N
o Nigerian is oblivious of the fact that the country is going through hard times. This parlous predicament is the result of both years of economic mismanagement and dwindling revenue from oil. Due to this, most economic activities are slowly halting with attendant increasing unemployment among able-bodied Nigerians. Experts have posited that the country’s present situation could have been avoided if it had not relied solely on oil as its economic mainstay but diversified into other areas such as the mining sector. The monoculture nature of the country’s economy has left it at the whims and mercy of price fluctuations in the world’s crude oil markets. Incidentally, all indicators point to the fact that price of oil would remain depressed for the near future. That is why the call for a revival of the mining and minerals sector should be heeded. Economists, geologists and surveyors agree that Nigeria is blessed with enormous mineral resources such as coal, lignite, barite, marble, clay, tantalite, cassiterite, gold, lead, zinc, dolomite, limestone, kaolin, gypsum, bentonite, uranium, phosphate, ironore, feldspar, copper, barites, tin and bauxite. They also posit that, these minerals would not only fetch the country bountiful financial returns from their extraction, refining and sales, but also generate hundreds of thousands of jobs for Nigerians. Before the discovery of oil in 1956, the country depended on coal for generating much of its electricity and rail transportation. In addition, products like iron-ore, tin,lead,zinc and bauxites were exported for much needed foreign currency. There was time when Nigeria
was the world’s largest exporter of columbite. Today, all that remains are relics of these once mighty industries and a sad reminder of their neglect by successive administrations. For too long, the federal and state governments have ignored well-reasoned calls for the immediate exploitation of solid minerals, which, unlike oil that occurs in a few enclaves, are available in commercial quantities in every state. Estimates put it that Nigeria loses more than N10 trillion annually in unexploited gold alone. At moment mining of minerals accounts for only 0.3 per cent of Nigeria’s GDP, due to the influence of oil resources. Moreover, the domestic mining industry is underdeveloped; leading to the country having to import such commodities such as salt or iron sheets and billets that can be produced locally. Paradoxically, most bitumen used in road construction in Nigeria is currently imported. Government’s lack of attention to the extraction of these minerals is responsible for the unregulated mining activities and illegal smuggling of the products across the borders by unlicensed miners and artisans. According to Nigerian Extractive Industries and Transparency Initiative (NEITI) audit report on solid mineral operation, shows there are six buying centres, nine dredging companies, 11exporters of solid minerals, 14 medium scale mining companies, 35 commercial quarry, 54 construction quarry, eight quarry for manufacturing, bringing a total of 157 activities in the solid mineral sector of the economy. What the country now needs is a comprehensive mining policy that will facilitate massive private domestic and foreign investment.

crisis rocking one of Nigeria’s foremost Pentecostal churches, the Assemblies of God Church, turned violent on Sunday, July 19, 2015 as some pastors and their loyalists engaged in fisticuffs at its Mount Street Parish in Enugu, Enugu State. The fracas which compelled the Police to lock up the premises was the result of a fight over who among the pastors should control the church. The action of the pastors and their loyalists, when added to other deviant and uninspiring behaviours too numerous to mention
by those entrusted with the care of “God’s flock’, remains a huge embarrassment to Christians of all persuasions and a serious disincentive for would-be Christians. Not a few Nigerians are at a loss as to why a growing number of Christian clerics in Nigeria are resorting to fisticuffs and other carnal means to settle grievances which most times border on money, power, and property among other mundane matters. Increasingly nowadays, churches are wracked by crises resulting in clerics engaging in all manner of acts that bring shame on themselves, their families and the church at large. Some drag fellow clerics and even their organisations among others to courts over issues

that could be settled peacefully if the parties involved strictly adhered to the injunctions of the Holy Book. Aside the fact that by resorting to carnal means to settle grievances these clerics show that they are no different from the ‘’people of the world’’, they also make it difficult for the ‘’people of the world’’ to listen to other clerics and the laity who are doing their best to live in line with Biblical injunctions. Fact is that clerics whose quest for power, money, and property among other mundane things end up embarrassing the church are far from God. Those close to such clerics who now believe more in the ‘power of the flesh’ in settling grievances than the ‘power of the Holy Spirit’ should rein them in.

“That the Scheme of Merger between the Company, Heritage Banking Company Limited and Heritage Bank Limited indicated in the printed copy of the Scheme Document dated the 27th day of July, 2015, which has been submitted to the meeting and, for purposes of identification, endorsed by the Chairman, be and is hereby approved; and that the Directors be and are hereby authorised to consent to any modification of the Scheme that the Securities and Exchange Commission (SEC), Central Bank of Nigeria (CBN) and or the Court shall deem fit to impose and approve.”

“That the transfer of all the assets, liabilities and undertakings, including real properties and intellectual property rights of the Company to Heritage Bank Limited, upon the terms and subject to the conditions set out in the Scheme Document, be and is hereby approved without any further act or deed.”

Shareholders may vote in person or may appoint another person, whether a shareholder or not, to attend and vote in their stead. A form of proxy is being sent to each shareholder. In the case of joint shareholders, the vote of the senior holder who tenders a vote, whether in person or by proxy, will be accepted to the exclusion of the votes of the other joint holders, and for this purpose seniority will be determined by the order in which the names appear on the register of members of the Company. It is requested that the executed Proxy Form be lodged at the office of the Company Secretary, as shown on the Proxy Form, not less than 24 hours before the time appointed for the Meeting. Please note that the lodging of a Proxy Form does not prevent a shareholder from attending the meeting and voting in person should they so wish. However, in such instance, a proxy will not be entitled to attend or vote at the meeting. ÏÏÏThe family that may
produce the next Ooni of Ife may already be a done deal, going by a 1980 declaration on chieftaincy affairs by the Oyo State Government made available to the Daily Times at the weekend. The family, Giesi, is third in line among the four ruling houses in the kingdom believed to be the cradle of Yoruba ethnic nationality. However, the chiefs of the ancient town on Sunday restated their position that the foremost monarch, Oba Okunade Sijuwade, is still alive although he was conspicuously absent at the wedding of one of his children held at the weekend at the Landmark Events Centre, Victoria Island, Lagos. At the traditional wedding ceremony, no mention was made of Oba Sijuwade or the rumor swirling about his health. What was noticeable was his staff of office that was conspicuously carried by a man who stood close to the couple. Also, staff of the United Kingdom Hospital where he was reported to have passed on last week have restated their position that they have no information about him, dead or alive. Meanwhile, intense lobbying by prospective candidates for the stool has begun. A declaration document signed and sealed in
1980, obtained by the Daily Times, spells out which of the four houses should produce the next Ooni. The document, which was forwarded for approval on 14 September, 1979 and was signed on 28 January, 1980 approved the rotation of the stool among the Oshikola, Ogboru, Giesi and Lafogido ruling houses, in that order. The document had been prepared under the reign of the late Oba Adesoji Aderemi who was from the Oshikola ruling family. The late Oba Okunade Sijuwade was a product of the Ogboru ruling house. The declaration document was signed by then Chairman of Chieftaincy Committee of Oranmiyan Local Government; Secretary of Chieftaincy Committee of Oranmiyan Local Government; one P. O. Olaniyi for the Secretary of Oyo State Government of Nigeria and the state governor at the time. The Daily Times authoritatively gathered that the remaining two royal houses that have not produced the Ooni have begun a series of meetings to have consensus candidates when the demise of the monarch is eventually pronounced by the palace. Two sources from the Giesi and Lafogido ruling houses confirmed the royal families’ interest in the throne. “It is true that we had family meetings and part of the issue we discussed is
the house that is entitled to be the next Ooni, but we are not sure of Oba Sijuwade’s condition for now,” one of the sources said. In a related development, members of some of the royal houses have reportedly begun to lobby government sources and other politicians in the state. A source among the royal houses confided in our correspondent that aspirants to the stool of Ooni have been sending emissaries to prominent politicians in Ile-Ife and the state government to favour their candidacy. “No one has the right to come out fully as an aspirant for the time being because no official announcement has been made. If the Kabiyesi is truly dead, the Lowa of the traditional council will do the announcement. But lobby has begun, politicians and even the governor have started getting emissaries,” the source said. In the meantime, the Chief Priest of Oduduwa and Obadio Agbaye Orisun of Yoruba land, Oba Farotimi Faroba, has dismissed the reported arrival of remains of Oba Sijuwade, to Ile-Ife. The news media was at the weekend awash with reports of the arrival of the remains of the monarch. At the wedding ceremony of Ooni’s son in Lagos on Sunday, Oba Sijuwade was conspicuously absent. Faroba told the News Agency of Nigeria (NAN) on Sunday in Ile-Ife that the Ooni was hale and hearty. He said: ``Ooni is hale and hearty, and that is to
confirm to you that nothing has happened to him. And if he is still alive why the rumuor that his remains have arrived in the ancient town? Ooni’s death cannot be hidden.” Faroba added: ``Assuming his reported death is true, you will notice crowd at the main palace gate, while the gate would be locked and no one will be allowed to enter. Also, the Oduduwa chief priest will announce the demise of the Ooni upon sounding of a bell at Enuwa square located in front of the palace. After the announcement, all the trees in the market would be cut; markets would be closed while all forms of merrymaking such as drumming or partying would be suspended in town for a number of days.” he explain. Faroba said since Ooni is still alive there was no need to perform any of the rites. Meanwhile, a group, The Cradle Youths (TCY), has urged indigenes of Ile-Ife not to be anxious over the circumstances surrounding the Ooni, saying that the traditional council knows the right thing to do. The co-ordinator of the Ile-Ife based group, Mr. Kunle Elusayo, said this in a statement issued at Ile-Ife and made available to journalists on Sunday. the National Union of Road Transport Workers (NURTW), Offa chapter in Kwara, has confirmed dead on Sunday in a fracas involving the union and its counterpart, RTEAN. It was gathered that trouble started between the members of the two associations following disagreement on the mode of transporting some students of School of Health Technology who had just vacated in the town. It was also gathered that the fracas degenerated and resulted to a free-for-all as members failed to reach a concrete agreement on mode of loading passengers in turns to their various destinations. The fracas was said to have began on Saturday spilled over to Sunday morn-
ing resulting in the death of the driver, simply called Suraju, and destruction of the RTEAN office and three vehicles. Confirming the development, the Area Commander, Omu-Aran Police Division, Mr Ayodele Olatunji, said that six members of NURTW and five of RTEAN have been arrested in connection with the fracas. He said the command was in the process of obtaining the statement of the arrested suspects before transferring the case to the state headquarters for further investigations. The Public Police Relation Officer, Kwara Police Command, Mr Ajayi Okasnmi, who also confirmed the killing, said the command was still awaiting the details of the mayhem.

Nigerian Army has formally announced that it is reviewing the cases of officers and soldiers who had been disciplined for various offences, especially the ones relating to the ongoing war against the Boko Haram sect. A memo signed by one Major-General A. B. Abubakar and dated July 31 had required all accused and condemned soldiers to appear in Kaduna before a committee sitting between August 7 to August 24 “to screen and assess all disciplinary cases arising from erstwhile Op Zaman Lafiya” against Boko Haram. Seventy-two soldiers were condemned to death by three courts-martial
last year for alleged cowardice, mutiny, aiding the enemy and other charges. Another 579 are before ongoing courts-martial. However, on Sunday, Acting Director of Army Public Relations (DAPR), Col. Sani Usman, said the army was itself already reviewing the punishments. “For the avoidance of doubt it should be noted that the Nigerian Army is reviewing all recent disciplinary cases due to the wave of litigations and petitions by some aggrieved personnel,” Mr. Usman said. Qatar bans Nigerian without polio certificate
ÎÎÎThe Qatari government has
placed a ban on travellers from Nigeria who have no valid certificate of vaccination against the Wild Polio Virus WPV. At the weekend, many Qatarbound passengers were shellshocked when they were turned back to their respective countries for not possessing a valid proof of having been vaccinated against the virus. Only recently, the World Health Organization WHO declared polio as a resurging public health emergency currently ravaging 10 countries worldwide. Although, the WHO mentioned Pakistan, Afghanistan, Cameroon and Syria as posing the greatest risk of exporting the virus, Nigeria which only last week celebrated its first year without polio was curiously included on the list. WHO said for urgent travel, at least one vaccine dose should
be given before departure, while all travellers are to obtain certificates of vaccination. As a result, the Department of State Services DSS has drawn the attention of the Federal Capital Territory Administration FCTA to the fact that reports availed the service has revealed that Qatari authorities have resolved not to go back on its ban against all Nigerian citizens travelling to Qatar without valid certificate of vaccination against polio. The ban, according to the DSS took effect from June 29, 2015. According to the report, the precautionary measure is to guide against the spread of the disease in that country. ‘Truck kills two pedestrians at Ota’ ÎÎÎThe
Federal Road Safety Commission (FRSC) in Ota, Ogun, said that two pedestrians were killed by a tipper while crossing a road on Saturday in Sango-Ota. The Unit Commander of FRSC, Mr Olonisaye Olufemi, said that the accident occurred around 3.45 p.m. Olufemi said that the tipper, with reg. no KRD 571 XM, was travelling from Abeokuta to Lagos when it had brake failure and ran into three pedestrians. ``The three victims were rescued and rushed to State Hospital in Ota for an extensive treatment while two of the victims died later after few hours and
were taken to the mortuary,’’ he said. Olufemi, however, advised owners of tippers and other articulated vehicles to ensure their proper maintenance before putting them on the road. He also warned that the drivers of such vehicles should adhere strictly to speed limit of 50km per hour. He said: ``It must be stated that the owners of these tippers must ensure their proper maintenance before putting them on the road in order not to endanger other people’s lives. ``Again, their drivers must also maintain 50km per hour speed limit for their kind of vehicles.”

