Editorial Nigeria’s ranking on Fragile States Index

R

ecently, the Fund for Peace, a Washington D.C.based non-profit, non-governmental research and educational institution, ranked Nigeria as one of the world’s most unstable countries. In its 12th annual Fragile States Index (FSI) released last week, the NGO ranked Nigeria alongside war-torn Afghanistan, Haiti, Iraqi, Guinea, Pakistan, Burundi and Zimbabwe. The organisation cited the economic downturn caused by the fall in oil price and the activities of Boko Haram as reasons for classifying Nigeria among countries where peace deteriorated in 2015. In addition, Nigeria also ranked among those countries classified as “high alert”, meaning that the situation in the country had worsened compared to the previous year. Incidentally, this category is just one level shy of the “very high alert” which comprises countries like Syria, Somalia, Central Africa Republic, Congo Democratic Republic, Yemen, Chad, Sudan and South Sudan where peace had taken flight. It should be stated that the 12th edition of the index ranking, comprises data collected between January 1, 2015 and December 31, 2015, even as it is an annual ranking of 178 nations based on their levels of stability and the pressures they face. In an explanation note, it said: “Beset by a tumultuous electoral campaign in 2015 that saw the administration of Goodluck Jonathan unseated by the return to power of Muhammadu Buhari, Nigeria’s standing in the Fragile States Index has worsened, as the economy is deeply impacted by falling oil prices and the north of the country is terrorised by Boko Haram insurgency.” There is no doubt that ‘The Fund for Peace’ has said the minds of most Nigerians who have been watching with alarm and consternation, the continuing slide of the country into cyclical violence. No doubt, the Nigerian State is

a victim of high-level corruption, bad governance, political instability and legitimacy crisis. Unfortunately, decades of efforts have yielded largely stagnation and recession. Such tragic consequences have been the rising tide of poverty, decaying public utilities and infrastructures, social tensions, political turmoil and inevitable drive into conflict and violence. Social and political commentators have described Nigeria as an “unfinished state” and as a truculent African tragedy in the midst of abundant human and material resources. There is no denying the fact that the Nigerian government remains distant from serving the interest of its people, while the powerful mandarins who have embezzled vast fortunes for political patronage dominate politics at the federal, state and local levels. Amidst the overwhelming symptoms of state failure, it is no wonder that economic sabotages occur on daily basis, committed by the citizens such as breaking of oil pipelines to siphon oil, cannibalisation of vital infrastructure to mirror citizens’ sense of exclusion from and lack of ownership of the common patrimony. The rise of ethnic militias, de-legitimisation of the state and the threat to the polity,’ among others, all provide theoretical and empirical proofs that even if Nigeria has not totally collapsed, it has met the necessary requirement of a weak state. Contrary to the media hype, the Nigerian state is seen as the enemy, not just by Boko Haram, but by several militias and groups, each attacking it with as much ferocity, using whatever means they have at their disposal. It is therefore imperative that the country and government become more proactive and consensual in its approach to national issues. This way they would have brought those alienated into the political mainstream if only to avoid any future catastrophe.

BREXIT: Lessons for Nigeria Sam Nzeh

43 years membership of the European Union (EU), British voters on Thursday, June 23, 2016, opted to leave the Union, making many Nigerians to wonder when they be given the opportunity to decide whether to remain or exit the British contraption that has continued to wobble more than 100 years after amalgamation. The outcome of the referendum saw 51.9 percent British voters endorsing the Leave campaign while 48.1 percent of the voters pitched tent with the Remain campaign. Shortly after the result of the BREXIT referendum, Prime Minister David Cameron announced that he will be quitting office in October, saying he finds it inappropriate to be the captain of a team presiding over the UK going forward. The action, Cameron added, is also to pave way for a new leadership to drive the UK in the new direction it has chosen. Hear him: “I fought this campaign in the only way I know how, which is to say directly and passionately what I think and feel - head, heart and soul. “But the British people have made a very clear decision to take a different path and as such I think the country requires fresh leadership to take it in this direction. “This is not a decision I’ve taken lightly but I do believe it’s in the national interest to have a period of stability and then the new leadership required”. Clearly, there are lessons that Nigeria should learn from the BREXIT referendum and Cameron’s decision to quit his position. First is that as a country, Nigeria while being a member of any international or regional body should always go for what is in her national interest which of course is the aggregation of the interest(s) of her people(s). In the case of the UK, Britons had long been agitated over membership of the EU as well as policies like immigration among others which they perceived were not in their interest. That agitation led Prime Minister David Cameron to call for a vote on EU membership which on June 23 turned out in favour of

Leave campaign. Secondly, BREXIT teaches that Nigeria should not allow membership of any international or regional organisation be detrimental to her citizens. Nigeria must make every effort to look out for and protect the interest(s) of her peoples at all times. For a country to abandon the interest(s) of her people for others, it may in the long run turn an albatross. Britons perceived (rightly or wrongly) that membership of the EU was increasingly hurting their interest(s) and they made this known in the BREXIT vote. An important lesson that BREXIT teaches is that countries, Nigeria inclusive, should never foreclose renegotiating their union. The UK offered her citizens the opportunity to decide whether to leave or remain in the EU. Britons seized the opportunity and their views known. In the same vein, Nigeria must give her citizens the opportunity to decide if they will continue to live together as one country and on what terms. Attempts to shut down persons who insist on this is not only undemocratic but could hurt the country in the long run. This is reason every person who means well for Nigeria should support the call for restructuring of the country. When the various peoples who make up Nigeria are given the opportunity to affirm their loyalty to the country, they will be in a position give their best, including laying down their lives for Nigeria. Another lesson BREXIT teaches is that politicians must learn to respect the wishes of their people even where such goes jeopardises their positions. David Cameron campaigned for Britons to remain in EU but they voted to leave. He respected their wishes, thanked them for their decision and decided to quit his Prime Minister position. This is an example that politicians in Nigeria should emulate.

The IGP explained that his visits to the governor and the state was to assess and evaluate security situation with a view to bringing members of the community closer to the police. According to him, “the confidence and trust of the people is very fundamental in policing,

nomic challenges as a result of the bombings by some militant groups within the Niger Delta region. He said: “I know that times are quite challenging but we as a state will do our best to support the police programmes.” Senator Okowa said that to succeed in security matters, intelligence and support were required, noting that the terrain in Delta was part of the challenges as some riverine areas are not assessable, and disclosed that he had assented to four bills including anti-kidnapping into law. The court of Appeal Abuja Division will today hear a motion for stay of execution filed by Abia State Governor, Dr. Okezie Ikpeazu of the judgement of Justice Abang of an Abuja Federal High Court which sacked him from office last week Monday and ordered that Mr. Uche Ogah, who came second in the gubernatorial primary of the Peoples Democratic Party (PDP) be given a certificate of return and sworn-in as governor. Claiming that it was not served

General Officer Commanding (GOC), 81 Division of the Nigerian Army, Maj.-Gen. Isidore Henry Edet has said that the division arrested Boko Haram insurgents on a daily basis. The GOC made the assertion at the Inter-Denominational Church Service organised to commemorate the Nigerian Army Celebration Day at Saint Charles Lwanga Catholic Church, in Ikeja Cantonment. According to him, ‘’Almost on a daily basis, we arrest Boko Haram members that flee into Lagos just

like they flee to other places. ‘’They have seen that the war is being won so they are running. So, the army, in conjunction with other security agencies, arrest them almost on a daily basis. ‘’Initially they deny when we ask them questions, but when we probe further, they start revealing where they fought, how they killed soldiers, how they detonated bombs in post office in Maiduguri and so on. ‘’By this, we do what we need to do by sending them to the higher authorities to do what the laws and the constitution of Nigeria says it will do with them,’’ he said.

