Community News Manlius village trustee candidate profiles from page 1 Marc Baum Party: Manlius Coalition Political background: • Won a seat on the village board of trustees as a write-in candidate last March. • Elected president of the Greater Manlius Chamber of Commerce Baum three times; oversaw the merger of the Fayetteville and Manlius chambers; currently serves as past president. Why are you running for a seat on the village board? The residents and taxpayers in Manlius deserve a voice on the board that is in no way beholden to the current administration. We have real spending and taxation issues, our business district is suffering

and we continue to overspend frivolously, even in this economy. What do you believe are the top issues that village board members need to address? First: Appropriate spending and planning – we need to focus on what our local government should be doing. The current administration gave bonuses to public officials while cutting the senior center budget, forcing the price of a hot lunch to go up for the elderly. They refused to consider relieving the local tax burden by lowering the massive fund balance (which currently sits at 38 percent of our budget, even though New York state recommends 10 to 15 percent), and while the current administration won’t put forward a referendum on new fire department facilities as a recent study suggests See Baum, page 5

our comprehensive plan, Vision Manlius. Madison Row is a project that does just that. Village Walk is still moving along as is the redevelopment of our Swan Pond park and the creation of Bicentennial Park. As a trustee, I believe we need to keep right-sizing our budget and village government and departments. Sharing services, purchases and solutions with our neighboring municipalities will ensure the best services, safety and quality of life for all our residents. Manlius Mayor Mark Paul Serafin was in the news again this past week, this time answering questions about his taxes, past residences and living patterns. In the course of his interview with the daily’s reporter, he lamented that he believes the tip that sparked the news interest in his personal life was generated by political enemies. His assessment is probably correct. In what’s rapidly becoming a political rhythm of late, political operatives have taken to sniping confidentially to the press in whispered accusations and tittered tips. They dial in reporters and editors laying open the path to scandal or alleged scandal and then duck back into the shadows to elude being connected to the news tip. It’s a distasteful situation into which news reporters are often drawn. Sadly, that seems to be the case in this latest installment in the word of mouth campaign to embarrass and depose Serafin. It’s very difficult for a public official to battle silent accusers manipulating news reports to serve their interests. To be sure, the mayor has his problems - not the least of which is his pending court date for rummaging in peoples’ trash for returnables. Still, it would be better if his critics would publicly judge Serafin’s performance as mayor. Serafin’s explanation of his tax situation and his residency seems reasonable. The court will decide whether his trash-picking broke any laws. The mayor’s critics, however, would achieve more credibility, if they could muster the gumption to speak out publicly and if they truly believe the mayor has done a lousy job – put their name on the line.

From the mailbag Vote Hopkinson for village trustee

To the editor: More than ever, we need good village government in Manlius. I urge everyone to vote for the Vision Party slate of three candidates for trustee. Harold Hopkinson brings more experience than anyone along with a very analytical approach to difficult problems. Scott McGrew has been on the right side of all the important decisions made during his tenure as trustee and like Harold makes a special effort always to attend village functions. Nancy Pfeiffer is a life-long resident and former successful village business owner. She is energetic, organized and dedicated to the best possible future for the village. I urge you not to vote for Marc Baum for three important reasons. His under-the-radar write-in campaign last election worked, but it still feels unethical to me. Baum’s subsequent claim that voters should always have a choice just makes no sense since most of us didn’t know he was even running. To me these actions make Baum unworthy of the public trust in any elected position. Secondly, Baum and his baumites are deeply engaged in the politics of personal destruction. To demonize and vilify elected officials does not advance any positive agenda for the village. His website seems to serve no useful purpose other than to target other village officials with personal attacks. I keep looking for a positive agenda, but there doesn’t seem to be much of one. Criticizing what other well-intentioned elected officials are trying to do for all of us is not a positive agenda. I believe people who do this should be marginalized by not being re-elected. Thirdly, and most practically, Marc Baum’s contributions as a trustee seem minimal. He seems rarely to bring useful initiatives to the board or be working on much of anything except advancing Marc Baum. I cannot in good faith vote for a candidate who has had his chance twice to engender my support by his good performance as a trustee and both times has miserably failed to do so. Defend education in New York

