Editorial Labour Minister’s charge on pension harmonisation
O
ne of the remarkable difference between governance in civilised climes and the underdeveloped countries in Africa is that the while the former pays strict attention to laws, the latter brazenly violates it. Specifically, laws are to ensure equity, fairness and justice, which are the hallmark of civilisation. Recently, the Minister of Labour and Employment, Senator Chris Ngige, demonstrated statesmanship when he received leaders of the Association of Contributory Pensioners of Nigeria, (ACPN) in his office. He expressed readiness of the Federal Government to abide by the country’s laws, especially on the wellbeing of workers and pensioners. He said: “The Constitution is clear in Section 173(3) on how pension should be administered. It is to be reviewed every five years or upon an increment in salary. A review was done in 2011 on minimum wage and once that is touched, it should automatically affect the pension”. It is pertinent to recall that as a former governor of Anambra State, Ngige not only paid pensioners alongside the workers, but went further to harmonise the glaring disparity between their incomes. Conversely, when the current minimum wage was implemented in 2011, his successors displayed contemptuous indifference to pensioners’ plight without harmonising their pensions in spite of four rounds of verifications. In Anambra, permanent secretaries who retired before May 2011 when the current minimum wage came into force are still paid only N30, 000.00, while those that retired later receive N450, 000.00. Similarly, Directors receive less than N80, 00.00, while their counterparts are paid N120, 000.00. This huge disparity has affected the welfare of
many pensioners, as they are unable to purchase the necessary drugs and medications for their ailments. Fact is that the Federal Government has little influence to compel recalcitrant state governors to implement the envisaged new Minimum Wage and harmonisation of pensions. Recall that in his inaugural speech, President Muhammadu Buhari expressed revulsion at those governors who hijack the monthly statutory allocations to local government councils. The importance of harmonising pension cannot be over-emphasised. The liberalisation of the down-stream sector of petroleum industry led to rise in prices of petrol and kerosene respectively. Consequently, the inflation caused by the increase is affecting consumers concerning supply and demand. Observers are of the view that the government’s policy on the energy was inevitable in order to shore up the country’s dwindling foreign reserves. Though the organised labour called for strike to protest the new price regime, it was not lost on the Federal Government as it expressed readiness for negotiation to inject palliative measures to cushion the severe impact of the phenomenal rise in the prices of petroleum products. It is in this regard that it constituted and inaugurated a ‘Joint Committee’ with organised labour to come up with a new minimum wage. The expectations from public servants in the three tiers of government is to be paid a reasonable new wage, even as pensioners are expecting income harmonisation. We are therefore calling on both parties to negotiate in good faith to save millions of workers and pensioners from increasing poverty and destitution. We believe and hope the Minister of Labour would at the end of the day give Nigerians reason to smile.

ÏÏÏA whole one year has gone
in the four year term of President Muhammadu Buhari as precisely on May 29, the All Progressive Congress (APC)-led government at the centre clocked one. It was a euphoric moment when the party clichéd power in the presidential election last year, the first time in the political history of Nigeria that an opposition party ousted an incumbent party. With the frenzied atmosphere, Nigerians hope was quite high that within one year in office, the APC government will achieve a lot in terms bourgeoning economy. In spite of the fact that Buhari’s cabinet was formed after six months delay, the impression given was that surgical operation in the civil service, Ministries, Departments and agencies were on-going by removing the grain from the chaff, thereby making a leeway for the ministers to hit the ground running. But it was all a mirage. But for analysts and stakeholders in the Nigerian project, without a clear-cut economic blueprint from the Presidency, it is understandable where the economy policy is headed. Like the ministers who as well should be the prime movers in various sectors of the economy, initiating and implementing policies for the betterment of the citizenry, there is no concrete achievement in the past one year in the various ministries. In the case of power, works and housing with Babatunde Fashola
in the saddle, power outage continues to prevail as Nigerians are asked to pay more for staying in darkness. Housing for the masses is a non-issue. The Federal roads dotting the country are in bad shape especially in the Eastern part of the country as work on the second Niger Bridge has stopped for a long time. In the agricultural sector which is supposed to be the mainstay of Nigeria’s economy, the citizenry are walloping in hunger and poverty. Nigeria cannot produce enough to eat. For the Minister, Audu Ogbe, who has been in government circle since Second Republic, the issues of ravaging Fulani herdsmen has become a good excuse. The Finance Ministry is opaque in aggregating the country’s economic worth. Buhari’s administration in the past one year signpost that the so-called economic team is watery when compared to the genius of Dr. Ngozi OkonjoIweala whose singular effort led to Nigeria becoming the largest economy in Africa. Experts in the economic sector see the policy thrust so far as archaic, taking Nigeria back to the dark days of military years. Finance Minister, Kemi Adeosun, who was handpicked by Governor Ibikunle Amosun of Ogun State, should sit up and face the task squarely. Other ministers in the past one year of the APC administration also completely fell short of Nigerians’ expectations. It will be a thing of joy therefore if the ministers will add spark to their work. This way, their impact will be felt by Nigerians in the days ahead.

will begin a 10-day vacation to the United Kingdom on Monday. Special Adviser to the president on media and publicity, Femi Adesina, confirmed this in a statement issued on Sunday. The statement said while in London, the president will seek medical attention for “persistent ear infection”. “President Muhammadu Buhari will take 10 days off and travel to London on Monday June 6th, to rest,” the statement read. “During the holiday, he will see an E.N.T. specialist for a persistent ear infection. “The President was examined by his Personal Physician and an E.N.T Specialist in Abuja and was treated. “Both Nigerian doctors recommended further evaluation purely as a precaution.”

allocation for last month when Akwa Ibom State got 8.9billion; so what manner of governance would they get in that state? Workers would not be paid, incidentally, I went to that state two days ago, capital projects could not be executed, all the roads they created years back are still where they were because they don’t have money to execute them.
But some say creation of states would bring even development? states you would put their money and the other five commissioners would have personal assistants, they would have secretaries they would have permanent secretaries and the permanent secretaries would have directors which is wasteful. One commissioner of education is enough for the south-east, south- south and north. The states can be units in the region, then you would see that there would be no need for each state to set up universities and the rest would be colleges of the big universities. At that point, rather than each state struggling to make investments each region can exist on its own and can execute big projects, and each would run like a country of its own. The problem of election of the president would be over, because it would be a cer-
emonial and the government of each of the region would be vice and the president would be rotating among the regions on the basis of two year and we would have one army and there would be no wastage; so money especially on election and each region would have its police and so on. What is your view about the president’s war against corruption? So far so good, I believe the government should start somewhere and he is starting somewhere. Nobody should be worried, I believe there should be no exception. Nigerians should expose corrupt individuals whoever they are and report them to relevant government agencies, there should no be no sacred cow. The opposition party said they are being targeted? the opposition is primarily the PDP. I don’t agree with that; even
if it so, the law does not know who is PDP and APC. There is nothing to worry about, it would get to other people; the people in PDP were in APC before. Over time, more revelations would come but we should not prosecute someone because he is in PDP. It seemed so because they are the people that just left government and is the natural place to start. You can see that a lot have been unraveled and those accused should expose the people. You know I have not seen any one you who has done that. If you have such incidence, you should open up: this are the people in government some months back and you can’t start from 1999 because even the EFCC do not have the manpower. What about the attempt to set up special court for corruption cases? Courts are not created by ex-