Gen. Edet also said the officers and soldiers in the army should be thankful to God for witnessing another army celebration day, adding that many colleagues had died during the fight against Boko Haram. He continued, ‘’Many of our colleagues have died in this war against Boko Haram. Some of them, we have seen their graves and some we did not see. ‘’So we have every reason for those that are still alive to thank God for giving us victory against Boko Haram. ‘’So many others are amputated, some are even using crutches because they fought against Boko

Haram so that we would have one country. ‘’About a year ago, we were object of public ridicule, those of us in uniforms, if we talk, the public will say go and fight Boko Haram and stop making noise. ‘’But we thank today that the Almighty God who trained our hands for war has taken the shame away. ‘’And now the Nigerian People are proud of us again as their soldiers saying we are at the front line,’’ he said. The GOC said that terrorism and the insurgency of Boko Haram had taught everyone to be securityconscious as a person and country,

adding that security was everybody’s business. The GOC on behalf of President Muhammadu Buhari and Chief of Army Staff (COAS), Lt.-Gen. Tukur Buratai wished every soldiers and officers of the army a good celebration of the day. ‘’The marking of this day is very important. gress (APC) in Ekiti State, has petitioned the Commissioner of Police, James Etop, over alleged threats to the lives of its members by suspected aides of Governor Ayo Fayose. A statement by the State Secretary, Omotoso Paul Ayodele, drew the commissioner’s attention to an earlier petition to the police on June 26, 2016 alleging planned attacks against party’s members. Kogi State Government has condemned a publication credited to the National Association of Nigerian Students (NANS) accusing the state government of insensitivity to the plight of students in the state. A statement issued on Sunday in Abuja by the stae government stated that ``it is incredulously ridiculous to insinuate that Gov. The embattled National Chairman of the Peoples Democratic Party (PDP), Senator Ali Modu Sheriff, has warned that the party risks going into extinction if the leadership crisis that currently engulfs the party could drag till the 2019 general elections. Consequently, he has called on stakeholders in the party including the caretaker committee chairman, Senator Ahmed Makarfi, Board of trustees and the governors elected on the party’s platform to join hands with him in bringing an end to the crisis forthwith. Besides, the analyst, a legal practitioner, Billy Dawodu said Jonathan put his personal interest above national interest which informed his refusal to sign the report of the Conference before his exit as president of the country. Ajimobi bemoans Oyo lawmaker’s murder Seeks understanding over wages deficit The Governor of Oyo State, Senator Abiola Ajimobi, has expressed shock and consternation over the gruesome murder of a member of the State House of Assembly representing Oorelope Constituency, Honorable Gideon Aremu, at his Alakia residence in Ibadan. A statement by the governor’s Special Adviser, Communication and Strategy, Mr. Yomi Layinka, described the death of the lawmaker in the hands of suspected assassins at a relatively young age as not only tragic but condemnable. As soon as news of the sad incident filtered through to the governor, he said that Ajimobi immediately got into contact with heads of all relevant security agencies including the police, Department of State Services, and the army to ensure that the masterminds were apprehended. The governor vowed to ensure that those remotely and directly connected with the heinous crime were made to face the full weight of the judicial consequences of such sins against humanity. Ajimobi said that the security chiefs had consequently thrown their dragnets wide open to arrest and prosecute all the antisocial elements who connived to snuff out the promising life of such a compatriot and public officer. The governor appealed to members of the public to volunteer information to security agencies about suspicious movements within their communities to aid investigation and prompt arrest of those behind the dastardly act. He added, “I commiserate with the wife, children and family of Honorable Gideon Aremu who was a ranking member of

the Oyo State House of Assembly. May the Almighty repose the soul of this gentleman and committed patriot. “I want to assure the family and all the people of Oorelope State Constituency that justice will not only be done, but will be seen to be done swiftly and thoroughly to reassure citizens of Oyo State of our devotion to the protection of lives and property. “I want to reiterate our administration’s commitment to sustaining the hard-won peace and security that the people of Oyo State currently enjoy and let me again warn individuals and groups not to test our resolve in this direction.” As the Chief Security Officer of the state, the governor was said to have indicated personal interest in getting to the bottom of the plot as well as in ensuring appropriate sanctions for the plotters and executors of the murder, no matter how highly placed. Ajimobi enjoined citizens of the state to be vigilant and report any suspected criminal and movements to the nearest security agency around them. Meanwhile, the State Government has sought understanding of workers and pensioners over the N29bn wage deficit representing five-month salary arrears, which it blamed on dwindling allocation to the state from the Federation Account and paltry internally generated revenue. The plea was made at a press conference addressed by the Commissioner for Finance and Budget, Mr. Bimbo Adekanmbi and the Special Adviser to the Governor on Communication and Strategy, Mr. Yomi Layinka, where they shed light on the financial status of the state in Ibadan. portunity for the government representatives to explain the rationale behind the decision of the state to apply for N14.1bn from the latest financial sustainability plan of the Federal Government. He clarified that the N14.1bn would be used to pay salaries, stressing that it would not be paid to the state in bulk, but in tranches of N1.3bn monthly for the first three months and N1.1bn monthly for the next nine months. The commissioner explained that the delay in the payment of salaries and pensions to workers and pensioners in the past five months was not a deliberate action as being rumoured in some quarters but due to non-availability of fund. As against the N84bn being bandied around as the amount the state got from the Federation Account between May 2015 and May 2016, he clarified that only N37.48bn accrued to the state coffers within the period after all statutory deductions from source and irrevocable commitments. Such misconception was borne out of ignorance and sometimes deliberate mischief by those who can never see anything good in this administration. “People have been peddling unfounded rumour that the state received N84bn from the Federation Account from May 2015 to May 2016, which they claimed we have refused to use for the payment of salaries. They made a rough calculation that with such figure, we ought to be having over N7bn monthly. “The truth however is that we collected only N37.48billion after all deductions from source from May 2015 to May 2016. The remaining N40.48bn went directly to the LGs and it is even criminal for any state to touch such allocation.” Between May 2015 and May 2016, he said monthly allocation to the state fluctuates between N2bn and N3bn, while he said that the internally generated revenue stands at an average N1.2bn monthly, with a constant N5.2bn salaries and pensions monthly. The commissioner said, “As at May 2016 we have recorded N29bn deficit, which is responsible for the five-month salary arrears. In fact, it was only in three months last year that we accessed any figure up to N3billion and since then, it has been a

downward spiral. “We must also make something clear to our dear citizens. Oyo State has a population of about nine million people. If we receive an average of N2bn monthly from the federation account and we generate about N1.2bn monthly, it is only fair that we spread it among the workers and the people of the state. “The Governor, Senator Abiola Ajimobi, graciously conceded 100 per cent of allocation from the centre to the payment of salaries and pensions while the IGR is devoted to maintenance of social services like education, health, social welfare, security and infrastructural development.” The commissioner said that these services would suffer if all the accruals to the state were used to pay salaries of the not more than one hundred thousand workforce in the state. Adekanmbi said that the N14.1bn loan being expected from the FG, which the State House of Assembly just approved, would not even be sufficient in offsetting the backlog of salaries. Nonetheless, he said that the state was working hard to diversify its economy with the new initiative called Oyo Agric, as well as to expand its tax net to enhance its IGR in the next few months to ease the wage burden.

Crimes Commission (EFCC) on Sunday explained why it arrested the gubernatorial candidate of the Peoples Democratic Party (PDP) in the last Osun state election, Senator Iyiola Omisore. According to the commission’s spokesman, Wilson Uwujaren, the PDP candidate in the last Osun State governorship election was arrested as part of investigation into a case of receiving and misappropriating N700 million from the Office of the National Secu-

rity Adviser, Col. Sambo Dasuki (rtd) between June and November, 2014. Omisore was arrested on Sunday morning in Abuja, a family source said. The EFCC spokesperson said the commission secured a court warrant for Omisore’s arrest. The anti-graft agency in March declared Omisore wanted for his alleged roles in the scandal. In response, Omisore, threatened to sue the anti-graft agency for N500 million damages for defamation. Meanwhile, the Osun State chapter of the PDP has faulted the arrest of Omisore by the antigraft agency. The spokesperson for Osun PDP, Diran Odeyemi described the arrest as a ruse in an interview on

Sunday. According to Diran, the arrest of the party’s governorship candidate was a means to silence opposition in the country. The various lawyers who appeared in the respective suits are also living witnesses. “This press release has become necessary in order to avoid further mischief and to set the records straight.” On its part, the Abia State Government said it has uncovered plots by desperate politicians to kidnap judicial officers in the state. The State Government therefore

called on security agencies in the state to increase surveillance and protection services around all the judicial officers in the state. In a statement by Enyinnaya Appolos, the Chief Press Secretary to Governor Okezie Ikpeazu, the State Government vowed to deal with the perpetrators of any untoward activity in the state. The statement added: “We wish to warn those involved in this plot to desist from their nefarious activities as the government will not hesitate to apply the full weight of the law against them. “We also call on Abians to be vigilant and report any suspicious movement around them to the security.” The state chapter of the Peoples Democratic Party also warned against the plot to kidnap judicial officers in the state.

