Editorial Nigeria: Eliminating Malaria in 2030
A
t the just concluded 27th African Union (AU) Summit in Kigali, Rwanda, African leaders endorsed the Catalytic Framework to end AIDS, TB and Eliminate Malaria in Africa by 2030. The document outlines a pathway to eliminate malaria prevalence and mortality, and prevent its transmission and re-establishment in all countries by 2030. While endorsing the framework, the Chairman of AU and President of Chad, Idriss Déby urged fellow leaders to redouble efforts to sustain existing donor funding while ramping up domestic resources to ensure the success of the roadmap and implementation of innovative health solutions to eliminate malaria. The framework defines continent-wide goals for HIV/AIDS TB, and Malaria, focusing on the guiding principles of country ownership and leadership, financial and political commitment, equal access to health services for vulnerable and hard-to-reach populations. We applaud the initiative of African leaders in this regard; giving that malaria remains one of the biggest causes of mortality among children and adults in Africa. Even when the World Health Organisation (WHO) statistics show that malaria mortality rates in Africa have fallen by 66 percent among all age groups and by 71 percent among children, the disease remains one of the top causes of deaths in pregnant women and mortality in children under five. Before now, the Roll Back Malaria initiative launched by WHO in 1998, led to the Abuja Declaration in 2000, which defined progressive intervention coverage targets for control designed to eliminate malaria as a public health problem, while emphasising that this could only be achieved through vastly strengthened local health systems. Although reports from global health organisations about the declining state of malaria cases
and deaths may be cheery news, the revelation that Nigeria accounts for 25 per cent of the global malaria deaths is disappointing and sobering. In addition, WHO report states that, despite the steady decline in other parts of the world, sub-Saharan Africa is still being ravaged by the disease. Reason for this is development is not hard to find. For example, despite aggressive sensitisation programme, many Nigerians are still reluctant to use the Long Lasting Insecticide Net (LLIN), treated with insecticide to prevent mosquito bites. Added to this is the fact that poor sanitary conditions caused by environmental and economic factors have also been implicated in the recurrence of malaria. This is besides misdiagnosis, abuse of drugs and drug resistance to the malaria parasite strain. It is therefore imperative that the authorities look into the causes of the continued prevalence of malaria among the population in order to prevent and eventually eliminate the scourge. Arguably, while the LLIN remains the available credible tool to prevent the high incidence of malaria, steps must also be taken to address the human geographical and environmental situations that contribute to breeding of mosquitoes. In this regard, local health and sanitation officials should enforce strict adherence to proper hygienic and sanitation regimes laid down by health authorities. Long before malaria became a globally politicised disease, Africans have been dealing with the scourge. We therefore call on African researchers to reflect deeply and use today’s technology and scientific refinement to find a link between the resourcefulness of past generation and the present challenge of malaria. What is needed is a self-redirection by the government and a re-orientation of mentality. This way, the goal of eliminating malaria by 2030 would not be a mirage.

Will Amaechi-Wike truce stand test of time?
rich, among other states in Nigeria. It is also, at least lately, a crisisridden state, no thanks to self-proclaimed political gladiators (two of them, to be exact in recent history). Towards the last phase of the Rotimi Amaechi administration in Rivers, the state began to witness bitter politicking of gargantuan proportion. Political thugs-turned freedom fighters, cultists and other social miscreants had since held the state by the jugular. But all that seem to be a thing of the past now thanks to the Director General of the Department of State Services (DSS), Lawal Daura and Acting Inspector General of Police, Ibrahim Idris. Last Tuesday, Governor Nyesom Wike and Minister of Transportation, Rotimi Amaechi, were joined by the DG DSS and Acting IGP in a fence-mending meeting in Abuja. The parley was called preparatory to the inevitable conflagration that would natural trail the conduct of National Assembly and State House of Assembly rerun election earlier scheduled for Saturday, July 30, 2016, but had to be called off at the 99th hour. At the end of the meeting, Nigerians heaved a sigh of relief when it was announced that the ‘troublers of Israel’ had agreed to sheathe their swords and allow peace reign supreme in the ‘Treasure Base of the Nation’. Both Daura and Idris had since spoken after ‘successful’ peace was struck. Also, Governor Wike, who needed to convince his supporters why he dared to sit on same table with Amaechi informed the world that his presence at the meeting was based on his conviction that peace is a must in Rivers. “I was at the peace meeting because we love peace and want the
state to move forward. I signed an undertaking on your behalf that we are prepared for INEC credible, free and fair elections. It is not in our position to have crisis because we are the ones losing,” Wike’s spokesman, Simeon Nwakaudu, quoted the governor as saying. If my memory is still intact, Minister Amaechi is yet to give his own side of the account as to what transpired in the closed door meeting and why he heed the call for sanity to prevail. It remains to be seen whether the peace deal would stand the test of time. Anyway, Governor Wike should be commended for submitting himself to any peace deal with his strange bedfellow. Now that peace has returned to Rivers, the Independent national Electoral Commission (INEC) can now go ahead with the postponed polls. While Nigerians await the rescheduled date for the election, it is expedient to ring it home to the ears of politicians, and by extension, their agents of death in the garb of supporters not to see politics as a do or die enterprise. For the two lords of Rivers State, talk they say is cheap. Public pronouncement with screaming newspaper headlines of a peace deal is also cheap. Walking the talk is not only germane but is what Nigerians want to see. Amaechi is now in charge of providing world class and internationally-accepted transportation system for Nigeria, while Wike has a mandate to bring development to the people of Rivers State. The two of them already have their hands full. Their aides and acolytes have also been ‘settled’. It is time for action and delivery of promises made. Also, Nigerian politicians have a lot to learn from the Rivers example. Politics and political office cannot and should not be attained with bloods of fellow citizens. Let our politicians know that they would, now or in the future, be held accountable for their actions.

ÏÏÏIn a bid to shore up its Inter-
nally Generated Revenue (IGR) base, the Lagos State Government, through the Lagos Internal Revenue Service (LIRS) has henceforth asked tradesmen and artisans operating in the state to pay a yearly tax of N5, 000. This was disclosed on Thursday in by Chairman of the LIRS, Mr. Olufolarin Ogunsanwo, while addressing representatives of organisations and groups under Lagos State Council of Tradesmen and Artisans (LASCOTA) at Alausa, Ikeja, the state capital. According to Ogunsanwo, the
responsibilities of the state government and the need to meet current challenges have made it imperative to shore up its revenue base. The LIRS boss lamented that of the nine million projected taxable residents in the state, only a little above million of them are tax compliant, which necessitates the need to include all in the informal sectors to contribute to the revenue pool. Said he, “Governor Akinwunmi Ambode has committed himself to meeting the infrastructural needs of people of the state. That is why he has ensured that the financial crunch affecting most states in the country does
not have any root here. But to meet these set goals we all have to help him to help us. We all must pay our taxes. “It is sad that about five million of taxable residents of the state do not pay taxes and most of these are in the informal sectors. That is why we are proposing a N5, 000 for each of you and we hope you will all cooperate with us.” Speaking at the event, President of LASCOSTA, Alhaji Nurudeen Buhari, while commending the LIRS boss for interfacing with his members, he assured the state government of LASCOSTA commitment to help the state government meet its set goals.

ÏÏÏThe National Caretaker Committee of the Peoples Democratic Party (PDP), has described Thursday’s judgement by Justice Okon Abang of a federal High Court in Abuja, which recognised Senator Ali Modu Sheriff as the National Chairman of the party as objectionable, questionable and very strange in the history of Nigerian Judiciary. The committee, in a statement by its spokesperson, Prince Dayo Adeyeye, maintained that the Judgment of the July 4, 2016 supersedes any Ex-Parte Order or Interlocutory Injunctions.
It thus declared that its National Convention will still hold as scheduled in Port Harcourt, Rivers State. The party called on Nigerians and the international community to compel Nigeria Judiciary to address Justice Abang’s excesses before he kills the hard earned democracy. The statement reads, “The Leadership of the Peoples Democratic Party (PDP) led by the Chairman of the National Caretaker Committee, Senator Ahmed Makarfi has reacted to the Ruling of a Federal High Court in Abuja on Thursday July 28, 2016, presided over by the controversial Judge, Justice Okon Abang, describing it
as objectionable, questionable and very strange to say the least in the history of Nigeria Judiciary”. The Party declared that what Justice Okon Abang did yesterday was to seat on an Appeal over the Court of competent and coordinate jurisdiction and that’s what makes his Interlocutory Order very strange. The Judgment of the Federal High Court in Port Harcourt, the PDP maintained, was very clear that the National Caretaker Committee was duly constituted and recognized; and in line with that, the scheduled National Convention for August 17, 2016 still holds.

are indications that the Nigeria Customs Service (NCS) may soon adjust import duty on cargoes coming into the country as the exchange rate of the naira to the United States dollars crashed further on the Central Bank of Nigeria (CBN) official exchange window this week. According to figures published on the CBN website, the nation’s local currency now officially exchanges for N311 to the dollar, as at Thursday. The naira had declined further yesterday from the N300 it traded on the official exchange window last week. Customs Spokesperson Wale Adeniyi in an interview with Daily Times had revealed that Customs will have to charge tariff in accordance with the new CBN exchange rates.
If Customs adjusts the import duty rate using the new CBN exchange rate, tariffs on cargoes coming into the country will rise by 10.28%. The NCS had, through a memo issued to all zonal coordinators and area controllers on July 1, 2016, directed that all commands should begin to charge duties based on the foreign exchange regime of N282 at the time. The circular, signed by Deputy Comptroller-General, Tariff and Trade, A. Adewusi, said the calculation of customs duties based on the N197 to one US dollar exchange rate was no longer tenable. The application of N282 to the dollar to calculate the rates led to a 43% increase on duties payable on imports. However, Prince Olayiwola Shittu, President, Association
of Nigeria Licensed Customs Agents (ANLCA) and his counterpart at the National Association of Government Approved Freight Forwarders (NAGAFF) Mr. Oluwale Adeyemi have complained that the operations of the NCS is shrouded in secrecy as their members have not been engaged in the implementation of new policies by the Customs management. “Customs is not in the habit of circulating circulars to Customs agents. That is why the officers on the field continued to extort our members. “Circulars from Customs about operations on what you have to do or comply with should be made public. Why the secrecy? Even now if you are bringing a vehicle into the country, you don’t know how much you have to pay until you go to the Customs and start
asking questions’ “They will tell you rates based on their discretions without showing you the official benchmark. Why shouldn’t people know? If you are talking about transparency in a new government, then everything should be open so that if you are bringing in a vehicle you already know how much to pay,” Shittu said. As a result of the increase in import duty, President of The Shippers’ Association of Lagos State (SALS) Jonathan Nicol has said that its members might be forced to abandon their cargoes at the port. “Due to the increase in import duty, importers will be made to source for additional funds to meet the costs of clearance. When the costs of clearing goods go up, it will be passed to the final consumers.