Peoples Democratic Party, (PDP), has described the recent foreign exchange transaction restrictions by the Buhari administration as illegal and void. Furthermore, the PDP pointed out that by the provisions of the law, the administration’s archaic communist economic agenda was unworkable and unsustainable. The party, in a statement by its National Publicity Secretary, Mr. Olisa Metuh, reminded President Muhammadu Buhari that “this is 2015 and not 1984; we remind him that trade and import restrictions are archaic and outdated; and we remind him that we are practicing a proper democracy and not the dictatorship of the politburo under a communist regime.” The opposition PDP declared that the most disturbing aspect of “this communist economic agenda” was the illegal attempt
to repeal the provisions of the Foreign Exchange Monitoring And Miscellaneous Provisions Act, otherwise known as Decree No 17 of 1995 and replace it with unilateral imposition of new regulations. According to the party, the Act remains the subsisting law regulating the operations of domiciliary accounts in Nigeria and by its provisions Nigerians were empowered to freely open and operate domiciliary accounts. It declared that any enactment and or regulation inconsistent with the provisions of this Act were deemed void. Anxiety is mounting in Osun State over the safety of Justice Olamide Oloyede following her insistence that the state governor, Comrade Rauf Aregbesola be removed from office for alleged gross abuse of office. The investigative committee set up by the state assembly to look into Justice Oloyede’s petition sat last week but she was unable to be present over safety concerns. There were reports that unknown persons had stationed

people believed to be armed thugs around the venue of the sitting with the sole aim of attacking her whenever she is sighted in order to frustrate her appearance at the panel sitting. The strategy is that once she is unable to defend her petition, the panel will have no option than to describe it as lacking merit then push for her sack by the state government. But she pre-empted the committee by sending legal representatives to the panel, even though
she was absent, a development that was said to have hampered the plan of the committee. Following the anxiety over her safety, the Civil Societies Coalition for Emancipation of Osun State (CSCEO) has charged the Inspector General of Police (IGP) and the Directorate of State Security (DSS) to ensure her safety as well as others who have been calling for the probe of Governor Aregbesola’s administration.

Excerpts.
Nigerians are worried about the take off of the 8th National Assembly, particularly the crisis that rocked the selection of leadership considering the level of advancement, what do you think is responsible and what is the latest? Actually it is true many people will not be happy and that is why most of our leaders have came out to openly apologise to Nigerians about what happened on the floor of the National Assembly. Having said that, I want to belief that it is still democracy at work because what democracy is all about is for you to agitate for the right of your people and your zone and whatever happened at the assembly now is buoyed by the agitation for the rights of the people. What really happened is about the zoning formular of those offices, some people says a certain position should go to a particular zone while some says no it should be other way, that is exactly what happened at the floor of the House. But I want to assure you that both APC, PDP everybody are now working together to put the house in order. We’ll put the interest of Nigerians first in all that we do, we have put aside any private gains or ideology in the interest of this nation to make sure the house works smoothly. Don’t you think the bad beginning will affect the opera-
tion of the house for the next four years? No, I don’t really think it can affect us, its only that the APC cannot manage the system. This is why people are saying success is even difficult to manage. You know this thing happened in 2011 to PDP, the plan of the PDP was to install Hon Mulikat Akande Adeola as the speaker, but getting to the floor of the house the game changed, it close ranks and Tambuwal was eventually made the speaker of the house. PDP did not fight back, we accepted what happened because it was the decision of Nigerians. Whatever happened on the floor is the decision and the voice of the good people of the country. So PDP accepted the result and we went back to put our house in order, nobody heard anything, we settled amicably, we did the consultations among ourselves and we gently introduced Hon Mulikat as the Leader of the House and everybody accepted her. You know there is need for us to make other members of the house to accept her because no party has the right to impose their candidate over the house, whoever emerges as a leader is leading of the whole 360 members of the members of the Assembly. Are you saying the leadership of the APC should be blamed for inability to manage
the affairs of their party very well? Yes, directly or indirectly. I think they are to be blamed because it is good for one to plan for something but when you play it out and it didn’t work, you accept the verdict, look at the way President Jonathan accepted the result of the election. If it was another person, he can even challenge it in court, he knew that any contrary steps may affect the peace of the nation so he accepted the verdict in the interest of the people and the peace of the nation. So the best thing for the APC is to accept Dogara as the speaker of the House and you know they are getting it wrong. Zoning formulae is good, it will check the balance of power in all the zones but you are not zoning because of a particular person. When it happened that you are trying to zone position to a region because of a particular person, people will not accept it, you can zone position to a region but whoever is qualified from that zone should be allowed to contest and not that the party will be imposing or lobbying for a particular candidate. But for you to come out and tell us that you are zoning a position to a particular region because of somebody, it cant work for God’s shake, this is Nigeria, we are not talking about state or local government, it cant CONTINUED ON PAGE 10

work. From the analysis you have made, its obvious some APC members worked against the interest of their party which is against political ethics when party supremacy should be respected. Where is the position of party supremacy in this game? Party supremacy is sacrosanct to political development, it is good and there is nothing wrong in it but the mistake our leaders always make is that before you zone, you wait until any elective position is determined. The position of speakership is an elective position to be determined by all the members of the National Assembly, the senate would determine who will be the senate
president, so you wait until that is determined by the members so when that is done, the party can now come in with their zoning arrangement for other positions in the house, otherwise it may not work. And that was exactly what transpired on the floor of the house and I am sure the party must have learnt something from this situation now so that we wont have a re-occurrence of such scenario again in National Assembly
Away from the National Assembly, your party, the PDP Is yet to get its house in order, what efforts are the leaders making in preventing the total eclipse of the party? Don’t you think PDP is coming up, for us to be able to manage our member at the National Assembly do you think is an easy task?
Many of our people sacrificed their ambition and interests for us to manage the situation at the National Assembly and very soon you will see the results of the movements.
Are you saying we should be expecting influx of the National Assembly members into the PDP just like politicians migrated into APC then? Definitely, it will happen, just wait and see, it will take time but it would definitely happen. I am very sure it would be difficult for APC to manage their system. Is that the reason why members of the PDP in the National Assembly supported Dogara and his team who worked against the arrangement of the party?
No , we are not part of APC, but we are bonafide members of the National Assembly. We determine who lead us, the APC can sit down in their caucus and determine who lead them, but for us who are members of the National Assembly, we’ve known each other, some of them were members of the last assembly so we have been together for long and we know that kind of person that we want as leader of the eighth assembly. That is why we decided to support the person whom we trusted, the relations with you and whoever lead you determines a lot, we cant just sit down and fold your arms while a party is trying to impose somebody on us. Do you now think Dogara is a more credible alternative to APC candidates?
I can’t deceive you Dogara is more credible. Dogara, Tambuwal are potential presidents of this country We have been together and I know them, we know how accommodating they are, we know how they share peoples pain , honestly speaking, we know what we are out for and we know the kind of person we are looking for to lead this 8th Assembly and that is exactly what happened. And you think Dogara will do the exact thing that will move Nigeria forward? LAGOS: 57 councils to share N59 Billion The 57 local government councils and development areas in Lagos State are to share a total of N59 billion this year as the state House of Assembly has approved a budget of N59, 287,974,102 for them. The House gave the approval, following a debate on the report submitted by the ad-hoc committee headed by the Chief Whip, Rotimi Abiru which observed that most councils and LCDAs
performed poorly in the area of Internally Generated Revenue (IGR), among others. It, therefore, recommended the need to shore up their revenue generation drive to meet the needs of the people. A breakdown of the budget showed that Ifelodun LCDA got the highest vote of N1,632,880,355.48, followed by Apapa Local Government with N1,624,051,414.28. Agege Local Government got N1,459,916,003; Ajeromi/
Ifelodun Local Government, N1,557,825,411.00; Ikeja N1,001,105,683.16; Lagos Mainland N1,589,879,806.22 and Mushin Local Government Area, N1,139,863,539.33. Submitting the report of the committee, Abiru said the decision to scrutinise the budget of the councils was in consonance with Section 3 of the Local Government Council Committee Law, 2007. “Most councils and LCDAs
performed poorly in the IGR, hence their reliance on Federal Allocation. “Their overhead estimate was bloated to the detriment of Capital Expenditure.” In passing the budget, members urged the councils to explore all revenue sources and block leakages. They also urged them to give priority to capital expenditure so as to ensure physical development at the grassroots.

Back to Oyo State, the PDP lost woefully in the last election and if care is not taken that may be the end of the party in the state? What is the problem and what efforts are you making to ensure the party resurrects and come out stronger for another political battle? Well it is true that our party is not doing fine at the state level for the past eight years since are out of the government. It happens when leaders cannot put their individual and personal interests aside for collective interest. The party has produced a lot of leaders, capable and influential leaders who can make things happens in the state but our problem is for all these leaders to come together for the sake of the masses. Think of it, the former governor of the state, Senator Rashidi Adewolu Ladoja was a member of the party, and the party made him the governor of the state, Otunba Alao Akala was a member of the party and PDP made him the governor of the state, Senator Teslim Folarin was the leader of the Senate through the party, but all we need is for them to flash back to those days when they were nothing in politics and think of how they can work together to rebuild the party with their political strength and I think very soon, all of them will realise the need to come together and give PDP a better chance in subsequent elections. One of the major factors that is causing economic crisis in the country is over reliance on oil and obviously the oil is drying and not yielding much money for the country as before is there anything the national assembly is doing to ensure the FG is put on its toes for diversification of the economy? Thank you very much. It is part of our legislative agenda to have a robust discussion on diversification of economy, its not a new story that Nigerian relies on a mono economy which is oil, and there is no other time than now when the price of oil is permanently down. So, whether we like it or not, we must force ourselves or somebody will force us to think of other means to survive in this nation. We have a lot of things, we have a lot of sectors that can help the

economy build up of this nation. Agriculture is there, it is one of the best alternatives. All we need is to add value to all our agricultural products and a lot of things will be going very smoothly for us. Our mines are there too, we have not even tapped 30 percent of the mineral resources available in this nation. Tourism sector too can generate much revenue for this nation but because oil is a ready made money, that is why we did not give adequate attention to other sectors and now that the oil is drying , even not only drying but the problem now is that the price has fallen and has permanently remains at low price so we must force ourselves to ensure diversification of our economy and look for alternative way and I am very sure it will work. There is need for us to liberalise the downstream sector: so we should not be exporting our crude and be importing fuel for our consumption,t he importation of oil alone is enough to have adverse effect on our economy. So, if we can liberalise the downstream sectors, with that a lot of private refineries will come in, our own people can also invest in the sector, and they should be allowed to determine the price of their product. With that, we will get over this situation of oil scarcity and economic crisis. In the process, we may suffer a bit, but at the end, we will enjoy it. When Buhari came in, we were buying petrol price around N300, N250 per litre. If we allow liberalization to take place, we can buy at a moderate price because all the stations will want to retain loyalty of their customers. There will be more employment and government too will generate more taxes. So, a lot of things

than wane, the reign of bloodletting by suspected members of the Boko Haram waxed stronger at the weekend, in spite of onslaught against them by the military. In the dead of the night on Sunday, a band of suspected members of the sect killed 13 people in an attack on Malari village in Borno state, according to witnesses. The Agence France Presse (AFP) reported a local farmer Moha Saleh as saying that 27 people were
also injured in the attack, which began when the militants stormed the village at around 1:00 am. “They also set many houses ablaze after accusing us of telling soldiers their whereabouts,” he told AFP. A local vigilante, Goni Musi, confirmed the death toll. Later on Sunday, military authorities said they had carried out air strikes in the region to repel an attack by Boko Haram and had killed a “large number” of the extremists.
The air raids came as Nigeria and its neighbours prepared to launch a new multinational force to combat Boko Haram, in the face of the group’s escalating violence in the region. The Nigerian Air Force said it had “successfully repelled an attack on Bita village by the Boko Haram terrorist group” in a combined operation with ground troops after spotting militants planning an assault. “Consequently, a large number of the insurgents
were killed and several others were injured,” it said in a statement, without disclosing when the incident took place. Boko Haram has staged a string of strikes -- often by female bombers -- targeting markets in Nigeria, Chad and Cameroon that have killed and wounded scores in the past month. The new 8,700-strong multinational force -- made up of troops from Nigeria as well as Cameroon, Chad and Niger -- is expected to go into action soon, officials say.

