rish solar energy developer WElink Group is to develop a 230 million euro, 220 Megawatt solar farm in Portugal. The project, located in Vaqueiros in the eastern Algarve, will generate enough electricity to power about 200,000 homes, reduce Co2 emissions by 218,000 tonnes, and will be the largest privately-funded solar project in the country. According to the Irish Independent, construction on the solar

plant is set to start this month on an area equivalent to about 520 football pitches and will be one of the 20 largest solar plants in the world. This news comes following reports last week that two solar plants representing investment of around €63 million are to take shape in the Algarve city of Lagos, in what has been dubbed a megaproject by Lisbon-based company Hyperion.
New 5-star hotel for Monte Gordo
new 5-star unit planned by the Spanish group, Meliá Hotels International, for Monte Gordo in the eastern Algarve awaits the green light from the Portuguese Environment Agency before building can start. The 'Meliá de Monte Gordo' will have 170 rooms and will overlook the beach at the western end of the town where the tennis courts are currently located. The manager of Hoti Hotels Group, Miguel Proença, said the plan is to start construction this year so that the hotel will start operating in 2018 or 2019. The new hotel is part of the Vila Real de Santo António council plan to renovate the town, especially the front line beach
area, to attract more tourists. If the hotel goes ahead, this will be the second 5-star in the council area as the Hotel Guadiana, which is nearing the completion of a total refit, should also end up as a 5-star. The Algarve will soon have a further 23 hotels in Silves, Portimão, Lagoa, Loulé and Lagos council areas. Of these, 13 are new builds and the remaining 10 are refurbishements of tired or failed units. The tender documents for the redevelopment of Monte Gordo was issued last autumn with an expected €200 million spend on projects that aims to propel the resort from a
largely unplanned mixture of beach installations, hotels, camping facilities and bars into a modern wonder. The new plan includes a two kilometre boardwalk with lighting, green spaces, shops and restaurants - all part of a design that acocrds with the Coastal Zone Management Plan (POOC) Vilamoura - Vila Real de Santo António released in 2005. The redevelopment of Monte Gordo is the largest such project ever undertaken on the Algarve's coast and will change the image and face of one of the most popular tourist destinations in the country. This new Spanish hotel is just the beginning.

FLOWERS TORCH FESTIVAL Easter Sunday 16th April, Sao Bras de Alportel
T
he Resurrection Procession in the eastern Algarve town of São Brás de Alportel is a unique manifestation of its people's sentiments. In keeping with their faith, every Easter Sunday, the townspeople carpet the streets with flowers and raise their torches to the heavens, repeatedly crying out in honour of the resurrection of Christ. "[He] has risen, as He said! Alleluia, Alleluia, Alleluia!” This is the cry that echoes through the streets bedecked in flowers. The town is dressed up in finery and the balconies are all decorated with pretty mats. It's a day for celebrating!
During the afternoon, a "sounds and flavours" event takes place in the churchyard of the Igreja Matriz (Main Church). You will have the chance to see performances of popular music and buy regional sweets and nibbles. Be sure to try the tender almonds, a traditional São Brás treat.

Intestine effects
health It's a little known fact that the main organ of our body that has to do with both our physical and emotional health are the intestines.

ecently the American physician Michael D. Gershon of Columbia University in New York, has confirmed that the intestine has an autonomous nervous system with a vast network of 100 million neurons and heaps of neurotransmitters. One very interesting thing is that 90% of all serotonin that walks through our body is produced there, in the intestines. It is also in the intestines that we produce 80% of all our immune potential, in addition to growth hormone. So a direct conclusion is: treat your gut well, keep it working unobtrusively, feed yourself healthily and you will have both emotional and physical health. "A poor night's sleep, excessive drinking, smoking, and too much sugar can interfere with the functioning of the gut, as these factors modify the intestinal pH and accelerate aging, lack of vitality and may aggravate depression," says the

