Wike’s giant strides justify his election –GEJ Continued from page 1 Thursday, that the excellent performance of the Rivers State Governor, Barrister Nyesom Ezenwo Wike, has justified the support he received from all political stakeholders for his election in the 2015 general election. Speaking during the commissioning of the Second Nkpogu Bridge as part of the second year anniversary of the Wike administration, Jonathan said that Wike has performed wonderfully well. The former president said: “I have no regrets that Governor Wike is the governor of Rivers State. I am happy that the governor has opened up Rivers

State through projects. Wike has shown so much commitment to infrastructural development. The whole of Rivers State is now a construction yard.” He pointed out that the appreciation for the excellent performance of Wike went beyond party lines, recalling that Acting President Yemi Osinbajo after visiting the state recently, also stated that the governor was delivering on projects. While appreciating the people of Rivers State for the support they gave him throughout his eight years involvement in national politics, Jonathan expressed happiness for the invita-

Elumelu, African leaders commend AFC on world class governance standards

Elumelu, has hailed the African Finance Corporation (AFC) on its various initiatives and contributions targeted towards supporting African economies in the last few years, noting that these initiatives have gone a long way in fostering growth and diversity on the continent. Elumelu, who gave this commendation during the AFC’s 10th Anniversary celebrations of the corporation in Abuja, on Monday, was also full of praises for the corporate governance culture exhibited and practiced by the AFC, adding that its impact has been felt not only in Africa, but by the world over. report as misleading, false and unfounded, adding that the report is an attempt to discourage foreign support for the military and weaken the campaign against Boko Haram insurgents. The TIDS report, which was made available to newsmen on Thursday, further revealed that corrupt officials over the years exploited the excessive secrecy of the country’s defence budget to rip off the nation. The report, which TIDS prepared in partnership with the Civil Society Legislative Advocacy Centre (CISLAC), has the title “Weaponising Transparency: Defence Procurement Reform as a Counterterrorism Strategy in Nigeria”. The report pointedly declared that corruption in the defence sector constitutes a major threat to Nigeria’s internal security and political stability, stressing that it has equally weakened Nigerian counterterrorism capacity whilst strengthening Boko Haram. But the report acknowledged the efforts of President Muhammadu Buhari-led Federal Government to tackle corruption in the country’s defence sector. TIDS, in the report, warned sternly, that only a holistic reform agenda can deliver the deep, systemic changes and improvements in transparency and accountability needed to prevent the next US $15 billion quietly leaving Nigeria through the back door. According to the report, “Since coming to power in May 2015, President Buhari has taken some bold action in tackling defence sector corruption. Central to his approach have been two ad hoc, temporary audit committees: one investigating spending by the Office of the National Security Adviser and one investigating defence arms and equipment procurement. “Taking on the defence establishment was a significant move: the evidence uncovered by these probes revealed that several of the country’s former military chiefs, using dozens of companies, together stole as much as US $15 billion”, it said.

The report repeatedly mentioned former National Security Adviser, Col. Sambo Dasuki’s case as an example of how the country’s defence sector leaves room for exploitation. The former National Security Adviser (NSA), under the regime of the immediate past President, Dr. Goodluck Jonathan, Colonel Sambo Dasuki, is presently standing trial for allegedly mismanaging funds meant for the procurement of weapons to prosecute the war against Boko Haram. According to the report by TIDS, “With oil prices at a record low, defence has provided new and lucrative opportunities for the country’s corrupt kleptocrats. “Former military chiefs have stolen as much as US $15 billion – a sum equivalent to half of Nigeria’s foreign currency reserves – through fraudulent arms procurement deals,” it said. Continuing, the report said: “Only a holistic reform agenda can deliver the deep, systemic changes and improvements in transparency and accountability needed to prevent the next US $15 billion quietly leaving Nigeria through the back door. The report thus recommended a unified anti-corruption strategy for the defence sector, the extension of public access to defence and security information, and the monitoring of confidential procurements as some of the ways of tackling the problem. Meanwhile, the Defence Headquarters said Thursday that corruption allegation levelled against military officials by Transparency International is an attempt to discourage foreign support for the military and weaken the campaign against Boko Haram insurgents. News 12 ÏÏÏ Nigeria is to launch Africa’s

first nanosatellite (an artificial satellite with a wet mass between one and 10 kg 2.2–22 lb) into the orbit, before the end of May. Director-General of National Space Research and Development Agency (NASRDA), Prof. Seidu Mohammed, disclosed this to the News agency of Nigeria (NAN) in New York on Thursday, adding that the launch would be in conjunction with Japan, Ghana, Bangladesh and Nepal. Nanosatellite is applied to an artificial satellite with a wet mass between 1 and 10 kg. “We are happy to announce the fact that the Project Manager of these five countries is a Nigerian who used this as his PhD work. “So within the window of 23rd to 27th of May, the nanosatellite along with four other countries would be launched from the launch base in Miami, Florida. “It once again demystifies hightech; the fact that our engineers and scientists designed and built this, give them further confidence, that is one. “Two, the fact that we built Nigerian Sat-X and we built this one is consolidating our know-how technology transfer already acquired by Nigerians from most of these studies embarked upon by the agency. “And in addition to that, is a scientific work; we need to understand our environment better because of space investment already made by Nigeria and some other countries.” According to him, Nigerian satellites are also contributing to image intelligence that is doing the analysis of problems towards solving them. He added that the satellites were helpful to addressing some of the security challenges in the country. “We are doing our best. We did our best in the past and we would continue to help the security agencies along this line,” he said. According to him, the latest sat-

Mohammed said: “Nigeria, along with other four countries – Japan, Ghana, Bangladesh and Nepal – in the last one year, came together to work in a constellation to build about five nanosatellites. “You may ask ‘what are these nanosatellites for?’ It’s a scientific satellite that is to study environmental parameters. “They would help in most of these environmental issues to study them – environmental characterization. “In addition to that, they would also be carrying camera that would acquire some form of data. “And what we have also demonstrated by this is the fact that Nigerian engineers and scientists earlier built Nigerian Sat-X using the laboratory in Missouri. “They’ve gone ahead again to build nanosatellite in the laboratory in Kyushu University in Japan and all these are parts of efforts to sustain technology already transferred to Nigerian scientists and engineers”. The NASRDA chief said in addition to the feat achieved by the Nigerian engineers, there was the need to encourage the youth to take career in space science and technology. “Those nanosatellites, each time they are within the Nigerian territory, would be singing National Anthem. “So those who carry UHF radio would be able to receive it and all these are part of Nigeria’s efforts,” he said. The space chief also declared that Nigeria would be a space power by 2030, sending an astro-

naut into space from Nigerianowned launch facility on Nigeria’s soil. According to him, the engineers that design and launch Nigerian satellites are at the Centre for Satellite Technology Development at NASRDA. “There is a ‘Roadmap for Development of Space Science and Technology’ ending in 2030. “We hope by 2030, facilities for launch would have been provided in Nigeria so that by that year, we would have launched satellite from Nigeria into space.” He expressed optimism that with the current efforts of the Minister of Science and Technology, Dr Ogbonnaya Onu, the plan would be actualized.

