Editorial Need to curb child abuse in Nigeria
B
y the time anyone reads this editorial, tendency is that a child will be abused in one part of the country or the other. In fact, the increasing child abuse is becoming a social embarrassment and national disgrace. We are very much concerned about this negative phenomenon, which if unchecked, would jeopardise the future of our children. Child abuse is defined as the physical, sexual or emotional maltreatment or neglect of a child or children. It is also any act or series of acts of commission or omission by a parent or guardian that results in harm, potential for harm, or threat of harm to a child. Although child abuse can appear in different forms and the awareness levels of people and their reactions to it may vary, however the importance and extent of this predicament is a global issue. The family is the most important and the original institution of society for bringing up and protecting children. However, this same institution can be the cause of violence, pain and suffering. Today in Nigeria, children are murdered, maimed, assaulted, battered, abducted and even sold. These activities are to the detriment of the child’s physical or mental health, education, moral or socialemotional development. Alarming is that they are employed as child labour, even as many are becoming the family breadwinners. It is common to see children below the ages of five and six years hawking wares on busy roads and highways when they should be in school. In the course of this, they are exposed to dangers posed by vehicles and even kidnappers. A recent survey by the National Population Commission (NPC) in conjunction with UNICEF and the US Centres for Disease Control and Prevention, found a high prevalence of violence against children in Nige-
ria. Approximately six out of every 10 Nigerian children experience some form of physical, emotional and sexual violence before the age of 18 years. One in two children experience physical violence, one in four girls and one in 10 boys experience sexual violence, and one in six girls and one in five boys experience emotional violence. More disgraceful is the increasing sexual violence against young girls by those who should be protecting them. Most times, such act results in the transmission of venereal diseases and even HIV/AIDS. It bears repeating that all violence against children and especially child maltreatment in the first decade of life is both a problem in itself and a major risk factor for other forms of violence and health problems through a person’s life. Studies show that child physical abuse, sexual abuse and other childhood adversities are the cause of excessive smoking, eating disorders, and high-risk sexual behaviour, associated with some of the leading causes of death including cancers and cardiovascular disorders. Generally, the exposure of children to violence results in their greater susceptibility to a wide range of lifelong social, emotional and cognitive impairments. We are therefore calling on the National Assembly and state Houses of Assembly to enact a comprehensive Child Rights Act to protect the Nigerian child from all forms of abuse. A nation’s future is measured by how it treats and provides for its children and vulnerable population. Therefore, a just, vibrant, and thriving Nigeria is predicated on protecting children from violence, abuse, neglect and exploitation. What the country needs now is a commitment in addressing the increasing violence against children. To achieve this, Nigeria must promote a clear and unequivocal intolerance of all forms of violence against children within society.

condemnations from well-meaning Nigerians have continued to trail the barbaric act of the rampaging Fulani herdsmen virtually in all parts of the country. The gory details of attacks unleashed by the Fulani herdsmen according to one commentator is one too many. Come to think of it, what happened in Enugu of late shows that some part of the country still habour a genocidal motive many years after genocidal civil war and should not be politicized as seen in some quarters. The fact remains that lives were lost which is very condemnable. No matter what propaganda some powerful interest groups want to play, justice must not only be done but seen to have been done. An organisation led by
the Sultan of Sokoto, Sa’ad Abubakar, recently described as “absurd” and “unfortunate” the widespread insinuation that Fulani herdsmen are responsible for the attacks on villagers in Benue, Enugu, Nasarawa and other parts of the country. The Jama’atu Nasril Islam (JNI), a coalition of several Islamic groups in Nigeria, stated this recently. The statement by the Sultan group which alleged that it was a fight between warring factions in Enugu State is totally unacceptable and taken with a pinch of salt. It is only meant to divert attention from the perpetrators of the heinous crime. Any right thinking fellow who condones such should be treated with odium. Carrying of sophisticated weapons in whatever guise without authorisation from the appropriate quarters is invitation to anarchy. Only security

What happened in Enugu as it has been decried by the Presidency, members of the National Assembly and the State House of Assembly, including some religious leaders who have called for the prosecution of the perpetrators must be not be treated with levity or politicised but we must ensure that the perpetrators are dealt with. Justice should not be thrown to the wind to allow them go scot-free or to allow the evil doers go unpunished. Shedding of human blood in the country seems to be a way of life due to the lackadaisical attitude of the authorities. The blood of the slain is always crying for justice and the God of Justice surely recompenses. It is time well-meaning Nigerians know that evil that affects one affects all. If the Fulani herdsmen Enugu massacre is not punished, it puts the life of every Nigeria in danger.

drivers in the Federal Capital Territory (FCT), under the aegis of Abuja Painted Taxis, have decried multiple taxation of its members by Abuja Municipal Area Council (AMAC), adding that they would not buy tickets from AMAC until the agency reverted to the official price of N100 instead of N200. The President of the group, Comrade Shehu Shugaba Yar’adua, who made this condemnation, in an exclusive chat with the Daily Times, in Abuja, also observed that the agency had tinkered with the existing law, so as to exploit and subjugate his colleagues. Yar’adua also frowned at the exorbitant price of the daily tickets in AMAC, arguing that other area councils, within the territory, were collecting N100 from commercial operators in their areas, while AMAC is compelling commercial drivers to pay N200 instead of the N100 official price of the ticket.
Kogi gov vows to recover looted funds ÏÏÏGovernor Yahaya Bello of
Kogi State has vowed to recover all stolen funds from the state coffers through the “ghost workers” and “ghost schools” syndrome by some civil servants. This was contained in a statement issued to newsmen, in Lokoja, on Sunday, by the Special Adviser to the Governor on Media and Strategy, Alhaji Abdulmalik Abdulkareem. Bello said this during an interactive session with selected youths and groups, as a part of activities to mark his 100 days in office. According to the statement, Bello was also bent on recovering monies collected by some contractors for non-existent projects under the previous administrations. It said that those behind the establishment of ghost schools and recruitment of ghost teachers across the state to siphon public funds would be identified and made to refund such monies. Bello expressed shock that a large chunk of the state’s funds which could have been used for development and better the lots of the people “found their way into the pockets of political godfathers and hangers-on”.

Lekki Free Trade Zone: Lagos releases N1.6b counterpart funding
ÏÏÏIn order to boost the ongo-
ing projects at the Lekki Free Trade Zone (LFTZ) the Lagos State Government has released N1.6billion counterpart funding for its infrastructural development. The Commissioner for Commerce, Industry and Cooperatives, Prince Rotimi Ogunleye, who disclosed this at a briefing, in Lagos, said the move was to encourage investors’ participation in the project. He the state government was engaging the host communities to ensure a sustainable cordial relationship with investors in the zone. He gave an assurance to the effect that the government had overhauled the security network in the area, in order to guarantee the safety of investment.
Ogunleye noted that World Bank report listed the Lekki Free Zone as the fastest- growing one, adding that the products from there were compliant with international standards, as they went through the standardisation laboratories. The Commissioner maintained that the LFZ project, which had remained the flagship of the state government’s industrial development initiative, was conceptualised to provide enabling environment for industries to operate, as well as attract both local and foreign direct investments. Ogunleye added that the Ministry had remained unrelenting in its efforts to attain and sustain a high-level of viable and vibrant commercial and industrial activities, in line with its mission to promote economic
growth and development. He explained that the Ministry had divided the zone into two parcels and four quadrants namely: South-West, SouthEast quadrant in parcel A and the North-West, as well as the North-East quadrant in parcel B, for ease of development. Ogunleye stressed that, “To fast-track development in the zone, clearing of a parcel of land measuring about 520,000 square meters and bounded within N3/ E6A-N3/E5, N4/6A-N4/E5, N4/ E6A-N4/E6 and N5/E6-N5/E6 was being carried out by the contractors from local communities and this has reached 90% completion.” He said the Lekki Free Zone Project was a catalyst the government hoped would shoot the state into real global economic reckoning.
A’ Court affirms 25-yr jail term for Boko Haram ÏÏÏThe Court of Appeal, Lagos
Division, has affirmed the September 30, 2015, judgment of the Federal High Court, in Lagos, which convicted three men of participating in terrorism and belonging to outlawed Boko Haram sect. In a judgment delivered by Justice Y.B. Nimpar, the appellate court upheld the decision of the lower court, which sentenced Ali Mohammed, Adamu Karumi and Ibrahim Usman, to 25 years imprisonment each. They were arraigned in November 2013 – along with 14 others before Justice Ibrahim Buba, who found them guilty as charged in September 2014. Displeased with their convic-
tion and imprisonment, the convicts approached the Court of Appeal seeking to overturn the judgment. But the Lagos State Ministry of Justice, which charged them to court and secured their convictions, said in a statement, on Sunday, via its Public Relations Officer, Mrs. Bola Akingbade, that the appeal was dismissed for lacking in merit. According to the Ministry, the convicts had contended that they were charged and convicted under an inapplicable law. They had also contended that the 25 years’ imprisonment imposed on them was excessive and urged the higher court to reverse their conviction. But the appellate court refused
their prayers. Mohammed, Karumi and Usman were arraigned on eight counts. Those charged with them were Bala Haruna, Idris Ali, Mohammed Murtala and Kadiri Mohammed and Mustapha Daura. Others were Abba Duguri, Sanni Adamu, Danjuma Yahaya and Musa Audu and Mati Daura, Farouk Haruna, Abdullahi Azeez, Ibrahim Bukar and Zula Diani. But, in the course of trial, the then Lagos State AttorneyGeneral, Mr. Ade Ipaye, entered a nolle prosequi, discontinuing criminal charges against 13 of the suspects, leaving only Mohammed, Karumi, Usman and Haruna.
Political Party (CNPP), in Ekiti State, has called on Governor Ayo Fayose to save the residents from the hazards of environmental decay. It said the current state of the environment, especially in AdoEkiti, the state capital, posed health hazards to the people, besides putting the state in bad light to visitors. In a statement, after their monthly meeting, in Ado-Ekiti its Chairman, Tunji Ogunlola; and Public Relations Officer, Ayo Adelabu, said that centre of Ado-Ekiti had become an eyesore with its attendant health hazards to the residents. While praising Fayose for commissioning Awedele and Bawa roads, they urged him to return from alleged celebration rounds across the country to address health challenges posed by heaps of refuse that dotted the state capital. “We have observed that for more than three weeks, the environmental workers have abandoned their jobs while heaps of refuse scattered around the state capital has become an eyesore to the public, particularly the visitors to the state. “Offensive and choking odour oozing out of the dumpsite is terrifying. The governor should return from his junketting around the country for celebration parties with fellow governors to face serious challenges of governance at home. “We also urge the Commissioner for the Environment, Bisi Kolawole, to return from his forest reserve inspection for tax assessment to clear the state capital of refuse that can cause an outbreak of diseases,” they said.

