Reviving the textile industry
O
ne of the ironies of Nigeria’s industrialisation is the precipitous decline of manufacturing industries, especially the textile sub sector. Time was when the textile mills represented the apogee of Nigeria’s manufacturing prowess, with high quality products exported all over the world. For example, in the 1980’s, Nigerian textile industry was the third largest in Africa after Egypt and South Africa. Moreover, it was the largest employer of labour in the manufacturing sector, reportedly offering direct employment to more than 350,000 workers at its peak. With Kaduna, Kano and Lagos as the hub, the country boasted over 175 mills in the 1980s and 1990s. Its contribution then amounted to 14 per cent of the Gross Domestic Product (GDP). Today, all that remains are carcasses of abandoned and dilapidated mills littered across the country, which is a sad reminder of their once chequered past. Incidentally, the fortunes of the textile industry started plummeting in the mid-1990s due to neglect and policy inconsistencies. By the late 1990s, the country’s business climate became so unfriendly that many were forced to close down or relocate to other countries with favourable economic and political environment. The situation was made worse by 1997, when the Federal Government lifted the ban on textile importation, thereby depleting the number of garment factories to only 35 in 2015 from a peak of 175 in the 1990s. Rather than protect the local industry, the government’s decision to check the indiscriminate importation of cheap textile materials has not changed the situation, as the porous borders, have paved the way for smugglers to have a field day. In a bid
to revive the textile industry, the Federal Government in December 2009 initiated N100 billion Cotton, Textiles and Garment (CTG) Revival fund to be domiciled with the Bank of Industry (BOI). Such effort at lending helping a hand was heartening, especially given the capacity of the manufacturing sector to absorb the large army of the unemployed. Unfortunately, rather than improve, the situation has remained the same and in some instances getting worse. Because of this, questions are being asked as to who got the loan and what they did with it. Matters are not helped as no mention was made in the 2016 budget on how to revive the textile industries. In addition, manufacturers are facing the challenges of lack of power supply and now have to fund their own private power supply source, following the near-total collapse of the public power supply, further worsened by a flawed government privatisation exercise. It is a fact that all over the world, the textile and garment industries have been identified as money-spinner that greatly supports job creation. We believe that the government should go beyond platitudes and create an enabling environment for revival of the textile industry. Presently, Nigeria ranks 169 out of 189 countries in the Ease of Doing Business index. With Nigeria’s huge population, her textile industry can be formidable. While finance is crucial to the revival of the sub-sector, a good business environment, special incentives like tax holidays, provision of adequate infrastructure, stable power supply and the patronage of made-in-Nigeria fabrics can also be used to boost the fortunes of the sector.

It’s doubtful Chibok girls are alive – COAS Andrew Orolua Abuja

abducted by Boko Haram insurgents, the Nigerian Army Headquarters (AHQ), on Tuesday, expressed doubts that the over 200 remaining female students of Government Girls Secondary School, Chibok, Borno State, were still alive. The girls were abducted on April 14, 2014. The abduction drew condemnation from across the globe with several prominent personalities including the US First Lady, Michelle Obama among others enlisting in the campaign to free them. Even President Muhammadu Buhari, then as candidate of the All Progressives Congress (APC) in the March 28 general election, promised
to ensure their freedom. Chief of Army Staff (COAS), LtGen. Tukur Buratai, expressed the fear about the girls being alive while fielding questions at a press briefing on this year’s ‘Nigerian Army Day Celebration (NADCEL) 2016.’ He regretted that the abduction of girls been heavily politicised to the detriment of the war against insurgency. He expressed the doubt against the facts that several captives have been freed, including the 5000 freed few days ago, all territories recovered and under the control of the army, yet, the girls were nowhere to be found. The military, he continued, have tried to manage the war professionally, including the abduction, but it was presently at crossroads over the
remaining over 200 Chibok girls. Few months ago, two girls were found, one of the two found was confirmed not to be among the students abducted from the school, but from Chibok community. The COAS said since the war and abduction begun, the military had restricted itself and made professional efforts to rescue every abducted person including the Chibok girls, even though politicians and public rendered their efforts valueless by placing high premium on the rescue of the Chibok girls above others. “The issue of the Chibok schoolgirls has been politicised. Ours is professional duty. We will keep looking out to rescue more. We’re still searching for them and by the grace of God, if they are still alive, we will rescue them. Today, nobody knows
their whereabouts”, the Army Chief said. “The military is very much interested in information that would enable us to rescue the girls”, he added. He reiterated that no Nigerian territory was still being held by terrorists and that troops were recording successes in their daily patrol to flush out the remnants of Boko Haram insurgents. prosecution witness, Mr Ibrahim Maye told a Federal high court, in Abuja, on Tuesday, that the former National Security Adviser, Col. Sambo Dasuki (rtd),instructed him to prepare a payment mandate of 40 million dollars in favour of One Plus Limited owned by Jonathan cousin, Mr Azibaola Roberts and his wife Stella. The Roberts are standing trial on a seven count charges of laundering $40 million to which they have pleaded not guilty before Justice Nnamdi Dimgba on June 8. Testifying at the resumed trial on Tuesday, the first witness, Maye, a retired Permanent Secretary at the Special Service Office in the office of the Secretary to the Government of the Federation, told the court that Dasuki endorsed a memo to him with details of the company’s account.

Abia Gov, PDP appeal removal verdict, claim miscarriage of justice Continued from page 1 The Governor, in a notice of appeal filed by Chief Adegboyega Awomolo, SAN, raised five grounds of appeal upon which he asked the Court of Appeal to set aside the judgment and orders of the high court. The governor said that the Federal High Court lacked the power to order him to vacate the seat of Abia State Governor. The notice of appeal reads: “The trial judge erred in law when he ordered as a consequential order that the appellant vacates his office as the Governor of Abia state immediately when there was no jurisdiction in the Federal High Court to
remove, vacate the occupier of the office of the governor of a state or order the removal of such officer after the unsuccessful challenge of the result of the election at the Tribunal and swearing in of the appellant as the governor.” The governor said that the only power, authority and order exercisable by the Federal High Court was to disqualify the candidate from contesting the election based on section 31(6) of the Electoral Act 2010. Ikepazu also faulted the judge when he held that he did not pay his tax for the years 2011, 2012 and 2013, at when due, when he was a public officer whose tax deduction was under Pay As You Earn (PAYE)
scheme where tax deductions were from the source of his monthly salary by the tax authorities who issued all the tax receipts and certificates. He also said that the Abia State Board of Internal Revenue Services that issued him with the tax certificates had not declared the certificates forged and that the trial court did not invite the issuing authorities to give evidence in the course of the trial. Ikpeazu said that the plaintiff Dr Samson Uchechukwu Ogah was not a staff of the Abia Board of Internal Revenue and did not invite any staff of the board to testify that the tax certificates were forged. He accused the trial judge, Jus-
tice Okon Abang of violating his right to fair hearing by embarking on judicial investigation without giving him (Ikepazu) the opportunity to address the court on the issue. The notice of appeal also states: “The learned trial judge erred in law when he held that the appellant presented false information to the Independent National Electoral Commission by his ingenious meticulous study and investigation of documents filed in courts in the recess of his chambers and thereby violated the right of the appellant to fair hearing.” The governor said that the judge had no duty to investigate the contents of documents dumped on the
court in the recess of his chambers with a view to finding for the plaintiff. “The decision of the judge which arose from the judicial investigation without opportunity to the appellant violated the appellant’s right to fair hearing”, the governor said. Ikepazu also rejected the decision of the high court declaring him unqualified to be nominated as the primary election conducted by his party because false information was supplied to INEC. According to him, INEC Form CF001 which the judge relied on was not one of the grounds of qualification to contest the primary election of PDP.

