ministerial nominees was made public by Senate President, Bukola Saraki, on Tuesday, indications emerged that President Muhammadu Buhari has begun lobbying Senators of the opposition Peoples Democratic Party (PDP) for soft landing for some of the nominees. The list was made public by Senator Saraki when the Senate resumed plenary on Tuesday. The nominees are Abubakar Malami (Kebbi); Abduraman Dambazau (Kano); Aisha Jumai Alhassan (Taraba); Alhaji Lai Mohammed (Kwara); Babatunde Fashola (Lagos) and Barrister Adebayo Shittu (Oyo). Politics Page Three Æ s Editorial Empowering youths for agriculture

R

ecently, the Permanent Secretary in the Federal Ministry of Agriculture, Mr. Sunny Echono disclosed that the ministry has commenced the process of empowering 30,000 youths for jobs in the agricultural sector. Speaking during a stakeholders meeting with poultry farmers, he said the initiative is being undertaken under the Youth Empowerment in Agriculture Programme (YEAP). Expatiating further, Echono said that 250 candidates would be selected each from the states and the Federal Capital Territory (FCT) Abuja, under the first phase of the initiative. We heartily welcome this initiative and all the promise it holds for agricultural revolution in Nigeria. With nearly 60 per cent of the country’s population residing in rural areas and the majority youths, their poor participation in farming and the agricultural economy must be a matter of concern to all. However, if young people living in the rural areas do not find enough incentives, profitable economic opportunities and attractive environments in which to live and work, they will continue to migrate to the cities and the opportunity to attract a steady flow of investments to transform Nigeria’s agricultural sector will be missed. Moreover, without training in skills suited to the urban labour market, these youth have few opportunities in urban areas. Inadequately trained to compete successfully in urban labour markets, they often suffer worse levels of poverty and marginalisation in towns than in rural areas. Invariably, with agriculture’s major role in the rural economy, it has significant potential to provide solutions to the current problems of youth unemployment in the country and significantly reduce rural-urban migration. Getting young Nigerians in agriculture is a necessity since most of the country’s subsistence farmers are elderly and dying off. If proper incentives are not available to the succeeding generation to engage in agriculture, it will

leave a vacuum in the sector. It is fact that youth unemployment is a worldwide problem and Nigeria has its fair share of it. It is therefore encouraging to note that the youth agriculture empowerment is being coordinated by the Federal Ministry of Agriculture. Nevertheless, with little education and lack of opportunities within and outside farming, majority of the rural youth do not know what to do for earning their livelihoods. Incidentally, they also see high risk, high input agriculture being practiced with unpredictable returns. They have been observing their parents, following conventional farming, toiling hard on the farms, hardly making a decent living. For young people to take to agriculture, farming must be both intellectually satisfying and economically rewarding. The truth is that more than 50 percent of the country’s population is under the age of 25, and with an additional 100 million young people entering the labour force between now and 2035. Even under the most optimistic projections, non-farm wage jobs will be able to absorb only half of the additional workers, which means that for at least the next several decades, farming will be the most assured means of providing gainful employment for at least a third of youths entering the labour force. The youth have not only the potential to make agriculture sustainable and with proper guidance, they can lead communities towards achieving local food security. We believe governments at all levels can make agriculture attractive to the youth if the incentives become attractive. For now, the sector is not attractive because of challenges such as poor funding and lack of enabling environment. Therefore, government must invest meaningfully in agriculture to remove these obstacles and make it attractive and profitable. Despite the grim realities, there is a brighter future in agriculture. For that to happen, there must be improvements in electricity and irrigation, coupled with smart business and trade policies.

is surprising that more than four months after the All Progressives Congress (APC) took over Nigeria’s Presidency and the governorship seat in most states, chieftains of the party still delight in levelling all sorts of allegations against the immediate past administration of former President Goodluck Jonathan. Just last Thursday, one of the chieftains of the party, Governor Nasir el-Rufai of Kaduna State, alleged in a post on his facebook wall, that the Jonathan administration spent N64 billion on three independence anniversaries (2012-2014). As usual with previous allegations

against the Jonathan administration by chieftains of the party, el-Rufai failed to provide details. But not willing to let the allegation pass as truth, the Jonathan administration through the immediate past Minister of National Planning, Dr. Abubakar Sulaiman, on Sunday, said only N332. 6 million was spent on the three independence anniversaries by the outgone administration. He described el-Rufai’s allegation as “tissue of lies” and challenged the Office of the Secretary to the Government of the Federation to publish the amount spent on the anniversaries. While waiting to see if Sulaiman’s challenge will be taken up the APC-led Presidency, not a few see el-Rufai’s allegations as the

same as others by chieftains of the APC since the party assumed the Presidency. Fact is that el-Rufai’s allegations against the Jonathan’s administration and others before it remain unsubstantiated till date. And not a few see these allegations as a way to distract Nigerians from taking the likes of Gov. el-Rufai and the APC to task over the issues of governance which has largely been glossed over in the more than four months that the party has been in power. So, the earlier the Kaduna State governor and his likes in the APC stop making unsubstantiated allegations against the immediate past administration and face actual governance in their jurisdictions, the better for them and Nigerians.

governor of Ekiti State and the Director, Research and Strategy in the Muhammadu Buhari' campaign team in the 2015 Presidential election, Dr. Kayode Fayemi, has said that despite his closeness to him, he did not tell him he will be nominated as a minister. Fayemi is one of the 21 names submitted as nominees to the National Assembly by President Muhammadu Buhari. The former governor, however, told newsmen at the national Secretariat of the All Progressives Congress (APC) on Tuesday, that he was surprised by his nomination.

When asked whether the nomination came to him as a surprise, Fayemi said: "Well, to the extent, I was not told by the President that I was going to be on his list, yes, it came as a surprise. The president is a surprise master, let me put it that way. "He did not tell anyone to the best of my knowledge and I would have thought that I was in vantage position to know more than others, I was with him for five days before then, I was with him in New York at the United Nation General Assembly and he never utter a word about his list to me nor to anyone else. We came back to Nigeria together, I was with him till 4pm in the evening, the day he submitted the list to

the President of the Senate and I didn't have any clue of what is going to happen. So, to that extent I was pleasantly surprised." While describing the appointment as a call to duty and a call to action, Fayemi confirmed "One must thank the President for reposing confidence in us and we thank the party because when you look at the list, you see that this is a galaxy of party men and women. People who have really been active, who have worked so hard to ensure the victory of our party. Court remands bank manager over N12m fraud

43-year-old bank manager, Fatai Aguntasolo, has been remanded at Olokuta prison by an Akure Chief Magistrate for allegedly stealing N12 million. The money was said to have been given to him to load into the bank's Automated Teller Machine (ATM). The accused person, who is the manager of a new generation bank, is facing a charge of stealing and fraudulent conversion of N12 million to his own personal use. He committed the offence on July 8, 2015 at Ido-Ekiti cash centre of Skye Bank Plc, under the Akure Regional Office.

The accused person pleaded not guilty to the charge when it was read to him. The Police Prosecutor, Inspector Ajibola Aderemi, prayed the court for the adjournment of the case to enable him assemble his witnesses and study the case file. Counsel to the accused person, Barrister Ajayi Adeolu, urged the court to grant his client bail, assuring the court that he would not jump bail if the application was granted. The prosecutor, however, opposed the bail application on the ground of the nature of the charge and possibility of influencing the witnesses.

