W
hen Nigerians are thinking that the kidnapping of citizens for ransom has abated, the country is suddenly waking up to the reality of it becoming more vicious and ruthless. No day passes now without the gory news of Nigerians kidnapped for ransom in one part of the country or the other. On most occasions, victims of such acts are either prominent citizens or their relations. The past few months have seen the violent kidnapping of traditional rulers, politicians, religious leaders and even housewives. No fewer than five traditional rulers had been abducted across the country in recent times. About three weeks ago, the Obi of Ubulu-Uku in Delta, Akaeze Ofulue, was kidnapped by some hoodlums. Several days after, his decomposing body was discovered in a bush by members of a search group. As if that was not heart-rending enough, another monarch, Josiah Umukoro Aghaza I, the Odion-Ologbo of Olomoro, in Isoko South Local Government Area of Delta State, was abducted in his palace by yet unknown gunmen. Before those incidents, Eze Samuel Amaechi, the monarch of Igbo-Agwurasa kingdom in Etche Local Government Area of Rivers State was kidnapped while returning from his clinic in Port Harcourt. These and many other cases either reported or concealed for fear of ill-treatment, point clearly to the sickening level that the kidnapping malaise has sunk in the country. Incidentally, such kidnappings are so brazenly executed that Nigerians are now feeling hapless and unsafe, even as they doubt the capacity of law enforcement agencies to safeguard their lives. We decry the ris-
ing incidence of kidnappings in the country and call on the authorities to put all necessary measures in place to combat the scourge. It would be recalled that when kidnapping for ransom by militants started gaining grounds in the Niger Delta some years ago at the height of agitation for ‘resource control’ and development of the area, nobody thought this aspect of crime would become a nightmare today. Gradually but steadily, kidnapping has become a ‘lucrative business’ for some deranged persons who see it as a veritable route for easy money. Unfortunately, the abduction gangs springing up across the country are young, smart and intelligent graduates of tertiary institutions who are being lured into crime by growing unemployment rate. Moreover, the whopping amounts of money paid as ransom to these kidnappers have served as motivation for the new crime wave. No doubt, kidnapping has assumed an epidemic proportion and for any person irrespective of status, creed, or religion to be abducted so cheaply in any part of the country, is unacceptable. According to statistics, Nigeria is among the three countries with the highest kidnap rate in the world after Mexico and Columbia respectively. The fear of kidnapping has thus made many people uncomfortable and unwilling to visit their hometowns. Foreign embassies have continued to issue travel warnings to their nationals who are Nigeriabound while badly needed foreign direct investment is being hampered. No government worthy of its name should watch or do little or nothing to curb such national malaise. Therefore, it is time the Buhari administration braced up to secue lives and property in the country, as no one is immune to kidnapping.

than sixteen years after return to democratic rule, a number of Nigerians sadly still behave as if the country is still under military rule, imposing themselves on others and organisations. This was exactly what the Special Adviser on Political Matters to former President Goodluck Jonathan, Alhaji Ahmed Gulak, did last Wednesday, when he stormed the national secretariat of Peoples Democratic Party (PDP), with his supporters and declared himself the national chairman of the former ruling party. Gulak had arrived the National Secretariat of the party but discovering that the office of the Na-
tional Chairman and other NWC offices were locked, he moved to the NWC hall to address members of his entourage, among them, former Senior Special Assistant to Jonathan on Public Affairs, Dr. Doyin Okupe. Gulak explained that he decided to fill the vacancy created by the resignation of Dr. Adamu Mu’azu on May 20, 2015 because “we cannot continue to leave our party headless.” The former presidential Adviser said the struggle was not about himself but about the party, stressing that his assumption of office was “to prepare the ground for the NEC of the party to meet and take the most appropriate decisions for our party. President Muhammad Buhari, on Tuesday, regretted that there was sharp fall in the local production of oil refinery for domestic use. He felt unhappy that the country’s oil wealth was fast thinning out as it had been unable to produce enough refined petroleum products for domestic use, in spite of the government huge investment on the refineries. Buhari spoke at a luncheon organised for him during his two-day official visit to Ogun State, on Tuesday, and also commended Governor Ibikunle Amosun for the rapid transformation of the state within five years of his administration. His words: “I appreciate President Olusegun Obasanjo for making me the Minister of Petroleum; for three years, he tolerated me. During that period we built Warri and Kaduna refineries. We laid so many pipelines and then we were exporting refined petroleum products. But what do we have today? I want to stop here,” Buhari said. He, however, commended Amosun for his administration’s achievement in the area of infrastructural development of the state. The Independent National Electoral Commission (INEC) has released timetable for the conduct of the various rerun elections in federal and state constituencies and senatorial districts across the country. It confirmed this in a statement, on Tuesday, in Abuja. The body said that the rerun elections would be conducted between February 13 and March 19. It would be recalled that the Court of Appeal had nullified 69 out of the State and Federal elections conducted by INEC in 2015 and ordered a rerun. The elections would be conducted in constituencies and senatorial districts across 16 states.

He said the increment was meant to attract investors into the power sector, since only a few among them were willing to invest there. Supreme Court on Tuesday in a separate judgments affirmed the elections of three Governors; Senator Abiola Ajimobi of Oyo State, Senator Ifeanyi Okowa of Delta State and Alhaji Ibrahim Gaidam of Yobe State as dully elected during the April 11, 2015 polls in their states. The apex court, in a unanimous judgments of a seven-member panel of justices headed by Justice Walter Onnoghen dismissed the appeals challenging the elections of the three governors. Senator Rashidi Ladoja of the Accord Party had challenged Governor Ajimobi’s victory in the election conducted by the Independent National Electoral Commis-
sion (INEC).Governor Ajimobi contested under the All Progressives Congress(APC) and Ladoja had urged the apex court to set aside the judgment of Court of Appeal, Ibadan Division. In a brief judgment, Justice Clara Binta Ogunbiyi who delivered the lead judgement, held that Ladoja’s appeal before the court lacks merit and constituted gross abuse of court process. She reserved the details of her reasons for the decision till Monday, February 15, 2016. Other justices on the panel; Justice Walter Onnoghen, Justice Mary Peter-Odili, Justice Sylvester Ngwuta, Justice John Iyang Okoro, Justice Musa Dattijo and Justice Amiru Sanusi agreed with the judgment. In the same vein, the
apex court also upheld the election of Governor Ifeanyi Okowa of Delta state who contested the election on the platform of the PDP. Responding to a question, on Tuesday, by a member of the House of Representatives Committee on Climate Change, Rep. Fesus Nimani (PDP-Rivers), Adamu said that allocating funds in the 2016 budget for projects in the Niger Delta region would amount to the replication of funds since
funds were provided by international donor agencies for projects in the oil-rich region. “There is nothing appreciable for the Niger Delta region with regard to ecological fund in the 2016 budget. This is strange considering the ecological challenges people in the region face daily. The food we eat and water we drink contains crude oil deposits”, Nimani observed. Adamu said that, “I have mentioned that most of the programmes related to climate change have been captured in the river basins we
have in the country. There are lots of programmes embedded in that programme. “In the case of the Niger Delta Basin Authority, which covers about 10 countries, with 360 projects, they are funded by international bodies. Most of these projects have already been captured under these international projects, so there is no need to bring them into the national budget. By The Minister of Transport, Hon. Rotimi Amaechi, on Tuesday, charged members of the Plateau State executive council to eschew corruption in running the affairs of the state. He further admonished the commissioners to have good relationship with the state legislative arm. Amaechi made this offer during the opening ceremony of a four- day strategic retreat to train members of the state’s executives with the theme: “Delivering effective service at an era of dwindling resources,” holding at National Institute for Policy and Strategic Studies (NIPSS) Kuru, near Jos. According to him, “I don’t like corruption; that is why I don’t love money.” He stated that the key to the
success of the government was for the commissioners to keep a good relationship with the state’s legislature. The Minister stressed that the House might not be superior to the Governor, but can be superior to the members of the state executive council. He said: “The legislatures are superior to the Commissioners, as stipulated by the law, so don’t disregard them. Honesty and transparency is the most important key to exhibit,” Amaechi advised.