Meanwhile, sources at the St Mary’s hospital in Paddignton, London, restated their position last week that they had no information about his death. Records were checked, both against his name Okunade Sijuwade - and age and one hospital staff member told the Daily Times: “He’s not there, I’ve checked,” when the Times visited the hospital on Saturday. Prior to that, another member of staff had also checked the records of those who died between Tuesday and Wednesday last week and said: “We don’t have anyone by that name on our records.” The hospital sources noted that if that was actually the name given on admission, then “it’s not on our record .” When told that he is a wealthy Nigerian and
could have been admitted with a different name, the sources said in that case, they couldn’t help or speculate what name was used to admit him into the hospital. Some of the accused soldiers said they did not attend the briefing where the operation was announced, while others said they did not join the mission because they were ill and there was no medical personal attached to their unit to give medical assistance. Two other soldiers said they were given leave to attend to some administrative problems as at the time of the briefing.

Remembering Alhaji Babatunde Jose ÏInoodi, ara’resa, omo’badu (1925-2008)
I Babatunde Jose II
t’s been seven years since our father Alhaji Isma’il Babatunde Jose left this sinful world. His legacies shall continue to be with those of us he left behind. The greatest thing he would be remembered for was his life of compassion. From his lowly beginning and his meteoric rise to the doyen of modern Nigerian journalism and as a religious leader, his life was always strewn with compassion for all he came across. Born into the Jose family, lately of Ojubanire Lane, Agarawu Street, of old Lagos, Baba as we fondly called him lost his mother on June 12, 1932 when he was just a primary school pupil of Lagos Municipal Primary School, Oke-Suna. At that time he was enrolled as Sunmola, the Yoruba version of Isma’il. He however had other ‘mothers’ who took very good care of him and showered him with love and affection. It is possible that his later life of compassion to others took roots from this infant period. To all those ‘mothers’, we pray that Allah grant them Aljanna Fridous. Baba later attended Yaba Methodist Primary School, where he was enrolled in 1933 as Ishmael; another version of his name. He later attended Saviors Boys High School, where he could not further his secondary school education due to downturn in his father’s fortunes as a result of the Second World War. He asked his father ‘not to strain himself further and let him learn a trade.’ Thereafter, he was apprenticed as a technical trainee in the Daily Times and from there he veered into news reporting and journalism. The Grace of God and good fortune smiled on him and he was discovered and mentored by the white Chairman of the Daily Times and the story goes on from there. He rose to become the first Nigerian managing director of the company and also chairman/ managing director of the first publicly quoted company in Nigeria. He became a confidant of heads of state and government and ‘walked in the corridors of power’; he was also head of the foremost Islamic religious organization in Nigeria and thereby ‘walked in the corridors of heaven ’. In 2001, President Olusegun Obasanjo proclaim him a National Role Model and an Icon of Hope at the National Independence celebration in Abuja. In all these, he refused to be carried away by the flight of success in life which he regarded as transient. If at all, he was humbled by these successes in life. He lived a contented and frugal life and was not given to ostentation. He feared God and believed in the inevitability of death; hence he had a bag packed with his burial shroud in his room.
At sixty, he claimed he had gotten his ticket and boarding pass to heaven and was only waiting for the boarding announcement; he waited for 22 years before his flight was eventually announced. Therefore, he lived every day as if it were the last. He was steadfast in his commitment to his God and it increased his compassion for his fellow men. He took care of both immediate end extended family. As a mark of this, he always had a full house because he found space for the children of his immediate and extended family to live with him, including the children of his out of town friends; just like his own father did before him. Even at work, he had his adopted sons and daughters whom he groomed and mentored and whose success he followed till his last breath. He was a just and fair man. His belief in the goodness of his fellow man made him become over trusting to a fault. His kindness and ready to forgive spirit led him to forgive his traducers after the enquiry into the Daily Times exonerated him. “The principle of compassion lies at the heart of all religious, ethical and spiritual traditions, calling us always to treat all others as we wish to be treated ourselves. Compassion impels us to work tirelessly to alleviate the suffering of our fellow creatures, to dethrone ourselves from the centre of our world and put another there, and to honour the inviolable sanctity of every single human being, treating everybody, without exception, with absolute justice, equity and respect. As a mark of his compassion, he was known to visit people when they were bereaved of afflicted with illness. I cannot count the number of times, he had asked us to make a detour from our planned journey because he wanted to visit someone who lived in a remote village or town out of our way. He kept a list of people whom he never forgot to send birthday greetings each year till he fell gravely ill. For some, such cards were accompanied with a cash gift, especially the old and his grandchildren. One hallmark of his life was in seeking forgiveness of Allah and as a corollary of this he first sought the forgiveness of man. He would always seek to atone for his transgression against man and God, and this led him on many occasions to seek out those whom he felt he had wronged to ask for their forgiveness. We once went to Itire for a ceremony and he decided to visit the house of his old driver
who lived nearby. When we got there, he asked the driver, who incidentally was a Quranic scholar, to say a small prayer for us. After that he asked the driver to forgive him for an incident that occurred on an occasion they were travelling together. The driver could not recollect and Baba had to remind him. Even the old driver was flabbergasted. That was the extent to which Baba would go in order to have a clean slate. On another occasion during his illness, he asked our cousin to specifically go to his father in-law who was an elder in the same religious movement he belonged to, to name whatever he might have done to wrong him in the course of their relationship and forgive him. He even asked the old man to grant him an audience so he could come to apologise personally. The old man told my cousin that Baba should harbour no fear as he had nothing against him. The old man later visited Baba to allay his fears. Incidentally, Baba named the old man in his last wishes to give a graveside oration when he dies. He died, but the old man was out of the country. For a man who walked with a constant fear of God in him, it was therefore very sad that in the end he was visited with trial and tribulation of a Jobian proportion. His illness was so bad that sometimes one was inclined to believe that it was due to the wrath of God for his sins and iniquities; but Baba was a righteous man who ‘kept the Sabbath holy’. We took consolation in the fact that Allah always try those he loved. The Quran and holy books are full of stories of prophets and men of God whom were afflicted with worse tribulations. After 30 days of fasting the month of Ramadan, the Holy Prophet was
dressed for ‘Eid Fitr, when his son suddenly died. Equally, Prophet Muhammad did not survive his illness too. Towards the end of his life, he could not even lead the prayer as he was too weak to do so. Prophet Ayyub (Job) suffered the worst tribulations of any ‘man of God’. All his possessions, animate and inanimate were wiped out, while he body was afflicted by an illness unknown in his time. His friends and his wife implored him to deny God, but Job never railed against the Almighty. In the end, God not only restored his health but also his wealth. The same could be said of Baba Jose. Each time he was granted the grace to talk, he was always reciting the Shahadah. There was an occasion, when he was in intensive care and he kept on reciting ‘lillah illallah’ and his friend who was present had to beg him to stop as it was dissipating his energy. But he would not stop. The greatest of God’s afflictions was visited on his greatest prophet, Jesus Christ, who in the course of his travails in the Garden of Gethsemane asked God to ‘let this cup pass’, Mathew 26:43, and when the pain was too much on the cross, “About the ninth hour Jesus cried out in a loud voice, ‘Eloi Eloi, lama sabach-thani ? Which means, ‘My God my God, why have you forsaken me? Mathew 27:46. And in the end he proclaimed ‘It is finished’. With that he bowed his head and gave up the ghost. John 19:30. Perhaps Baba had a similar dialogue with Allah. To the end he believed in the benevolence of God. As a result of this I resolved during his illness and after his death to offer gafur to Allah for him each time I say my 5 daily prayer. It is my belief that he will have recompense on the day of Qiyamah and Allah will look favorably on him. I believe that his sins will be forgiven and he will be admitted to Aljana. Your Lord knoweth best what is in your hearts: If ye do deeds of righteousness, verily He is Most Forgiving to those who turn to Him again and again (in true penitence). Quran 17:25 It is also a relief to us all that just as we are praying to Allah for the repose of his soul, we at the same time would be thanking Allah for the life of two of his last children, Abubakar Sidiq Oluwatosin Jose and Rabiu Akanni Jose both of whom would turn 50 on Sunday, August 2nd and Tuesday 11th August respectively. We wish them many happy returns.

Burundi in crisis, President's aide assassinated ÏÏÏ A top Burundian general
and close aide to President Pierre Nkurunziza was killed on Sunday in an ambush on his car in the capital Bujumbura, officials and witnesses said. The general killed, Adolphe Nshimirimana, was widely seen as the crisis-hit central African nation's de facto internal security chief and even considered the regime's number-two. Police and witnesses said General Nshimirimana's pick-up was hit by two rockets and sprayed with automatic gunfire in the capital on Sunday morning, and he was later confirmed dead, along with his driver. The presidency's communications chief Willy Nyamitwe confirmed the general, a former army chief of staff and intelligence chief, had been killed. "I have lost a brother, a companion in the struggle. The sad reality is that General Adolphe Nshimirimana is no longer with this world," he said in a message posted on Twitter. The assassination comes just over a week after President Nkurunziza was declared the outright winner of controversial elections,
securing a third consecutive term despite opposition protests and international condemnation. Nkurunziza's candidacy was condemned as unconstitutional by the opposition and provoked months of protests that left at least 100 dead in a fierce govern-

It was unclear whether the Islamist fighters were affiliated to Islamic State militants, who on Friday attacked a checkpoint manned by troops loyal to the official government outside Ajdabiya, killing five soldiers. Two more soldiers were killed when the government sent reinforcements, and another 15 have been missing since. Islamic State has exploited a growing security vacuum in Libya, where two administrations each with its own government and parliament - are fighting for control four years after the toppling of Muammar Gaddafi.

civilians in South Sudan's Upper Nile state face starvation after the government blocked aid groups from using the Nile River to deliver relief food, aid agencies said Friday. The Nile is a transportation lifeline in a country with few allweather roads or airstrips, but it currently forms the frontline in Upper Nile between rebel forces on the west side and government forces on the east. Nile transport was “temporarily put on hold” for security purposes because the river was used by rebels to attack army bases there, said South Sudanese military spokesman Col. Philip Aguer. Tapiwa Gomo, a U.N. Office for the Coordination of Humanitarian Affairs spokeswoman, said 30,000 to 35,000 displaced civilians in the west bank village of Wau Shilluk face a “worrying” situation. The Wau Shilluk clinic has enrolled 77 children with severe acute malnutrition, but therapeutic food for them has run out since resupply teams haven't reached the settlement for a month, said Shinjiro Murata, the head of Doctors Without Borders in South Sudan.

Integrated information and telecommunications solutions provider, Globacom, has for the second time in six months emerged the most sought after network in Nigeria according to a report announced by the telecommunications regulatory body, the Nigerian Communications Commission, NCC. In the report published by the NCC on its website, Globacom’s growth rate in the second quarter of the year 2015 is put at 5.86 percent, with a subscriber base of 31, 256, 677 up from the 29, 577, 125 base recorded at the end of March, the first quarter of the year.
According to the report, the closest operator is Etisalat which grew its network from 22,235,557 in the first quarter to 22,852,232 in the second quarter of the year. Etisalat averaged 3.42 subscriber growth in the second quarter, while Airtel placed third by growing its network from 28,680,757 in the first quarter to 29,564,766 in the second quarter, achieving a total of 3.08 percent subscriber growth rate in the second quarter. MTN recorded the least growth rate of 2.72 percent. The operator grew its subscriber base from 61,149,397 in the first quarter to 62,813,111 in the second quarter.

