Editorial Embarrassing kerosene scarcity

F

or some time now, Nigerians have been wondering the reason for the continuing scarcity of kerosene across the length and breadth of the country. Undoubtedly, very many people are at crossroads knowing why this staple product used by many Nigerians for cooking has become so scarce that many filling stations no longer have them in stock. Unfortunately, it has now become daily routine for women and children to go in search of where to purchase the product before attending to other chores. Incidentally, the unsavoury state of affairs has forced many households into resorting to firewood and charcoal for cooking in spite of the health and environmental hazards they pose. Investigations reveal that a gallon of kerosene (four litre) now sells for N1, 200. Even at that, there are also reports of adulteration of kerosene, a dangerous and sometimes explosive mix capable of causing destruction to property and human beings. Painfully, Kerosene scarcity should be an embarrassment in Nigeria, the world’s sixth largest exporter of crude oil. Observers attribute the continuing scarcity to the Nigerian National Petroleum Corporation (NNPC), which remains the sole importer of kerosene into the country. In addition, independent marketers also blame the lack of foreign exchange for the continuing scarcity, even as they bemoan the expenses incurred which makes it uneconomical to sell at loss. Incidentally, many Nigerians blame the development to the diversion of kerosene to neighbouring countries, and sharp practices by middlemen. Before now, the government claimed it subsidised kerosene.

However, that did not stop the price of kerosene from sharply increasing. Today, Nigerians are groaning under the excruciating pains caused by the biting scarcity, which has worsened their already depreciating purchasing power. We are deeply worried that this is happening in a leading oil-producing nation like Nigeria. Nevertheless, we are yet to see any concrete action on the part of government to find a lasting to the prevailing scarcity. In addition, it should endeavour to put to optimal use the nation’s existing four refineries. It is a shame that a major oil producing country like Nigeria should continue to import kerosene from other countries. Apart from ending its scarcity in the country, Nigeria should be able to export the product to other neighbouring countries in the West African sub-region and generate more revenue. It would be recalled that on January 24, the Federal Government hiked the price of Kerosene to N83 per litre from N50 per litre, in order to end subsidy on the product. Incidentally, that policy is having no effect on the erratic supply of kerosene. For long, we have been advocating the development of alternative energy sources in order to ameliorate such distressing situation. It is therefore high time the government revived the coal industry, which has for decades been lying fallow in the south eastern part of the country for lack of investment. This in many ways will serve as alternative energy source for Nigerians. The government should also encourage other alternative energy sources for domestic use-like biogas, solar energy and bio-fuel alternatives that are suitable to the Nigerian environment.

News Analysis Saraki, Ekweremadu forgery trial: The ominous signs Agozino Agozino

The frosty relationship between Peoples Democratic Party (PDP) Senators and the Federal Government as a result of moves to remove some principal officers in the Senate is a clear signal that Nigeria democracy still has a long way to go. Ever since the permutation of the governing party, All Progressives Congress (APC) choice of candidate did not go their way last June, when Senator Bukola Saraki and Senator Ike Ekweremadu emerged as Senate President and Deputy Senate President respectively, the battle line seemed to have been drawn between the two governing institutions. Political analysts have expressed concern on what this portends in the polity coming at a time when Nigerians are groaning under the present economic recession. Some adduced that the development is unnecessary distraction on the part of the Federal Government that is supposed to close ranks with the National Assembly to get the economy out of the woods. Others see it as settling of scores between the ‘arrived’ politicians on their self-serving interest and strategising against the next general election due in 2019. Apart from the fact that ‘godfatherisim’ did not play a part in the Senate election of their principal officers, the APC leaders took it as a slap on their faces, hinging the emergence of the Senate

leadership on forgery of Senate Standing rules. As the game is playing itself out, counter-accusations between the PDP and APC lawmakers in the Senate have become the order of the day. Piqued by Federal Government’s determination to prosecute principal officers of the Red Chamber, the PDP Caucus in the Senate recently withdrew support for the governing party, stating that President Muhammadu Buhari is acting ‘dictatorially’ to remove both Saraki and Ekweremadu. They said the anti-corruption war by the administration is selective targeting only the perceived opponents. But the APC lawmakers in the Senate said the accusation by PDP Senators was not correct. They rapped the PDP Caucus in the Senate as being ‘partisan,’ urging them to rescind their decision to withdraw support for the president. However, going by court summons of the two principal officers of the Senate to defend themselves against allegation of forgery, the die is cast is cast between the APC and PDP as Nigerians observe with keen interest. Nigerians are watching both parties since this episode of ‘charge syndrome’ started in the polity. They are watching to see whether the relationship between the Senate and the Federal Government will sink further as a result of the ongoing trial of the Senate leadership and if this will deepen democratic norms or be goosechasing interest of some political godfathers of the APC.

Storms kill 3, destroy 632 houses in C’ River ÏÏÏAt least three persons died

warned of possible attacks against expatriates and foreign visitors in Nigeria’s biggest city, Lagos, during public holidays marking the end of the Muslim holy month of Ramadan. “The US Mission in Nigeria advises that groups associated with terrorist activity might be planning attacks against hotels in Lagos frequented by international visitors, including those located on waterfronts, during the Eid al-Fitr holidays,” it said. Tuesday and Wednesday are public holidays in Nigeria and the traditional end of a month of fasting and prayer is marked by celebrations across the country. The US warning, posted on its

embassy’s website, is unusually specific but not the first about possible attacks in locations frequented by expatriates. A similar security warning was given in December last year, while in May 2014 diplomats warned of a possible attack at two Sheraton hotels in Lagos, after a car bombing in the capital, Abuja, killed 19 just days before a major economic summit. Similar warnings were given in April 2012 and November 2011 about hotels popular with Westerners in Abuja. The US Embassy’s latest warning did not mention a specific group but urged its citizens to “review your personal security plans, remain aware of your surroundings, including local events, and monitor local news stations for updates.” Reacting to the warning by the US, the Lagos State Commissioner

Speaking to the Daily Times on telephone, Owoseni said, “we are very much aware of the warning and we have positioned policemen everywhere. As I speak to you, we have been on patrol all day.” Meanwhile, troops of 118 task force battalion, 8 task force divisions have ambushed some Boko Haram terrorists along Gerere junction, Kukawa Local Government area, on the northern part of Borno State. According to a statement by acting Director, Army Public Relations, Colonel Sani Kukasheka Usman, the Boko Haram terrorists were suspected to be fleeing from the advancing troops of 119 task force battalion

presently mopping the general area of Kangarwa in Kukawa Local Government Area. During the operation, the troops killed four Boko Haram terrorists carrying logistics items. The troops recovered 48 jerry cans containing 1,440 litres of premium motor spirit, automatic gasoline oil, 8 motorcycles out of which 2 were destroyed, 21 rounds of 7.62mm (special) ammunition, 2 ak-47 rifles, an unprimed improvised explosive device and a 36 Henagar hand grenade, as well as assorted drugs. However, one of the military vehicles and communication equipment were badly damaged from gun shots by the terrorists. The troops have continued to intensify vigilance and high level of alertness following concerted efforts of clearing the remnants of the terrorists.

former National Chairman of the Peoples Democratic Party (PDP), Senator Ali Modu Sheriff, has boasted that he would still submit the name of Matthew Iduoriyekwemwen to the Independent National Electoral Commission (INEC) as the party’s governorship candidate for the September 10 election in Edo State, notwithstanding Monday’s judgement of the Federal High Court in Port Harcourt. Senator Sheriff said this on Tuesday in Abuja when he presented certificate of return to Iduoriyekwemwen.