day, told the court that she was the only one that was legally married to her late husband as she engaged in Court, Church and Traditional marriage, unlike the other wives who only had the traditional marriage but noting that neither her nor her children were directors and shareholders of the company’s properties OTL.
She had on behalf of her two under-aged children, Afamefuna and Nwachukwu dragged Ojukwu Transport Limited and seven others before a Lagos State High Court, sitting at Igbosere, over an alleged move by the family to eject her sons from the company’s properties located in Lagos.
She had asked the court to declare that her children were entitled to the possession and occupation of one of the properties known as No 29 Oyinkan Abayomi Street, Ikoyi Lagos until the harmonisation of the management and administration of the assets of the first defendant OTL.

New chairmen for PDP, BoT emerge tomorrow? All things being equal, there are possibilities that a new National Chairman of the Peoples Democratic Party (PDP) may emerge tomorrow, Thursday. Besides, a new chairman may also be appointed for the party’s Board of Trustees (BoT). Towards this end, the party has already fixed a meeting of its National Executive Committee (NEC) for that day, possibly to appoint a substantive National Chairman which it lacked since its chairman, Alhaji Adamu Muazu, a former governor of Bauchi State unceremoniously resigned his appointment following the disastrous outing of the party in last year’s general election where it lost the presidency after its routing by the then opposition All Progressives Congress (APC). Ahead of Thursday, a lot of political horse-trading has already began among politicians from the zones jostling to fill the position. The party has already zoned the post to the North- east where the erstwhile chairman hails from. There are reports that the North-east and South- west caucuses of the party have sealed a deal to ensure that whoever emerges from the North-east gets only a six- month tenure, while someone from the south-west will take over subsequently. While I am aware of the significant challenges that persist, I have come to agree with Professor Rotimi Suberu on the desirability of incremental over radical alterations of Nigeria’s federal structure. The refining of federalism should be a key component of the work of the Ibadan School. “Conglomerate Governance is one of Nigeria’s major contributions to the governing of culturally and religiously complex countries. The notion of Nigeria as diverse communities, and how governmental institutions must harmonize with these perspectives. Even more, the erosion of state systems in many countries today, especially in other plural societies, suggests the wider importance of conglomerate governance to peace and stability. Policymakers and thinkers, especially in large democracies of the less-developed world, must take it up. How Iowa caucuses ignited the US presidential race Donald Trump humbled and Hillary Clinton in a virtual tie with Bernie Sanders as first test trips up front-runners while emboldening challengers After all the polls, the punditry and the predictions, Iowa set the election race alight on Monday night, with Ted Cruz taking first blood in the Republican race and demonstrating to Hillary Clinton that she has an almighty fight on her hands against Bernie Sanders. The state also delivered a new sight: humble Trump. Less than three hours after caucusing began, the supposed Republican front-runner conceded defeat to Mr Cruz, the Texas senator, in his first major test. “On June 16, when we started this journey, I was told by everybody, do not go to Iowa,” he said. “They said don’t do it, I said I have to do it. “And, we finished second, and let me tell you something, I’m honoured, I’m just honoured. I want to congratulate Ted, and I want to thank all of the incredible candidates including Mike Huckabee, who’s become a really good friend of mine.” The results mark the first shake-out, as probables cement their position as contenders and possibles fall by the way. It was always going to be this way. The state’s caucus system is notoriously hard to predict, particularly with 11 Republican candidates confusing the picture further. The Ibadan School can draw on a wealth of intellectual resources, as well as the experiences of its 36 states. “ Moreover, the sharp drop in global oil prices, China’s overseas trade, and the Nigerian currency and foreign reserves bring to the forefront, once again, the primacy of prudent state economic management. On religion, he said Societies worldwide are being torn asunder by religiously-motivated conflicts. His words: “Religion is a vital dimension of the Nigerian experience. Christian evangelism is just as propulsive as Islamism, while traditional belief systems are resilient. Often a subsidiary concern of social, and especially political, science research, religion and the public sphere must now be given higher attention by academic and policy researchers. “Despite the continuing violent conflicts with religious ramifications in Nigeria, we know how much this nation has accomplished in the accommodation of religious diversity. The large number of state, faith-based, and other organizations, that have been created in Nigeria must be strengthened and nurtured for the long struggle ahead to make religion a source of amity rather than enmity among peoples”, he added. On security efforts to strengthen democracy, he said: “Our era is one of permanent war. Military expenditures will consume substantial proportions of national budgets. Cyber warfare and data mining enhance insecurities. Trust, the essential ingredient of social life, is being driven behind ideological, ethnic, and sectarian ramparts. “The post-Cold War interlude of western and especially American hegemony was short-lived. Militaries, such as Nigeria’s, can no longer contain and overcome security threats without significant assistance from other countries. Former colonial nations, especially France, have resumed a major role in African security affairs, and so do African states with robust intelligence operations and armies. American drone bases and special forces are expanding operations in Africa commensurate with perceived threats, especially from jihadist insurgencies. “What role can the Ibadan School play with regard to this changing and complex security environment? Collective security cannot be left up wholly to the world of military and intelligence experts. Sites are needed in which discussion and analysis can take place between such experts and their civil counterparts. Civil and military experts can also benefit from conversations and debates outside the echo chambersof their professions. I look forward to exploring how assistance can be provided to expand similar forums in Nigeria. He revealed that it came as a surprise that Robert M. Gates, a former director of the American Central Intelligence Agency and Secretary of Defense under both Republican and Democratic presidents, would add his voice to this chorus of dismay about “democratic dysfunctionality”. “On January 26, at a meeting of the Chicago Council on Global Affairs, Mr. Gates’ concerns about the U.S. government applied uncannily to Nigeria. He advocated the centrality of institutions and how the failure to fix them would have catastrophic consequences. Incompetence and corruption, he claimed, were growing exponentially in government bureaucracies of which he named several. “How, he asked, do you reform broken institutions; make them cost-effective; reform the public service in the midst of a dysfunctional political environment; achieve a buy-in from civil servants for bureaucratic reform and modernization? What is the role of leadership in the change process and the tools needed to motivate and empower subordinates in the public service? Mr. Gates concluded on an optimistic note: “Public institutions can be reformed. They can be shaped to succeed.” “To conclude, I refer you to the arguments made in my first paper following the 2012 Pretoria conference: “Industrial Policies in Contemporary Africa: The Transition from Prebendal to Developmental Governance.”[2] I argued for the promotion of a “facilitative state” which required the dynamic coordination of four factors: leadership, institutions, culture, and resources. The transition from
prebendal to developmental governance, I contended, is possible under both authoritarian and democratic auspices. In either case, however, “a macro-institutional rupture” is necessary. Such a rupture implies a fundamental break from doing things in ways that have never, and will never, work. [3] “The Ibadan School of Government and Public Policy should aim to be not just a School of Governance, but a School of Transformative Governance and Effective Democracy. As Professor Olukotun points out at the start of his column published just days ago, the Nigerian Challenge
has echoes worldwide: “The failure, often catastrophic, of governments and institutions to deliver social goods, because of mismanagement, corruption, or indifference in varying combinations is a distinct feature of our era, not just in Nigeria, but across the globe.” One of his recommendations goes to the nub of the challenge the Ibadan School should address: “Government must embark upon massive institutional renewal backed up with public performance contracts and a charter of service for key government departments.” The essential conversation on the Nigeria Challenge is underway”, he stressed.

