Romanian woman killed on her bicycle in latest EN125 tragedy
A
avira council has announced plans to build a new bridge over river Gilão.The structure will replace the town’s military bridge, constructed 26 years ago as a “temporary” solution to keep traffic flowing after a flood damaged Tavira’s old Roman Bridge. The project is in the hands of A2DP Consult – Estudos e Projetos, Lda and will cost nearly €32,000.

Police collar Tavira’s alleged runaway drug dealer in Aveiro
J criminal police have arrested a 47-year-old man allegedly linked to the two-tonne shipment of hashish seized from a boat in Tavira in February. Five men were arrested shortly after
the drug bust, but PJ police “knew another was on the run”. The man was finally arrested in Aveiro, central Portugal, on March 31st. The PJ says, all involved are believed to be part of a national network.

The drugs seized in Tavira were shipped in on a boat crewed by three men and left inside a parked truck on the banks of the Gilão River. The plan was likely to smuggle the drugs into Spain, said the PJ.
Happy Birthdays!
M Queen Elizabeth II, who in September last year surpassed her great-great-grandmother, Queen Victoria, to become the longest-reigning British monarch, celebrates her 90th birthday on the 21st April . A few days later, a regular visitor to Tavira, Irene Bridges from Greenford (Middlesex), will also celebrate her 90th birthday as she joins her daughter Christine Wright and friends in the Algarve for a day of festive fun! Irene will then return home for another birthday bash with family and friends at the Royal British Legion Club in Greenford. As a 13 year-old Irene was evacuated to Luton at the outbreak of World War II in September 1939. Her parents visited her several months later only to find her living close to a munitions factory and gasholder! They immediately whisked her back to London where she lived through the blitz before being conscripted into the British Army, and like Her Majesty, serving her country towards the end of the war. We send heart felt birthday greetings to Her Majesty and Irene on their very special days.

Tavira to build new bridge over Gilão
47-year-old Romanian woman was killed in another tragic accident on the EN125 road between Faro and Olhão on Wednesday morning (March 30). The woman was riding her bicycle to work when a Peugeot hit her from behind, projecting her onto the car’s windshield. Police are investigating the causes of the accident. Tyre marks on the road seem to indicate the driver slammed on the brakes shortly before hitting the woman. According to TVI, the victim lived in Olhão, had a husband and child and often used her bicycle to get to work. The accident happened at around 6.30pm.

The Passionate Pilgrim
oin Phillipa of Lancaster and her son Prince Henry the Navigator on a medieval romp along the Pilgrim’s Way from Sintra to Santiago de Compostela. With a cast of eleven and written entirely in rhyme, many outlandish and amazing religious experiences take place! Accompanied by a group of courtly ladies the pious Queen determines to read a story from the Canterbury Tales each evening. A relative and huge admirer of Geoffrey Chaucer, she is thrown into shocking turmoil when every character turns out to be more lewd and irreligious than the last! Amongst an assortment of suspect people there is a voluptuous woman in an amorous embrace, an archdeacon running a brothel and a corrupt friar. Using recent academic research the play challenges widely held views about the private life of Prince
Henry and the androgyny of Chaucer’s Pardoner. Written for a broad-minded audience the production will evoke laughter and surprise whilst accurately representing medieval times and superstitions. Health
Positions of the 21st century How todays way of life can affect your posture and your health?
A
fter nearly a year working on physiotherapy and having made many functional assessments, I'd say that in over 50% of the cases I could find a common problem in all of them: Principle of kyphosis chest / cord. What's chest hyperkyphosis? It is increased anterior concavity of the dorsal spine. Why does this happen? 1. In most cases it is due to adopting awkward postures for prolonged periods (watching TV, over use of mobile phones, poor postures at work for long periods) or damage to the paravertebral extensor muscles. This was described by Vladimir Janda in 1982 as "superior crossed syndrome," where we find certain muscles are over-activated, and others not at all, producing a muscle disfunction. 2. Common back pain, such as Tuberculosis, infections of the vertebra or vertebral compression fractures due to osteoporosis. 3. Aging. With age, the structures become weaker and less able to sustain the weight of the torso. This type of kyphosis can be improved with a postural reeducation. 4. Too much training of the upper body (anterior chest and shoulders, biceps, etc). For all those kids who
8
abuse bench press, push-ups, front elevations, etc., and do not perform posterior chain training to compensate all that work could eventually suffer a shoulder anterior translation, ie, the head will move forward in the glenoid, which add the risk for pronounced dorsal kyphosis. It is very important to train the whole body, or rather, by motion vectors, and not get any muscle group, and if we can also do some work to compensate gravitational forces and poor posture to which we are subject constantly, even better. What exactly happens in the muscles? The human body is a machine able to adapt to all that we demand and able to reach unimaginable limits. Just as muscle strength can be tripled when we are in extreme situations, the opposite can also happen. A sedentary lifestyle and lack of activity, inhibits more muscles than normal, creating an unhealthy posture. Due to bad posture habits adapted by our new way of life, this is becoming more common due to the number of hours that we spend in front of mobile phones, television and computers. All these cases have in common the same muscular decompensation, as indicated by Janda through the "upper crossed syndrome."
Elongated muscles: 1) Front side: deep neck flexors. 2) Back: lower and middle trapezius, rhomboids and serratus. Shortened muscles: 1) Front side: pectoralis major and minor. 2) Back: upper trapezius and elevator scapula. How to recognize it? It's simple, observing the subject in profile, the increased curvature in the form of "hump" in the upper back is perceived. The most common symptoms are: Lack of mobility in the chest, shoulders and neck. This can be checked with a simple test called "Wall slide". Feeling of pressure or pain in the upper back and neck. The pain is aggravated by standing or sitting for a long time. The pain is relieved by movement and usually an active time disappears. Respiratory volume decreased. How to prevent and cure Next, we need to develop a plan to reverse forward head posture as when the head is held in front of the optimum position, the neck can hurt. When the posterior neck muscles do all the work against gravity to keep your head up, your muscles get stressed and upset. Visit Fisioclube we can improve your quality of life!