“We would be able to complete our Assembling, Integration, Testing and Design before 2018, and by 2022, most of these efforts would begin to crystallize. “The large-scale commercialization of space equipment would be possible in our country, and by 2030, we believe that there would be a launching facility from our country. “We believe before 2030, there will be need for Nigeria to be an international space station,” the NASRDA chief said. He commended the team of engineers scientists at NASRDA, saying efforts are ongoing to ensure that by 2018, the first satellite would roll out of the agency’s facility.

According to him, NASRDA remains the number one space agency in Africa, adding it has so far launched five satellites – three earth observation satellites and two communication satellites. NAN reports that NASRDA since inception in 2001 had launched five satellites. The first satellite, NigeriaSat-I, an international disaster monitoring constellation satellite, built by a UK-based satellite technology company, Surrey Space Technology Limited, was launched in 2003. NigComSat-I, the second Nigerian satellite was ordered and built in China in 2004; it was Africa’s first communication satellite, launched on May 13, 2007.

Senator Kaura, who rose through order 43 of the Senate Standing Rules to intimate the Senate of the move, said probing the alleged lopsided recruitment by the DSS and taking needed steps thereafter, would go a long way in restoring the confidence of Nigerians on the principles of federal character required for such exercise on the basis of equity, justice and fairness. Accordingly, Senate President, Bukola Saraki, in his response to Kaura’s submission, gave the Senate Committee on Federal

Character the go ahead with the probe and update the Senate with its findings. “Your committee should please go ahead with the planned investigation on the alleged lopsided recruitment in DSS to right whatever wrongs that must have been committed in the general interest of all Nigerians”, he said. Reports from the alleged lopsided recruitment exercise carried out by DSS last month revealed wide disparity in state by state allocation of the 479 newly commissioned cadet officers. While the Director-General of the agency, Lawal Daura, ensured that at least five cadets were recruited from each state of the federation and the FCT, the scale was

heavily tipped in favour of some states in the north, regarding other extraneous considerations. Specifically, only the minimum of five cadets stipulated per state finally entered the Service from Akwa Ibom, while a whopping 51 found their way in from Katsina State, the home state of President Muhammadu Buhari and the Director-General of the SSS, Mr. Lawal Daura. Furthermore, the two most populous states in Nigeria, Kano and Lagos, were given 25 and seven, respectively, indicating that the recruitment was not based on the population of states. A breakdown of the newly commissioned cadet officers on geopolitical basis revealed that 165 are

from the North-west, roughly four times as many as those who were picked from the South-south (42). The figures for the other zones are: North-east 100, North-central 66, South-west 57 and South-east 44. This means that while 331 of the newly commissioned officers are from the 19 northern states and the FCT, less than half of the total intakes were from states in the southern part of Nigeria. Also on Thursday, the Senate ordered the Director General of the National Lottery Regulatory Commission, NLRC, Mr. Lanre Gbajabiamila to vacate his office immediately for assuming office without the required confirmation by it as stipulated by the con-

stitution. The upper legislative chamber said Gbajabiamila must henceforth not been seen within the vicinity of NLRC, let alone performing the duties of the director general of the commission. This was sequel to the outcome of an investigation and confirmation that he has actually assumed office without being screened and confirmed by the legislature. The Senate had on Wednesday directed its Leader, Senator Ahmed Lawan, to investigate the alleged assumption of duties by Gbajabiamila in office following his appointment by President Muhammadu Buhari, but without confirmation in line with the law establishing the NLRC.

Alarming number of out-of-school children

ecently, the United Nations Children Fund (UNICEF) lamented the fate of more than 1.5 million children forced out of school by Boko Haram insurgency in northeast Nigeria. According to UNICEF, the number of children missing their education due to the insurgency adds to the estimated 12 million children of primary school age already out of school in Nigeria, Cameroon, Chad and Niger, before the onset of the crisis. The agency noted that across Nigeria, Cameroon, Chad and Niger, more than 2,000 schools remain closed for more than two years, while hundreds have been attacked, looted or set on fire, even as insecurity, fear of violence and attacks are preventing many teachers from resuming classes and discouraging parents from sending their children back to school. So far, more than 600 teachers have lost their lives in Nigeria alone since the Boko Haram insurgency started. This is a shocking revelation, especially as they affect the lives and future of children. Before now, the United Nations Educational, Scientific and Cultural Organisation (UNESCO) estimated that more than 10.5million of the country’s children are out of school, thereby ranking Nigeria high among nations where a large population of school children is not in the classrooms. In fact, the number of out-ofschool children would be much higher when both dropouts, who are unable to complete school and others who because of other challenges and disadvantages have been shut out of the school system, are added up. That is why the Federal Government

must come up with answer to the problem of out -of -school children, if only to save their future and that of the country. While these children are not to blame for their plight, it behooves on the authorities to find alternative schools in other safe areas to enable them continue their education. Incidentally, most schools in the northeast have been converted into temporary shelters for those displaced by the Boko Haram insurgency. Unfortunately, nothing is being done to ameliorate the situation, as the children are left to roam the streets and beg for alms. We are not only concerned at the lack of progress in relocating these children, the fear is that if nothing is done, there is every possibility they may end up joining the already alarming number of Almajiris in that part of the country. It would amount to a monumental tragedy if the future of these children were mortgaged on the altar of expediency and buck passing. There is no gainsaying the fact that education is the right of every child in Nigeria. The society should therefore provide education to out- of- school children, to enable them to have a better life as well as ensure that our society breeds productive and positive citizens instead of destructive and negative elements. Advocates posit that education is the No. 1 guarantor of income, wealth, status and security, even as it also comes with the reduced risk of infant mortality, contracting HIV and being forced into child marriage. That is why the recent budget of N369.6 -13824 by President Muhammadu Buhari for education and commitment to train 500,000 teachers is welcome. We hope the allocation would help address the issue of out- of -school children.

NNPC at final stage of signing $6bn oil-for-product swaps

Petroleum Corporation (NNPC) is in the final stage of signing $6 billion worth of deals to exchange more than 300,000 barrels per day (bpd) of crude oil for imported gasoline and diesel, sources with direct knowledge of the process told Reuters. The contracts, which come three months later than expected, include three more pairs of companies than last year, reflecting Nigeria’s increased reliance on NNPC for fuel imports. A lack of local refining capacity means Nigeria is reliant on imported gasoline, kerosene and other petroleum products, and the oil price crash and mili-

tant attacks on Nigeria’s oil industry have starved independents of dollars for fuel imports. At least four of the 10 groups have signed contracts, set to begin from July 1, with the rest expected to do so by today (Friday), the sources said. The NNPC, which is due to approve them by the end of the week, did not immediately respond to a request for comment. The fuel quality in the final agreements was not immediately clear, but July 1 is the same deadline Nigeria set for switching over to higher quality, lower-sulphur fuels that create less toxic fumes. Sulphur levels were a major sticking point in the negotiations. The Ministry

of Environment and the Standards Organisation of Nigeria (SON), the body responsible for setting requirements for imported goods, promised a switch to 150 ppm gasoline and 50 ppm diesel. Some sources said the new standards would be applied. Others reported that three different gasoline specifications - 1,500 ppm, 500 ppm and 150 ppm - would all be included in the contracts, giving NNPC options on which to import. This year’s deal includes international trading houses, not just oil refineries. The 2016 contracts included only companies with refineries in an effort to cut out middlemen. The latest list contains several companies from