Justice Mohammed Liman of Port Harcourt Federal High Court had, on Monday, accorded recognition to the Senator Ahmed Makarfi-led National Caretaker Committee as rightful leadership of the PDP. However, Sheriff, a former Governor of Borno State, maintained that he would be relying on last week’s judgement by Justice Okon Abang of Federal High Court in Abuja to send the factional candidate’s name to INEC. According to him, “It is clear, from the Abuja High Court judgement, that INEC is obliged to accept the candidate we are to present. “You know, ideally, most of our officials have travelled for Sallah. to do this because, the first working day we are going to submit our candidate’s form to INEC. “I have to stay behind to do some of the things so as to ensure that the forms are submitted after the Sallah break,” he explained. Ikeja Magistrate Court has ordered a computer instructor, Cosmos Ugbaja, to be reminded in Kirikiri prison pending when he would perfect his bail. Magistrate Bola Osunsanmi, on Tuesday ordered that Ugbaja be remanded in Kirikiri Prison after he pleaded not guilty to a one count charge of rape preferred against him by the police. Ugbaja was charged to court for allegedly raping a 14-year-old girl (names withheld), who is a Junior Secondary Student (JSS 3) in a public school in Ishawo, Ikorodu. Anti corruption war: Nigerians laud Buhari, but should not abandon other sectors Since the beginning of the war against corruption by the President Muhammadu Buhari-led government, there have been series of comments that the government is neglecting its main responsibility to the people by giving more attention to Anti-corruption war. While some believe government has jettisoned its main responsibility to the people by laying more emphasis on corruption war, others claim that the government needs first to clean up the system. Youths protest against attacks on oil facilities in N’Delta Hundreds of youths in Rivers State on Tuesday took to the streets of Port Harcourt in protest against the incessant attacks on oil facilities in the Niger Delta. The youths marched from First Artillery to Azikiwe road in Port Harcourt with placards bearing several inscriptions such as ‘We need peace in the Niger Delta’, ‘Attacks on oil facilities must stop’, ‘Support Belemaoil to restore peace in the region, and ‘We don’t need cultism’. The President of NYCN in Rivers State, Mr. Sukubo Sara-Igbe, said the protest became necessary because of the rise in the cases of kidnapping and other criminal activities in the state. He said the activities of vandals were affecting the economic wellbeing of the region, calling on aggrieved youths not to resort to destroying pipelines and other oil facilities. Sara-Igbe, while thanking Belema oil for providing 520 jobs for youths in the state, warned the youths to desist from cultism, pipeline vandalism and every other activity that would threaten peace in the area. “We are making this protest so that youths will shun armed robbery, oil theft and embrace peace

FBI will not recommend criminal charges against Clinton - Director The Federal Bureau of Investigation (FBI) would not recommend criminal charges in Hillary Clinton’s handling of classified information, FBI Director, Mr James Comey, said. Comey said on Tuesday during a news conference in Washington D.C. that an ordinary government official could have faced administrative sanction for such conduct. To warrant a criminal charge, he said, there had to be evidence that Clinton intentionally sent or received classified information, something that the FBI did not find. ``Our judgment is that no reasonable prosecutor will bring such a case,” he said. Comey’s statement is coming three days after FBI investigators interviewed Clinton. He described as elaborate yearlong investigation, in which the bureau examined multiple servers, read 30,000 emails and interviewed dozens of people. During the investigation, Comey

said, the FBI recovered additional work-related emails that Clinton’s lawyers had not turned over to the State Department, including some that contained classified information. But he said there was no evidence that she or her lawyers had intentionally deleted or withheld them. ``There is evidence to support a conclusion that Mrs Clinton should have known an unclassified system was no place for that information,’’ he said. Investigations began in 2015, when the inspector general for the intelligence agencies told the Justice Department he had found classified information among a small sampling of emails Clinton had sent and received. Ex-Kogi council chair loses post-conviction bail bid The Federal High Court in Lokoja has dismissed a bail application by convicted former Caretaker Chairman of Ogori/Mangogo Local Government Area in Kogi State, Gabriel Daudu. Daudu was convicted for advance fee fraud and money laundering. The Economic and Financial Crimes Commission (EFCC) tried Daudu and a former Kogi Commissioner for Agriculture, Albert Adesina. They were charged with conspiracy, advanced fee fraud and money laundering involving about N1.4 billion. Daudu was convicted on 77 counts and sentenced to two years imprisonment on each count, which is running concurrently. Adesina was, however, discharged and acquitted. Sentencing Daudu, Justice In-

Abia governorship logjam: Lawyers express divergent views ÏÏÏMore reactions have continued

to trail the stalemate in Abia following the issuance of governorship Certificate of Return to Mr Uche Ogah of the Peoples Democratic Party (PDP) by INEC. The electoral body had last week issued the certificate in obedience to an Abuja Federal High Court ruling on the sitting governor’s tax payment before the 2015 poll, directing that Ogah should be sworn-in as governor. But Gov. Okezie Ikpeazu, who won the PDP’s ticket, had refused to vacate office as he has appealed the judgment. Mr Ayo Ayodele, a former Ogun Nigerian Bar Association (NBA) Chairman, said Ikpeazu should vacate office as ruled by the court.

According to him, it is better for the governor to respect the judgement of the court than to resort to violence. “We cannot have two governors in a state and the honourable thing for him to do is to obey the court judgement and later take the matter to the Supreme Court. “I want to commend Mr Uche Ogah, who has been declared governor to take over and the incumbent governor, Ikpeazu for maintaining peace which is fundamental and important,” he told the News Agency of Nigeria (NAN). For a Lagos-based lawyer, Mr Ejike Okpe, what had happened in Abia was an attempt to make a mockery of the nation’s judicial system. Okpe, however, noted that INEC

was`` too hasty” in issuing a certificate of return to Ogah in the light of an appeal and a motion for stay of execution against the judgment at the Court of Appeal which was duly served on the respondents including INEC. “It is trite law that the filing of a notice of appeal does not operate as a stay, but where a notice of appeal coupled with a motion for stay of execution of the judgment appealed against is pending at the Court of Appeal, the law requires the parties to maintain the status quo pending the determination of the appeal. “It would have amounted to setting a bad precedent if Ogah had been sworn-in as the governor in the light of the pendency of the notice of appeal and motion for stay

of the judgment of the lower court as well as the injunction restraining the State Chief Judge from swearing him in,” he said in an interview. ``Dr Okezie Ikpeazu remains the governor of Abia until the appeal process is completed.” He also said that since the parties are already ventilating their grievances in the courts, it was incumbent on them to allow the judicial process to be completed to avoid heating up the polity. Also commenting, Mr Dotun Adetunji, the immediate past Chairman, Ikorodu Branch of NBA in Lagos State, said the court ought not to have issued an order that INEC should issue a certificate of return and for the new entrant to assume office.

traveling five years through the solar system, Juno has finally reached its destination and is currently in orbit around Jupiter, traveling nearly 250,000 kilometers per hour (150,000 mph). The most dangerous aspect of the $1.13 billion mission, which launched in 2011, occurred this evening at 11:18 pm ET when Juno initiated its final approach procedures. In order to successfully insert itself into orbit around Jupiter (instead of flying right past the planet, or crashing into it), Juno needed to ignite its main engine for 35 minutes. According to TechCrunch, now that Juno has successfully completed this burn, it will begin its first of 37 orbits around Jupiter. During these orbits, Juno will repeatedly dive through Jupiter’s radiation belts, coming within 3,000 miles of Jupiter’s cloud tops at its closest approach. With a suite of scientific instruments, Juno will provide data to improve our understanding of Jupiter’s formation and evolution. “Juno’s study of Jupiter will help us to understand the history of our own solar system and provide new insight into how planetary systems form and develop in our galaxy and beyond,” said NASA Jet Propulsion Laboratory. Juno, which was named after the Roman goddess who was Jupiter’s wife, will enable scientists to see below Jupiter’s dense cloud cover – something that’s never been done before.

