o doubt, President Muhammadu Buhari brought succour to public servants in the financially distressed states through the recent bail-out funds to the governors to off-set outstanding salaries and pensions. However, fact remains that this is a fire brigade approach, as it merely scratched the surface. There are still fears that with mounting economic challenges, the illiquidity of the states would linger for long, especially given Nigeria’s queer federal system of government. It is unfortunate that ethno-religious calculations have been responsible for our lopsided federalism, which has continued to militate against any real economic and technological development. For long, the revenues from oil sale were wasted on white elephant projects rather than on infrastructure that would help wean the country from overdependence on oil. That is why the blame for the comatose state of the economy lies with the past military and political leaderships. In their determination to control of the economy, they failed to allow the federating units the opportunity to harness the natural resources in their respective jurisdiction. The consequences are what the country is reaping today, with falling oil prices and dwindling revenue. It amounts to groping in the dark for the Federal Government to arrange for conditional N90 billion loan from the private sector through the issuance of bonds to enable the state governments fund their capital components of the 2016 budget. Ironically, such loan would in future hamstring the independence of these governors and prevent them from seeking creative ways of running their states. The loan will also mortgage the people and worsen their material wellbeing.
We all know that the 1999 Nigeria Constitution (as amended) bans states from exploring and exploiting the mineral resources within their areas. We advocate that this section of the constitution should be amended to reflect true fiscal federalism. That is why the call for restructuring the country has become strident in recent times. Nigeria’s founding fathers took cognisance of the country’s multi-ethnic and religious composition before adopting a federal system of government. If the federal system of government is working in larger economies such as the United States of America (USA), Canada and India, what then prevents it from succeeding in Nigeria? That is why we join other well-meaning Nigerians to call for the immediate restructuring of the federation to reflect the realities of the country. Such restructuring would mean a transfer of more powers from the centre to the federating units. It also presupposes that each unit would generate funds according to its capacity; paying only stipulated taxes to the centre. It amounts to playing the proverbial ostrich for the Federal Government to be doling out bailouts to states rather than allowing them to generate resources according to their respective capacities. We therefore call on the Buhari administration to re-examine report of the 2014 National Conference. We believe that would be a starting point to reverse the present lopsided federalism. We also advocate that there should be only two tiers of government; federal and states or regions with the review of revenue allocations for more money to be with state governments. The present constitution is by any stretch of imagination, unitary and this is responsible for the country’s persistent political and economic quagmire.

country have been urged to always remain loyal to constituted authorities, even as they were urged to remain involved in the protection of the nation’s democracy. This was the advise given by immediate past Commandant of Nigerian Armed Forces Resettlement Centre (NAFRC), Oshodi, Air Vice Marshal Mike Chidiebere Iloeyonsi during his official pulling-out from the armed forces held at the Centre on Monday. Marshal Iloeyonsi, who was full of appreciation to President Muhammadu Buhari, the Minister of Defence and service chiefs for their support to the armed forces and NAFRC in particular, maintained that
the future of the country remains bright and that armed forces personnel should contribute their quotas towards the advancement of the nation. its effort to enshrine transparency, accountability and probity, the FCT Administration, on Monday, ordered the immediate closure of all social activities at the Social Development Secretariat over perceived poor financial management of the complex. The massive social secretariat building popularly known as Cyprian Ekwensi auditorium, plays host to all social activities for residents of the FCT. The FCT Permanent Secretary, Dr. Babatope Ajakaiye, while on a surprise visit to the secretariat on Monday, gave the order for the closure, stressing that that is the right thing to do in order to help rescue and restructure the secretariat. Dr. Ajakaiye, who at an emergency meeting with the management team of the FCT Social Development Secretariat at Area 10, Garki I District, Abuja, said that the Administration would audit the revenue accruable from the cinema and all the shops administered by the secretariat in the last two years. He said that the Administration would also look into the lease agreements for all the shops with a view to ascertaining that all monies collected were duly paid into government coffers.
His words: “We cannot account for the revenue coming from this complex. The cinema hall that is said to have been leased-out is now closed down with immediate effect. We are going to check the agreement that was signed very thoroughly. “As for the shops, we are not going to close them down, but we want to see the agreements of those that are renting the shops, and we are going to audit what has been paid and who has been collecting the money” Dr. Ajakaiye added. According to him, “the Administration decided to beam its search light on the Social Development Secretariat because of its poor revenue profile.” The Permanent Secretary reiterated the commitment of the FCT Administration under the leadership of the FCT Minister, Malam Muhammad Musa Bello, to block all financial leakages in the system in tandem with the change mantra of President Muhammadu Buhari. Dr. Ajakaiye explained that due to the dwindling revenue occasioned by the plummeting oil price globally, “prudent management of scarce resources by the present leadership is what has kept the system afloat.” He noted that while the monthly allocation from the federation account had reduced to N1.8 billion, “the staff wage bill still remains at N4.1 billion.”

Ebonyi State, Martin Elechi has rejected a Toyota V8 SUV Jeep car gift given to him by his successor, David Umahi. The state government with the backing of the state’s House of Assembly had acquired four SUVs for former governors in the state at the cost of N29 million each. The SUV vehicles were intended for Elechi and Ex-Governor Sam Egwu. Other earmarked for the car gifts were former Governor of old Abia State and Minister of Science and Technology, Dr. Ogbonnaya Onu and and Ex-Senate President, Anyim Pius Anyim. The state government had written a letter to the awardees saying that the gifts were “in recognition of their role in promotion of democracy in Ebonyi State and for meritorious services in that regard”. But Elechi in a reply to the state governor, rejected the jeep stating that he was at a loss to convince himself he fits into the category of those the governor wished to honour. He also argued that his role in the promotion and sustenance of democracy is the antithesis of what is being practiced in the state today under the Umahi administration. The former governor also wondered why the same government which have refused to pay his entitlements and severance package will cough out enough money to
purchase such exorbitant car for him. “Let me remind you that for the past twelve (12) months, I have not been paid my salaries and second term severance allowance. These are my entitlements under the law of Ebonyi State; they are not a favour. “But of what use is this practice of sending seasonal gifts to a man who is being hounded and denied of his lawful official entitlements? Elechi asked. The erstwhile governor also upbraided his successor for the smear campaign against him and his tenure in office. He said: “I have no doubt that I made an impressive impact in Ebonyi State in manpower development with institutional reforms, attitudinal change philosophy, and infrastructural development. “Your Excellency will also recall that when I brought you on board in 2011 as my deputy, we made you the Chairman of the Executive Council Committee on Inspection. You never criticized or condemned the need, quality, or pricing of any project. “But with your assumption of office on 29th May, 2015, every one of my projects had become a subject of public ridicule, outrage and outright condemnation. The only exception is probably the ultra-modern digital radio and television complex which I conceived of and completed from scratch to finish. “It is not condemned or criticized because it is an organ by which I am regularly vilified and rubbished. The permanent secretaries I appointed and/or trained
have been swept out of office for no known reason. Ebonyi State is today the only state being governed without Permanent Secretaries.” Elechi further criticised the government arguing that the gifts could be likened to a Greek gift as the state governor who masterminded the donation was also the one who was responsible for him and his sons’ travails in the hands of the Economic and Financial Crimes Commission (EFCC). “As if the bad verdict on projects is not enough, there is the saga of malicious and false petitions against me and two of my children to the Economic and Financial Crimes Commission (EFCC)… This is courtesy of Your Excellency’s ingenuity with your team players. “Why have I chosen to go down memory lane even though the issues raised above are only a tip of the iceberg? With so much calumny, character defamation and outpouring of invectives and unabated fresh petitions swelling up to the anti-graft agency on weekly basis, why am I considered worthy to receive a State’s honour?

Court sacks Abia Gov over tax payment lapses Continued from page 1 day ordered the Governor of Abia State, Okezie Ikpeazu, to leave office for submitting a false tax clearance certificate to his party, the Peoples Democratic Party (PDP), for the party’s governorship primary in December 2014. The court, consequently ordered the Independent National Electoral Commission (INEC) to issue a certificate of return to Samson Ogah, a member of the PDP, who came second in the December 8, 2014 Primary election. However, in a swift reaction to the judgment on Monday, Governor Ikpeazu called on the people of Abia state not to panic as he was still in charge of affairs of the state. Two members of the party, Obasi Eke and Chukwuemeka Mba had in a pre-election suit marked FHC/ ABJ/ CS/1086/2014, dated Decem-
ber 22, 2014 filed at the Federal High Court, Abuja asked the PDP and INEC to disqualify Mr. Ikpeazu from contesting the governorship election. The plaintiffs had accused Mr. Ikpeazu of failing to pay personal income tax promptly as and when due for 2010 and 2011 in line with Section 24(f) of the 1999 Constitution, which states that “It shall be the duty of every citizen to … declare his income honestly to appropriate and lawful agencies and pay his tax promptly.” Delivering a judgment in the preelection suit on Monday, Justice Okon ordered the Independent National Electoral Commission (INEC) to immediately issue a certificate of return to the plaintiff, Samson Uche Ogah, who polled the second highest number of votes in the PDP primary election that held on December 8, 2014. He also ordered the PDP to forward Ogah’s name to INEC as the lawfull candidate for the state’s governor-
ship election that held in April 2015. The court held that Ikpeazu did not pay tax as at when due between 2011 and 2013, and that the governor was issued with tax receipt on the same day for the various years he defaulted on the same day. Justice Abang ruled that Ikpeazu did not qualify for PDP Primary election as false information was presented to INEC. “According to Section 31 (6) of Electoral Act, Court has the authority to disqualify him”, the Judge held. He added that if he was a Civil Servant as he claimed, Ikpeazu would have forwarded “his monthly Pay Slip to INEC as a proof that he paid tax as and when due.” The Court also faulted the amount of tax paid by Ikpeazu, noting that going by the document before the court, “it is either that the defendant received salary for
12 months without working or that he paid tax for the period without working.” Justice Abang also noted some inconsistencies in the payment of said tax, which he held was contrary to the law. According to him, “tax receipts showed that the tax payment was lumped.” He added that if it was paid as and when due, “the serial numbers should not have been so close to one another.” According to Justice Abang, “the tax payment for 2011 was issued in arrears.” The Court further stated that “the tax receipt issued for the year 2011 was issued on December 31, 2011, which was on a Saturday.” Since he did not participate lawfully in the Primaries, the Judge ruled that votes cast in favour of Ikpeazu “were wasted and nulified.” He therefore ruled that the Plaintiff, Samson Uche Ogah, who scored
the second highest votes in the Primaries be taken as the right candidate for the Party in the governorship election. “Therefore, PDP, Abia State should forward the name of the aspirant who scored the second highest votes to INEC”, the Judge stated. Reacting to the judgement in a statement issued by his Chief Press Secretary, Mr. Enyinnaya Appolos, the governor said he had faith in the judiciary and rule of law, adding that he would appeal the judgment. The statement reads in part: The Governor of Abia State, Dr Okezie Ikpeazu has called on Abians not to panic, but remain clam over the judgment of Justice Okon Abang of the Federal High Court Abuja delivered today in favor of Mr. Uche Oga against him, in the case of alleged falsification of tax receipts. The Economic and Financial Crimes Commission (EFCC), on Monday, arrested a close aide of Governor Ayo Fayose of Ekiti State, Abiodun Agbele. This much was confirmed to the Daily Times by spokesman of the EFCC Wilson Uwujaren, in a telephone interview. It was gathered that Agbele was arrested in Lagos by operatives of the EFCC who had been on his trail in the past one week over allegations that he received huge public funds from former Minister Musiliu Obanikoro and delivered same to Mr. Fayose. He is currently being detained at the Lagos office of the antigraft commission, it was learnt.
Spokesperson for Governor Fayose, Lere Olayinka, had earlier confirmed the arrest. A statement by Olayinka on the development says, “Our attention has been drawn to the arrest of Mr. Abiodun Agbele by the EFCC and we wish to say that we encourage the EFCC to carry out its investigations without politics as it is being done now. “It must be pointed out that at no time was Mr. Abiodun Agbele invited by the EFCC, and if he had been invited, he would have honoured the invitation. Therefore, there is nothing to celebrate in his arrest if it is not political. “As already pointed out, Gov-
ernor Ayodele Fayose does not have anything to do with any fund from the Office of the National Security Adviser (ONSA). He has stated how his election was funded and Zenith Bank that he said funded his election has not denied doing so. “Also, the person said to have been arrested is an adult and will defend himself when the time comes. Subjecting him to media trial as EFCC has been doing since the inception of this government will only give our adversaries momentary sense of joy. “We await reports of EFCC investigations and we hope that the anti-corruption agency will be civil enough to allow an open and transparent trial in compe-
tent court of law and not media trial just to get at Governor Fayose because of his uncompromising stance against the misrule of the APC/Buhari led federal government. “Whatever stories being circulated by the EFCC and its political allies can at best be regarded as rumour as we were all in Nigeria when Nigerians were told that $700 million cash was found in the House of Mrs. Diezani Allison-Madueke and the story turned out to be lie. “Finally, like we have maintained, Governor Fayose will remain resolute in making his opinions known on national issues and will not be intimidated.”

