Auto buff gets green light Town approves zone change for classic car storage facility By Tami S. Zimmerman editor@eaglebulletin.com The Manlius Town Board has voted to grant Robert Alluzo a zoning variance to build a 4,000-square-foot storage garage on an .84-acre lot he owns at Old Fremont Road and North Central Avenue in the town of Manlius. The change from “Restricted Agriculture and R-3 Residential” to “Industrial” was passed with a 4-2 vote with councilors Vince Giordano and David Marnell voting against the measure. The proposed garage will be used to house antique and collectible cars. Most of the neighboring properties are zoned industrial; parcels across the street on Old Fremont Road are zoned residential. J-D BOE holds budget meeting By Tami S. Zimmerman editor@eaglebulletin.com The Jamesville-DeWitt Board of Education held a public budget meeing Monday March 14 in the high school large group room. The meeing was a follow up to last week’s regular meeting, of which approximately 175 people attended. “The board was extremely proud of the passion with which everyone spoke about what they felt important at J-D,” said J-D Board of Education President Virginia

Murphy referring to the March 7 meeting. “They were all wonderful advocates for people and programs that we hold dear. The board values everything that was said by the community and will take it all into consideration.” The district is proposing to cut approximately 20 teacher jobs, about half from attrition. Parents, students and staff that night spoke primarily about retaining an elementary library position and a social worker position. See Budget, page 7

By Tami S. Zimmerman editor@ eaglebulletin.com A young, unassuming first-time published writer, Toby Ball, walked into the Manlius Dunkin Donuts to meet with me just an hour before he was set to talk to a group of aspiring writers at the Manlius Library Toby Ball on March 6. We sat down at the only empty two-top table, next to a window facing Elmbrook Drive. He grabbed a cup of coffee; I sipped on white hot chocolate. My first question posed to the 1985 Fayetteville-Manlius graduate: When did you decide to become a writer? He said he became serious about the craft in 1997, after his family moved from the country’s capital to New Hampshire. His son had just turned 6, and Ball was in the process of earning a master’s degree in education. “We didn’t know very many people [in N.H.] so I spent my evenings, while I wasn’t doing homework, writing,” Ball said. A baker’s legacy Fremont Bakery celebrates 50 years Tony Fallico recalls the first day he opened his bakery. Outside It was sunny and mild. Inside, sales were brisk. “The minute I opened up, it was very good, he said. “Customers were waiting for a bakery to come into that area. In 1961, the store occupied the corner of Manlius

Center Road and Butternut Drive. In 1971, Fallico was forced to relocate after a fire burned down the bakery. He’s been in East Syracuse ever since. “I still get people in East Syracuse asking why it’s named Fremont Bakery. [They say] it should be named East Syracuse Bakery, Fallico said. “When I moved down here (to East 2nd Street), people knew Fremont Bakery. I

Fallico said if it weren’t for his cakes, the business may not have survived this long. On the weekend the fire broke out in 1971, he had 23 wedding cakes on order; business he had to pass to competing local bakeries. “Naturally, I didn’t want to disappoint any brides, he said. Mothers waited for Fremont to reopen so they could order their daughter’s wedding cakes. Some ordered a year in advance, just to be on the safe side. “The building wasn’t even finished, he said. Fallico established a solid reputation early in his career, and attracted not only brides and businesses, but also local celebrities such as TV celebrities Mike Price and Maureen Green, and national stars includ-

Manlius FD offers free smoke detectors By Tami S. Zimmerman editor@eaglebulletin.com

The Manlius Fire Department is installing smoke detectors without charge in homes with residents over age 65 and/or age 14 and under. Funded by the Federal Emergency Management Agency Fire Prevention and Safety , the program is designed to aid community efforts to reduce the incidence of residential fires and fire-related injuries and deaths. “Increasing the number of functional smoke detectors and offering fire safety education in our homes are the key elements of the program, said Lt. Adam Feck of the Manlius Fire Department. The alarms must be manually installed by qualified members of the fire department. During installation, residents will be offered a packet of fire safety information as well as tips on fire safety. “The smoke detectors being offered through this program have a 10-year life and do not require a battery change, said Feck, adding

the best way to maintain any detector is to test it often as well as follow the manufacturer’s recommendations for care. The program also provides smoke detectors designed for the hearing impaired.