2016, including Varo Energy, Societe Ivorienne de Raffinage (SIR), Total and Cepsa. Italy’s ENI and India’s Essar, which won 2016 contracts, are absent from this year’s list, while Socar and Mercuria are new additions. The contracts were initially planned to begin in April but last year’s swap deals were extended at least twice in order to give NNPC more time to negotiate. NNPC had previously said this year’s contracts would exchange up to 800,000 bpd of crude oil, though at some 40 percent of peak exports that target was seen by markets as unlikely. NNPC has been forced to ramp up its own fuel imports to around 80 percent of Nigeria’s consumption,

Pass PIB now, Stakeholder tells NASS A stakeholder in the oil and gas industry and Group Managing Director, Rainoil Nig. Ltd., Dr Gabriel Ogbechie, has advised the National Assembly (NASS) to expedite action on the passage of Petroleum Industry Bill (PIB). The PIB is a bill to establish the legal and regulatory authorities for the Nigerian petroleum industry. Ogbechie told the News Agency of Nigeria (NAN) in Lagos that the nonpassage of the bill was making mockery of the industry and the country as a whole. He said the country was losing billions of Naira in term of investment diversion to other African countries like Angola and Ghana. “The industry definitely needs PIB to give it a framework for those of us who play in oil and gas industry. “It is quite unfortunate that the bill has been with National Assembly for more than 10 years but due to politics and vested interest, it has not been passed. “I remembered in early 2015, I told my people in the sector that the bill will not be passed, now two years after this administration the bill still remains with them. “I will not be surprised if at the end of this administration the bill will still remain in the National Assembly. “I do not know what is delaying the passage now that the bill has been broken into different segment. “This bill is the hope of investment in the oil and gas sector, we appeal to our legislators to pass it,” he said. New Kwara LG chairman pledges to prioritise staff welfare The newly sworn-in Transition Implementation Committee (TIC) Chairman for Irepodun Local Government Area of Kwara State, Mr Abiodun Ajiboye, has promised to make staff welfare his priority. Ajiboye made the promise at the inauguration of the council’s TIC members at the council headquarters in Omu-Aran on Thursday. The News Agency of Nigeria (NAN) reports that Gov. Abdulfatah Ahmed had extended the tenure of the 16 TICs, with each made up of four members. Ajiboye said his administration would channel adequate resources toward improving the welfare of council workers through prompt payment of salaries and allowances. He expressed his administration’s commitment to promoting the state government’s rural integration drive as catalyst for socio-economic development at the grassroots. Ajiboye, who solicited the support of council workers and other stakeholders, pledged to

run an open door administration that would facilitate the turning around of the council’s fortunes. We put about 4020 people on the pipeline and the government on its own recommended that they would pay N1, 500 per head a day. That was their own suggestion in the contract and we took the job. No Nigerian should earn that but because there is no work or job to do, we complied with the suggestion of the government. They didn’t give

us Kobo to sustain us. It was a three month contract and we did it judiciously. After three months, we left the pipeline. For years now, government has been dilly dallying. We lost six of our members; government didn’t even send us letter of sympathy, let alone pay the workforce.” Faseun who said they protected the oil pipelines ranging from Shagamu, Mosimi to Ibadan areas added “should we not be protected from the glare of the sun, rain, snakes, wild animals; should we not eat have generators and torchlights? That is why we have these figures. And I have to pay to bury our dead and the government is sitting comfortably at Aso Rock. However, they later said they would pay one third of what we agreed. But even that one third has not been paid”

He noted that the commission had a cordial relationship with exagitators since 2010, considering the efforts made in the struggle for a better treatment from the Federal Government, stressing that their main purpose was to discuss issues concerning beneficiaries of the amnesty programme. In fact, apart from the traditional activities of stocktaking, or, indeed, doing an appraisal of the year gone by and projecting into the future, which the Synod is known for over the years, the fourday event also provided a platform for political and religious leaders to bare their minds on burning national issues; as well as, and agenda setting. From May 7 to 10,2017, religious leaders, captains of industries andpolitical leaders converged on the Cathedral Church, Marina, Lagos, which was a beehive of activities while the event lasted. Speaking at the opening ceremony on the theme: ‘‘Serving’’, Lagos State Governor, Mr Akinwunmi Ambode, charged leaders in different strata of the Nigerian society to serve selflessly with a view to making life easy for the

And giving and living are intertwined, adding that in the quest to attain maturity in spirituality, the

The state government had created 37 LCDAs out of the existing 20 local governments to bring governance closer to the people but yet to share their critical assets since council elections in October 2016. But speaking with reporters, Ojuko said the report of the government’s assets sharing committee had been concluded and submitted about two months ago. The commissioner noted that the non-implementation of the report was due to the lack of personnel to assist in the effective running of the councils.

He, however, expressed optimism that all the problems facing the councils, especially the LCDAs, would soon be sorted. He said, “The Assets Sharing Committee has submitted its report. We cannot implement because the personnel who will take over the assets are not in place. “With what is happening today, conveniently anytime from now, implementation will take place and the assets would be handed over to all of them. “What is important is that we have created these local governments, they have come to stay. They were created and elections have been conducted

and now we have elected officers in all our local governments and LCDAs. This is a good foundation and I believe we shall succeed.” The commissioner explained that the interactive session was held to prepare the elected and appointed officers for the herculean tasks ahead. He charged the council administrators to be creative in generating internal revenue towards improving the socioeconomic development of their respective domains. Earlier in his remarks, the Speaker of the state House of Assembly, Suraj Adekunbi, said it was timely to address

various administrative challenges confronting the proper take-off of the local council management. Adekunbi, who declared the session open, explained that the idea behind the creation of additional councils was to bring governance closer to the grassroots and offer better access to the dividends of democracy. “The Ogun State House of Assembly, where I am privileged to be Speaker, will continue to back you with enabling legislation to ensure the smooth running of the councils for optimal result,” he added.