Govt officials embezzle AIDS donor funds – Report Continued from page 1 National Agency for the Control of AIDS (NACA), for incompetence and mismanagement of grants for the fight against HIV/AIDS, forcing it to suspend further grants to the country. This was revealed in a report by the International Center for Investigative Reporting, ICIR on Sunday. According to the report, GF had committed more than $1.4 billion to the fight against HIV/AIDs, Malaria and Tuberculosis in Nigeria since 2003, with over $800 million disbursed between 2012 and 2016. Of the $1.4 billion, HIV/ AIDS had committed to it
the sum of $545m, malaria $708m and TB $155m. The Fund is now questioning the spending of millions of dollars particularly meant for the HIV/AIDS campaign in Nigeria. Out of about 3.4 million Nigerians said to be living with the AIDS, only 750,000 are able to access anti-retroviral therapy due to insufficient funds. Funds for the HIV/ AIDs campaign have come mainly from donor agencies, with Global Fund as the largest contributor. The Nigerian government contributes less than 10 percent of the funds to combat HIV/AIDS. The HIV/AIDS campaign funds in Nigeria are managed by NACA, which selects
a wide range of sub-recipients, including the Federal Ministry of Health’s Department of Planning, Research and Statistics, DPRS, which also became a focus of the Global Fund investigation. Global Funds said that its investigators found “extensive evidence of systematic embezzlement of program funds, fraudulent practices and collusion by DPRS staff and consultants assigned to the Global Fund-financed program.” It added: “The OIG found some form of irregularity or fraud in most vouchers reviewed (from 2010 to 2014). Seven of the ten staff and three consultants assigned to the program were involved
or linked to the misappropriation of funds.” The Fund said further that Nigeria officials creamed off money to fight diseases in the country by misrepresenting or inflating the amounts paid to hotel venues for meeting facilities and rooms, inflating or falsifying receipts related to allowances, transportation, fuel and stationery expenses and claiming expenditures for travel not taken. In some cases, it stated, “DPRS staff colluded with and received kickbacks from hotels and suppliers” and inflated “the number of attendees at a meeting or training or its duration.” The audit report identi-

ters, DHQ, on Sunday, said it was aware of some groups intending to cause breach of peace, just as it assured that the military and other security agencies will continue to sustain the current tempo against terrorists, oil thieves, cattle rustlers and such others. In a statement issued by Acting Director of Defence Information (DDI), Brig-Gen. Rabe Abubakar, the military warned that it “will not condone any unwholesome acts by persons or group seeking to engage in acts that are capable of causing breaking down of law and order in any part of the country.”
In a similar development, President Muhammadu Buhari has reportedly given fresh orders for the new militant group, the Niger Delta Avengers to be hunted down and destroyed. The new militant group had been responsible for attacks on oil installations, blowing up Chevron’s platform linking Warri and Kaduna refineries on Friday and forcing the evacuation of a Royal Dutch Shell facility over the weekend. It was gathered that the president’s directive was issued on Friday but it has only been made public. The Niger Delta Avengers have attack several targets across

fied several weaknesses in the procurement and supply processes of NACA which have encouraged fraudulent practices among its officials. Among other charges against the management of NACA include paying $20 million to suppliers without confirmation of delivery. “The OIG identified payments amounting to US$20 million made to a procurement agent without confirmation of services rendered or goods delivered. Other weaknesses noted in procurement included the failure to competitively tender several contracts that met the required thresholds. The total value of such contracts reviewed in the audit is approximately US$5 million,” the Fund alleged. Also a difference of $3.7 million was discovered in the ART drug inventory of NACA with the management unable to give convincing evidence for the shortfall. Although the NACA management stated that the drugs were domiciled in a facility at a different location, the investigators said adequate evidence was not given to support the claim. Non-compliance with official procurement policies has led to situations where
drugs and other health commodities were out of stock for upwards of eight months. NACA is also accused of poor inventory management which led to the expiration of HIV commodities worth $5.4 million in the last two years alone. Before announcing the suspension of further grants to Nigeria, Global Fund had reportedly written the presidency on the situation in NACA and advised government to immediately look into it. According to the report, the ineffectiveness of NACA in managing the HIV/AIDS funds, which has led to suspension of further grants to it, has now compelled the Global Fund to look towards channeling the funds directly to the states and local governments. It is currently piloting a state level approach to the campaign in Nigeria, starting early this year. When reached to comment on the development. NACA’s Communications Officer, Toyin Aderibigbe, said that Global Fund had not suspended the grant to Nigeria but had only halted its disbursement pending the time the investigation would be concluded and the issues raised resolved.
NRC confirms 4 dead in Jebba train accident ÎÎÎThe
Nigeria Railway Corporation (NRC) said on Sunday that four people died in the train accident that occurred in Jebba on Saturday. The Assistant Director in charge of Publicity in the corporation, Mr Rauf Akinloye, told newsmen that three other passengers sustained injuries in the accident involving the Northbound train. He said the corpses of the deceased were deposited at the mortuary while those injured were discharged after receiving treatment. The NRC spokesman said the damaged tracks were being repaired in order to restore North-South services. He said the rear portion of the train that derailed lead to the death of the four persons.
Akinloye, however, assured travellers of safety of life and properties while travelling on the trains in spite of the incident. Already, Gov. Abdulfatah Ahmed of Kwara had commiserated with the families of the deceased. The governor, in a condolence message issued in Ilorin on Sunday by his Chief Press Secretary, Abdulwahab Oba, wished the passengers who sustained injuries speedy recovery. He described the accident as painful and unfortunate, pointing out that rail transportation was still one of the safest means of travelling. Ahmed called on the management of the corporation to investigate the immediate and remote causes of the accident with a view to preventing a recurrence.

Federal High Court, has struck out a suit filed by AMCON seeking to freeze and wind up Capital Oil and Gas Industries Limited for alleged inability to pay disputed debt. The court said the suit which sought for a winding up proceedings against Capital Oil and Gas was intended to circumvent the existing actions in suits FHC/ABJ/CS/430/15; FHC/ABJ/CS/514/15 and FHC/L/CS/1529/15 wherein live issues pertaining to the consent judgment in FHC/ ABJ/CS/714/2012 which is the subject matter of the winding up petition are pending in. Justice Mohammed Idris of the Federal High Court, Lagos, struck out the AMCON’s suit on Friday for being incompetent and premature. He said
that there are pending suits in different courts on issues relating to the alleged indebtedness of Capital Oil and Gas which is currently under dispute. In his ruling delivered Friday, 6th May, 2016 in Suit No. FHC/L/CP/506/2016, the judge upheld the contention of Capital Oil and Gas’ counsel, Ajibola Oluyede, represented by Michael Damiari, that the winding up proceedings filed by AMCON against Capital Oil and Gas were intended to circumvent the existing actions in suits FHC/ABJ/CS/430/15; FHC/ABJ/CS/514/15 and FHC/L/CS/1529/15 wherein live issues pertaining to the consent judgment in FHC/ ABJ/CS/714/2012 which is the subject matter of the winding up petition are pending in. According to the court, “until the issues raised in those suits are determined, it would
be premature to say the judgment debt has crystalized as provided in clause 2.4 of the consent judgment”. Capital Oil and Gas, in its Respondent’s Counter Affidavit of 91 paragraphs deposed to by Nsikan Usoro, in opposition to AMCON’s petition, had contended that AMCON grossly violated the terms of the consent judgment entered between the two parties. It was argued that AMCON failed, refused and/or neglected to inject the requisite funds into Capital Oil and Gas as agreed and contained in the terms of the consent judgment, despite Capital Oil and Gas fulfilling all its obligations of transferring assets valued at over N150 billion to AMCON. It was further contended that Capital Oil and Gas, which is a going concern and also a company of strategic national
importance responsible for a great percentage of petroleum products distributed nationwide is not insolvent, not indebted to AMCON, neither was it unable to pay its debt as the company has assets worth over N300 billion, far in excess of any alleged debt to AMCON or any other creditor. It was equally averred that AMCON is indebted to Capital Oil and Gas to the tune of over N150 billion, arising from economic losses and damages inflicted on Capital Oil and Gas by AMCON, through the gross mismanagement of Capital Oil and Gas prime facilities and business interests during the two years of AMCON’s ill management of Capital Oil and Gas, which is the subject matter of suit No. FHC/ABJ/ CS/430/2015 and in other various claims pending before different courts.