So, for President Muhammadu Buhari’s anti-corruption war to be constructive and meaningful, it has to be all embracing. Do you have belief in President Muhammadu Buhari’s ability to steer the affairs of this country? I believe so, I believe President Muhammadu Buhari can do it; I only want to appeal to Nigerians to give him a chance, let us give him the benefit of the doubt. On integrity, everyone knows that President Muhammadu Buhari is a man of integrity and he is not a corrupt person at all, even though he jailed me for 21 months unjustly when he came in as military head of state; I want to say that I am impressed by his records that nobody has come out to say that all the years he served in public office that he embezzled public funds. But, having said that, we of the PDP are getting ready, when we get rid of the crisis that we have, we are fully ready to ensure that
we take back our place in the history of this country by defeating APC and President Muhammadu Buhari in 2019. With this recurring crisis in the party, how does the PDP hope to play the role of a credible opposition to the ruling party? We are going to play a very credible role as an opposition party. First, we have conceded defeat, we were defeated at the elections and if you go into the analysis of why we were defeated, some of us know why we were defeated. The All Progressives Congress (APC) worked very well and cashed in on the problems in the party to wipe us out of power. Having said that, we will remain a very credible opposition, that we have problem in the party does not mean that we are not going to play our part to protect the right of the common people in Nigeria. And I can assure you that within the next 6 months, you are going to see a rejuvenated, reactivated PDP in the market providing credible representation to the people. Where do you see the party in the next five years? Oh!!! We will be strong, a very strong party and we will ensure that we play our role as an opposition party well and when we go for elections in 2019, we are sure that the Nigerian people will take us and vote us back into power. Who are we likely to see as the rallying point for the party? It is difficult to determine now

because we are in the process of politicking, but by the time we approach 2018, the picture will be clearer on who and who will emerge as the rallying point of the party. But right now it is difficult to say. What do you make of the recent increase in the price of petrol and the position of organised labour, do you suspect any foul play? I do not suspect foul play, I will just say that President Muhammadu Buhari and the APC are just lucky because what Nigerians did during the time of Jonathan, I never supported it, but then that was the opinion of the people and you cannot stifle the opinion of the people. I want to appeal to labour leaders to kindly put the common interest of average Nigerians at heart, and to ensure that they don’t worsen the economic conditions of Nigerians further, but, if they know that they have the interest of the Nigerian people at heart then they can go ahead. And, I want to advise the government N145 per litre may be too costly, too much for Nigerians to bear particularly at this time when the economic condition of the country is very bad. I want to advise government to revise it, I don’t know to how much, the marketers were there to explore the situation, and they should revise the petroleum price to arrive at a price that will not increase the suffering of the Nigerian people. and Equity is applied. The likes of Governor Akpabio, Fayose (in his first term) and many others are direct beneficiary of these principles from Obasanjo. These principles became lost in the party, and to make matters worse, the incumbent Governor of Ondo State came to the party and took over the party we used our sweat, money and time to build. The PDP became self-glorified and started worshiping people in power against the wish of the masses to the extent that some of us could no longer talk. So, when it was time to choose candidates for the party, those candidates were handpicked by one man. The era of one man politics had long gone centuries ago. So I couldn’t submit myself to a situation like that anymore. What disappeared in the PDP then – Equity, Fairness and Justice was found in the APC. In the APC today, everybody can attest to the fact that internal democracy, rules of natural justice, and the rule of equity reign supreme. Those were the foundation upon which APC was formed. If you look at all the primaries conducted in APC so far, you will understand my point. And for as long as these principles are found in my party the APC, I remain. Why are you running for governorship of Ondo State? I am running for many reasons. I want to run a government that is classically transparent and good, a government where

the principle of fairness, equity and justice will always apply. The leaders of tomorrow are the youths. At the end of every election, they are always neglected and/or given insignificant positions like Special Assistants or Personal Assistants. They should be Commissioners, Chairmen of Boards and Parastatals, they should be everything, even
deputy governor. The same goes for women. That is why we have made it succinctly clear that our government is going to be 50-50. 50% for those who are 50 years and above and the other 50% for those who are 49 years and below. And in all position of our government, 40% shall go to our women. I also want to prove to doubting Thomases that not all politi-
cians are liars. That is one of the main reasons we (VOICE-Victor Olabimtan Initiative for Change Emancipation,) timely produced our manifesto, christened “My pact and contract with the good people of Ondo State.” So that people can see something to hold on to as a bond between us and them. This is a clear departure from the usual norm where politicians merely talk about their aspirations without telling the people what they can or hope to do in government. We have a blueprint on how to make the sun shine brightly again in Ondo State. At this critical moment, Ondo state needs a bridge builder as a governor. Can this be found in Olabimtan? A bridge builder is someone who can work his way across people, across diverse purposes and bring everybody together for the good of all. As far as this race is concerned, I am not being proud or immodest but I think if you are looking for a candidate that cuts across all bridges, that candidate is Olabimtan. The youths, women and elders love me. In my dealings with everybody during my journey so far, despite my imperfections, I have being fair to everybody and they know and love me. Looking at Ondo State as a whole, I can say that I am a candidate (I won’t say I am the only one) that all the parties can trust. Be you APC, AP, PDP, SDP, LP…….. anybody. The civil servants in Ondo State consider me as one of them and they relate with me as such. The youths understand what God has used me to do for some of them. The elders appreciate my humble contributions to the betterment of our society. All sectors of the society are accessible to me and I am equally acces-
sible to all. We have a shoreline that has not been tapped in Ondo State. We cannot do it alone, we need Lagos, we need Ogun, and we need the Federal government. We need to liaise with Lagos State Chambers of Commerce and Industry if we must develop our seaport. That is the issue we have. In a case where we have a governor who has an axe to grind with someone who can help him, such a governor will rather remain helpless than go to his “enemy” for help. I can connect Ondo State with the federal and any state government. I have worked with both Ondo State and the federal governments, and I know where we need solutions to our problems. The race for the governorship of any state, no doubt, requires a lot of money and it is generally believed that you don’t have such financial muscle. How do you intend to handle this matter? A: It is known worldwide that deprived people are the ones who think more, plan more and act development more. Take the nation of Israel for instance, they are on an Island. And this Island is a desert and yet, they export food to almost all the great nations of the world. Because you are deprived, it makes you to use your initiative to the maximum. By the grace of God, we will sit down and consider ideas and we use our initiative. We sit down and plan on how to use the little we have to get better results like those people spending millions. That is why we are ahead of them. That is the secret and that is what governance is about. Managing and using scarce resources to its maximum potential for the good of all. They can even improve performance by way of passing directly the chief judge of the federal high without setting up special courts which is not an easy process as it requires an amendment of the constitution. There have been allegations of corruption in the judiciary, how deep rooted is it? Yes, but it is not as blown as people think it to be. Nobody doubts that, majority of our Judges are men of integrity, when a hand touches oil, it tend to stain the rest. But the NJC have been taken steps to rid the judiciary of corrupt Judges as much as possible. There is corruption in the judi-
ciary, but among the three arms of government the judiciary is the least corrupt. How would the new administration of criminal justice act help in the fight against corruption? The ACJ is a revolution, it is so good it would make the administration of criminal Justice simple and good but we would still need an amendment as time goes on; but so far we have had it so good. The interlocutory appeal would be eliminated which, because of its absence, there are other thing that needs to be done; there has to be improvement in the facilities and infrastructures in court, electronic proceeding in court, we need to embrace the NBA, so that lawyers don’t delay
cases in court and strike should be eliminated in court, and judges should be taken care of; steps should be taken to train the support staff and the Bailiff. Are you worried that recent elections in the country have been inconclusive? It is human beings that make elections and not the law, that leads to the inconclusive of elections. The issue is that political office in Nigeria is so attractive, when you consider how much people get. The former CBN governor revealed sometime ago that 25 percent of the national budget is spent on the national assembly members so in that mood, nobody remembers the law; there is violence because they want to be there at all cost.

