Editorial Alarming gully erosion in South East

I

f there is any topic that has dominated national discourse in recent times, it is that of gully erosion in the South East geopolitical zone. Indeed, this ravaging force of nature in the zone and other parts of the country is not only alarming but also concentrating minds on how to combat the menace. The formation of gullies has become one of the greatest environmental disasters facing many towns and villages in southeastern Nigeria. The region is fast becoming hazardous for human habitation, even as the governors are demanding the imposition of a state of emergency as a necessary step towards checking the scourge. The sheer magnitude of the problem is not only beyond the capability of the regional authorities to handle, the gullies have sacked towns and villages while forcing thousands of residents to relocate to safer communities. Worst hit among the erosion prone areas are the towns of Nanka and Ekwulobia in Anambra State, where large tracts of land have been destroyed in recent years, even as highways running through them have been ruined by yawning gullies, leading to numerous accidents and deaths. In fact, the menace of gully erosion in the South East has reached an epidemic intensity. However, we are happy that the scale of the problem is eliciting both national and international attention. Only recently, some Senators visited the affected areas and promised to bring Federal Government’s attention to the menace. Before the Muhammadu Buhari administration, the immediate past government of Goodluck Jonathan disclosed that the administration was negotiating with the World Bank to raise $400m special

fund to tackle erosion in the South East. So far, Nigerians are yet to know the status of that fund since the Jonathan administration left office. That should not be so, given that government is a continuum. Aside, the South East, the incidence of gully erosion is rearing its head in places such as Edo, Cross River, Rivers and Kogi states. That is why the authorities must act immediately to halt the spread before the fury extends to other parts of the country. Before then, it is pertinent that the governments and other stakeholders carry out sensitisation campaigns on the causes of gully erosion. It is embarrassing that until now, the authorities have continued to pay scant attention in this regard. It bears repeating that some gullies result from natural cracks in the earth, even as most of are unnatural and can be prevented. Majority of them are traceable to bad management practices such as roads without proper drainage or catchments; unguided farming practices that cause flooding, indiscriminate felling of trees and improper chanelling of floodwater, etc. For long, there have been calls for funding of huge engineering projects to curb erosion menace in the country. In the meantime, we call for immediate control measures that include reduction of surface runoff from impervious surfaces; drainage of surface runoff that would include the construction of interception ponds. Most importantly, the people should be encouraged to plant grasses in open spaces to reduce the amount of bare soils exposed to the erosive force of the rains. In addition, there should be intense forestation in areas more susceptible to gully formation including the planting of indigenous leguminous plants to stave further menace.

News Analysis Ike Ekweremadu: Giving a dog a bad name Agozino Agozino

ÏÏÏ If you read Nigerian news-

papers recently, it is apparent that the cat and mouse politics in the Senate is playing out another vista. Ever since Senator Ike Ekweremadu emerged as the Deputy Senate President, the die seemed to be cast between the Peoples Democratic Party (PDP) and the ruling All Progressives Congress (APC) Senators. As I have always said, the real tragedy of Nigeria is not only what corrupt and inept public officers have done to the country. Rather, it is also the damage of what the self-serving campaigners are doing to the country. The legal battle over alleged forgery of the Senate Standing Rule used in the inauguration of the Senate leadership is ongoing in which Ekweremadu has faced orchestrated criticism because his party shares power in the Senate with APC, the first time in the political history of the country. It is known fact that Ekweremadu’s emergence as Deputy Senate President did not go down well to some forces because ‘godfatherisim’ did not play a part in the Senate selection of their principal officers. His on-going persecution has a political undertone on the part of the Igbo stock being schemed out in the political scene. Marginalising of the South East is glaring in the present political setting expressed by analysts. Politics of bitterness against Ekweremadu is uncalled for, manipulated by the APC. The purported emergence of Benjamin Uwajumogu to replace Ekweremadu in the Senate is making mockery of the Nigeria’s hallowed Red chamber. The APC’s candidate of the recent inclusive Imo State rerun is even a rookie compared to Ekweremadu who has a pedigree presently in the Senate. How can a purported first-timer in the Senate occupy such a position as a Deputy Senate President? Is it part of the Senate rules because he is part of the party? It is on record that the Senate of the Federal Republic of Nigeria has a ranking rule that must be adhered to. For the loquacious Imo State Governor, Rochas Okorocha making a blab of his party’s

intention to occupy the Deputy Senate position whereas Ekweremadu was duly elected by his colleagues is very shameful and mockery of freedom of expression. Why do such elements like Okorocha that has roller-coasted in almost all political parties happy being pitted brother against brother in the name of politics? The statement that Okorocha made that it had become inevitable for Ekweremadu to relinquish the Deputy Senate President Seat to Uwajumogu is on marble for him. “The position of Senator Ekweremadu as the Deputy Senate President is at the moment under heavy threat, because in no distant time, the APC Senator in –waiting from Imo State, Benjamin Uwajumogu, will take over the seat on the ground that it is aberration that a PDP Senator from the South East is deputy to an APC Senate President because, before now, the APC could not produce a Senator from the South East Zone.’’ Notable Igbo leaders, sons and daughters both in the country and Diaspora have harped on the need to close ranks with one another not to allow schemers hell-bent seeing that the South East continues to suffer political loss. Ekweremadu has not been found wanting by any competent court of law on the alleged forgery. He is only resented by those who are amazed retaining the Deputy Senate President and the empowerments he has brought to his Enugu West Senatorial zone.

Kidnappers demand N70m for abducted Bayelsa lawmaker’s father Akam James Yenagoa

The unknown gunmen who abducted Chief Willie Watson Iti, the father of the member representing Brass Constituency 2 in the Bayelsa State House of Assembly, Hon. Alfred Belimote Watson have demanded for N70 million ransom. The 82-year-old was reported to have been abducted at about 9am on Friday. The sad incident has thrown the constituent of the State House of Assembly member into confusion with

the state leadership of the All Progressives Grand Alliance (APGA) are apprehensive over the safety of the abducted Octogenarian. Our correspondent gathered that the old man was whisked away while on his way to Egweama community from Okpoama community in Brass Local Government Area of the state. A family source told Daily Times that “We heard he was on his way to a burial, when the gunmen attacked their commercial speed boat and whisked him

to an unknown destination.” Contacted on the development, the son of the kidnapped Octogenarian, Hon. Alfred Belemote Watson confirmed the incident, saying that “the kidnappers have contacted me and they are asking for 70 million naira.” The spokesman of the Bayelsa State Police Command, Butswat Asimin, also confirmed the development and said a report on the abduction has been made, “so we have mobilised the antikidnapping unit and other relevant security agencies.”

NGE seeks FG protection of farmers from herdsmen attacks ÏÏÏ

The Federal Government has been urged to, as a matter of urgency, move to protect especially farmers from rampaging suspected Fulani herdsmen, if there would be any meaningful development in the country. This was part of the resolutions of the Nigerian Guild of Editors in a communique issued at the end of its annual meeting held in Port Harcourt, Rivers State. The Conference was chaired by former Governor of Ogun State, Akinrogun Olusegun Osoba and

declared open by Governor of Rivers State, Barrister Nyesom Ezenwo Wike. The communique signed by President of NGE, Funke Egbemode, and General Secretary, Victoria Ibanga, the group also admitted that “there is a serious problem with the nation’s economy as a result of over-reliance on oil and gas as source of revenue for the country and that there is urgent need to diversify the economy.” The statement continued, “That agriculture is the most

viable option to adopt to revive the nation’s economy, create employment for the army of unemployed youths, and usher in prosperity for the country and its peoples “That agriculture has suffered serious neglect as a result of negative mindset, reliance on outdated methods and gross underfunding. That the media has a major role to play in efforts to redirect the consciousness of Nigerians especially the youth towards embracing modern, technologydriven agriculture.’’

ÏÏÏFollowing a massive decline in

the first half of 2016 financial results of some of the Deposit Money Banks (DMBs) operating in the country, with the drop of a whopping total amount of N33.9 billion in profits declared by six out of the 15 lenders listed on the Nigerian Stock Exchange (NSE), economic and financial experts have predicted natural consolidation in form of mergers and acquisitions within the nation’ banking industry. The huge drop in the commercial banks’ profit was linked to the current economic challenges facing virtually all the segments of the Nigerian economy.