To the editor: Please write a letter to Albany to help save education in Central New York. The cuts proposed in Albany are ludicrous. Just as an example: Our district (East Syracuse Minoa) has been working for years to better ourselves, to teach the whole child, the whole community. We are a 21st century school. We have all the core academics and strive to expand outside what’s required, especially in science and math. We finally have decent class sizes. We have a business program and a hotel and restaurant management program including a cooking class incorporating chemistry. We have a class build and sell a house in the community each year. We build, from scratch, and or restore a car we raffle off each year in our auto class, one of 11 auto tech classes left in the state. We have a large cosmetology lab, set up just like a beauty parlor only bigger. They do hair for senior citizens once a week. We have an award winning art program with portfolio and art history classes that are college level. We just produced and sold out 6 shows of “The Phantom of the Opera.” These programs and thus the character of our school district and all other districts are threatened by Cuomo’s proposed cuts. We are a struggling blue collar community; big business leaving, houses being foreclosed on, sales taxes dropping and our community still supports us. The community understands the “hands on” experience and the “creative” experience, and they want their kids to have that, especially the ones who struggle with academics. We want to teach everyone. This is what we are going to lose. How can we absorb a $3.7 million state cut without any notice, plus federal cuts, loss of sales tax and property tax that used to come from now closed big businesses. We can’t. Changes being proposed will put many of our best 21st century teachers out of work during a time of enormous unemployment. To the editor: It is with great pleasure that I write this letter of endorsement for Harold Hopkinson, Scott McGrew and Nancy Pfeiffer, also known as the Vision Party, for election and re-election in the village of Manlius March 15. I have known Harold for close to 20 years and am constantly amazed at his dedication. He has always been a terrific resource when working on any village issue from neighborhood associations to traffic to planning.  Nancy is a neighbor and never sees any project as too small or too great. She is always looking at different ways to approach situations and there to lend a hand. She has been a terrific help with neighborhood projects and gives a unique perspective to the overall direction of the Village. Scott is a clear thinking, direct individual who has proven he can be trusted to follow through and give 110 percent to the village. He’s been to many meetings he’s not required to attend simply to gain a more thorough understanding of any given issue. I don’t think there is a better team to lead the village to greater success than the Vision Party. J-DHS to present ‘The Wiz’ The J-D Music Department is performing the toe-tapping version of L. Frank Baum’s The Wonderful Wizard of Oz, “The Wiz,” on Thursday March 3 through Saturday March 5 at the J-D High School Auditorium. Increased fundraising results through the first three weeks of February has reduced the funding gap to less than $100,000 for the Fayetteville-Manlius Community Sports Facility Association in its efforts to provide the Fayetteville-Manlius school district with the gift of a new all-weather turf field and track improvements at the F-M High School. “We continue to receive new gifts every day from donors in our community and from F-M alumni across the country,” said committee representative Rebecca Pulver. “Some of these gifts have been for thousands of dollars, while other gifts have been in much smaller denominations, but all of it helpful and very much appreciated.” “The F-M community has stepped up impressively over the last few weeks,” said FMCSFA member Kevin Hanlon. “With a final fundraising push, we think we can take this project over the top in very short order,” said Hanlon. The volunteer group of 25 local F-M residents has also signed a “letter of intent” with local contractor Davis Wallbridge, Inc. of East Syracuse as general contractor for the project, scheduled to begin by the middle of May once State Education Department approval is received.

