Dubai’s aspirations are to be a role model of the smart city of the future We bid goodbye to 2015, after the confirmation of the strategy to transform Dubai into a smart city. This confirmation came from HH Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai who said on 4th December 2015, “Today we have completed the organisational structure and legal framework for transforming Dubai into the world’s smartest city and creating a new and unique model in developing and managing cities. Managing global cities requires sustained efforts to provide fast and innovative services. We must utilise modern technology and available resources to achieve our objectives.” Innovation, excellence and creativity are clear attributes of HH Sheikh Mohammed, who has always been visionary and strong to achieve this vision, creating firm foundations in the UAE leadership and making Dubai a role model for smart transformation, with the aspiration of making it the smartest city in the world. This vision has been translated into suitable legislation and the creation of institutional frameworks, to usher in a new phase of technological development in the emirate through smart, inter-connected systems that will interact with the people and create new levels of comfort and happiness. The new laws include the creation of the Dubai Smart City Office (DSCO) and the change in name of DSG to Dubai Smart Government Establishment, which will operate under the umbrella of DSCO. The newly created DSCO has been given a wide-ranging mandate to boost Dubai’s transformation into a global smart city. DSG’s includes: proposing and presenting the general strategy of smart government to DSCO for approval and follow up on its implementation, oversee smart transformation processes across government entities, proposing the structural framework, policies and standards of IT management across government entities, providing smart services as per the world’s best practices, proposing initiatives that ensure a high level of integration for government procedures, reviewing the government entities’ plans and budgets related to smart transformation, IT, smart services and infrastructure in co-ordination with the government entities and proposing the legislation necessary for easing smart transformation. DSG intends to use its skills, smart infrastructure, high level services and technical support to improve the performance of smart services to have a positive impact on the transformation of smart services that are integrated and interconnected. It will leverage big and open data by collaborating with government partners, in line with its strategy 20140-2017. This strategy has 7 smart branded strategic initiatives which are: smart services that make customers delighted; smart administration; smart data; smart trusted information; smart empowered employees, smart engagement and adoption and smart regulations. As seen above, DSG operates from a clear strategy to create a connected, collaborative government that meets the needs of customers and designs services based on their needs, so as to ease their lives and create happiness. It is worth mentioning that the UAE ranked first in the Arab world, and 23rd globally among 143 countries surveyed within the readiness network index of the World Economic Forum as per the Global Information Technology Report 2015. This is a confirmation of the government’s efforts to reap all the benefits offered by ICT in smart transformation. This consolidated the UAE’s position in the regional and international levels in various developmental fields as various indicators gave it a high rank on the list of most preferred countries for young people to live in. It came second globally for its attraction for professionals to work in, and topped the list among Arab countries as per the World Happiness Report. Dubai does not build its future for itself and its people but aspires to be a role model of the smart city of the future that will benefit the world at large. That is the civilizational role that our wise leadership is seeking to enshrine here in Dubai - the model city. The Editorial Team

DSG news and achievements

DSG CEO meets with staff to review next phase of smart transformation In order to review the features of the next phase of smart transformation in Dubai, Wesam Al Abbas Lootah, CEO of Dubai Smart Government Establishment (DSG) held a meeting with DSG staff. The meeting reviewed the dimension of the new decree by HH Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai, on the establishment of the Dubai Smart Government Establishment. Lootah briefed the teams on the expectations of the higher leadership and urged them to be responsible for converting the vision of the smart city into a reality.

Tejar Dubai signed MoU with Dubai Smart City

Dubai Chamber of Commerce and Industry initiative, Tejar Dubai entrepreneurship development programme, signed a Memorandum of Understanding (MoU) with Dubai Smart City, aimed at promoting innovation amongst the private sector, especially upcoming entrepreneurs in Smart City initiatives. Under the agreement, Tejar Dubai will identify and foster new commercial ventures for start-ups to support Dubai Smart City pillars besides supporting the implementation of Dubai Smart City initiatives within the private sector.

DSG signs MoU with GDRFA to support their smart services DSG adds strategic partner for smart payment through mobile number As part of its steps to implement the initiative of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to ensure Dubai is the world’s smartest city, Dubai Smart Government Establishment (DSG) has recently signed a strategic partnership agreement with Quisk Middle East FZ-LLC for digital payment solution services. The agreement is aimed at providing the necessary support for activating the smart payment service channel via mobile phone numbers for individual and corporate retail customers in Dubai.

Under the MoU, DSG will offer the necessary support to the package of electronic and smart shared services provided to GDRFA to ensure that these services are efficiently available round the clock. The MoU will also specify the levels of support and the priority-based response period as necessary to achieve the ultimate goal of bringing happiness to customers. The package of services which the GDRFA will benefit from includes the Government Resources Planning Systems (GRPS), Government Information Network (GIN), MyID, Government Service Bus (GSB), Correspondence Tracking System, SMS Dubai, eSurvey, Happiness Meter, eHost, eComplain, eSuggest etc.

