Editorial Curbing militancy and insecurity

T

wo days ago, the Nigerian Air Force jets bombed and destroyed four major camps of suspected militants and pipeline vandals at Arepo, Ogun State. The action was in response to attacks carried out on some riverine communities of Ogun and Lagos states. Before now, there have been armed attacks on some communities in Lagos State, particularly Igando, a community in the Lagos West Senatorial district, that left several people injured and property worth millions of naira stolen or destroyed. In addition, there have been reported militant activities in Ikorodu area of the state, even as a traditional ruler was kidnapped in Badagry. For sometime now, there have been increasing militant activities in several parts of the country, especially in the Niger Delta region, where various armed groups have been attacking oil pipelines and other related infrastructure, thereby reducing Nigeria’s oil production to 1.4 million barrels per day from 2.2 million barrels. In effect, such militant activities are responsible for the reduction of gas supply to the thermal stations, thereby causing blackouts all across the country. Since the inception of the Buhari administration in the past one year, the country has watched with alarm, the increasing ferocity of these attacks by some self-styled militants over what they say is the environmental degradations caused by oil prospecting activities in the Niger Delta region. Several commentators have argued on the role of the federal authorities in promoting the resurgence of militancy and attendant insecurity that it engenders. While the government insists that it is doing enough to resolve those contentious issues responsible for the increasing militancy, truth remains

that these interventions and resource inflows have failed to change the picture of the region for good. There is no denying that abject poverty and environmental degradation is still the lot of the region’s people. That is why we are alarmed at the Buhari administration’s threat to use military force against the militants, if the latter refuse to put down their arms. We are saying it for the umpteenth time that a resort to military force would only exacerbate the already dangerous situation in the region. Not only will military intervention destroy existing oil pipelines with attendant uncontrolled spillage of crude oil into the environment, such act would lead to lot of civilian casualties. Definitely, the current posturing of the Federal Government has not been helpful. While it is calling for dialogue with the militants, especially the Niger Delta Avengers, we expect the government to take the initiative and meet some demands of the militants. For instance, the Avengers are demanding that the 2014 National Conference’s recommendations as it affects the Niger Delta be revisited, especially the demand for increase of the derivation fund from 13% to 17%. Another recommendation calls for the setting up of a special intervention fund for the region. It is a fact that the country cannot sustain insurgency by the Boko Haram in the Northeast while fighting restiveness in the Niger Delta caused by armed militancy. We are therefore calling on the Buhari administration to look for workable and practical solutions towards enthroning a settlement that would address the deep divisions in the region. Such solutions start with enhancing the economic independence of the peoples of the region.

the scandal rocking the House of Representatives over the 2016 budget deepens, loyalists and opponents of embattled Speaker Yakubu Dogara are now engaged in a battle to outwit another in an attempt to ensure he (Dogara) retains his position or that he is removed from office based on the allegations made against him and other principal officers of the House by former Chairman of the Appropriation Committee of the House, Rep. Abdulmumin Jibrin, This is even as a new twist was brought into the Budget padding controversy as Hon. Jibrin, on Tuesday, accused Speaker Yakubu Dogara of trying to kidnap him. While loyalists of the Speaker

are said to be gathering signatures in an attempt to pass a confidence vote on him and other indicted principal officers, the anti-Speaker lawmakers are said to be pushing for the reconvening of the House to enable House members debate the allegations made by Jibrin. To counter any plot behind the insistence of the Transparency Group that the annual recess be cut short and plenary be resumed, the pro-Dogara forces are inviting lawmakers within their fold to return to Abuja to sign a petition which seeks to pass a confidence vote on the Speaker. Similarly, the anti-Speaker forces, according to sources, are keeping their cards close to their chests but maintain that the allegations against the quartet were weighty

enough to warrant an investigation by anti-fraud agencies against them. Meanwhile, some House members, in separate interactions with journalists, have vowed to resist any move to impeach Dogara based on the allegations of tinkering with the budget, just as our correspondents learnt, on Tuesday, that members of the Peoples Democratic Party (PDP) House caucus were holding a secret meeting to map out strategies to contain the crisis rocking the House. Some of the lawmakers. under condition of anonymity. while declaring their support for Dogara, dismissed as lacking in merit, the sundry allegations being bandied about by Rep. Jibrin. They accused outside forces of instigating Jibrin in a desperate

bid to oust Dogara from office, and declared that the external forces will fail. A lawmaker from the SouthSouth geopolitical zone of the country, who spoke under anonymity, said that “Nigerians should first and foremost appreciate the fact that there was a harmonisation committee of both the House and Senate that looked into the budget and not just Jibrin alone. “And it is glaring that no matter how he (Jibrin) continues to mudsling, the attempt to remove Dogara will hit a brick wall. According to him, about 60 percent of the N600 million debt is being owed by the army, while about 30 and 10 percent of the debt profiles were for the Navy and Air Force. Just last week, EKEDC disconnected the National Theatre over N9m debt. According to the company’s spokesman, Idemudia Godwin, the N9m debt was an accumulation of unpaid bills over time. The acting Chairman of Nigeria Electricity Regulatory Commission (NERC) also stated recently after meeting with the

operators of the Nigeria Electricity Supply Industry, NESI in Abuja, that circulars were issued to the Ministries, Departments and Agencies, MDAs as far back as 2012, on the need to pay their electricity bills as at when due. In respect to this, he said DisCos now have the liberty to disconnect government agencies which failed to pay their bills. He also said the commission had developed procedures for disconnection of defaulting customers as contained in the Regulation on Connection and Disconnection for Electricity Services.

was tension in Ekiti State House of Assembly, on Tuesday, as a lawmaker declared by Court to be the true representative of Ado Constituency 1, Hon. Toyin was denied entry and refused swearing-in. Hon. Obayem stormed the Assembly on Tuesday morning for him to be sworn-in as declared by the Federal High Court in AdoEkiti. Obayemi, stormed the Assembly in company of his supporters at about 10.30 a.m. and went straight

to the office of the Clerk, Mr. Tola Esan to submit the judgement delivered on July 4, 2016 by Justice Taiwo Taiwo and the subsequent Certificate of Return issued to him in Abuja by the Independent National Electoral Commission (INEC). However, the Speaker of the Assembly, Hon. Kola Oluwawole refused to perform the swearing-in ceremony as security personnel attached to the Assembly prevented Obayemi from entering the hallowed chambers where the plenary was being held. Obayemi, upon reaching the Clerk’s office, submitted

the Certificate of Return issued to him and the court’s judgement nullifying the election of the occupant of the seat, Hon. Musa Arogundade. Mr. Odunayo Arinka was elected during the November 16, 2014 primaries of the Peoples Democratic Party(PDP) , but was later disqualified over alleged falsification of results, following which Arogundade was drafted in as the party’s candidate for the April 14, 2015 House of Assembly poll. Obayemi, who came second in the primaries, had approached the court and prayed it to declare him the

validly elected candidate, which the court had granted. When it was obvious that Obayemi was at the Assembly to enforce his mandate and that tension was already building , four lawmakers suddenly emerged from the hallowed chambers and told him to leave the premises. Apparently acting on order from above, the security men also ordered him to leave the Assembly and the two main entrances leading to the palatial assembly complex were closed by anti-riot policemen. Enugu House probes IGR under Chime The Enugu State House of Assembly has set up a sevenman committee to probe reports of alleged diversion of Internally Generated Revenue (IGR) in the state between 2008 and June 2016. Sullivan Chime was the governor of Enugu State for most of the concerned period – May 2007 to May 2015 but the period equally coincided with parts of the tenure of the former chairman of Enugu State Board of In-

ternal Revenue, Mr. Felix Chime. However, there are insinuations that the probe might have been targeted at Chime’s administration. But the Enugu State House of Assembly said the decision to probe alleged diversion of internally generated revenue in the state followed petitions from ‘members of the public’. The member representing Enugu South Urban Constituency, Barrister Obinna Okenwa,

who moved a motion on the floor of the House, said there were several petitions alleging that principal officers of the Board of Internal Revenue and other top government officials diverted the state’s resources into private pockets during the period under review. Okenwa lamented that the alleged diversion had worsened the economy of the state, which was already in a dismal condition as a result of the decline

in oil revenue. The lawmaker prayed the House to investigate, as a matter of urgency, the activities of the Board of Internal Revenue between 2008 and June 2016. To ascertain the veracity of the alleged sleaze, the Speaker, Hon. Uchenna Ubosi, set up a committee, headed by the member representing Awgu North, Sunday Ude-Okoye, to investigate the matter and report back to the House within 30 days.