Additionally, as part of its bid package, Davis Wallbridge offered a value engineering option that will allow for a complete reconstruction of the running track surface at no additional cost. This more extensive track reconstruction element was not originally incorporated into the project, yet was met with enthusiasm by the association as well as the F-M School District. “The school district has had a place holder in its long range facilities plan for the much needed reconstruction of the running track,” said Richard Roy, F-M’s director of athletics. “This new development will essentially give FM a new track that will last approximately 15 years with minimal maintenance, thus saving the school district the money it would have had to spend to reconstruct the track.” In addition to raising the balance of funds to construct the turf field and track components, the group is also seeking to establish a $100,000 reserve fund for the future replacement of the turf field. The association’s ability to pursue funds for both the construction costs and the field replacement reserve was recently aided by the F-M School Board with its approval of an amended resolution that expands the timeline required to submit proof that the association has collected all of the funds necessary to construct the project to May 5. Luke Brown and Molly Downey, 10th graders and devoted Drug Quiz Show participants, wrote a learning center on bullying for the 2010-2011 Drug Quiz Show. The Drug Quiz Show is a statewide drug and alcohol prevention and education program that targets youth in grades 5 to 8. In its 25-year history, this is the first time students have taken the initiative to suggest and create a learning center for the program. Brown and Downey felt as if the Quiz Show’s study materials did not contain enough information on social aggression, so they wrote an entire learning center on the topic. Having headed teams that made it to “The Drug Quiz Final Four” two years in a row, Brown and Downey were familiar with the program’s curriculum. They spent the past year researching and writing about bullying, cyber bullying and social aggression. “Teenagers have as much responsibility as adults to combat social aggression and creating a new learning center was one way Molly and I are helping to

overcome bullying,” Brown said. “I’m glad the Bullying Learning Center we helped create is part of the Drug Quiz program and we hope the Drug Quiz Show will continue to aid young people across the state for years to come.” The material the students created was reviewed by other experts in the bullying-prevention field, including Kathy Miller, from the OnondagaCortland-Madison BOCES’ Alcohol and Drug Abuse Prevention Education Program. The end result of Brown and Downey’s hard work is a “how to” manual that teaches students what they need to know about this serious and timely topic in an engaging and age-appropriate way. Although Brown and Downey are too old to participate in the Quiz Show this year, they will serve as peer advisors for Drug Quiz Show teams in addition to serving on the Drug Quiz Show’s Teen Advisory Council. “They have a great ability to lead and encourage their younger peers as they help them prepare for the Regional and State level competitions. Luke and Molly are truly outstanding and I am honored to work with them,” said Valerie Stedman, a guidance counselor at Christian Brothers Academy and Brown and Downey’s Drug Quiz Show advisor.

Limestone Art & Framing Gallery will hold its first exhibition in the gallery’s new location at 105 Brooklea Drive. The display, “No Boundaries: Color & Landscape,â€? features new color-charged landscape paintings by artists Scott Bennett and Michael Matthews. Matthews’ landscapes are developed from sketchbook watercolors created on site during his travels, at times during below freezing temperatures as ice forms while he paints. Back in the studio, he creates large paintings from a singe sketch or an amalgamation of his watercolors. Through this process, he says, ‘the attempt is not to depict scenery but to make use of the myriad of forms found in nature to create something separate and more individual.â€? Matthews lives in Syracuse and in Harrogate, British Columbia. His work is found in more than 60 corporate art collections.

Engineer Doug Miller, of Miller Engineers, has been hired to create a preliminary sketch and budget estimate for work at the park in order to complete that specific application, due Friday March 11. The sketch will demonstrate a basic design of what the community development committee envisions. Its members include Abdo-Rott, Parks and Recreation Director Kristen Hansen, Tree Commissioner Steve Chamberlain and Mayor Mark-Paul Serafin. Other committee-recommended projects include improved access to Perry Springs Park, which contains a fish hatchery; upgrades, ADA improvements and main entrance renovations to Mill Run Park; and sidewalk renovations and extensions. Extended sidewalks would begin from the existing pathway toward Perry Springs Park, continuing along intersecting streets as far as funding allows. “I believe that if we can plan the improvements we want to make, in a direction that we would like to see the village go, and spend the time during the year to develop these projects, [then] we will have a better chance of adding to the quality of life for the village,� Abdo-Rott said. “If we don’t have a vision, we can’t build or develop it.� Budget workshops The Manlius Village Board will hold budget workshops from 7 to 9 p.m. Wednesdays on March 9, March 23 and March 28. ing for the care, which is critical [and necessary], but the contacts and the networks, particularly that Jamie has developed, have been invaluable to people.� The Shamrock Animal Fund was founded last year by Jamie and Matt Mulcahy soon after their nearly 19-year-old toy poodle, Shamrock, died. Shamrock, born on March 17, St. Patrick’s Day, 1991 had a history of seizures and cardiac valve disease since he was a puppy. As a senior dog, he had several chronic health problems, none of which interfered with his quality of life. Ultimately, pulmonar y hypertension and renal failure, which caused convulsive seizures, were the cause of his death. “Shamrock was our greatest inspiration,� said both Jamie and Matt on why they chose to create the fund. “We always wanted to do something that would have a direct impact to help animals. O ur p ers ona l exp er ience caring for Shamrock while he was ill made us realize there were others who were making difficult decisions about veterinary care for their pets based solely on the