If recent call is anything to go by, then the Kwara State University (KWASU) may soon be named after Second Republic Senate leader, the late Dr. Olusola Saraki. This is even as agitation to that effect resurfaced at the formal launch of an educational foundation, Sola Saraki Educational Foundation (SSEF), in his honour in Ilorin on Thursday. Leading the call was a lifelong associate of the late politician, Chief Tunji Arosanyin, who is chairman of the SSEF. He argued that legislative processes had been concluded for the name-change since 2013 and should be implemented without delay. About N50 million was realised at the event with the state government doling out N15 million. The installation took place on May 7th, 2017. Nigerian Electricity Management Service Agency (NEMSA), at the weekend in Jos said it will test over 1000 meters that will be sent to the Kaduna office from the Management of the Jos Electricity Distribution Company (JED), to ensure that they meet the standard. The development is as a result of the feud between consumers and JED weeks back in Jos when consumers complained to NEMSA alleging that the smart meters installed by JED were not calibrated hence resulting to over billing. Management of JED responded, saying that the meters were certified by NEMSA for installation, adding that consumers are not used for paying electricity bill, hence the out cry. However, the feud resulted in NEMSA placing a temporary ban on the smart meters installation, which complaints also alleged that they did not pass through routine test and have no seal of the required agency. Consequently, against this background, the management of JED and other stakeholders which include civil society, NEMSA, the state ministry of water resources and energy, the media, security agencies and representatives of various communities rescheduled May 3rd for smart meters testing services to afford all stakeholders the opportunity to witness first hand the meter testing and re-certification exercise in Jos by NEMSA

Court settles age-long land dispute in Lagos ÏÏÏA Lagos High Court has

dismissed the case of a land dispute between Alhaji Yaya Erinfolami of the Ogbere family and Mr. Jamiu Awoyemi of the Ishoru family, both of Isolo area of the state. The disputed land stretched from Jakande Estate to Isheri to Oke-Ogbere excluding Lagos State Government low cost housing estate. The Ogbere family occupies the western side of the land while the Ishoru family occupies the eastern part. The court held that both families have no right of claim over the entire disputed land. In her ruling, Justice Josephine Efunkumbi Oyefeso said that both the claimant and the 1st Defendant were still bounded by the judgement in suit No 1/110/55 de-

livered by J.I.C Taylor on February 1957, which made no declaration of title in favour of either families. Justice Oyefeso delivered her judgement on February 6, 2017. The Court, however, said that the Claimants are entitled to continue possession of the western area, which they have occupied before and since the judgement in Suit No 1/110/55 which is described in paragraph 14/of the statement of claim. According to the Judge, the principal member of the Ogbere family, Alhaji Erinfolami, gave evidence for its claim to occupy the entire land. He (Erinfolami) testified that the land in dispute belongs to his family. He stated that the Ogbere family and Ishoru had, for a long time,

been having disputes over a large expanse of farmland at Isolo which was occupied by both families. In 1955 the Ogbere family instituted an action against the Ishoru family over the entire land occupied by both families in suit No 1 /110/55. Hon Justice J.I.C. Taylor delivered judgment on 14th February, 1957, and dismissed the claims of the Ogbere family as sole owner of the entire parcel of the land. The judgment was confirmed by the Supreme Court in Suit No FSC /223/61. Justice Oyefeso ruled that her court could not upturn that judgement of February 14, 1957, which has since been affirmed by the Supreme Court and for that reason the Claimant’s case failed and then dismissed.

Other defendants in the suit are the Minister of Petroleum Resources, Shell Nigeria Ultra-Deep Limited, Shell Nigeria Exploration and Production Company Ltd; Nigerian Agip Exploration Company Ltd; Economic and Financial Crimes Commission and Chief Dan Etete. By the suit dated April 6 and filed on the 10th, Malubu Oil and Gas Limited is seeking an order of court stopping Shell Nigeria Exploration and Production Company and Nigerian Agip Exploration Company Limited from signing the Final Investment Decision (F.I.D) for the $13.5 billion

Zabazaba Deep water Project located in Oil Prospecting Licence (OPL245) in the second quarter of this year. In the motion on notice marked FHC/ABJ/ CS/201/17, the plaintiff is further asking for an order of interlocutory injunction restraining the Federal Government and the Minister Petroleum Resources from considering to revoke or revoking the re- allocation of OPL 245 granted to the applicant by virtue of the 1st & 2nd defendants’ letter of July 2, 2010 pending the determination of this suit. At a resumed sitting on Thursday, J.A. Achimugu, counsel to the plaintiff, pleaded with the court for an adjournment. “My Lord, we are constrained to ask for another date as the 4th defendant (Shell) was served the motion on notice in court this morning. “We therefore seek an adjournment to enable them respond to the motion since they are within time”

Achimugu stated. However, all the other defendants equally informed the court that they had filed preliminary objection to the motion on notice as well as have agreed that the matter be adjourned. Consequently, Justice Tsoho adjourned to July 5 for hearing of the preliminary objections. The suit was triggered by media publications to the effect that the Federal Government, the Minister Petroleum Resources, Shell Nigeria Ultra-Deep Limited, Shell Nigeria Exploration and Production Company Ltd are negotiating to “sign the Final Investment Decision (F.I.D) for the $14.5b Zabazaba Deep water Project located in Oil Prospecting Licence (OPL 245) in the second quarter of this year. Similarly, a sister suit by Malabu against Kweku Amufagha and nine others marked FHC/ABJ/ CS/206/17 was equally adjourned to July 5, for mention.

Atabo informed the court that the 1st, 2nd and 3rd defendants could not be served in their respective addresses in Port Harcourt, adding that the 5th defendant was served in court this morning. “We therefore request for another date to enable us effect service on the defendants, Atabo said. Building collapses in Lagos with over 20 labourers trapped Joy Anyim

construction works when the tragic incident occurred at about 2pm. According to the General Manager of LASEMA, Mr. Adesina Tiamiyu, whose men were on ground for rescue operation, 14 of the labourers had been rescued. He said: “Some of the

rescued labourers are been treated by the agency’s medical team and Lagos State Ambulance Service (LASAMBUS), while some had been rushed to the hospital. “Extraction of trapped victims is on going and no mortality has been recorded at the moment.”

It was also gathered that the collapse of the building which was to be used as a shopping centre may be as a result of sub-standard building material used by the contractor. Adesina however stated that investigations continues in order to ascertain the actually cause of the collapse.

trial of former Interior Minister, Abba Moro, resumed on Thursday with evidence from the Corporate Affairs Commission [CAC] to the effect that the companies that executed the contract for the mounting of the e-recruitment portal of the Nigeria Immigration Service [NIS] are registered companies. A prosecution witness, Muftahu Bello, from the Registry Department of the Commission gave the names of the registered companies as Drexel Tech Nigeria Limited and Drexel Nigeria Limited. Bello who testified as the fourth prosecution witness was summoned by the prosecution to tender documents in court relating to the trial. He however told the court that another company, Drexel Tech Global has not been registered with the Commission. Some of the documents tendered in evidence the prosecution counsel, Mr. Steven Odiase through the witness include a letter from the Economic and Financial Crimes Commission [EFCC] to the Corporate Affairs Commission dated January 28, 2016 with the title “investigation Activities. Another letter from the Commission to CAC dated March 3, 2016 with similar title was also tendered and admitted and marked as an exhibit by Justice Nnamdi Dimgba. Meanwhile, the prosecution counsel has sought for an adjournment to enable him file and serve of counsel to the defendants, additional proof of evidence to tender additional documents. Although the prosecution witness had initially told the court that only one company from the three companies mentioned in the EFCC letter to CAC for investigation that was registered, he admitted under cross examination by counsel to Drexel Nigerial Ltd, Sunday Ameh [SAN] that two companies were actually registered by the CAC. Justice Dimgba adjourned the case to June 28 and 30 for continuation of trial at the instance of the prosecution counsel.

