It has been four years since any political seat in the village of Baldwinsville has been contested – this year there are four candidates vying for three trustee seats and two candidates vying for one justice seat. Incumbents Mark Wilder and Dick Clarke, as well as former village Trustee Rick Presley, who retired from the position in 2009, are on the ballot, in addition to new comer Mike Shepard. Trustee Carrie Weaver will not seek a third term. Village Justice Elijah Huling Jr. is being contested by justice candidate John Murphy, Jr. The mayor’s seat is also on the ballot, but incumbent Joseph Saraceni is not being contested. This year, candidates for trustees’ seats and the mayor’s seat will run for three-year terms, while village justice candidates will run for four years. The election will be held Tuesday March 15 and polls will be open from noon to 9 p.m. at Village Hall, 16 West Genesee St. in Baldwinsville. The Messenger recently caught up with trustee candidates and the mayor to get some insight into their views for the future of Baldwinsville. Their responses are featured inside (pages 14, 15 and 16).

Students aren’t the only ones receiving report cards. New York State released its annual assessment of all individual school districts across the state. These report cards rate districts on a variety of criteria ranging from attendance, graduation rates and mathematics and English language arts (ELA) test scores. With 5,815 students, a 96 percent annual attendance rate and an average class size ranging from 20 to 23 students, the Baldwinsville Central School District is in good standing according to the report. There are two areas on the report where the district needs improvement for not making adequate yearly progress: graduation rates for economically disadvantaged students and ELA test scores for students with disabilities. Baldwinsville Superintendent Jeanne Dangle addressed both issues. First, the state standard for graduation rate of economically disadvantaged students is 80 percent and Baldwinsville had a rate of 69 percent. Dangle said this number did See Report, page 10

reschedules annual senior citizen luncheon 2011 Lenten Series Rotary The theme has The 2011 Lenten Series, sponsored by Church Women United and the Baldwinsville Ministerial Association, will begin on Friday March 11. The worship service, led by Father Abraham Esper of St. Mary’s of the Assumption Church, will be held at 12:05 p.m. in the First United Methodist church chapel. A free will donation lunch will be served by St. Mary’s in the dining hall following the service. The Lenten Services continue weekly through April 22 (Good Friday) at First United Methodist church chapel with a 12:05 p.m. service and 12:30 p.m. lunch Fridays. By Lizzy Flinn-Brown The Rotary Club of Baldwinsville has rescheduled the annual Senior Citizen Christmas Party to have a St. Patty’s Day theme on March 16. Located at St. Elizabeth Ann Seton church on Route 31 in Baldwinsville, the event includes a meal, entertainment and a great opportunity to socialize. A full ham dinner with all the trimmings will be served to all seniors in attendance and deliveries will be made to those who are homebound. Entertainment will include a choral performance by students from the Baldwinsville school. Seniors who live in the Baldwinsville school district and the towns of Lysander and Van Buren are welcome to attend this free event. Eligible seniors can register at Canton Woods Senior Center by calling 638-4536 by March 9. When registering for home deliveries, please make sure someone will be home to accept the delivery as meals cannot be left on a doorstep. The Senior Citizen Christmas Party was cancelled last December due to inclement weather. This is one of the many events the Rotary Club of Baldwinsville organizes in the community, in addition to Seneca River Days every July and distributing dictionaries to every third grader in all Baldwinsville schools. As one of more than 33,000 Rotary Clubs around the world, the

Friends of the Library meeting

Joseph Brin, retired Baldwinsville music teacher and Audubon Club member, will share his long-time interest in local birds, their lives and their music at 10 a.m. March 17 at the Baldwinsville Public Library for the meetings of the Friends of the Library. Meetings of Friends of the Library are held the third Thursday of each month from September through May, except in December, in the Community Room of the Baldwinsville Public Library, 33 East Genesee St., in the village. A full schedule of meetings and information about the organization is available at the circulation desk of the Baldwinsville Library. Membership in the organization is $5 per year and a donation of one dollar per meeting is requested. The monthly program is preceded by a business meeting and refreshments. Nonmembers are always welcome.