For instance, Unity Bank Plc, First Bank of Nigeria Holdings Plc (FBN), and Ecobank Transnational Incorporated are among the six banks that have recently released decline in Profit After Tax (PAT) of their H12016 financial statements, Also, Sterling Bank Plc, Fidelity Bank Plc and Diamond Bank Plc made the list of six lenders that have released their unaudited financial H1 ended June 30, 2016, with a cumulative figure of N33, 9 billion. According to the data gathered by the Daily Times, Wema Bank, Union Bank of Nigeria and First City Momentum Bank Group Plc (FCMB) recorded increase in their profits but meagre compared to the

previous H1 result. In view of this scenario, financial analysts have therefore opined that natural consolidation in form of mergers and acquisitions are imminent in the Nigerian banking industry. They said with the myriads of challenges facing the nation’s economy, some banks were likely to experience some challenges that could only be resolved by mergers and acquisitions. The Daily Times, however, observed that the aforementioned banks reported a profit of N121.87 billion in H1 2015 as against N87.96 billion recorded in H1 2016; representing a decline of 27.8 percent or N33.9 billion drop in profit.

The breakdown of the figures obtained from the banks results showed that Unity Bank Plc dropped by 70.2 percent or N5.5 billion from N7.9 billion in H1 2015 to N2.35 billion in H1 2016. Ecobank Transnational Incorporated’s (ETI) profit dropped by 35.4 percent or N17 billion to N31.08 billion from N48 billion recorded in H1 2015 while Fidelity Bank Plc profit for the period dropped by 31.9 percent or N2.6 billion from N8.2 billion to N5.59 billion in H1 2016. Sterling Bank Plc and Diamond Bank Plc recorded a decline of 25.9 per cent and 25.5 percent in profit from N5.4 billion and N12.15 billion

Vatsa, in a statement in Minna, maintained that the government of Abubakar Sani Bello places utmost premium on the security of lives and property and will continue to do anything within

its reach to ensure peace and security in the state. He said that the people of the state should be calm and go about their legitimate businesses with no fear of contradiction. The Commissioner, therefore, stated that the government is appealing to all political leaders in the state to guide their utterances in order not to jeopardise the effort of the government to bring about peace. “Government believes that issues of security should not be used for political advantage and politics should not be played with issues bordering on security especially when it

Nigerian Civil Aviation Authority (NCAA) has commenced full implementation of certification of all Aviation Security Screeners in the nation’s airports. A statement signed by the Director General of NCAA, Captain Mukhtar Usman, said the certification is in accordance with the provision of ICAO Certification System (Annex 17 Standards 3.4.3) for aviation security personnel and the requirements of National Civil Aviation Security Training Pro-

gramme (NCASTP). He stated that any person prior to being designated as an AVSEC Screener in Nigeria, must obtain certification from the NCAA. Capt. Usman has in a letter titled full implementation of certification of Aviation Security, AVISEC screeners with ref. no. NCAA/AVSEC/SCRN. CERT/GEN/29 dated 15th June, 2016, advised all stakeholders to commence the process of certification of their personnel to act as an Aviation Security Screener. According to the DG, “all stakeholders were in-

formed in the letter that the full implementation of this directive will take effect from 1st August, 2016. Thereafter, it shall become a violation of the Nigerian Civil Aviation Security Programme (NCASP) for screeners who have not been certified by the Regulatory Authority to carry out any screening duties in Nigeria.” Capt. Usman informed all affected organisations and personnel to ensure compliance with the timeline by ensuring all screeners are certified with the guidelines earlier communicated to them.

Ondo State. Narrating the account to newsmen on how they kidnapped the Oba, Ododomu said nine people went to the palace to kidnap the Oba on that fateful day. He gave the name of those who went to the palace to kidnap the Oba as Toba, Igodo, Mighty, Folly and Sam, while one Micah who is a leader did not go with them because he “he has a babe with him at home.” He explained that the kidnappers were armed with two AK47 rifles and three pump action guns which they used during the kidnapping. The institutions are Kwara State University (KWASU); Kwara State Colleges of Education in Ilorin, Oro and Lafiagi; Kwara State College of Arabic & Islamic Legal Studies; Kwara State College of Nursing, OkeOde; and the Kwara State School of Nursing and Midwifery, Ilorin. The State Commissioner for Finance, Alhaji Demola Banu, who disclosed this in a statement on Sunday, explained that the government had reviewed the subventions accruing to the institutions by deploying mechanisms to block loopholes and wastages in the system.

Rivers State Governor, Nyesom Wike, has said that his administration would provide alternatives in all locations where it would stop street trading in Port Harcourt and Obio/ Akpor Local Government Areas. Edo 2016: I’ll involve traditional institution in governance, says Obaseki Titus Akhigbe Benin Godwin Obaseki, the governorship candidate of the All Progressives Congress (APC) in the election coming up in Edo State on Saturday, September 10, has promised to respect the traditional institution in the state and to involve them in certain areas of governance. Budget padding: House Chief Whip responds to allegation The Chief Whip of the House of Representatives in Nigeria, Alhassan Ado Doguwa, has responded to the allegation of budget padding levelled against him and some other principal officers of the lower chamber. In an interview on a national television on Sunday, Doguwa described the allegation as frivolous and baseless. A former Chairman of the House Committee on Appropriation, Hon. Abdulmumin Jibrin, had alleged that four principal officers of the House of Representatives – Speaker Yakubu Dogara, his deputy, Suleiman Lasun, the Chief Whip, Alhassan Ado Doguwa and the Minority Leader, Leo Ogor, padded the 2016 budget. It is now a week since Jibrin

FG shuts down Apapa Bridge for repairs ÏÏÏThe Minister of

Power, Works and Housing, Mr. Babatunde Fashola (SAN), on Sunday, ordered the immediate closure of the damaged Apapa Bridge for emergency maintenance work to begin. The 40-year-old bridge links Nigeria’s premier port to both the Lagos Mainland and Island. Addressing a stakeholder’s meeting in Lagos, Fashola said the closure of the bridge was a necessary measure as it would save lives and prevent avoidable mishaps. ``In a situation like this, we need to choose between inconvenience and safety. ``The first thing to do is to shut down the bridge for the sake of safety and I appeal to residents to bear with us,’’ he said. Fashola said that Ijora/Marinabound vehicles would be diverted to other routes to reduce inconve-

niences. He expressed dismay at the long years of neglect that resulted to the dilapidation of the bridge. ``We are dealing with several decades of neglect and there are quite a few bridges across the country that are dying for maintenance and we have to take steps to fix them as soon as possible,’’ he said. Federal Controller of Works in Lagos, Mr. Godwin Eke, said that the deck of the bridge, which was constructed about 40 years ago, had become weak. He added that the ministry had written to all security agencies to assist in managing traffic in the area during the maintenance work. Lagos State Commissioner for Transportation, Mr. Dayo Mobereola, said that alternative access routes from Apapa would be cleared of all encumbrances.

t a time when industries are folding up due to paucity of foreign exchange and parents are withdrawing their kids from schools abroad for same reason came a curious memo from the Central Bank of Nigeria to all commercial banks in the country. The directive in what could have been comical were it not for its tragic implication is that the banks should shave off N203 on every dollar for religious tourists going to Saudi Arabia. The circular marked, TED/ FEMFPC/GEN/01/005, from the CBN said: “Each pilgrim is entitled to purchase a minimum of $750.00 and maximum of US$1,000.00 as PTA. The Federal Government has approved that intending pilgrims are to be sold the PTA at a concessionary exchange rate of N197.00 to the US dollar. “No commission shall be charged by the banks for the sale of the PTA to the intending pilgrims. The Central Bank of Nigeria shall sale the PTA to the designated banks in Lagos and Abuja and the accounts of the respective banks shall be debited as soon as the funds are disbursed….” And to show that the Central Bank that is autonomous on paper was goaded into taking this senseless decision, the Senior Special Assistant to the President on Media and Publicity, Mr. Garba Shehu, zoomed into the fray to defend the directive in the most absurd of illogic. He said the N197 exchange rate was approved by the President around May and that Christian pilgrims also benefited from a similar gesture in December 2015. He said: “The exchange rate of N197 to a dollar was approved by the President about three months ago, much earlier than when the new forex regime came into being. “The Chairman of the Hajj Commission has confirmed that it is non-discriminatory. It was approved for Christian and Muslim pilgrimages for this year. The CBN has offered an explanation.” So who is telling him that the angst against this is about Hajj?