They made this known in a statement which the Senate President personally signed, stressing that they considered it a farce to allege that a criminal act had occurred at their instance, during Senate Procedural actions. National Drug Law Enforcement Agency (NDLEA) in Anambra State has expressed concern over new trend of using tainted glass and siren vehicles by drug peddlers to beat security check in the area. The State Commander, Mr. Sule Momodu, who disclosed this during the United Nations Day Against Illicit Drug Abuse and Trafficking celebration in Awka, on Monday said that the command had seized three tainted and siren cars with large quantity of cannabis in the state. He said that the theme of this year’s celebration is “Listening to children and youths is the first step to help them grow healthy and safe”, had become imperative. The Police in Warri, Delta State, on Monday killed a robbery suspect and arrested two others of a three-man gang, who had attempted to rob a commercial tricycle rider of his tricycle around Ighogbaudu Road, Okumagba Layout. The robbers’ attempt was reportedly thwarted when the police accosted them during their patrol routine. It was gathered that the armed bandits boarded the tricycle as passengers and on getting to the Ighogbaudu Road, one of them demanded for the keys at gun point, unfortunately for them, the rider exhibited bravery by resisting the attempt. He however expressed firm optimism that the crisis bedeviling the PDP would be resolved by first week of July but did not give details on how the crisis will be resolved by the said date saying if the crisis is allowed to fester for too long, it might be injurious to the success of the party in future elections. Was there any personal agreement between you and Governor Mimiko, when former President Jonathan pleaded with you to shelve your ambition? Governor Mimiko came to my house in an unscheduled visit and we had to receive him. Again he is my friend, he did spent about four hours and we had some meetings and understanding that he would set up an economic council of the state. I told him to look for prominent business people to be in that council and I suggested Chief Michael Ade-Ojo (Elizade), Akinfenwa, Oloketuyi, and I also told him that I might also join the economic team by creating economic blue print for the running of the government. I specifically let the governor knows that the shortfall of his administration is the fact that he doesn’t understand the economic base of Ondo State. I told him that he could be a political leader of a state but he cannot be the economic leader. I also told him that I have conceded to the president’s plea but am going to run the next election (2016). And he advised that when he constitutes the caretaker committee council he would be generous to allow me make nomination to the areas like; Odigbo, Okitipupa, Ese Odo, all local government that are close to me. He told me that his style of politics is that if I have the control of those local government areas, when am home, they would be around me. We also talked about the cabinet, and I said I would nominate one or two people if he would be satisfied. I also reminded him of one of his earlier promises he made in the first term that we are supposed to form the first cabinet equally. We had an argument but that has come and gone while the rest remain history. Did Governor Mimiko honored all these these conditions? I thought he was going to honor his word for the benefit of the economy of Ondo State because the economic council would have been very important and I told him why it is difficult in paying salaries because the economic council would have told him how to source salaries. what to do and how to do it. But he didn’t honor it and suddenly the governor called me oneday and told me that he is joining the Peoples Democratic Party (PDP) and I said if that was his decision there is no problem and he is welcome, I also thought that was good enough if he was joining the party from his Labour Party (LP). I didn’t expect him to paralyze the political structure of the PDP as at that time. Apparently, he came with his people and wanted to take over all PDP structures from ward to local government levels and I disagreed and this brought about the cases and legal battle we had in court. It doesn’t translate to equity. I told him the local government chairmen were elected for a specific time by the constitution and that time had not been spent. Did you not take the case to the court? I had to pursue the case to court. It took time for the governor because he was hustling between fear and courage. Fear that he can’t go back to where he is coming from, courage that he could continue with the legal battle. Of course he knows how much he spent on the legal battle and he knows the result. We won all the cases and that created a big challenge for the governor and after that, it was another battle between myself and the governor over who has the president’s ears . You know as a governor of a state he might be allowed access to the President over security threat issues and
lots of others that might be affecting the state. Again, former President Jonathan told me he wanted to make him the Southwest Coordinator of the PDP and I told him it wouldn’t work, not because I hate him but because he is just coming again to the party. He couldn’t have gathered enough political posture for that purpose. There was a time you received some leaders of the All Progressives Congress (APC) in Ondo State before the election, what role did you actually played? The presidential election was very touching and I was in dilemma because a very close friend of mine, President Muhammadu Buhari who had slept in my compound for four nights was contesting the poll. I brought him to Ondo State. I was Vice Chairman of his campaign committee in 2003, I was deputy national chairman of the ANPP in 2003, I was also the legal adviser that filed his case in INEC in 2003. There was a bond and political strong tiles between myself, and President Buhari as at that time. Now, there was also the paradox President Jonathan as at that time with his education- coming with a PhD to run for the election and having lot of respect for me and held me in a very high esteem. I need to balance the interest. That’s the dilemma. Former President Olusegun Obasanjo who had left the party initiated my coming to PDP in the first long run.

The Rivers State chapter of All Progressives Congress, (APC), has claimed that it has uncovered a plot by Governor Nyesom Wike to smear and intimidate the President of the Court of Appeal, Hon. Justice Zainab Bulkachuwa and other Appeal Court Justices. The APC, in a statement signed by the party’s chairman Chief Davies Ibiamu Ikanya, alleged that members of the Integrity Friends for Truth and Peace Initiative, also known as Integrity Group were activated by Gov. Wike to draft and make a publication that will intimidate Justice Bulkachuwa and others over the pending Ojukaye FlagAmachree matter in court. It was learnt that the document had been prepared and presented to the governor in a meeting where the document was further fine tuned for publication at cost running to millions of Naira. The statement reads: “The

Nyesom Wike had earlier attempted to reach justices of the Court of Appeal in order to compromise the Ojukaye FlagAmachree trial but when he was rebuffed he then resorted to the use of his standby political jobbery outfit, the Integrity Group for the exercise of blackmailing the judiciary. “Another proof that Ojukaye Flag-Amachree is being victimised for political reasons stems from the widely published statement made by Hon. The Minorities Unity Movement (MUM) has commended President Muhammadu Buhari on the appointment of Ibrahim Idris Kpotum, a Nupe from Niger State as the acting Inspector General of Police. In a statement signed by MUM’s founder, Jacob Onjewu Dickson, in Abuja on Sunday, it described the decision as one that would further unite the country. “This appointment which is well deserved, will further unite our country because it has been observed that without the minorities cementing the union, the ‘big three’ would have always been at each other’s throats.
“Nigeria as it stands today is inhabited by several ‘minority’ ethnic groups which can be found in all the geo-political zones of the country. President Buhari did well by replacing the out-gone IG who is also a minority, with another minority, for which we are happy,” the statement said. Sheriff fights back, fires Edo Exco Embattled National Chairman of the Peoples Democratic Party (PDP) Alhaji Ali Modu Sheriff appears to be fighting back as he has suspended the Edo State executive committee of the party, following petitions against alleged irregularities in the congresses that elected State Executive Committee for the chapter. Sheriff had earlier nullified the Plateau State congress of the party and promised to set machinery in motion for the emergence of a fresh executive committee for the state PDP. Alongside the National Secretary of the PDP, Prof. Wale Oladipo, in a statement in Abuja said the suspension of the Edo PDP exco was part of the decision taken at the NWC meeting of 21st June 2016 saying the suspension would enable the National Working Committee (NWC) of the party investigate the allegations contained in the petitions and come out with a fair and just decision. He appointed an eight-member caretaker committee to run the affairs of the state chapter for a period of three months. They included: Chief Ebenezer Alabi (chairman); Barr. Zealiwe Edmund (secretary); EhimekpenOkharedia, Mrs. Melody Ekunne Osagie, Blessing Agbabaku, Negerese Berry, Hon Daniel Ohiole Asekhame and Mr.DanOmozokpai as members. But the Ahmed Makarfi-led caretaker committee, in a swift reaction, asked the Edo State chapter of the party to ignore the suspension order. The faction said the procedures for taking such far reaching decisions are prescribed in the constitution of the party, so it is the organ so empowered to take it.

Don’t use weighing scales to hoodwink people, SDP warns Aregbesola The Social Democratic Party, (SDP) Osun State chapter has tasked the state governor, Mr Rauf Aregbesola against taking the innocence of the people of the state for granted through his recently launched weighing scales tagged as ‘Osunwon Omoluabi’. The chairman of the party, Chief Ademola Ishola said this in a statement issued by the party’s Director, Media and Publicity, Mr Taofik Alabi. The SDP boss noted that the governor has the right to implement same but, according to him, he seemed to have hidden agenda behind the scales, saying he should have allowed the market men and women to purchase the said scales wherever it pays them, while the government plays the supervisory role.

The Deputy Governor had embarked on an inspection visit to some borderline communities between Ogun and Lagos states which were sacked by militants recently when the incident happened.

Rising from a crucial meeting held at Agbede, in Ikorodu area of Lagos State, the self-determination groups urged various groups to be on guard while those of them with any affiliation cum alliance with the Ijaw groups to severe such with immediate effect.
A 78 member Peace Commanders, to quell the activities of the militants, believed to be carrying out bunkering operations in the area was thus set up. The Ogun Deputy Governor’s convoy which comprised the Assistant Inspector General in charge of Zone 2, the state commissioner of police and heads of military services in the state were ambushed at AkokaEbute where the team had gone on fact-finding mission in the area. As the security team led by the heads of military agencies ap-
proached Ibafo creeks where the suspected militants were believed to be hiding, a barrage of gunfire ensued, forcing the law security operatives to take cover. It was gathered that the security operatives responded swiftly and repelled the suspected militants, who later retreated deeper into the creeks and escaped in the process. The state delegation later made a detour from the troubled area after the deputy governor had assured the residents of commitment to their safety.

