BAY AREA HOME PRICES SOAR TO NEW RECORD The median Bay Area home price surged to an alltime high of $820,000 in March, up 9.3 percent from February and up 14.7 percent from March of last year, research firm CoreLogic reported Tuesday.
Rising mortgage rates and shrinking tax breaks for mortgages were expected to put a damper on home prices, but so far that has not proved to be true in the Bay Area.
The previous peak was $784,000 in November. The report includes newly built and existing homes and condos sold in all nine counties. For the past six months, the median price has risen 12.8 percent year over year on average.
The yield on the 10-year Treasury note, which serves as a benchmark for mortgage rates, surpassed 3 percent Tuesday for the first time since January 2014. Coincidentally, Freddie Mac reported on Thursday that the average 30-year fixed mortgage rate increased 0.05 percentage points to 4.47 percent last week, its highest level since January 2014.
For the fourth consecutive month, Santa Clara and San Mateo counties showed the steepest year over year gains: 33.6 and 25.7 percent, respectively. New home construction in Silicon Valley hasn’t come close to keeping up with the growth in high-paying jobs. Facebook, based in Menlo Park, disclosed in an April 13 filing that its employees earned a median pay package of $240,430 last year.

The federal tax law passed in December was expected to discourage home buying. It limited the itemized deduction for all state and local property and income tax combined to $10,000 per year (previously there was no cap) and reduced the basic mortgage-interest deduction to interest on up to $750,000 in debt, from $1 million previously.

People “are trying to desperately buy something before it becomes completely unaffordable,” said Scott Anderson, chief economist with Bank of the West. “Six months, a year from now, you will see more of the downside from rising rates.”
But last month’s sales were 17.1 percent below the March average of 8,590 sales since 1988.
A 650-square-foot home in South San Francisco with no garage that fronts an alley went on the market this month for $599,000, or nearly $1,000 per square foot. After a busy open house last weekend, listing agent Kent Flinn expects it to sell for much more.
The California Association of Realtors reported this week that the median time a home in the Bay Area sat on the market before an offer was accepted was just 12 days in March, down from 13 in February and 14 a year ago. At the current pace of sales, it would take just 1.9 months to sell every Bay Area home on the market, down from 2.6 months in February and 2.2 last March.
South San Francisco, the erstwhile “industrial city,” and neighboring San Bruno have traditionally been two of the more affordable cities in San Mateo County, but like everywhere else in the Bay Area, “demand is heavy and supply is limited,” Flinn said. As demand has grown in those cities, it also has changed. “It used to be a three-bedroom, two-bath home in a certain district would sell better in one area than another,” Flinn said. Today buyers “are less concerned about neighborhood and more about size.” They want enough space for their family or a spare room to rent out. In the past, people didn’t want to live near Caltrain in those cities. Now it’s a draw. People want to be able to walk to BART or Caltrain, said Flinn’s wife and business partner, Beverly Flinn.
The Bay Area has been sheltered from rising rates and the new tax law because its housing market “is chronically undersupplied,” Anderson said.
Home prices haven’t been hurt by rising mortgage rates because at 4.5 percent, they are still low by historical standards, said Aaron Terrazas, chief economist with Zillow, a real estate website. He expects mortgage rates will peak at 5.5 to 6 percent in a year or two. “We think mortgage rates can go up to 5 percent or a little above before we see any headwind on the housing market,” Terrazas said. When that happens, “I don’t think it will cause a decline in prices; it will cause a slowdown (nationwide). The risks are bigger in the Bay Area because home prices are so high.” On a $650,000 mortgage, going to 5 percent from 4 percent would add $386 to the monthly payment.
March’s 14.7 percent increase in median home prices across the region “was the highest year over year for any month since last September, when it was also 14.7 percent,” CoreLogic analyst Andrew LePage said.
Anderson predicts that the new tax law eventually will depress home prices — by about 4 percent nationwide over two years — by raising the after-tax cost of homeownership. “In higher cost areas, the impact would be greater,” he said.
That increase “is significant, and it stands out statewide and nationally, but there is a mix issue,” he said. The median price is the halfway point between the highest and lowest prices homes sold for in a particular month. In recent months, “there has been a shift toward more mid- to high-price homes selling and less in the lower end,” LePage said. That tends to raise the median price.
People have been leaving California for other states, but its population has continued to grow thanks to immigration from other countries and the natural increase from births minus deaths. But “we expect more out-migration from the Bay Area and the state as a result of high housing costs,” Anderson said. “I think by the end of this year,” the state’s population will decline for this first time in this economic expansion.
The number of homes and condos sold last month was 7,122, up 43.9 percent from February but down 3.3 percent from last March. An increase between February and March is typical, as the spring selling season heats up. Since 1988, the average increase between those months is 39.8 percent, CoreLogic said.