Abuja ÏÏÏGovernor Nyesom Wike of Rivers State, who has been defending his victory at the April 11 governorship election at the Rivers State Governorship Election Tribunal, sitting in Abuja, on Tuesday, closed his case after calling 24 witnesses. Wike, whose election is being challenged by All Progressives Congress (APC) candidate, Dr. Dakuku Peterside, did not attend the Tuesday’s proceedings to the disappointment of some of his supporters and the petitioners, who had expected that the governor

would personally wrap up his defence. An unusual crowd of members of APC and Peoples Democratic Party (PDP), had besieged the court in expectation that Wike would appear in court to testify on the last day of his defence as the APC candidate, Dr. Peterside did on the day he closed his own case. But, it only became clear that Wike would not appear before the tribunal when his lawyer, Mr. Emmanuel Ukala (SAN), shortly after tendering some documents as exhibits, announced that the governor’s case had been closed.

dent of the Senate, Senator David Mark, on Tuesday, had his election upheld by the Benue State National and State Assemblies Election Petitions Tribunal, sitting in Makurdi, the state capital. Mark was declared winner of the Benue South Senatorial election by the Independent National Electoral Commission (INEC). The Justice Mosumola Dipeolu-led tribunal in a unanimous judgment that lasted for two and a half hours on Tuesday, dismissed the petition brought by the defeated All Progressives Congress candidate, Daniel Onjeh, challenging the election of Mark of the Peoples Democratic Party. In the judgment, the tribunal held that the petitioner failed to establish any case of alleged irregularities against Mark’s election. Justice Dipelou said Onjeh and the APC failed woe-

fully to prove allegations of rigging, multiple thumbprinting, over stuffing of ballots, allocation of votes, intimidation, harassment and inducement of voters among others. The tribunal also held that the petitioner failed to substantiate any of his claims which she said was fatal to Onjeh’s case. Meanwhile, Mark has hailed the verdict of the tribunal, restating his faith in the sanctity of the judiciary and rule of law. He said the judiciary remained the hope and defender of the rights of the oppressed. The ex-Senate President expressed appreciation to the judiciary for standing for the truth and reaffirming the mandate freely given to him by the people of Benue South Senatorial district. He promised to do everything that was constitutionally right to bring the dividend of democracy to the door steps of his constituents and beyond.

Nigerian Army has again issued warning to all Boko Haram terrorists to desist from all acts of terrorism and surrender themselves to law enforcement agencies. The army said it would

The motion also sought to mandate the Ministry of Environment through the Waste Management Authority, (ESWAMA), Ministries

of Gender Affairs and Poverty Alleviation, to clear the bus stops and all the roads in the metropolis of destitute and hawkers that constitute a nuisance in the urban areas that made up the capital territory. In the same vein, the motion sought the state government to direct the Ministry of Environment and agencies to monitor the bus stops with a view to prosecuting offenders. All the members spoke in favour of the motion before passing it, but not before the member representing Udi North, Hon. Johnbull Nwagu, raised an objection that the House would be ridiculed should the order be flouted.

Muhammadu Buhari, Tuesday, in Abuja, applauded the renewed support from Britain and Switzerland for the recovery and repatriation of public funds stolen from Nigeria. In a chat with the new British and Swiss ambassadors, who were at the Presidential Villa to present their letters of credence, Buhari noted that British, Swiss and other foreign anti-crime agencies had already given his administration much help with relevant information and intelligence on public funds that were stolen and illegally transferred to personal bank accounts by officials of past administra-

tions. A statement by Special Adviser to the President on Media and Publicity, Femi Adesina, was the effect that Buhari, nevertheless, called for the speeding up of the processes of investigation, prosecution and repatriation of Nigeria’s funds stolen by corrupt public officials and their accomplices. “Switzerland and Britain have been very helpful, indeed, in the recovery of our assets. Keku, however, was confident that possible violence would be contained, assuring the people that security agencies in the state will deal with anyone caught breaching the peace or molesting anyone. The PDP advised Bayelsans to

go about their lawful businesses without fear of intimidation, urging them to report any suspicious character to the security agencies. While asking the people to vote for the PDP during the December election, Keku also called on the Federal Government to direct its security agencies to take urgent steps to ensure the security of lives and property in the state. “With the December 5 governorship election around the corner, we duly call on the people to outrightly reject Sylva’s candidacy and his APC-led politics of violence and intimidation which has become a wellknown trademark”, he stated. Fayose said: “A total of 476 delegates were listed for the election, 452 people were accredited, 24 were absent, while five votes were voided. “Governor Dickson, having scored 447 votes in the Bayelsa PDP governorship primary election, I declare him the winner. He is now returned as the party’s gubernatorial candidate in the state. “The election today shows that PDP is united and the transparency in the election is commendable. I must say that PDP will continue to be united not only in Bayelsa but Nigeria at large”, he said.

Hurdles before Lagos cabinet nominees As the Lagos State House of Assembly committee for the screening of commissioner-nominees into the state cabinet begins its works, there are indications that the nominees may face a tough scruitiny from the lawmakers. Indications to this effect emerged at the weekend with the tough conditions set by the Assembly members for the intending commissioners. Part of the tough conditions included a clearance to be obtained by each of the nominees from the Department of State Security (DSS) to be submitted to the committee before the screening can commence. Besides, to scale the screening process, each nominee is expected to present his or her original academic certificates which will not only be sighted by members of the committee but also verified by the Department of State Security (DSS). The Chairman of the ad-hoc committee set up by the House

for the screening exercise, Honnourable Wasiu EshinlokunSanni who spoke on the procedure for the screening exercise said the House in setting up the committee, was exercising its constitutional power as provided for in Section 103 (1) of the constitution which stated that, “a House of Assembly may appoint a Committee of its members for any special or general purpose as in its opinions will be better regulated and managed by means of such a Committee, and may by resolution, regulation or otherwise as it thinks fit delegates any functions exercisable by it to any such Committee”. Eshinlokun-Sanni, who is also the Deputy Speaker of the House, stated further that, Section 192(4) prescribes that, “no person shall be appointed as a Commissioner of the Government of a State unless he is qualified for election as a member of the House of Assembly of a State”.

“Fake result or certificate leads to automatic disqualification or withdrawal of confirmation if already given,” the committee chairman said. Eshinlokun-Sanni stated further that each nominee is also expected to: proof of party membership through letters from the state Chairman and his or her local government chairman of the party; should have the concurrence of the members representing his or her local government; should have clearance from the DSS; must be certified physically fit by any government general hospital; must provide vision for the development of the state in his or her area of competence; must provide evidence of his residency of the state through LASRA. He assured that the committee members will perform its duty without fear or favour. “Our general aim is to ensure that we assist in putting in place a cabinet that will work with

He gives you all the time with his good listening ear to deduce wisdom from it. To him, there is sense in every nonsense- what a good leader.

Indeed, every humble man is certainly a hard working Man, if you are close to any aide of his, they will tell you the Man Martin is a 24-hour productive working Man who believes that hardwork is key to breakthrough. With the humble nature of this hard working Deputy Governor during this era of change, another milestone of change is apparent to set Adamawa people free from the shackles of under development and all forms of economic stagnation.

FRC recovers N366bn from MDAs ÏÏÏThe

Fiscal Responsibility Commission on Tuesday said it has recovered over N366 billion from Ministries, Departments and Agencies since its establishment. The commission was established in 2012. This was made public by the Chairman of the commission, Mr. Victor Muruako, when he received members of the Adamawa State Fiscal Responsibility Commission, who visited the agency for a two-day training on the operations of the agency in Abuja.

Answering questions from newsmen on the achievements of the agency since its establishment, Muruako said apart from establishing the framework for fiscal responsibility in the country, it had also recovered more than N366bn accruing as operating surplus to various MDAs. He said: “We have been able to set a lot of rules and standards upon which the MDAs under the schedule of our commission have been able to account for the profit they made. We have been able to attract well over N366bn as of June to

This is despite the serious challenges we have along that line because monitoring of projects across all parts of the country requires certain wherewithal. He said the Senate had resolved not to follow the old order of asking few questions from ministerial nominees and then ask them to “bow and go”. He said each of the nominees would be properly grilled, while Senators will consider the petitions filed by aggrieved parties from their respective states before to determine who would eventually be passed.