our Excellency Sir, Re: Expression of interest - Public/ Private Partnership and Ownership of Schools in Oyo State May I invite Your Excellency to the situation room with some suggestions? Introduction Your Excellency Sir, I write to you as a concerned citizen of Oyo State living in the Diaspora. I write, not just out of an urge to be heard, but to offer alternative or complimentary ideas to yours, in the funding and running of public secondary schools in our state. I have been deeply bothered, and justifiably so, ever since I saw the media advertorial of government that asked interested individual members of public to pay N250,000 application fee for expression of interest in public-privatepartnership (PPP) and ownership of the public schools in Oyo State. Your Excellency, my worries are not unfounded having been a product of public schools myself and given the prevailing demographics of our dear state that classified over 70% of our people as living below the poverty index, with the attendant implication that this huge population invariably depend on the public school system to access basic education for reason of its comparative cost advantage! I had before now reacted in a post on my Facebook wall with the intention of testing the waters to ascertain the popularity or otherwise of government’s policy thrust on this matter, and to confirm my fears, my reaction was widely read and shared by the huge followership and friendship I enjoy on the social media. The reaction even got published with permission by many online blogs. It is therefore my conclusion that the majority of our people did not buy this idea and this is what is driving my passion to get in touch with Your Excellency to save our state from a possible academic cataclysm. This is the bit I feel duty behooves on me. As a Nigerian, and an Oyo State citizen, who benefitted from the lofty ideals of our forebears to make education accessible to all, via the public school system. I do hope that Your Excellency will find my suggestions useful and worthy of note for the common good of our people. Some of your close associates have said you only intend to return missionary schools to the original owners - the religious bodies, but concerned citizens, like me, consider the advert a clear step towards the sales of public schools, into the private hands for profit making. This is because the expression of interest advert should have been specifically targeted at religious bodies, not necessarily any

interested member of public. I also listened to you on the SplashFM 105.5 radio earlier today, where you described the PPP arrangement as a way of democratising enterprise, relationship and investment for inclusive participation, involving government and private businesses. You mentioned examples of roads construction, in which private companies would invest in public road construction and would make return on investment by collecting tolls, and you gave an example of Lagos - Ibadan expressway project, which was awarded through PPP. Your analogy sounds fine particularly because, everyone who can afford to drive a car should be able to pay the tolls for enjoying good roads. It could be related to buying fuel to one’s car. There are similar examples around the world. In the USA - tolls are paid, in the UK - car owners pay road tax. The tolls and the road tax are used to maintain the road. 2. However, with all due respect sir, you were unable to correlate the PPP idea in road construction with your PPP idea in reforming and financing public schools. When asked about the affordability of school fees for the children of poor parents, in the PPP regime, you simply responded by saying: “We are not asking you to partner with us to make money. We are not selling schools to people to make profit.” Meanwhile, in the course of the interview, you had earlier said “we are not a socialist government”, and the government also demanded

payment of N250, 000 (two hundred and fifty thousand naira) for partners to express interest. This could be implied as purely a business venture for the prospective partners. I do agree that education of our children should not be left to government alone. But, Your Excellency Sir, could it be said that you actually meant to involve philanthropists or voluntary donors or call for companies and business ventures to fulfil their social responsibilities, and not necessarily public-private-partners in the context of a business venture? This is because, a public–private partnership is a business venture that is funded and operated through a partnership of government and one or more private sector companies. While government may or may not make profit out of this business arrangement, the private sector company involved has one primary objective, and that is to make profit on its investment, helping people is secondary to it. On the other hand, a philanthropist or a voluntary donor is only spending his money or donating material things or services to, primarily, help others. He derives joys in helping people. Whatever personal benefit he might derive is remotely independent of the beneficiaries of his or her magnanimities. Indeed, a philanthropist most of the times does so anonymously. Even a company/business venture fulfilling social responsibility in our schools could be grouped among voluntary donors, especially when there is NO tax holiday for

such business venture for donating to the cause of education! Now, if actually, these “partners” would not make any profit as you asserted on the radio, and they will be voluntary donors, why will government of Oyo State be calling them to express interest by paying N250,000? I suppose government should appeal to “notfor-profit-making partners” to freely donate, NOT asking them to pay a fee to express interest? Why would the government use the words “ownership of schools” in the advert, if truly the “partners” are not-for-profitmaking-partners? Why will government be calling for an expression of interest and at the same time calling for stakeholders meeting? Should not the latter precedes the former? Your Excellency, while I know you are striving hard to solve the problem in our public schools, I am afraid, the people are suspecting and questioning the sincerity of government due to the approach adopted. Let us go into the situation room: 3. Your Excellency Sir, I acknowledge that you want to solve the long-standing problem of education in our state, and there is no doubt paucity of funds to accomplish this noble objective. This is why government needs to assemble thinkers into the situation room to manufacture popular policies and funding ideas that will provide acceptable solutions to the problem, solutions that would be calibrated with facts and figures, solutions that will enjoy extracts of working policies from other places, solutions that would be time tested. 4. Sir, you once noted that the Legendary Late Obafemi Awolowo conceived many good ideas in Ibadan, and implemented them, including FREE EDUCATION. “In order to attain the goals of economic freedom and prosperity, Nigeria must do certain things as a matter of urgency and priority. It must provide free education (at all levels) and free health facilities for the masses of its citizens,” Late Obafemi Awolowo. The statement quoted above, was made many decades ago, and it is still very much relevant today. I believe the writers of the Nigerian 1999 constitution included free education in Section (18) because they considered it to be important to our national development in line with the statement above. Section 18 of Nigerian 1999 constitution reads inter alia: “(1) Government shall direct its policy towards ensuring that there are equal and adequate educational opportunities at all levels. (2) Government shall promote science and technology.

Bringing back Nigerians in the Diaspora

igerians living in the Diaspora can make a lot of positive contribution to the development of Nigeria and the Buhari-Osibanjo Government should encourage them to move back home. Already, according to the World Bank reports on Migration and Development, Nigerians in the Diaspora sent home a whopping S21bn in 2015. No doubt that amount contributed in no small way to the growth of the economy. Many Nigerian abroad struggle before they got visa to go travel and they have to endure so many adversity and the pains of poverty they left back home made many of them to engage is different kinds of menial jobs, burn the midnight oil, completed their education and now many are specialist in one profession or the other. There are many Nigerians in Europe, Asia, United States of America, Canada, Australia and other African countries who are working in the areas of technology, finance, engineering and manufacturing. These Nigerians are talents and their services are urgently needed back home. For

example, Dr Paa Kwesi Uduom, who is now multi-million dollar Ghanaian serial businessman said it was the Nigerian accountant Chief Akintola William who met him in America and told him “young man what are you doing here,your service is needed back home”, Uduom took up the challenge and returned to Ghana and today has created employment for thousands of Ghanaians. He’d been a parliamentarian, minister of state and is to become the president of Ghana in November, 2016. Nigerians are usually emotionally attached to their country and if they are properly motivated. After all, no body need to persuade me, I decided to move back home after 20 year in the Diaspora and I have been here few weeks now and writing for The Daily Times. Specifically, this appeal goes to the the Vice President of Nigeria Prof. Yemi Osibanjo in collaboration with other ministries; Foreign Affairs, ministry of employment, finance, science and technology to organise a big coming together of all Nigerians in the Diaspora who are in Information Technology to come together and create a hub where they can begin to invent and innovate. If this idea is properly executed it is going to be

the biggest Information Technology knowledge transfer in history. The Buhari-Osibanjo Government must take the bull by the horns and call for a comprehensive master plan for the implementation of this idea. As I write, the Minister of State for Petroleum, Dr Ibe Kachikwu is doing a road show in China and he’d signed MOUs that is going to bring estimated 100bn dollars investments in Oil and gas sectors into the Nigerian economy. Equally, I believe that the government should embark on road show through Europe, Canada, USA, Malaysia, China, Ghana, South Africa and other countries. Although IT should be the arrow head of this idea, other Nigerian professionals in other areas should be motivated, to move back home. For those in the other sectors like engineers and finance experts, the private sectors should be encouraged to absorb them and most of the Diasporas that are coming back home should be provided with necessary assistance to set up their own businesses. The government should remove the entire bottleneck in setting up and doing business in Nigeria. Some of the incentives the government can provide those who are moving

back home include free accommodation, one way ticket, regular salary for those to be engaged in training the 5,000,000 IT boys and girls. Most Nigerians in the Diaspora are concerned about their security as incidents of kidnappers are very rampant in Nigeria now. Many evil minded people will think that those returning are coming with plenty of money; they might want to play some funny game on them. The government should assure and guarantee their security. In fact, the government should be alive to their constitutional responsibility by guaranteeing the security of all Nigerians both young and old. Kidnappers deserve life imprisonment. I believe that if this idea of bringing back home Nigerians who are certified IT professionals living in India,USA,Europe,China ,Australia and other Africa countries and a kind of Silicon Valley is created for them to flex their muscles by inventing innovating and training young Nigerians roaming the streets to use their mind and hands to do something productive in life, things will begin to change for the better for all of us in this great nation.

bians were treated to another round of shock last Monday when Justice Okon Efreti Abang of the Abuja Division of the Federal High Court delivered a judgment which ordered that Governor Okezie Ikpeazu vacate office on account of allegedly false information in the form submitted to the Independent National Electoral Commission(INEC) by the Peoples Democratic Party (PDP), nominating him as the party’s candidate in the April 11, 2015 governorship election. The judgment has generated widespread controversy , and as

Just like the December 31, 2015 Appeal Court ruling on Abia Governorship election and Okezie Ikpeazu’s mandate which was initially upheld by a lower tribunal nullified, salient legal issues have been advanced against the judgment. One of the prominent issues, which even formed the basis of the five- grounds appeal filed by the Gov. Ikpeazu, is who issued the tax certificates. The issue is seeking to address the following questions: Did the issuing authorities, Abia State Board of Internal Revenue Services declared the certificates forged? Did the trial court invite the issuing authorities to give evidence in the course of the trial? A position advanced by one of the legal minds states that the proof of forgery must be beyond reasonable doubt, adding that when a crime is allegedly committed, the police must investigate and submit their report. “There has to be a complainant. Of course, it is a no brainer that the institution that is supposed to issue the document will be heard.

