On Oct. 26, Stone Quarry Art Park (SQAP) hosted its second annual Hilltop House Party in the living room and on the patio of the Hilltop House and Studio. The distinctive Aframe house was designed and built by SQAP founders Dorothy and Robert Riester. The art park is currently undertaking multiple preservation projects to make the home accessible and open to the public. Party guests had the chance to see the progress on the house; view video art by Patti Christakos; and enjoy cocktails created by guest bartender Siraaj Johnson with Madison County Distillery’s Stone Quarry Vodka, mocktails, wine, and an assortment of locally sourced appetizers and desserts. After the sun went down, SQAP Visiting Artist Lorne Covington showcased his light projections on the trees surrounding the house.

How will your experience serve you in local government?

Having been a business owner and employer for forty years helps to cost effectivity manage the town. It’s very rewarding to have for the first time in the history of the Town of Nelson reduced the town taxes last year by 8.7%, primarily because our town has an active and knowledgeable board, and our staff is extremely efficient. As I head into my third term as the Town of Nelson Supervisor, my goal is to provide a town that is safe, has low town taxes, healthy recreational opportunities, employment opportunities at our currently expanding industrial park, and a town that our residents are glad and proud to call home.

What do you think are the biggest challenges in your community?

Soon, industrial wind and solar will be changing our beautiful viewscapes and precious farmlands without adequate input from our town. A massive industrial solar and wind project involving the Towns of Nelson, Fenner, Eaton, and Smithfield is headed for NYS approvals, circumventing local home rule.

What are your ideas for addressing these challenges?

The town has recently passed a resolution setting a moratorium on industrial wind and battery storage and recently put in place our new industrial solar land

My professional career involved a wide range of scientific and socially focused disciplines to accurately identify problems and find the right solution, often under very constricted budgets. This required me to have sound knowledge of my own technical expertise, but also an ability to successfully facilitate and nurture work teams. Having now lived here year-round for 30 years, raising two children here, and volunteering for a variety of organizations and projects, I feel I have a clear understanding of how to contribute to the Nelson Town Council’s efforts.

What do you think are the biggest challenges in your community?

A great challenge within any community is timely and effective communication, and understanding communication is a two-way street. Public engagement is critical to fostering an environment of mutual support and inclusivity for both public servants and citizens. As a rural community during critical times like these, perhaps our greatest challenge is reaching out to our neighbors across divides we encounter, and working towards a reasonable balance in everything we do.

The second greatest challenge I see is the need to foster greater economic opportunities within our community, not only in support of our town’s budgetary needs, but also to foster a strong sense of community with goods and services supportive of our citizens.

What are your ideas for addressing these challenges?

Over the years I have worked to revitalize several buildings at the four corners. I am now involved with revitalizing the Old Drovers Tavern. These efforts show the benefit of saving historic buildings and adapting them for new uses. Many people credit me with single-handedly “turning Nelson around,” but that’s not true. It has taken a team of people committed to the Town of Nelson who have worked together to make things happen. I am proud to be part of that team and I look forward to being a committed member of our town board.

I have lived full-time in Erieville for over 26 years. My career was spent in human services working with adults with diverse disabilities and needs. Thinking well means I can think critically and demonstrate good academic skills. Acting well means I conduct myself in the service of people in my community. What do you think are the biggest challenges in your community?

The biggest challenge is balancing economic growth and development with protecting the things we love about our community, our environment, our natural resources, and our historic character.

What are your ideas for addressing these challenges?

We need to plan and encourage rural economic development by creating policies that help preserve open space, air and water quality, and our residents need a clear way to share their ideas regarding that decision-making. Board members should have a genuine interest not only in what’s best for them personally, but what’s best for our community as a crucial part of developing policy. It is important to listen to the residents of Nelson, to encourage them to share their ideas and opinions, and to be accessible and authentic in order to have a meaningful conversation about their concerns. Good government includes good communication. As board members, we need to improve our communications. We should encourage residents to participate in town board meetings and have multiple ways to communicate using social media, emails, text messaging, a newsletter, and a more user-friendly website. Good communication makes residents feel valued, creates more transparency and openness, and fosters a shared vision for our community.

Findings of Cazenovia Neighborhood Study to be presented

On Saturday, Nov. 4 at 2 p.m. Cazenovia Heritage will host a presentation on the Reconnaissance Survey prepared by Cornell University’s Department of Architecture, Art, and Planning. The survey focuses on the architecture of roughly 125 houses on Farnham, Center, Lyman, Williams, Corwin, and Sweetland Streets, and describes the historical themes driving settlement in that area.

These neighborhoods are not included within the Cazenovia Village Historic District, and as a result, have not previously been formally researched or documented. The Survey was conducted over the past summer by Claire Buchinger, master’s degree candidate in historic preservation planning. Buchinger, who was introduced to Cazenovia at the start of the project in May, will present a summary of her find-

ings. This will be followed by a presentation on the occupations of residents of those neighborhoods from 1850 – 1880. The latter study is the result of census research conducted by volunteers from Cazenovia Heritage. “Both studies provide a factual basis and can confirm some aspects to indeed be fact, and others to just be anecdotal hearsay. They both provide a keen in-

sight into the people and dynamics of the area and the importance of those neighborhoods to the development of Cazenovia,” Anne Ferguson, president of Cazenovia Heritage, said. OBITUARIES Patrick M. Parisou, 52

