D

efinitely, no one would be surprised at the recent defence of Constituency Projects allowance by Speaker of the House of Representatives, Yakubu Dogara. Speaking in Billiri town, Gombe State at the launch of an empowerment scheme, Dogara posited that members of the National Assembly see constituency projects as the only way to attract federal presence to their constituencies. Even though he admitted that it was not the responsibility of lawmakers to execute such projects, the Speaker maintained that given the widespread poverty and hardship among Nigerians, it was imperative that lawmakers take upon themselves the task of reaching out to the deprived at the grassroots in order to ameliorate their situation. Since the return to democratic rule 17 years ago, the issue of constituency projects allowance has been at the crux of every disagreement between the Executive and the Legislature. Citing relevant provisions of the constitution, legislators claim sole responsibility for appropriation while insisting they have the power to alter, reject or even rewrite the budget. However, behind the veneer of this argument is the age-long battle between them and the executive over who should be responsible for the socalled constituency projects. For the avoidance of doubt, ‘Constituency Project’ is the term used to describe any project in a community that is nominated into a budget by a particular legislator. In contrast, any similar project nominated by a government agency or ministry for the community is never seen as a constituency project but a “budget project”. The often-touted argument of legislators to justify their hold on con-

stituency projects is that they are closer to the people and so know more of their pressing needs. Invariably, this is where we disagree. We believe that the constitutional duty of legislators is the making of laws for the good governance of the people and society. Therefore, we are repulsed at the sight of our legislatures turning themselves into contractors for the sole purpose of executing constituency projects. Even when they claim that they are not given cash for such projects, it is no secret that some legislators are also the contractors selected to execute their nominated projects. It is a fact that even when constituency projects are advertised as required by law, lawmakers have devised dubious ways of ensuring that only companies fronting for them or those belonging to their cronies are pre-qualified. Perhaps this explains why they devote more of their time running after contracts for so- called constituency projects. Even at that, evidences show that many of such projects are poorly executed, either uncompleted or even abandoned after full payments were made. It is time, lawmakers realise that Nigerians are not enamoured of their continued interest in constituency projects at the expense of legislative functions for which they are elected. All we see in the entire exercise is the overwhelming pursuit by legislators for personal monetary gains. Unfortunately, budgets for these projects are not only shrouded in secrecy but also are allegedly diverted by some lawmakers. That is why Nigerians are calling for outright cancellation of constituency projects or in alternative bring more clarity and openness to the process by publishing what each lawmaker gets and for which project.

is the value of human life in Nigeria? This is the question that stares at the face each time Nigerians are mowed down needlessly by security forces during confrontation across the country. Just on Monday, June 30, 2016, no fewer than 30 members of the Indigenous People of Biafra (IPOB), Biafra Independence Movement (BIM) and the Movement for Sovereign State of Biafra (MASSOB) were allegedly killed in Anambra State by security forces, portraying how cheap human life has become in Nigeria. The deceased were among IPOB, BIM and MASSOB members who were commemorating the 49th anniversary of the declaration of Biafra Republic by the Late Dim Chukwuemeka Odumegwu Ojukwu. Aside those killed, several other members of the pro-Biafra groups were injured during the clamp down by the security forces in Anambra State. Over 50 of them were arrested by the military and taken to their 302 cantonment in Onitsha, the commercial city of the state. The clamp down on the proBiafra groups also took place in other South East states, with police arresting 320 MASSOB

members in Ebonyi; 50 in Owerri, Imo State and 40 in Nsukka, Enugu State. Expectedly, the Nigerian Army, on Tuesday, defended the action of its personnel, saying they shot the pro-Biafra protesters over “unwarranted attack, breach of peace and creation of wide spread panic, tension and apprehension”. The police also defended the role of its personnel in the clamp down of the pro-Biafra groups, following this up with the arraignment of those arrested in Ebonyi State on Tuesday. From any angle incident is looked at, it is clear that the deaths could have been avoided if the security forces had not employed lethal weapons in their confrontation with the pro-Biafra groups. Though it is the constitutional responsibility of security forces to ensure that there is no breach of peace by individuals or groups, the pro-Biafra groups inclusive, they should realise that the killing of the pro-Biafra members was needlessly. The incident does speak well of them. Our security forces should emulate their counterparts in other climes who employ non-lethal weapons to quell protests. This way, our security forces will be able to minimize if not eliminate the fatalities that always trail confrontation with protesters.

Anyanwu has been appointed as the acting Auditor-General of the Federation. Her appointment was approved by the Federal Civil Service Commission (FCSC) on Tuesday, June 7, NAN reports. This was contained in a statement issued by Olawunmi Ogunmosunle, the Chief Press Secretary, Office of the Auditor-General of the Federation in Abuja. The Secretary to the Government of the Federation (SGF) had directed the FCSC to appoint the most senior director as Auditor-General in acting capacity, pending the appointment of a substantive auditor-general within three months. The Auditor-General for the Federation, Samuel Ukura has reached the mandatory retirement age. Before her appointment, Any-

anwu was the director of audit in-charge of Legislature, Judiciary and Security Agencies Department of the Office of the Auditor-General for the Federation. Anyanwu, who joined the OAGF in 1984 as Auditor 1, and became Director of Audit in 2011 has more than 32 years’ experience as a professional auditor. “She earned her membership of the Association of National Accountants of Nigeria in 2004 and was conferred a fellow in 2013. She is also a member of Chartered Institute of Taxation Nigeria, 2011, and Nigeria Institute of Management in 2004,” the statement read. Anyanwu was appointed due to the retirement of Samuel Ukura, who attained the mandatory age of 60 years on June 5, 2016. Ukura, who was appointed in 2010, was born on June 5, 1956.