ate last week, news broke on the social media of the Federal Government signing a renegotiated contract of the coastal railway (Lagos – Calabar) with the China Civil Engineering Construction Corporation. The new contract is supposed to be US$800m lower than previously agreed upon by the Jonathan government. The proposed routes for the planned Lagos - Calabar rail line pass through Ijebu-Ode, Ore, Benin City, Agbor, Onitsha, Sapele, Ughelli, Warri, Otuoke (Yes!), Yenegoa, Port Harcourt, Aba, Uyo before terminating in Calabar. Eyebrows could be raised at a first glance of the afore-mentioned chain of stops. But a second look reveals that the coastal railway runs through mainly Niger Delta towns and cities rich in petroleum deposits and natural gas – Sapele, Ughelli, Warri, Yenegoa, Port Harcourt, Uyo. So should one then pardon the planners for the inclusion and omission of some towns and cities? Since the days of Action Group of Chief Obafemi Awolowo, the first Premier of the then Western Region, had there been talks to build railway which would connect major trading cities or towns in Yoruba-speaking zone to one another. Someone seems to have been reading that Awo’s blueprint because the Oodua States (the Yoruba-speaking states in the southwest) recently came together – their political leanings notwithstanding – to discuss ways and means of promoting free trade among each other. Among the proposed plan is building railway to transport agricultural products (cocoa) and petroleum products (bitumen deposits in Ondo State) from one state to

the other – that other may be Lagos, the economic capital of the country. So the inclusion of the two Yoruba cities – Lagos and Ijebu Ode - on this coastal railway may be redundant as time goes by. The first time ever I travelled by rail was as a child. The whole family - Pa was then a teacher at St. Luke’s Teachers’ Training College, Ibadan went to Osogbo by train from Ibadan. I can only recall that the train was packed, though we were lucky to have got seats. We went to see Papa Osogbo, my maternal grandfather. I can also remember a bunch of traders at our destination in Osogbo. Osogbo is the ‘gateway to eastern and northern Nigeria’, states Hezekiah Adetunji Odetoyinbo in his book, Osogbo Progressives Union. Oba Ademola, Alake of Abeokuta, in the 40s, chose to be exiled to Osogbo when he had his troubles with the Egba women led by fiesty Funlayo Ransome-Kuti. Osogbo was a hub of commercial activities involving Lebanese, Syrians, Greek, British among others. Osogbo can even boast of an aerodrome which was reportedly used during the World War II for refueling of war planes. Station Road in the city is the nerve centre of the capital of Osun State. The first train arrived in this city in 1905. The original plan of the colonial masters was to route the railway from Ibadan through Oyo to Ilorin and terminating in Offa. But Oba Lawani Agogoja, the Alafin (1905 – 1911), strongly opposed the plan of passing the railway line through his kingdom. His reasons? The means of transport would be used to ferry his wives away. This strong objection made the planners route the rail line through Osogbo, a decision that not only enhanced commerce in the city but changed the history of the town

forever. One would have expected that as Osogbo is a nodal town, central to northern and eastern regions, all rail routes would’ve been planned to pass through the city just like how the rail network in the south-eastern region of England conglomerates at Clapham Junction, London, UK. Where’s the love of our fatherland when we put the country last in all we do? What a pity! What’s the justification in including Otuoke on that route? Is it because of the multi-million naira Church built there when Goodluck Jonathan was president? Apart from being the birthplace of the former president what else in Otuoke is a tourist attraction? My father was from a small village that is now a town, Oke-Igbo. I bet Oke-Igbo is much more a tourist attraction than Otuoke. For one, Daniel Olufemi Fagunwa, (remember him), came from there. He put our village on the world map through the many books he penned in Yoruba. Prof. Olupona, an anthropologist at Harvard University, USA, is also a child of Oke-Igbo. Another son of the soil is Femi Odugbemi, my aburo, who through i REPRESENT International Documentary Film Forum, iREP, is arousing the interest of Nigerians in docu-films. Ijebu-Ode is noted for its’ Ojude Oba Festival which comes up during the Eid-el Kabir. Ore is famous for ‘Ija Ore’, reminiscent of the Civil War. Benin City, is acclaimed as the city of warriors who stood up to the colonial masters and also famous for its’ bronzes which adorn museum and stately homes all over the world. Agbor is the town that produced the youngest king on earth. Reigning Dein was only 2 and a half years old when he was crowned after his

father’s demise. Onitsha, city of the great Zik of Africa. Sapele of the ‘oyèlè’ fame, Warri, I salute all the wafis, Ughelli, Yenegoa and Port Harcourt, oil, oil nothing but the black gold. Aba - s/he who doesn’t respect Aba traders will respect nobody and Calabar, the city of Mary Slessor. So where does Otuoke fit in? Whatever the reasons that might have prompted the politburo of the day to include Otuoke in the coastal railway, one could only hope that the good fortunes from which Osogbo benefitted in her days may now be the portion of Otuoke. Sons and daughters of the soil may need to start their feasibility studies so as not to be left behind when the train passes. Surely inhabitants of neighbouring states are now stretching their necks to see what they could get from the deal. And they may just get lucky if the indigenes aren’t fast enough to cope with the situation. Watching football can lead to heart attacks. No not in Nigeria. In the wake of The Three Lions, the English team, exiting the Euro 2016 – I’m not talking of Brexit but the on-going UEFA, European Cup Champions - a British doctor, Laurence Gerlis, has warned that, ‘the anger that football fans feel when watching their team being defeated could prove deadly’. Dr. Gerlis, who runs Samedaydoctor – the largest independent GP practice in the UK, advised that the anger and frustration could be diverted mainly by ‘sublimating them via friendship and shared suffering but most importantly by humour’. English fans have a lot to learn from Nigerian football fans who when their teams play bad just switch allegiance to the better team. No they aren’t fairweather friends, they just appreciate good soccer.

OMO-OJO and the colour of malice

robosa Omo-Ojo’s article entitled ‘‘a peep at post-Oshiomhole’s tenure’’ in the Daily Sun of Tuesday June 28, 2016 made very interesting reading. It was written by someone who should know, having worked closely with the Comrade Governor for quite some time, not just for the period as commissioner and member of the state executive council, and being close to the political forces that broke up the Peoples Democratic Party (PDP) in 2007. Omo-Ojo’s piece is also interesting because it is laced with malice. A retrospective glance at OmoOjo’s journey in journalism and politics offers an insight into his present state of mind. In late 1999 when Chief Lucky Igbinedion and the PDP held sway in Edo State, Orobosa Omo-Ojo and his friend, Emeka Ogbeide were retained as consultants to reposition Bendel Newspapers Company Limited. The contract was however; terminated a few months after the state government became inundated with petitions alleging victimisation and high handedness. The government also found that the desired results were not achieved despite the huge sums expended. The consultants proved incompetent. Soon after, Omo-Ojo established a

local publication, Midwest Times, in Benin to denigrate the government and the governor. He may have succeeded, but it soon collapsed. Omo-Ojo became close again to Governor Adams Oshiomhole to enjoy some patronage. He was appointed commissioner first for the oil and gas ministry and later for transport. While in charge of transport, Comrade Governor discovered that Omo-Ojo was a round peg in a square hole and relieved him of the appointment. Since then, Omo-Ojo has not, shied away from throwing insults in the direction of Comrade Oshiomhole. His article under reference is full of malicious innuendoes as well as outright lies. Omo-Ojo displayed crass ignorance, when he wrote: ‘’Three years after, Edo State students STILL trail behind their counterparts in the West African School Certificate exam every year. Public schools are without teachers, and in several cases, communities bear the cost of paying teachers’’. If not malice, how would Omo-Ojo not know that when Comrade Adams Oshiomhole became governor of Edo State, the state educational system had almost collapsed. Edo was low down on the WAEC performance chart for states; the educational infrastructure had decayed; that ’’ wonder’’ examination centres had mushroomed with stu-

dents and parents relying on them to pass without studying? However, deliberate efforts by the Oshiomhole administration ensured that students’ performance has greatly improved. Recently, the West African Examinations Council released the 2015 performance chart, which placed Edo in the third position behind Abia and Anambra states. It is also pathetic how Omo-Ojo stood truth on its head when he wrote that the encounter Comrade Oshiomhole had with one Mrs. Augusta Odemwingie, who he described as ‘’the innocent teacher’’, was an attempt ‘’to ridicule the NUT in the state, after the certificate scandal that trailed his re-election in 2012, he embarked on primary certificate verification exercise’’. Omo-Ojo, being a part of the administration at the time, knows that the verification exercise was not restricted to members of the NUT but to the state unified civil service. He also mischievously stated that the State Staff Training Centre is located at Asolugun Primary School in Ikpoba Okha Local Government Area rather than along Okada Avenue in Oredo Local Government Area. He also unashamedly raised the issue of the Benin widow the Comrade Governor upbraided for violating rules and regulations for misuse of the walkways. Mrs. Joy Ifijen was, indeed,