Corrupt Power: A degenerative phenomenon

ower is generally associated with degenerative actions. Where connectedness is absent in addressing complex social problems, a becoming sentiment of recklessness and abuse of power dominates the social space. Understandably, abusive and predatory practices of power come with it the connotations of emasculating, steamrolling, controlling, manipulation, defeating, and degenerative leader behaviour. To clearly illustrate empirically the unethical behaviour of the powerful, Martin Sweet’s article “Does power really corrupt?” narrated Professor Dacher Keltner of University of Berkeley near death experience. Keltner was cycling over the East Bay Hills to school as he came to a four-way intersection, he had the right of way but a black Mercedes cut through and within two feet before impact slammed his brakes, the driver gawked with a seeming contempt and disdain. Keltner’s immediate response was a mixture of anger and relief. On a second thought, he found this incident academically provoking. He wondered if there is a measurable difference between the behaviour of Mercedes owners and those of other cars. Had the driver who nearly killed him bought something else, along with $130,000-worth of German engineering? To answer these questions Keltner organised a group of students on the case; sent them out with clipboards to loiter on the traffic islands of Berkeley. They monitored vehicle etiquette at road junctions, kept notes on models and makes. They observed who allowed pedestrians their right of way at street crossings and who pretended not to see them and roared straight past. The results show distinct behavioural tendencies. Mercedes drivers were a quarter as likely to stop at a crossing and four times more likely to cut in front of another car than drivers of beaten-up Ford Pintos and Dodge Colts were. The more luxurious the vehicle, the more entitled its owner felt to violate the traffic rules. The power expressed by the Mercedes driver was completely degenerative, lacking connection and self-realisation. Paul Tillich the great Theologian and Philosopher postulated the interconnectedness of power and love in his definition. He presented an ontological view that revealed what and why of power and love. Tillich defines power as “The drive of everything living to realise itself, with increasing intensity and
extensity.” On the other hand, love enriches power in an act of dynamic balancing. Love infused into power brings together that which is fragmented; the drive towards the unity of the separated. Love can be the reconnecting tool that makes whole the seeming fragmentation-power and love delineates our individual and collective journeys as Adam Kahane revealed in his book “Power and Love”. We must as a matter of urgency renew and make whole all that seems apart in our union; mindful that our communal power rest on individual self realisation. The prevailing influence of power on human behaviour is largely associated with degenerative actions as seen in the road traffic experiment. The unruly behaviour exhibited by the Mercedes drivers was also prevalent in the lab. In further experiment, Professor Keltner gathered participants from a variety of income brackets to the test; in others, they “primed” subjects to feel less powerful or more powerful by asking them to think about people more or less powerful than themselves. The results all stacked the same way. The findings show that people who felt powerful were less likely to be empathetic; wealthy subjects were more likely to cheat in games involving small cash stakes and to dip their fists into a jar of sweets marked for the use of visiting children. When watching a video about childhood cancer they displayed fewer physiological signs of empathy. Similar results occurred even when the privileged under observation had no meaning beyond the experiment room. Rigged games of Monopoly were set up in which one player took a double salary and rolled with two dice instead of one: winners failed to acknowledge their unfair advantage and reported that they had triumphed through merit. In another study, volunteers were divided into bosses and workers and set to work on an administrative task. When a plate of biscuits was brought into the room, the managers reached for twice as many as the managed. “Power tends to corrupt, and absolute power corrupts absolutely,” said Lord Acton in 1887. Shocking, as it may seem here was the evidence, lab-tested and cannot be dismissed as a hyperbolic perception. Reacting to the moral conduct of powerful people and the perceived oppression of the weak, one of the greatest civil right activists and spiritual leader, Martin Luther King Jr, in his presidential speech to Southern Christian Leadership Conference, King illustrated a practical way of balancing fighting (degenerative power) and unity (generative love). Drawing on Tillich’s work, King emphasized on finding the dynamic balance between power and love in solving complex social
problems. Power without love is reckless and abusive and love without power is sentimental and anemic, King said. He went on to say that collision of immoral power with p o w e rl e s s morality constitutes t h e major
crisis of our time. How does each one of us contribute to this collision? The increasing challenges we face today lies in our unconscious polarity of power and love, entrenching separateness rather than our connectedness in governance. The progress we seek continues to be stifled by this cognitive deficiency and misapplication of power and love. The Sociologist C. Wright Mills studied the moral conduct of powerful people. In 1956 he published “The Power Elite”, an account of American society that shocked a generation: partly because it suggested the country was controlled by self-sustaining cliques of military, political and corporate men; partly because Mills modeled his work on an earlier study of the social and political hierarchies of Nazi Germany. Three years later, Pitirim Sorokin, founder of Harvard’s sociology department and a refugee from Lenin’s Russia, published “Power and Morality”, which proposed that the individuals described by Mills were not just self-interested, but sick. “Taken as a whole,” he wrote, “the ruling groups are more talented intellectually and more deranged mentally than the ruled population.” Sorokin’s psychological inference may be extreme but the idea of power as a disorder was a negative contagion. We see today constant pressure between power and love in the space of social change. How can we manifest the generative aspect of power to master one in solving our collective problems? The unfolding fractional crystallization of power has become a constant bypass to our communal well being. In 1959, Eugene Jennings, the founder of business psychology and nobody’s idea of a dangerous radical,
examined 162 American executives about their ethical lives. While in the office, he discovered markedly that they treated colleagues with suspicion, regarded friendship as a weakness and allowed self-interest to govern their behavior. The findings of two Berkeley Psychologists suggest that leaders were less productive when asked to work together than their subordinate was. Impeded by their egos, the powerful spent much of their time squabbling about that should hold control. Here is what degenerative power does to about every human being. It is going to reduce the quality of your attention to people as it creates a facade of equality that provokes disintegration. It is going to increase your manipulative ability, ability to emasculate and suffocate others. It will increase separateness and denial of self realization. You will be a little less thoughtful about how things look from their perspective. How do we notice what we are not noticing? How do we know what we know? How can we act and effect change in complex situations? So just practice a little gratitude, listen empathetically and apply your heart to know. Engage, collaborate, embrace, compromise, capitulate, fuse power, and love to reconcile the permanent tension. We are left with no choice but to master the balance of power and love in order to realize impactful and lasting change. The purpose of life is to be part of everything that is, realizing your interconnectedness to surge toward communion of the whole.

The Girl-Child education in Zamfara State

t is a particularly humid April morning at the Government Girls Day Secondary School, Gusau, where Mariam and 63 other classmates sat as the teacher introduced a new topic in Chemistry. It is one of the revision classes to prepare these female students for the West African Senior School Certificate Examination. Even my presence and camera did little to break their rapt attention. Two years ago, about 200 kilometres from Gusau where Mariam and her friends were preparing for their exams, another group of female students were undergoing similar exercise before tragedy struck. That tragedy shook Nigeria and drew international attention for months after 276 female students were kidnapped by Boko Haram from Government Girls Secondary School in Chibok, Borno State. The Chibok Girls, have proved to be a watershed in Nigeria’s fight against Boko Haram insurgency. Two years after, the North East ravaged by the war is springing to life again. However, a worrying scar is the damage done to female education in Northern Nigeria. While there is no concrete data to compare enrolment rates in primary and secondary schools before and after the tragic incident, it is evident that some damage was done to the psyche of parents. That unfortunately is a rather unpleasant complication to a grim
reality. The global figure for out-ofschool children is estimated at 121 million, 65 million being girls and over 80 percent of these girls live in Sub Saharan Africa. According to UNICEF, 40 percent of Nigerian children aged 6 -11 do not attend any primary school with the Northern region recording the lowest school attendance rate in the country, particularly for girls. Despite a significant increase in net enrolment rates, it is estimated there are still 10 million out-of-school children in Nigeria, mostly girls. Zamfara has proved, in recent years,
to be the positive aspect in the cloud of female education in Northern Nigeria. The state has the highest enrolment figure for primary and secondary school in the North West, and third highest in North West and North East combined. Indeed, Zamfara is the only state in the North West and North East to have more girls than boys in the past two years. The numbers of girls that enroll and complete their education up to WAEC have also increased by 40%. In 5 out of 14 local government areas, there are more girls than boys in public and private primary schools. Close to the Government Girls Day Secondary School is Government Girls Arabic Secondary School, a manifestation of the strategic purposefulness with which the government has pursued improvements in girl child education. Most parents do not send their girls, to public school and prefer to send them to Qur’anic schools. One of the secrets to getting parents to enroll their girls, and keeping them there is the provision of alternative school structures and curriculum, an example of which is the Arabic primary and secondary schools in the state. For instance,Government Girls
Arabic Secondary School sits close to Government Girls Day Secondary School. Both are girls’ only secondary education institutions. The availability of such diverse options has made it possible to convince parents to send their girls to school. The School for Continuing Education for Women, Gusau is yet another example of the state at ensuring that girls are trained, educated and empowered to compete. Many girls do not attend school because their labour is needed at home. The burden of catering for the family is often placed upon the girl child. The consequence is that many are unable to complete their education. This gap is what the state government has managed to bridge. Government Girls College in Talata Mafara is the only female science school in Zamfara and one of the few in the North West. This is where future female doctors and engineers are being trained. This story of girls in Zamfara who are defying all odds in the pursuit of education will not complete without mentioning the investments by Governor Yari Abubakar. Abubakar has taken steps in raising the standard of education in the state. More than 300 new blocks of classrooms were constructed and commissioned in the first year. A 7,000 capacity teachers training centre was built in Gusau fully equipped with ICT facilities. The administration has gone to great lengths to take Zamfara out of the bottom rung of WAEC pass rates. This is the kind of good news Mariam and the other girls in the state need to inspire them for the challenges ahead.
Constitutional rights of Fulani herdsmen

hen the 2015 national political elections were coming, there were very heated debates on all sides. As was to be expected, the politicians were clutching on everything possible to sell themselves to the electorate. As usual, they fished out every possible point in their favour and/or against their opponents. In that way, they invariably may lose some of their erstwhile nonpartisan and/or more objective audiences. In this way, some of the important issues that they raised at that time may naturally have been overlooked. One of those truths that were taken out of proportion, was the never hidden issue of the Usman Dan Fodiyo and his actual or claimed descendants agenda to ‘conquer’ the whole of Nigeria. For the fact of their being of the inherently theocratic Islamic religion that can very easily be used to totally possess people, to then completely also force that religion on the people for their more primary, personal and selfish political
interests. It was easy for people to quickly dismiss that fact because they were being used to counter the fact that Muhammadu Buhari has been one of the military) leaders who did not show any tendency for personal enrichment from office. However, since that victory by Buhari, all the evidences that it can be taken advantage of by the Fulani/ Usmanu Dan Fodio interest groups for imperialism and total Nigerian conquest is everywhere for us to see. The terrorist attacks on everybody everywhere who will not let them herd their cows through their farms and eat up their crops, has grown rapidly. In spite of all these and the cries from everywhere, Muhammadu Buhari has not uttered any serious enough word in that regard. Yet, he is the only one who MUST speak to his very own Fulani people. To fail to do so would obviously be to take the Nigerian people for granted. When the latest episode of the sacking of a whole community in Enugu State occurred recently, in April 2016, and many calls for the taming of the menace was raised, the association of these herdsmen had the effrontery to tell everybody that they will go on
with the terrorism. Obviously, this raised many more angry responses. It is for this reason that the subject merits looking into in a very dispassionate way. For the purpose of the progress, nobody should be treating these matters from the point of venting uncontrolled angers. Christianitybased responses should be the least to do so! Yes, the Nigerian constitution says to “guarantee” every Nigerian the right to live and conduct every legitimate business of his interest in the country. But does the constitution guarantee such Nigerians to trespass on other people’s properties and rights? Does it allow them to vandalise people, rape their girls and women? There are laws in Nigeria which should ensure that all the people who do such things should be maximally punished. In any civilized and civilizing country, people like that should be in life long jail. It is in the best interest of such people that they are limited to states and cultures that will understand such ways of living. We recall churches in Sokoto built on lands legitimately acquired by Christians which were destroyed by traditional Islamic or civil govern-
ment agencies because Christian Churches will not be permitted in such places. Yet, these Middle Belt or Southern Nigerian peoples allow mosques to be built in their places. We all know of southerners, Middle Belt or even far Northern minority tribe (and especially Christians) whose legitimate business premises and wares were vandalised, in these states because they were Christians. However, God who permits things like these to crop up at the very times they do is wise in doing so! Looking prayerfully on the whole matter, it would appear to me that He has allowed PMB to become President and for these unwholesome events to rear up their heads again at this time. We must propose healthier ways to contain and curtail the Fulani herdsmen terrorism. Nigeria must become one of these civilised countries; and the duty to educate and help arrive at it is that of all of us. The governors, legislators and other politicians, especially those from the vandalized states, have the duty to persistently present this to their colleagues as well as to PMB until such civilization sinks in and is brought to bear in the country!