7 key sectors leading the smart transformation of Dubai The success in achieving goals can be considering based on the amount of time one sets aside for the future. Most of us ordinary humans do not plan for more than a day, unlike the leadership of the UAE which has put together plans for life even after 50 years. By this time, the oil era will have well ended, the population magnified and climate change will be a reality. Dubai is well on its way to becoming the city of the future, with 7 sectors marked for intelligent transformation by the Government of Dubai. These in turn will ensure Dubai Smart City by the time the Expo 2020 is held.

Smart transformation is a national necessity Smart transformation represents a national strategy for many considerations, most notably the need to search for alternative resources to replace oil, as the backbone of the new economy. Our country is currently heavily dependent on burning oil as fuel to desalinate water for drinking, keeping the place cool and for residential and commercial living. That is why the UAE has tasked its people with innovation and creativity, so that we can become the new centre for manufacturing, invention and scientific research.

A new Cisco report show shows how the Interconnected Internet of Everything era will contribute to Dubai’s transformation. According to the report, titled ‘Dubai and the Internet of Everything’ 7 key verticals will drive the Dubai Smart City initiative in the build up to the World Expo 2020 and beyond. The 7 key pillars or verticals identified are the municipality, police, national security and defense, utilities smart grid, travel and tourism, retail and the automation of road transportation

Smart Trade: The retail sector is closely related to travel and tourism within the framework of this smart transformation of the city of Dubai to promote the city as a destination for shopping and retail. It is expected that both the public and private sectors in Dubai will gain around 17.9 billion dirhams by 2019 as a result of Dubai smart city.

New opportunities for the UAE and the region Commenting on the efforts being made to implement the transformation of Dubai into a smart city, Dr. Aisha Bin Bishr, Director General of Dubai Smart City Office said: “Today we are witnessing an unprecedented number of new projects which play a significant and influential role in realizing the vision of Dubai as a smart city. It is among our most important goals to improve the quality of life by leveraging technology, and we want our services to reach all parents, children, businesses and tourists in order to enhance their lives. This stage is full of opportunities for Dubai, and the UAE, and also the countries of the Middle East, with the deployment of sustainable technology solutions across all sectors to achieve that goal.�

The coming smart revolution for IoT Experts predict that the total number of things that will be connected to the IoT network will be about 50 billion by 2020. If utilized well, IoT can improve the lifestyle of smart city inhabitants to an unprecedented level. Dubai has always been at the forefront of technology and is aware of the benefits that can be accrued from IoT. It already has the right infrastructure including fibre-optic networks and Wi-Fi and has already implemented a number of sustainable initiatives and energy management systems; to make life easier for its people.

It is no secret that the UAE has been developing smart cities in Dubai and Abu Dhabi. These two emirates have shown the greatest level of commitment to the smart city concept among cities in the region. If they can leverage the power of IoT within the smart city, then the government can achieve tangible and significant achievements which will enhance the daily life of its people.

Other benefits The IOT era can reduce paperwork and government expenditure and enhance profitability in the business sector; who can enjoy better and easier ways of worldwide communication. All of this depends on the people harnessing the power of technology and the tools at its disposal in the seven sectors mentioned. Smart Dubai portal:

a one stop window to view the story of a city

Collaborating with the private sector and government partners, Smart Dubai was established to empower, deliver and promote an efficient, seamless, safe and impactful city experience for residents and visitors. To achieve its strategic pillars, Smart Dubai aims to introduce strategic initiatives and develop partnerships to contribute to its Smart Economy, Smart Living, Smart Governance, Smart Environment, Smart People and Smart Mobility dimensions. All this requires an effective online presence to engage citizens and partners with this iconic project.

Smart Dubai builds on a legacy of innovative programs developed by the Dubai government to drive global competitiveness. Early examples include the launch of Dubai eGovernment in 1999, when global internet penetration was less than 5% and the establishment of the first excellence program of its kind in the world, the Dubai Government Excellence Program in 1997. These are a testament of prioritizing service excellence.

Dubai Smart City Office launched its official website Smartdubai.ae, as the information gateway to Dubai’s Smart City initiative. Smartdubai.ae presents the public with a comprehensive profile of the Smart Dubai initiative, detailing its vision, mission and strategy to

The website also showcases the initiatives and accomplishments of strategic partners that are contributing to the Smart Dubai vision, apart from featuring stories about ‘smart’ innovations, solutions and best practices from within the city. Stories

about innovations driven by the people and businesses of Dubai who are contributing to the Smart Dubai vision will be featured on the website. The Smart Dubai initiative is supported by a tiered partnership framework, enabling government, private sector and institutional partnerships to encourage engagement and collaboration in achieving the vision of His Highness Sheikh Mohammed. Smartdubai.ae offers access to the first white paper to be published by the Smart Dubai initiative, “A Collaborative Approach to Smart Cities”, which outlines Smart Dubai’s unique strategy to transform Dubai into a unique smart city that will be a model and benchmark for such initiatives. The website also offers perspectives on global trends and developments related to smart cities from around the world.