In quest for a stronger NCAA Chukwuemeke Iwelunmo
The Nigerian Civil Aviation Authority NCAA has remained the centre of attraction the aviation industry since it was set up to regulate the aviation sector in Nigeria. Piloted by different director generals with different ideas, guided by one document worldwide; the agency has been under critical examination by stakeholders in the aviation sector especially during crisis period in the sector. After the crash of Bellview, Sosoliso, ADC and other few incidents, which led to the sack of Engr. Fidelis Onyeyiri, the agency became a household name in the country, the international community beamed their satellite on the giant of Africa. It became clear that the tea party was over in the aviation sector in Nigeria, that it was time for serious business in order to sanitise the sector. There were agitations from different quarters about the capability of those entrusted with the running of the regulatory agency and the need to get the right people on board. What Went Wrong The NCAA which was supposed to be the police of aviation industry in Nigeria was politicized. There was little or no autonomy
of the agency. Politicians were calling the shots, professionals were side-lined by officials in the aviation ministry and the agency became very weak while the director general became an ‘errand’ boy to the ministry. So little, or nothing was achieved. Airlines both foreign and local could not be strictly monitored and corner cutting became the order of the day. It became pronounced when at a stakeholders’ event conveyed by the then President Olusegun Obasanjo in Abuja, it was told the gathering that airlines were cutting corners. Domestic airlines were ferrying passengers like night luxury buses without strict adherence to the rules and regulations guiding their operations as a result of a weak civil aviation body. But years after the gory crashes of 2005, 2006 in the country, safety became the watch word of those charged with the regulation of the industry. With the coming of the United States through their Federal Aviation Administration category 1 safety status to Nigeria and the International Civil Aviation Organisation Audit, the country gradually redeemed its battered aviation record in the international and local scenes. This has attracted accolades from the aviation community across the
globe – signifying that Nigeria was gradually taking its pride of place in the aviation world. Worst Record In spite of the accolades from the international community, the worst disaster in the aviation world hit Nigeria with the crash of Dana MD 83 plane without a survivor among the 153 souls on board. This crash came a day after a Nigerian registered cargo plane crash-landed in Kototo International airport Accra. The nation’s aviation again went into the trenches in 2012 and capped it up in 2013 with the crash of Associated’s aircraft, raising doubts about the capability of the regulatory agency. Stakeholders called for total overhaul of the aviation industry in the country with focus on the NCAA by injecting new professional blood into the system. Comrade Abdulrasq Saidu of Nigerian Aviation Professional Association (NAPA) queried the autonomy of NCAA and government interference in the running of the agency especially the political interference from the aviation ministry. Saidu described NCAA as a toothless bull dog, weak and politically inclined. Political Interference For the NCAA to operate effectively, stamp its authority in the
aviation sector no matter whose airline is involved, undue political interference either from the aviation ministry or from the National Assembly must stop. Stakeholders have argued that weak NCAA was as a result of government interference. Captain Dele Ore, immediate past president of Aviation Round Table at different occasions called for the scrapping of the ministry of Aviation to allow NCAA stamp its authority on the industry using the autonomy not only on paper but to be demonstrated by applying sanctions. DG Tenure Although it is stipulated that the director general of NCAA shall oversee the activities of in the aviation sector for four years but it’s becoming very difficult to adhere to this tenure arrangement. They are hired and fired at will even when their appointments were rectified by the parliament. This has led to the appointment of ‘Acting DGs’ anytime a substantive boss was fired. Stakeholders have frowned at this development. Stakeholders agreed that a lot of irregularities were committed in the absence of a substantive director general. A situation created by the politicians for their ulterior motives to milk the agency of funds. Appraisal With the appointment of Usman Muhtar last year as the substantive DG, the agency gradually started tracing its steps back to the days of glory. It started moving away from the tea party to doing serious aviation business. Workers became angry and furious over some methods introduced by Muhtar to curb excesses shortly after assuming office. No more reckless financial spending in the agency, as a committee was set up to look into all outstanding staff claims for local and overseas trips. This action of Muhtar did not go down well with the workers, as claims for unattended seminars and trips were collected before his arrivals. Only genuine claims with proofs were paid and a situation where managers approved trainings for themselves was scrapped. On assumption of office at a media parley in Lagos, Muhtar pledged that his administration will focus on Safety, Safety
and Safety. This Experts said remained the watchword of the agency as safety will lead to a secured passengers comfort. With further pledge to strengthening the regulatory capacity through training over, N300million was earmarked for local trainings and retraining this year. According to Muhtar, there will be no arbitrariness in running the agency but will be guided by the annexes of ICAO, NCARs and all the other relevant legislations in line with international conventions, standards and best practice while focusing on enforcement through the application of straight sanctions in situations of violations. With focus on policy and infrastructure as critical elements in the development, of aviation sector, the agency has continued to forge ahead with the retention of FAA CAT 1 certification, 2015 ICAO Security Audit and the IATA Operational Safety Audit (IOSA). CHALLENGES NCAA is bedevilled with some challenges especially political interference in the day to day running of the agency. A virile autonomous NCAA will perform optimally when allowed to remain focus. Stakeholders were of the view that the agency has not actually utilized its autonomy. Funding is another key challenge in the agency as airlines have defaulted in remitting monies collected on behalf of the agency from passengers. But kudos should be given to the agency in its recent two weeks ultimatum given to all debtor airlines to pay their debts or have their names, amount published in national newspapers. Prospect NCAA has a brighter future if allowed to continue with its regulatory oversight functions without interference. The aviation industry in Nigeria will fall into shape while operators will key into the rules and regulations as recommended by ICAO. The agency will soon record another breakthrough with the latest attempt to review its amendments to the relevant International Civil Aviation Organisation (ICAO) Annexes domesticated in the county in the 2009 and 2012 regulations (Nig CARS).

NAMA improved flying in Nigeria with modern facilities — Abdulsalam The Managing Director of the Nigerian Airspace Management Agency (NAMA) Engr Ibrahim Abdulsalam flagged off the site acceptance test for the Safe Tower Project and training at the Mallam Aminu Kano International Airport where he spoke in an interview with CHUKWUEMEKE IWELUNMO. Excerpts: At what stage is the new tower and when are you going to start using it? The ATM systems have all been completely installed; we have to complete the site acceptance test before it can be used. If the site is accepted, eventually it will be commissioned. So after the site acceptance test we look at all that have been done, look at those issues on ground which need to be sorted out. Those that are not needed will be taken out; those that are okay will be taken. When everything has been properly done and detailed, we can now start using them. We are likely to start using them before the end of the year, but these are technical things; its usage will depend on the site acceptance test. Are you satisfied with what you saw today? Definitely; you saw what has been done, so what is left is to see the result of the site. Seeing it physically is one thing but sitting down and following the details one after the other is another thing. That is the essence of the site acceptance test. Every component has to be looked at, the way it is done and if it is done properly and then tested to make sure it is working. In the next couple of days they are expected to have completed this test. When you move to the new tower, what will happen to the old one with all the equipment? The old one will not be done away with; it will be kept on standby. In case of emergency it can be used. It is not like it is going to be de-commissioned. In what way would this enhance flight and safety? It can enhance flight and safety in a lot of ways. For instance, operations from the old tower have been bedevilled by the fact that it is lower and a lot of things there are old. This is a completely new tower; everything in the runway is new and it is much higher and bother ends of the runway can easily be seen. Most of the all the safety issues are there and all the equipment that was installed are new. It seems that NAMA is advancing faster than the local
airlines in terms of technology. Don’t you think your equipment may not be adequately utilised? A lot of foreign airlines are using and ready to use the new equipment and some of the local airlines are also ready to use the modern equipment. It is a mixed bag. There are those that are readily technologically up to date and there are those that are still coming up. Let’s look at Performance Based Navigation (PBN). Have you completed it? The project had been completed since but the issue is that those that fly it are basically the foreign airlines. NCAA is yet to approve it for the local airlines. I understand that Arik is about to start using the equipment but I am not too sure about the other airlines, but Arik aircraft are equipped to use it. It is said there are bees at the tower at Jos airport. Is there anything NAMA is doing to solve the problem? The Jos tower issue has been on-going. It is like a seasonal thing. We have been addressing it and it has been on and off. We have already identified where we can block so that when the place is blocked the chances of the bees coming back will be slim. As I said earlier, it is a seasonal thing. There are times you can go there and work, but sometimes it is difficult because the bees have already gone into the building. Once the window opens for us to address the issue we tackle it immediately. The flight from Lagos to Kano took us about one hour, 20 minutes thus saving about 20 minutes. What made this possible? You know we have very efficient routing now that you can take direct routing from Lagos to wherever you are going or wherever you are coming from to Lagos. Those are some of the benefits of PBN; those are some of the benefits of direct routing. It is part of the things we are enjoying at the moment and we hope to even enjoy more subsequently as we move along. What is the maintenance ar-

A major milestone is being accomplished today with the conduct of the Site Acceptance Test of the new Kano Safe Tower project, as well as the ControllerPilot Data Link Communication (CPDLC) training. It will be recalled that the Safe
Tower Project was conceived in 2006 by the Obasanjo regime with the aim of automating the provision of air traffic services at Lagos, Abuja, Kano and Port Harcourt Control Towers. The project was successfully completed in Abuja and Lagos in 2007, while Port Harcourt was completed in 2008. However, the completion of this project was delayed in Kano as a new Control Tower had to be constructed. The construction of the new Kano Control Tower was further delayed by the death of the contractor and eventual legal issues arising therefrom. Following the completion of the construction of the new Kano Control Tower in Novem-
ber 2014, NAMA promptly mobilised AVSATEL to site for the deployment of the Safe Tower automated ATM and Meteorological systems in January 2015. Shortly after AVSATEL mobilised to site, the Kano Safe Tower project suffered yet another delay as some of the equipment which have been in the warehouse since 2007, had gone obsolete and had to be replaced at additional cost. Despite all the challenges, we are very glad that the deployment of the system is completed and the required conduct of a Site Acceptance Test is commencing today. Ladies and gentlemen, a successful outcome of this Site Acceptance Test will lead to the commencement of air traffic control operations from the new Kano Control Tower. What are the gains of the project? The main deliverables of the Kano Safe Tower project include the following paperless or electronic strip system, automated ATM system with four working positions for Aerodrome Control, Ground Control, Approach Control and Flight Data Operator position, VHF radio systems (mains and standby) for all working positions and Voice Communications and Control System (VCCS).

Some analysts say there are signs OPEC’s efforts to discourage growth in more expensiveto-develop rival supply sources are bearing fruit. “We believe that oil prices should stabilise in the near future because we are confident that OPEC’s strat-

The call was made during JCI’s annual 2015 Active Citizen Discourse for oil and gas industry recently. The bane of issues discussed were efforts to proffer solution to the recurring corruptible practices of the subsidy regime in the Nigerian petroleum industry, and to further ways to ameliorate the burden of high fuel prices on the masses in the country. Speaking at the event, was the Chapter’s President, JCI Lagos City, Kehinde Adedeji. According to him, although the group does not belong to any political party, yet it makes its voice heard when it comes to issues that affect the masses, also offering solutions to them. “What we are doing today is a debate on a national policy issue. We are actually mandated by Junior Chambers International that we should be active citizens. We are not partisan politicians, but however we are active when it comes to issues that affects our lives.
“We should actually look at this issues, offer solutions when we can put together whatever we have learnt and sometimes involve ourselves beyond the four walls of our organisation in whatever we do because we know that the success of a nation is when we are also able to gather to do whatever things we want to do. That is why we bring up such pressing issues,” he said. Too late to denounce your thugs, APC tells Fayose Gbenga Sodeinde
Ado Ekiti ÏÏÏThe All Progressives Congress, in Ekiti State, has said Governor Ayodele Fayose cannot disown the thugs he imported to the state to foment trouble, noting that denouncing them and their activities now was tantamount to his “use and dump” antics. The party noted that the thugs, known as “Fayose Boys”, had been terrorising members of the opposition and other innocent citizens of the state, since he assumed office, saying that for Fayose to try to distance himself from the hoodlums, now, was a dishonest de-
nunciation of the youth he raised for various acts of crimes and violence. Reacting to Fayose’s threat to deal with hoodlums on rampage against the residents across the state, Publicity Secretary, Taiwo Olatunbosun, said that the Ekiti people were not deceived by the governor threatening police actions against the hoodlums, noting that his threat was a face-saving measure to distract attention from his complicity in promoting violence in the state. “It is diversionary to threaten the hoodlums now with the police that the governor has been using to
provide cover for the hoodlums to perpetrate their crimes and attacks on the opposition in the last nine months,” Olatunbosun said. He added: “It is an irony that Fayose is denying association with his thugs in the wake of intra-party violence that rocked the PDP in the state in the last three days, leading to the shooting of the state secretary of the party, Dr. Tope Aluko. “We, as a party, have written many petitions to the security agencies over the menace of thugs quartered in the Government House by Fayose, who were also provided with the police cover to attack members
of the opposition in many towns in the state.” Olatunbosun regretted that even though the security agencies were in possession of these petitions, they had not arrested a single thug for all the atrocities the “Fayose Boys” had committed against the opposition in the state. “Fayose’s thugs had attacked the APC Secretariat many times, destroying many vehicles and injuring many APC members in the process. Despite knowing their identities, the police have not arrested any of the hoodlums but have curiously been giving them cover on the instruction of Governor Fayose.