ability to pay. Thankfully, we were able to afford Shamrock’s medical bills, but for many people that is not the case.â€? The Shamrock Animal Fund held its initial fundraiser, Shamrock’s Celebration, in March 2010. The fund helped its first animal three months later. In the past nine months, the fund has received over a hundred requests for assistance from pet owners along with referrals from local veterinarians, animal welfare and human social service agencies. Twenty animals have received veterinary care paid for by The Shamrock Animal Fund. Information about financial resources for veterinar y care, advice and advocacy have been provided to another 80 animal owners. Strictly a volunteer effort by Jamie and Matt, The Shamrock Animal Fund now receives at least one request a day by e-mail or phone. “We spend time ever y day responding to issues pet owners present and administering all aspects of the fund.â€? said Matt. Shamrock Animal Fu nd re c ipi e nt s have come from eight Central New York counties, including Madison, Cayuga, Cortland, Oneida, Onondaga, Oswego, Tompkins and Seneca. It has worked with 12 different veterinary hospitals. “It has been an extremely rewarding experience, especially when the story has a happy ending for the animal and owner ‌ the difference being life instead of euthanasia

How the fund works

• The Shamrock Animal Fund helps to pay some costs of the veterinary care for animals in need that have owners with financial limitations. Animal owners must demonstrate their fi• nancial need with documentation to ensure the fund is truly helping those that need assistance. • Animal owners also have to assume financial responsibility for the costs related to the veterinary care. • The participating veterinarian has to provide a discount or financial accommodation to the animal owner. • The Shamrock Animal Fund pays its percentage of the veterinary costs directly to the participating/providing veterinarian.

Center State PeeWees win Sectionals Congratulations to the Center State Stampede PeeWee hockey team for winning the Central Section Championship the weekend of Feb. 18, earning a berth to the State Tournament in Chazy, NY in early March. The Stampede were underdogs going into Geneva for Sectionals, but peaked at the right time as they went undefeated in round-robin play. The team gained a confidence boost in the early stages of the tournament by defeating a strong Salmon River squad in their first match-up and followed it up with a “Wâ€? against Valley. Riding the momentum of their first day’s performance, the Stampede entered the second day of competition with an upset against Onondaga, a team that has handed

Center State losses in all four of their previous outings. By defeating teams from Geneva and Cortland, Center State swept through the tournament with the highest points and the sectional title. The team’s effort over the weekend was well-balanced, with every player contributing to the overall success. Adam Race, Colin McGaugh, Geordie Geier and Matthew Chlad created the defensive wall that helped the goaltending duo of Cameron Frye and Patrick Wilson shut down their opponents. Race and McGaugh also turned on the fire power, each notching numerous goals during the weekend. While not minding the net, Frye played double-duty as a forward, chipping in a couple goals on the offensive side. Hayden Wright

F-M boys eliminated by Utica Proctor By Phil Blackwell pblackwell@eaglenewsonline.com Though it did get through one round in the Section III Class AA playoffs, the Fayetteville-Manlius boys basketball met an abrupt ending at the hands of the top seed. In last Saturday’s Class AA quarterfinal, the no. 9 seed Hornets went to Utica Proctor and were not treated with much mercy, beaten 76-35 by the Raiders at the Arcuri Complex. Of course, the Hornets had to scramble just to get out of last Tuesday night’s first-round game at no. 8 seed Fowler. It needed a double-digit comeback, a last-second shot at the end of regulation and overtime to beat the Falcons 69-62. F-M had a solid start, leading 14-10 after one period, but over the course of the next two quarters Fowler took over