is not about abundance, but about using the available resources for the good, betterment and satisfaction of all. And that is the advantage we are placing before the people of Ondo State. That, if given the mandate, we have what it takes to manage the affairs of Ondo State for the betterment of all, despite the present economic reality. Our sponsors are the good people of Ondo State. Their goodwill is what is sponsoring and engendering us to make judicious use of the available resources. The people trust us, therefore our desire not to let them down is our driving force. They ask us daily to move on with their encouraging words, saying “don’t worry, the Lord is on the throne” and we are behind you. That is what keeps us going. Anyone who has the people, has everything. They support us with their money, prayers and above all they stand by us. If you have all the money and you don’t have the people, your money is useless. We have God and the people, and they are our sponsors. Some people are of the opinion that you will favour PDP members above APC members if eventually you clinch the ticket and elected governor. What is your opinion about
this? When I joined the APC, I didn’t see anything called PDP anymore. All of us are APC members and since we are APC members, we will share whatever we have among the APC family. Secondly, there is a party, the All Progressives Congress. That is the party on whose crest we are going to rise to power. I am an apostle of party unity and supremacy. As a party man I will submit myself to the party. Once that is done, their fears is already allayed. Therefore, the party (APC) will have a voice in our government. The voice will be very loud and clear, that appointments to be made will be made between the party and the governor. Those of us who came from the PDP to join the APC are not in the executive of the APC. And when it is time for appointments to be made, it is the APC executives that will choose who to be appointed. So I don’t see how PDP members will be favoured over APC. My advice to all APC members, both new and old, is that all hands must be on deck to win the state for our party. Most of the appointments will be done by the party on merit based on individual’s contribution to the party’s success. All you have to do is to work hard enough and make yourself relevant for the success of the

party. That’s the best way to allay the fears of those who are working for other aspirants too. Our members are supporting different aspirants now but after the primary we are expected to come up with a united front without discrimination. The same way we should see all APC members
(old or new) as one united big family. Can Olabimtan be trusted and relied upon? I can be trusted and relied upon as somebody who loves his party and is passionate about his people; someone who believes strongly in party unity and su-
premacy; someone whom you can trust that his leadership or participation is going to ensure that the principle of equity, justice and fairness prevail at all times. You have lived all your life with the people and easily accessible. What should the people expect from you if and when you become the governor of Ondo State? I will still live the same kind of life. This is the life I have lived for almost 60 years. I will still be accessible, even more accessible than before because that is when people need me most. I am more comfortable in the midst of the people. Periodically, I will be meeting with every stratum of my party people. For instance, all the women leaders from the 203 wards, 18 local government women leaders, the state women leader and her deputy; this all together is about 225 people in all. I should be able to have periodic meetings with them, once in a quarter. The same goes for local government chairmen and youth leaders. Apart from the state executives council that will enjoy unhindered access to the governor on daily basis. Periodic meeting with various communities, leaders and chiefs will also help me sustain my links and connection to the grassroots.

of the fact that President Muhammadu Buhari used to be the spokesperson of the herdsmen sometimes ago before he got into power. I want to give you a very vivid example; When my friend, Alhaji Lam Adesina was governor of Oyo State, our president led a delegation to him to complain
about the way some Fulani herdsmen were being treated at Oke Ogun in the state. It happened, it was reported in the media. But, I give a benefit of the doubt to the president that he is a good Fulani man, and no matter the case, before you can be a good Nigerian citizen you must first be a good Fulani man, a good Yoruba man and a good Ibo man. But, I believe that President Muhammadu Buhari was elected by Nigerians, he belongs to the APC, I belong to the PDP, but I must confess to you that there are some policies of the president that I will support and have been supporting despite the fact that we do not belong to the same party. And again, President Muhammadu Buhari and I are of the same generation, he is only one month and nine days older than me and I want to concede to him that as a ruler, he must have some problems before him and I support him when I support him, but I must confess that what has happened in the case of the Hausa Fulani herdsmen and that it
took the President 10 months to react is very unfortunate. A lot of people had being killed, why did we allow that to happen, even some people have told me that the Fulani’s along the west coast of Africa are being led by President Muhammadu Buhari at one time, but he has since said that he is fully committed to ensuring that the Hausa Fulani herdsmen exploits are caged and something is being done to ensure that we don’t have a repeat of all the carnage that we have seen in Nigeria all these months. What do you have to say concerning the level of corruption that took place under the administration of former President Goodluck Jonathan? How does it make you feel? I don’t want to disturb Buhari, in the fight against corruption. But, you know that no case has been successfully tried and completed in this process; I am very keen to hear the result of the proceedings. Apart from being a lawyer, I am a public spirited
person and I want to see facts of the matter tabled before Nigerians showing that these people took the money. Like I said in the Femi Fani Kayode’s case, he took money to execute his job as PDP spokesperson in a vital national election, but when you have people who took money and cannot account for the money they took and don’t have a definitive function that warranted the money that they took, they should for goodness sake be tried and prosecuted by the government, they have my support on that. But like I said, I am waiting to listen to the proceedings and waiting for the reports. There are insinuations in some quarters that President Muhammadu Buhari might be the last president of Nigeria, do you think so? I do not believe in the break-up of Nigeria, I do not and will never not support anybody canvassing for the break-up of Nigeria; if Nigeria must break, then all of us must be made to account for what must have being responsible.

lims in Nigeria, the Jama’atu Nasril Islam (JNI) and a non-governmental organisation (NGO), the Muslim Rights Concern (MURIC), on Sunday, condemned the killing of an elderly Christian woman at Kofar Wambai market in Kano city, describing the perpetrators as “miscreants and criminals.” Madam Bridget Agbahime, 74, the wife of a pastor, was killed on Thursday by a mob over a false alarm of blasphemy. The JNI, which is led by the
Sultan of Sokoto, His Eminence, Sa’ad Abubakar, in a statement, said the act is “criminal and unIslamic, and perpetrated by miscreants and criminals”. “It is hardly believable that such dastardly acts could happen in the name of religion,” JNI said in the statement. In its condemnation, a non-governmental organisation (NGO), the Muslim Rights Concern (MURIC), described the killing as preposterous, barbaric and unIslamic. The NGO, in a statement by its Director, Professor Ishaq Akintola, made it abundantly clear that
Islam frowns upon mob action and that there are laid down procedures for apprehending anyone who breaks the law of the land. Meanwhile, the Northern States branch of the Christian Association of Nigeria (CAN) has said that the trial of the killers of Madam Bridget Agbahime who was murdered by mob at Kofar Wambai market must be done in the open. PTAD: Between Nellie Mayshak and unanswered questions by OAGF

othing in nature is so decried and yet so universally practiced as falsehood. A mighty, governing lie goes round the world, and has almost banished truth out of it. The greatest annoyance and disturbance of mankind has been from one of these two things, force or fraud; and force often allies with fraud. It is the tongue that drives the world before it and it is hard to assign any one thing but lying, which God and man so unanimously hate; and it is even harder to tell whether it does a greater dishonour to God, or mischief to man. The unlawfulness of lying is grounded upon this, that a lie is properly a sort of species of injustice, and a violation of the right of that person to whom the false speech is directed. This falsehood, no doubt, has played itself in the recent suspension of the embattled Executive Secretary and Director General of the Pension Transitional Arrangement Directorate (PTAD), Mrs. Nellie Mayshak, who was suspended months ago by the Minister of Finance, Mrs. Kemi Adeosun based on allegations that are yet to be proven. Mayshak was said to have digitised the old pension scheme for effective service delivery to ensure seamless payment of pensioners also brought transparency into the system. PTAD under her watch leveraged on technology to get database of pensioners, which helped the agency, know the actual number of pensioners thus removing many ghost pensioners from the system. Expressing disappointment over the agency’s inability to follow the blue print of Mayshak, who is described by many as an “outstanding public sector reform expert”, the pensioners also made series of complains about the agency losing the glory and values it was known for while she was in charge. The baseless rumours that the embattled DG was earning N50-60 million monthly was debunked as false, and described as an act perpetuated by mischief makers to dent her hard earned reputation. It is public knowledge that her salary is subject to approval by the National Salaries, Incomes and Wages Commission, which advises the Federal and state governments on National Income policy. Myashak in a reaction to the accusation said, “I did not appoint myself; I do not monitor myself the agency reports directly to the coordinating minister of the economy and the Hon. Minister of Finance, there is a permanent secretary. We are bound by rules of the public services. The office of the Head of the Civil Service of the Federation is our boss. National Pension Commission (PENCOMM) is our regulator we have a