The Baldwinsville Community Band will present a St. Patrick’s Day concert at 7 p.m. March 16. The concert is free, but everyone is asked to bring an item to help the Baldwinsville Food Pantry. Two things the pantry is in special need of are canned beef stew and cake mixes. The program, which includes Irish music and free refreshments, is in the all-purpose room at the First United Methodist Church, 17 West Genesee St. in Baldwinville. Get out and vote Tuesday Residents of Baldwinsville can make a difference this Tuesday by going to the polls. Four years have passed since any political seat in the village of Baldwinsville has been contested. This year there are four candidates vying for three trustee seats and two candidates vying for one justice seat. Trustee incumbents Mark Wilder and Dick Clarke, as well as former village Trustee Rick Presley, who retired from the position in 2009, are on the ballot, in addition to new comer Mike Shepard. Wilder, Shepard and Murphy, Jr. are running on the Citizen’s Party ticket, while Clarke, Presley and Huling, Jr. are running on the Village Party ticket. Each of the trustee candidates have addressed the financial state of Baldwinsville, as well as other issues they feel are facing the village. Take a look at their responses in this edition of the Messenger and learn more about your candidates. In addition to having a choice this year in candidates, residents will also be electing trustees to a term of three years. Up until this year, candidates ran for a two-year term. However, last year, the village board approved increasing term lengths for both trustees and the mayor’s position to four years. The 2011 election is an adjustment year using three-year terms so that in 2014, an even year, candidates will run for a four-year term. In the 2012 election, candidates will be elected to a four-year term. Then elections will be held every two years. This year’s election will be held Tuesday March 15 and polls will be open from noon to 9 p.m. at Village Hall, 16 West Genesee St. in Baldwinsville. It is your civic duty to learn about your candidates and to get out and vote! Make your voice heard.

Don’t forget to answer your phones this Sunday District administrators continue with their budget component presentations at Board of Education meetings this month. Each meeting has a public comment period for community members to ask questions about the budget, express concerns, and/or offer input on the budget component that the board is discussing at the meeting. The MUD ceremony is one of the highlights of the year for our high school students. Not only does the school district and community have the opportunity to recognize the successes of the seniors, but we also formally recognize our juniors, sophomores and freshmen as they officially “move up” to the next level of their high school careers. Our students’ accomplishments are due to their hard work and sacrifices,

but would not be possible without the sacrifices of all district stakeholders including parents, community members, staff, administrators and local businesses. Your sacrifices of time, talent and taxes have created a strong educational environment in Baldwinsville, filled with opportunities for our children to explore their talents and skills while expanding their knowledge. Community programs On March 31, the district will host a program, in conjunction with Vera House, on teens and healthy dating, from 6:30 to 8:00 p.m. in the auditorium of Baker High School. The presentation is free and intended for adults only. Representatives from Vera House will discuss: The dynamics of a healthy relationship and

an abusive relationship; The indicators of an abusive relationship; Tips on how to talk with teens about relationships; and Current statistics on dating violence. This presentation will be of particular interest to parents as well as other community members who know, work with or are concerned about pre-teens and teens. Every school year, the district hosts community and parent presentations to keep you informed and up-to-date on topics and issues that affect our students, families and the entire Baldwinsville community. Need to boost retirement income? Consider variable annuities Here’s a sobering statistic: 46 percent of workers surveyed had little or no confidence that they will have enough money to live comfortably throughout their retirement years, according to the 2010 Retirement Confidence Survey, issued by the Employee Benefit Research Institute. So you may want to explore all possible retirement savings vehicles — including a variable annuity. Generally speaking, when saving for retirement, it’s a good idea to contribute as much as possible to your Individual Retirement Account (IRA) and your 401(k) or other employer-sponsored retirement plan. But, if you’ve fully funded those plans for the year, and you still have some money left to invest, you may want to consider a variable annuity, which offers these benefits: Tax deferred earnings — Your variable annuity’s earnings have the opportunity to grow tax deferred, which means your investment dollars can accumulate faster than if they were placed in an investment on which you paid taxes every year. When you eventually make withdrawals, your earnings will be taxed at