and, at one point in the third period, led by 11. The Hornets closed the gap, though, behind a wave of 3-point shots from John Schurman, Connor Chen and Mike Palermo, who hit 11 between them in the course of the game. Yet it was Kevin Putnam flashing open for the 3-pointer with less than three seconds left in regulation that tied the game, 52-52, and forced overtime. Once in the four-minute extra period, the Hornets outscored Fowler 17-10 to keep its season alive. Schurman and Palermo each finished with 20 points overall, while Chen threw in 12 points, all from four 3pointers, and Putnam added seven points. On Fowler’s side, Dieudone Pierre led with 15 points as Wilquan Burke added 11 points and Mike Givens 10 points. None of this late-game magic would be found at Proctor, where the Raiders, a team that rarely loses at home, had the

extra confidence of knowing it had won at F-M 71-43 on Feb. 14, less than two weeks before the playoff rematch. F-M slowed things down enough in the first quarter to only trail 12-9, but Proctor’s man-to-man defense took over during an 18-5 blitz through the second period, and the margin kept growing through the rest of the contest. Schurman managed 14 points, while Chen got eight points and Palermo added seven points. For the victorious Raiders, who advanced to meet CBA in the semifinals, Jayson Jackson delivered 23 points, while Dequan Jefferson (12 points) and Keenan Brown (11 points) also hit double figures. F-M closed at 8-12, knowing that, while Palermo, Putnam and Matt Reilley depart, a strong list of returnees like Schurman, Chen and Tomer Nesher, added to some call-ups from a strong JV team, should make the Hornets a dangerous foe again next winter.

ESM boys top Chittenango, fall to Cortland By Phil Blackwell pblackwell@eaglenewsonline.com Faced with the steep challenge of upending the top seed in the Section III Class A playoffs, the East Syracuse-Minoa boys basketball team could not muster the total strength needed to pull it off. The no. 9-seed Spartans confronted no. 1 seed Cortland in last Saturday’s quarterfinal, the same team it had lost to twice in the regular season – and saw the Purple Tigers prove far too much again in a 76-38 defeat. ESM earned its shot at Cortland by putting together an impressive effort in last Tuesday night’s opening round, going to no. 8 seed Chittenango and upending the Bears 61-45. Having not qualified for the playoffs until the last week of

the regular season, the Spartans took aim at Chittenango on the same hostile court where it had lost to the Bears, 58-51, on Jan. 28. Here, though, ESM would never trail. Even when an early 13-5 lead vanished as Chittenango tied it, 15-15, early in the second quarter, the Spartans’ zone defense was causing the Bears all kinds of trouble. Chittenango managed just one field goal in the last 6:33 of the half as ESM zoomed to a 25-17 lead at the break, and all through the third quarter the Spartans kept fending off all of the Bears’ attempts to inch closer. ESM now looked to step it up against Cortland, whose 17-1 regular-season mark included wins over the Spartans by reasonable margins of 63-47 on Jan. 11 and 72-58 two weeks later.

Neither game was a romp, so ESM held out hope that it could make things even more interesting – but the Purple Tigers, with its well-balanced offense and a superb defensive effort, never let that happen. It was already 35-20 by halftime, and Cortland outscored the Spartans 28-8 in the third quarter to put things away. Nero had 15 points, while Stuper got eight points and Placito six points, but the Purple Tigers put four players in double figures as Brandon Babcock, J.P. Reagan and Qwuhail Barlow each had 13 points and Jon Prior added 11 points. With a 9-11 finish, the Spartans will see Nero, Placito, Dadey, Joe Greco and Matt Ehde depart, but the return of a large cast for next season, including Sullivan, should keep ESM in postseason contention. Here was just what the Bishop Grimes boys basketball team wanted – a third chance to slay Skaneateles, with a berth in Saturday’s Section III Class B championship game at Utica Memorial Auditorium on the line. The Cobras have seethed ever since the Lakers crushed them 73-42 in the regularseason finale on Feb. 18, and the Class B tournament bracket offered a chance at revenge in

the sectional semifinals, the same round where Grimes beat Skaneateles in double overtime a year ago. To get that chance, though, the Cobras, with the no. 5 seed, had to upend no. 4 seed Bishop Ludden at Geddes in Friday night’s Class B quarterfinal. And thanks to another star turn from senior Mike Stone, Grimes got it, beating the Gaelic Knights 55-49. It appeared, at first, that home-court advantage for Ludden would matter a lot, since it had beaten Grimes 57-55 on this same floor Dec.