Former CFD EMT and firefighter Patrick M. Parisou, 52, of Oneida, formerly of Cazenovia, passed away Thursday, Oct. 5, 2023, at the Westchester Medical Center in Valhalla. He was born Nov. 10, 1970, in Syracuse to Jack and Marilyn Parisou and attended Cazenovia High School. Pat had been an EMT and Firefighter with the Cazenovia Fire Department and was a self-employed contractor while residing in Pennsylvania. He enjoyed Science Fiction, watching Star Trek, learning about history, collecting comic books and Legos. Pat is survived by his son, Connor Parisou of Sherrill; his sister, Alicia Marconi of Cazenovia and by many beloved cousins. Calling hours are 4 to 6 p.m., Thursday, Oct. 26, 2023, at Michael E. On Saturday morning, Oct. 7, several military veterans belonging to Cazenovia American Legion Post 88 picked up two miles of trash from Route 20 east of Cazenovia. Post member Paul McMurtrie of Cazenovia organized the event that was scheduled to occur in rain or shine. He reported that it actually took place in the rain. The veterans were undaunted, however, and their efforts resulted in several bags of trash as the attached photo indicates. The commander of Post 88, Gene Gissin, thanked the tired members of his Post for their contributions to community service. He encouraged any member of the area who is interested in contributing to their effort to contact him.

ences required me to create and implement a responsible budget. These experiences have also taught me to listen, build consensus, communicate, and implement a plan of action within a given budget. I will continue to offer these experiences for the benefit of our small, efficient town government.

What do you think are the biggest challenges in your community?

The Town of Nelson challenges that are important to me include: (1) maintaining a reasonable tax basis, (2) protecting our landscape from large-scale solar and wind facilities, and (3) balancing land use regulations and development.

What are your ideas for addressing these challenges?

Taxes: In addition to wisely spending our tax dollars, it is important that we leverage resources from Madison County. We pay property tax to the county government, and in return we receive services and sales tax revenue. We must continue to ensure that we receive our fair share back from the county. We also need to leverage shared service from the county and other local governments to reduce operating expenses. Large Scale Solar and Wind: A critical part of the solar law that we created in 2023 was to ensure that the solar company held money in the bank to decommission the equipment at the end of its useful life (about

He is a professor emeritus in the chemistry department at Syracuse University and was an assistant and associate professor at the University of Virginia from 1988 to 1998. Throughout his career, his teaching and research have focused on solar energy storage in natural systems and artificial photosynthesis. Braiman is active in the Cazenovia Rotary and the Society for New Music’s Cazenovia Counterpoint festival.

Fallon

Fallon was raised in Cazenovia and has lived in town most of her life. She is a graduate of Cazenovia High School, Le Moyne College, and Syracuse University College of Law. She worked as an assistant district attorney in the Madison County District Attorney’s Office before going into private practice representing injured workers in workers’ compensation cases.

Golub

Golub, who grew up in the suburbs of New York City, has resided in Cazenovia for the past 40 years. He lives with his wife, Janine, and has two daughters who both went through the Cazenovia school system. Golub studied agriculture at SUNY Cobleskill, worked in the dairy industry for over three decades, and now owns and operates Our Farm, a pumpkin and sweet corn farm on Peth Road. In his role as town councilor, Golub has served as liaison to the Anti-Racism Coalition of Cazenovia, the United Climate Action Network, and the Cazenovia Lake Association (CLA).

During his remarks, Golub highlighted the unique perspective he brings to the town board as a farmer. “Having a farmer at the table for town decisions is useful,” he said. “Not because farmers represent a large voting block; they don’t. But farmers occupy large amounts of land area in this town, and we as a community all benefit in many ways by keeping farms viable. I’m sure members of our current board understand this, but having a living, breathing farmer on the board as we confront issues that affect farms is useful. Farmers have a bulldog mentality that helps us get things done. I believe this quality is useful in government.” Golub also said he views Cazenovia Lake as a top priority. He specifically emphasized the importance of preventing the introduction of the invasive aquatic species Hydrilla, which he described as more virulent and difficult to control than Eurasian watermilfoil. Golub concluded by stating that he hopes to be reelected not only to continue to offer a farmer’s perspective and advocate for the lake but also to see a town solar project that he championed come to fruition.

Fallon said she is running for office because she loves Cazenovia and wants to see it continue to thrive. She added that she believes her career in law would be valuable on the town board. “As an attorney, it boils down to problem-solving,” she said. “We look at the question or issue our client has, we examine the facts and the evidence, consult expert opinions, and then come to a prudent decision, which results in advice to our clients. I think that’s . . . exactly what [town councilors] do, and that’s why I think I would be a good fit for this.” She concluded by stating that she

I retired as an Engineer MS and VP of a hospital, responsible for services, planning, security and safety, construction, and budgets. As an incumbent town counselor and liaison to the town highway department, I’m looking forward to continuing to serve and contribute thoughtful ideas and practical solutions. Braiman

During his introduction, Braiman described the factors that drew him to the Libertarian Party in 2016. At different times since joining the party, he has served as chair and treasurer of the Madison County Libertarian Party, secretary of the Libertarian Party of New York, and a member of the Libertarian Party National Platform Committee. Braiman said that although he does not identify as a “doctrinaire libertarian,” he was very concerned to learn about the passage of a New York State law last spring that will ban natural gas and other fossil-fuel hookups in most new buildings. The law effectively requires all-electric heating and cooking in new buildings shorter than seven stories by 2026 and in taller buildings by 2029. Braiman directed attendees to his website, markbraiman.com, for more information on the “deleterious effect” he believes the ban will have on the Cazenovia community.

Braiman, who lives on the lake and regularly swims, sails, and windsurfs from his dock, commended the town and CLA for their work controlling the weeds and stated that he has noticed a significant reduction in the amount of milfoil over the past decade. He noted that he is aware the town is limited in the measures it can take due to environmental regulations surrounding chemical use. “The most important thing is to get the residents around the lake to maintain their septic systems to reduce the amount of nitrogenous and phosphorus fertilizer that gets into the lake,” Braiman said.

Fallon agreed that the town has done a great job treating the lake for milfoil. She advocated for the continued use of the herbicide ProcellaCOR and suggested increasing the use of the weed harvester during the final year between treatments when the weeds are more prevalent.