a lawbreaker, her status as widow notwithstanding. However, it was the Governor’s understanding of her predicament that necessitated her rehabilitation and grant of employment. Until date, Mrs. Ifijen is still in the employ of the state government. She will, to Omo-Ojo’s discomfiture, hold the job until the end of this administration. There is no doubt that Orobosa Omo-Ojo, being a member of the opposition party, would wish postOshiomhole administration be in the hands of his friends allied with ALIBABA’S GANG that ran the state aground from 1999 till 2007. Unfortunately, for Omo-Ojo, Edo people have seen and felt the difference between the visionary, purposeful and focused leadership of Comrade Oshiomhole since 2008 and the profligate and rudderless drift of the Lucky Igbinedion years. All the groups, like judicial workers, sportsmen and women, teachers, traders, Omo-Ojo sought to reach with his message of hate cannot be influenced. Edo people, including the traditional institution, are happy with the development achieved in education, roads, health, environment and sanitation to think of returning the state to the Gang in the Garden of Eden. Integrity and Saraki-Ekweremadu forgery saga

n its purist form and origin, political activism was the grim efforts of man to better his environment. This premise guided people in the advanced countries and gave rise to peaceful coexistence. Added to this is the supreme importance accorded to law and order. It is very sad and lamentable that political activism in Nigeria has been anything other than respect to the laws of public institutions. It is no wonder that 56 years after independence, Nigerians are unable to appreciate the primacy of rule of law. What have been institutionalised are flagrant disrespect and brazen violation of laws and by extension, the vile notion that some people are above the laws of the land. For instance, the law says that license is required to carry a category of light weapons. However, the purported owners of Nigeria have armed Fulani herdsmen with AK-47 with which they kill, maim, rape, burn and occupy ancestral homes of people in southern Kaduna, Plateau and Benue states, including the southern parts of Nigeria. The arraignment of the Senate

President, Dr. OlusolaSaraki and deputy Senate President, Barrister Ike Ekweremadu for alleged forgery of the Senate standing rules has elicited sentiments instead of recognising the primacy of law in governance. It is a fact that what led Nigeria to the brink of a failed state and economic quagmire is failure to respect the supreme laws of the landthe constitution. What is playing out in the senate is a replica of the shenanigans in the organisation and conduct of affairs in the political parties. It is baffling when people believe the notion that laws of the country do not apply to the conduct of political parties. However, this naïve impression is very wrong. The notion of law has never been to be of selective application, going by the anecdote that some animals are more equal than the other is. In other words, the essence of laws is to highlight the intention of the Almighty God in creating human beings to be distinct from the animal kingdom. In the organisation of political parties, especially the conduct of primaries for the selection for election, respect for the law is jettisoned. It is this vile notion that throws up

brazen impunity, bribery, manipulation, rigging, nepotism and all that. When the marginalised and aggrieved go to the law court, the judge will have the temerity to declare that complaint is the private affairs of political parties. It is grossly wrong to say that the forgery saga in the senate is the private affairs of the apex chamber of the national legislature. It was the height of naive judicial pronouncement that it was wrong for the Clerk of the House to invite the law enforcement agents to investigate the alleged forgery. A legislator has no power to violate the rules in the legislature because the legislative institution was put in place by the law. In other words, the rules were the logical outcome of the law that established the legislature. Consequently, violation of any of the rules will attract sanction. It is therefore a brazen display of impunity born out of primitive mindset for a legislator to go with the impression that he can do what he likes to assuage his ambition. It is exhilarating that the secretary of the federation mustered the courage to advise the senate president and the deputy senate president to

face the charges of forgery in the law court. It is naïve for some senators to threaten the executive branch for interfering with the supposed internal affairs of the House. It is laughable for Ekweremadu to petition the international communities on the court action. Such sentiment smacks of pettiness. The leaderships of the international institutions know that the laws of Nigeria are to be obeyed, including in the senate. In other words, the legislature should not have or be governed by a separate set of laws. Nigeria should stop being a laughing stock in international communities and has to get its acts right. One can say that the only discernible difference between the advanced countries and developing ones is the primacy of law. Nigeria cannot witness genuine and sustainable socioeconomic and political growth and development without recognising the supreme importance of adhering to the laws of the land and jettison the notion of private affairs in the running of political parties and the legislatures. In a bid to check alarming rate of unemployment among graduates in the country, the Lagos State University (LASU) is set to build the entrepreneurial capacity of its students. Vice Chancellor of the institution, Professor Lanre Fagbohun, disclosed this in a chat with the Daily Times at the end of a Quality assurance workshop for newly appointed Professorial cadre Academic staff in the institution, noting that the institution had collaborated with the state Ministry of Education to initiate skill developing programmes for its students. Fagbohun stressed that a scheme tagged ‘Already set work project’ had been initiated which was aimed at building and developing entrepreneurial skills of students. The professor of Law added that a model entrepreneur lecture, which would bring successful entrepreneurs to share their experience and inspire the students had also been initiated in the institution. He said: “At LASU our focus would not be on review of curriculum alone, we have also embraced the idea of enterprise - how to develop and train entrepreneurs. We have the support of the visitor to the institution and the Governor of Lagos State. One of the things we are doing with the Ministry of Education is the ‘Already set work project’, which is building and developing entrepreneurs so that lack of skill would not be there. “These are people that would be trained and they would be employers of labour. Also, what we would be doing is the Model entrepreneur lectures.

The new point system option adopted by the Joint Admissions and Matriculation Board (JAMB) as guide for 2016 admissions into tertiary institutions in the country clearly gives candidates with one result which contains his/her relevant subjects advantage over others. The result could be NECO, WASSCE, and November/December WASSCE, etc., JAMB said in a statement on its website on Monday, adding that such candidates will automatically score 10 points, “but any candidate who has two sittings only gets 2 points”. The statement reads: “JAMB’s provisional admission no longer makes much sense this year, your points tally will decide your faith. The points are evenly spread out between your O’ Level and JAMB results to provide a level-playing field for all. “In the first case, any candidate who submits only one result which contains his/her relevant subjects already has 10 points. The exam could be NECO, WASSCE, November/December WASSCE, etc., but any candidate who has two sittings only gets 2 points. So this means that candidates with only one result are at an advantage but only just.” JAMB added that the “next point grades fell into the O’ Level grades where each grade would have it equivalent point; A=6 marks, B=4 marks, C=3 marks, so the better the candidates’ grades, the better his or

her chances of securing admission this year. “The next point is the UTME scores where each score range has its equivalent point which can be summarised thus, 180200=20-23 marks, 200-250=24-33 points, 251-300=34-43, 300-400=4460 points,” JAMB explained. Giving a breakdown, JAMB explained that each category would contain five JAMB results per point added. For example, a candidate with 180-185 gets 20 points, while a candidate with 186-190 gets 21

points. The organisation added that the point system for direct entry would be released soon. JAMB stated that fees would still be charged for screening which would replace the Post UTME test. JAMB also emphasised that catchment and educationally less-developed state would still be used for admission into the nation’s tertiary institutions. JAMB said: “Merit contains 45 per cent of the total candidates for a particular course, Catch-

ment contains 35 per cent and ELDS and staff lists contains the rest. Cut off marks will be released by the institutions this year in the form of points and not marks. “If a school declares its cut off mark for Medicine as 90 points and JAMB grants a candidate with 250 a provisional admission but his/her total points falls short of the 90 points, then he/ she will lose the admission. So the provisional admission is just a means to an end, not the end in itself.