South Africa’s foreign minister has asked the International Criminal Court for more time to explain her government's decision to not arrest Sudan's president, despite a domestic court order that sought to prevent him from leaving the country.

Minister Maite NkoanaMashabane also threw a few jabs at the international court, adding fuel to tensions between the court and many of its African member states. All nine of the situations the court is investigating are in Africa.

“South Africa was unfortunately not afforded the opportunity to present legal arguments on this application, and hence it is of the view that the principles of justice were not adhered to. In view of the above, South Africa is of the view that a serious infringement of South Africa’s rights as a state party has taken place and that the court has acted against the letter and spirit of the Rome Statute,” said NkoanaMashabane. South African officials say Sudan President Omar Bashir enjoyed diplomatic immunity as a delegate to the African Union summit in Johannesburg. But international criminal justice lawyer Angela Mudukuti of the Southern African Litigation Center said South Africa set a poor example. “Well our position, obviously, is that South Africa had a duty to arrest President Omar al-Bashir when he was here and that their failure to comply with that duty has been ruled unconstitutional and invalid, and we support that judgment. And that South Africa [has] obligations it had to adhere to and it failed to do so,” she stated.

United Nations Children’s Fund is urging Sudan’s warring parties to give the goahead for a life-saving measles vaccination campaign. Thousands of children in hard to reach areas currently are at risk for the disease. UNICEF welcomes a recent cease-fire agreement between Sudan's government and rebels in three parts of the country. The agency says it hopes the cessation

of hostilities will finally allow it and other aid organizations access to tens of thousands of children in the Nuba Mountains, parts of the Blue Nile States and Jabel Mara in northern Darfur. UNICEF spokesman Christof Boulierac said these areas have been off limits for four years. He said his agency is extremely worried about the condition of children there, as a full picture of their humanitarian needs is not known.

“An estimated 165,000 children under the age of 5 have had no access to vaccination in the Nuba Mountains and in some localities in the Blue Nile States alone. Sudan’s children continue to be beleaguered by disease outbreaks, such as measles — as you know measles is killing lots of children when it is not prevented — dengue fever and diarrhea,” said Boulierac. Sudan was hit with a measles

outbreak in January. Since then, there have been outbreaks of this killer disease in all 18 states, with 14 states at epidemic level. UNICEF reports 3,168 cases were confirmed by August. This is more than four times the normal annual caseload in Sudan. Boulierac said measles vaccination campaigns have been ongoing for the past few months throughout the country, except for the three inaccessible areas.

Group demands withdrawal of Amaechi as minister-designate Henry Omunu Abuja

Integrity Group has demanded the withdrawal of the former governor of Rivers State, Chibuike Rotimi Amaechi as a ministerial nominee following allegations of fraud and corruption pending against him. Addressing journalists in Abuja Tuesday, Media and Publicity Director of the group, Mr. Livingstone Wechie said, while the body welcomes the nomination of a Rivers son as minister by President Muhammadu Buhari based on the federal character principle, it is however insisting that the state must be represented by someone deserving of the position and not someone perceived to be corrupt.

Wechie, therefore, appealed to the President and the National Assembly to withdraw Amaechi's name from the list of ministerial nominees to be screened by the Senate to enable the former governor answer to the corruption charges against him and clear his name. According to the group, Amaechi is currently being investigated by the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and other related offenses Commission (ICPC) on grounds of corruption, criminal breach of trust, unlawful enrichment, and conversion of over N70 billion belonging to Rivers state. The group accused Amaechi of allegedly converting N60.48 billion realized from

the sale of the state's power projects, conniving to siphon N4 billion meant for a hospital project, and unlawfully enriching Messrs Collect Nigeria Limited, a company charged with the collection of revenue on behalf of the state with N1.5 billion. Wechie further revealed that the group had petitioned the President and the Senate, warning that if Amaechi is nominated and confirmed as a minister or appointed in any other capacity in the Buhari administration, "it may not only question the credibility and integrity of the anti-corruption crusade, but cast serious doubts in this regard including this administration and indeed the international community.

Buhari and Nigeria’s religious minorities

omething uncommon has been happening in Nigeria for a very long time. Before now, many things went wrong in Nigeria’s governance. However, while the happenings favoured one tiny group in the country, it disfavoured another tiny group. It is all about the Christian minority of the North and the Muslim minority of the South. It is clear for any judge to give verdict on the favoured and the disfavoured. There have been series of criticisms over President Buhari’s appointments. Since May 29, the president has appointed up to 29 key officials to man Nigeria’s economic and other important sectors. Among them are members of the Christian minority of the north. Still claims and counterclaims have mounted in the polity. It is quite normal to complain overtly in a democratic setup. Nigeria is of two internationally recognised religions: Islam and Christianity, which predominate in the north and south respectively. The minorities of these two religions are in the areas they predominate. I read one Iyu Awalu’s online comments where he queried the political position of Christians in President Muhammad Buhari’s government.

We know that Plateau and Benue states are predominantly Christians and sizable number of Christians in Adamawa, Niger, Kwara, Nasarawa, Kaduna, Bauchi, Taraba, Borno, Yobe Kwara and Kogi states voted for Buhari, that enabled him win the Presidency”, Awalu claimed. This is generally the perception and reaction from the Christian minority of Northern Nigeria who are already feeling shortchanged in the political appointment at the federal level. In the same vein, the Muslim minorities in southern Nigeria have cried out over what they describe as a seemingly calculated attempt by the federal and state governments to ostracise them from the socioeconomic and political unity that should prevail in Nigeria. An Igbo Muslim scholar, Abdulkadir Nnachi posted on the media, “The Igbo Muslim has the most difficult life in Nigeria. Immediately he declares for Islam, his own people reject him; in fact, he is tagged an “outcast”. He finds himself in the wilderness between the devil and the deep blue sea. With the number of Igbo Muslims who are graduates and experienced in Nigeria, no one has been appointed by the federal government and their state governments.” This is the yearning of Igbo reli-

gious minority. That is why Mr. President should appoint Igbo Muslims as Ministers, Director Generals of Agencies, Chairmen of Boards, Ambassadors, amongst others. This will be in the interest of equity, fairness and justice, which not all ex-presidents and Heads of State of Nigeria applied in their choice of cabinet members. Should Igbo Muslims continue to suffer under Nigeria’s democratic governments? No one has ever given an answer to the reason why they have been so much denied, at the same time that their Christian minority counterparts in core northern states have been and are still being uplifted by every successive governments. Can Nigerian patriots look into this matter dispassionately? These minority religious groups call for end of religious intellectual conflict in their areas. They advocate for at least recognition and inculcation of the sense of belonging. Buhari has already appointed some Christians as has been commended by the Northern Christian Solidarity Forum. The forum chaired by Rev. John Joseph Hayab fingers the emergence of Lawal as SGF and Dogara Yakubu as speaker of the House of Representatives as clear signal that the president means well for Nigerians. Also, some southern leaders under the auspices of the Southern Nigeria Peoples As-

sembly (SNP), led by former Federal Commissioner for Information, Chief Edwin Clark, believes that Nigerians are all equal without regard to race, creed and tribe. The South East Muslim Youth Congress (SEMYOC) has commended President Buhari for his most favourable style of leadership, which stands for the overall development of Nigeria. he problem with Nigeria with the war against corruption is the lack of strong institutions to carry out the job. The institutions in Nigeria are around personalities, some strong and some weak, and how they carry out their functions depends on the personality being in charge. However, that is not how the war against corruption can be fought. What we need are strong and independent institutions that can operate on their own, without influence or interference from the person at the helm. If the institutions were strong and independent, the CCB would not have waited until now to prosecute Saraki for an offence he committed more than 12 years ago. Ayo Olukotun rightly advocated, “A proper reform project must both be able to punish offenders in a level playing field; as well as prevent corruption at source through institutional renewal”. Buhari cannot fight corruption with Saraki as the senate president, and impeaching him may not be possible. The Senators just passed a vote of confidence on Saraki on, September 29, 2015.Eighty three Senators, out of 109, passed the vote of confidence. When more than two-third needed to impeach the

