Health: Rivers govt to construct int’l specialist hospital Amaka Agbu, Port Harcourt
ÏÏÏIn a move to stem capital flight
in the health sector, the Rivers State government has announced its decision to construct an international specialist hospital to handle life-threatening health conditions which took some ailing Nigerians abroad. The state governor, Barrister Nyesom Ezebunwo Wike, who announced this during a courtesy visit by the national president of Nigerian Medical Association (NMA), Prof. Mike Ogirima, also said that the state government had commenced the process of equipping the Braithwaite Specialist Memorial Hospital in Port Harcourt, the state capital and has already released the sum of $4million for the project. He said that the proposed New Specialist Hospital would promote medical tourism in te state, adding

The governor stated that his administration has released funds for the completion of the Ultra-modern Mother and Child Hospital in Port Harcourt. He said that hospital would be ready in four months, following the termination of the joint ownership agreement with the Niger Delta Development Commission. On the Braithwaite Memorial Specialist Hospital, Governor Wike said that the state government has released $4million to the contractor for modern
equipment to lift the capacity of the hospital to international standard and added that doctors and medical professionals of the hospital would undergo training on the use of the new state-ofthe-art facilities. Governor Wike informed that the Degema Zonal Hospital would be completed in three months, following the release of N500million to the contractor and added that other Donald Hospitals would be completed. He announced that his administration would commence the phased distribution of vehicles to doctors on the payroll of the state government in the course of the year. He said: “For us, our major focus has shifted from infrastructure to health and education. That is why you are seeing the rapid investments in health and education. We are com-
mitted to improved healthcare for our people.” Speaking earlier, the NMA national president, Prof. Ogirima said: “We appreciate the giant strides and commit-

fewer than 100, 000 applicants have applied for the Delta state government credit loans under the State Micro, Small and Medium Entrepreneurs (DSMSMEDA). The Executive Secretary of DSMSMEDA, Mrs. Shimite Bello, who confirmed this to journalists on Monday in Asaba while reacting to the credit facilities the agency had granted to the small-scale entrepreneurs in the state in the last two years, disclosed that 6, 000 people had benefited while the sum of N739million was disbursed to them. She said that although the 6, 000 beneficiaries were relatively insignificant in relation to the over 100, 000 applications for such loans, but added that the state like every other states had been faced with paucity of fund challenge occasioned by the prevailing economic recession in the country. She said: “since the inception of Okowa administration, the scheme has disbursed N739million in terms of micro credit loans and we have received over 100, 000 applications for loans and only 6, 000 benefited” adding that Okowa administration had lived up to prosperity for all Deltans. According to her, “at the agency during the first half of this administration we took proper documentation and there will be a lot of economic respite as we will be doing more implementation”, disclosing that the leather works in IsseleUku is currently training 280 persons with over 140 persons earlier trained. She noted that the training programme which is batches of 20 trainees at a time is expected to end by November 2017.

by former spokesman to President Goodluck Jonathan’s Campaign Organization, Mr. Femi Fani-Kayode, to have his trial over alleged N4.6 billion fraud transferred out of Lagos Division of Federal High Court, on Monday, hit a brick-wall. The judge deferred ruling on the application till June 7, 2017. Also charged alongside Mr. Fani-Kayode are: former Minister for Finance, Mrs. Nenadi Esther Usman, and one Danjuma Yussuf. The three defendants and a limited liability company, Jointrust Dimentions Nigeria Limited, are being rearraigned on the alleged fraud by the Economic and Financial Crimes Commission (EFCC) before Justice Rilwan Aikawa of an amended 17 counts charge. The former trial judge, Justice Sule Hassan, as at the last hearing of the matter ‘recuse’ himself, following allegation of
bias raised against him by FaniKayode. Fani-kayode had stated that there is likelihood that the judge may be bias, because he was a prosecutor in the chambers of the EFCC, who drafted his charge when he was first arraigned before Justice Rita OfiliAjumogobia on alleged money laundering between 2014 and 2015. At the resumed hearing of the matter on Monday, Mr. Wale Balogun, and Mr. Abiodun Owonikoko (SAN), who represented Mr. Fani-kayode, Usman and Danjuma, informed the court that they have application challenging the court’s jurisdiction. The defence lawyers told the court that the application was pending before trial judge before the judge excused himself. They therefore urged the court to first hear their applications before the pleas of their clients are taken. Responding, EFCC lawyer, Rotimi Oyedepo, urged the court
to discountenance the defence applications. Oyedepo informed the court that the former trial judge had ruled on all applications, and that it was on such premises that the matter was transferred to another judge. The prosecutor therefore urged the court to take the defendants’ plea before hearing any grievances the defence may have. However, Justice Aikawa while ruling on the submissions of both parties, ordered that the pleas of the defendants be taken, adding that the court will deliver ruling on the adjourned date on the submissions to issue of jurisdiction. Upon reading of the 17 counts charge to the three defendants, they all pleaded not guilty. The defendants’ lawyers pleaded with the court to allow their clients continue with the bail terms earlier granted them by the former trial judge on July 4, 2016. The application was not op-
posed by the prosecution. The matter has been adjourned till June 7 and 9, 2017, for commencement of trial and ruling on the application seeking for the transfer of the criminal trial outside Lagos jurisdiction. The three accused persons, and a limited liability company, Jointrust Dimentions Nigeria Limited, were today arraigned before the court on a 17 count-charge bordering on Fraud, Stealing and corruption. In the charge marked FHC/L/ C/251c/2016, alleged that the accused person, Usman, a former Minister of Finance, under president Goodluck Jonathan Administration, Mr. Femi Fani-kayode, who is also the Goodluck Jonathan Campaign Organization, Danjuma Yusuf and the limited liability company, Jointrust Dimentions Nigeria Limited, had on or before January 2015, unlawfully retained the total sum of N4. 6 billion, which was they knew to have be proceeds from an unlawful act.