lam Nasir El Rufai has commended his Imo State counterpart Owelle Rochas Okorocha for his foresight in joining the All Progressives Congress (APC) as his swift move saved South East zone from being forgotten in decision making of the nation. El Rufai, who was speaking at an event organised to mark five years of Okorocha’s administration in Owerri, the Imo State capital, on Tuesday, noted that had Governor Okorocha failed to join the APC at the time he made that decision, South East would have relapsed into “useless opposition.” Said he: “Governor Okorocha was among few political leaders that saw tomorrow, he broke away from the whole and had courage to recognise that other party was dying and just waiting for its funeral and that the future is in the APC, I think the entire people of South East should be grateful to Rochas Okorocha because without him, the South

East would have gone into useless opposition.” According to him, “it takes patience and courage to do what Governor Okorocha did. This is why I have great respect for him.” He commended Okorocha and his commissioners for transforming the state, adding that with his numerous achievements dotted across the state, it was not in doubt that the governor had worked, saying that “I am also encouraged that most important ministries in the state are headed by women. Every ministry is important but there is nothing as important as education, health and infrastructure which women occupied.” The Kaduna State governor also thanked the APC leadership particularly the National Chairman, Chief Odigie John Oyegun for being patience with some of them who are first term governors saying the party and people did not make mistake electing them as governors, assuring that they would bring much needed change to the people.

Also speaking, the Bauchi State governor, Alhaji Mohammed Abubakar expressed happiness for the rapid transformation in Imo State, saying that he would replicate achievements he had seen in the state in Bauchi. While presenting a certificate of occupancy to Governor Okorocha for the construction of Rochas Foundation College in Bauchi, Abubakar noted that Okorocha was one of the most performing governors of APC. Earlier, Chief Odigie Oyegun said that though the state had been transformed but noted that it was not yet uhuru, advising the people to concentrate more in supporting the governor for more transformation to take place in the state. Governor Okorocha in his appreciation thanked God, Imo indigenes including security agencies, APC leaders among others, for supporting in these past five years, adding that he was there for the glory of the job not for profit making.

The meeting was also believed to have discussed the way forward in resolving the knotty issue of the current agitation by militant groups in the oil rich region. President Muhammadu Buhari had threatened in his Democracy Day nationwide broadcast last week that the militant groups whose activities were disrupting oil production would be brought to book. But the Federal Government recanted on Monday when Osinbajo announced a cease fire to allow for meaningful engagement with leaders of the oil producing communities. Briefing State House correspon-

dents after the meeting, Delta State Governor, Ifeanyi Okowa said, however, that the meeting resolved to have the ongoing military operations in the region distilled, while the communities would be engaged. “We have also agreed that there is a need to distill military operations directly in communities, but the military needs to actually remain on our waterways to ensure that we adequately man the waterways itself while we engage the communities and that engagement process is starting any moment from now.” Okowa also disclosed that the security chiefs briefed them on the situation in the region while the governors also shared their perspective and they agreed on intelligence sharing on the situation, going forward. “We governors of the oil producing states, security chiefs and min-

prayer, noted that President Buhari was presently not feeling well and has been flown abroad for treatment. President Goodluck Jonathan has revealed how $20 billion in the excess crude oil revenue account he inherited at the inception of his administration was reduced to about $2 billion when he left office on May 29, 2015. During an interview programme with Bloomberg TV, Jonathan pointed accusing fingers at state governors who he said forced the federal government to withdraw from the reserve fund to augment revenue allocations from the federation account. “At any time the earnings (from oil) dropped, the governors would insist that there is no place in our laws that actually say that the Federal Government should keep the reserve,” Jonathan said. “They always insisted that a part of it (excess crude revenue account) should be brought.” He said there was a misconception about the excess crude account, pointing out that while some felt it was a reserve fund for the rainy day, others said it was fund that could be drawn from in times of economic difficulty. “Yes, it is also part of our own reserves. But, when I was there, I tried to make a special fund called a Sovereign Wealth Fund, so that it would not be easy for one to take from there,” the former president said. On the diversification of the economy away from oil, the former president said his administration did “very well”, particularly in encouraging manufacturing and industrialization as well as agricultural development, which he said got to its peak within the five years he was in power. He spoke of the agriculture transformation agenda of his administration, which he described as not only the best since the history of the country, but also one that received global acclaim.

Governor of Kogi State, Alhaji Yahaya Bello, on Tuesday, recorded another victory, as the Kogi State Governorship Election Petition Tribunal, sitting in Abuja, affirmed his election and dismissed the petition filed by former governor Capt. Idris Wada. The tribunal had on Tuesday dismissed the election petition filed by Hon. James Faleke the running mate to late Prince Abubakar Audu for same reasons. Wada the immediate past governor of Kogi State had prayed the tribunal to nullify Bello’s election and declare him winner, as he claimed that Bello did not score the majority of lawful votes cast at the November 21 and December 5, 2015 supplementary election. Resident doctors to begin nation-wide strike tomorrow

language expert, Mr. Zuwaqu Bonat, who is also the Co-ordinator, Conference of Autochthonous Ethnic Community Development Association (CONAECDA), has said that Nigeria was also rich in language, and not just oil. He noted that out of 7, 000 languages in the world, Africa was blessed with 2,000 of which Nigeria had 500. Bonat stated this at a twoday workshop tagged: “Minority Languages Development Programme and International Strategy”, held in Jos.

He said that 50 percent of the world languages would go extinct at end of the 21st Century, and that the minority languages were in danger of going extinct, as they were relegated even by the ethnic groups that are supposed to speak and teach them to the young ones. He lamented that out of 500 spoken languages in Nigeria, only Hausa, Yoruba, Igbo and English are recognised as official languages, while other languages are not recognised, despite the fact that the minority languages constituted 40 percent of Nigeria population, he said.