Golub

According to Golub, the biggest challenge going forward will be keeping Hydrilla out of the lake. “If it should ever get into our lake, it would be like dropping a bomb in the lake,” he said. “It really would be horrible.” To reduce the possibility of introducing the weed, Golub proposed adding a washing station for boats that have been on other bodies of water, improving inspections, and adopting a law that requires every boat to be inspected before being launched into the lake. The town, village, and CLA are currently exploring all those steps.

Fallon shared her view that although the Gothic Cottage is a beautiful building that should be restored, it is not the most practical space for public meetings or the town offices. “When you go to a meeting there, it’s very uncomfortable, you don’t feel part of the meeting, and it’s hard to hear, even in the first room,” she said. “Then I got a tour of it, and it’s re-

permits me to make a significant contribution to the community and help the council with decision-making and long-range planning. I believe it is very important to be reelected so the infrastructure projects and practices that are underway can be maintained with the same enthusiasm and common-sense approach I have exhibited. The town’s comprehensive plan (master plan) was completed, and we have been working on the recommendations. I would like the opportunity to continue this effort by aligning the land use regulations with the comprehensive planning. The town is facing challenges. Costs are increasing and balancing the budget is an ongoing battle. We are fortunate that funding has been sufficient to support the expenses in the past. Increasing small business, revitalizing areas, improving properties, and occupying vacant properties will increase the tax base. Infrastructure expansion should be funded by grants and programs offered by various agencies. The current town board is the best I have served on. Each member brings unique experiences and talent to the council. The current members have the knowledge and expertise to continue the projects and effectively and efficiently manage town business. This board has improved facilities, infrastructure, and acquisitions while reducing taxes. Please cast your votes for the proven path to success, Laubscher, and LaGorga for town council.

Golub

Golub spoke in favor of adaptive reuse, the repurposing of buildings that have outlived their original purpose. He said he believes the Gothic Cottage could be adapted and renovated to better meet the needs of the town, just like the Cazenovia Public Library has been. He noted that the architectural firm Holmes, King, Kallquist & Associates prepared a plan for the town that calls for the construction of an addition to the Gothic Cottage to serve as a new public meeting space. Golub also pointed out that the town board voted to move the town offices by a count of three to two. “The configuration of the board is going to change,” he said. “We are going to have one or two new members on the board. If that [vote] should remain three to two in favor of leaving, then I’m not going to have a tantrum and go home and try to get in the way. I will work very hard to make that happen and to do it in a logical way.”

Braiman

Braiman said that when he heard Cazenovia College’s south campus might be available to house the town offices, he thought it was a great idea. He added that he thinks the biggest issue with the Gothic Cottage is its limited amount of parking. “If we are really interested in having more participation at those meetings, we have to find a way to get more parking,” he said. “That’s the biggest advantage of going to a completely different location. . . . I think that the south campus building — if the parking problem can be solved — is a really good solution. It’s a nice location that’s easily accessible using the main roads of the town.” Additionally, Braiman suggested that the Gothic Cottage could be repurposed into an archival location/ museum.

Renewable energy Golub

Golub remarked that he has had 10kilowatt solar system at his farm for over a decade, and he has been working for eight years on a plan to install a large solar array behind the town highway garage that would produce enough electricity to take care of all the energy needs of the town and potentially 100 to 200 homes. “It’s a long process, but we have cleared some of the hurdles, and I’m really hoping that we can get to the finish line,” he said. Golub said he was also part of a subcommittee that developed a local law to amend the town code with respect to its solar regulations.

Braiman

Braiman expressed his opinion that the state’s natural gas ban could make Cazenovia an unsustainable community. According to Braiman, the optimal location for solar systems is residential roofs. “It’s well matched to summertime air conditioning or heat pumps used for air conditioning during the sum-

mer,” Braiman said. “It’s not well matched for providing energy for heating homes in winter. Those heat pumps in the winter will always need backup. I think that in the next two years until the gas ban takes effect, we should approve and build as many homes in this town as we can that have both rooftop solar and heat pumps and backup natural gas, so people don’t resort to using wood stoves as their backup in the winter.” He also said he thinks the town board should petition the state legislature to allow for “opt-outs” from the ban for local municipalities.

Fallon

Fallon stated that when considering a renewable energy project, she would ask whether it is economically feasible, its impact on the town and its residents, how difficult it would be to get repairs done, and what would happen to the infrastructure once the project reached its end of life. She added that she is bothered by the idea that local governments essentially have no say over whether largescale renewable energy projects over a certain size are developed in their towns.

Greatest challenges Fallon

Fallon considers the greatest challenge to be determining the most economically feasible and viable longterm use for the Cazenovia College campus. She also listed affordable housing as a challenge.

Golub

Golub agreed with Fallon that although the campus is not within the jurisdiction of the town, the future of the properties is a significant issue because it will affect the entire Cazenovia community. He commented that although there are a lot of smart people developing great ideas, a lot will depend on the decisions of the bondholders. Golub also listed preventing the introduction of Hydrilla and energy concerns as priority issues.

Braiman

Braiman focused his comments on the challenges surrounding the loss of Cazenovia College and proposed taking advantage of the existing facilities to create a multilingual academy for immigrant students.