Oil exports: Reps summon Adeosun over breach of Procurement Act

The House of Representatives Committee on Public Procurement investigating the abuse, breach and violations of the Procurement Act in the engagement of contractors for pre-shipment inspection and monitoring of crude oil and gas exports by the Federal Government has summoned the Minister of Finance, Mrs. Kenisha Adeosun, to appear today (Tuesday) to shed light on how the successful contractors were selected. Also to appear unfailingly with the Finance minister at 10 am before the House committee is the Permanent Secretary in the ministry, Alhaji Mahmoud Isa- Dutse. Chairman of the House committee, Rep. Woke Oke, gave the order on Monday, following the failure of the minister and her staff to honour the committee’s invitation to explain the alleged indiscriminate issuance of certificate of no objections by the Bureau of Public Procurement in spite of the evident breach of the Procurement Act in the bidding process leading to the choice of contractors to monitor the export of the nation’s crude oil and gas resources. In issuing the summons,
members of the House committee resolved that the allegations against the Finance ministry in choosing the contractors were grave and because they border on the revenue of the country, she must appear before the committee to defend the allegations. Following the resolution, the committee sent the Finance ministry Director, Legal services, Mr. Christopher Gabriel, out of the venue of Monday’s investigative hearing because he lacked the authority to represent the minister or the permanent secretary. Before he was sent out by the committee, Mr. Gabriel had informed lawmakers that he was only informed about the committee’s hearing last Friday. He subsequently tendered a letter from the permanent secretary mandating him represent the Finance minister. Aggrieved members of the committee while decrying the attitude of members of the executive to investigative hearings that had bearing on the revenue accruable to the country, thereafter insisted on the presence of the Finance minister and her permanent secretary or in the alternative the House will issue a warrant to compel their appearance. However when the investigative hearing continued, the com-
mittee took the Director General of the Bureau of Public Procurement, Mamman Ahmad, to task over his violation of Sections 18 and 18b of the Procurement Act as procurement plans, number of consultants and their locations were not submitted by the Ministry of Finance before the successful bidders were announced. Replying to a barrage of questions from lawmakers, Ahmad said that only the Ministry of Finance can answer some of the questions posed to him, but admitted the bidding process was flawed. He stated that the BPP acted “on the strength of the documents before us. We recommended that the ministry carry out post qualification investigation.” Earlier, Speaker of the House of Representatives, Yakubu Dogara, who was represented by the Deputy Minority Leader, Rep. Chukwumah Onyeama, said the House had always been concerned about transparency and accountability in the lifting of crude oil in Nigeria. “The World Bank also estimated that $300 billion of government funds generated from crude oil cannot be accounted for as it may have found its way into the pockets of some individuals,” Dogara said.

eral of Police (AGF) over the unlawful arrest and detention of its National Commandant, Ambassador Dickson Akoh and 49 others in an unlawful raid of the organisation’s headquarters in Abuja on February 28, 2017 by a combined team of Police and the DSS. When the matter came up on Monday, counsel

Kachikwu: FG won’t interfere in Malabu oil probe OpeOluwani Akintayo
ÏÏÏ Minister for Petroleum, Ibe Kachikwu, has said that the Federal Government will not stop the Economic and Financial Crimes Commission (EFCC) and other crime bodies from probing corrupt individuals in the ongoing Malabu Oil Prospecting Lease, OPL 245 scandal. Kachikwu made this known in a letter addressed to the Chairman of the Civil Society Network Against Corruption (CSNAC), Olanrewaju Suraju, on Monday. The organisation had written the minister, warning the government against compromising the investigation and prosecution of Malabu and by extension ENI with his (Kachikwu’s) recent endorsement of ENI on his recent trip to Italy. While addressing journalists on the sidelines of the annual Offshore Technology Conference in Houston Texas, USA in May, Kachikwu had said that the Zabazaba deepwa-
ter project in OPL 245 will continue in spite of controversies surrounding the oil block. He said the project, a Greenfield offshore licence block located in the OPL 245, which is to be carried out by the trio of the Federal Government, Shell and the Nigerian Agip Exploration Limited (NAE), would go on as scheduled and the protracted dispute on the block with Malabu oil will not affect it. “We need to talk because without any impact in terms of the project, which must continue, these are huge billions of dollars of investment in Nigeria, I am not going to shut that down. Due to the development, stakeholders had voiced their opinion that Kachikwu’s stance on the OPL 245 scandal, which saw ENI and Shell pay $1.1 billion through the Nigerian government to private accounts of a convicted money launderer, is against that of the EFCC which wants the block returned to the Nigerian government since it was ‘fraudulently’ obtained. OPL 245 was awarded in 1998 to Malabu, a firm partly owned by then Petroleum minister, Dan Etete, in violation of Nigerian laws, since the company was later found to have a fictitious director on its board. But in his response to the CSNAC enquiry, Kachikwu said the government would await the actions of the court before taking far-reaching decisions in terms of its dealing with
ENI. According to him, the Federal Government’s relationship with ENI still stands as a Joint Venture Partner, and that the government would continue to engage the company for the benefit of the country. Kachikwu, however, noted that while the government pursues its commercial interest in the deal with ENI, it will not hesitate to enforce the nation’s laws if the need arises. “Please be assured that the Federal Government has no interests in interfering with the court processes and investigations into the issues surrounding the award of OPL 245 to Malabu oil, least of all in matters relating to corrupt dealings. “Hence, whilst we will continue to superintend the interest of the Federal Government in our commercial relationship with the upstream partners, the Government will not refrain from pursuing the enforcement of our laws,” he said.
The counsel urged the court to grant him a short adjournment to enable him correct the anomalies on the counter affidavit, to specifically reflect the name of the third respondent. The request for adjournment was not opposed by other parties in the matter. Justice Gabriel Kolawole subsequently adjourned hearing in the matter till May 31, 2017. In the suit filed by a former AGF, Kanu Agabi (SAN), the plaintiffs are demanding for a sum of N2 billion as compensation for the embarrassment caused the Peace Corps of Nigeria and its Incorporated Trustees by the arrest and detention of its personnel in a commando style by security operatives. Plaintiffs are asking the court to declare as illegal, unlawful and unconstitutional the arrest of Ambassador Akoh and other officers of the Corps as well as the sealing up of its Head office in Abuja and offices in the 36 states of the Federation. They further asked the court to declare that under the 1999 constitution as amended, they have not committed any offence to warrant their arrest, detention and sealing up of their offices across the country as done by the defendants. Apart from the above reliefs, the plaintiffs asked the court to declare that the sealing up

They also asked the court to order the respondents to release properties seized during their unlawful invasion of the applicants’ office and also prayed the court for an order of perpetual injunction restraining the respondents, their privies or agents from further sealing the applicants’ office and disrupting their activities, including its meetings and orientation of its members. They further asked the court for an order restraining the respondents perpetually from further harassing, intimidating, arresting and or detaining the applicants in the course of doing their legitimate and lawful duties.

Uwechue then informed the court of his pending application before the court, while Mbadugha also drew the court’s attention to his application. However, Justice Ayokunle Faji, who replaced the initial trial judge, Justice Saliu Saidu, said he would need to go through all the processes with respect to the matter.
He then fixed June 28 for hearing of pending supplications. In the charge, the accused were alleged to have conspired to commit the offence on October 10, 2013 at Apapa Wharf. The prosecution alleged that the accused falsified shipping documents, which they deposited with Guaranty Trust Bank Plc as collateral for the sum of N2.4 billion.
The loan facility was alleged to have been granted Innosson Nig. Ltd. The shipping document was also said to have been falsely presented as genuine and with intent to defraud, in order to clear goods worth N2.4 billion. According to the charge, the offence contravened the provisions of sections 1(2) (c), and 3(6) of the Miscellaneous offence Act, Cap M17, Laws of the Federation 2004.