Nigerians divided over calls for Parliamentary System Following calls by some influential Nigerians for a return to the parliamentary system of government as was in the aborted First Republic, TOLONISEDE BOLUWATIFE went to town seek the views of ordinary Nigerians and found out that they were divided. No matter how bad the situation of our country is, the system of government we are practicing is still the best system a country can ever practice. In a parliamentary system, if you criticise the government policies, your life is at risk, but in this presidential system we are practicing, we have the freedom of expression and other benefits to enjoy. Also in a parliamenta-
ry system, although we don’t have what we call coup d’état, dictatorship is possible in the system. The problem I know that parliamentary system can solve is the financial sector. In a parliamentary system, only few people are needed to run the government which therefore hinders rapid development and also does not allow the principle of division of labor and separation of powers to work. The only problem in this our presidential system is that most of our leaders are cor-
rupt”. Temisan Comfort: “The idea of adopting a parliamentary system in Nigeria is good, but before we can adopt it, we have to sit down and think. We must have a reason why we want to adopt a parliamentary system, it is not just adopting the system to see if it would work or not. INEC: Why we have not gone back to Rivers, Imo, others for rerun The Independent National Electoral Commission (INEC) has said that it has not gone back to conduct rerun polls in Rivers, Imo and other states because of the security situation in the states. INEC’s Director of Publicity and Voter Education, Mr. Oluwole Osaze-Uzzi who made the remark in Abuja said that INEC was ready to conclude the elections given conducive environment in those states. According to him, INEC’s consultation with security agencies, political parties and their candidates, and other stakeholders, was ongoing. His words: “On our own part, INEC is prepared and ready in the areas of logistics, administrative and operational deployment to conduct the elections. “But, there are factors outside INEC’s control such as conducive environment, that will determine whether INEC will go back to the states,’’ he said. Osaze-Uzzi who stated this in an interview with newsmen at the sidelines of opening of a three-day workshop for Heads of Voter Education and Publicity units stressed that INEC would adopt strategic measures that would boost voter education in the country, ahead of 2019 general elections, pointing out that the workshop was part of the INEC’s preparations for the
2019 general elections. His words: “We know the importance of communicating our policies and programmes to the stakeholders and that is why we are working to ensure that we communicate in an effective manner to increase the voter awareness. “We want to ensure that there is an increase in voters’ awareness and their participation in our activities and future elections”, he said. On his part, Mr Nick Dazang, Deputy Director, Voter Education and Publicity of INEC, said that the workshop was to review the communication strategies deployed during the 2015 general elections and improve on them ahead of 2019. Dazang said that the workshop participants would also look at the opportunities in the social media platform such as twitter, instagram, facebook and the internet to educate voters. His words: “As you know, more than 79 million Nigerians use the internet every day. That is more than one–third of the country’s population. “If we can get the attention of at least 14 million of these social media users, then we should be able to succeed in our attempt and efforts to educate them about our activities. “In spite of the fact that we rec-

I won’t be distracted, El-Rufai pledges Kaduna State Governor, Malam Nasir Ahmad El-Rufai has pledged that he will not be distracted from championing cogent development in the state in spite of vociferous criticisms from his detractors. ECOWAS Court: Member states not executing our judgments

The ECOWAS Court of Justice has expressed concern over non-implementation of its judgment by the members’ states. The Vice President of the Court, Justice Micah Wright, told the News Agency of Nigeria in Abuja that only three out of 15 member states had put in place mechanism to execute the court’s decision. His words: “The court has experienced a couple of hardships or impediments as you say in the dispensation of its work, for example, notably in the execution of the judgment of the court. “The court as you know does not have a police and the court does not execute or implement its own decisions, the court depends upon the goodwill of the member states. “So, when the court renders a judgment, the court forwards the judgment to the member states and requests the member states to execute or implement that judgment – that is one of the impediments we have. According to him, out of the 15 countries, only three – Nigeria, Guinea and Togo – have put
in place proper mechanisms for the enforcement of judgments by the court. Wright said that the court was making efforts to get other member states to see the wisdom in complying with the judgment issued by the court. The Vice President said that another impediment that the court was facing was insufficient fund for its operation due to non-payment of levy by member states. “The court and by extension the entire community is facing financial difficulties where member states are not paying up the community levy and that is the means of finance for all ECOWAS activities,” he said. “The court is always at disadvantage when the funds are being distributed. But we have to take more initiatives to impress it upon the commission the mandate of the court is of such that the court is alone. “The court cannot source external funding like the commission or like other institutions. We don’t want to compromise our independence and neutrality by going out to seek donor funding”, he stressed.
NOA HAS FAILED — Lagos Majority Leader, Sanai Agunbiade Alade Tasma The Majority Leader of the Lagos State House of Assembly, Hon. Sanai Agunbiade has berated the National Orientation Agency (NOA) for failing to deliver on the purpose for which it was established. Agunbiade made this remark while speaking at the 5th Quarterly Staff Capacity Building and Paper Presentation titled: “The Effects of High Legislators Turnover on the Growth of Democracy,” organized by the State Assembly. The NOA which was set up in 2005, is the body tasked with communicating government policy, staying abreast of public opinion, and promoting patriotism, national unity, and development of
Nigerian society. Agunbiade who is representing Ikorodu constituency I, observed that the values system in the country is perverted and argued that rather than the normal attitudinal orientation, people’s behavioural tendencies appear walking with one’s head. NOA, according to him, has failed in its responsibility, noting: “it is only seen to be functioning during elections. It’s high time Lagos led other states in coming up with their orientation agencies.” The lawyer-turned lawmaker berated the attitude of Nigerians to successive governments in the country, wondering the kind of system the citizenry desires. Agunbiade described the Nigerian attitude to their leaders as “a drunk man who keeps looking for
his car key all around, and the car key is in his pocket. For how long will he continue to search? “We have the solution to our problems but the sense of tribalism, religious bigotry and hypocrisy of the highest order get us intoxicated. Unless we realise these problems, Nigeria will continue to grope in the darkness,” he explained. He said people always condemn the politicians but failed to realise that politicians were usually being helped in the course of their assignments, “they keep saying politicians are corrupt. Who are those that assisted government in execution of their projects? One therefore wonders if it is just to wait for another term and grease their palms?” Agunbiade queried.

Adopting a parliamentary system will preserve our resource, which means we will have enough resource, it will make the people in government offices more responsible owing to the principle of collective responsibility, since whatever good they do will be applauded together and if anyone does something wrong, all the members of the cabinet can be told to resign, which means that the action of one person will affect the others. It is a nice system but the problem is that those at the head of government; are they willing to adopt the system. To me, adopting true federalism is the only solution to the problem; that is to let each state be independent, so that we will develop at our own pace and not looking up at the central government all the time”. Oluwagbemiga Joseph: “the cost we are spending to operate and fund this presidential system is on the high side so it would be better if we operate a parliamentary system since it is cheaper and it will save cost. Nigerians cannot operate a presidential system like that of the Americans owing to the fact that we are still developing”. Patience Duyilemi: “I would have supported that we should adopt a parliamentary system because the duties of the president will be shared between two people since the President cannot see everything. But adopting the system will give more power to those in government especially those who are the ministers as well as members of the cabinet: it will make them possess too much power, they will be able to do whatsoever pleases them since they know they are the ones holding the powers of the country. So therefore, I don’t advise that we adopt it because there will be too much corruption, which means it is those who are corrupted that will be overseeing corruption.

A report on Tuesday by ExxAfrica, a business risk specialist intelligence company indicated that the main impacts of a ‘Brexit’ on Nigeria would be further deterioration
of the country’s already struggling economy, which has been caused by the fall in global oil prices and a steep drop in local crude production due to an insurgency in the Niger Delta. According to the report, the economy would be hard it as the extensive trade and security cooperation between the UK and Nigeria would likely face several years of disruption as the UK departs from the EU. ‘A slowing UK economy on the brink of a departure from the EU and potential disruption as the UK renegotiates its trade agreements, would likely reduce trade flows, foreign direct investment, and Nigerian remittances’ the report said

The UK is also one of the largest development assistance donors to Nigeria, although Nigeria is not as aid-dependent as most continental counterparts. There is also no guarantee that other EU countries will make up the UK shortfall in trade and invest-
ment, as other EU countries look to Iran for more reliable access to oil and to Asia for cheaper labour. Beyond trade and investment, the UK is also a key partner in Nigerian security. The UK has been crucial to drawing international attention to the Islamist Boko Haram insurgency in Nigeria’s northeast. There is a risk that the UK would become distracted from international security threats, such as those by Boko Haram, as it negotiates its departure from the EU. However, the US and France have proven more crucial partners than the UK in combating Boko Haram, thus mitigating the effect on counter-insurgency efforts.