It is much worse at a time we are supposed to be in recession with inflation at almost 60%. A commentator was so succinct by asking Garba Shehu if he would go ahead to fulfill a promise to donate blood for charity if the doctor diagnosed him to be suffering from anaemia after he gave his word. While we wait for his response, we hold that the directive has made a big mess of the flexible

exchange rate being implemented by the CBN as this rude intervention in the market by the Federal Government negates the market policy. Where is the Federal Government going to get the dollars to fund this fiscal rascality since our Mint cannot roll out dollars? It is like the Federal Government telling Toyota Nigeria to sell an SUV to all Pastors and Imams in the country at N1 million each when it does not have a plant manufacturing cars. How do we expect foreign investors to bring their money into an economy where its government

could just wake up in the morning to start distorting the whole system whimsically and capriciously? If there is any proof they need to conclude that we are not serious around here, this is just it. It is clear that the CBN itself must have been embarrassed by this odious action that it yanked off the directive from its website by Friday given the outrage that has greeted the decision the apex bank cannot defend. This is what you have when you don’t allow your institutions their autonomy necessary to function effectively according to their mandate. This shambolic action has again reminded of the need to implement the 2014 National Conference report. That conference took a far-reaching decision that religious tourism is a function of a private affair which should not attract any funding from government. That cannot be faulted by any reason. Khalil Gibran must have had us in mind when he penned “Pity The Nation” in “The Garden of The Prohet”: “Pity the nation that is full of beliefs and empty of religion. “Pity the nation that wears a cloth it does not weave and eats a bread it does not harvest. “Pity the nation that acclaims the bully as hero, and that deems the glittering conqueror bountiful. “Pity a nation that despises a passion in its dream, yet submits in its awakening. “Pity the nation that raises not its voice save when it walks in a funeral, boasts not except among its ruins, and will rebel not save when its neck is laid between the sword and the block. “Pity the nation whose statesman is a fox, whose philosopher is a juggler, and whose art is the art of patching and mimicking. “Pity the nation that welcomes its new ruler with trumpeting, and farewells him with hooting, only to welcome another with trumpeting again. “Pity the nation whose sages are dumb with years and whose strongmen are yet in the cradle. “Pity the nation divided into fragments, each fragment deeming itself a nation.”

Reducing Imo workers’ working days

he last time I checked, the five existing working days of civil cum public servants in Imo State had been graciously reduced to three days, precisely from Monday to Wednesday, by the state governor Chief Rochas Okorocha. The state chief executive officer, who made the disclosure two weeks ago, on Friday 29th July 2016 to be precise, during his meeting with the delegation of Imo Royal fathers in Agriculture, stated that the two days of grace including Thursday and Friday would be utilized strictly for farming. According to the governor, the declaration was informed by the urgent need to engage the teeming workers in the state’s new agricultural programme ‘Back to land for agriculture’ that was to commence on 1st August 2016. The governor who categorically made it clear that workers on essential duties to include those in the information, health, security, teaching and IGR drive sectors as well as political appointees are exempted from the free working days, went further to disclose that the bill for the initiative would be sent to the state’s House

of Assembly for legal backing. Unequivocally, if Gov Okorocha isn’t a famous leader, I would insinuate he’s just trying to attract popularity to his name. As a constitution and rights activist, it’s pertinent to let the amiable governor comprehend fully that he had derailed by even thinking of such idea let alone making it public. Announcing suchlike policy is simply unconstitutional and lawless. The International Labour Organisation (ILO) constitutionally prescribed, at least, forty (40) hours per week to be spent by any public servant anywhere in the world; and the Nigerian 1999 Constitution, as amended, abides by the directive. This implies that the issue of workers’ working days isn’t even an affair to be deliberated by a group of state legislators let alone an individual in a position of authority. Our leaders must stop playing politics with constitutional matters, especially highly sensitive ones like this. They must learn to treat the constitution as a sacred document, or see its contents as sacrosanct. Putting up suchlike controversial policy or initiative unannounced is not unlike creating room for anarchy. The basic and rudimentary role of any executive

leader is to fiercely safeguard the constitution guiding the society led by him/her, and not the other way round. It’s more troubling and mind-boggling that the idea came up when we are deeply concerned about the ongoing indolence on the part of the public servants. I’ve always been of the view that five days a week aren’t even enough for the workers to put up effective and efficient services, let alone three days. The governor is equally encouraging the workers to be marred by laxity or apathy, which doesn’t augur well for the state’s economy. Even if the prime motive of the measure is to enable the workers create other sources of income, the free hours they already enjoy every week is sufficient for such intent if truly the worker is determined to diversify his/her income source. Funnily enough, the governor never bothered to discuss the opinion with other leaders or stakeholders before announcing it. Besides, who told Gov Okorocha that the best way to encourage agriculture is by reducing the workers’ working days? Even if the governor lacks an adviser on agriculture, he would have adequately consulted the cognoscenti

before making his idea known to the general public. He may have a laudable and genuine mission as regards agriculture to execute, but the bitter truth is that he started wrongly. However, His Excellency never told us how he intends to monitor the workers toward ensuring that the free days in question are judiciously utilized as expected. For crying out loud; farming practices can be encouraged in so many ways without thwarting the healthiness of the civil/public service. Someone who goes to work by 8am and comes back by 3pm on a daily basis, and only during the weekdays, has all the time in the world to participate actively in agriculture. Aside the workers, there are other groups that can be encouraged to embrace farming. Agriculture reckoned to be a very lucrative occupation cum business has abruptly become a thing of mockery not just in Imo State but Nigeria at large. We really need to go back to the drawing board. When everything is apparently going wrongly in any field of human endeavour, the most apt thing to do is to retrace our steps back to the genesis. Think about it!

This change mantra seem to resonate with the people even though politicians and the people that are voting for change have no idea of what it means. Transforming a nation is not about rhetorics. It takes a lot of thinking through by a leader with his transformational team. Every change must follow some painstaking principles, which I want to share with every Nigerians including our political leaders today. One can only share a little at time. Before the last presidential election in Nigeria, I I wrote articles campaigning for the Buhari-Osibanjo team.to and based on our collective efforts the opposition party won and we were ready to be part of the change. But what do we see, only theirs friends, family and the people they know are appointed to the various positions. Those who came from the village and have no connection could not find a place in the diary of our highly leaders. But whatever the difficulty we are

facing now, we the people will take back our nation and transform it to where every Nigerian will have the opportunity to serve not because we are a friends or a family but because we have the moral, intellectual capacity to deliver results. Those with something of value to offer should be appointed to serve and not families and old friends. You see, every animal can survive by adjusting itself to any environment. That is not the nature of Man. Man is the only specie that has the ability to change himself, his environment and nation. As a person, transforming your life will be determined by your intellectual development. In addition, by God’s matchless grace, every individual has a limitless capacity for intellectual growth. Your ability to learn, think and develop intellectually, opens you to endless possibilities. Let every man and every woman hears me, nobody from another country is coming to build Nigeria for us. It is only Nigerians that can transform Nigeria. It is very clearly to those advocating for referendum or whatever should perish that idea. Nigeria is not going to break. God brought us together to be a great nation. God want Nigeria to be one

indivisible nation. Our strength is in our unity and diversity. Let Nigeria remained one and let us work together to transform this great nation. How can you as an individual transform your life? How can we as a people transform this nation? The process of transforming a nation begins when we elect a servant leader who has the moral and intellectual capacity to mobilised the entire nation working together towards actualising a shared vision. By the way, what is our vision as a nation? Transformation involves leadership and all citizens of a nation deliberately engaging in creative and productive thinking and productive work. As a nation, we should continue to invest massively in knowledge and specialised skills. To transform our nation we should raise the bars on the things that important to us. Leadership should engaged in analytical thinking. The responsibility of a leader is problem solving, the leadership of our nation should create a conducive environment where a high percentage of our people can get themselves engaged in productive work. It is by Productive thinking and productive work that we can change this nation

When I relocated to Nigeria few weeks ago, I did not returned to come and adjust myself to conform to Nigeria corrupt environment. I came to transform Nigeria. I love Nigeria and I want to work for Nigeria to be the greatest country in the world. I call on all Nigerians, let us unite, work together and align our strategy for the transformation of the great country. Non-payment of arrears: Aregbesola commends Osun pensioners for understanding Sodiq Adekunle Osogbo

of Osun State, Ogbeni Rauf Aregbesola has pacified pensioners in the state over their display of high sense of understanding in the face of the present economic recession. Governor Aregbesola also lauded the rare contributions of the state retirees towards the upliftment of the state, saying his government would not for whatever reason derail from being sensitive to their plights.