your ordinary income tax rate. (For nonqualified annuities, you won’t have to pay additional taxes on the amount you contributed.) There are no tax advantages to investing in a variable annuity with qualified money. A variety of investment options — Variable annuities allow individuals to invest in several different professionally managed investments, known as “subaccounts.” You can choose the subaccounts that best fit your risk tolerance, time horizon and long-term objectives. Keep in mind, though, that diversification does not guarantee a profit or protect against loss. No contribution limits — Each year, you can contribute far more to a variable annuity than you can to your 401(k) and your IRA. In fact, you can contribute virtually unlimited amounts to your annuity. Payout flexibility — A variable annuity provides you with flexibility in

gaining access to your money. You could, for instance, collect a lump sum. But you might find it more advantageous to take your payments over a specified number of years. You could even choose to receive a lifetime income stream. Guaranteed death benefit — When you die, your beneficiary is usually guaranteed the amount originally invested, minus previous withdrawals. Some variable annuities offer death benefit options, which may increase the death benefit over time. Guarantees are based on the claims-paying ability of the issuing insurance company. While variable annuities do offer some key advantages, there are also some considerations to discuss with your financial advisor before investing. For one thing, variable annuities are not suitable for everyone. A variable annuity is unquestionably a long-term investment. In fact, you may be assessed a surrender charge if you pull money out of the contract within the first several years after you purchase it. However, some variable annuities allow you to withdraw a portion of your investment, such as

10 percent of your purchase payments, without incurring a surrender charge, while others allow full withdrawals. Another point to keep in mind is that if you tap into your annuity before you reach age 59½, you may be hit with a 10 percent early withdrawal penalty. One final note: A variable annuity is just that — variable. The value of your annuity will go up and down, based on what’s happening in the financial markets, and there’s no guarantee that your annuity won’t lose principal. Also, variable annuities vary greatly in their terms, features and fees, so before investing, consider shopping around. Consult with your financial advisor to determine which variable annuity may be appropriate for your needs. Ultimately, though, you may well find that a variable annuity may be the final piece to your retirement income puzzle. Opinion Vote Citizen’s Party Tuesday

To the editor: Just over two years ago, Village of Baldwinsville Mayor Joe Saraceni approached me with a request for me to run for an open seat on the village board as a member of the Citizen’s Party. The mayor felt that since I had investigated and cleaned up numerous environmentally-damaged sites over the course of my more than 25 years working with environmental cleanup companies, I could use this experience to the advantage of the village as it considered what to do with the potentially contaminated former Department of Public Works facility and former Baldwin Canal land the village owns along Lock Street. Due to some overly conservative views on the village board at the time, the village was essentially paralyzed over a fear of what it might find if an environmental investigation were performed in this area. The mayor also felt that my management experience could help the village as it considered other development opportunities for underutilized properties along the waterfront, and challenges that could face the village due to possible loss of funding from the state and federal government. During my two years as village trustee, not only have we been faced with budget cuts on the state and federal level, we have effectively dealt with the loss of over 12.5 percent of our annual revenue stream due to the unanticipated reapportionment of county sales tax revenue. Due to the hard work of the various village department heads and the village board, we recently passed a budget that, while making significant spending cuts, will continue to provide the residents of the village with the high levels of service to which they are accustomed. We have also made considerable progress toward the redevelopment of several districts in the village and we are looking forward to continued development this year as the land surrounding the old Harrington Fire House property is given a much needed face lift. We also successfully completed the environmental investigations along Lock Street revealing no significant environmental issues and thereby have opened the door to redevelopment of this area. Although we have made significant progress in these and other areas, there is still much more to do. I have therefore decided to run for re-election to the position of village trustee in the upcoming election on Tuesday March 15. This time it is not an uncontested election. There are four candidates running for three seats on the board and I am asking for your vote so I can continue to work on your behalf. Clear church parking lot

To the editor: When the snow comes, we ought to be ready to bring out the shovels and the snowplows. Driveways should be clear along with main roads and sidewalks. But the most important place that should be plowed is your local church parking lot. The church needs to be clear and have enough room for vehicles to park. Lamson Road Bridge project approved The March session of the Onondaga County Legislature was held Tuesday March 1. At this session, the legislature approved a highway project for our district. The project entails maintenance and painting of the Lamson Road Bridge that goes over the Oswego River. Since this project is in both Onondaga County, and Oswego County, the cost will be shared equally amongst each county. Additionally, 80 percent of the cost will be reimbursed from the State and Federal governments. The total project cost is $1,254,000. After the State and Federal reimbursements, each county will be responsible for $211,000. Also at this session, I sponsored legislation that set up a revolving loan for small businesses. A $450,000 grant program is being administered by the Central New York Regional Planning and Development Board. She taught the fifth-graders the historical background of the anthem and its importance to the country.