of Staff (COS) to President Muhammadu Buhari, Mallam Abba Kyari, on Tuesday, warned workers in the State House against leaking official letters or sitting on files, threatening that tough sanctions await anybody caught in such acts. The CoS spoke at the send forth of four staff members who either retired or were redeployed or posted to foreign mission from the State House. His words: ``But just one thing we cannot tolerate is letters and information going out of this office. I have
seen one with my signature shown to me. ``So I do not know who that is; I do not know why anyone should do that but please make sure that that does not happen. ``Anything that is written, it will come out anyway; it is not a secret; but the bad thing is for it to come out before it is publicly made by the relevant authorities. ``So please don’t fall into this trap of somebody asking you to bring a letter, because if by accident you are found or the letter traced to you clearly, it would not be something that we would tolerate.’’ Accordingly, the Presi-
dent’s man told the workers to remain disciplined, dedicated to their duty, shun gossips in the office and move correspondences faster. ``Those of us who are remaining here, we should remain and rededicate ourselves not make rooms for small talks or gossip; concentrate and do your job. ``What I want to announce now is that very soon when a full team is constituted, the turn-around for any mail should not be more than 48 hours. ``If you think you can’t turn it out within 48 hours then I should know why. Maybe you have to ask some questions from somewhere.
``Please, let no mail remain on any body’s desk for more than 48 hours,’’ Kyari warned. If it fails to work, it will fail for all of us. ``If you think there is a passport for you to go to Europe or go to America, there is no single person who does not have an extended family. ``You can go but you are leaving your family behind.”
According to him, efforts should be made to save the country from crisis adding, ``We have a President whose only asset is his personal integrity. I do not want anything that will touch his integrity. First arraigned before Justice Mudashiru Oniyangi on February 2, 2013, their matter was reassigned to Justice Adebukola Banjoko after Oniyangi was elevated to the Court of Appeal. After an objection again before Justice Banjoko, the case was again reassigned to Justice Otaluka. The defendants were alleged to have conspired, in April 2012, to demand $3million gratification from Otedola to remove his firm from the list of oil companies indicted for the scam.
The prosecution team, led by Adegboyega Awomolo, had argued before the court, that the offence contravened the provisions of Section 26 (1) (c) of the Corrupt Practices and Other Related Offences Act, 2000, and punishable under Section 8 (1) of the same act. Emenalo was separately accused in Count 7 of receiving $120,000 as gratification from Otedola for the same purpose, an offence which violates Section 10 (a)(ii) of ICPC Act, 2000 and punishable under Section 10 of the same Act. Having pleaded not guilty to the charges, Justice Banjoko ordered the accused to continue with the bail conditions granted by Oniyangi.

Members of the Enugu State House of Assembly, on Tuesday, passed the state’s 2016 Budget Appropriation of N85.1, after effecting some amendments to it. A wing of the Nigeria Labour Congress (NLC) – the Nigerian Union of Teachers (NUT) at its annual solemn assembly, held at the Teachers House, in Minna, on Tuesday, devoted most of the prayer session to asking God to touch the hearts of the political leaders, in the state, to succumb to their request. Even the clergymen, who led the prayers, joined in asking God to answer the prayers of the workers in the state, because the contributory pension scheme had become a conduit pipe for the siphoning of workers’ hard earned income. Malam Usman Abdullahi and Prophet Dr. Tayo Alabi presented the exhortation for the Muslim and Christian members in the assembly. Abdullahi specifically asked the leadership in the state to scrap the 7.5 percent deduction and refund the contributions of the workers to them.

Letter to the Pope

hen the last unthinkable and unima ginable experience dawned onmy person coupled with the other recently encountered ones, I felt itwas high time I wrote the Pope. However, it could be untimely, if nottoo late, but I am strongly of the view that ‘it’s better late than never’. Mind you; the ‘Pope’ in the above topic does not signify the man residing in the Vatican; rather, it represents the leader of all religious institutions in the world, particularly Nigeria. Thus, you are to adhere strictly to the logical rather than its literal meaning. Dear Pope, I sincerely tender this epistle in my lonely mood. The manifestation of this candid epistle is solely attributable to the invariable obnoxious scenes as well as melodramas regarding our religious leaders. Of course, I’m convinced that you might have heard of some of them; notwithstanding, I promise to painstakingly list virtually all in this letter. It’s no longer news, to hear that pastor rapes church member, pastor rapes colleague’s wife in
the church, Imam caught in the act, Alhaja and Imam caught having sex during Ramadan period, pastors offer politicians’ pulpits, $9.3 million cash found in pastor’s jet, Reverend father caught in gay act, have been making banner headlines across the globe. However, these, were alleged cases, but how would a clergy be traceable to such ungodly stories? If someone who calls himself a ‘man of God’ distanced his person from any thought, action, inaction, practice, that could lead to any social scandal, he wouldn’t in any way be found wanting. It is apparent and appalling that most religious institutions no longer preach salvation; rather, they prefer laying emphasis on financial prosperity thereby making the poor or less-privileged ones see poverty as curse or a reward for sins. Poverty is a disease, that no doubt can be cured or addressed, but not a curse. What about places where offering is conducted more than five times like a social club? In this case, the rich would be dancing gleefully, to where they would willingly tender their offerings regardless of the number of times; while the financially poor ones in are also be expected to follow suit. Sincerely, everyone in his/her right senses prays to see churches or mosques make positive impact on the
society but it is so disheartening to acknowledge that the flood of these bodies constitutes more social, financial as well as spiritual problems in the society. It is not unusual now for someone to be told by a spiritual/religious director that his old mother is responsible for his predicaments. We are aware that tuition fees for all private citadels of learning, especially the universities that are owned and managed by religious bodies are indeed astronomical and for average citizen let alone the poor. However, it is amazing that poor parents/guardians who could not afford these fees contributed immensely to the establishment of such institutions. It is obvious that churches and mosques do not pay tax but if they continue with the culture of commercialisation, governments may be tempted to ask them to pay tax. A few weeks ago, I worshipped at one of the Catholic Churches in Lagos State where the ‘Parish Priest’ told the congregation, that completion of the secondary school building was far-fetched because parishioners had not been donating generously. I am not worried with asking church members to assist in building projects. My worry is that the downtrodden are tasked whenever such issue is raised. Rather than help them combat poverty in their respective
homes, they usually extorted by their ‘religious leaders’. As a clergy, you are not reckoned with if you do not perform miracles. To say the least; the search for miracle, has succeeded in making several genuine worship centres lose membership to those known for miracles. Almost every shop at street corners has been converted to church, mosque, prayer ministries, healing centre, and what have you. Similarly, congregants no longer worship or praise quietly as loud speakers have taken over thereby producing cacophonies in the guise of ‘worshipping’. Today, our religious leaders are indulging in political matters, which is contrary to their spiritual calling. These clergy campaign for political aspirants or allow them to speak from their pulpits for a token. Religious bodies are to work towards actualising good governance and not take part in politics. Religion is regarded as ‘opium of the masses’; as it is the only place the needy, frustrated ones, could be emancipated. Therefore, if such institution is abused, it signifies that the society is liable to encounter unforeseen comatose circumstance. his is not necessarily so, as portfolio investors are very fickle and they and foreign direct investors are more motivated by the best returns they can get . According to information from CBN, the fall in the price of oil has reduced monthly earnings from $3.2 billion to about $1 billion. At the same time, request for forex jumped from N148 billion because the monthly possible rate of depletion ($4.6 billion) is higher than the actual rate of addition ($1billion) by almost a ratio of five to one. Given that most of our forex is from oil, what is the guarantee that the black market rate will not adjust upward. The fact is that whether we devalue or not, we still have a supply and demand problem and some form of rationing might be unavoidable. Buhari leads the anti-devaluation vanguard. According to his camp, devaluation will hurt the poor, compound our economic woes, and it holds little value as an importdependent country. As stated, the pain of devaluation is real, a pain that will be compounded by increase in energy cost. If we devalue,
the official price of petrol is likely to go up by 50% or so. The benefit that should accrue due to fall in price of crude oil will transform to higher prices for imported refined products. Because we have not fully deregulated, government will either subsidise the increase or pass it to consumers. When Buhari says that devaluation only benefits countries that export goods and services, there is a tendency to sneer or to put it down to a suspected statist or dirigisme impulse. However, there is an economic theory behind this position. It is called the MarshallLerner Condition. Named after two renowned economists, Sir Alfred Marshall and Abba Lerner. This theory states that for currency devaluation to have positive impact on a country’s balance of trade, the demand for import and export must be elastic, meaning a slight change in price will significantly affect demand, leading to significant fall in expenditure on imports and significant rise in income from exports. But Nigeria will not benefit from devaluation because the MarshallLerner Condition does not exist. We are import-dependent and because devaluation will not make our oil