People agree that the comrade governor has done much in the area of infrastructural development. But there are complaints that the state lack industries. How are you going to address this when you become governor? We have started already. People just see that the comrade has built infrastructure. But he built the infrastructure for what purpose? We built roads so that we can have access; we built schools so that we can train quality human beings. The reason for building

schools is to improve the quality of the human being so that they can be a very productive workforce. The first phase is what the comrade has done which is laying the foundation for our economic

growth. The next phase is where I now take off from which is now to begin to attract the investors; continue to ensure that there is security of lives, properties and assets

Alhaji Sanusi Rikiji, Speaker, Zamfara State Assembly, has announced that legislators have withdrawn the impeachment threat against Gov. Abdulaziz Yari. Rikiji made the announcement at the weekend in Gusau after a truce meeting of stakeholders which included the governor, all the 24 members of the Assembly and traditional rulers. The traditional rulers were led by Alhaji Attahiru Muhammad the emir of Anka who is also the chairman of the state Council of Chiefs. The speaker told newsmen at the end of the meeting that the lawmakers gave the governor terms and conditions before they agreed to suspend the impeachment threat. He said that the intervention of traditional rulers and the leadership of the All Progressives Congress (APC) in the

state, helped in addressing the issues that caused the face-off between them and the governor. In a separate interview with newsmen, Gov. Yari described the cause of the face-off between him and the legislature as “the handiwork of the devil.” “The cause of the misunderstanding was addressed at the meeting and we have now agreed to put aside our differences and work together for the advancement of our state,” he said. NAN reports that the legislators had threatened to impeach the governor for alleged abuse of budget implementation, misappropriation of bailout funds released to the state by the federal government. He lamented that Ondo State has been locked out in the scheme of things stressing that the youths are fully prepared to make positive changes in a new government of the state. “We are here to declare our mandate by supporting the All Progressives Congress (APC) in the forthcoming gubernatorial election in the state. “We have looked across the nooks and crannies of the state and find out that there is no other party that can deliver the state from its current mess other than the APC hence our support. “The progress and development of our dear state is very important to us most especially in terms of governance, there is need to in-

Too early to declare for Anambra gov race now — Ngige The Minister of Labour and Employment, Senator Chris Ngige, has said that it was still early to Politics declare for next year’s governorship race in Anambra State. Ngige, a former governor of the state disclosed this at the weekend while addressing journalists at Alor, Idemili South Local Government Area. According to hin, the All Progressives Congress will take over the reins of power from the incumbent governor of Anambra State, Willie Obiano, next year. The change, Ngige said, had become necessary because the All Progressive Grand Alliance (APGA) leadership in the state had not met the people’s expectations. Is it the financial planning and reform which led the World Bank to offer the state a budget support facility which it has only offered to two states on the continent of Africa? Is it the restructuring leading the state to

lend to micro businesses in a sustainable way? I could go on and on. So, what is that thing that has happened in the state in the last seven and half years that the economic team contribution has not made happen? That we are paying salaries today, that we have a robust financial management system that is helping the state to meet its obligations is an output of the work we have done. But we thank God and the comrade governor for being able to provide the leadership for us to do all of that. He set up the economic team in the first place and gave us the latitude to work. The credit goes to him more than me. The governor has often described you as the brain box of his government. How would you describe him? How do you rate a very successful person? The ruling Peoples Democratic Party (PDP) in Ondo State has vowed to retain power and defeat the opposition All Progressives Congress (APC) in the governorship election holding on November 26 in the state. The party also said it was not perturbed by the crisis rocking the party both at the national and local level as a peaceful talks to mend all warring factions had already begun.

Mr. Clement Faboyede, Chairman of the party in the state disclosed this at the Alagbaka party’s secretariat in Akure, the state capital shortly after presenting an expression of interest and nomination form to Mr. Eyitayo Jegede, one of the leading aspirants of the PDP in the state. Faboyede who said the party had a way of resolving its crisis both at the local and national level, said no opposition party in

the state could defeat the PDP in the forthcoming governorship election. “I want to assure you that the PDP has no rival in this state and no opposition can defeat us. What is happening at the national level cannot affect us, it cannot affect our chances of winning the governorship election, we are retaining the power”, he added. Mr. Jegede, a formal Attorney General and Commissioner for Justice in the state had penultimate week resigned from his position to contest in the race of the November 26 governorship election. Faboyede told the party’s faithful and supporters that the current leadership crisis rocking the umbrella party at the national level cannot affect the party’s chance in the election saying leaders of the party have started mending all the cracks through a peaceful resolution with aggrieved members not-

However, a new twist has been brought into the ongoing Budget padding controversy as Hon. Abdulmumin Jibrin, has accused Speaker Yakubu Dogara of trying to kidnap him. Jibrin made the allegation on his Twitter handle, on Tuesday. Old Uncle Bob

A

year or two after Rhodesia became Zimbabwe, I made a visit to that southern African country accompanied by my then underaged children. It was a family visit. We spent more than eight weeks in a beautiful country. I was impressed by the designs of the houses in the top-brow areas – Mount Pleasant (which can be equated with Ikoyi or Ikeja GRA), Mufakose which can be twinned with south-west Ikoyi not in architecture but in inhabitants. The houses were built on very spacious grounds. We also went to the homelands. The difference there and the other grandiose places ‘no get part II’. I marvelled at how the homelanders got by. The family house was in Mufakose, a zone habited by no other person than the Reverend Muzorewa, one of the agitators for independence and an ally then rival of Robert Mugabe, Uncle Bob. We travelled from Harare, the capital by road to Bulawayo, the Matabeleland. It was a beautiful ride. I got introduced to biltong, something closer to the Nigerian ‘kilishi’ though tougher. Everywhere one turned in Harare, there was an euphoria of getting independence from Britain. Though some of the Zimbabweans were, even at that time, complaining – in hushed tones – of the dictatorial tendencies of their leader, Uncle Bob. He had introduced the ‘one man, one house’ policy (not even adhered to, it was claimed, by some members of his family and allies) that didn’t go down well with some of the population. The country we met was flourishing. Agriculture was in bloom and Zim was the food basket of southern Africa. There was plenty cattle. The meat was exported around Africa and out of Africa. The cash crop was maize/corn. The staple food was Sadsa, maize meal eaten with spinach (not like the Nigerian efo-riro but more of steamed veg). And then there was the Mazoe orange juice. Mazoe orange juice is globally acknowledged as ‘homegrown … trusted by generations of mothers to give real refreshments’. I had not, before then, tasted anything as natural as that. Decades after our visit, I still can’t forget Mazoe orange juice! Mazoe is a village in central province of Zimbabwe with highly productive farming

estates. The country was recovering from the struggle of independence. Visitor to the country could notice the promiscuity among the youth which could have been caused by drug and alcohol abuse. STD – sexually transmitted disease – was prevalent among the youth then. I recall there was a laid-back attitude among young and old. At parties men could be found bunched together at one side while the females also were grouped together at the other. I was uncomfortable being with the women because of their little talks. I was from Nigeria where, even though we were then ruled by the military, we could still discuss without any fear of being arrested. Zim wasn’t like that two years after independence. Morning really shows the day! I remember making a friend then, Doreen Sibanda. She was in charge of the National Gallery. I didn’t discuss politics with her because her husband was in Uncle Bob’s government. We discussed art. She was interested in the ‘adire’ cloth, indigo. Uncle Bob was one of those who wrestled the while rulers in Zim and their supporters to the ground for the independence. He lived in exile in Ghana from where his

late first wife came. He was once the darling of Whitehall (Britain’s power house). But when he started revealing dictatorial tendencies, his backers called him to reason. To defy them, he threatened to send war veterans to occupy white Zimbabwean farms. He carried out this threat and many white Zimbabwean families sold their properties and fled the country. Some went to Britain, others went to South Africa and some came to Nigeria. In fact some white farmers whose land was seized were promised and allocated land to till in Kwara State by the current Senate President when he was the state governor. How the project panned out I can’t say. Uncle Bob became a fire-spitting dragon dreaded by foes and friends. The latter he could count at his finger tips. Opposition to his rule was swept aside with brutal force. Morgan Tsvangirai has some scars, mental and otherwise, to show for his obstinacy. Sanctions were imposed on Zim by the West but African countries, especially those ruled by ‘old school’ joined at the hips by Uncle Bob, stood by Zim. News coming from Zim now almost four decades of Uncle Bob’s reign, tells us ‘Political rumblings are growing louder’

