tra n fo rm a ti o n & p l a ce m a kin g The River of Life EWP scheme is built around the ideas of transformation and place making through creating contemporary culture that reveals and celebrates the heritage, stories and places of Chinatown. Community consultations on potential improvements to the area, engaged local shop owners, residents, community and even tourists, enabled an informed design. Design that increases pedestrian movement through shaded streets, opens space for pedestrian use during events and eases traffic congestion with rationalized bus circulation has been implemented. Landscape works restoring and activating the environment are a focus of of the overarching masterplan.

ROL - Precinct 7 Location Area Type Client

Kuala Lumpur, Malaysia 10.7 km Public Realm DBKL

Precinct 7 or also called District 4, one of the eleven precincts along the 10.7km River of Life project, is the historical, geographical and social heart of downtown Kuala Lumpur. Surrounded by impressive civic and historical buildings, the area has the make up of an iconic downtown, where local and international visitors come to shop, stay and enjoy. The iconic buildings and destinations include Merdeka Square, Masjid Jamek, Bangunan Sultan Abdul Samad and Petaling Street. Important landmarks are preserved while surrounding buildings are reprogrammed to add energy to the area. What is currently a historical district strictly looking towards the past, becomes a civic district concerned with not only its history but also the quality of life for its people. The newly injected program enriches the recognised district, raising the value of experience for both locals and tourists.

A Precinct 7 Initial Study Report has been produced that addresses not only the inception stage of the Precinct 7 assignment covering initial issues and recommendations, but also existing site conditions and site analysis. The report presents AECOM’s initial familiarisation for Precinct 7: site visits, consultation and technical issues raised throughout the competition and feedback at the kickoff meeting and workshops. These baseline data, identified issues and constraints have now been taken forward to the Schematic Design stage of the assignment, where the concepts developed in the Master Plan have been developed into workable schemes that, upon approval, will be taken forward to detailed design and implementation.

IMPROVE CONNECTIVITY

ACTIVATE THE WATERFRONT

INTRODUCE MIXED USE PROGRAMS

A developing district would trigger growth and development around it requiring a well connected network. Redevelopment of the district would benefit largely from the vehicular and pedestrian connectivity and its integration with the existing urban framework. Efficient intermodal connections will ensure ease in navigation for visitors and locals, contributing towards social and economic development. The move shall reduce congestion, costs and environmental impacts, through implementation of new infrastructure projects or improvement of the existing ones.

The river holds an important place in the district, being placed at the source of development of the city. Activating the waterfront would extend the urban fabric to the water promoting an integrated development. Introduction of nodes of activities, water-touching experiences and connecting links would enhance the waterfront experience.

Introduction of a variety of uses can promote new development and revitalize the existing. This would result in a denser fabric that responds to the existing urban structure, through infill and redevelopment. As the core of the city, the development would ensure a gradual transition from a historic core to the contemporary surroundings of Kuala Lumpur.

ABC Water Project Location : Bukit Batok & Whampoa, Singapore Area : 276 Ha Type : Public Realm Client : PUB (Singapore’s National Water Agency)

Singapore has undertaken the challenge of transforming into a City of Gardens and Water. Over the years, Singapore has gradually developed a pervasive network of about 8,000km of waterways and 17 reservoirs for our water supply. To realise the full potential of this water infrastructure PUB has launched the Active, Beautiful, Clean Waters (ABC Waters) Programme in 2006. It is a strategic initiative to improve the quality of water and life by harnessing the full potential of our waterbodies. By integrating the drains, canals and reservoirs with the surrounding environment in a holistic way, the ABC Waters Programme aims to create beautiful and clean streams, rivers, and lakes with postcard-pretty community spaces for all to enjoy.