The Acculturation of Ankara
T
he recent photo of Rihanna, the American songstress, wearing an ‘ankara’ ensemble demonstrates that the ‘ankara’ is the ‘dernier cri’ among fashionistas in sub-Saharan Africa, Europe and the world as a whole. Print has entered the realm of avant garde art in England through the works of Nigerian born artist Yinka Shonibare. Eyes - not of men only- pop out of their sockets when young women chiselled out in ankara strut the breadth and length of catwalks in the latest vogue by Nigerian fashion designers such as Duro Olowu, Tiffany Amber, Deola Sagoe, Ituen Basi etc. Vendors always hawk life-style magazines full of colour photographs of Nigerian celebrities at high-profile social events all dolled up in ankara. Aurora would like you to cherish the origin of your ankara next time you wear it and feel great in it. When the Headquarters of the Economic Community of West African States (ECOWAS) was sited in Lagos late ‘70s, little did Lagosians and Nigerians in general know what a huge impact and a wild revolution the dressing of the staff would have on the fashion landscape of the host country. ECOWAS Staff were drawn from all the English-speaking and French-speaking countries in the subregion. Fashion in most of those countries, especially the French-speaking ones, was - and is still - carving out tailored suits from local fabrics such as ankara, kente, adire, bogolan. The Ghanaian ladies are noted for their preference for their ankara ‘up and down’ and their men could also be seen at any occasion proudly kitted out in ankara/kente draped around themselves. In the realm of clothing, a revolution has taken place in the attitude towards ankara west of the Niger. This revolution flagged off by the ECOWAS female personnel took a frenzied turn in the 90’s when Nigerian women journeyed to Abidjan/Accra/Lome/Cotonou/Dakar to either recruit tailors or have their clothes made. Tailors in these cities are noted for their meticulous finish and the attention they give to details. These qualities endear the tailors to Nigerian women. When the factory-printed cotton cloth introduced to the then Gold Coast (now Ghana) by Dutch and English traders in the 19th century reached Lagos, it was named ‘ankra’ by Yoruba speakers who coined this word from the name Accra, capital city of the Gold Coast. Once produced in textile mills in Nigeria, the ‘African print’ has antecedents linking it to Asia and Europe with the Dutch acting as intermediaries.
The former Dutch colony of Indonesia was renowned for its delicately executed batiks with intricate designs based on floral patterns or leaves or the cross-section of fruit. The earliest Dutch wax designs were imitations of Javanese batiks where stylized flowers and foliage predominated with a sprinkling of Indian and Chinese motifs reflecting foreign influences on Javanese culture. From circa 1835, Africans were recruited for the Dutch-East-India Army and sent to serve in Java. It is this group, who on their return to the Gold Coast, brought back with them Javanese batiks and Dutch batik prints, popularising them among their people. The Dutch left the Gold Coast in 1872 and were succeeded by the British. An observant Scot entrepreneur, Ebenezer Brown Fleming, learned about the West African taste for imitation batiks and started shipping Dutch prints to the Gold Coast. These were distributed through young European men trading on the West Coast of Africa who engaged African women to help them in their business. Through these liaisons, the European merchants learnt about local preferences for colours and designs whilst the women became prosperous textile traders. Exchange of information between colonial officials, missionaries, West African textile traders (usually women) and consumers, European company representatives and the textile manufacturers resulted in the production of printed textiles that appealed to the local aesthetic. The information was relayed to Europe where textile mills began to produce designs specifically for the West African market. Many new designs initiated by Brown Fleming were produced in Holland and England (Manchester). Some of these became classics and are still in production today e.g. the staff of kingship motif, afenatene to the Akan tribe in Ghana is known as Cork-Screw or Opener in Nigeria. However, there is not always an obvious connection between name and design. A cloth can be named because it appeared at the same time as an important event or at the time an important personality came into prominence. This continues to the present day when some patterns reflect their users’ societal values and expectations as demonstrated in the ‘aso ebi’ (uniform) chosen by political parties and some Church societies to mark an event. In 1891, there was an application to patent a printing machine in England ‘for irregular or nondescript patterns such as are suitable for the Indian, Chinese, Japanese and African markets being (by preference but not necessarily) printed in indigo either all of one shade or of various shades
and depths of colour’ (Archives of Brunnschweiler, Manchester). This would suggest that, since the 19th century, samples of Yoruba adire had come to the notice of English, Indian, Chinese and Japanese textile printers. Ankara is a versatile fabric, widely accepted throughout the sub-region. Being 100% cotton, it is ideal for the tropical climate. There are certain ethnic differences in the use of ankara as it is worn by men, women and children in southern Nigeria. The Yoruba women of means do not hold Dutch wax prints in the same high regard as their peers east of the Niger: for them aso oke and ‘lace’ are THE prestige fabric for important occasions. An Igbo woman receives lengths of Dutch wax print as gifts at important stages in her life. In the north, Hausa men wear only brocade and jacquard in pastel colours or white. Hausa women wear full-length dresses made in ankara, but their head is covered and the upper part of their body is draped in a shawl in conformity with Islamic custom. Ankara is also used in a funerary context.
The Kalabari of Rivers State display prestige cloths in the room where the body of distinguished citizen lies in state on an elaborate brass bed before burial. Dutch wax print is ranked among these prestige clothes and is arranged in bolts on the bed beside the body. Ankara is handy for interior design. It’s quite normal to see ankara squares very effectively spread over plain table-cloths or draped as slipcovers on chairs at international and local conferences held in sub-Saharan capitals. Beautifully displayed bedcovers made from lengths of ankara and ankara patch-work striking duvet covers are sold in Lagos shops such as Quintessence and Enyé. Also among the stock are purses, wallets, notebooks and journals covered with the remnants of the fabric. Forgery Allegation:
Unanswered questions on Senate Standing Rules

vailable media reports are to the effect that the Attorney-General of the Federation (AGF) and Minister of justice, Mr. Abubakar Malami (SAN) has perfected arrangements (so it seems) to arraign the, President of the Senate, Bukola Saraki and the Deputy Senate President Ike Ekweremmadu before the High Court of the Federal Capital Territory on criminal charges boardering on alteration (or better still forgery) of some sections of the Standing Rules of the Senate. Both distinguished senators have long denied involvement in the alleged forgery of the standing rules, maintaining that they were being roped in desperately by the executive arm of the federal government just to pull them down, and ultimately effect a change in the leadership of the senate (and that of the National Assembly). The Senate President and the DSP insist that the unfounded allegation is a signpost of the bellyaching following their emergence on June 9, 2015 as leaders of the national assembly. I believe that the readers of this article are fully abreast of the history of their emergence. The critical question is “who doc-
tored, forged, altered, the senate standing rules of 2011?” Other questions arising from the above critical question are: (1) What rules were allegedly forged? (2) Were the current senate president and the deputy in a position to alter (or forge) the standing rules? (3) Who was in charge of the rules? (4) Were the senators blind-folded on 9 June 2015 when they used the “forged” rules to elect their principal officers? (5) Was the body of rules in contention used (and still being used) by the senate in conducting their parliamentary businesses since 9 June 2015 to date? (6) Were the contentious changes (or alterations) of the rules so fatal as to cause so much brouhaha and bad blood between the executive and the legislature? The reader can formulate more questions in addition to the above ones, while I attempt to place some issues in perspective. I want to humbly admit primarily that my analysis relies mostly on credible media reports and available National Assembly documents. The contentious senate rule 2011 was said to be in force up to the end
of the seventh senate on or about 5 June 2015 when the life of the 7th senate extinguished by effluxion of time. The President then was Senator David Mark, with Senator Ike Ekweremmadu as his deputy. The Chairman of Senate Committee on Rules & Business was Senator ITA Enang. He was in charge of the senate rules. Neither Senator Saraki nor Senator Ekweremmadu had the power, position or opportunity to alter or change senate rules. Conventionally, after the dissolution of the seventh Senate, all the powers resided in the bureaucracy of the National Assembly headed by the Clerk. Could the bureaucracy have altered the provisions? The then Clerk, Alhaji Salisu Maikasuwa and his deputy Mr.Ben Efuturi have flatly denied the alterations. Let us consider the position of the Chairman, Senate Committee on Rules and Business, Senator ITA Enang, who admitted that he had brought a motion to the floor of the 7thsenate for alteration to the rules.
He further maintained that the motion did not pull through, and was abandoned. Senator ITA Enang, who is now the SSA to President Buhari on National Assembly Matters (Senate), also admitted that he had ordered a reprint of the senate rules when he was chairman of the Committee on Rules & Business. But he did not tell his audience at what time he ordered the reprint (when the old printed copies were exhausted). Was it towards the end of the seventh senate or in the middle? Were the reprinted copies used before the end of the seventh senate? Only Senator Enang and those who handled the reprint can answer these questions. It is also instructive to know whether the changes, which Senator ITA Enang moved on the floor of the seventh senate, were similar to the changes seen in the senate rules (said to be forged). The security and investigative agencies should ask relevant questions from relevant people to get relevant answers.
EU: Britain’s exit and lessons for Nigeria