Akinwunmi Ambode, on Monday, presented cheques totaling N55 million to the families of security officers who lost their lives in the Ishawo area of Ikorodu after an ambush unleashed on them by militants. The families of four police officers that died during the operation got N10 million each, while an officer who sustained
injury during the attack and still recuperating in the hospital, Sgt. Alexandra Ugadu, got N5million. Also, a cheque of N10 million was presented to the family of a military officer, Capt. A Mohammed, who lost his life during the attack. The gallant officers were killed after successfully rescuing kidnapped victims kept in the riverine area of the state by the militants.
The police officers whose families benefited from the death insurance scheme of the state government are late Insp. Godwin Iroagbalahi, Insp. Francis Pemi, Sgt. Mamuda Dembo and Sgt. Idor Ekoro. Speaking at the presentation ceremony, Governor Ambode said the move was in appreciation of the supreme sacrifices paid by the late officers in the course of ensuring the safety of residents of the state.
The Governor, who was represented by the Secretary to the State Government, Mr Tunji Bello, said the donation was in line with the pledge to review insurance benefits to security operatives in the state. Bello recalled that since coming on board, Governor Ambode immediately reviewed the insurance benefits for security operatives in the state with a pledge to pay N10 million to any officer killed during operation,
adding that the ceremony was in consonance with the earlier promise. “This is to appreciate what the gallant officers have done; they sacrificed their lives in the course of protecting several of us and we have to appreciate them. As a matter of fact, if we don’t do this, who will? The Governor has always said that we must continue to appreciate those who paid the supreme sacrifice for our lives because they
died for us. “We must continue to appreciate them because if we don’t do this, who will be ready to pay the supreme sacrifice for our safety? The officers are sent out to protect us and when they are going, they are not even sure of coming back and having paid the supreme sacrifice, should we leave them just like that, definitely not and it is in appreciation of what they have done that we are doing this,” he said.

Is there anything that propels you to honour certain Nigerians with the DTN Times Heroes Awards? Nothing propels us; it is because they deserve it. Those on our prism deserve to be honoured, they deserve to be acknowledged, we need to charge them to do more. When they give you an award, what it means is that you are doing something and so, you need to do more. But you are honouring certain individuals at a time people are criticising media houses for giving proliferated awards. What are the criteria for giving DTN Times Heroes Awards? People will always criticise their fellow human beings. People will always try to stop what other people are doing. So, what is the alternative; do nothing? No, you must have to be true to what you believe. Once you believe in something, once you know and understand the fact that you know what you are doing in terms of trying to push the ethos of the organisation, you will certainly be true to your cause. Daily Times is the independent newspaper of Nigeria. It was founded 91 years ago and the last time we did award was 20 years ago. We have looked at what is happening all around us and we try to create an award system that focuses on impact. The criteria borders on what you are doing in your own little way that impacts on more people than normal. So, the criteria is impact. There are so many diverse areas of life that you can choose from, but when you take one action you have taken what goes beyond yourself and your immediate family, that affects the majority of the people, then we will begin to talk of Daily Times Awards. Take former President Goodluck Jonathan for instance. After the elections in 2007, what did he and the late President Umaru Yar’Adua do? They acknowledged that the elections were not perfect and they began to take steps to set up the Justice Uwais-led committee and they followed it through. After that committee, they built on its recommendations and carried out an electoral reform. At the end of the day people don’t think about that; they only think about the outcome of the elections. But what is the impact of what we saw. The impact was the fact that even though he subjected himself to an election under a new electoral system, he was bound by the outcome because he was one of the people that structured it. It is instructive to note that Jonathan accepted defeat after the historic 2015 presidential poll. What do you think of such an impact? What it means is that in the next 10 years we will have a near-perfect election and once you have near-perfect election what it means is that people can be held accountable. Once people can be held accountable for their actions, what it means is that we have a proper structure of governance in which power belongs to the people. Jonathan and the late Yar’Adua started this journey of power returning to the people. In trying to consolidate it, we have to encourage them by saying ‘thank you for what you have done’. So, nobody is remembered for what he takes; you are remembered for what you give. The late Yar’Adua and Jonathan gave Nigeria an electoral system that will germinate.