Additional audience questions centered on the preservation of the town’s historic architecture and cultural resources, zoning regulations related to agritourism, youth engagement, and the town tax rate, which all three candidates acknowledged as being among the lowest — if not the lowest — in the county. Oh, deer

According to AAA, their research has shown that October, November and December tend to be the peak months for crashes involving animals, particularly deer in Central New York. There were 36,743 animalrelated crashes statewide in 2022 – up 7% from 2021 - that’s equivalent to one animalrelated crash every 15 minutes, according to AAA. Of the 36,743 crashes, there were 1,675 injury animalrelated crashes and two fatal crashes. AAA reports that 1,070 alone were in the Onondaga County area. AAA always encourages drivers to stay vigilant behind the wheel, but notes that this time of year it is increasingly important in the interest of avoiding a potential crash with a deer or other wildlife. It is also noted that as the seasons change and the hours of daylight diminish it can be even more difficult to spot wildlife in the roads particularly later in the day. According to AAA this season is a particularly active time for deer as it is the height of mating season. But AAA has offered some suggestions to help drivers mitigate the chances of having an encounter with a deer. These crashes can be costly in terms of vehicle repairs, but also in terms of personal injury to drivers as well as passengers. In the interest of safety there are some things drivers should keep in mind this time of year. Drivers should always be vigilant when behind the wheel, avoiding distractions like cell phones and keeping focus on the road. When it comes to deer and other animals it is recommended that drivers scan the shoulders of the road as deer may dash out from the shoulder or wooded areas adjacent to the road and keep in mind that they often travel in herds. Drivers should also follow the speed limit. Lower speed will give you more time to respond to unexpected wildlife movements. Unfortunately, even for the most vigilant of drivers some times accidents with wildlife are unavoidable. If a collision is unavoidable, apply the brakes firmly and remain in your lane. Swerving sharply to avoid an animal can often cause a more serious crash. Deer can be hard to see, particularly at certain times of day as they often blend in with trees and foliage. And at night, when our vision is already more limited and there are the lights from other vehicles coming toward us and behind us, it can be even more difficult to see a deer or other animal dashing across the road. According to AAA, motorists should be especially vigilant while driving in the dark as deer crashes often occur outside daylight hours. Most crashes occur in the two hours before sunrise and after sunset each day, according to AAA and crashes are common around dusk from 5 p.m. to 7 p.m. Deer and other wildlife are part of life in Central New York and by taking some steps to be diligent when we are on the road we can do our best to keep them and ourselves safe from vehicle accidents. But children do need to “do the hard things” and learn from the fact that they tried and, if they failed, they can try again. Being there for one’s’ children is as important as the option to do the hard things. It teaches them that we are all a part of a larger community. Our actions don’t only affect ourselves, but they reverberate in the lives of others. That is an important thing to learn. A very important thing. It is what holds society together. But, the areas where I can offer any support are gradually being eroded by technology and changing culture. So, I am sitting here wondering what I can contribute to the future lives of my grandsons… Right now, I am sure that I can teach them how to tell time when the clock has a minute and an hour hand, how to use a rotary phone and I can translate from cursive writing to printing. The rest they will have to teach me.

Waters responds to planning board chair

To the editor: Our planning board chair took an opportunity to unload at a recent planning board meeting. His claims were driven by his axe to grind with the town board (and it is not a small fact that the former town supervisor is his family member). I serve in elected office to build trust in local government and reflect the voices of our community. I would never abuse the people’s trust. The town board and the people need the planning board to function well. I understand how important it is to have people with relevant experience and the ability to contemplate projects. When the young Democratic majority was elected in 2019, all those in higher office and all the consultants told us to “clean house” and remove or not re-appoint the Republicans in leadership positions. Our clerks, our highway superintendent, our town lawyer, our engineer, our chair for the planning board…we replaced no one. We have always understood that we represent the entire town. Our approach was to learn, get to know everyone (ignoring political parties), and try to work with those in place, given their dedicated prior service. Some members of the planning board were not in favor of the solar project on the town’s former landfill, and that makes sense because they (along with the previous town boards) had approved the development of neighborhoods with strong sightlines to the landfill. This differs from most other landfills in NYS - many others have more space around them. We took back final approval for projects on the town’s land (a right town boards always had). Our planning board chair contributed to the lawsuit a resident filed to stop the landfill (one that was dismissed). There are some residents in Clark Hill and Starview who still aren’t happy about seeing the panels, and in my role on the tree commission, we are working to provide some additional screening for them on their property. Regarding the police chief, I am appalled that the planning board chair made the comments that he did. He has no connection to this other than being a resident. The chief went through a standard personnel process, not a disciplinary one, and resigned. We are lucky to have Jason Cassalia as our current appointed chief. The fear at the heart of the discussion about the police department is that there is some interest or plan to change the shape of the Dept. Questions ‘different treatment’

To the editor: Why are private nonprofit organizations treated differently by the Manlius Town Board? Recently, administrators and parents of children enrolled at Immaculate Conception School presented a request to town councilors asking for their help to hire a school resource officer to protect their children. The representatives of IC were not asking for funding to pay the salary of the officer. They were seeking administrative assistance from the board to assign a town police officer to the school. This is a matter of public safety. The mayors of three villages in the town of Manlius wrote a letter supporting Immaculate Conception School’s request. Town of Manlius Supervisor John Deer and town councilors denied the school’s request. They cited a law, NYS Constitution Article VIII Section 1., that prohibits towns from giving or loaning “any money or property to or in aid of any individual, or private corporation or association, or private undertaking…” NY Const art VIII § 1. Councilor Deer stated that in his opinion “we can’t do this legally” and selectively referenced a 1974 opinion from a former NYS attorney general finding “no statutory authority allowing a town to provide police services on contract to private persons or organizations.” In a 9/13/23 letter to the town board, attorney Jonathan Karp, representing IC School, wrote; “The town need only to determine that it wishes to help our community to provide a safe and secure environment for our children.” Why did the town board members dis-