ver many years, the Scottish people were unhappy to belong to the United Kingdom (UK) and there were agitations to break up the union so the Scots could go their own way as an independent nation. A couple of parties emerged calling for Scottish exit from the UK. There were heated and rancorous debates all over Britain, which tended to divide the nation. To determine if this was truly the desire of majority of the Scottish people, a referendum was conducted. The majority voted against leaving the UK. The agitation ended, at least for now. No bullets were fired and Britain avoided reliving the experience that engulfed it for several years as Northern Ireland sought self-determination and selfrule. The Scots are now at peace and part of the UK. Similarly, in the past couple of years, there were growing dissents among many Britons regarding
the country’s stay in the European Union( EU). This led to stiff political debates. To stop the debate degenerating into violence, the country’s leadership decided to hold a referendum. In the last couple of months, the debate became intensive with
Prime Minister David Cameron leading the ‘Stay Camp’, while former London Mayor, Boris Johnson led the ‘Brexit’. Recently, MP Jo Cox was murdered for campaigning for Britain to stay in the EU. On June 23, the British people voted and major-
ity expressed the desire to leave. What a civilised way to end disputes relating to self -determination and sovereignty. Are there lessons for Nigeria? From 1967-1970, Nigeria fought a bitter civil war to prevent the people of Biafra from leaving Nigeria. The slogan was: “To keep Nigeria one was a task that must be done.” After the loss of nearly three million people, loss of material unquantifiable material resources, it is surprising that we are where we are today. All over Nigeria, there are agitations for self-determination. Currently, the most prominent are that for Biafra by MASSOB and the IPOB. There is the Niger Delta Avengers( NDA) asking for the Republic of Niger Delta. Another group; the Lower Niger Congress( LNC) whose geographical territory extends to the Middle-Belt is speaking essentially of selfdetermination. In the South West and Middle Belt, there are dormant volcanoes, which can become active anytime.

The Deputy Governor of Edo State, Dr. Pius Odubu, on Tuesday, came under attack from his supporters across the state for not challenging the All Progressives Congress (APC) primaries – alongside his other two colleagues Barr Kenneth Imansuagbon and Engr. Chris Ogiemwonyi. Odubu, who has been described as a leading contestant in the primaries, however, lost to Godwin Obaseki, whose emergence is been challenged at the moment. Our correspondent learnt that a meeting of all his co-ordinators across the state was called by the Deputy Governor to calm frayed nerves, but his appeal fell on deaf ears. It was further gathered that his supporters vowed that unless the primaries was thoroughly investigated and justice done, they would have difficulty accepting the results particularly as it had become public knowledge that the primaries were manipulated to favour Godwin Obaseki. was on Tuesday arraigned before a Lagos state High Court, presided over by Justice Akapo for man slaughter The accused was alleged to have unlawfully slaughtered one Kazeem Akinjobi, on the 21st June, 2014, at around 10:30p.m. at Kajola Street, Mushin, Lagos, thereby committing a crime contrary to Section 227 of the Criminal Law of Lagos State. The prosecuting counsel urged the court for a trial date and the matter was adjourned till the 7th, 8th and 9th October, 2016 for trial. In a related case, a man arrested by the police for stealing was arraigned before a Lagos State Magistrate Court, presided over by Magistrate Aje Afunwa. The 32-year-old accused, identified as John Okejo, allegedly obtained N2, 000,000, property of one Kayode Ogundipe, under the pretence of supplying AGOD Diesel Oil. The defence counsel however pleaded that the defendant be granted bail on very liberal terms. The court granted the defendant a bail of N600, 000, with two suretees, who must submit verifiable documents of payment of tax and address in Lagos. The matter has been adjourned till 23rd September 2016, for report of service of proof of evidence.

8 persons kill in skirmish between herdsmen and Koh community in Adamawa By Tom Garba, Yola

No fewer than eight persons have been killed and several others injured in a skirmish involving Koh community and the Fulani herdsmen in Girei Local Government Area of Adamawa State. An eyewitness account was to the effect that the skirmish started on Saturday afternoon when a Fulani herdsman trespassed into a farm belonging to a member of the Koh community as a result of that the owner of the farm who was closed by raised the alarm. He said the development attracted other members of the community who came out in their hundreds to chase the Fulani herdsman and his cattle, adding that the herdsman escaped from his chasers and went to mobilse other herdsmen for a clash with members of Koh community. The eyewitness claimed that skirmish resulted in the killing of eight persons and seven injured and rushed to a specialist and Zinth Hospital in Yola, the state capital, adding among the seven injured two persons were critically injured . in Abuja, on Tuesday, refused to stay the execution of its judgment reinstating the impeached Speaker of the Kogi State House of Assembly, Hon. Momoh Jimoh Lawal. The judge, Justice Nnamdi Dimgba, held that the tenure of the law-makers is limited and time-bound, therefore, staying the execution of the court judgment by the factional leadership of the House would be aiding those who wanted to waste the time. Five law-makers, led by Umar Imam, who carried out the impeachment and had benefited from the purported exercise that removed the Speaker and other principal officers had approached the court. Justice Nnamdi Dimgba, had in his judgment, equally restored the Deputy Speaker, Aliyu
Akuh and seven other Principal Officers of the Kogi State House of Assembly, saying the process that led to their purported impeachment on February 16, 2016, was unconstitutional and illegal. He held that their removal was not in line with provisions of Sections 90, 91, 92 (2) (c), 95 (1) & (2) and 96 (1) & (2) of the 1999 Constitution, as amended. Consequently, the court voided the purported election of Umar Imam as the Speaker of the Kogi State House of Assembly, as well as the emergence of four others: Friday Sani; Lawal A.T. Ahmed; Bello Abdullahi and John Abah; as principal officers of the House. Aside the Speaker and his Deputy, others that the court also reinstated were Kolawole Mathew, Osiyi Godwin, Sunday Shigaba, Ndako Idris, Oluwatoyin Lawal, Musa Jimoh and Victor Omofaye. The court held that, “The
continued sitting and conduct of the affairs of the Kogi State House of Assembly by the 1st – 5th defendants after the purported removal of the 1st plaintiff and other principal officers of the House and purported installation of themselves as principal officers of the Kogi State House of Assembly on the 16th day of February, 2016, is illegal having regard to section 96(1) of the Constitution and Rule 5(1)”. A group known as the Bayelsa First Initiative (BFI) has condemned the decision of Governor Seriake Dickson to extend the appointment of Head of Service of Bayelsa State, Peter Singabele, by six months, with effect from 16 June 2016 after retirement age. The group, in a statement, signed by its Director-General, Chief Nathan Egba, accused Dickson of manipulating public institutions and policies for his personal interest of his administration. Recently the Secretary to the State Government (SSG), Serena Dokubo-Spiff, had announced Dickson’s approval of the elongation of the tenure of the HOS in a statement on Monday 20 June 2016. Egba wondered why Dickson would extend the services of the HOS after he had attained the mandatory retirement age of 60 or 35 years in service, adding that there were competent civil servants that could occupy the office. ex-militant leader, Government Ekpemukpolo, otherwise known as Tompolo, has written President Muhammadu Buhari, seeking the return of ‘Golden Sword’, which he described as the symbol of authority of the people of Gbaramatu Kingdom in Warri South-West Local Government Council of Delta State, allegedly carted away last May by troops of the Joint Military Task Force (JTF).
In his latest letter to the president, Tompolo narrated the ordeal of the Gbaramatu Kingdom, stating that the Nigerian military had not returned the Golden Sword and the palace staff which they took away from Oporoza town on Saturday, May 28, during the siege upon the town. He also lamented the situation of innocent students who were still missing. “Your Military has not returned the Golden Sword (Symbol Of Authority) and the innocent students as well as the Palace Staff picked up at Oporoza town, on Sat-