Shehu Sani, paid him a courtesy visit, said the Turkish Government had nothing to do with the schools. According to the ambassador, investigations by the Turkish government has linked the Fethullah Gulen Terrorist Organisation (FETO) to the failed coup attempt, which claimed over 300 lives. He said the Turkish government was dissociating itself from any school bearing the country’s name in Nigeria, adding that while the country had schools in other countries, it had none in Nigeria. ``We are requesting the Nigerian Government to close down the schools. ``I have requested officially, both orally and in writing, the closure of these schools. leaders in Lagos have taken steps to douse the apprehension arising from reports of criminal activities linked to alleged militants from the Niger Delta. Some communities in Lagos and Ogun states have been attacked by either armed robbers, pipeline vandals or kidnappers with accusing fingers pointed at militants. A Yoruba youth group, recently threatened reprisal
attack on Ijaw indigenes resident in Lagos and other South West states. Since the threat was issued, tension had heightened in areas with high population of the Ijaw and other Niger Delta indigenes. Former president of the Izon Community Lagos, Mr. Regent Youmor, in a press release on Thursday, said leadership of the Yoruba nation at various levels are being contacted to address the situation in order to douse the tension.
“We are seriously worried about the spate of criminal activities and the colouration it is given in the media. The Izon community in Lagos is not taking the media reports and the feedback we get lightly. “We are ready to collaborate with our Yoruba brothers and leaders as well as security agencies to ensure that criminals masquerading as militants are fished out and dealt with according to the laws of the land. “We, however, frown at a
situation where a particular ethnic group appears targeted for negative and biased reportage in the media. We are a peaceful and peace-loving people, who abhor all forms of criminality whether in Lagos or anywhere else,” said Youmor, who is also vice chairman of the Police Community Relations Committee (PCRC) in Ajeromi Ifelodun Local Government Area of the state. He disclosed that a friendly/unity football match to cement the relationship be-
tween the Ijaw and their hosts is to hold on Saturday, August 6 in Lagos. “Football, like any other sport, is a unifying force. of the Imo State Union in the United Kingdom have expressed grave concerns over the current state of affairs in Nigeria, particularly as it affects the South Eastern zone. The Union is also worried about what it described as “the escalating ethnic conflicts” in the country and that it has noted with dismay “the massacre of innocent and hapless Nimbo natives in Enugu state and the wanton destruction of their properties by the so-called Fulani herdsmen.”
Making their feelings known through a press release at the end of its June general assembly, the Union noted that: “apart from the Nimbo killings, there have also been reports of several attacks attributed to the Fulani herdsmen in different parts of Igboland.” The organisation then said: “we therefore demand that the Federal Government of Nigeria, live up to its basic and fundamental responsibility of securing without prejudice to any particular group, the lives and properties of the citizens and stop the marauding herdsmen now.” The statement, which
was signed by the Union’s principal officers, including the president (Chuks Ogbonna) and Secretary General (Chief Frank Abanihi) continued, “it is an undeniable fact that the Igbo people have a chequered history of insecurity in Nigeria,” noting that “the recent beheading of an innocent Igbo woman of Imo origin in Kano is a good example and brings back the very sore and fragile memories of previous planned massacres of the Igbos in Nigeria.” The association therefore said that: “it is very disheartening that since the past and current kill-
ings, no tangible or visible attempt has been made to bring the culprits to book.” This, according to them, “is a matter of concern to us again, that these recent incidents will as usual be swept under the carpet, thereby encouraging the perpetrators of these dastardly acts to engage in further violence against the Igbo people.” Nigeria, the Union noted, “Is presently at a cross-road and there is urgent need for our political leaders to be firm and cautious,” as “there is hardly any part of the country without an ongoing violent conflict occasioned by senseless
bloodshed.” The Union continued, saying that it is against this backdrop that “we object in strongest possible terms, the proposed National Grazing Bill, which no doubt will exacerbate violence and the loss of lives in the country.” They described the Bill “as inimical to Igbo socio-economic interests and against any rational modern economic practice.” Besides, “it also contains seeds of disharmony and conflict in a country like Nigeria,” reason being that “cattle farming is a private enterprise all over the world, just as any other form of farming.”
Ayodele Fayose has said that the Economic and Financial Crimes Commission (EFCC) is only on wild goose chase in the State. He noted that “the anticorruption commission has now shifted attention to the finances of Ekiti State after its failure to establish any link between him and fund from the Office of the National Security Adviser, under Col. The News Agency of Nigeria (NAN) reports that the bill sponsored by Alhaji Suleiman Alkali (APC-Yola North) was on Tuesday passed at the plenary of the State House of Assembly. A statement issued by the state Commissioner for Information and Strategy, Malam Ahmad Sajoh, said that the governor has assented to the bill. “The Executive Governor of Adamawa State has signed Adamawa State House of Assembly Bill No. 5 of 2016 into Law. “The bill is now to be known as Adamawa State Law No. 5 of 2016 which amends Adamawa State Local Governments System Administration Law No. 4 of 2000,’’ Sajoh said. NAN also reports that the law is coming ahead of Saturday’s local government election in the state. (NAN) On Tuesday, the state house of assembly passed the bill in a unanimous decision. They are going to have 27, what if they have low JAMB score? The system will not favour them at all, because now JAMB may decide to start giving people useless marks. It is going to increase corruption rate for sure, because people will want good grades, and it will definitely invite corruption.
The policy will only make the educational system of Nigeria become poorer as it will rub off brilliant students’ eligibility for university admission. The points system makes the whole thing stupid and absurd. For instance, some pious students write WAEC and JAMB without any inducement or cutting corners and score marks that may be way far from their counterparts who cut corners. How do you explain that? With the new policy, those that engaged in malpractices could be favoured. It seems the government now prefers admitting the less intelligent students for admission. In the first place, I do not think WAEC should even be part of admission determinants, the policy is complicated. The whole thing is cumbersome.

Looking at the remarks by universities administrators across the country on the positive results that have been recorded since the introduction of post UME, then one would expect the Federal Government to look into how to improve on the system rather than trying to scrap it which it is more like starting all over again.

JAMB ordered all institutions to collect N2, 500 for screening fees which many institutions will not want to agree with because some schools’ post UME form then was about N5, 000 or more than that but for them to come down to N2, 500 for screening fees might not favour them and they won’t want to adapt to the system. I think JAMB should allow each institution to fix prices for the screening fees if they want institutions to support the new policy laid down.

Judging by the fact that most schools just used the post UME screening to extort money from candidates, while they will offer admission for only a fragment of them. The new policy will help those with good grades in O’levels, but one thing is most students will now want to use all means to get A’s in O’level examinations This means that students will want to engage in malpractice during SSCE. So, the policy could be a double edged sword in that it will make applicants to go beyond conventional means to pass exams.

I cannot say it is a completely bad policy, though looked at from another way, it may seems not too palatable a policy. But it is bad when you consider that it is a way of cutting some candidates off especially those that did not do too well in JAMB.

For me, the policy is a welcome development considering the outrageous fees some Universities impose on their forms. It will also go a long way to tackle the issue of favoritism that has eaten deep into our educational system. Admission now will be determined by the candidates’ capability and qualifications in 0’Level examinations.

Indonesia rejects pleas, executes three Nigerians for drugs ÏÏÏIndonesia

The execution took place after the country rejected appeals from the United Nations (UN) and European Union (EU) among others to halt the execution of the three Nigerians and a local among 14 other drug convicts. The three Nigerians and one Indonesian were put to death shortly after midnight (Indonesian time), Noor Rachmad, Indonesia deputy attorney general for general crimes, told reporters. He did not say why 10 other drug convicts, who had been expected to face the firing squad, were not executed, although the island where the convicts were being put to
death was hit by a major storm as the executions took place. “The executions were for now conducted on four convicts on death row. This is not a fun job. For us, this is really a sad job because it involves people’s lives. This was done not in order to take lives but to stop evil intentions, and the evil act of drug trafficking,” he said. The execution took place after the families of the three Nigerians were granted last visits on Thursday afternoon, a lawyer said. The lawyer, Antonius Karwayu, who represented two of the convicts, said: “The families have been notified that there would be executions and the convicts had been asked for their last wishes. “Their families were given until 3pm today (Thursday) to visit them, so it is likely that the execu-
tions would be carried out tonight (Thursday).” Local and international human rights groups had urged Indonesian President Joko Widodo to halt the executions. But President Joko Widodo has defended the use of the death penalty to combat rising narcotics use. UN High Commissioner for Human Rights Zeid Ra’ad Al Hussein on Wednesday called on Indonesia to end the “unjust” use of the death penalty, while the European Union urged Jakarta to stop the “cruel and inhumane punishment, which fails to act as a deterrent”. Indonesian foreign ministry spokesman, Arrmanatha Nasir, defended the looming executions as “pure law enforcement”. “I need to emphasise that all
the legal processes of the convicts have been completed, all their rights have been fulfilled — we target the drug traffickers and not users,” he said. But Amnesty International outlined on Wednesday “systematic flaws” in the trials of several of the death row inmates, and warned the executions could not proceed while appeals for clemency were pending. that Makarfi has no power to appoint a lawyer for PDP or carry out any act on behalf of the party. Justice Abang said that the appointment of Olagoke Fakunle SAN to represent PDP by the Ali Modu sheriff led committee was proper. The Judge took a swipe at the Makarfi-led group for missing their way to Port Harcourt to obtain a favourable judgment from a division of a Federal High Court which is a court of co-ordinate jurisdiction to
that of Lagos division. Justice Abang said that the judgment of the Port Harcourt division which recognized Makarfi-led caretaker committee was unlawful, illegal and has no foundation in law to stand. He maintained that until the orders made by the Lagos Division of the Federal High Court which restrained PDP from holding convention at the time it did was set aside, anything done in contraven-