To request an alarm, residents in the Manlius fire district can e-mail their name, phone number and address to info@ manliusfire.com. Deadline is April 18.

In the wake of Japan’s nuclear horror, Check us out on Facebook looking back at another nuclear accident Editorial

Our readers can now check us out on Facebook. Visit facebook.com/eaglebulletin where you can check out posted stories and share your opinions, comments and thoughts about your community. Manlius and DeWitt residents do a wonderful job of contributing to their local paper, the Eagle Bulletin. We think of it as your newspaper. On a weekly basis, we receive numerous submissions from local clubs such as the Kiwanis, Women’s Garden and Rotary clubs, from preschools and private schools within greater Manlius and DeWitt, the three school districts, businesses and more. Submissions are key to the success of the paper because it keeps news relevant to those that matter most, our readers. Sometimes it can be difficult to get submissions into the weekly edition in a timely manner, especially when there is so much going on in our community. But, that doesn’t mean you have to wait weeks to read your stories in print. Eagle Bulletin’s news is on Facebook and on our website at eaglebulletin.com. These sites will have all the stories about what is happening in Fayetteville, Minoa, Manlius, East Syracuse, Jamesville and DeWitt. The sites are updated daily to provide you with community news and activities as they happen. You can also find the latest news regarding surrounding communities at eaglenewsonline. com. When you have news to report, please send it along. We want it and we’ll get it to the web or in print as soon as possible. Please e-mail your news to: editor@eaglebulletin.com. Be sure to include a telephone number where you can be reached in case we have questions.

It was just about 32 years ago this month that the U.S. faced the most significant nuclear accident in the nation’s nuclear power history – Three Mile Island. I was there. So, it’s with a sense of fear and awe that I watch Japan’s nuclear horror unfold in the wake of the 8.9 magnitude earthquake that peeled open at least two of the country’s nuclear power plants and prompted the evacuation of thousands. March 28, 1979 brought a bright, sunny and unseasonably warm day to Harrisburg, Pa., the state capital where I worked as the bureau chief for a metropolitan newspaper. It was a slow time in the legislative calendar and most of its members were back in their districts. The newsroom was on the second floor of the Capitol at the rear of the rotunda. I was prepared for a lazy day of phone calls and maybe a walk around the grounds before calling it day. As usual, I stopped by the Associated Press desk to see if what was making news overnight. The on-duty reporter shrugged that there wasn’t much news, but something might be going on at the power plant down the (Susquehanna) river. He heard from a radio reporter who heard

from someone else that the state police had been called to Three Mile Island. The exchange Notebook raised my curiosity. There wasn’t much going on. It was warm, sunny and open sunroof type weather. I asked my colleague from another newspaper if he wanted to take a ride. The sweep of subsequent events gobbled the next two years of my professional life. Some 30 minutes later I was at the entrance gate to TMI. The gate-

Gary Catt

keeper and a single trooper manned the checkpoint outside the fenced causeway to the plant. We were, of course, barred entry and told to contact the plant owner, Metropolitan Edison if we had any questions. There was no other movement on the island that we could discern. The presence of the trooper, however, was a tip-off that news was about to be made. I drove to the TMI Welcome Center a short distance away and called my office, leaving word for someone to call Metropolitan Edison and get the See Three Mile Island, page 5

This long adventure, which began as a grass roots effort in May of 2008, has turned out to be an extremely positive experience for all involved. This has only been made possible by the tremendous outpouring of support and generosity from a diverse group of passionate supporters. While our 501(c)3 non-profit group, the Fayetteville Manlius Community Sports Facility Association (FMCSFA), is excited, the FM students who will benefit from this project are even more excited. Why Does The Fayetteville Manlius Community Need This All Sports Field? Technology of today allows communities like ours to construct a safe, durable all sports field that can be used many hundreds of times per year by all field sport teams no matter how much it snows, rains or what team just came off the field from the prior practice or game. I encourage you to watch the seven minute video that is found on our website fmfield.com to understand more about this project. Some highlights of that video include: -All it took was one…just