Turkey apologises to Russia over downed jet ÏÏÏThe Kremlin said Monday
that Turkish President Recep Tayyip Erdogan had apologised to his Russian counterpart Vladimir Putin over Ankara’s downing of one of Moscow’s military jets in Syria last year that shattered ties. Putin has repeatedly demanded an apology from Erdogan since the November 24 incident and the latest move could help spell the end of a feud that has seen Moscow slap a raft of sanctions on Ankara. “The head of the Turkish state in his message expressed his sympathy and deepest condolences to the family of the dead Russian pilot and said
sorry,” Kremlin spokesman Dmitry Peskov told reporters. He added that Erdogan wrote in a letter that he wanted to do “everything possible for the restoration of the traditionally friendly relations between Turkey and Russia.” The Kremlin later released a statement citing Erdogan as saying Ankara “never had the desire and the intention” to down the Russian Su-24 warplane. “I want to once again express my sympathy and deep condolences to the family of the dead Russian pilot and I say sorry,” the statement quoted the Turkish leader as saying. Turkey’s Anadolu state news agency reported that
presidential spokesman Ibrahim Kalin said Erdogan had written to Putin to “express his regrets” about the downing of the warplane, but he did not explicitly confirm Erdogan had apologised over the incident. “We are pleased to announce that Turkey and Russia have agreed to take necessary steps without delay to improve bilateral relations,” Kalin added. EgyptAir crash: Prosecutor opens manslaughter inquiry ÏÏÏThe
Paris prosecutor has opened a manslaughter investigation into last month’s EgyptAir plane crash. A spokeswoman told the Associated Press that it would begin as an accident inquiry because there was no evidence so far to link it to terrorism. The authorities, she said, were “not at all” favouring the theory the Airbus A320 was brought down deliberately. Flight MS804 from Paris to Cairo crashed in the Mediterranean Sea on 19 May, killing all 66 people on board. Earlier on Monday, Egyptian investigators said the damaged memory chips from the plane’s
cockpit voice and data recorders had been flown to France. Technicians at France’s BEA air accident investigations agency will attempt to clean and repair them, and then send them back to Egypt for analysis. The flight recorders were recovered from the plane’s wreckage, about 290km (180 miles) north of the Egyptian coast and at a depth of about 3,000m (9,800ft). The cause of the crash remains a mystery. Automated electronic messages sent by the plane revealed that smoke detectors went off in a toilet and in the avionics area below the cockpit, minutes before the plane’s signal was lost.

Kerry reassures NATO nations over Brexit vote

U.S. Secretary of State John Kerry said on Monday Britain’s vote to leave the European Union (EU) will not have an adverse impact on North Atlantic Treaty Organization’s (NATO) military and political prowess. “We anticipate an even stronger NATO going forward,” Kerry told reporters after a meeting with NATO Secretary General Jens Stoltenberg at NATO headquarters in Brussels, Belgium. Twenty eight member nations of NATO will attend a summit in
Warsaw, Poland, on July 8 and 9. “We have high expectations of a very strong NATO meeting with important deliverables that will not change one iota as a consequence of the [Brexit] vote that has taken place,” Kerry said. Britain stunned the world last Thursday when it voted to leave the EU, sparking sharp selloffs throughout the global financial markets. The vote, said Stoltenberg, has made NATO an even more significant player in international
political and military affairs. “I think that NATO has become even more important [not only] as a captain for cooperation between Europe and North America, but also defense and security cooperation between European NATO allies.” Kerry is in the midst of a tour of Brussels and London that is designed to reassure U.S. allies concerned about the British vote, noting that 22 EU countries, including Britain, are NATO members.

The celebrated footballer was at the COPA CocaCola coaching clinic with ex-golden Eaglet coach, Hassan Abubakar to help the young players strengthen their confidence with several soccer drills and earnest motivational words, ahead of their group stage matches. The veteran midfielder, Lawal who had 53 caps for Nigeria, lauded COPA Coca-Cola for helping the kids nurture their talents, while also building the nation’s football. He expressed that, “This initiative is fantastic, it is very important to the overall development of Nigerian football.” Lawal spoke to the teams from Kano, Jigawa, Katsina and Zamfara States, who had all won at the grassroots phase of the COPA Coca-Cola tournament and currently gathered at Kaduna State to contest at the COPA CocaCola regional stage, so that the North West region could have a representative at the upcoming National finals in Lagos.

Juventus have confirmed the signing of Dani Alves from Barcelona on a free transfer. Alves arrived in Turin on Sunday and underwent his medical with the club on Monday morning. happened if you had whistled? I trusted my feeling and my experience. If I decided to rule it out, maybe there wouldn’t have been the second goal. Anyway, I’ve continued to referee at the highest level, for 10 years I was the best on my continent, I officiated three finals of the African Cup of Nations. Even after that, I had several roles in the Tunisian Federation. Maradona visited you, what was it like? He was in Tunisia, he even called me an ‘eternal friend’. We talked about football and, of course, of that historic match. I told him that if Argentina were champions, it was thanks to him. I responded by saying that his second goal, the goal of the century, was

On June 22, 1986, the World Cup quarter-final between Argentina and England would be remembered in football folklore, thanks to Diego Maradona. The Argentine legend scored what was labelled as the Goal of the Century in that encounter in Mexico City, but four minutes earlier, he was at the heart of one of the most controversial goals of all time. Ali Bin Nasser, a Tunisian official, was in charge that day, and while he insisted that he didn’t see the Hand of God, it’s a decision that is talked about even now. Excerpts:

in Nasser, what do you remember about that hot afternoon that changed your life and football? I remember everything and then I reviewed those scenes a thousand times. First only on television, now on the internet. If you want to know how it went, I say once again that it wasn’t my fault. Who would you blame then? In that World Cup, the assistants were not as influential as they are now, the referee had to decide on everything. Then FIFA changed it, if the linesman was better placed and the referee had not seen it, you had to consider the colleague’s decision. Trust him. I had my
doubts, but I saw the linesman, a Bulgarian guy named Bogdan Dotchev run towards the middle of the pitch and I had to react. But over time Dotchev also insulted you heavily. What’s your reaction in this regard? I received a 9.4 out of 10 in the ratings from FIFA’s Technical Committee. They said that I, the African, had followed the regulations to the letter. Nothing else should be added to that. Did you guys meet again since then? We have written to each other, for years he said the truth, he admitted that the responsibility was his. Then in time he’s changed his mind. Have you ever thought what would have

thanks to me. I didn’t whistle right away, I never stopped his run. You never had any hard feelings or felt mocked by El Pibe? Maybe at the beginning, but then I forgave him. It’s part of the game. In that game I also remember the heat, 42 degrees in the shade. Nevertheless, I had control of the match, the same way I officiate even in schools. And the slalom for the second goal that you saw up close? I speak as a football fan and not a referee, it was a privilege being there, being part of that moment. History is not clear. When Diego approached the area, I just thought: ‘Poor England, poor defenders, now he’ll skip past them all’. He was really capable of everything. Is he the best ever in your opinion? I refereed so many great players, but none like him. Today there is more space, Lionel Messi and the others at Barcelona are magnificent, but I always choose Maradona. For what he represents. And the referees now? They could use more technology? It’s all a business, football is an industry, they referee better certainly and they make fewer mistakes, but football is still human, we will always make mistakes.

Lagos sets up task force to curb land grabbers Benjamin Omoike

The Lagos State Government, on Monday, said that land grabbers otherwise called Omo-Onile would, henceforth, be treated as criminals and dealt with accordingly, with a Task Force set up to look into the matter. Speaking to newsmen, while inaugurating the Task Force, the State’s Attorney-General and Commissioner for Justice, Adeniji Kazeem, said the administration of Governor Akinwunmi Ambode was determined to apply the full weight of the law to permanently
address the issue, adding that the havoc and unrest being caused by land grabbers was no longer acceptable. He said that the full weight of the law would be brought to bear on the matter and that henceforth, anybody who used threat of arms or physical threat to dispossess people of their legitimate property would be treated as criminals in accordance with Sections 52, 53 and 281 of the Criminal Law of Lagos State. The Commissioner said that it was noteworthy that Section 281 of the Criminal Law included land as things capable of being stolen, while Sections 52 and 53
of the law prescribed a jail term of two years for any person, who forcibly enters or takes possession of land in a manner likely to cause a breach of the peace against a person entitled by law to the possession of the land. “In recent years, land grabbers have caused havoc and unrest in different parts of the state by dispossessing legitimate land-owners of their properties thereby stifling commercial activities in the state. It is, therefore, important that the State Government not only identifies the effects of the problems being perpetrated by
these unscrupulous elements on commercial activities and peace of the citizenry, but, also, finds lasting solutions to the menace. That is the reasoning behind the set-up of this Task Force. “Furthermore, the need to protect investors and maintain law and order also led to the setting up of the committee. This, by implication, will encourage the verification of legal claims through litigation rather than resorting to violence,” the Attorney-General said. The Imo State Command of the National Drug Law Enforcement Agency (NDLEA) has arrested 144 drug suspects in the last one with 444.729 seizures. The State Commander of NDLEA, Assiana Nimbang, stated this on Monday in her speech to mark this year’s United Nations Drug-Free Day, in Owerri. Nimbang, whose speech was delivered by Deputy State Commander, Administration and Logistics, Mrs.Chinyere Kali Olugum, expressed worry over the growing number of juveniles, who engaged in drug abuse and trafficking in the state. She blamed the ugly trend on the new tactics devised by parents, who use their underaged children to peddle drugs to beat security officials. According to her, “another twist we must pontificate on and provide answers to, quickly, as stakeholders, is the alarming way parents use their children to sell hard drugs to prospective customers. The youths, who are supposed to be leaders of tomorrow, are not only using drugs, but, are also, dealing on it”. She, therefore, disclosed that, in the last one year, the Command has made a seizure of 444.729 kilogrammes of hard drugs including cannabis sativa, cocaine, heroin and amphetamine, among others, while a total number of 144 suspects were arrested.