psychotherapist Adriana Splendore, who is also an orthomolecular therapist. Knowing this, once again we say that you really have to take care of having a diet rich in organic fibers and plenty of water, which helps clean the intestine, also contribute with a wide range of minerals and essential vitamins. There are some essential foods for a healthy bowel; oats, yams, brown rice and flaxseed; and "to increase brain levels of serotonin we need to eat foods containing the minerals Calcium and Magnesium, which stimulate the production of tryptophan, the amino acid precursor to serotonin," says Adriana Splendore. Here are the good sources of calcium: curd cheese, lean cheeses, broccoli and sesame. And the sources of magnesium: tofu, soy, cashew, salmon, spinach, oats and brown rice. It´s also importante to keep your bowels clean as well: eat 8 to 10 servings of fruit per
week - choose fruits with fiber, whole grains 2-3 times a week, foods that cleanse the colon and are high in fiber and protein; eat fewer sweets and fats, use flaxseed seeds sprinkled everywhere, doing daily physical activity is key - walk, at least 30 minutes, or play ball, or dance, or ride a bike just choose what you like best and do it, drink lots of water, tea and juice. If necessary you may need to give a little help to your bowels, therefore you may consider taking, under professional supervision, some suplements rich in probiotics and magnesium, to give a boost to your intestines health. Another very important thing to keep in mind is the link between our thoughts, mental well-being and the good functioning of your bowels. Russell & Decoz CELEBRATE 25 YEARS R
Read about one of longest standing Real Estate Agents in the East Algarve and how it all started.
ussell and Decoz is situated in the pretty, small, horticultural town of Moncarapacho, a short distance inland from the stunning coastline near Fuseta. Their office is on the main road in the centre of the village and this April they celebrate an incredible 25 years in business. Julie Russell from Meopham, in Kent spent many years in the U.K and the Middle East in the computer industry. She came to the East Algarve in 1986 and planned to settle and continue her work after purchasing her new home. After considering Italy, as she had visited many times, she decided it was

the peace, tranquillity and charm of the Eastern Algarve that was so alluring to her. The ideal property and location was found in Moncarapacho and she set about making the necessary renovations to her new home and continued with her work. After a few years raising her two daughters she was keen to do something new and it was a chance meeting with Kaja where the Russell and Decoz amazing success story began. Kaja Decoz lived in the Caribbean until she was 15 years old when she returned home to Holland. Like Julie, in the Middle East, Kaja had enjoyed and became accustomed to the endless sunshine and laid back living
conditions. She honeymooned in the East Algarve in 1982, driving two Harley Davidson motorcycles from Holland. Kaja decided she would like to work in the tourism industry, initially pursuing a vision to provide tours and accommodation to Morocco from Holland. She set about passing the necessary bus license and even purchased an old London double decker bus. Laws and licensing changed with regard to the traveling aspect but unperturbed she looked into the idea of camping for tourists, searching in France and Spain but it was Portugal that she was drawn back to, feeling‌. at home. It was Quelfes that Kaja found the ideal site providing

pitch areas, bike hire and activities for tourists. Locals were fascinated with the visitors from around the globe and would often ask if they would be interested in buying property which had been in some of their families for many years. Kaja began buying, renovating and selling property and was thinking about opening her own Real Estate agent in 1992. Real Estate was also an ambition of Julie's and it was a chance meeting at a local market that their paths first crossed. Julie suggested they combine their talents and experience and the two business minded, focused and charming individuals opened their first office. Julie explained “1992 was

a time of worldwide financial crisis and not a good time to open a new business, especially in Real Estate. A property could take up to a year to sell.” This did not put them off and they opened their first small office. It took 9 months to make their first sale, and as many Real Estate agents folded, after just 2 years they moved to a larger, former house, in the centre of the village, with over 360 properties listed. Together with their delightful team of Jesse and Elisabete they are a dynamic, professional and friendly team. Jesse’s parents had bought a house with Russell and Decoz many years ago and when in desperate
need to expand their team Julie mentioned this to Jesse’s parents. Jesse forwarded her CV the very next day. She was in the financial industry in London, and was keen to pursue her dream to work and live in the area and has now been with the company for almost three years. Elisabete and her family are local. Her father, a builder, has worked with Kaja and Julie and their many clients for years. As soon as Elisabete left school they offered her the opportunity to work with them, that was almost 20 years ago. oreign exchange rates can be volatile and unpredictable. A strong Euro can be a headache for buyers but to vendors who are returning to their country of origin and need to exchange the proceeds from the sale to purchase a house back home it is a benefit. This has been particularly true for a person from the U.K. Sterling has weakened ever since Brexit was voted for. The UK prime minister Theresa May has announced that on the 29th of March of 2017 she will launch the formal negotiations for the UK´s exit as an EU member. One can expect Sterling to be volatile during the two year divorce period as tension during the negotiations will be reflected in the exchange rate. The weakness in Sterling and uncertainty about Brexit led some UK buyers to postpone their purchase. To put your dream of owning a property in the Algarve on hold just because of the exchange rate may prove to be a costly decision. Property prices have been rising over the past two years and are expected to go up by 5% this year. What you may gain from an appreciating currency you may lose on property price appreciation. The one thing that is lost forever is time. There are other ways of making your dream come true. Here is one that could work for you if you consider renting out your property for part of the year. By taking a Euro mortgage to part finance your purchase you do not need to speculate on the direction of the exchange rate. The rental income should cover your monthly mortgage repayments including interest. In other words, you match your liability (mortgage) with your income from the property. As both mortgage repayment and income