“ Tax clearance certificates in Abia State, just like other states emanate from the State Board of Internal Revenue. They only are in a position to state whether any tax clearance document is fake or not. In the absence of any direct evidence from the issuing authority denouncing the document, then the case of forgery cannot be sustained .I am not aware that the Abia State Board of Internal Revenue complained that the tax papers of Governor Ikpeazu did not emanate from them. I am not also aware that the police did any investigation on that issue”. In the argument of a socio- political group, South East Progressive Assembly(SEPA),”the onus of proving whether Gov. Ikpeazu forged his tax documents or evaded payment unarguably lies on the shoulders of the state Board of Internal Revenue. Ikpeazu before contesting his party’s nomination ticket could not have personally raised nor produced his tax documents. Another issue is “Does the Federal High Court possess the jurisdiction to remove the governor. According to the Notice of Appeal,”the trial judge erred in law when he ordered as a consequential order that the appel-

lant vacates his office immediately when there was no jurisdiction in the Federal High Court to remove, vacate the occupier of the office or order the removal of such officer after the unsuccessful challenge of the result of the election at the Tribunal and swearing in of the appellant as the governor”. It is a common knowledge that the tax of a public officer is under Pay as You Earn (PAYE) scheme where tax deductions are from the source of his monthly salary by the tax authorities that issued all the tax receipts and certificates. Also, Section 141 of the Electoral Act 2014 ( as amended) stipulates that somebody cannot be declared winner when he did not participate in all stages of the election yet, the judgment in contravention of the said provision, declared the plaintiff, Dr. Sampson Uchechukwu Ogah, winner. These trials are indeed subjecting Gov. Okezie Ikpeazu to a more refined leader. One thing is certain. When you come out of the storm, you will not be the same person who walked in. The job of the kidney is to remove waste; it is the Waste Management Company (LAWMA) of your body. Everyday, your blood passes through the kidney several times to be filtered. As the blood is filtered, urine is formed and stored in a temporary storage tank called the urinary bladder. If there were to be no urinary bladder, as a man walks on the road, urine will be dropping! Now, think of the plumbing work in your house. Think of the urinary bladder as the overhead

storage tank. From the storage tank, a good plumber will run pipes to other parts of the house, including the kitchen. God in His wisdom ran pipes from our urinary bladder to the tip of the ‘explorer’. The pipe is called the urethra. Just below the bladder and surrounding the urethra is a little organ called the prostate gland. The prostate gland is the size of a walnut and weighs about 20grams. Its job is to make the seminal fluid which is stored in the seminal vesicle. During sexual intercourse, seminal fluid comes down the urethra and mixes with the sperms produced in the testicles to form the semen. So semen technically is not sperm. It is sperm + seminal fluid. The seminal fluid lubricates the sperm. After age 40, for reasons that may be hormonal, the prostate gland begins to enlarge. From 20

grams it may grow to almost 100 grams. As it enlarges, it squeezes the urethra and the man begins to notice changes in the way he urinates. If you have a son under 10, if he has a little mischief like we all did at that age, when he comes out to urinate, he can target the ceiling and the jet will hit target. Call his father to do same, wahala dey. His urine stream is weak, cannot travel a long distance and sometimes may come straight down on his legs. So he may need to stand in awkward position to urinate. Not many men will be worried that their urine stream cannot hit the ceiling. Thank God toilets are on the floor and not on the ceiling! But other symptoms begin to show. Terminal dripping The man begins to notice that after urinating and repacking, urine still drops on his pants.

This is the reason why, after an older man urinates, he has to ring bell. A younger man simply delivers to the last drop and walks away neat. Just see an older man coming from the bathroom. Sometimes he may clutch the newspaper closely to hide the urine stains, particularly on plain colored trousers. Hesitancy At this point you wait longer for the urine flow to start. There are two valves that must open for you to urinate – the internal and external sphincters. Both open but because of obstructions in the urethra, you wait long for the flow to start. Incomplete emptying You have this feeling immediately after urinating that there is still something left. As all these things happen, the bladder begins to work harder to compensate for the obstruction in the urethra. The frequency of urination goes up. Urgency sets in. Sometimes you have to practically run into the toilet. Nocturnal also becomes common. You wake up several times at night to urinate. Your wife begins to complain. Men being men may not talk to anyone even at this point. Then the more serious complications start. Stored urine gets infected and there may be burning sensation when urinating. Learning to manage a serious social calamity Naomi Sharang (NAN) Medical experts say Vesicovaginal fistula (VVF) is a subtype of female urogenital fistula (UGF). Matron and social health worker, Vivian Aderanti revealed that “VVF is an abnormal fistulous tract extending between the bladder and the vagina that allows the continuous involuntary discharge of urine into the vaginal vault ``VVF is one of the maternal health problems confronting public health workers in Nigeria today,” she said. It was also revealed that one of the leading causes of VVF is prolonged and obstructed labour, especially with young adults. Other predisposing factors include young maternal age (that is: the physical immaturity of the mother’s body leading to cephalopelvic disproportion and this occurs when a baby’s head or body is too large to fit through the mother’s pelvis). It was also disclosed that traditional practices such as female circumcision also predisposes women to VVF. However, a United Nations Population Fund (UNFPA) report indicates that more than 800,000 women in Nigeria are suffering from VVF. The Fund emphasises that as

alarming as the figure is, 20,000 women are estimated to be added to this number every year. According to UNFPA, VVF is not only a medical disorder; it is also a serious social calamity. ``It reflects the state of a health system failing to meet the basic needs of a growing population,” it says. The Country Representative of UNFPA, Ms Ratidzai Ndhlovu, noted that teenage pregnancy was also a direct cause of VVF in Nigeria. She said that most young girls engaged in sexual activities and child bearing at an early age, thereby leading to the condition. ``Looking at statistics of fistula in this country, we have a lot of young girls getting pregnant at a very tender age, which has caused Nigeria to have the highest burden of fistula. ``We also need family planning to curtail unwanted pregnancies. ``Fistula is killing so many women in the country, our wives and children are dying every day and motherhood is important to every family,’’ she said. However, Ndhlovu advised men who are married to teenage spouses to ensure that their young wives were fully matured and educated to withstand pregnancy and complications that might arise during childbirth. ``I would like a situation

where, even when the men marry 16-year-old girls, they should ensure that their young wives go on with their education. ``They should also be matured enough before engaging in sexual activities so that they can handle pregnancy and childbirth to prevent fistula from occurring,’’ she said. Ndhlovu further said that fistula was a curable and preventable condition. It would be recalled that UNFPA successfully rehabilitated more than 100 women living with obstetric Fistula in Sokoto and donated assorted empowerment materials worth N2.3 million to them recently. The Fund noted that most women who developed VVF probably gave birth to children at home, with no skilled birth attendant present to assist.. ``For this group of women every day, they must cope with the foul smell emanating from their leaking urine and faeces,’’ she said. Ndhlovu lamented that most of the affected women often lose their babies during the childbearing process. ``Worse still, these women down with VVF are often abandoned by their husbands, stigmatised by their families and communities, and later ostracised,’’ she said.

vid Umahi has denied a claim by his predecessor, Chief Martin Elechi that he headed the Executive Council Committee on Inspection during his (Elechi) second tenure as governor. Umahi also dismissed allegation that he was the hand behind a number of petitions before the Economic Financial Crimes Commission against Elechi and some of his children. The governor was reacting to a letter written to him by Elechi rejecting a V8 Toyota Jeep gift he gave to him. The letter, which was copied the Speaker of the State House od Assembly, the

state Chapter of the Christian Association of Nigeria (CAN) and the Department of State Security Service in the state, was leaked to the press. But Umahi, at an Agriculture summit organised for clerics in Abakaliki, said the Exco had agreed to ignore the letter but since the former governor had decided to make it public, it was necessary to put the facts correct. He said, “I would not have commented on the letter of my former boss if it had not been published. We agreed in the Exco that we should ignore it but when I started seeing it published, I felt that in a public gathering like this, we have to clear some certain issues.”