The governor stated this while presenting Bond Certificates to Retirees under the Contributory Pension Scheme, organised by the Local Government Staff Pension Bureau, at Multipurpose Hall, Local Government Service Commission, State Secretariat, Osogbo. Aregbesola said in spite of the tough financial challenges on account of dwindling oil prices and depleted receipts from the federation account, the state has been committed to paying pensions and gratuities to retirees. The governor recalled that

when his administration came on board in 2010, the monthly pension for MDAs and Public Secondary Schools was N200million which his administration increased to N520million. He said: “In 2010, we committed N400million to pension. In 2011, we increased our monthly pension obligation to N250million and we paid N3billion that year. “By March, 2012, our Pension obligation rose to N300million monthly which cost N3.5billion. But in December, 2012 about 5,000 retirees were added to the exist-

ing 9,000 pensioner in the state and in the following year, 2013, we increased our monthly pension to N520million and paid out N5billion in the same years. “In 2014, though the economic meltdown had started and we started having difficulties on pension payment, we still committed a total sum of N4.9billion to pension.” Governor Aregbesola said the set of the current retirees is the third batch that would be obtaining their certificates under his watch since the contributory pension scheme kicked off in 2014.

If I ask a girl in redeem out, and she refuses, I will have to let her go, you don’t have to marry because of a particular thing, love is a natural thing. If I love a Redeem lady and propose to her, and she says, no because G.O. said so, I will have to let her go. The only I want to marry is love, not the Church she attends or the one I attend.

As Christ is the head of the Church, so also the man is the head of the family. If you can get married to a Redeemite, there is nothing wrong in joining your husband in Redeem. I am a practicing Catholic and would love to marry from my Church, but if I can’t get a husband from my Church, the Church should not say I cannot marry from outside especially if the man is a born again Christian; I should be left to make that choice. On the cooking aspect, normally, a man should marry a lady that can pray and can cook, but that the lady must become a prayer warrior for one hour, I am not comfortable with that and I don’t support it.

That is proper and Godly. As for praying for an hour without resting, it is just a normal thing that anybody can do.

I don’t think God set all those conditions for the man to leave his mother and his father and cleave unto his wife. Men at their best will remain men. None of those problems cannot be overcome if you love your partner. I can patiently teach my wife to cook better if she is not good enough because there is no lady of African origin that cannot cook. If you are not satisfied with her standard, teach her or send her to a catering school for a crash programme: that is love. As for prayer, what would you be telling God for a whole hour? The Scriptures advised us to ‘Let our words be few’ because God is in heaven above, and we are on earth below. It is only those who are paranoid that always bind the Devil and perceived enemies in the family or neighbourhood or at their workplace and, before you go round all that chain one hour would definitely be over, but we all don’t have to pray like that.

Tomi (Legal practitioner) It is the normal things they preach in churches about relationship anyway, and I feel it is the right thing to watch out for when you plan to get married. But I don’t totally agree with the one that says a Redeemite must not marry outside the Redeem Church. It shouldn’t really matter, so far as the other person is a born again Christian. If I marry someone who is not a member of my Church, I may attend his church, but I won’t leave my place of worship. The Church is not just a physical thing but a spiritual fellowship. If I am engaged to someone who is not a Redeemite, would it be proper or even Godly for us to break up our intent on account of difference in place of worship? Didn’t Christ come to make us all one body?

Oluwasegun (Student) What the man of God said is not wrong, but actually if a woman loves her family, she has to pray even more than one hour. As for getting married to a Redeemite, I think he is wrong, because the criteria to marry anyone is that he or she should be a believer, and a Christian.

Nigerian National Petroleum Corporation (NNPC) said it paid the N55.96 billion into the Federation Account in the month of June. This is contained in the corporation’s monthly financial report for the month of June released in Abuja on Sunday. The report said in parts: ``NNPC transferred the sum of N55.96 billion into the Federation Account during the month under review from the net domestic crude oil receipt of N102.68 billion. ``Also, the 23rd instalment of the refund to the Federal Government of N6.33 billion was remitted into the Federation Account.’’ It added that NNPC recorded a deficit of N26.51 billion in its operations in June. NNPC attributed pension intervention by Corporate Headquarters to bridge the funding gap as well as the one-off gratuity payment as another reason for the deficit. The report further said the corporation recorded group operating revenue of N118.39 billion. It said that group operating revenue dropped by 16.94 per cent from N142.53 billion recorded in May, while its operating expenditure rose to N144.90 billion, compared to N142.26 billion in May. It added that the surplus made in May was as a result of increase in cash flow due to the increase in the pump price of petrol. It further said that in June, the sum of 288.17 million dollars was the corporation total export revenue, representing 85 per cent increase relative to preceding month’s performance. It added that crude oil export sales contributed

198.53 million dollars (or 68.89 per cent) of the dollar transactions compared with 89.13 million dollars contribution in the previous month. The report said that gas export yielded 66.56 million dollars in the month of May. According to the report, NNPC recorded total export proceeds of 219.26 million dollars in June as against 149.88 million dollars of the month before. It further said that contribution from crude oil stood at 163.59 million dollars, while gas proceeds stood at 49.12 million dollars and miscellaneous receipt amounted to 6.55 million dollars. ``Poor performance is attributable to upsurge in attack and sabotage of oil facilities in the Niger Delta. ``At Forcados Terminal alone, about 380,000 barrels of oil per day were shut in since February, following the force majeure declared by SPDC.

Firm refutes allegation of sabotage of security, economy ÏÏÏ

The Management of Indorama Eleme Fertilizer & Chemicals (IEFCL) has refuted allegation published in various media platforms that the company and another fertilizer firm were sabotaging the national economy and security through their export of fertilizers at the detriment of farmers in Nigeria. The company stated that all its domestic supplies to customers so far were in accordance with the approval of the Office of the National Security Adviser (NSA) and the Farm Input and Supply Services (FISS) department in the Federal Ministry of Agriculture and Rural Development. In a press statement issued by the company in Port Harcourt, and signed by Dr. Jossy Nkwocha, head of Corporate Communications, the Management noted that its brand-new world-class fertilizer plant built at a cost of $1.5 billion – one of Nigeria’s largest foreign direct investments (FDI) in the downstream sector – started pre-commissioning production only recently at only 75% capacity, and in the past one month had been giving priority to the domestic market. According to the statement, “Indorama Eleme Fertilizer & Chemicals Limited (IEPL) and its sister companies in Nigeria are NOT, and HAVE NOT, and would NEVER be directly or indirectly involved in any activities to undermine or sabotage the economy or security of the nation,” the company stated. “The plant is still awaiting official inauguration. “Our brand-new fertilizer plant has capacity for 1.5 metric tons

of fertilizers per annum which is designed to serve Nigeria’s entire domestic requirement and the surplus is for export markets. “However, our primary focus is to serve the interest of our domestic market and this we have been doing with great sense of responsibility and commitment to the Nigerian economy”, the company stated. “It is also a matter of national pride that the surplus production would be exported to enable the generation of foreign exchange for the country at this time of huge deficit of foreign exchange; as well as branding Nigeria’s global reputation as producer and exporter of petro-chemicals and fertilisers, thereby encouraging