“That means that when you put minority language together they are greater in number than any of the major languages and yet their languages have been ignored,” he observed. According to him, minority languages were facing various challenges that were causing their gradual deaths, if something urgent was not done. He said that languages were not used for academic instructions neither were they used as subjects in schools, adding that they were not used in daily writing and reading like the major ones. Excerpts: Ten years after, would you say the objectives have been achieved? I think that as a body, the South-East/South-South Professionals of Nigeria (SESSPN) has come a relatively long way. We had our ups and downs; we are not there yet, but the good thing is that we have made good progress. For me, the most important progress we’ve made within the period under review is trying to get most of our people to focus on what we need to do to make our region the best it can be. For instance now, we have a 20-year development agenda to turn the South-East/South-South region into the most developed place in the country once it is ratified by the different stakeholders which

We don’t subscribe to the idea of calling the militants or agitators terrorists. In saying this, we are not saying that there are no criminal elements that will use the cover of injustice to perpetrate crime. This is why we are trying to encourage all the parties especially the government to do what is right and that is to provide an enabling environment that will make it easier to deal with the criminal elements in this issue. This is because if a people get the idea that their own government, either by body language or direct actions see them as conquered people or people who do not belong, then it gives room for people to do all sorts of things. The perception is that the current government is anti-SouthEast/South-South. We can shout and say, no, Mr. President is fair, but the perception in the SouthEast and South-South is different. We know that Mr. President is a fair man, but we want action to speak louder than words. That’s why we believe that in the dialogue that the government is considering to engage with stakeholders in the Niger Delta, there should be milestones on certain things that needs to be done that will be fair and just to the people of the South-East and South-South. Once this happens, stakeholders like us will be in a position to ask those in the re-

gion who feel agitated to trust the government that they mean business. But such trust can’t be in a vacuum and that is the essence of the dialogue. So, in the dialogue that government is planning, let’s have short term, medium term milestones that will encourage those in the region who feel aggrieved rightly or wrongly the chance to trust the incumbent government. Violence doesn’t do any good but of course you can’t beat a child and expect him/her not to cry. What’s your take on the way security forces particularly the military handled the proBiafra protests in Onitsha and other cities across the South East recently? The way the military handled the demonstration by pro-Biafra groups in commemoration of the Biafra Day was unfortunate. To know that lives were lost in the confrontation saddens me. The loss of lives could have been avoided if the security forces had shown more restraint in the use of lethal weapons. Let me say however that Biafra is just a name and those who want Biafra should define what they mean by it. If by Biafra, they are looking for a place where they will get equity, justice and freedom, the question to ask is: are they are not getting that in Nigeria? Do Nigerians not want

Having said that, let me say that in a democratic setting such as we have presently in Nigeria, people are free to agitate for what they believe is in their interest as well as protest and this right should not be abridged under any circumstance. It is for the government and other stakeholders to engage those agitating or protesting in such a way as to avoid violence and loss of lives. If such people behind the agitations or protests including pro-Biafra groups are engaged, it is possible to show and convince them that they could realise their aspirations of a place where there is equity, justice, freedom, etc, in Nigeria without necessarily separating from it. I think people agitating for Biafra do so because they think that they are not getting equity, justice and freedom in Nigeria but if you show them that they can get these and much more in Nigeria, they would not hesitate to drop their agitation. People are not agitating for Biafra to go to a place that they will die, have no food, no justice, equity and freedom, rather they are looking for a place where there is equity, justice, freedom. If you give them these in Nigeria, I’m sure most of them will not mind dropping their agitation.

Kogi crisis: Reps summon Bello, Buratai The House of Representatives on Tuesday summoned Governor Yahaya Bello of Kogi and the Chief of Army staff, Lt.Gen. Tukur Buratai sequel to the deployment of armed military men to the state assembly. This followed a motion under matters of urgent public importance moved by Rep. Chukwuemeka Ujam (Enugu-PDP) which was unanimously adopted. Ujam had said that on May 31, masked armed men invaded the Kogi House of Assembly premises, shot into the air in an attempt to intimidate members from carrying out their legislative functions alleging that the armed military men were in company of the security details and escort of the governor. The lawmaker expressed worry that the governor in defiance of the resolution of the National Assembly continued to patronise a group of five assembly members and has forwarded the list of commissioners, special advisers’ nominees and the Appropriation Bill to them for approval. Ujam expressed concern that if the impunity was allowed to

continue, the crisis rocking the assembly may result into anarchy and breach of security as well as threat to lives and property. Speaking at the end of Tuesday’s proceedings, Umar said that journalists misrepresented the tribunal’s position when it could not sit following the prosecution letter of request that resulted in an abrupt

adjournment without fixed date. He said that “journalists should be punished” for misrepresentation and publishing falsehood that the tribunal had gone on an indefinite adjournment, saying “it is a criminal offence.” Umar said that his position was informed by the publication in some newspapers last week that the tribunal had adjourned the trial of the Senate President Sine-die (indefinitely). Apparently angered by the publication, the CCT Chairman accused journalists of practicing irresponsible journalism that is in bad taste for him and for his tribunal. He said: “If I have my way, I would

The command also arraigned him on Tuesday at a Magistrate Court in Ilorin. According to the First Information Report, obtained by journalists in Ilorin, Shuaib’s sister, Sherifat Hammed, reported on May 10 to the Osi Police Station that her brother had not been seen since May 6. The FIR further said Hammed also reported that she suspected Tosin, adding that her elder brother, told her that when he was sick, he gave Tosin his Automated Teller Machine card, based on trust, to be withdrawing money from his account at UBA on his behalf.