The Nigerian Electricity Regulatory Commission (NERC) has waded into a crisis brewing between Kaduna Electricity Distribution Company (KAEDCO) and her host communities, and the coverage area. The intervention was sequel to protests by youths of two communities in the North and South of Kaduna. A press statement by the Head, Media Unit of the agency, Mr. Michael Faloseyi, which was made available to newsmen, in Abuja, recalled that one of the communities: Badarawa, had contributed N2miillion to purchase a transformer and
were awaiting connection to Kaduna Disco network, which the later had since failed to deliver on expectations Meanwhile, the Minister of Works, Power and Housing, Mr Babatunde Fashola, had in a twist, ordered an investigation by the Nigerian Electricity Regulatory Commission into the alleged exchange of money following a protest letter to him by a youth member of the community. Consequently, the release added, the Ag. Chairman of the Commission, Dr. Anthony Akah, despatched an investigation team to Kaduna for an on-thespot assessment and resolution of the complaint with the team discovering that the
community actually donated the transformer to KAEDCO to facilitate the restoration of power to the area, which had been in darkness for the past six months. Faloseyi noted that the agreement between KADECO and its host communities on the transformer issue were in clear violation of the Commission’s regulation, which ensured that the installation of facilities was the Disco’s responsibility. The communities’ representatives were further informed that all forms of donations into distribution network should be governed by the Commission’s regulation. NERC has consequently ordered that the purchased
transformer should be connected to provide electricity to the community and reflected in KAEDCO’s Regulated Asset Base, which implies that KAEDCO would not get a return on the asset in their tariff. In a related development, the Janruwa community, at a meeting organised by the Commission in Kaduna, revealed that the youths of the locality had protested against what they regarded as an extensive darkness they had been experiencing for over a year. In their response KAEDCO informed NERC that Janruwa community was very large, requiring about 500 KVA transformers for a start, which was not available.

The defence team in the ongoing trial of the two engineers of the collapsed Synagogue Church of All Nations (SCOAN) building, on Monday, objected to the admissibility into evidence of a Compact Disc (CD) video recording of the building collapse before an Ikeja High Court. During continuation of the testimony of Mr. Olutoyin Ayinde, a former Lagos
State Commissioner of Physical Planning and Urban Development on Monday, the defence, led by Chief E.L Akpofure (SAN), objected to the admissibility of the CD which contained a Close Circuit Television (CCTV) recording of an aircraft hovering above the building moments before its collapse. Akpofure said: “My Lord, I am objecting My Lord in the first place to the admissibility of document sought to be tendered
by the prosecution because it has been labeled by the witness as being computer generated. “The witness in his evidence had said, ‘until I watch the CD, I won’t be in a position to ascertain whether this is the video I am referring to in my evidence.’ This witness is not in a position to tender this evidence until he sees the content and identifies same. “This document is labeled as a Certified True Copy (CTC) of planning permit, which has nothing to do with the video the witness is talking about and from
his own evidence, the computer that produced the recording was not operated by him.” Also, Mrs. Titi Akinlawon (SAN) objected to the admissibility of the video, saying, “It is only the maker of a document that can tender it as evidence according to Section 83 of the Evidence Act. “This document was not certified by him and on the strength of this, I admit that the document cannot be admitted as evidence.” In his own objection, Mr. Olalekan Ojo said “The document is a copy of the original recording that was given to the Lagos State Government by the General Overseer of SCOAN.

The statement quoted the President as saying that Nigeria is paying dearly for the incompetent management of the massive revenue that
accrued to the nation from oil. It also quoted Buhari as saying that the country was particularly paying dearly for over a decade’s decay of critical infrastructure. ‘’We refused to save for the rainy day. Now the rain is beating us. ``No money, no savings, nothing. And we are thoroughly wet from the rains,” he said. President Buhari said Nigeria was paying the price for turning itself into a monoeconomy. He, however, assured that the country would soon be able to feed its citizens and even export,
given his administration’s focus on the development of the agriculture sector. Comrade Issa Aremu has said on Monday that non-payment of workers’ salaries by some state governments should be classified as economic crime. Aremu said that non-payment of workers’ salaries amounted to systemic destruction of lives resulting from lack of means of livelihood. Drawing a parallel line between unpaid workers and slaves, the unionist expressed regret that most states civil servants have been turned into glorified slaves due to failure of government to offset backlogs of salaries owed them. Aremu spoke in Ilorin, the Kwara State capital at a Ramadan lecture organised by the Kwara State Council of the Nigeria Union of Journalists (NUJ), in honour of his late wife, Hajia Hamudalat. He lamented that many workers could no longer feed their family and had to withdraw their children from schools because of financial constraint. Aremu described as an impeachable offence, the inability of any state government to pay its workers.
Windstorm wreaks havoc in Obudu Edem Edem Calabar

Mysterious windstorms wreaked havoc in five communities in Obudu Local Government Area of Cross River State destroying property worth several millions of naira in the area. The property destroyed include buildings, furniture, electronic, personal effects, cash and other unidentified items. Our findings revealed that Obudu Urban, Kakum, Igwo, Awukwong, karo-Ukpe, Ukworogung-Utugwang were among the communities affected, while houses numbering over thirty were affected with close to 100 people displaced. Interestingly, mostly hit were office building occupied
by seven different government departments that also had two federal government agencies. The roofs of the building were completely blown off. Some of the offices affected are the Nigerian Chronicle Office, Obudu Social Welfare Office, and Youth Development, Sports Council Office, and Adult and Non Formal Education. The two federal government agencies are the National Orientation Agency (NOA) and Office of the Public Complaints Commission. The mysterious windstorm and its devastating effect took everybody in the area by surprise as nearly all government documents from the aforementioned establishments have been destroyed due to severity and the heavy rainfall that occurred.

Why I have passion for the law profession Lisa Madigan For me, it was the time I lived and worked with people who were disenfranchised and did not have access to justice that fueled my passion to pursue a career in the law. Shortly after I graduated from Georgetown, I went to South Africa and spent a year as a volunteer, high school teacher. All of my students were Zulu girls I taught a wide array of subjects to enormous classes of eager students. But the overarching concern was the immoral Apartheid government that was still in place
when I was there in the late 1980s. Nelson Mandela was still in prison. Many people thought South Africa would plunge into Civil War. And, I had the chance to support young people who had a vision for change and were willing to work hard to realise that vision. They never gave up on their dream of living in a free South Africa, a dream that has since been realised. And when I returned to Chicago, I tried to apply what I had learned. I passed over impressive-sounding opportunities to take a parttime job that allowed me to work with children and teens on the
West Side of Chicago who needed to be engaged after school and on the weekends in order to stay out of gangs. I helped create after-school programs to keep kids focused on their education and away from violence. But I wanted to do more. And I could see that going to law school and becoming a lawyer was one of the best ways to achieve my goal. As challenging as many of my days in office have been, I was right. I absolutely love being an advocate. And everyone in this room shares that passion.
I know you also went to law school with the desire to help others, and you are the people who have remained true to that. I attribute our idealism to the fact that we all share the same goal: Justice. Justice for All. And I believe there is nothing more critical for us to address today, in our cities, in our states, and in our country, than ensuring Justice for All. For too long, many people in our country have failed to acknowledge and address the unsavory past and present policies that continue to leave too many people distressed, discontent, (desperate) or dead.
In order to finally achieve that elusive goal, there are 3 critical areas that we, as lawyers, are uniquely qualified and situated to address: 1. Criminal Justice Reform 2. Ensuring economic fairness and 3. Providing Full Access to Legal Aid Without a commitment to understand and eliminate injustice in these areas, the American promise of equal opportunity will remain a dream for too many Americans. Chicago No one questions that here in Chicago and across the country, our criminal justice systems are facing difficult challenges. For decades, some police officers were poorly supervised and not held accountable for their conduct. Even in the most egregious cases of unjustified use of excessive or deadly force, it has been rare for officers to be disciplined, fired, or criminally charged. And it has caused a breakdown of trust between the police and communities of color. These problems not only hurt public safety, but ignored they also endanger the good men and women in law enforcement who risk their lives to serve us. And ultimately, combined, these problems undermine the legitimacy of the entire criminal justice system. Our efforts to ensure that the criminal justice system is effective and fair in seeking the truth, are hindered, when so many people simply do not believe that justice is attainable for them. And this past year, as part of another bank settlement, I dedicated an additional $7.2 million to support legal aid (organizations). These funds will help, but they won’t meet all of the need. While all of us are committed to help, there’s no question that we have more to do — to sustain funding for legal services.

We have to take action to restore confidence in our justice system. That’s why I asked Attorney General Lynch to initiate a Civil Rights’ investigation of the Chicago Police Department. But DOJ can’t investigate every police department across America, nor should they. We need to take on the responsibility of helping identify the problems, propose the solutions, and begin enacting the reforms necessary to restore trust in our communities and states. I believe that involves sweeping reviews of the laws, and the policies and practices of Police Departments — from officer training and use of force, to measures to ensure transparency, accountability, and discipline. Many of you have first-hand insights into the criminal justice system through your clients. Others here are civil rights experts with deep connections to the communities most harmed. In the weeks and months ahead, it is vital that all of us who work with the criminal justice system or are community advocates use our authority and expertise — to work for effective and lasting reform. We must ensure that everyone, in every community, can believe that the criminal justice system pursues: Justice for All. Economic Fairness I also strongly believe that creating economic opportunity and fairness is a large piece of this Justice puzzle. (Because) over the last decade, I have seen an endless parade of predatory practices that unchallenged, destroy any chance a low income person has to prosper. Working with legal aid lawyers and consumer advocates, we have fought against: payday loans, title loans, debt settlement scams, mortgage relief scams, predatory mortgage lending, discriminatory reverse redlining, reverse mortgages, subprime auto financing, unconscionable loans to students to attend unaccredited for-profit colleges, and destructive mortgage and student loan servicing. We’ve even had to quash the return of debtors’ prisons! Yet even as AG and working with extraordinary public interest lawyers, fighting against the scammers, banks, lenders, and

corporations that concoct these unfair and abusive products, is always an uphill battle. And my list doesn’t even attempt to include the fees and fines that can amount to the criminalization of poverty. I think it should be evident that: Our country will NEVER live up to its ideals if we subject entire classes and groups of people to a life of financial servitude. Predatory and discriminatory practices in the private and public arena must be challenged and changed. We cannot allow our laws to trap poor people in poverty in perpetuity. As I saw during the worst years of the foreclosure crisis, one of the only ways to prevent financial desperation and destruction is to ensure access to civil legal aid lawyers. And as our economy continues to struggle through the impacts of an unprecedented recession, the number of people who face serious civil legal issues — and do so unrepresented — has only
increased. Navigating our court system without an advocate is daunting and difficult, especially while under the incredible stress of trying to save your home, stay away from an abuser, or retain custody of your children. Yet, we don’t do enough to provide for the legal needs of the millions of people who need but cannot afford representation. Illinois is particularly egregious. The last time the state provided funding to civil legal aid programs -¬the amount was only $1.4 million - in a state of nearly 13 million people! Compared to much smaller states, that meager amount is embarrassing and disgraceful. In response, legal aid organizations, the private bar, and our judiciary have stepped up to address Access to Justice issues. The Illinois Supreme Court specifically – then Chief Justice Kilbride – who’s here today - created an Access to Justice Commission that took critical steps
to making Illinois courts easier for unrepresented individuals to navigate. Thank you. Then there are the many lawyers who give their time to provide 1000s of hours of critical legal representation on a pro bono basis. I want to thank you. I know it is rarely rewarded inside your firms, but I also know the personal satisfaction you receive fuels your day-to-day work. But to me the biggest heroes are the lawyers and staff of legal aid organizations that provide a lifeline for millions of people and families. I want to recognize and thank you for your work and for keeping me and my lawyers informed of your clients’ struggles. You allow us to challenge and change the laws that contribute to ongoing injustice. And I don’t just give speeches encouraging and challenging others to step up - As Attorney General, I’ve dedicated more than $27 million dollars in recent recoveries to support civil legal aid.
Conclusion The challenges we face in our criminal and civil justice systems are significant — and the solutions will not come quickly or easily. But we know that without a criminal justice system people believe in, an economy that provides opportunity not oppression, and a civil justice system people truly have access to, we will never achieve Justice for All. And when our American ideals prove to be illusory, it erodes the hope and trust that we need to create a strong country. As lawyers and jurists, we play a primary role in assuring the promise of Justice for All. For those of us here, that opportunity is what drove us to law school and makes us passionate about our profession. And it’s not only a role we have trained for, but, it’s a role society has entrusted us with the responsibility to fulfill. So I urge you to stay involved and engaged; To demand more from the government and the institutions in your communities. Before you leave Chicago (and especially if you’re staying), pledge to reinvigorate your commitment to Justice for All. I hope that the Equal Justice Conference gives you a renewed sense of purpose, and that you continue to dedicate yourself to using your power and passion to meet these challenges. He urged youths and students to always speak up, mostly when they see something inappropriate on a social networking site or in a game or chat room, let the website know and tell an adult “you trust” by using ‘Report Abuse’ links which could help keep sites fun for everyone. He stressed that his team have started rolling out the campaign on Stop, Think, Connect campaign in tertiary institutions and secondary schools based on what has been happening on the internet. On his part, the Lead Strategist, DigitalSENSE Africa, Mr. Remmy Nweke said there is need to stimulate consciousness on the public, especially in Nigeria and among the youths and students on positive use of the Internet rather than the notorious yahoo, yahoo syndrome. He said it would in addition help in discovering future ethical information security professionals by catching them young for a better Internet ecosystem from this part of the world. Teniola counsels FG to leverage on ICT for wealth creation