An Appeal Court of the Enugu Division, has exonerated a community, Amankwo-Eke of Udi Local Government Area of Enugu State of any wrong-doing over the sale of a 20- hectares of land, which has generated crisis in the community. Though, Ayibiowu Olusola David may not have any inclination to such philosophies, but, churning out paintings which tell the story of wisdom has become a studio trait. Apart from a two- day solo exhibition, entitled Wisdom, held at the City Mall, Onikan, Lagos, somehow the Lagos-born artist is forging on. Ayibiowu wants viewers to see wisdom as God’s gift. With bold, massively slashed-through images, the young studio artist served his own notion of wisdom. With his imagery, it becomes clear that wisdom is the labyrinth of colour dialogues. For instance, interpreting wisdom, he explained it as fellows. “W for wise: We need to be wise by asking God for wisdom and ability to apply the wisdom in a correct manner. I for insight: Insight helps one to see the next level. S for self-control: This makes you to be able to keep yourself under self-control. D for discreet: It enables you to have the ability of being careful. O for optimism: It shows positive thinking. M for meditation: The word meditation makes you to ruminate on what to do, how to do it and get result with the help of God”. eports has exclusively revealed that several Nigeria Football Federation (NFF) executives are again at daggers drawn with president Amaju Pinnick over his “unilateral decision” to appoint Franco-German Gernot Rohr as new Super Eagles Technical Adviser. They are equally miffed that most of them only got to know about the plan to appoint the former Burkina Faso and Niger coach through the media after Pinnick blurted out the decision to the press in Lagos on Friday. Pinnick barely escaped being impeached as NFF president days before the much-publicised visit of FIFA president Gianni Infantino to Nigeria last month. And his executive committee members are again up in arms against him following what they termed as “his singular decision” to hire Rohr. “They are at war with the president because they were not carried along in the decision to hire Rohr,” a source told AfricanFootball.com Part of the NFF leadership tried to calm frayed nerves when they addressed the NFF technical committee on Saturday at their hurriedly arranged meeting in Abuja. The explanation was that Pinnick did not wish for a repeat of the bungling of the Paul Le Guen appointment and so kept away from the board in their efforts to hire Rohr. It is now left to be seen whether this explanation will be accepted by the NFF top shots, who continue to be frustrated that they are not part of the major decision-making process of the country’s football.

he transfer of Kenneth Omeruo from Chelsea to Besiktas may fall through as the Turkish champions have yet to give the Premier League club a guarantee they will sign the Nigeria defender after a season-long loan spell. “Kenneth’s move to Besiktas is in the balance as they have yet to give Chelsea the guarantees they need,” a top source said. “Chelsea want a firm commitment from Besiktas that they will sign the player at the end of his loan deal. They do not want a repeat of what happened with Kasimpasa, who had an option to sign him on a permanent basis after his loan spell but failed to do so. “This week will certainly give a clearer picture of where the player will be for the new season should the move to Besiktas crash.” The uncertainly surrounding the defender’s move to Turkey has been heightened by the recent signing of a Brazilian defender by Besiktas. N8.1bn debt: NAMA to withdraw services to indebted airlines today Chukwuemeke Iwelunmo The Nigerian Airspace Management Agency, (NAMA) is set to commence withdrawal of its services to debtor airlines whose total indebtedness to it is about N8.1billion as from today. According to investigation by Daily Times correspondent revealed the Agency is mapping out strategies to wield the big

stick of denying debtor airlines clearance to fly until they settle their bills. The debt profile shows that between 2001-December 2013, domestic airlines were owing N3.8 billion for en-route navigational charges, while from June 2014June 2016 it is N1.6 billion. Moribund airlines debt profile is put at N6.5 billion while debt owed by oil companies, pri-

vate and state governments is put at N1.5 billion. Because of this huge debt profile, NAMA is said to be incapacitated in paying its pensions to retired staff in the tune of N18 billion and servicing its facilities for seamless navigation. Earlier in the year, the Debt Recovery Committee set up by the Agency to recover all debts owed it had complained of air-

MTN reports $357m loss, cuts dividend payouts Tony Nwakaegho MTN Group Ltd, Africa’s largest mobile phone operator reported a $357 million half-year loss on Friday and cut dividend payouts, consequent upon regulatory fine imposed on the operators by the Nigerian Communications Commission (NCC) and underperformance in its South African home market. MTN which was founded with the South African government’s help after the end of apartheid in 1994, agreed in June to pay a 330 billion naira ($1.05 billion) fine in a settlement with Nigerian authorities for missing a deadline

to cut off unregistered SIM cards from its network. MTN disclosed that the fine, a third of the initial penalty, wiped off 10.5 billion rand, 474 cents per share, from headline earnings, South Africa’s main measure of profit that strips out certain oneoff items. The Group’s headline loss came in at 4.9 billion rand ($357 million), or 271 cents per share, in the six months to end-June. This is in contrast with headline earnings of almost 12 billion rand, or 654 cents per share, a year earlier. The telco which has more than 230 million subscribers cut its dividend by almost 50 percent to

250 cents per share for the half year. MTN has said earlier that its Nigerian business would pay the fine in local currency. The penalty was worth $1.7 billion when it was declared, but the naira has dropped sharply since then, reducing the equivalent dollar value by about $500 million. The company also said the results were affected by unfavourable currency swings, underperformance in its home market and in Nigeria, where it had to cut off another 4.5 million SIM cards to comply with the local regulator’s user registration requirement. Sale of oil above $100 abnormal – Barkindo Opeoluwani Akintayo The Organisation for Petroleum Exporting Countries, OPEC’s new Secretary-General, Mohammed Barkindo, has said that oil’s climb above $100 a barrel before prices crashed in 2014 was driven by “abnormal” conditions that could not last. Barkindo made the statement in the group’s newly released monthly Bulletin. The “skyrocketing of prices” that pushed crude as high as $147 in 2008 was “unsustainable” and probably harmful to the global economy,” he said. According to him, OPEC will continue to work with other oil producers and consumers to find the commodity’s “elusive fair price”. When oil pushed above $100 as climbing demand, political risks to supply and a weakening dollar lured speculators to bet on ever-rising prices.

Mr. Korodo, however, commended the Federal Government for its transparent policy in oil and gas sector. He urged the NNPC to commence loading of its products from depots nationwide, adding that the System 2B oil pipelines were saved from being vandalised. The Federal Government on Jan. 24, increased the price of kerosene to N83 per litre from N50 per litre.

Dangote commences construction of concrete roads in states Dangote Industries Limited (DIL) has commenced the construction of concrete roads in various states across the country. Sources at the company’s head office revealed that the company has already commenced construction of roads in Lagos, Bauchi, Kogi, Kaduna and Ogun state among many others. The source said: “We are very happy at the moment. I can categorically state that we are in more than five states across the country already constructing roads. The reception has been wonderful. State Governments are beginning to see the need to embrace concrete roads and we are very happy at the way things are currently going. It would be recalled that the Chairman of Dangote Cement, Aliko Dangote recently reiterated his plea to the Federal Government to consider the use of concrete roads in the country. The corporation, which has been silent on the stage and development involved in the sale of Keystone, the last of the three nationalised lenders to be sold after Mainstreet Bank was purchased by Skye Bank Plc and Enterprise Bank by Heritage Banking since 2014. We’ll rescue Nigeria insurance industry from impostors – ARIAN President Mr. Olameru Gbadebo, is the National President of the Association of Registered Insurance Agents of Nigeria (ARIAN) in this interview with KAYODE ADELOWOKAN, speaks on the initiatives of the association to deepen insurance penetration through advocacy to schools and the aggressive approach to force out fake insurance practitioners from the Nigerian market. Excerpts:

What gives birth to the initiative to go to schools for insurance education campaign? It is an appetite. As an insurance practitioner, we see the content of Nigerian education for the children who goes to insurance firms to get claims of the death of their parents, claims of maturity proceeds of investment either of their guardians or parents and if we have same for every child, there will be no child on the streets hawking; there will be no Nigerian child on the road smoking and the unethical practices among the children will reduced. Don’t forget that a country that is educated would be sound and robust. For us in ARIAN, this initiative is to guarantee that any Nigerian child that enters into primary school must be able to sustain it to university level and at that level, such child is left to determine whatever he/she want to do with his/her life. We are driving this advocacy with or without the support of school owners, parents or guardian but we feel that the federal, state, local governments, and international organisations should come together and guarantee that every Nigerian child; those in school or those on the streets must graduate into the university or any tertiary institution of their choice. Your association embarked on an awareness campaign in 2015 to enforce the third-party motor insurance policy and till date, nothing is seemed to be heard of the campaign again. Has it die a natural death or you are not receiving support from relevant agencies? For once, I think the registered insurance agents deserve an applause because the rally was the first of its kind in the whole