Usman was former minister for Finance and director of Finance of the PDP presidential campaign in 2015, while Fani-Kayode was minister for Aviation and spokesperson for the campaign organisation. The 17 count- charge filed against the accused bordered on unlawful retention, use and payment of money in the tune of about N4.9 billion. In the charge, the accused were alleged to have committed the offences between January and
March 2015. All the accused persons pleaded not guilty. Justice Sule Hassan, however, remanded them in Prison custody pending the hearing and determination of their bail applications. Fani-Kayode was named in all 17 counts, Usman was named in only four of the charges. In counts one to seven, they were alleged to have unlawfully retained over N3.8 billion which they reasonably ought to have known formed part of the proceeds of an unlawful act of stealing and corruption. In counts Eight to 14, the accused were alleged to
have unlawfully used over N970 million which they reasonably ought to have known formed part of an unlawful act of corruption. Meanwhile, in counts 15 to17, Fani-Kayode together with one Olubode Oke, who is said to now be at large, were alleged to have made cash payments of about N30 million, in excess of the amount allowed by law, without going through a financial institution. Besides, Fani-Kayode was alleged to have made payments to one Paste Poster Co (PPC) of No 125 Lewis St., Lagos, in excess of amounts allowed by law.

Magistrates’ Court, on Tuesday in Kano, refused a bail application by the counsel to five suspected persons standing trial for the alleged murder of a 74-year-old woman, Mrs. Bridget Agbahime. Recalled that Agbahime was murdered at Kofar Wambai Market, Kano, for alleged blasphemy on June 2, 2016. The suspects are: Dauda Ahmed, Abdulmumeen Mustafa, Zubairu Abubakar, Abdullahi Abubakar and Musa Abdullahi. They are facing charges of inciting disturbance, culpable homicide, joint act
and mischief. The lawyers, who appeared for the suspects are, Gambo Abdulsalam, Tijjani Dukawa, Nasir Ahmad and Sanusi Lawal. Abdulsalam made a bail application on behalf of other counsel to the court, under Section 36 Sub-Section 5, as well as Section 341 Sub Section 3 of the Criminal Procedure Code of Kano State. According to the defence counsel, the suspects are innocent and have promised that if they are released on bail, they will not escape justice. “The suspects are ready to face trial in case they are charged and they will not commit any other offence,” he said.

Grace Ekpoanwan Achum Calabar – the capital of Cross River State once acclaimed as the ‘Nation’s Paradise’ – has come lately, under threats of epidemic, and insecurity; no apology, for instance, to the failure of the authorities to clear ambitious heaps of refuse on most of the busy roads. Checks have revealed that an overflow of refuse dumps and blocked drainages, as well as spilling sewage and broken pipes, have become common features on many streets, and even some of the highways, in recent months, thereby posing clear and present environmental hazards to residents of the city and its environs. Residents of most of the affected areas stated that they had made several appeals to the authorities on the development, but to no avail. In Edibedibe, Afokang, Ibesikpo, all in Calabar South, for example, over-grown weeds and heaps of refuse have taken over many roads. Similarly, most of the designated wastes dumps have exceeded their installed capacities, eagerly expecting evacuation. At such points, flies gather and the stench that issues from the refuse is palpable, almost. Individual efforts by residents to burn the wastes have failed, because they have become wet and, therefore, fire-resistant due to rain and water from nearby blocked drainages. On some of the roads, confusion reigns as motorists and commercial, tricycle operators and pedestrians struggle for right of way on the remaining portion of the roads. ingly slow, time-consuming traffic gridlocks, is an understatement. Another source of possible threat to the health of the people, investigation has shown, are the operators of petty restaurants, roadside food hawkers around the filthy roads or streets
and highways, despite the stench from the nearby dumps. It’s even more nauseating that public health operatives or sanitary inspectors either from the local government or the state Min-
istry of Health or the Ministry of Environment do not seem to care. Mr. Patrick Imo Ete, whose residence is not too far from one of the filthy environments, but works with the local government, decried the unhealthy condition in which people live in the affected areas. He noted that since the beginning of the current administration of Professor Ben Ayade, and with the rainy season and consequent
humid weather that make burning of the waste difficult, the situation had worsened. “We are worried here because the whole environment is polluted with stench and we are choking. All appeals to the authorities to evacuate the wastes have been unavailing,” he said. that in a state where residents sleep with one eye open because of alarming crime rate, it would be expecting too much for investors to pump their funds in the city. The security situation, in effect, could be a lot better than it currently is. It was registering Ita’s concern, when, it was reported, on Wednesday June 22, 2016, that at least five expatriates and two Nigerians were kidnapped at the Idundu axis of the Calabar-Oban road by suspected militants. The incident occurred around 6a.m., when the foreigners and their Nigerian colleagues, working for MacMahon Construction Company, were on their way to work. The construction firm is located at the Mfamosing Plant of United Cement Company Nigeria Limited, in Akamkpa Local Government Area. The company is said to be one of the major contracting firms to Lafarge Holcim, owners of UniCem. The workers, who were conveyed in four MacMahon vehicles, were escorted by a security pickup that had four armed policemen when they were attacked by the gunmen before the Idundu Bridge. The armed police escort team could not help the situation. One of the expatriates, identified as Tim Croot, an Australian citizen – alongside the driver of one of the vehicles, whose name was given as Henshaw, escaped, while another driver, Matthew, was killed in the process.
Besides, there are reports of gangs of youths, who, sometimes, attack residents with impunity. The situation is so bad that residents are forced to rush home from wherever they are before 7p.m. or risk being attacked, maimed or forced to part with their valuables. Even their homes are no longer safe. Such criminal-minded youths often break into homes with all kinds of sophisticated weapons and collect all their victims’ valuables, leaving them fatally harmed, as may be the case. This is almost an everyday occurrence. A lecturer, Mrs. Grace Archibong told The Daily Times that kidnapping had taken over the state. She said that a friend of hers was kidnapped recently in front of her residence at the parliamentary village. As of mid-June, nothing has been heard about the victim. Life in Cross River State is like hell on earth. Here was a state that was once a Mecca for people from far and near, who wanted to have a healing rest. “But, today, is it still so?”, Archibong queried. Something needs to be done urgently – especially in the area of security. Governor Ben Ayade is trying in other areas, like prompt payment of salaries to civil servants, and trying to woo investors, an engineer, Mr. Christopher Atupka, from Iyalla, who is a businessman at Wode Market in Calabar, admitted, but he should, as a matter of urgency,
address this alarming issues of insecurity and the filthy environment that could give his administration a bad press. Add a plethora of boundary disputes – some of which, in recent times, have been violent. Some concerned citizens of the state – including environmentalists and political analysts, said that because of the threat posed to public health by the mountain of refuse and deplorable security situation in Calabar and its environs, the state government should organise, now, a summit of stakeholders – including royal fathers, market leaders, students, skippers of industry and organised labour, the police and other security agencies Councillors, representatives of nongovernmental organisations, members of the State House of Assembly, elected deputies of the state at the House of Representatives and the Senate, to address the issues. It’s their view that, as a top player in the national league of oil-rich states – with a forward-looking infrastructural profile, as with Tinapa, the current narrative of the state is, put mildly, unfortunate and unreadable. And because Cross River State lies at a strategic point in one of the country’s economic corridors, it would be a disaster and a shame – if insecurity should be allowed to reign with reckless abandon at the risk of shooing prospective investors and tourists away.