22 – though the Cobras did win the rematch in East Syracuse. Stone, starting his last playoff go-round, had a rough first half, unable to find himself open. Fortunately, the Cobras’ defense was sound, and it kept the game tied, 22-22, going into halftime. Once the third quarter started, so did Stone. Nothing Ludden tried on the defensive side worked as, on everything from drives to the basket to successful 3-pointers, Stone converted. He had all 19 of his team’s points in that period. All told, Stone had 29 points, and did not have to work alone as Mike Sugamosto chimed in with 12 points and Casey Evans added eight points. On Ludden’s side, Young led with those 18 points, but no one else could match Stone’s hot streak as Casey Ganley (11 points) and Dan Kaigler (nine points) trailed. Right from the moment the sectional tournament started, Grimes was facing challenges, as the no. 5 seed did not provide many favors.

For the opening round last Tuesday night, the Cobras met no. 12 seed Holland Patent, who had faced Class A competition all year within the Tri-Valley League. It took four quarters of effort for the Cobras to eliminate the Golden Knights 78-65. Nothing like this appeared possible in the first quarter, when HP managed just six points. As the pace quickened, the Golden Knights started to convert on a regular basis, and Grimes only carried a 34-24 lead to the break. The third quarter, as it turned out, proved decisive, as a diverse Cobras attack hurt HP and the margin grew to 56-39, which allowed Grimes to withstand a late Golden Knights push. Having knocked out Ludden, Grimes now turned toward its semifinal Tuesday at Onondaga Community College against Skaneateles, trying to turn around that 31-point blowout in a span of less than two weeks in order to get to Utica for the final against Westhill or Marcellus. If you’re in the market for a recreational vehicle, look no further than the 41st annual Central New York RV Show this March 3-6 at the New York State Fairgrounds. “It’s a great place to come if you’re interested in an RV, whether you’re just starting to look or if you’re seriously looking at buying one,� said Paul Oot, owner of Seven-O’s RV Way in Cicero, one of the participating dealers. “Everything is indoors. There’s a huge variety of models in every price range. Tickets for the RV show are $9 for age 16 and up; kids 16 and under get in free and receive a free Kid’s Camping Meal. “As far as special pricing goes, on Thursday, tickets are half-price, and Friday through Sunday, you can get $2 off your ticket by going to our Web site at cnyrvshow. com,� Oot said. In addition, if you attend the show Thursday, you can come back any day for free. Free shuttles will take visitors to and from the parking lot and between buildings. Boy Scouts and Girl Scouts will be on hand to greet visitors, help on the shuttles and give demonstrations. Yogi Bear…Family fun-close to you! Jellystone Park marks 41st year

asked us to take Yogi to a holiday event in Rochester on Dec. 2. It was a tree lighting and a variety of family activities. We spent about two and a half hours meeting and greeting families. Yogi kept the children busy while waiting to have their picture taken with Santa. Yogi and Boo Boo traveled to Carousel Mall for the opening night of the new movie. They were on a red carpet as they greeted movie-goers. Later they were asked to ride the carousel with the children. It was difficult to move through the food court both Friday night and Saturday because so many children and adults wanted their picture with the bears. Saturday, when someone on the carousel spotted Yogi work his way for aother ride, a loud “Yogi Chant” was started that certainly got some attention. They also rode the glass elevator and the escalator. What a great experience for all of us,” said Barb Lighthall. Yogi Bear’s Jellystone Park is located at 601 County Route 16, Mexico. Open since 1970, Yogi Bear’s Jellystone Park offers fun activities for families wishing to “get away,” relax and enjoy being outdoors. Weekends from May 1 until the end of October are planned around a different theme. The recreation staff provides planned activities seven days a week from June 24 until Labor Day Weekend. A typical day includes flage raising with Yogi Bear, wagon rides, crafts, field games and time with both Yogi Bear and Boo Boo. Camping facilities include both campsites and cabins. Miniature golf, gemstone mining and Water Wars are open to the public every day. Cindy’s Kitchen, serving meals and ice cream, is located in the large Ranger Station. Also located in the Ranger Station is a fully-stocked store for gifts, RV/camping supplies, hardware and souvenirs. Propane is sold by the pound and metered. Jellystone Park will host an open house on June 35. In addition to tours of the park and facilities, there will be wagon rides, children’s activities and a craft show. There will be a fundraiser for the Mexico Fire Department. Local firemen will be taking on all challenghers for the Water Wars battle. William Kingsley, 92 Army veteran of WW II