TONY AMOKEODO was there for Daily Times. Think about it; during the 2015 elections, they predicted that Nigeria would break and what happened? Jonathan said not a drop of blood is worth anybody’s political ambition. What was the impact of Jonathan’s action? We are in 2017, two years after the 2015 elections and everybody is fine. So, this is the kind of world system we created. Take Pastor Paul Adefarasin for another instance. What is the impact of his ministry that he takes to prisons? What of Dr Oby Ezekwesili? When people gave up hope she remained focused and said ‘No, these Chibok girls are still alive; what is happening to them? Look at Nduka Obaigbena; see what he has done in the media. Take Linda Ikeji for instance or you take the good governance we are talking about as far as governors are concerned. Look at Governor Okezie Ikpeazu and the local government elections he did. We are talking about getting the third tier of government revived so that democracy can permeate to the grassroots. Look at Governor Nyesom Wike;
he has over 1000 projects running in just two years without the money that Rivers State usually gets. Go and see for yourself. Then you talk about Kogi State Governor Yahaya Bello. Look at the inspiration the man in Kogi has given to people from the 6-3-3-4 system. Kogi used to be a flash point for criminals but the state is calm today. What of Anambra? I’m sure you know the foreign direct investments that have come to Anambra State by Governor Willy Obiano, the security structure that has returned to Anambra State, the agricultural projects that are going on in Anambra State. Or is it the man in Kebbi- Governor Abubakar Bagudu. Everybody talks about the fact that half of the rice we consume today is being produced in Nigeria, saving the money that would have been spent on capital flight for importing metric tons of rice. So, our criteria for selecting awardees are clear. We can defend it and we will keep defending it. Look at the life of Senate President, Dr Bukola Saraki. He is a medical doctor, banker and later became
Kwara State governor as well as chairman of the Nigeria Governors’ Forum. What did he do with the governors’ forum? He built the governors’ forum as a political block as you will recall that in the past 16 years, the governors have given Nigeria two presidents. They created a peer review mechanism, they created an economic structure and they became a power block. What happened to the PDP? Because the party attacked the governors’ forum, Saraki leveraged on that and went ahead to become the Senate President. Look at the quality of the members of the National Assembly today as against the first, second and third Senate; you will see the robustness. So, when people begin to question what people do, I think that as far as we are concerned, you can’t be in Nigeria without being a Nigerian. You can’t; we live in our society, but it doesn’t take the whole country to turn around the country. It takes few good men. Look at the United States of America. If you remember the history of that country, you will know that it got to a point where the mafia and the dons were running the country but it also got to a point where they knew that they have to build a democratic society. So, that is where we are now; everything is coming together and that is why we have to encourage those behind Nigeria’s success in our own little way. What should we be expecting from today’s Times Heroes Awards ceremony? It is going to be fantastic. The idea is about institutionalising a reward system. LASIEC seeks support of security agencies ahead July 22 council poll Patrick Okohue The Chairman, Lagos State Independent Electoral Commission (LASIEC), Hon. Justice Ayotunde Phillips, has appealed to security agencies in the state to collaborate with the Commission in ensuring violence-free election before, during and after the July 22, 2017 elections into the 57 Local Governments and Local Council Development Areas of the State. While speaking with the Commissioner of Police in the State, Mr. FataiOwoseni and his team, the Chairman promised that the Commission would engage in regular discussions with security agencies on how to ensure peace and security during the electoral process at the local government level of the state. Hon. Justice Phillips revealed that the Commission had entered into partnership with the Independent National Electoral Commission (INEC) on the distribution of Permanent Voter Cards (PVCs) to enable every registered voter collect his/her PVC before the elections so that more people could actively participate in the elections. She added that the Commission had embarked on sensitisation of the public through the mass media on the on-going distribution of PVCs in the 245 Registration Area Centres of the state. She, therefore, appealed to all eligible voters to take advantage of the opportunity to collect their PVCs and show more interest and commitment towards the electoral process, particularly at the local government level of the state. The Chairman also pledged that the Commission would provide a level playing ground for all political parties and their candidates, stressing, however, that politicians must have confidence in the ability of the Commission to conduct free, fair and credible elections into the 57 LGAs/LCDAs of the state. You are venturing into the newspaper business at a time when there is a growing concern that the online media, with its advantage of breaking the news even before the event where that news is emanating from is over, may soon send the print media packing from the business. What informed your decision? When the radio was invented, they said print is going to die. Television came and they said it is going to blow out radio. I can tell you that it is simple. When you work on the street, you see a billboard and people pay to put their adverts on the billboard which is just like a signboard. It has no content. What a newspaper has is content that you can fill and store. You can use it to teach and that brings us to the niche that we are trying to create- using history to educate, using history to empower, using history as news item to recreate our future. So, the online is only an additional platform for distribution; it is not content in itself. You have to create the content before you put it online. So, where are you going to get the content from? If you don’t have depth you don’t have depth. Ninety-nine per cent of what is in the online is fake news because it has no checks and balances. We are coming into this business because the depth of this business

He, therefore, urged the two parties to resolve the issue amicably. The Police Commissioner also revealed
that he had directed Divisional Police Officers in the state to engage with leaders of political parties under their jurisdiction to ensure hitch-free elections. He also disclosed that he would appoint an officer who would facilitate regular interface between the Police and the Commission. Mr. Owoseni noted that as the elections are around the corner, the Commission must start paying more attention to public enlightenment and voter education, stressing that the more enlightened the electorate are, the easier the task of the conduct of the elections. He also urged media practitioners and reporters to be accurate, modest and be careful in the use of language employed when reporting electoral matters to avoid creating unnecessary tension and acrimony among the people, adding that the press must also help the Commission in educating the electorate on the electoral process. Also during the visit of the Commission to the Commandants of the Nigerian Army, Nigerian Navy and the Nigerian Air Force at the 9 Brigade, Ikeja, Hon. Justice Phillips appealed to the military to also assist the Commission in ensuring security for the people to ensure the successful conduct of the elections. The Chairman promised to forward copies of the Notice of Election issued by the Commission to the military chiefs to enable them plan adequately for areas of intervention and assistance to the Commission. Responding, Brigadier- General Attu pledged that the military would provide security back-up to secure election personnel and election materials to ensure the successful conduct of the elections, adding that the military was concerned about the menace of militancy and would do everything possible to curb the negative development in the state. The military chiefs also requested the Commission to provide them with relevant information on any flash points and other areas requiring the special intervention of the military.

But did you consider the attendant risk that comes with newspaper business like coping with high cost of production? There is no attendant risk because technology has made it easier to distribute content. That is what you have to understand. I don’t have to print 300,000 copies like Daily Times of old used to do. Once I develop the content and I have my subscriber base, I know where my paper is going. I can track it also so that I can get a feedback. So, the online platform has taught us how to manage clients better. All we need to do is adapt and once we do that adaptation, the next thing is bigger business.
The acquisition of Daily Times of Nigeria generated a lot of controversy, leading to litigations. What is responsible for this and what is the way forward? It is a big and good company, so people are certainly going to drag it down. People circulate all sorts of fake news about Daily Times. Once they see that Daily Times is in resurgence they begin to say all sorts of things. It is normal and it is nothing to be afraid about. Enugu State governor, Ifeanyi Ugwuanyi has said that local government elections will be conducted in the state this year, 2017. Ugwuanyi who made this known at Enugu West zonal meeting of the Peoples Democratic Party (PDP) in Awgu on Sunday said that he would do his best to move the party and the state forward. He said that his administration would also create development centres across the state to ensure even and rapid development. The governor said that plans were underway to reorganise his administration in order to address some issues and ensure that government functioned effectively in the state. He expressed gratitude to the PDP for providing him the platform to serve as a member of the House of Representatives as well as governor of the state. Ugwuanyi said that he was appreciative of the support being accorded his administration, adding that enabling environment had been provided for economic and political matters to function effectively. He described the zonal meeting hosted by Sen. Ike Ekweremadu, as a clear demonstration of the leadership qualities of the Deputy President of the Senate. “Sen. Ekeremadu is no doubt a strong voice, a great son. We are indeed proud of you,” the governor said.