Fashola restates FG’s commitment to develop sustainable infrastructure ÎÎÎThe Minister of
Power, Works and Housing, Mr. Babatunde Fashola, has restated the Federal Government’s determination to develop stable power supply, good road network and affordable housing for Nigerians. This is contained in a statement made available on Sunday in Abuja by the Minister’s Special Adviser (Communications), Mr Hakeem Bello. It said that Fashola gave the assurance when he spoke at the African Alliance 2016 Investors Day in Lagos.
It stated that the ministry was determined to achieve results by doing things differently to develop sustainable infrastructure to convert current challenges to opportunities for economic growth. He was quoted to have decried the problems inherent in the entire power chain, “from distribution to transmission, generation and gas supply, including a cross-cutting liquidity problem”. The statement said the existing gap of meter supply in the distribution segment of the power chain had created
enormous opportunities for local production for estimated three million consumers. ``Local producers or investors are expected to meet a significant local content participation that would help Small and Medium Enterprises supply an estimated three million consumers who needed to be metered. ``Apart from metering, the distribution companies have aging assets: Transformers, ring main units, poles, cables, breakers and so on, some of which are 20 to 30 years old. “It is a problem on one

Nigeria must improve on aviation security, says Minister Chukwuemeke Iwelunmo

Minister of State, Aviation, Sen. Hadi Sirika, has said that the role of security in air transport could not be undermined, and that Nigeria needed to improve on its aviation security to meet new challenges. He has also expressed support for the amendment of the Civil Aviation Acts, in order to enhance performance in the aviation industry. Sirika made these known while receiving reports from the Ministerial Committee on the Review and Amendment of Civil Aviation Acts and the Committee on the Assessment of Aviation Security in Abuja.
Sirika said the effect of security on the industry and overall populace was of great importance to the government. He said that security issues had overtaken safety in the aviation industry, considering the current trend in the global aviation security. Reacting, Chairman, Ministerial Committee on Assessment of Aviation Security, retired Air Commodore Hambali Tukur, while submitting the report, said that security was one of the challenges confronting the industry. He said that the committee had made some recommendations that would improve aviation security and ensure visible
changes there, if implemented. He, however, emphasised that the Committee, in the course of its assignment, did not certify any airport in the country, adding that it was not their mandate to certify any airport on security. On the review of the Civil Aviation Act, Sirika said that the Civil aviation Acts in Nigeria which was first reviewed in 2006, was done in a rush, which made it inefficient, adding that for the aviation industry to achieve the needed change, efficient laws must be in place. “Since 1964, no one has ever thought of amending the Acts and by the time we went to the National Assembly, in 2003, some of the offences in the aviation
industry were still being charged in pounds. In 2006, the Civil Aviation Acts went through amendment. But, even at the time, I was more than convinced that the Acts was not sufficient, because it was done in a rush,” he said. The Chairman, Committee on Review of Civil Aviation Regulation, Dr. Ibrahim Idris, said the Committee came up with some findings and recommendations. He said that the Committee found that there was an overlap of functions by the agencies, whereby service provider agencies engaged in regulatory function. He added that inadequate tertiary status in Nigerian College
of Aviation Act was affecting the performance of the college, especially in assessing vital funds from Tertiary Education Trust Fund for its development.

Debating voluntary principles on security and human rights

here have been consistent calls from different quarters on the Federal Government of Nigeria to sign unto the Voluntary Principles on Security ofHuman Rights, especially amid regular friction between security agents attached to oil companies and members of the oil bearing communities. This has substantially formed the basis of several sensitisations workshops held by a non-governmental organisation,NGO, CLEEN Foundation recently in oil communities of Owaza, Umuorie,and Umuokwor in Ukwa West Local Government of Abia State,Ohaji/Egbema in Imo State. Voluntary Principles on Security and Human Rights (VPs) are nonbinding soft laws established in 2000 to offer guidance to extractive companies (oil,gas and mining companies) in maintaining the safety and security of the facilities and operations with respect for human rights. The VPs are tripartite multistakeholder initiative which participants include seven states, 11 NGOs, 21 companies and five organisations with observer status (as of May 2012). In the work of Dinah L. Shelton of George Washington University Law School (2008),soft laws” usually refer to any written international instru-
ment, other than a treaty, containing principles, norms, standards, or other statements of expected behaviour”. The positive results produced by sensitisation workshops by CLEEN Foundation in these communities cannot be over-emphasised. Committees to track human rights abuses Umuorie and Owaza communities have been inaugurated. Mr. Ifeanyi Anyanwu, a programme officer of CLEEN Foundation said that the essence of the committees is to track human rights abuses by security agencies attached to oil companies operating within their localities. He said that the workshop is part of the series of workshops organised by the Foundation aimed at integrating the people of the areas in the extractive activities going on in their environment . Another major highlight of the workshops is that members of the communities are advocating the adoption of community policing to complement the efforts of the police and other security agencies in securing their environments. According to the people of Owaza and Umuorie, community policing would only yield positive results when people with proven integrity are recruited. They further advocated regular interface between the police and opera-
tives of the community police; periodic training of the operatives of the community police by security agencies. The committees would be interfacing with CLEEN Foundation periodically to review the reports of the human rights abuses and look for ways of addressing them. One fundamental assurance that was extracted from CLEEN Foundation at Ohaji/Egbema is that, in liaison with the National Human Rights Commission (NHRS), it would hold periodic meetings with such bodies as the Community Government Council (CGC), Natural Youth Council of Nigeria (NYCN), Niger Delta Youths Council (NDYC), Presidents General (PG) from the CGC, core oil landlords association and Grassroots Development Initiative (GDI) on human rights violation. Three elements of VPs are Risks Assessment; Interaction with Public Security; and Interaction with Private Security. In the Interaction with Public Security component, the VPs acknowledged that it is the duty of the government to provide security for the protection of lives of property, and ensure human rights are protected. The component explains that extractive companies have an interest to ensure that actions taken by security operatives are in line with the protection and promotion of human rights. The guidelines for
this component are security arrangements which states that the extractive companies should consult the host government and communities about the impact of the security arrangements; conduct and human rights policies; deployment and conduct; consultation and advice; and record of rights abuses. In the third component which is interaction with private security, it is noted that since the host government cannot provide adequate security arrangement for the operations of the companies that it may be necessary for the companies to engage the services of private security providers. The potential benefits of VPs are numerous. VPs promote the human rights by ensuring the security arrangement and actions of security personnel do not violate the human rights of the host communities. To the stakeholders, VPs promote peace-building and good relationship among stakeholders in the extractive industry; they provide a good model for addressing security and human rights issues in the extractive industry; they reduce friction and promote conflict prevention among stakeholders in the extractive industry by reducing the risk of human rights violations. ast time I checked, Malaria remained a mosquito-borne infectious disease of humans and other animals caused by a group of single-celled parasitic micro-organisms known as protozoa. The disease is mainly transmitted through mosquito bites, and the symptoms often commence few days. Malaria is transmitted most commonly by an infected female Anopheles mosquito. The mosquito introduces the parasite called plasmodium into a person’s bloodstream. The signs and symptoms of malaria typically begin eight to 25 days following infection; however, symptoms may occur later in those who have taken anti-malarial medications as prevention. Initial manifestations of the disease, are similar to flu-like symptoms and can resemble other conditions such as septicemia, gastroenteritis and viral diseases. The presentation may include headache, fever, shivering, joint pain, vomiting, haemolytic anaemia, jaundice, haemoglobin in the urine, retinal damage, and convulsions. Severe malaria, which might lead to death, is usually caused by P. Falciparum – often referred to as ‘Falciparum Malaria’. Its symptoms arise nine to 30 days after contracting the
infection. Individuals with cerebral malaria frequently exhibit neurological symptoms including abnormal posturing, nystagmus, conjugate gaze palsy i.e. failure of the eyes to turn together in the same direction, opisthotonus, seizure, or coma. It is worthy to note that, concurrent infection of diseases like HIV with malaria increases mortality rate. Malaria in pregnant women is the major cause of stillbirths, infant mortality, abortion and low birth weight, particularly in P. Falciparum infection. Symptoms of malaria can recur after varying symptom-free periods. Depending upon the cause, recurrence can be classified as either recrudescence or relapse. Recrudescence is when symptoms return after a symptom-free period; it is caused by parasites living in the blood as a result of inadequate or ineffective treatment. Whilst, relapse is when symptoms reappear after the parasites have been eliminated from blood but persist as dormant hyponozoites in liver cells; relapse commonly occurs between eight to twenty-four weeks and is common among P. Vivax and P. Ovale infections. The primary sources of mosquitoes include sewage, refuse, dirty stagnant water, and untidy environment. Methods used to prevent malaria include medications, mosquito elimination through fumigation coupled with
regular environmental sanitation, as well as prevention of mosquito bites via regular cum proper use of the mosquito nets, among others. Prevention of malaria, which is yet to have a vaccine, may be more cost-effective than treatment of the disease in the long run; though the initial measures required are out of reach of many of the world’s poorest people. It is obvious that malaria is a killer disease. The World Health Organization (WHO) estimates that in 2010 alone, there were about 219 million cases of malaria outbreak resulting 660,000 deaths. The majority of cases, about 65%, occur in children under fifteen years. Survey also indicates that about 125 million pregnant women are at risk of infection each year; in SubSaharan Africa such as Nigeria, Angola, Chad, Congo, Benin, Ghana and several others, maternal malaria is associated with up to 200,000 estimated infant deaths yearly. In a nutshell; globally, about 3.3 billion individuals in 106 countries are at risk of malaria, mostly among African children. Due to the widespread of malaria infection and its deadly consequence, the WHO thought it wise to proclaim World Malaria Day. In view of this, in May 2007 during the 60th session of the World Health Assembly, April 25 of every year was unanimously adopted as the World Malaria Day. Needless to say; today the world over is commemo-
rating the World Malaria Day. The day was established to provide education and thorough understanding of malaria disease across the globe, especially in countries where the disease seems to be endemic. As Nigeria joins the rest of the world to commemorate the annual World Malaria Day, I urge every individual in the country regardless of age or status, to be extremely conscious of the outlook of his/her surroundings or immediate environment since malaria is mainly attributed to unhealthy vicinity. Thus, we should always endeavour to properly dispose any form of waste found within our place of residence as well as thoroughly sanitize our gutters and toilets at all times. In addition, we ought to ensure that our beds are always covered with treated mosquito net whenever we lie in it. Among all, we should endeavour to see our physician from time-to-time or whenever we notice any abnormality in our body system, for onward review of our health status. In the same vein, the various health workers/personnel across the country are expected to contribute meaningfully and immensely in creation of awareness regarding the causes and possible effects of malaria disease as well as its epidemic. Above all, we ought to always bear in mind that prevention is invariably better than cure. Think about it!