Recall that the Minister of Education, Mallam Adamu Adamu, last week through a circular warned all tertiary institutions to stop the conduct of the PostUTME test and collection of fees related to such as there was no evidence that the test had helped in the improvement of standard of education and quality of students admitted. However, findings revealed that the institutions in a move to justify their action, have now changed the name to Admission screening exercise while special portal and bank account is created for payment and registration. Hence, relevant staff are being encouraged to present additional qualifications, when such qualifications are acquired, for lateral conversion, subject to approved budgetary provision. The agreement further showed that the process for the 2016 conversion exercise which commenced earlier in the year, would be concluded within the shortest period of time. Meanwhile, authorities of the University of Benin (UNIBEN) have suspended the Post-UTME test. Several candidates who had arrived at the institution to sit for the test after registering online were asked to return home by the management of the institution. A candidate simply identified as Joy Omoleyin, who spoke to the Daily Times, said the management promised to refund back their money. Hear her: “She said we had register to write the test and the day of my exam had been fixed, but when I and my friends and several other candidates got there, we were told to return as the test had been cancelled due to the Federal Government decision. They promised to refund our money back but we don’t know when they would do that”.

Lecturer canvasses use of mother tongue in teaching The Head of Department, Theatre Arts, Adeniran Ogunsanya College of Education, Ijanikin, Lagos, Mr. Afeez Oyetoro, at the weekend, canvassed for adoption of mother tongue as a teaching medium in primary and secondary schools. Oyetoro told the News Agency of Nigeria (NAN) in Lagos, that if pupils and students were taught in their mother tongue, it would help them to understand the subject more easily. ``You can only achieve your aim, when you teach or communicate in a language that a student is familiar with and understands. Oyetoro noted that the only way dissemination of learning could be effective, would be when well communicated. According to him, teaching in ones’ mother tongue allows for effective communication as it creates room for more learning.

the significance of Deoxyribonucleic Acid (DNA) in the war against crime in the country. Speaking, Edo State Commissioner of Police, Mr. Wilson Akhiwu, who represented the Inspector General of Police, at the occasion, asserted that the police have trained experts since 2004 which has helped to maintain checks and balance in use of DNA to curb crime and corrupt practices in Nigeria. According to him, although the facilities are not available, he disclosed that the IGP has promised to procure all necessary equipment and facilities needed by

the police to properly investigate crimes cases to fasten justice in the country. He assured that the police has not been biased in cases where the DNA was required and urged students to report cases of violence, molestation and abuse within and outside the school premises. He commended the presence of Forensic and DNA laboratory center in the institution, adding that this will help to reduce corrupt practices currently experienced in the country. Akhiwu said that DNA is open to anybody running scien-

tific venture for further scrutiny when the needs arises. Also speaking, the Project Coordinator, Dr. Edeaghe Ehikhamenor, said the essence of the event was to demonstrate to the public that academic is not restricted to the university but interwoven with the host community where the citadel is domiciled. He said that the DNA is a science of today and tomorrow that will help to make society free from crimes and urged the management of the university to wake up from their slumber to get a better functioning laboratory.

Pan African Maths Olympiad: Center screens over 10,000 girls

Over 10,000 Secondary School Girls drawn from the 36 States and the Federal Capital Territory took part in the national stage of this year’s Pan African Mathematics Olympiad for Girls, PAMO-G. The competition which is designed to select girl students to represent the country in next year’s Pan African Mathematics Olympiad for Girls was initiated by the African Mathematical Union (AMU) to elicit and sustain the interest of girl students in the subject. Speaking in Abuja, President,

African Mathematical Union and Director/Chief Executive of the National Mathematical Centre, Prof. Adewale Solarin, said the competition is also aimed at dealing with the inherent phobia associated with Mathematics and the Sciences. A press release which was signed by the Head of information, Mr. Onyekchi Njoku of the National Mathematical Center( NMC) and made available to newsmen in Abuja, said the AMU President further stressed that as a result of the obvious gender bias in Mathematics and the Mathematical Sciences, the union evolved the competition to strengthen the teaching and learning of Science, Technolo-

gy, Engineering and Mathematics (STEM) to develop a critical mass of young female scientists in subSaharan Africa. He observed that with the depleting number of higher level manpower in the continent’s academia in Mathematics and core sciences, something critical and urgent needed to be done to encourage the young ones to pursue courses in these areas and specialties. The NMC Chief Executive also stated that the competition would engender cooperation, collaboration and encourage the exchange of ideas among African students and teachers which would help to improve the standard of education in the continent.

Prof. Solarin stressed that since education is critical to the rapid development of the continent, the African Mathematical Union is doing everything possible to ensure that African mathematicians are comparable with their counterparts elsewhere. He gave the assurance that Nigeria would present its best girl students to compete with the rest of Africa. The competition which began in 2014 is in the Junior and Senior categories. The best girls in each state of the federation would be crowned Mathematics Queens while the African Queen would subsequently emerge at the continental championship.

Attack on BRT buses: Ikorodu monarchs seek more security presence Fadoro Oluwaseyi

Traditional rulers in Ikorodu have expressed concern over the destruction of 48 Bus Rapid Transit (BRT), vehicles vandalised by miscreants on Ikorodu Road, describing the act as “barbaric.” The monarchs called on the state government and the police authorities in the state to deploy more security personnel to the area in order to avoid a recurrence of violence and killings of residents. The Ayangbure of Ikorodu, Oba Adewale Shotobi and The Ranodu of Imota, Oba Ajibade Agoro, who led other traditional rulers in the area, made the call, on Tuesday, when they paid a

sympathy visit to the Primero Transport Services, operator of the damaged BRT buses, at its headquarters, in Ikorodu over the loss suffered. It would be recalled that last Wednesday, some miscreants went on rampage and vandalised some of the BRT buses in Maryland bus stop, on Ikorodu Road, following the death of a hawker allegedly killed by a fast moving truck in an attempt to evade arrest from taskforce. The cost for the repair of the damaged buses is estimated to be N139 million. Speaking on behalf of other traditional rulers, Agoro, lamented that the effect of the damage was currently being borne, the more by residents of

Ikorodu and its environs. He, therefore, appealed to residents to always explore amicable means of settling differences, rather than taking the laws into their own hands. “While we sympathise with you (Primero) on the loss, we condemn the act in its entirety, and we call on the police authourities to rise up to the occasion by nipping in the bud any criminal acts, because, we the traditional rulers are helpless. “We are concerned because this buses ply our routes thereby, helping our people to transact their businesses with ease. We can’t really quantify the loss.” The private transport company, estimated the loss recorded in the attack on its 48

buses out of the 434 fleet, to cost N139 millions to repair. The transport firm, operates BRT services on the IkoroduCMS route Managing Director of the transport company, Mr. Fola Tinubu, while recounting the incident, lamented, saying the attack on the buses, was a huge threat to investments in Lagos, Nigeria’s commercial hub. Tinubu, noted that the loss incurred was a disincentive to private investment in Nigeria. While thanking the monarchs for their concern, Tinubu said it was a clear setback to investment drive, stressing that Nigerian public must be educated to draw a line between private investment and public assets.

families of Pa David Adebo and Magbadelo has announced the passing of Deaconess Winifred Olayinka Adebo (nee) Magbadelo. She was aged 83. The late Madam Adebo was a renowned philanthropist and a devout Christian. She was until his death a community leader and a rallying point for Christian women in her domain. Political activist and former National Publicity Secretary of Yoruba socio-political organisation, Afenifere, Yinka Odumakin, has expressed fear that the domination agenda of a section of the country was real. This was when he expressed disappointment over the appointment of Dr. Maikanti Kacalla Baru as the new Group Managing Director (GMD) of the Nigerian National Petroleum Corporation (NNPC), saying one could be tempted to think that a board is being constituted for the Northern Nigeria Petroleum Corporation. This, he said, portends a loss federal character and reinforces that the domination agenda of a section of the country. In an interview with Daily Times, Odumakin said that “one is tempted to say that there could be some mix-up by thinking that a board is being constituted for Northern Nigeria Petroleum Corporation and not that of Nigeria. It is becoming manifest that the country as a whole is no longer on the radar”. Speaking on the danger of the action, he said this portends a loss of federal character. ‘It portends a loss of federal character and reinforces that the domination agenda of a section of the country is real’. The Minister however stressed a need to correct the trade imbalance between the two countries by encouraging Chinese investors to set up factories in labour-intensive sectors in Nigeria and also canvassed the abolition of the 5% tax levied on agricultural products entering China from Nigeria. Kumuyi and his entourage at the Government House, Enugu, on a courtesy visit to inform him of the Ministry’s Leadership conference holding in the state. The governor stated that

the conference was an opportunity to re-present to God, the challenges facing the country under the leadership of President Muhammadu Buhari and Enugu State under his humble leadership. Osun Assembly greets Muslims at Ramadam