The Commissioner for Water Resources, Chief Charles Egungbe, said that the PDP had a well-thought out secession plan which could not be thwarted by any of the opposition parties.
Egungbe said that there was nothing to fear as the PDP was synonymous with the state, adding that the second term of the governor was assured. On why deterrence is a better approach to fighting the corruption scourge, Saraki said: “I am convinced that we must return to that very basic medical axiom that prevention is better than cure. “Perhaps, the reason our fight against corruption has met with rather limited success is that we appeared to have favoured punishment over deterrence. “In doing this, we must continue to strengthen accountability, significantly limit discretion in public spending, and promote greater openness”. Besides, on what the 8th National Assembly is doing to fight corruption, the Senate President said: “We in the National Assembly last week took the first major step in this direction towards greater openness. “For the first time in our political history, the budget of the National Assembly changed from a one-line item to a 34-page document that shows details of how we plan to utilise the public funds that we appropriate to ourselves.”
Saraki also said that the Senate will pass the Whistle Blower Protection Bill in July, 2017. He said that when backed by legislation, whistle-blowing would have greater value “and it is hoped that we can pass it before July this year”. According to him, other anti-corruption legislation being considered by the Senate, include the Proceeds of Crime Bill, the Special Anti-Corruption Court, which will be done through constitutional amendment and the Mutual Assistance in Criminal Matters Bill. Dogara, on his own, said for the war against corruption to succeed, there must be institutional reforms that will help put in place measures which will make it near impossible for people to engage in corrupt acts. To him, corruption as a disease must be treated from its roots and not just the symptoms, and he argued that it is the moral responsibility of all men and women of goodwill to fight corruption because every individual pays the price of corruption in the society. “As a country, we ran into a situation where corruption was becoming the norm, there was this moral cult that we had created that celebrated corruption,” the speaker stated. According to him, “the motivation was always there for corruption, but now what is important is not just fighting the old corrupt system. Really, if we must make progress, our focus should be to replace the old order that was corrupt with a new
order that makes corruption near impossible to take place.” To drive home his point, the Speaker said: “Corruption, for those who are farmers, is like a tree that grows vigorously. If you end up pruning the trees and not attacking the roots, there is no way you will deal with that thing.” “So, when those who celebrate the successes of the fight against corruption in terms of the high profile investigation, high profile prosecution and even detention, they are missing the point because that is dealing with the symptoms of
corruption. That is punishing corruption. But how are we developing remedies that we can apply to ensure that the tree dies?” “Recently, in the labour community, we went for May Day and some of us were nearly held hostage. You can’t blame the workers. While they were agitating for their rights, agitating for minimum wage, some of us are talking about living wage. “You see, the workers control, perhaps, about 96 percent of the budget. In the National Assembly, we have about 92 percent,
judiciary and the rest. So, if you don’t make the environment conducive for those who administer this money not to want to be corrupt, you will end up jailing people.” Talking about Senator Melaye, Dogara said he won’t be surprised by the avalanche of criticism that may follow this because “Dino himself is a combination of so many things. He is highly opinionated, often poignatious, and sometimes fraudulent. So, obviously, he will be a magnet for opinionated and fraudulent criticism as well, he will not escape that.”

The late President, who was born into an aristocratic family in Katsina by the older Yar’Adua, a former Minister of Lagos during the First Republic (1960-1966), attended Ruffuka Primary School, in 1958; Katsina Boarding Primary School, Government College, Keffi,1969; Barewa College (1971) and the prestigious Ahmadu Bello University, Zaria, Kaduna State, 1972-1975, graduating with a Bsc (Edu), Chemistry. The late Yar’Adua, who was married to Turai, and was
blessed with seven children- five daughters and two sons- had held various managerial positions, including General Manager, Sambo Farms; and Chairman of several boards, including Katsina Investment Limited and Madara Limited, respectively. Elected on the platform of the Peoples Democratic Party (PDP), first as a governor and later as a president, Yar’Adua, who was challenged by a protracted illness, was a true democrat who meant well for Nigerians. Also to be conferred with a posthumous award is the late Alhaji Babatunde Jose, OFR. Jose was a former and first Nigerian Managing Director of Daily Times Group in 1962. A foremost journalist and indeed one of the respected doyen of the Nigerian journalism, Jose, rose through the ranks to become a colossus in the media industry. Jose, an astute manager of human and material resources, was
born in Lagos on November 13, 1925 to Hamzat and Mrs. Hajarat, both of blessed memory. He was educated at the Lagos Government School, Yaba, Lagos Methodist School, and St. Saviours’ College, also in Lagos, before becoming a trainee at 16 years of age. At various times, in 1946, when he was transferred to the Editorial Department of The Daily Times, Jose later became a correspondent in the then Eastern and Northern regions, when the Daily Mirror bought a majority shareholding in the Daily Times. Jose rose again, to become the News Editor of Times, Assistant Editor, and later Managing Director of The Daily Times. He grew the paper as the best to beat, churning out over 1 million copies, and making sales that ran into millions of Naira. He was later eased out, following the 1975 coup, and he went into some other endeavours, in-
cluding training and manpower development of young journalists, one of whom is the distinguished chairman of today’s occasion and former Times man, as well as, former civilian governor of Ogun State, Aremo Olusegun Osoba. The history of the Nigerian journalism industry cannot be complete without mentioning the critical role of the late Jose. Alhaji Jose, as he was fondly called by his admirers and colleagues during his highly enviable and distinguished life as a journalist, astute manager of human, financial and other material resources, was an enigma of some sort, a moulder of human resources, uncommon Islamic devotee and a newspaper guru. Jose, who died on August 2, 2008, was, to his family, friends, media industry and his numerous admirers, a quintessential man, who contributed immense-
ly to, and added greater value to the Nigerian project, especially, from the pre-colonial times till the time he passed on gloriously nine years ago. Indeed, Jose’s life was so dynamic and worthy of emulation because, at a time when his peers were still tied to the apron string of their parents, he was daring, trying to explore the outside wall of his family circle and his homestead, for greater challenges, which he achieved so remarkably too. It is little wonder, therefore, that the Board and Management of the Daily Times of Nigeria have found it worthy to accord this eminent Nigerian, a welldeserved post-humous award, as a result of his distinguished service to humanity. Outside journalism, Jose was a devoted Muslim; a businessman, a board member of the Nigerian Television Authority, NTA, among other callings.

Editorial Nigeria’s Child Malnutrition Crisis
I
f there is any grave national issue that has attracted international attention and even criticisms at the way and manner it is being handled, it is no other than the crisis of child malnutrition in Nigeria. Child malnutrition is so acute that it has been dubbed “Nigeria’s Silent Crisis”. Figures show that nearly one million children under the age of five years die every year in Nigeria as result of malnutrition, which makes the country one of the highest contributors to the under five mortality. In fact, statistics reveal that over 11 million Nigerian children under the age of five years are stunted, ranking second only to India. Also, Nigeria accounts for one-tenth of the global burden of Severe Acute under-five Malnutrition (SAM), with 37 %of them stunted, 29% underweight and 18 % wasted. Sadly, about half of the 2,300 children that die daily in the country are victims of malnutrition and related diseases (diarrhea, measles, anemia, and gastroenteritis). While records show that 2.5 million children in the country are severely malnourished, it also reveals that about 30% of the Nigerian children are underweight, more than double the proportion of underweight Ghanaian children. What it shows is that a large percentage of Nigerian children have retarded physical growth and brain development due to poor nutrition, thereby hampering their ability to thrive and live to their full potential. Even at that, the crisis becomes more glaring when compared among the country’s geopolitical zones, with the Northeast and Northwest having the highest percentage of stunted, wasted and underweight children, while the Southeast records the lowest. Despite the embarrassing situation, fact remains that Severe Acute Malnutrition (SAM) exists all over the country affecting about 2.5 million children. Given that malnutrition accounts for