“I resigned from the company I worked for when I noticed that a lot of my friends in Ajegunle, who were doing this kind of hustling were living better than some company chief executives. Every guy does this in Ajegunle. We don’t see it as a crime, it is called hustling.” The suspect also stated that he started following them out until he mastered the art over a period of six years. Members of the second gang, comprising Ubuke Michael (26) and Obinna Okoro (24), were arrested in Gbagada after their operational bus with registration number, FST 890 XM, had picked up two passengers who were going to Alaba International Market and Ladipo Spare Parts Market respectively to purchase goods. Ubuke, the leader of the gang, had invited a bus driver and a conductor to join his one-chance gang. “I have so many commercial buses that I can call for operation. The driver and conductor do their normal work while we collect belongings of the passengers, drop them off and pass them to the driver to hold on.” Ubuke also stated that one of their victims came out of a bank

before boarding their bus while another had bulky pockets. We don’t normally carry more than two passengers during operations and whatever we make we share with the driver and the conductor but our share is normally more than theirs. “We were about to collect their belongings when we were arrested. It is so unfortunate the driver and conductor of our operational danfo bus escaped”, he lamented. One of their victims, Boniface Anusionwu, whose phone was found with the gang said, “I just came out of a bank where I went to withdraw some money for trading and for my rent. I never knew they were robbers.” The last gang member, 25-yearsold Steven Raphael and Samali Onafuwa (27) were arrested in Fagba and Station Bus Stop, Ishaga. Confirming the incident, the Police PPRO, SP Dolapo Badmos said there would be no hiding place for criminals in Lagos State, adding that the suspects would be charged to court when investigations are completed. Sadly, all the suspects have roots in Ajegunle, she noted. The six suspects have been transferred to SCID for further investigation.

This message was contained in the remarks of the Vice Chancellor, Professor ‘Lanre Fagbohun, at the Award ceremony for the University Scholars recently held at the 3-in-1 Auditorium, Faculty of Education, Main Campus, Ojo. Prof. Fagbohun enjoined the awardees not to rest on their oars and work harder to maintain a good academic grade. “We are very proud of you. You have justified that we can showcase you. Indeed, we are parading the very best. What we are doing today is that we are pushing the frontiers of excellence. I implore you to do more and same for those who are here to celebrate you, you need to work harder”. The Vice Chancellor stated that the vision of the University Management was for the students to compete with the best, not only in Nigeria, but, globally. He urged the students not only to be students by good Cumulative Grade Points Average, but, with good mannerism, behaviour and high values. He called on the recipients to be solution providers to societal problems. He equally added that they should always come up with ideas that can change the society at large. The National Universities Commission (NUC), UNESCO and stakeholders in the Nigerian University System (NUS) and on Monday in Abuja started discussion on modalities for the adoption of Gender and Transformative Leadership (GTL) as a course in Nigerian universities. The three-day workshop titled: ``Workshop on Development of Benchmark Minimum Academic Standards (BMAS) for Gender and Transformative Leadership (GTL) as General Studies (GST) Course for Nigerian Universities, is organised by the National Universities Commission and UNESCO. In his opening speech at the occasion, the NUC’s Executive Secretary, Prof. Julius Okojie, who was represented by Prof. Chiedu Mafiana, Deputy Executive Secretary, said that the essence of the workshop was to sensitise stakeholders, harvest input from stakeholders and educate youths on gender attitude to gender issues. He added that the workshop was also to train the trainers that would achieve the GTL. He said: ``What we strive to achieve is to sensitise the youths who are the leaders of tomorrow to know that next person in equally as important. `The female gender is not given its right of place and so to begin to sensitise them at that level is

important. ``Some of the cultural barriers placed on a particular gender could be detrimental to the growth of society. ``In terms of leadership, we are trying to see how we can transform the thinking of the young person. ``We feel it should go beyond the university system to the polytechnics and colleges of education; if you limit to a particular setting, it will not achieve its objective.’’ Okojie further maintained that GTL is going through a process
that all curriculums go through, adding that the workshop was the last step in the process as GTL would subsequently be brought to the management of the commission for ratification and that it might not be feasible for every university to readily adopt GTL as some credit units would be taken from some others courses. that at the end of the workshop, it was expected that GTL will be introduced to all Gender and Development lecturers in Nigerian universities and adopted as a course. In her remark, Hajia Binta Garba, Chairman, Senate Committee on Higher Education and TETFund, said GTL would address gender issues in the Nigerian society. She said that contrary to insinuations, the Senate did not throw away the Gender bill but there were areas that needed to be finetuned.

introduction of computer based test (CBT) in the conduct of the examination, recent examinations were still bedeviled with poor network and multiple results to candidates. He said: “Any honest Nigerian knows that JAMB has not been handling the exam very competently. There are miracle and study centres which are known to people where UTME take places and candidates pay and determine their scores. They register
their candidates and promise them high scores and because it has been working, the miracle centres have increased. “Look at the last JAMB examination; there are places where the examination took place where there were no computers or connectivity and there were problems with network which affected candidates’ performance. Post-UTME ban stays, Education minister insists Augustine Okezie Abuja Minister of Education, Mallam Adamu Adamu, has reiterated that the ban on Post Unified Tertiary Matriculation Examination, otherwise known as Post-UTME conducted by tertiary institutions for admission into universities and other higher institutions of learning in the country, stays and shall never be reviewed. The Minister, who made the reiteration while interacting with newsmen in his office, said the ban is with immediate effect, and under no circumstance should any institution violate the directive. The Minister further maintained that although he had made this known earlier, the emphasis has become necessary in order to ensure that no stakeholder is left in doubt as to government’s position on the matter. He said that the responsibility for admission into public tertiary institutions lies solely with the Joint Admissions and Matriculation Board (JAMB) and under no circumstance whatsoever should anybody or institution take over that responsibility by proxy. The Minister also said that there has been no empirical evidence to show that since the inception of Post-UTME, universities have been having better quality students, adding that students are still being expelled on a yearly basis for low performance even as they gained admission through Post-UTME. Furthermore, Adamu said he is deeply concerned about the plight of parents and guardians who spend fortunes on transportation, hotel accommodation, examination fees and sundry costs, just for their wards to gain admission into universities, adding that such practice negates the Buhari Administration’s resolve to make education affordable for Nigerians.

He first featured for Ismaily between 2000 and 2001, during which time he scored 17 goals in 21 appearances. CBN forex intervention depletes reserves by $804.9m in one week Motolani Oseni Nigeria’s external reserve suffered a depletion of a whopping $804.9 million within the first seven days of the new FX market operation, this much the Daily Times gathered. This massive depletion in a week of the nation’s reserve was as a result of the continued intervention of the Central Bank of Nigeria (CBN) in the new the new Foreign Exchange (FX) market. The Apex Bank’s intervention was meant to boost liquidity in the market, through incessant sales of US Dollars on the interbank market. As at the time CBN governor, Godwin Emefiele announced the new FX market, the nation’s external reserve stood at $26.447 Billion. But as at June 27, the reserve was found to have declined to $26.367 billion at close of business. The latest figures provided on the official website of the apex bank showed that foreign reserve as at the end of operations on Friday June 24, stood at $26.415 billion as against the $26.36 billion on June 27 this year. This makes for a whooping difference of $481.35 million in just one day of business operation. A comparison of the current statistics on the apex bank’s website showed that as at June 30, 2016, about $29.02 billion was re-
corded as against the $26.36 billion on June 27. This illustrates that the country’s reserves under the care of the apex bank has depreciated by $2.633 billion. The data also proved that the balance of the nation’s reserve in 2015 of the same period, however brought the total drop of the reserves between June 26, 2015 and June 27, 2016 to a whopping $2.65
billion, with balance of $26.36 billion against the $29.02 billion. However, the external reserve some months ago, specifically in February 2016, had dropped by 0.8 percent or $232 million from $28.091 million to $27.859 million, while in the first month of the year, January 2016, it fell by three percent or $908 million from $29.069 million to $28.161 million.