On the new poor
T
here’s so much drama taking place in the absurd theaters of our country. Forget the theater of the red chambers of the National Assembly and the script of jesters, distinguished by their buffooneries than by the calling of their high offices. If the preposterous claims of the Lagos empress that a jester of threatened to beat her up, forcefully impregnate in her in the process, and the further claim of threat to life, make you shake your head in disgust, well the counterclaims and actions of the jester will forever make you shake your head like the agama lizard. Don’t suffer the fate of the poor lizard. Forget the empress and the jester. There are sad things happening around us that make our hearts bleed those bitter tears the eyes reserve for themselves. Take a look around you and you will find those who carry the crosses of darkness from their homes to occupy the front row seats of the protest theaters of our country. Look: someone, tattered, hungrylooking with eyes pressed into their hollow sockets, is raising her placard aloft. “Leave our empress alone. Go and impregnate your mother”, she cries. That she insults another woman- the mother of the jester- to protect the integrity and honour of the empress is of scarce concern to her, or to folks like her. She is not worried about the sorrows of the world that have long taken residence in her home. She is not crying from hunger, or from anger at her condition, she is waking up the protest theaters and streets of our country to the dignity, honour and glory of the one she calls her leader, she is singing through the streets, calling attention to the dangers of patriarchy. Take another look. Look- a little to the left and a little to the right- this way: here’s is your king descending into the arena of conflict. He isn’t carrying the placard like the poor woman of the protest street. He is not crying from hunger, or from anger at his condition, after all the king shall not want, he is pouring curses on the jester. Someone is keeping vigil in every doorway leading to his kingdom, someone is threatening the jester with death. “Don’t venture near the kingdom by the lagoon”. Forget those ones fetching sobs from the watery bellies of the two great rivers to cover their mascara faces, those ones painting silhouettes of shame and the canvases of kisses on the landscape of the confluence
town. “Leave our son alone. You are not God. Our son cannot bow to you”, they sing. Someone is on the phone and someone is pleading with me to write about the jesters of the other Housethe green chambers -write something, write about honour among thieves. I have no time for thieves this week. Don’t bother about them for now, folk. Look beyond the confluence of jesters and thieves who strut the chambers of our collective ownership to stamp their stupidity on our consciousness and rob us of our humanity, and you will glimpse the new poor among us, who, kindled by innocence and silenced by the voiceless nature of their condition, are never heard. The new poor are those children forced to seek shelter in our streets, compelled by the circumstances of their births to fend for themselves on the dump heaps of our towns and cities, the ubiquitous suburbia sprawling beyond where the eye can see. The new poor are those children who go to bed hungry and who rise up hungrier to the awakening dawn of hunger. Children who wake up from the nightmares of scary nights and prowl through the length of dawn and the breadth of dusk scraping hardship from light, hard life from moving traffic and the waste of the streets, and more hardship from darkness, from incessant pain, are not only wounded by those car owners who eye them in quizzical ways as they scamper back to the hard shoulders of the road, far from the rearview mirrors of moving cars, but are also wounded by the heavy steps of the adulthood they are forced to long for, where childhood - innocence, dreams, hope- paces around hopeless and hunts for them, and pain stitches over the scars with time and without time.
There where childhood hunts, the inclement days of their poor lives are disrupted by the sirens of chauffeur- driven jesters, by cheerleaders who sing their praises and claps the day to its death until night is reborn, politicians dressed up like kings and queens strut IYANGA TOLOTOLO, empresses dressed in suffocating perfume emerge with stars in their long hairs while poor children are compelled to glimpse and behold them. Given our type leaders, given the puppets we call leaders, who will protect the new poor from beholding the ugly sight of jesters battling with empresses for the worldliness of the world? Who will prevent our children from learning or touching or seeing the puppetry that has allowed nonsense to go on inside the red and green chambers of our National Assembly for too long? Who will protect their eyes from tears? Will our children meet adulthood at their own time? Will hope ever arrive where they wait? Those jokers who live off our commonwealth, take so much from it, enjoy the wines of our sweats so much, have taken happiness, joy, faith and innocence out of the world of our children. They have taken the real world out of our children, leaving them with a world with no future, a world imperiled by hopelessness, hunger want and fear. What a shame. Certainly, these are not good times for our children. The nonsense our leaders permit in our public space has permeated our homes, enclosing the joys that make life profound in families, life worth living even in languid times. Across the length and breadth of our country many parents abandon homes to emptiness, leaving empty rooms made of absent fathers and mothers, and children who end up
play-acting their roles. Here is the story of that empty home in Enugu where a seven year old child tried to either try to play-act the role of the absent father, or the role of the gun-toting lead character of the western, by pulling the trigger of a gun loaded with bullets on his minder. The minder was lucky. The bullets missed her by a whisker. A boy who was playing in the open space of a nearby house wasn’t lucky. He didn’t survive his gun wounds. Guns aren’t play things that should be left carelessly by parents on side drawers. Children are children and they are bound to explore the world around them, uncover it, prise it open, hammer away at it, pound it with childhood glee, and threaten it with their hands of innocence. In spite of the pounding and the hammering, the world doesn’t die at the hands of children, the world suffers no injuries- permanent or impermanent. What the world was once, and is, what the world loses at the hands of children, it regains with ease, without pain, because it exists for them. The accident in Enugu was bound to happen. The world of everyonethe child-killer, deceased and their parents- connected to the killing was bound to be prised open by grief, and in such a ghastly way. If only we had not turned our homes into the viewing centers for wild and violent movies, the child-killer would have learned the companionship of childhood through playthings, learned to love the world of joy and tell his stories from the things around himflowers, football, skip ropes, toys and hopscotches- from the cool stuff for around him. If only the parents had not abandoned the home to emptiness, leaving the minder and her ward of care to fend for themselves, the child-killer would not have boarded the train of death to pull the loaded gun on his minder and killing an innocent child in the nearby house. Sadly, the grieve of the parents won’t go with weeping. When parents leave children on their own, everything in the world around them opens for them as new experience to be learned, to be gained, and to be acquired in stupid ways. Nothing in the world is sacred to them. We live in a country with a Police Force that simply do not understand the criminal liability of minors. Revisiting unsolved murders of Bola Ige and Aminisari Dikibo

he recent directive by President Muhammadu Buhari to the Acting Inspector General of Police, Alhaji Mohammed Idris, to reopen the unresolved murders of a former Attorney General and Minister of Justice, Chief Bola Ige, the Cicero from Esa Oke , Osun State and Aminasari Dikibo, a PDP former Deputy National Chairman, is a refreshing revisitation of sorts. These gruesome assassinations occurred in 2001 under the regime of Ex-President Olusegun Obasanjo . The killers were never found for almost 16 years. Many believed the murders were principally driven by political motivations to remove certain key politicians from the polity. If this government is determined to uncover the murderers, they should also extend their searchlight on two other unexplained murders of Chief Funsho Williams and Chief Harry Marshal. In addition, this will bring to four of such dastardly assassinations in those dragon-ridden days of political intolerance and intimidation by the authorities. The idea to unravel these curious
murders is quite a welcome development. It will be first of its kind if the government can dig deeper into who the murderers were and who sent them to snuff the life of Bola Ige. The failure by successive governments to reveal the identity of the killers had remained an enigma for the security forces. Bola Ige, a former civilian governor of old Oyo State and critic of the attempts by politicians scheming to enthrone General Sani Abacha, as sole candidate which he described as ‘FIVE LEPROUS FINGERS’. He was a close associate of the Nobel Laureate, Prof. Wole Soyinka, and the death of Ige in Bodija, Ibadan, was a fatal blow to progressive politicians in the country. Watchers of the polity may never know what motivated Buhari to dig into the unresolved murders. It may well be part of the change mantra. The burden on the new acting IGP is enormous. If Buhari would oblige the nation by adding the killings of Funsho Williams. The multi-million naira questions Buhari wants to unravel, who are the killers. Anything worth doing is worth
doing well. Political assassinations have not been new to Nigeria and if any government would uncover the killers, no matter how long, the better for the polity. It is difficult tell what the motivations were for people in authority at the point in time. Who were the governors of the two states involved when this butchery of fellow politicians were organised? Do they have any inkling either covertly or overtly? The Governor of Delta State then, Chief James Onenefe Ibori, wept in Asaba, when news of the murder of Aminasari Dikibo got to him at the venue of a meeting of South South caucus of the PDP. President Buhari’s move to investigate the unresolved murders speaks volumes about his feelings for the dead. A son of Bola Ige on hearing the news of the reopening of the investigations into the murder of his father heaved a sigh of relief and called it a ‘New era in Nigeria.’ While we await the unraveling of the assassination of Bola Ige and Aminasari Dikibo, Buhari should also add the other two politicians – Harry Marshal and Funsho Williams in order to do a thorough job
of finding the killers. If Nigeria lacks experts in forensic investigations to the killings and if there were, any suspects arrested earlier, foreign help could be useful and US FBI could come in handy. The only caveat for the government is to de-emphasise political undertones and we must avoid vindictive tendencies in these investigations. We must guide against the trends in the anti graft war where most of the casualties had been known political opponents of yester years and newly- created enemies of the moment who do not belong to either the APC or former military renegades who may have played roles in the past against any member of the ruling APC. I want top add Chief Rewane of Warri who was killed too in his residence during those dragon- ridden days of high-wire politics, when politicians regard friends of your enemy as equally a potential enemy who must be eliminated. I think, we can overcome assassinations in our body polity, if we are clinical in our search for the unknown assassins. Let us keep an open mind as we proceed on this venture to uncover the deadly assassins in our country.
Corruption and Nigerian criminal political class