of insurance industry. For that laudable initiative, I must say, that Initiative has done so much to the entire insurance industry today and we are determined to force out impostors that claimed to be operators in the market. Today, there is a lot of collaboration between the paramilitary organizations like the Federal Road Safety, the Nigeria Police, Vehicles Inspections Officer (VIO) and other relevant institution partnering with the industry. We are currently collaborating with the Federal Road safety to make sure that at every of their unit in the country, an insurance agenting placed there across board. This will among many other things reduce and eradicate fake insurance agents and practitioners. Without mincing word, if you go to any licence office in the country, there are fake insurance practitioners and they sell fake policies to people and to put a complete stop to this act, we are setting up some set of people to make sure that proper ethical practice is followed. Come July/ August, you will see us again on the streets to sensitised the people because the event is an annual event. We will rescue Nigeria insurance industry from impostors and we are almost there. This time around, we are also continuing with that initiative but this time, we are going to match through all the 36 states of the country to sensitise the innocent Nigerians on the relevance of third party insurance and drive the advocacy because it is the law which has compulsory it that every car that drives on the Nigerian roads must have minimum third party insurance and we are in the market to ensure that this is put

been kind to us since he assumed office. He took us for a retreat in Abuja and the experience we had will never be forgotten soon. He (the Commissioner) assured us that there will be training and retraining of members of the Association of Registered Insurance Agents of Nigeria (ARIAN). And another one that gladdens my heart is the four trainings the Commissioners promised us on a yearly basis to empower the agents centered on education and education. Also, the Insurance Industry Consultative Committee (IICC) co-opted us to participate in the planning committee of the mega conference commencing today in Abuja. Similarly, when West African Insurance Companies Association (WAICA) installed its president this year, we were also invited into the planning committee, so the pendulum is changing to the right perspective. Above all, the foundation laid by the former Commissioner for Insurance, Mr. Fola Daniel, gave birth to the acceptance we have today in the industry.

10 Stockbroking firms traded NAHCO reassures N55 billion shares in 7 months investors over EFCC visit The top 10 stockbroking firms traded N55 billion value of shares in seven months ended July 31, 2016, according to the data obtained by Daily Times. This amount was recorded in the first seven months of this year, with these firms contributing 60.98 per cent of total value of stock transactions traded on the Nigerian Stock Market (NSE), within the period. An analysis of the 10 broking firms showed that Stanbic IBTC Stockbrokers Limited led the chart accounting for N14.88 billion or 16.46 percent. EFCP Limited followed with N12.65 billion (13.99 percent) while Rencap Securities (Nig) Limited occupied the third position with N8.1billion (8.96 per-

cent). CSL Stockbrokers Limited closed the seven months as the fourth top broking firm, accounting for N4.8 billion(5.36 per cent), just as African Alliance Stockbrokers Ltd traded N3 billion(3.36 per cent) to occupy the fifth position. Chapel Hill Denham Securities Ltd traded N2.8 billion (3.10 per cent) to be the sixth best broking firm, while FBN Securities Limited occupied the seventh position with N2.8 billion(3.08 percent). Coronation Securities Limited accounted for N2 billion (2.21 percent), just as Cordros Capital Limited and Primera Africa Securities Ltd (2.2 percent) traded shares valued at N2 billion and N1.99 billion to occupy the ninth

and 10th positions respectively. The Chairman of Association of Stockbroking Houses of Nigeria (ASHON), Mr. Emeka Madubuike in an interview with Daily Times had explained that stockbroking firms with foreign affiliations were bound to lead the top performance charts. According to him, “the number of stockbroking firms you need is function of population not technology. Nigeria has 180 million in population. It is important that we look at the development of the capital market from a wholistic point of view. China for example has over 1400 sub- brokers. The reason is that the people that need their services are so many. China has an army of professionals that reach out to investors.

Nigerian Aviation Handling Company (NAHCO) Plc has written the Nigerian Stock Exchange (NSE) to allay the fears of its investors and stakeholders prompted by the Economic and Financial Crimes Commission (EFCC’s) visit to its headquarters. Officials of the EFCC had visited NAHCO’s headquarters at about 1400 hours on Thursday, July 28, 2016, on a fact finding mission, in response to a petition, the company stated, adding that Management of NAHCO Plc fully co-operated with the agents of the Commission. The cargo-handling firm thus assured investors and stakeholders that NAHCO’s Management continues to ensure that the visit of the EFCC operatives and the invitation of top managers and some Directors to their offices have minimal impact on operations and business continuity. “As a Publicly Quoted Company, NAHCO is guided by its Apex Regulator, The Securities and Exchange Commission (SEC), Nigerian Stock Exchange (NSE) and the listing rules. Seplat leads decliners, as NSE Indices drops 2.09 per cent Afolabi Adesola Seplat Petroleum Plc. led a total of 22 declining stocks last week after losing 18.54 percent or N55.23 of its share value to close at N242.60 per share. Fidelity Bank Plc followed with a loss of 14.63 percent or 18 kobo to close at N1.05 while Diamond Bank dropped 13.84 percent or 22 kobo to close at N1.37 per share. According to the Nigerian Stock Exchange’s weekly report, forty (40) equities depreciated in price during the week, higher than thirty–one

(31) equities of the previous week, twenty-two (22) equities appreciated in price, lower than thirty-five (35) equities of the previous week, while one hundred and eighteen (118) equities remained unchanged higher than one hundred and fourteen (114) equities recorded in the preceding week. Consequently, the NSE All-Share Index and Market Capitalization depreciated by 2.09 percent to close the week at 27,425.86 and N9.419 trillion respectively. All other Indices also finished lower during the week, with the exception of the

NSE ASeM Index which closed flat. A turnover of 1.185 billion shares worth N13.033 billion in 18,548 deals were traded this week by investors on the floor of the Exchange in contrast to a total of 1.867 billion shares valued at N16.330 billion that exchanged hands last week in 21,584 deals. Trading in the Top Three Equities namely – United Bank for Africa Plc, Guaranty Trust Bank Plc and Fidelity Bank Plc (measured by volume) accounted for 394.778 million shares worth N3.857 billion in 2,866 deals, contributing 33.31

percent and 29.59 percent to the total equity turnover volume and value respectively. The Financial Services Industry (measured by volume) led the activity chart with 882.909 million shares valued at N6.532 billion traded in 10,186 deals; thus contributing 74.49 percent and 50.12 percent to the total equity turnover volume and value respectively. The Conglomerates Industry followed with 89.432 million shares worth N159.459 million in 890 deals. The third place was occupied by the Consumer Goods Industry with a turnover

of 75.383 million shares worth N2.120 billion in 3,635 deals. AMCON not in business to run any business – Kuru The Asset Management Corporation of Nigeria (AMCON) was established pursuant to the Asset Management Corporation of Nigeria Act no. 4, 2010 on the 19th of July 2010, for the purpose of efficiently resolving the nonperforming loans assets of banks in Nigeria. AHMED LAWAN KURU, MD/CEO, AMCON, along with top management of the Agency at the weekend in Lagos spoke to newsmen on the activities of the parastatal and the journey so far. What AMCON does: We are an intervention company. AMCON was set up in 2010 to absorb non-performing loans by banks in exchange for government bonds, after the Central Bank of Nigeria had injected $4bn to rescue nine banks from collapse. At what stage of this assignment are you now? What we have seen so far is the first phase of the life of AMCON, which has been that of intervention. Now, for AMCON to perform that role effectively, given the logistics at our disposal we had to engage a third party, it had to outsource some of the recovery functions to our Asset Management Partners, AMPs to enable us recover the loans more effectively. The second phase is no longer that of intervention, it is that of how do we meet our obligations. The major challenges now are recovery. We are now grappling with the economic rate of the loans, devaluation and what it has done to the assets. Some of the stocks that have also been exchanged for cash have continued to depreciate. The ability of AMCON to recover these loans depends 100 percent on the state of the economy…and presently the bad state of the economy poses a lot of challenges…we brought in Asset Management Partners, AMPs to enable us recover the loans…less than 200 entities account for more than 70 percent of loans to be recovered. In the face these challenges, we had to adopt the outsourcing method to collect the loans. We brought in the Asset Management Partners, AMPs whom we trained and supported to make the task easier. Recovery is not a very easy job, in fact, in the banking industry, loans recovery is the most difficult department. We purchased the loans from the banks and some of the loans have been restructured over and over. Ours is a very difficult national assignment which has been attended by a lot of issues. 80 percent of the facilities are still outstanding. The affected banks need to come to us…AMCON is not working in a vacuum. Our