one…varsity football game in October 2009 to completely damage the current field to the point that no other athletic team was able to use that field again until the second week of May 2010. -Today, there are nine (9) times more student athletes (boys and girls) active in extracurricular sports than there were over 45 years ago when the current field was constructed. All it takes is 3-4 games a year in the rain/snow for the field to become unusable. -The FMCSFA believes in the whole student package…the mind, the spirit and the body. With this field completed and ready for use in September, all FM students, not just the sport teams, will have PE classes on this field much later into the fall and much earlier in the spring. - Our first FayettevilleManlius School Superintendent, the late Dr. Ray VanGiesen’s daughter Jean Palmiter, reached out and contacted our FMCSFA to offer her support. While her father Ray passed away last August at the age of 104, his daughter Jean, a Cicero resident (not FM), commented “This project for the field upgrade and replacement that you are

all working on is something that my father would have very strongly supported. He believed that children should be active and should have a balance between school work and physical education. He was a coach for many sports teams at FM and he also felt that high school sports help teach many life lessons.” The Good News Just Keeps Getting Better…And The Two For One Special -Due to a highly competitive business environment, the original architectural estimate for this project of $1.8 million was reduced to only $1.35 million which includes a $100,000 reserve fund to assist with the eventual field replacement. In addition, our selected local contractor has also agreed to completely rebuild and resurface the six lane 400 meter track. Now every community member will have access to a brand new state-of-the-art All Sports Field along with steeple chase, high jump, long jump/triple jump pits, and a new track! -Nationally recognized FM Varsity Boys and Girls Track and Field coach Bill Aris commented, “a complete track and field facility done

along with the turf (field) would likely be more cost effective, would look better and would better portray the image of excellence that our school district and sports program seeks to achieve and/or enhance.” -Once this field is completed, the FM school district will not have to spend the budgeted $328,000 to try to improve drainage, sodding and field conditions on the central field and will not have to spend approximately $600,000 to tear down and replace the 20 year old track. Our privately funded project will save FM taxpayers a minimum of $928,000 in what would have been taxpayer funded athletic infrastructure investments. Further, our selected All Sports Field will have a minimum ten (10) year warranty. Where do we stand to date? We are grateful for the outpouring of support from families, alumni, retirees and area businesses that have participated in the Nice N Easy Grocery Shoppes gas, pizza, car wash and raffle programs; the 561 participants in the inaugural Turkey Trot; supporters of the “Field of See Letter, page 5

Opinion Three Mile Island story. I figured I was done with it. Retracing the route took me past the TMI gate again. Carloads of people were being driven off the island. It looked pretty much like an evacuation to me. I parked the car out of the troopers’ vision and my colleague and I and scooted down a bank from which we could observe the island. With an almost whispered, kind of whooshing sound a wisp of white rose skyward from what we were to learn was the containment building. The steam contained radiation spewed into the containment by a runaway nuclear reactor. There was an effort underway to relieve built-up

From page 4 pressure in the structure to prevent an explosion, I learned later. I headed for the Welcome Center pay phone, again. This was awfully wrong and I needed to get outside help to figure out what was going on. I wasn’t the only newsman on the case, it turned out. Ten minutes later, the TMI juggernaut was on. A clog of TV vans and multiples of other reporters, camera people, sound technicians and the like converged on the site. Within hours it became clear that no one in authority had a grip on what was going on inside the plant. Industry officials moved from a public position of “no problem to a minor

problem that prompted a shutdown. No one believed the officials including the Republican governor of the state, Dick Thornburgh. He sought, and received, help from President Jimmy Carter. Those living around the area were put on notice that an evacuation might be necessary; people living nearby, especially pregnant women, were told to stay indoors. By the third day of misinformation and hysterical reports, an estimated one-quarter of the area’s 950,000 residents packed up what they could transport, withdew their savings from banks and fled the area. Rumors and rumors of rumors reverberated

through the hundreds of news people who poured into the area, which prompted network TV types to be evacuated by helicopter because of fears the plant was about to explode. The foot soldiers, such as myself, slogged it out daily, working 18 to 20 hours a day churning out minuteto-minute coverage for our publications. Some slept in their cars. I took refuge at a friend’s apartment. On April 1, Roman Catholic priests granted general absolution during Sunday mass. It was a rite usually restricted to war or other circumstances when it might be impossible for people to make confessions to priests.