We are bound by the rules and we obey all the laws of the public service of Nigeria.” Of course, her suspension was seen by many especially pensioners and their next of kins across the country as a setback in the transformation of PTAD and have called for her reinstatement, stating that their call became apparent as a result of the gross deterioration in the quality of verification exercise and the non-payment of pensioners since her suspension. According to reports, the Office of the Accountant General of the Federation (OAGF) is yet to answer the critical questions on its involvement in a N3.6 billion shady deal meant for the Nigeria Rail Way (NRC) pension fund which the OAGF returned N2.5
to probe fresh discoveries of alleged criminal conversion and embezzlement of pensions by civil servants, other government officials, and pension funds administrators amounting to N200billion. It was gathered that, the NRC pensioners union and the Nigerian Union of Pensioners have petitioned the National Assembly and PTAD to assist in recovering the fund. The NRC has surreptitiously retained N2.5 billionpension payment, while claiming, the said amount has been returned to the Office of the Accountant-General of the Federation (OAGF). Other report also stated that the OAGF is allegedly making direct payment to 1,700 Next of Kins, while PTAD could only transparently validate a list of 900 and only N1.5 billion as against the N2.7 billion claimed by the OAGF office. This prompted a civil society group to call on the EFCC to investigate and monitor the payment to ensure only genuine beneficiaries are paid and that N1.2 billion of the N2.7 billion remains in government coffer.” In a petition by Civil Society Network Against Corruption (CSNAC) supported with documents, the chairman, Mr. Olanrewaju Suraj, called on the EFCC
feasting on missing or “trapped” pension funds, running into hundreds of billions of Naira,” the petition stated. Giving a breakdown of pension funds allegedly being misappropriated and embezzled, the coalition said, it also include surplus funds with insurance companies, estimated at N18,387,737,398.80 billion in one year; N91,938,686,994.00 billion in five years and N183,877,373,988.00 billion over the last 10 years. The allegation further stated “pensioners on less than N20,000 monthly pension allegedly helped themselves to N330,000 monthly. They overpaid themselves and their friends by over N300,000 (three hundred thousand) each month. PTAD has a list of over 100 of these people. This list consumes about N230,362,000.00 (million) annually. Over the last five years, the amount is estimated at N1,151,810,000.00 (billion), and in ten years N2,303,620,000.00 (billion).” It was also alleged that the OAGF, went against the law and over PTAD to demand the release of this pension funds from former Minister of Finance, which was clear contravention as the law designated PTAD as the statutory body charged with the payment of pensions. In view of these disclosures, a cross section of pensioners have described the suspension of the PTAD boss, Mrs Nellie Mayshak as an act of error and gross injustice insisting that the agency
has lost its former glory, structure, and policies. Analysts said that the Office of the Accountant General of the Federation has many questions to answer regarding the whereabouts of these funds. Although the minister of Finance, Kemi Adeosun had said that the suspension was to give room for investigations of alleged corruption in PTAD under her watch, but pensioners who took to the agency’s facebook page and other conventional forum to pen down their ordeals insisted that the numerous contributions of Mayshak to PTAD should not be swept under the carpet over unproven allegations. They recalled that while the embattled DG served as PTAD boss she had put smile on the faces of pensioners and their next of kins, they eulogized her policies, and some others wrote recommendation letters lauding her efforts in bringing to an end the gory tales of pensioners stating “but with the current situation of things it is evidently clear that things have fallen apart and the pensioners are back to square one.” A letter by a pensioner Mr .Samuel A Ajunwa, who hailed Mayshak’s prompt payment of pensions, also commended her conduct of verification exercise, and commitment to pensioner’s welfare. Some pensioners have expressed displeasure over their ill treatment since Mayshak left office and expressed fear that the management of pensions under the defined benefit scheme, which Mayshak upheld, may not live up to its mandate. While the ministry of finance has promised to make public the findings of the investigative panel set up to look into the issues leading to the suspension, Nigerians await the report the committee must also remember that the Nigerian-Canadian civil servant, Nellie Mayshak, spent years working for the government of Ontario and there was no single accusation of stealing and corruption. This outstanding public sector reform expert, that has worked in the Canadian Public service, and in president’s offices across Africa such as Ghana, Liberia, Sudan, Kenya and South Africa amongst others deserves much more than tarnishing her hard earned reputation. If you shut up truth and bury it under the ground, it will but grow, and gather to itself such explosive power that the day it bursts through it will blow up everything in its way. Repositioning Nigerian museums Collins Yakubu-Hammer (NAN) Dr Paul Dike, the former Director-General, National Gallery of Arts recently observed that the country’s museums and monuments had suffered neglect. At a meeting on preserving tangible cultural heritage in Nigeria in Abuja organised by the United Nations Educational, Scientific and Cultural Organisation (UNESCO), he noted that museums in Nigeria were faced with financial crunch and low patronage for several years. ``More than 60 monuments in Nigeria, including Sukur in Adamawa, Kano City Wall, Benin Molds and Uhafia buildings, among others, are falling apart due to neglect. The museums do not earn a lot and were poorly funded,’’ he said. Stakeholders, therefore, advise that as oil price continues to drop in the international market, there is the need to revolutionise the state of the museums in the country and give them the power to generate revenue. According to them, countries such as South Africa, South Korea and others, generate revenues from visitors and tourists to their museums and monuments. They note that since a museum is a place where the history of a people is preserved for posterity, learning and education, it ought to be repositioned to attract tourists and generate more revenue. In view of this, Malam Yusuf Usman, the Director-General,
National Commission for Museums and Monuments (NCMM), said government establishments, corporate bodies and individuals had cultivated the habit of setting up museums. Okeke observed that in spite of their rich gallery, it was unfortunate that Nigerian museums did not earn revenue in the tourism sector. She noted that the Act that established the museum did not give it power to generate revenue but it could collaborate with other organisation to carrying out activities. ing us for they allegedly looted previously. ``This has shown that museums have the potential to contribute positively to the Gross Domestic Product of the country. ``AHDM only requires constant awareness by the NCMM and collaboration with private sector to encourage Nigerians to visit the museum across the country. ``For instance, if 70 million people out of more than 170 million Nigerians visit museums twice in a month and each person paysN200 to enter, the government would make approximately N1.4 trillion monthly. ``With such earning from the museums alone, the Federal Government would have more than enough funds to provide social amenities and improve the living standard of its people,’’ he said. All in all, stakeholders insist that the government needs to provide more funding for NCMM to maintain museums and sensitise Nigerians to the need to visit them to generate more revenue.
year was too long to experience a change and therefore there is a degree of self expectation. But expectation within one year, I think, is a bit unfair. The government has done one year; the leadership of Muhammadu Buhari has exuded the confidence and integrity Nigerians have been looking for, so I will advice that Nigerians should give the govt a little more time. Even in a school, there is what we call mid-semester exam or mid-term exam; if they’re going to assess the government, it should be done after two years; that will constitute mid-semester or midterm exams. Year one is only but a test and is not sufficient for an exam. So with the situation we have now, we should be able to put them together and see what the government can do by midterm. And I want to say that it is only a blind man, or a stranger that does not know that things are hard, tough; you cannot get the basic necessities to buy with ease; the basic requirement of business and companies are difficult to come by. The assurance the president has given is that, with the difficulties Nigerians are passing through, he would keep his promise of giving us a better Nigeria. On this I am optimistic because I am praying for the government; I am under a command to pray for Nigeria. I am optimistic that if the system does not derail, if the government in power should keep to course, his promises to Nigerians, he is true to his words. If he continues to focus on the majors and reduce focus on the minors, I believe we will have reasons to smile in not too distant future. Right now, the pains that we are going through would best be described as labour or delivery pains and Nigerians are indeed willing to go through a little bit of those pains in expectation that the baby of change would be delivered. I do not want the baby of change to be aborted, stillborn or premature delivery, etc. We want a full term delivery of change and we’re ready to give this government the support that we can; we’re ready to have our elasticity stretched to ensure that this government delivers on its promise. I strongly believe that PMB means well for this country. However, may be some of the policies in the process of execution were not properly executed and so it has inflicted some tremendous pain on the common man; and I

