Corporate Profile About Us LTS Lockley was founded by our current Group CEO, Michael Lockley in 1985 with the aim of providing a 'Total Solutions Service' in Land Surveying. Joining Michael in 1989 and 1997 respectively, were now business partners Damian Maguire and Joseph Monardo. Collectively, they offer an abundance of expertise in all facets of land surveying. Michael, Damian and Joe have successfully grown the practice to current personnel of 40, including 10 Registered Surveyors. The continued growth and success of the practice lies in the ability to deliver optimum land titling solutions to our clients. Our partnering approach, from the inception of the project through to completion, allows us to manage the inputs and inherent risks presented by a variety of stakeholders, provide consultation to industry authorities and formulate the most relevant land titling strategy and solution. The depth of skill and expertise of our team, coupled with the latest technology, allows us to provide the full range of surveying services, including Identification Surveys, Detail and Level Surveys, Construction and Engineering Surveys, together with all Land Titling plans including Stratum Subdivision, Strata Subdivision, Land Subdivision and Community Title Subdivision.

Land Information Solutions

The provision of land titling solutions is at the core of our service provision. We have a proven track record in determining optimum land titling solutions for complex sites after an assessment of all available data, consultation with the many stakeholders and liaison with regulatory authorities. Titling services and outcomes may include:

Construction Solutions Construction setout surveys are an integral part of the development process. LTS Lockley provides construction setout and risk management solutions which ensures that the subject development is in accordance with the development application approvals and presales documentation. Our risk management setout process ensures a final work-as-executed drawing on completion of the construction process.

Demonstrated Expertise Stone Cutters Ridge In 2005, LTS Lockley were engaged by the developer Medallist, to undertake the cadastral surveying and survey plan preparation of Stonecutters Ridge, a 162 hectare Greenfield Site located in the Colebee Release Area within the Blacktown Local Government Area. The development itself would comprise a master planned residential community encompassing 904 residential lots, a village centre, parks and play areas and a Greg Norman designed 18 hole championship golf course. The initial stages of the project provided many cadastral surveying & land titling challenges, not limited too but including: •

Securing Torrens Title over Community Title for land parcels

Defining boundaries where considerable variation was evident from original plans

Claiming ownership of a creek bed

Removing Qualifications & Limitations on land which remained from the Old System of registration

Releasing obsolete Easements, Restrictions & Positive Covenants

Releasing a Right of Way that benefited an adjoining property

Maintaining the integrity of an aboriginal heritage site

The development, completed in 2015, has been a major success selling all of the 904 lots released and contributing to the ongoing economic growth and property boom in the North Western Sydney area. LTS Lockley is proud to have taken such a pivotal role in the success of this award winning residential development, which provides an ideal case study for the many fundamental aspects and underlying principles of cadastral surveying.

Demonstrated Expertise Discovery Point Developer - Australand In 2003, LTS Lockley were initially engaged by the developer Australand, to undertake all surveying and titling plan preparation of Discovery Point, a 7.7 hectare site located at Wolli Creek in the Rockdale Local Government Area. By engaging with the client, solicitors and all other consultants, LTS Lockley was instrumental in providing a unique titling solution which allowed the development to proceed in a staged manner over the last 14 years. The award winning development comprises 14 buildings of mixed use, commercial, retail and residential of 169,000m2 of Gross Floor Area creating some residential 1700 apartments, together with an adjoining Wolli Creek train station, Discovery Point Park and one of Sydney’s first water recycling facilities. This project presents many complexities, largely driven by maintaining flexibility in the staging of the design & delivery of the 14 buildings. In addition, we faced challenges with adjoining land, underground railway stations, heritage buildings, open space and waterways. We were able to draw on considerable internal resource & experience with like projects over a 30 year timeframe to deliver an optimum land titling solution. A solution which would include complex stratum subdivision, part strata plans, staged strata subdivisions and a community title subdivision. The development is due for completion circa 2018, and to date 12 of the 14 buildings are complete or due for completion in 2016.

Michael is the founding Director of the practice and the current CEO. With over 40 years experience his skill base in land titling has been refined in a range of areas with a key focus on strata and stratum subdivision and medium to large scale greenfield sites. He has intricate knowledge of land title legislation and the land development process which ensures optimum solutions for Government agencies and leading property developers throughout New South Wales. Michael is well respected throughout the surveying community and consults on many broader industry matters.

Damian has been part of the senior leadership team at LTS since 1998. He has expertise across all facets of surveying, overseeing a multitude of cadastral survey projects from small to medium scale sectors, providing consulting identification surveys through to large scale mixed use strata subdivisions and construction projects. Damian is particularly active in the retail and healthcare services and solving complex issues for leading businesses in these areas. Damian is passionate about the development of our junior surveyors and takes particular interest in mentoring them.

Joe has been a part of the senior leadership team at LTS since 2004 and currently holds a board appointment with the Association of Consulting Surveyors. Joe has expert knowledge on large-scale projects involving construction and engineering surveys together with detailed Stratum and Strata titling of mixed use developments. His reputation for quality surveying & titling solutions in this area mean his consulting services are in high demand.

Michael Lockley – Group CEO Michael is the founding Director of the practice and current group CEO. He is responsible for the strategic direction of the firm. BACKGROUND - Michael commenced work in the survey industry in 1975 holding Survey Assistant and Surveyor roles with a number of well regarded survey practices including Hill and Blume and JB White and Associates. Following completion of his university studies (1980) and registered as a Land Surveyor in 1983, Michael set about establishing his own practice (1985). The continued growth & success of the practice can be attributed not only to the experience Michael brings to the table but also his astute business acumen. EXPERTISE - With over 40 years experience, his skill base in land titling has been refined in a range of areas with a key focus on, strata and stratum subdivision and medium to large scale greenfield sites. He has intricate knowledge of land title legislation and the land development process which ensures optimum solutions for Government agencies and leading property developers throughout New South Wales. MAJOR CLIENTS/PROJECTS – His work is demonstrated in a multitude of large scale projects across many industry sectors, for a range of high profile clients, which include but are not limited to Kypreos Group, Meriton, Woolworths, Harvey Norman, Macquarie Bank, Walker Corporation, Australand, Payce Property Group, Sekisui House, Lend Lease and many more. Among the many notable projects completed for these prominent developers are the award winning “Stonecutters Ridge” in Colebee, “The Waterfront” at Wentworth Point, Appin Road, North Appin, Sydney Airport Redevelopment, together with large scale Government projects such as Sydney Harbour Foreshore Redevelopment for the Sydney Harbour Foreshore Trust the Anzac Bridge and Sydney Olympic Park. SPECIAL INTEREST – Michael is passionate about the surveying industry, regularly giving his time to promoting the industry itself and mentoring the next generation. He is a regular guest speaker at industry events and is involved with an organisation called “NSW Surveying Taskforce”, who work to promote the industry and provide career and training opportunities for those studying surveying. Michael held a Directorship with The Institute of Surveyors NSW Inc from 2013 to 2015.