Assembly, under the leadership of Hon Najeem Salaam, has felicitated with Muslims on the celebration of the Eid-ilFitri festival, urging them not to extend the lessons of Ramadan, which are patience, perseverance, benevolence and love towards others. In a statement by the Chair-

man, House Committee on Information and Strategy, Olatunbosun Oyintiloye, to congratulate Muslims, the Assembly said the current economic challenges facing the state, and the nation at large, required more patience, optimism and unshakable faith in God and loyalty to leadership. Noting that many lessons had been learnt during the period of Ramadan, which should allow people to live a

worthy live, it said if the lessons were sustained by Nigerians after the holy month, it would assist the government and the people towards development. Describing attitude as fundamental to success in personal life and the nation, the Osun Assembly called for a new mind-set that embraces change, such as fight against indiscipline, corruption and self-centeredness.

It noted that the setbacks being experienced in the country were due to lack of patriotism to national development agenda. Commending the people for their patience and perseverance in the face of the economic challenges, the Assembly expressed optimism that better days would soon come. The parliament further stressed that what was required in this critical time were support of the people, es-

pecially through prayers and dutifulness to civic responsibilities. This, the House stressed, would enable government to perform its obligations. It stressed that though Ramadan was over, its principle of self-denial and sacrifice would serve the state, and the country at large, well, as the government both at the state and federal levels strove to overcome the present challenges.

The Assembly pointed that sacrifice and patriotism from citizens was highly required, if the state, and the country at large, would have to recover from the current economic challenges and start to move in a positive direction. It noted that the current economic challenge had created a great opportunity for political leaders to look more inward and set a new path for sustainable development.

News 24 2-yr-old baby boy stolen in Asaba Nosa Ogiugo, Asaba

Awah Eke, has been reportedly stolen in Asaba. His grieving parents have appealed to anybody keeping the baby to release him. Eke, who spoke to our correspondent in her family house, at 45, Osowa Street, Asaba, said that she had been married for five years, without a child, before God blessed her with the stolen boy and his sister. According to her, she returned from her business as a petty trader, on Wednesday, last week and left the boy under the care of his cousin, Basil, to attend to a customer, who was calling on her to supply dried shrimps. She said that upon her return some minutes later, she discovered that the boy, who was exactly one year and nine months old, was no anywhere to be found within the compound. Eke, who hails from IsiugwuOhafia, in Ohafiah Local Government Area, of Abia State, said she raised an alarm and all efforts to locate him proved abortive, adding that she had reported to the police but nothing positive, had been said.

Japan donates N2b school projects to Oyo govt Remi Oladoye Ibadan

ÏÏÏThe Japanese Government,

through the Japan International Cooperation Agency (JICA), on Monday, handed over completed school projects across Oyo State, worth N2 billion, to the State Government. The Japanese Government handed over the project to the state government at a ceremony held at St. Luke’s Demonstration School, Molete, Ibadan. Mr. Hirotaka Nakamura, the Chief Representative, JICA, Nigeria Office, said that the N2billion was expended on 231 classrooms, two staff room and 218 toilet booths spread across 30 existing schools. The well-constructed classroom blocks were

furnished with desks, chairs and blackboards. “The completion of this project brings the total number of classrooms constructed in the education sector in Nigeria to 1, 038 classrooms and 999 toilet booths, between December 2014 and now. “We hope the project would assist in improving the quality of basic education across the state”, he said. Nakamura disclosed that JICA’s support for the state had transcended primary school construction to include rural water supply and training programmes for government officials. Mr. Sadanobu Kusaoke, Ambassador of Japan in Nigeria, said that the project was expected to accommodate 65

pupils per classroom. Kusaoke listed diversification of the economy and social development through empowerment were two priority areas the Japanese government was committed too. Minister of Education, Malam Adamu Adamu, said that the project was one of the fruits of the long-standing relationship between Nigeria and Japan. The minister, who was represented by Mrs. Opeyemi Ariba, a Deputy-Director, Federal Ministry of Education, said that the effort was in line with the federal government’s commitment to the enhancement of teaching and learning. In his remarks, Governor Abiola Ajimobi said that Japan was a leading country in the

world because of knowledge, adding that most developed nations are knowledge-driven. He appreciated Mr. Bobby Ologun, an Ibadan indigene in Japan for facilitating the project to Ibadan. “Ologun did this for us because he has education. Education is the largest industry in Oyo State. “What we are having today is Japanese government through JICA helping us develop our future leaders,” he said. The governor, who urged the pupils to emulate the good education acquired by Ologun and not the brigandage they displayed recently. Ajimobi restated his administration’s determination to reposition education for greater heights in the state, saying that they would partner with JICA in developing schools. The event was attended by the Olubadan of Ibadanland, Oba Saliu Adetunji, representeatives of UBEC, SUBEB and many pupils.

The Federal Government has added Thursday, 7th July, 2016, to the two-day public holiday earlier declared for the celebration of Eid-el fitr. The Federal Government had, on Thursday, last week, declared Tuesday, 5th, and Wednesday, 6th July, 2016, as public holidays for the same purpose. FBI declares ‘no charges against Clinton’ in email

Bureau of Investigation (FBI) Director, James Comey, has said that the FBI was completing its investigation into Hillary Clinton’s emails and referring the matter to the Justice Department for a prosecution decision. He said that Clinton used several different servers and numerous mobile devices for

personal and work emails. The FBI read all 30,000 emails in the probe. Comey said 110 emails in 52 email chains were determined to contain classified info at time they were sent. He said eight email chains contained information that was top secret at the time it was sent. He said investigators found no evidence that Clinton deleted any work related emails on purpose.

But he added that Clinton and her staff “were extremely careless of highly classified information.” Comey said it is possible that hostile actors gained access to Clinton’s email account. He said Clinton used private servers in “extensively” in other countries. Comey said that although there is evidence of potential violations, our judgement is that no reasonable prosecutor would bring such a case.