hat Nigeria has become a country that condones evil because of ethnicity and religion is not in doubt. What is in doubt is if Buhari is honest to address her ills. In attempt to avoid rocking the boat, many Nigerians allow evil to flourish. Since Buhari came to power, the security agencies have committed many atrocities, from the massacre of over a thousand Shite Muslims to hundreds of Igbo youth killed in cold blood. Not surprising, very few Moslems and northerners have condemned these crimes against humanity. They know it is evil, but because their own man is committing it, it is acceptable. The violations of human rights under Buhari in the bogus pretensions of keeping Nigeria one and fighting corruption is unacceptable and is a stain on democracy and the rule of law. There is no reason to detain people indefinitely, without trial in a democracy. There is urgent need for well meaning Nigerians to prevail on the government to release those incarcerated in army barracks, EFCC and police cells. Human freedom and dignity must mean something in a democracy and
Buhari cannot be allowed to hide behind war against corruption for the violations of human rights under his watch. There is no need to fight corruption in the selective and opaque way he is doing. There is no excuse to violate fundamental human rights of the accused to bring them to justice. A government, which is sincere and honest, would fight corruption in a transparent and lawful way. In Nigeria, a better way would be to set up a public commission of inquiry into corruption and establish a tribunal to try all those involved. In this way, due process would be preserved and accused will have justice and the law upheld. Moreover, the amount recovered would be known and would have less chance of being ‘relooted’ What is happening under Buhari is not war against corruption. It is the misuse of the law to achieve political and personal objectives. A malady that has been a future of Nigeria under the generation of Buhari. Buhari was not elected to do what he wants and serve his personal prejudices. He was elected to uphold the constitution, respect the rule of law. He was not elected to use his power settle personal grievances. Buhari is prosecuting a selective war against corruption, where he
ignores the monumental crimes of friends, associates, and often has the temerity to absolve them, while abusing the law to intimidate and punish his opponents, who have committed less offence. How can anybody take seriously a war against corruption, which does not address how presidential elections were funded and what happened to billions budgeted for the ministry of works for road infrastructure under Obasanjo? How can Buhari claim to be fighting corruption, when he fails to address the concurrent claiming of pensions and salaries by ex governors who are also senators? The padding of budgets, the lack of transparency in government etc? How can Buhari fight corruption, when there is no attempt to reduce the power of patronage of the executive? Nigeria’s political class shows no sign of change. All over the world, honesty and fairness demands that a person cannot be in two full time state employment, at the same time. However, the criminal minds of some Nigerian politicians have worked out how this can be possible. They serve for 8 years abusing their power and engaging in corruption. Instead of claiming 8 years pension, they change the law and claim pension for life.
Thereafter, they rig election and enter the senate, to escape prosecution. In the senate, they start claiming pensions as ex-governors in addition to insane remunerations paid to senators. This is the worst form of political corruption and criminality. Nigerians should be protesting this open robbery. Nigerian civil liberty organisations should either go to court or ask the state house of assembly to pass a law to outlaw it. Ending this crime should be part of the war against corruption. It is surprising Buhari does not seem to think so. The state must have institutions powerful enough to stop the triumph of greed in the Nigerian polity. Honesty is trying at all time, not to take more than one’s fair share of what belongs to all. This is what many Nigerian politicians are not doing. Rather, they see politics as easy way to enrich them. What is the justification for the excessive renumeration people who have held public offices in Nigeria claim? The people must decide to provide the kind of leadership they want. Nigeria does not belong to Buhari and his generation. Enough must be enough.

SNAKE ISLAND:
Over 20,000 residents with no health centre, no power
AT IGBOLOGUN Lara Adejoro In Governor Akinwunmi Ambode’s mega city of Lagos is a community called Igbologun, but known popularly as Snake Island; not that it is a haven for snakes. The area is home to over 20,000 residents who have no access to a single government functioning healthcare centre. Located along the riverine area of Amuwo-Odofin Local Government Area of Lagos State, Snake Island is accessible through water transportation from Coconut Island end of the Tin can Island area of Apapa. Mothers in this community lament the needless deaths of their infant children for lack of healthcare; even husbands also watch helplessly when their wives groan in labour of childbirth.

The Daily Times correspondent who spent time in with the people recently, observed that besides the very important need of healthcare, the people have no motorable roads, no drainage system, no potable water and no power supply. The environment itself is a dirty mosquito breeding threat. Our correspondent also observed that, in every three houses, there is at least a pregnant woman, yet they lack a functional health centre to offer pre-natal and post-natal care to them, even to people in the surrounding riverine areas. However, a private medical practitioner, Dr. Sodipo Gbolahan was moved to establish the Igbologun Medical Centre (IMC) which has been striving to meet the healthcare needs of the residents of the community and environs five years ago.

A close source at the hospital told The Daily Times that in the five years of IMC in the community, it had been observed that pregnant women in the commu-
nity and environs would rather have their babies at home or visit Traditional Birth Attendants (TBAs). “They only come to the centre when they have emergen-

cies or complications. The women prefer to stay at home and deliver their babies or patronise Traditional Birth Attendants and only come to the centre as a last resort,” the source said. This claim was corroborated by Mrs Juliet Kakpo, 20, who had come from Sagbokodji, one of the riverine communities around Igbologun to seek medical care for her baby. She had thought the condition of Pascal, her 18 months old baby, would get better after administering herbal concoction to treat his sudden, irregular movement of the body, caused by involuntary contraction of muscles; but when his condition deteriorated after a month, she and her husband, John Kakpo, 32, had to rush him to a Traditional/herbal doctor in Sagbokodji, where they also lack a health centre. After four days, the native doctor told them she couldn’t treat their son’s condition and advised that they take him to Igbologun Medical Centre (IMC), privately owned by one Dr Gbolahan. “When we came here, we were told my baby lacked blood and the doctor and the nurses teamed up to help him survive.” Kakpo described the TBA’s place as dirty. “Some of the children taken there end up dying for lack of appropriate medical care, but because I didn’t have enough money on me, I had to take my baby there even though, we were told they could not treat his condition. “I used to be a tailor but I have no job anymore. My wife has ear impairment and can’t speak well,” he said. Mrs Kakpo who is some months pregnant said, “Whenever my son catches cold, I always use herbal concoction for him but this one is beyond my power and I had to rush him here.” Charity Felix, 32, also came for delivery at IMC from one of the nearby communities. She fell into labour at mid-night. “One of the midwives brought me here because they said I would need operation. I needed. When I came here at about 2am, the doctor attended to me even though my husband, for superstitious belief, didn’t want me to have a cesarean delivery, but I was already between life and death and he had no choice than to sign the paper. “Dr Gbolahan was God sent; he treated me without any deposit and my baby and I survived. My husband has gone to source for money to pay my hospital bills,” CONTINUED ON PAGE 18

FR. Agustine MedaiyeduAmbrose, who has dedicated his life for the service of God’s work
for one and half decade. Chairman of the occasion, Sir E.U. Emmanuel, in his speech, commended Rev. Ambrose for his selflessness, discipline, sacrifice, firmness to resist temptations and to heed to the special call of God. He stressed that making it to ordination is not a full proof that guarantees one to remain in priesthood as there were numerous challenges to cope with in
post ordination. The Reverend commended the planning committee for their dignified presence and unmindful sacrifice, inspite of all the odds to make the anniversary a successful one, noting that the anniversary was significant because it also coincided with the launch of a book - The Treasures of Eucharistic Adoration, authored by the Very Rev. Fr. Augustine Medaiyedu.
Rev. Ambrose who is a graduate of English language from the University of Nigeria, Nsukka, had previously served in parishes in Ibadan, Ijebuode and Abuja and has left indelible footprints in these parishes. Speaking to The Daily Times on his experience in the pulpit in the last fifteen years, the Kaba born clergy said service to God and humanity is his responsibility and thanked God for his grace and being found worthy to lead his brethren. Ambrose revealed that the fifteen years had been challenging but the grace of God has held him. “When I look back, I can only give thanks to God, because it is not as if one is the most worthy or most enlightened, but is by the grace of God that has kept us going. “In the coming years I hope to remain faithfully, win more souls to God and bring his people to him than I have done in the last fifteen years.” Ambrose further said that we all need the knowledge of God and Nigerians need to be closer to God. “You meet different people
from different cultures and bring the word of God into their culture without imposing it on them.” Reacting to the controversial wearing of hijabs in public schools in Osun state, the cleric stated that Nigeria is a circular state, noting that the issue of hijabs is a diversionary measure by the government because it has failed to meet its obligations to the citizenry. “Our people usually say there is no smoke without fire. At the moment, the government is insinuating that Islam has the upper hand, which is why we are seeing the kind of things going on now; we have forgotten that Nigeria is a circular state. “Now that students in Osun schools are wearing different uniforms to school, I ask you: is that what we want? The government in the center has a lot to do, but it seems they are not ready. “After one year they are still blaming the past government; you are there to correct the mistakes of the past. What happened to their manifestos?” Ambrose queried.