William Arthur Kingsley, 92, long time resident of Fyler Road, Kirkville, passed away Tuesday Feb. 22, 2011, at his home. Bill was employed as a brakeman for Penn Central and Conrail for over 30 years retiring in 1980. He was a U.S. Army veteran of WW II. Surviving are his wife of 39 years, Sarah May Kingsley, two sons, Ronald L. (JoAnn) Kingsley of Kirkville and David A. (Jeanette) Kingsley of Chit-

tenango, 2 step-sons, Archie (Darlene) Fisher and Allan (Ann) Fisher all of Spafford, a daughter Cheryl Ackley of McGraw, a stepdaughter Nancy Mitchell (David) of Spafford, six grandchildren, 12 stepgrandchildren and several greatand stepgreat-grandchildren. He was predeceased by a son, Arthur W. Kingsley in January 2011. Graveside services will be in the spring in the Fyler Settlement Cemetery.

A lot can change in six days - just ask the Fayetteville-Manlius girls basketball team. Not even a week after getting flattened at home by Corcoran, the Hornets gained the sweetest possible revenge by going into the Cougars’ home gymnasium Thursday night and earning a 56-50 victory in the Section III Class AA quarterfinals. That win sent F-M ahead to meet no. 3 seed Utica Proctor in the AA semifinals Tuesday night at Whitesboro, as the Raiders dismissed Baldwinsville 59-42 to get this far. Whoever won here will meet Cicero-North Syracuse or CBA in Sunday’s final at Utica Memorial Auditorium. In the regular-season finale on Feb. 18, F-M got pushed around by Corcoran in a 67-44 defeat, which helped tumble the Hornets down to the no. 7 seed for the AA tournament - right into the bracket of the Cougars, who held the no. 2 seed.

And after dismissing no. 10 seed West Genesee 51-39 in Tuesday night’s opening round, the highly-motivated Hornets took aim at Corcoran and, from the opening tip, put together one of its most complete efforts of the season. On the offensive side, F-M had near-perfect balance between the inside play of junior Kiley Shoemaker and the perimeter work of senior Ali Pliszka as it quickly seized the lead. Combine that with a defense that locked in and kept Corcoran from establishing its own rhythm, and it produced a 28-20 lead for the Hornets going into halftime. To get that second chance with Corcoran, the Hornets first had to defeat West Genesee. And while it was far from smooth, F-M did pull it off. The no. 5 seed Brothers squeaked past no. 4 seed Liverpool, 47-46, in Thursday night’s Section III Class AA quarterfinal, trailing most of the night before Ellen Voorheis sank two free throws with 13.1 seconds to play. Then it had to watch as the Warriors’ Sydney Califoux missed a close-up shot as time ran out. This came less than a week after CBA had secured the OHSL Freedom National division regular-season title by rallying in the last minute to beat Jamesville-DeWitt 46-44. Then, as now, Voorheis put in the winning points in the final minute to rescue the Brothers after it was behind through much of the contest. CBA had met Liverpool back on Dec. 17, during the Traci