placed a fourth policeman in custody suspected of being involved in the killing of a human rights lawyer, his client and a taxi driver. The Administration police officer will be detained for 13 days following investigators request to extend custodial order against him. During a court appearance in Nairobi, it was highlighted that the suspect was linked to the abduction and subsequent murders of the lawyer and two others. If they jail me, who will take care of my son? And if I come out of jail what am I supposed to do? a more humane manner seeing as these business men and women don’t set to become criminals and would most likely willingly engage in legitimate business, earn a living, pay their taxes and contribute positively to society. “When decisions are made by those who lead, consequences follow and in this case, consequences for both passengers who patronise hawkers in long hours of traffic and as a matter of necessity require the services and the product of these hawkers and the hawkers who have to earn a living by risking their lives to sell a product that they usually cannot even use. “Majority of these Nigerians who have chosen to be street hawkers have done so as a last resort having refused the option of crime; and if as a result of this new law announced by Mr Governor, a flagrant contradiction of the Lagos State Street Trading and Illegal Markets Law of 2003, which is a fine of N5,000 or a three months imprisonment upon conviction, an increase in crime rate in the state is to be expected. “On a psychological front, the countless man-hours spent in traffic should also be expected by Lagosians to be more frustrating since purchasing what to eat or getting a needed tool as small and important as an handkerchief in hot weather traffic would now be a crime from which we can even go ahead to infer less productivity at work due to this frustration. We believe that rather than just arrest these people, slam them in jail and/or impose a fine on them just to release them back into the streets again, the government can be creative with its implementation of its N25b ETF. Asides encouraging them to willingly come forward to take advantage of the fund, which most of them have never heard of and those who know about it probably have no idea of how to access it, the government can and should primarily send officials into the streets to educate these people about the fund and the procedures of accessing it. It should also go without saying that the fund should be very easy to access and not require the million and one bottlenecks usually associated with such interventions. “Lastly we wish to encourage you to continuously put the interest of your true bosses, the people of Lagos state, first in all your activities and assignments as the executive governor of Lagos state. IFA TMS has announced that the Nigeria Football Federation (NFF) is the first Member Association (MA) in Africa to implement the FIFA TMS Domestic Transfer Matching System (DTMS). The DTMS online platform, which includes league access, will allow the NFF and the Nigerian Professional Football League (NPFL) to manage its international and domestic transfers via one system. It is modelled on the International Transfer Matching System (ITMS), which is provided to 211 MAs and 6,500 clubs around the world for the crossborder transfer of players. The system will provide the NFF and its clubs throughout Nigeria the ability to manage national and international transfers on one platform, generate transfer activity reports and have greater monitoring levels to enhance transparency and governance. Additional MAs from the Confederation of African Football (CAF) are expected to implement the DTMS later this year. The NFF’s adhesion to the system was facilitated by the custodians of the NPFL, the League Management Company (LMC).

LASG pledges support T he Chairman, Lagos State Sports Commission, Deji Tinubu, on Tuesday said the government would ensure the smooth operation of FC Barcelona Academy in Nigeria by supporting its plans for youths. Tinubu made the promise at the unveiling of the academy, named “FCBESCOLA”, which is to be sited temporarily at the Teslim Balogun Stadium, Surulere. He said that football, one of the cardinal programmes the government wanted to use to encourage youth engagement in the economy would continue to get the desired attention. “Gov. isgraced former officials Jerome Valcke and Chung Mong-joon have had their suspensions reduced by FIFA’s Appeals Committee. Football’s world governing body announced it had “partially confirmed” the decisions taken by the independent Ethics Committee to ban Valcke and Chung for 12 and 6 years respectively. Valcke, who held the position of secretary general, was found guilty of a series of breaches of FIFA’s code of ethics, including having conflicts of interest and accepting gifts and other benefits. Following a hearing in Zurich on June 24, the 55-year-old’s ban – which began on February 10 – has been lowered to 10 years. “The FIFA Appeal Committee considered that mitigating factors had not been fully assessed by the adjudicatory chamber with regard to Mr Valcke’s attempt to grant TV and media rights in the Caribbean for the 2018 and 2022 FIFA World Cups to a third party for a fee far below their actual market value,” FIFA said. “Therefore, the ban imposed by the adjudicatory chamber on Mr Valcke, which entered into force on 10 February 2016, has been reduced from twelve to ten years and the fine of CHF 100,000 has been confirmed.” As for Chung, the statement added the available evidence “was not sufficient to establish a breach (confidentiality)” of article 16 of code the of ethics.

$1b Ogoni clean-up: FG accused of playing to gallery Opeoluwani Akintayo The Federal Government has been accused of playing politics with the Ogoni cleanup programme. The accusation was leveled by Deputy Executive Director, Environmental Rights Action Nigeria, Akinbode Oluwafemi during a chat with Business Times. Akinbode confirmed that although the FG had declared that $1 billion was ready for the first leg of the cleanup, “nobody has received such money since the promise was made. We haven’t seen both the N10 million and the announced $1 billion for the cleanup as publicised by the Federal Government”, he said. Findings show that in August 2015, President Muhammadu Buhari promised to release the sum of N10 million for the creation of institutional frameworks and committees for the cleanup, however, it has also been confirmed that no money has been released by either NNPC or its stakeholders for the cleanup. An insider in Shell who spoke on condition of anonymity, revealed that the stakeholders insist that the Federal Government must first stop the activities of the NDA and those of oil thieves before it and other stakeholders would release any money. “Stakeholders gave the Federal Government some conditions before they can release any money for the cleanup. One of them is that further bombing and vandalisation of their pipelines should be

stopped. Because it does not make sense if we continue with repairs only to have the pipelines vandalized again and again. So, unless the conditions are fully met, no money,” he said. Business Times made efforts to confirm whether or not experts to organise and monitor the cleanup are on ground since the flag off however, Mr Akinbode said institu-

AfDB launches interactive online project tracking tool Azubike Nnadozie The African Development Bank (AfDB) last week launched an innovative and interactive online tool that enables the global audience to view a snapshot of how the Bank’s projects are contributing to the development of Africa’s economies. The tool dubbed, ‘MapAfrica 2.0’ is an interactive online portal that shows where the Bank is making an impact on the continent, and how 800 of the Bank’s projects relate to its “High 5” development priorities: Light up and power Africa, Feed Africa, Industrialise Africa, Integrate Africa, and Improve the quality of life for the African people. The Bank said in a recent statement that the online tool will provide the stakeholders a better understanding of how its activities contribute to local development, and helps the organisation to ensure it allocates its resources to greatest effect. The online tool was launched in Abidjan, Côte d’Ivoire, during the second meeting of the Fourteenth Replenishment of the African Development Fund (ADF-14), as part of the Results Measurement Framework presentation, the Bank said. NECA meets NLC to review retrenchment in banks

In a bid to resolve the brewing crisis between some commercial banks in the country and the organised labour over the recent mass retrenchment of workers in the banking sector, the Nigeria Employers’ Consultative Association (NECA) has met with executives of the Nigerian Labour Congress (NLC).

The representative of employers’ in the private sector, at a press conference on Monday, explained that the issue of retrenchment in the banking sector was discussed at a meeting it held with the representatives of banks and leadership of the Ayuba Wabba-led Nigeria Labour Congress. The Director-General, NECA, Olusegun Oshinowo, said the meeting was set-up after it re-

ceived a letter from the NLC, threatening to picket six banks for anti-labour practices and retrenchment without due process. The six banks were listed as First Bank of Nigeria Limited, Fidelity Bank Plc, Diamond Bank Plc, FCMB Limited, Ecobank Nigeria and Skye Bank Plc. According to Oshinowo, findings show that First Bank

and Fidelity Bank have not retrenched their workers contrary to media reports and union allegations. In Diamond Bank, Oshinowo said it appeared workers were laid off after a performancebased exercise was conducted, adding that more investigations would be carried out to ascertain whether it was actually a retrenchment. The NECA DG said, “We took

the case of Diamond Bank and we discovered that it had indeed rationlised some of its members of staff based on its operational need. The NLC and NECA agreed that we needed to dig further into the modus operandi of Diamond Bank as far as that exercise is concerned. We want to really assure ourselves that what Diamond Bank carried out was not a retrenchment but a performance-based exercise.”

Heritage Bank records PBT of N1.5b in 2015

Heritage Bank Plc has announced a Profit before Tax (PbT) of N1.5 billion for the operating year ended 31st December, 2015. The bank’s latest profit figure was contained in the audited financial statement announced by the bank for 2015, which represents its first full operating year since its acquisition of former Enterprise Bank Plc in October 2014. The statistics from the financial statement showed that the bank recorded Gross Earnings of N24.2 billion, Net Interest Income of N12.2 billion and Profit after Tax of N1.1 billion. During the year, Heritage Bank attracted N312 billion as deposit from customers in 2015, indicating confidence in the bank. On the other hand, the bank supported businesses and individuals with N175 billion as Loans and Advances. Consequently, the bank achieved a Total Asset of N483.4

Customs, NPA on collision course over ISPS Code implementation at Tin-Can port Stories by BABAJIDE OKEOWO Crisis is brewing between the Nigeria Customs Service (NCS) and the Nigerian Ports Authority (NPA) over allegation by Customs that NPA was frustrating crowd control mechanisms put in place by stakeholders at the Ports & Terminal Multiservice Ltd (PTML) Terminal at the Tin Can Island port in Lagos, a situation that contravenes provisions of the International Ships and Ports Facility Security (ISPS) Code. “The ISPS Code is a compre-

hensive set of measures to enhance the security of ships and port facilities, it was developed by the International Maritime Organization (IMO) in response to the perceived threats to ships and port facilities in the wake of the 9/11 attacks in the United States” Customs also condemned the NPA for failing to provide a mustering point and office space for clearing agents operating at PTML, a situation that warrant agents trooping into the terminal to wander around, while waiting for their cargo.