Mrs Felix, the mother of two other children, explained. In tears, she said life has been very hard on her family; “We have no job; to feed once in a day is hard; even to pay house rent is difficult. My mother left me 11 years ago. I don’t even have a phone to reach any member of my family.” She however called on the government to help the riverine community by providing health care facilities. “Even though I registered in another community for antenatal at the TBA, because I had my two other children at an Ijaw woman’s place but when there’s problem at night, it is difficult to get a boat to cross over to get to the hospital here. We don’t even have light, water and no road. Government should please come to our aid.” Another nursing mother, Elizabeth Luke in her twenties said she came in around 4am in a boat. “Crossing from Sagbokidji to this place costs N500 but I thank God the doctor could save my baby
and I.” When The Daily Times visited the Chief Imam of Igbologun, Oseni Saka Olaribigbe, he acknowledged that his people are suffering untold hardship because of lack of government presence. “We face a lot of challenges especially our pregnant women and children. Due to the peculiar location of our community, going to neighbouring communities to get health attention is difficult as there is no means of transportation except using the boat. “Consider those situations when people fall ill at night and the only private doctor here cannot handle it; or when our women fall into labour at night. Sometimes the children take ill at nights and almost dying. There are about 36 communities around us and Igbologun is at the centre, yet we are in this predicament.” Going back memory lane, the Chief Imam said, “when the Igbologun Maternity Centre was commissioned in 1988 by the then Military Governor of Lagos State, Captain Okhai Mike Akhigbe, we had doctors but now, we have just two nurses but the centre is now

just a building. “There are frequent emergencies and complications, especially for pregnant women and children. We need a hospital or a functioning health facility that will cater for the need of the communities in this riverine area. A health facility, at least, will help our women deliver safely.” On the health centre in the community, the Chief Imam said centre does not have enough equipment to carry out their services
and there’s no doctor, except for nurses who come on weekdays from 9am to 3pm, at most 4pm. “So what happens when they are not around? Meanwhile, there are limitations to what the nurses can do.” The Baale of Igbologun, Chief Amusu Alao Gegeiyawo said, “this community needs a health facility that will be equipped to take care of our health needs.” He said, he had been to Amuwo Odofin Local Government to
complain but there has been no positive move to help them. “We plead with the present administration to remember us. We need water, light, clean environment and health centre.” A pregnant woman, Mrs Oladipupo said, none of the pregnant women in the community could go to the government built health centre for care. “Most of the times, when we visit there, we buy drugs that are meant to be given for free. When you tell them the drugs are to be given for free, they say, they pay their way here so we have to pay for the drugs. Despite that, one won’t get the necessary treatment, so I had to go to a private medical centre. “The nurses at the government owned health centre come and leave whenever they like. Even if there’s a patient who is critically ill and has to be admitted, the patient would be told to go home. This is saddening. It is better the government come by themselves to see what we have here. That centre has been there since but there has been no monitoring and it is not functioning.”

As Nigeria joined the rest of the world in celebrating 2016 World Hepatitis day, the Nigeria Medical Association (NMA), Kwara State branch, has called on Federal and states government to increase funding for Hepatitis treatment and prevention. Force, code-named Operation Safe Haven (OPSH), Major Gen. Rogers Nicholas, has warned officers under his command to desist from the use of facebook, as any officer caught indulging in the use of facebook to disseminate information will be dealt with. Gen. Nicholas, stated this Thursday in Jos while assuming office as the new Commander of OPSH in Plateau. He warned that any officer caught divulging information to the public via the use of any form of social media without going through the authorised Military
media officer, that officer will be made to face the full wrath of the law. According to him, “I will deal with you if I catch any soldier under any guise posting on Facebook or talking to the Press”, he said. The Army boss maintained that professionalism should not be found wanting among officers, in the cause of carrying out their duties, warning officers not to take sides in crisis situation. His words, “I am here as your new Commander to maintain peace on the Plateau, that is what I am here to do, so I need your corporation. We should ensure that the mandate of the task force is maintained and we must also
protect the rights of the citizens ensuring that the human rights of the citizens are not violated.
“You are all aware that this Command was audited recently and I assure you that I will abide by the audit report. I am here to run an open and transparent Command and I expect nothing but your corporation and discipline. “I don’t want to hear that any soldier is taking sides. I will not condone any soldier taken sides and if you are caught, I will not hesitate to deal with you”. However, while formerly handing over to the new OPSH boss, Brigadier General Abdulsalam B. Ibrahim, who has
been under the acting capacity of the Command, since the compulsory retirement of the erstwhile Commander Major General Tabo Ude, said that he is handing over a safe Plateau to the new Commander. According to him, “from the 14 of June till date I am handing over OPSH to you. The team I am handing to you can be trusted and you can depend on them. “I am also saying that I am confidently handing over a safe State to you. Before you came to Plateau, there was a problem in Bokkos and under 48 hours, we were able to restore normalcy. This is as a result of the competent officers and soldiers in this Command.”

A group under the aegis of Abia Youths Progressive Ambassadors (AYPA) has advised the Judiciary to be cautious in its decision in order not threaten the already existing peace in the State. National Coordinator of the group, Mr. Uba Anyanwu, who disclosed to newsmen in Aba, said the present relative peace in the state may be disrupted considering the tension and anxiety the ruling from the Federal High Court, sitting in Abuja, is presently generating in the State. He described the emergency of Governor Okezie Ikpeazu as a result of the political arrangement among the three senatorial zones of the State, while recalling that under the applied zoning formula, the Abia North and Abia Central have all taken their fair share of the political agreement under the Abia State Charter of Equity. Anyanwu further reasoned that any further attempt to disrupt the political arrangement may be seen as a big denial of the Abia South turn to produce a governor for the state, and described Governor Okezie Ikpeazu as the epitome of equity, justice and fair play in the state under the Abia Charter of Equity.

Judge berates EFCC lawyer for misconduct Titilope Joseph
ÏÏÏ A Lagos High Court Judge,
Justice Oluwatoyin Ipaye, on Thursday, chided Mr. Babatunde Sonaiki, a legal counsel with the Economic and Financial Crimes Commission, EFCC, for what she called “professional misconduct”. Justice Ipaye blasted the EFCC counsel during the hearing of a criminal charge filed by the commission against a business woman, Mrs. Moji Yakubu, her company, Monan Trading Company and nine persons over alleged N800million land theft charge. Moji Yakubu and the nine other defendants were alleged by EFCC to have conspired to steal about 10 hectares of land located at Sangotedo, Lagos.
At the resume of the matter, when the defendants were arraigned sometime in February, the judge had asked the EFCC counsel to address the court on whether land can be stolen. However, while the matter was slated for ruling, the EFCC lawyer had also went before another judge, Justice Aishat Opensanwo and obtained a forfeiture order to temporary seal an ongoing project by Monan Trading Company on the 10 hectare land. However, when the matter came up on Thursday, Justice Ipaye informed parties that the ruling was not quite ready thereby adjourned till September. Counsel to the defendant, Mr. Yemi Adeshina, also drew the attention of the judge to the forfeiture order allegedly
obtained by the EFCC against his client. He informed the court that the order amounted to window shopping by the EFCC and should be immediately set aside. Justice Ipaye asked the EFCC counsel if the allegation made by Adeshina was true. Sonaiki, however, confirmed to have gone before Justice Opesanwo to obtain the temporary forfeiture order. On hearing that, the judge bashed Shonoiki for going before another court to obtain such order when the matter was still pending before her court. Justice Ipaye noted that it appeared that the EFCC was poised on taking the law into its hand by such ‘window shopping’. The judge also averred that
the action of the EFCC lawyer was in bad taste which can give the commission a bad name. “It appears that you are keen on taking the laws into your hand. Why would you go before another court for this kind of order when the matter is before me? This kind of action is what is giving the judiciary a bad name” Ipaye said. Justice Ipaye in a short ruling said, she would institute a disciplinary action against the EFCC lawyer before the appropriate authority. She thereby adjourned the matter till September 14, 2016 for ruling on the defendant’s application to set aside the forfeiture order and also on whether land can be stolen as alleged by the commission in its charge.

Omoworare dares Saraki, says ‘I’m an unrepentant Tinubuist’ Remi Oladoye ibadan

The lawmaker representing Osun East Senatorial District, Babajide Omoworare, has cautioned reactionary elements in the National Assembly against distracting the executive arm of government from realising its great agenda for Nigerians. Senator Omoworare said this when he spoke with journalists at a function in Ibadan, the Oyo State capital on Thursday.
He said: “In the spirit of progressivism as a dutiful lawmaker, I am personally opposed to the unwarranted distraction and diversionary tactics as presently displayed between the legislature and executives, deployed by reactionary elements in the National Assembly. “President Muhammadu Buhari needs 100 per cent concentration and support from all quarters to fight corruption to a halt, revive the sleeping economy, boost income generation through
diversification from a monoproduct economy to initiate sustainable programmes. Omoworare, who assured Nigerians that the All Progressives Congress government will not betray the confidence reposed in it, added: “The expectations of an average Nigerian is to see economic buoyancy, reduction in the rate of youth unemployment, an end to the scourge of insecurity and militancy, improved electricity supply, massive infrastructural development across the length
and breadth of our country.” While reacting to the recent reshuffling of the chairmanship of committee in the Senate, which saw him moved as Chairman from the Rules and Business Committee to the newly-created Legislative Compliance Committee, Omoworare said; “I have remain objective and sincere to every assignment and responsibility since my days even as a state lawmaker and I must tell you that that has not changed and if my sins are prejudiced on my allegiance to the prospectus of party supremacy or my inferred alliance to Asiwaju Bola Tinubu, so be it. Amaechi eulogises late Maduekwe ÏÏÏ
The Minister of Transportation, Mr. Rotimi Amaechi, has described the late former Minister of Transport, Mr. Ojo Maduekwe, as a man full of life and innovation. Amaechi said this when he led a delegation from the Ministry of Transportation to pay a condolence visit to the family of the deceased former minister on Thursday in Abuja. He stressed that Maduekwe, was a household name in the country and needed no introduction, having held so many key positions and served in various capacities. He was a former Nigeria’s Ambassador to Canada, National Secretary of the People’s Democratic Party (PDP) and Secretary of the party’s Board of Trustees, Amaechi said that the news of Maduekwe`s death came to him as a shock, because he was full of life. ``He was a man full of life and very innovative; it was that innovation that made him attempt introducing cycling as a transportation means in Nigeria as was the case in other countries.’’ He said that the deceased former minister wanted to use cycling to achieve two things at the same time -- which was solving transportation problem and improving individual health. He urged his fans and immediate family members to accept his death in good faith, adding that death was an inevitable end that no man had control over.

