – either an administrative enquiry or investigation by Scotland Yard followed by arraignment at the Old Bailey. What our hosts learnt from their parents (as well as first-hand experience) was that under the right leadership Nigerians were as honest, trustworthy and brilliant as their counterparts anywhere in the world – in medicine, engineering, architecture, accountancy and indeed the civil service. We were the pride of the black race and legitimate inheritors of an illustrious heritage. According to our hosts, whenever their parents were back in the United Kingdom on leave, they would go out of their way to cultivate Nigerian students who were studying there. They found a willing ally in the British Council whose representatives would quickly link them up with Nigerian students at nearby colleges and universities. Hence, it was not uncommon to find on the students’ notice board messages that read as follows: “English couple living in Esher, Surrey would welcome Nigerian students for tea on Sunday in their home. Please telephone Fred Marks on Esher 5357 to arrange pick up at the train station.” The complex puzzle was whether we were confronted with a case of reverse amnesia, selective memory or false recollection. At any rate, what would have been an otherwise perfect day in the English countryside was ruined by “BREAKING NEWS” on BBC: It was relayed directly to us in the Dining Room: Front page headline: “ThisDay” newspaper of July 6, 2016 “NIGERIAN STUDENT STABBED TO DEATH IN LONDON” After a recent trip to Nigeria where he met with government officials and victims of the Boko Haram terror, Wolf said Nigeria had the largest increase of terrorist (caused) deaths than any other country in the world. “There’s 180 million people in Nigeria. There’s 3 million in Syria. If Nigeria unravels, imagine the impact on Europe and the world. It would be unbelievable,” Wolf, who is now a senior fellow at the 21st Century Wilberforce Initiative, said this during his first public address following the group’s June 9 release of the official report of their trip at an event sponsored by the Ronald Reagan Lecture Series. The Institute is asking the Obama administration to appoint a special envoy for Nigeria and neighbouring countries under assault from the ter-
ror group. “According to the 2015 Global Terror Index, more than 51 percent of all global deaths attributed to terrorists were committed by Boko Haram,” Wolf said. “Nigeria has had the largest increase of terrorist (caused) deaths than any other country in the world. Nine of the top 20 of the most fatal attacks in 2014 occurred in Nigeria. Of the deadliest terror organisations in the world, number one is Boko Haram. Number two is ISIS. Keep in mind they’ve pledged their allegiance to ISIS and there’s a connection there with ISIS. Number three is al-Shabaab, which is in Somalia, and number four is a group that I’d only heard a little bit about and that’s the Fulani militant herdsmen. In essence, they’re the fourth most dangerous terrorist group in the world. So Nigeria, a country of 180 million has the first which has pledged allegiance to the second and they have the fourth deadliest terrorist group in the world,” Wolf pointed out. In April 2014, Boko Haram kidnapped over 200 teenaged girls from The Government Girls Secondary School in Chibok, Borno State and “married” them off to the group’s jihadis. Despite worldwide media coverage of the kidnapping, only two of the kidnapped girls have been found.” On the train journey back to London, we could not but reflect on Shakespeare’s sublime turn of phrase and majesty of language. At Euston Station, London, we were met by a top official from Number 10 Downing Street (The Prime Minister’s office / residence) who jolted us with the news: “Your President is here in London. We have warned him that when he returns to Nigeria, he will face a revolt and possibly impeachment by the Senate. It is going to be a drama of Shakespearean dimension. It is not so much “As You Like It” but more of “As We Want It.” Then he added with a mischievous wink: “Our Prime Minister David Cameron (an Oxford graduate) is on his way out. He will be replaced by another Oxford graduate – Theresa May supported by yet another Oxford graduate, Boris Johnson as Foreign Minister. Indeed, the new Chancellor of the Exchequer (Minister of Finance), Philip Hammond studied Politics, Philosophy and Economics at University College, Oxford. Oxford graduates are all over the place including the chap over there wearing the uniform of a porter!! As we went past the porter, he tipped his cap and with an unmistakable Oxford accent accosted us: “Sir, if you gentlemen would like to have Shakespeare for dinner, your table has been booked at the Savoy Hotel and paid for by KPMG”!!

Combating religious intolerance in Nigeria
S Okechukwu Ukegbu
everal legal instruments promote the sanctity of human life and right to freedom of religion. Section 33 (1) of the Nigeria Constitution stipulates that “every person has a right to life, and no one shall be deprived intentionally of his life, save in the execution of of the sentence of a court in respect of a criminal offence of which he has been found guilty in Nigeria, while section 38 of the same constitution stipulates that”every person shall be entitled to freedom of thought, conscience and religion, including freedom to to change his religion or belief, and freedom (either alone or in community with others, and in public or in private) to manifest and propagate his religion or belief in worship, teaching practice and observance”. In addition, Article 4 of the African Charter of Human and Peoples Right promotes the right to life and Article 8 the right to freedom of conscience, the profession and free practice of religion. Unfortunately, recent events in the country have negated the provisions of these legal instruments. One of such events is the gruesome murder of a female evangelist, Eunice Elisha, in Abuja. Elisha (42)
and mother of seven, was reportedly waylaid during her usual early morning evangelism routine by criminals, suspected to be Muslim fanatics. While the killing has generated widespread condemnation, the worrisome aspect of the episode is that religious intolerance is spreading to other parts of the country other than the North where it is deeply rooted. Elisha’s death came on the heels of the brutal murder of a 74-year-old woman by a Muslim mob in Kano for alleged blasphemy. Before now, ethno- religious killings and conflicts have constituted a recurrent decimal in our nation’s life. .Recently, three Christians were murdered in Niger State , while a carpenter escaped death in Kaduna for religious reasons. According to reports, armed mobs attacked two churches in Gidan Waya and Sondi villages in Taraba State, killing 31 worshippers in 2015.Also, World Watch’s report allegedly links the killing of 12,000 and destruction of 13,000 churches in Northern Nigeria between 2000 and 2013 to hate attacks. On May 1, 1980, there were disturbances in Zaria during which property belonging to many Christians were destroyed. In December 1980, a riot by the Maitatsine sect in Kano
claimed 118 lives. The Kala- Kato and Maitatsine clash in Bullumkutu Maiduguri, in October 1982 claimed scores of lives and wanton destruction of property, even as Muslim demonstrators burnt down churches in Kano. At Dobeli ward in Gombe in 1984, a crisis spearheaded by the Maitatsine sect claimed 568 lives. In March 1986, Muslims and Christians clashed during an Easter procession by Christians. There were clashes between Muslims and Christians in March 1987 at College of Education, Kafanchan, and Kaduna State. In the same vein, waves of religious riots in Kaduna in 1987 witnessed loss of lives and destruction of property. Religious riots among students at Kaduna Polytechnic in 1988 resulted to the destruction of the foundation wall of the Christian Chapel. It will recalled that a quarrel between a Fulani man and Sayawa meat seller in Tafewa Balewa, Bauchi State in 1991 assumed a religious colouration resulting in wanton destruction of property and lives. A peaceful protest by the Izala sect in 1991 to halt Rev. Reinhard Bonnke’s crusade in Kano snowballed into a riot resulting to wanton destruction of property and lives .In May 1992 in Zangon Kataf, Kaduna State, a feud between the Kataf and Hausas later
assumed Muslim- Christian riot resulting in destruction of lives and property. In December 1994, a Christian was beheaded in Kano for allegedly desecrating the Quran. A clash between Hausas and Igbos in Kano in1995 led to destruction of houses, churches, shops, and lives. In February 2000, Kaduna exploded in conflagration as Muslim and Christian extremists clashed over Sharia. Every now and then, Nigerians are treated to gory sights of murder with religious undertones. Nigeria’s unity is on the precipice considering the geometric progression of religious hate. The 2016 ‘World Watch’ ranking that highlights where Christians are persecuted rated Nigeria as severe and was 12th out of 50 countries. The timing of these religious- related killings is ill considering the obnoxious activities of the Fulani herdsmen now rampaging several locations in the country. There should a collaborative effort among the government, security agencies, the media, and other stakeholders to put this monster to bay.
lems? Do you want to write a great book? Do you want to compose a soul inspiring song? Do you want to set up your own business? Do you want to establish a university? All you need to do is to spend lots of time to think through that you want to do. Secondly, when you have thought through that you want to do, the next thing is to cultivate the habit of sustaining your passion. You see, some people have passion for few days and afterwards it dissipates. However, for your passion to produce tangible fruits you must learn to sustain it by writing down and reading it loud everyday. When you sustain your passion over time, then you would be able to bring it into reality. Thirdly, pursue excellence by giving whatever work you are doing your very best. Whatever is worth doing is worth doing well. The pursuit of excellence and going the extra mile is your most valuable response to poverty and mediocrity. If truly you want to obliterate poverty in your life, you need to have passion for whatever work you are doing. Doing just enough in our world
today will never get you anywhere. Passion for high productivity and going the extra mile would move you ahead of others. Having elegant mansion to live in is great. Driving luxury cars are wonderful, if they are fruits of hardwork. However, having great houses and luxury cars may not necessarily make you fulfilled. I believe the secret of fulfillment in life is when you are doing something that thing you were born to do. It is time to declare a war on mediocrity. If everybody you know is lowering the standards, please keep raising the bars in the pursuit of excellence. I challenge you to ride on the wings of passion. You are the agent of change this nation needs now. It is time to ignite your dormant passion. It is time to release the creativity within you for the benefit of mankind. If you daily engage your mind in unleashed thinking and cultivate the habit of sustaining your passion, there is nothing that can stop your rise to greatness. You are not born to suffer there is a seed of greatness within you. The angels are still in the whirlwinds.