Established in the 1870s, Port Costa served as a major grain port for merchant sailing ships, with warehouses, saloons and hotels situated along its waterfront. With a deep water channel and two of the largest train ferries in the world, Port Costa was well ahead of its time. Fast forward to today, and you’ll find that the town’s population has dwindled to 190 people as of the 2010 census. Two restaurants, one hotel, a post office, a yoga studio and a haberdashery make up today’s Port Costa. With surrounding park land and spectacular views of the Carquinez Strait, it’s still a Bay Area destination that shouldn’t be missed. After years of thinking about visiting Port Costa, a friend’s Facebook photos finally prompted me to make the trip. Judging from the parking lot in town, Port Costa is well-loved by cyclists and bikers. Since I’m neither, I made the trip by car, taking the very scenic McEwen Road off of Highway 4. My first stop was the Bull Valley Staging Area located along the Carquinez Scenic Drive to do some hiking. There is about a two-mile easy loop that provides great views of the Carquinez Bridge and the Benicia waterfront. You’ll forget you’re in an urban area until you hear the sounds of trains approaching. Lots of dogs, families and mountain bikers enjoy the trail. If you like to fish, Eckley Pier is just down the road. There are several picnic tables in this location. You can get to it from the Bull Valley Trail, or park down at the pier where there is water and flushing toilets and start your hike from there.

Afterwards, I headed into town for lunch. If I had known about the bacon, corn bread and all-butter pound cake, I would have started my day at the Burlington Hotel Cafe, which is open weekends only. Stop in even if you don’t need a bacon fix. They cook in ovens that probably should be in a museum. Some say the hotel, which is still functional, is haunted. If you wander into the lobby, you may agree. There are two restaurants in town. The four-star Bull Valley Roadhouse and the Warehouse Cafe. To me, it seemed more like a cafe kind of day. The Warehouse Cafe is an eclectic mix of musty antique store, bar, restaurant, and local hangout. On a Sunday afternoon, the bartender will take your order, write it down on a post-it, and tell you to take it to the kitchen. Here, the cook will let you know when to return to pick up your order. If you are all about amenities, do not go here. If you’re game, they make a mean cheeseburger. Plus, they have an amazing selection of craft beer. I’m told that they do have waiters in the evening and they serve up a fabulous prime rib and showcase live bands. Things to know: Hiking trails are part of the East Bay Regional Park District. Parking is free. Be flexible and adventurous. Port Costa is most likely like no other place you’ve ever been. To make reservations at the Bull Valley Roadhouse, visit BullValleyRoadhouse.com. 1 pound salmon fillet chopped into 3 or 4 pieces

2 ripe but firm peaches halved and pitted
•
1 avocado peeled and diced
•
1 jalapeno seeded and finely chopped
•
1/2 cup red onion finely chopped
•
3 tablespoons fresh lime juice
•
sea salt
INSTRUCTIONS
Prepare the Grilled Peach and Avocado Salsa: 1.
Heat the grill to medium-high and spray with oil.
2. Cut the peaches in half, remove the pit, and lightly coat with olive oil or spray with cooking spray. Place peaches on the preheated grill cut-side down and grill until peaches have softened and have grill marks, but are not falling apart. Transfer peaches to a cutting board, chop into bite sizes, and place in a bowl. 3. Add the remaining ingredients for the salsa to the bowl with the grilled peaches, and toss to combine. Refrigerate until ready to use.
Grill the Salmon: 1.
Cut the salmon fillet into serving-size pieces, drizzle it with olive oil, and sprinkle with sea salt and pepper. Place salmon on the grill skin-side down and grill until the juices seeping out are opaque and the internal temperature of the fish reaches 145 degrees F. Note: If grilling on a George Foreman, grill until the light turns green and check for doneness. Continue grilling if salmon is still raw in the center. If grilling on a propane or charcoal grill, leave the salmon undisturbed for 10 to 15 minutes before checking for done-ness (or longer if the salmon fillet is thicker than 1 inch).
2. Serve grilled salmon with grilled peach and avocado salsa.

EASY CARAMEL SAUCE

Peaches cut in half and pits removed Caramel Sauce (recipe to the right) Cointreau

1 cup packed brown sugar

½ cup butter
INSTRUCTIONS

Preheat grill to medium-high.
2. Place peach, cut side down directly on preheated grill grates. Grill until marks start to appear, about 5-10 minutes. Turn cut peaches over so the cut side is up and any juices can start to collect in the cavity. Continue to grill until peaches are tender, about another 5-10 minutes. 3. Pour 1-2 tablespoons caramel sauce over each peach. Top peach with about 1-2 teaspoons cointreau. Serve as is, or top with whipped cream or vanilla ice cream.

INSTRUCTIONS In a pitcher combine lemon juice, peach nectar, simple syrup and white grape juice. Transfer mixture to a serving pitcher. Pour into ice-filled glasses. Garnish with melon balls and lemon slices, if desired.

¼ cup Chamomile lavender loose tea blend
INSTRUCTIONS In a small saucepan combine water, sugar, and Chamomile Lavender tea blend. Bring to a boiling, stirring to dissolve sugar. Remove from heat. Cool to room temperature. Strain liquid through fine sieve. Cover and chill at least 2 hours or up to 2 weeks.