The governor, however, explained that he was sometimes drafted to a monitoring team if there were engineering difficulties in some projects during Elechi’s tenure. He mentioned some of them as the Oferekpe water project and the Agba Bridge which he said that his involvement helped to save the state a whopping N1.6 billion. He emphasised that vehicles were purchased for former governors, including Elechi and a former Senate President, Senator Anyim Pius Anyim. Umahi said rejecting the car was not the best option as Elechi had written to him shortly after he left office to give his wife two

Justice Mohammed Liman of the Federal High Court in Port Harcourt, Rivers State, will today give judgement in the Peoples Democratic Party’s protracted leadership tussle between Senator Ahmed Makarfi-led national caretaker committee of the party and the embattled former National Chairman, Senator Ali Modu Sheriff. It will be recalled that the leadership crisis in the opposition PDP became worsened in May, this year, with two conflicting court orders-one from Port Har-

court and the other from Lagosrestraining Makarfi and Sheriff respectively from parading themselves as national chairman of the party. However, the two suits were on June 7 consolidated and Justice Liman will decide on where the pendulum swings today. The court will, in specific term, determine whether the May 21 National Convention in Port Harcourt that appointed the Makarfi-led National Caretaker Committee was in violation of May 12 court by Justice Ibrahim Buba of Lagos Federal High Court, which stopped PDP from conducting elections into the offices of the National Chairman, National Secretary and National

Auditor. The court, also, will determine whether Senator Sheriff and other former National Working Committee (NWC) members of the PDP were validly removed from office by the national convention, having completed their four-year term. The two claimants to the PDP leadership, last week, secured victories at three different high courts in Abuja but none, however, was a declarative judgement. On Tuesday, Justice Valentine Ashi of Court 29, Abuja High Court, nullified the amendments to the PDP Constitution used to ratify Dr. Adamu Mu’Azu in the December 2014 Special National Convention on the basis

of which Sheriff was appointed National Chairman by the PDP National Executive Committee (NEC). Even though, he did not mention Sheriff, Justice Ashi restrained individuals “currently parading themselves as the national officers of the PDP on the basis of the purported amendment to the PDP constitution effected at a special convention on December 10, 11, 2014”. verting residential properties into nightclubs, brothels and worship centers, against the purposes for which they were designed and approved by the FCT Development Control Department. Malam Bello stated that as community leaders, the landlords had a duty to insist that anybody staying in any of their properties subscribe to basic minimum standards of behaviour agreed between them and the tenants. His words: “A lot of activities take place in these buildings that are illegal. They are all done in

properties owned by people. For every property, there is purpose for it. If as a landlord, you allow somebody to rent your house and before you know it, he converts it into a nightclub and the wrong people come there, it affects the neighbors”. The Minister who explained that districts and communities in the FCT were specifically designed to have areas for schools, commercial activities, residential and hospitals, regretted that some landlords allow for mixed use, which he reiterated often, has led to breakdown of law and order in the community.

She also revealed that in due time, the ministry will commence seminars that serve as platforms for breaking down the content of the handbook to road users, especially for those who might have reading difficulties.

Ugwuanyi threatens sack of lazy teachers in Enugu Moses Oyediran Enugu

Ugwuanyi gave the warning during the grand-finale of a quiz competition he co-sponsored, under the auspices of Ochudo Foundation, with Hon. Chinedu Nwamba, representing Nsukka East Constituency in the Enugu State House of Assembly. “This administration would

not condone any teacher who would constitute a cog in the wheel of the State’s education system” he said. The competition, which involved 32 secondary schools in Nsukka Local Government Area of the state, ended with Community Secondary School, Agu Umabor emerging the champion, while Community Secondary School, Ede-Oballa came second. At the end of the exercise, computer sets and cash prizes were given to the two schools, as well as the St. Cyprians’ Special Science School, which came

third in the competition. Ugwuanyi, who was represented by the Commissioner for Education in the state, Prof. Uche Eze said his administration was passionate about education and that he would not allow any teacher to frustrate such efforts. “The present administration in Enugu State is determined to restore education to its former enviable height and that is why teachers must know that it is no longer business as usual. “As a teacher in this State, you must not just go to school but you must teach anything short

of that, we shall push you away and employ those ready to work” the governor said. In his remark, Nwamba called on other individuals in the State to partner with his government towards moving education forward. “We are happy about the gains of this quiz and that is why we shall organize a state-wide competition” he said. The lawmaker announced that the three students from Umabor, who emerged champion in the competition, would get complete University scholarship in any of the tertiary institutions in the state.

Tunji Aremu, a member of Oyo state House of Assembly who was murdered by unknown gunmen in his house at Alakia, Ibadan, on Friday. Hon. Gideon Aremu, a member of Oyo State House of Assembly from Oorelope Federal constituency, was murdered in his house on Friday while returning from an event. Oyebade, who was at the deceased house on Friday said the command will ensure that the culprits are found and face the wrath of law, and urged members of the public with any useful information about the incident to please give the police with a pledge that such person will not be exposed. While condoning the family of the deceased, Oyebade assured them that the ‘assailant will not go free, we are going to investigate and find them, just take heart and accept our condolences.’

State governor, Alhaji Abdufatah Ahmed has approved the constitution of a Visitation Panel to the Kwara State University (KWASU), Malete, to look into the affairs of the institution and make appropriate recommendations for improvement. The Secretary to the State Government (SSG), Alhaji Isiaka Gold, who announced this in a statement last weekend, said the visitation panel is to ensure efficient and effective fulfilment of the objectives of the university as spelt out in the law establishing it. Alhaji Gold stated that the panel is made up of tested academics, technocrats and bureaucrats who according to him, were considered across board with due recognition paid to experience, clout, integrity and ability. The terms of reference of the panel, amongst others, include to examine the areas of comparative advantage enjoyed by the university and advice on ways to make it second to none in those academic fields.

ECWA Leader backs ranching, as CAN youths kick Chijioke Kingsley Jos

of Evangelical Church Winning All (ECWA), Rev. Jeremiah Gado, has thrown his weight behind ranches for cattle herdsmen in the country. This, to him, would bring an end to conflicts between herdsmen and farmers. Rev. Gado stated this at the end of the consultative forum organised by the Plateau State government, aimed at sensitising stakeholders on the benefits of the policy. He said the federal government was compelled to fashion out ways to stop the movement of cattle as it had posed threat to national security, saying that the option for ranching is

certainly the only way out. Said he, “With ranching, if your animal strays out and causes damage, the owner of the cattle will be made to pay for the damage, as also being practice in advanced countries”, he said. The clergy quickly added that his opinion on ranching is personal and does represent the opinions of other religious leaders at the forum. He said no unanimous decision has yet been taken on the issue. He only spoke for ECWA. Gado said all government needed to do was to allay the fears of the natives and that of the Fulani in other to consolidate on the programme. However, the National Youth President, Christian Association

of Nigeria (CAN), Engr. Daniel Kadzai, said that the Christian youths in Nigeria are unsure of Federal Government’s sincerity on the implementation of the programme. Kadzai said that the Federal Government has not address the recent killings by herdsmen across the country only to come out with a policy that will hitherto favour the herdsmen. According to Kadzai, “When you talk of grazing or ranching, the first thing that will come to the minds of the people is that what does President Buhari want to achieve with this policy. It has been confirmed that most of the herdsmen are not Nigerians, so does the federal government wants to finance a programme that is

mostly dominated by foreigners?” He said the huge money that is budgeted for ranching and grazing could be channeled to education and health sector and it will go a long way, wondering why the federal government is bent on implementing the programme. “The Christian youths are frowning on the policy because the money injected into nomadic education during the regime of former President Olusegun Obasanjo has not been accounted for. If you go to the part of the country where the project was implemented, you will not see anything that commensurate with what government has spent in that regard. The schools are nowhere to be found just to say the list”.