The Gombe state caucus of the House of Representatives on Thursday, dissociated themselves from the plot against the quartet of Speaker Yakubu Fogara and the other three House principal officers accused of corruption and abuse of their office by the sacked Chairman of the appropriations committee, Hon. Abdulmumin Jibrin during the consideration of the 2016 budget by the National Assembly. Chairman of the caucus, Hon. Ali Isa, who addressed journalists accompanied by five other House members from Gombe state, said that they are not part of any evil group trying to cause disaffection and instability in the House. Also, the caucus dissociated itself from any conspiracy and attack against Speaker Dogara and
the entire leadership of the House. “We are aware that the current impasse is generated and orchestrated by Hon. Jibrin through his wild goose claim that the 2016 federal budget was padded by the leadership of the House, and we are appalled and shocked that Jibrin only came out with this accusation just after the House has duly sacked him as appropriations committee chairman over the offence of unlawfully inflating the budget in his own favour. “During our executive session, there was internal wrangling that Jibrin must be removed because he jerked up the amount of his constituency project to N4.5billion as against the agreed formula that the constituency of each House member should get N500million for projects”, Hon. Isa added. According to him, shortly after Jibrin was appointed as chairman of the appropriations committee, he sent letters to House members requesting them to send details of

Edo state governor, Comrade Adams Aliyu Oshiomhole has stated that without information, democracy is in danger. He asserted that in modern days, information goes a long way in issues of governance. hole has taken a swipe at the gubernatorial candidate of the Peoples Democratic Party (PDP), Pastor Osagie Ize-Iyamu, for claiming that he made him (Oshiomhole) the Governor of Edo State, saying Ize-Iyamu did not even vote for him. Speaking at a rally of the All Progressives Congress (APC) at the Garrick Memorial College, Benin City, on Thursday, Oshiomhole said Ize-Iyamu was in hiding from the EFCC on April 14 and so did not vote for him and could not have made him Governor. The Governor said Ize-Iyamu was wasting his time as the people would reject him at the polls on September 10. According to him, “Ize-Iyamu said he made me Governor in 2007. Check the records, on April 14 during my election, Ize-Iyamu was in hiding. He did not vote. How can somebody who didn’t vote claim that he made me Governor? There is no village in Nigeria that I will go and spend five minutes, somebody will come out and say ‘na Comrade be dis’. We have worked for our country, we’ve made our name, we are not tied to anybody’s apron strings. Art Review Ahead of the forthcoming Queen Moremi Ajasoro beauty pageant/ reality show in Ile Ife, this week’s Daily Times Art Review, looks into the history of the mythical heroine, whose bravery saved the ancient Ife Kingdom. Agozino Agozino IF you rely on Western history and literatures and believe that it is only the classical Greek civilisation that had heroines who delivered their people from invaders, then you have been fooled. The truth is that Africa, more specifically, Yorubaland, through the Ife Kingdom, has such historical heroines too! In the ancient Ife Kingdom, in Yorubaland, the story is, regularly, told of Moremi Ajasoro, a heroic woman, who braved the odds to save the Ife people. She is well celebrated in Yorubaland, and in Ile Ife, in particular, but, many young people of this generation are not aware of this historical figure, thus, the Moremi Pageant holding in Ile Ife soon. For a visitor to Ile Ife, if you stand in front of the palace of the Ooni of Ife, in Osun State, you will see an impressive and imposing statue of a woman holding a fire brand, it is that of Moremi, the heroine after whom the Edi festival is held. The festival, with an inspiring story behind it, is held every year in Ile-Ife. The story revolves around the life of Moremi, a beautiful woman from Offa, who was married to Oranmiyan, the reigning Ooni at a time Igbo invaders, (apologies, not Igbo people in the South East), dressed in raffia palms, harassed Ile-Ife. Stories had it that this continued for many years in IleIfe. Femi Adewole, an Ife indigene traditional healer but based in Agege Lagos , speaking on the legend of Moremi and the rampaging Igbo warriors, says “It was not just a Yoruba kind of invention, but, a story that had been known for many years, which the average Ife and Yoruba person knows”. He corroborated the story and that it made Ife kingdom what it is today. Also Segun Makinde, a native of Osogbo , said the “Igbo warriors used to disguise in raffia palms and they, usually, covered their faces with masks, this made Ife warriors to believe that their attackers were supernatural beings, and, therefore, unassailable, consequently, Oranmiyan became troubled.” Makinde added, “Moremi, in order to restore happiness in her king and ensure peace in the land, decided that a solution must be found. She approached the river goddess to find a solution to the incessant problem. The goddess promised to help her, but, at a cost, and Moremi agreed to pay any price. “The goddess said that during the next attack by the Igbo raiders, Moremi should allow herself to be captured and she was, actually, taken captive. When the king of the Igbo saw her, he fell in love with her exquisite beauty, and, immediately, made her one of his wives”, Makinde added. “Within a short period of time, she had integrated herself within the palace and

the society, and soon found out that the raffia palms used by the mauraders was, simply, a disguise by the Igbo to make themselves appear invisible while attacking IleIfe. She also discovered that a fire brand would destroy the Igbo raiders. This crucial information was passed across to the Ife warriors and when next the Igbo raiders, Ife people attacked the raffia with firebrand, which burnt the Igbo invaders and Ife was saved from further Igbo
attacks. Today, Ife is not only known, globally, as the cradle of Yorubaland, but, for its rich cultural heritage. Scholars agree that the ancient kingdom emerged around 800 A.D. and flourished as a commercial and cultural centre between 12th and 16th centuries. It would be recalled that not very long ago, a monumental exhibition to mark Nigeria’s 50th anniversary by the British Museum, showcased artifacts and works unearthed in the city by veteran archeologist, Leo Frobenus. The works of art included depictions of youth and old age, health and diseases, suffering and serenity. One of the striking terracotta objects shows a man suffering from elephantiasis of the testicles, while the almost pure copper bust of Obalufon II, an early Ooni of Ife was one of the finest images of royal power from Ife on display at the exhibition. Similarly, the superb Olokun head, socalled because it was dug up in Olokun grove in the 1800s, possibly, depicts one of the wives of Oduduwa, Ife’s first Oba. An exquisitely detailed bronze figure of a bow man, with a full quiver of arrows and headdresses with the snake-winged bird motif, dating back to the 1300s-1400s was also one of the thrills. They were also those spectacular copper seated figure sculptures, dated late 1200s to early 1300s found in a shrine associated with fertility. Plump and curvy, it reveals sophisticated technical skill, made from almost pure copper, which is much more difficult to cast than brass and bronze alloy. According to Yoruba myth, Ife was the centre of creation of the world and all mankind. Ife was home to many sacred groves located in the forests. Two groves, in particular, have revealed numerous sculptures. The Ore Grove, with its stone monoliths, human and animal figures and the Iwinrin Grove which is associated with terracotta heads and fragments from the full size figures. One of the granite animal figures is of a huge mudfish, prized then and now as a source of food, but, also a symbol of rebirth. Other sites have revealed exquisite pieces with royal association, including the only known complete king figure and a majestic terracotta head, possibly, portraying a queen. Also, there are terracotta elephant and hippocampus heads, lavishly adorned with beaded regalia, which came from the royal burial site of Lafogido. The figurative terracotta sculpture, which represents the largest group of works, captures the diverse nature of Ife society at the time. Several terracotta heads bear facial marks, suggesting cultural markings, some, possibly, from groups outside Ife. Some of the heads also depict women wearing regalia or jewelery, indicating their high social status.

Guides to seeking knowledge Subair Mohammed In Islam, scholars have categorised knowledge into two: Fardh ‘ayn (obligatory knowledge) and fardh kifayah (optional knowledge). As the name implies, fardh ‘ayn refers to basic Islamic beliefs which are incumbent on all Muslims; It is the kind of knowledge that deals exclusively with Islamic faith, acts of worship and every other activity in Islam. As there is no compulsion on individual Muslim in fardh ‘ayn for it is the collective responsibility of the community. Fardh kifayah is the knowledge relating to worldly affairs and its acquisition is subject to individual’s preference and it is optional. Unlike obligatory knowledge, optional knowledge covers part of the Islamic knowledge and all worldly knowledge. In the world today, there is a presence of scholars who are spiritually blind with the light of Allah due to the weakness in their piety and the fear of Allah, thereby causing people to be misled by their incorrect and inaccurate fatwas. But for people to be guided there is a great need for the acquisition of knowledge. So, what are the procedures guiding the acquisition of knowledge? Sincerity of intention is one of the many prerequisites for the seeker of knowledge. Umar ibn Khataab narrated that the prophet said “actions are but by intentions…” Therefore, if knowledge is devoid of sincere intention, then, it is far from being amongst the most noble acts of worship to being one of the lowest forms of violation, as there is nothing that destroys knowledge as much as showing off with the intent of being seen or heard off. Knowledge is light; it illuminates and reflects on whoever possesses it. The fear of Allah is the foundation of knowledge. Therefore, a seeker of knowledge should also be committed to fearing Allah, the most high, both in secret and in public. This is also because the best of mankind are those who are fearful of Allah; and no one truly fears Him, except those that know Him. Therefore, the best of all persons are the seekers of knowledge. Hijab Judgment: MURIC, MSSN urge Lagos to implement verdict The Amirah of Lagos State Area Unit Muslim Students’ Society of Nigeria (MSSN), Hajia Hafsah Badru, has urged the Lagos State Government to immediately implement the Court of Appeal ruling on the right of female pupils to wear hijab (Islamic headscarf) in public primary and secondary schools across the state. A special five-man panel of the Court of Appeal, Lagos Division, recently set aside the judgment of Justice Modupe Onyeabor of an Ikeja High Court, on October 17, 2014, which banned pupils in Stateowned primary and secondary schools from wearing the hijab on their school uniforms. In a unanimous decision, the court, presided over by Justice A. B. Gumel held that the appeal was meritorious and should be allowed. It also held that the refusal to allow female Muslim pupils wear the hijab “will amount to discrimination on the ground of their religion.” Other Justices in the panel are Justice M. Fasanmi, Justice A. Jauro, Justice J. S. Ikyegh and Justice