There is a difference between devaluation as a deliberate policy for improving balance of trade terms and forced devaluation by a decline in economic fortunes or the mismanagement of our fortunes. With changes in our oil-fuelled fortunes and resultant mismatch between supply and demand for dollar, the price of dollar against the Naira cannot remain unaffected. The only way we can keep the rate the same is if we had built up massive foreign reserves in the time of plenty. We did not. Therefore, something has to give. Most of the so-called petrolcurrencies have taken a hit: the Canadian dollar fell to an 11-year low last year; the Norwegian Krone by 26% since 2014; Colombian Peso, by 38%; Brazilian Real, 42%; and Russian Ruble, by 49%. Fall in the value of the Naira is almost inevitable. Holding on to your forex rate in the face of almost 80% fall in the price of 95% of your export is akin to insisting on protecting yourself from a massive rainstorm with a torn umbrella. While noting that
the inflationary impact of devaluation is real, its real effect may be a bit exaggerated. In November 2014, CBN devalued the Naira from N155 to N168 to a dollar; again to N199 to a dollar in February 2015. Combined, that is 28% devaluation. It affected inflation but not in the same proportion. Inflation was 7.9% in November 2014 and is just 9.6% now. Besides, there will always be tradeoffs. With such a plunge in revenue, it will be difficult to keep external reserves, exchange and inflation rates same. Something must give. In sum, the two sides have their points but they lack the certainty they are invested with. It is good for us to recast the debate from the narrow mould of one option is painful and the other is pain-free. Nothing can be farther from the truth. No matter what option, there will be serious costs. Rather than the ideological righteousness and haughtiness displayed by both sides, what we need is a very practical approach, one that acknowledges the costs, puts an empirical value on them, chooses the less costly option to our people and the economy, and act before the costs are further compounded. Federal High Court in Lagos on Tuesday heard how former Director-General of Nigerian Maritime Administration and Safety Agency (NIMASA), Patrick Akpobolokemi and six others paid three companies the sum of N905, 800,000 for a contract not executed. Obilor, a Managing Director of the companies, Ace Prosthesis Limited, Seabulk Offshore Limited and Southern Offshore Limited told the court that the money was paid into the companies’ two
bank accounts even though he did not tender any proposal or carry out any contract for NIMASA. Akpobolokemi is standing trial before Justice Ibrahim Buba along with three others : Captain Ezekiel Agaba, Ekene Nwakuche, Governor Juan – and three companies, namely Blockz and Stonz Limited, Kenzo Logistics Limited and Al-Kenzo Logistic Limited. The Economic and Financial Crimes Commission (EFCC), had instituted a 22 count charge against them accusing them of
converting a total sum of N2, 658,957,666 between December 23, 2013 and May 28 this year. The defendants pleaded not guilty to all the counts. Led in evidence by EFCC counsel, Rotimi Oyedepo, Obilor disclosed that the sum of N437million was paid to Ace Prosthesis Limited, while N402 million was paid to Seabulk Offshore Limited and N66.8 million was paid to Southern Offshore Limited respectively. On how his companies got the contract, Obilor told that court that he was approached by Cap-
tain Ezekiel Agaba (2nd defendants) that his companies have been awarded a contract to assist NIMASA meet the International Ship and Port Facility Security (ISPS) Code for 2014. He also told the court that shortly after the money was paid, he was told by the second defendant to stay execution on the contract. He also disclosed that the second defendant later directed him to transfer the money into different accounts until N54 million was left in the accounts.
NDDC seeks EFCC’s collaboration

Acting Managing Director of Niger Delta Development Commission (NDDC), Mrs. Ibim Semenitari, has called for the support and collaboration of the Economic and Financial Crimes Commission (EFCC), in helping the agency fulfill its mandate as an intervention agency. She made the appeal on February 1, 2016, when she led a management team of the Commission on a visit to the SouthSouth Zonal office of the EFCC, in Port Harcourt, Rivers State. Semenitari noted that the
EFCC and NDDC had been working in close collaboration over the years and promised the Commission’s assistance in helping the EFCC zonal office discharge its responsibilities in terms of checking all forms of corruption and financial crimes. She urged the Commission to step up its sensitisation efforts to educate Nigerians on the dangers of corruption. The NDDC boss expressed confidence that her visit to the EFCC would impact positively on her efforts to restructure the agency.

TETFund commits N100bn to ICT in higher institutions in 2 yrs Stories by Augustine Okezie Executive Secretary of Tertiary Education Trust Fund (TETFund), Prof. Suleiman Bogoro, has disclosed that the agency spent N100 billion on Information Communication Technology (ICT) in higher institutions in the last two years. Bogoro made the disclosure in Abuja while receiving the CISCO Strategic Partnership Award, which was conferred on TETFund. According to him, the development of ICT is very important to enable Nigeria to catch up with the rest of the technology-driven world. ``I can say that in the last two years, the least we have spent on ICT in tertiary institutions is over N100 billion. This award is symbolic; it means a lot to us as an intervention agency; CISCO is an international brand in ICT because of its capacity. The award shows that what we are doing in the education sector