and people are no more afraid to go on strikes or engage in street protests. Old Uncle Bob’s grip on power is slipping. ‘Dollar crisis puts opposition on the streets’, screams Africa Confidential in its latest edition, AC Vol 57 – No 15. The AC article on Zim says, ‘When the government failed to pay army salaries on time ... it sparked fresh argument among ministers and ruling party barons about the way out of the economic morass.’ For ‘the economy is shattered and the state coffers are empty’. To add to Uncle Bob’s problems his key allies, the war veterans, are deserting him. The war veterans have issued a statement attacking Uncle Bob as dictatorial and egocentric. These ex-comrades who championed the seizure of land from white farmers, those men – and women - who were always very quick to defend Uncle Bob have just realised he’s ‘dictatorial and egocentric’. It took them almost half a lifetime to find the flaws noticeable to a child in kindergarten! Lord, save us from our friends! Patrick Chinamasa, Finance Finance, blames international sanctions imposed on Zim over the past 15 years, for the cash crisis. But Africa Confidential says that ‘... most Western officials lost interest in sanctions some years back ...’. But the most serious remaining sanction is that the ‘US officials oppose a deal with the IMF’. America would want the issues of ‘governance, accountability and transparency’ be taken into account when Zim negotiates new loans with IMF, International Monetary Fund and the World Bank. This isn’t the line taken by Britain, excolonial lord. Blighty seems to be ‘backing a bailout’ for Uncle Bob. The cynic in me thought the diamond, nickel and platinum deposits in the country might have influenced such a decision. But it seems to be none of that but the ‘tired old mantra of stability’. Britain though concerned about ‘respect for human rights’ and supports brave opposition figures fighting a brutal regime is also concerned about a civil war which ‘might impact on the wider region’. For she recognises that a civil war is imminent in Zim if there’s no monetary stability. Old Uncle Bob, frail and doddery as he is, clings on to power which seems to be slipping from his grip. Hold on tight, Mama Britain will come round and prop you up again.

Willie Obiano and the Price for Excellence

f Governor Willie Obiano ever doubted that excellence comes with a heavy price that has been erased by now. In the past one week, Chief Obiano who took only two years to change the narrative of Anambra State and rekindle hope in the citizens has been on the cross. His sin is quite simple – he dared to be different. For this simple reason, the mob is beginning to gather at the periphery. They just can’t understand why the auguries should favour Obiano; why Senator Ben Bruce, Prof Pat Utomi, Senator Ben Obi, General Ike Nwachukwu, LabaranMaku, Ben Akabueze and even Oby Ezekwesili should endorse him as a great performer. In fact, this extremely destructive group, heavily funded by opposition have trailed Obiano’s two-year regime. His emergence as Governor of the Year 2015 through a rigorous process by The Sun newspapers seemed such a bitter pill to swallow to the opposition. But their blood pressure hit an all-time-high when Obiano was named a winner of the Zik Prize for Leadership in the Good Governance category. It was

one massive blow too many to their solar plexus. Their search for a chink in Obiano’s armour took a dangerous turn though, and sooner than later, something had to give. The opportunity presented itself in the recent interactive session Obiano held with Anambra communities in Abuja and the North. Cross-eyed with rage over the impressive turnout, they latched onto the wrong straw by hiring ‘Sahara Reporter’, a disreputable media undertaker to execute their plot. They are miffed that Obiano should have the audacity to claim that Anambra has been exporting vegetables to Europe. So, they scrambled up a puerile piece and Sahara Reporters quickly rushed out with a screamer – “Obiano Lied.” The story is the typical antithesis of good journalism. Nevertheless, it was a pathetic piece that advertised its ignoble mission on face value! As if choreographed, once Sahara Reporters screamed “Liar!” Other vuvuzelas swung into action. Bitter people, who had hitherto waited for the slightest crack to aim a shot, all crawled out from tiny slits in the wood. Those who also hate to hear that anything good can come out of

the Nigerian political class felt it was time to put out the flickering hope that Obiano represents. The lowest point in this despicable episode was when a certain professor of Literature and African Studies in Canada jumped into the fray, speaking with neither facts nor evidence and lumping Obiano together with some APC governors. His commentary could only have come from someone who is not adequately informed. Even so, can we look at the rather ridiculous controversy over the Anambra vegetables export more closely? Is it by any stretch of the imagination possible that Willie Obiano can announce that Anambra has exported vegetables to Europe when it never really happened? Is it even conceivable that anyone who has followed Obiano’s exploits could conclude that he would lie about a phantom export? Is Obiano under any pressure to prove that he is a performer? Why would Obiano lie about exporting vegetables when his achievements are so outstanding? Can any political leader hope for any greater validation than to have prominent figures of the opposition party endorse him? That was exactly what Senator Ben Obi, a PDP

stalwart did when he said - “He has certainly made a remarkable mark in the governance of the state. Fact remains that one can testify to some of the good things that he is doing”. Prof Pat Utomi said, “Interesting things are happening. I am pleased to see the progress made in Anambra.” Utomi belongs to the APC. Closer home, Prince Ken Emeakayi, the Chairman of PDP in Anambra State showered praises on him, praying that the spirit of the Great Zik should strengthen him. Oby Ezekwesili’s own endorsement must have increased the misery of the opposition. In a candid assessment of Obiano’s vegetable exports, Oby had declared thus – “the fact that you have managed to beat the very stringent European Union standards for export of anything that resembles food into their territory is something worthy of note”. Nevertheless, Obiano’s endorsement went a notch higher when the former Minister of Information, Labaran Maku held him up as a model for other governors. Maku said, “And so, they must come to Anambra State; each of the states in the north and other parts of the country to study the Obiano formula”.

APC: Forgotten promise of resource control, fiscal federalism

t the heart of our existence, is a burning issue that several administrations have battled to suppress. We can continue to live in denial for as long as we like, but truth is, we are clearly a stretched entity. The interethnic adhesive forces are becoming dangerously weaker than the intra-ethnic cohesive forces. We are a behemoth, collapsing under the burden of her weight. We have failed to restructure Nigeria to engender unity, efficiency and prosperity. The are serious symptoms of an impending tsunami. Nigeria as we have it today is too concentrated at the centre. We operate a system that discourages healthy competition. The oil producing states are bleeding as proceeds from their land are shared into 36 places. They withstand the worst of oil pollution but are told to stay away from the resources. Today, political interests are shaped by ethnic jingoism. Fault lines are becoming wider. Are you not bothered that the theme of an on-going agitation is anchored on “Avenging”? Whether it is a legitimate vengeance or not, you need to be worried. The Pro-Biafrans have been agitating as well. They feel the

Nigerian state, as presently constituted, is not sensitive to their plight. There are reports that unarmed protesters were brutally murdered. The Boko Haram believes they deserve an independent caliphate. The Shites feel they are specifically targeted. Religious bigots are becoming even more intolerant. The people of Niger Delta feel they are carrying the entire nation on their shoulders, at great cost. They feel like an endangered species. The oil that has brought them so much harm is forcefully taken away from them. The laws have been brutal to their interest. Let me refresh your mind with some bit of history, excerpted from an article I wrote earlier: “From 1914, the date of the Colonial Mineral Ordinance, the first oil related legislation in the new colonial state of Nigeria, the grant of licenses for oil production was restricted to British companies and individuals. No special consideration was given to the host communities and there were no states then. Thus, Shell (Shell D’Arcy) was given exclusive exploration and production license in 1937, before the monopoly was broken following the granting of license to Mobil. Upon attaining independence, others such as Gulf (Chevron), Elf and Agip joined the fray. The government attempted to nationalize the

petroleum sector by increasing her stake through the creation of Nigerian National Oil Company (NNOC) in 1971. This was followed by the creation of the Nigerian National Petroleum Company (NNPC) by Decree 33 of 1977. The main onshore exploration and production activities undertaken today by foreign oil companies in Nigeria are in joint ventures with the NNPC, the state oil company (Source: _Human Rights Watch – The Price of Oil, 2011_). In all of these, the host communities were not carried along. The states were also not parties to the joint venture licenses. The implication is that the oil producing states are positioned as beggars, waiting on the federal government to feed it with whatever crumbs it deemed necessary through the miserly 13% derivation. This is clearly a fundamental anomaly!” The United Nations Declaration on the Rights of Indigenous Peoples states in Article 26 that “Indigenous peoples have the right to the lands, territories and resources which they have traditionally owned, occupied or otherwise used or acquired. As such, they have the right to own, use, and develop and control such lands, territories and resources that they possess”. People sit in Abuja, partition our lands and creeks, and allocate it to their business associates,

surrogates and friends as oil blocs. Here in Nigeria, the centre wields absolute power. Little wonder they expect to be thanked, for a ceremonial flag-off of a clean up of an environment that has been consistently polluted by them for over half of a century. Whichever way you look at it, we cannot continue to shy away from addressing the fundamental issue of restructuring. In the last elections, the APC took advantage of the burning desire to restructure, to make sweeping promises in this regard. Without any ambiguity, they promised true federalism and resource control. It was therefore very surprising to read a news report where the Vice President questioned calls for restructuring of the country. He won an election, arguably based on that promise, so why the change in tone? Oil producing states are still being brutally exploited by the Nigerian state; with the party that promised a redress, now the chief beneficiary. Nigerians need to evolve a working structure, and time is fast running out. Buhari has this excellent opportunity to catalyze that. Will he take advantage of the moment, or continue to look the other way. History is taking minutes for posterity. Tombari Sibe, is an Engineer and Development Strategist.