Nestled in the beautiful countryside just outside Luz de Tavira, you will find the impressive Vilacampina.
LUXURY HOME A dream of the charismatic and charming Sofia Bacelar Moura Borges, Vilacampina Guest House is a small hotel where Guests are made to feel at home and enjoy a simple, friendly and truly exquisite atmosphere. Having bought the land in 2001 Sofia, originally from Lisbon, had always wanted to fulfil her dreams of working and living in this beautiful part of the world. As a child she and her family had holidayed in nearby Fuseta, an area of remarkable natural beauty, and after spending many years successfully working in

the magazine industry within home fashion and textiles, she and her then husband decided to look for the right plot. Given limited success with local Estate Agents Sofia unperturbed, chatted to locals and one day an older lady asked her to follow her on her bicycle from a local coffee shop. She led Sofia to a small for sale sign at the side of an old road and onto the land of a very old Quinta. It had no running water, the original farmyard outbuildings and thousands of pigeons that the owners kept. That was it, this was “the perfect
location, surrounded by orange groves, peaceful, and relaxing with fabulous views both to the sea and the hills. After demolishing the old building and with help of Brazilian architect and friend Angelo de Castro she set about creating a modern and contemporary place in which guests would have an unforgettable stay. Opening in 2005, Vilacampina was one of the first elegant, modern houses for visitors to stay in the area and with her vision it has a feel of sumptuous, modern, crisp elegance with a homely relaxed feel. Handmade chocolates, mineral water, fresh fruit and freshly prepared cookies are a daily delight for guests when they return to their room. Light lunches and sandwiches are prepared for those who prefer to stay around the splendid pool and house. Sofia explained, “We have guests returning year on year who adore the homely feel and the outdoor space, feeling at one with the peace and tranquillity of the countryside with
the modern crispness of their own contemporary home.” Having earned wonderful reviews from individual guests as well internationally respected travel writers, Vilacampina has been summed up, and after visiting, The East Algarve Magazine cannot agree more: "Vilacampina literally has it all". You’re close to some of the Algarve’s best beaches, in amongst olive and citrus groves, yet far, far away from the bustle of tourists. Vilacampina is a great spot to linger; wander through the garden to the pool, help yourself to a drink at the bar, soak up the sun on padded loungers or read in the shade of a parasol. Candle lanterns come out at night, when the palm-graced garden takes on a real feel of Arabian Nights. anta Luzia so often crops up in conversations that I have with readers of this magazine, so I thought I’d take the opportunity to have a sunny afternoon stroll aound it myself. I parked on the promenade and took in the beautiful view of the Ria Formosa; very pretty and still with a few boats bobbing about on the water and the occasional laid back fishermen. Santa Luzia is renowned
14
as the “Capital of the Octopus” and has several highly recommended fish restaurants. I went on a Monday, when many fish restaurants are closed, but the few that were open had terraces full of English and Portuguese locals, soaking in the lovely views and ambiance. It is quite rustic but the buildings are beautiful and very clean, with friendly people, as you so often find in these villages. I loved the litter bins, shaped like ship

funnels. Branching off of the main promenade into the back streets, there are some lovely old houses with quaint features such as the tiles shown, depicting Saints and family names. You'll also find more restaurants, a church and cafes. A particlular favourite is 'A tasquinha do Bruno' which we recently featured, serving a great selection of Wines, Gins and Tapas. Further along from Santa Luzia you’ll find the

area of Pedras del Rei, a small, pretty tourist resort where you’ll find a small wooden pontoon across the Ria Formosa marshland. You can take a stroll, or for a small fee, catch the minature train over to the enormous Barril beach. The train is definitely popular with young children. Barril beach is on Ilha de Tavira. Ilha de Tavira is about 18 km long and Barril is about in the middle of it. Walk left, to the east, and you will