Property are in Euros there is no currency risk. If you keep the borrowed amount below 50% of the purchase price of the property, banks will give you a better mortgage rate. Interest rates are still at historic lows and it is possible to obtain a 5 year fixed mortgage rate at 1.52% subject to status. Banks offer this rate to their best clients but it needs to be mentioned that a more realistic rate is around 1.75%. Another benefit of this strategy is that if Sterling strengthens over time, you can consider paying off your mortgage at once. Banks apply an early redemption charge which is 2% over the value in case of a fixed rate mortgage and 0.5% over a floating rate mortgage. After the 5 year fixed rate period, you can have a floating rate (with a lower early redemption charge). To put the exchange rate of Sterling in perspective you can look up the 10 year chart. In 2008 Sterling was trading versus the Euro almost at parity (0.9784 / 1.022). In April 2015 the cross rate was 0.72 / 1.38, an increase of 34%. At the time of writing the cross rate is 0.8653 / 1.156. A strong or weak
currency can be both a blessing and a curse; it just depends on your circumstance. As a British vendor/buyer sooner or later you need to take the prevailing FX rate into consideration when accepting or making an offer. Once an offer is accepted, you need to plan how and when to fix your rate. On the signing of a promissory contract a down payment of 10% is due with balance on completion. It is advisable to secure the rate of both payments. For the down payment you can use the spot rate. The exchange rate for the balance you can secure with a forward trade. The extent to which this rate differs from a spot rate depends on the interest rate differential between both currencies. You may need some guidance on this matter. It is no secret that banks do not offer competitive rates. Consider the cost saving alternative offered by various specialist FX companies who also provide a better service, often leading to thousands of Euros in savings. Some have representatives in the Algarve who can meet you in person to discuss your requirements. If the proceeds
are not needed for reinvestment, there is another option if you do not like the current exchange rate. Simply keep the Euros in your bank account either in Portugal or back home (just ask your bank to open a Euro account for you). Currency markets can be volatile. Once you have reached agreement about the transaction price, signed the promissory contract and have received the down payment it is important to secure the exchange rate. Not securing your exchange rate leaves you open to speculation, which is nice if a currency moves in your favour but when it moves in the other direction it is usually a disaster. Garden With our increasingly hot climate it has become more and more important to keep an eye on the water that gets used in the garden.
T
here are many ways to save water in the garden, which will both help the environment and save on the increasing water bills. You can improve your soil by digging in lots of well-rotted manure or home-made compost every spring. The more organic matter it contains, the better it will retain moisture. If that sounds like hard work, simply spread a thick layer of compost across your borders in spring (while the ground is moist), and let the worms pull it into the soil for you. Help out individual plants by creating a wide

planting hole and lining it with perforated polythene. Mix the excavated soil with plenty of compost or well rotted manure before backfilling it. The polythene liner will prevent water from draining away so quickly, and help retain more moisture at the plants roots. Don’t battle with planting moisture-loving plants on dry, stony soils. Instead, choose plants that enjoy dry conditions. Drought resistant plants often have specially adapted foliage that helps them to cope with water shortages. Look out for silver, furry, waxy or glossy leaves. Fleshy succulent plants