NUC, ICT firm to deploy solar power in universities The National Universities Commission (NUC), says it will partner with OMATEK Ventures, an Information Communication Technology (ICT) firm, to provide solar power in Nigerian universities. NUC’s outgoing Executive Secretary, Prof. Julius Okojie, disclosed this at the inauguration of the ``247 Alternate Power Solution,’’ provided by OMATEK

Lagos. ``Setting this up in the NUC is to tell the university community that this is a big way to reduce cost by up to 50 per cent. ``We deploy solar technology solutions to reduce power consumption in Nigeria by as much as 85 per cent,’’ she said. The school administrator, Mr. Gabriel Afolabi in his own address solicited the support of parents in the discipline of their children. He lamented that many parents frown at school management and teachers whenever their children are being chastised for wrong deeds. “This scenario whereby parents would come and confront teachers and even pick up fight with them because their children are being disciplined is not encouraging at all. It does not help the school in raising students both in character and in learning and this has to stop in order for us to raise a total child”, he said.

Buttressing his point, the Chairman, Parents Teachers Association, Pastor Tunde Oyelude urged parents to cooperate with the school management in molding the lives of the students, saying nothing can be achieved without the cooperation of parents. He said the role of the school is to reshape children in such a way that parents ought to see positive changes in them. He advised that government should make PTA meeting as part of scores in students’ examination, saying for instance, attendance of PTA meetings by parents should attract 25 percent of a child’s score before such a student can pass out of the school.

Professor Chiedu Mafiana has taken over from Professor Okojie as the Acting Executive Secretary of the National Universities Commission (NUC) being the most senior staff of the commission. Recall that Okojie’s tenure as the NUC helmsman ended on July 31, 2016 having completed his 10 year term which began in August 2006 Prof. Mafiana, who was previously the Deputy Executive Secretary 1 and the Director, Quality Assurance, prior to his elevation as the Acting ES, pledged to continue from where Okojie stopped and to carry every one along in his official duties. In this interview with MATHEW DADIYA, Samira among others asserts that the Nigerian society does not respect education, adding that unless parents play their role in orientating children from homes, the society can never get better. Excerpts. What is the basic role of NAPPS in FCT? The role of NAPPS is that we bring our people together as a family and we have been able to have data of schools including those from the grassroots; we have wards, area councils and we have the FCT chapter. We all come together because if one part of the body is not well, the whole body would certainly be sick. So what is the concern of one is the concern of all of us. Secondly, we are able to find out as united members, what are the regulating rules, what are the dues they should pay and the ones they should not pay, what are the things we should accept from government that are legal and fight back the ones that are not legal because we are all Nigerians and we are contributing to the development of this economy. In actual sense, the private sector is contributing about 68 per cent to the GDP of this country. Again, we are always having capacity building for ourselves, members and those working under us. We are employers of labour and we also provide about 56 per cent of employments in Nigeria and because we do that, we need to enhance what our people do in the field. The private schools in FCT seem to be very competitive but then, many people have lamented the poor standards in some private schools around the city, what is the association doing to make sure that those schools meet standard? As I mentioned earlier, our objective is to ensure the welfare of members. We are not a regulating body. What you said is apparent, but one thing I will say is that NAPPS FCT stands for excellence; there is no tout among us. If you look at most of those schools, they are not our members, but let me give an analogy; they are just like pure water sellers which you don’t know how much he has invested into the business, the qualifications he or she has had, you just jumped into the business without knowing exactly the cost implication of the business. That is the attitude of Nigerians, we don’t look at what exactly is in the business but because the person running the business seems to be doing well, everyone wants to venture. But the good thing is that, the issue of illegal and sub-standard schools in FCT is being addressed

by the FCT administration. We know our members and our members know the right thing to do. We organise programmes, do capacity building and take our members outside the country for excursion; we visit one another schools for peer review to see the standard and try to match with the standard. It’s not a competitive world; it’s a world that we know we are providing service and bridging the gap for education in this country. Knowing that the activities of other private schools owners who are not your members are portraying bad image for your association, what measures have you taken to curtail their excesses and ensure that parents stop sending their children to such schools? There are so many things being put in place, however, it’s a free world. But bear in mind that Abuja parents are very enlightened. First of all, there are so many ways you can find out which schools are listed in the database of the National Association of Proprietors of Private Schools (NAPPS) whether national or the FCT chapter, you will see the names. Secondly, we have directory, Education Resource Centre has a directory; School Hunters is always making a directory and you can also go to Department of Quality Assurance (DQA) to find out. Again, you can also know the right school through verbal interaction with your friends, whether church or mosque members, they will tell you the good schools. It is good to find out from the reliable sources which school is good before you send your child to avoid abuses and bad teachings that could affect the child’s moral fiber. I think that is what people should do. What policy do you think government needs to introduce that would help orientate the pupils and help them in making good career choice? It is not necessarily a matter of policy; but the society. The orientation should start from the home because that is where the children are coming from and unless the parents do their bits, the society would never get better. The family is the bedrock of anybody, as such it’s not a matter of policy because in Nigeria we are so good at grandeur policies, what happens with the implementation? It is simply a matter of advocacy, sensitisation and making people to see the

Let me give you an anecdote; one day I was teaching some of my students in their classroom, and I asked what will be their career choice? I was shocked to find out that out of 114 students, only 2 said they want to be a teacher, which shows that nobody really wants to be a teacher. So what quality of teachers are we producing? In Nigeria, people go into teaching as a third or even ninth option, but in countries like Finland, Singapore, and Sweden, their teachers are the crème de la cream of the society- the intelligentsia, the most respected, the well-behaved and so on and so forth. Therefore, how would their education system not be the best? I am not saying we cannot be the same with them but if we must, our teachers training, teachers development (teachers that are already in the field), whether public or private, must be an utmost priority. We should always enhance their capacity because they cannot give what they do not have.

The trends are changing very fast; the applications are also changing in a matter of months. We should also look at how best we can improve the public schools; it is not about the huge allocations budgeted annually which we don’t see any result but the Nigerian child is a Nigerian and should be adequately catered for. I am proud to be a Nigerian any day any time, and I love Nigerians. The Nigerian child, if you give him a place anywhere anytime, he will thrive. So why are we caging them, why are we frustrating them, why are we making policies without implementation and making it difficult for them to thrive? God has given them wings that are bigger than ours; we should allow them to fly. We should learn to do the right thing: right thinking, good thinking, good thoughts, good deeds and good action will lead us to a better future. How would you describe government policy on education in Nigeria, especially as it concerns private schools? The unfortunate thing is that there is always a dichotomy be-

tween policies and implementation and the people that are even trying to put the policy in place, may not even understand the policies. Another thing with government is that when they are making policies on education, the experts in education are rarely there, and the people on the field i.e. the school owners, the teachers should be part of whatever policy the government is designing. For instance, what we do in our school, we make children to make some of the decisions because it helps. If they are not good, guide them and that is exactly what we are saying, guide us as it is done in other professions but don’t say you know more than us. For instance, if you hire a lawyer to defend you, would you tell the lawyer keep quiet I know more than you? But that is what people do to us (teachers). Everybody wants to enforce his or her own business and ideology into education, but the irony of it is that, the society does not respect education even the parents. We feel we are experts in our own field, and our rules should be respected.

Enugu Assembly to probe Chime, others over IGR Moses Oyediran, Enugu

In a petition presented at the floor of the House, the member Representing Enugu South Urban Constituency, Barrister Obinna Okenwa, said that the House had received petitions from members of the

public alleging Chime and other principal officers of the Board had continually diverted the state’s IGR between 2008 and June 2016 into their private pockets. Okenwa lamented that the alleged diversion had further worsened the economic situation of the state. He prayed the House to investigate, as a matter of urgency, the activities of the Board between 2008 and June 2016 with a view to recovering the stolen money. To ascertain the veracity of the alleged sleeze, the Speaker of the House, Hon. Uchenna Ubosi, has set up a seven-man committee headed by Ozo Sunday Ude Okoye, member represent-