Area hospitals announced they would accept only emergency admissions, to clear beds in the event an evacuation is required. Three days later, Thornburgh went on TV and announced the crisis was over. An uneasy calm settled in quickly and the real questioning started into what happened. The problem, it turned out was a faulty valve which triggered misleading readings and resulted in a partial meltdown of the nuclear core. It would not be until July 1982 when the true danger of the crisis would be revealed. That’s when the site became cool enough for a remote camera to be dipped into the nuclear

core. The camera showed a full five feet of the fuel rods had burned. Roger Mattson, NRC Senior Engineer at the time, said of the accident, “We had a meltdown at Three Mile Island‌ Fifty percent of the core was destroyed or molten and something on the order of 20 tons of uranium found its way, by flowing in a molten state, to the bottom head of the pressure vessel. Ireland, Costa Rica, Germany and France. Other entertainment included American folk music, African drums, a Japanese Martial Arts demonstration, a Korean Tae Kwon Do demonstration and ESM band performances. The East Syracuse Minoa Education Foundation provided funding for the event. The foundation was formed to raise funds and provide financial support for ESM School District programs that are not otherwise funded by tax dollars or state and local funds. The project involved ESM’s Foreign Language classes, DECA Chapter, Advance Placement (AP) World History and art classes. In today’s global society, there is a growing representation of cultures. Particularly in the United States, where immigrants have Members of the Dance Centre North perform Italian Folk Dances contributed to our melting pot, the awareness of diversity is necessary for students who hope to succeed in the 21st century. Art Education, the journal of the National Art Education Association, will publish a manuscript by Manlius Pebble Hill teacher David Rufo in its May 2011 issue. Entitled, “Allowing Artistic Agency in the Elementary Classroom, the article discusses the significance of a childcentered learning environment in fostering artistic creativity and the seminal role played by the teacher-student relationship. The article examines such issues as what actually constitutes art, whether art is as much about the process of creating as about the ultimate product, and how teachers can allow students to control and direct their own creativity. Rufo, a fourth-grade teacher at MPH and a Ph.D. candidate in teaching and curriculum at Syracuse University, has also just submitted a follow-up manuscript, “Building Forts and Drawing on Walls: Fostering Student-Initiated Creativity in the Elementary Classroom, to the same peerreviewed education journal.

For the second year in a row, Manlius Pebble Hill School has been awarded a $60,000 federal grant to fund students’ participation in a Mandarin Chinese language and cultural immersion program in China. The grant is funded by the U.S. Department of State’s Bureau of Educational and Cultural Affairs. Awarded in cooperation with the American Councils for International Education, it will fund full scholarships for eight MPH students to study abroad for six weeks this summer. It will also fund expenses for MPH language teacher Wei Gao to accompany the students. The grant is part of the National Security Language Initiative for Youth – a presidential initiative to increase the ability of U.S. citizens to engage with people throughout the world who speak Arabic, Persian, Hindi, Korean, Mandarin Chinese, Russian, and Turkish. NSLI-Y seeks “to develop a cadre of Americans with advanced linguistic skills and related cultural understanding who are able to advance international dialogue, promote the security of the United States, [and] compete effectively in the global economy. Last summer, a state department-funded grant, also for $60,000, allowed Gao to take nine MPH students to Beijing and Qinhuangdao for the NSLI-Y language program, which provides authentic interactions and cultural activities that develop both cultural understanding and language proficiency. MPH students are now being invited to apply for this summer’s study-abroad program. The curriculum will involve those who are selected in daily Chinese language study, drills and practices with native speakers, and home stays with host families. According to Gao, the NSLI-Y program is so intense that, in six weeks, students receive the equivalent of a full year of Mandarin study in a typical American high school course.

He realized quickly, however, that instruction wasn’t his forte after he spent one year as a high school social studies teacher. Ironically, he comes from a family of educators. Both his parents are retired teachers; his mom, Faith, taught English for many years in the F-M School District. “I think having a goal of becoming a published writer is a tough one because the odds are so bad, but I did want to try my hand at writing and see what I could produce, he said. He didn’t give up his day job. His first manuscript – the one he labored over while in graduate school – did not get published. He opened numerous rejection letters, developed a thick-skin in the process, and remained persistent. Regarding his first attempt, he said he’d wanted to write something topical that would grab people’s attention, an issue that might be in the news. “I wrote a book that was sort of centered around identify theft, which was, you know popular for a couple weeks, he said. “Looking back, it’s alright. It was a good first try. At least for me, I had to go through [the process] to get a sense of exactly how you go about writing [a novel-length story]. His second manuscript landed him an agent and a two-book deal. This one, he said, is suspenseful, and is categorized in the mystery genre. Editorial reviews by Publishers Weekly, the Library Journal and Mystery Scene summarize Ball’s work as impressive, convincing and a “satisfying nourish stew. Ten out of 13 customer reviews on Amazon. com have given it five out of five stars, calling his work rich in characters and plot, an engaging page-turner and “very much like reading an American version of a classic Dostoervsky novel. Ball describes his writing style as bare