The triumph of passion
W Matthew Oye
hat is passion? It is the fervent love for what you are doing. Passion is the juice of life, increases your energy and gives meaning to life. Nothing can stop a man of passion. He is always on the move, breaking all barriers to get things done. With passion, you cannot be deprived in life. If you asked me to tell you the secret of success, I will say; passion. Just love what you do. If you do not love, your job just quit this moment. Or else you will live in frustration. Thomas Edison said he never did a day’s work in his life, he was just having fun. Edison invented electricity. Nothing mind-blowing has ever been accomplished without passion. Passion is what will take you to the next level of your life and career. Passion is what keeps you going when you hear noises of discouragement. Passion separates the mediocre from people of excellence. Find a work you truly love, work that absorbed you and get yourself saturated by it and you will get lucky every single day
of your life. That is passion. For past 20 years my only passion has been writing and speaking. Since I woke up this morning, I have been feeling pains all over my body, but soon as I turned on my laptop and start to write all the pains are gone. With passion, you can take something of a little value and make it into something of great value. If you are passionate about your job, even if your boss does not like your face, he has no choice but to respect you. Passion is the greatest force on earth. With passion, you can dominate and rule your world. Passion is what makes you valuable to yourself and your generation.A man of passion knows no hunger. I want to share with you three things that would ignite the passion within you. Firstly, if you want to ignite the passion within you, you must daily engage your mind in unleashed thinking. Spend quality time to think about that good thing you want to do to add value to your life and others. Do you want to invent something that could solve our waste, environment, electricity, water, and road accident prob-

Totowu community under robbers’ siege
Baale Bangbose’s palace
The Ado end of Captain David River linking Igando area of Lagos with Totowu village
Joy Anyim Totowu village is a fast developing community of farmers, petty traders and canoe transport operators in Ado-Odo Local Government Area of Ogun state. Its boarder is separated from the Igando and Ayobo areas of Lagos by a river which serves as transportation route by residents at both ends - until three weeks back when robbers struck, shooting a policeman dead in a speed boat. The Daily Times gathered that the robbers who came in their numbers invaded the community through the waterway, catered away money as well as other valuables. The robbers were said to have promised a comeback and this has made residents to live in fear; many others have fled their homes for safety. A visit to the community further revealed how critical the situation has become. First, the canoe which would have been a
faster means of transportation to the village for a token of N100 from Igando, was no longer operating as operators were said to have gone on a compulsory vacation due to the fear of another possible attack. Travelling by land costs five times the amount spent on canoe transport and takes longer time. The part of the road that was not motorable and could only be accessed by motorbikes posed another challenge as most cyclists were not willing to the road for fear of being attacked by robbers who, they allege, are from the Niger Delta. Cyclists even had to advise our correspondent not to spend much time there, warning that the community is not safe. On arrival, The Daily Times found the community deserted with many of the houses under lock and key; only a few people, mostly men were seen around with business activities near zero. The Daily Times visited the tra-
ditional head of the community, Baale Moshood Moronfolu Bangbose to tell how the community became a dreaded zone who narrated their ordeal: “This problem became known last month, when a mobile police officer by the name Yusuf Idris, who had bought a piece of land in Ipatari, a neighbouring community and was developing it had come to inspect work at his site. He was on his way back and I saw him leaving to join a canoe at Captain David River which is the river that links us to Igando and Ayobo in Lagos. Two other ladies also were walking from behind him. “According to what I was told, shortly after they had boarded the canoe, and were half way into the journey, some guys with guns and other weapons from nowhere came with a speed boat and attacked them. They took away all their belongings and on discovering that Yusuf was a police officer, they shot him and he
was confirmed dead after he was taken to the hospital. “They were also said to have attacked and robbed a canoe that was coming from the Igando end of the river. The victims were simple traders who were just returning from Lagos where they had gone to buy their goods. Their goods were taken away. “Since that incident, all canoe operators ceased working because they don’t know what they will meet on the waterfront again. We, the residents of this community, especially our women have even been living in fear as we keep hearing rumour of them coming to attack us soon. “Regrettably, government has neglected this community. As big as this community is, we do not have even a police post. The police division that covers this area is the Igbese police division which is about 45 minutes drive from here. I have spoken to the divisional police officer there to at least help us with a police post but he keeps telling me that they do not have the needed manpower to man such post. “We do not even have a health care centre. In the case of any health challenge, we have to travel the distance to access a government health facility. We only have a primary school and no secondary school, our children still trek long distance to get to their secondary school. “Our fear is that it was Yusuf last time: we do not know who they will come for next. We are therefore calling on the Ogun state government as well as the
federal government to come to our aid. We may be saying it’s all rumours that this robbers who I hear are from Niger Delta and with sophisticated weapons will return, but I still strongly believe that police presence must be felt always in case of any attack,” he emphasised. The Daily Times also visited the only government owned primary school established in 1955. Two of the teachers who spoke in confidence narrated how the recent happenings have affected the school. “The fact that canoe transport has stopped operating has affected us badly,” the first teacher said. “I live at Ikotun and I often spend about N600 to and from work; but since I have to go by road now, I spend close to one N1,200 daily. It is quite depressing because the expense is too much.” The second teacher said most of their students who come from across the river side do not attend school again because their parents cannot afford their transport by road. “Even those who live in Totowu have fled for fear of the robbers and so do not attend school anymore. I am being affected too. I live at Egbeda and used to spend only five hundred and fifty naira to and from work. Now, I spend more by road because the canoe operators have abandoned their work for fear.” Baale Moshood however said they have organised a community vigilante group and also consulted the OPC men who, he said, are fully on ground.

Need to arrest contemporary spread of diseases in our environment - AMLSN Edokpolor Osayande The Association of Medical Laboratory Scientists of Nigeria (AMLSN) Lagos State Branch last week held her 51st Annual Scientific Conference at the National Orthopaedic Hospital, Igbobi. Speaking at a lecture on the recurring communicable diseases in an emerging population, Prof. S.A. Omilabu said that communicable disease is a tropical issue. “Like Ebola, it came into West Africa where it was not known, besides other agents.” Omilabu made a case for improved socio economic conditions that support the provision of required amenities that will go a long way to prevent infections of diseases. “Every serious country should develop these platforms for diagnosis and epidemiological surveillance of infection and fight against the emergence and reemergence of diseases,” he said. Chairman of the conference, Mr. Leo Aniakor in his remark, said that the theme of the conference came after brainstorming on the socio economic and political situations in our Nation. According to him, the ripple effect of these diseases on humans could be direct or in direct; so tackling these burning issues became a subject of discourse for national and international scholars. Aniakor revealed that AMLSN is desiring to have a five story building office complex and a 5-star diagnostic and research center in Lagos that will enable them combat-ready to handle challenges associated with spread of infectious diseases
among the population with particular reference to the Internally Displaced Persons (IDP). Further, the Chairman informed the gathering that the project will cost about N600m to achieve. “We are optimistic that good spirited individuals and Non-Governmental Organisations and philanthropists will assist us to realise our dream. “Our organisation had challenges in the course of planning this laudable programme, starting from the Medical Laboratory Science facilities which started early this year in Lagos,” Aniakor concluded. In his address, the state chairman of AMLSN, Lagos chapter, Abiodun Hamzat said that “the medical laboratory profession has become an enviable and respectable one, not only in Nigeria but globally, due to the significant role we play in patients’ health care and overall well being.” Hamzat further informed that before the conference they had good reasons to discuss the business of medical laboratory practice, which includes strategic partnership, funding, capital management, and feasibility studies. He sympathised with the family of late Acting Registrar of MLSCN, Olufunke Folahade who was murdered in her residence in Abuja on the 8th of June 2016. The event which ran from 10 to 15th July, 2016 had eminent dignitaries in attendance, including the National President AMLSN, Alhaji T. Y. Raheem, Vice Chairman of Lagos branch, Mr Adejimi Adejare and Mr. A.K. Gbolahan and Public Relation Officer, Mr. Olumide Fadipe among others.

The Dubai trip proper Nigeria’s foremost lotto company, the Golden Chance Lotto, a subsidiary of Winners Golden Chance Ventures has set another pace in its resolve to blaze new tracks continually for their competitors to trail. The company which doled out over N80m to winners in a single day recently, made good its promise by sending winners of their best selling agents and their spouses to five-day all-expense-paid trip to Dubai. At its corporate office on Awolowo Way, Ikeja before their departure, the company’s Chairman, Idowu Obasa, engaged the winners in a 20 minutes drill, giving them all sound reasons not to abscond when they arrive Dubai! “As you are going, don’t forget you are ambassadors of our great country and of our company. One of the reasons the embassy tried to deny you visa is that they suspect you will not come back after you enter Dubai, but if you know what great business you are handling here, you won’t go and sit back in Dubai. You will just suffer for nothing. “Dubai is fine o, but fine as it is, it is only good to go there, rest and enjoy yourself and return back to your home because East or West, home is the best. “There is no country like Nigeria o; I was in Canada for one week, and I tell you, there is no country like Nigeria anywhere in the world. We can be condemning it that is it’s not good, it is this, it is that; but when you travel out, you will know the worth of your own Nigeria. We may not be able to say that to white people o, but to us, Nigeria is still the best place we can
live for many reasons time will not permit me to tell you.” In a chat with The Daily Times after the briefing, Chairman Idowu Obasa explained his choice for Dubai to encourage his principal agents. “Dubai is a very popular tourist destination for Nigerians, so we felt that if we have to give our people a treat, Dubai is just the place they can enjoy themselves.” You’ve been rewarding your principal, agents and sub-agents with tricycles, refrigerators and plasma televisions: what informed this step? “It’s one of the options of rewards that we do from time to time, and at this time, this type of reward system is becoming popular. Also, we feel it’s necessary for those who work so hard to find time to relax, however short the period, so that they can rejuvenate and come back with more zeal and determination to perform better.” Your competitors are watching your every step and trailing them: what is your next step? “That’s the meaning of leadership; you don’t reveal your ace if you want to continue to be a leader. If they mimic what we’re doing, we move a step forward, simple.” On the over N80m pay out to winners in one day recently, Obasa said, “It is an integral part of our business to pay winnings however big, just as it’s part of our business to collect money for stakings; it’s nothing out of the ordinary and the figure really doesn’t count: it’s the fact that we pay winnings promptly that matters.” Marketing officer of Golden Chance Lotto, Mrs. Peju Akinbiyi, who flew out with the winners on
Friday 15th July spoke to our correspondent upon their return on Thursday. “It’s a promise kept by the company to reward our best five selling agents and their spouses with a trip to Dubai,” she explained. “Ten people were actually billed to go, but it was split into two batches at the request of the winners because of their heavy business commitments. Five have gone and come; the remaining five will go in October.” Giving highlights of the dream trip, Mrs. Akinbiyi said they flew out with Qatar airways and lodged in one of the best hotels. “Each person had allowance of $120 (about N450,000) cash for personal shopping because the package was an all-expense-paid trip. “In the five days, we went on a tour of the city; we then visited and shopped at the main Dubai mall and the Emirates’ mall. We also went for high brow Dow cruise and spent another day at the Delta Safari, and so on. It was a mind blowing experience,” she said with feeling.