Nigeria, Pakistan seek closer cooperation in Education Nigeria and the Islamic Republic of Pakistan have agreed to scale-up their relations in the area of Education. The Federal Government has reiterated its commitment to promoting the teaching and learning of French language in Nigeria especially at the basic education level. Minister of State for Education, Professor Anthony Anwukah, who described French language as strategic for Nigeria which is surrounded by French speaking neighbours, stressed that for effective communication on the international scene, efforts must be sustained to ensure that Nigerians are able to speak, read and write the language. The Minister, who was speaking during a courtesy call on him by the French Ambassador to Nigeria, Mr. Denys Gaver, observed that the shortage of teachers in the subject at basic and post basic levels is a major challenge in achieving the desired result. He called on the French government to continue to support Nigeria through training and retraining of her French teachers. He further announced that French Language Clinics have been established in six Federal Government Colleges to further enhance the study of the language by the Nigerian Government.
Earlier, the French Ambassador, Mr. Denys Daver restated the resolve of his government to continue to support programmes aimed at advancing the study of French in Nigeria. The Ambassador, who was represented by the Education Attache in the Embassy, Mr. Daniel Rignault, reaffirmed the determination of the French Government to support Nigeria. The Director of Basic and Secondary Education in the Ministry of Education, Mrs. Anne Okonkwo, in her remark, said in recognition of the importance of French as an international language, the Federal Government has declared it as Nigeria’s second official language and has done everything to promote its understanding. She said that the Ministry got some appropriation in the 2015 Budget which enabled it to establish the six French Language Clinics in six Federal Government Colleges to start with. The benefiting schools are Federal Government Colleges Bauchi, Warri, Enugu, Kaduna as well as Federal Government Girls’ College Ikirun.
UNIABUJA set to conduct research on sickle cell, hypertension The University of Abuja has expressed its readiness to conduct extensive research aimed at facilitating improvement in the production of drugs for the treatment of sickle cell disease (SCD) and hypertension. Vice Chancellor of the university, Professor Michael Adikwu, who made the declaration in Abuja when he received a team from GSK which was on the main campus and the University of Abuja Teaching Hospital to inspect facilities for a trial pharmaceutical laboratory which is expected to focus research on three combinations of medications namely: Amlodipine-Lisnopril, Lisnopril-Thiazide and Amlodipine- Thiazide for the treatment of hypertension cases, said the university has already set up a centre of excellence for sickle cell disease research and control and that it would also benefit from a 25 million pounds grant to Africa by Glaxo Smith Kline, (GSK) London meant for further research on the efficacy of the three existing drugs for the management of hypertension. Adikwu also assured the medical research team that the university cherished the confidence reposed in her as evident in the choice of the institution for sitting of the project saying that resources allocated for the project would be judiciously utilized. Meanwhile, Prof. Adikwu has appointed a senior research fellow in the University’s Department of Hematology and Blood Transfusion, Dr. Obiageli E. UNN launches E-voting system It was a feel of techno-social breakthrough and accomplishment among the students of the University of Nigeria, Nsukka, as the Nigerian University Engineering Students Association (NUESA) chapter of the school, launched the first ever Electronic Voting process of the institution. This was achieved when they successfully used the e-voting process for their NUESA general election held recently. The idea was championed by Godwin Nwangele, 400-level Electrical Engineering and Augustine Obele, 200-level Agricultural and Bio Resources Engineering. While Godwin was the Electoral Committee Chairman, Augustine was the computer programmer who wrote the programmes, designed and managed the voting site. The whole electoral process took place online, making it possible for legitimate students of the faculty to vote even from the comfort of their hostels, classrooms, and from anywhere, within the stipulated time for the election, without necessarily needing to queue up for physical accreditations and voting. The electoral commission disclosed that the reason for initiating the e-voting system was majorly to curb electoral irregularities, rigging and other forms of electoral malpractice. To ensure that only students of the faculty voted and only once, the electoral committee asked that every class representative in the faculty should supply them with their class members’ information, which the e-voting engineer used to generate peculiar voting password for ev-

While other departments complied with the directive, it was gathered, that the Class Representatives of Civil engineering department flouted the orders and supplied the committee with fake students’ information. It was alleged that they did so to sabotage the success of the electronic voting, as they had strongly opposed the new system. As a result, the students of the department of Civil Engineering were entirely shut out of the election. They were disenfranchised as a result of the attempt of their class representatives doctoring their students’ informa-
tion (Phone numbers). This sanction, however, received the approval of the Head of department of Civil Engineering and that of the Dean of Faculty of Engineering too. The website designed for the election was www.4elections.com. It was designed using a software called Notepad++. After the data of the candidates vying for different positions were properly updated on the site and all the students fully registered, the site was opened for voting from 12:00pm to 4:00pm of the Election Day. The website was designed in such a way that when a student votes, his registration number would indicate on the site for public view but the candidate he voted for could only be accessed by the site administrators. At
the end of the voting, the results were presented to the Dean of the Faculty for confirmation, before they were announced. About one thousand five hundred students were registered for the NUESA election voting exercise. At the end of the voting, Nzubechukwu Odenigbo polled more votes than Johnpaul Adimonyenma to become the Secretary General-elect; Laura Amajuoyi emerged the winner of the Vice Presidential race, beating Miracle Nebo and Ogochukwu Nnolum; while Joshua Dike, 500-level Mechanical Engineering, defeated two other contestants, Kingsley Ugwu and Johnson Ochiaka, to become the President-elect of NUESA. LASPOTECH rector warns new students Rector of Lagos State Polytechnic (LASPOTECH), Mr. Samuel Sogunro, has enjoined newly admitted students to study hard to achieve academic excellence. The rector also urged them to abide by the school’s rules to avoid expulsion. Sogunro spoke at the matriculation of 3,000 new students at the School of Agriculture Auditorium at a well-attended event by parents, guardians and top management of the school. The rector told the students to brace for the challenges ahead, saying the institution would not compromise its standards in favour of any student. He also advised them against joining groups not registered with the Students’ Affairs Unit of the polytechnic, adding that membership of unlawful club attracts severe sanction. Speaking on the modality of admission, Sogunro said the polytechnic emphasised on academic competence in its selection process. He said: “We have been strict in our selection process because we are anxious about maintaining acceptable academic standard. We also want reasonable good candidates, and we try hard to produce good graduates who will be able to compete with their peers anywhere in the world.” The institution’s Public Relations Officer, Olanrewaju Kuye, assured that the polytechnic would provide conducive environment for the students to attain their academic pursuits.

Why does WAEC believe in e-marking? ÏÏÏ
I would be happy if the TIMESEARCH could help find out from the West African Examinations Council Headquarters Yaba-Lagos why the Council believes in e-Marking than the manual marking. This is of important to every parent and candidates who are still sitting for the examination because it is of paramount importance to them. Years ago, there was nothing like the e-marking and candidates and parents were much more relaxed then when the socalled electronic marking was introduced. At this juncture, it would be of paramount interest to know why the Council is now bent on emarking than the manual marking. WAEC has been a thorn on our flesh and it would be a relief if the TIMESEARCH could please come to our aid and shed more light on this issue once and for all. suf, who made it known to the TIMESEARCH, that according to the research work co-authored by Dr. Iyi Uwadiae, Registrar of Council and Dr. (Mrs.) Modupe Oke, Deputy Registrar, Head of WAEC National Office, Lagos, that e-marking is more effective and efficient than the manual marking of WASSCE. According to the WAEC spokesman, this was at the monthly seminar held at the recently. It was gathered that the West African Senior School Certificate Examination (WASSCE) in 37 subjects have three components: multiple choice, essay and practical papers. The essay and practical papers have over the years been manually scored. As a result of the large candidates for the examination, WAEC engages large number of examiners for the manual scoring of candidates’ scripts. The involvement of such a large number of examiners at marking venues spread over the country has financial and consistency of scoring implications. In answer to a question, the WAEC spokesman revealed that the major challenges of
manual scoring of candidates’ scripts, hence in 1993, the examination body investigated the inter-rater reliability of Oral English assessment in the Senior School Certificate Examination (SSCE). The findings however showed a wide discrepancy in the scores awarded by the examiners to the same set of students. Investigations revealed further that another study was conducted by WAEC in 1999 to determine the inter-rater reliability of the essay papers for the purpose of ensuring comparable score from examiners. Findings from the study revealed that there were significant differences in the mean scores awarded by the same examiners upon repeated marking. However, WAEC recognises coordination meetings where all the examiners familiarised with the marking schemes and their application and the scoring standardised. The scripts were vetted by Team LeadersIn-Charge and Chief Examiners in order to enhance the reliability of the scores. In addition, the recorded scores were checked with the scripts by checkers.
Have other states stopped payment of WAEC fees for candidates? ÏÏÏIn
the TIMESEARCH Column two weeks ago, I read that some states are no more paying for candidates’ fees in writing their WAEC examinations, unlike before, when all states virtually paid all their candidates’ WAEC fees. Example is Osun State which boldly made it known to parents that they should pay half of their children or wards WAEC fees unlike before when the state had to take full responsibility. This information is welcomed to enable parents get prepared for the payment of their children’s fees. My aim of writing this letter to the TIMESEARCH is to let us in other states know if our states are also involved in this exercise, so that we could be ready for the payment of our children and wards WAEC fees when the time comes. Does it mean WAEC does not
want to grant credit facilities to state governments including those earlier indebted to it as a demonstration of its commitment to national development and growth? I was very happy when I read the report in the TIMESEARCH page, and for this reason, I would be very happy to know what my state is up to in this regard (name of state withheld) to enable me know how to be prepared in the payment of my siblings WAEC fees this year. TIMESEARCH help find out form the West African Examinations Council if my result is ready for collection because the last time I contacted the my School which I sat for the WASSCE examination, I was told I should call back as WAEC was yet to release results as at when I called on the school. It is three months ago that I have contacted the school, but I am yet to hear anything concerning the release of my result to the school. Victor, your case could not be tabled before the WAEC Headquarters in Lagos because you failed to produce the necessary information needed for the Council to look into its records to know if your result have been released or not. According to the WAEC spokesman, Mr. Ari, you failed to mention the nature of the examination, the centre and registration number as well as the subjects involved. That apart, you also failed to mention the year you wrote the examination, as well as the school where you wrote the examination. Without the aforementioned information, there is nothing the Council could do to know how to tackle your plight.