bones, kind of dark, not violent or gross, but also not flowery. The outlook is very much like a black and white film, he said. Ball realized his initial goal to become published was not necessarily an achievable one; it wouldn’t have devastated him had he not found an agent, but self-publishing, for him, was never an option. “The first [manuscript] I wrote, I finally realized it wasn’t good enough,â€? Ball said. “It wasn’t going to get picked up. But if somebody said you’ve gotta write two before you get a novel published ‌ you’ve gotta be kidding me, because it’s a lot of work.â€? And more often than not, it takes more than two tries. “Some publishers request a partial [manuscript], which may be 20 pages [or] 50 pages, so that’s step, a small reward,â€? he said. “[If they request a full manuscript], they’re interested enough that they’re willing to read the whole thing and you have to look at those as victories. It’s not an all or nothing thing, which is hard, because at the same time, unless you have an agent, your work is not going to get to the big publishers. You also have to be realistic that a lot of people don’t find agents.â€? Ball makes guest appearances typically at bookstores and once he spoke at his son’s school in Maine. “I hate reading my own stuff aloud,â€? he said. “But I like the Q&A session and talking about the process. People usually ask good questions.â€? Ball advises writers check out resources online, like Querytracker.net or preded.com, a guide to publishers and publish-

‘The Vaults’ synopsis

At the height of the most corrupt administration in the City’s history, a mysterious duplicate file is discovered deep within the Vaults – a cavernous hall containing all of the municipal criminal justice records of the last seventy years. From here, the story follows: Arthur Puskis, the Vaults sole, hermit-like archivist with an almost mystical faith in a system to which he has devoted his life; Frank Frings, a high-profile investigative journalist with a self-medicating reefer habit; and Ethan Poole, a socialist private eye with a penchant for blackmail. All three men will undertake their own investigations into the dark past and uncertain future of the City – calling into question whether their most basic beliefs can be maintained in a climate of overwhelming corruption and conspiracy.

J-D returns to state final four Boys basketball sweeps regional games By Phil Blackwell pblackwell@eaglenewsonline.com

Many rituals are associated with March, such as the melting of winter snows. Not to mention the JamesvilleDeWitt boys basketball team going to Glens Falls for the state Class A final four. In hot pursuit of matching Amityville (2000-03 in Class B) as the only team to ever win four consecutive state championships, the Red Rams conquered yet another regional final Saturday at Cicero-North Syracuse, toppling Section II champion Mohonasen 67-50. Uneven at times during the contest, J-D took charge in the third quarter when DaJuan Coleman overwhelmed the Mighty Warriors for 12 points during a 19-8 run that doubled the Rams’ margin. By the time he was done, Coleman had amassed 31 points, adding 10 rebounds and three blocks. Coleman’s main running mates were productive, too, as Demetrius Mitchell poured in 19 points and Tyler Cavanaugh added 10 points, plus eight rebounds.

So dependent were the Rams on its top three players that no one else had a field goal until back-to-back baskets from Jordan Evans and Jafar Kinsey late in the third period. Having beaten Massena 86-53 in the first half of the regional round the night before, J-D was playing for the second time in less than 24 hours - a contrast to Mohonasen, who, like so many other Rams opponents, wanted to slow things down. That worked for four minutes until, trailing 7-5, J-D started feeding the ball consistently to Coleman late in the first quarter, resulting in four straight baskets and a 9-0 run that gave the Rams the lead for good. Then it was Mitchell’s turn to get hot in the second period. The senior guard produced a steal and dunk, plus a pair of 3-pointers, as he got 10 points and sparked JD’s 14-3 spurt that made the score 32-16, and a runaway looked imminent. Mohonasen kept fighting, though, and when it pulled within 34-26 early in the third quarter, head coach Bob McKenney called a time-out, telling his players to get the ball back to Coleman, who at 6-10 towered more than half a foot over any Mighty Warriors starter. It worked, as Coleman used his ever-increasing series of post moves to blast J-D to a 53-34 lead in a span of just four minutes. From there, the Rams cruised toward yet another state final four.