of Twua Brass, King Alfred Diete-Spiff, has called on the youths of the region to galvanise themselves into being part of the benefit from the region instead of destroying it, noting that the degradation is to their own disadvantage. Diete-Spiff was the first military of governor of Rivers State. The royal father stated this in Port Harcourt, last weekend, during a one day stakeholder’s interactive forum with the theme: Balancing the scales, making the Niger-Delta an Equal partner, organised by the
Niger-Delta Energy Service. Lamenting the devastating effect of oil/gas sabotage on our economy, acacia lives and the people etc., King Spiff, while observing that the region is blessed with lots of manpower and skills called on the youth among others to unify in the quest for their right from Federal Government through diplomatic and systematic dialogue instead of destroying pipelines. Furthermore, he advised them to avail themselves with learning skills as part of ways to live self-dependence. In his language, ‘’It is time for the youth to organised themselves to be part of the benefit of our region.”
Contributively, while advising them to exploit our rich environment as a way of diversification from oil/gas to enrich themselves, King Spiff introduced them to mushroom farming, saying that it is not capitally intensive, simple to start and it is cash fetching because of its worldwide constant demand due to its enriching economic benefit. He used the occasion also to commend Star Delta Energy Service for their vision and called on the people of the region to embrace it since its aims and objectives gears towards encouraging the spring up of indigenous companies. Mr. Olisa Peter Okocha, who
is the Managing Director of the Star Delta Energy Service, organiser of the forum while calling on all communities of the region to embrace and key into the set modules for developing the area, said that the vision was a product of pondering on the persistent restiveness and Federal Government’s unrealistic approach by way of sharing the benefits from the region. Therefore, it was time to ensure that every community of oil/gas producing areas have a direct ownership stakes in the resources exploited on its land, with the view to bringing about deserving development in such community.

The governor, who reacted to the alleged manipulation of the Imo North Senatorial election,
which was declared inconclusive, said “democracy in Nigeria is being threatened by INEC and this should call for national and international reflection.” Special Assistant to the governor on Public Communications and New Media, Lere Olayinka quoted the governor as saying that; “If we have done more than 15 elections since President Buhari assumed office and all ended inconclusive, it is obvious that we are tending towards anarchy.” He said; “it is becoming very

clear that votes of Nigerians are no longer allowed to count under this APC government and one wonders if President Buhari would have been elected if the system then did notallow free and fair elections.” Governor Fayose said Nigerians should be more concerned with institutionalising democracy than the issue of who wins election, adding that; “The only duty the APC government owes Nigerians is to allow for a system that will make them to be able to elect their leaders freely.

Sultan backs A’ Court verdict on hijab for Lagos schools Kehinde Akinpelu Ilorin
ÏÏÏ Sultan of Sokoto and Presi-
dent General of the Nigerian Supreme Council for Islamic Affairs, Alhaji Muahammad Saad Abubakar, on Sunday, stated that the judgment of the Court of Appeal which granted freedom for female Muslims in primary and secondary schools to wear hijab, was no ‘favour’ to adherents of the religion. The traditional ruler, who spoke this in Ilorin, Kwara State capital, while opening a national conference of Islamic preachers under the umbrella of Da’wah Co-ordination Council of Nigeria (DCCN), said the judgment only
affirms what is in the constitution as he tasked Muslims across the country to remain steadfast concerning forthcoming legal issues on the same issue. The Sultan said Muslims are not forcing any one to use the hijab, saying the only condition he would advocate action by Muslims against anyone or nation is if such individual or nations attempts to stop adherents from practicing their faith. His words: “We are not forcing anybody to use hijab but whoever wants to use hijab must be allowed to use hijab. You are not doing a favour to us by allowing the constitution or maintaining the constitution of this country but I think it is important to com-
mend the tenacity and process of the MSS because that shows that we Muslims are very patient, and we are very law abiding. We await outcomes of cases in court and whatever. “That is what we expect to happen. We must never take laws into our hand. We must be law officers. We do not do that in Islam. It is a very big lesson to all of us. When we waited Almighty Allah came to our rescue and he gave us what we have been praying for and that is success. Let us keep on praying to Almighty Allah to issues affecting us in this country. Let us remain very firm and very steadfast. Let us show love to a non-Muslims and bring them close to us and tell them what Is-
lam is and what Islam is not. “We call on our leaders to do right to all manners of people in this our great country for us to move forward. Whoever wants to fight you, do not fight him, leave him alone. Be very patient. The only thing that will make me to act or ask you to act is only if somebody or a group or some other nations decided to stop us from performing our religious obligations. That is the only way we can fight somebody. “But, if I am allowed to pursue my religious obligations, say my prayers and pay my zakat and so many other things, I have no problem with anybody. To you to your religion, and to me my religion.

reduction in the rate of youth unemployment, an end to the scourge of insecurity and militancy, improved electricity supply, massive infrastructural development across the length and breadth of our country. “All these are what the present leadership is tackling headlong as contained in the 2016 budget with great assurances that budget implementation and execution will be legendary and monumental attaining a height of 75% passmark by May 2017.”

It is people that have skeleton in the cupboard that have been complaining.” On his agenda for Ondo State, Niran-Oladunni said he would make the state a tourist centre; provide basic infrastructure and make it a place of pride where everybody will want to visit. He said, “We will make Ondo State a city state to stand on provisional and basic infrastructure and we will not make promise we will not keep because one
thing that has been going for us is our credibility and even our opponents also talk about our credibility. “We will also turn Ondo into a state of splendour where people will want to come and stay and also tour. It is achievable and we are going to do it.” Dignitaries at the event include former Governor of Rivers State, Rotimi Amaechi, Former First Lady of Lagos State, Abimbola Fashola, Former Governor of Ekiti State, Niyi Adebayo amongst others. Forgery: Don’t drag monarchs into partisan politics – Enugu APC tells Ekweremadu

Christian Life Ministry, Worldwide, Pastor William Folorunso Kumuyi, has promised God’s restoration of the eluded peace that pervades most part of the North. This was his core message as he took out time at the weekend to visit Plateau, Gombe and Bauchi states, assuring the state governors of God’s willingness to restore his glory and cleanse the land from wanton killings that had hitherto pervaded the north. The Deeper Life boss in a courtesy visit to the Plateau State Governor, Simon Lalong, at Goverment House, Jos, condoled with the state government on the recent demise of the Traditional ruler of Bokkos LGA and the spate of the senseless killings that followed afterwards as a result of the brutal murder of the Plateau first class Chief, Saf Ron Kukere, Lazarus Agai. Kumuyi, who was primarily in Jos for a power crusade that had brought activities in Jos to a standstill, assured Lalong of God’s control over the crisis situation in the state, stating that the crusade was designed by God to address the ugly trend of the wanton killings and restore the lost peaceful Plateau.

The All Progressives Congress (APC) caucus of Ezeagu Local Government Area of Enugu State has urged Deputy Senate President, Ike Ekweremadu, not to drag the name of Ndigbo and Ezeagu community into his legal tussle. Rising from a meeting, on Sunday, the APC in the state, led by Mrs. Kate Ofor, State Publicity Secretary, Legal Adviser of Enugu West Senatorial Zone of All Progressives Congress (APC) and Ezeagu House of Assembly Constituency candidate in the 2015 general elections, Hon Anayo Iyama, Chief Chibuike Obu and Robinson Anyanechi urged Ekweremadu to face his case all alone. They also told Ekweremadu not to drag into the mud the esteemed names of the revered monarchs in the state. The statement of the APC was in reaction to the support for the Deputy Senate President from 30 traditional
could have devoted more attention to how best to assemble the best legal team to quash the matter, instead of dragging Ndigbo into his legal tangle. “To us Ekweremadu is being sentimental and hysterical over the matter, as if he is not surefooted, especially when the Senate leadership is jostling for immunity clause at this critical moment. He should be careful before his trajectory crosses the red line of contempt of the court”. When reminded that APC leadership had severally fumed at Senator Ekweremadu’s emergence as No 2 man in the Senate, the APC Caucus retorted: “Our primary concern is that in Ekweremadu’s over- ten years in the Senate, all the federal roads in the South East have collapsed. With all his powers the 2nd Niger Bridge remained a mirage, Enugu coal mine is dormant and our youths remained grossly unemployed. Where was our distinguished senator when all our infrastructure collapsed? Was he not the No 2 man under
former President Goodluck Jonathan when Ndigbo got zero allocation infrastructures? “Now that the 2016 budget has provision for EnuguOnitsha, Enugu-Port Harcourt highways, 2nd Niger Bridge, Enugu Coal etc, is it not better for us to collectively push for the execution of these projects instead of railings abuses on President Muhammadu Buhari? Tomorrow the Igwes will complain of marginalisation after unwanted abuses.”