General Officer Commanding, 3 Division Nigerian Army, Jos, Major General Fatai Oladipo Alli, has assured continuous partnership of the Army with the Plateau State government. He also pledged the division’s readiness to bring about peace in the state. Alli made this commitment, during a courtesy visit to the Plateau State Governor at the Government House, in Jos.
He said the visit would have come earlier, but for the President’s directive that Army Generals, especially in the troubled states should move to Maiduguri. The visit was, primarily, to congratulate Governor Simon Lalong on his victory in the general election. According to Alli, “your victory and that of the President mark a new dawn for Nigeria and the Nigeria Army”, he said. Responding Lalong said he had enjoyed a robust working relationship with the Nigeria Army, especial-
ly with the State Task Force (STF), in his short time, in office so far. He assured Alli that insurgency would soon be a thing of the past with the collective efforts of the Nigeria Army, the President and all the state governors. Lalong was also quoted to have said that he would continue to support the Nigeria Army in its effort at peacebuilding, especially now that his administration had established a centre known as the Bureau for Conflict Resolution in Plateau to settle crucial disputes. Alli has been transferred
to Force Headquarters, Abuja, as Director of Training for the Nigeria Army. Before now, he was the commanding officer in charge of six states: Plateau, Bauchi, Gombe, Taraba, Adamawa and Benue.

In a press statement signed by the media director (AFBA), Samuel Abasilim, Uwafo posited that the human rights crusader had the capacity to assist the continental body in attaining not only its goal and zero tolerance to corruption but develop strategic plans on good governance and eradication of corruption in the continent. According to Abasilim, amongst other obligations , Ugolor was billed to identify areas of capacity-building for members of the association, in addition to exploring areas of training opportunities, exchange programmes, fellowships and scholarship opportunities, as well as developing policy guidelines for public advocacy and education.

mandant-General of the Nigerian Security and Civil Defence Corps, Dr. Ade Abolurin, on Sunday, revealed how 57 gun shots were fired at him, simply because he decided to serve God as the boss of the corps. He also said that twenty (20) petitions were written against him while in office. The former CG of the NSCDC made the revelations at the inter-denominational Thanksgiving Service organised for him at the National Christian Centre, Abuja.
Abolurin, who began his remarks with a song entitled, "Jesus will soon come back", pointed out that over one thousand unused bullets were also recovered from the attackers sent to kill him, when he travelled to Plateau State to serve other Nigerians. Noting that many people had said many things about what he had done, he added, however, that they did not remember to talk about the efficacy of prayers in his life. Abolurin further stated that he did not know the meaning of bomb until he was on an official assign-
ment to Plateau State on that faithful day, when two grenades were lobbed at his car with guns equally pointed at him, stressing that fortunately, none of the shots hit him. The incident, Abolurin said, led to the death of his driver, adding that he had no regrets serving God. The former CG of the NSCDC gave testimony on how God saved him from a Bellview plane crash when the pilot announced that he had lost control. He pointed out that when he prayed to God, all the occupants of the plane were saved because of him.
Abolurin, therefore, enjoined his successor to ensure the sustainability of the corps. While recognising the numbers of Muslims present at the event, he harped on a need for a peaceful co-existence regardless of their religious differences. In his remarks, Deputy Secretary of the Christian Association of Nigeria (CAN) Barr. Jayeola Daramola, who presented a bible gift on behalf of CAN to Abolurin, described him as a dependable Christian, whom, he said, served the nation well in his capacity as the CG of NSCDC.

Peoples Democratic Party (PDP), which led to the annulment of the election by the Appeal Court in Rivers State. Amgbare was appointed as the General Manager of the State Transport Company by Dickson, in 2012, but resigned his appointment, on Friday, to join the All Progressive Congress (APC). He told the DailyTimes that although the decision to return to the fold of the APC was due to the refusal by Dickson to allow him interpret the progressive and pragmatic development vision in the state’s transport sector. Abdulrasak is challenging Saraki’s victory at the National Assembly election held on March 28. The Chairman of the three-man tribunal, Justice Josiah Majebi, marked the exhibits as tendered by the petitioner’s counsel. Counsels to the respondents, Yusuf Ali SAN (1st), Abdulwahab Bamidele (2nd) and Alarape Salman (SAN) for the third respondents all reserved the objections to the documents tendered. 13 envelopes containing certified true copy of used ballot papers were marked as 'Exhibits P2'; Certified True Copy of Data Print-outs from Electronic Card Readers was marked 'Exhibits P3'; while Four Volumes of Report of Forensic Analysis carried on electoral materials used in
four local governments in Kwara Central were admitted as ‘Exhibits P4’. Meanwhile, the third Petitioner’s Witness (PW3), Mrs. Nkolly Asika Obumse, gave witness before the tribunal on Saturday. She is a forensic analyst, who carried out analysis on the electoral materials. When cross-examined, the analyst explained that she carried out the job mainly on the electoral materials used in the polls. She also denied allegation that an official stamp of the Independent National Electoral Commission (INEC) was found in the pocket of one Mr. Alex, a member of the team of forensic experts when he visited for inspection of materials in Ilorin. However, the tribunal has adjourned till August 10.

building was on fire, following which he raced to the scene. He said that on arrival at the scene effort was made to put out the fire, but the force of the inferno later prompted them to attempt to prevent it from extending to other buildings in the council’s secretariat.

Managing Director of the Kano State Road Traffic Agency, Alh. Mustapha Hamza Bakwana, has given reasons why the body, in collaboration with other security outfits deemed it a necessity to rid the state of illegal motor parks. According to him, apart from the congestion and, sometimes, accidents caused by activities of some drivers, who park beside some major roads and conveying passengers travelling out of the state, intelligence reports by both the State Security Services (SSS), the Police and other security bodies had identified such parks as an avenue for criminals and a means through which
weapons, fake drugs, suicide bombers and a whole lot of other evil things are brought into the state. He said the State Government, under Dr. Abdullahi Umar Ganduje, has saddled them with the responsibility of bringing to an end the activities of such parks and this he said he intends to do without fear or favour, after such drivers had been given enough time to move into recognised parks before the end of the recent Sallah celebration. He further explained that the governmenthad approved motor parks and every driver who wished to continue his work in the state must move into the approved parks to avoid arrest or harassment.

The sex worker, who was later identified as Sitira by one of her relatives, who stormed the Lafenwa Divisional Police headquarters, where it was initially taken to by the police rescue team, was suspected to be one of the commercial sex workers in town. It was gathered that late Sitira, and another lady,
whose was yet to be found, were allegedly thrown off a moving jeep at the Olomoore refuse dump located along the Abeokuta-Lagos expressway, which was notorious for harbouring ritualists in the past. When our correspondent got to the scene of the incident, he found such ladies items as pants, brassieres, ladies’ armless camisole, lip-sticks, powder kits, nail-
paint, as well as a pack of cotton wool, believed to belong to the missing lady. The fully-clothed Sitira’s corpse, with her armless camisole and leggings intact was however, laid about 500 meters away from the items. Closer observation of her corpse revealed that Sitira had substantial flesh from her right arm cut away with body fluid oozing out.
Meanwhile, a middleaged woman, Esther Adewuyi, who identified herself as a relative of Sitira spoke with the journalists amidst tears, explained that the 23-year-old lady had been living with her mother in the Iberekodo area of Abeokuta North Local Government Area after the death of her only child almost two year ago. Esther further explained
that Sitira, a hair stylist apprentice, was last seen around 10 p.m. Saturday night, where they both discussed plans for her freedom, insisting that nobody, including her younger siblings in the family knew when she went out. When contacted, the Police Public Relations Officer (PPRO), Muyiwa Adejobi, said the police had launched an investigation into the matter.

He commended the corps on its operations against pipeline vandalism in the state and advised them to share intelligence with other security agencies and the state government to ensure adequate protection for the Nigerian National Petroleum Corporation’s (NNPC) pipelines, as well as fighting child trafficking. ity Regulatory Commission (NERC) has over the weekend inaugurated a 12-member panel to review company safety code, in a bid to change the course of electricity delivery and ensure high efficiency of the networks and safety of utility workers and the general public. The agency’s Head, Public Affairs Department, Dr. Usman, said, in Abuja, that the panel comprises two persons representing power generation companies, specifically hydro, two from transmission companies and two from distribution companies. independent power producers, with three persons to cover consumers in the domestic, commercial and industrial categories. An appointee of NERC is also a member. The NERC’s Chairman, Dr. Sam Amadi, described electricity consumption per capita, as one of the indices used to assess the development of any country, thus the importance of the safety code review panel. Kano State Private and Voluntary School Board has closed down, indefinitely, 43 private schools and revoked their operating license due to non-compliance with the Kano State directives that both public and private schools must resume on the July 27, 2015. This directive was however ignored by the National Association of Proprietors of Private School owners, by directing all its members to remain at home and not to open schools until September because, to them they had completed their third term syllabus and had already conducted the third term exams during the Ramadan period and claimed
that the state governor actually approved all that. This development which has left so many parents in the state confused and the two parties involved exchanging words over the matter. The PRO of the State Private and Voluntary School Board, Yusha’u Abdullahi Bichi, accused the owners of private schools insubordination. He said the private school’s claim that the governor approved a twoweek extension for them in the month of June was not supposed to be for exams but for the schools to be able to collect all their fees from defaulting parents. He further stressed that the break was just to enable students observe the Ramadan period without much stress.

The Managing Director of the Nigerian Airspace Management Agency (NAMA), Engr. Ibrahim Abdulsalam, has said that the agency had finally identified what it could do to help the invasion of the Jos Airport Control Tower by bees. Speaking in Kano during the Site Acceptance Test of the tower of Mallam Aminu Kano International Airport (MAKIA), Abdulsalam said that once the identified action was taken the invasion of bees would be a thing of the past. He said “the Jos tower issue has been ongoing. It is just like a seasonal thing. We have been addressing it and it has been coming back and forth. We have already identified where we can block and once that place is completely blocked; the chances of bees coming in will be slim. “As I said there are periods you can go there and work and there are other periods that are difficult because the bees have already gone into the building,” the NAMA boss assured. North not 80% of Nigerian population, Afenifere tells ACF

Pan-Yoruba socio-cultural organisation, Afenifere, has faulted the claim by Arewa Consultative Forum on the reports of the 2014 national conference. The group particularly asked the ACF to “stop peddling the funny claim of the North being 80 per cent of Nigeria in land mass and with a higher population” because the “fallacies have been laid to rest.” A statement on Sunday by the National Publicity Secretary of Afenifere, Mr. Yinka Odumakin, said, “All the over 600 resolutions taken at the conference were by consensus as delegates never had to vote once. The only issues that remained contentious were the percentages of increase in derivation, the minerals development fund and the disaster relief fund. “The point of disagree-
ment was when some Arewa delegates insisted that they would only agree to the five per cent increase in derivation and same for mineral resources development all over Nigeria on the condition that the five per cent earmarked for disaster intervention fund should be only for areas where Boko Haram are operating, while other delegates frowned on making Boko Haram a derivation item. “The compromise struck was to refer the items to the president for a technical committee harmonisation.” Afenifere added that the allegation “laced with the usual feudal arrogance, outright misinformation, atavistic obfuscation and delusory myopia” would have been ignored “were it not that falsehood repeated time and again may start to
wear the garb of truth.” It said, “Let us from the outset make it clear that the unitary order, which the House of Arewa, has used to limit the flourishing of the component units of Nigeria for decades, has now entered a terminal crisis with shrinking receipt from oil and like a one-legged man dancing “skelewu”, will sure hit the ground even if he has all the stage to himself. “And when the fall comes, ACF and co-travellers would wish we had done the needful. They should, therefore, perish the thought that Afenifere is cajoling them to allow a restructured Nigeria.” Afenifere said it was amused that ACF was still peddling the claim of controlling 80 per cent of Nigeria because it had thought the fallacies had been laid

Kogi owes pensioners N19b gratuity
ÏÏÏ The Nigeria Union of Pensioners (NUP) Kogi State Chapter has, disclosed that the State Government was owing its members the sum of N10 billion gratuity in arrears. The union also debunked the allegation that 225 members whose names were screened out by the Office of the State Accountant-General were ghost pensioners. This was contained in a statement signed by the Chairman of the union, Chief Onu Abdullahi, a copy of which was made available to journalists in Lokoja, on Sunday, which stated that the Accountant General, Mr. Ibrahim Idakwo, had erred in the exercise because those he claimed to be ghost pensioners were
real pensioners who were alive and known by their members. Onu who berated the recent verification exercise carried out by a consulting firm, Remital, and further disclosed that the union had done a similar exercise before and it was more perfect than the recent one carried out by the government. He explained that pensioners in the state had been thrown into hardship since the last three months due to the refusal by the Accountant General to release the monthly allocation of N50 million which was supposed to be used for the payment of gratuity for the retirees despite the directive from the governor.