A night earlier in that same CNS gym, J-D took care of Massena, the Section X representative, in a relentless and methodical manner. Well-rested, and five days removed from toppling top seed Cortland in the Section III Class A final at Utica Memorial Auditorium, J-D established a fast tempo right from the opening tip, doubling Massena’s production as it led 26-13 after one quarter. To a small degree, Massena played it closer in the second quarter, yet the Rams’ margin still expanded to 44-26 by halftime. And when J-D exploded for 28 points in the third quarter, all doubts were erased and McKenney could empty his bench. Coleman fully utilized his 6-10 frame in the middle and finished with 27 points. Yet Massena could not concentrate on him because Mitchell was busy sinking six 3-pointers to account for most of his 20 points, while Cavanaugh twice connected beyond the arc on his way to 15 points. In all, 11 different players got at least one point on this night. On Saturday morning at 9 a.m. at Glens Falls Civic Center, J-D meets up with Section V champion Rochester Aquinas in the state Class A semifinals. The winner advances to Sunday’s title game, which will tip off at 1:30 as the Rams look for its sixth overall state title - the fifth in McKenney’s tenure.

Those Stotans are at it again. Four members of the Fayetteville-Manlius girls indoor track and field team went to New York City for last Friday’s New Balance Indoor Nationals at the Armory Track & Field Center – and earned a victory in the distance medley relay. Under the Stotan Racing banner, the quartet of Katie Sischo, Heather Martin, Courtney Chapman and Jillian Fanning (Heather Zazzara was the alternate) charged to the front and never surrendered the lead. F-M finished in 11 minutes, 39.58 seconds, beating Shenendehowa (11:46.73) by more than seven seconds. It was the fourth-fastest time in the New Balance Nationals’ 13-year history, less than a second behind the mark Saratoga Springs (11:38.60) established in 2010. Martin, Chapman, Fanning and Sischo were all part of the F-M girls cross country team that won a fifth consecutive national championship last December in Portland, Ore. In alumni news, Mackenzie Carter, who is running for the University of Washington, finished 10 th in the mile in the Pac-10 championships with a time of 4:53.15.

Merle Builders combines Seneca Federal: Not an quality, experience average mortgage originator By Erin Wisneski

With 35 years in the home building and renovation business, Scott Merle, owner of Merle Builders, Inc. has the experience homeowners deserve whether looking for their first home or an upgrade that better fits the buyer’s lifestyle. Merle Builders offers clients custom-built homes, as well as moderately priced townhomes and patio homes. In addition to new construction, Merle Builders also has extensive experience in remodeling and designing aesthetic additions to existing homes. Despite a slow building climate due to the economy, Scott thinks people’s confidence in the economy will rise this spring and 2011 will prove fruitful. “There seems to be a lot of people who have been ‘on the fence’ waiting for the economy to recoup and are now ready to build this year,” Scott said. He added that his decades of experience combined with the quality of his work give his clients the advantage. “Quality and longevity position me to compete with my fellow homebuilders and definitely with the ‘one-truck operators,’ whose numbers have multiplied during the recession,” he said. One-man operation Previously partnered with his brother, Ron, Scott is now the sole operator of

Scott Merle, owner of Merle Builders. Merle Builders, a business that the brothers’ father, Harold T. Merle began in 1962 with “$1,000 in his pocket.” In 2009 and 2010, Merle Builders saw a decrease in business due to the economy, which resulted in a company downsize. In addition to eliminating several employees, the brothers decided that only one of them was needed to keep the company going. “We needed to be leaner and more competitive in the marketplace,” Scott said. “Ron was just about at full retirement age and I am 13 years younger. So, naturally, we decided that I would continue the ‘Merle Legacy.’” That legacy includes the following ongoing projects: a 2,700-square-foot model home in Timber Banks located on the golf course; two- and three-bedroom Townhomes in Clay

starting at $132,900; Patio homes in Radisson beginning in late spring, early summer; custom one- to two-acre lots remaining in Melia Park off Route 370; and custom lots at Whisper Ridge in Radisson. With so many projects in the works, Scott is embracing the future of the company as it approaches its 50th year in business. “I will do my best to insure the legacy passed down to me and take Merle Builders into the next new and technologically exciting decade,” he said. Merle Builders, Inc. is located at 2 Canton St. in Baldwinsville. The office is open daily from 10 a.m. to 5 p.m.; potential and existing clients can call the office at 635-6917 or contact Scott at 952-6498. Merle Builders will also be at the Home and Garden Show, March 17-20 at the State Fairgrounds.