The release signed by Uma Ikechukwu Maduekwe, on behalf of the family and made available to Daily Times, said that the remains of the foremost politician would be committed to mother earth on August 20 at Asaga Ohafia, Abia State. The release read: “On behalf of the family of Ojo Maduekwe, CFR, I thank the Federal Government, Abia and other state governments, the diplomatic community, his political associates, friends and well-wishers for the condolences and well wishes that have been extended to us since the departure on Wednesday, July 29, 2016 of our late father.” According to the programme released, there will be a Night of Tributes by the Federal Ministry of Foreign Affairs, at Federal Ministry of Foreign Affairs Auditorium on Tuesday, 2nd August, 2016. A Commendation Service by the Presbyterian Church of Nigeria, at the National Christian Center, Abuja, will hold on Tuesday, August 9, 2016, while on Friday, August 12, there will be a Celebration of Mekaria: Tribute to Ojo Maduekwe, at the Nigeria Air Force Conference Center, Kado, Abuja.
rulers in the state recently. “We are telling the whole world that nothing should happen to Ekweremadu. We have given him another Offor Staff today,” Offor Staff is a symbol of authority in Igboland. The APC caucus warned Senator Ekweremadu to desist from dragging our revered traditional institution into partisan politics and Ndigbo in general to what they termed an internal affair of the Senate of the Federal Republic of Nigeria. “Our understanding of the issue at stake is that some senators, labelled, Unity Forum, felt aggrieved after the June 9, 2015, Senate leadership election and thereafter alleged that the Senate Rules Book was doctored by Ekweremadu and cohorts. The Unity Forum reported the matter to the Police, after an investigation into the matter was filed to court by the Hon Attorney General of the Federation. To us it is only the court which can resolve the matter either way. “We had thought that Senator Ekweremadu as a senior lawyer
Democratic Party (PDP) in Edo State, Pastor Osagie Ize-Iyamu, of grabbing a land belonging to the Oba of Benin, His Royal Majesty,
Oba Erediauwa. Speaking at the Edo South Senatorial rally of the All Progressives Congress in Benin City, Oshiomhole, who said Ize-Iyamu was not a man to be trusted with the state’s resources added: “Ize-Iyamu even took Oba’s land, and I say so with my

hand on the Bible. God I speak before you whether this is true or not. He took Oba’s land, even the Crown Prince knows how much I intervened. He was giving our party a bad name, and I told IzeIyamu: ‘If you want to grab land, is it the Oba’s land you will grab?’ He said he wanted to use the Oba’s land to farm, and I said if he wanted to farm is it inside the city he will set up a farm, won’t he go look for land in neighbouring villages? What kind of farmer farms inside the town? “The person who can grab the land belonging to the Oba of Benin, if he sees your money, will you be able to stop him? Someone who is not afraid of the Oba, will he be afraid of you? Everybody must account for his deeds and misdeeds, because our God doesn’t sleep.” The Governor urged the Economic and Financial Crimes Commission (EFCC) to investigate the Okada road which was purportedly done under the former PDP Government. He said: “In the books of Edo State Government, Pastor Ize-Iyamu, as Secretary to Government, signed the minutes where they awarded contract worth billions of naira to dualise the road from Okada junction to Okada town, they even claimed to have internal roads in Okada town. They collected that money in full and that job was never done and EFCC has not investigated that job. It will have to be investigated now that the new Inspector-General of
Police in investigating the death of Bola Ige, of Harry Marshal, EFCC must come back and reinvestigate all the jobs which Ize-Iyamu and co claimed to have done, which they did not do. I will show them the records. We will drive to the location and they will see for themselves how much was taken and find out that nothing was done. “In our books, Ize-Iyamu, as Secretary to State Governor, appended his signature to minutes where he claimed to have awarded the dualisation and erosion control at Siluko road and Teachers’ House, and anytime they were broke, they will say further amendments to the contract, altogether, Ize-Iyamu and co took billions of naira in the name of solving the drainage problem at Teachers’ House. But it was never done.” He said the past PDP government was not workerfriendly, saying “with Ize-Iyamu as Chief of Staff and Secretary to State Government, the first action they took was to dismiss all the Permsecs and did not pay them their gratuity and pension”, saying they did this because they wanted to appoint others who would help them cook the books. He also said the PDP government with Ize-Iyamu as SSG dismissed 5,000 civil servants and didn’t pay their gratuity and pensions, adding that his government lifted an embargo placed on employment after it came on board on November 12, 2008.

Our Heritage Æ s Repairing Nigeria’s Amalgamation House for tourism
The house in Ikot Abasi, Akwa Ibom State, where Lord Frederick Lugard crafted the amalgamation of the Southern and Northern protectorates to make Nigeria one country is over 100 years old and should have been a site to behold. The house, which holds some of the relics of the crafty colonial master, should have been a historical research centre, but, many years after the historic event, it is an eyesore. AGOZINO AGOZINO visited the house recently.
The Almagamation house in Ikot Abasi, Akwa Ibom State (INSERT: Lugard)
A tour of the house in Ikot Abasi, Akwa Ibom State, where Lord Frederick Lugard signed the amalgamation of the Southern and Northern protectorates in 1914, is an experience worthy to be preserved, but, as it is with many historical things in the country, the house is not known and has been in a sorry state for ages. Located in the former Opobo province, now Ikot Abasi, about one hour drive from Uyo, the Akwa Ibom State capital, one would hardly believe it was in this abandoned wood house in Ikot Abasi, that the amalgamation was consummated 102 years ago. The nostalgia one feels on entering the house is unimaginable; it brings back the memory of the past and keeps the visitor wondering how things got so bad for the place. First, as the visitor enters the serene community, he is confronted by some of the administrative relics around the Ibekwe community, hitherto known as Igwenga Opobo. Some of the ancient structures with
colonial brick walls are all overlooking the Atlantic slave route, popularly called ‘The Point of Return’, where slaves were, forcefully, shipped to American and European plantations through the waterways of Opobo. The town is synonymous with the famous King Jaja of Opobo, an Igbo slave that rose and founded the kingdom of Opobo. Moving deeper into the compound, the visitor enters the colonial masters’ houses, Lord Lugard’s official quarters, the administrative offices and other colonial sites, including the mock burial sites of women who were killed, while trying to resist the colonial imposition of taxes on the womenfolk by Lugard and eventually, the ‘Amalgamation House’, where Lugard crafted the amalgamation of Nigeria. Apart from the House, other colonial structures that bring back memories of that era include the United Africa Company (UAC); United Trading Company (UTC); John Muller and the Royal Niger Dockyard, later renamed Opobo Dockyard
and now Ibom Dockyard. The community and, especially, the large compound, present a historical view of a glorious past that volumes of books cannot, adequately, explain even as some of the wooden structures are dilapidated and dingy, the paints peeling, but the Lugard quarters still attracts tourists the year round. The double tragedy that government, over the years, did not take good care of the treasure and the lack of interest by politicians is not in doubt. But a tour guide confirmed that the immediate past government showed interest in the place, especially, the Lugard House, during the centenary celebrations, but, since after the celebrations, not much had been done. Ufot Bassey, an indigene, recalled that the totality of what is called Nigeria today was administered by the colonial masters from Calabar during the period, adding that the 1914 amalgamation was consummated by Lugard in Ikot Abasi. “This is why we have always told those politicians
in Abuja, who are sharing money today, that Akwa Ibom is the center-point of the country’s history. We are telling President Muhammadu Buhari that he should not allow places like Ikot Abasi to be forgotten”, he said. He, therefore, urged the Federal Government to do everything to preserve Ikot Abasi and the Lord Lugard House as a mark of history so that future generations would be properly guided. The natives believe that at the end of Lugard’s indirect rule in 1947, Ikot Ekpene province became the first administrative centre, where direct rule was implemented with indigenous officials. However, despite the town’s neglect, crude and rusty dispositions, the dilapidated structures, Ikot Abasi is historical in all ramifications. A tour of the place reminds one of many historical events in Nigeria. Replete with monuments and sculptures, there is hardly any part of the town that does not have one or two colonial monuments to tell of the history of Nigeria.

The ‘good Book’ goes green
Green runs through many of the popular pages. There are the Garden and Noah’s olive branch. The Oaks, under which Abraham met with angels, the “tree standing by the waterside” in Psalms. There is also Jesus, the Messiah, the True Vine, who describes the Kingdom of Heaven as a mustard seed that grows into a tree “where birds can nest”. He died on the cross of wood, and when He rose from the dead, Mary Magdalene mistaken him for a gardener. Now, there is a Bible that makes a gardener of everybody as Harpers-Collins,
recently, released the Green Bible. It is a scripture for the Prius age, that calls attention to more than 1,000 verses related to nature by printing them in a pleasant shade of forest green, just like the red letter edition of the Bible, where the words of Jesus are written in red. The version’s message, according to eco- activist, Mathew Sleeth, is that “creation cares”. Using recycled paper with soybased ink, The Green Bible includes supplementary writing, which makes it a must read.
The uniqueness of Ibibio art The Ibibio ethnic group and the Anang, Oron, Obolo, are from Akwa Ibom State, hence their artworks are very similar in style and form, but, the belief in deities makes the Ibibio nation to be versed in mask and tomb making, including artworks that imortalise the spirit of the dead. Ibibio mask is, usually, decorative with abstract lines, cones, spheres, cylinder motifs and patterns made in wood. Stone carvings are also known as part of the people’s cultural heritage. They are executed in low reliefs and designed in abstract human forms. Their masks are fiery and, usually, bearded and are attached to the body by a thick neck. Their mask finds favour in use at the outing of the Ekpo society and other cultural festivals, and this symbolises a special spirit. The Ibibio also carve ancestral figures in wood. The shoulders of their works are round with well-built muscles, narrow torso and round abdomen. They are also good in raffia, mat, bag and cane weaving, with cane and raffia palms serving as raw materials. They also weave cane chairs, stools, shelves, tables and baskets. It was also learnt that the Ibibio’s weave raffia cloth, which were won casually in the past, but now only for special indigenous ceremonies like the girl initiation ceremony to adulthood and the yam harvest festival.
El Anatsui in brief
El Anatsui (born 1944) is a Ghanaian by birth but active for much of his career in Nigeria. Anatsui was born in Anyako, and trained at the College of Art, University of Science and Technology, in Kumasi, in central Ghana. He began teaching at the University of Nigeria, Nsukka, in 1975, and has become affiliated with the Nsukka art school.