The three young writers are Sefi Atta, Tope Folarin and E.C. Osondu. The company said the event is being organised to celebrate the literary stars for their immense contributions to the study of literature and for putting Nigeria on the world literary map. Globacom stated that the “A Night with Wole Soyinka and Nigeria’s Young Literary Stars” would also provide a platform for lovers of literature, the media and the guests to interact with Soyinka and the other writers being honoured. The evening will also showcase a documentary on the achievements of the Nobel Laureate as well as a reading of his works by the three young writers. Globacom will also use the event to launch a special prize in Literature for undergraduate students across the country tagged “The Glo Literature Prize for Undergraduate Students”. He has also won the Allen and Nirelle Galso Prize for Fiction, and his story, A Letter from Home, was judged one of the top ten stories on the internet in 2006. Nigerian contemporary art has come a long way. Onyema OkekeOffoedu x-rays it in his new book Agozino Agozino Onyema Okeke-Offoedu’s Artists of Nigeria is a new book just launched recently in Lagos. But its issues are as old as Nigeria. It dwells on how Nigerian art and artists has evolved over the years. Over a century since the country’s artists became a field of study, it appears that the bulk of stories and research materials done on the subject are still written by Western scholars. In the field of exhibitions and thematic presentations such as museum packages and reference collections, the story is worse. Around the world, the stories about Nigerian artists in museum and galleries are those written by Western curators or culture directors. The case is somewhat similar in the areas of academic and mass-media documentation. Notwithstanding the high number of scholars from Nigeria in the area of Art History, Criticism as well as Art Journalism, reference materials in this field is still written by foreigners. No thanks to the joint forces of poor economy and dearth of information. Hence, the most recognised authorities on Nigerian artists are mostly not Nigerians. Most times, they are not even Africans. That is why the new book, Artists of Nigeria by Okeke-Offoedu,is therefore instructive. Although it is not the first book written by a Nigerian art historian, it raises new hope that more Nigerian voices are re-echoing to press their own picture of the country’s art, cultural heritage and aesthetics. The book published with the support of Ford Foundation promises to be a good source material. Okeke-Offoedu is an architect, artist and art critic. The 676-page book is colourful to attract lovers of art especially its profound biographical
note and text that discusses the social, historical and cultural contexts of modern and contemporary Nigerian art history. Beyond documenting the history of Nigeria art, another objective that inspired Artists of Nigeria, is the absence of an authoritative text that brings into focus the historicity of modern and contemporary art in Nigeria. The author considers the mid-nineteenth century the beginning of modern Nigeria’s art. He hinges his premise on a modernisation process that arose from inter-cultural dialogues and negotiations between early Nigerian artists and some European artists. Such heightened cultural interactions came as a result of the west’s expansionist ideologies sanctioned at the Berlin Conference (1884-1885), and driven by the enlightenment ideology. Artists of Nigeria engages discourse on one hundred and ten artists from Nigeria under six periodisation schemes, namely, colonial era (1851-1950),where Aina Onabolu, Akinola Lasekan, Ben Enwonwu, Susanne Wenger and Lamidi Fakaye are located. Pre-independence era (1950-1960), encompassing Uzo Egonu, Abayomi Barber, Erhabor Emokpae, Ladi Kwali, Okpu Eze, Uche Okeke and Solomon Wangboje, and Independence and post-Independence eras (1060-1970) that accommodate key players of the Zaria Art Society, where Uche Okeke rightly belongs, considering that Demas Nwoko, Bruce Onobrakpeya and Yusuf Grillo are accommodated within it. The book continues with civil war, aftermath and oil boom (1970-1980) era, T h e Structural Adjustment Program (SAP) era

(1980-1990) and regeneration and the new century (1990-2010) are equally documented. In these later periods there is an exponential rise according to Okeke-Offoedu in the number of artists accommodated. The book thus provides a very good coverage of artists considering its objective. This is in spite of the absence of a good number of some other known active artists in the book’s list. For each section, Offoedu-Okeke provides a covering ideology in the form of preliminary remarks that situates each period. Of interest in the book is the attention paid to the concept of schools of arts as repositories of style. As provided, it satisfies some considerations. The first is that a brief history of departments of visual arts is provided. The second is that such discourse, which is detailed, relies on styles of individual artists and of schools and periods to trace sources and influences. Hitherto, the nature of this discourse merely appropriated such discourse on schools as the locus for the definition of identities in departments of visual arts to the extent that some visual arts’ departments are denied recognition for lacking “known styles”. In Offoedu-Okeke’s first schema four influences are identified thus; Foreshadows of Nigerian modernism, Modernist Focus and Cultural Revivalism, The Murray Group and Missionary Initiatives. In the period that follows seven schools and three trends are identified. These schools and trends therefore position the framing of modern Nigerian art. The above contextualisation in each historical regime is followed by a rich outlay of illustrations that accompany the biography of the artists and drawn from widely dispersed sources. This, no doubt, is a painstaking

task. This is more so that the artists and their works selected for attention are not restricted to the traditional genres of modern art history architecture, sculpture and painting. The expansion in the book incorporated the genres of textile/fashion design, graphic design and photography, ceramics design and installation and performance art. Artists of Nigeria and its bibliographic anthology would have become daunting where every artist it presented is fully discussed along with their work. But to construct an integrative narrative of an artist and his or her work with a mind its historicity is one way that facilitates a true art history. This is one limitation of the text. The above limitation brings to the fore the value of the text for pedagogical purposes. Without doubt, Artists of Nigeria partially meets with its objective to provide, in the absence of an authoritative text, the historicity of modern and contemporary art in Nigeria. The text’s extravagant outlay of artist’s works, quite commendable, would appear to validate the photographic album art historiography that ethnographers encouraged in the past for African art history. In essence, the book is commendable and it is of value in diverse spheres where knowledge is sought and put to use in the development of self and national consciousness. It should recommend of the teaching modern and contemporary art history and criticism of Nigeria.

Emmanuel Ogbonnaya Business Editor As the Central Bank of Nigeria (CBN) continues to grapple with the excess unmet demand for foreign exchange, and plummeting rate of the naira against the dollar, analysts support the reasoning that the apex regulator’s policies and stop gap measures may be inadequate to return the situation to normal, Daily Times reports. Some stakeholders are pressuring the CBN for a reversal of some of these measures and a rethink on the regulator’s hard stance on some of its monetary policies to avoid making the situation even much worse. On July 23rd and 24th, CBN’s Monetary Policy Committee (MPC) met and took decisions to address the country’s monetary sector issues. Consequently, the opportunity for further policy
manoeuvre the MPC admitted remains largely constrained in the absence of supporting fiscal measures. It therefore, urged for coordination of monetary, fiscal and structural policies to stimulate output, growth, and stabilize the exchange rate. Timeline of measures The CBN, in November last year went ahead to devalue the naira as it moved the midpoint of the official window of the foreign exchange market from N155 to N168 to one US Dollar. Making the naira to exchange between N168 and N174 to the dollar at the foreign exchange market. In February 2015, CBN announced the closure of its two foreign exchange windows namely the Retail Dutch Auction System (RDAS) and the Wholesale Dutch Auction System (WDAS) foreign exchange windows. Specifically, the apex bank said it decided to end the regime of
official forex window- RDAS and WDAS and invariably, the official exchange rate band pegged at N168 to N176, before that time for instance, why naira was exchanged for N168-N174 at the CBN official market, the rate hovered around N198-N199 at the interbank market. As part of efforts to further reduce the pressure on the Naira while preserving the nation’s external reserves, on June 23, the Central Bank of Nigeria (CBN) issued circular excluding importers of 41 selected goods and services from accessing foreign exchange at the Nigerian foreign exchange markets. According to the new directive from the apex bank, certain categories of items which had already been classified as ‘not valid for forex’ cannot be funded at the interbank from proceeds of exports and Bureau de change sources. What stakeholders think In a chat with Daily Times, Dr Vincent Nwani, Economist and Director of Research and Advocacy, Lagos Chamber of Commerce and Industry (LCCI) stated that the spread or gap between the official market forex rates and parallel market rates are currently unprecedented. “At the official market interbank rate it’s about N196-N197, while at the parallel market it has gone up to and even hovering around N240 -N260 and N265 to $1 over the last one month and the concern is that when you have a wide gap between the parallel and the official market, of course it gives room to a lot of round-tripping, banks naturally are encouraged to play some games on the economy,” he said. Nwani stated that over the last few months the local currency naira have come under persistent pressure from so many forces. “We have also seen the Central Bank of Nigeria, stress themselves and tried to provide solution on the consistent, pressure on the local currency. “And one of such panic approaches was the recent ban of about 41 items from accessing the foreign exchange market. The chamber on its own frowns on some of those items because we think they are either raw materials or intermediate goods and the
goods on the list are not properly defined so it causes a lot of arbitrariness,” he said. Speaking to Daily Times on the issue, investment banker with one of the country’s leading banks GTB, Golden Nwaiwu, does not quite believe that there is a free fall of the naira yet, according to him, the situation is being well managed by the CBN. However, he hints that globally, portfolio investors are expectant that the CBN will carry out further devaluation of the naira, at least between 5-10 per cent in continuation of the initial devaluation carried out in November 2014. “That is the general expectation which is the reason why most portfolio investors are holding back their money in order to evaluate their risk and know how they can be able to bring back their money in, however that has not been done. “I was speaking to an international investor few weeks ago and he was of the opinion that the parallel or black market is more of the reflection of what naira is against the CBN interbank rate, which is why a devaluation has to occur. Having said that, Nwaiwu is keeping his fingers crossed that one might still see some kind of devaluation of additional five or ten percent with the hope that if that happens foreign portfolio investors will now assess their risks and then bring their money into CONTINUED ON PAGE 31