Support for cease fire

To the editor: In thinking about the present state of Israel’s war with Hamas, I’ve been recalling the Biblical story of the binding of Isaac. The Old Testament story is called the binding of Isaac - not the sacrifice of Isaac. Because Isaac lived. At the last moment, God sent an angel who stayed Abraham’s hand. And in the space between Abraham’s stayed knife and his son’s throat - in that precious interval - civilization was born. The tradition is that God wished to test Abraham, Judaism’s founding patriarch, by ordering that he make a sacrifice to God of Isaac, his son. Abraham chafed a bit, but obeyed. He bound Isaac upon an altar and raised a knife. But God stayed his hand. Traditionally, the story is interpreted as a test of faith which Abraham passed - thus opening the way for God to choose Abraham’s progeny as his own. There’s that. But I think there’s more. I think it’s a story meant to signify how Judaism represented a leap forward in civilized values from paganism. Human sacrifice was central to paganism. But there was to be Letters l Page 7

none of that with Judaism. Instead, there was to be a civilization based on law - and mercy. Because God stayed Abraham’s hand. And so now, as the bearer of these values, Israel must stay its hand. It must temper its revenge with civilization. It is painful to contemplate this given Hamas’ barbarity in slaughtering 1,400 Jews, but this is the burden of being civilized. Jews are not permitted to plunge the dagger in. The point of Judaism is to defeat atavism. Enough of this bloodshed. Enough. There should be a cease fire which protects the Gazans and brings the hostages home - every one of them. Yes, this would admit defeat. But here’s the thing. There has already been a defeat. A grave defeat. No amount of Palestinian blood will change this fact. Hamas won this round. It achieved its goal: by deliberately provoking Israel’s fury to rain down on the Gazans, while depriving the Gazans of bomb shelters, Hamas ensured that the corpses of its own people would pile up in order to make Israel once again untouchable to Arab states. Thereby, Hamas, at least for the moment, succeeded in reversing the trend of these states to reconcile with Israel – which is what its attack on Israel was all about in the first place. And by dragging more than 200 hostages into its labyrinth of tunnels, it succeeded in presenting Israel with an impossible dilemma in terms of a military response. So Israel should stand down. Negotiate to bring the hostages home. Figure out what went wrong. Make sure it never happens again. And then go after these evil Hamas psychopaths one-by-one, as Israel did – very effectively – after the Munich Olympic massacre. Barry Schreibman Cazenovia

Break the banks, block the drive thrus

To the editor: Manlius has seven banks, most with drive-thrus. That makes for one

When you have a system where the players come and (eventually) go pro or elsewhere, it’s the coaches who turn into the superstars, the idols, the focus of attention. All the way back to Knute Rockne, the great college teams were defined mostly by who coached them. Name Bud Wilkinson, or Darrell Royal, or Bear Bryant, or Eddie Robinson, and you know who they were, where they worked, and what their teams accomplished, even if you don’t know a single player on any of those teams.

The intersection of Rte 92, Stickley Drive and the F-M Road is a nightmare and a bottleneck already, especially for seniors making left turns. The oncoming traffic on route 92 is heavy, and constant — cars whip around the corner approaching the intersection (where 2 banks are located) at a frightening pace. Stickley Drive serves as the access road for the two banks, Madison Row, Limestone Gardens Senior residence, the Stickley factory, and the proposed Taco Bell (with drive-thru). The wait time to exit Stickley Drive can exceed 5 minutes when the shift changes around 3 p.m., which happens to coincide with the school buses running from Fayetteville elementary, Wellwood School as well as F-M.This is to say that the intersection is busy and somewhat dangerous. Either the businesses being referred to aren’t going to have any customers , or the intersection will transform from being nightmarish to hellish and deadly. I wonder how the commuters from Eagle Village, Chittenango, Cazenovia, Fabius and points south or east of the village will fare? Are you out of your everliving minds? We could rename the village Bottleneck Corners . Meanwhile, pedestrian access to the fish hatchery and Mill Run park has never been so much as mentioned. Automobile access and through put is one thing, what about the lowly pedestrians? I would like to know if our government cares about making Manlius livable and attractive. Kathleen Hughes Manlius

Wearing layers(3-5) of clothing is better than fewer bulky garments. 3. If you keep your head, hands and feet warm, your scores will be lower. 4. Consider keeping a few hand warmers and an extra pair of socks in your bag. 4. Hit more club on approach shots (at least one club more…maybe two). 5. Try a softer ball. Balls loose distance in colder temperatures and feel around the greens. 7. If you are playing by yourself, work on the weakest part of your game. 8. If you are playing in a foursome, always play with a partner rather than in a stroke play (individual) format. You will certainly have more fun. 9. Your scores will be generally higher. When a coach is paid more than any other state employee, much less anyone involved with the university, it not only gives them imperial powers, but it can also imbue in them a belief that anything they do in the cause of getting victories on Saturdays in the autumn is within the bounds. Why wouldn’t they feel that way? Big salaries, negotiated by shrewd agents who also demand big buyouts from the schools if they fire coaches for any reason other than cause, denotes that these colleges and universities might say they focus on education and the growth of young people, but really want glory. Also, the TV money that has led to the expansion and/or breakup of conferences with generations of tradition exposes that same hypocrisy from the people who run these schools. If they really

Small wonder, then, that each month, sometimes each week, brings a new headline about a coach in trouble for (fill in the blank with your own scandal, chances are it will eventually show up). Big business almost goes hand in hand with troubling behavior because, as humans, we can’t help ourselves. Jim Harbaugh may win a national title at Michigan. He might get fired. He might run back to the NFL to escape all this scrutiny. Just know that, whatever his fate, the greedy, bloated system which turns coaches into shiny objects of desire and delusion will keep going strong until we get tired of it. But that’s doubtful.