Anatsui’s preferred media are clay and wood, which he uses to create objects based on traditional Ghanaian beliefs and other subjects. He has cut wood with chainsaws and blackened it with acetylene torches; more recently, he has turned to installation art. Some of his works resemble woven cloths such as kente. Anatsui also incorporates uli and nsibidi into his works alongside Ghanaian motifs.

Democrats Clinton, Kaine promise a united America
ÏÏÏ
Democratic presidential candidate Hillary Clinton and Virginia Senator Tim Kaine have campaigned together for the first time, sounding an optimistic message of hope in the future, in contrast to the past week’s Republican Party convention, where many speakers warned the United States is in decline. Clinton introduced Kaine to a crowd of cheering supporters in the state of Florida, saying she and her choice for vice president will “offer a very different vision” for America, one that calls for “building bridges, not walls” - a jab at Republican Donald Trump’s call for building a wall
between the U.S. and Mexico to keep out illegal immigrants. “Senator Tim Kaine is everything that Donald Trump and Mike Pence [the Republican running mate] are not,” Clinton declared. “He is ready to step into this job and lead on day one. And he is a progressive who likes to get things done.” Trump had no campaign appearances Saturday but spoke out in a series of tweets that appeared to be aimed at dividing Democratic voters, especially over economic issues. The Republican candidate labeled Kaine a “job killer” for his support of the Trans Pacific Partnership trade deal. The TPP was strongly
opposed by Clinton’s opponent during party primary elections and caucuses, Senator Bernie Sanders. “Bernie supporters are outraged,” Trump claimed. President Barack Obama warmly welcomed Kaine to the Democratic ticket for November’s general election. The senator from Virginia is “a true progressive” who “will make a great vice president,” Obama said in a fund-raising appeal sent out early Saturday. “You just can’t find anyone with a bad thing to say about him.” Clinton said the Democratic Party convention beginning Monday in Philadelphia will
emphasize that “embracing diversity” makes America great, and she portrayed Kaine as a fighter for minorities and the impoverished. She and Kaine spoke to a huge crowd in Miami, at Florida International University. Many of those present were Hispanic, and Kaine displayed his fluent Spanish, acquired when he worked in Honduras during a break from law school. Standing beside Clinton, Kaine told the crowd, “We’re going to be ‘compañeros de alma’ in this great ‘lucha’ ahead’’ - “soul mates in this great fight ahead.’’ Kaine introduced himself to the Florida voters, speaking about his family, his values growing up and his career as a mayor, governor and U.S. senator. Known as a staunch Roman Catholic, he said his family embraces “faith, family and work” as its main values.

More than 1,000 private schools and more than 1,000 associations and foundations have been closed in Turkey as President Recep Tayyip Erdogan released his first decree since declaring a three-month state of emergency. After a coup attempt last week failed to topple him and his government, Erdogan also decreed that suspects can be detained for up to 30 days without charges — a stark change from the previous maximum of four days. Among the 1,229 charities and foundations being shut down for their suspected involvement with the Gulen movement are 19 trade unions, 15 universities and 35 medical institutions. Erdogan has blamed Muslim cleric Fethullah Gulen for the coup attempt last week. Gulen, who lives in the U.S., has denied the accusation. There are also signs that Turkey is pressing other countries to crack down on Gulen-linked schools. Shortly after the failed coup, Somali authorities said they were closing Gulen-linked projects in their country. On Saturday, Pakistani authorities said they were under pressure from Turkey to close about two dozen schools and were considering administrative actions against them. There were unconfirmed media reports that officials in Cambodia and Tanzania also were considering requests to close Gulen institutions. The three-month state of emergency announced Wednesday has been widely seen by rights groups and global leaders as clearing the way for further purging of Erdogan’s opponents.

People scramble for rejected chicken in Sierra Leone ÏÏÏ Thousands
of residents in the Sierra Leonean capital Freetown trooped to a landfill site on Saturday to dig up rejected chickens imported from Brazil and buried by health authorities. The chickens were imported
Rejected chickens dumped in a pit
from Brazil on July 12 by a businessman, but were rendered unfit for human consumption by the country’s health services. The carcasses were then buried at a landfill site in Freetown. The country’s health ministry said it fears food poisoning and
contamination as thousands of people besieged the site to recover some of the carcasses. Clashes ensued prompting the police to use tear gas and rubber bullets to try to prevent people from carrying the chickens covered with mud and buried in the middle of “human waste, household garbage and industrial waste water”. The crowd clashed with the police with some sustaining minor injuries as they insisted on taking the spoiled chickens. Forty people were arrested after the clashes, AFP reports. Local media reports indicate that the people started taking the rotten chicken since Friday and it is already being consumed. Civil society organizations have called for an investigation into the matter and demanded the arrest of the importer of the chickens.
South Sudanese gets a new Vice-President
ÏÏÏ
South Sudan’s Liberation Movement on Saturday nominated a minister Taban Deng Gai from their ranks to be first Vice President in place of Veep Riek Machar. Deng Gai will serve until Machar returns from his unknown location. According to Machar’s chief of staff, Ezekiel Lol Gatkuoth: “In the temporary absence of the first vice president of the Republic of South Sudan Dr Riek Machar Teny Dhurgon, we have nominated General Taban Deng Gai as a first vice president. Viva! Viva!” “I think It is for peace hundred percent, all the Generals of the SPLM in opposition, all the citizens, all the population they support peace and they want to continue with the implementation of the peace agreement. They also know me that I can deliver. And as I’m saying, I’m just only filling a vacuum. If the man comes back, if Riek Machar comes back I will gladly step aside if that could bring peace to South Sudan,” newly appointed vice president of South Sudan, Taban Deng Gai said. On Friday Machar asked for Deng Gai’s dismissal from the party of the Sudan People’s Liberation Movement, accusing him of having defected to President Salva Kiir’s faction. Machar also asked President Kiir to relieve Gai from his position as Minister of Mining in the Transitional Government of National Unity, to which he was nominated.

The Roman Catholic Church is leading negotiations towards a power sharing deal between the Mozambican government and former rebels of the national resistance, Renamo. The Catholic Church says the goal is to stop further fighting between the two parties which has intensified in recent weeks. Renamo’s leader, Afonso Dhlakama has been hiding at the Gorongoza forest amid fears that he is no longer interested in the power sharing deal. Renamo has accused the Mozambican government of violating the 1992 peace deal which ended close to 20 years of civil war which had a catastrophic impact on the population. Its guerilla campaign against the government restarted in 2013 living an estimated 300 people dead after Renamo’s failure to completely disarm despite the 20-year long peace deal.

avid Moyes’ reign as Sunderland manager has got off to a bumpy start after the plane carrying the first-team squad to Switzerland escaped an air crash and had to make an emergency landing in Manchester on Sunday. A technical fault with one of the engines saw the aircraft, flying from Newcastle to Geneva, make an unscheduled stop at Manchester Airport. Moyes and the first-team squad departed the faulty aircraft before boarding a new plane to continue their journey to Switzerland. The 53-year-old, who had been out of work since being sacked by Real Sociedad in November, was appointed Sam Allardyce’s successor on Saturday morning, signing a four-year deal at the Stadium of Light. Moyes was in the stands to see his new team defeat Sky Bet Championship side Rotherham 2-1 in a pre-season friendly at the AESSEAL New York Stadium on Saturday afternoon. The former Everton and Manchester United manager received a warm welcome from the travelling Sunderland supporters in south Yorkshire and he showed his appreciation to them on the pitch at full-time. Moyes will be able to take an even closer look at his squad during their pre-season tour of Switzerland and France, with matches scheduled against Stade Nyonnais, Dijon and Montpellier.

Scholes: Pogba not worth £86m! Former Manchester United midfielder Paul Scholes has questioned whether the club should spend so much on Paul Pogba, arguing the Juventus star is not in the same league as Cristiano Ronaldo or Lionel Messi. Sources revealed that Manchester United had an £85m bid for their former player rejected by Juventus on Tuesday. However, United have reportedly been told by the Italian champions that a transfer fee in excess of £100m for the France midfielder would be accepted.

eltic have confirmed the arrival of former Liverpool defender Kolo Toure on a one-year deal. The Ivory Coast international joins the Scottish champions on a free transfer after leaving Liverpool when his contract expired earlier in the summer. The 35-year-old will now be reunited with former manager Brendan Rodgers, the man who brought Toure to Liverpool originally, and the current Celtic boss said he is a perfect addition to his squad. “I brought Kolo into Liverpool to add that bit of experience and help to the centre-halves there at the time,” Rodgers told reporters. “You saw from his impact there and in particular last season, he was a very important player for Jurgen Klopp towards the end of last season, playing in the Europa League final. “He was outstanding in the big games for me when I was there. He looks after himself, he’s a wonderful professional and he has good experience. “With a lot of young players in our squad, he can really help them and he can be of great assistance for the likes of Scott Brown, who is a wonderful leader.
Besiktas have announced they are in talks with Barcelona over the signing of Adriano Correia. The Turkish champions are keen to sign a new left-back following the departure of Ismail Koybasi to Fenerbahce and they have earmarked Adriano as the perfect replacement. The 31-yearold has been deemed surplus to requirements at Barcelona after the signing of Lucas Digne and Besiktas are keen to lure him to Istanbul.

Leicester City boss Claudio Ranieri has said his side are sad they lost midfielder N’Golo Kante to Chelsea but they will carry on nonetheless. Kante was arguably one of the outstanding players of the Premier League last season, making 37 appearances f o r the Kante Foxes as they won the title for the first time in their history. Leicester tried to keep Kante, offering him an improved four-year contract before Euro 2016, but Kante decided to move to Stamford Bridge on an agreed transfer fee of around £32m.