the fiscal market, buy treasury bills and government bonds. “We believe that once that is done, this whole clamour and demand for forex will be met by these forex that will be coming from those investments. There will be foreign exchange to solve this issue while we look forward to a more permanent solution,” he said. But the investment banker from GTB also sees that not likely to happen – why? He explains: “from the CBN response to the toothpick alert published in the Economist, it looks like the CBN does not have the plan of devaluing the naira any further; but it is also possible that the prevailing market conditions may warrant for them to do it, but as it stands now, we don’t think it is something they are looking at. But this is what we hope for.” Akpan Ekpo a renowned Nigerian Economist and Professor, is currently the Director General of the West African Institute for Financial and Economic Management (WAIFEM) in Lagos, Nigeria. He is a former Vice-Chancellor of the University of Uyo, Akwa Ibom State, Nigeria, told Daily Times that so far the CBN has done the best in the face of current realities. “What has been done in my view is the best that can be done because in my view you cannot keep on devaluing when all you export is crude petroleum that you can neither control the price, nor the output, so it doesn’t make sense to devalue. “Because when you devalue
you see that your imports become expensive and your exports are cheaper and so you can make more revenue for government. Again all that we have to export in large quantity is crude oil. Our non-oil sector is not yet at the stage where we are exporting manufactured goods or even semi manufactured goods to earn foreign exchange. He argues that that is why devaluation or continued depreciation on the market forces will not have any positive impact on the economy. “So the CBN now has taken care of the situation by listing about 41 items that are not entitled to foreign exchange in the market which CBN manages. And those items if you look at some of them, they can be produced in Nigeria, so what we then need is appropriate fiscal policies and structural reforms to support what the CBN is doing,” the WAIFEM Director General posited. Getting a permanent fix According to LCCI’s director of research Nwani, the permanent solution is for the monetary authority and the fiscal authorities, to come together and harmonize their approach and policies. He said: “Unfortunately the current administration is yet to name the economic team or their ministers, making the job of arresting this issue solely on CBN now. There are some issues CBN has put on their hands that are purely fiscal issues, but they just have to do something. “We will have to deal head-on with key sources and drivers of pressure on the foreign exchange.
At the Lagos State Chamber of Commerce we have been saying that since the importation of refined petroleum products account for about 65 per cent in the total demand of foreign exchange. The need to look at removing this subsidy and also cut the importation by making sure that our local refineries come on stream and even license new ones to operate, give them incentives such as removing the subsidy, those are the things that will make investors quickly go into refining in the country. “Until the 55 per cent pressure is reduced which is importation of refined products and all the corruption that follows it, banning all these little-little things like toothpicks, of course they are important to be banned, banning them will go a little way to really cut down the pressure on the Naira.” Petroleum products as the 42nd item? Professor Akpan stresses that: “The CBN policy is just on one side, you now need a fiscal policy and structural reforms to support what they are doing, if you don’t do that, in the medium and longterm there will be no positive impact. “Now if you look at the items listed, one that is not listed but is crucial is the oil, the refined products, because that is what is taking the bulk of our foreign exchange. So if we could refine our crude within Nigeria we could conserve enough foreign exchange. So that means that we need reforms in that sector where our refineries will be refining products for incountry use as well as for export. So in the short-term they cannot put that on the list because of the importance of oil but going forward that is where we need a major reform. “Secondly we need to encourage the building of more refineries up to even 10,000 because the more refineries there are the better for competition. “So CBN has done its bit in trying to shore up the naira but it will not hold in the long-term if we do not have appropriate fiscal and structural reforms, because the bottom line for you to determine the value of your currency to other currencies is production for export; I mean production of either manufactured or semi manufactured goods or something in that value chain. As long as we are not productive at that level, we become a problem. Right now we are using the forex to support consumption, which is not good enough.” The Monetary Policy Committee of the CBN also acknowledged

the absence of easy choices in the circumstance noting that monetary policy alone is limited, and would require urgent complementary fiscal policies to define the path of growth and create the basis for stabilisation. “On the external front, the adverse effect of the protracted decline in global crude oil prices on the fiscal position of government is becoming increasingly obvious. The expected policy normalization in the US could accentuate capital flow reversals from emerging and developing economies and further tighten global monetary conditions, thus exerting greater pressure on exchange rates in those countries,” said CBN governor Godwin Emefiele. Overall, the Committee expressed optimism that business confidence would continue to improve as Government continues to unfold its economic plans. Another solution according to Nwaiwu could come from the ongoing efforts by the CBN to recoup all the NNPC funds deposited with commercial banks. “We estimate that the money NNPC has out there may be like 900million to 1 billion dollars although that is not confirmed. “So we can envisage a scenario where when that comes out, they can throw it back into the market to help solve the issue of excess demand. So if they sell it back to the banks and large cooperate organisations in need of huge foreign exchange that too can help to solve the problem of unmet demand of forex. “However if they decide to send it back into the external re-
serves that will give us some buffer in terms of external reserve but I don’t think that will help to solve the issue that we have in the market now.” The MPC however has underscored the imperative of growing and protecting the country’s foreign reserves and building fiscal buffers in the process of strengthening confidence in the economy which is essential for promoting growth and stability. Indeed it is crystal clear that the economy is still reeling from the aftershocks of the last general elections due to the fact that it is the first time in the country’s political history a change in party administration is coming at the centre and the time it is taking the new administration to name and appoint ministers who will drive the necessary policy vehicles. In a recent article posted on the Washington Post, President Muhammadu Buhari stated that the solution was simple but not easy. He said: “So the path we must take is simple, even if it is not easy: First, instil rules and good governance; second, install officials who are experienced and capable of managing state agencies and ministries; and third, seek to recover funds stolen under previous regimes so that this money can be invested in Nigeria for the benefit of all of our citizens. According to Buhari, Nigeria, Africa’s most powerful economy and largest populace, cannot be underestimated…. “By taking these steps, we will be positioned to benefit from increased investment,” he said.

It took him only a few minutes to start dishing out instructions to other members of the team who were to assist him. Most of them were looking at him as if he was a loony. By the fifth day in our forest of a thousand demons, Ebraheem said to me: “Boss, you have to extend my traveling date. Your people are nice but the attitude to work is not good.” It is a fact that speaks for itself. If Nigeria were to have a million times of its revenue today, there is no sign we are going to be better off than we are as we don’t have the manpower to properly harness our resources. Without rebuilding our capacity, we cannot be competitive and productive. It is high time we rebuilt our school system and ensure that we properly train both technical and other skilled manpower to meet our needs. Now, I agree with an elder of mine who has been telling me that we have jobs but we lack those to do them.

How he made his first millions I made 1.6 million naira in 1994 from Satzenbrau as an ambassador. The company wanted to do a tour of Nigeria and needed someone who can relate with bike riders, danfo drivers, and every human being across different categories of life. I performed at beer parlours for them across different states. I was making lots of money that the press didn’t know of and I was pleased it happened that way. It was easy
for the press to think at that time that I was living off somebody. I was not also willing to reveal details to the public until I attended a friend’s lecture and he declared me a millionaire in public glare. At that time, I bought 2 piece of land in Lekki and money wasn’t the problem but how to spend it. My kind of business doesn’t have an over head cost because it was just me and the microphone. I am not in the industry where I would need a bouncer, manager, dancer and some other people I would buy tickets for to go to an event. Positioning himself when he started stand-up comedy The first thing I noticed at that time was that those who can pay my fee were those who earn more money. During those years, some workers earned around N300, N200 or

N150 in a month while some others earned well above that in the range of N1,000 or more. At that time, I decided that those earning around N300 and N200 would find it difficult to pay my bills if I charge them N100 or more. I practically targeted those earning around N1,000 using my creative nature to drive my ambition which worked well in the end.
Family reactions on making money via comedy My wife first thought I was a 419 when she realized the amount of money I was making. She didn’t believe me until I invited her for a show where I was paid to do stand-up comedy. Some of the shows might be hosted by Patrick Doyle or Yinka Craig while I was only doing standup. I learnt the ropes of being an MC at that time. But guess what, I was making more money than the MCs. It was until when she came around to see me perform on stage cracking jokes for a number of guests that she realized how much I could make doing comedy.
On how he sold his comedy business to Nigerians Billboards blew my career. I had 2 billboards with one positioned at Government House, Marina and the other around Ozumba Mbadiwe, Victoria Island, Lagos. I paid to have the billboard there for two years and I ensured the message they carried was very simple.
On younger artistes I don’t take the shine off younger artistes. All I do is to help them grow. Most times when I get to events and I come across a younger artiste trying to make people laugh, I take a back sit to allow him do his thing. I would only find something else to talk about in such events so as not to affect his confidence.

There is hardly an actor that charges 1 million naira or 2 million naira per movie unless you are in the top end of the hierarchy such as RMD, Genevieve, and Omotola. But then, there are comedians that charge 800,000 naira or 1 million naira per event. In four months, such comedian would have done maybe 30 events but because he doesn’t do a movie that is on cable TV that can be seen in Kenya, South Africa, and all across the country, people do not think he is making that kind of money. Actors shoot a movie and it takes a long time to wrap up. There are quite a number of Nigerian comedians whose wives do not have a job but still live large. A popular comedian would have performed at six to eight different shows in a month before a Nollywood actor wraps up shoot on the set of a movie. The cliché ‘paying dues’ in the industry You would have to go through the ranks before attaining a particular stage in every sphere of life. Some artists are still hustling while some others who have the raw talents would venture into the same creative business with them and probably make a name before them. Before talking about paying dues, you must have a career or talent that makes way for you. You don’t just pay dues but you have to understand what you are paying your dues for.

The famous instant noodles: affordable, convenient, tasty, filling and best served hot and garnished with eggs, shrimps or beef, sounds like a perfect meal especially when you are too tired or too hungry to prepare a healthy meal, but how healthy is it really? Instant noodles also known as ramen is originally an Asian delicacy. It consists of Chinese-style wheat noodles served in a meat- or fish-based broth, often flavoured with soy sauce or miso, and uses toppings such as sliced pork, dried seaweed, and green onions. However this staple food has come to stay in Nigeria. It has moved from being a staple food loved by children to a delicacy meal eaten by lots of adults. While you probably don’t consider them as healthy food, you may think they’re not that bad, or, at least, not as bad as eating a burger and French fries. But eating it may be at one’s own risk as they could wreak havoc to your health. Instant noodle is a highly processed food that lacks nutritive value. It is a junk food. Every single serving of instant noodle is high in carbohydrates, sodium and other food additives, but low on essential elements such as fibre, vitamins and minerals. According to a study published in the Journal of Nutrition, there is a correlation between consumption of instant noodles and the risk for heart disease, stroke and diabetes. The results were taken from a record of 10,711 adults’ diets from the Korean National Health and Nutrition Examination Survey from 2007 to 2009. The researchers discovered that eating instant noodles just twice a week correlated with a higher prevalence of metabolic syndrome. This is a group of risk factors, such as high blood pressure or high blood sugar, that occur simultaneously and increases the risk

for coronary artery disease, stroke and type 2 diabetes. Furthermore, instant noodles appears to have a greater effect on women. In the study, women who consumed more of the pre-cooked blocks of dried noodles were more likely to have metabolic syndrome regardless of what else they ate, or how much they exercised. As for men, the researchers guessed that the biological differences between the genders, like the effect of sex hormones and metabolism, might account for the lack of an apparent association among males between eating instant noodles and developing metabolic syndrome. The study was conducted in South Korea, an area known to have the largest noodles consumption group in the world, where people consumed 3.4 billion packages of instant noodles in 2010. But the findings could apply to Nigerians too. Though Nigerians don’t eat instant noodles as much as Koreans, we are definably one of the highest consumers and they are sold everywhere in Nigeria. This study corroborates the findings
but harms the
ealth of other studies that have found that noodles are bad for the health. In 2012, a study conducted by a gastrointestinal specialist from the Massachusetts General Hospital discovered that two hours after it was eaten, it didn’t digest . The study was done through a video taken from inside the digestive tract. The stomach worked overtime, struggling for hours to grind up the strands. When food remains in your digestive tract for such a long time, it will also impact nutrient absorption, but, in the case of processed noodles, there isn’t much nutrition to be had. Instead, there is a long list of additives. This additive will likely remain in your stomach along with the seemingly invincible noodles, and extended exposure time, is bad for the health. According to the Codex international food, (Part of World Health Organization (WHO) and Food Agriculture Organization (FAO), acid regulators, flavour enhancers, thickeners, humectants, colours, stabilizers, anti-oxidants, emulsifiers, flour treatment agents, preservatives and anti-caking agents
are allowed to use in the making of instant noodles. 24 of the 136 listed additives in the Codex Standards are sodium salts. And the use of sodium additives is the main reason why instant noodles are high in sodium. Highsodium foods can cause hypertension, heart disease, stroke, kidney damage and other health problems. In addition to the high level of sodium, during the manufacturing process, In order to create noodles with a long shelf life and a short preparation time, the instant noodles are deep-fried in oil. The soup mix also has high content levels of fat, monosodium glutamate (MSG) and other preservatives. MSG in instant noodles is reason enough to avoid them. MSG is an excitotoxin, which means it over excites your nerve cells to the point of damage or death, causing brain dysfunction and damage to varying degrees and potentially even triggering or worsening learning disabilities, Alzheimer’s disease, Parkinson’s disease, Lou Gehrig’s disease, and more. TBHQ is sprayed onto the food or its packaging to prevent discoloration or changes in its appearance and smell. Other products, such as cosmetics, perfumes and varnishes also contain TBHQ to maintain stability. Another major concern with instant noodle is that it can produce oxidised fat and oil if it is not managed properly during the manufacturing process. This is of concern if the cooking oil is not maintained at the proper temperature or the oil is not changed as often as necessary. Instant noodles are coated with wax to prevent the noodles from sticking together. This can be seen when hot water is added to the noodles. After some time the wax can be seen floating in the water. Occasionally eating a package of instant noodles clearly won’t kill you, but when you make a habit of substituting convenience foods for real food, it’s only a matter of time before health problems will likely develop. Instant noodles are a prime example of the types of processed foods you want to avoid as much as possible, as they are virtually guaranteed to be unhealthy if you indulge too much and “too much” may be as little as a couple of times a week according to research.