Federal High Court, Ikoyi, Lagos was on Thursday told that the reason why the oil magnet, Dr. Patrick Ifeanyi Ubah, is detained by the Department of State Security (DSS) is because he committed economic sabotage. The Nigerian National Petroleum Corporation (NNPC), through its lawyer, Mr. K. T. Turaki, told Justice Mohammed Idris that Dr. Ubah diverted petroleum products kept in his custody. He stated this while urging the court to strike out the Motion on Notice filed by Ubah seeking orders for his release from the custody of the DSS. Turaki (SAN) while arguing his clients’ counter affidavit to Ubah’s originating Motion and Preliminary Objection to the Motion, averred that the Corporation has in the past two years been subjected to various investigations, particularly the issue of fuel diversion, adding that NNPC has a duty to inform the Investigating agencies where the fuels were kept. And that it is left for them to find out what happened to the fuel. On the tripartite argument by the plaintiff, the respondents said even if the agreement existed, the position is that a crime has been committed by the diversion of the products, and stated that the law is that no party in an agreement has the right to decriminalized the criminal act. Turaki also submitted that the security agencies have inherent power under the constitution to investigate economic crimes, of which diversion of petroleum product is one of them. In challenging the court’s jurisdiction to hear the matter, the NNPC’s lawyer stated that all the alleged Infringements committed by the plaintiff took place in Abuja and not in Lagos. He therefore urged the court to decline jurisdiction on the matter and strike out the applicant’s application. Also, the DSS, through its lawyer, Mr. Peter Okerinmade, also urged the court to dismiss the plantiff ’s application on the ground that it lack jurisdiction to entertain the suit. Okerinmodu while adopting the Department’s counter affidavit and Preliminary Objection, Ubah’s Motion is aimed to fraustrate the ongoing investigation on the allegation made against him by the NNPC.

European Union has barred Nigeria’s flag carrier airline, Medview, from operating into European airspace for safety reasons. Several other airlines were also barred. A total of 181 airlines were barred from flying into Europe. 174 airlines were barred due to safety oversight by aviation authorities in their home countries. All carriers from Mozambique and Republic of Benin have been removed from the list of airlines banned. Medview was one of seven airlines barred due to safety conditions with the airlines themselves. The airline in an official statement concerning the ban issued by the Director business development Alhaji Ishaq Na’ Allah said the UK civil aviation requested the airline stop flying its B767 and has advised it to lease another aircraft. According to Na Allah, the European Union operational restriction, which the public has misunderstood as a total ban on its UK operations. The airline said its operations to London is in no way affected by the ban and had since being operating with her wet-leased aircraft. The ban which falls under exception rule in EASA, Annex A, where it states that “Air carrier listed in Annex A could be permitted to exercise traffic rights by using wet-leased aircraft of an air

carrier, which is not subject to an operating ban”. The Airline regretted the anxiety the misinformation may have caused its teeming passengers and assured them that there is no basis for alarm as the Lagos-London flight remains unaffected.

The Executive Vice Chairman of the commission, Prof. Umar Danbatta, who disclosed this, while fielding questions from reporters in Lagos during the week, said subscribers are also taking advantage of the presence of over-the-table (OTT) services to

save cash. He explained that subscribers prefer to use WhatsApp to make calls and send instant messages instead of paying through their nose to make voice calls and send text messages under a regime of high tariff. Danbatta noted that instead of spending to make calls, subscribers pay for data bundle and move on with their lives, stressing that the trend will continue. The NCC helmsman, while giving a report on the sector, stated that the sector’s contribution to the nation’s gross domestic product (GDP) has

Products supply to improve as NNPC revives Kano depot Petroleum products supply to the Northern part of the country received a boost yesterday as the Nigerian National Petroleum Corporation, NNPC, re-commissioned its Kano Depot, even amidst encomiums poured on the Corporation for reviving the facility. Kano Depot is part of the Corporation’s System 2D Pipeline Network which was knocked down three-and-half years ago due to act of pipeline vandalism by economic saboteurs. Speaking at the event, the Group Managing Director, Dr. Maikanti Kacalla Baru, said the re-commissioning was aimed at restoring petroleum products supply and distribution for the benefit of Nigerians, and in line with the Presidential mandate of revamping national oil assets. “Today’s re-commissioning is also strategic as it is one of the several strides embarked upon by NNPC under its 12 Business Focus Areas (12BUFA) Programme aimed at repositioning the Corporation towards sustained profitability,” Dr. Baru added. According to the GMD, the Corporation has spent about N1.6billion, from January-December 2016, to secure and maintain the vandalized points of the Kaduna-Kano pipeline, a development that has huge implications on the Corporation’s operations. While stating that the NNPC has over the last few months recommissioned the Port HarcourtAba as well as Atlas Cove-Mosimi pipelines, the GMD further stressed that the Corporation would not relent until all pipeline networks in the country are back on stream. “Efforts are underway to recommission other national assets such as the Jos, Gombe, Suleja and Gusau depots. The National Union of Banks, Insurance and Financial Institutions Employees (NUBIFIE) has implored security agencies to check the activities of impostors in the financial sector to avert industrial unrest. The General Secretary of NUBIFIE, Mr. Muhammad Sheikh, made the appeal while speaking with newsmen on Thursday in Lagos. According to him, any person who is no longer working with a financial institution but is manipulating crisis in the union will cause problems for the economy. He said that the detention of the union’s President, Mr. Danjuma Musa, since over a week

Business News B2 CBN to recommence disbursement of MSME fund soon The Central Bank of Nigeria (CBN) says it will soon recommence the disbursement of the Micro, Small and Medium Enterprises Development Fund (MSMEDF) to micro, small and medium businesses. Director, Development Finance, CBN, Dr Mudashiru Olaitan, made this known at the 3rd Annual General Meeting of the Association of Non-Bank Micro Finance Institutions (ANMFIN) in Abuja on Thursday. Olaitan stated that the apex bank was in the process of overhauling the disbursement process to make it more efficient. “I quite agree that there have been some delays; there is no doubt about that. “But we are trying to overhaul the system to make it much more efficient and effective. “Nevertheless, while we are reviewing the process, I think there have been some disbursements (we have made); we have disbursed about 500million to about 60MFIs “We are not resting, we are going to continue. “In fact that was one of the reasons why I came here to come and appeal to you to exercise a little patience, because very soon all the issues will be addressed.’’ As part of its developmental role and mandate of promoting a sound financial system, the CBN launched the Micro, Small and Medium Enterprises Development Fund on Aug. 15, 2013. This was in recognition of the significant contributions of the Micro, Small and Medium Enterprises (MSME) sub-sector to the economy. The sub-sector is characterised by huge financing gap which hinders the development of MSMEs. The fund prescribes 50:50 ratio for on-lending to micro enterprises and SMEs respectively by Participating Financial Institutions (PFIs). On the duration of the loans disbursed to ANMFIN members, Olaitan said: “The loans are supposed to last for 12 months after which the borrower is expected to pay back, although, for those going into productive activities, the loan tenure can last for as much as three years. According to him, the apex bank is still collaborating with the RUFIN and that members can continue to apply for loans through the RUFIN/NIRSAL platform or apply directly to the bank. He stated that other than MSMEDF, the CBN has other programmes such as the Anchor Borrowers Programme, which is also geared toward empowering farmers across the country. “In Imo and Anambra states, we are working with farmers and now we have almost 50,000 farmers that we have empowered.