No Barca offer for Vietto – Cerezo
tletico Madrid president Enrique Cerezo insists they have not received an offer from Barcelona for Luciano Vietto. The Argentine attacker has been struggling to live up to the high expectations at the Vicente Calderon since his move from Villarreal and has been heavily linked with a move to Barca in recent weeks. Cerezo has made it clear there has not been any contact with the Catalans as of yet, though, even if he has suggested he would be open to selling the 22-year-old if he were to request a transfer.
rgentina legend Diego Maradona has expressed his sadness that Gonzalo Higuain could be leaving Napoli for Juventus but blamed “fat cats of business” for the move. Napoli striker Higuain had undergone a medical with officials from Juventus and had agreed a deal to join the club. Napoli and Juventus remain in negotiations about a potential deal for the 28-year-old Argentina international, with the buyout clause at almost £79m. Writing on his official Facebook page, Maradona, who won two titles with Napoli, was particularly
upset that his compatriot would be leaving the club for a rival Serie A side. “This Higuain affair is hurting me because he is going to a direct rival like Juventus,” he wrote. “But we cannot blame the player either. “A player has a responsibility to himself and it is those fat cats of business that are grinning the most in this case. “Nobody thinks of the fan.” Both Arsenal and Atletico Madrid have been credited with an interest in Higuain this summer but it appears as if Juventus will win the race for the player. T
om Saintfiet has told supersport.com that he is convinced that he has the quality to “take Nigeria to Russia” where the 2018 edition of the FIFA World Cup will hold. Nigeria have been drawn in a difficult qualification group alongside Algeria, Cameroun and Zambia which Saintfiet has described as “a small World Cup” of its own. The Nigeria Football Federation (NFF) has had a checkered past months with keeping hold of coaches for its men’s national team, the Super Eagles, which have seen Stephen Keshi (now late), Sunday Oliseh and Samson Siasia take charge of the failed 2017 Africa Cup of Nations qualification. Currently, Salisu Yusuf is saddled with the job of head coach pending when a substantive manager is named. Even Frenchman, Paul Le Guen, who was recommended by the NFF technical committee for the job, has turned down Nigeria’s offer but one of the three shortlists, Tom Saintfiet, has put up his hand saying he is the man for the job. “I am convinced in my qualities and in myself as a coach. I can take Nigeria to Russia. I am convinced about the current crop of players. I first admired Nigeria in 1994 when Westerhof and since then I have followed the game in Nigeria. Remember I was appointed technical director of the (Nigeria) football federation in 2012 but the minister of sports turned it back after a few weeks,” Saintfiet said on Saturday from Dhaka in Bangladesh. However, Saintfiet has declared that he is ready to live in Nigeria if given the Super Eagles’ head coach role and throws his hat in the ring as “one of the tactically sound coaches for the Super Eagles.” He added that his knowledge of the sport in Africa having managed the men’s national teams of Ethiopia, Malawi, Namibia, Togo and Zimbabwe as well as clubs on the continent like Young Africans SC and Free State Stars gives him an edge. “I’ve lived in Africa since 2008 and I know the players and teams quite well. During my two and half years in Namibia, I stayed full time in the country and was able to watch over 200 matches to know more about the playing nature of the country. Apart from that, I believe I am one of the tactically sound coaches for the Super Eagles. I lived in Togo for 14 months and watched league games and even street games. I lived in Malawi and did same. It’s not creating the team of best players but creating the best team - a team that will compete for their nation with honour and respect and fight for their country at every time,” he said. Saintfiet does agree that there are the bigname coaches and others. But the 43-year-old Belgian tactician gives an interesting insight into how coaches with small beginnings have been able to navigate their ways to become cult-heroes on the continent. He pointed out the like of Clemens Westerhof, Bonfrere Jo, Bruno Metsu (now late) and Herve Renard as men who came to Africa and made their mark despite not being high-profile coaches in Europe. Saintfiet added that local coaches like Shuaibu Amodu and Keshi did same by carving out names for themselves when little was expected from their managerial careers. “Most of the time there are talks about wanting the big-name coaches in Africa. I have huge respect for such coaches but football doesn’t work that way. Some people say Saintfiet is not a big-name in
NFF and Saintfiet’s quest to qualify Eagles for Russia 2018 football. It is very important to note that the coaches who succeeded, for instance, with Nigeria were never big-name coaches. It was Clemens Westerhof and Jo Bonfrere who were successful as foreigners and then Stephen Keshi and Shuaibu Amodu who were successful as local coaches. But it wasn’t the big-name coaches like Berti Vogts or Lars Lagerback that were successful with Nigeria. “In this case, it is not only with Nigeria. Even in the Ivory Coast, there was Sven Goran Eriksson didn’t get desired results or Cameroun with Javier Clemente as well as some other African nations who appointed big-names and spent a lot of money. The most times, the coaches who succeeded in Africa are not the too famous coaches. I remember Bruno Metsu, who arrived in Guinea and later to Senegal. I also think of Herve Renard who did very well with Zambia and later Ivory Coast. These are coaches in Europe who were not known and never worked in Europe with big countries or big clubs but African football is different because you have to live in the country and know the country. I have worked full time in African countries because I want to watch football every day in the country where I work,” Saintfiet explained. There are, however, the school of thought that Saintfiet may have done his chances of becoming Nigeria’s coach at any time in the future a harm with the saga that played out in Calabar in 2013 when he was credited with comments taken a swipe on the West African nation. Saintfiet has now explained that what transpired back then was a psychological war rather than invectives aimed at bringing down Nigeria or Keshi. He further said Keshi later became his friend leading to them exchanging coaching notes over opponents. “When I was coach of Malawi I played a psychological war. When I said things about Calabar then I used it to manipulate things in
d ƈ ƐƇƈƆƐ
our favour before the game. If Jose Mourinho do that people would like it. I did exactly at that time the same thing. If I am coach for any team or country I will do everything for that team or country to win. I never said anything negative about Nigeria or Stephen Keshi. I only manipulated the situation to get a psychological advantage. “After the match, Keshi and I got back to talk and we stayed in touch afterwards by always talking on the telephone and email. I remember Stephen calling me before Nigeria’s playoff game against Ethiopia for advice in 2013 because I was former national team coach of the country in 2011. So the Ethiopian team was still similar to the one I handled. So we exchanged email messages a lot on that. I never had a fight with Stephen or Nigeria we had huge respect for each other. I remember he told me how he wanted to go to Belgium for the UEFA coaching licence in the months after the 2014 FIFA World Cup,” Saintfiet said of the Calabar saga. Despite knowing that Nigeria have been drawn in a very difficult World Cup qualifying group, Saintfiet is still ready to offer his services since the West African nation are in the hunt for a foreigner to take charge of their men’s national team, the Super Eagles. He has claimed that he knows the pulse of Nigerians especially as results, footballing terms, have not gone their way in recent months. “I understand the feelings of the people at the moment because we don’t have to lie as this is the toughest group and this is almost a small World Cup. All the opponents are highly respected countries with lots of football qualities. Algeria has developed well and become one of the best and they have
a team that have been together for some years. They have good players in Europe and locally, and they are a tactically strong nation and very difficult to beat. Players like El Arabi Hillel Soudani, Sofiane Feghouli and Riyad Mahrez play top football. “On the other side, Cameroun a little bit older generation mixed with newer ones to give a very good blend. They have got experience in Eyong Enoh and then there is Vincent Aboubakar who is very good and performs quite well. Then you talk of Zambia who have an almost African-based national team. They have players who play for Zesco United and then some in the PSL (Premier Soccer League). So I have had the opportunity to travel around a lot to see games and when I am not on the road I watch games on SuperSport. “I know this is not an easy group but Nigeria have a good group of players. Nigeria have a large number of very good players among more than 400 African players abroad. There are big and small names, but it is now left to find the proper mix to sift players who are able to play in a tactical style and discipline and adapt as well. Some players are good in Europe but when they come to Africa they find it tough, so that’s where the games against Cameroun and Zambia might need different approaches because of different circumstances,” he said. Saintfiet now hopes that he would get his dream job with Nigeria stay in the West African for the long haul unlike his brief stints with Ethiopia or Malawi which he attributed to “small budgets” by the FAs of those nations forcing him to take up short-term deals. Nigeria’s refineries post N82b loss in 2015 Opeoluwani Akintayo
A document obtained by The Daily Times has shown that Nigeria’s four refineries posted a combined loss of N82 billion in 2015. A document submitted the Nigerian National Petroleum Corporation, NNPC to the Committee, revealed that, “in 2015, the refineries posted combined losses of N82 billion and processed only eight million barrels of crude in total.” Meanwhile, the House of Representatives Committee on Privatisation and Commercialisation. has canceled the $50 million agreement signed by the NNPC with a Chinese company. According to the lawmakers, the deal was without a clear work plan.

... Reps cancel NNPC’s $50m deal with Chinese company ... As NNPC denies refineries privatisation The fresh move by the Corporation which was criticised by the Committee, was eventually halted by the House. During the session which focused on alleged NNPC’s bid to privatise the refineries, The Hon. At the meeting, the failure of the NNPC management to present documents showing the approval allegedly given by the President
for the proposed improvement of the refineries’ capacity utilization to 80 per cent within one year on the basis of the subsisting ownership structure, made members of the committee angry. As a result, members of the committee said the NNPC should halt the proposed restructuring/ privatization of the refineries because of the breach of the regulations in the Bureau of Public Enterprises (BPE) as well as the Presidency’s delay in inauguration of the National Council on Privatization (NCP). According to the Committee, it would formally inform President Muhammadu Buhari on the need

Relishing on the prospective of an African country hosting the single largest Refinery and Petrochemicals train project, the union leaders said it was planning in their next African meeting to bring the business mogul to address global union leaders. Regional Secretary, Sub- Sahara Africa, Fabian Nkomo said The body cherished the business acumen of Dangote and would like to work closely with him so that as he creates jobs, the union could also partner to ensure job quality is maintained. He said he has moved round Africa and discovered no one else has invested so much in Africa as an Africa and therefore Dangote
should be encouraged. “He has help governments across African states to create vital jobs and reduce poverty among our people, the unions are very proud of him”, Nkomo stated. The lawmakers were not impressed with Kragah’s explanations, forcing Chairman of the Commit¬tee, Ahmed Yerima, who further declared that the NNPC acted unilaterally by going ahead with the exercise with¬out involving other stake¬holders as contained in the Act, and insisted on adjourning the hearing due to the absence
of the Group Managing Direc-tor of NNPC and Minister of State for Petroleum, Ibe Kachikwu. However, Kachikwu was soon replaced by Maikanti Baru. For the past 10 years, the four refineries have kept posting losses until May 2016 when it netted a profit margin of N270 million, according to Kachikwu who disclosed during his handing over ceremony.