St. Elizabeth Ann Seton (SEAS) Preschool in Baldwinsville will offer a five-day 4-year-old program in the 2011-12 school year. This program will be held afternoons from 12:30 to 3 p.m. Monday through Friday. The curriculum will be the same as the traditional 4-year-old curriculum that is currently offered, but students will be able to experience five days of preschool instead of three. This class will combine with the regular afternoon 4’s class, with children who attend only three days. Therefore, parents will have the choice of sending their 4-year-old for three or five days in the afternoon. Children must be 4 by Dec. 1 to qualify for this class. St. Elizabeth Ann Seton Preschool is located at 3494 NYS Route 31, near the intersection of Route 57. The school serves children from the Baldwinsville, Liverpool and Phoenix school districts offering a developmentally appropriate program, which follows the guidelines of the National Association for the Education of Young Children, and the New York State Learning Standards for Preschool. Located in a beautiful, new, child-centered facility with a huge gymnasium and fenced-in playground, the facility’s teachers are warm, caring, committed and dedicated to the fields of child development and early childhood education. Figure skating club takes first The Syracuse Figure Skating Club, out of the Greater Baldwinsville Ice Arena in Lysander, received first place at the Oswego Port City Invitational hosted by the Oswego Figure Skating Club. The 14th Annual Port City Invitational was held Jan. 21 and 22. Sixteen teams from Canada, Binghamton, Camillus, Center State, Cicero, Clinton, Cortland, Fulton, Genesee, Oswego, Salmon River, Skaneateles, St. Lawrence, Syracuse, Thomas Creek and Watertown competed in the two-day event. The Syracuse Figure Skating Club had 14

skaters compete in individual events and three skaters compete in the synchronized skating segment of the competition. The 14 skaters received points for each place they received in the competition, which includes a wide variety of disciplines from freestyle skating, compulsory moves, teams events, dances, showcases and synchronized skating. Once these points were tallied, the Syracuse Figure Skating Club was determined the winner of the competition and received a first place trophy. The members range in age from 5 to 18 years old. Baldwinsville boys indoor track senior Shaun Thompson appeared at last Saturday’s New York State Public High School Athletic Association championship meet at Cornell University’s Barton Hall, competing in the 3,200meter run. Over the two-mile stretch, Thompson recorded a time of nine minutes, 45.41 seconds, which put him in 19th place. Greene’s Chad Noelle won the race in 9:08.29, with two Fayetteville-Manlius runners, Andrew Roache and Nick Ryan, in 10th and 15th place, respectively.

Baldwinsville boys swimmers Dan Burke and Mick Tarsel both closed their high school careers with solid performances at last weekend’s New York State Public High School Athletic Association championship meet at Nassau Aquatic Center on Long Island. Burke, in fact, turned in the fastest time of any Section III entrant in the 100-yard backstroke. Back at the Feb. 20 sectional finals at Nottingham, Burke was third to Reed Swartz (Skaneateles) and Jack Robinson (FayettevilleManlius). That turned around at the state meet, though, as Burke, in a time of 54.52 seconds, beat Robinson (54.54) by twohundredths of a second and took 31st place. Swartz was 39th in 55.04 seconds. In the 200-yard individual medley, Burke did better, rising to 26th place with a clocking of 2:00.30, just missing advancement to Saturday’s races by 0.38 seconds. As for Tarsel, he had a similar result in the 100-yard freestyle, working his way to 28th place in 48.96 seconds, when it took 48.82 seconds to advance. Oswego’s Drake Becksted took third in both the state and Federation finals.