know that this sensitive government is conscious of this pain and I believe they’re doing all they can to ameliorate this pain and take it out of our shoulders.” There is some apprehension that after Buhari, can the polity sustain this tempo of public accountability? Indeed, after Buhari, what next? First of all, if the change in the area of public accountability is ephemeral, then it will not endure and that’s why we must institutionalise the public accountability process. It should not be seen as an individual campaign; there should be an ethical reorientation of Nigerians; and I believe that if the process is entrenched within the system; if those that have run fowl of the law are prosecuted and punished, if Nigerians want those in government now exhibiting public accountability; if Nigerians are satisfied that the campaign for public accountability is not used as a bid for witch-hunting, if Nigerians are satisfied that the process of public accountability is not directed at only one political party; if Nigerians can see the good face and benefits of public accountability, I strongly believe that it will be engraved in the psyche of Nigerians to such that Nigerians will become the possessors of public accountability; will become defenders of a system; will become the watchdog for future of Nigeria when it comes to public accountability. Oshimohole tasks BEDC to restore power to Auchi, others

Governor Adams Oshiomhole of Edo State has directed the management of the Benin Electricity Distribution Company (BEDC) to restore power to Auchi and other communities which had suffered mass disconnection in the state within 48 hours, lest he took a retaliatory action against the company. Speaking during a meeting with the management of the BEDC at the Government House, Benin City, Oshiomhole decried the indiscriminate disconnection, failure to deliver power to the people and exploitation of the consumers through exorbitant charges. He said: “We have had a couple of conversations with you, with your Managing Director and your senior management over the unacceptable deterioration of the services that you provide as a distribution company, and the prohibitive charges that your company imposes on the people of this state, and even the arrogance with which you respond when consumers genuinely raise concerns about growing darkness and rising bills. “It is absolutely unacceptable in a civilised society that because you are a private monopoly, you resort to tactics which are meant to destroy the economy of this state and make life miserable for families and
create such confusion that, if not arrested, you will not be able to survive in this state.” The Governor continued, “In different parts of Edo State, when protesters raise concerns which you cannot fault, namely that you do not invest in the provision of transformers, and therefore in many cases they are in the dark for weeks, for months, some of them nine months, and even the few places you pro-
vide light, maybe three hours a day, you charge bills that are as high as thirty hours a day, and when they protest, you arrogantly disconnect them. As we speak, the traditional ruler in Auchi tells me you have shut down supply to that area, and all the businesses there, hotel owners have come to complain. “In different parts of Edo South, Edo Central, the story is the same. And as the governor of the state,
I have continued to appropriate public funds to provide facilities that ought to be provided by Benin Electricity Distribution Company. The Government has no business buying transformers which is part of the cost which a distribution company should take on board. We take taxpayers’ money to buy these transformers and with or without power supply, you collect exorbitant rates.”

FG moves to engage Diaspora Nigerians on policies issues – Dabiri–Erewa Lateef Ibrahim Abuja

(SSA), to President Muhammadu Buhari on Foreign Affairs and Diaspora, Hon. Abike Dabiri-Erewa, has said that Nigeria was working on a National Diaspora Policy guideline geared towards regulating all engagements with the Diaspora. She explained that the policy, when in place, would allow Nigerians in Diaspora to make inputs into policies and programmes of the government. The Presidential aide spoke at the weekend, when Dr. Senayon Olaoluwa, Head of Diaspora and Transnational Studies in the Institute of African Studies, University of Ibadan, paid her a courtesy call in Abuja, Olaoluwa, during the visit, said
that the University of Ibadan was to host the establishment of the first of its kind in Africa – a Diaspora Resource and Research Centre. The SSA to the President stated that nothing much could be achieved without a workable policy framework to engage Nigerians in Diaspora. According to her, Nigerians in the Diaspora were of high importance to the growth and development of the country. “Diaspora is the future and it will dictate a lot of things in the 21st Century. We will work with the intellectuals to ensure a better framework. “We can’t be talking about a framework without a policy, so we are at a stage of formulating a Diaspora policy. “It’s a shame that all these years we didn’t have a Diaspora policy,
but we are working on a document soon. “We are going to partner with you in the academia as we work on this policy framework to engage all Nigerians in Diaspora,” she said. According to her it is important that the Diaspora were part of the engagement and policies and programme of government despite the fact that they are not home in Nigeria. Dabiri-Erewa said that Buhari was determined to create a good enabling environment both for Nigerians at home and the Diaspora to put hands together to make Nigeria a great country. The out-going chairman of the RATTAWU Delta state, Comrade Innocent Ofoeyenadi stated this at the labour house, at the weekend, during the fourth quadrennial delegates’ conference in Asaba. Ofoeyenadi noted that the manner Delta State government was busy pumping money into private media houses like AIT, Channel TV and others leaving the its own in a pathetic situation. “Delta State is worse; as I speak to you now, our stations are not working properly. Delta does not have a cultural centre where we perform. Everyday Nigerians are turning out graduates of Mass Communication and Theatre Arts; where are they going to practice? ÏÏÏ Last week, a politi-
cal acquaintance called to obtain my opinion on the multiple jumbo pensions and salaries being drawn by several politicians in Nigeria. There are apparently 21 serving Senators who were Governors and deputy Governors that are now Senators. Another good example is David Mark, a retired Army Brigadier General and former minister of ‘miscommunication’ who is now a Senator. The question generated by the debate is whether they are entitled to receive all of the payments coming from different sources from their past. My first, final and only answer was YES. We mistakenly often equate their salaries to the distribution of national cake and morosely not as contribution or service to Nigeria. Assume David Mark and myself joined the military on the same date. He retired honourably as a Brigadier and due to my
dexterity, I exited as a Field Marshall. Based on the contractual agreements guiding our Army careers, we both are entitled to pension. As you well know, life after serving in the Army can be majestic and so I retired to my Hilltop mansion near my presidential library in Abia State. While I am at home chilling and tending to the cows and ostriches in my compound, David Mark went on to become a Senator brilliantly working several
hours a day. Is it fair to ask him to work for free as a Senator churning out those good laws that have made Nigeria the envy of the world? The right answer is NO. It is indeed not fair to suspend his pension while I am being paid. No one should be penalised for offering to serve Nigeria. It is also grossly unfair to label David Mark as a crook. We should be applauding him for his service right? The people in his senatorial district