Justice Gumel held that “the wearing hijab is an Islamic injunction and also an act of worship,” hence it will constitute “a clear violation of the appellants’ constitutionally guaranteed rights to stop them from wearing the hijab in public schools.” Hajia Badru urged stakeholders in the Education sector, especially the principals and teachers, to abide by the ruling. In similar vein, an Islamic rights organisation, The Muslim Rights Concern has described the Court of Appeal ruling on Hijab as victory for the rule of law. According to a statement signed by the Director of the organisation, Prof. Ishaq Lakin Akintola, the judgment has restored hope in the judiciary as the last hope of the common man. it read, “The five judges deserve more accolades. he remains of Nigeria football legend, Stephen Okechukwu Keshi, will be interred at his hometown, Illah, Delta State today. The final rites began in Benin City, Edo State on Thursday with a one–hour church service at Saint Paul’s Catholic Church, off Airport Road, before lying-in-state at the Samuel Ogbemudia Stadium, where Keshi played many matches for the New Nigeria Bank FC. A novelty match between ex–internationals and All-Stars at the same venue, in honour of the former libero, ended 1-1. The body was later taken to Asaba, the Delta State capital. In Asaba, the remains of the 2013 Africa Cup of Nations winning coach laid in state inside the Indoor Hall of the Keshi Stadium, named after the legend by former Delta State Governor Emmanuel Uduaghan. Today, another church service is scheduled for Illah, before internment. Reception will take place at the Omorka Primary School in the serene town.

anchester United have agreed to pay Juventus’ €120 million (£101.3m) asking price for Paul Pogba, according to reliable sources, and are now hoping to come to an agreement over the final fees in order to clinch the deal by this weekend. If that is the case, Pogba could have a medical in Miami by this evening, with the Premier League club now so optimistic a deal will be concluded that they have already made the necessary provisions. The last detail that needs to be resolved is
over the €25m fee for his agent Mino Raiola, with Juventus having previously insisted that United must pay the sum in total. However, the Old Trafford hierarchy are hoping to bring that down by at least €10m and sources have revealed that negotiations are now going more smoothly. A
t a time like this one can only draw strength from the depths of philosophy. Any other way is laced with the anguish of the permanence of a loss that no one was prepared for. Since the demise of The Big Boss I have been asking myself the questions: ‘Why Stephen Keshi? Why now? Of course, there are no answers, just a numbing, humbling resignation to the force from which no one can escape. Even this realisation fails to diminish the pain of grief, sorrow and sadness that come with the unexpected and shocking demise of a person we look on as a superhuman. After all, Stephen Keshi was an authentic hero, an athletic specimen who has, with his skills and physicality, achieved an unprecedented deal within the short period of his 54-year sojourn here on earth. No one saw Stephen Keshi and death operating within the same realm. So, death’s visit was totally out of the blue. Stephen Keshi was not old nor was he reported to be sick. Either would have prepared us. He had also only just lost his wife to cancer a few months ago, so death could not be so cruel as to come for him even before he had finished mourning her. So we thought. But death had no qualms about s u c h sentimental considerations that are nothing b u t empty vessels o f wishful thinking lodged in the human sub-consciousness, never acknowledging the lurking ‘thief’ until he strikes in the dark of night leaving tears, bewilderment and helplessness in its wake. Oh, death how cruel thou art for you will come when you will come. At the risk of repeating the good accounts I have already heard and read about my friend and football compatriot pouring in from all corners of the world, I must add my own little voice. The past few weeks or months have been filled with sad tales of death. Coach Yara, who discovered me in Ibadan and took me to Housing Corporation where my football career at club level really started in 1972, passed on in Abeokuta. General Tanko Ayuba, ex-governor, ex-minister, senator, and husband to my cousin, Ronke, also died. Muhammed Ali, my greatest sports hero, also died a few weeks ago. Now this. It is Keshi’s death that really brings home the fragility of our mortality. He was a friend and colleague in the Green Eagles of the early 1980s, when I was captain of the national team and he was part of a new generation, whose emergence on the scene marked the

I played with Keshi and his group of exceptionally gifted footballers Bright Omokaro, Franklyn Howard, Rashidi Yekini, Henry Nwosu, Wole Odegbami, and so many others for three years before I retired. He rose to become captain of the national team soon after captaining Nigeria’s junior national team and New Nigerian Bank FC of Benin. He was an outstanding centre-back, sweeping behind, or sometimes in front, of a back-four of defenders. He joined the Green Eagles in 1981 and, for the next 12 years or so, became the anchor of the team and its leader, on and off the field. The Big Boss was a very apt sobriquet for the man. He led the national team to win
the 1994 Africa Cup of Nations and to that year’s World Cup, feats he repeated 20 years later as coach, the only Nigerian in history to achieve both feats. The young, handsome ambitious football player left Nigeria in 1985 to start an eventful and illustrious professional football career in West Africa and later in Europe that lasted well over 10 years. In that period he amassed successes that embellish a career that may be unequalled in our country’s history. So, we must accept whatever fate throws at us including the reality now that Stefano (as I called him since we went together to Brazil in 1981 and I adopted the Portuguese interpretation of Stephen in calling him, and he called me Segundo Tempo in retaliation) has left us with all the foibles and troubles of this world for the peace and tranquillity of his Creator’s bosom. Oh, that thought is consoling. My heart is full of conflicting thoughts, from frustration, to pain, to anger and finally to gratitude. As I look back at his life, I choose finally to express sincere gratitude to Almighty God for Stephen Keshi’s life of triumph against all odds and challenges, a life full of achievements that make him a model for young, aspiring football players with big dreams. His life is an incredible 54-year journey acknowledged by the world as a legacy to future generations. Stephen Keshi, without question, stands out as one of the greatest Nigerian football heroes of all times. Nigeria must immortalise him in ways that will make him truly rest in perfect peace. Shell earnings fall to 11-year low on lower prices, Nigeria losses Opeoluwani Akintayo Royal Dutch Shell reported the lowest quarterly earnings in 11 years and missed estimates by more than $1 billion as a mix of lower energy prices, weaker refining margins and production halts weighed on Europe’s largest oil company. Profit adjusted for one-time items and inventory changes sank 72 percent from a year earlier to $1.05 billion, The Hague-based Shell said Thursday. Analysts had expected a $2.16 billion result,
while $3.8 billion was achieved the same time last year. Chief Executive Officer Ben Van Beurden, who this year completed Shell’s record $54 billion purchase of BG Group, has vowed to boost savings from the acquisition following a two-year slump in crude. While Brent’s 25 percent rebound last quarter provided some prospect of relief, the rally is now fading while the safety net provided by refining has given way. Production shutdowns in Nigeria, Canada and the Netherlands increased the pain for Shell.
“Lower oil prices continue to be a significant challenge across the business, particularly in the upstream (business),” said Chief Executive Ben van Beurden, who said last month he wants to turn Shell into the best oil company for investor returns. Rivals BP and Statoil reported worse-than-expected secondquarter results this week mainly because analysts’ expectations on costs reductions had been too optimistic. Nigeria’s oil production down by 700,000 bpd due to militant attacks Opeoluwani Akintayo Nigeria’s oil production has reduced by 700,000 barrels per day (bpd) due to continuous militant attacks on oil pipelines and infrastructure, figures by the Nigerian National Petroleum Corporation, NNPC has shown. Nigeria’s oil output is currently 1.5 million bpd compared to what would be a regular production of 2.2 million bpd. However, traders estimated that the current output may be even lower, at some 1.3 million bpd. Oil militant group, Niger Delta Avengers, NDA, has claimed responsibility for most of the attacks with a two weeks ceasefire in June. Other groups have also claimed responsibility for some of the attacks. Oil majors like Shell, ENI and Chevron, including national oil company, the NNPC and Nigerian company Aiteo, have had their share in the attacks. MTN Nigeria said it has appointed Stanbic IBTC Capital Limited and its affiliates as transaction advisors to commence the spade work on its proposed listing of its shares on the Nigerian Stock Exchange (The NSE). The telecoms firm said Stanbic IBTC Capital Limited would be exercising the mandate together with its affiliates, which include The Standard Bank of South Africa Limited and Standard Advisory London Limited and Citigroup Global Markets Limited. MTN also said the full syndicate, which would function as Joint Transaction Advisors and Joint Global Coordinators, with Stanbic acting as Lead Issuing House, would also include Nigerian receiving agents, banks and other advisers to be appointed in due course, as appropriate. This development is sequel to the conditions agreed with the Nigerian government through the Nigerian Communications Commission (NCC) last month, to settle the crisis over the $3.4 billion (N1.04 trillion) fine imposed in October 2015. Daily Times recalled that MTN Nigeria had announced its intention to list its shares on the NSE as soon as commercially and le-

As part of preparations, the telecom firm disclosed that it had established a management task team charged with the responsibility of guiding it towards a listing targeted to take effect in 2017. The proposed listing, the MTN Group, highlighted would however be “subject to suitable market circumstances and conditions and the appropriate approvals from relevant regulators and other stakeholders.” The inauguration of the management task team, it stated did not constitute an announcement of an intention to float MTN Nigeria, adding that announcements would be made on this issue at appropriate intervals on progress. At the end of negotiations last month over the crisis that followed the fine saga, both NCC and MTN Nigeria had agreed that the company would pay only N330 billion, out of the N780 billion it was earlier reduced to, from the initial N1.04 trillion. The agreement with the commission is that the fine will be paid in six tranches between now and May 31, 2019.
Africa’s leading cement producer, Dangote Cement Plc has reported a revenue of N292 billion in the second quarter ended June 30th 2016 indicating an increase of 20 percent over N242 billion posted in the corresponding period in 2015. According to the reports filed with the Nigerian Stock Exchange (NSE), the company’s Profit for period stands at N106.3 billion representing a slight decline by 3 percent from 123.1 billion naira declared a year earlier. Chief Executive Officer of the cement company Onne Van der Weijde in a statement said “We have achieved a commendable result, given the very challenging situation in our main market and general economic weakening across Africa.” He said the management would continue to respond to the prevailing operating environment with strategically thought measures for the organization to maintain its leadership and profitability. On expansion, he added, “While the company remains committed to its ambitious plans, we are taking a more measured approach to the roll-out of new capacity across Africa”. Dangote Cement has more than doubled production capacity since 2013 and said in April it may increase cement capacity by a further 77 percent by the end of 2019. Foreign-exchange constraints in Nigeria have prompted the company to reconsider the pace of its expansion and now believes a five-year building program is more appropriate, it said. Earnings in the period were affected by lower selling prices, higher fuel costs and the fact that several new plants are still in less-efficient start up phases, the company said.