NAHCO CEO, Bielderman resigns as Nwosu joins board

According to an official statement issued from the ground handling company and signed by its Manager, Corporate Communications & Services, Tayo

Ajakaye, Mr Bielderman had since submitted to the company the notice of his resignation, giving three months’ notice. With three months’ notice, Mr. Bielderman is expected to formally disengage from the Company on 31st August, 2017. A statement from the company noted that Mr. Bielderman joined nahco aviance in May, 2010. He was appointed Executive Director, Operations on December 6, 2013. Bielderman was named Acting MD/CEO in October 2014. His appointment as MD/CEO was confirmed in April, 2015.

Other changes announced by the Company after the board meeting of Wednesday, 17th May, 2017 include the retirement of Dr. Faruk Umar from the Board and his replacement by Sir Sunny Nwosu. The Bank was established in October 1993 by African governments, African private and institutional investors, and non-African investors. Since the past 24 years of its establishment, a total of $35 billion has been disbursed to Nigeria to aid trade and economic growth. Dr. Benedict Oramah, the Bank’s President, disclosed this in Abuja recently when Nigeria’s Acting President, Prof. Yemi Osinbajo, received him at the state house Abuja. United States of America industrial giant, General Electric (GE) plans to launch a gas turbine assembly plant in Nigeria next year and has invested over $100 million as it seeks to tap growing demand for gas-fired power plants in Africa’s biggest economy, its local CEO, Lazarus Angbazo, said on Thursday. Angbazo said GE wants to support the development of Nigeria’s gas reserve which is largely untapped, adding that the U.S. company has invested in some local power plants. Nigeria privatised its electricity sector in 2013, aiming to end decades of blackouts which have hampered economic growth. Most of the plants it sold were gas-fired, operating below capacity due to inadequate gas supply. Officials say demand for gas in Nigeria is estimated to rise to 3 billion standard cubic feet (scuf) per day by 2017 from 1.2 billion scuf per day in 2015, ten times the 300 million of eight years ago. OPEC member, Nigeria, has the world’s ninth largest proven gas reserves at 187 trillion scuf. Last month, the Nigerian National Petroleum Corporation (NNPC) said it wanted to more than triple gas supply for local use by 2020. Angbazo said construction work on the plant which is located in Cross River State is expected to be completed in December. Operations will start in the first quarter, the company told Reuters by email. GE has made a bid for a $2 billion railway project to connect Nigeria’s northern cities to the south of the country and could expand its plant to include locomotive assembly.

According to the Chief Executive, Stanbic IBTC Pension Managers Limited, Mr. Eric Fajemisin, these steps would attract a sizeable chunk of the estimated 38 million workers in the informal sector and significantly boost the reported eight million people currently registered under the Contributory Pension System (CPS). Accounting for about 60 percent of Nigeria’s Gross Domestic Product and employing over 90 percent of its workforce, the informal sector is largely insignificant in the CPS. Fajemisin spoke in Port Harcourt, Rivers State, on Thursday, May 18, 2017, at an employers’ forum orga-

nized by the PFA to encourage participation in the pension scheme. He was represented at the event by the Executive Director, Investments, Mr. Oladele Sotubo. Fajemisin said it is imperative to raise the level of awareness through major informal sector associations and unions due to the prominent role they play in the sector. In addition, endorsements from these unions will help to motivate members and build the requisite trust in the pension scheme. The on-boarding process for the informal sector customers’ needs to be flexible and devoid of any form of complexity, Fajemisin said, adding that this objective can be achieved through the adoption of a unique identifier like BVN and the use of mobile technology for registration, collection and benefit payment. On service delivery, the Stanbic IBTC chief said the provision of satisfactory services to the informal sector through channels they are conversant with will ensure availability and accessibility.

NSE Market value gains N204bn in three days Afolabi Adesola Equities trading on the Nigerian Stock Exchange extended gains to the third day as market capitalization recorded a total increase of N204 billion. The local currency, also appreciated against Pound Sterling at 485, against 490 sold on the previous day, while Euro remained unchanged at 420 at the unofficial market. It, however, was steady at the interbank market where it was quoted at 305.45 the same rate it has been trading since Tuesday, but better than 305.60 sold on the first trading day of the week. At the Bureau De Change (BDC) window, the Naira was sold at N362 to the Dollar, while the Pound Sterling and the Euro closed at N495 and N423. The naira also strengthened further at the Investor and Export window, with an opening rate of 382 against 382.69 earlier in the week and closed at 383.11 an improved rate compared to 383.17it closed within the week. Naira gains as traders expect sustainable appreciation to improve liquidity and narrow the spread between official and black market rate. The local currency, was quoted at 382 per dollar at the investor’s window where they could trade foreign exchange at rates set by buyers and sellers, according to the market regulator FMDQ OTC Securities Exchange. A senior currency trader quoted as saying: “We see naira trading within the prevailing rate as the central bank sustains its dollar sales in the coming week.” It would be recalled that the CBN had injected $457.3 million into various segments of the forex market earlier in the week, making the local currency on Tuesday appreciated to 383 to US dollar, against 386 traded on Monday at the parallel market. The CBN Spokesman, Mr. Isaac Okorafor in a statement in Abuja, said that both the spot and forwards segments

garnered 267.3 million dollars, while the wholesale segment got 100 million dollars. Okorafor said the Small and Medium Enterprises (SMEs) and Invisibles segments comprising basic travel allowance, tuition fee and medical got 50 million dollars and 40 million dollars respectively. However, checks on the volume of trading on the Investors and Exporters foreign exchange window in the past three weeks on the FMDQ platform revealed that 600 million dollars had been sold by both the CBN and autonomous sources. Meanwhile, despite the continuous forex intervention by the apex lender, the nation’s external reserves still stood at $ 30.72 billion but against $30.99 billion on May 4, 2017, which moved to $30.78 billion on May 15, 2017, the latest figure on the CBN’s website has shown. For the days under review, the

nation’s foreign reserves almost crossed the $30 billion mark to $31 billion on May 4, 2017, following increased inflow from Oil revenue, among others. Finance experts had attributed the decline to recent windows introduced by CBN, stressing that foreign reserves might deep further in coming days. The CBN last month opened a new special foreign exchange window dedicated to investors, exporters and end users. In a circular titled Establishment of Investors and Exporters Window, the CBN claimed this new window was introduced to boost liquidity in the foreign exchange market and ensure timely execution and settlement of eligible transactions. CBN in the same month unfolded yet another policy measure, stating that it has opened a special foreign window for small and medium scale enterprises (SMEs).