AMCON is supposed to exist for 10 years, it is now in its 7th year yet people are still owing AMCON. Our assignment is nothing personal, it is public money and it must be paid back. We want to support the economy. Your 2015 results showed that AMCON recorded losses? You must know that AMCON was not established to make profit. Most of the businesses taken over by AMCON were in different

stages of dying or death. 80 percent taken over were already in the casket. AMCON was not set up to manage any business. We sell assets to recover our money. Some of the businesses had passed the stage of redemption. Aero Contractors for instance were owing over N40 billion. AMCON is interested in appropriate corporate governance. For an airline with less than six aircraft to have over 1600 staff does not follow the rules of proper corporate governance, that is having excess staff. AMCON is not in business to run any business. Diagnosis of some of the affected businesses were faulty. We do not just get up one

morning and start to seal up companies, it is the courts that give us power to seal any company. We just want people to come and talk to us quietly, we don’t like embarrassing anybody. Going to court is only the last option. We don’t do grandstanding, we don’t create drama. To borrow money from the banks is not a crime. On sale of Keystone Bank: We are almost at the final stage. Its hardcore facilities are not performing. AMCON was not set up to make profits, we are a resolution company. Our function is not peculiar to Nigeria, it is done in other countries of the world such as USA, Malaysia, etc.

Other challenges: Problems of no support institutions. We must build the institutions. We need to re-orientate ourselves. We must however acknowledge the assistance of the Police, the judiciary, EFCC and the others in our recovery efforts. We are in receivership of about 50 businesses and more than 180 businesses under enforcement Please note that 400 obligors of Asset Management Corporation of Nigeria (AMCON) account for more than N4.5 trillion, which is approximately 80 per cent of the total outstanding loan balance of the Corporation’s over twelve thousand accounts with obligors that have become recalcitrant over time despite obvious efforts of the AMCON. All the loans on our books are bad debts that are not performing even before they were sold to AMCON. In short, they were loans that were dead on arrival so they cannot just rebound just because AMCON has taken them over. To deal with the situation however, AMCON recently increased the tempo of its recovery activities using firmer negotiation strategies as well as utilizing the special enforcement powers vested by the AMCON Act to compel some of these recalcitrant debtors especially those that are politically exposed and business heavyweights to repay their debts. Current developments on Expatriate Quota (EQ) policy in Nigeria Adenike Yomi-Faseun The government, in its quest for transfer of specialized skills and knowledge to Nigerians, has made provision for employment of highly skilled foreigners through the issuance of Expatriate Quota (EQ) approvals. Companies and other organisations that require expatriate manpower to support their business operations can apply to the Federal Ministry of Interiors (FMI), Abuja to obtain the required EQ positions. This article focuses on the current developments with respect to the EQ policy, challenges and practicable solutions that would enable relevant stakeholders (including Global Mobility Coordinators and other Human Resource Practitioners) to better maximize its provision. What is an Expatriate Quota approval? Expatriate Quota approval is an authorization issued in a form of a letter by the FMI, Abuja to companies that have met the criteria for engaging the services of expatriates on a long term basis. It is a pre-requisite for facilitating longterm employment of expatriate manpower. To facilitate the approval process, some key documentation must accompany the application letter. This includes incorporation documents of the requesting organization, proposed EQ positions and corresponding job titles, Tax Clearance Certificate and proposed training programme for Nigerian employees. After submission, a designated briefing officer would vet the documents presented and make necessary recommendation to the Honorable Minister of Interior (HMI). The HMI can either reject, query or give his consent for approval. Where the approval is granted, necessary statutory payments must be made before the approval letter would be released to the company. The EQ approval letter usually contains information on the job titles, number of positions (this determines the number of foreign nationals that may be employed) and the validity of the quota slots. The first EQ approval issued to an organization is known as the Establishment Grant and typically valid for an initial period of three years, and thereafter renewable every two years. However, based on FMI’s practice, the lifespan of

an EQ position may be limited to ten years. There is a provision for certain quota slots, such as the Managing Director or Executive Director position, to be upgraded to a Permanent Until Reviewed (PUR) status. EQ slots on PUR status are not required to be renewed every two years but may be revalidated every ten years. Current challenges The EQ platform has reportedly been subjected to various forms of abuse over the years. The most prevalent is the employment of unskilled foreigners to the detriment of qualified Nigerians. Many observers have noted that the unmitigated influx of unqualified expatriates, and their placement on EQ slots for which there are adequate local manpower resources, has contributed greatly to the rising unemployment figures in Nigeria. Another major abuse of the EQ provision is the issue of ‘Quota Trafficking’. This usually occurs when an organization utilizes its approved quota slot in such a way that an expatriate personnel is assigned to a position that does not align to his internal role or job designation. An example is when a company employs an expatriate with a background in Accounting and places him or her on an EQ slot allocated to an Engineer. Quota trafficking also occurs when an expatriate is allocated an EQ position without the requisite academic qualifications as specified on the EQ approval letter issued by FMI. There have also been reports of companies utilizing occupied slots to employ more expatriates, and this will usually lead to quota overplacement. The way forward Even though the expatriate quota policy may have been abused, it has also provided a platform for the transfer of valuable knowledge, skills and technical know-how to Nigerians. However, there is an urgent need for a more robust implementation strategy by the government and other stakeholders to ensure that the various forms of abuse are addressed. This is the only way the objectives of the EQ policy can be achieved. The FMI would need to ensure that all EQ applications are thoroughly reviewed and approvals granted to organizations that can demonstrate the implementation of a clear succession plan which

will enable Nigerians take up the roles previously occupied by expatriates. The FMI must satisfy itself that an applicant has properly utilized an existing position before approving a request for new quota positions. The Nigerian Missions abroad also need to ensure that applications for STR visas are thoroughly reviewed such that only qualified experts whose qualifications and experience align with their assigned quota slots are granted STR visas. Where there is greater scrutiny in the issuance of the visa, this would discourage the submission of applications that do not fulfil all the requirements guiding the visa issuance. The Nigerian Immigration Service (NIS) should continue in its role as the enforcer of all immigration laws and regulations guiding expatriates employment in the country. Applications for regularization of expatriates should be thoroughly scrutinized and where any applicant is not qualified to occupy an EQ position, necessary measures should be put in place to facilitate the exit from the country within a stipulated time. The NIS should also engage, on a periodic basis, with the relevant tax authorities to ensure that the number and the designations of expatriates reported for tax purposes by organisations are consistent with

the approved quota positions, subject to the Manager concept under the 2002 PAYE Regulations. The NIS should also put in place measures to check the indiscriminate movement of expatriates through the various borders and points of entry. Human Resource Practitioners, Global Mobility Coordinators and other relevant stakeholders should comply with the regulations regarding the employment of expatriates. They must engage in practices that are in conformity with the guidelines for the utilization of the expatriate quota and other immigration facilities to avoid unnecessary sanctions and disruptions to their business. In addition, they must put in place an effective expatriate manpower mobility plan. This will enable organizations make appropriate projections for the recruitment of expatriates, their Understudies and effective succession plan. When an appropriate mobility plan is in place, organizations can anticipate ahead of time their expatriate manpower needs and proactively obtain relevant quota approvals to meet these needs. Conclusion Expatriate mobility is a global phenomenon and Nigeria, as part of the global community, will continue to witness frequent move-

ment of expatriates. However, it is critical for companies to partner with professionals that are knowledgeable about immigration processes and procedures, to enable them make informed decisions and protect their brand. These professionals are best placed to provide requisite advice on the use of the expatriate quota, appropriate guidance on immigration-related matters and ensure compliance with statutory requirements on expatriate employment in Nigeria. The government, through the FMI and the NIS, should device an appropriate mechanism to monitor the movement of expatriates in and out of the country and ensure that only those with appropriate skills, education and documentation are allowed to live and work in Nigeria. With the right measures in place and the willingness on the part of relevant stakeholders to make the EQ policy work, the economy and the Nigerian citizenry would be better for it. Entertainment, Comedy booming A in Nigeria deneye After having the feel of the entertainment world, as one of the pioneers of entertainment platforms in the country alongside his colleague, Kenny Ogungbe, co-founder of prime time Africa and now Commissioner for Information and Strategy in Ogun State, Otunba Dayo Adeneye in this this interview with ABIMBOLA OBATAYO, talks about his family life, hopes for the future and his tenure in office. Excerpts: How has the journey been so far? It’s been very challenging, having come from the private sector where you run your own business as you deem fit. When you hold office on behalf of people, you are accountable to not just the governor but over seven million residents and citizens of Ogun State. Anywhere you go, you represent them and you hold power on their behalf so it’s been challenging, I don’t take it lightly. I am happy to be part of the process and it’s been quite fulfilling when you are doing a greater good for a greater number of people. When you are in the private sector, there’s only little you can do with your own private money and your private power, but when you have the government platform, you can reach out to a lot of people, you can do a lot more. Of course it’s more time demanding because the governor will say it’s a 24hours job.