Petroleum Ministry, Defence Hqrts strategise on pipeline protection Lateef Ibrahim Abuja
ÎÎÎThe Ministry of Petroleum Resources and the Defence Headquarters (DHQ) are, presently, perfecting a synergy towards curbing the menace of crude oil theft and pipelines vandalism in the country. Towards this end, the Minister of State for Petroleum Resources, Dr. Ibe Kachikwu was at the Defence Headquarters, on Tuesday, where he was briefed by a high-powered committee set up to work out action-
able modality for the protection of oil and gas pipelines. This was contained in a statement, on Tuesday, by the acting Director of Defence Information, BrigGeneral Rabe Abubakar, in Abuja. It would be recalled that the issue of oil theft and pipelines vandalism was extensively discussed, a few months ago, when Kachikwu, who was then the Group Managing Director (GMD) of the Nigerian National Petroleum Corporation (NNPC), visited the
DHQ. The aftermath of that visit was the setting up of a body to provide guidelines for the protection of oil and gas pipelines by the Chief of Defence Staff (CDS), General Gabriel Olonisakin. The Committee, which was headed by Rear Admiral Joseph Okojie, was composed of the Military, Police, the Civil Defence, the Department of State Service, NNPC, the Economic and Financial Crimes Commission (EFCC), Nigerian Ports Authority (NPA),
Department of Petroleum Resources, Nigerian Maritime and Space Agency (NIMASA) and other relevant stakeholders. The statement by Abubakar showed that during interaction on the report, both the Minister and the CDS agreed that the involvement of host communities was very paramount in the success of any action to be taken. The military, the CDS agreed, would play a major role in quick response, while acquisition of new technology would be also
vital for the holistic intervention in the emerging modality for the oil and gas pipelines protection. The CDS, according to the statement, further reiterated the Military’s commitment to securing the national critical infrastructure and warned that any act of criminality, such as pipelines vandalism and other sabotage would not be condoned. He added that such groups or individuals engaging in such criminality would be dealt with according to the law.
Boko Haram: Saraki condemns Dalori attacks ÎÎÎSenate
President, Dr. Abubakar Bukola Saraki, on Tuesday, condemned, in strong terms, the recent Boko Haram attacks in Dalori, Borno State, where scores of people were reportedly killed and others injured. In a statement by his Special Adviser, Media and Publicity, Yusuph Olaniyonu, in Abuja, Saraki described the Boko Haram attacks against women and children on the outskirts of Maiduguri as unacceptable coming at a time the nation had recorded so much gain in the fight against corruption and when the governor, Alhaji Kashim Shettima, had commenced the process of rehabilitation and reconstruction. He urged the security agencies to ensure that such barbaric attacks do not detract from the success they had recorded in the war against insurgency so far, by immediately extending their security cover and intelligence gathering mechanism to remote and isolated villages in the north-east region. Saraki said: “I condemn in totality this barbaric attack on mostly women and children in Dalori village. By all standards these are defenceless and vulnerable groups.

All are drawn to the shop not only for the decor, but also for the ambiance and the wares on display cost of which doesn’t often break the budget. I wanted to sit down and rub elbows with friends and acquaintances. At the shop were Temi and Ambavi, my friend’s adorable daughters. - We’ve gone through the Daara series, said Temi. - Oh really! Did you enjoy reading the books? I asked. - Oh yes! The two chorused. - Which of the stories do you like best? - I like ‘Daara’s New School’, said Ambavi. - I prefer ‘Sox Goes To School With Daara’, replied Temi. - Interesting. And what don’t you like in the other three? - Not that I dislike the other three. - You know very well we’re here to collect your unpublished stories for children. I brought out the manuscripts. They ooh(ed) and aah(ed) over the sheets of papers as they browsed through them. - How long does it take you to write a story? - Can’t say. It depends on the inspiration. And then I told them that the writer is just like the photographer, the painter, the sculptor. In that the writer captivates the moment in words. I capture the moment And make it mine With different words I paint the moment On the canvass that Becomes the reader’s mind I was elated with their
excited voices. But nagging in one corner of my mind was the hope that I might not fall from this citadel into which these two young ladies already elevated me. That’s really the fear of most writers the fear of being rejected by the reader. I can’t say which hurts most being rejected by one’s lover or being rejected by one’s audience. After the young women’s departure, I entered the kitchen. Well, let’s put the kettle on. And that was when disaster almost struck. The kettle was on fire from its’ cord. I kept my cool, switched it off and unplugged it. I thought I made a good buy when I didn’t pick a ‘Made in China’ kettle. Why do we get so many sub-standard articles from China? We used to have a Standard Organisation of Nigeria (SON). I said ‘used to’ because with the quality of goods on the market nowadays, it looks as if the organisation doesn’t exist anymore. Or it’s taking a snooze. If I hadn’t been around when the fire-incident happened ... I don’t want to think about it. A day that started on a high note was turning to something else. I don’t understand why something negative happens when one’s in a happy mood. The Yoruba say that it’s joy that kills. Could that mean that we should always ‘watch and pray’? Which brings to mind the present situation in which Olu Falae finds himself. Is it self-inflicted or can it be traced to his enemies (real and imaginary)? Seems like yesterday when we rejoiced with
him on his release from the clutches of his Fulani captors. In an interview, the Akure Chief declared that ‘... Yoruba leadership was united over my issue ...’ and that he had ‘the potential to galvanise Yoruba’. At that period, his phone rang endlessly with congratulatory messages from all over. That was then. In an earlier interview, Chief Falae said, ‘If you look at APC, the ruling party, it’s full of my friends, PDP is full of my friends ...’ Those friends should step forward and be counted. For it’s at times like these that you know ‘who your friends are, your real mates’ to quote British comedian, Jimmy Tarbuck. As at the time of the interview mentioned above, Chief Falae said that the Economic and Financial Crimes Commission (EFCC) had not yet got in touch with him. Any call now might be from the anti-graft agency (that is if they haven’t called already). Hugging the headlines a day or two ago was the agency call to those whose names had been mentioned to return the funds or be arrested. The Yoruba wouldn’t want the High Chief to experience the coldness of the cell. End of ... To change the topic to the topical - Zika virus was discovered in Uganda in 1947. Lassa virus discovered in Borno State in the 60s. Aids virus too was first discovered in Zaire now Democratic Republic of the Congo. It’s high time we exported something more potent than viruses out of Mama Africa.