senate president has passed a vote of confidence on him, is the issue about impeachment not over? How will Buhari, get out of this quagmire? The war against corruption has even ended before it has begun. The Chief Justice of Nigeria rightly pointed out that corruption in Nigeria (Africa) thrives on weak institutions. He hit home by asking the key actors in the judiciary sector to beam their searchlight on the allegations of corruption against members. If those who should dispense justice were corrupt, then nothing would be achieved. Who will fight the war for him? The Chief Justice said “Corruption is characterised by the absence of culture of accountability, inefficiency, weak government structure, excessive concentration of power in the executive arm of government and lack of transparency.” That is what Buhari should know, because, the way he is operating as president is corruption, although he might not know it, so there is no way he wants to fight corruption, when his actions, inactions and utterances are tantamount to corruption. How can Buhari fight corruption when he is setting dangerous precedents, which will likely make the national assembly to lose its oversight functions? You remember how the president has made some key ap-

pointments without referring them to the National Assembly for approval. You have also seen how EFCC chairman refused to appear before a Senate committee probing the diversion of monies realised from recovered assets. Even in the ongoing public probe of the 2015 budget in the House of Representatives, it is the same. The Permanent Secretary in the Ministry of Finance and Governor of the Central Bank of Nigeria (CBN) has both refused to honour invitations sent out to them by the adhoc committee. These are clear signs. What of the billions of naira approved by Muhammadu Buhari as bailout funds to states single handedly? Did he seek for approval from the National Assembly? Truth be told, no matter how much the executive arm tries in a presidential system of government, frostiness in its relations with the legislature is as sure as night and day. Toshow that this government has a hand in Saraki’s travails,we learned the federal government has lined up a total of five witnesses against Saraki, including the former Minister of the Federal Capital Territory and incumbent governor of Kaduna State, Mallam Nasir El-Rufai. El-Rufai. About 50 senators and members of the house of reps, cutting across all the geo-political zones, accompanied Saraki to the Tribunal. Only the

southwest was under-represented, because, the lawmakers from the zone are afraid of offending Tinubu, and the only senator from the zone who went to the Tribunal with Saraki has been ostracised. We read that Asiwaju Bola Tinubu, Senator Tayo Alasoadura, from attending Southwest caucus meetings. Alasoadura’s sin was that he accompanied Saraki to the Code of Conduct Tribunal in solidarity. We learned Tinubu has vowed that the party would ensure Alaosadura remains irrelevant in the APC. There are allegations that some senators have been bribed to remove Saraki. It will not be easy to impeach him, despite the monetary inducements. A statement by Senator Ibrahim Abdullahi Danbaba, said the senators were happy Saraki appeared before the CCT in observance of the rule of law, pledging they were fully behind Saraki in his travails. “We reiterate that Saraki is our choice and no politically-motivated, mischievous and vindictive trial will change our opinion of him”, he said. Those calling for Saraki’s resignation are getting it wrong because the provision of the constitution does not criminalise the trial of the Code of Conduct Tribunal.

BoI creates N2bn Graduate Entrepreneurship Fund ÏÏÏ ƈ L n ƓƈƐ M d è ƈ Ɔ ƄƑ ƈ Ɔ ƍƋ ƗƆƒƆƋ ƍƆƏ Charles Okonji The Bank of Industry (BoI) has set aside the sum of N2 billion under its Graduate Entrepreneurship Fund (GEF) to fund 1000 youth corps members and has signed a memorandum of understanding with the National Youth Service Corps. This was disclosed yesterday by the managing director of the bank, Mr Rasheed Olaoluwa at the Bank’s headquarters in Lagos during the official launching of the Fund and the MOU signing ceremony. Olaoluwa stated; “The main reason we are gathered here today is to provide a solution to graduate unemployment in Nigeria, which if not urgently addressed could have adverse consequences for our society. It is gratifying to note the efforts of the NYSC Directorate in promoting an entrepreneurial mindset among NYSC members through its Skills Acquisition and Entrepreneurship Development (SAED) initiative.” He maintained that the programme was in consonance with the provisions of the NYSC Act, which states that one of its objectives was to enable Nige-

rian youths acquire the spirit of self-reliance by encouraging them to develop skills for selfemployment, stressing that it would contribute to the accelerated growth of the national economy. “This capacity building programme is usually organised during the three-week NYSC orientation programme and it is designed to facilitate the training and mentoring of 100,000 young graduates annually in skills acquisition and entrepreneurship development for selfreliance.” “The National Bureau of Statistics (NBS) has reported that each year, about 1.8 million young Nigerians enter the already saturated labour market, while over 50 per cent of youths in Nigeria are unemployed. In the same vein, the Nigerian Institute of Social and Economic Research (NISER) disclosed in 2013 that graduates of tertiary institutions have been badly hit by unemployment, as they constitute about 20 per cent of youth unemployment. Of the over 250,000 graduates of Nigerian tertiary educational institutions that enrol in the NYSC Scheme each year, more than

41 per cent of Nigerian graduates are without employment after the mandatory NYSC programme.” The MD lamented. He stated that Graduate Entrepreneurship Fund (GEF) is like a talent hunt for young entrepreneurs, which is meant to address the entrepreneurial capacity and funding gaps of the serving members of the NYSC. Selected corps members would be camped and tutored by the nine firms of business development partners in the six geopolitical zones of the country including Lagos. He said that the scheme was to encourage graduates of tertiary institutions that are serving under the one-year NYSC programme, to venture into business and become employers of labour rather than job-seekers, adding that it was to develop the entrepreneurship skills and capacity of the NYSC members. He stated that the following were among the reasons for initiating the agreement: to deepen financial inclusion by de-risking the NYSC members and making them eligible for small business loans to be provided by BOI, To develop the next generation of Nigeria’s business leaders and

promoting a business “can do” spirit among Nigerian youths, to bring focus and attention to the need to develop Nigeria’s real sector, as a basis for diversifying our economy. In his response, the Director General of the NYSC Brigadier General, Johnson Olawumi, noted that the collaboration would be of immense benefit to the corps members and the country expressing that unemployment was a major issue. He stated that over 400,000 corps members have been trained on different skills since 2011, explaining that the first stage is capacity building, the second is capital which BOI has taken charge of, while the third and the most important is the need for the government to formulate policies that would sustain budding entrepreneurs by opening up markets for their products. The Fund is only available to serving members who can access the online application portal on BoI’s website using their NYSC call up numbers and the facility can only be used to fund sectors captured under BoI 35 SME clusters focused on the real sector.

The Ebonyi State Governor, Dave Umahi, recently described agriculture as a ``key strategic sector’’ for addressing multiple challenges preventing the country from achieving broad-based economic growth during his presentation of 20.5million cheques to 20 rice cooperative farmers cut across the State in Abakaliki, the state capital city. Umahi who reiterated that the sector employs about two-thirds of the country’s total labour force; contributes about 42 per cent of the Gross Domestic Product (GPD) and provides 88 per cent of non-oil foreign exchange earnings pledged continued partnership with Fadama projects for agricultural development in the state. Represented by the Speaker of the Ebonyi State House of Assembly, Mr. Francis Nwifuru, the governor said the finances came from the Fadama III Additional Financing Project and seen as one of the vehicles for sustainable agriculture in the state The Commissioner for Agriculture and Natural Resources, Mr. Uchenna Orji, during his speech said that the intervention was a strategic encouragement to farmers, especially youths across the 13 local government areas in the state, adding that the governor has demonstrated readiness to partner with the project by approving the payment of the initial up-front of the counterpart fund of N36 million, within his first 100 days in office. Orji who also reveals that t the government would cultivate 200, 000 hectares in the farming season as well as make rice farming, an all-season activity, said the state wants to regain its status as the largest clusters of rice mills in West Africa with 800 rice mills and additional three gigantic government-owned rice mills, capable of processing five tonnes per hour each. “We will soon install the three parboiling machines with eight tonne capacities each, to absorb the rice produced by our farmers,” he said. The Fadama state’s Project Coordinator, Dr. Cletus Nwakpu, said that the programme would support massive production, processing and marketing of rice as he pointed out that the state’s enormous comparative advantage for rice clearly meets all the criteria for considering Ebonyi, to participate in the Fadama III Additional Financing Project.