Averting herdsmen-community feuds in Nigeria Muhammad Tola (NAN) A a report by the UK Department for International Development (DFID) recently said that Nigeria loses more than13.7 billion dollars (about N2.3 trillion) annually to conflicts among herdsmen and farmers in various communities of Nigeria is worrisome. Mercy Corps, a global humanitarian aid agency that presented the report recently in Abuja has been supporting communities to resolve conflicts and in strengthening governance, among other humanitarian services since 2012. ``The growth of Africa’s largest economy is being stymied by decades-long disputes between farmers and pastoralists in Nigeria’s ethnically and religiously diverse nation,’’ the report stated. Furthermore, the report noted that Nigeria will gain more than 13.7 billion dollars annually in total macro-economic progress if peace is maintained in Benue, Kaduna State, Nasarawa State and Plateau alone. Analysts observe that feuds among Nigeria’s famers and herdsmen usually arise from disputes over the use of resources such as farmland, grazing areas and water. According to them, Nigerians must collectively resolve to tackle the challenge with utmost sincerity of purpose and patriotism. men. Mr Mohammed Tukur, a member of the corps steering committee, observed that the establishment of grazing reserves would restrict cattle to graze in particular areas to avert feuds. He recommended that the government should strengthen the nation’s conflicts resolution mechanisms. Tukur identified community, religious and opinion leaders as the first port of call in the outbreak of conflicts among farmers and herdsmen in rural communities. He explained that there was the need for community engagements to provide ways of resolving such conflicts to pave way for mutual understanding among feuding parties. In the light of these suggestions, the House of Representatives recently invited all stakeholders to a public hearing to address what it described as ‘incessant clashes between herdsmen, farmers and their host communities’.. On a Sunday morning when true followers of Christ were expected to be peaceful, sober and heavenly-minded, peace took flight as some congregants protested over the presence of Venerable Nathaniel Bamidele Oluwatade at the service - contrary to agreement at the peace meeting that he would be redeployed as members were opposed to his leadership style. According to a source, who was part of the peace meeting and spoke after he was assured that his name would not be mentioned, confirmed that it was resolved that Venerable Oluwatade should relinquish every duty in the Church as part of conditions for a lasting peace. “It was a total betrayal of trust, deceit and ungodliness to go back on the resolutions. The bishop has not told us what he shares in common with Venerable Oluwatade,” the visibly angry source said. It was gathered that among his
many sins, was when he sacked all administrative staff members of the Church and conceived discreet moves aimed at transforming himself into the Provost of the Church against the people’s wish. The Sunday morning protest was however halted by a detachment of policemen from Ilaro Police Division, who had mounted guards as early as 7.am, perhaps, in anticipation of crisis as the Church was opening for normal Sunday worship service having been shut since February 24. Before things got to a head, early signs of trouble started when Venerable Oluwatade allegedly acting on the orders of Bishop of Yewa Diocese, Right Reverend Michael Adebayo Oluwarohunbi, changed all the locks leading into the Church and refused as it was the tradition of the Church to return the keys to the Church Sexton, whose duty it is to prepare and open the Church for the day’s activities. Since the crisis started, they have always aimed at those opposed to the way things were done in the church and with
what happened today, nobody is in doubt anymore about who they are working for,” a resident and eyewitness told us. Another eyewitness also expressed displeasure at the shame the Church had become in recent times. “This used to be a good Church in this neighbourhood until we heard that the former Provost, (Very Reverend Solomon Rotimi Adewunmi), was frustrated to resigning his position in the Church. “Today, you can’t tell whether it is a joint Secretariat for People’s Democratic Party (PDP) and All Progressives Congress Party (APC) members. Many things really happen here every week days. It is a shame that they (members) can’t live according to the word of God,” she said. It would be recalled that the Church located at Ona-Nla Quarters, Ilaro, had been in the news for all the wrong reasons following sustained intrigues and leadership tussle. Things became worse March this year, when some members discovered during a revival programme that unauthorised pillars were erected at the four corners of the Church building as well as inside the worship hall, and welding of its entrance leading to a breakdown of the peace. Meanwhile, after the police had made arrests in and outside the Church hall, and threatening to shoot anyone who refused to leave the Church vicinity, about 30 congregants later settled down for normal Church service. After the fracas, the service started at about 10:24 a.m. and
Venerable Oluwatade mounted the pulpit and started his sermon. “Today is the final day this kind of thing will be tolerated in this church,” he warned. “Those of you that are present but have sympathy for them should go and tell them that we are ready to do battle. Except they come before this Church and prostrate and ask for forgiveness, the power of God will come upon them.” Oluwatade, who spoke amidst worship songs including, “Arise O’ Lord Let Your Enemy Be Scattered”, “Our God is the God of War”, enjoined the congregants to pray fervently against enemies of the Church. Quoting copiously from the book of Ephesians, he urged members to put on all the armour of God and be prepared for the battle ahead. In his 26 minutes sermon, the preacher said, “This Cathedral is the Church of God and not of man. Anyone who attempts to take it over will fail in Jesus name.” The sermon didn’t end on that note. He went on, “I am ready

He further enjoined members not to be wary or be discouraged by what took place earlier in the day, but to always make their presence felt at every service, including next Sunday service. Meanwhile, the Divisional Police officer (DPO) of Ilaro Police Station, Mr Lukman Adejumo Raheem, a Chief Superintendent of Police (CSP), in a telephone chat told The Daily Times that his men were simply trying to maintain the peace. According to him, they were not invited by any member of the Church but made arrests when they saw people fighting on the street. He also denied that his men manhandled anyone.