We have recorded significant growth in NHRC - Prof. Angwe The National Human Rights Commission was established in 1995 in furtherance to Nigeria’s constitutional treaty and diplomatic obligations for the promotion, protection and enforcement of human rights in Nigeria. Magdalene Ukuedojor of the News Agency of Nigeria (NAN) reports that the commission was established by the Federal Government as a direct response to the resolution of the World Conference on Human Rights held in Vienna in 1993.
In the conference, member states of the UN were asked to establish and strengthen national institutions for the promotion and protection of human rights in their various countries. Since the commission was established in Nigeria more than twenty years ago, observers note that it has recorded giant strides in the fight for the actualisation and observance of fundamental human rights in the country. Prof. Ben Angwe, Executive Secretary of the commission, noted that there was significant
growth in the nature and number of complaints that came to the commission from all parts of the federation. He said at the inauguration of the commission’s 20th anniversary in Abuja recently that it was a milestone worth celebrating for its dedicated and determined vision to earn public trust and legitimacy. “In the year 2015 alone, the commission received more than 308,000 complaints from the public. “In addition to the central
complaint treatment system, the commission authorised a number of inquiries to investigate grave violations of human rights monitored in different parts of Nigeria,’’ he said. He also stated that the commission delved into public inquiry of the popular killings of some squatters in an uncompleted building in Gudu/Apo District of the FCT; an encounter that involved internal security agencies. “It has pioneered inquiry into various demolitions and forced
evictions and has recently ordered investigation into a clash between a religious group and the convoy of the Chief of Army Staff on Dec. 13 in Zaria,” he said. For the benefit of hindsight, the commission has continued intervention through special monitoring of human rights situation in the North East and parts of North West and North Central of Nigeria since the escalation of insurgency in 2011. Continued from page 26 tion with relevant stakeholders such as UNDP and the United Nations High Commission for Refugees, has trained and deployed 310 protection monitors to the affected states such as Adamawa, Borno, Yobe, Bauchi, Gombe, Taraba, Nassarawa, Plateau, Benue and the Federal Capital Territory. Angwe said the commission on the platform of its Public Interest Litigation Programme in partnership with the Nigerian Bar Association, had assigned more than one thousand cases to legal practitioners. According to him, the lawyers had filed class action suits for the enforcement of the fundamental rights of awaiting trial inmates in Nigerian prisons on the basis of pro bono (for the public good) in various courts across the country. He said that the programme had yielded desired results as many courts across the country released many awaiting trial inmates and awarded damages in their favour. In the area of prison audit which is the commission’s flagship programme, he said it had progressed from the initial periodic annual audit of prisons to daily monitoring exercise. “It has also expanded its reach of audits to other detention facilities across the states of the federation to cover facilities managed by all law enforcement agencies. “The commission now monitors agencies such as the Nigeria Police Force, Department of State Services, Economic and Financial Crimes Commission, Nigeria Customs Service, Nigerian Army, National Drug Law Enforcement Agency and Nigerian Security and Civil Defence Corps on daily basis,” he said. He noted further that the commission had grown from the initial six offices in the six geo-political zones to having offices in 24 states of the federation. Stakeholders at the inauguration noted that the commission’s activities had increased its visibility with the attendant increased access to its services by the citizens. According to them, the commission is a strong national platform for the effective promotion and protection of human rights of all persons in Nigeria. Nonetheless, he expressed concern about the conditions of detention facilities at the various offices of the Special Anti-Robbery Squad and the rising cases of ungazetted places of detention, noting that these could disrespect human rights in Nigeria. Expressing similar concern, Mrs. Funmi Falana, a lawyer and wife of Human Rights Activist, Mr Femi Falana (SAN), said ``the use of state machinery to harass whistle blowers and critics of public officers and private citizens is illegal and unconstitutional. ``It is pertinent to remind the police and the anti-graft agencies that as far back as 1983, the right of the Nigerian people to criticise public officers was upheld by the Court of Appeal’’. She observed that in spite of the avowed commitment of the government to put an end to the systematic abuse of powers by the police and other security agencies, rights were continually infringed. She, therefore, urged the Federal Government to fight corruption, end impunity, and uphold the respect for the rights of all persons under the rule of law.

Before the MPC meeting, CBN had directed banks to charge N50 per transactions in accordance with provisions of the Stamp Duties Act. CBN, the banker to Federal Government intention is meant to boost revenue base for govern-
ment in the non-oil sectors especially taxes and rates. But in recognition of the committee outcome, financial analysts widely believed that CBN has increased uncertainty in the economy and heightened exchange rate pressures. The decision to maintain status quo does not do much to support the stock market as sell pressures caused by speculation on possible naira devaluation are expected to persist. In addition, the decision is unlikely to incentivise international investors, many of whom have remained on the sidelines. Meanwhile, speculative attacks and uncertainty with regards to a possible exchange rate adjustment will continue to mount, thus weighing down on the currency. However, the committee has reiterated its unyielding commitment towards achieving a stable exchange rate regime to ensure more flexibility for sustainable inclusive economic growth in the medium to long term.

Naira falls again to N306/$1 at parallel market The nation’s currency, naira on Tuesday slightly fell against the dollar at the parallel market, selling at N306 per dollar, due to scarcity of the dollar. The naira which gained one point on Monday to exchange at N305 from N306 it exchanged at the weekend, dropped again to N306 yesterday. The Nigerian currency at the official market remains fixed by the CBN at N197 to the dollar and the apex bank’s control is unlikely to be lifted soon.
However, traders operating in the market noted that the naira had remained stable, exchanging between N305 on Monday and N306 to the dollar, despite the recent fluctuations in global oil prices. The Naira has fallen marginally against the dollar on the parallel market due to the scarcity of the greenback, even though, the CBN has removed its restrictions on commercial banks receiving and issuing forex on January 11, the dollar still remains scarce.

NCS patrol vessel collides with ship Controller of the Western Marine Command of Nigeria Customs Service (NCS), Comptroller Umar Yusuf has disclosed that one of the two patrol vessels ‘MV Group of Nine’ that were acquired last year by the service to combat smuggling is currently under repairs after it collided with another ship at berth. The patrol vessel that was yet to be commissioned is presently undergoing repairs at the Continental Shipyard in Lagos. The Western Marine Controller said the accident has led to a delay in the commissioning of the two vessels by the incumbent Comptroller General of Customs, Col. Hameed Alli (rtd). He however expressed optimism that they would be unveiled by the customs’ boss in the second week of February. He said, “This month, we are going to commission our vessels; “Customs Pride and Group of Nine” because what delayed the launching of the vessels was because there was an accident where the vessels were anchored.” “Another ship hit Group of

This is according to the Acting Director General of NIMASA, Haruna Baba Jauro while receiving the IMO Needs Assessment Team at the Headquarters of the agency in Lagos. Jauro who described the maritime sector as a major economic driver assured the team that NIMASA would not rest on its oars in ensuring that the nation’s seaports are safe and secure for business activities to thrive. “From being less than 9% compliant in 2013, I am happy to inform you that we have surpassed