about 50 percent of deaths in children under five, it also has resulted in massive cost for the country. According to the World Bank, Nigeria loses over US$1.5 billion in Gross Domestic Product (GDP) annually to vitamins and mineral deficiencies alone. Incidentally, both the federal and other tiers of government are not doing enough to tackle this national emergency. While it is estimated that a total of US$912 million would be needed to ameliorate the situation, the consistently low funding over the years betrays a lack of grasp and understanding by all tiers of government at the magnitude of the situation. Such miserly funding reinforces the accusation of policy incoherence, planning and programmes and even a bewildering lack of conviction that the problem of child malnutrition really exists. As it stands, the sum of N2.3 billion will be required per round to implement the minimum package of nutrition intervention, even as an average of N68 million per state is needed for each round. Definitely, the underlying causes of malnutrition in Nigeria are poverty, inadequate food production, inadequate food intake, ignorance and uneven distribution of food, poor food preservation techniques, and improper preparation of foods, food restrictions, taboos, and poor sanitation. There is no denying the fact that Nigeria really needs sustainable remedies to alleviate child malnutrition. Therefore, we recommend that governments extend more support for rural farmers through input subsidies and high producer prices, improving rural credit schemes that target the poor, distribution of vitamin A and iron supplements in rural health centres, while promoting production of low cost weaning diets. While children are regarded as the future of any nation, it is imperative that the society must take care of them if its future is to be enhanced.

ÏÏÏ Fresh full time students just admitted into the Federal Polytechnic Ado–Ekiti have been advised to set realistic goals for themselves and see to it that the goals are achieved. The Rector of the Polytechnic, Dr. Taiwo Theresa Akande , gave the advice in her keynote address at the orientation programme organised for the 2016/2017 fresh students on Tuesday, April 28, 2017 at the Polytechnic Sports Complex.
The Rector, who spoke through Dr. Dayo Oladebeye, Deputy Rector, Special Duties and Revenue Generation, urged the freshers to make their studies a priority adding that “only a determined soul will get to the goals”. While stressing that education is a vital to combat poverty and ignorance, Dr. Akande maintained that the Polytechnic remains one of the most fertile grounds through which the students could discover their talents adding that the administration had invested so much in terms of human capacity building and infrastructural fa-
cilities to raise the standard of learning in the Polytechnic. She challenged the students to choose a vocation and pursue it especially as the Centre for Entrepreneurship Development and Vocational Studies provides ample opportunity for that, stating that education without one or two entrepreneurial skills is incomplete in view of today’s reality. ture to the federal government, of the sum of $5.8 million belonging to a former First Lady, Dame Patience Jonathan, has been adjourned till May 22 by a Federal High Court, Ikoyi Lagos. Justice Mojisola Olatoregun, on Monday further adjourned the suit, following argument by Mrs. Jonathan’s counsel, Mr. Ifedayo Adedipe (SAN), that the respondent had not availed sufficient notice to file a response. The court had on April 26, issued an interim order for forfeiture of the sum of 5.8 million dollars belonging to Jonathan. The order followed an ex parte application by the Economic and Financial Crimes Commission (EFCC), seeking a forfeiture of the sum to government, pending the determination of the motion on notice. The court had granted the interim order and had further directed that same be advertised in a national daily, to enable any interested party to appear and show cause why the interim order should not be made final. When the case was called on Monday, counsel to the respondent, (Adedipe), informed the court of a notice of Appeal he had filed against the court’s ruling as well as a motion for stay of further proceedings. He argued that the EFCC ought to have waited to abide the decision of the court of appeal in respect of the matter. Adedipe also noted that the publication of the court’s order in the national daily was only done on May 11, adding that such notice was too short to allow for the filing of any response. In response , lawyer to the EFCC, Mr. Rotimi Oyedepo stressed that the business of the day was for any interested party to appear and show cause.

The Permanent Secretary of the Ondo State Hospital Management Board, Dr. Niran Ikuomola, has been abducted by unknown gunmen. Dr. Ikuomola was kidnapped, together with his driver, on Sunday evening along the Lokoja/Abuja expressway. The Permanent Secretary was on his way to Abuja for an official assignment when his vehicle was ambushed by the unknown hoodlums. The Secretary of the Nigerian Medical Association (NMA) in the state,, Dr. Roland Arohunmolase, broke the news to journalists in Akure, the state capital. Arohunmolase explained that one of the kidnappers phoned in to confirmed the abduction of the Permanent Secretary and his driver in their den. He said that the abductors have already contacted the family of the victim and demanding the sum of seventy million naira before he would be released. “Dr. Ikuomola was abducted yesterday (Sunday) with his driver on the Lokoja -Abuja road while on his way to Abuja for an official function. “The kidnappers have contacted us this morning (Monday) by demanding for the sum of N70 million before he could be released to his family” he said.

chairman of the House of Representatives Committee on Rural Development, Hon Oladipupo Adebutu, has lamented the delay in paying pensions of retirees saying that the action encourages most serving civil servants in Nigeria to engage in corrupt practices. Adebutu, a lawmaker representing Remo Federal constituency at the National Assembly disclosed this when he paid a condolence visit to the family of the late Nollywood actor, Prince Samuel Adesanya, popularly called Pastor Ajidara in Abeokuta, at the weekend. He explained that the non payment of the workers their pension and dues would always trigger the desire to amass wealth in a shady way when they are
still in service. It was gathered that the State government was yet to pay the pension of the late actor which was put at the tune of N4 million. Adebutu who was in the company of the People’s Democratic Party (PDP) chieftains described the action of those in charge of the payment in channeling the money met to pay the pensioners for other purposes as financial rascality and unkindness. He added the failure to pay the retirees was also sending wrong signals to upcoming generation that they would work and they won’t get their entitlements. When these pensions are not paid for various reasons, to my view it is a financial rascality, when the money is misappropriated for other purposes. “It is unkind because when you withhold the person’s pension, you are sending the wrong signal to next generation that don’t worry but you will not necessarily get your pension, your dues and it is also destroying hope in that way and that also encourages corruption because there will be desire to amass as much as possible any which way so that when the day of pension comes they will have a nest to go back. “If we truly abide by that contract, you work hard and you are pensionable, you get your pension then the society will be better.”
On the purpose of his visit, he said “We went to express our condolences and commiserate with the family, especially given the situation that possible positive of funds contributed to his death, we understand he needed an operation for a transplant and the sum of 1.3million was required to complete the cost of the operation and several attempts have been made to raise this amount and in fact there have been calls and appeals that his pension be paid. “I think he had an outstanding pension of about 4million and they believed if they had received at least part of the pension, the gentle man might not have passed away. However, the pension was not paid and the outstanding was not released and the gentleman has passed away without the operation”.