Political tension mounts ahead DR Congo polls President Joseph Kabila is due to step down as head of state of the Democratic Republic of Congo in December but it is looking increasingly likely that this year’s election will be delayed. Statements this week by the president and the lead opposition figure, now in exile, underscore the uncertainty of the central African nation’s political future, and the potential flash points ahead. President Joseph Kabila’s Independence Day speech was pre-recorded, as usual — Kabila is a famously reluctant public speaker — but his words were anything but timid. The defiant head of state summoned the Congolese people to resist what he called “untimely and unlawful foreign interference.” He repeatedly praised his security services. His comments are seen as

a direct response to targeted sanctions imposed by the U.S. government on one of Kabila’s most senior police chiefs on June 23. The U.S. government, as well as members of Congress, have accused the Kabila government of deliberately delaying elections that should take place in November and of cracking down on the opposition and civil society. Further sanctions may be forthcoming. This was supposed to be Kabila’s final Independence Day as president. The nation’s constitution limits him to two terms in office. But it is looking unlikely the polls will be held this year. The electoral commission says it needs more than a year to prepare the voter rolls. And the Constitutional Court ruled in May that Kabila can stay in

power until the election is held. In his speech, the president insisted voter registration will start imminently and that nothing can stop the election from happening. But in recent weeks, senior officials close to Kabila have spoken publicly of holding a constitutional referendum first. If the people of Congo want more Kabila, they ask, why should they be denied? Hans Hoebeke is a senior Congo analyst at the International Crisis Group. “The moment voter registration reaches its end, I am sure that this will become a concrete proposal,” he said. “If they get away with prolonging the reign, if the people remain generally speaking quiet, then I think they are going to try it. I’m not saying they are going to succeed, but I think they are going to try it.”

say they have struck four militant sites in the Gaza Strip after militants fired rockets into southern Israel, hitting a kindergarten. There are no reports of injuries in either Gaza or the Israeli town of Sderot. Israeli officials say their airstrikes took place early Saturday, targeting sites belonging to Gaza’s militant Hamas rulers. Such attacks and counter attacks have occurred for the past two years. The rockets fired

from Gaza rarely hit building in Israel. Thirty-four Israelis have been killed along with two Americans, an Eritrean and a Sudanese in a wave of Palestinian stabbings and other attacks since August. More than 200 Palestinians were also killed by Israel during the attacks, or while attempting to carry them out. The violence erupted 10 months ago when rumors swept through Palestinian areas that Israel was planning to take over an East Jerusalem religious site sacred to Jews and Muslims.

Al-Shabab mortar kill 2 children in Somalia community

following a heavy bombardment by al-Shabab militants on the southwestern Somali town of Baidoa, witnesses and officials said Saturday. Ambulance worker Yahya Isak Hassan was among the first to arrive in the Hawlwadag neighborhood where most mortars landed. He told VOA that 11 rounds of mortars indiscriminately hit several areas, killing the two children, both of them girls ages four and five. Hassan said one of the girls died instantly when the mortar hit their home; the second child died in the hospital. “She had shrapnel in her head and she died in the emergency room,” he said. 19 others were wounded in the

attack. Hassan said two of the wounded are in serious condition after they were hit by shrapnel. VOA reporter Mukhtar Atoosh said some of the mortars landed near military installations. He said some of the rounds were apparently aimed at military bases and the headquarters of the regional administration. The mortars were being fired from the outskirts of the town, officials told a VOA reporter. Baidoa is 245km southwest of Mogadishu and was once the seat of the Somali government. This is one of the most intense mortar attacks al-Shabab has launched on the town. The militant group often carries out attacks in Mogadishu targeting the Presidential Palace. But stray mortars often hit residential areas causing civilian casualties.

Dozens killed in Pakistan, India after floods, landslides

At least 55 people have been killed in northern Pakistan and India in flash floods and landslides triggered by heavy monsoon rains. Floods in the Chitral district of Pakistan damaged houses and a mosque killing at least 30, officials said. Another 25 are now known to have died in floods and landslides in India’s Uttarakhand and Arunachal Pradesh states in recent days. Hundreds die in South Asian monsoon season floods every year. Bad weather has hampered rescue efforts in both countries. Flash floods hit the village of Arsun, in Chitral, overnight from Saturday to Sunday. Several people offering special Ramadan evening prayers in the

local mosque were killed, local officials said, adding that women and children were among the dead. A spokesman for the disaster management authority said there was panic in the area as hundreds rushed to flee their homes. Dozens of houses were also swept away as well as an army post, leaving eight members of the security forces missing. Chitral is a mountainous area in Pakistan’s far north, bordering Afghanistan. Flooding in the same area last year left several dead and destroyed bridges. In northern India, officials said the death toll after Friday’s heavy rains caused flooding and landslides had risen to 15 in Uttarakhand and 10 in Arunachal Pradesh.

The White House condemned the attacks Sunday and said in a statement the violence has reinforced the America’s commitment to defeat IS. “We remain united with the Iraqi people and government in our combined efforts to destroy ISIL,” the statement said, using another acronym for the group. Onobrakpeya, riding the storms of creativity Agozino Agozino For over four decades, he has been an active player in the nation’s art sector. A printmaker, painter and sculptor, Bruce Onobrakpeya is one of Africa’s best known and most highly respected artist. He has been described as the ‘living legend’ responsible for the renaissance in contemporary art in Nigeria. Born in Agbarha-Otor, Delta State, in 1932, Onobrakpeya stamped his name on the Nigerian art industry in the early 1960s, during his studies at the Nigerian College of Science, Art and Technology, Zaria, where he became a member of the ‘Zaria Rebels’, who changed the course of art in Nigeria towards a distinctly African aesthetics with three other colleagues, Demas Nwoko, Yusuf Grillo and the late Uche Okeke. With a career spanning four decades and many notable exhibitions, a visit to the Lagos home and studio of the veteran artist shows a man who is in love with the art practice that he still paints, sculpts and executes commissioned works. The veteran artist still works like a young studio artist, who is eager to make a mark, although, Onobrakpeya had long gained local and international reckoning and an institutional status in the minds of many Nigerian art practitioners, a feat, he recalled, did not come easy. Onobrakpeya began his journey with arts, especially, visual arts, way back in Agbarha-Otor, where he developed an undying interest in visual arts and other culturerelated subjects. “I owe everything to God, who endows one with talent and the opportunities to develop them”, the octogenarian artist said, while explaining why he uses his works to promote Nigeria and Africa’s rich cultural heritage. The veteran,

who will clock 84 years on August 30, 2016, said that an artist should be the society’s watchdog. He should not only use his work to mirror the society and preserve history, but he should also ensure that his work reflects the history and culture of a particular people. Citing what inspires his arts, Onobrakpeya said: “It is a continuous struggle to give expression to life as I go through it. This simple philosophy drives him, even in the face of challenges. One of the projects which the veteran artist had propped over the years is his annual Harmattan Workshop, usually organised every year by his Bruce Onobrakpeya Foundation (BOF). It is a creative platform which exposes artists to various forms of creativity. It has equally attracted artists from different parts of the world. The event, which also attracts journalists every year, holds in his Agbarha-Otor home town in Delta State. “I thank God for giving me this vision. The Harmathan Workshop is our informal educational set-up which works as a retreat where artists meet, think, work, experiment and share ideas. It is designed to develop and sustain creative endeavours in the arts, particularly, the visual arts”, he said. The veteran said that he had equally travelled to many

parts of the world, where he compared what others are doing with creativity in Nigeria. Hence, he does not believe that the country is doing badly with its visual arts scene. This is even as many young artists are emerging and putting the name of the country on the global art market. Onobrakpeya, who disclosed that he relaxes by reading, watching television and attending art exhibitions, said the industry is capable of creating more jobs than oil, if the government pays more attention to the industry. The road had been long for Onobrakpeya, but the journey has been adventurous and fruitful. With the benefit of hindsight, he said he has nothing to regret being an artist. According to him, some of the greatest challenges he had faced include getting people to see in his art the idea of resource in our past as a way of moving forward to the future; funding for sustaining the yearly Harmattan Workshop and lack of government policies to promote the art industry. “What I will like to be remembered for is my passion for life as a whole and creativity. Also as a leader and one willing to share his ideas with people’’, he said.