Buhari should have also disclosed the name of his Bank Chairman who authorised the 27 million Naira with an update on the payback status. We are entitled to see the loan applications and the basis on which it was approved. The more I think about it, the more I conclude that the EFCC should look into that loan agreement. What were the assets pledged to guarantee the loan. Is the Bank and the Chairman currently receiving any special treatment from this administration? Buhari is either working overtime window dressing Nigeria’s gigantic problems or simply wallowing directionless in the dark. Either or both reasons are substantial enough for my regrets that I shared elsewhere two weeks ago. Our Heritage Æ s A day in Ogidi-Ijumu land, Kogi State in Nigeria, opens a panoramic view of the magnetic pull of the rocky town. Agozino Agozino, who was part of a recent tour of the land, writes. After a very successful career as Nigeria’s former Ambassador to Norway and Angola, Crown Prince Eheneden Erediauwa is now about to head one of the country’s most very notable kingdoms. He has been approved as the new Oba of Benin by the Edo State Government. As he climbs the throne of his forefathers in a vital cultural ceremony soon, making him the 39th Oba of Benin, in the lineage of his great grandfather, Oba Ovonranwen N’Ogbaisi, who was sacked by the British forces in 1897, when the ancient kingdom was invaded and its cultural treasures forcefully looted, the new Oba becomes the official custodian of the much culture of the Edo people. Already, all over Nigeria, those who could recall his leadership qualities during his career service and as an international businessman, commend his patience and the zeal to learn and imbibe the sterling qualities of a good king throughout the reign of his late father. Two things make the Benin throne interesting. One is that the Benin monarchy is hereditary, unlike what obtains in other kingdoms. Secondly, the power house in Benin City is the Oba’s palace, with over a century old of wellpreserved history and relics. Sculptural bronze casts, brass works, stone pieces and relics of all kinds, comprising plaques and other forms of art, depicting the land’s history, greets any first time visitor. Major events in the history of the land are also richly preserved in mural sculptures displayed on the walls and panel doors of the Oba’s palace in Benin. The choice of the new Oba, which came soon after the traditional rites of his late father, Oba Eredieuwa Omo n’Oba n’Edo Uku Akpolokpolo followed the decision of the Benin kingmakers, especially, the Iyase, (traditional prime minister) and Edo state government to have a worthy successor to the throne. Unlike the long drawn battle for succession, which often marks the naming of successors to the throne in other climes, his emergence was not contested. The journey to the coveted throne began recently when the new Crown Prince was formally installed, amid pomp and pageantry, as the Edaiken of Uselu, immediately after going through some traditional rites. Prince had completed most of the vital rite before ascending the throne, including staying in Uselu, his temporary abode for 90 days. His entry into Benin recently attracted a large crowd of people, who trooped out to see him. Shops and other business outlets were shut as a mark of honour and solidarity with the Crown Prince. The Oba Market and some streets as well as roads to some traditional shrines, were cordoned off by security personnel and manned by colorfully-dressed palace chiefs. Politicians and top government offi-
cials, led by Gov. Adams Oshiomhole, defied the scorching sun to await the arrival of the Crown Prince, whose convoy, including top Benin Chiefs and combined security team, arrived from his private residence in Benin to the palace. Clad in white and red traditional regalia with a pair of dark glasses, Erediauwa, immediately, on arrival, had a brief consultation with the palace chiefs. Crown Prince Eheneden Erediauwa, born 1953, was a former Nigerian Ambassador to Norway and Angola. He holds a B.A. in Economics and Sociology from the University of Wales. He is a member of the Nigerian Institute of International Affairs. Since 1987, he had been active in leading positions within the Nigerian business community, especially, the gas and oil industry. An excited Eheneden, who was full of gratitude to God and the Benin people, described his journey to the throne as a God-given mission. While reeling out his plans for the kingdom, he said his dream was to preserve the rich cultural heritage of the people as well as attract more development to Benin Kingdom. Benin history shows that Oba Ewuare was the 13th Oba of Benin, who ruled the kingdom from 14401473, and during his rsign, the Benin kingdom conquered Idah in Kogi State, Owo and Akure and some parts of Western Igboland. Ewuare, a shrewd magician who was regarded as a semi-divine monarch, gave Benin City the look of an imperial metropolis. Similarly, Oba Esigie, 16th Oba of the kingdom (1504-1550), according to history, could field 20,000 warriors in one day. Esigie, in an effort to spread Christianity in his realm sent Ohen Okun, the Olokun priest to the king of Portugal as an ambassador to ask him to send priests to Benin to teach him and his people about the Christian faith. He was also reported to have built churches in the city and this inclused the Holy Arosa Cathedral which still stands in Benin till date. The Oba and the King of Portugal exchanged valuable gifts and a Portuguese Ambassador was accredited to Benin. Others historical Benin monarchs include Oba Orhogbua, 1550; Akengboi; Oreoghenen; Ewuakpe; Ozuere; Akenzua; Eresonyen; Obanosa; Erediauwa Osemwede; Ogbebor; Odinovba Adolor; Aiguobasinmwin Eweka II; Godfrey Akoro Eweka Akenzua The 38th Oba Erediauwa, (1978-2016), like his father, was an accomplished administrator, who used his wealth of experience to rule the people. He was educated in England’s prestigious Cambridge University, as a historian and a lawyer, and as an astute administrator, he rose to the top of both Regional and Federal Civil Service, he worked with, and also advised the former Federal Military Heads of State and some former civilian government officials.

How Nollywood started with some spare VHS tapes
If corruption and insecurity is Nigeria’s most hated image abroad, Nollywood is its most loved. Behind American Hollywood and Indian Bollywood, Nollywood is second-ranked in the numbers of movies it produces up to 2.000 per year, and among the world’s top revenue generators $250 million yearly by some estimates. Before he sparked the revolution, Kenneth Nnebue was an electronic dealer living in Lagos. He found himself with thousands of empty VHS tapes to offload. With several friends and cheap camera, he shorts a short film to fill the space, and perhaps attract customers. The result, Living in Bondage, told the story of a man who kills his wife in exchange for a lifetime of vast wealth. Released in 1992, the not too attractive Igbo-
language film was a fluke but as disruptive as the Hollywood shift from silent film to sound. The once film custodian National Theatre and performance culture found a lager outlet for its work. Nigerians saw themselves in film and liked it. Needless to say Nnebue sold all his cassette tapes. More importantly, he opened a market of 300million eyeballs. Nollywood movies and soap serials, produced on the cheap and sold in every part of the country as home videos are known for entertainments. Until recently, Nollywood films have been low budget, taking between $240,000 and 200,000 to finance. However, inability by the authorities to contain copyright violations and piracy, movie producers still live from hand to mouth
Enugu: City with wealth in its belly Enugu State is indisputably the home of the former South East Region and the old East Central State. The event that led to the founding of Enugu took place around 112 years ago, when in 1905 some adventurous foreigners found a coal seam in the hill of Ngwo, Nike, Udi, Akagbe Awkunanaw and Ogui, in the heartland of the most rugged of Igboland. The two most important festivals in the state are the New Yam Festival (Iriji Ndigbo) and the Mmanwu (Masquerade) festival. The New Yam festival is celebrated in honour of the earth goddess and the ritual performed includes, pouring libations to solicit for the fertility and productivity of the land. It also marks the eating of the new yam. It is celebrated yearly between May and September. Mmanwu in Igbo traditional religion is regarded as the incarnate dead of relations who through some metaphysical forces and incantations have been conjured up and now take the form it manifests on its appearance. The festival is celebrated in many parts of the state with masquerades from various communities. There are other festivals that are peculiar to cultural zones and they include Odo festival celebrated by Ngwo, Neke, Igbo-Etiti and parts of lsi Uzo and Omaba festival celebrated by, Nsukka and Nkanu cultural zones. Other cultural festivals in the State are Ofufe Iwollo in Ezeagu; Ishi-Eka ldi of Ibagwa, and Ala Lejja in Nsukka.

Airline Operators of Nigeria (AON) has called on the Nigerian Government to, as a matter of urgency, address the failure to make forex available to domestic airlines in the interest of safety and prevention of a collapse of the air transport sector. Its President, Captain Noggie Meggison, told aviation correspondents, in Lagos, at the weekend, that aviation was a pivot of the national economy that not only facilitates the movement of people
and goods than any other mode of transportation, but, also, ensures the ease of doing business in several locations in a single day. “This is made possible by Nigerian carriers, which, despite operating in a difficult environment, still manage to keep the wheels of the economy rolling and continue to provide jobs for a teeming number of Nigerians”, he stated. Army chief commissions sport complex at 9 Brigade Segun Adio

hief of Army Staff (COAS), Lt. General Tukur Yusuf Buratai, has commissioned a newly constructed sports complex at the Ikeja Cantonment (9 Brigade) in Lagos. The army chief commissioned the complex during his familiarisation visit to 81 Division Area of Responsibility. The Sports Complex which was named “Lt. Gen Tukur Yusuf Buratai Sports Complex” after the
army chief, consists of 14 apparatus obstacle crossing, Basket Ball court and a 120 seating capacity pavilion. Other facilities constructed include Barrack Youth office and a meeting hall. The Physical Training Wing of the complex also co-located was re-structured to give it a face lift. Before the Commissioning of the project, Commander 9 Brigade, Brigadier-General, Bulama Biu, informed the COAS that 9 Brigade lacked basic sporting facilities to enable troops to train and keep fit. Gen. Biu further stated that
in order for the Brigade to key-in into the COAS vision which is “To Have A Professionally Responsive Nigerian Army in the Discharge of Its Constitutional Roles” and also to maintain the COAS drives towards physical fitness of troops, the Brigade decided to embark on the construction of the sports complex through self help efforts. The Army Chief thanked Gen. Biu, for his initiative and steadfastness to have put in place a standard training facilities to enable the personnel keep fit.