he Cazenovia Girls Cross Country team was unable to defend its streak of Onondaga High School Liberty League Championships last Wednesday at Marcellus Park, finishing fourth in the 13-team field, but the silver lining was a fistful of individual honors as five harriers earned allleague recognition. With four of their 13 runners, including defending Liberty League champion Olivia Ruddy sidelined by injuries, the short-handed Lakers were unable to match their dominant 2021 and 2022 title wins. Maeve McGreevy made a valiant effort for Cazenovia, turning in a seasonbest race of 19 minutes, 55.4 seconds over the 2.9mile course at Marcellus Park for tenth place to lead the team’s all-stars. Captain Zoey Gagne also earned first team all-league honors as she placed 12th overall (fifth in the National Division)

with a time of 20:10.3. Fellow captain Lauren McLean was the Lakers’ other first team all-league honoree as she had a season best effort of 21:01.2 over the fast course to finish 21st overall and eighth among division rivals. Olivia Wong, also a senior tri-captain, led Cazenovia’s showing among second team all-league recipients, finishing 29th overall and ninth among Liberty-National runners in 21:56.3. Fellow senior Mesi Stevens continued to build on her series of successes, earning all-league recognition for the first time with a 31st place (11th in division) finish in 22:17, her best race of the season. Ilsa Denton (49th, 24:20.2), Emma O’Shea (60th, 26:14.5), Michaela Tobin (26:59.2) and Savannah Randall (65th, 27:55.7) also ran well for Cazenovia in the championship race. Following up on an undefeated regular season, the Cazenovia boys cross country team would beat six challengers to win the National division portion of last Wednesday’s Onondaga High School League Liberty championships at Marcellus Park. The Lakers’ total of 48 points was well clear of runner-up and host Marcellus (72 points) as, in the overall OHSL race, Cazenovia was second with 91 points, only behind Mexico’s winning total of 44 points. Again, freshman Jake Woolbert led the way for Cazenovia. In a field of more than 130 runners, Woolbert’s time of 15 minutes, 42.6 seconds beat everyone except Mexico senior Ethan Becker, who won in 15:42.6. Still, Woolbert’s run topped the Liberty National field, with Eddie Comeau fourth in that group and 10th overall in 16:33.3 as two other Lakers just missed overall top-20 finishes. Kooper Wilmot earned 21st place (11th in the Liberty National meet) in 17:11.3, just beating out Garrett Lounsbury’s 17:13 flat as Lounsbury was 12th in the division and 22nd overall. And it was sophomore Gavin Wagner clinching the Liberty National portion for the Lakers, finishing 36th overall in 17:43.1 to beat the 17:49.6 from Henri Mongeau and 17:54.9 from Owen Woodworth. Chittenango, who was fourth in the Liberty American division and eighth overall, was led by Ethan Lavier, who was 33rd in 17:40.6. Bryce Edwards (17:48.8) and Gavin Roach (17:49.7) bracketed Mongeau for the Bears as Logan Rogers finished in 17:49.9 and Jacob Neupert (18:12.7) edged out Manu Tipa (18:13.7). This followed an OHSL girls race where Chittenango not only captured the overall race, it made a statement as a possible favorite for this Saturday’s Section III Class B championships at Vernon-Verona-Sherrill. With seven of the top 20 individual runners, the Bears’ total of 38 points easily beat out runner-up Skaneateles (73) overall and also topped three other Liberty American division sides – Westhill, Christian Brothers Academy and Homer. To lead Chittenango, Mariah Stewart made her way to fifth place in 19:40 flat, running right with teammate Laura Powers, who got to sixth place in 19:40.1, and Natalie DiGennaro, who in 19:45.1 gained seventh place. Then it was Sophia DiGennaro earning 11th place in 20:06.4, while Ani McCarthy clinched Chittenango’s victory when she ran 20:25.3 for 14th place, ahead of the 20:28 flat from Ava McLean in 15th place. Still perched atop the state Class C rankings, the Lakers returned to the black turf at Morrisville State’s Drake Field last Friday night and, once again, unleashed its defense on an opponent as it de-

When the third set of last Wednesday night’s Section III Class B girls volleyball quarterfinal at Buckley Gym concluded, Cazenovia went to the sidelines and, as usual, changed ends for the next set. At that point, the no. 4 seed Lakers trailed no. 5 seed Homer, who had just dominated the third and, by doing so, put itself a set away from knocking out the hosts. Cazenovia made sure that never happened, though, staging a spirited comeback and ultimately prevailing in five sets to earn a semifinal date against top seed and defending champion Westhill. These team had met Sept. 19 in Cazenovia, the Lakers claiming a four-set decision, so it knew Homer was far from an easy opponent the way some others might face early in the sectional tournament. And they were close in the opening set – but Cazenovia pulled it out 25-22, a necessary cushion given what would follow. Effective with its serves and taking advantage of every Lakers mistake, the Trojans rolled through the second set 25-14 to get even. Then it was even better in the third, putting together long strings

of points. By the time they changed ends for the fourth, Cazenovia had to put a 25-8 defeat behind it in order to keep its season going. A tense fourth set followed, with Homer edging closer to victory. Yet at just the right moment, the Lakers took a 24-23 lead, and with just one match point in the pocket, converted it, leading to a fifth-set race to 15 that didn’t prove as close. By a score of 15-8, Cazenovia won that final set, and many different players could take credit for the comeback, led by Olivia Pirkl, who both led the defense with 25 digs and put away seven kills. On the back line, Lucy Bliss and Becca Ziemba split the work, Bliss earning 15 assists and eight digs while Ziemba had matching totals of 14 assists and 14 digs. Deep up front, the Lakers got eight kills and six digs from Sophie Reger. Mya Skeeler and Alyssa Wardell joined Pirkl with seven kills apiece as Audrey Wells contributed four digs. Homer was led by Mackenzie Hubbard’s 16 assists, 11 digs and seven kills as teammate Lily Sorenson put up 15 kills. Now Cazenovia gets Westhill, with the winner to get to the sectional final Saturday at 3:30 at Jamesville-DeWitt against Skaneateles or Marcellus.