Reactions trail hike in benchmark interest rate to 14% Stories by Motolani Oseni Reactions have continued to trail the recent decision by the Monetary Policy Committee (MPC) of the Central Bank of Nigeria (CBN), to jerk up its Monetary Policy Rate (MPR) otherwise known as benchmark interest rate to 14 percent. The outcomes of the MPC has attracted different comments and predictions from the financial analysts and experts, that the decision simply means that the cost of lending to the private sector would be quite more expensive, hence, makes it difficult for Deposit Money Banks (DMBs) to lend to boosts economic activities in the country. Industry experts have said that the decision of the MPC to hike the MPR would further slow down economic activities in the country. Speaking exclusively with The Daily Times Newspapers by phone, Managing Director, Cowry Asset Management Limited, Mr. Johnson Chukwu, said that the decision to increase the MPR from 12 percent to 14 percent corridor of +200-500 simply means that the cost of lending to the private sector would be quite more expensive. “For me, I thought that the priority of the MPC would be how to regulate economic activities by improving the number of liquidity in the system, but it looks like their propriety is in-

Unfortunately, inflation rate we are seeing today is not driven by liquidity, so even if you increase the MPR it is not likely going to moderate the high rate in inflation, because inflation we are witnessing today is driven by what we may call cost push and not demand push”, he explained. He further explained that the current nation’s inflation is based on each-each cost of goods and services that make the inflation to go up and not because so much money is pursuing slower
growth. “I don’t think this decision would be the solution to the inflation pressure now. But I thought emphasis would be to inject liquidity into the economy and actually predicted that they would reduce the Cash Reserve Ratio (CRR).” Also, the Managing Director/ Chief Executive, Financial Derivatives Limited, Mr. Bismarck Rewane, noted that the MPC decision is not an answer to recession, but the answer is to make

He stated that the MPR hike is a formalisation of what is happening in the money market, where treasury bills rate are already higher than 14 percent, hence it would not have effect on interest rate in the market. But it will increase cost of borrowing especially for small and medium enterprise (SMEs), increase default on debt, corporate failures and hence increase unemploy-
ment. Similarly, Managing Director, High Cap Securities Limited, Mr. David Adonri said, “The increase in MPR to nearly match inflation rate is expected response from the monetary authority. It will crowd out credit from real sector and depress equities market. The manufacturers would be affected as credit would be on the rise. Response of fiscal authority should be to reduce domestic borrowing and move towards fiscal consolidation” Although, the CBN Governor, Mr. Godwin Emefiele, while addressing journalists at the end of the bi-monthly MPC meeting in Abuja on Tuesday, had pointed out the apex bank planned to reduce economic pains. He said that the MPC has offered to coordinate activities with fiscal authorities to quickly mitigate the economic pains in the country, particularly inflation. “The MPC underscored the imperative of coordinated action anchored by fiscal policy, to initiate recovery at the earliest possible time”, he said. Emefiele, however, advocated for urgent diversification of the economy away from oil to manufacturing, agriculture and services and urged stakeholders to increase investment in growth stimulating and high employment elasticity sectors of the economy in order to lift the economy out of its current phase.

Whether it’s taking care of kids on date night or picking them up from school, there is a constant demand for babysitters. Tutors can charge anywhere from 8000 to 100,000 Naira per month depending on the subject matter and the city, however the going rate for JAMB UTME and POST-UTME tutors tends to skew higher. Look up what tutors are charging in your area before setting your rate. Event organiser/promoter - It is undeniable that a number of university students get wrapped up in their school’s social scene. Why not capitalise on it and create a great business and make the extra money. Use your time in the university to create an entertainment and event management, promotion and consulting startup; as you have noticed an unmet
demand for off-campus events in your university community. To bridge the gap, network with local venue owners and musicians by acting as a liaison between local entertainers and venues; plan and execute successfully events that you are promoting on-campus through guerilla marketing tactics, such as passing out flyers, putting up posters and speaking to students one-on-one creating buzz among the student body. Also utilise major social media channels and created a website to get your name out to the community. Diamond Bank declares N9.05 billion PAT in H1 Diamond Bank Plc on Thursday released its first half (H1) 2016 financial statements for the six months period ended June 30th 2016, through the Nigerian Stock Exchange (NSE), declaring a profit after tax (PAT) of N9.05 billion. This represents a 25.5 percent decline from N12.2 billion declared as PAT in the corresponding period of 2015.According to the statement released by the Bank, its interim report and accounts for the first six months of the year surpassed industry expectations as total com-
prehensive income rose by 13.3 per cent year on year to N16.3 billion as against N14.4 billion recorded in comparable period of 2015. Noninterest income surged by 33.4 percent to N26.5 billion, reflecting the successful efforts targeted at improving this income line and also the focused strategy of management, which were sharpened at improving digital functionality and widening financial inclusion. Profit Before Tax (PBT) remained modest albeit a decline of 26.1 percent to settle at N10.5
billion compared to N14.2 billion recorded a year ago. The Bank however, improved on its credit creation by 28.6 per cent as loans and advances to customers grew from N763.6 billion in the same period last business year to N982.3 billion. Also, loans to other banks jumped by 30.7 per cent to N78.5 billion in H1 2016 from N60.1 billion in the corresponding period last year, while its retail customers grew to over 13 million with 7 million of these opening accounts in the last 2 years.

Placing Nigeria’s agriculture sector on path of growth Stories by Siaka Momoh Putting Nigeria’s agriculture sector on a path of growth will require actions to solve these two gaps: produce enough fresh, high quality foods for the Nigerian market; and serve the export market successfully and earn foreign exchange. The Federal Ministry of Agriculture and Rural Development has come up with a policy to put agriculture on a path of growth after identifying the challenges facing this important sector of our economy that is currently on the edge of the precipice. The following is an extract from the document: Nigeria is facing two key gaps in agriculture today: an inability to meet domestic food requirements and an inability to export at quality levels required for market success. The former problem, which is productivity-related, means that populations of farmers do not have enough seeds, fertilizers, irrigation, crop protection and related support to be successful. The latter challenge is driven by an equally inefficient system for setting and enforcing food quality standards, as well as poor knowledge of target markets. Insufficient food testing facilities, a weak inspectorate system in FMARD, and poor coordination among relevant federal agencies serve to compound early stage problems such as poor knowledge of permissible contaminant levels. Putting Nigeria’s agricul-

The new federal Agricultural Promotion Policy (APP) is a strategy that focuses on solving the core issues at the heart of limited food production and delivery of quality standards. As productivity improves domestically and standards are raised for all Nigerian food production, export markets will also benefit impacting positively on Nigeria’s balance of payments. Given limited resources and the importance of delivering sustainable results, the Federal Ministry of Agriculture & Rural Development (FMARD) in consultation with partners has identified an initial pool of crops and related activities that will be Nigeria’s path to tackling the aforementioned gaps. First, FMARD will prioritize improving productivity into a number of domestically focused crops and activities. These are rice, wheat, maize, fish (aquaculture), dairy milk, soya beans, poultry, horticulture (fruits and vegetables), and sugar. Nigeria believes that the gap can be closed by partnering closely with private investors across farmer groups and companies to develop end to end value chain solutions. These chains will receive facilitated government support as they make deep commitments to engaging a new generation of farmers, improving supply

of specialized fertilizers and protection chemicals, as well as wider scale use of high yielding seeds. In addition, Nigeria expects to work with investors to sharply improve the distribution system for fresh foods so as to reduce time to table, reduce post-harvest losses, and overall improve nutritional outcomes e.g. lowering of diabetic risk, stunting risk, etc. Second, FMARD will prioritize for export markets the production of the following crops and activities: cowpeas, cocoa, cashew, cassava (starch, chips and ethanol), ginger, sesame, oil palm, yams, horticulture (fruits and vegetables), beef and cotton. FMARD will also work with a network of investors, farmers, processors and other stakeholders to deepen the supporting infrastructure to ensure that quality standards are defined and maintained across the value chain. That will involve adding more testing laboratories, improving traceability of crops, disseminating intelligence on export markets and consumer preferences, etc. Our goal is to build a high quality brand for Nigerian foods based on rigorous data and processes that protect food safety for both domestic and export market consumers. To ensure that the strategy is executed as intended, FMARD is working closely with states and other federal MDAs e.g. Power, Transportation and Trade. FMARD will also evolve itself to become a more focused policy maker and regulator to ensure accountability for re-
sults. FMARD will use its convening and related powers to ensure that the enabling system is in place to support agribusiness. From investments in rural roads to reduce transport time to improved security of farming communities to reduce incidence of criminality to reduction in intra-state taxes and levies, FMARD will intensify oversight. That oversight will ensure that farmers and investors are working in a market that is safe, competitive, and capable of enabling wealth creation in the coming years and decades. Finally, FMARD will periodically publish metrics to track performance against the strategy e.g. tonnage of rice paddy produced, or yields/milking cow. The systems to repeatedly collect accurate data and integrate these into policy making, as well as investor planning will be refined over the next few months as part of this next wave of reform. We anticipate that if successful, key gaps such as Nigeria’s continued imports of rice will disappear, while Nigerian produce e.g. beans and cocoa will once again become a quality benchmark across the globe. Reaching that point will require significant investments in people, processes and systems. Nigeria is committed to taking the necessary steps in order to move Nigerian agriculture from “a business” to a commercial ecosystem that can produce the capabilities necessary to create sustainable jobs and wealth.