The Delta State government said that water project in three council areas in the state will gulp a whopping sum of N9.5billion. The state Commissioner for Water Resources, Mr. Fidelis Tilije, who made this known to journalists on Monday in Asaba while answering questions that bother on water supply across the state, said the money will be used for the completion of the project in Warri including treated water for the households in the three local government areas; Warri South, Uvwie and Udu respectively. The commissioner explained that the project though was established by the then Bendel State Government in 1993, adding that hitherto had not supply treated water to the three councils’ residents, even after the sum of N12billion spent allegedly by successive governments. Regretting that the state present administration was faced with critical period of recession, especially in its dwindling income, the commissioner said Okowa led administration would do everything possible to ensure the project is executed and the water treated for its residents to drink. He added that due to the huge capital outlay needed to complete the project with the present cash strap situation being experienced by the state government, a Private Public Partnership (PPP) arrangement had been entered to ensure funds are made available to complete the project. His words: “The water scheme will have a capacity to hold 633, 000 gallon of water on completion and its water treatment plant will be able to process 68, 000 m3 per day and supply treated water to 30, 000 households.” He disclosed that the project is already 80 percent completed, and out of which 17 member boreholes have sunk with each having a depth of 170m and a vied of 180m3 per hour, adding that a total of 190km of trunk mains and tertiary line of ductile iron pipe laid with a complete water quality control laboratory pumping stations among others. Meanwhile, Mr. Tilije has further disclosed that the state has a water policy document which is first of its kind and that an executive bill on water will soon get to the House of Assembly for passage as a Water Law for Delta State, as part of measures to attract private investment in the water industry in the state.

Aba residents commend Ikpeazu Supreme Court Judgment: Abia group over road construction in S’Africa congratulates Ikpeazu ÏÏÏ Residents of Ozuomba/Ohazu road in Aba have commended the efforts of Abia State governor, Dr. Okezie Ikpeazu, in fixing the 1.8 Kilomemtre road which is under-going construction. Some of the residents, who spoke to The Abia Times including Anayo Offonedu, Chinedu Iroezu, and Margret Albert among others, said they were happy that the present administration led by Dr. Okezie Ikpeazu embarked on the construction of the road which had been in deplorable condition for years. They condemned the callous attitude of some landlords in the area, who allegedly channel the soak-away of their buildings to the street, thereby hampering the progress of work on the site. The residents also appealed to the government to direct the contractor handling the work to fast-tract it to ensure that it is completed before the rains fully set in, stating that they would appreciate it more if the government could complete the road in record time. Speaking at the site, the contractor handling the project and Chief Executive Officer, Pacon Construction Company, Engr. Paulinus Chukwu, said that out of 1.8 kilometres, success has been achieved in 1.5 kilo-
metres, while the drainages of both sides have been constructed. Engr. Chukwu, who disclosed that the road is been constructed with Cement Pavement Technology, expressed optimism that the road will completed by October this year, adding that he would soon commence the stone - base and asphalting as he has done sand filling on the project site due to the swampy nature of the area. The contractor however regretted that some landlords in the area channel the soak-away of their buildings to the road under construction, while residents break constructed drainages as well as throw debris into the ongoing site. He therefore appealed to them to co-operate with him so as to deliver the road in record time. Engr. Chukwu also called on the State government to prevail on the landlords and tenants of the road to co-operate with him, stressing that the road when completed would decongest traffic experienced along the Port Harcourt road, Obohia road, Nkwo-Ngwa area and its environs. He thanked Governor Ikpeazu for approving funds for the work and appealed for the release of more funds to enable him meet up with the target before the rainy season fully sets in.

Assemblies of God Church, 5-8 Item Street, Umuahia, the Abia State capital, at the weekend, embarked on the clean-up of Umuahia town as part of their National Women’s Ministry’s Week, of Assemblies of God Nigeria. Speaking with newsmen during the early Saturday morning exercise, leader of the women, Rev. (Mrs.) Sandra Ngozi Emenike, who is also the senior Pastor’s wife and women coordinator of the church, said the exercise was because of the love the women have towards God. Rev. (Mrs.) Emenike said it was part of their Mothers’ Day celebration with the theme, “Sanitise Women”, where all should be sanitised spiritually by running from and putting away sin, corruption and all other types of sin as God hates sin, which means that without holiness, no man can see God. She said that emotions should also be sanitised, as all should not think evil against fellow human beings or carry acrimony, and should live with a pure heart, take the world in a simple form, and should also physically practice being sanitised.
She said: “We should keep our houses, environment and body clean. So the women started this right from the church and their homes,” pointing out, “the state is dirty and we are not comfortable with it, so we decided to help as we can”. Pleading, she said “We are begging Dr. Okezie Ikpeazu, as God has given him victory, let him provide the refuse disposal vehicles and refuse bins to enable the authorities on refuse disposal do their job’, and also appealed to residents to bag their refuse properly and use the refuse bins the way it should. Peter Fowoyo Lawyers, law students and stakeholders in the justice sector gathered together last week to discuss how to improve on oral advocacy in Nigeria. The three days workshop was organized by the Nigerian Institute of Advanced Legal Studies (NIALS) in conjunction with the Conference of Western Attorneys General (CWAG). The Conference of Western Attorneys General (CWAG) is a bipartisan group comprised of the chief legal officers of 15 western states and three Pacific territories. Members include, Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington, and Wyoming. The group’s primary function is to provide a forum for chief legal officers of member states and jurisdictions to cultivate knowledge, cooperate on concerns and coordinate actions which improve the quality of legal services available to members. It focuses on common areas of interest to the West: water, fish and wildlife, public lands, minerals, environmental protection and Indian Law. Interest in the organization has been generated from states, countries and individuals from outside the West due to the evolution of the law on these matters and the universality of many of these issues. The Nigerian Institute of Advanced Legal Studies is Nigeria’s apex institution for research and advanced studies in law. It was a brainchild of the legal academic community established in March 1979. One of the main ideas in founding the Institute was to establish it as the centre for advanced legal research for all the Nigerian universities with Faculties of Law, so that all postgraduate work could be undertaken there under the joint auspices of the most experienced and learned academic lawyers available in the country, whether indigenous or foreign. In his opening remarks, NIALS Director General, Professor Adedeji Adekunle, welcomed participants to the event and said that the aim of the workshop is to equip lawyers with special tools to improve advocacy and ensure justice in our courts. He stated that the resource persons who are experts in their own ways have been invited to highlight things like body language in the court room.