“Seneca Federal Savings and Loan Association is not an average mortgage originator but it IS an average community bank,” said Katrina Russo, president-CEO of Seneca Federal Savings and Loan Association. Sound community bank mortgage lending practices are not the source of problems that have turned the economy on its ear. Rather, the “big” banks who took part in the sub-prime lending with less than qualified applicants is what has contributed to the downturn of the economy. “It’s not all about making a quick buck,” said Russo. “Mainstream America has to start thinking beyond the all mighty buck and remember what is really at the heart of this nation, which I believe is what all communities bank’s thinking boils down to. The dream of homeownership is a dream we help make happen and it can be done in a conservative manner and still render positive results to many.” Seneca Federal is proud to provide traditional, local home town lending with competitively priced mortgage rates. “We look to competitors daily, in part, to decide where to price our mortgage rates,” said Tammy Purcell, VP–lending. “We

Seneca Federal Vice President – Lending, Tammy Purcell, left, and Assistant Vice President – Lending, Rebecca Smith. also respond quickly to pre-qualification requests and pride ourselves as local underwriters with timely commitments.” Seneca Federal has never used credit scores as a basis for loan approval but rather base loan commitment on actual consumer credit history. This ‘traditional’ and time-tested practice has worked well for the Association, which has a foreclosure rate near zero percent. “A low foreclosure rate sometimes leads people to ask me if we are risky enough with such a low default rate,” said the president, adding that the low default rate has more to do with the rapport they have made with their customers during the underwriting process and less to do with not taking risk. “Our loans are often tailor-made to our customer’s specific needs and we build a rapport with them from the beginning, indicating that we are on the ‘same side’. We are ver y thankful when a customer is willing to approach us when they are having difficulty and before the loan is in default and we are able to work with finding a solution to get them through a rough time such as a job loss,” added Purcell. At Seneca Federal you always have the ability to speak directly with experienced loan underwriters who assist you in your mortgage loan application process from start to finish, including servicing throughout the loan. The lending team is carrying on with the philosophy of individualized lending that community banks thrive on. “We are imbedded in our communities and want to offer competitive mortgage, consumer and commercial loan rates for the benefit of our customers,”

said Purcell. “We aren’t a ‘cookie cutter’ secondary mortgage market lender. We understand the needs of our communities and want to provide a competitive product.” The mor tgage ser vicing is always retained by us so our customers are assured they will work with us for the life of the loan. One example of a loan that is often tailor-made to a customer’s needs is the construction to permanent financing mortgage loan with one loan closing and a rate that is determined at commitment, before the construction phase. This loan is popular since the rate can’t change when it ‘converts’ to permanent financing later and closing costs are only paid once, upon commitment. The risk of a higher rate later after the house is constructed is removed. Another such tailor-made loan includes a mortgage where a customer is purchasing a house in which projected renovations are included. The purchase and renovation costs are wrapped into one mortgage loan. Other features which add to Seneca’s app eal as a mor tgage lender include no flood certification fees and no underwriting fees. “This culture of personalized service was instilled into us by our predecessors, so that Seneca Federal’s continued success is guaranteed for decades to come,” she said. “We pride ourselves on providing the best possible products with the lowest possible lending rates. As a community bank, it is our job to increase the wealth of our members through low lending rates and high savings rates, given the state of the economy at any given time,” according to Russo.