Tours come to Santa Luzia’s beach, Terra Estreita; there is a ferry across to it from Santa Luzia, but I think this only runs in peak season. Where the train pulls up at Barril beach, you arrive at an old tuna factory. The buildings are still standing and have now been converted into cafes, restaurants, toilets and other facilities for tourists. You will see further evidence of the old tuna factory in the remains of just one of the old wooden boats, in a ‘graveyard’ of huge iron anchors and in rusted metal cable occasionally protruding from the dunes, all of which was used to secure the massive tuna net to the sea bed. At the entrance point, the beach is invariably busy in summer. But walk either way, especially to the right, and you will find acres of space on which to prop your brolly and stake your claim for the day. Also to the right, you will come to the only officially sanctioned nudest beach in the Eastern Algarve.

eading straight off of the Roman Bridge in the heart of the beautiful, historic City of Tavira, you will find one of the most quaint and traditional alleyways. Steeped in history, in particular this walkway tempts you with aromas of fine cuisine. Restaurant Abstracto lies a few meters from the bridge in a beautiful sun filled setting. Abstracto is very individual, modern yet full of character, with a stylish shabby-chic feel. Eduardo and his team provide fabulous lunch and dinner menu’s all traditionally home cooked, with seasonal and local ingredients, using recipes handed down through generations.

Eduardo explained that after leaving school he went into the hotel industry focusing on reservations, but with the guidance of a friend and mentor he was encouraged to become more involved in the restaurant and maître d'hôtel. He enjoyed this side of things very much and after spending 12 years with Princess Cruise Lines and as head waiter for many of the top hotels in Portugal, when the opportunity arose in Tavira he set about turning his skills to Restaurant Abstracto. “The building was built by French people very many years ago and had once been a bar and then a restaurant” he explained. The ambience, both outside and in, is relaxing and informal and the decoration is fun, bright, with a
unique flair. Together with fantastic customer service skills, you can enjoy an array of fresh fish, steak, pork, chicken, beef, shrimp and traditional rice dishes as well as lamb chops, “a particular favourite”. Abstracto chefs are also trained to serve gluten free and superb vegetarian dishes all freshly prepared. Why not try the mouth watering monkfish and prawn kebab with salad and fries together with a fabulous choice of wines. They also cater for special occasions, parties and groups whether outside or in. Expert advice from Robert Bijker, director of Land and Houses Algarve.
F
oreign exchange rates can be volatile and unpredictable. A weak Euro can be a benefit to buyers from outside the Euro zone but can cause a headache for vendors who are returning to their country of origin and need to exchange the proceeds from the sale to purchase a house back home. There has always been a large number of English buyers and sellers of residential and buy to let properties in the Algarve. However, Sterling has recently lost some of its strength which is a benefit for vendors who want to move back to the UK. But what impact has a strong or weak currency, is it a curse or a blessing? In April 2015 we had a relatively weak Euro which made it easier for buyers from the UK to purchase a property. However, a year later the Euro has recovered due to a weak economic recovery in the Euro zone in combination with the possibility of a Brexit. For a buyer from the UK this is less favourable, but for a vendor who would like to sell and move back to the UK this offers a window of opportunity to capitalize on the current weakness of the pound and convert Euros to Sterling. A British homeowner in the Algarve just needs a buyer from the Euro zone, of which there are plenty of at the moment. The
www.eastalgarvemag.com
increasing number of buyers from Northern Europe is in part due to the low interest rate environment we are experiencing where the return on savings is low and investment in property is an attractive alternative. This is particularly true for property in the Algarve where prices have only started to rebound from their lows in the 2nd half of 2015. But it is also in part due to the success of the NHR program (non habitual residency) which offers a 10 year tax break for qualifying individuals. As a British vendor/buyer sooner or later you need to take the prevailing FX rate into consideration when accepting or making an offer. Once the offer is accepted you need to plan how and when to fix your rate. When the proceeds from the sale are needed to make a purchase back home, it is advisable to secure the rate when you receive your down payment. The current strength of the Euro is a benefit. The balance you receive in the future when you sign the deed can be secured today with a forward trade. The extent to which this rate differs from a spot
rate depends on the interest rate differential between both currencies. You may need some guidance on this matter. It is no secret that banks do not offer competitive rates. Consider the cost saving alternative offered by various specialist FX companies who also provide a better service, often leading to thousands of Euros in savings. Some have representatives in the Algarve who can meet you in person to discuss your requirements. If the proceeds are not needed for reinvestment, there is another option if you do not like the current exchange rate. Simply keep the Euros in your bank account either in Portugal or back home (just ask your bank to open a Euro account for you). In 2008 Sterling was trading versus the Euro almost at parity (1.022). In April 2015 the cross rate was 1.38, an increase of 34%. Today’s cross rate at 1.27is a decrease of 8% versus a year ago. A strong or weak currency can be both a blessing and a curse; it just depends on your circumstance. Lastly, currency markets can be
volatile. Once you have reached agreement about the transaction price, signed the promissory contract and have received the down payment it is important to secure the exchange rate. Not securing your exchange rate leaves you open to speculation, which is nice if a currency moves in your favour but when it moves in the other direction it is usually a disaster. eet the artists, sculptor Wolfgang Spengler and ceramic artist Alexis Strong at the Artists’ Receptions on Friday, April 15 and Saturday, April 16, from 16:00 to 19:00. Wolfgang Spengler carves in marble, alabaster and other stone and wood, displaying a versatile talent through a vast range of subjects - from animals and human figures, to sea life and fossils. Alexis Strong creates hand-built ceramic vessels which ‘evoke an ancient, anthropological and ritual ancestry,’ with their unglazed and richly textured surfaces. The André Pilante Gallery Space is located a few steps from the Praça de Republica behind the Camára Municipal, on Rua Amalia Rodriguez. The exhibit runs from April 15 through April 30. For more information please call 966 604 426. ARTISTS’ BIOS Wolfgang Spengler was born in Stuttgart, Germany, and has been living in the Algarve for 12 years. He is the owner of a Dental Technician Laboratory. As an artist he designs and sculpts in marble, soapstone, alabaster, and wood. Through his profession as a master of detailed work he was always keen to translate that skill to a wide variety of subjects in sculpture. Wolf has sold his work all over Europe and the Algarve. Alexis Strong began working in clay over 20 years ago in Santa Fe, New Mexico, which is the second largest art market in the United States. Her work was represented in several galleries in the US. In 2014 she moved to the Algarve to be near family. She has set up a studio space in Tavira and has been building a body of new works, which will be exhibited at the Tavira show. Alexis has sold her work throughout the United States and in Japan.