and those with aromatic foliage are also telltale signs that a plant will cope well with water shortages. Mulches reduce water evaporation by covering the surface of your soil. Better still, they keep the weeds down and can look really attractive too. Always apply a thick layer of mulch between autumn and spring while the soil is still moist. Gravel, pebbles, bark chips make an attractive covering, while a layer of well rotted compost will help to feed your plants too. If aesthetics are not a concern, try planting through a sheet of polythene or landscape fabric. We all know about the environmental benefits of collecting rainwater, and of course it’s completely free! Position water butts where they will be the most helpful. Site them behind the greenhouse, on the patio, or close to the vegetable patch, so that water is easily at hand whenever you need it. You can also collect grey water from the bath or shower to water your plants. Water in the morning before the heat of the day. An early watering routine will reduce water loss through evaporation, so your plants will get the full benefit of the water that you apply. Morning watering will also give your plants plenty of time to dry off before night fall, reducing the likelihood of slug damage and fungal disease. Don’t waste water wetting the foliage -

always aim for the base of the plant. Add water retaining gel to the compost when you plant up your hanging baskets and containers. Another tip and can be cheaper is to line hanging baskets with disposable nappies, these have the same water retention crystals in them. These little crystals swell to create reservoirs of moisture that help to keep plant roots well watered all day long. Not all plants will need the same amount of water every day so you can afford to be selective. Your fruit and vegetable crops are
worth the effort. You can keep those cool blades under your feet and save water by planting drought-resistant varieties. Bermuda and buffalo grass, for instance, require 20% less water than fescue or bluegrass Keep grass long to shade roots and retard evaporation. Mow less often; and when you do, raise the height of your mower blade. Prioritise containers, hanging baskets and anything newly planted. Try setting up an automated irrigation system to help you target vulnerable plants. A really good soaking every few days (or when the soil becomes dry) will help plants to develop a deep healthy root system. Avoid watering lightly every day as this encourages the plant roots to grow near the surface of the soil making them much more vulnerable to drought. Patio containers always dry out quickly, but you can make your watering more efficient by choosing plastic or glazed pots instead of unglazed terracotta which is very porous. IRS Tax Return 2016: frequently asked questions
T
he IRS delivery time has began on the 1st of April and will run until the end of May. So now it’s that time of the year, when we need to clarify some of the questions you may have concerning this important task. In which form can I submit my IRS tax return in Portugal? The submission of the IRS for 2016 can be done in paper at the local tax office, through post, or via the tax portal. However the most advisable way is to give this job to your accountant or tax adviser. He will make simulations before filling the forms, analyze and compare your tax return, before submitting it, making sure you are paying the legal minimum. When do I need to submit my IRS tax return in Portugal? This year all IRS tax returns independently of the type of income earned and way of delivery, need to be submitted from the 1st of April until the 31st of May. Who needs to fill an IRS tax return in Portugal? Only those that have earned salaries
or pensions, from Portuguese source lower than 8.500€ per year, and when there wasn’t any tax deducted on source, may be exempt and or in case the alimony income was less than 4.104€. Please note that this only applies for individual declarations, if the option is for a joint tax return there are no exceptions. Do I fill a joint return with my partner or a single one each? You may choose to do it either way, so it’s important to ask your accountant to simulate the two scenarios and see what is more advantageous to you. What happens if I forget to file a return or do it incorrectly? It’s important to be aware that the fines for non-compliance with the dates, can be very high. Fines can go from 37.50€ to 112,50€ for a delay of 30 days. However depending on the type of misconduct, mainly fraud, fines go from 375€ to 22.500€. I’m non-resident, do I need to submit a return? First of all, are you sure that you are non-resident? Do you have a fiscal representative? If not, where do you

receive your IMI council tax bills? If you receive them at your property in Portugal, then most likely you are resident for tax purposes in Portugal. If you are non-resident, then you will only submit a IRS return in Portugal, if you have income from Portuguese source. When do I need to pay my IRS? After you submit your tax return the tax authorities will validate your declaration and you will receive a tax bill in the post, giving you 30 days to pay. Please note that if you intend to be away during the warmer months and don’t have a fiscal representative to receive your bills, you will incur monthly interest charges and penalties, if paying out of date. A BATALHA DE LA LYS

H
aving lived in Tavira for almost 20 years and been a visitor for several years before that, I had, of course, seen the war memorial in the Praça de Republica. I have also paused a time or two to read the inscriptions around the base. But I didn't immediately realise that there was a Remembrance Day ceremony every year. This takes place on the eleventh day of the eleventh month at the eleventh hour as everyone will know. When I began to attend the Ceremony I would join the little crowd and listen to the speeches and watch the wreaths being laid and quietly pay my respects. I couldn't help noticing, however, what a low key, sad little ceremony it was. Nobody had seen fit to close the little road which runs through the Praça passing just a few feet from the Cenotaph and cars and motorbikes would pass by as people were trying to make speeches. At the call for one minute's silence the people in the nearby cafes were still chatting away oblivious. And to cap it all, at last year's ceremony, there was a mix up and the bugler who was supposed to come and play the