What is your view about the state of the economy for now? I think it is there in the public knowledge, that things are not as good or are not as well as Nigerians would love it to be, considering the various issues and revelations that we have been reading about, and I think the biggest part of it is what are we doing and from what we can see, the country seems to be heading towards a new direction. As soon as the new government names its ministers and put all its structures in place, the only way we can go would be up I believe it is going to be better and better. How can you access the performance of the government, some people say he has not performed and some others say, he is Baba-go-slow, but how can you access the performance in term of the key economic issue in the country? I think the best way to evaluate somebody or a situation, I would use that biblical or religious sentiment that “by their fruits we shall know them”; generally if you look around, I believe very much and that is generally our knowledge that certain things that appeared impossible are now getting better and better. I have a very positive view of the current situation in this country I think it is up to individual to express or define what the term leadership means. There are different leadership styles which can get different results, one can’t say one style is better than the other, you can only conclude by looking at the results and if you look at the situation as it is, we are just starting and several things that were turmoil and serious crisis could appear to be settled. As you can see, you and I are enjoying electricity supply by a local power company, we are not burning diesel or whatever as we are taking, it is a small one but it also says something’s are being possible. Generally ,if you look at the environment, I don’t think that crime is getting higher, I believe very much that Nigerians have

been through a lot and behold, we are mostly very positive that the country is heading to the right direction, it might take some time, for many things to fully settled. You made mention of the improvement of power regeneration or power supply since it has improved in your place does it also attract extra charges? Obviously it reduces the cost of production, if you look at the cost of energy – if you are driving it yourself, depending on the size of your operation, it is quite expensive to burn diesel. Very expensive when you compare it with what you normally pay, it is significantly cheaper. That was why everybody was kind of hopeful that the old NEPA would perform, and then the new organisation that took over the responsibility would come up with new polices, the polices to regulate the kind of charges they can give; the kind of activities they can ask consumers to do like provision of transformers. How has the journey been so far as the chairman of PMA and as the MD and CEO of VODA paint? I would say it is very challenging in the sense that one can see that there are lots of things that members would want but unable to acquire them, but most of these things are not things you can just snap your finger and get done. The issues that are very dear to our members, to their existence, to their success, to their continuity, to the business and then most important things, is that the one that we can do on our own we are already attempting to fix them. We are looking at a set of activities in the first instance; we understand our problems much better such as unwholesome practices all over the place which affect our members adversely. It is not just our industry, it is the question of adulteration, the sale of substandard products and some kinds of importation, which are not completely well regulated or monitored, all of these are things we as members and as an association have resolved to see how

tives, if you look around, MAN members, you would find that this are ousters that started on one little seat and one brick at a time, but they have grown very big and that is a source of pride to this country, so if you are competing in such an industry, it is a tough one that is why we all have subscribe to the association. What do you would you want the government to do in other to make Nigeria a safe haven for manufacturer, especially the paint sector which you are heading? Given the fact that Nigeria is part of the global community Nigeria, that is a sign on several things that the days of protectionism is likely gone, so, what is most important is that the association would benefit and all other sectors would benefit from would be actions if the government in states and implement policies that would help ensure smooth running of business in the country.

Adigun disclosed that 13 months’ deductions from members’ monthly salaries as check-off dues, which ordinarily should have been remitted to ASUSS are being withheld by government, owing to the blackmail from the NUT. The NUT chairman had during a press conference to herald the World Teachers’ Day last Wednesday described ASUSS “as an illegal body” and accused “former state Governor Kayode Fayemi of breaching the law to have granted it recognition”. “Before any union can operate, it has to be registered by the Registrar of the Trade Unions in Abuja. Former Governor of Lagos State, Babatunde Fashola, did not recognise ASUSS. He told members that as a senior lawyer he cannot breach the law. So, ASUSS to us is an illegal body,” Akosile said. But countering the position, Adigun said: “ASUSS is a union that was legalised to unionise all secondary tutors in Nigeria through the approval of the Federal Ministry of Labour and Productivity. “I am indeed worried, and seriously bothered and challenged that ASUSS that had been operational in many states of the federation could be labelled as an illegal body.

Comrade (Dr.) Achese said that NUPENG as a major stakeholder was worried about the incessant vandalisation and oil theft which has led to huge loses to the nation’s economy. An ocean going vessel identified as MT Askja and a barge have been seized by Nigeria’s Join Task Force on the grounds of a suspicion of being involved in loading of stolen crude oil. The troops arrested the vessel together with the eight suspected oil thieves while the vessel was moored along the Forcados estuary in the Warri South West, according to JTF spokesman Isa Ado, cited by Platts. According to him, the ship is currently secured at Yokri for preliminary investigation. In addition, the command is reported to have confiscated an oil bunkering barge laden with 1000 metric tonnes of what was described as illegally acquired automated gas oil along the river Santa Barbara in Rivers State. The arrest comes in the wake of Nigeria’s national oil company

NNPC’s lifting of ban on 113 tankers imposed in July. The ban was ordered by President Muhammadu Buhari on July 15th, but reasons behind the decision had not been disclosed. However, it is believed that the move was triggered by the country’s efforts to curb illegal oil trading. The list of tankers attached to the ban consisted of mostly Very Large Crude Carriers (VLCCs), with some ship names appearing twice and others that have been absent from Nigerian waters for quite some time like the Happiness, the Huge and the Diona, operated by Iranian group NITC. Following the ban lifting, ship owners have been cautioned by Intertanko to be very careful if trading in Nigerian waters as they might be exposed to checks and potential arrests arising from the ban.

Lagos State High Court, sitting in Ikeja, has fixed November 17 to deliver ruling on the no-case submission filed by three oil marketers charged with N789.6 million fuel subsidy fraud. The marketers; Adamu Maula, George Ogbonna and Emmanuel Morah, are being prosecuted together with their firms - Downstream Energy Sources Ltd and Rocky Energy Ltd. The date was fixed by the presiding judge, Justice Lateefa Okunnu, after hearing the submissions of both defence counsel, Prof. Alfred Kasumu (SAN), Mr Abubakar Shamsudeen, Mr Eu-

bena Ahmedu and counsel to the Economic and Financial Crimes Commission (EFCC), Mr Rotimi Jacobs (SAN). Earlier, the marketers had been re-arraigned on April 1, 2014 on an amended 26-count charge bordering on conspiracy, obtaining money by false pretences, forgery, uttering and use of false documents. The defendants were alleged by the EFCC that they did not import the 10,862 metric tonnes of Premium Motor Spirit (PMS) for which they received subsidy payment from the Federal Government. In a separate no-case submissions, their lawyers,

urged the court to dismiss the charge for want of jurisdiction. "The entire 26 counts against the applicants all relate to matters over which it is only the Federal High Court that had exclusive jurisdiction as provided in Section 251 (a)(g) (n) and (3) of the 1999 Constitution and Section 19 of the Admiralty Jurisdiction Act, 2004. "The entire evidence led by the prosecution and contents of the 26 counts amended information together with the extant laws, this honourable court lacks the jurisdiction to adjudicate on the information," they said. They further stated that

the evidence adduced so far by the 11 prosecution witnesses has not established a prima facies case against the defendants. The defendants lawyers said the evidence of the prosecution witnesses was so manifestly unreliable with material contradictions and inconsistency that no court or tribunal could reasonably convict. In his reply, Jacobs urged the court to dismiss the applications and order the defendants to enter their defence. He argued that the 11 witnesses and 48 exhibits tendered by the prosecution had sufficiently established a prima facie case against all the defendants.