Popular alternative to nursing home care thrives in CNY

Who would have dreamt that one of Central New York’s most popular alternatives to traditional nursing home care today originated nearly 30 years ago on the west coast of the United States? PACE CNY, Loretto’s popular Program of All-inclusive Care for the Elderly in cooperation with St. Joseph’s Hospital Health Center, is based on the national PACE model created in 1973 to help the AsianAmerican community in San Francisco care for its elders in their own homes. It provided an innovative way to offer and coordinate a comprehensive array of medical services, physical and occupational therapies, nutrition, transportation,

respite care, socialization and other needed services using home care and an adult day setting. In 1994, Loretto determined that it would pursue development of a PACE program in Onondaga County. PACE CNY officially opened its doors on December 1, 1997, and has since expanded to include two full PACE Day Centers serving a current census of more than 400 enrollees. According to the National PACE Association, the typical PACE participant is over the age of 80, lives alone or with relatives, and requires help with personal care and with activities of daily living to maintain safety and security. Approach One of the unique aspects of PACE CNY is its interdisciplinary team approach to providing or coordinating care of those people who are nursing home eligible and are age 55 or older. Every weekday morning the team gathers for “Morning Meeting,” where they discuss any findings or concerns about each individual participant’s health and well being. Excellus BCBS awards hospitals $19 million for quality improvements Fifty-two upstate New York hospitals last year earned more than $19 million in quality improvement incentive payments from Excellus BlueCross BlueShield as part of the health insurer’s Hospital Performance Incentive Program. In the past two years, quality performance incentives from Excellus BlueCross BlueShield have exceeded $40 million. “By tying our payments to these hospitals to improvements in health outcomes and patient safety, we’re helping assure that our members and all others get the best quality care and the most value for their health care dollars,” said Carrie Frank, vice president of quality and health informatics at Excellus BlueCross BlueShield. Eight hospitals in Central New York participated in this program in 2010, including Community General Hospital, Cortland Regional Medical Center, Crouse Hospital, Massena Memorial Hospital, Oswego Hospital, Samaritan Medical Center, St. Joseph’s Hospital Health Center and SUNY Upstate University Hospital. “Working with Excellus BlueCross BlueShield complements our robust quality improvement program at Upstate University Hospital,” said James Legault, director of clinical practice analysis and infection control at SUNY

Upstate University Hospital. “The ability to combine our goals with Excellus BlueCross BlueShield works well for both organizations.” Launched in 2004, the HPIP program evaluates participating hospitals on more than 300 performance measures. Patient Safety – Focused on reductions in hospital-acquired infections, improved medication reconciliation processes and National Quality Forum Safe Practices. Efficiency – Focused on generics utilization, length of stay and readmissions. “Having a financial incentive to improve quality has resulted in participating hospitals consistently scoring higher

on CMS Quality Measures than hospitals whose payments are not at-risk,” said Frank. CMS is the federal agency that administers Medicare, Medicaid and the Children’s Health Insurance Program. The residents of Springside can enjoy many fun and informative community programs brought right to their door on a regular basis. Whether it’s taking part in a creative writing program taught by a SUNY Oswego professor, or an osteoporosis exercise program, the nearly 70 residents have many programs available right where they live. The residents also enjoy many theme dinner parties throughout the year. Some of their favorites are the upcoming Mardi Gras, and the traditional St. Patrick’s Day Party where they’ll enjoy entertainment and the traditional fare for the event. In turn, community organizations utilize Springside’s facilities when holding functions. Springside hosts between 40 and 50 events each year, for organizations including local service clubs, church-related groups, retiree groups, and SUNY-Oswego programs. The facility is also often the location for many Oswego Health functions such as board meetings and social gatherings. Then there are the ever popular Soup Lovers luncheons held October through April the second Wednesday of the month. These luncheons, which are open to the public, attract as many as 200 individuals each month. In addition to the Soup Lovers events, there is a strawberry Festival held in mid-June and summertime hotdog luncheon events. “These events keep our residents connected with the community,” said Vice President/COO Teresa Ferlito. “Their interest is always piqued as to what organization is using their beautiful facility to host a meeting or dining event.” Springside residents enjoy the delicious meals prepared for them by the in-house chef. They have input into the menus and are encouraged to share their favorite recipes with the kitchen staff. Other interesting programs are held for the residents. Selected presenters talk about a favorite topic to the residents, which would be either health-related or on a hobby. The presenters are typically local individuals. “These workshops encourage our residents to use their talents and helps them maintain their social lives,” Ferlito said.