Smart City Office

Dubai Smart City Office provides institutional and legislative framework for the future of Dubai

Within the strategy to transform Dubai into a smart city, His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai issued a decree to establish Dubai Smart City Office (DSCO). DSCO will develop overall policies and the strategy with regard to information technology and smart government, supervise and provide guidance for the smart transformation process and facilitate the smart transformation in Dubai, in coordination with the concerned government entities.

DSCO’s mandate

The establishment of DSCO is a significant step in the transformation of Dubai into the smartest city in the world. DSCO is authorized to enter into partnerships with any organisation within and outside the emirate to implement best practices in the field, approve relevant plans and budgets in coordination with the Department of Finance and other government departments and propose legislative amendments to encourage and empower the public and private sectors in the field of smart transformation.

The new law also authorises the Office to establish, develop and manage a central database of all information pertaining to smart transformation initiatives as well as

to establish a portal for smart applications and smart transformation, outlining key performance indicators (KPIs) to assess the implementation of relevant policies and procedures. Pursuant to the law, all government entities are required to cooperate with the Office to carry out its responsibilities

Smart city

Fujisawa – the model Japanese smart town to study future smart city living

The smart city/town is a concept that reconciles human activities on an urban environment, where sustainability can be built in, in order to create a better quality of life for humans and the environment. The Environmental Centre for Arab Towns (ECAT) recently published a study on Fujisawa, a smart town in Japan that was built with government and private sector involvement from the Panasonic Company and 19 other companies. The study reviews the model of the city as it seeks to promote a better urban living.

A sustainable town Sustainability has grown and developed rapidly as a concept over the few last years, becoming a basic building block within government and the private sector, and a key factor for the success of any new urban structure. We humans have a huge impact on the environment as we tend to strip it of its natural resources, leading to higher energy prices and natural disasters including flooding and earthquakes.

Smart and green Fujisawa is not just a smart town, but seeks to be a friendly green town as well. Built for about 3000 people and 1000 homes, it provides its inhabitants with renewable energy sources and a green life, including electric cars and

bicycles; as the project studies how humans interact with a smart city. The city will continue to develop until 2018. Today, its inhabitants get 30% of their electricity through solar sources and the rest of the energy is acquired by other renewable energy sources. It is expected that carbon dioxide will decrease by up to 70% in the town.

Smart living space

Fujisawa square is where the inhabitants gather. It has smart-screens which promote smart living, as well as cafes, studios and workshops for citizens to present their views and learn about healthy food, smart living and sustainability. Clean energy is gathered through solar panels and used for smart transport and mobility. The government hopes that the study will help them use this model for larger urban smart cities of the future.

Smart knowledge

Arabic Knowledge Portal deepens the slogan “Knowledge 4 all”

The Mohammed Bin Rashid Al Maktoum Foundation (MBRF) and the United Nations Development Programme (UNDP) have launched the first edition of the Arab Knowledge Index, a systematic mechanism to monitor the status of knowledge in the Arab countries every year. The Arab Knowledge Report and The Arab Knowledge Portal, which was also launched during the opening will serve as a digital reference hub for all researchers, professionals, students, stakeholders and the general public in relation to various data and publications on knowledge-related topics. These are both joint initiatives between the Mohammad Bin Rashid Al Maktoum Foundation (MBRF) and the United Nations Development Programme (UNDP).

Arab Knowledge Index

The Index is a scientific tool that describes the status of knowledge in the Arab region, and establishes a road map for the economic and societal development strategies in the Arab world. The Arab Knowledge Index comprises six main indices covering the most vital sectors that represent the knowledge levels in every Arab country. These indices are: Pre-university education; Higher education; Vocational education and training; Research & development and innovation; Information technology and communication; and Economic sector.

Digital reference hub

The “Knowledge 4 All” is an initiative seeking to establish a digital reference hub for all researchers, professionals, students, stakeholders and the general public in relation to the various data and publications on knowledge-related topics. The initiative is currently

focused on Arabic and English resources involving the Arab region, in addition to theoretical and conceptual work about knowledge, namely from a development perspective, e.g. knowledge and development, knowledge localization, youth and knowledge, youth formation, knowledge spheres, knowledge generation, knowledge dissemination across local, regional and international spheres, to mention a few sample areas of interest.