The Commissioner of Police Mr. Sam Okaula, told journalists in Awka, on Tuesday that the suspects, “Black Axe (Ayee)” confraternity members were arrested on July 31, barely 24 hours of his assumption of duty in the state. He said that the suspects were some students of Federal Polytechnic, Oko and unemployed youths. He said that he had zero tolerance for crime and criminality, which his predecessor had bequeathed to him. “I have an effective Command bequeathed to me by my predecessor. I am a crime fighter. If you are a criminal leave the state because the environment will not be conducive for you; better relocate from the state before you are caught,” Okaula said. Government has set up mobile courts to instantly try residents who default in refuse disposal, the state Commissioner for Environment, Engr. Mike Eraye, said that it was part of the efforts to keep Calabar, state capital clean and green. Eraye said on Tuesday that the recent clean up exercise at the Watt Market, Calabar engineered by HIT FM, a Cross River-based first private radio station that state had witnessed significant improvement since his ministry took

delivery of trucks to tackle refuse evacuation in the state. According to him, a committee was already on course to see that the court set to check excesses during refuse disposal delivers on its aim, even as he warned residents in Calabar to desist from unhelpful waste evacuation methods that makes them culpable. “We have mobile sanitation courts in place; we have an enforcement team in place; we’re going to deploy that along what Hit FM has brought about here,” Eraye said. of the Labour Party in Ondo State (LP), Mr. Kolawole Johnson, on Tuesday, tendered his resignation letter amidst crisis rocking the state chapter of the party. His came on the heels of claims and counter-claims that Governor Olusegun Mimiko was plotting to hijack

the party. He appreciated members of the party for their co-operation and support during his two-year tenure as chairman. “It is, therefore, with great gratitude and a sense of strong character, which determines moral purpose and set of things we choose or avoid, that I tender my resignation letter today. “The lessons, challenges and successes have further prepared me to continue to

serve the public in truth and absolute loyalty to the good of the generality of the people, which are the core ethos of the party” the letter read in part. Aggrieved members of the party had, last week, raised the alarm on the purported plans that Mimiko plans to use the party for an alleged selfish interest in the forthcoming November 26th governorship election. The claims had further caused division among the

members of the party which hitherto split its supporters into different aggrieved camps. Last weekend, some aggrieved members of the party alleged that Mimiko was engaging in series of meeting with the national leadership of the party in Abuja with plot to field his stooge as the candidate of the party for the poll. Many members have also been attacking and criticizing Johnson for tendering his

resignation letter in the face intimidation. Following Johnson’s resignation, the national leadership of the party has dissolved the caretaker committee under his leadership. of Governor Okezie Ikpeazu of Abia State, Nkechi, has commissioned two bungalows she built for two indigent women at Umuoba Amuzukwu and Amamchara Umudiawa, all in Umuahia North Local Government Area. The women are Mrs. Rosemary Ogbonna Ikwuakolam of Amuzukwu and Mrs. Abigail Ugonma Onwuzuruike of Umudiawa, all above sixty years of age. Speaking at both events, Mrs. Nkechi Ikpeazu said that the gestures were geared towards alleviating the sufferings of the

women, thanking God for the ability of the administration of her husband, Okezie Ikpeazu to fulfill his campaign promises and covenant with God to use their leadership positions to positively touch the lives of the public. Handing over the keys of the bungalows to the beneficiaries, Mrs. Ikpeazu assured that she would continue to provide democracy dividend to the people, pointing out that her husband had the intent to improve upon the welfare of women and their empowerment as part of his cardinal policies, disclosing that the gesture would go round the 17 LGAs in the state.

Plateau State Head of Civil Service, Mr Izam Azi, has said that the total of N10.2billion bailout funds received from the Federation Account was used strictly by Governor Simon Lalong to pay salaries. Azi said that the first tranche of N5billion was used to clear the back log of salaries owed by the previous administration, while out of the second trench of N5.2 billion, N1.2 billion was given to the Local Governments for the payment of one month salaries of LGA workers. “Out of the remaining balance of N4 billion, N3 billion was used to pay two months’ salaries of civil servants for March and April 2016 as the N1billion that was left could not pay for the third month in May, the state government now augmented N500, 250,00 from the internallygenerated revenue to pay for the month of May”.

Child abuse more prevalent in government -owned schools - Napoleon Abgaidu

CHILD INITIATIVE God’s Covenant Snr with agency report Mr Napoleon Abgaidu, Head of the Abuja office of Save the Child Initiative (STCI) Nigeria, an NGO has called stakeholders’ attention to the rising wave of child abuse in schools across the country, stating that the evil is more prevalent in governmentowned schools Agbaidu who was speaking at a stakeholder’s forum in the Federal Capital Territory recently explained that capacity building, involving training on child rights and trafficking in persons for school guidance counsellors, if introduced would enhance efforts to protect children from abuse. ``Thus, when they are well enlightened and empowered, rendering their own quota in protecting Nigerian children from all forms of abuse will become achievable in the school system,’’ he said. Psychologists in their assessment of the educational structure, suggest that education officials should strive to create safe schools that are conducive to teaching, learning and schools which are free from any form of violence and discrimination.

They counsel that all government and private schools should have, as part of their regular staff, trained school counsellors or guidance officers. ``This is because school counsellors always work with students, parents or carers and teachers in counselling students and assisting parents or carers to make informed decisions about their children’s education. ``Others include assessing students’ learning and behaviour; assisting schools to identify and address disabilities that affect students’ learning as well as liaising with other agencies concerned with the well-being of students, among others,’’ a spokesman for the body said. In line with these responsibilities, stakeholders urge school counsellors and parents to always strive to protect children from any kind of abuse. Corroborating stakeholders’ consensus, Abgaidu said child protection efforts are a collective task which requires the contribution of different stakeholders, and pointed out that concerted efforts in addressing issues relating to child abuse will go a long way to prevent cases of child abuse and promote the protection of Nigerian children. He therefore called on the Fed-

eral Government to brace up to arrest such challenges and work in tandem with the Universal Basic Education Commission (UBEC) and other relevant agencies to put an end to such aberrations. Abgaidu particularly urged school counsellors to create tangible awareness on the ills of child abuse among the students, adding that many students are being abused without their knowledge. He says this can be done via billboard information on the notice board, during students’ assembly periods, group counselling and Parents Teachers Association (PTA) meetings, among others. However, Ms Charity Anaja, the Programme Officer of Paulash Community Development Initiative (PCDI), underscored the need for both parents and school counsellors to be closer to the children in their personal engagements. Anaja bemoans a situation in which some parents stupidly cede the care of their children to caretakers and housemaids. “Violence against children in Nigeria is very high and there is a high prevalence of sexual, physical and emotional abuse as well as neglect of children across the country. The perpetrators of these heinous crimes are rarely strangers but persons who the

children actually know. ``Our children are the leaders of tomorrow and this underscores the importance of securing their future by protecting their rights, and efforts should be made to protect the children’s rights to survive; their rights to develop and their rights to have the best enabling environment that will lead them to realise their full potential in life,’’ Anaja said. Similarly, Mr Ibrahim Umar, Secretary, FCT Education Research Centre (ERC), says that school counsellors should always strive to educate the children and their parents on the need to break the perceptible culture of silence on child abuse. He says school counsellors should be able to sensitise parents during PTA meetings to the importance of exposing their children and wards to sex education. ``Also, parents should be able to condition the mind of their children on how to behave toward

a stranger. Children, especially girls, should know how to respond when a man asks them to sit on his laps or entice them with gifts. ``When a child is well-trained and educated by his or her parents, the child will always know the right thing to do in specific situations at any given period,’’ he added. On child rights and trauma awareness, Trauma Awareness and Resilience Initiative (TAR), another NGO, said that secondary school counsellors should be trained on child rights and trauma management, as part of efforts to handle traumatic experiences among students. Mr Francis Onyekwue, the Coordinator of TAR, explains that child traumatic stress refers to physical or emotional responses of a child to events that threaten life or physical composure such as accidents, natural disasters and gang shooting, among others. Onyekwue said that counsellors should adopt a care practice which covers traumatic experiences and behaviours in order to effectively manage the trauma of affected children. ``Children react to traumatic stress in emotional ways such as expressions of panic, intense fear, horror and helplessness, among others. ``There is also a physical reaction where the child manifests trembling, dizziness and rapid heartbeat rates,’’ he added. He also claimed that it is common for children to regress in their behaviour, express fearful avoidance and phobic reactions after a trauma. ``For instance, some students may seek to avoid all reminders of the trauma by withdrawing from others, refusing to discuss their feelings, or avoiding activities that remind them of the trauma. ``Feelings of irritability, anger, sadness or guilt may often emerge and complaints such as headaches, stomach-aches or sweating are not unusual,’’ he concluded. The forum concluded that protection of the child is everyone’s responsibility but government must play its role to ensure a confident and stable generation that will lead the nation in the future.