An exhibit of sculpture and stoneware clay vessels will be on display in April at the André Pilante Building, the public gallery space in Tavira.

What’s different about Portuguese Gardening to UK gardening?
I
have had many years horticultural experience before moving my business to Portugal from organic farming to an estate head gardener, and I have noticed since being here I have been asked by many people what plants are suitable for the Mediterranean climate. With this question in mind I have decided to dedicate this article to trying to cover some of the options available to you and suggest some of the plants that will give you a garden with a good display all year long. The Algarve’s coastal plain where most expatriates buy properties in Portugal is hot every summer and sunny most days of the year. Rains come mostly in the autumn and spring (sometimes). Most of the coastline is frost free except for some north facing mountainsides but frosts can be experienced in the coastal mountain valleys just fifteen minutes from the coastal plain. We enjoy what's known as a Mediterranean climate, so living in this climate, we have an enormous selection of plants available to us. Plants from all the other Mediterranean zones thrive here. These plants survive our dry summers thanks to features that help them endure long periods without water. Some drought-tolerant plants, like rosemary and lavender, have small or needle-like leaves. Others, like Artemisia, have gray or silver foliage. Some have a waxy coating on their leaves or, like succulents, have the ability to store water. Shrubs to consider include glossy Abelia (Abelia grandiflora), with its gracefully arching branches and clusters of bellshaped flowers in summer and fall. New Zealand flax (Phormium tenax) is a wonderful architectural plant in any garden.
www.eastalgarvemag.com
35
Gardens
You can find Phormiums in shades of green, yellow, pink and bronze or striped in several of these colors. They vary in size from miniature to gigantic. The spiky varieties do better in full sun, while the droopy varieties will tolerate shade. Escallonia is a neat, glossy-leaved, fast-growing evergreen shrub with a long bloom period. Rockrose (Cistus), another evergreen shrub, thrives in adverse conditions and provides showy crinkled flowers from spring to summer. Other classic Mediterranean shrubs that do well in the Eastern Algarve are the many varieties of rosemary (Rosmarinus), wild lilac (Ceanothus) and lavender (Lavandula). Spring flowering gems include the squat and spire like blue, white and if lucky red flowered varieties of the Pride of Madiera echiums and red flowered bottle brushes. Summer special effects include the highly perfumed frangipanis and the lady of the night, continuously flowering plumbagoes and the marmelade bush streptosolens, while the yellow spires of cassias add distinction to summer and autumn flower beds and banks. Vines are a mainstay of the Mediterranean garden, useful for beautifying a stucco wall or covering a fence. Bougainvillea is a vigorous climber that provides exuberant summer color, but it needs frost protection. Trumpet
36
vine (Campis radicans) is a rampant deciduous vine with scarlet flowers from summer to fall. Potato vine (Solanum jasminoides) is fast growing and festooned with small white flowers almost year round. Other favourites are exotically coloured South American passion flowers, mandevillas/dipladenias, and jasmine - especially the most perfumed pink tinted variety. The latter often planted alongside entrance gates to give a special Portuguese welcome to guests. Grasses make a valuable contribution to the Mediterranean garden with their narrow leaves and plumes of flowers. Deer grass (Muhlenbergia rigens) forms a dense clump of green leaves with stalks of white flowers. Mexican feather grass (Stipa tenuissima) has graceful arching leaves with flowers in early summer. Purple fountain grass (Pennisetum setaceum) adapts well to dry locations. Its stems are topped with fuzzy, coppery-pink flower spikes. The list of Mediterranean perennials is almost endless. Some favorites for the Eastern Algarve are catmint (Nepeta faassenii or N. mussinii). Sage (Salvia). Beard tongue (Penstemon), wallflower (Erysimum), yarrow (Achillea) and society garlic (Tulbaghia violacea). When it comes down to plant choice you will see that although many plants can survive drought and hot
sun, gardens which have adequate irrigation systems installed can almost grow most plants we have been used to back in the UK and to help you decide what to grow the list below shows you some of the options available to you, and now with the increase in garden centres in the Algarve the possibility of getting what you want is now increased. Abronia villosa-Desert sand verbena Abutilon Abysia triphylla-Lemon verbena Acanthus mollis Aucuba Japonica (Shade) Azalea (Partial Shade) Berberis Buddleia Callicarpa Cestrum Choisya Cotoneaster Dahlia Elaeagnus Euonymus Hydrangia Hypericum Lavatera Leptospurnum Lonicera Mahonia Nandina Pieris Pittosporum Potentilla Pyracantha Rhododendron (Partial Shade) Weigela

Portugal Taxation In 2016
t is a time of change here in Portugal, with a new government, but in terms of taxation 2016 is not looking that different from 2015. INCOME TAX AND SURCHARGES The progressive tax rates are unchanged since 2013, and range from 14.5% (for income under €7,000) to 48% (for income over €80,000). Solidarity and surtaxes, introduced