Osundare stresses creativity among Nigerians Esther Bakare Literary don, Prof. Niyi Osundare has stressed the need for Nigerians to be creative because creativity begins in the classrooms and libraries. Osundare said this at the 4th Annual Poetry Presentation and Seminar of The Poetry Club International (TPCI), Adeniran Ogunsanya College of Education (AOCOED), Oto/Ijanikin, Lagos State, entitled “The Library as a Strategic Medium for Provoking the Muse of Poetry in Nursery and Primary School Students and Beyond”. He noted that the library is a place full of the voices of the past and present while a good book is a treatment of human and societal survival as well as transformation agent which changes characters, mind set and the society, for human existence and development. The poet stressed further that scientific development does not happen in a vacuum but it takes the classroom and the library to change the world and make the present days better than yester-years saying it is high time people began to produce locally made goods rather than depending on importation of nearly everything. I

am watching the ongoing European Championship 2016 with a lot of interest. I am paying particular attention to what makes the championship different from its African counterpart, AFCON, and why the European Championship is such a massive spectacle. The differences are clear. The presentation on television, the coverage with an unbelievable number of cameras showing every conceivable angle, the application of the latest technologies, the extremely high technical standard of the matches, the phenomenal individual fitness and skills of the players, the ease of discerning team strategies and tactics even by the ordinary person, all are little details that add up to make the championship only second to the World Cup finals in global entertainment, followership and business. It is obvious there is a huge gulf between the European championship and its African counterpart, AFCON, with the latter still having a long way to go to catch up in all ramifications. The biggest gap for me, however, is the simplest of all the contributing factors – the state of the turfs – Europe with its perfect-finish grass pitches, and Africa a preponderance of mostly artificial-plastic turfs. For the umpteenth time, I am stating categorically that there is nothing like a flat, lush, slightly wet, green-grass field to enhance the quality of football a team can exhibit. The turf plays the biggest part in the overall quality of play, in players’ ability to fully express their talent and ability, and in implementing coaches’ team tactics and instructions. That’s why many European teams have turned down friendly invitations to play in several African countries – the artificial or poor state of grounds. I have been party to several arrangements that failed for that singular reason through the years. As simplistic as this may look, in my estimation, it is the single most important factor that halts African football’s rise above the present plateau it appears to have comfortably settled in right now. The exposure that many African players get by migrating and playing on the lush fields overseas, makes them understand the game better, to play better, and to reduce the once yawning gap in the standards between football in Europe and in Africa. Flat, lush green-grass fields help coaches to rehearse better during training sessions and make team strategies and tactics effective during matches. They also improve the skills and self-expressiveness of African players in addition to their natural endowments of power, speed and raw skills. Training on poor pitches can never instil such organisational discipline in team strategies. Even the importation of foreign coaches to Africa has done only little to improve the standard of football in the continent. In order to achieve even the limited successes so far, foreign coaches handling national teams have had to rely on mostly African players from Europe to achieve some success in AFCON. This gives the illusion of improvement whereas it is also the reason for the stagnation

Euro 2016 and lesson for African football of the overall standard of African football. To rise above the present level would require paying attention to that little essential detail. African football administrators need to have a rethink on the state of football grounds in Africa. They must start to divest from the present proliferation of artificial turfs and start to invest more in the technology, the construction and the management of lush green natural grass turfs. It is so simple it is too good to be true. CAF, the Confederation of African Football, must encourage member national associations to understand and embrace it. When Africa gets its football grounds right, particularly at school, academy and club levels, where the foundation of football is built, the gap between European and African football in general would be finally bridged. With the present very high standards of the television coverage and presentation across Africa the business of football will also undergo a massive boom within a very short time indeed. Meanwhile, I am thoroughly enjoying the ongoing Euro 2016 championship. The totally unpredictable and shocking results, the very high quality of the teams, and the depth of players’ fitness and individual expressiveness, have provided a truly entertaining spectacle. The matches are so closely fought that, as we enter the semifinal stage, I can’t even start to

E-Dividend: SEC D-G advises investors to pressurise banks for registration The Securities and Exchange Commission (SEC) has urged investors to compel their banks to register them on the eDividend platform to enable them to benefit from the initiative. The Director-General of the commission, Mr Mounir Gwarzo, said this after some investors complained that their banks refused to register them on the e-Dividend platform.in Abuja. According to Gwarzo, the situation with the banks had been like that for about a year now. He, however, said that the Central Bank of Nigeria (CBN), the Nigeria Inter-Bank Settlement System (NIBSS), and the Bankers Committee had waded into the matter. ``We as investors too have to put pressure. MTN pays first instalment of N30b record fine due on July 8 Tony Nwakaegho MTN has disclosed that it has already paid its first N30 billion instalment to the NCC, although it was only due this week on 8th July. MTN paid the first of six instalments to settle a $1.671 billion fine in Nigeria and has also won an auction for a 10-year spectrum licence in the country. Ferdi Moolman, MTN Nigeria CEO, said that the first 30 billion naira payment towards the settlement has already been disbursed to the Nigerian Communications Commission (NCC). It will be recalled that earlier this month, MTN finally reached a settlement with NCC and agreed to pay the government 330 billion naira ($1.671 billion) for the penalty. The original $5.2 billion fine was slammed on MTN last October for failing to meet a deadline to disconnect 5.1 million unregistered SIM cards in the West African nation. The fine was later reduced by 25% to $3.9 billion. Zenith Bank, GTBank, eight others make 1,000 World Banks ranking Ten Deposit Money Banks (DMBs) operating in Nigeria have crossed all odds to make the 2016 Top 1000 World Banks ranking of Financial Times, with Zenith Bank, First Bank, GTBank, Access Bank and Diamond bank among the ten Nigerian banks that made the new global ranking. Data released by the organisation shows that seven of the ten Nigerian banks were featured in the top 25 Africa Banks going by their shareholders fund position. The banks are Zenith Bank which tops the Nigeria Bank list with $2.837 billion shareholders fund and was ranked the seventh top bank in Africa and 325th globally.

First Bank ranked the second top bank in Nigeria with a shareholders fund of $2.036 billion, 11th top bank in Africa and occupied the 417th position in the global ranking. Guaranty Trust Bank followed the duo as the third top bank in Nigeria with shareholders fund of $1.673 billion and ranked 13th top bank in Africa and 490th in the world. Access Bank ranked 4th in Nigeria with a shareholders fund of $1.536 billion, ranked 14th in Africa and was positioned as the 522nd bank among the top 1000 banks in the world while United Bank of Africa is 5th largest bank in Nigeria with shareholders fund of $1.004 billion, ranked 18th

The six Nigeria bank that featured in the 1000 top banks is Diamond Bank with shareholders fund of $912 million and it was ranked 20th top bank in Africa and the 711th bank in the world. According to The Banker in a statement, “Mirroring the Top 25 African banks ranking in 2015, three South African lenders, Standard Bank, FirstRand and Nedbank, have secured the respective top three positions. But a closer look at their performance reveals that all of these banks have suffered in the rankings largely as a result of the depreciating rand. Standard Bank’s total Tier 1 capital in the 2016 edition is $7.48bn, down from $10.19bn in the 2015 ranking. In the global rankings, Africa’s largest bank has now fallen from 123rd place to 160th.

Restructuring of Retirement Benefits: Based on the 2015 Consumer Market Remuneration Survey, 22% of companies have either restructured or closed their gratuity schemes between 2014 and 2015 to optimise cost. Similarly, all other Indices finished lower during the week, with the exception of the NSE ASeM Index that closed higher. Trading in the Top Three Equities this week were, Guaranty Trust Bank Plc, FBN Holdings Plc and Transnational Corporation of Nigeria Plc (measured by volume) accounted for 523.549 million shares worth N6.539 billion in 5,223 deals, contributing 35.65% and 38.32% to the total equity turnover volume and value respectively. Twenty-two (22) equities appreciated in price during the week, lower than forty (40) equities of the previous week. Fifty-two (52) equities depreciated in price, higher than thirty-two (32) equities of the previous week, while one hundred and six (106) equities remained unchanged lower than one hundred and eight (108) equities recorded in the preceding week.