Cazenovia Forum to host discussion on Erie Canal We tend to take the Erie Canal for granted if we think about it at all. We know it was important long ago, but what does it have to do with today? A lot, actually. The canal is far more than an artifact and its legacy lives in upstate New York’s history, economy, and culture. To provide a sense of the canal’s importance and influence, the Cazenovia Forum is hosting a panel discussion at 7 p.m., on Friday Nov. 17 at the Cazenovia High School Auditorium. Local historians and planners Jamie Kowalczk, Derrick Pratt and Matt Urtz will discuss the evolution of the 524- mile corridor that carried people and ideas along the canal and spurred action on abolition of slavery, women’s rights, utopian communities, new religions, and much more. In 2000, the U.S. Congress estab-

lished the Erie Canalway National Heritage Corridor, a new kind of National Park. This designation brings resources and visibility to long-standing local efforts to celebrate how the canal has shaped our communities. Kowalczk, assistant director of the Madison County Planning Department, helped initiate the creation of the Old Erie Canal Community Working Group to help revitalize canal-side communities and enhance the Old Erie Canal waterway and Old Erie Canal State Historic Park. She is currently overseeing the development of the Old Erie Canal Local Waterfront Revitalization Program which aims to create a unified longterm vision for the Old Erie Canal corridor. All the water colors being shown were inspired by Cazenovia and vicinity, and selected from Macbeth Gallery, 11 E. 5 th Street, New York City, agent. Both shows are national in scope. New Woodstock Library plans morning of music The New Woodstock Free Library presents a morning of music on Saturday, Nov. 4. Titled “The (New) Woodstock Show,” it is a concert of nostalgic music from two sets of singers; Clara Bach Lantz accompanied by Dianne Adams McDowell and The Blue Parsley Boys. In the first part of the concert, Clara Bach Lantz will sing pop songs of the 1970s, accompanied on the piano by Dianne Adams McDowell. Clara has been singing for many years in the Central NY area with choirs and choruses, and is an accomplished soloist. She has also performed in amateur theatrical productions in the area. Clara is the General Manager of the New Woodstock Library, and we are thrilled she is willing to share her musical gift with us! Dianne is a ‘coal miner’s daughter’ from West Virginia and is a former resident of New York City. She was Vocal Arranger for Broadway’s A Gentleman’s Guide to Love and Murder, which was the recipient of four 2014 Tony Awards (including Best Musical) and a 2015 Grammy Nomination. Dianne has also composed for Radio City Music Hall, worked for Disney Productions, and has been the recipient of numerous ASCAP awards. She is also a vocal instructor; Clara is

grateful to be one of her students. For this concert, Clara and Dianne will share songs from the 1970s including The Carpenters, Carly Simon, Gordon Lightfoot, Melanie, and Neil Diamond. After a brief intermission, we will be treated to an a cappella set by The Blue Parsley Boys. They are a group of amateur singers from the Hamilton area, singing together for over 25 years. They sing unaccompanied songs for male voices: barbershop, doo wop, gospel, high church, and others. They have sung all around the Hamilton area, including the Earlville Opera House and their “Three Village Tour” (Hamilton, Lebanon, and Oriskany Falls village greens on successive weekends). Their motto is: “Singing for our pleasure and occasionally yours.” Their theme song, The Blue Parsley Him, explains their name. So, please come hear them, if only to figure out their name! wind energy company with remote offices in Central and Upstate New York, has proposed constructing up to 24 turbines with a total capacity of up to 100 megawatts (MW) in the Towns of Fenner, Nelson, Eaton, and Smithfield. Liberty staff, including Development Manager Scott Biggar, and regional experts were available during the open house to provide handouts, answer questions, and address concerns. According to a Hoffman Falls Wind Frequently Asked Questions (FAQ) handout, the preliminary project layout consists of 12 turbines in Fenner, one turbine in Nelson, three turbines in Smithfield, and eight turbines in Eaton. “The local wind resource is consistently very strong, and the local Fenner-Cortland 115-kV transmission line has capacity for new power generation,” the FAQ states. “These factors, along with local landowner participation, make the area highly suitable for a new wind energy project.” The existing 20-turbine, 30 MW Fenner Wind Farm and the 23-turbine, 34.5 MW Munnsville Wind Farm both utilize turbines that are roughly 320 feet tall from the base to the blade tip. According to Liberty, the proposed higher-efficiency Hoffman Falls Wind turbines would be approximately 600-680 feet tall from the base to the blade tip. Liberty estimates that each turbine would take up less than one acre of land at the surface once construction is complete. On average, access roads and buried power lines would encompass approximately one acre per tower. According to the FAQ, existing roads and cleared areas would be used wherever possible to minimize disturbance. Other land would be needed for a substation, a meteorological tower, an aircraft detection lighting system tower, and an operations and maintenance facility. “Hoffman Falls Wind is anticipated to require less than 50 acres of land in total upon operation,” the FAQ states. To accommodate the proposed project, Liberty has leased property from around 40 landowners, some of whom own multiple parcels that are part of the project area.