Tony Nwakaegho As public power supply for telecommunications services providers in the country continues to slip from bad to worse, tower operators are considering opting for massive investment of about N7.2billion on solar systems. The tower operators are worried by high cost of maintenance of generators at base stations in the country which have since become main source of power supply for telecommunications services providers in the country. The operators have set aside some 20,000 towers out of 26,000 operational for the upgrade; Daily Times gathered which will witness installation of solar panel and batteries at each of the towers at the cost of N360, 000 per tower. Stories by Tony Nwakaegho Nigeria’s dependence on oil has been drawing the irk of some stakeholders in the Information Communication Technology sector who believe that the government have not paid much attention to the sector that has created jobs and contributed enormously to the countries’ Gross Domestic Product. It is in view of this that Mr Olusola Teniola, president of the Association of Telecommunications Companies of Nigeria (ATCON), proposed interventions and solutions to the Federal Government as means to leverage information and communication technologies (ICTs) as alternate to the present dependence on oil and gas for wealth creation. Teniola made this submission while speaking during the recent BusinessDay Technology Conference 2016 with the theme, “Beyond Oil: ICT as a Viable Alternative for Wealth Creation’’ held in Lagos, stressing that ATCON has at different fora emphasized the urgent need to diversify partly or completely from depending on the revenue derivable from oil to an ICT driven economy to run our overall economy, “but we were not taken seriously then”. The ICT sector, he said if properly developed could serve as a replacement for the Oil and Gas sector in boosting Nigeria’s economy. “The price of oil has continued to fall uncontrollably and this poses a threat to our national economy therefore we have to look for a way out by devising viable policy pathways and economic sectors that will enhance national wealth and create employment for the populace, and one of the surest way out, is to give due attention to the development of the Information and

Communication Technology sector, for example in India, China, Singapore and Brazil, ICT is used as the basis by these countries to develop innovative solutions, for example, cars that use electric solar power energy,” he said. Teniola, said it was astonishing that the Federal Government does not give priority to the ICT sector when planning, despite its huge contributions to the Gross Domestic Product (GDP). “We all know that more than 70% of ICT components are currently being imported from abroad. It has been established that this sector is contributing circa 8% to our Gross Domestic Product (GDP). Our members can no longer buy USD$ directly from CBN designated banks again and this has pushed the cost of doing business higher. “Though the recent introduction of flexible FX mechanism is more than welcome, it is already too late for some of our members.” He said that, to stem the imbalance in the supply and demand of foreign exchange, Federal Government needs to consider and encourage the establishment of companies that manufacture these components (or assemble them) in Nigeria with some incentives and for government to further sponsor ICT parks. He stated that educational policies must be refocused adding that “Today in Nigeria, the number of people who want to study science related courses are small (and in most cases reducing) in relation to students who want to study commercial or social science related courses. The trend painted above can never solve our challenges, therefore, we need to begin to redirect the focus of students on the need to study science related courses. “The Federal Government should
make studying of science courses interesting by providing a conducive learning environment and state of the art laboratory equipment for students.” The Federal Government, he said should begin to focus more on other alternative means of generating income and their focus should be on increasing government spending and budget allocation to funding the ICT sector for the purpose of making its products and services exportable, thereby allowing it to contribute to our foreign earnings. “In order for the ICT sector to supplement or replace the Oil and Gas sector, policies which favour the sector must be put in place. It should be emphasized that the petroleum industry which used to be the cash cow for our nation (from a foreign exchange earning perspective) is not doing so well right now and this is a global issue that will take some time to recover. The direct implication of this is that we may not be able to finance our budget without resorting to further government borrowing. ICT can as a matter of fact serve as the new cash cow for the country provided the right polices are put in place,” he emphasized. Commenting on broadband as an Enabler, the ATCON helmsman said “The deployment of broadband will make the economy of our dear nation better but, Government at all levels is not enabling this. Some of the challenges confronting the nation-wide deployment of broadband in Nigeria are as follows: Multiply Taxation, Unbearable Cost of Rights of Ways, and Incessant destruction of Telecom Infrastructure.
Tower operators mull N7.2bn investment in solar systems stations than others, while the batteries, other accessories cost N70,000 and the solar panel unit for each tower cost between N40,000 and N50,000. Investigation revealed that the cost incurred in the maintenance of telecommunications towers in the country had risen to $104 million from $80 million every month in the past one year due to increase in the cost of diesel, generator parts and generators which has been affected by foreign exchange saga. Meanwhile 95 percent of the towers in the country are said to be under the management of tower operators with the adoption of co-location model by telecom operators and sale of towers to tower operators by GSM operators among others.
Engr. Gbenga Adebayo, chairman, Association of Licensed Telecommunications Operators of Nigeria (ALTON), said: “Power is a challenge for tower operators as cost of diesel is high; today you buy N180 per litre. These costs are not insignificant and affect the business.” Engr. Lanre Ajayi, immediate past president, Association of Telecommunications Companies of Nigeria (ATCON), also acknowledged two factors as accountable for high cost of managing towers in the country, which are competition and service cost. He hinted that the high cost of tower
management is occasioned by service cost provided at the towers such as power and security. “Most towers are powered by generators and the cost of gas is high, they provide security at the towers. These are outside the control of co-location operators,” he added.

Adebayo Shittu, minister of Communications, has proposed inaugurating a small committee which will comprise of scientists and technologists from the Ministry and the African Union Scientific, Technical and Research Commission to draw an action plan which will help look into problems besetting the communications and power sectors. The Minister said made the statement while welcoming delegates of the African Union Scientific, Technical and Research Commission in his office, Abuja, stressing that problems such as power outages among others can be fixed with the collection of scientists and
technologists from all over Africa. Shittu disclosed that since the President Buhari led government came on board, the ministry has supported every meaningful initiative from every quarter ”once we are convinced that the end of our relationship will benefit our people and African continent”. He assured the visitors that the ministry is prepared to partner with the body, noting that “as a sign of our seriousness, I will be proposing that we should set up a small committee which will comprise of scientists and technologists from our side with your own to come together and draw an action plan which will help us to achieve the goals we are looking at”. The minister commended
the body, saying “I am happy that you are visiting us today not for business but for the development of science and technology which will bring about networking for the betterment of our people. There is no doubt like you have said that we have fantastic human resources all over the African continent”. According to Engr. Ahmed Hamdy, the executive director, the body was in the ministry to further discuss areas of common interest on the project that will forge a common front in the continent and to appreciate the ministry’s contribution to the recent Information Day Meeting on African Union Network of Sciences held on May 5, 2016. The Executive Director disclosed that the Commission
was established in 2013 to cater for the development of the Continent and to ensure that it was able to build a prospect system to allow the resources to change the economic target of Africa from a commodity driven economy to a technological based economy. He explained that this is more in the area of ICT so as to have the Arab Union and AU Action Plan, which was endorsed by the Heads of State and Government in 2016. “I believe that the broadband experience which we have here in Nigeria is a good example that the broadband can increase the GDP. The project that we are implementing in science and technology is to utilise science and technology to benefit our community”, he added.

Godfry Nwosu, president of Phone and Allied Products Dealers Association (PAPDA), has assured that the Association would encourage the growth of local content in the mobile device market in the country, while it plans to launch its online store. Nwosu, who was re-elected unopposed made this disclosure when PAPDA completed its transition programme with the election of new national executives. “We will push for more local content in the mobile devices market in the country. Before the expiration of our tenure, we will ensure that we have our local brands to compete with the existing international brands”, the re-elected president of the association, Nwosu said in his
acceptance speech. The president, Godfry Nwosu and secretary, Obinna Otozie of the association were re-elected unopposed just as most positions were not contested as contenders stepped down at the last minutes. The election which was the third in the history of PAPDA was observed by security operatives and other trade associations in the Computer Village, Ikeja. The new executives will lead the body for three years. Mr. Ohachusim Sunday, head, Transition Committee, lauded the contestants and members of the association for keeping the peace during the polls. He enjoined other trade associations to take a cue from PAPDA in the management of transition programme.
The re-elected president, Nwosu thanked members of the electoral committee for overseeing a credible election. He requested the members to support the “vision and leadership” of the group. Local IT firms groan over ATS fee, rebuffs NOTAP role Some local Information Technology (IT) firms in Nigeria, particularly Value Added Resellers (VAR) are groaning over trade engagement between them and the Original Equipment Manufacturers (OEM) in the country as they accuse the OEM for flagrant flouting of the code of guidelines for trade engagement. The Value Added Resellers also accused the National Office for Technology Acquisition and Promotion (NOTAP) of dereliction in the enforcement of the guideline. According to the VAR, instead of the OEMs sticking to the NOTAP’s guideline, which specifies that the OEMs take 60 percent of the Annual Technical Support (ATS) fee, while the local VAR takes 40 per cent, most of the local IT firms get a contemptible 5 percent to 10 percent and also acquire some of the liabilities of the OEMs. NOTAP’s record did not disclose none compliance of 40 per cent local payment of ATS fee, but the 40 percent applies only to ATS fee; not license fee. A senior staff who spoke in Lagos on condition of anonymity for the Value Added Resellers revealed that the inability of the OEMs to follow the NOTAP’s code of guideline, with regards to the Annual Technical Support (ATS) fee is one of the main reasons most local companies are dying. The staff highlighted that based on the NOTAP’s code of guideline for engagement between OEM and VAR, big companies like Microsoft, Oracle and the others that have offices in Nigeria are supposed to empower their local support partners by giving them 40 percent of the Annual Technical Support (ATS) fee, but so far the sharing formula has been ignored. “The NOTAP guideline stipulates that the OEMs take 60 percent of any technical support contract, while the local VAR takes 40 percent of the support revenue,” he added. Mr. Austin Okere, the Founder of Computer Warehouse Group PLC,(CWG) said Nigeria needs assistance in the area of trade engagement because most of the technology transfer agreements between Local companies and their foreign counterparts have not been strictly observed.