I was eager to locate where ambulance cannot reach -Gbolahan

The popular Snake Island in Amuwo-Odofin Local Government Area of Lagos state comprise only of three communities with a population a little over 20,000 people living below poverty level. Accessible only through water transportation from Coconut Island end of the Tin can Island area of Apapa, the people have no healthcare motorable roads, no drainage system, no potable water and no power supply. The environment itself is a dirty mosquito breeding threat. Dr. Sodipo Gbolahan, a private medical practitioner who built his medical centre after hearing of pregnant women dying from pregnancy related problems in the riverine communities, granted The Daily Times audience. Below are excerpts that highlight ed the humanity government must address. How was the beginning like here? It all started when I was a doctor at Tolu Medical Centre at Olodi Apapa. At a particular time, I was in charge of three pregnant women who always come for medical attention and they said they come from Igbologun. Afterwards, one of the 3 women came around to say one of them died. According to her, she had visited one nurse in the community before her death. That same year, one of them too lost her baby because there was nobody to attend to her in the night and I told her that they should have called me and she said ambulance can’t get to Igbologun. That got me worried and I was eager to locate where ambulance can’t reach. That same day, I visited Igbologun. I went round and I couldn’t find any hospital, but someone directed me to the primary health centre here, and when I got there, there was no doctor. Then, I thought of establishing a medical centre here. During that period, my wife wasn’t feeling fine during her pregnancy, so she had to travel abroad. That same month, I resigned. When I came here, they told me a doctor came and ran away. According to him, the people were not encouraging him because they don’t have money, but I decided to give it a trial. I rented a 3-bedroom flat with

my last salary, there was no bed. I just put a signboard outside stating: ‘A qualified doctor now around. Check.’ Most of them know me when I was working for Tolu Medical Centre. That was how I started gradually; it was encouraging because people were coming, they didn’t pay for card. What I did was to calculate the money for drug and add N500 for the treatment. The second month I had more than the salary I was earning at my former place of

work. Afterwards, I got this building. I had to buy beds from the hospital I worked for and I bought baby couches.

What are the common diseases you treat? The common illness here is convulsion, anaemia and severe malaria, vomitting, because the environment is dirty; there’s no good water. And for the pregnant women, it is bleeding. During delivery, they have contraction, obstructed labour, they have had abortion resulting in complications.

What kind of situation did Mrs Charity and Mrs Luke come with? Charity was brought in by

a female Traditional Birth Attendant; she’s one of the women that attend to the pregnant women where she came from. One day, I met the TBA inside boat and I spoke with her. I told her to talk to her people that instead of sending the pregnant women with complications across, they can send them to me. When they send them across, they can actually die inside the boat before getting to the hospital across. So she brought Charity around 2am and she had been in labour for some hours and was already weak. When I checked the baby, it was already distressed so I told them we would do a CS. They refused initially and

wanted to go, but the husband gave it a second thought that if he took his wife out of my hospital, there was no other place he could go because he didn’t have money. The baby had pooed and the cord was around his neck. For Luke, she was brought in by another TBA. I was surprised her baby survived, though the baby had jaundice, but we were able to treat the baby.

Looking at the hospital, it seems overwhelmed, do you think there’s anything the government can do to help? Government can do a lot of things. There are communities around here, they can start with three communities, like Ibeshe, Igbologun and Sagbokodji; and when they have built a health centre, they should ensure that people monitor it.

Can you clarify your use of TBAs because I know there are skilled TBAs recognised by the government and unskilled TBAs. Which are you referring to?

The problem is that I don’t know which is skilled and which is unskilled. Before I came here five years ago, they go to the TBAs. There, they can have 10 patients and six may survive while 4 will die. There are good TBAs but they have to know where to draw the line. It is hoped that the Ambode-led Lagos state government would address this very important issue of a functional healthcare or a standard hospital to cater for these poor folks in the three riverine communities.

Niger State Government, on Tuesday, advised people in the riverine communities to move to the upland to avoid being cut off by flood. The advice followed increase in the tempo of the rain in most part of the state and the warning by the Nigerian metrological agency that the state would be flooded this rainy season. The government statement signed by the Commissioner for Information, Culture and Tourism, Mr. Jonathan Vatsa, made available to journalists, in Minna, said that the warning had become necessary because the state could not watch its people lose their lives and property as a result of the flash flood.

The National Drug Law Enforcement Agency (NDLEA), has arrested 31year old Chidiebere Vincent with 25.2 kilograms of Methamphitamines worth N1.78 billion naira in Anambra State. While parading the suspect on Tuesday at the (NDLEA) base in Onitsha, the state commander of the agency, Mr. Sule Momodu, discribed the substance as the most dangerous in the world that should give any state a serious concern. Momodu said that the suspect was arrested in Awka between 10 to 11a.m. on Thursday last week, noting that investigations were still going on. He said that three laboratories of the hard drug which a kilogram of it sells for 150 dollars, had been discovered in three communities in Anambra State. The communities according to him were Nanka in Orumba North Local Government Area, Obosi in Idemili North Council Area and Ozubulu in Ekwusigo Council Area. The NDLEA boss said that Governor Willie Obiano had announced a cash prize of N500,000 anybody with information on laboratories of such drugs in the state. According to him “Investigations are ongoing, as soon as we finish, we will charge the suspect to court for prosecution. “If criminals have access to this drug, you can imagine what harm this will cause in the society; it produces a lot of financial gains and they can use the proceeds to alter our political landscape. “We are ready to fight this scourge, and if we fail to tackle it now and allow them to take the space, will spell doom not only in Anambra but the entire country”, he added.

hris Giwa has given reasons why he has taken a leadership tussle of the Nigeria Football Federation (NFF) to the country’s apex court, the Supreme Court. Giwa at a press conference on the state of the nation’s football explained why his group has had to go to the final court of the land to decide who legally takes over the headship of the Nigeria Football Federation. “We have been able by the grace of God to appeal to the Supreme Court. Appeal is different from stay of execution. They are two different processes. We have filed an appeal and we have filed a stay of execution saying that we do not agree with the judgment,” Giwa disclosed. He continued, “The Court of Appeal has given us 19th of September, 2016, for that motion of stay of execution to be heard. Once that is done by law that judgment is ineffective till when that motion is argued. “When we got our ruling from the Federal High Court (Jos), I know some people may ask why you held on to it. Yes we held on to it because the defendant there did not ask for stay of execution. If they had applied for stay that judgment wouldn’t have been effective till when the Court would give a pronouncement. “But they never did that, all they did was they applied for stay of proceedings and ask for leave to appeal and when we went to the Court they withdrew the stay of proceedings. Stay of proceedings is different from stay of execution; they are not the same motion. So they withdrew it and they relied on leave to appeal and went to the Appeal Court. “Luckily for us, the Judge at that date hands off from the case since he has granted them the leave to appeal. As we all know that Appeal Court is not the final court, the Supreme Court is the final court.

igeria international Ogenyi Onazi has joined Turkish Super League side Trabzonspor on a four-yeardeal, according to report. The Lazio midfielder, who was welcomed by a sizeable number of Trabzonspor supporters and club officials at Ataturk Airport, revealed to reporters that he signed

a four year deal. The Jos-born star arrived in company of his agent Ayodele Makinwa. The Super League side were desperate to add to their ranks after an underwhelming 2015-16 campaign, where they had to settle for 12th place. Trabzonspor previously already secured the services of Suk Hyun-jun, Jan Durica and Bahadir Gungordu and have now snapped up Onazi.

Onazi joined Lazio from My People FC of Lagos in 2011 and made over 100 appearances in all competitions for the Serie A side. The Nigeria Customs Service (NCS) has made major adjustments in the 2015 Common External Tariff (CET). CET is a tariff introduced when a group of countries form a customs union. The same customs duties, import quotas, preferences or other non-tariff barriers to trade apply to all goods entering the area, regardless of which country within the area they are entering. The CET is one of the instruments of harmonising ECOWAS Member States and strengthening its Common Market. This is even as earlier predicted by Daily Times, the service has increased the exchange rate for import duty calculations from N282 per dollar to N313 following last week’s crash of the Naira on the Central Bank of Nigeria (CBN) official exchange rate window. However, the decision by Customs to increase import duty again by almost 11 per cent has not gone down well with clearing agents who has condemned the increase. The Minister of Communications who recently played host to ISPON delegation led by Olorogun James Emadoye, the President, in his Abuja office, said he was shocked by some revelations including the circular passed in 2006 instructing all Ministries, Departments and Agencies (MDAs) to make use of local software as long as the solution exists locally, including the pledge by the former President Olusegun Obasanjo to let out the Federal secretariat building in Ikoyi for an IT park as well as the development of a Software Development Fund. Shittu informed the delegation that these revelations were new to him and urged the ISPON President to write proposals on specific requests for onward action from the ministry. He also advised ISPON to undertake some initiatives by herself as a means to an end in certain occasions. He added that a section of the Abuja Technology Village can be converted to an IT Park for innovation and exhibition of software solutions. Investors recorded a loss of N3.8 billion as market capitalisation closed at N9.558 trillion compared to a loss of N57.3 billion recorded on Monday to close at N9.562 trillion. Topping the day’s 26 losers was FCMB Plc as it dropped 5.67 percent or 8 kobo to close at N1.33 per share; followed by Fidelity Bank Plc which shed 5.13 percent or 6 kobo to close at N1.11 per share. Seplat Petroleum Company Plc closed at N282.94 per share having lost 5 percent or N14.89; Wapco Plc closed at N53.07 per share following a loss of 4.99 percent or N2.79; while Redstar Express Plc lost 4.96 percent or 21 kobo to close at N4.02 per share. Oando Plc has announced its unaudited results for the six months period (H1) ended 30 June, 2016, with a 23 percent decline in Loss-After-Tax, LAT, of N27.0 billion compared to N35.0 billion in H1 2015. According to the financial statements of the indigenous energy group submitted to the Nigerian Stock Exchange, Turnover increased by 18 percent to N212.0 billion compared to N180.0billion recorded in (H1 2015), while Gross Profit decreased by 49 percent to N19.0 billion compared to N37.1 billion recorded for the previous period. Oando’s operational highlights for the period under review for the upstream sector showed that Oando Energy Resources (OER) through its 81.5 percent held