PMB, APC: Of Magic, Chaanji and Chains

his is not an assessment of the first year tenure of the author and finisher of body language or how APC has so far fared in power. I have been working on this article for a long while but things have been happening in such a fuzzy pattern with inherent confusion and incredulity that it had been impossible to be on track. This is because while you are writing one line, another confounding event would throw the whole thing into disarray. Last week, Femi Adesina declared that it was mendacious for anyone to claim we were (are) suffering. When Professor Ilesanmi disagreed with him, Adesina crowned him the wailer in chief! It has been in the character of our presidential spokespersons, to insult anyone who questions the way our affairs are being run in a supposedly democratic government. The president’s men think they do him a favour by attacking anyone who disagrees Buhari. No democracy can survive if the citizens do not look critically at their government, and voice their concerns... Attacking someone for the mere sin of being critical of the government is a tactic used only under dictatorships. James Baldwin insists on the right to criticise America perpetually because of his great love

for her, while Elbert Hubert reminds us that it is a proof of greatness to be able to endure criticism without resentment. Even the Bible says that when you reprove a mocker or the wicked, you attract dishonour and contempt but when you rebuke the wise, he will love you for it because he grows wiser and gains more (Proverbs, 9:7-9). For those who believe that it is sinful to criticise Buhari, Roosevelt in 1908 told them, that “patriotism means to stand by the country, not to stand by the president, expect to the degree in which he himself stands by the country”. Jefferson while proclaiming dissent as the highest form of patriotism declares that ‘It is our duty, to question everything that can possibly be questioned, look into matters that involve us and every law or policy affects us… not to question the president would make him a dictator’. Roosevelt concured that embargoing any criticism of the president, is ‘unpatriotic, servile, and morally treasonous’. Adesina and co, should face their duties squarely; scan the media, gauge public opinion and pass on to their principal, correct wrong impressions where need be and collect the estacodes that accrue to them as they gallivant with PMB. Attacking those who have contrary spirits does not do PMB or APC, any good.

APC stalwarts have responded in diverse ways since they realised the wide gulf between opposition politics, propagandist campaigns and governance. They have introduced body language as an instrument of governance and blamed GEJ for everything, including the sorry state of the Naira and fuel price hike. They denied most of their documented promises. However, are their denials proper? On 28/7/15, Tinubu while welcoming PMB from his ‘successful’ US trip, authorised us to attack the President if he didn’t perform in 100 days(it’s 366 days now) On 14/3/16, Governor Abubakar of Bauchi State wailed that it was unfair to judge APC in just 9 months and asked us not to expect magic. On 8/3/16, Femi Adeshina declared that PMB promised change while Nigerians were clamouring for magic. Just the other day (23/4/16), Amaechi declared that they never promised magic. I want to state unequivocally that PMB and APC actually promised magic expressly and impliedly during the elections. Magic (also sorcery or trickery) entails the use of rituals, symbols, gestures and language to present things that are not as if they were. It is also the art of creating illusions or conjuring by the use of deceptive devices; performing tricks that seem impossible, too wonderful to be real

joke making the rounds currently postulates that Muhammadu Buhari’s promise was to put Nigeria in “chains”, and never to bring about “change”. The joke explains that the confusion emanated from Buhari’s crude pronunciation, which makes the word chains to sound like change. Certainly, all the economic indices point to a country in chains. The pain is everywhere. In the first quarter of 2016, the stock market dropped 17.6%, losing N1.2 trillion in capitalisation. The Gross Domestic Product (GDP) is down by about 50%. Direct Foreign Investment dropped from $8.9 billion in 2014 to $4.9 billion in 2015, and the Naira’s fall from 150 to 1 dollar in 2014 to 300 to 1 dollar today is the weakest the Nigerian currency has been in living memory. There is a shortage of electricity supply. The consistency of petrol supply is still in question. There is shortage of water, and the price of essential commodities has doubled. Not only are Nigerians not living well; they are losing their lives. In a real democracy, Buhari’s statement that his concern is for the constituency that voted 97% for him

and not that which gave him 5% support would be enough to start impeachment proceedings against him. This statement that is on record, has nullified the laudable claim he made in his inaugural speech. By words and actions, he has shown that he belongs to northern Nigeria, the constituency that gave him 97% support. Moreover, 27 out of president Buhari’s first 34 key appointments including the secretary to the government, the chief of staff, the head of department of security services and the chairman of Independent National Electoral Commission are from the north. Meanwhile, Fulani herdsmen continue to terrorise farmers and landowners across the south. Rather than prosecuting the herdsmen, Buhari is proposing to reward them by establishing ranches across the country with federal government funds. President Buhari demonstrated a blatant disregard for the law when he refused to release Dasuki from detention even after the courts had granted him bail on health grounds. A similar fate befell Kanu, accused of promoting seccession under the umbrella of IPOB Buhari’s illegal methods of pursuing alleged illegality has not gone unnoticed by the international community. Amnesty international has pointed out several cases of human rights

abuses, and the United States and the UK, one-time staunch supporters of the president have both expressed their dismay at his disdain for the rule of law. In Washington Times of 18 November 2015, Bruce Fein argued that by flouting Justice Ademola’s order to release Dasuki, the president has fatally compromised judicial independence, and is threatening to destroy the growth of democracy in Nigeria. On their part, the British are upset that Buhari’s government has diverted hundreds of millions of British foreign aid funds to tackle his political opponents. Writing in the Telegraph of 12 April 2016, the Newspapers Defence Editor, Con Coughlin, charged that as a result of Buhari’s failure to properly address the Boko Haram issue, the terrorist group continues to ravage the north East of Nigeria, and has now become the world’s deadliest terror organisation. Shortly after election as president, Buhari had referred to ministers of the Federal Republic as ‘noise makers.’ For nearly six months, all areas of the economy from education to health and agriculture were at a standstill When ministers were eventually appointed, he would proceed to treat them as outcasts. Without ministers to report to the ministry, directors took