An analysis of annual domestic crude oil utilisation has revealed that 88 percent of the Domestic Crude Oil, is refined outside the country. Nigeria has four refineries- Ka-
duna, Warri and Port-Harcourt. The PHRC is made up of two refineries, located at Alesa Eleme near Port Harcourt with a jetty (for product import and export). The jetty is located 7.5km away from the refinery complex. In 1983, the Port Harcourt refinery
with 60,000 barrels per day capacity and the tankage facilities were acquired by NNPC from Shell. Subsequently, a new 150,000 bpsd export refinery was built in 1988 and commissioned in 1989. Therefore, the current combined installed capacity of PHRC is
210,000 bpsd. The installed capacities of KRPC and WRPC are 110,000 bpsd and 125,000 bpsd respectively. However, the refineries have not been performing at full capacity over the years. As a result, Nigeria channels its crude oil

Motolani Oseni The Central Bank of Nigeria (CBN) on Monday again participated in the foreign exchange market to boost liquidity, through bid-offer quotes from currency traders, as it sold dollars on the interbank market, traders said. The apex bank has been participating in the interbank market since the commencement of the new FX regime on 20th of June, exactly a week yesterday, which it has explained as an effort to ensure ongoing activity in the new
FX market. Although, as at the time of filling this report, we could not ascertain the total amount the apex bank traded on Monday, but the interbank market sold a total volume of $32 million just before the market closed, which traders attributed to central bank’s participation. The bank abandoned the 16-month old exchange pegged on the naira recently and has been selling dollars at an auction to clear a backlog of demand and keep markets lively. However, the market closed on
Monday, with the nation’s currency exchanged at N282 per US Dollar, after the apex bank intervened, but the naira dropped a point (N1), a slight difference from the N281/$1 the market closed on Friday. The inter-bank market opened at 0800 GMT with no activity for more than three hours. Forex traders said they had tightened the differential between bids and offers to 0.5 naira from one naira set when the currency was floated last week. “Liquidity is still relatively thin,” one trader said, adding that
clients were waiting to see where the naira settles eventually before they start to participate in the market. Nigeria ditched the peg on the naira to allow the currency to trade freely on the interbank market but thin liquidity has hampered activity, traders say, leaving the central bank as the main supplier of hard currency. Most banks guilty of anti- Airline operators differ on new CBN monetary policy labour practices – FG Joy Ekeke The federal government has affirmed that most banks in the country were guilty of violating labour laws. Senator Chris Ngige, Minister of Labour and Employment said the recent directive to banks to halt mass retrenchment of staff was based on damming petitions against them from the National Union of Banks, Insurance and Financial Institutions Employees (NUBIFIE). According to Ngige, despite some observed shortcomings in the Treasury Single Account (TSA) policy of the government, many of the banks fell short of required standards on labour issues bordering on casualisation, contract staffing, poor remunerations which were not in conformity with equal work, equal pay in the Nigerian constitution. Ngige said after scrutiny of NUBIFE’s petition against the banks, many of them were found culpable of ill human conditions of service, rampant termination without due compensation and
resistant to unionisation contrary to section 40 of the constitution. The labour minister recently came under harsh criticism from Nigerians, as he was alleged to have threatened to withdraw the operational licence of some of the concerned banks, if they failed to heed to government’s directive to halt workers’ retrenchment. Ngige who appeared before the Senate Committee on Banking and Finance, chaired by Senator Rafiu Ibrahim at a public hearing on emerging issues in the financial sector over the weekend, said the concerned banks had earlier been invited to clear their names of allegations leveled against them, but they reneged. “I know my rights as minister of labour and employment and I will exercise those rights for the benefits of Nigerians, high and low. “It is within my power to declare a truce in any industrial crisis. That was why I asked the banks, don’t retrench further and the unions don’t picket the banks so we can sit down to resolve the issues.

New FX regime: How CBN plans to manage spot FX volatility, promote stability Stories by Motolani Oseni The commencement of the Naira-settled Over-The-Counter (OTC) Foreign Exchange (FX) Futures on the FMDQ OTC Securities Exchange on Monday showed how the Central Bank of Nigeria (CBN) planned to manage spot FX volatility and promote stability, in order to establish confidence in the new foreign exchange market. The new Naira-settled FX Futures are Non-Deliverable Forwards, which explains where parties agree to an exchange rate for a predetermined date in the future, without the obligation to deliver the underlying US Dollar on the maturity and settlement date. Information gathered by our correspondent has it that OTC FX futures market under the new FX regime will provide the CBN opportunity to kick-start the liquidity of risk management products available to end-users in the FMDQ OTC markets. It is worthy of note that the forex market is a very large market with different features, advantages and pitfalls, where forex investors may engage in currency futures as well as trade in the spot forex market. However, the two investment options is very slightly different but worth noting. As a currency
futures contract is a legally binding contract that obligates the two parties involved to trade a particular amount of a currency pair at a predetermined price (the stated exchange rate) at some point in the future. This assumes that the seller does not prematurely close out the position, he or she can either own the currency at the time the future is written, or may “gamble” that the currency will be cheaper in the spot market some time before the settlement date. According to FMDQ, while explaining how the Naira-settled OTC FX futures will work, on the maturity date, it will be assumed that both parties would have transacted at the spot FX market rate. “The contracts will assist the CBN in managing the volatility in the spot FX market thereby promoting stability and entrenching confidence in the FX market”, it stated. Consequently, the apex lender has issued operational requirements to guide the externalisation of the differentials on OTC FX Futures Contracts for Foreign Portfolio Investors (FPIs). The CBN stressed that along with the requisite certificate of capital importation (CCI), all participating foreign portfolio investors (FPIs) in the market are
expected to present an OTC FX Futures Settlement Advise. In a circular to Deposit Money Banks (DMBs), the CBN stated, “Along with the requisite Certificate of Capital Importation (CCI), all participating FPis in the OTC FX Futures Market are required to present an OTC FX Futures Settlement Advice (to be issued by FMDQ) to facilitate the externalisation of the settlement amount (the differential between the OTC FX Futures and the Nigerian Inter-Bank Foreign Exchange (NIFEX) fixing on the settlement date) of OTC FX Futures Contracts.” The apex bank also emphasised, “For the avoidance of doubt, requests for repatriation of settlement amount of OTC FX Futures Contracts by FPIs that are not accompanied with the requisite Settlement Advice from FMDQ, and the CCI should not be processed by any deposit money bank in Nigeria.” But with the spot FX, the underlying currencies are physically exchanged following the settlement date. In general, any spot market involves the actual exchange of the underlying asset; this is most common in commodities markets. For example, whenever someone goes to a bank to exchange currencies, that person is participating in the forex spot market.
Insurance operators across the country expect the industry to generate more premium, especially, from Marine and Aviation sectors in the coming months, through the new flexible forex regime of the Central Bank of Nigeria (CBN). As the case in aviation and Marine sector, 70 to 75 per cent of risks are ceded abroad, meaning, premiums have to be paid to foreign insurers in dollars, while claims are also paid in dollars. And because of scarcity of dollars in the system, most big conglomerates in these two sectors could not renew their insurances, hence, affecting profit generation from these avenues. However, with the new forex regime, insurance operators believe normalcy will return to both sectors which will drive the demand for insurances, a development they said will enhance the profit-
ability of underwriting companies in the country. The Chairman, Nigeria Insurers Association (NIA), Mr. Godwin Wiggle, stated that operators understand that Nigerians are facing hard times, and insuring their assets has been a little bit difficult but he, however, felt that the new flexible regime will allow some manufacturing companies to access forex to import raw materials for their businesses, and that this will increase the level of productivity in virtually all sectors, hence, will rub-off on insurance industry. According to him, “We are in a challenging time and the sector is not spared. But may be with the flexible forex regime, there will be an increased activities in marine insurances, because there will be more dollars in the system, so that people can import raw materials for their industries.

Congress is concerned that little or no progress has been made with regard to the implementation of the recommendations in the Mbeki Panel Report. ”The recent Panama Papers leak further exposes the depth of the financial hemorrhage to which Africa is exposed as asset theft and tax evasion schemes and activities go unchecked. Congress is not in doubt that these lost revenues would boost and complement finances necessary for achieving the roll-out of so-

As state governments continue to grapple with paying workers’ salaries, the leadership of the Nigeria Labour Congress (NLC) has entreated the Federal Government to refund monies spent by states to fix federal roads. While the federal government last year gave a N713.7billion bailout to the states for the payment of workers’ salaries and recently approved a conditional N90billion budget support loan for states, some of the state governors have demanded a refund of several billions of naira they have spent on maintenance of federal roads and other federal infrastructures in their states to boost their finances. The NLC noted that this would enable the states to settle outstanding workers’ salaries and allowances. Backing the demand by some state governors for a refund, the NLC President, Ayuba Wabba, in a statement issued in Abuja Thursday, said that the federal government should verify such claims and make refund to the states. Comrade Wabba added that such intervention will help in ensuring salaries and pensions are regularly paid by state governments. At least 27 out of the 36 states in the country are unable to pay workers’ salaries due to economic challenges.
Societal failure bane of child labour – Ngige As Nigeria joined other countries across the globe to mark the 2016 World Day against Child Labour, the Minister of Labour and Employment, Senator Chris Ngige, on Friday blamed societal institutions for failing to stem rising incidents of child labour in the country. Ngige noted that child labour was a fundamental m u l t i d i m e n s i o n a l development concern, which cut across economic, social, religious, cultural and regional divides, stressing that: “In the process, human
dignity and human rights are compromised.” According to him, Nigeria had not been effectively protected from this menace which is attributable to poverty, ignorance, unemployment, absence of social security support for vulnerable, misinterpretation of cultural and religious beliefs and failure of societal institutions to perform their roles and obligations.” He said: “With globalization, supply chains have become increasingly complex, involving workers, small producers and enterprises
around the world. Ending child labour in this context truly is everybody’s business. “Child labour, as you are all aware, is a socio economic challenge affecting not only Nigeria, but the African region and the entire world. The International Labour Organisation for instance estimated that more than 168 million children in the world are engaged in child labour across a wide variety of economic activities. Out of this figure, it is also estimated that more than half of them, that his 85 million are in hazardous work.”