not take into consideration that out of the 80 students identified in this category, one student graduated early, one student transferred out of the district, seven students took five years to graduate and two took six years to graduate. “I look at the needs of the students and some need five years to graduate. That’s a growing trend,� Dangle said. Ten out of the 14 remaining students either received a GED or IEP diploma, and four didn’t finish high school. Considering the seven who took five years, the one who graduated early and the one who transferred out of the district, the rate increases to 80 percent, which meets the state standard. In regard to ELA test

scores for students with disabilities, Dangle said the district is implementing a writers workshop in addition to co-teaching in ELA and mathematics for both special education and regular education students. The district will also implement tech programs such as Write Out Loud, which help students to organize thoughts and self-correct. Overall, Dangle feels the district performed and rated well on the state report card. “Every year we have been making great incremental strides,� she said. “If you look at where we were eight years ago and the incremental progress made, the students have increasingly outperformed in other areas.�

Baker’s Cercle Français wins national grant By Abbe Guillet Each year, the French Club of Baker High School celebrates National French Week. This year, the club was honored to receive a $500 grant from the American Association of Teachers of French. Inspired by a video prepared by the American Association of Teachers of French: Parlez-vous the language of 20 million people?, the club decided to make its own. Members interviewed students about what they enjoyed most about studying French; and since it was in French, it was subtitled in English. Members inserted clips of photos and film of what was happening in class and French Club. As the pictures scroll, a background narration states all the useful reasons for studying French. The finished product will be “premieredâ€? to the students during the club’s annual spring celebration. It will also be posted on their web site bhscerclefrancais.com. The club’s calendar of

events for the year is full. Members launched the year with a trip to Fort Ontario in Oswego, site of the victory of General Montcalm who later died in the Battle of Quebec, on a glorious September afternoon. During National French week, French music could be heard throughout the school and the hall outside the French classrooms was decorated with The World Speaks French posters and pictures of famous people who speak French. French students often wore their French Club T-shirts, which state on the back: “Oui, je parle françaisâ€? as well as a French/American flag pin. During the week of Veterans’ Day, students were once again given the opportunity of writing messages of thanks. This is a project, which began in 2003. Students and community members have the opportunity of expressing their gratitude to the American soldiers who died during the D-Day invasion. These 1,181 messages are attached to American flags and will

The following week, the club was busy baking bleu-blanc-rouge cupcakes for a club meeting. It was an honor to welcome a Manlius WWII hero and LÊgion d’Honneur honoree, Mr. Patrick Heagerty, who entranced the group of 83 members for the third time in six years. His regiment was part of the Provence invasion where he

was wounded, after which he walked to Besançon. He is a former history teacher from F-M, and he drew the students into his story. The chat continued during a reception. This year, there is a French student at Baker. Margot Courtois is an active member of French Club and the advanced French classes, and kindly spoke of life and school in her village along the northern coast of la Bretagne to the classes. It was a busy autumn and the winter promises to be equally as busy. One of the club’s members, Nicholle Gerde, recently returned from Haiti where she spent three weeks participating in the continuing relief efforts after the 2010 earthquake. The club makes and sells chocolate roses to Baker students for Valentine’s Day, and all proceeds will go to her trip. The club continues to hold fun, monthly meetings and members are counting the days until they leave for France in April. Abbe Guillet is a French teacher at Baker High School, and the advisor for Cercle Français.

honor the graves of soldiers in the American Cemetery in Colleville-sur-Mer, along Omaha Beach in Normandy, when the students travel to France in April. In November, two activities were opened to the entire school free of charge: an after-school annual crêpe celebration and that evening, a feature-film, Le Petit Nicolas, where refreshments were served. The club held their annual Applebee’s pancake breakfast where about 20 gift baskets were prepared and a grand prize of a Lance Armstrong RadioShack Tour de France 2010 last day jersey were raffled off. The club was delighted to be able to make a donation of almost $2,000 to Paige’s Butterfly Run.

Ray Middle School will present its Jazzeray Cabaret at 7 p.m. March 26 in the Ray gym, 7650 Van Buren Road in Baldwinsville. Admission is free and refreshments will be provided. This year’s theme is centered on World War II radio shows, featuring songs, dance, military outfits and commercials of that time period. The evening’s performers include the Ray jazz choir, The RayRiffers, under the direction of Mrs. Terryann Gerber, The Bee Sharps, jazz string group under the direction of Mrs. Jennifer Bearup, and the Ray jazz band, The Katz Pajamaz, under the direction of Mrs. Laurie Raschella. Each group is comprised of sixthand seventh-grade students. The school will hold an art show in the hallways prior to the evening’s performances. The art show will feature the works of Ray students and is being coordinated by art teachers Mrs. Kathy Goltermann and Mrs. Debra Lynch. The snow date for the cabaret is 3 p.m. March 27 in the school gym.