Trouble in Lekki as bulldozers destroy homes, properties ÏRƈƏ éL Ƌ ƊƊƏ ƆƎƓ Ƅ ƕ dRd Ǝ ^ƍƄ ƆƕƄ Ǝ Ə ƍƆ Yemi Olakitan While it can be said that Lagos state residents are sitting pretty, free from onslaught of insurgents and the latest nightmare – the Fulani cattle herdsmen, a different face of unprovoked aggression is terrorising the Okun Mopo Community along the Lekki-Epe Expressway in Lagos. A report reaching our features desk said only last week, large expanse of land and property designated as estates belonging to old families at Sangotedo Monastery in the community have been overrun by bulldozers, pulling down buildings, infrastructures and other facilities on the orders of some estate developers called ‘land grabbers’. Heads of the affected families are now crying to the Lagos State Government, the Federal Government and the entire people
of Nigeria concerning their land being forcefully taken from them. A family source told our correspondent that the land in question belongs to the Isiaka, Oladehinde and Balogun families, all traditional rulers at the OkunMopo community and environs. “All the people were told was that the land is to be allocated by Lagos State Government to one Ajayi Apata Property Ltd, without neither consultation nor any form of compensation to the indigenous owners of the land,” the source said. The estate agents - CMB Estate and Diamond Estate - invaded the community with caterpillars and bulldozers, demolishing people’s homes and structures on the land. A resident who spoke to The Daily Times in confidence lamented that the demolition took them unawares. “I woke up that morning hesitating from where
I would start off my day when noise of the invading machines filled our area. People were running out of their houses and shouting for help and I had to run too. We had no time to take anything and we watched as bulldozers and caterpillars destroyed our homes and properties.” Accounts from residents of Okun Mopo Community corroborated the story of pains and anguish over losses of homes and household utensils because of the illegal demolition. Residents say heavily armed thugs with arms and amulets were positioned on the land, with the aid of fully armed policemen and people can no longer move freely in what used to be their neighbourhood. A spokesman for the estate agent who refused to give his name claimed that the Okun-Mopo Community land has been sold
to them and that the two estate administrators are now ready to take possession. He denied that the residents were not given any notice before the invasion. Meanwhile, a legal firm representing the aggrieved families and the community, Messrs Bolanle Olugbani & Co, Barristers and Solicitors of Igbosere Road, Lagos Island has written an SOS addressed to President Muhammadu Buhari. The letter dated 26th April, 2016 and titled ‘The forceful and illegal taking over, eviction and demolition of properties of over 500,000 Nigerians at Okun-Mopo and the complicity of the A.I.G Zone 2, Lagos’ read in part: “We are compelled to write your Excellency this open letter to bring to your attention the pain and suffering of the people and residents of Okun- Mopo as well as the activities of the men of the Nigeria Police force, zone 2 Police
Command, Onikan, Lagos The Baale of Okun Mopo is the claimant in suit No. /LD 135/2013 pending before the high court of Lagos state. The Defendants in the said suit are the Attorney- General of Lagos state, the New Towns Development authority and Ajayi Apata Property and Investment Company. On the 12th of April 2016, the Baale of Okun Mopo, an 83-yearold man was invited to the Zone 2, Command, Onikan, Lagos based on a false petition of threat to life written by one CMB Estates who bought the land in dispute (subject matter of the above– mentioned suit) from Ajayi Apata Property and the Investment Company. The Baale of Okun Mopo had earlier obtained an order of Interlocutory Injunction against the three (3) defendants in the above mentioned suit. The injunction restrained the three defendants and their privies from interfering with the peaceful possession of our clients’ land. CMB Estates is a privy to Ajayi Apata and Investment Company and is also bound by the same order. To our greatest shock , the Zone 2 Police Command led by A.I.G Bala Hassan gave armed police protection to CMB Estates who went on a demolition spree of our clients’ properties at Okun Mopo with 3 caterpillars. In order to prevent such occurrence in their community, the Okun-Mopo people are calling on the government to stop the activities of land grabbers in their community and in Lagos state. challenge. Minister of Interior retired Lt.-Gen. Abdulrahman Dambazau decried the lingering crises along the Niger-Benue river basin axis. Speaking at the opening of a strategic stakeholders meeting on the pastoralist-sedentary farmer conflict in Nigeria, he warned that the crises were a threat to national peace. ``The effect of this conflict has been loss of life, dislocation of people and communities and the disruption of socio economic activity. ``Even more importantly, it is a threat to the integrity and peaceful coexistence of the Nigerian state. ``The objective therefore is to
identify any laws and regulations that impact on the conflict, this will in turn inform the design of a definitive policy intervention,’’ he said. Dambazau, who directed the meeting, said that the meeting would review recommendations of past committee reports on the issue, security investigations and deliberate on new strategy to address the menace. The minister said that the government would also address the issues such as herdsmen migrating from outside the country. Irrespective of various measures aimed at averting future crisis, stakeholders at the meeting resolved to outline a tentative cocktail of strategies to deal with conflicts.

military personnel from various units of the 2 Division of the Nigerian Army, Adekunle Fajuyi Cantonment, Odogbo, Ibadan, have appeared before a general court martial. The General Officer Commanding, 2 Mechanised Division, Major General Laz Ilo, said that the division would not tolerate any form of indiscipline. The allegations against the accused military personnel include murder, manslaughter, stealing,
negligence of performance of military duties, sexual relationship with spouse of military personnel, disgraceful conduct of indecent nature, and scandalous conduct of an officer. The accused military personnel comprised one on the rank of major, one captain, one lieutenant, one second lieutenant, one corporal and one private. said that it has cleared seven more villages taken by suspected Boko Haram insurgents in Borno in its bid to end terrorism in the North East. Col. Sani Usman, the Acting Director Army Public Relations, stated this in a statement issued in Maiduguri on Sunday. ``As the ongoing clearance and rescue operations gained momentum, troops of 28 Task Force Brigade have successfully cleared enclaves of Boko Haram terrorists along Galtha Baba, Galtha Musa, Bulakurma, Shatimari, Chukruk, Bulangaje, and Disa villages. ``During the operation, one Boko Haram terrorist was captured alive,’’ Usman said. According to him, three
motorcycles, bags of grains, terrorists’ flags and uniforms have also been recovered. He listed other items recovered to include: suicide bombers hijab, a cell phone and one Dane gun, as well as foodstuffs and cooking utensils.’’ ``The troops also rescued 15 persons that were held hostage by the Boko Haram terrorists in the area,’’ Usman said.

Victim of alleged military brutality demand justice ÎÎÎA middle aged man, Mr.
Emmanuel Akoje, has demanded justice for being allegedly brutalized by Military men in Agbor community, Ika South Local Government Area of Delta State last weekend. Akoje who spoke to our correspondent, on Sunday, said he had petitioned the Commandant, Nigeria Army Base Owa Ekei Road, Boji Boji Owanta, and the office of President Muhammed Buhari over the intimidation and harassment with grievous bodily harm and brutality allegedly perpetuated by one Corporal Auwalu Sunday, a military officer attached to a company in Agbor. Following the incident, the victim said he was calling on
the high army command to fish out the said officer and bring him to book over the alleged brutality he suffered in the hands of the officers. His lawyer, Mr. Christian Agboma, said that the victim last weekend had gone to Oando Filling Station in Agbor to buy fuel and right there he meet the said military officer allegedly beating up an unknown person who also was at the fitting station to buy fuel. ÏÏÏ I marvel at the sheer
ignorance that makes simpletons to turn their friends to enemies because they are supporting some politicians against others. Stupidity has no other spelling than those who have no stake by the slightest of imagination turning loose against themselves when the real stakeholders don’t even okay till-death-do-us-part game. Let me relate two personal experiences here. In 2009, I supported Dr. Kayode Fayemi during the re-run elections in Ekiti State against the candidature of the then incumbent, Mr. Segun Oni. We had gone to Ifaki Ekiti the home town of Oni on the eve of the election with Hon. Wale Oshun and about three other persons in a bus when suddenly we ran into some thugs. They waylaid us and started throwing missiles into the bus. We had to lie flat on our chests as dangerous weapons flew freely. The skillful driver kept maneuvering the vehicle non-stop. As we managed to get out of danger, we heard some
gunshots fired sporadically but we escaped unhurt. Dr. Abubakar Momoh then of the Lagos State University was not that lucky as he and some observers were caught by thugs and beaten to a stare of stupor. When the elections were over, it was battle for the court once again. In the course of the trial, the courtroom was turned upside down when Mr. Niyi Akintola (SAN) tendered the leg of a supporter of Fayemi that was amputated over injuries he sustained in the hands of political thugs. The stench in the courtroom was so strong that many observers ran
out of the damn place. Mr. Akintola told me recently after he was somewhere and a gentleman using crutches held him by the coat. He could not recognise the gentleman until he reminded him, “Sir, you have forgotten that I am the one you tendered his leg during Fayemi’s case. I don’t have a leg again but Fayemi and Oni are now in the same party”. My ghost could have been masking the sane lamentation if the thugs who accosted us in Ifaki Ekiti had pounced on us successfully. I also recall when I supported Aregbesola in his quest to oust Oyinlola from Osun Government

House. A reporter with The Guardian Newspaper had imputed some comments I didn’t make in my interview with him over the death of Kudirat Abiola which Oyinlola considered offensive. He dragged me and The Guardian Newspapers to an Osogbo High Court. I had to engage the services of Mr. Kola Awodein (SAN) to defend the suit. The Appeal Court eventually ruled that since Oyinlola cannot be sued he could also not sue as governor. Aregbesola eventually ousted Oyinlola from office through the court. By the time Aregbesola was contesting for the second term in office, it was a
sight to behold the two of them chewing bitter kola in a cubicle and Oyinlola campaigning hard for Ogbeni on the mounted rostrum. For many years many people were under the illusion that Obasanjo and Tinubu were political foes. True, while Obasanjo was President he seized Lagos funds when the Lagos State governor created additional councils in the state. Tinubu fought up to the Supreme Court and won but Obasanjo would not bulge. Tinubu would mount the rostrum and throw jabs at Obasanjo and the political plebeians thought they were fighting. They were to wake up
to smell the coffee when Tinubu led a team to Obasanjo to in 2014 to go and beg him to be their navigator in APC. Tinubu added that the APC had resolved to rescue Nigeria, appealing to Obasanjo to lead the mission. We’re resolved and determined to rescue Nigeria. We want you as navigator,’ he said. Nobel Laureate, Prof. Wole Soyinka was apparently one of those deceived to believe there was any disagreement. He was exasperated and penned the following: “An APC-led group, we understand, has been paying courtesy visits to former Heads of States. Would it be correct to state that their purpose is captured in the following Mission Statement? “If this attribution is correct, may I urge you, as an urgent public service, to advise families to begin the stockpiling of life-belts for the guaranteed crash. Don’t forget to alert the coastguards — ECOWAS (Economic Community of West African States), AU (African Union), UNO (United Nations Organisation), etc, to be on the alert for possible salvage operations. “If General Sani Abacha were alive today, would he also have been on the ship’s complement? As Captain, perhaps?” Prof. Soyinka rhetorically asked in the conclusion. By some poetic justice, the fears of the grey-haired Prof. are coming to pass. So if you are one of the persons who had allowed your support for any politician to destroy your cherished relationship, I say to you that you are a person of little understanding.