Senate describes NCC, MTN impasse embarrassing Stories by Tony Nwakaegho Senate has described as embarrassing the impasse between the Nigerian Communications Commission (NCC) and MTN Nigeria over the N780 billion fine imposed on the telecoms firm last year. Chairman of Senate Committee on Communication, Mr. Gilbert Nnaji who disclosed this in an interview with journalists in Abuja, also assured that the committee will resolve the matter in a way that all the parties would be happy. NCC had in October, 2015 imposed N1.04 trillion fine on MTN for failing to fully deactivate subscribers with unregistered and incomplete Subscriber Identification Modules (SIM) cards details on its networks within the stipulated time.
The fine was later reduced to N780 billion but MTN dragged government to court over the fine, arguing that it was outrageous. However, MTN has approached the court for time to get the matter settled out of court. Nnaji, said: “We have waded into the impasse between NCC and MTN Nigeria, we have started dialogue but it is still an inhouse discussion, it will not be made known to the media until we reach a concrete agreement between NCC, MTN and the Senate Committee on Communication. The matter has become very embarrassing, but with dialogue, the matter will be resolved. We don’t want to hear that we are looking for foreign investors in the country and in the other way round, we are chasing them away. We can’t allow that to happen.”

Stock Market Report Undergraduate Bulls snatch the day as market cap settles at N8.197tr The Nigerian bourse witnessed a paltry upbeat performance at the close of trading yesterday, following a late market rally, which pushed the index level to 23,834.87 pts. The NSEASI marginally advanced by 3bps, trimming the Year-to-Date return to -16.78 per cent. The market breadth (1.21x) skewed in favour of advancers, reflecting 23 advancers as against 19 laggards. Volume traded surged by 19.56 per cent, while market turnover plunged by 52.67 per cent. Seplat, Learn Africa, Nahco, AIICO, and Fidson topped the gain-
ers chart, gaining five percent, 4.88 percent, 4.80 percent, 4.65 percent and 4.25 percent accordingly. SEC takes e-dividend registration sensitisation campaign to Lagos Stories by Azubike Nnadozie Securities & Exchange Commission (SEC) is set to commence another round of sensitization campaign on e-Dividend registration which is currently on-going in the country. This next campaign is scheduled for Lagos from February 8-11, 2016 beginning with a threeday Road Show to be rounded up with a Town Hall meeting on the last day. Last month, the Commission embarked on a robust campaign to sensitize members of the investing public on the on-going edividend registration and other initiatives that have commenced as a result of implementation of the Ten (10) year Capital Market Master Plan. The aim is to eradicate the difficulty encountered by retail investors in claiming their dividends. The SEC last year July, in collaboration with the Central Bank of Nigeria (CBN) and the Nigeria Inter-Bank Settlement System (NIBSS) launched the e-
payment platform and advised investors and all shareholders in the capital market to approach their banks/registrars to obtain an e-Dividend Mandate form for immediate processing and upload to the e-Dividend Mandate Management System (e-DMMS). However, the carrier will not able to do so until it becomes In-
ternational Air Transport Association (IATA) Operational Safety Audit (IOSA) certified. Medview awaits to be certified March 2016. The IOSA certification audit is an internationally recognised and accepted evaluation system designed to assess the operational management and control systems of an airline. IOSA uses internationally recognised audit principles and is designed to conduct audits in a standardised and
consistent manner. Airlines are re- evaluated every two years. Registering for IOSA certification and auditing is not mandatory therefore an airline that does not have IOSA certification may have either failed the IOSA audit or alternatively chosen not to participate. Small regional airlines generally don’t do the IOSA audit purely because of the cost to have the audit conducted and to imple-
ment the likely required changes. The Business Development Manager of Medview Airlines, Ishaq Na’Allah made the disclosure at an interactive session with travel agents in Abuja. Virtually all airlines in Nigeria operate to Abuja from Lagos, a route regarded as the busiest. Not only do they operate to Abuja, they also share almost the same schedule. One would have expected that two or three airlines would combine their passengers and travel in one aircraft. Most of them, particularly in the afternoon carry less than 40 passengers in a 120-seater aircraft. A more reasonable and cost effective way for the operators would be for them to agree to combine passengers in a single aircraft to take the passengers to their destination. In doing that, the operators would minimize their losses by saving aviation fuel which has shot up to the roof top, cut down on airport taxes, navigational charges and in turn become more profitable. It does not make economic sense for each airline to, for example, fly to Abuja from Lagos with few passengers.

What is that look you are rocking for 2016? I want to have my natural hair on and I want to be on fringe strictly on fringe and my virgin hair. Why fringe? I use to think fringe will not fit me. I used it for an event last year and everybody commended the look, so when I got home, I thought it wise to rock the hair look for the year. What do you go crazy about in fashion? Hmmm, I love shoes. If you go check my room, you will see them. I can just get into anything but my shoe has to be on point; my slippers, my sandals, they have to be on point. Do you use waist trainer? No I don’t because it is so uncomfortable. I used it once and I like to be very free when I’m dressed up. It is working for us girls but I can’t. Knowing that you are always one of the best dressed on red carpet, what inspires your fashion? To tell you the truth, I just think about it and say ok I want to wear skirt and blouse. I’m not that fashion person that will want to sit down and say this is what I want to wear, but I know when I was growing up, I had my fashion sense of what I want to do. For instance, making a balance with a jean and top. Even my daughter is like that now and when I look at her and my mother will tell me this was all I did while growing up too. I could remember when I have parties to attend, I will tell my mum I want to wear that red shoe on my red top. I have had that in me for a long time but when I want to go for any red carpet, I always have my concept of what I want to look like, I have and I get it, that’s all. What will you never be caught wearing on red carpet? May be skirt because I’m comfortable with jeans. I can wear jeans to red carpet but skirt, No. I’m not a skirt person. What of short skirt because you have nice legs? No, I don’t even do any. I just don’t like it. It is not that I’m thinking of anything but I just don’t like it. You will never catch me wearing it. When you go without a tie, it’s best to keep your shirt collar on the smaller side: The suit collar should be able to cover whatever’s left of the shirt. Also, it’s fine to flip up the collar of a casual cotton jacket, but when you’re dressed more formally (say, in a black suit), you should always leave the collar down. 3. Patterns always work with single shades, either as the suit or as the shirt: Find the pattern that contracts stylishly without appearing gaudy. Burberry, Checks and Polka dots always make wonderful patterns. 4. Always unfasten your jacket buttons when you sit: No exceptions. Also, never fasten the bottom button of a double-breasted jacket (unless it has only a single row of buttons). 5. A dark, patterned pocket square provides a welcome visual anchor to a light-colored suit: If you’re wearing a peach suit, a dark green and cream or navy blue and white patterned pocket square will give your suit the welcome visual it deserves. It’s all about using a darker patterned shade on cream suits. Two variations of the same color always look good together too. 6. A suit jacket should come down to the first knuckle on your thumb: Too many people are cutting short jackets now, and they just make men look too heavy in the middle. Your jacket sleeves should reveal about half an inch of shirt cuff. If they don’t, try a short size instead. 7. Undoing the button on your cuff looks kind of incomplete with the suit: It doesn’t signify quality anymore because there are plenty of working buttonholes done by machines. Keep your cuff buttons buttoned. 8. Choose fabric according to how often you’ll wear the suit jacket: The most versatile option is a soft but durable wool. Show some personality by mixing and matching patterns and shades between suits, shirts and ties —the contrast is what you’re after. 9. Your pants should sit at your waist (not your hips): You should be able to fit one finger into the waistband comfortably. 10. You MUST own a black, brown and/or burgundy red shoe: MUST. No excuse