Simple spring cleaning Ten cheap, easy tips for the kitchen

You don’t even need to leave the house for supplies with these inexpensive spring cleaning tips. Just open your cabinet, make these homemade creations and clean beyond your counter tops and cupboards. Add these suggestions to your spring cleaning to-do list to eliminate odors, remove stains and get rid of food buildup in the kitchen. “Don’t neglect your kitchen appliances during spring cleaning,â€? said Doug Rogers, president of Mr. Appliance Corp. “Your appliances never get a day off. They take the most abuse, yet probably get the least attention. Keep them clean to help them last longer and run more efficiently.â€? Give spring cleaning a new meaning with these 10 unique and often forgotten tips from Mr. ApplianceÂŽ and Mr. RooterÂŽ Plumbing: 1. To eliminate odors, pour vanilla extract into a bowl with a paper towel and wipe down the refrigerator walls. 2. Soak refrigerator removable parts in the sink with warm, soapy water to remove stains from food spills. 3. To remove food residue, run an empty dishwasher with a cup of white vinegar. 4. Take out oven racks and wash them by hand with warm soap and water to remove caked on food. 5. To eliminate odors, place handful of ice cubes and citrus peels in garbage disposal, turn on cold water and then the disposal for 15-30 seconds. After turning off disposal continue to rinse with hot water for 15 more seconds. 6. Wipe interior microwave surfaces with a mixture of two tablespoons baking soda and one quart water to remove food stains. 7. Use a sponge with a mixture of ½ cup bleach, Âź cup baking soda and four cups warm water to avoid yellowing of white appliances. Let it set for 10 minutes before rinsing and drying. 8. To remove grease buildup from garbage disposal, turn on hot water, then disposal. Squeeze tablespoon of dishwashing liquid in disposal, and run hot water for 15-30 seconds. Turn off disposal and let hot water run until suds are gone. 9. Heat a microwave-safe bowl of vanilla extract for three minutes and use it to wipe surfaces for stubborn residue and stains in the microwave. 10. Clean condenser coils located behind the fridge with a brush or hand-held vacuum to remove dirt, dust and pet hair. “The best way to ensure an odor-free and grease-free kitchen sink is to prevent the smell and buildup before it begins,â€? said Mary Kennedy Thompson, president of Mr. Rooter Corporation. “A good dose of spring cleaning can clear the air, keeping your garbage disposal in good working condition.â€? By following these tips from Mr. Appliance and Mr. Rooter Plumbing, kitchen appliances and plumbing fixtures will continue to sparkle and smell fresh for many springs to come. For more information on Mr. Rooter or to find the location nearest you, visit mrrooter.com or mrrooter.ca. Mr. Appliance’s website is mrappliance.com.

By Waded Gonzalez-Candelaria, public health educator Are you thinking about fixing up the old homestead? Are you planning on doing the project on your own or hiring someone to do it for you? Was your home built before 1978? If it was, it may contain lead paint. When lead paint is disturbed during remodeling, dangerous lead dust is created. Young children and pregnant women are at the greatest risk from exposure to lead dust, but anyone can become lead poisoned. The Onondaga County Health Department Lead Poisoning Control Program would like you to consider the following questions before you start your project: Was the house built before 1978? Will you be disturbing the paint? Have you had the paint tested to see if it is lead paint? What safety precautions will you or your contractor/handyman take to protect yourself and your children from exposure to hazardous lead dust? The most impor-

tant thing to consider when remodeling is controlling the lead dust. You can do this by following these tips: Work smart To keep paint chips and dust contained, work in one area at a time; enclose the work area using heavy plastic (6 mil); Keep pregnant women and children out of the work area; Protect yourself by washing your hands and eating or drinking outside the work area; Wear a protective mask to prevent inhaling lead dust. Work wet Avoid creating lead dust by using a spray bottle to wet an area to be sanded or scraped Work clean Clean up daily. Don’t allow anyone into the work area until the daily cleanup is complete Learn more about working safely with lead paint. To sign up for a free one-day Lead Safe Work Practices training, call the Lead Poisoning Control Program at 435-3271.

closest to the zone change expressed concern over potential increased traffic. To ease traffic flow, Giordano suggested a new driveway be constructed from the facility to North Central Avenue, a county road, so traffic would not impede commuters on Fremont. Fremont, however, is the lesser traveled road. “Our decision as a board [was] to make sure [the proposal made] sense to change [the zone] to industrial, based on surrounding properties and what they’re going to put there, said Supervisor Ed Theobald. “[This facility] won’t impact traffic. In the late 1990s, an applicant requested a zone change to build a car repair shop but because of the potential increase in traffic and its proximity to CXS Railroad the zone change was denied. The board approval stipulates that if Alluzo wants to sell the garage property to another business, the new owner would have to seek approval from the planning board, according to David Tessier, the planning and development director. Fremont Road resident Maggie Gasick questioned the public notification process, saying she recalled that residents within 1,000 feet of a zone change should be notified if a zoning change was requested for the property. The town mailed notices to those within 500 feet for this specific proposal. Town Clerk Allison Edsall re-