Income arising from assets held in jurisdictions listed on Portugal’s tax haven ‘blacklist’ is taxed at a higher rate of 35%. This includes the Channel Islands, Isle of Man and Gibraltar. under austerity measures, currently take the top rate of tax to 56.5%. The good news is that the government has confirmed this is the last year these two surtaxes will be applied. INVESTMENT INCOME Investment income (interest, dividends, capital gains etc.) and rental income is taxed at fixed rate of 28%. Portugal residents can opt for the scale rates of tax instead, but once you choose this for one source of income, it must apply to all sources. INCOME FROM ‘TAX HAVENS’ Income arising from assets held in jurisdictions listed on Portugal’s tax haven ‘blacklist’ is taxed at a higher rate of 35%. This includes the Channel Islands, Isle of Man and Gibraltar. There are alternative arrangements which are approved in Portugal and provide attractive tax benefits.
38
TRUSTS Since January 2015 Portugal taxes distributions from fiduciary structures such as trusts made to individuals resident in Portugal. A trust can still be effective for estate planning purposes. However, if and how you should use a trust, and combine it with investment arrangements, depends on your circumstances and objectives. CRACKDOWN ON TAX EVASION We expect the new government to carry on its predecessor’s fight against tax evasion. Over the next two years it will start to receive information on residents’ overseas income and from 93 jurisdictions around the world. It will be able to compare tax returns against the information received. Earlier this year it was reported that the government was considering a move to obtain the bank balances of every taxpayer FUTURE TAX REFORMS? The government has promised to reduce taxes and ease austerity – not an easy balancing act. It may need to find other ways to increase tax revenue in future, and one way could be to impose higher capital taxes on the wealthy. We have seen this happen in other European countries. There are legitimate tax efficient investment structures available which have largely been unaffected by changes brought in by European governments and which are worth considering in Portugal. Your estate planning, tax planning and investment planning should all be considered together. You should have a tax informed investment strategy, based on a thorough understanding of the tax landscape. Look to protect
your wealth for the long-term, for yourself and your family. There are many opportunities available to residents of Portugal to help you do just that, if you take specialist and personalised advice. Summarised tax information is based upon our understanding of current laws and practices which may change. Individuals should seek personalised advice. Managing your International payments
aster came early this year and as Spring arrives and we enjoy the lighter evenings, does this mean we can start enjoying a stronger Pound, I would say not yet. April will see the UK banks competing to offer the best interest rates for your tax-free savings. As seen this time last year, bank interest rates are still low and most offer below 2%. This is due to the Bank of England keeping its base rate at 0.5% for the foreseeable future, which in turn has an impact on the exchange rates we are seeing. As the momentum gathers pace for UK referendum, as to whether to stay in the EU or not, we are seeing the pound weaken increasingly against the Euro and the US Dollar.
Once upon a time, we were able to see a trend in the markets; and when certain economic data was published we had a good indication of where the rate was going to be. In these changing and volatile times, this is not so easy to predict. We are seeing that any piece of news concerns investors and see them jumping from one currency to another for security. This of course causes the volatile market, which is why at times we can see the GBP/EUR move over 100 points in one day. For example on the 22nd March we started the day with the GBP/EUR at 1.2780 and by 2pm it had gone down to 1.2640, on £1000 this is €14 difference, and on £10000 €140. With markets hard to predict and the
uncertainty over the ‘Brexit’, if you have any currency needs, talk to a specialist; we are here to help you secure the best rates and at the right time for you. T
he IRS delivery time has begun and will run until the end of May. There are several ways that you can use to deliver your personal income tax return, different dates that you need to know and various annexes that you need to fill, depending on your income streams. So it’s time to clarify some of the questions you may have concerning this important task. In which form can I submit my IRS tax return in Portugal? The submission of the IRS for 2015 can be done in paper at the local tax office, through post, or via the tax portal. However the most advisable way is to give this job to your accountant or tax adviser. He will make simulations before filling the forms, analyze and compare your tax return, before submitting it, making sure you are paying the legal minimum. When do I need to submit my IRS tax return in Portugal? In April for all those earning only pensions or salaries, from Portuguese source. In May for all the others cases. Who needs to fill an IRS tax return in Portugal? Only those that have earned salaries