Brief Sterling Bank to consolidate on positive ratings by international agencies The Executive Director, Finance & Strategy of Sterling Bank Plc, Mr. Abubakar Suleiman has assured that the bank would consolidate on the positive ratings by the various international rating agencies by ensuring that it continues to deliver quality banking services to its customers and adhere strictly with best practice as applied to banking worldwide. Abubakar who attributed the ratings by Global Credit Rating (GCR), Moody’s and Lafferty Bank Quality Ratings (LBQR) to the bank’s strong performance and resilience amidst challenging operating conditions also noted that the ratings is a validation of the bank’s business models. It would be recalled that GCR earlier in the month, affirmed Sterling Bank Plc’s national long term and short term ratings of BBB(NG) and A3(NG) respectively, with the outlook accorded as stable. Similarly, Moody’s Investors Service had also assigned B2 Issuer rating to the Bank. This according to Moody’s is a confirmation of the bank’s “solid assets quality metrics and provision coverage, improvements to the Bank’s Information Technology (IT) infrastructure and risk management processes as well as its high liquidity buffers and a solid deposit funding base”. Assessing the bank’s quality, the Lafferty Bank Quality Ratings (LBQR) also this year, reckoned Sterling Bank to be amongst the top 10 in the world, top 3 in Africa (after Capitec and Barclays Africa) and the top Bank in Nigeria. The Lafferty Group approach to Bank ratings involves an evaluation of key quantitative and qualitative criteria such as strategy, culture, customer care, brand promise and financial performance. Michael Lafferty, Chairman, Lafferty Group had statement that “banks that score well on Lafferty Bank Quality Ratings tend to trade at a premium price to their tangible book value”. GCR in a report made available to newsmen by Sterling Bank in Lagos at the weekend attributed the Bank’s rating to its strong performance and resilience amidst challenging operating conditions.
UBA targets 50% revenue contribution from African subsidiaries .. Says political instability affect banks growth in Africa Stories by Motolani Oseni As part of efforts to effectively diversify its revenue generation, United Bank of Nigeria (UBA) Plc, has said that its medium term strategic target is to achieve balanced 50:50 earnings between Nigeria operations and African subsidiaries. Speaking on the topic: ‘The Emergence of a Nigerian PanAfrican Bank” at the Chartered Institute of Bankers of Nigeria (CIBN) 4th Valedictory Lecture at the weekend, the outgoing Group Managing Director/ Chief Executive, UBA, Mr. Philips Oduoza, said that the bank’s current revenue distribution between Nigerian and African operations stands at 72:28 percent.
Oduoza explained that the bank has an estimated potential customer size of 587 million from its 19 countries of operations within the continent, with customer base of over 10million, which he described as one of the highest within the continent, and was achieved largely due to the bank’s geographical spread. He, however, noted that Africa has provided ample opportunity for UBA to diversify its banking business and therefore ensure sustainable revenues regardless of economic cycle. “As a Pan-African Bank, we generate earnings from various regions so that we are not overtly exposed to a particular part of the continent and hence protected from systemic risks”, the outgo-

ing MD said. According to him, due to the improved political climate, steady growth in Gross Domestic Product (GDP), growing workforce and rapidly increasing disposable income, Africa presents a huge opportunity to providers of financial services like UBA Plc. His words: “Increased presence of Pan-African institutions will also help to drive the relatively low level of financial inclusion across the continent and foster integration via intra-African trade.” He explained that the volatility and instability in governance in some African countries have exposed most major banks in Africa to political risk, adding that resource commitment by banks to
comply with new regulatory policies are not optimised due to frequent economic instability faced by African countries through their political leaders. According to him, there are few democratic regimes in Africa with various forms of undemocratic policies in line with global definition, stressing that such regimes are threat to ease of doing business. He further explained that such governance situations pose the most visible threats to suitable and viable business environments, adding that the political instability has makes it very difficult for banks to maintain a collective standardised approached to the management of Africa ba nks.

NDIC wants stiffer penalty for bank directors over NPL The Managing Director/ Chief Executive of Nigeria Deposit Insurance Corporation (NDIC), Alhaji Umaru Ibrahim has called for stiffer punishment on bank directors over rise in Non-Performing insider Loans in the nation’s banking industry. Ibrahim expressed this concern in a document made available to our correspondent over the weekend, while saying that strict compliance with the existing code of conduct and a review of the existing laws and regulations to provide stiffer penalties for bank Directors who take advantage of their positions and failed to pay back their Loans.
Such loans are those paid by banks to their directors and shareholders, which has recently drawn attention of the agency to the consequences on the stability of the Nigerian banking system. According to him, the development had posed credibility questions which were capable of eroding public confidence in the banking system. The NDIC boss noted that casual staff, accounted for about 25 percent of the banking industry workforce, had a negative impact on the industry. He observed that with concern the practice of some banks that
assign sensitive roles to casual staff; thereby exposing the banking industry to cases of fraud and forgeries. Speaking on the recent staff rationalisation embarked upon by banks, Ibrahim urged the banks to exercise caution so as not to create industrial unrest in the industry. He, therefore, called on the CIBN to intervene by advising its members on the aim of the rationalisation which should be to weed out bad eggs from the industry. The NDIC CEO emphasized that the Corporation would continue to partner with the Char-
tered Institute of Bankers of Nigeria (CIBN) and other professional bodies towards achieving effective capacity building among its staff. Ibrahim disclosed that 77 members of staff of the Corporation were currently undergoing the Bangor/ CB MBA programme which commenced three years ago. The Bangor/CB MBA programme is an initiative of the NDIC, the CIBN and the Bangor University, Scotland where staff of the Corporation undergo up to 24 months training programme and graduate with dual certification: an MBA and Chartered Banker of Scotland.

He however noted that the company was able to offset the impact of the foregoing on its
bottom-line only by gradual increases in selling prices of its products, adding that the strong improvement in revenue and profitability was primarily driven by volume growth and efficiency gains, while benefits arising from the sale of investments in FMN’s associate companyUNICEM helped to improve the bottom line. The Accounting Toolkit for the Strategic HR Manager Nneka Jethro-Iruobe and Tolu Sobande As the Human Resource (HR) practitioner moves away from playing a “medicineafter-death” role and metamorphoses into the role of a strategic partner; there is a primary need to be equipped with the right tools to enable a smooth transition. This is further buttressed by the present and growing demand for HR practitioners to effectively partner with other business departments to achieve strategic corporate objectives. To be an effective HR Practitioner, the language at the Board (which revolves around an in-depth understanding of financials and financial performance) has to be understood to earn a seat at the executive table. This calls for the HR personnel to be accounting savvy in order to effectively assess the impact of HR & Reward programs on the organisation’s financial performance and leverage this knowledge in interacting with business stakeholders. This will guide HR in determining the impact of programs like Recruitment, Reward types (e.g. share based), Workforce Planning (growth plans vs HR capital needs) etc. on the business. It will also furnish HR professionals with the knowledge needed to add value and present viable business ideas using human capital resources. Given the current economic landscape, which demands cost-optimisation and revision to programs by management, HR’s role as a strategic business partner cannot be over-emphasised. The HR Practitioners’ Role Attraction, motivation and retention of the right talents remain at the core of the Human Resource (HR) practice in any organisation. Succeeding at this three-pronged responsibility, requires a good understanding of the business of the organisation and demands proficiency in areas such as communication skills, professional judgment,
people management, organisation awareness, integrity and maturity. As the C-suite hammers on employees being the most valuable asset to any organisation; HR is challenged to assist to leverage this powerful asset for organisational success. The need for accounting-savvy HR practitioners is further buttressed by the underlying trend where employees in the core business with a perceived better understanding of business operations are moved to head HR functions as opposed to growing HR talent to occupy these senior roles. In the words of Heather Keen, Director HR, Fonterra (a global leader in dairy nutrition), “People are now recognised as a company’s most important asset. The human capital balance sheet is as important as the financial balance sheet.” Following from this, is the relationship between both balance sheets and ensuring the HR practitioner is competent in leveraging the human capital balance sheet to increase the financial balance sheet. This article identifies the key aspects of the financial statement/ annual report, the accounting language the HR practitioner needs to understand as well as the key links that exist between business accounting and the HR function. Understanding Financial Statements Financial statements generally present a structured account of an organisation’s financial performance, condition and status of cash flows. They are stewardship statements that give a report on how well Management is utilising the resources entrusted to it by Shareholders / Investors. Financial Statements are presented in line with specific accounting principles and published periodically. The Financial Statements provide valuable information for assessing a company’s size and level of efficiency, which in turn gives an indication of its ability to pay and sustain certain levels of compensation. They also provide valuable
insight on the sustainability of the company’s current practices and its status as a going concern. Some of the sections of an Annual Report that tell the business’ story are presented in the figure below: The Statement of Financial Position and the Statement of Profit and Loss and other Comprehensive Income are critical, as these contain key information on business performance which HR personnel can leverage in discharging its responsibilities. The Accounting-Savvy HR Practitioner An HR practitioner can conveniently leverage various financial indices (both size and efficiency indices) deduced from the financial statement to effectively assess a business’ performance and optimisation of its human resources. The indices that can be derived vary per industry and business type. Some of the indices/ratios that focus on business size and efficiency levels include: Table 1: Description and Formulae of Various Size and Efficiency Indices It is important to not only focus on size in evaluating a business’ operations but also to pay attention to efficiency. These, in combination with the business life cycle, provide an appropriate assessment of an organisation’s business performance. In measuring this, it is also important to take note of where each index is located in the financial statement. The chart below illustrates the distinction between efficiency and size indices for some selected banks: Access Bank PLC Nigeria, Diamond Bank PLC, Eco Bank PLC, First Bank of Nigeria Limited, Guaranty Trust Bank PLC and Union Bank of Nigeria PLC. The analysis examines Turnover and Turnover per Staff as indicators of size and efficiency respectively based on an average of 2014 and 2015 results. Figure 1: Chart showing Efficiency and Size Indices across Banks
From the above diagram, while First Bank is bigger in size (Turnover), GTB and Access Bank are more efficient as both banks better optimise their human resources and yield higher Turnover per staff. Knowledge of relevant ratios and information can now be optimized to detect areas requiring adjustments in HR programs and also serve as a basis for measuring the impact of HR programs on the business. For instance, where a company has a lower turnover per staff relative to competition, the HR team may need to commission skills gap analyses and partner with relevant business units to identify areas to improve efficiency levels and optimize available resources. An increase in training programs targeted at improving employee skills level and therefore contribution to business can be assessed by the Turnover / Revenue to Staff Population ratio. Efficiency levels should increase ceteris paribus with an increase in knowledge and skill acquisition. Impact of Reward Items on the Financial Statement It becomes even more imperative for HR Practitioners to have a good understanding of financial statements and the information they communicate to be able to understand the impact of reward programs on the company’s financials. As an illustration, to be able to effectively introduce a reward scheme such as a share-based scheme, an HR practitioner needs to have an understanding of the impact this will have on the financials of the company, including valuation, disclosure and reporting requirements. If the scheme is equity-settled, there will be an increase in the equity of the company which is reported in the statement of financial position; whereas if it is cash settled, there would be an increase in the company’s liabilities. The dilutive effect of equity-settled schemes appears to be a key consideration that Companies consider in determining which scheme to implement.
On another note, in making hiring decisions, an appreciation of the company’s current staff cost to turnover ratio could serve as a guide. An already high staff cost to turnover ratio indicates that human resources are not being efficiently utilized, that is, Value added per employee is low and hiring new talent in such a situation would put further pressure on the financials. The focus could therefore be on up-skilling employees to improve output. Conclusion The era of accounting knowledge lying strictly with accountants while people services take a back seat is long ended. In this new era, the HR professional needs to assume the role of a strategic partner requiring a continuous evolution in people skills as well as financial and accounting acumen. Being a strategic business partner comes with a lot of responsibilities as the HR practitioners will need to be business and financial literate. They will also need to be able to successfully measure HR programs and processes in order to rightfully earn a seat at the executive table. Charles Sturt University’s Faculty of Business Course Director, Dr Lan Snell, reports that “…there’s been a trend towards looking at financially-based subjects among students doing their Masters degree in HR.” He further states that this is not just prevalent among HR practitioners but also amongst those from other disciplines who are pursuing a career in HR. A good understanding of financial statements and metrics is one of the biggest discerning factors that distinguishes the HR role from being a mere support role to playing a major function as a strategic partner in the business. •Nneka Jethro-Iruobe, Manager and Tolu Sobande, Analyst, Tax, Regulatory and People Services, KPMG Advisory Services, Lagos, Nigeria.