served ruling on the argument to exclude first defendant, Osun State Governor, Ogbeni Rauf Aregbesola, from the suit on Ooni of Ife Chieftaincy before the court. The court, presided over by the State Chief Judge, Justice Adepele Ojo, has before it a suit asking that the process of selection of next Ooni be stopped. The suit also want the court to rule over the decision of the kingmaker that only the Giesi family should produce candidate to occupy the next Ooni stool. Sooko Adegoke and Prince Marcus Adebola Akimoyero had on behalf of Lafogido Ruling House sued Aregbesola, the Obalufe of Ile-Ife, Oba Solomon Omisakin and Lowa of Ife, Chief Joseph Ijaduola, on the decision to allow only Giesi Ruling House present the next Ooni.

While Aregbesola is seeking to discontinue as the first defendant, second and third defendants, Obalufe of Ile-Ife, Oba Solomon Folorunsho Omisakin and Lowa of Ife, Chief Joseph Ijaodola respectively, through their counsel, Barrister Peter Ogunleye, have filed a motion challenging the jurisdiction of the court to hear the case. The second and third defendants are arguing that the court lacked competence to handle the case. When the case was heard, on Tuesday, lead counsel to the plaintiffs, Mr. Abiodun Olaide, told the court that he had filed a motion to exclude the first defendant, Aregbesola, from the case. Olaide, who did not give any reason for the exclusion notice, noted that he had the right to sue and also to withdraw his case at any time. He sought the order of the court to remove the first defendant from the case and allow only the second and third defendants to stay. But, the lead-counsel to the first

defendant, Barrister Wale Afolabi, who was also the state’s former Attorney-General and Commissioner for Justice, opposed the motion to exclude his client from the case. He argued that the plaintiffs cannot withdraw from the case without asking for court permission, insisting that it was too late to challenge the declaration of 1979/80 that allowed Giesi to produce the next Ooni. But Olaide objected to the oral application made by counsels to the defendant, adding the petition challenging the jurisdiction of the court was new and had not been served on him. He said the oral application made by the counsel to the first defendant was frivolous, saying he should have reacted since he had been served the motion. The Chief Judge thereby adjourned the ruling till today (Wednesday) and directed the parties to file their processes accordingly.

36-year-old man, who worked at a farm owned by the former governor of Niger State, Dr. Babangida Aliyu, was, on Tuesday, electrocuted. The deceased was identified as Mohammed Bawa – a driver, who resided at Birji in the Bosso Local Government Area. He was said to have been electrocuted as he tried

proached the Supreme Court seeking to reverse the order of the Appeal Court in what it termed “miscarriage of justice”, by the Appeal Court. He shared the experience with Daily Times. “Sometimes in August last year, some of us were called out and given the mandate to set up parishes; before that, I have been with Grace Tabernacle that birthed us for close to two decades. In 18 years, I have gone through four pastors; I passed through Pastor Ibukun who is presently in Australia; he couldn’t be here with us but his goodwill message has reached us. I passed through Pastor Yinka Oluwasanmi, Pastor Bola, who was the one who keyed me into my ministry and Pastor Sola Balogun who sent us out. All my pastors that mentored me were reluctant to release me; Pastor Sola Balogun found it quite challenging to let me go, but it was time in God’s presence,” he said. In retrospect, Ohimhekpen mused over the challenges they encountered while trying to secure a place befitting of worship which, he recalled, was a long wait as they were practically worshipping in his living room for over four months before God made provision for where they are now. “For more than four months we were operating from my parlor since we couldn’t get a place of worship, but the Lord eventually made a way for us and we took possession of this place”, he added. Memories are made of… ÎÎÎ It was a great time for culture vultures as they were taken on a Future Forward voyage during this year’s Lights, Camera, Africa!!! Films Festival held 30th September to 4th October at Federal Palace Hotel, Lagos. But where we talk about future, we must also talk of the past and the present. When one considers that words, in the writer’s hand, are an instrument like a camera, that captures the moment and like a chisel that gives shape to those images captured in the moment, one salutes several film producers - Tam Fiofori, Tunde Kelani, Remi Vaughan-Richards and Mickey Dube among others - whose works were selected for the festival. These men and women are bold in narrating histories of times gone by. At times, right before our eyes, history is made but, due to our nonchalance - I wouldn’t want to say carelessness - we’re oblivious to this. But filmmakers, artistes, photographers, writers and journalists, have the knack of knowing when history is being made. So they capture the moment in their works for posterity. ‘Faaji Agba’, co-directed by Vaughan-Richards and Kunle Tejuoso, owner of

Jazzhole Records, is an epic film that tells us what these ‘old boys’ ‘stood for in their time’. For about six years, Remi and Kunle followed about these ‘agba’ - seven elderly men - and became part of their lives. Remi says her greatest reward for making the film is ‘getting to know all the old boys and being given the privilege to be allowed to catch a glimpse of their lives .......’ At the start of the film, the ages of these ‘Agba’, elders, old boys ranged from 68 - 85. And in their hey-day in Lagos city, they were known and sung. But the wheel of fortune rolled and they were heard of no more till Tejuoso, in his quest to bring back the oldies enjoyed by Lagos of old followed ‘a trail’ to bring these ‘old boys’ back to share their wealth of musical experiences and street wisdom with the present generation. Actually it was Duro Ikujenyo, a saxophonist who used to be in Fela AnikulapoKuti’s band that got to know that Fatai Olayiwola Olagunju aka Fatai Rolling Dollar was living in penury in Mushin. Duro and Kunle met Rolling Dollar and encouraged him to come out of the dinghy shacks and get his mojo back. Through Rolling

Dollar, Kunle met the other ‘old boys’: Alaba Pedro; S.F. Olowookere; Benjamin Aderounmun aka Kokoro; Olaseni Tejuoso aka TejeBaby; Sina Ayinde Bakare and Prince Eji Oyewole. It was a joy to follow these men down memory lane and learn the genesis of a lot of songs of the 50s, 60s, like ‘Easy Motion Tourist’. Alaba Pedro, was referred to as Awolowo’s boy for he used to perform at political meetings during the time of United Party of Nigeria (UPN). One could imagine what and how these ‘old boys’ would’ve been in their younger days for they still manifested their ‘rascality’ in the film. A friend confessed that, in the 60s, he and his colleagues used to scale the fence of King’s College to go and watch these men perform in Mushin. Faaji Agba, in a way, reminds the viewer of that BBC classic ‘Last of the Summer Wine’. The audience was also told how social life in Lagos was before Ebenezer Obey and Sunny Ade broke into the scene with ‘Miliki music’ and ‘Synchro System’. In fact these in-our-days superstars served their tutelage under some of these ‘Agba’ - elders. Obey recognised their greatness and paid homage to them in one of his early songs, ‘E Sa Ma Miliki’. During the six years of producing the film, four of the ‘old boys’ died. Rolling Dollar was the fifth to go. He died just after the film was finished. I doubt if he even ever watched any part of it. The origin of ‘Juju’ music and the name was given in the film. As I’d like the