He emphatically declared that APC had over promised and would under deliver in office. Unfortunately, that is exactly where we are today! While the president has no direct influence over the price of oil, and the strength of the naira however, he could if he had the intellect fulfill some of his promises such as providing free school meals and paying five thousand naira monthly welfare benefit to unemployed youth. Then the president has divorced himself from these promises. According to him, those notions came from the APC, and not from him. The Executive Secretary, National Commission for Colleges of Education (NCCE), Professor Monday Joshua, who made this known in Abuja, while presenting accreditation certificates to some

successful Colleges of Education, said all the newly approved colleges met minimum standards and requirements set by the Commission. He listed the Colleges as Oswald Waller College of Education, Shendam, Plateau State; Pan African College of Education, Offa, Kwara State; Diamond College of Education, Aba, Abia State and Bilyaminu College of Education, Dass, Bauchi State. He also disclosed that the ongoing programmes accreditation of Colleges of Education in the country was on course, adding

that eleven (11) Colleges have so far scaled the Commission’s accreditation hurdle and were accordingly issued with Accreditation Certificates. He recalled that when he assumed office, one year ago, as Executive Secretary of NCCE, one of the greatest challenges in the system was that a lot of programmes in the NCE-awarding institutions were unaccredited for about a decade. Joshua, who noted that there was no way the quality of teachers produced by the Colleges could be improved without strict regulatory oversight, added that programmes and institutional ac-

creditation were a core mandate of the Commission as part of quality assurance. He, however, disclosed that out of the 12 Colleges of Education visited for the accreditation so far, one (1) of the institutions has been closed down by the Commission for having obtained Denied Accreditation in nine (9) programmes run by the College. The NCCE boss further explained that the affected college was running 10 programmes and unfortunately only one of the programmes obtained Interim Accreditation, saying the institution lacked basic teaching and learning infrastructure as well as

inadequate qualified teachers to teach the programmes it claimed to have offered. He said based on this dismal report by the Accreditation Panel to the College, the management of the Commission had to closed down the institution while arrangement was made to transfer the students to other Colleges. Meanwhile, a total of 64, 432 backlog of Nigeria Certificate in Education (NCE) Certificates have been released to students who graduated long time from some of the Colleges but were unable to get their Certificates, a statement from the regulatory agency stated.

Mixed reactions trail scrapping of Post-UTME Iniobong Iwok Stakeholders and candidates have expressed divergent views on the decision of the Federal Government to stop the conduct of Post-Unified Tertiary Matriculation Examination (Post-UTME). Speaking to Daily Times in separate interviews, they stressed that the advent of the exam was to check poor quality of candidates and eliminate fraud in the admission process, adding that the Federal Government decision would further compound the problem in the admission process. While others were of the views that the exam has not solved the problem it was created for but rather helped in exploitation of candidates. Reacting, Chairman, ParentsTeachers Association (PTA) of Federal Government College (FGC) Ijanikin-Lagos, Barrister Aina Emmanuel, said scraping post-UTME would add further problems to the admission pro-

cess, adding that post-UTME has helped to sanitise the education sector. He described the decision to scrap the exam as hasty, noting that relevant stakeholders should have been consulted before it was taken. He said: “It is a wrong decision, we all know the reason why postUTME was started. They should look at this, if there is any if need be for review, relevant stakeholders should be consulted. It would not do us any good. I’m not doubting the credibility of JAMB exam, but we have seen what is happening all these years. National Pension Commission (PenCom) has denied allegations contained in a petition before the House of Representatives to the effect that, in 2011, it illegally appointed an interim management board for a Lagosbased Pension Fund Administrator (PFA), First Guarantee Pensions Limited (FGPL). The petitioner, Mr. George Ozodinobi, who is laying claim to the chairmanship of the board of FGPL, had on April 14, 2016, in his petition, now before the House Committee on Public Petitions, accused PenCom of constituting the said interim management team, in breach

of a subsisting order of the Federal High Court. Ozodinabi further alleged that PenCom had continued to undertake many unlawful actions – including lack of transparency in the management of the FGPL for nearly five years, failing to hold annual general meetings, failing to publish audited accounts, not filing any annual returns with the Corporate Affairs Commission (CAC) as demanded by law and not paying any dividend, as well as managing the company in a manner that had resulted in the significant loss of its market shares. But, in a 47-page rebuttal, dated June 2 and addressed to the House, PenCom is accusing the petitioner of

fraud and impersonation, declaring that it had never, at any given time, approved his name as that of the chairman of First Guarantee Pensions Limited (FGPL) as he claimed. PenCom informed the House Committee on Public Petitions that it hadn’t disobeyed any court order or ministerial directive as was claimed by the petitioner, adding that the decision it took was to safeguard the integrity of the company, protect shareholders investment and pensioners’ assets. The commission disclosed that its regulatory intervention in FGPL had been on since 2011 and had traversed from civil litigation to criminal proceedings.

Silent Ride ÏÏÏ It’s a Sunday after-

noon. Morenike’s sitting on the balcony. She’s expecting, Dejumo, her brother who comes straight from Church to see her. Every week he comes to have Sunday lunch with her. She hopes he’ll stay much longer with her today and not rush off after the meal as he often does. She wonders where he rushes off to for she knows he doesn’t go straight home. He says his wife, Omowunmi, spends the whole Sunday doing the Lord’s Work - from Church she makes prison visits, from there to house fellowships. She doesn’t return home till about 8p.m. He arrives with her favourite bran bread in one hand and a pack of bottled water in another. He’s so caring, this brother of hers! Pity he’s married to an unresponsive wife. He invites her out. He says he’s come to take her to the new shopping mall. It’s his dream to own a mall. He wants her to see the latest mall in town. He wants her to go on the escalators. She lives in Lekki. The new mall is in Ikeja, quite a distance from where she lives. In fact, Ikeja is the other side of town. His driver doesn’t work on weekends so he’ll drive the long haul

to and fro. She starts talking about the long drive but he cuts her short. It’s Sunday, so that’s no ‘biggie’. She goes in and freshens up. In the next 10 minutes they’re on their way - Ikeja straight, no diversion. On the way, he says he wants to invite a friend and her baby to join them on the ride to Ikeja. He’d promised to take them as well so he’d kill two birds with a stone. He’s busy during the week - his official workload is so heavy that he rests all day on Saturdays. Sunday is his real free day. He’ll pick his friend and her baby in Surulere. She doesn’t mind at all. After 20 minutes of driving, they get to Surulere where the friend lives. He gets out of the car. He tells his sister he won’t be long. About five minutes later, he comes out with his friend and her baby. He carries the baby while his friend carries the baby’s chair. He introduces the friend as Chioma. Chioma kneels down to greet the older woman. She then puts the baby’s chair on the back seat. He gives the baby to Chioma who, with the baby in her arms, gets into the back of the car and takes her place next to the baby’s chair. She sits behind his sister. The

older woman looks back and says hello to baby. The baby looks familiar to her. But it’s the first time Morenike’s meeting the mother. They’re on their way to the new shopping mall in Ikeja. The journey is carried out in silence. Even the baby’s quiet. The journey from Surulere is smooth till they get to Maryland where they’re in traffic for 15 minutes. Morenike doesn’t want to imagine how horrendous traffic will be at that spot during the week. After many turns and manouverings, they arrive at their desti-