Last Post ( such an important part of the Ceremony ) didn't appear. This was all terribly sad. As I pondered why the Ceremony was so poorly attended both by the Portuguese and foreign residents ( was it apathy or simply being unaware ) I learned - only last year- that there is another ceremony to remember the First World War and it takes place on the 9th April and it's to commemorate the Battle of The Lys. This was a German offensive which began on the 9th April 1918. After two days of bombardments the German troops attacked the Allied lines in a sector which was mainly manned by the Portuguese. The Germans attacking with great numbers and impetus broke through the Allied lines and the Portuguese suffered heavy losses and casualties. The Germans broke through 15 kilometres of front and penetrated 8 kilometres into Allied territory. Rather than being a single battle, this was a series of assaults which developed over many days and continued through to the 29th April. I cannot say, by the way, if the river Lys played any part in the actual battles or merely lent its name to
them in the same way as the much more well known river Somme. But the original objective of this offensive was to push the British and Allied forces right back to the Channel ports, cut off their supply lines and effectively out of the war. Ultimately it failed. This was due to great courage and fortitude on the part of the allies and not least by the Portuguese ; some of whom were involved in individual acts of bravery such as Anibal Milhões ( soldier millions ) who repulsed two German assaults with a Lewis gun whilst covering the retreat of Portuguese and Scottish troops. Coming back to the present. Perhaps it's true to say that many people are still unaware of the two ceremonies. I know that the Liga dos Combatentes which organises them is keen to make improvements and is hoping to have a band playing this April to help set the scene. So, If you are not too busy on the 9th April, please come to the Praça de Republica in Tavira and stand with us for a moment and pay homage to Portugal's fallen heroes and help us remember them. It is difficult to believe that just five years go the team finished mid table in the the Primeira Liga having taken points off Benfica, FC Porto and Sporting Lisbon. There is no doubt that the club will regroup and strive to regain top flight status. It will be a long journey but this proud club, who in 1924 became the first team from outside Lisbon or Porto to be crowned Portuguese Champions, will rise again. This month there are

Next season the likelihood is that Olhanense will be playing arch-rivals SC Farense, Louletano and Lusitano VRSA. Farense and Louletano are currently struggling in the Campeonato de Portugal (Zone South) with the front runners being SCU Torreense (Torres Vedras) and CD Fátima.

One hundred & thirty-two teams will compete in five age groups from U7 to U11 with countries from as far afield as Australia, Canada, Mexico, Qatar China, Netherlands, Germany, France, Italy and England joining local teams from Spain and Portugal. The small sided games might well feature the next Ronaldo or Messi with some of the top European clubs sending their young starlets including AC Milan, Juventus, Borussia Dortmund, Liverpool, Sevilla, Benfica, Sporting and Porto. ALBUFEIRA WALKING FOOTBALL CUP STAYS IN OLHÃO

ver a hundred elderly footballers from the UK and Portugal did battle for the coveted Albufeira Walking Football Cup. The second annual competition attracted teams from Surrey, Northamptonshire, Manchester, Lancashire, Silver Coast (Portugal), Olhão, Tavira, Lagos and Vilamoura with all players being over 50 year-of-age, some even well into their 70s. Prior to the kick-off a tribute was paid to former Olhanense founder member Mike Wreford who tragically passed away in February. The action included eighteen group stage games which produced plenty of skill as players were restricted to three touches and were penalised if the ball went over head height. In the semi-finals S.O.S. ’A’ beat Silver Coast Strollers whilst Wigan Walkers overcame the S.O.S. ‘B’ team. In a tense final it was all square with the outcome being decided on penalties and it was reigning champions Soccer Olhanense Strollers ‘A’ who retained the trophy by the slenderest of margins. In the penalty shootout, successful strikes from Andy Smith, Mick Coleman & George Allen, it was the Olhão based team who held their nerve to maintain an undefeated record in all tournaments. Skipper Jonathan Syed duly received the trophy and complimented all the players on a first class performance. In the Plate Competition Xcel ‘A’ (Walton, Surrey) were victorious after defeating Tavira Old Footballers in the final.