…Grace, power of tradition in Benin kingdom
NOT many lands can boast of the kind of cultural and artistic heritage like that of the Benin Kingdom, in Edo State. Benin City is filled with art works, art studios, galleries, outdoor sculptures, cultural centres, and traditional institutions among others. Despite modernisation, the city still wears it’s traditional look, depicting it as a visually rich epicentre of Benin indigenous and modern culture, a self-contained part of society that brims with towering sculptures and cultural monuments. Following the recent confirmation of the ‘final’ transition of His Royal Majesty, Omo N’Oba Erediauwa, the Oba of Benin, Agozino Agozino, writes on what makes Benin Kingdom unique Rumored to have died in August 2015, the myth of dying, living and eventual death of the Omo N’ Oba Erediauwa, the Oba of Benin, is a mystery that arouses the curiosity of a non-indigene.
But to students of Benin culture and history, the Oba, seen as a divine ruler and representative of the gods does not die, he can only join his ancestors in another realm, and that can only be revealed not by ordi-
nary men but those knowledgeable in the mystery of the kingdom. And so, it was in the case of the highly revered monarch, when the rumour started making the rounds that, indeed, he had, finally, joined his ancestors, even before last week’s confirmation of his final death. Similarly, residents of the ancient kingdom, who were in the know that the monarch might have died, kept sealed lips until the rumored death of the Oba, eventually, became a reality through the official announcement from the appropriate quarters in the Oba’s palace by Crown Prince Eheneden Erediauwa. This, is the richness of the Benin kingdom. Not only that, the kingdom is still believed to have kept all its culture intact. The power house in Benin City which is the Oba’s palace, with over a century of history remains intact. The palace, which dates back to centuries, and located in the heart of Benin City, is a repository of history and relics. Sculptural pieces in the form of bronze
casts, brass works, stone pieces and relics of all kinds, comprising plaques and other forms of art, depicting the land’s history, greets any first time visitor. Major events in the history of the land are richly preserved in mural sculptures displayed on the walls and panel doors. The palace is the abode of the highly revered Omo N’Oba N’Edo Uku Akpolokpolo, Oba Erediauwa. The monarchy in Benin is rich and revolves around the people’s daily life and it commands the respect of every Edo indigene, including traditionalists, Christians and Muslims alike. It is a popular story in the city, how at its peak, the Benin Empire had its tentacles spread as far as modern Ghana in the West, Niger in the North and the Cameroons in the East. But for the Atlantic Ocean, its spread down south would have continued unchecked. Infrastructure in the city was said to be unique. and structural works compared to today’s works. The 1897 British expedition is credited with checkmating all that. And for a long time, the once glorious empire lost its steam. Though officially confirmed dead, Oba Erediauwa’s life and times we’re etched in royal mythology like that of his predecessor, Oba Akenzua 11, his father, who ascended the throne in 1933 as his reign was believed to have brought much development to the people. Like his father’s reign, Oba Erediauwa was an accomplished administrator, who used his wealth of experience to rule the people. He obtained the most qualitative Western education in England’s prestigious Cambridge University, as a historian and a lawyer and being an administrator, who rose to the very top of both Regional and Federal Civil Service, he worked with, and also advised the former Federal Military Heads of State and some former civilian government officials. Many believed that the late Oba Erediauwa established himself as one of Nigeria’s brightest monarchs in his generation. Apart from attracting massive development, he, indeed, brought well-earned respect to the kingdom as the Oba of Benin. Crowned on March 23, 1979, as the 38th Oba of Benin, he reigned for 37 glorious years, which earned him accolades from eminent Nigerians. Before his coronation, he was known as Prince Solomon Aiseokhuoba Igbinoghodua Akenzua. He attended Government College, Ibadan (1939–1945), then Yaba College, before going to King’s College, Cambridge, to study Law and Administration. He joined the Eastern Nigeria Civil Service in 1957 as a District Officer, later moving to the Federal Civil Service where he retired as a Permanent Secretary, Ministry of Health in 1973. For a short period, he was the regional representative of Gulf Oil. In 1975, he was appointed Commissioner for Finance in the then Bendel State, during the military administration of Major-General George Agbazika Innih. Ascending the throne on 23 March 1979, Erediauwa celebrated his 30th anniversary in 2009. During this period, he, severally, acted as a peacemaker among politicians. For example, he intervened in a dispute between the former governor of Abia State, Chief Orji Uzor Kalu and Tony Anenih, former chairman of the People’s Democratic Party Board of Trustees, and resolved another face-off between Anenih and former Governor of Edo State, Lucky Igbinedion. Apart from the ceremonial aspects, his 30th coronation anniversary was a weeklong carnival and a showcase of Benin arts and culture, with numerous performances of traditional music and dance, as well as an art exhibition and food fair. His death was officially announced on April 29, 2016. “Our ancestors, who founded this Edo land, intended it to accommodate the rich and the poor, the powerful and the weak,” he was once quoted to have said. No doubt, the Benin kingdom and, indeed, Nigerians at large will miss the fatherly advice of Oba Akpolokpolo.

ernard Ovoke’s second half strike condemned Warri Wolves to their first home defeat of the season as Rivers United claimed the spoils in a tightly-fought Nigeria Professional Football League (NPFL) contest on Sunday. Ovoke’s goal against Wolves at the Warri City Stadium, his third in two games, was the end product of good work by Chinonso Okonkwo and Godbless Asamoah for the visiting side following a devastating counter attack. The home side had their moments, particularly in the first
half but poor marksmanship from Uremu Egbeta and particularly King Osanga, let them down. United however had the best chance of the half and it arrived on 24minutes when Obomate Frederick’s goal-bound effort was cleared off the line by the Wolves captain, Goodluck Onamado. The Wolves attackers continued to pour forward in numbers after the restart but found the two United centre halves, Festus Austin and Olalekan Gabriel in uncompromising mood. The visitors continued to look menacing on the break and finally got their reward through Ovoke who tapped home Asamoah’s
cross from the right from close range, ten minutes after the break. Ovoke almost scored a second for United in the 72nd minute but drew his shot marginally wide off Dele Ajiboye’s left hand post, after taking the entire Wolves back line to the cleaners. The electrifying winger was given a standing ovation by the home fans when he was eventually substituted in the 80th minute-a just reward for a barn storming display. United held on for the win-their second on the road this seasonand match winner, Ovoke was understandably pleased with the accomplishment.
Rivers United’s technical manager, Stanley Eguma also took the time to assess the performance of his charges. “Beating Wolves was not easy but this is not the time to celebrate. “We have other games to play. We will continue working hard until we achieve our set objectives,” Eguma said. Sunday’s win for United-the only away win in the NPFL on match day 15- sees them climb one place to fifth on the log with 25 points from 15 games. he lawmaker representing Estako Federal Constituency in the House of Representatives, Hon Philip Shaibu, has expressed optimism that the annual 10-kilometer Okpekpe road race would create an opportunity for Edo State to produce future marathon runners. Shaibu stated that the Okpekpe road race was not just about entertainment, but an avenue for discovering local talents. Shaibu, who spoke to newsmen shortly after participating in the race said the demand for a coach by indigenous athletes would be taken care of if properly channeled to him. His words, “This race is not about entertainment but also to discover talents. I will be a proud man to see people of my constituency challenging the Kenyans. few weeks back you did tell Extra Time that Rio 2016 will be Nigeria’s worst ever outing at the Olympics, have you changed your mind? No, not all! I still maintain my stand in that regard. Why do you say so, after having seen some of our athletes currently battling it out and securing slots during the qualifiers for the various sports for this global event? I must be sincere to you, Team Nigeria are not ready for the Olympics holding in Rio, Brazil. How can we excel at the Olympics where we have poor planning, dirty politics going on, corruption and mismanagement of funds also going on in the sports sector and we feel all is well? Never! We need transparency in the Sports Ministry and judicious use of funds for our athletes for the qualifiers for the Olympics. As far as these major ingredients are not on ground for Team Nigeria, forget it! Can you take a look at some of the sports we have qualified for at the forthcoming Olympics and assess our chances of winning medals from them? Like I said earlier, only a miracle will help Team Nigeria in this regard because some of our athletes that have qualified in their events are not yet in camp, so what are we saying? For those who are yet to qualify are on their own! Let me take an example, in boxing, the last time I made a check we only have three boxers that have so far qualified to fight in their weight categories in Rio and the rest are begging alongside the Nigeria Boxing Federation to allow them to come in as wild card entrants. Things are never done like that! It simply shows that we are not serious and the Sports Ministry has failed Nigerians. Take a look at athletics, any hope for Team Nigeria? Sincerely, what happened at London 2012 Olympics is going to be a child’s play when compared to what is going to happen at Rio 2016. Take a look at the performance of our athletes at the World Indoor Games in China; it was very poor, so expect no miracle at Rio 2016. You made mention of the Minister infringing into football matters and causing havoc in NFF, can you throw more light into your claim? He created the problem in our football by trying to help his friend and kinsman become NFF president through the back door. Now it has back fired! You mean Chris Giwa? Yes that is correct, and Dalung attempted to hold a peace meeting which he lacks the capacity to mediate. He ended up embarrassing himself and the position he holds as a Minister such that in the presence of a Federal Minister two contending camps were almost physically boxing and abusing each other in his so-called kangaroo peace meeting; that shows lack of capacity on his part to do such! But, there are indications that Amaju Pinnick is still battling Chris Giwa’s camp, or you think all is well in NFF? That is the Minister’s game plan to create confusion and set up normalization committee, but it soon consume him too.