or pensions, from Portuguese source lower than 8.500€ per year, and when there wasn’t any tax deducted on source, may be exempt and or in case the income is from a food pension and this was less than 4.104€. Please note that this only applies for individual declarations, if the option is for a joint tax return there are no exceptions. Do I fill a joint return with my partner or a single one each? This year you can choose to do it either way, so it’s important to ask your accountant to simulate the two scenarios and see what is more advantageous to you. What happens if I forget to file a return or do it incorrectly? It’s important to be aware that the fines for non-compliance with the dates, can be very high. Fines can go from 37.50€ to 112,50€ for a delay of 30 days. However depending on the type of miss conduct, mainly fraud, fines go from 375€ to 22.500€. I’m non-resident, do I need to submit a return? First of all, are you sure that you are non-resident? Do you have a fiscal representative? If not, where do you receive your IMI council tax bills? If
you receive them at your property in Portugal, then most likely you are resident for tax purposes in Portugal. If you are non-resident, then you will only submit a IRS return in Portugal, if you have income from Portuguese source. When do I need to pay my IRS? After you submit your tax return the tax authorities will validate your declaration and you will receive a tax bill in the post, giving you 30 days to pay. Please note that if you intend to be away during the warmer months and don’t have a fiscal representative to receive your bills, you will incur monthly interest charges and penalties, if paying out of date. SOME SUGGESTIONS TO MAKE YOUR IRS THIS YEAR A STRESSFREE TASK We strongly advise our customers to prepare everything on time, in order to complete this process smoothly: PASSWORD: Make sure you and your partner have a password to access the Tax Portal. If you do not have one, request a new one immediately; COPY OF ID AND NIF: for you, your partner and any dependents you may have; DECLARATIONS OF INCOME: gather the statements of income and
www.eastalgarvemag.com
withholding taxes; BANK ACCOUNT: your IBAN will be necessary to include on your IRS return and will make any tax refund much quicker. CGT: if you have sold a property in 2015, make copies of the deeds (for purchase and for sale) and gather invoices for the real estate commission and home improvements. These can be deducted against any capital gain tax. Remember if you have a resident status but your income was earned abroad, you have to deliver along with the tax return the ‘J’ Annex which discriminates the values received abroad. There are taxation agreements in place between Portugal and several countries to avoid double taxation, so the impact this will have on your IRS will depend on several factors. If you are registered as a non-habitual resident, don’t forget you will need to fill in the Annex L. And remember, we can assist you with all this bureaucracy, please feel free to book an appointment with us and avoid any late submission fines.