They say ‘be careful of what you wish for’. For yonks, PMB had been dreaming of being the captain of the vessel called Nigeria. Turn by turn the captaincy was rotated. It eventually got to him a year ago. Captains before him - especially the most recent - almost made the vessel capsize. The vessel didn’t have an even keel socially, economically and politically. The people who feared drowning, cried out and PMB heard their voices. PMB assumed the captaincy of the vessel and hoped to make it stable. But it hasn’t been smooth sailing for our captain. The vessel he’s piloting is constantly passing through muddy waters. Sometimes it rocks and other times it tilts. PMB holds on tight to the steering wheel. From time to time, he consults the compass to tell him the direction. Some other time he listens to the people. As the vessel is gaining stability another problem starts. The problem is now with the captain who’s having discomfort in his ears. This discomfort is quite different from that which one feels when water enters one’s ears. Lord knows we need to hear our captain’s voice just as he also needs to hear ours. That’s why we beg the Most High to lend his ears to us and heal our captain’s ears. Shalom!

When you talk about traffic in Lagos, it’s as daunting as the power situation in the country. The Chief Executive Officer of Lagos State Transport Management Agency (LASTMA), Retired AIG Chris Olape was guest recently to veteran news and public affairs analyst and broadcaster, the indefectible Jones Usen on the celebrated radio talk show, Kubanji Direct recently. GOD’S COVENANT SNR presents highlights of the intriguing one-hour nationwide interactive dialogue.

Acknowledging that his job is daunting though not insurmountable, the general, sounding rugged and fit as fiddle, started with some of the aches he inherited when he assumed office. “Yes I inherited a LASTMA that was looking abysmally very low in discipline with lots of allegations of corruption; that is, indiscipline borne out of not really carrying out the dictates of

And also to enamor the PEED (Public Enlightenment Education Department), to step up their conduct by taking the enlightenment campaign to garages, bus-stops, schools, universities and catching the young ones in the nursery schools in our drive to enunciate, inform and educate members of the public more than ever before: that is in the template. “And also I instituted a very strong security team made up of a combination of LASTMA and Policemen to go on surveillance for anti-corruption crusade and that is really biting deep into the system.” LASTMA in anti-corruption crusade? How do you mean? “This unit would be looking out for those who are corrupted by members of the public or corrupting members of the public as the case may be, and those LASTMA officials who are not properly dressed and derelict to duty. In this template is a very vibrant team ably led by a Provost-Marshal which I instituted to try and dismiss anyone caught breaching the laws.” When you try and dismiss, is that enough punishment, do you think? “The normal template is you try, dismiss from service and take them to court. Section 98 of the Criminal Code is just waiting for any erring LASTMA man to be dealt with.” On twitter, Gabriel Agulimen asked to know why LASTMA officials ignore the menace of okada riders even on roads they are prohibited from plying. Delta has just established one, for example; we were called to come and train them; Sokoto and Kano have tapped into the template; the states are watching and emulating Lagos, so I disagree with Solomon.”

And we must give it to Governor Akinwunmi Ambode who is doing his best to ensure that every other 100/200 meters you have a foot bridge. I think that is good and overtime, we will be able to cover as many places as possible.” That could reduce traffic robbery cases, do you think? “In a way, yes, but more so, this is going after those who are corrupt and corrupting members of the public as the case maybe; and those LASTMA Chaps who are not properly dressed. are derelicts to duty so they go after them and so we have in the template this very vibrant team ably led by a Provost Marshal which are instituted to try and dismiss anyone caught or found guilty. During rush hours in Ojota with just one pedestrian bridge, is encouraging robbery and pick pocketing. What are commuters expected to do? “Well for now, since that’s an expressway, Zebra Crossing cannot work there; traffic there is free flowing now, but what we can introduce is, put surveillance men in mufti, to patrol that area to curb the menace of crooked people and petty robbers. So that will be brought to the notice of the commissioner of police to place surveillance on the pedestrian bridge.”

Poor governance, bane of transportation in Nigeria - Amaechi Benjamin Omoike

of Transport, Chibuike Rotimi Amaechi, has identified poor governance as the bane of transportation development in the country. Amaechi, a keynote speaker at the maiden edition of the lecture series organised by Lagos Traffic Radio, with the theme; “Migrating Workforce: The Challenges of Mass Transportation”, on Tuesday at the Blue Roof LTV 8 Compound, Agidingbi Road, Ikeja. The Minister said that he was happy to be Transport Minister under President Muhammadu Buhari, because he was a man who was very interested in and committed to revamping the transport sector and that he (Buhari) always accorded him audience whenever he had cause to discuss matters relating to transportation with him. According to him, “The problem of transportation in Nigeria is that of poor governance. Experts also posit to this fact and I’m sure we all agree with them. That is why policies are important. Before now, government had monopoly on the sector but today a lot has changed as there is private- partnership participation. This has opened up the sector for better growth and development. “Inefficient means of transportation impacts heavily on produc-

tivity and that is why, at the Federal level, what we have done, and are still doing, is to adopt a threepronged measure to revive the sector. First, we have started the audit of the maritime sector. Secondly, we have started the revamping of the National Shipping Line, which is going to be managed by private partners. Thirdly, the railway from Lagos to Ibadan is top priority and this will be delivered in two and a

half years from now,” he said. He said the Federal Government had decided, as a part of its radical approach to turn the fortunes of the sector around, to concession the airports in Lagos, Abuja, Port-Harcourt and Kaduna, so as to encourage private participation. He added that the Federal Government would adopt best internationally-acceptable standards and practices in all the reforms being

put in place. Amaechi said his ministry had made tremendous progress, one of which was that the Transport Commission Bill and the Railway Corporation Bill had been sent to the Senate. He said that both vital bills were at present, being deliberated upon in the Upper Chamber. These, he said, would soon be followed by the Port and Harbour Bill, which would be presented to the House.