94-c permitting process

Liberty is preparing to apply for a permit from New York State’s Office of Renewable Energy Siting (ORES) for the Hoffman Falls Wind project. In support of developing its 94-c permit application, the project team has conducted numerous studies at the facility site, including a visual impact assessment, a wetland and stream study, nu-

merous avian surveys, and surveys for undiscovered cultural resources. At the time of the open house, Liberty had completed about 90 percent of its pre-application studies. The developer anticipates filing its application with ORES in the next three to four months. A few years ago, New York State enacted a significant overhaul of large-scale renewable energy project permitting. ORES was established within the Department of State by the Accelerated Renewable Energy Growth & Community Benefits Act, which passed as part of the FY 2020-2021 state budget. The siting office was created to consolidate the environmental review and permitting of major renewable energy facilities in NYS into a single forum that provides “a coordinated and timely review” of siting permit applications. “This process is designed to help meet the State’s renewable energy objectives while ensuring the protection of the environment with consideration of all pertinent social, economic and environmental factors (including environmental justice) while providing opportunity for local government and community participation in the permitting process,” the ORES website states. All large-scale renewable energy projects 25 MW or larger are now required to seek a siting permit from ORES for new construction or expansion. The required pre-application studies and consultation phase takes between 12 and 14 months. Once an application is filed with ORES, the developer provides a fund to the state that is then made available to qualified, locally impacted parties and municipalities to offset certain expenses incurred by participating in the 94-c process, such as hiring a lawyer or consultants to review the application. The funding is meant to encourage early and effective public involvement in the project development and permitting. ORES has 60 days from the date of its receipt of an application to make a completeness determination. An application cannot be deemed complete without proof of consultation with the host municipalities and communities. After a completeness determination, ORES issues draft permit conditions for public comment. Within the subsequent 60-day comment period, the host municipalities must submit a statement providing feedback on the draft permit conditions and indicating whether the proposed facility complies with applicable local laws. If the host communities raise any issues that ORES deems “substantive and significant,” the state office may schedule

an adjudicatory hearing. Under the 94-c process, Liberty can ask ORES to override local laws if the siting board determines that they are “unreasonably burdensome” and interfere with the state meeting the goals set forth in the Climate Leadership and Community Protection Act. The act was signed into law in 2019 to address climate change and put the state on a path to reaching net zero greenhouse gas emissions. One of the plan’s targets is to generate 70 percent of the state’s electricity from renewable sources by 2030. ORES must issue a final decision on the siting permit within one year of the date the application was deemed complete. According to Liberty, Hoffman Falls Wind could be fully permitted through ORES by the end of 2024. Construction could begin as early as winter 20252026 and continue for roughly 12 to 18 months. The project, which has a lifespan of at least 25 years, could become fully operational by winter 2026-2027. The FAQ handout states that participating towns would receive annual payments through Host Community Benefit Agreements, local school districts would receive annual payments through a payment in lieu of taxes agreement with Madison County, residents hosting the project infrastructure would receive annual payments through leases and easements, and neighbors of the project would receive additional annual payments through a shared community payment program. “New York State now also requires that wind energy projects provide $1,000/MW annually for utility bill credits to residents in the town(s) where the project is located,” said Biggar. “For Hoffman Falls Wind, this would be a fund of $100,000 annually that gets distributed to residents.” The financial benefits would begin once the project becomes operational and continue on an annual basis throughout the lifespan of the project. “Further capital investments in local and state industries are made during construction and operation, as well as contribute to job creation and workforce development,” the FAQ states. “Details about all benefits will be included as part of the socioeconomic impact assessment within the project’s 94-c permit application.” According to the developer, the towns within the facility site would not be responsible for decommissioning costs. A decommissioning bond paid by Liberty would be established prior to construction, posted in escrow, and shared by the towns.

Liberty Renewables recently held an open house to update the public on its proposed Hoffman Falls Wind Energy Project in the Towns of Fenner, Nelson, Eaton, and Smithfield. have a local law prohibiting new commercial wind energy projects. However, the project that Liberty is proposing is not located within the town’s zone for commercial wind. Cypress Creek Renewables, a national solar energy company, has also proposed a large-scale renewable energy project in Fenner. Cypress Creek’s “Oxbow Hill Solar” is a 140 MW solar facility that would be collocated with the existing Fenner Wind Farm. The proposed site encompasses 1,586 acres leased from 10 landowners. Once constructed, the project components would occupy 684 acres. The project is currently going through the 94-c permitting process as well. In 2021, at the recommendation of its solar committee, Fenner adopted a local law that prohibits all large-scale commercial solar facilities within the town. On Oct. 18, Jones said he had no specific comments regarding Hoffman Falls Wind. He added that the town is currently gathering information on the renewable energy projects that are being proposed in Fenner. The Town of Nelson imposed a nine-month moratorium on the establishment of commercial wind energy facilities in February 2023 in response to increasing interest from developers. The local law states that while the town recognizes the potential benefits and desirability of wind power and other renewal energy sources, it believes that time and research are necessary to determine how to properly regulate the systems. According to Nelson Town Supervisor Jim Cunningham, the town board voted in September 2023 to extend the moratorium another nine months. In October 2023, the Nelson Town Board introduced a proposed local law imposing a 12month moratorium on battery energy storage systems to give the town time to develop regulations that will address the siting, estab-

lishment, placement, installation, construction, erection, modification, and/or enlargement of such systems. A public hearing on the proposed local law is scheduled for Nov. 9, 2023, at 6:30 p.m. at the Nelson Town Office, 4085 Nelson Rd., Cazenovia. In August 2023, the Madison County Soil and Water Conservation District Board of Directors adopted a resolution requesting that the NY Association of Conservation Districts work with state elected officials to restore home rule, allowing local governing bodies to determine the siting of industrial solar and wind industrial complexes within their legal boundaries. “I have moved a resolution at the state conservation level to at least protect our limited farmland and give our town a larger say in the placement of new, massive wind towers, some now reaching 800 feet tall,” said Cunningham, who sits on the Madison County SWCD. “NYS has bundled projects into multi-town projects under new 94C regulations that limit towns’ input. I’m certainly not against improving clean energy technologies, but at least let local landowners have a voice in the process.” The Madison County SWCD resolution states that in its attempt to push electrical generation through the construction of wind and solar industrial sites, NYS has removed the ability of local governments and citizens to determine the best locations within their communities to site such industrial complexes. It adds that many of the facilities are being proposed and constructed on prime farmland soils and soils of statewide significance.