IOCs are foreign oil companies such as Shell Group of Companies, Chevron, and others who have been into oil exploration and production in Nigeria for many years. Top among exploration IOCs are the likes of Shell, ENI/ Agip, Total E&P, ExxonMobil, and Chevron. Shell’s presence in Nigeria dates as far back as 1937, but oil was not discovered until 1958. The past leading to the present Shell Production Development Company, SPDC, produced the country’s first commercial oil exports in 1958. SPDC is the operator of a joint venture (the SPDC JV) between the government-owned Nigerian National Petroleum Corporation, NNPC (55% share), SPDC (30%), Total E&P Nigeria Ltd (10%) and the ENI subsidiary Nigerian Agip Oil Companies (5%). Shell is focused on onshore and shallow water oil and gas production in the Niger Delta. Oil was discovered in Nigeria in 1956 at Oloibiri in the Niger Delta
after half a century of exploration. The discovery was made by Shell-BP. Nigeria joined the ranks of oil producers in 1958 when its first oil field came on stream producing 5,100 bpd. After 1960, exploration rights in onshore and offshore areas adjoining the Niger Delta were extended to other foreign companies. In 1965 the EA field was discovered by Shell in shallow water southeast of Warri. In 1970, the end of the Biafran war coincided with the rise in the world oil price, and Nigeria was able to reap instant riches from its oil production. Nigeria joined the Organisation of Petroleum Exporting Countries (OPEC) in 1971 and established the Nigerian National Petroleum Company (NNPC) in 1977, a state owned and controlled company which is a major player in both the upstream and downstream sectors. By the late sixties and early seventies, Nigeria had attained a production level of over 2 million barrels of crude oil a day. The Usan Project, in 2,461 feet (750 m) of water, 62 miles (100 km) off the coast of the eastern Niger Delta region. Net daily production in 2015 averaged 30,000 barrels of crude oil and 3 million cubic feet of natural gas. Resuscitating cocoa production to boost national economy As Nigeria continues to experience economic slump because of the fall in crude oil prices in the international market, stakeholders are expressing concern on how to initiate realistic ways of reviving the country’s economy. Economists insist that the country’s mono-product economy aptly explains why the negative trend in international oil pricing has caused a downturn in national income. The development has consequently triggered dwindling monthly allocations from the Federation Account to the three tiers of government. The experts note that the development is the rationale behind the failure of many states and local governments to fulfil their financial obligations, particularly the payment of workers’ salaries. As governments are battling to find a lasting solution to the current economic challenges facing the country, analysts underscore the need to diversify the economy. They insist that increased emphasis should be placed on agriculture, the erstwhile mainstay of Nigeria’s economy prior to the discovery of petroleum in the country. Sharing similar sentiments,
the Golden Cocoa Growers’ Association, at its recent National Executive Council meeting in Ilorin, urged the government to devise pragmatic ways of boosting the economy via improved agricultural production. Chief Moses Aliwa, the President of the association, stressed that Nigeria was going through an economic crisis because of the years of neglect of the agricultural sector. He said that government should strive to encourage the youth to participate in farming, particularly cocoa cultivation, as part of efforts to guard against the country’s economic collapse. ``We want government to provide credit facilities such as grants and loans, which would encourage our youths to go into cocoa farming. ``We also want government to also provide genuine agro-chemicals such as pesticides to protect our cocoa farms from pest attacks,’’ he said. Aliwa, who decried the inability of farmers to get market for their produce, also appealed to government to intervene by getting markets for the farmers’ produce so as to avoid post-harvest losses. He, however, expressed confidence in the ability of the Minis-
ter for Agriculture and Rural Development, Chief Audu Ogbeh, to turn things around. Nevertheless, Mr. Umogbai Benji, one of the trustees of the association, urged the government to make improved seedlings available for cocoa farmers across the country. ``There are varieties of cocoa that can produce within 18 months and replace the old ones which have become aged. ``We want government to make it possible for the reactivation and establishment of cocoa seed gardens close to the farmers. ``If every cocoa grower is sure of getting improved cocoa seedlings from cocoa seed gardens, he will acquire and plant them, while expecting a good harvest,’’ he said. Besides, Benji advocated the inclusion of cocoa drinks in the Federal Government’s school feeding programme. He stressed the need for Nigerians to eat what they produced, saying that other countries were making better use of cocoa products like chocolate and cocoa drinks. Enumerating the factors inhibiting youth engagement in farming, Dr Tunde Arosanyin, another member of the association’s Board of Trustees (BOT),
said that the lack of appropriate price mechanisms for agricultural products was a disincentive to youths who were interested in farming. He argued that farming in Nigeria was not as attractive as it was in Europe because Nigerian farmers often sold their produce at prices far below the actual production costs. ``That is why you see people jumping out of farming after two to three years because profit is not coming as expected. ``This is because government has not put in place appropriate price mechanisms to ensure that there is premium price, even if a farmer produces and is not able to get market. ``What is government going to do? That is why we talk about off-taker, where government buys from farmers, instead of allowing his produce to waste. ``These are challenges that have led to a nosedive in the production of cocoa and some other crops”, he said. Arosanyin, who is a former chairman of the All Farmers’ Association (AFAN), urged the government to recruit youths, while giving stipends to them, pending the maturation of their farm produce.
He said that cocoa could also be inter-planted with crops like cowpea, potatoes and soya beans, among others, which would mature earlier, adding that such arrangements would enable the young cocoa farmers to eke out a living before harvest periods. ``Also, there must be access to credit at single digit rate of between five and six per cent. ``The issue of moratorium should also be examined because most farmers do not have the wherewithal that would enable them to say `let me take loan today and the interest will start to count tomorrow’. ``So, there must be a moratorium, at least to defer payment of interest in the first year. Let the farmer invest and make profit before the government begins to charge interest. ``The issue of collateral should as well be waived. Most farmers do not have land with C of O (Certificate of Occupancy). ``These are major impediments, and government needs to look at them holistically,’’ he added. Arosanyin, nonetheless, said that one of the major factors hindering the development of agriculture was inconsistency in agricultural policies due to changes in government.

Theatre has really paid off for me - Iya Rainbow When it comes to acting in Nigeria, Madam Idowu Phillips popularly known as Iya Rainbow needs little or no introduction. She has acted in several Yoruba movies and soaps on television. She has won both the local and international awards too. Her contribution in the development and structuring of the Yoruba Movie industry is second to none. In this chat with MUTIAT ALLI, Iya Rainbow, as she is called, led us into her world of acting, challenges amongst others. What is the secret behind your youthful look? Well, I don’t eat much of heavy food. I exercise once in a while, I take lots of fruits and vegetables and I rest well.

What else do you do apart from acting?
How did acting start for you? I started as a stage actress in my late husband’s Osumare Theatre Group. Even while I was working as a nurse, I still found time to go on location to shoot films. At 45 in 1986, I retired from nursing on the advice of the late Chief Hubert Ogunde. He (Ogunde) reasoned that since my husband died in 1984, there was the need for me to continue with the family legacy. So, I went into acting full time. It was not easy at first, because I was formerly a salary earner. In fact, the first set of movies I acted in were Aje ni Iya Mi and Eru. My late husband’s group was called Osumare Theatre, meaning rainbow. One day, I went to act with some white men and in the course of acting, someone asked for the meaning of Osumare and I replied rainbow. Then he said I should henceforth be called Iya Rainbow and that was it. I have produced lots of movies like Alamose Eniyan, Alepo Rebi, Anikolapo, Omodupe Oluwa, Orisa rebi, among others, but I have acted in over 500 movies.

Since your entry into the movie industry, what are the challenges you have had to face? There were a lot of challenges that I faced that, not only me, other people in the industry also face. Let me list some of the challenges. The issue of transportation to location is a difficult one for me. I have had to transport myself going and coming back, at the end of the day, they will give you peanuts as your pay. Most times, they will tell you they will pay later and I will not get to see the money. For each of the movies, I was paid N25, 000. Imagine a widow with five children surviving on such a meager fee? It got to a point that I wanted to go back to nursing. A lot of people advised me against it. They thought my husband would be forgotten, but I must keep on struggling.
What of the challenges you faced in the aspect of life? When I lost my husband, a long time ago, that was in 1984, I thought the world would come to an end. It was difficult for me to cope as a woman, especially with the financial aspect. I had to continue from where my husband stopped and there was no money in theatre then. I had to meet one of my late husband’s friends, who said that I would have to sleep with him before I could get the money. I was shocked, because this was someone we all called father and a very close ally of my late hubby. Then my marriage was another challenge. I did not enjoy my marriage because my husband died a long time ago and since then, I decided not to re-marry. I have five children and they have all made me proud. God has been my pillar of support. My late mother was also a great helper; she took care of my children whenever I went on location. But I usually made it a point of duty to go to their schools whenever I was around to supervise their education. What I missed most about my mother is that I no longer have a bed partner. Ever since the death of my late husband, we had always slept together and now she is gone. Then whenever I went to locations, she was always there for me. Above all, my mother loved me so much, she had six of us and I was her only female child.
Why the sudden quit from the nursing job? Like I said earlier, I stopped my professional job where I had worked for 20 years all because I wanted to continue the family legacy which is acting done by my late husband. Prior to my quitting, the late Chief Hubert Ogunde has advised to me to which I did.

Things you’ll learn when in a good
True love feels different than casual relationships, even if those relationships lasted for years. When you are in a good relationship, you learn things. You act differently, you think as part of a team, not as an individual making your way through the world. You will be more understanding and accepting of your partner, instead of just getting frustrated with them like you may have with past relationships. 1.
Misunderstandings are inevitable:
Misunderstandings are going to happen. If you take your partner’s words one way, then learn they meant something totally different, don’t punish them, let it go. Bringing it up all the time is only going to bruise the relationship and cause communication problems later. Sometimes, what you say or do will be taken the wrong way, and you’ll get frustrated that your partner doesn’t understand. Take a step back and realise it’s not a big deal. Misunderstandings are meant to be swept under the rug because they are so minor. They only become problems if you make them grow bigger and mean more in the scope of your relationship. Be laid back and forgive misunderstandings.
2. Encourage growth and change: In a good relationship, both partners are encouraged to grow and change. You have one life to live; you should explore it to the fullest! If you want to try something new or go back to something old, you should find support in your relationship, and you should give this support in return. Encourage your partner to explore hobbies and interests and meet new people. If you want your partner to stay the same, you are going to have a very boring life together.
3. Let yourselves miss each other: You are in love, so you want to be together all the time. It’s so fun to cuddle all night and be together all day, but when will you have time to experience different things? When you go to separate workplaces or schools, you experience things that will give you something to talk about later. When you go out with your friends and your partner spends time with theirs, you have time and space to yourselves and come back to each other refreshed. You have a chance to miss each other, and it helps you really understand the value of your relationship. Missing someone is great because getting to see them after that period will make you so happy and so sure of your relationship.
4. Admit your weaknesses:
Your partner doesn’t expect you to be a superhero, and hopefully you don’t expect that of them. We are all humans, we all have flaws and it’s ok to let this show, in fact, you have a stable, serious relationship; you need to let your weaknesses be known. Your partner will be more sensitive to things that bother you, and can help build you up in areas where you need some help.
5. Forgive quickly and truly: Whenever you have a fight, don’t worry about who wins or who loses. Learn from the fight; from what was said as much as from how it was resolved. Once you learn from a fight, you can apply that lesson to your relationship to avoid trouble later. That’s all well and good, but you are done! Forgive your partner! Forgive yourself. The fight is over, you are past it, now let it go. Never hold anything against your partner because the resentment will build until you don’t want to be with them.
6. Compromising mean you are weak:

Compromising doesn’t mean “giving in” it doesn’t mean that you’ve lost the fight. In fact, it’s the opposite. Do you know how hard it is to compromise sometimes? You want your way because it sounds right and makes sense to you. Your partner is way off base with their suggestions. Take a step back and look at the argument diplomatically. What’s the logical conclusion? If your partner is right, don’t be afraid to say so. Accept their way, or modify both of your solutions to be
half and half. The important thing is not getting your way, it’s staying in your relationship and helping it grow. Compromising will definitely help your relationship grow.
7. Learn to trust them: You have to trust your partner. Why would you share your life with someone when you think they are doing something wrong every time you turn your back? If you don’t trust your partner to be faithful, honest, caring, or anything else, then you are not in a good relationship. The best relationships begin with a deep trust, and even if problems come up, of which they will, the trust is strong enough to keep you together.
8. Show your feelings: The worst thing you can do in a relationship is play games. Don’t tease your partner; don’t “reward” good deeds with love and affection. You have to make sure your partner always feels loved. You can be happy with them or be mad at them; it doesn’t matter, they just need to feel loved. They need to know your feelings in the moment as well, don’t get me wrong, but make sure you are showing your feelings in a way that they won’t be misunderstood.
9. Never expect anything: Don’t expect your partner to read your mind, or to bring you breakfast in bed, or offer to wash the dishes, it’s not going to happen. You can’t expect anything from anyone, you have to make it known, communicate. Make sure your partner knows what you expect from the relationship, as well as your opinions on a wide variety of issues. This will help them act considerate towards you but still, don’t expect anything!
10. Sometimes you can only accept things, not fix them: People have baggage, you have some, and your partner has some. Can you go back and erase all of this? Nope! You’re stuck with it, and have to learn to deal with it. Some things are easier to get over than others, but the reality is that sometimes, you can’t fix things. You can’t make problems go away. You have to accept them and get over them and move on, or else your relationship will crumble.