As the ‘old boys’ didn’t show any remorse or regrets at the way they lived, I’d like to think that they too were blessed by Lagos. The magnetic force of Lagos didn’t destroy them. It dealt them a few blows but they survived to tell us the beautiful story

of their lives. I never heard of Robert Mangaliso Sobukwe till 1 October 2015, the anniversary of Nigerian independence. Sobukwe was the founder of the Pan Africanist Congress (PAC). He was - and still is - a leading figure in the South African history. He played ‘a pivotal role in the struggle for liberation’ from apartheid. Sobukwe was to South Africa what Dedan Kimanthi was to Kenya. Sobukwe it was who first galvanised the black people against the authorities when he asked his brothers and sisters to abandon the Pass issued to them by the apartheid government. That led to the first revolt that shook the country. The country was shut down for days. It was this that ‘opened the eyes’ of South African blacks. They recognised their ‘importance’ and contribution to the economy of the country. Sobukwe didn’t carry any gun. Neither did he use or preach violence. But his words were weighty and since the oppressed people believed in him. Sobukwe was already in solitary confinement on Robben Island before Mandela, Sisulu, Mbeki Snr, Oliver Thambo et al arrived. There was even the Sobukwe clause in the apartheid Parliament which was renewed yearly for six years but Sobukwe never changed his position for the clause to be amended or repealed. The Apartheid government couldn’t cow Sobukwe’s spirit although they destroyed his body. Up till when Mickey Dube, who directed ‘Sobukwe: A Great Soul’, de-

cided to make a film that ‘stands as a monument to a great man, a global visionary, teacher, political leader, philosopher and humanist’ there wasn’t any piece in the archives of this great son of South Africa who corresponded with political giants like Kwame Nkrumah, then president of Ghana, the revolutionary Che Guevara, and Martin Luther King. This man who was visited by Andrew Young in confinement, this man who was once one of the ‘most watched, recorded and popular prisoners in the world’ had been excised from the history of his fatherland. Dube would want this film to fill ‘that gap in the South African archives’. ‘Sobukwe: A great soul’ is the second birth of Robert Mangaliso Sobukwe. I salute a man of vision who believed there was no plural of the word ‘Race’ because there’s only one race, the human race. A man who believed that an imperfect law could never produce perfect justice. Sobukwe was ahead of his time. To me he was the best in South Africa. The film asks a lot of questions, number one of which is ‘why would the current government in South Africa fail to recognise Sobukwe’s place in the country’s history?’ The black man’s history won’t be complete without Sobukwe’s name. I have another title for this film: Connecting the Dots. We should know that someday we too would be just memories. I celebrate the memory of my Mama, Ibirinade, who slept on 5 October 2014. Mama! Mama!! Mama!!!

In this recent interview the former model who designs for ex-President Goodluck Jonathan talks about her brand, clientele and plans for her company. Excerpts:

Because it’s like a wedding season and lot o f people have recognized the Rikaoto Brand as one of their first choice to work with and we are grateful about that. Also we have been doing reception dresses and now people like to change to attire after their normal white outfit from church or mosque. We are approaching the season of pageantry and so, we have been doing a lot of those wears and we are lucky to have different pageant winners emerge wearing Rikaoto just like the last Miss Charismatic and so many of them. Of course we have been making lots of clothes for actors and actresses, beauty queens, models, brides such as Ibinabo Fiberisima, President of Actors Guild of Nigeria. And lots more but I can’t remember all. D o

But I know I love to dress people generally but it’s about me having a particular person with a particular personality am given an opportunity to dress and I will deliver my job and so it’s not restricted to one particular person. If anybody wears and gets satisfied with the delivery am good. On fusion of entertainment and fashion? Entertainment industry is in a circle form in the sense that we have an artiste that needs to look like one we see in videos and stuff like that so the business goes in circle in the sense that it complements each other. So the fashion and entertainment industries all come together to form that a celebrity. So fashion is really getting there as we have top actors and musicians celebrating major brands. What defines the creativity of your brand? We are not necessarily focused on one particular segment of fashion. We are that brand that if you want this particular thing and want it achieved, we would get it done. So it doesn’t have to be restricted but we put it the way our clients want. We are an African brand that delivers the need our clients want. Our brand is focusing on giving our community that kind of look they deserve and personally as a desire, I like to dress people who are going to get married, contesting for a pageant and that kind of wow red carpet looks. But generally we are creative.

helsea midfielder Mikel Obi and Odion Ighalo of Watford were the first Super Eagles players to arrive the team’s training camp in Belgium ahead of friendlies against DR Congo and Cameroon. Mikel was not listed by his troubled London club at the weekend, while Ighalo smashed his fifth goal in the EPL for Watford. Eagles spokesman Toyin Ibitoye confirmed their arrival at the Eagles hotel in Belgium, adding that a majority of the call-ups will hit the camp on Monday. “Mikel and Odion Ighalo are the first arrivals in Belgium for our matches against DRC and Cameroon,” disclosed Ibitoye. “Most of the other players will be arriving Belgium today (Monday) based on their confirmation to the coach.” However, the six players from the domestic league are yet to join up as they are yet to be issued visas by the Belgian embassy in Nigeria. he race for the next Nigeria league champions looks set to go all the way to the wire after leaders Enyimba slipped at regional rivals at Heartland over the weekend with Warri Wolves and Wikki still within striking distance of the top prize. Six-time champions Enyimba remain on top the 20-team table with 58 points from 32 matches, Wolves are second with 55 points while Wikki Tourists and Sunshine Stars are third and fourth with 54 and 53 points respectively. Wolves and Wikki are the biggest threats to Enyimba’s ambition to win a seventh crown as they are getting results on the road. Though, the Aba landlords are still in pole position to be champions again, the championship could well be decided on the final day of the season. The Aba club have already won the championship six times - 2001, 2002, 2003, 2005, 2007 and 2010 and look good to clinch their seventh title this season, while Wolves and Wilki are seeking their first-ever Nigeria Premier League title, same as Sunshine Stars, who blew their chances to hold on to the top with a poor run of results at home when it mattered most.

he next week and a half will be a busy and important period for African national teams, with 26 sides taking part in the first round of qualifiers for the 2018 World Cup in Russia. In addition, there are a number of high-profile friendly matches featuring the likes of reigning Africa Cup of Nations champions Ivory Coast, top-ranked side Algeria, Nigeria, Tunisia, Morocco and South Africa amongst others. The World Cup action begins with seven fixtures spread across Wednesday and Thursday, with the likes of Burundi, Kenya and Ethiopia looking to take a strong step toward the next round in their respective ties against Seychelles, Mauritius and Sao Tome e Principe. Thursday will also see a couple

of intriguing international friendlies, with Nigeria and DR Congo set to lick horns, while South Africa take on Costa Rica away from home. THE PRICE OF AN AFRICAN FOOTBALLER’S DREAM F

ake agents and false promises trap budding footballers who seek overseas contracts to make a name for themselves. Saeed Osumar’s passion brought him from Ghana to Moscow after someone posing as a football agent five years ago had asked him for $2,000 to secure a contract with a Russian club. The amount was four times the annual minimum wage in Ghana. Osumar made his own way to Moscow, eyeing the greener pastures that apparently awaited him. Once he got there, the ‘agent’ disappeared. And so did the money. Tales like Osumar’s are not uncommon. According to an estimate by Foot Solidaire, a Paris-based charity working to increase the protection of young footballers globally, up to 15,000 young African footballers are taken abroad annually under false hopes – over a third of them head to Europe. ‘Stay patient and focused’ Twenty-six-year-old Nigerian footballer Stephen Sunday has developed an international career in Europe after a remarkable twist of fate. At 15, he was left stranded in Paris after a man who had promised him an overseas contract disappeared. After spending two months alone in France, he managed to move to Madrid, where some fellow Nigerian footballers helped him secure his first contract. He now plays in the Bulgarian top tier with CSKA Sofia. “My advice to young players would be to take one step at the time, to stay focused and not allow any agent to distract them from what they are doing,” he said. “One needs to give an agent two years [before trusting him]. If he really cares about you and wants the best for you and your career, he will stick with you and press clubs until he finds the right one.”