The statistics further revealed that the external reserves depreciated in 2015 by 14.1 percent, moving from $34.46 billion as at December 31, 2014 to $29.069 billion as at December 31, last year. This shows that the decline was due to the fact that the level of inflow into the reserves was lower than the level of outflow during the period.

The Minister of Finance, Mrs. Kemi Adeosun has ordered all staff of the National Economic Reconstruction Fund (NERFUND), to immediately return to their duty posts as the crisis within the organisation has been resolved, NERFUND staff, it could be recalled, were directed in a circular signed by the Permanent Secretary, Federal Ministry of Finance, Dr. Mahmoud Isa-Dutse on June 15, 2016, to stay away from work to forestall further breakdown of law and order as a result of disputes between the Executive Management, Senior Management and other staff of the organisation. The National Economic Reconstruction Fund (NERFUND) was established in 1989 to provide medium to long-term financing to viable Small and Medium scale production enterprises to increase the quantity of goods and services available for local consumption and export, provide needed employment, expand the nation’s production base and add value to the economy. Director of Information at the Ministry, Salisu Na’Inna Dambatta, in a press statement made available to The Daily Times yesterday noted that the Fund so far extended credit facilities for 2,829 projects valued N9.5 billion between 1989 and 1999. Experts reject Kachikwu’s 1.9m bpd oil production claim

Experts have kicked against the Minister for Petroleum and States Resources, Dr. Ibe Kachikwu’s recent declaration that Nigeria’s oil production has risen to 1.9 million barrels per day. On Monday, Kachikwu during an interview with Bloomberg, said Nigeria’s oil production is now 1.9 million litre per day as against the figure of 1.6 million
bpd he declared in May 2016. Before the spate of attacks in the Niger Delta, Nigeria’s oil production was 2.2 million barrels per day, maximum 2.4 million bpd. However, since new oil militant group, Niger Delta Avengers, NDA took up arms after President Buhari’s May 27, 2015 take over, the country’s production dropped to 1.6 million barrels per day, according to Kachikwu. CBN admits BDCs into interbank market

President of the Association of Bureau De Change Operators of Nigeria (ABCON) Aminu Gwadabe has said that the Central Bank of Nigeria (CBN) has finally accepted to create a special window for the Bureaux De Change (BDCs) operators and also resume weekly allocation to operators. Speaking after yesterday’s peace talks with the CBN in Abuja, the ABCON boss said the apex lender is considering admitting BDC operators into the newly introduced interbank forex market. He said part of the discussion at the meeting was the need for a partnership between the CBN and BDCs, to ensure that ongoing spike in the naira exchange rate against the dollar is drastically
reduced. Gwadabe noted that the apex bank also urged operators to desist from speculation, and ensure proper rendition of returns to the CBN. According to him, “The BDCs agreed to support the CBN, and deepen their rendition of returns as well as following the guidelines on Know Your Customer requirement.” In a note to all BDCs, Gwadabe said: “Following the outcome of a just concluded peace talk with the CBN, ABCON leadership wishes to assure you that sales of dollar to BDCs will resume very soon. Once again, you are urged to avoid hoarding and currency speculation and all other unethical practices”. Gwadabe said operating modalities for the policy is already
being worked-out and should be ready in the next one week. Part of the guidelines is that the a BDC must have an office, and properly document their transactions. “The meeting was successful and in line with BDCs’ demand for a more inclusive policy. We also pledged to the CBN to sanction any operator that violates the policy guidelines,” he said. The BDCs are required by CBN’s regulation to maintain adequate accounting and other records of its transactions, render the statutory returns, renew their annual license within the stipulated period, put in place the necessary anti-money laundering policies and procedures in place. The forex traders that spoke with our correspondent said that they bought the Greenberg at the rate of N340, while selling at N345. The pound sterling which has continued to deprecate sold at N455 and was bought at the rate of N450 at the parallel market. However, the Central Bank of Nigeria (CBN) sold an undisclosed amount of hard currency on the interbank market to ease dollar shortages and provide importers the dollars to pay for the products they bring into the country, traders said on Tuesday.

The naira ended at N282.50, slightly weaker than the 281 naira to the dollar it first traded at on Tuesday, more than three hours after market opened at about 8: am on Tuesday morning. The Daily Times notes that CBN has been selling dollars on the interbank market since it ended its 16 month-old currency peg last week, and it sold again on Tuesday, asking currency traders for bid-offer quotes. But we gathered that a total of $51 million traded on the interbank market just before the market closed, which traders attributed to apex lender’s participation. The old currency peg had set a rate of N197 naira to the dollar, which over-valued the naira and led to a shortage of dollars that choked off growth in the economy. The shortage was exacerbated by plunging prices for oil, Nigeria’s biggest export and its main source of hard currency. Meanwhile, the CBN on Monday introduced an Over-TheCounter (OTC) futures market for the currency, to help manage dollar demand, quoting the naira firmer at N279 to the dollar in a month’s time and at N210 naira by April next year.

While recovery in the advanced economies is expected to improve the demand for Nigeria’s exports, the demand for Nigeria’s crude oil is projected to remain weak in 2016/2017, owing largely to gas and shale oil exploitation in the US, which has reduced Nigeria’s crude oil exports to that country. Other factors include Saudi Arabian policy to over supply oil into the market to depress oil prices and make future production of shale oil uncompetitive, the after effect of the Iranian peace deal as well as investment in green energy. On the supply side, it said, oil production capacity growth is expected to rise on the assumption that the Petroleum Industry Bill (PIB) is signed into law. This legislation is expected to stimulate investment in the upstream and midstream of the oil industry.

Maritime workers’ welfare our top priority – NIMASA DG The Director General of the Nigerian Maritime Administration and Safety Agency (NIMASA), Dr. Dakuku Peterside has again restated the Agency’s commitment towards ensuring that welfare of dockworkers are not treated with kid’s gloves. The DG made this commitment when the leadership of the Maritime Workers Union of Nigeria (MWUN) led by the President General, Comrade Anthony Nted Emmanuel paid courtesy visit to the Agency’s Headquarters in Lagos, recently. The NIMASA helmsman said that maritime workers are very important to the development of the maritime sector and by extension the Nigerian economy and that their welfare issues must always be at the front burner. He commended the leadership of MWUN for the role played in the past in maintaining industrial peace in the sector stating
that the impact of a crisis ridden maritime sector on the Nigerian economy can better be imagined. The DG stated that Maritime Workers are the Agency’s strategic partners and that NIMASA will ensure the training of dockworkers as well as create an enabling environment for them to work. “We consider maritime workers our strategic partners whose input, support and dedication we cherish. Our role therefore is to ensure that they work under the right conditions that are in line with the ILO and IMO instruments”, the DG said. In his response, the President General of MWUN commended NIMASA’s Management for its new drive of ensuring a stakeholders’ driven maritime sector. He advised the management of the Agency to pay more attention to training of dockworkers and their welfare.
Stakeholders call for review of NPA’s duty Stories by BABAJIDE OKEOWO The call for an inquiry into the relevance of the Nigerian Ports Authority (NPA) has received support from key stakeholders in the maritime sector with some calling for the agency to be scrapped out rightly. Fred Adjuzie Chairman, National Association of Government Approved Freight Forwarders (NAGAFF) NAGAFF Apapa Chapter opined that the agency’s presence at the ports is of no importance. ‘I don’t see what the NPA is doing at the port for now, they are not helping matters, they are no longer relevant and the government is losing money by continuing to pay them. All the money NPA collect are also being collected by the Terminal Operators. This is why people say that it is costly to do business in Nigeria. You remember that when NPA was handling cargo discharge and delivery, the charges were one, but now NPA charges the importers and the Terminal Operators also charge the importers; double charges. Actually if they (NPA) are not there, doing business in the port will be cheaper than it is at present.
FG auto policy responsible for revenue loss in Nigerian ports – Amiwero National President, National Council of Managing Directors of Licensed Customs Agents (NCMDLCA), Lucky Amiwero, has laid the blame of the loss of revenue in Nigerian ports at the doorsteps of the Federal Government auto policy which he said has reduced the workforce in the maritime sector by 70 percent, while urging the FG to review the policy, due to its negative impact on the economy.
“The impact associated with the implementation of the auto policy is as follows: the diversion of cars carrying vessel to neighbouring West African ports as a result of high tariff on imported vehicles; and the reduction of the maritime workforce by 70 per cent, which affects mostly licensed customs agents, importers, dealers and Nigerians abroad.” The reduction of activities by 70 per cent in the operation
of terminal operators who pay the Federal Government based on cargo, through earnings and shipping companies, has drastically affected their activities. “Other effects of the policy include the mass movement of Nigerians to neighbouring countries to handle shipment of the diverted vessels; the huge loss of revenue due to government from import duty; the high cost of purchasing vehicles in the country due to the increase of tariff