A source who squealed to Daily Times alleged that NPA has refused to approve a space for PTML Terminal to build a onestop-shop facility for the agents. He pointed out that this action contravenes provision of the ISPS code. Recall that what used to be the secretariats of the clearing and forwarding agents was pulled down in 2013 by NPA, while some of the agents who own office spaces at the Container Complex around the PTML port have equally been given up till September 2016 to vacate their offices.

Stating his concern, he said: “How do you check crowd at the port, it is not by going there to chase them away every day, they are human beings and not animals, the agents have even agreed to work with us in checkmating the crowd” “But this is not the problem of PTML Terminal, as an insider, I am aware that six years ago they had wanted to construct it, but NPA denied them that opportunity till date” “Up till last week, I am aware they still went to pressurise NPA, there is a place they asked NPA

to give to them, but due to bureaucracy, they failed to give it to them” “We have already seen the design of the plan drawn by PTML to construct the place, but NPA refused” “If the terminal operators have the ISPS Code guiding them, why is NPA stopping them from obeying the international law” he stated. He expressed concern that security at the PTML terminal cannot be water-tight as long as the crowd of agents were still milling around.

NIMASA seeks Chinese collaboration to boost maritime development The Director General of the Nigerian Maritime Administration and Safety Agency (NIMASA), Dr. Dakuku Peterside has sought the collaboration of the Chinese Government in boosting the Nigerian maritime sector which he said is critical to the growth of the African economy The DG made this known when the Acting Chinese Consul General, Mr. Li Yong paid a courtesy visit to the Agency. According to Peterside, “the Nigerian maritime sector holds the key to unlocking the opportunities of the sector in the whole of Africa because of our strategic location, population and volume of trade. Therefore if anyone wants to do business in Africa, Nigeria is the place of choice”. The DG also stated that the Agency is willing to partner

with the Chinese Maritime Administration in the areas of ship breaking and recycling, on-board training for cadets as well as technical support. In his response, Mr. Li Yong said that he is happy with the China-Nigerian relationship and that the Chinese Central Government is willing to partner with Nigeria in the areas of technological advancement and information sharing. The Chinese envoy also expressed his government’s determination to support Nigeria in the fight against piracy and other criminal activities at sea. It would be recalled that Dr Peterside has continuously advocated for local and international collaboration for the actualisation of the potentials of the Nigerian maritime industry since assumption of duty.

NAGAFF fingers maritime domain insecurity as major threat to importers

President, National Association of Government Approved Freight Forwarders, (NAGAFF) Mr. Adeyemi Oluwole has fingered insecurity in the nation’s maritime domain and by extension within the Gulf of Guinea as reasons why importers pay extra charges on Nigeria-bound consignments. “As a result of insecurity, Nigerian importers are made to pay an estimated freight charges which the exporters impose to cover both his risk and that of the contracting carrier”

NSE closes to observe Eid-el-Fitri celebration Afolabi Adesola The Nigerian Stock Exchange (NSE) has announced the closure of business activities on the Exchange nationwide in order to observe the Eid-el Fitri Celebrations. This was conveyed in a statement released by the local bourse which read “The Federal Government of Nigeria has declared Tuesday 5th and Wednesday 6th July, 2016 as public holidays to mark the end of the Holy Month of Ramadan and commemorate the Eidel-Fitri celebration. In light of this development, all Exchange facilities nationwide will be closed for business to observe the holidays.” Meanwhile, the Federal

Government announced on Tuesday, the extension of the Holiday’s till Thursday 7th July, due to late sighting of the moon. This will prompt the NSE to resume business operations on Friday 8th July 2016, rather than Thursday 7th July, 2016 as earlier stated by the Exchange. On Monday, equities trading on the Nigerian Stock Exchange (NSE) closed in red as lead indicators further dipped by 1.0 percent. The All Share Index lost 303.34 points to close at 29,002.06 compared to the closing figure of 29,305.40 points recorded last Friday. Market capitalisation also declined to 9 trillion mark closing at N9.960 trillion compared to N10.064 trillion recorded previously.

Nigeria excels in online shopping via mobile devices - Survey Tony Nwakaegho In this era of digital innovations and transformation, Nigeria has excelled as consumers in the country takes the lead with online shopping via mobile devices. Nigerian consumers are said to be increasingly comfortable with online shopping, both from local retailers and foreign online stores and are some of the world’s most prolific users of mobile devices to do this shopping. The forecast also revealed that they are going to stay out front when it comes to mobile commerce. According to a recent study conducted in Nigeria by Ipsos, a global market research company, on behalf of PayPal, Nigerians are mobile-savvy. According to the research, Nigeria is home to some of the keenest mobile shoppers on the African continent, and is also the third largest mobile commerce market in terms of the incidence of mobile shoppers amongst the countries that participated in the research. With 72 percent of online consumers shopping on a smartphone in Nigeria, the country follows China (86 percent) and India (82 percent) in terms of incidence of shopping via smartphone. The global average across the 29 surveyed markets is 47 percent. A large majority of consumers prefer smartphones to shop on-

line both when shopping crossborder and locally in Nigeria. In terms of the value of this spend consumers estimate that mobile shopping accounts for 38 percent of their total online spend and 36 percent of cross-border purchases. According to the forecasts, this trend is likely to continue: the survey predicts that mobile spend will increase by 39 percent to N78.3 billion in 2016, and by 31 percent to N102.2 billion by the end of the following year, from N56.2 billion in 2015. The healthy growth rate forecast in 2016 tops out both China (38 percent) and UAE (35 percent). “Nigerian online shoppers have realised that the world is their shopping mall when it comes to buying what they need and want. They are no longer limited to what they can buy domestically, and are confidently scouring the globe for great deals, more choice, high quality and premier brands. And, they are doing so wherever and whenever they want to, using their mobile devices as an essential shopping tool,” said PayPal’s General Manager Africa and Israel, Efi Dahan. Online spending trends in Nigeria has indicated that overall, online shopping in Nigeria is growing rapidly with six out of 10 Internet users in Nigeria shopping online in the 12-month period the survey covered.

Cyber-threat has become a global phenomenon that has kept individuals, organisations, and nations on their jugular with most African countries proving more volatile in threat ranking. However, the latest threat index by CheckPoint Software Technologies, has ranked Nigeria 19th, confirming that most African countries are volatile in threat ranking, just as the number of active global malware families increased by 15 percent by the end of May 2016. The company also said May Threat Index indicated a mixed view of Africa, with several countries making quite strong moves up and down the index - the higher their relative ranking in the index, the greater the threat of cyber-attack. Mr. Rick Rogers, Area Manager for East and West Africa at Check Point Software Technologies, said there are four African countries in the top ten of the index, including Malawi who presently sits at third thereby improving by one position from the previous month. “The others include Djibouti, Namibia and Angola. Just outside of the top ten, at eleventh, sits Botswana. There are 112 countries on the overall Index,” Rogers said. Rogers said that Nigeria, the West African technology and economic hub is currently ranked 19th; a significant improvement on April’s 11th position, adding that in a reversal of fortunes of sorts, Kenya, the East African powerhouse shifted a massive 46th position to sit at 37th position. Globally, he said Check Point detected 2,300 unique and active malware families attacking business networks in May, adding that it was the second month running that Check Point observed an increase in the number of unique malware families, having previously reported a 50 percent increase from March to April. “The continued rise in the number of active malware variants highlights the wide range of threats and scale of challenges security teams face in preventing an attack on their business critical information,” he pointed out.