The CBN on Monday injected $457.3 million into various segments of the foreign exchange market on Monday. Commenting on this development, Managing Director, Cowry Asset Management Limited, Mr. Johnson Chukwu, said it is as a result of recent intervention by the CBN. He said, “You have heard that CBN has opened a number of foreign exchange windows. There have been a number of interventions such as the retail and wholesale windows. “The CBN opened a window for exporters and investors and meeting these demands would certainly have exerted pressure on the demands. It is basically because of the help the CBN is doing,” he said. When asked if the situation may persist, he said “It depends. I think the CBN will manage it. They would not allow the reserve to dip materially.”

In order clarify the misconception about the items valid for forex, the Central Bank of Nigeria (CBN) has released a 36item list of materials that it considers ‘Valid for foreign exchange.’ In a new circular signed by the Director, Trade and Exchange department, CBN, W.D Gotring, the apex bank released the complete list of 36 items, hitherto banned, that now qualify for forex. In response to the confusion emanating from its circular dated May 3rd 2015, wherein the apex bank had announced that items classified as valid for forex shall now qualify for allocation of forex, it issued an updated version (now removed from the website of the CBN) clarifying that the original 41 banned items (hitherto referred to as not valid for forex) still remained banned. However, there were indications that the CBN, seems to be relaxing the ban on various sub-items especially those that are essential for manufacturing purposes. This could be an aftermath of increasing pressure from manufacturers,

who through their various associations, and at various occasions, have been pressing for a relaxation on the banned items. For them, many of the raw materials required for their production activities were inadvertently included in the broad groups of the initial list. For instance, President, Manufacturer Association of Nigeria (MAN) Dr. Frank Udemba Jacobs, recently highlighted that the association has done an analysis on the banned items and “we broke the 41 items into 110 and of the 110, 75 are raw materials for our members. It is these 75 items we ask the Federal Government to remove from the list so that our members can source forex to buy their raw materials.” The CBN had thus, in releasing a list of 41 items, bundled up several other sub-items which are essential inputs for several manufactured goods. The custom list of imported items, for example includes about 5,925 items all broken down into their individual nomenclature and HS codes, instead of their cluster or compound name.

Flight attendant job makes you to have many admirers, says Ejiogu …Reiterates Commitment to Medical Tourism

Mrs. Glory Ejiogu is a career woman to the core. Her mannerism, outspokenness and logical reasoning makes one to know quickly that she has flown virtually to all parts of the world. This amiable lady happens to be one of the few African ladies that got employment with Emirates Airline as a stewardess when the international airline commenced flight operations to Nigerian routes many years ago. In a chat with EBERE CHIBUZOR, the former Stewardess says that flight attendant job is very challenging but can be managed effectively with professional ethics. Working with a big airline can be very captivating especially when one has to fly round the world. Mrs. Glory Ejiogu was one of the few Nigerians who were given the opportunity to work as air stewardess in Emirates Airline. She grabbed the opportunity, utilized it and today; her wealth of experience is paying off. She joined the airline in 1997 at about 26 years old and since then she has never regretted her foray into the aviation sector. Speaking to Ebere Chibuzor, the ex-Emirate stewardess said that the job was the type of work that makes one to have a lot of admirers. She however, pointed out that well trained stewardesses know how to manage the advances of men, adding that there are some excesses among the crew. Ejiogu equally said that such admiration was not only limited to the crew but other professions such as bankers as well, saying that banks and every person in the advertisement and Public Relations jobs are channeled to that kind of situation too. “I can tell you in my job many of us got married, perhaps within the first year, second year and third year as each desire”, she declared. Refuting the claim in some quarters that air hostess don’t get married

easily, Ejiogu said “I know generally they will tell you air hostess or stewardess don’t get married. That their jobs are not suitable for marriage; that they have husbands and men in all the station they go to but that is just gross misconception. It is not true at all. That one is trained to become a hostess does not change you from being a normal human being. It does not stop men who see you to admire you”. She added “Yes, the job is sort that put one to have a lot of admirers but being whom you are, you will know how to manage the advances you have and there are some excesses among the crew. It is however, not only the crew that are involved in such, bankers are the same and every person in the advertisement and Public Relations are channeled to that kind of situation too. Comparing the trade when she was with Emirates Airline and the present day flight attendants, Ejiogu said she believes generally the standard has fallen. “Maybe because I was used to doing it better, but you find out in terms of courtesy and in the finance, they used to put into the jobs, you don’t see it these days and I want to say sincerely that airlines like Emirate have managed to keep the standard”. Narrating her experience, she said she was not married until the later part of her flying job days. “Actually I quit flying about a year after I got married”, she said. On Emirate Airline, Ejiogu said “I hope many people think I am bias but I am not. Sincerely speaking, apart from working I have flown as a passenger for almost all the week for other airlines and I

The aircraft and the flight cannot wait for you. It is not a job you come late and say that there is traffic”, she said. “You cannot make excuses. You must be there on time. Even on the services, everything you do is timed because you need to get yourselves sorted before it is time for the flight to touch down. It is

the kind of job that puts you on very tight schedule and then teaches you discipline On Nigeria’s tourism, Mrs. Ejiogu said there is need for Nigeria to patronize her domestic tourism instead of rushing out to go to other countries. “When we talk of tourism, it will be more from outside the country to Nigeria but a lot of Nigerians are looking for places to go. When we talk about tourism it is not necessary the site seeing and shopping, there are also medical and religious tourism. Know that I am not in the support that Nigerians have to live the country and go into another country as tourists.” Speaking further, Ejiogu disclosed that her company is already in partner-

ship with some groups so as to harness inherent gains in medical tourism. According to her, a closer look and development of our medical services will no doubt stop most Nigerians from running to overseas for medical tourism. “There is need for the hospitals to be well equipped beyond necessary facilities. He stressed the state’s government commitment to secure architects’ services in its development and infrastructural projects. “If architects can give government better value for money, they will have better recognition, they should prove their relevance by coming up with designs that can save the government money which in turn will result into cheap and affordable housing ” he said Earlier in her keynote address, The Deputy Vice-Chancellor (Development), University of Lagos, Prof Folasade Ogunsola lamented the plight of some blighted urban areas where housing and living conditions are appalling. The Furore about Land Use Act in Nigeria Part 1 In recent times, there have been calls by experts for the land use act to be reviewed, overhauled or totally abolished. This article looks at how the land use act threatens economic development in Nigeria and why there is so much noise about it. The issue of land tenure system in Nigeria has always come up in discussions pertaining to the land use act. The Land Use Act of 1978 conferred on State Governors the custodian right to issue certificates of occupancy for land holders in their states but left out the majority already with possessory rights to their land. Although the Land Use Act of 1978 was meant to usher in a new land reform in Nigeria, it soon became a

clog in the wheel of development over the years. This was more so because the Military Government which promulgated it also ensured it was embedded in the Constitution of the country. Thus, any attempt to rectify its inadequacies required a constitutional amendment. There were thus many protests both to have the Act expunged from the Constitution and to amend it in many substantial ways. It was not surprising, therefore, that faced with these contrasting land tenure systems and the considerable hassle in getting land for public purposes especially in southern Nigeria, the military government sought to unify the two systems through the Land Use