Pool saver
S
Is your pool costing you more than it should?
wimming pools are a minefield when it comes to upkeep and repair, so I have decided to bring together some of the Algarve’s leading pool specialist and bring you the opportunity of countless years of experience. Remember that your home is something that is likely to undergo a gradual programme of upkeep and improvements over the years, but the swimming pool tends to be left until the need for more serious refurbishment is required. It is very unusual for the structural integrity of the pool to present any problems, but they do suffer from water leaks, plumbing faults and the mosaic tiles will over time start to come loose. We feel that many of these faults can be prevented, like the loose mosaic tiles by ensuring your pool is re-grouted on a more frequent basis meaning the need to remove patches of tiles and rendering areas before re-tiling needs to be done. Water loss is also costly and can be firstly be reduced by fitting a swimming pool cover, Just look at the benefits buying a pool cover brings: SAVE WATER Swimming pool covers eliminate water evaporation by over 98%, thus greatly reducing your water consumption and charges, as well as saving a vital natural resource. In the Algarve, where evaporation can reach up to 7mm a day during peak season, it is estimated that the evaporation loss is approximately 40,000 litres per year. SAVE ENERGY AND INCREASE WATER TEMPERATURE By having a swimming
42
pool cover you can reduce your energy consumption by up to 50%. During the day your swimming pool cover increases your standard pool temperature by approximately 4-7°C. This works by allowing the sun’s energy to pass through the cover and heat the top layer of the water and secondly, through absorbing the sun’s energy and passing this heat through to the water by direct contact. A swimming pool cover will also help to retain heat in your pool at night as the cover acts as an insulator stopping cooler outside air from reducing your pool temperature. If you have a secondary heating system, such as a heat pump, a pool cover becomes vital. The combination of additional heat during the day and the retention of this heat at night will dramatically
reduce your energy consumption in your pool. Evaporation through the pool’s water surface area is by far the greatest source of energy loss for swimming pools attributing to up to 70% of the heat lost. Research has shown that you can save up to 5000 kWh of electric per year. SAVE ON CHEMICAL CONSUMPTION Our pool covers will reduce your chemical consumption by up to 50%. Stopping water evaporation also stops the evaporation of chemicals, thus allowing the chemicals in your pool to complete their full cycle and not be lost to the atmosphere Finally, should you find that even with a Pool cover you still have a water leak in your pool, we now have an easy and very cost effective repair that can save you money by having a reinforced pool liner fitted. Because of technology developments and product improvements, vinyl liners have much longer lifespans today than in previous years. They are resilient and hardwearing. Today, vinyl swimming pool liners are so perfectly fit that they look almost painted on. They are available in various colours and patterns, providing a beautiful, high-end finish with a 10 year guarantee. And although very durable, a damaged pool liner can be “patched” with identical vinyl material, resulting in a virtually invisible repair. So should you want to find out more about any problems your pool might be having then please call us at Pool Construction and Repair 963905615 for a free consultation.

Um Copo de Vinho na Praia de Cabanas and um Copo de Caipirinha na Praia de Copa Cabana Suspected links
trolling along the beach at Cabanas beneath the Algarvian warm winter sun it seemed like time to conclude this series of articles on a positive learning note. There are so many simple ways of retaining vocabulary, even for the large group of retired folk quaintly translated as Os Reformados in Portuguese. Other meanings can be attributed to Os Reformados but retired is the norm rather than the reformed the repaired or the regrouped all of which could equally apply. Word association will assist those whose learning curve has gone a bit flat following retirement. Most should be able to remember the translated name of their pet. A few I have come across> Azevinho for Holly, Moscada for Nutmeg, Tosquiado, (clipped) for Clippy, Campeâo for Champion, Margarida for Daisy, Sombra for Shadow, Arenoso for Sandy, Rubi for Ruby and Sparky loosely translated
44
to Faísca or Chispa. On occasion no association exists despite first appearances. Cabanas beach here in the East Algarve is named after the fishermens’ huts. Copacabana the name of the famous beach, the district of Rio and the nightclub might appear to be linked to the words cabana meaning hut as in Cabanas and copa meaning cup. But it actually comes from the Tupi word Sacopenapa, denoting the way of the soco bird! The area was renamed in the 18th Century in honour of the Virgin of Copacabana the patron saint of Bolivia. Thus no connection to the East Algarve in this case. For those still wishing to progress their Portuguese it is worth recalling that a large percentage of the written language is easily recognisable to the English speaker. Nearly every English word ending in -TION or - SION has a Portuguese counterpart ending in - ÇÂO giving you hundreds, if not thousands, of
words painlessly acquired at the outset. By way of example, direction may translate as direcção, instrução, realização or administração. A couple of exceptions include reserva, reservation, and reforma reformation. Other day to day words include humilhação, satisfação and sedução, denoting humiliation, satisfaction and last but not least seduction. Those reluctant linguists who golf will be relieved to learn that no pocket dictionaries will be required on Portuguese links. The lingo of golf is international and whether you are manoeuvring from tee to green or from bunker to rough or generously offering gimmes you will be understood. The real and more demanding test is the ability to comprehend the spoken word and that takes time in the Algarve, so here’s to that and ao futuro e boa sorte. David Holland