subsidiary, Equator Exploration Ltd, successfully farmed out 65 percent participating interest in blocks 5 & 12 in the Exclusive Economic Zone of the Democratic Republic of Sao Tome and Principe. In the Midstream, Oando Gas & Power achieved 55 percent completion of the Central Horizon Gas Company (CHGC) 8.5km pipeline expansion, and a 200 percent subscription of gas capacity in the 20 mmscf/day Mini LNG plant development in Ajaokuta, Kogi State. In the Downstream sector, Oando Plc noted that it had concluded $210 million recapitalization and partial divestment of Oando Downstream. “As the global economic challenges persist, Oando has been

duly affected as a result of the new reality in international commodity prices of ~$50/barrel and the operating challenges in the Niger Delta that have occasioned a 25% reduction in daily production volumes from ~56kboepd H1, 2015 to 45kboepd H1, 2016. The devaluation of the Naira by the Central Bank of Nigeria in Q2, 2016, from an average exchange rate of N199.00:$1.00 to above N280.00:$1.00, has resulted in unrealized foreign exchange losses due to our dollar denominated liabilities. Half year: Dangote sugar refinery posts N11.1b profit Stories by Afolabi Adesola Nigeria’s largest sugar producer, Dangote Sugar Refinery has announced a profit before tax (PBT) of N11.1 billion for the six months ended 30 June, 2016. The unaudited results for the half year indicates that all performance measurement indices trended upwards. According to the results, profit before tax rose by 13.3 percent compared to N9.8 billion in the same period in 2015. The sugar group recorded a profit after tax (PAT) of N7.4 billion, which rose by 17.5 percent over N6.3 billion posted in the corresponding period in 2015. Group revenue increased by 37.86 percent to N70.5

billion compared to N51.1 billion in 2015, reflecting the increase in sales volumes during the period. Gross profit increased by 9.57 percent to N13.9 billion in contrast to N12.7 billion despite higher production costs mainly driven by increased LPFO usage and currency devaluation. The unit prices for gas and LPFO were also higher than in the comparative period. Speaking on the six months unaudited results, Acting Group Managing Director Abdullahi Sule, said “Despite market challenges experienced in the first quarter and operating challenges in the second quarter of 2015, we were able to grow our revenue compared to the same

period in the previous year. Our focus for the remainder on the year will be to increase sugar production at reduced conversion cost and improve distribution to match the increasing demand from our customers. Our greater growth strategy “Sugar for Nigeria” continues to gain momentum as we execute the first phase of our expansion plans.” He added, “The various operational and economic challenges we were faced with during the period under review notwithstanding, the overall performance shows an improved outlook for the period. Operating cost increased due to the devaluation of the naira.”

Adele’s YouTube-shattering video for her 2015 comeback single “Hello” notched seven nominations, while the sultry British singer earned an eighth mention for “Send My Love (To Your New Lover)”. The controversial video for West’s “Famous” which featured portrayals of 12 nude celebrities including Swift sleeping next to the rapper got two nominations, including the top award of video of the year. Swift and West had been publicly feuding for months about whether the pop star approved lyrics in which West boasts about making her famous. Swift, 26, the top-earning celebrity in the world, had dominated music awards shows in the past five years and won four MTV music video prizes in 2015, including her single “Bad Blood” with Kendrick Lamar. But this year, she did not score any nominations after touring worldwide for much of 2015, in spite releasing videos for “Out of the Woods” and “New Romantics” in late 2015 and early 2016. L3 Travelogue

My South Africa experience I recently took a trip to South Africa courtesy of South Africa Tourism. I was part of a travel team that included Tiwa Savage, Ayo Makun, Praiz, Juliet Ibrahim, Eki Ogunbor, Kelechi Amadi-Obi, Sisi Yemmie, Yvonne Nelson, Reggie, Ebenezer and other Nigerian and Ghanaian influencers. We were first to visit Durban, and then Mpumalanga. I was looking forward to exciting moments during the trip, and I was not disappointed.

Durban On arriving Durban just after 12 noon, we were greeted by the sun beaming in the sky, the beautiful landscape of the city and a warm reception from our hosts in Durban. Tired from the long trip, we went straight to our hotel, Southern Sun Elangeni & Maharani, North Beach, Durban, and checked in to our rooms, then proceeded to lunch by the seaside which is just opposite the hotel. The food was good! The following day, the tour began in earnest, and we saw so many great sights that left us breathless in Durban, including: 1. Moses Mabhida Stadium: Here, we were taken on a tour of the museum located on the ground floor, and then to the hilltop from where we could see the whole city of Durban. 2. Dolphin Show at uShaka Marine World After about 10 to 15 minutes at the museum, we left for uShaka Marine World to see a dolphin show slated for 12:30pm. It was fun to watch! 3. Durban July Day Durban July Day is South Africa’s premier horse racing event and it has held every single year since it started in 1897. 119 years! Isn’t that remarkable? It is the biggest fashion and polo event in Durban and it holds on the first Saturday in July every year. We enjoyed ourselves thoroughly. It’s truly Africa’s greatest horse racing event! 4. The Nelson Mandela Capture Site and Museum The Nelson Mandela Capture Site in Howick is just over an hour’s drive from Durban. Our tour guide, Sbu explained to us what happened to Madiba when he was captured. This site was where Nelson Mandela was arrested after he had successfully evaded capture by apartheid operatives for 17 months. It was on this remote road that police, on August 5 1962, flagged down Nelson Mandela who was pretending to be a chauffeur, with fellow comrade, Cecil Williams in the passenger seat, and arrested him. This marked the beginning of what Madiba termed “Long Walk to Freedom” as it led to several trials which eventually saw him spend 27 years in prison. Of course, we just had to take photos of the spot where he was captured.

We also toured the museum where his memory is kept alive. It’s a free museum for now and donations are accepted. Our guide at the museum, Ayanda, took us round and showed us the life Madiba Nelson Mandela lived from youth to adulthood, and then his prison time on Robben Island and how he was the first democratic head of state to declare a day for blacks and whites to live as one in South Africa. Since Nelson Mandela bridged the gap between whites and blacks, the ill treatment of blacks by whites has drastically reduced. Racism still exists in the country, but it is not as intense as it used to be, and rarely escalates unless it is being discussed. We went round the museum and the tour ended at the capture spot where a unique, stunning sculpture designed by artist Marco Cianfanelli stands. It is a masterpiece created with 50 poles which make a face, not just an ordinary face but an iconic one — the face of Nelson Mandela. I was awestruck. It was my second time there, but it surpassed my first experience by far. This time, I had time to explore the area, take great photos and walk round the site. It’s a tourist site and for me, I’d rather take photographs than just look. The amazing blue sky and the fantastic golden sun were just there waiting for me, and this made the photos breathtaking. All in all, Durban was fun. It was hard to say goodbye but we still had Mpumalanga to see.