Before now, you were an entertainment guru and now, you hold an office in government. Which is more tasking? Both are equally tasking. I think it’s very tough because in the private sector, you have a lot of people that are dependent on you for their source of living and in prime time at that time, we had close to thirty something employees and they depend on you for their monthly salaries, insurance etc. So both are equally tasking but when you are responsible now for millions, any little mistake could cost a life, any little information that is not passed at the appropriate time could have a drastic effect. Working on this side of the Government is a bigger responsibility and I take it with a lot of seriousness and a lot of diligence.

So which do you enjoy most? I would say I do miss my broadcast entertainment and print, but I think I’ve had my feel of that. At my age, I think we have handed over the baton to the next generation of people to take up the guntlet. The Don Jazzy of this world, Banky W I think they are doing well. Entertainment is booming well in Nigeria and comedy. We consider ourselves as the elder now, the statesmen. I think that chapter, I don’t want to say it’s closed for me because I still use the same network of friends to do my job as the information Commissioner. I have opened another chapter in my life and I’m forging ahead with that. Like I said, I want to affect a greater group of people using a greater and bigger platform which is what politics and being in government allows you to do. It has been about touching lives, impacting people and helping people achieve their dreams.

My wife was actually introduced to me by my father, it’s actually my second marriage, and my father felt because the first one didn’t work out well does not mean I should give up and I told him I don’t want to be bothered and I don’t have time. He would always call me and say ‘there are these two girls that come to the next building near my house, I think you should come and see them’ and I was like ‘are you the one to tell me the kind of girl that I like’? My curiosity got the better part of me and I went over; my father got dressed and we went to their apartment. I met her and we started dating and my father will ask, how far, give me an update and at the end of the day, I realised my father knows what is best for me and I came to know that this is the woman I should spend the rest of my life with and I have never regretted it. Man proposes, God disposes. Yes, it’s good for you to plan, they say those who fail to plan, plan to fail. Yes, I have a plan. I’m in politics now so I intend to continue to be in it, I enjoy it and I think I’m making a difference not just in my family but in other people’s life, my constituency and in my state. Its something I’ve always done even in private life so I intend to continue to be in it as long as it gives me fulfilment and contentment and doesn’t constitute any danger to my health or my family. The late John F. Kennedy once said ‘’ ask not what your country can do for you but what you can do for your country’’ and right now, it’s time to serve and a lot of Nigerians have to roll up their sleeves and stop waiting for government to do everything, start thinking of what we can do to take Nigeria to the next level.

Like I said, that bridge is still very much open to me. I am still very much in touch with my entertainment friends. I might still use their platform to reach out to people. I have to pass messages out. We serve as a bridge between the government and the governed so whichever way you can reach out to the people to pass the message across, that this is what the government wants to do and also to receive information back to the government as feedback from the people that this is what the people want. So because I am now a commissioner does not mean I will abandon my friends, it’s an industry that we grow together, so you can’t separate yourself from it or would like to think, if the history of broadcast entertainment is written in Nigeria, at least they will dedicate a chapter or two to Kenny and D1.

My wife is quite understanding and I thank God for her.

Before my government appointment, I love to travel. I like travelling, it educates you and exposes you to other culture, languages. The best way to learn about a place is to visit the place. All those place opened my eyes to different aspect, not just religion but tolerance of each other, language etc. So those are the things that I do when I’m not working but this level of governance has made it difficult for me to leave Ogun State for any length of time.

How do you feel being a grandfather? It doesn’t feel any different, you realise how mortal you are. I feel blessed to have been able to see him, I pray that I will get to see many more grandchildren and even great grandchildren.

Despite the fact that you are aging, you are looking young and fit, what’s the secret? The grace of God. Once you are 40 and above, you have to make sure you avoid certain food. I avoid a lot of sugar, I try to exercise at least five days of the week, I don’t drink beer, I keep drinking to the minimum. The only alcohol I drink is a little bit of champagne just to socialise. I rarely eat meat, I avoid a lot of things because your body is your temple.

Nigeria Media Nite out Award unveils nominees This year’s 10th edition nominees of Nigeria Media Nite out Award was unveiled last week, at a world press conference in Ikeja, Lagos. The award which has been celebrating journalists for a decade now is the brain child of Solkem Publications owned by Mr. Shola Olugbenro who has been singlehandedly sponsoring the award with some help from some corporate bodies. The ceremony was anchored by season presenter and actor, Yemi Shodimu. Speaking at the unveiling which drew many journalists within and outside Lagos, Mr. Olugbenro stated that despite the challenges, his company will continue to celebrate the media. His words: “Though, it is not easy but we are not going to relent on our effort. Journalists celebrate many people but nobody has ever thought of celebrating them and this drives me to this though there are many awards for journalists. “The NMNA was conceived 10 years ago with a view to carrying media practitioners along in appreciation of their hitherto unrecognised contribution to the

development and emancipation of the Nigerian nation. This, we believe, will further encourage and inspire our media practitioners to better their performances and work ethics”, he added. Also speaking at the unveiling, Mr. Ajibade Alabi explained the criteria on how the list of nominees was arrived at: “ we have our team on ground that goes about monitoring all newspapers and magazines and they come out with named of those who are good on their beat and also consistent for a year; unlike other media awards where people are asked to enter, ours is not like that”, and went further to explain how the winners will emerge in each category: “we are going to give out a number, it is the number that public prefer that wins. Acknowledging the offensive smell of garlic, the health benefits should not be ignored and how important it is to our body. Here are the benefits of garlic. 1. Prevents Cancer: Garlic has the ability to prevent different types of cancer including; Bladder cancer, prostate cancer, breast cancer, colon cancer and stomach cancer. These cancer types have all been shown to have their tumors reduced when treated with garlic. Higher consumption of garlic leads to lower risk of cancer. We all need to eat more garlic if we want to maximize its cancerrelated benefits. The allyl sulfides found in garlic may play a key role in its cancer-prevention benefits. 2. This allium vegetable and its constituents have been studied not only for their benefits in controlling infection by bacteria and viruses, but also infection from other microbes including yeasts/fungi and worms. However, most of the research on garlic as an antibiotic has involved fresh garlic extracts or powdered garlic products rather than fresh garlic in whole food form. Also of special interest has been the ability of garlic to help in the treatment of bacterial infections that are difficult to treat due to the presence of bacteria that have become resistant to prescription antibiotics. Garlic lowers risk of Heart Disease: It improves cholesterol levels, which may lower the risk of heart disease and stethoscope. For people with high cholesterol, intake of garlic is advised. Garlic is active to lower LDL but ineffective to HDL. Garlic intake reduces total and LDL cholesterol, particularly in those who have high cholesterol. Regulates blood sugar: Garlic consumption regulates the blood sugar in the body, it enhances the level of insulin in the blood. This may assist in the control of diabetes. This is because too much consumption of garlic; in large dose can be detrimental to your health because garlic actually gets to your blood stream and can be effective in many ways. This mean that, when you sweat, garlic will leave your body through your pores. Many people who eat larger than normal amounts of garlic report increased body odor. 6. Improve Athletic Performance: The performance of an athlete can be improved with Garlic Supplementation. Garlic was one of the earliest “performance enhancing” substances. It was administered to the Olympic athletes in ancient Greece. It was traditionally used in ancient cultures to reduce fatigue and enhance the work capacity of laborers. Garlic helps with exercise performance, but very few human studies have been done. Other studies suggest that exercise-induced fatigue may be reduced with garlic. Garlic can improve physical performance in people with heart disease. Benefits in healthy people are not yet conclusive.