It has been four years since a village trustee seat has been contested. In your opinion, why has there been a lull in political involvement and what has prompted the call to action? With everybody’s busy schedules, I think it is inevitable for some residents to lose track of local

politics and it’s unfortunate since a vote in our local village election means so much more than in a state or national election due to the relative size of the voting pool. Compared to simply casting a vote, it’s even harder to get village residents to make a longer-term and more timeconsuming commitment to serve as a representative on one of the various village boards, including the village board of trustees. I think it would be great to have more candidates each

election vying for trustee seats, and particularly representatives from the local business community, since it would probably bring more ideas to the village board and the competition would likely bring out more voters. I encourage eligible voters to get out and vote on March 15. I would welcome more residents to attend village board meetings and to throw their name in the hat for upcoming elections. Decreased revenues, reduction/elimination of sales tax money, an already over-burdened taxpayer base - How do you propose getting village spending in line with revenues? Although it was a significant challenge, in my opinion, the village board successfully dealt with the recent loss of county sales tax revenue in this year’s (2011-12) budget. We were

able to cut costs in various departments and we will be looking for more opportunities to cut more in the future by possibly combining services with other governmental entities and by doing business more cost effectively. But cost cutting can only go so far while maintaining the high level of service village residents are accustomed to, and, in future years, there will undoubtedly be additional economic challenges passed along to the village by the county, state and federal governments. The key is really for the village to position itself to increase revenues. That’s why I have been such an ardent advocate of re-development of under-utilized districts in the village. The property the village owns along Lock Street is an excellent example. Not only can the village get an infusion of cash through sale of

Loss of revenue streams, increased operational costs (e.g. fuel), empty store fronts, under-developed areas along the waterfront, old zoning practices that resulted in too many curb cuts and inefficient traffic flow patterns. These are all examples of challenges the village faces. As we look to the future, the village board of trustees and other village boards need to focus on smart growth development that maximizes the waterfront and other resources the village has, and improves traffic