Serious support for scientific research

The Arab Knowledge Portal will help in promoting the research efforts in the Arab world. It will also play a vital role in establishing a new style and method of dealing with knowledge by individuals and the society along with governments and in a way that meets the requirements for short and long term future development plans. This will improve the strategic planning and will increase the participation of societies in setting plans and strategies for the development of their cities.

UAE Innovation Week: a step towards the achievement of UAE Vision 2021

Under the directives of President, His Highness Sheikh Khalifa bin Zayed Al Nahyan, UAE Innovation Week took place from 22 to 28 November 2015. The UAE also made 2015 as the year of innovation within an initiative that aims at intensification of efforts and revising government policies to encourage innovation in the coming years.

National Innovation Strategy

Building an innovative environment

His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai launched the national innovation strategy to make the UAE one of the most innovative countries in the world within the coming 7 years. The strategy will function within four parallel paths in which 30 national initiatives will be implemented in the coming 3 years within the first stage of the strategy. The first stage will include new legislation, supporting the national capabilities in all fields, motivating the private sector, enhancing all partnership opportunities with this sector, building research partnerships with international research corporations, and enhancing innovation within education, health, water, technology, transportation, renewable energy and space.

The week encouraged innovation as the main pillar for interaction between society and the government and private entities which are all part of the national strategy for innovation. This initiative aims at the documentation of innovation indicators measurement in each emirate and within the entire country paying attention to the capabilities of the private sector and the role it can play to achieve the strategy’s goals. UAE Innovation week witnessed a number of activities included workshops, hackathon competitions, interactive programs, as well as conferences, and specialized seminars, exhibitions and presentations of new distinct innovations. The week also witnessed announcements on national initiatives and international partnerships.

DSG during UAE Innovation Week

Dubai Smart Government Establishment (DSG) actively participated in UAE Innovation Week between 22 - 28 November 2015, with a range of events, workshops, demonstrations and smart services. This was in response to the call of HH Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to celebrate innovation and create a stimulating environment for the next generation.

Promoted services during Innovation Week

Major DSG services that were promoted included the innovative Dubai Now app, featuring more than 53 smart services provided by 22 government entities; the MyID service for single log-in to Dubai Government’s services; and mJobs, a mobile government job app, which represents DSG’s strategy of providing a single window for customers with the aim of easing their lives and bringing happiness to them.

Live events & workshops during Innovation Week

The major events that DSG took part in were a special stall at Mirdif City Centre, where it recreated its Customer Experience (CX) Lab, to get feedback from customers in developing new smart services and apps. It was also the strategic partner and patron of the Smartcon Dubai 2015 conference at Jumeirah Beach Hotel on 23rd and 24th November, during which DSG signed an MoU with Massachusetts Institute of Technology Connection Science Group (MITCSG) to conduct joint academic research on innovation in Dubai Smart Government. DSG also conducted two workshops on ‘big data’ and ‘brainstorming to innovate new government shared services. The workshops were exclusively for government entities and were held on 24th and 26th November at Raffles Hotel.

Dubai Smart Government Department (DSG) and the Department of Economic Development (DED) also announced plans to transform government services using IBM’s cognitive computing system called ‘Watson’ The government is working in collaboration with IBM to launch the new service, which will, in the initial stage enable DED customers, to benefit from the advanced self-service provided by the system to respond to all their inquiries related to the DED’s services.

Dubai Trade has expanded its online marine and cargo insurance platform “Tradeshield” by adding Oman Insurance to offer its customers a fourth insurance service provider. Dubai Trade customers can now search and select competitive rates from the Abu Dhabi National Insurance Company (ADNIC), RSA, Noor Takaful and Oman Insurance, while using ‘Rosoom’, the company’s secure e-payment gateway. The move underlines Dubai Trade’s vision to facilitate seamless trade, allowing users to compare real time insurance quotes on multiple policies and complete end-to-end purchases. Dubai Trade CEO Eng. Mahmood Al Bastaki said: “We are pleased to have Oman Insurance join our three other insurance providers. This assures our customers competitive rates and world-class insurance for worryfree shipments. “We continually strive to make the Dubai Trade Portal a true trade facilitating platform, while contributing to increasing the UAE’s ease of doing business international ranking and reducing trade cost and time. Customer satisfaction and comfort is our priority and with this in mind, we launched the ‘Tradeshield’ platform to eliminate unnecessary paperwork and physical visits to our offices. Users can now compare multiple insurance policies, rates and terms in just few clicks, around the clock.” Oman Insurance Company CEO Christos Adamantiadis said: “Delivering on our renewed customer centric strategy, we are happy to go live on the online marine platform, ‘Tradeshield’, making our marine insurance solutions available on yet another convenient and technologically relevant platform.” Dubai Trade’s future plans on this front include the launch of cover cargo or blanket cover insurance against loss or damage to all goods moved by a specific carrier or shipper during a given period of time.