Antai alleged that, “He (Uwaje) broke into the office of the president without due process, adding that the annual general meeting is where members of the society takes its decision and decide on matters governing them but unfortunately he (Uwaje) refused to adhere to the order”. According to him, “Ifeanyi Uwaje is just an ordinary member of the Co-operative”. They came to inspect “NFF facilities” and were also slated to visit the federation’s permanent office, the Sunday Dankaro House in Package ‘B’ of the National Stadium complex. Giwa had stormed the NFF premises last Friday with a writ of execution which he claimed to have obtained from the Federal High Court in Jos, a development which caused a mild drama at the ‘Glass House’. Reacting to the development, chief press officer of the Amaju Pinnick-led NFF Ademola Olajire, in a statement on Monday, dismissed Giwa’s writ of execution, which he claimed did not originate from the Federal High Court, Jos. In the statement, Olajire quoted the Registrar of the Federal High Court, Jos, Nasiru Gusau as saying: “We did not issue any writ of execution on this matter. What you are saying is strange to me.” But Giwa has insisted he was issued the writ of execution by the same court. “I am a law-abiding citizen of this country. They said the court didn’t grant us that order but I approached the court for an execution of the order,” he stated. “And to the glory of God, the court signed a writ of execution.” It seemed the crisis would eventually be resolved when both Giwa and Pinnick appeared before the House of Representatives Committee on Sports last Thursday and agreed to work on a compromise.

There is palpable panic among regular and contract staff of Skye Bank Plc as the management of the financial institution has shortlisted names of three hundred employees under its workforce to be sacked. A source from the bank told our reporter that the measure was in line with the present economic realities in the country. The source also hinted that those mostly affected were workers who had engaged in one professional misconduct or the other. Our reporter gathered that staff affected by the sack tsunami were in the senior, middle and lower cadres. We also gathered that some staffers from various branches of the bank across the country were affected. However, some of the affected staff, according to the source, are yet to receive their sack letters, while others are still puzzled over the unfortunate incident. One of the affected staff of the bank who did not want his name on print said that he put in twelve years in the bank only to be shown the back door after serving the bank meritoriously. He added that he was still awaiting details from the bank’s management as no form of compensation was detailed in the letter. He stated further that after waiting for a while without a word from the management,

he was prepared to enter into a legal battle against the management of the bank. When this reporter visited Skye Bank branch along Enugu-Onitsha Expressway, Uga Junction, Onitsha, there was unusual calm in the branch as

workers wore long faces for fear of the unknown. The situation even became tense in the branch when it was learnt that the branch BSM was affected by the sack having received his letter of termination of appointment. The mass sack in the banks

NDE seeks endowment fund to tackle unemployment Joy Ekeke The Acting Director General of the National Directorate for Employment (NDE), Kunle Obayan, has canvassed the need to urgently establish a National Employment Endowment Fund to tackle unemployment in the country. He explained that the Fund could be funded through levies, tariff on import, among other taxes, adding that such fund could be tapped into to empower the youths. The DG who disclosed this during a media interaction in Abuja, said that the NDE is working with the National Assembly to create the endowment fund so as to increase job creation for the teaming unemployed youths. The NDE boss said with the increased support to the Directorate by the Buhari-led administration, the Directorate intends to continue with training and settlement of trainees. He added: “There were parallel efforts by past governments to generate employment which has taken funds from the NDE. FG to continue deliberations on ECOWAS/EU trade agreement Charles Okonji The Federal Government has stated that it would continue to encourage deliberations within the country with regards to its stance on the Economic Partnership Agreement (EPA), between ECOWAS and the European Union. Professor Yemi Osinbajo, Vice President, who disclosed this at the just concluded Dakar meeting of West African leaders, where he represented President Muhammadu Buhari, noted that there are ongoing negotiations with the Manufacturers Association of Nigeria (MAN) and some other key

economic players about the trade treaty. Osinbajo noted “We understand some of the terms of this agreement are capable of restricting their (manufacturers) trading activities and we would not want this to happen. It is equally important that as we make the decision, we take into consideration the concerns of these critical stakeholders and tread cautiously.” He pointed out at the meeting which ended late on Saturday that Nigeria is yet to fully endorse the agreement because of these concerns, adding that the federal government will continue to engage in wide consultations with rel-

evant stakeholders before coming to a conclusion on the Economic Partnership Agreement. The EPA is a free trade deal that had been initialled by EU and ECOWAS negotiators covering trade in goods and development cooperation. The Vice President reiterated the country’s constant commitment and obligations to the regional body having recently paid its dues, stressing that it is coming against the background of worries that some of the members of the body are not up-to-date in their financial obligations, with a call raised at the Dakar summit for such nations to do so.

NLC tasks FG to use recovered loot to rebuild Nigeria The Nigeria Labour Congress (NLC) has urged the federal government to develop Nigeria’s infrastructure with funds recovered from looters since President Muhammadu Buhari took office on May 29, 2015. Cashless Nigeria: PoS transactions value rises by N38.9b in 4 years Stories by Motolani Oseni As the Central Bank of Nigeria (CBN) continued in ensuring further adoption of alternative payment channels, fact has emerged that Point of Sales (PoS) transactions value has risen from a total of N39 million in January, 2012 to N46 billion in February, 2016, which is equivalent to an increase of N38.9billion in 4 years. The apex lender, made this disclosure at a one-day interactive enlightenment session with stakeholders, held recently in Lagos, with a focus on the cashless policy, which was said to have transformed both commercial and retail payments in increasing the use of electronic (alternative to cash) channels. In his presentation, Assistant Director, Banking and Payment System Department, CBN, Mr. Agboola Olusola, noted that similarly, Mobile Money Operators’ transactions increased from N31 billion in 2012 to N1.1 trillion in April,2016 with 107,571 agents and 29.9million customers. CBN further revealed that the number of citizens captured is 5 million while a total of Bank Verification Numbers linked to accounts as at May 31, 2016 stood at 34,765,546. The apex bank said it has so far conducted nation-wide cashless sensitization campaign; suc-