Towards a better oral advocacy in Nigeria Some of the topics treated at the workshop include: “Fundamental of Oral Advocacy -An Overview” by Scott Erickson; “Theory of the Case, Analysis of People V. Castro delivered by Bill Wynhoff; “Cross -Examination -Basic Principles and Techniques in Criminal and Civil Trials “ delivered by Mr. Fola Arthur-Worrey; “The Presentation of Evidence “ delivered by Chief Anthony Idigbe, a Senior Advocate; “Motions and Final Written Addresses” delivered by the former Chairman, Nigerian Bar Association (NBA), Lagos branch, Mr. Alex Muoka. In his paper presentation, Chief Anthony Idigbe, who spoke on the topic : “The Presentation of Evidence” admonished participants to have a trial brief as advocacy is not just an art but a mixture of art and skill. Idigbe stated that pre-trial preparation with witnesses in the office is not only essential but desirable as witnesses are key in one’s case. Although Idigbe’s paper focused on presenting evidence
during civil litigation, certain points were however made during the discourse to criminal litigation. “In commencing civil actions”, he noted that “there are several procedures which includes commencement by writ of summons because it is with that procedure we have trial where evidence need to be formerly tendered in an admissible manner. He dealt extensively on the role witnesses play in achieving success in litigation; competency and compellability of a witness; proof of facts and rule against hearsay evidence; examination in chief; tendering documents during examination in chief; types of documents; computer generated evidence; retrieval of original documents; visit to locus in quo; cross-examination and the role of witnesses in litigation. He noted that “the extant regime of front loading procedure rules in Nigeria makes the need to have a witness in court during trial to be much more than
something desirable but a necessity. It therefore follows that the selection of witnesses is a matter for the tactical decision of advocates. “Although criminal trials do not adopt front loading procedure, a good advocate must put his house in order ahead of trial to ensure victory. “In the end, examination of witnesses with the key aim of presenting relevant evidence is a mix of art and skill. Some of it can be acquired by experience and study but a great deal of the advocate’s success in examination of witnesses is an art endowed naturally in a gifted advocate. Also, delivering his paper: “Cross-examination -Basic Principles and Techniques in Criminal and Civil Trials”, Fola Arthur -Worrey, exposed participants to the right of a party in criminal or civil proceedings to challenge the opposing party’s case particularly where the entire case turns substantially on the credibility of witnesses. $8.8M Fraud: Court stops further publication of arrest warrant against British nationals Titilope Joseph
Further publication of an arrest warrant, issued against two British nationals, Deepak khilani and Sushil Chandra, being prosecuted over allegations of fraud has been put in abeyance. Justice Atinuke Ipaye of a Lagos High Court, Ikeja made the order prohibiting the publication. The duo have been charged before Justice Ipaye for allegedly defrauding their Nigerian partner, Green Fuels Limited of $8.8 million in 2008. The Prosecution represented by Senior State Counsel, Mrs. Bola Akinsete has not been able to get the court to formally arraign the defendants due to their continuous failure to serve the originating processes and proof of evidence on them. Following an exparte application by the prosecution on March 1, 2017 the court directed that counsel representing the defendants be served with the originating processes in the criminal case. The Defendants did not have notice of the said proceedings. The Prosecution on April 3, 2017 after purportedly complying with the court directive applied to the court
for bench warrant to be issued against the defendants when they did not appear for the proceedings of the said day. Justice Ipaye acceded to the request and promptly made an order issuing bench warrant against the Defendants. However, the Defendants through their lawyer Mr Kayode Ajekigbe filed an application challenging the issuance of the bench warrant and the entire proceedings of the 3rd April 2017 on the ground that the court was misled into conducting the proceedings and issuing the order for issuance of the bench warrant. In a motion on notice dated April 11, 2017, the defendants’ lawyer contended that he, being the counsel on record to the Defendants was never served with the originating processes as required by law and as directed by the court. Ajekigbe also stated that his law chambers never received the requisite hearing notice notifying them that the matter was to be held on April 3, 2017. He subquently prayed the court to set aside the order issuing bench warrant against his clients and another
order directing that his law firm be served with the originating processes in the matter. While the motion was still pending, an advert of the arrested warrant was published in two national newspapers. The matter however took a different twist on May 5, 2017 when Ajekigbe informed the court about the publication saying that it was made in bad Faith. Ajekigbe stated that since his clients have challenged the arrest warrant order which was allegedly gotten through a wrong process, it was wrong for anyone to advertise the said warrant when a motion challenging it is before the court. After hearing the submission of defence counsel, Justice Ipaye ordered that further publication of the arrest warrant should stop. “An order is hereby made stopping the publication of the arrest warrant issued by this court in respect of the two defendants in this matter on any platform,” she said. Justice Ipaye subsequently fixed May 23, 2017 for the hearing of the defendants’ motion on notice challenging the bench warrant and the proceedings of the 3rd April 2017.

Aniochaoshimili to draw up economic blueprint for dev. ÏÏÏThe Aniochaoshimili
people of Delta State are set to draw up their own economic blueprint for the development of the area. To achieve this, a nonpartisan and non-profit making socio–cultural organisation known as Njiko Aniochaoshimili has been convened to organise an economic summit to draw up the area’s economic recovery roadmap. According to the convener of the organisation, Prof. Epiphany Azinge, “an Economic Summit by sons and daughters of our area will be held in Asaba to interrogate issues like targeting more efficient and effective internally generated funds from Aniocha Oshimili; identifying agricultural potentials of Aniocha Oshimili Axis, with particular attention to institutional and donor agencies intervention and the impact of IT hub on employment and wealth creation in Aniocha Oshimili.” Other areas of interest to the organisation include the tourism potential of Aniocha Oshimili axis of Delta State; the vision of a model Delta State capital territory and prospects for a mega/ commercial city; security challenges in Aniocha Oshimili district and wealth creation and job opportunities through private sector initiatives. Opera appoint Moses brand ambassador A
s a part of its plan to strengthen its place in Nigeria, Opera has announced Chelsea FC’s and super Eagles of Nigeria’s star player, Victor Moses, as the brand ambassador of its popular browser, Opera Mini. Moses will be featured in the new Opera Mini TV commercial as well as a range of collaborative projects extending throughout 2018, the tech company says in a statement. “Football is one of the most popular types of content consumed by Opera Mini users throughout Africa”, says Jørgen Arnesen, Global Head of Marketing and Distribution at Opera. “Victor Moses is a perfect match for Opera, being not only a high performer but also a great role model and natural ambassador of his home country Nigeria.” The announcement of Moses as a brand ambassador coincides with Opera’s recent announcement to invest $100 million USD (30 billion Nigerian nairas) in Africa over the next two
years with the goal of strengthening the internet ecosystem in countries such as Nigeria. Football is one of the most popular types of content consumed by Opera Mini users throughout Africa. Nigeria is home to the second largest population of Opera Mini users. Search, social networking and sport are the most popular content consumed by Opera Mini users in the country.