The Lagos Chamber of Commerce and Industry (LCCI) has called on the Federal Government to implement policies that would drive the growth in the Information Communication sector of the country. Dr. Mrs Nike Akande, President of the LCCI, who made this call while unveiling the 2016 ICTEL Expo in Lagos, over the weekend, with the theme “Mobility, Technology and the Nigerian Economy’’, noted that the sector has the potentials of becoming a major contributor to the nation’s GDP. She said the Expo, which will hold from July 26 to July 28, is an opportunity for various ICTEL companies in the country to showcase their various products, as it relates to national development through its contributions to overall GDP growth, adding that the ICT sector should be a major priority of the government in its diversification effort. Akande noted; “With a large population of young urban people, Nigeria is likely to see accelerated growth of its digital economy. As a market with rising mobile penetration and a negligible fixed band structure, Nigeria has the opportunity
of N69.544 billion from the sale of domestic crude oil and gas, plus other income, which was paid into the Federation Account in March. In addition, it said that NNPC, also recorded N107.826 billion revenue for March as against N104.804 in February. Revenue rose marginally by 2.88 percent, adding that the expenses of the Corporation slowed by 12.92 percent to N112.368 bil-
lion from N129,034 billion recorded in previous month. The report stated that NNPC made a loss of N18.89 billion in March, saying the loss was an “improvement” from a deficit of N24.23 billion it recorded in February. A breakdown of the financial performance of its subsidiaries showed that the Nigerian Petroleum Development Company, NPDC, Integrated Data Services
Limited, IDSL, and National Engineering and Technical Company Limited posted losses of N9.874 billion, N469 million and N69 million, respectively. Speaking at a Stakeholders Consultative Forum on the Licensing in Lagos, NCC’s Deputy Director, Spectrum Administration, Toyin Asaju, said the 38 GHz band is the range of Electromagnetic Frequency spectrum that falls within 37GHz to 39.5GHz, which supports an extremely high degree of frequency reuse due to high directiv-
ity of Antennas. Asaju listed the benefit of the whole process to include availability of brand new spectrum; reduction on the pressure of existing microwave (flexibility) bands; improvement on all forms of services (broadband, data, among others) and removal of network conjections, which will subsequently results in improved quality of service. Asaju added that the 38GHz band has broad bandwidth, suitable for broadband deployment, which can enhance the utilization
of Green Field Spectrum band. The NCC Deputy Director, said the 38 GHz band has been bench marked against standards from Australia, Hong Kong, United Kingdom and Qatar. Commenting on the 42 GHz band, which ranges between 40.5GHz to 43.5GHz, Asaju explained, that based on the International Telecommunications Union (ITU) recommendation, the band would have 16 channels of 56MHz each; 1500 MHz duplex separation and 604 MHz Duplex gap.
The Nigerian Communications Commission (NCC) as part of measures to address the challenge of spectrum shortages in the country has revealed plans to open up new frequency bands with guidelines for operators in Nigeria. According to NCC, the new frequency bands are the 38 GHz and 42 GHz spectrums adding that it would re-plan the already existing 23 GHz Microwave Spectrum band.

In the correspondence, the ministry recalled that at a meeting between the Minister of Transportation, Mr Rotimi Amaechi and maritime stakeholders in March, LADOL presented a gazette, which the ministry said its authenticity was in doubt. The ministry demanded that LADOL should furnish it with more information on how it came about the purported gazette No 54 , Volume 95 of Lagos, 4th Sept, 2008, which allowed it to receive a maximum of two-ocean going ships per week. The News Agency of Nigeria (NAN) reports that at a meeting held in March by the minister and maritime stakeholders, the minister told terminal operators to submit documents to show that there were no terminals dedicated to handle oil and gas cargoes. The minister explained that one of the far-reaching decisions reached was that the most recent Presidential approval of April 20, 2015, be strictly complied with by all relevant maritime stakeholders. According to the ministry, the presidential approval states that `` the Floating Production Storage and Offloading (FPSO) project can be located at Agge, Bayelsa State, when the facilities to handle such operations are developed. ``In addition, the FPSO can be conveniently located at any designated oil and gas terminal. ``All oil and gas related cargoes must be handled only at the designated terminals as in the letter from the Bureau of Public Enterprises (BPE). ``Operators are, however, free to choose port of discharge of their cargoes within the designated terminals at Onne, Warri and Calabar,’’ the ministry said. It added that vessels coming to Nigeria, particularly oil and gas related cargoes, except petroleum products must first go to the appropriate NPA concessioned terminal operators and shipping lines. The ministry said that the owners of the vessels must pay the necessary dues/charges and obtain releases before proceeding to locations for final discharge including those meant for LADOL.

Nigeria loses N13bn at Lagos seaports in three months

The Federal Government has lost N13 billion in Customs revenue at the Lagos seaport in the first quarter of 2016. This is even as the volume of vessel call at the Lagos Port Complex (LPC) continues to nosedive due to unfavourable government policies that have driven importers away from the nation’s seaports. This disclosure was made recently during a stakeholders’ meeting in Apapa Lagos, by the Customs Area Controller in charge of the Apapa Command of the Nigeria Customs Service (NCS), Willy Egbudin. He stated that his command collected N61.7 billion as revenue between January and March 2016, thereby recording a deficit of N13 billion when compared with the N74.71 billion the command collected in the corresponding period in 2015. Egbudin further complained that vessel call at the Lagos Ports Complex has dropped and as a result, revenue collection by the service has dipped. “If revenue collection continues to drop in flagship command of the Nigeria Customs Service, I wonder how other commands will get their own revenue. Apapa Area Command is the flagship of Nigeria Customs Service and if revenue generation from Apapa is going down, that means revenue generation as a whole to the

The premier command boss added that the situation in 2015 was quite different with what is obtainable recently, adding that more cargoes were imported in the corresponding year. He urged importers and their principals to embrace honest declaration in order to assist the command collect more revenue. “Even when these vessels come in, they come with scanty number of containers; bulk cargoes no longer come the way they used to, because some of the items have been denied by the FOREX policy of the Central Bank of Nigeria,” Egbudin stated.

This, it said resulted in the loss of its entire revenue from crude oil sales of about N20 billion. The report also put the combined value of output by the three refineries at import parity price in March 2016 at N22.93 billion, while the associated crude plus freight cost was N20.02 billion. It said that this gave negative margin of N3.95 billion after considering overhead of N6.87 billion. The report also said that a total of N85.66 billion was collected as sales revenue from white products sold by PPMC in the month of March 2016 compared with N85.23 billion collected in the previous month. “Total revenues generated from the sales of white products for the period April 2015 to March 2016 stands at N775.90 billion where PMS contributed about 88.85 per cent of the revenues collected with a value of N689.41 billion.” Meanwhile, the Corporation revealed that it is collaborating
with CBN to resolve the Dollar crunch facing the Major marketers. According to it, marketers pulled out from petroleum products imports following Government policies on foreign exchange early this year. Money laundering: Fear of unknown grips DMBs, as EFCC shifts to banking sector

An air of uncertainty has pervaded the operations of Deposit Money Banks (DMBs) in the country, as the Economic and Financial Crimes Commission (EFCC) has recently shifted attention to the banking sector in its fight against corruption. In barely two weeks, the antigraft war agency has visited no less than three commercial banks in the country and still counting, according to a source close to the EFCC, who would not want to be named on the pages of a newspaper. However, indications are rife that other banks whose Managing Directors and some top offi-
cials have been involved directly or indirectly in related shady deals have continued to be jittery over the probability of who is next to be arrested and quizzed by the EFCC. The most recent among the bank Chiefs that had been arrested by the EFCC was Herbert Wigwe, Access Bank MD, who has been held for money laundering, since the bank’s corporate head office was raided on Friday. It was disclosed by an EFCC source that Mr. Wigwe was arrested over the alleged role he played in the huge sums of cash laundered through the bank by officials of the Nigerian Maritime Administration and Safety Agency (NIMASA). Also, stated that some ques-
tionable funds located in the bank was also traced to former Petroleum Minister, Diezani Alison-Madueke. EFCC investigators said Zenith Bank had illicitly transferred the sum of $5 million to Access Bank from a slush fund arranged by Ms. Alison-Madueke. Earlier last week, operatives of EFCC were at the headquarters of Sterling Bank where they allegedly quizzed the Managing Director, Mr. Yemi Adeola. The source pointed out that the money was transferred to Mr. Adeola from Fidelity Bank of Nigeria whose managing director, Nnamdi Okonkwo, was last week detained by the EFCC, but was released late on Thursday. But the lender had subsequent-
ly named the Executive Director, North, Mr. Balarabe Musa, as acting MD, and said that it can confirm that the transactions were duly reported as required by the regulators and the bank was cooperating fully with the authorities on the investigation. According to the bank, “we assure our numerous stakeholders, including our customers that we are working assiduously towards a quick resolution of the issues.” Meanwhile, financial stakeholders have assured Nigerians and bank customers over the sound level of the nation’s banking system, while adding that the recent anti-graft war agency in the banking would not affect the sector neither the economy.
Experts task FG over implementation of 2016 budget Following the signing into law of the most awaited 2016 budget, economists and industry experts have tasked the federal government on strict implementation of the budget which has a total figure of N6.06 trillion. President Muhammadu Buhari on Thursday signed into law the 2016 budget of revenue projection based on $38 per barrel at production of 2.2 million barrels per day. However, some economic experts in the country have commended President Mohammadu Buhari for finally signing the
2016 Appropriation Bill, giving way for full implementation of the budget, so as to drastically address the current state of the Nigerian economy. This they said will enhance the efforts of the Central Bank of Nigeria, CBN, which has been using different monetary measures in upholding the nation’s economy and the financial system, with intention of bringing better times to the people of Nigeria and the economy as a whole. While, the signing took place at the presidential Villa, in Abuja on Friday, many have expressed
doubts over some aspects of the document, especially the ability of the government to generate the projected fund to finance the budget. Speaking on the signing of the budget, Mr. Emeka Okolo and Higo Aigboje, both economic analysts, however, looked at the 2016 budget from level of implementation perspective. In their separate reactions, they said the budget looked good on paper, but if past experiences are anything to go by, its implementation may just be the problem.
Mr. Okolo, who is Managing Director, Molten Trust Limited said: “What I am concerned is that the budget should be implemented; we are no longer interested in discourse everyday again; we want implementation of the budget. On paper, it is good, but implementation is always the issue. “I know that some will say that the main issue is that borrowing is too much, borrowing is not the issue. The main issue is to use the borrowing for what it is meant for, that is the bottom-line. If they can implement it faithfully, that is okay”.