The village needs to open the door for business opportunities that stress these concepts and the board of trustees needs to work together as we have in the past two years to aggressively pursue opportunities that decrease costs and increase revenues. I think anybody who has paid attention to state and federal politics will have observed how sometimes opposing political parties argue just to try to make the other party look bad and too often the result is no real progress. In years past, the village’s political parties may also have been unfortunately wrapped up in too much “politics.� I hope the days of confrontation for the sake of party advancement in the village are gone and the board of trustees will continue to function in the future as it has in the past two years. After all, we ultimately all need to be rowing in the same direction. Why should voters elect (re-elect) you for village trustee? I have proven over the last two years that I am willing to put the time in to get the job done. I have educational, work and management experience in my background that has proven to be an asset to the village, and I try to bring real-world business experience to the table. We accomplished a lot in the last two years, but there is more I would like to complete before I exit stage left. I do not consider myself to be a professional politician. Election Village Trustee Candidate Citizens Party Residency: I grew up on Syracuse Street and lived in village the majority of my life. I left the area for another suburb for a while but my heart never left Baldwinsville. Once my oldest child completed high school, it was our goal to come back so my youngest could have the benefit of attending school in Baldwinsville. I am so proud and happy to have grown up here. I wanted the same for my children so when the time was right, we came back home. My family and I currently live in Baldwin Hill. Community involvement: For the last 12 years, my community involvement has been based mostly in coaching youth sports and child development. I spent six years as an executive board member and as scholastic coordinator in the Pop Warner Football organization. It has been four years since a village trustee seat has been contested. In your opinion, why has there been a lull in political involvement and what has prompted the call to action? I would not consider the lack of contested village trustee seats as a lull in political involvement. I believe it has more to do with the community’s satisfaction with the current direction of the village and what has been accomplished over the last four years. It is truly a testament to the current village board and the great work they all have done. Under the direction of current mayor and fellow Citizen Party candidate Joe Saraceni, the trustees in place over the last few years have worked hard to stay unified and put the needs of village residents first. Decreased revenues, reduction/elimination of sales tax money, an already over-burdened taxpayer base - How do you propose getting village spending in line with revenues? No one is immune to the current economic difficulties we all face. More often than not, families are finding more creative ways to make more with less. Every line item of spending needs to be considered. In an effort to minimize the future tax burden on village residents, I would also put my efforts toward attracting new “tax paying� businesses to move into some of the vacant store fronts and properties currently available in the village. What issues are facing Baldwinsville? How do you propose handling these issues? In the last 10 years, there has been an amazing transformation in the village. The addition of Paper Mill Island has transformed the village into an entertainment and social destination. Now, with the planned development of the Village Square, there is a critical opportunity to tie the whole business district together. The area of concern that needs to be addressed is keeping the momentum of the current development and ensuring that there is a sustained level of retail activity that will attract new business to the village business district. Why should voters elect (re-elect) you for village trustee? I ask the village of Baldwinsville residents for their support on Election Day with the hope we share the same optimism for our future. There is no other place I would want to raise a family and call home. The development and beatification of our village has begun as most can see but there is still so much more that can be done. I originally ran for mayor four years ago because I was committed to being a part of Baldwinsville’s continued transformation. I am very proud of what we have been able to accomplish over the last four years. We have utilized information from our business corridor master plan to modify our codes in order to foster redevelopment in downtown and to encourage development that reflects our efforts to improve aesthetics, pedestrian safety and economic vitality. an infrastructure grant each year for the next 10 years. Recognizing that the sidewalks throughout the village constitute a critical component of the overall transportation system in the village, we established a program to improve the decaying walkways with the goal of improving pedestrian safety while encouraging pedestrian access to downtown. To date we have repaired or replaced 4.5 miles of sidewalks, including the construction of a new sidewalk connecting Chaucer Circle with Smokey Hollow that allows residents safe access to downtown. The village has worked closely with the Baldwinsville Chamber of Commerce and the Economic Development Agency to facilitate events that have showcased our community not only across New York state, but nationally and internationally as well. For example, events like the Carp Tournament have attracted international anglers to Baldwinsville, and Baldwinsville was even featured on the cover of prominent fishing magazine in Japan. What do you hope to accomplish within the next three years? Moving forward, we will focus on protecting the village water supply by revisiting our wellhead protection program. We will continue to recruit businesses and developers to invest in Lock Street, Tri-County Mall and the Smokey Hollow commercial area. We will add lights along the Chaucer Circle sidewalk. We will com-

plete the renovation of Village Square. We will continue with the popular sidewalk replacement program. With a recently awarded Community Development Grant, a sidewalk will run along Meigs Road and provide a safe pedestrian connection for the residents living in that area. In addition, we plan to establish a committee to explore green initiatives for the village to reduce energy costs utilizing NYSERDA grants to improve energy efficiency, reduce waste and integrate renewable energy technologies such as solar panels at our facilities. Decreased revenues, reduction/elimination of sales tax money, an already over-burdened taxpayer base - For future budgets, how do you propose getting village spending in line with revenues? We will continue to explore new initiatives with the surrounding towns and with our School District for shared service agreements and cost cutting measures. Shared service agreements are the key to reducing the cost of all local governments. For example, we just signed an intergovernmental agreement with the Cayuga County Soil and Water Conservation District which, combined with other shared service agreements, will save us tens of thousands of dollars this year. underway that will build upon the village’s continued transformation. Trustee Mark Wilder continues to impress me as he focuses on the village-owned waterfront property on Lock Street. It holds a tremendous amount of potential for redevelopment, and for the past year we have been preparing to bring this vacant property to market. With his continued efforts, we will see this completed very soon. The abandoned Harrington Firehouse was removed, and designs have been completed to redevelop the lot into a beautiful, pedestrian-friendly, public space with organized parking for our downtown businesses. The first phase of the project will be completed by the end of July. We have focused intensely on reducing the cost of village services. We merged the position of superintendent of public works with engineering to saving the village residents more than $255,000 over the last three years. We were able to overcome a tremendous challenge when the county adjusted our previous tax revenue sharing formula that resulted in a $1.1 million loss in revenue for the village. This year, department heads presented budgets limited to meeting immediate needs, and we reduced spending while keeping key services intact. I applaud the hard work by all village employees to identify strategies to reduce expenses.