Many end up stranded in Europe, Asia, North America or the Middle East as they cannot afford to return or are too ashamed to do so. New rules Under the new Fifa rules - finalised in in 2009 and coming into effect on April 1, 2015 - contract negotiations between players and clubs are no longer facilitated by licensed football agents, but by ‘intermediaries’. Football agents were required to take exams run by their country’s football association before obtaining a license. The intermediaries are now asked to register by self-certifying they have an ‘impeccable reputation’ and no conflict of interest. A Fifa spokesperson said that the reform was conceived precisely to curb the ‘unacceptable practices’ that had arisen in the business. Players and clubs are now required to disclose to their football association the full details of each transaction an intermediary is involved in. “The new system should be more transparent, effective and simple to administer and implement, resulting in better and more efficient enforcement at national level,” the spokesperson said. Increased risk? Only up to 30% of international transfers used to be concluded through licensed agents when the reform was drafted, according to Fifa. But Foot Solidaire is concerned that scrapping of the licensing system will increase the risk of frauds and abuse. “It’s a catastrophic reform for the protection of players, particularly young ones, and especially in Africa,” Foot Solidaire founder Jean-Claude Mbvoumin said. This is because the new rules remove the independent vetting and scrutiny of those coming into contact with young footballers. Similar concerns have been raised by

Jake Marsh, head of training and youth protection, sport integrity, at the Dohabased International Centre for Sport Security (ICSS). “[The reform] opens players up to more forms of exploitation,” Marsh said. “We could potentially see more trafficking and it will become harder to investigate.” Marsh argues that football, and sports in general, should adopt more businesslike practices. “I don’t know of many other industries where intermediaries can self-certify their good character, where a broker isn’t properly vetted, regulated or has professional standards.” The Fifa spokesperson, though, stressed that the new regulations only set minimum criteria. Football associations can introduce any additional requirements they deem necessary to allow intermediaries to operate. The English FA, for example, has established that individuals representing minors need to provide a criminal record check from an official body to obtain specific authorisation. An ‘organised scam’ But many football associations will just comply with that minimum criteria, according to Marsh who added that criminal activity in sports has become increasingly sophisticated, which deepened the need for more scrutiny and guidelines. Academy and young players often publish their videos and provide contact details on social media in order to be noticed by scouts. And that is where fake agents often approach them. The criminals then offer the possibility of participating in trials.

“It is an organised scam but for a young talented player, the offer could look totally credible,” added Marsh. Agent Eby Emenike, who works in the UK, Nigeria and Ghana through her agency TBD Sports Management, has seen how convincing the tricks devised by rogue operators are. She has run workshops raising awareness among young players. “I have seen documentation [sent by fraudsters], for example letter-headed documents that are identical to the clubs’ logos,” she said. “The information on there is as it would be if it was a real letter.” Fake agents usually manage to extort sums between $300 and $3,000 for processing paperwork, paying for travel expenses, passports and visas, according to Emenike. Young footballers eager to leave Africa are also inclined to try their luck if they are given a chance, no matter how small, to realise their dream. He was 20 at the time. “I have now realised he probably wasn’t a proper agent. But I never checked. I never thought about doing some research, the only thing I thought was I was getting out of Africa.” He was able to return home and is

now training with a first-division club. But he is still committed to finding a way to leave, arguing that talent alone was not key to securing a major foreign contract. “People outside think football here in Africa is played on merit. In reality, it’s about who you know and can bribe. All the youth wants to travel abroad to play football. And that’s the reason the fake agents take advantage of.” Cracking down Fifa is committed to tackling this issue, according to its spokesperson, and protecting minors was a ‘constant priority’. For example, the new regulations prohibit the compensation of intermediaries involving players under the age of 18. Since 2009, Fifa has also mandated that a dedicated sub-committee approves all international transfers or registrations of minor footballers. Foot Solidaire’s Mbvoumin has urged Fifa to do more to raise awareness among youngsters in Africa, as he believes this is the main solution to eradicate the problem of fake agents. WILLIAMS’S Pitstop frustration rising

ob Smedley has admitted to growing frustration over the ongoing pitstop problems in grands prix that continue to blight the Williams Formula 1 team. Williams has encountered numerous difficulties with its pitstops this season, the most high-profile being during the Belgian Grand Prix when a medium tyre was incorrectly fitted to the right-rear wheel of Valtteri Bottas’s car among a set of softs. Head of vehicle performance Smedley has conceded the team was again slow with its stops in Japan, where Bottas lost fourth place to Kimi Raikkonen’s Ferrari in the final pit sequence. “We’re making some inroads,” said Smedley, with regard to the pitstop

situation. “We had slow pitstops for other reasons [in Japan] and part of that definitely helped Kimi to get in front of Valtteri as well. “We probably just weren’t quick enough to react to get that final set of tyres on and keep him behind. Very disappointing. “It is something we need to address. We can’t just erase it like that. It is something we do need to improve. “We have a fairly regular occurrence of one issue, which is the wheel nuts have been a little bit tight to take off. “But then in Japan we had other things which were thrown at us as well. “So as usual, there’s a tsunami of work to do after every race, it’s just this has been a slightly bigger tsunami.”

Predicts Tough Test In Pakistan

ngland spinner, Adil Rashid says the players have had a tough time getting used to the hot conditions in the UAE ahead of their Tests against Pakistan, but feels they’ll be well prepared when the first Test starts. But a best jump of 1.89m in Beijing was not enough to earn her a spot in the final in China although she believes she will be able to make the cut in Brazil. “The fact that Rio is on everybody’s radar has helped me get over Beijing much quicker because I had already branded this year as like a practice year and a year for learning and gaining experience,” said.

It’s probably even worse when you have to sit and watch the leaders come in to see if you made it. That’s what happened to Rob Oppenheim in the Web.com Tour Championship on Sunday. Oppenheim shot 67-67 on the weekend but sat just outside the top 25 on the money list. He’d have to get inside of it to earn his PGA Tour card (he’d already missed it in the regular season by less than $1,000). A late series of events moved him into T12 for the tournament and No. 25 overall. That, it turns out, was all the difference. ottenham are the latest Premier League club understood to be interested in Preston’s on-loan goalkeeper Jordan Pickford, according to a report. It is believed that the goalkeeper is Tottenham’s main transfer target in the January transfer window, following his good form for Preston North End. Pickford has been in great form so far this season for Preston, managing to keep three clean sheets in nine appearances despite the team sitting in the relegation zone in the Championship. Ozyakup, 23, has been excelling in midfield for the Turkish outfit and this has subsequently alerted the interest of Arsenal manager Arsene Wenger, who managed him whilst he plied his trade as a youngster at the Gunners.

Now, this news has certainly caused a few spilled pints here in the Tavern, as the price-tag for the Turkish international is £15 million, and this is pricey compared to how much the Gunners sold him for back in 2012! Our regular Arsenal fans here in the Tavern feel the club definitely need to sign a new defensive midfielder soon, and this could actually be a shrewd purchase from Wenger, as he has evidently developed and matured as a footballer since he departed the north London club.

ortsmouth starlet Conor Chaplin has been watched by scouts from both Derby County and Liverpool, a club insider from Portsmouth has confirmed to Football League World. The 18-year-old striker has attracted the interest of both clubs in the face of a few good performances in League Two. And despite only starting five professional matches so far in his career, the Englishman could be the subject of major interest from the two clubs in the near future. Chaplin signed his first professional contract at Fratton Park last year and has recently been offered a new threeyear deal with the fourth-tier club. But the lure of Premier League and Sky Bet Championship football may test the resolve of Portsmouth as they have a job on their hands to deflect interest from elsewhere.