Equities Market declined by 4.39% last week A turnover of 1.469 billion shares worth N17.065 billion in 21,246 deals were traded this week by investors on the floor of the Exchange in contrast to a total of 2.387 billion shares valued at N26.381 billion that exchanged hands last week in 28,072 deals. The Financial Services Industry (measured by volume) led the activity chart with 1.169 billion shares valued at N10.241 billion traded in 12,697 deals; thus contributing 79.59% and 60.01% to the total equity turnover volume and value respectively. Oando realises N4.1 billion as profit for Q1 2016 Afolabi Adesola Oando Plc. announced its First Quarter (Q1) 2016 results for the three months’ period ended 31 March, 2016, with N4.1 billion as the group’s profit for the period, indicating a 120 percent increase compared to a loss of N20.9 billion recorded in Q1 2015. However, financial statements of the indigenous energy group listed on both the Nigerian and Johannesburg Stock Exchange show that revenue dropped by 10 percent to N27.7 billion from N30.6 billion in Q1 2015. penses) increased by 81 percent to a loss of N53.6 billion from N28.8 billion, as operating loss stood at N6 billion from an operating profit of N675.1 million recorded for the first quarter of last year. Loss-Before-Tax from continuing operations increased by 20 percent to N18.7 billion from N15.5 billion in Q1 2015, loss for the period from continuing operations rose by 12.1 percent to N13.9 billion from N12.4 billion posted in the same period of 2015. While the group’s first quarter financial statements indicated that a profit after tax of N17.97 billion was realized from discontinued operations compared to a loss after

tax of N8.9 billion from discontinued operations in Q1 2015, Net Assets for the period increased by 8.5 percent to N55.2 billion from N50.9 billion recorded in Q1 2015. Oando’s audited 2015 result for the period ended 31st December showed that the company grew revenue by 74 percent to N161.5 billion compared to N92.9 billion in 2014, while loss for the year reduced by 66 percent to N49.7 billion from N145.7 billion as Net Assets depleted by 20.4 percent to N46.2 billion from N58 billion in 2014. Pension: PenCom demands evidence of compliance in financial statements Stories by KAYODE ADELOWOKAN The National Pension Commission (PenCom) said it is pushing for the publications of evidences of compliance with the Pension Reform Act (PRA) 2014 in companies’ financial statements. The Daily Times gathered that the Pension regulator is working with the Financial Reporting Council (formerly Nigeria Accounting Standard Board), through a Joint Committee, to include report on compliance with the provisions of the PRA 2014 as part of the disclosure requirements in Audited Financial Statement of all organisation that employ a minimum of three staff. “While the Committee is yet to conclude its work, it is expected that the new International Finan-

cial Reporting Standards (IFRS) would include this requirement”, PenCom posited. In the recent time, the National Pension Commission (PenCom) has been exploring measures to deepen the pension industry, especially by collaborating with other organisations to ensure pension laws are obeyed and enforced. It was also gathered that the Commission had collaborated with the Central Bank of Nigeria (CBN), Bureau for Public Procurement (BPP), Securities and Exchange Commission (SEC) and National Bureau for Statistics (NBS) and some professional bodies to ensure compliance with the Pension Reform Act (PRA) 2014 especially among private sector organisations. The Commission and NBS had constituted a Technical Committee for developing a data base of eligible employers which would assist the Commission in its compliance efforts. The NBS is to assist the Commission to enumerate all private sector employers in the country with a view to identifying all organisations that must comply with the PRA 2014.

Efekoha sets four-point agenda, promises to promote stakeholders’ engagement The newly installed Chairman of the Nigerian Insurers Association (NIA), Eddie Efekoha, has identified four key areas his administration would focus to take insurance operations to lofty heights. The Consolidated Hallmark Insurance MD received the mantle of leadership of the Insurance League at the AGM assured that his administration would promote stakeholders’ engagement with policy makers at the Judiciary, the Legislature and other relevant agencies of the government, as well as regulatory institutions and industry players.

Niger Delta people should get more care - Shell

Shell companies in Nigeria spent a total of $195.5 million on social investments in Nigeria in 2015, making Nigeria the largest concentration of social investment spending in the Shell Group. Of the amount, some $145.1 million was paid to the Niger Delta Development Commission, NDDC as required by the law, while another $50.4 million was directly expended on social media investment projects by the Shell Petroleum Development Company of Nigeria, SPDC Limited operated Joint Venture and Shell Nigeria Exploration and Production Company, SNEPCo. In this interview with OPEOLUWANI AKINTAYO, Managing Director SPDC and country Chair, Shell Companies in Nigeria, Osagie Okunbo, touches on vital issues on the company and its partners, including issues on the Niger Delta. Excerpt. Shell gave the Federal Government conditions before it would support the Ogoni cleanup. Now that the cleanup has been flagged off, what is the company’s position about it and did they meet the conditions? Yes, we had a discussion with Ogoni people and the Federal Government about the cleanup. However, the challenge here is the condition you said we gave because we can’t give conditions to the government. What we said was simple. If you are going to spend say $1 billion on the cleanup then,

you have to first stop the pollution and I think I have also heard the minister say the same thing. So let us wait for the government to roll out the complete programme for the cleanup because we don’t want to say anything right now. So we laugh whenever people say Shell is being punished by being asked to cleanup Ogoni. The truth is that with all the oil spillage in the Niger Delta, 55 percent of the money comes from Nigeria’s NNPC because it is a joint venture business. Our share in whatever money will be spent is 30 percent. The other partners will also contribute their

own quota. So, we have to be careful because the more damage, the more money Nigeria will have to cough out for the cleanup. You know what the country is going through-everybody is suffering. Even electricity has dropped to about 1000 megawatts as a result of spates of vandalisation of the oil pipelines. What is Shell doing to ameliorate the problem of lack of gas so that power supply can improve? It has been a deeply troubling experience to wake up one day and find out that your 48 inches

pipeline has been vandalised. And because the pipeline is an export line, you find out that it is a huge one. Why it is painful is because vandalism takes a lot of our crude. Two-third of lost crude belongs to SPDC, Total and the rest and these are companies that are still repaying loans spent buying these assets. So vandalism is a tragedy not just for Shell but for Nigeria too. Don’t forget that whether it is us or Nigeria, 55 percent of the grant of the equity crude belongs to the Nigerian government under NNPC. And whenever we take our portion of revenue, we still have to pay taxes and royalties. So much of the gas in the Niger Delta is backed down because we can’t produce. That’s why you saw that immediately vandalism takes place, power supply drops dramatically. The Vice President visited us in Forcardos and saw things for himself. Much of what he focused on was the domestic gas because that’s the one affecting the everyday man. So we are working really hard to reduce the crises and stay on top of the repairs. And while we were seeing the end of the repairs, more vandalisation keep taking place. During the repair, we brought in some of the best hands to work on the pipeline and create a dam in the river to fix the pipeline. But there was a debated whether or not to continue with repair while militants and oil thieves continue destroying the pipes. We approached a lot of government agencies to ask them to stop the vandalism first before we fix it because there is no point fixing it and still have it vandalised. There is nowhere in the world where people take on their important infrastructure important because they are not just for our earnings but also for our comfort. Yet, we are undaunted as we continue to fix the problem. Bear in mind that whatever we say here is also the stand of our colleagues in Chevron and Agip. Recently, Shell dropped the Bonga project from the table and other fields, plus more projects that have been canceled. What exactly is the problem? We really wanted to do the Bonga South West project but at some point, we realised that oil prices dropped below $100 per barrel. After some time, bids came in for the field and by the time we started analyzing the cost of operating the field, the numbers did not tally with realities of the oil

prices. Then our partners including NNPC, took a decision to rescope the field. Yet, we still intend to do the Bonga South-West project whenever oil prices highs. Of course the lease validity of Bonga would expire in 2022 and this is 2016. So it’s like 6 years to the expiry date. Even if we start something there now, there is not much we can achieve there before the expiration of our lease period. For now, we are not even bothered about the terms. What we have to get right is the price because we want a price that will work for us. Once we get the price right, the terms will fall in line. You said between 2011 and 2015, you paid the Nigerian government $43 billion. That is in four years. We stumbled on a document that says just last year alone, you paid more than $28 billion to 24 countries and Nigeria topped the list with $4.9 billion, followed by Malaysia with $4.4 billion. If you paid $4.9 in just one year, how come the figure is up to $43 billion in four years? Nigeria is Shell while SPDC is part of the Joint Venture. So when I was talking about the contributions of this company to the country, I was talking about SPDC which has a total of 2,600 staff. Whenever this company produces, the amount it contributes is 43 percent- that’s what amounted to the $43 billion you talked about. So whenever I talk, I talk as the MD of SPDC. I don’t talk as Shell. I talk on behalf of the JV. Other Shell companies have their own figures which amounted to the total figure in question. For about 50 years that Shell has existed in the country, the company has not delved into the downstream sector. Now that the industry is ‘industrialised,’ are you looking at going there? It is very tempting to want to delve into the downstream but the very short answer is that Shell is not currently considering the downstream. Downstream is a tight one. However, we already have downstream assets in some African countries like South Africa. Notwithstanding, we will see how the industry evolves because for many years this was a highly regulated industry. But right now, we are currently not considering a downstream investment in Nigeria

One of the main reasons behind students or teens 24/7 connection or addiction is a fear of not keeping up with peers or appearing “like a loser in public�. The use of shorthand language is yet another negative effect of the social media on teens. Most users of social media use shorthand and abbreviations during communication, when not checked, it can become addictive and a disadvantage to students, especially during examinations. Social media is the most popular use of the internet -surpassing email. In a survey, 89 percent of responders admitted to wasting time on social media while at work. This is also true of students as some of the time spent on social media occurs at school and for non-academic related activity. Additionally, the use of social networks may expose students to inappropriate contact and content. Web content of their children.