The Lagos State government has issued Retirement Benefit Bond Certificates for a total sum of N1, 080 billion to 260 retirees from the Mainstream, Local Government, SUBEB, TEPO and Parastatals of Government, under the Contributory Pension Scheme for the Month of April, 2016. The fact that this Administration commenced and has been able to maintain the trend of paying terminal entitlements of retired employees monthly since it started in August, 2015 is highly commendable. This payment has brought the number of retirees paid between August 2015 to April, 2016 to 3,069. The total accrued right paid by the State Government from the aforementioned month to date is N13, 701 billion. During the presentation of the 26th Retirement Benefit Bond Presentation which took place between Thursdays 28th to Friday 29th April, 2016 at the LASPEC Office Premises, the Director-General, Mrs Folasade Onanuga advised the retirees to carefully take decisions on how the funds will be utilised. She also advised them to be wary of Pension fraudsters who deceive retirees into believing that there are balances to be paid to them and make demands on them. She reiterated the fact that in the not too distant future, all retirees will receive their entitlements. NSE ASI increased 2.55 percent last week on MSCI stance, budget signing Activities on the Nigerian Stock Exchange (NSE) had a fourday trading session last week, following the declaration of Monday 2nd May, 2016 as Public Holiday to mark the 2016 Workers’ Day Celebration. Nevertheless the week ended on a positive note as the NSE All-Share Index and Market Capitalization appreciated by 2.55 percent to close at 25,701.60 points and N8.841 trillion respectively. Analysts attributed the week’s market rallies on Morgan Stanley Capital International (MSCI) decision to retain Nigeria and the signing of the 2016 budget. The MSCI’s decision to place Nigerian securities under a “special treatment” rather than being excluded from the MSCI Frontier Market index saw the All Share Index (ASI) rising to a five week high of 3.2 percent on May 3. The NSE ASI also rose by 0.54 percent on Friday May 6, following the much anticipated signing of the nation’s budget. According to the NSE’s weekly report, A turnover of 910.659 million shares worth N6.409 billion in 15,023 deals were traded last week by investors on the floor of The Exchange, in contrast to a total of 1.210 billion shares valued at N7.115 billion that exchanged
hands previously in 15,973 deals. The Financial Services Industry (measured by volume) led the activity chart with 757.354 million shares valued at N3.180 billion traded in 8,853 deals; thus contributing 83.17 percent and 49.62 percent to the total equity turnover volume and value respectively. The Consumer Goods Industry followed with 46.972 million shares worth N2.263 billion in 2,636 deals, while the Conglomerates Industry occupied the third place with a turnover of 40.009 million shares worth N69.233 million in 498 deals. Trading in the Top Three Equities last week were FBN Holdings Plc, United Bank For Africa Plc and Fidelity Bank Plc.(measured by volume). They accounted for 359.455 million shares worth N1.086 billion in 2,797 deals, contributing 39.47 percent and 16.94 percent to the total equity turnover volume and value respectively. Also traded during the week were a total of 6,837 units of Exchange Traded Products (ETPs) valued at N16.316 million executed in 25 deals, compared with a total of 12,490 units valued at N503,694.85 transacted previously in 28 deals.

Nigerian Breweries commits to nation’s growth, proposes N4.80 as dividend Nicolaas Vervelde the Managing Director of Nigerian Breweries (NB) Plc., has expressed the company’s commitment towards the development and growth of the country’s economy in spite of the challenging operating environment. He disclosed this on Thursday at the company’s 2015 pre-Annual General Meeting media briefing in Lagos, explaining that the company was looking toward ensuring that 60 per cent of its raw materials were sourced locally by 2020, noting that the target would be accomplished before the deadline. He pointed out that the company had concluded the integration of two operating companies following the merger with the dissolved Consolidated Brewer-
ies Plc. The full year 2015 financial report of Nigerian Breweries showed that the company increased its turnover by 10.3 percent to N293.9 billion from N266.4 billion achieved in the comparative period of 2014, while profit after tax dropped by 10.5 per cent to N38 billion from N42.5 billion in 2014. The managing director said that 2015 financial year was a very challenging year due to elections/transition period, forex challenges, insecurity, falling oil prices and rising inflation. Vervelde said that the challenges and unpaid salaries by many state government reduced purchasing power by 18 per cent in 2015.
Despite this, the brewing company’s MD said that the company was able to deliver good results and return on investment due to cost leadership and market leadership supported by strong innovations, explaining that 21.5 percent of the company’s 2015 revenue came from innovations which led to introduction of new products into the market. The company, in spite of the challenging environment, recommended a total dividend of N38.06 billion which translated to N4.80 per share against N37.2 billion (N4.75 per share) declared in 2014. The dividend will be paid following the approval of shareholders at the company’s AGM scheduled to be held in Lagos, May 11 at Muson Centre.

Fidelity Bank shareholders approve N4.6bn dividend pared with N74.6 billion in 2014, an increase of 12.5 per cent. According to the acting CEO of the bank, Mohammed Balarabe, the bank’s 2015 full year performance reflected the disciplined execution of the management’s medium-term strategy and the resilience of evolving business models. “We are able to achieve this through a sustained income stream built on qualitative services, innovative products and a clear understanding of the varying needs of our customers.” He
said On the bank’s outlook for the 2016, Balarabe stated that the bank would focus on redesigning its systems and processes to enhance service delivery. He said that the bank would deepen its cost optimisation initiative to reduce operating expenses and also enhance risk monitoring capacities to ensure both internal and external risks were identified and mitigated before they crystalise. “We will continue to increase the adoption and migration of
customers to our digital platforms and increase our retail banking market share through innovative products and services”, Balarabe stated. Christopher Ezeh, the bank’s Chairman noted that the bank performed relatively well in spite of the economic whirlwind occasioned by the free fall in the global oil prices and attendant capital controls of the CBN. Ezeh said the tough business environment reflected more on the fees and commission income of the Bank which dropped by
20.8 percent to N23.3 billion from N29.4 billion due to regulatory restrictions on foreign exchange transactions. He explained that the bank improved the earning capacity of its balance sheet even in the face of decline in fee income precipitated by a N10 billion reduction in its foreign exchange income. “We continued to increase yields on earning assets faster than the growth in funding costs which improved our Net Interest Margin (NIM) to 6.9 percent in 2015.”

Their situation is even worse now due to scarcity of forex to import raw materials. The local waste paper requirement is very high. For example, the waste paper requirement for a company like Bel Papyrus Ltd one of the biggest quality tissue manufacturing mills in Africa is about four hundred (400) tons per day to enable it run its three (3) plants. Today the company cannot run the plants to its installed capacity due to shortage of locally sourced waste paper. The company now depends on importation resulting to high cost of production which has a ripple effect on final consumers of the product by way of pricing. This is just one example of so many others.

On daily basis the industries are experiencing retrenchment and even outright closing down. The closing down of some of the company is either due to none availability of raw materials occasioned by high forex to taking over of some as a result of indebtedness to banks. Opinions are divided on the

If the sectors must survive the major stakeholders must form a synergy to pursue their common goals and problems like the issue of forex and other reliefs and concession. Afeni and Pac Afeni Shakur Davis, the activist mother of slain rap legend Tupac Shakur, has died at the age of 69. She was the subject of his iconic “Dear Mama” song and controlled his estate. Marin County Sheriff’s deputies and firefighters responded to Shakur’s home in Sausalito, California last week Monday night after she suffered a possible heart attack, the sheriff said. She was taken to a local hospital and died just before 10:30 p.m. on Tuesday. Marin County Sheriff’s Lt. Doug Pittman said: ``At this point, there is nothing to indicate to us that there was any foul play, nothing suspicious about this other than this being sadly a natural event that has occurred.” He said Shakur was in the company of a friend when she began to feel sick, ``she was experiencing some type of physical discomfort”. ``Attempts were made to try to remedy those problems at home, but when they got more severe, it was at that time the family friend called 911 and asked for medical help. ``Paramedics arrived around 9:30 p.m. and immediately began to provide Cardio Pulmonary Resuscitation, she was rushed to Marin General Hospital, where she was treated for about an hour before she died,’’ Pittman said. Shakur, born Alice Faye Williams, changed her name when she moved to New York City and joined the Black Panther Movement. She and other party members were arrested in 1969 and charged with conspiracy to bomb multiple busy city landmarks. Earlier this year, Shakur filed for divorce from her husband of 12 years, Gust Davis, and was in a legal battle over her son’s estate, TMZ reported. Davis demanded half of the monthly 20,000 dollars Shakur took home every month.