Decree of 1978. Seven of the more important provisions of that Decree are indicated below: 1. All land situated in the territory of each state in the country is vested in the Governor of the state; For southern Nigeria in particular, this means state appropriation of land from families and communities without any compensation except for economic crops and other resources on the land. 2. All land control and management, including land allocation in urban areas come under the Governor of each state while land located in rural areas becomes the responsibility of the various local governments. Only the Governor can declare parts of the state territory gov-

erned by him as an urban area by an order published in the state gazette; 3. All land in urban areas is to be administered by a body known as the Land Use and Allocation Committee which has the responsibility of advising the Governor on the management of urban land; similarly, a Land Allocation Advisory Committee is provided to advise local governments in like manner; 4. All land which has already been developed remained the possession of the person in whom it was vested before the Act became effective; 5. The Governor is empowered to grant statutory certificate of occupancy (C of O) which would be for a

definite term to any person for all purposes and rights of access to land under his control; 6. The maximum area of undeveloped land that any person could hold in any one urban area in a state is one half of a hectare; in the rural areas this must not exceed 500 hectares except with the permission of the governor; 7. The consent of the Governor must be secured for the transfer of a statutory right of occupancy through either mortgage or assignment. The consent of the Local government or that of the Governor in appropriate cases must also be obtained for the transfer of customary right of occupancy. To be continued.

Africa’s Troubled Giant: Reflections on economic recession in Nigeria - (5) – Concluded The Government has also launched a CBN Anchor Borrowers’ Programme targeted at farmers. This is expected to grow the agricultural sector significantly and create more jobs. The fund will go to cover the training and funding of 100,000 farmers of priority agricultural products in its first phase. and provide a guaranteed market for their produce. Out of an approved N150billion earmarked for the government’s Social Investment Programme, N65billion has been released so far. The scheme will cater for the feeding of school children across the nation, a N30,000 stipend to over 200,000 graduates – beneficiaries of the government’s N-Power programme designed to drastically reduce youth unemployment and a further 1,000,000 traders are to get subsidized loans to support their operations. Massive developmental projects have been carried on across the country since the inception of this administration and further planned infrastructural spending will help boost economic growth. It is evident that the government intends to engage in massive expenditure going by the proposed loan requests it has sent to the National Assembly and the bonds issued and proposed. This increase in public spending assumes that it wants to spend its way out of the recession as part of its strategies. The Federal Government just recently released its Economic Recovery Strategy, a Medium Term Development Plan 2017 – 2020 that focuses on economic stability and diversification. A GDP growth of 7% and inflation rate of under 10% by 2020 is envisaged by the increasing of oil output as the oil sector is reformed, opening up of new farmland and boosting investment in power, roads and ports in order to diversify revenue. The plan states the government’s determination to create 15 million jobs by 2020. As part of the move to reform the oil sector, the FG plans to cut its stake in joint-venture assets and other holdings. Selling the assets will “optimize their efficiency and reduce fiscal burden on the government,” ac-

cording to the Ministry of Budget and National Planning’s website. Conclusion and the way forward: There are indications that the Nigerian economy is well on its way out of recession considering the 2016 overall and last quarter Gross Domestic Product reports. With an expected sustained increase in oil production output, the gradual gain in oil prices, planned infrastructural spending, Social Investment Programmes and passage of the 2017 budget there is going to be gradual rebound of the economy. From our statistics earlier above, the trend in nearly all the sectors showed a nominal growth improvement and with inflation expected to moderate, GDP growth will return. These figures also show that the recession may have bottomed out as seen from the improving trend. It is worthy of note that the IMF and the World Bank project that Nigeria will experience a modest 1% growth in GDP in 2017 given the present circumstances. Furthermore, there is a better outlook for revenues from the petroleum sector with revenues set to increase with oil production now over 2m barrels per day while oil prices holding relatively steady at an average of about $55 per barrel. This improved outlook for the oil and gas sector is closely linked to the on-going engagement and dialogue between the Federal Government and various communities in the Niger Delta. With an ever increasing population there is need to expand earning and production base of the economy and as Sanusi rightly points out “through wise investment and very difficult, but appropriate decisions” or we will end up in a classical Malthusian situation, where the resources cannot support the population and we start having wars and pestilence. We need to improve on our capital expenditure by improving and investing more in power, roads, schools, hospitals, housing etc. The present administration has been very effective in their war against corruption, although it had been accused of be-

ing selective, the truth is that it has done more than all the other past administrations in recent times put together performed far better in the quest to sanitize the system. It is no longer business as usual. One of the ways to revamp the economy is the fight to end the scourge of corruption. If the present regime will effectively pursue and execute its proposed agriculture roadmap as well as the solid minerals sector roadmap, there will be real economic, export, and revenue diversification as well as import substitution. It will help us take a model that is investment-driven, rather than consumer or consumption-driven. A high investment to GDP will deliver high growth that is also inclusive. We should further the creation of an encouraging atmosphere for our domestic industry competitiveness and establishing protection for our industries, we should properly align our companies with national interest by changing the incentive system within which they operate. The tax structure should encourage industrial revival, particularly in industries which have been hit worst by unfair foreign competition. The leadership of the CBN has tried in steadying the ship in the face of the storm. The raising of iinterest rates has been a move at stabilizing the currency, because the truth is that where we are today, the only way we are going to reverse this recession is to increase liquidity in the foreign exchange markets and reduce the gap between the official rate and the parallel market rate. And this is what I think the Central Bank needs to keep doing. A flexible exchange rate regime and a positive real interest rate will combine to bridge that gap, bring in the dollars that we need to finance imports, and those imports of raw materials are the things that will increase production, and that production is what will lead to growth. In order to boost production, efforts need to be stepped up in the area of adequate power generation and distribution with appropriate tax policy that will encourage the required conducive atmo-

sphere for increased investment. Enough needs to be done in these areas if we must achieve our aim of properly diversifying our economy. Some states of the federation have begun to respond positively to the need for self-reliance and sustenance especially as they have stepped up efforts in enhancing their agricultural output capacities. Such efforts must be encouraged so that they can perform better. Simon Kolawole (2016) wrote on Recession, Recovery and our Relapsing Fever that there are three options to the path of recovery dubbed the 3Ms – the Miracle, Mayday and the Marathon. This present administration is harnessing every tool in restoring the economic greatness of the nation and to do this it is focused on dismantling the defective structures that crippled us and putting in its place proactive, healthy, sustainable and conducive structures. These efforts of government may not be the quick fix strategy (Mayday) that everyone is looking to in order to immediately get out of the burden of

hardship but it has to be a conscious careful effort aimed at restructuring the economy. It is a longterm-long-run strategy (Marathon).
