President Richard Brodhead delivered the Annual Report of the University to the Academic Council Thursday, noting the impact of the recent financial crisis and describing plans to expand Duke’s brand

globally.

Brodhead began the report by addressing the financial University’s situation in light of the economic climate. He read a statement, which was later e-mailed to the rest of the University, in which he said Duke has a “strong financial foundation.” Brodhead described Duke’s situation as “stable and secure.” “Duke has always been a place of outrageous ambition, and we must sustain our forward movement* even in what we hope will be a temporary dislocation in the global economy.... Duke lacrosse accuser Crystal Mangum broke a lengthy media silence Thursday, releasing a memoir today and maintaining that she was assaulted at a party in March 2006. In a press conference at the Know Bookstore & Restaurant near North Carolina Central University, Mangum—accompanied by Vincent Clark, her agent and co-author of the book, “The Last Dance for Grace”—spoke briefly and took questions from the three dozen reporters packed into the venue before being whisked away. “This is very difficultfor me, but this is something that I have to do,” a subdued and sometimes tearful Mangum said. “God has given me the grace and the courage to stand up. No one deserves to be sexually assaulted, regardless of their profession.” And later, during a question-and-answer period, Mangum said she maintained that she had been sexually assaulted while performing as an exotic dancer at a March 13, 2006 party at 610 N. Buchanan Blvd. She refused to discuss other specific questions about the case. Mangum declined to answer questions about whether she believes the three former members of the men’s lacrosse team indicted in the case were innocent or when and how often she met with disgraced former Durham

I don’t mind being sort of a sacrifice in order to help others as long as I can share my experiences in a positive way.”

RALEIGH; N.C. Democratic vice presidential candidate Sen. Joe Biden spent the day Thursday barnstorming North Carolina, now considered by many to be a crucial swing state in the upcoming presidential election. Nearly 3,000 people came out to hear Biden speak at Meredith College in Raleigh—the last of his three campaign stops within the state. “I know that North Carolina is NASCAR country,” Biden said. “So let me use some NASCAR terms to describe this race. Right now, our campaigns are trading paint.” North Carolina’s status as a swing state is a departure from the state’s electoral history. President George W. Bush won North Carolina in both the 2000 and 2004 general election by double digits, and the state has not voted Democratic since 1976. “I think it [the race] is very exciting,” N.C. resident Lora Evans said. “I can feel the shift in people who are SEE BIDEN ON PAGE 11

Even as Mangum insisted that a sexual assault did occur, Clark said his team—which also includes Michael Denisoff and Myra Shird, both project consultants—accepted N.C. Attorney General Roy Cooper’s decision to drop charges, although he questioned the legal basis for it. “It is final on that matter,” he said, “Crystal and I both believe in the rule of SEE MANGUM ON PAGE