tively as Red Star Express Plc led 15 gainers against 34 losers topped by Transcorp Plc at the end of the day’s trading session. Redstar Express Plc led the gainers chart with a gain of 9.90 percent or 39 kobo to close at N4.33 per share, Neimeth Pharmaceuticals followed with a gain of 9.17 percent or 10 kobo to close at N1.19 per share, while Julius Berger added 5 percent or N2.31 per share. Law Union Plc and Union Dicon similarly gained 5 percent or 3 and 75 kobo respectively to close at 63 kobo and N15.75 per share. On the other hand, Transcorp Plc’s investors lost 9.05 percent or 18 kobo of their share value as it closed at N1.81 per share, FBN Holdings Plc shaved 5.93 percent or 24 kobo to close at N3.81 per share, Oando Plc closed at N6.27 as it lost 38 kobo representing 5.71
percent. Total Oil Plc also depreciated in share value from N200 to N190 per share as it lost N10.00 or five per cent, while UPL Plc closed at N4.37 having shed 23 kobo or 5 percent. Transcorp Plc, Guaranty Trust Bank Plc, and First Bank of Nigeria Holding Plc were the most active to boost market turnover. While Transcorp sold 43.8 million shares worth N79.4 million, Guaranty Trust Bank Plc exchanged 42.8 million shares valued at N961.1 million and First Bank of Nigeria Holding Plc received N100.6 million for 25.7 million shares traded. At the end of the day’s equities trading, investors had exchanged a total of 255.3 million shares worth N3.3 billion in 4,812 deals compared to a total of 375.2 million shares worth N4.03 billion in 4,229 deals traded on Monday.
Royal Exchange Plc has released its full year (FY) 2015 financial results showing a N897 million loss compared to a profit of N304.7 million declared in 2014. National Information Technology Development Agency (NITDA) and a World Bank Subsidiary, Growth and Employment in States (GEMS) have met to explore areas of collaborations and to come up with a draft Memorandum of Understanding (MoU) for the development of ICT skills among Nigerians. The draft MoU will include the rights and obligations of the parties for the purpose of implementing GEMS Program that will cover areas such as Software testing, Professional Certification Programs, Software Apps, e-Commerce mobile Apps, Business Process Outsourcing among others. Dr. Vincent Olatunji, acting director general of the Agency informed the World Bank team
in a meeting held in NITDA headquarters, Abuja, that the present Administration has the political will to drive the successful implementation of the program to fruition. Dr. Olatunji assured that the “Political will of this administration is working for us in the ICT sector in the country because the government is looking for means of diversifying the economy and ICT sector has been identified as one of the area that we can tap into. “There is assurance from the government on this. The minister with supervision from the office of the Vice president is committed to ensure that ICT drives the country’s economy.” He said that now the government is more focused to reposi-
tion ICT as the next cash cow of the country which informed her decision to establish of 12 innovation hubs across the six geo political zones. The Ag. DG informed the World Bank delegates that the innovation hubs were established specifically to come up with ICT solutions that are peculiar to the challenges and needs of each zone. He highlighted that “the innovation hubs would serve as ICT ecosystem where ideas would be incubated and nurtured to the point of commercialization, adding that the hub were established around the cluster of tertiary institutions and private sector to give leeway in bridging the needs gap that exists between the industry and academics.

ASKY takes delivery of new Boeing 737 800 Stories by Chukwuemeke Iwelunmo ASKY, the Pan African Airlines has taken delivery of its latest NextGen aircraft, the Boeing 737-800. The aircraft was received at Lomé (ASKY’s Hub). Dignitaries at the event included the Togolese air transport industry authorities among whom were Colonel Gnama Dokissime, Director General of the National Civil Aviation Agency, Mr. Malik Natchaba, Director General of Lomé Tokoin Airport Company (SALT), the overall Managing committee of ASKY Airlines

This new plane has a seating capacity of 154 configured in twin cabin (16 in Business class and 138 in Economy class). Why aviation sector underperforms in Nigeria Nigeria’s aviation contribution to the nation’s Gross Domestic Product (GDP) is presently at 0.4 percent according to President, Sabre, an aviation global distribution network, Mr. Gbenga Olowo. He further described aviation in the country as a grossly underperforming sector, adding that by implication, the sector will be required to grow annually at 25/30 percent, which he said is achievable. Olowo said, “If we apply 5:20 rule to our airlines requesting them to grow fleet by 20 aircraft every five years, it means three airlines by 2020 will parade a minimum of 60 operational aircraft each, provide job for 15,000 workers and 30,000 workers with 120 aircraft by 2025 at the rate of 250 workers per aircraft. By this rule only Arik can stand alone at the moment.” He noted that by this, airport, airspace and catalytic activities will also grow simultaneously, adding that this is the only way to rescue market share from foreign airlines, which must repatriate up to 95 percent of their income back to their home country in dollars and continued weakening of the Naira. His words, “Truth be told, five to10 aircraft airlines as we have it today cannot be described as strong schedule players. All the existing seven operators should pool their resources together, operate under one Air Operator Certificate (AOC), harmonise their schedule and stop the stupid on-going competition among themselves, then we will be having two near strong players.” According to Olowo, the structure of local airlines would not enable them compete favourably in the increasingly competitive global industry .

What makes jokes funny? I am of the opinion that your personality should be funnier than your jokes. This is because you can run out of jokes but not your personality. The first is to be creative, second is originality; the third is to be intelligent, brand yourself is the fourth and the fifth is to put God in all you do. If you put these five rules together, you will definitely hit success.

Few days ago, a younger colleague who is about 35 years old came to me and was complaining that he is going bald. He said he has tried everything to stop it but no luck and he has only been faced with the situation for about five months. I just laughed at him and told him that my hair has been like this since I was in my 20s. Ever since I have known myself as a young adult, I don’t think I have ever had hair on my head and I have always been comfortable with it. I have never envied people who barb Mohawk. There was a day my eight year old son told me, ‘daddy why do you always barb the same hair style? Why don’t you barb something like my own?’ I just laughed and told him that at some point in his life he would know why I never barbed a different haircut. I have always been comfortable with it because I think bald men are very sexy. There are a lot of bald men who are actors and model and they look very nice. There are two things I cannot keep; I cannot have hair on my head and I cannot keep beards.
I have been rocking my moustache and goatee for over 15 years and I have not changed my looks for that long. Anytime I step out, people say that they like the way I look. Even when I want to act any character, they must describe the character in such a way that he is going to have a moustache and a goatee, that is how I like to look. It is just me. For a regular bikini wax, it targets to remove the hair that is outside your panty line. This is recommendable if you want a clean-up. The full bikini wax takes the sides of your bikini line slightly deeper than a regular bikini. In some cases, it may include waxing some hair on top to give a well-defined ‘triangle’ area. French bikini wax removes all the hair in the front and continues to right before your back. Brazilian Waxing: Brazilian waxing removes all the hair from your bikini line and continues all the way to your back. Although there are various methods that can be used to remove hair for a bikini season, waxing happens to be one of the most effective approaches.