Olhanense (red/ black) attack thwarted by Chaves
GOAL DROUGHT!
D
All the latest local sports news from Chris Wright.
uring March SC Olhanense played five league games, only conceding one goal but transversely only finding the back of the net once themselves, and that was a penalty! A highly creditable goal less draw at league leaders FC Porto ‘B’ was followed by a single goal victory at home to high flying GD Chaves thanks to that Galassi penalty. Four days later and a 1100kms round trip to play Académico Viseu saw Olhanense return with a hard fought point from a 0-0 draw. The highly promising Muirilo, started upfront after a lengthy absence through injury, whilst Galassi, who has been attracting the attention of a number of top flight clubs back in his native
Italy, was given a well deserved break on the bench. Another 0-0 draw at home to Gil Vicente was followed by the team’s first defeat in eight games when they lost 1-0 away at Mafra. Lying comfortably in tenth place, Olhanense have two big local derbies at home this month. SC Portimonense, pushing for promotion to the Primeira Liga, will be a hard nut to crack when they visit Olhã o on the 10th April. A week later and close rivals SC Farense, there is only 4kms between the two stadiums, will also be fighting hard for the points. The Faro based team are currently just two points above the drop zone and keen to avenge their home defeat by Olhanense back in December.
WORLD CUP REFEREE TAKES OVER THE REIGNS Former Italian international referee Luigi Agnolin is the new president of the Olhanense SAD (limited liability sports company) that controls 80% of the professional football setup. He succeeds Isidoro Sousa, who will continue to represent the main club (which owns 20% of shares) on the board. 73 year-old Agnolin has previously been managing director of AS Roma, FC Venezia, and AC Perugia. During an illustrious career with the whistle he refereed matches in the FIFA World Cup Finals in 1986 and 1990. He also took control of the 1988 European Cup Final between PSV Eindhoven and Benfica. Four years ago Luigi was inducted into the Italian Football Hall of Fame.

S.O.S. DO IT AGAIN
occer Olhanense Strollers walked off with their second trophy of the season when they won the Albufeira Walking Football Cup for the over 50s. Eight teams from Manchester City Strollers, Walton Xcel (Surrey), Olhão, Tavira, Vilamoura and Lagos battled for a place in the final. In a close and highly skilled game, it was S.O.S. who were victorious over Walton Xcel thanks to an Andy Smith goal. Laurence Dann of Walton Xcel said, “this has been a tremendous thrill for me. I never thought that I would be playing football at the ripe old age of 72, let alone abroad in the wonderful Algarve. We all want to come back again!” Sessions at Olhão take place every Thursday morning whilst those in the Tavira area can enjoy the activity on Monday mornings at the Municipal Sports Stadium near the Plaza Shopping Centre. How to hit fairway bunker shots more consistently
Pro stats This month's tip from resident professional at Monte Rei Golf and Country Club Bradley Dye.
G
olfers tend to play fairway bunker shots the same as greenside bunkers. This is incorrect and can lead to inconsistent strikes and bad shots. Here are five key tips that players need to understand when playing a shot in a fairway bunker. Club selection is key as when playing this shot correctly, the shot will travel slightly higher in trajectory and not as far as normal due to the increased loft delivered upon impact and slightly reduced swing speed. The height of the bunker face must also be considered, for example if the trajectory of the club required to reach the target will hit the face a

more lofted club MUST be chosen. Ball position should be slightly more forward in the stance than normal. This is to ensure the ball is struck on the way up rather than down. This will increase the shot trajectory and decrease the distance the shot will travel. When hitting a shot from any unstable lie a wider than normal stance should be used to ensure balance is held. By holding balance throughout the stroke will help achieve a more consistence centre strike. Gripping down the shaft to make the club shorter will also help the player avoid hitting the sand before the ball and losing distance. Remember in a fairway bunker it’s better to strike the shot slightly thin

than hit the sand first. When playing a fairway bunker shot from an unstable lie it is also advised to swing within yourself (80% of normal speed), this will help balance and also consistency of strike. The increase in club selection in point 1 will ensure the ball still travels the required distance. Following these five tips and practicing your fairway bunker shots will help you to save strokes, lower your scores and ultimately reduce your handicap.