Is it normal? A bearded man with hair on the chest or on the upper lips looks normal or sometimes even more attractive, if it is well kept right? What then happens when a woman has similar features, would you say she looks even more beautiful or abnormal? Yes, some women grow beards naturally but unlike men, it could be embarrassing or cosmetically disturbing. Nothing makes some women feel more unfeminine than those thick, black hairs sprouting in all manner of unsightly places. This condition called hirsutism may push females especially teenagers into depression as friends and relatives may pass negative comments about their appearance. There is a stereotype that women who have beards are, wicked, witches, or bisexual. This may lead to low self-esteem, low performance, lessened social interaction or cause anxiety. Hirsutism is when a woman has excessive hair on some parts of their body where terminal hair does not normally occur or is minimal. Excess hair may appear on the face, such as the upper lip or chin, or neck. Hair could also be seen on the chest, the tummy (in a line from your belly button) and the front of your thighs. It refers to a male pattern of body hair (androgenic hair) and it is therefore primarily of cos-
metic and psychological concern. Hirsutism is a medical sign rather than a disease and may be a sign of a more serious medical condition, especially if it develops well after puberty. According to experts, most hirsutism is caused by overproduction of androgens from one of the two natural sources of androgens in women: the ovary or the adrenal gland. The predominant androgen from the ovary is testosterone, while DHEA comes from the adrenals. The most common condition associated with excessive androgen production is called polycystic ovarian disease, or PCO. Women with PCO often experience infertility and irregular menstrual cycles in addition to hair growth. Some develop diabetes as well. PCO can be treated with medication. The adrenal glands, located above the kidneys, are less common sources of excess androgen. A condition called adult onset congenital adrenal hyperplasia is difficult to diagnose but can cause hirsutism. This disorder is characterized by large adrenal glands, and while it is present from birth, the symptoms may not show up until adulthood. Tumors of the adrenal glands or the ovaries can also produce androgens. Tumors are rare and typically cause extremely high levels of
male hormone with striking physical changes, such as more severe hair growth and enlargement of muscles. Some medications can also cause hirsutism: oral contraceptives containing norgestrel may cause mild hair growth. Over-the-counter supplements such as DHEA, which claim to increase libido or build muscle, can also be a culprit. Hirsutism may affect between one and three women in 20 who have not yet started menopause. After menopause, the change in the balance of hormones can make excess hair more common. Up to three-quarters of older women may have slightly increased facial hair. Hirsutism in post-menopausal women is also known as ovarian hyperthecosis. It’s important to see experts if you have hirsutism, especially if you have severe or unusual symptoms, as it can cause psychological harm, including depression, embarrassment and lack of selfconfidence. The medical community can offer drugs to manage hirsutism, some of which are already commonly used in the treatment of PCOS. Many of these drugs take 6 months to make any significant difference to hair growth. Also, when you stop taking them, your hair is likely to return if you have not addressed the underlying problem.
Ways to manage hair growth There are other ways to manage hair growth such as waxing, shaving, plucking or laser treatment. Each of these has its pros and cons. It is important to bear in mind that although you may be removing the hair, it is likely to be re-stimulated by those high androgen levels. Shaving: With shaving, shave in the direction the hair grows and replace your razor often. You can cut yourself with a dull one. Waxing, threading and plucking: This can be painful, especially if there is a lot of hair to deal with. The advantage is that it is longer-lasting than shaving. Electrolysis: With electrolysis, electricity is used to damage the hair follicle, destroying the hair. It can be extreme, painful and could take a number of treatments, depending on the extent of the hair. Hair can also grow back if the underlying hormonal imbalances have not been addressed. Swelling, scarring, and redness of the skin may occur. Laser: if you’re not happy with the above mentioned, laser hair removal is the final option. It is a cosmetic procedure which beams highly concentrated light into hair follicles. Pigment in the follicles absorbs the light. That destroys the hair.

rsenal manager Arsene Wenger claimed victory over Chelsea counterpart Jose Mourinho at the 14th attempt as Alex Oxlade-Chamberlain’s goal gave the FA Cup winners a 1-0 win in Sunday’s English FA Community Shield. The England midfielder struck in the 24th minute at a sun-soaked Wembley Stadium to break Mourinho’s longstanding hold over his French rival and give Arsenal hope of a sustained assault on Chelsea’s Premier League title. While Chelsea improved in the second half, they could not find a way past their former goalkeeper Petr Cech, who registered a clean sheet as his new club claimed their 13th outright Community Shield. Wenger will be mindful that a 3-0 win over Manchester City in last season’s Community Shield was not followed by a convincing title bid, but with Cech already looking at home and Mourinho no longer able to boast a spotless

Sparta Prague beat Banik Ostrava 3-1 on Saturday with the former Nigeria U20 and U23 international off the mark with a header for his team’s third goal. “I am happy to score my first goal in the league for Sparta Prague in my second game in the league. in shambles as new season nears
4-2 defeat to Stuttgart in the final game of their pre-season will send alarm bells ringing to Manuel Pellegrini, who heads into the new campaign with a haphazard defence. In just over a week, Manchester City begin their efforts to wrestle the Premier League crown back from Chelsea - but Manuel Pellegrini’s men look far from ready to threaten the champions. City’s final game of their pre-season campaign ended in embarrassment as they were crushed 4-2 by Stuttgart, with all four goals conceded inside a dreadful opening 45 minutes. Using the term ‘Sunday League defending’ to describe City’s efforts at the back would be an insult to amateur players everywhere. It was truly shocking. You didn’t have to wait long to see the first cracks emerge. After eight seconds, Vincent Kompany, with only his second touch, under-hit a pass to Joe Hart which forced the England goalkeeper to scramble towards the ball before Daniel Ginczek could get there. Injuries have hampered Kompany for the past two seasons and his partnership with Eliaquim Mangala - a £32 million signing from Porto last August - failed to get off the ground last term with the pair starting only 12 games together. Against Stuttgart, it took just 15 minutes for that combination to be breached. A long, hopeful ball played through the middle appeared to confuse both players, and with
neither deciding to take responsibility, Filip Kostic raced through to finish smartly past Hart. Aleksandar Kolarov showed a glimmer of defensive nous with an excellent goal-line clearance shortly after - but City were merely delaying the inevitable. The second was the result of a slick interchange on City’s left flank which took Raheem Sterling, George Evans and Kolarov out of the game. Daniel Didavi kept his composure and struck his effort through the legs of Hart, who beat the ground in frustration as he got to his feet. It was a similar story for the third as Evans, Kolarov and Kompany were all drawn to deal with another threat on the left after Mangala lost an aerial challenge in the middle of the pitch. Kompany’s decision to venture towards the wing left the backtracking Mangala exposed and Martin Harnik’s cross found Ginczek unmarked in the box. The fourth saw City sliced open again. Kompany had shifted his body shape side on but didn’t have the agility to switch as a ball was played between him and Bacary Sagna. The Frenchman attempted a last-ditch block but it wasn’t enough to stop Ginczek from grabbing his second of the game. Not only will the opening half serve as a wake-up call to City’s experienced back-line but as a steep learning curve to Evans, too. The 18-year-old was caught out of position as Stuttgart took a quick free-kick in the
build-up to the fourth goal and Pellegrini’s haphazard defence needed all the help they could get from their midfield anchor. There wasn’t much improvement after the break, either. No more goals were shipped but the lack of composure and confidence within the back four was still evident. Kolarov was forced to make his second goal-line clearance of the afternoon as Mangala’s panicky clearance cannoned off Sagna inside City’s box and presented a chance to Christian Gentner, who lifted it over Hart but not past the Serb. For all the praise towards Kolarov’s defensive instincts, the 29-year-old offered little going forward and lost possession on 22 occasions - the most of any player on the pitch. Two of Stuttgart’s goals also came down Kolarov’s side and with Sterling offering little in the way of protection, City stand to be regularly exploited down that side. The 24-year-old was not an imposing figure in the air against the Bundesliga club, while his clearances were hurried, rather than measured. As for his positioning, it was not a rarity to see the him surge forward from the back to try and win possession. The lack of a competent defensive midfielder could be one reason for his eagerness against Stuttgart but there were times last season when the Frenchman would drift to City’s cost. To compound matters, Kompany is showing no signs of rediscovering the imperious performances which led the club to their first
Premier League title in 2013. The Belgian made rash decisions against Stuttgart which pulled him out of position and left Mangala in no man’s land. It’s not as if City can attribute the scoreline against Stuttgart as a one off. Their only clean sheet of pre-season has come against Melbourne City, while they were thrashed by Real Madrid and conceded a sloppy consolation to a Vietnam side who had been on the back foot for the whole game. The strongest Premier League defences over the years have improved not by constantly changing personnel, but with continuity. Jose Mourinho rarely rocks the boat when it comes to switching up his back four, while Arsenal conceded two goals less than City last season with the longterm pairing of Laurent Koscielny and Per Mertesacker at their base. But expecting a marked improvement from this City defence without any investment this summer would be ambitious. A new leftback should certainly be among the priorities, while rivalling Chelsea for John Stones would also be a step in the right direction. Pellegrini will, however, have to get a move on if he wants fresh faces in before Monday’s Premier League opener against West Brom. The last two times City started their league campaign on a Monday they went on to win the title - Pellegrini doesn’t appear to have anywhere near the defensive solidity to make it a hat-trick.

Kenya hits back at new doping allegations Kenya’s athletics federation on Sunday hit back at renewed doping allegations levelled by a German broadcaster against it fabled distance runners, calling the claims “libellous”. On Saturday ARD alleged doping was ongoing in Kenya, and claimed there was “massive corruption” within the Kenyan set-up and “a desire to cover-up doping...to the summit of the Kenyan athletics federation”. “We have watched with grave concern the German TV ARD
documentary,” Athletics Kenya said in a statement, calling the broadcast, which coincided with the national trials for the upcoming world championships in Beijing, “extremely suspect and ill motivated”. “The documentary not only makes serious and sweeping allegations on doping but also makes serious allegations on the integrity of our current and former leaders, including our sponsor without giving them an opportunity to respond to the allegations,” Athletics Kenya said.

We had a good break after the second Test, and prepared very well for the third Test, but we came out at Edgbaston without the same discipline and intent that we showed at Lord’s, and that showed in the result. You have to give credit where credit is due. England outplayed us this time and I thought James Anderson bowled exceptionally well on the first morning and Steve Finn in the second innings. We won the toss and batted.
We will always be positive with our intent. There was a little bit in the pitch early on but other than that, we simply didn’t play our best cricket. We didn’t bat as we should have and we did not bowl as well as we know we can. However, that is something we can turn around. We had a couple of really bad days at Edgbaston but we can learn from that. Its amazing how sometimes a Test can be decided in an hour or a session. We lost all momentum in the second session on day one and we simply chased the game from there.

ico Rosberg admits he is at a loss to explain his qualifying struggles compared to Mercedes team-mate and title rival Lewis Hamilton. The defending champion has secured nine pole positions out of the first 10 races, with Rosberg only beating him once on Saturday afternoon at Circuit de BarcelonaCatalunya. The gap is all the more remarkable considering that the
German had the upper hand in that area last year when he claimed 11 poles to Hamilton’s seven. “I’ve been working to improve my racing and it may have slightly compromised qualifying a little bit, but most of it is not explainable to me,” said Rosberg. “I don’t understand why there is such a big difference and it is frustrating at the moment, but I am nearly over it. It is not something that pulls me down. It is
the way it is and, as long as my racing is good, I can try to turn it around.” Despite his poor Saturday record, Rosberg remains very much in the title hunt, courtesy of his three wins – Spain, Monaco, Austria – and allaround consistency on race days. With nine events still to go, the 30-year-old sits 21 points adrift of Hamilton in the Drivers’ standings, less than the amount awarded for a grand prix victory.

Michu yet to find a new club
Michu has yet to find a new club, but manager Garry Monk says that he has no future at Swansea City. Michu proved a huge fans favourite with the Welsh club after he plundered 18 Premier League goals in his debut season in 2012-13 - form that saw Swansea chairman Huw Jenkins value him at £30million. However, he struggled to replicate that form in his second campaign and spent last season on loan at Napoli where injuries restricted him to just three Serie A appearances. The 29-year-old forward is not a part of Monk’s plans for the coming season, but Michu - who has been linked with former club Rayo Vallecano - has yet to find a new club. “We’re still trying to come to an agreement that suits both parties and hopefully help Michu find what he needs to find,” Monk said. “But we’re in the same situation as I’ve spoken about before. “You’d imagine [he’ll leave permanently]. He has just this year left on his contract, so we’re just trying to come to an agreement that suits Michu himself and this club.”

And the club has revealed he impressed coaches and has earned a permanent deal with the club.