Mpumalanga Our flight from Durban to Nelspruit was an hour long. We arrived in Nelspruit past 12 in the afternoon and got into our shuttle bus for our transfer to the hotel. We were lodged into Protea Hotel in Hazyview, Mpumulanga and we enjoyed a pleasant welcome from the staff of the hotel and our host, Janette. We were told that Mpumulanga is the place where the sun rises and sets and I witnessed sunrise and sunset in Mpumulanga; it was beautiful, especially for a lover of sunsets like me. We covered several amazing tourist destinations here, including: 1. Elephant Whispers Elephant Whispers, which provides guests with a wide range of Elephant safari activities to enjoy, was our first stop. We were led to a section called elephant sanctuary where we

were given a brief history about the elephants. We also got to ride on them and it was an exhilarating experience! The name of the elephant I rode on was Thambo. 2. God’s Window From Elephant Whispers, our second destination was the popular vantage point called God’s Window, located at the Blyde River Canyon Nature Reserve. You’re probably wondering what God’s Window is, and why it is so named. It’s a highlight along what is known as the Panorama Route in the eastern Mpumalanga province. The natural wonders on the route range from cascading waterfalls to impressive mountain gorges. There are about four to five stops to view the site and a last stop at the top which is almost reaching the clouds. I did the long walk to the top to capture the moment and also said a little prayer to God. It was an emotional experience because I had visited on my birthday in 2014 in company of my friends who acted as tour guides, and it was a great feeling coming back two years later. The scenery is magnificent and it costs R60 to enter the site. On getting to the top of the mountain, I was reminded of Table Mountain in Capetown and Great Rift Valley, Nairobi Kenya. The site is a peaceful place to commune with God, appreciate life more and see the beauty it has to offer. Kelechi Amadi-Obi, Hloni, AY, Praiz, Ebenezer, Dotun and I made it to the top and it was worth the time and effort. We took as many photographs as we could, and I also took a deep breath to appreciate the moment. I can’t do this all the time, but it made me more grateful for life. 3. Bourke’s Luck Potholes After God’s Window, we visited Bourke’s Luck Potholes also located at the Blyde River Canyon Nature Reserve. On getting to Bourke’s Luck Potholes, we encountered a baboon that was scavenging for food in the bin and there was a sign that said ‘Do not feed the animals’. We were intrigued as the animal was looking for food and throwing things out of the bin. We made our way to the potholes. This is another location that makes one wonder how God created the earth. Bourke’s Luck Potholes is not manmade, it’s a natural reserve. River activity over hundreds and hundreds of years has shaped the landscape, shaping a breathtaking and elaborate arrangement of natural rock formations and pools of water! Amazing! 4. The Three Rondavels After our tour around the mysterious potholes, we made our way to the panoramic site of The Three Rondavels, also situated

right there at Blyde River Canyon Nature Reserve. The Three Rondavels is a popular tourist site in Mpumalanga and there is a bit of history to it. The Three Rondavels are three round mountain tops with slightly pointed tops, very similar to the traditional round or oval African homesteads made with local materials called Rondavels. They are sometimes also called the Three Sisters, and were once known as The Chief and His Three Wives — the flat-topped peak represented Mapjaneng, famous for opposing invading Swazis in a memorable battle is on the right, whilst the rondavels are three of his more troublesome wives, Magabolle, Mogoladikwe and Maseroto. When we arrived, I saw the scenic site and, looking at it again, I remembered it was one of the questions asked during my exams for South Africa Specialist. I said to myself, ‘This is Drakensberg’ and then I asked the tour guide what the place was called and he said the area is called Drakensberg. Then I knew I didn’t fail my exam. The view point is spectacular. From here one looks over the canyon to the Three Rondavels on the other side of the northern edges of the Drakensberg range of mountains, an outlook that is overwhelmingly beautiful and deserves more than a moment’s appraisal. The aesthetically pleasing formations are explained geographically as the slow erosion of underlying soft stone, leaving the exposed quartzite and shale rondavels at which we marvel. Whatever their origin, they are undoubtedly magnificent. Together with God’s Window and Bourkes Luck Potholes, the Three Rondavels are a highlight of any trip along the third largest canyon in the world. It was a great experience to learn the history of the Three Rondavels. The weather was funny; it was really cold at this time, in fact I was freezing, and yet it was sunny. It was a lovely eight days in South Africa. On our second day, we listened to an address by the regional manager for South Africa Tourism West Africa, Hloni Pitso. He spoke to the media from Durban, Nigeria and Ghana on the reason why we need to push tourism from West Africa to South Africa and vice versa and he also talked about the countries coming together for progress regardless of the issues that have long plagued the continent. I have to say I agree with him; we really should foster unity and embrace our diversity as a continent, and travel is definitely one way to do this. I’m grateful to South Africa Tourism for this awesome opportunity to explore South Africa.

The Best of London Fashion Week Spring

2016 Ready-To-Wear

1ne Showcasing emerging and established brands on the same stage season after season, London Fashion Week has become the breeding ground for new talent. Changing the tune of New York Fashion Week’s relaxed and minimalist style, London opted for its usual dramatic theme. Designers veered towards historical references, dabbling into eras past for inspiration - predominantly the Victorian and Elizabethan eras. High collars, lace, ruffles and chokers made regular appearances, as did menswear-inspired silhouettes borrowed from the homeland of men’s bespoke tailoring since the nineteenth century - London’s Savile Row.

2wo The Golden Age - British designer Giles Deacon paid homage to the Elizabethan era - a fascinating period in British fashion history. His eponymous label strategically chose the Elizabethan Banqueting Room in London’s Whitehall as the venue for the catwalk show. Queen Elizabeth I’s portrait prints decorated several pieces alongside Baroque-inspired wallpaper patterns, floral prints and tapestry-style embroidery. The Elizabethan inspiration prevailed with dramatic volume, balloon-shaped sleeves, parachute hemlines and layers of tulle, which went hand in hand with modern styles such as bodysuits, leotards and jumpsuits. The finale evening gowns capitalised on the Elizabethan theme, showcasing Giles’ couturier skills with beautifully crafted and richly embellished satin floor-length dresses. 3hree A Woman Crazy In Love - These were

the exact words Christopher Kane used to describe his Spring collection. There was definitely an emphasis on the word ‘crazy’ when constructing tailored suits, which were slashed with cut-outs. Kane used black and white as background colours for most pieces, which were strategically splashed with multicoloured brights and decorated with fringing and geometric shapes. If there’s one lesson to learn from this collection, it is that to be crazy in love means finding the perfect balance between level-headedness (demonstrated by neutral colours black and white) and a feeling of euphoria (demonstrated by the colourful palette and geometric shapes). 4our Anything Goes - Burberry took a mish-mash approach mixing laid-back sportswear with delicate vintage-inspired styles. In Creative Director Christopher Bailey’s own words, the collection is a “mash-up of things I really love”, which translated into military influences that produced regimental-style jackets and a healthy dose of lace - the fabric of choice for mini skirts, dresses, tops and the label’s signature: the trench coat. Opting for an almost neutral colour palette of black, white, and hints of soft dusty yellow, Bailey mastered the art of blending, mixing and matching separates to create a contemporary yet effortless look. 5ive Playing With Contrasts - Antonio Berardi played with sharp tailoring and romantic fluidity in his glamorous yet relaxed collection. Tailored black jackets, skirts and trousers

were paired with bright paisley patterned languid silk dresses, shirts and trousers in soft feminine hues of blues, yellows and reds. Overall, Berardi’s looks created the perfect balance of masculine and ultra-feminine. Half way into the show, Berardi introduced geometric shapes printed across billowing floor-length dresses and dramatically tailored Victorian-esque silk jackets in bold reds and yellows. 6ix Fashion Rights - Once again Vivienne Westwood used the runway (this time for her Red Label diffusion line) as a stage to voice her political views. Models were sent down the catwalk carrying placards with slogans such as “Fracking is a Crime.” Fracking is a controversial method of using extreme high pressure to extract oil and gas - a hot topic of environmental debate in the UK. To further emphasise her political stance, models had black oil-slick smudges across their foreheads. Fashion took a back seat for Westwood this season: ‘I really don’t like to talk about fashion too much, it gets too pretentious.’ However, it was hard not to get a little bit distracted by her signature tartans and famous corseted dresses, which reappeared this season taking different forms. The collection was divided into different complimentary styles and fabric prints: floral patterns, formal tailoring, delicate and romantic corseted dresses, casual elasticated waist trousers, trouser suits and oil-smudged printed T-Shirts - all in electric colours. 7even Victorian Romanticism - Simone Rocha

received raving reviews for her Spring collection. With her pregnancy news revealed in Japan, she made sure to celebrate by making Japanese influences the core of her collection. The expecting designer took inspiration from Japanese photographer Nobuyoshi Araki, whose work largely centers around bondage. In line with this theme, Rocha welcomed knots and braids which she cleverly fused with Victorian-inspired puff sleeves and full skirts, as well as bamboo forest and wallpaper prints. 8ight British Rebel - The creative team at Topshop Unique took it upon themselves to show the world what rebellious British girls dress like - tomboys. One of London’s favourite high street fashion retailers, Topshop is taking the world by storm, opening another 25 stores in Australia in the not too distant future. With such success, the A-List front row at Topshop Unique’s show took notice of the label’s fashion masterclass on tomboy chic. The quintessentially British collection gave rebels looks and styles so diverse they were perfect items for a varied wardrobe. Tailored blazers, silk dresses, frilly blouses and pyjamas worn as outerwear were decorated with seventies-inspired floral embroidery and polka dot prints. To complete the look, bold, colourful and playful accessories (e.g. drop earrings and clutch bags) clashed or complimented most outfits.