cessfully implemented cashless policy in Lagos, Abia, Anambra, Kano, Ogun, Rivers and FCT; licensed 21 Mobile Money Operators and 6 Payment Terminal Service Providers (PTSPs) among others. Agboola, however, hinted that CBN effected refunds of N26.998billion to bank customers, while its Consumer Protection unit received and treated over 8,000 complaints and was able to resolve over 6,000 of them. NIMASA concludes arrangement for cadets’ sea training The Nigerian Maritime Administration and Safety Agency (NIMASA) has commenced sea training for cadets trained at various maritime institutions across the world under the Nigeria Seafarers Development Programme (NSDP). Already, three firms have been approved by the agency to carry out the training. Disclosing this in Lagos at a one day programme organised by Platform Communications with the theme, “The Youths and the Future of Nigeria’s Maritime Industry,” NIMASA Director of Labour, Mrs Juliana Gunwa said that the agency is working at approving more vendors to create a wider opportunity for cadets in the country. Gunwa said the approval of more vendors will enable cadets undergo their compulsory sea training, a requirement for qualification as seafarer. She explained that sea training programme would have commenced much earlier but for the change in government. According to her, “The change

brought some slight delay but the Director General of NIMASA has contacted all the vendors that have indicated interest to provide sea time training for cadets. “As I speak, we have three vendors that are providing sea time training for our earlier batches; senior students are at sea services as I speak. “There are also two vendors that have gone very far in the process of meeting the requirements for providing sea time training for other cadets. More vendors are also being invited to submit their papers and make the necessary presentation.” She assured cadets that the agency is working hard to create the enabling environment for sea time training for them. “NIMASA will never send you to school and leave you without going for sea time, it cannot happen. NIMASA is the agency that regulates the theoretical training and the very vital aspect which is sea time training, there is no way we will not fulfil that obligation,” she said.

The Nigerian Securities and Exchange Commission (SEC) has released a statement indicating the commencement of a formal inquiry in relation with complaints received from Chief Opral Mason Benson and Ngozi Oyewere Nwachuku against WT Securities Limited. In its statement, SEC noted that WT Securities Limited allegedly mismanaged stocks of Chief Chief Opral Mason Benson, valued at N185.2 million and unauthorized the sale of 500,000 units of NB Plc shares belonging to Ngozi Oyekwere Nwachuku, currently valued at N68.3 million (N136.53 per share). “A preliminary investigation carried out by the Commission revealed that WT Securities Ltd. sold the complainants shares without authority and Management of the Commission has directed that the firm, its Directors and Sponsored Individuals be invited to a meeting to explain their roles in the transaction. Consequent upon the above, the under-listed Directors and Sponsored individuals of WT Securities Ltd. are hereby invited to a meeting to show cause why they should not be sanctioned for violating the

provisions of Rules 43 and 182A (1), (3) and (5) of the SEC Rules and Regulations.” The SEC named Aisha I. Lawal, Taofik A. O. Lagos hotels lose Nbillions to Synagogue crisis Hoteliers in the Ikotun area of Lagos State are currently bemoaning their losses due to low occupancy rate in most of the hotels. According the hoteliers, since the Synagogue Church of All Nations accident and the consequent disagreement with the Lagos State government, the hotels have lost over N3.9 billion revenue. Speaking to some journalists in Lagos recently, the hoteliers under the aegis of Pilgrims Hostels Association of Nigeria, said the total number of bed spaces of different categories for all the hotels in the Ikotun area stands at about 3500. Before the accident, the hotels had 100 per cent occupancy rate in three days of every week due

to the programmes in the church. The occupancy rates currently fluctuate between 10 per cent and zero all week. According to them, what this meant was that in these three days, instead of having their normal 3500 bed spaces sold, they could only boast of 350 rooms occupied. Speaking further on the issue, one of the hoteliers, Chief Jerry Omoridion said, “We have been crying for a long time and the government does not seem to understand our plights. It is a serious issue for us because our means of sustenance is currently being wiped out. Look at it this way, you will understand what we are talking about: Before the unfortunate

incident at the church, I mean Synagogue Church of All Nations, cumulatively, we have a total of about 3500 hotel bed spaces. I am not adding some of these hotels that were in the process on coming on board, but had to stop since the accident. The hotels have different categories of rooms, but for you people to understand the enormity of our loss, let me peg the room rates at just N5,000, that is the cheapest room rate in any decent hotel in Ikotun. The Nigeria Hotel Association has lamented what they called the evil effects of multiple taxation in the country saying that multiple taxes would push hotel business into extinction if not properly addressed by government. At a recent one day seminar on pension scheme for hotel workers in Kaduna, Acting National Secretary of the association, Mr Jijiwon Akpovwovwo , said that the issue of multiple taxations had been a major challenge facing hotel owners’ operating in Kaduna. ``We appeal to Kaduna State Government to look into the issue and address it, we want to partner with the government for the development of the sector. ``Yes we are aware of the short fall of revenue in the country; we know every state is trying to see how to improve its Internally Generated Revenue (IGR).’’ Akpovwovwo said if this problem of taxation in the hotel sector was not addressed on time, it will create negative threat to investment. ``If we are looking for investors to come and invest in the country without addressing the issue of taxation, it will be counterproductive. ``So we appeal to the government to protect local investors.’’ Akpovwovwo express concern that the new revenue laws in the state had classified all hotel under category A, and were expected to pay as much as N1 million in taxes. He said that it was impossible for most hotels to pay the amount, adding that most of the hotels are struggling to their staff salaries.