Lagos big boy reveals why he is into transport business While most of his friends went into oil and estate business to make more billions, Lord Harrison Boloruntife went into transport business despite the risks involved. “Most of my friends made jest of me when I revealed to them that I I’m going into transport business”, he told Life and Times at his Ajah, Lagos office. He explained why he ventured into transport business: “Transport business is a sort of profession that takes a lot of people from labour market because thousands of people will be employed, like drivers, engineers, cleaners and so many other professionals. When
I told my friends I am investing N2 billion into the business, they thought I am crazy, knowing fully well the risks involved. They even told me I should have invested in estate business, but estate business will not involve too much staff”. He spoke more: “Though transport is the most difficult and dangerous business in Nigeria, it is easy to manage 10 managers than to manage two drivers. Some of them take hard drugs, and hard drinks. We are dealing with the least set of people in the society”.
Avoid taking laws into your hands, instead pray for Nigeria- RCCG Members of the international Headquarters of the Redeemed Christian Church of God (RCCG) have been advised to pray, rather than retaliate over cases of religious intolerance. In light of the recent killing of Deaconess Eunice Olawale by suspected Muslim radicals, the international headquarters has released a statement, advising against retaliation. In the press statement, RCCG’s head of Media and Public Relations Department, Pastor Segun Adegbiji, urged members to

pray for Nigeria: “We are indeed in a sad mood in RCCG. As sweet as heaven is, death of our youths is not what we wish for. We shall not cease to pray that God will end bloodshed in Nigeria and all over the world. “We sympathise with the widower, our pastor, Elisha Olawale and their seven children. Our Mother-in-Israel, Pastor Folu Adeboye and Pastor Emmanuel Ibitayo of Region 10, Abuja, has paid a condolence visit to the family,” he said.

Facts about Asa
•Real name Bukola Elemide •Asa was born in Paris •Asa is the only female child in her family with three brothers •Asa has four albums presently namely: Asa (2007), Live in Paris (2009), Beautiful Imperfection (2010) and Bed of Stone (2014)
’12
years ago they said hunger will force ASA out of music’
The fact that I very easily feel sorry for people who seemed disadvantaged, oppressed or in dire need became a burden that I had to start learning to ignore for my own protection. I was doing a great job at learning to look the other way but not on this evening sometime in 2004, I never felt so sorry for anyone like I did this lady at the French cultural centre. She had just performed bare footed sitting on a stool and strumming her guitar to an audience clearly uninterested in her overly conscious message and soulful delivery of a song we had all never heard before. As I dreaded, the climax of her act was greeted with a very lukewarm applaud. As she walked off, the comedian/ MC gave the look of disdain while he shook his head evoking laughter from the audience. Then he drops the bomb to everyone’s hearing (including hers) ‘THE HUNGER WEY GO BEAT THIS ONE COMMOT FOR INDUSTRY EHN’. I almost cried. Alfred Atungu (6ft+) and myself had to go tell her we enjoyed her song so our consciences could lose some weight.
Fast forward to 2016, I am having conversation with this same comic act who described Asa as being on a level of her own. ‘THAT GIRL HOLD (CASH) DIE!’ Now what was the best way to remind him what his words on the same girl was like 12years ago? Well, I said nothing but chewed seriously on the lesson which I am only too glad to share. Human prediction, dismissal, disapproval or expectations have no business with how tomorrow would turn out for you. Time, focus, hard work, patience and God you would easily spot among factors to worry about on how your story ends. Man is nowhere in the sequence. The unpredictable tomorrow hangs over everyone. Amodu Shaibu who signed Stephen Keshi’s condolence register was buried before him. Man is nobody to know what happens to you or himself. Whatever they say today about your chances of making it is so irrelevant. Men being too blind to see the diamond in the dirt won’t stop it from shinning so embrace your glow regardless.

Reasons your natural hair is growing too slow Do you ever see natural hair which is as old as yours but longer? Does your natural hair feel it’s growing so slow? There are reasons your hair could be breaking more than it’s growing. Pulling hair too tight: It’s trendy and makes your braids look amazing but having your hair braided too tight or pulled back in a tight bun weakens your hair follicles and cause it to shed. You see those white-looking things on your scalp when you have tight braids in? Particularly the edges that look like dandruff, if you take a closer look at it, you would notice those white things are bulb-like and that’s sign of your hair strands being pulled forcefully from the follicle. This can lead to Traction Alopecia. Relaxed hair: It isn’t news that relaxers cause our natural hair to break. These creamy substances which are supposed to straighten the hair are laden with chemicals that are quite dangerous. This is why a lot of people are dumping relaxers and joining the natural hair circus, they can’t believe they’ve been missing out on healthy hair. Nonetheless, some are still sticking to relaxers and growing long hair with it. One of their rules include relaxing oncetwice a year amongst others. Too much dye: Dyes alter the structure of the hair especially if you are going blond which is always almost the case. Going blond from a dark colour requires your hair to be stripped in order to go two to three shades lighter. This is usually the work of bleaching. Dying your hair is however not all bad if you take care of your hair. Dying your hair means it is easily dry and susceptible to breakage, the logical thing to do would be adding all the moisture your hair lacks through conditioning. Too much petroleum or mineral oilladen products: A lot of products which are supposed to make your hair shine or even grow fast contain these products in excesses. Making use of much of these products on your hair to give you the result advertised on the package will cause more harm than good. Trimmed split ends: Split ends
happen when the ends of your hair are disregarded. It’s very common to get carried away with applying creams and oils to the scalp and the body of your hair that you forget to pay attention to the ends. The ends are the oldest part of your hair and are more fragile if not taken care of. So remember to seal your ends after moisturizing, be careful not to over comb your hair or doing anything that would result in them being dry. If you are experiencing split ends, do not hold on to them, have them trimmed the moment you notice them. Cotton on your hair: There’s a reason natural hair experts advocate sleeping with satin or silk scarf on or using a satin pillow case. The reason being that cotton is very absorbent so using cotton scarves or sleeping on a cotton pillow case will have the cotton material sucking in moisture from your hair. So invest in satin or silk scarves, they are actually prettier than cotton scarves. Wrong protective style: Every natural hair guru swears one of the ways to growing long hair is by protective styles. Wearing protective styles like braids, weaves, wigs ensure that your hands are away from your hair and give it a rest from all the combing and other manipulations. A lot of people however forget about their underneath. If you neglect it, it will do more harm than good, resulting in a lot of breakage. Too much heat: For the naturals, it’s common to want straight hair from time to time or bigger hair with even more volume. Heat appliances do these and they are not bad on their own. Using them constantly is however bad for your hair especially when you are not caring for them. Even if you are, taking a break from using heat appliances will produce great results. Not moisturizing: Not moisturizing your hair means you absolutely cannot
be bothered about the life of your hair. African natural hair tends to get dry easily, and when it’s dry it breaks resulting in hair loss. The reason hair
breaks more than it grows is dryness. Anything that sucks the moisture out of your hair will result in breakage.