The duo will lead an investment consortium which has acquired a controlling majority of the shares, with several existing shareholders taking a reduced stake in the club. While the size of Levien and Kaplan’s stake has not been announced, they were reported to be chasing 60 per cent. Swansea City Supporters Trust’s 21.1 per cent stake is unaffected by the takeover, while chairman Huw Jenkins will continue to run the Liberty Stadium outfit. uper Eagles caretaker coach, Salisu Yusuf, has declared his willingness to take the country’s top coaching post on a fulltime basis. The former Enyimba and Kano Pillars coach was in temporary charge of the Eagles for the recent friendlies against Mali and Luxembourg. The Nigeria Football Federation (NFF) are due to announce a substantive coach ahead of the 2018 World Cup qualifiers, which begin in October. Yusuf will now be one of the top contenders after he acquitted himself in the wins over Mali and Luxembourg which has helped Nigeria climb six spots up the FIFA rankings. And he said he is equal to the task especially after he assisted the country’s last three coaches – Stephen Keshi, Sunday Oliseh and Samson Siasia. “I can take responsibility at this level,” said the former El Kanemi and Ranchers Bees midfielder, who said he was grateful to the NFF for giving him the opportunity to lead the country’s team for the first time. “I have been working as a coach for the past 15 years. I will work a lot harder because the
responsibility is higher. It will not change my philosophy as a coach. “I will not be surprised if I’m given the job because I have assisted three coaches (Keshi, Oliseh and Siasia). I know the job and I can do the job.” Yusuf further said one of his priorities as head coach is to work with players who are playing regularly at their clubs whether locally or overseas. “I will use active players, playing for their clubs regularly, conditioning and match fitness will come from their clubsides. We will only discus tactics and strategy for the four days we are together before a game,” he said. “The quality of the player cannot be compromised and if he is active, he can take responsibility “If you are playing for your club, it will be easier for you to play for the national team.”

In a statement on Sunday, the Borno NSCDC Commandant, Ibrahim Abdullahi, said the Body has been receiving information of influx of adulterated kerosene from around the country, especially in Borno
State, warning Nigerians to be on the lookout for such. “We have been receiving distress calls from the public. A man from Maduganari reported that his house was almost gutted by fire because he used adulterated kerosene,” he said. Expressing his shock over the alert, Addullahi said he saw no reason traders would mix kerosene with petrol, saying it could be another strategy of terror group, Boko Haram to kill innocent citizens. “We are surprised how they mixed kerosene and petrol, We don’t know whether it is an-
other ploy by Boko Haram to cause havoc,” he said. He said the command would do all things possible to apprehend whoever was responsible for the act, and urged the public to report any form of suspicious activities to the law enforcement agencies. This is not the first time such stern warning would be issued to the public. One of such cases was NNPC’s alerted to residents of Delta and Edo States on the adulterated product. According to NNPC, there was a case of vandalism on the Warri-
Benin pipeline where vandals made away with kerosene adulterated with diesel and petrol. Kerosene is a commonly used commodity for cooking in Nigeria. In January, The Petroleum Products Pricing Regulatory Agency, PPPRA, hiked the price of Household Kerosene (HHK), from N50 per litre, to N83 per liter. With the price of petrol now officially N145 per litre, prices of kerosene have equally shut up, ranging from N140, N145, and N150 per litre.
The Trade Union Congress (TUC) is to become majority stakeholders of Unity Bank when it completes acquiring 57 per cent stake in the bank. According to TUC President, Bobboi Bala Kaigama the move is to guarantee the welfare of its members and also reposition the union. Kaigama disclosed this in his welcome address at the 10th Triennial National Delegates Conference in Abuja. He assured that his members would not suffer after retirement, promising that they would enjoy the fruits of their labour. This followed the signing of a deed of understanding/terms of settlement between NigerCem and representatives of the four host communities --Nkalagu, Nkalaha, Umuhuali, Amaezu and the

With the signing of the pact in Abakaliki on Friday, the legal battles that had in the past affected the reopening of the once foremost indigenous cement production firm has been put to rest. The parties resolved that papers be filed in court as soon as possible so that all cases pending before
the court could be withdrawn. The immediate past administration, led by Chief Martin Elechi, had consistently closed their door for an out of court settlement, against Dr. Cletus Ibeto, who reacquired the firm from Eastern Bulkcem and had tried to revamp the cement factory which was popularly known as NigerCem.

President Muhammadu Buhari has directed the Nigerian Shippers’ Council (NSC) as the economic regulator of ports to produce a viable blueprint for maximum exploitation of the economic potentials of the maritime industry. Buhari, represented by the Solicitor-General of the Federation, Mr Taiwo Abidogun gave the directive in a message to the 14th Maritime Seminar for Judges in Abuja. According to the President, having an economic regulator at this critical time of economic downturn is imperative to encourage transparency in economic activities, enhance revenue generation and boost patronage of our seaports. He called on both the judiciary and the legislature to lend support to the reform of the maritime sector of the nation’s economy. ``For us to achieve maximum productivity and efficiency in the maritime industry, we must get rid of fraudulent and corrupt practices in the industry. ``Corruption increases cost of doing business, destroys ease of doing business, distorts processes and procedures, robs government of legitimate revenue and gives the country a bad image,’’ Buhari said. ``We cannot afford to perpetrate the cases of mismanagement and squander of national resources which we have witnessed in some of our institutions in the maritime sector, the time for a paradigm shift ``is now and in line with our agenda for a corruption-free society’’. The President said that his administration would encourage and enforce discipline and sanity in the maritime sector. He noted that the maritime sector had also been bedevilled by challenges of criminals and unpatriotic elements through crimes like illegal bunkering, vandalisation of maritime facilities, especially related to oil and gas sector.

gime, forced the nation’s currency to sell at N355 per US Dollar in the parallel market at the weekend. Ahead of the release of modalities for the implementation of the adopted flexible exchange rate policy by the apex bank, the interbank market has already appreciated to N290 to the dollar on Friday. This was sequel to increased perception that CBN has withdrawn from the weekly foreign exchange (forex) intervention, which forms part of the newly adopted policy, paving the way for banks and Bureau De Change (BDC) operators to source forex autonomously and sell according
to market dynamics. It is almost two weeks now that the CBN announced that it was going to introduce a flexible exchange rate policy, but the delay hitherto has increased rumor among market operators as the delay persists. However, the apex lender after its Monetary Policy Committee meeting on 24th May, 2016, had indicated that it would release details of the policy “in a few days”, but has not, since the pronouncement in its communiqué made available on the official website of the CBN. Financial experts are however of the opinion that the announce-
ment suggest that the bank was now favorably disposed to a partial float of the naira and will therefore allow the market determine the value of the naira against major currencies at the interbank. The frenzy occasioned by the announcement is now turning into a bout of uncertainty as Nigerians ponder on what’s next. FBN Merchant Bank declares N3.8b pbt in 2015 FBN Merchant Bank Limited, a subsidiary of FBN Holdings Plc., has recorded a strong growth in its financial year ended December 31, 2015, with a Profit Before Tax (PBT) of N3.8billion. Due to this strong performance despite the inclement operating environment, the shareholders of the bank at its Annual General Meeting (AGM) held recently in Lagos, expressed their optimism in the company based on the merchant bank’s enhanced competitive positioning as part of a larger group. However, the ccompany profit jerk up by 6.6 percent above the budgeted profit of N3.6billion, and 113.11percent above the prior years’ actual profit of N1.8billion. Why 66.41% pension funds invested in FG securities – PenCom Stories by KAYODE ADELOWOKAN The Director-General, National Pension Commission (PenCom), Mrs Chinelo Anohu-Amazu, has identified inadequate products as a reason for the deployment of over N3.49 trillion amounting to 66.41 per cent, of the pension funds to Federal Government securities. Anohu-Amazu, who disclosed this in Abuja, called on pension operators to work towards developing alternatives and new products. “The PFAs are constrained; they are unable to develop the products they invest which is why we have a preponderance of the pension funds in federal government securities, there are no alternatives. “Part of the thing I want to throw out to operators in this room is to work towards developing alternatives and new products,” she said.
The Director-General said the regulators were doing their bit at ensuring that the PFAs were highly regulated. She said several regulations had been done and what was left was to ensure the official issuance of those regulatory actions in the sector. “Our eyes are on two things; protecting the funds and making sure that its primary mandate as required by law, which is paying retirement benefit as and when due, is not tampered with. “That mandate also extends to making sure that the value is not eroded, and it will be our joy that various institutions are deepened by the pension fund and the capital market is just one of those institution,” she added. She said the issue of channelling the pension fund to the capital market was welcomed as long as the contributor was assured of the channel the fund was taken to and its safety.

Lagos pays N1.002b to 275 retirees in May 2016 The Lagos State government said it has issued Retirement Benefit Bond Certificates to the tune of N1.002, 856 billion to another set of 275 retirees from the mainstream, Local Government, SUBEB, TEPO and Parastatals of government, under the Contributory Pension Scheme (CPS) for the month of May, 2016. Mrs. Folashade Onanuga, Director-General, Lagos State Pension Commission (LASPEC) said the payment has brought the number of retirees paid between August 2015 to May, 2016 to 3,344, adding that that the total accrued Pension rights for years, spent under the Pay As You Go pension scheme paid on behalf of retirees by the State Government from the aforementioned month to date is N14. 703, 856 billion. Onanuga, disclosed this while speaking at the 27th batch Retirement Benefit Bond Certificate Presentation Ceremony recently at the Office premises, NECA House, Alausa, Ikeja. The Director-General who was represented by the Head of Technical Directorate, LASPEC, Mr Olawale Otun, advised the retirees/ beneficiaries to make judicious use of the money being presented, because, this turns it to assets.
Ogbeni Rauf Aregbesola, the Osun State Governor has charged insurance operators in Nigeria to deploy their resources in facilitating quick recovery of the country’s dying economy. Aregbesola gave the charge while playing a host on the national delegation of Nigerian Council of Registered Insurance Brokers (NCRIB) who were on a courtesy call to his office, at Government Secretariat, Osogbo, recently lamented over the worsen state of the nation’s economy, however, suggested that one of the ways to liberate Nigeria and Nigerians from the scourge of the present economic disaster was for the professional bodies to institutionalize strategies and as well map-out realistic economic policies to mitigate the situation. For Tolu Jinadu, photographer was born out of his passion to create images that will be relevant in years to come; not for the money involved but for the rewards and commendation afterward. With over 90,000 pictures in his archives, Tolu was more prominent during the presidential campaign and election as his captivating pictures flooded the internet and made several newspaper covers; for many who followed his works, one will assume he will be announced as the official photographer of the president but the ever smiling Tolu disclosed in a chat with MUTIAT ALLI that his passion for photography and belief in PMB’s thriving legacy; he equally shared his views on photography generally in Nigeria, his recently held photography exhibition amongst others.
Who is Tolu Jinadu? I’m Tolu Jinadu, The Snipographer. It is a word I coined from Sniper and photography. As we know a sniper is someone who has the ability to shoot at his target from a long distance, without the knowledge of the target, “ographer” comes from part of the word photographer. So whether I am meant to be capturing a seemingly oblivious long distance image or an image posing for me, my aim is to deliver the best that I can. The journey into the world of photography? I was on my way to New Zealand to watch the 2011 Rugby World Cup and decided to buy a camera to take pictures of the tournament. The camera I bought was somewhat sophisticated and I had to take a course in photography so I could use it. My interest in the amazing capacity of how these little machines can capture timeless images increased daily as I kept changing from one sophisticated camera to even a more sophisticated one. My latest camera is a Canon 1DX which is currently the best Canon has. I am the official photographer of the church that I attend which is called The Father’s Church pastored by Pastor Ikenna Okeke. As a matter of fact it was my Pastor who instigated and acted as a galvanizer for me to take this photography to a higher level. I would also not fail to mention that Pastor Mrs. Becky Enenche has countlessly asked me to take my passion in photography to a greater level, my pictures of the Dunamis church services also flood their website. I have several Facebook accounts. ‘Tolu Jinadu’ is my personal account, ‘Nigeria Elections in Pictures’ is an account I created during the campaign and rallies for the elections and ‘The Snipographer’ is my official account. Did you set out to be a photographer while growing up? No I did not. As a child, I delved into car stunt driving and I loved to play Rugby as a sport, I thought I’ll grow up to be a professional player or business analyst.

The photography business before and now; what has changed?

It has moved drastically from analogue to digital. Photography started with a camera and the basic idea has been around since about the 5th century B.C. At that time cameras did not record pictures but just projected them onto another surface. Presently cameras and lenses have such amazingly diverse abilities and performing many different functions. How profitable is the business? Very profitable as there are many streams of income associated with the photography business. Photography has now diversified from not just shooting human images to all manner and kinds of settings, scenarios and objects. We also have the nitty gritty like framing, preserving of images made easier, etc. Will you allow your children delve into the art too? Of course, I will. It was a passion now turned into a career. As a matter of fact, one of my sons who is now eight (8) years is already showing serious interest in photo taking. My studio, which is already under construction is open to any of my children who may want to be part of the business. What inspires your creativity? Passion! The passion of capturing an ordinary image and preserving it as a piece that can be appreciated years to come especially capturing unforgettable moments that will the story of lifetime to come. To think that in the next 100 years, if Jesus tarries, people would be able to appreciate these images as if there were present at that time, talk about the present day dragon fossil, it is astonishing! You are one of Nigeria’s finest photographer whose work flooded the internet during the presidential campaign and one begin to wonder why you were not picked as the president’s photographer? It has never been my ambition to become the president’s photographer. all these on my own without external support. I financed all my journeys to the states I covered. This was my little way of contributing. You recently held a photographer exhibition, what is its significance? As the Theme of the exhibition implied ‘The Reason... One Nation.’ The aim of the exhibition therefore was to remind us how we (Nigerians), came together as a nation untied to bring the present government into power and also to remind the government that the people’s hopes are still very high. It showed unquestionable victory in unity as depicted in pictures. How many of your works were exhibited? I exhibited over 400 pictures out of over 90,000 pictures I have in my archive of the pre-election, during election and post-election period. What inspires the show? The photo exhibition was to celebrate the one year anniversary of the present government. In line with this, it is also to encourage us Nigerians to be patient with the government and for the government to also remember the people’s passion that brought them to power. General though on photographer in Nigeria? We have a long way to go. The whole stream of photography has not been fully tapped yet in Nigeria. To mention a few, we have product photography, fashion photography, wild life photography etc. All these branches of photography have so much gaps which must be filled before we can really say we are doing well. We have a very large room for expansion and also growth. But we would get there by the grace of God. With several leading photographers and budding ones, are you not scared that you might be overshadowed in anytime soon? Overshadow? LOL..... Until then.
