VRSA introduces new municipal regulations for motorhomes … including fines up to €200
V
ila Real de Santo António has new municipal regulations for motorhomes which include fines ranging between €150 and €200 for motorhomes parked in unauthorised areas. The goal, the council says, is to tackle the “abusive parking of motorhomes in the borough, especially near beaches”. There are three areas where motorhomes can legally park overnight in the municipality: Monte Gordo’s campsite and the motorhome parks near the Guadiana River and Manta Rota beach.
Olhão to install 26 CCTV cameras along main avenues
O
lhão has become the latest town in the Algarve to move forward with plans to install CCTV surveillance cameras. The local council is due to invest over €60,000 to install 26 cameras along the 5 de Outubro and República avenues and Rua do Comércio by this summer. The plan is to eventually set up more cameras in the historic centre.

he Algarve’s Council and the Environmental Fund are subsiding bus and rail travel across the Algarve by paying for half of each ticket purchased. The measure was approved on March 8, by the mayors’ group, AMAL, and will be applied from May with no mention of when the promotion will end. The Public Transport Tariff Reduction Support Plan was unanimously approved at the Intermunicipal Council meeting, which is hardly surprising as the Environmental Fund is stumping up around €1 million, 97.5% of the total cost in the Algarve region, with local ratepayers funding the remaining 2.5%. AMAL said the initiative will increase the demand for public transport across the Algarve region as part of its focus on environmentally friendly solutions, i.e. fewer cars on the roads. The mayors’ group expects that this measure will also resolve the lack of public transport in the Algarve region, but does not say how this will be achieved. The subsidy is a nationwide scheme with a total spend of €104 million, so the Algarve will receive a rather miserly 1% of the total spend by the Environmental Fund.

How best to prepare for a perfect pamper
ikes! She seems really nice but we’ve only just met and she’s wanting to bathe me and cut my hair! And there’s this big noisy vacuum! What on earth is she planning to do with that?? And now what? She wants to cut my nails and clean my teeth! For a young puppy or even an older dog, visiting a professional groomer can be a very odd experience. If you want your dog’s visit to go as smoothly as possible and for them to feel truly pampered, here’s what you can do. Firstly, if yours is a young puppy that’s never been groomed or really handled by anyone other than its nearest family, then pop it along to your preferred groomer at the very earliest opportunity. Take young Aldo for example. He’s now 8 months and had his first groom aged four months but even before this he had visited the Spotted Dog for a Welcome Session. This helped him get used to the environment and for Dominic to get familiar with handling him. It also gave his HOOMAN! the chance to check out our salon and talk through Aldo’s groom, likes and dislikes. Before you make an appointment at a salon you haven’t used before, drop by without your dog to check it out. Make sure it’s clean and orderly, and that the person in charge is willing to take you on a tour and walk you through the process. Even for an older dog an early visit can be helpful. For example, its unrealistic to expect a dog’s first experience of a new groomer to being shaved of a heavily matted coat. That’s not going to be the most pleasant experience for anyone. To prepare your dog for their pamper, you can practice grooming at home. It doesn’t have to be fancy, just brush and bathe your dog so they know what to expect. Try stroking a table spoon along their body. It’s a fantastic way of getting them used to being touched with a metallic type object, which makes it less of an issue when they’re groomed for the

first time. And don’t think of the grooming routine as a chore. It’s a great time to bond and give your dog a little one-on-one time. Spend time: Brushing the dog all over Running your hands up and down legs Handling ears, mouth, and face Wiggling the toenails Gently holding the tail Start at the head and make sure to touch everywhere a groomer would. And as for hairdryers…. leave the hair dryer unplugged at first. Sit down with your dog in a relaxing place and position the dryer on the floor amongst its toys. Let the dog sniff the dryer. When he’s relaxed with it, offer him a treat and turn on the dryer. After your dog is fine with the dryer being on, flip it off and then on again. Once you’re finished with your athome grooming session, end with a yummy treat for a job well done. Start grooming early and brush regularly. Matted fur is just horrible and uncomfortable for every dog, and having it groomed out is not the most pleasant experience either. Check feet and ears and teeth, and consult your vet if you spot anything unusual. Remember that debris can sometimes stick to these places and can be uncomfortable for pets. Don’t let those nails grow too long. It’s horrible for a groomer and the dog, if the dog can’t stand being touched on their paws. Does your dog have special needs? If so, then ask the groomer if they are equipped to handle it. You should always be upfront and honest. If your dog is fearful or aggressive, tell the dog groomer what to expect. That way, if they can’t handle your dog’s needs, you’ll be able to confidently move on and find someone who can. As for the groom itself, you might want to stay for the duration. If your groomer is not comfortable with you doing that, ask them why. Certainly, here at the Spotted Dog you are very welcome to stay, just bear in mind that a groom and bathe with nail clipping and

Meet the new owner of Tavira's La Petite France; Frédéric Lassalle-Mayor
hic, fashionable and unique La Petite France, bistro restaurant is a few minutes walk from the River Gilaō in the historic centre of Tavira. Frédéric LassalleMayor, from Paris, recently completed renovations lasting three months creating an endearing and relaxing sunny space, with a tempting menu and cocktail bar. Frédéric’s family have been in the hotel business since 1950 and after their hotel was renovated to a four star boutique hotel in 1992, he was the manager there for 20 years. Before that and after finishing his schooling in France, he worked at the prestigious Hotel George V, in Paris. Five years ago he was on a regular visit from Lisbon to Sagres when the hotel he regularly stayed at was fully booked. They suggested Tavira as an alternative venue and during his

stay he fell in love with its peace, charm and charisma. La Petite France is in a great location with a mixture of antique and modern décor, combined with a relaxed atmosphere. Delight in an appetizer of Foie gras with toasted bread or Camembert roti with chorizo, honey and rosemary for a light bite. Main dishes include Steak entrecôte or Matured sirloin with chunky fries or potato gratin with a choice of roquefort or pepper sauce, Chicken supreme with green beans and truffle oil or Tuna steak with black rice and teriyaki sauce. The roots of Kozii’s Spring-Summer 2019 collection
or who still doesn’t know, Kozii is a conscious clothing brand based in Tavira, that was born from a passion for travelling while celebrating different cultures around the world. Since the very beginning, India always played an inspirational role in its inception. As the brand continues to expand and with the simultaneous launch of the new online store and the Spring-Summer Collection for 2019, it was only natural that we headed back to Kozii’s essence: the inspiring traditions of Jaipur. Cecília and Nuno, the dreamers behind Kozii, say: It was in India that we found our source of inspiration, more precisely in the city of Jaipur, in the state of Rajasthan. Through the use of millennial tissue stamping techniques – such as woodblock printing, the oldest, simplest and slowest of all printing methods – we have created a line of clothing that is contemporary and at the same time safeguarding a tradition. Kozii’s SS19 Collection is a reverence to this

technique – the block print – that lies at the very core of our clothing line. It reflects the ingrained traditions of Jaipur: the warm tones, the exotic landscapes, the people and their heart-warming stories – a place where history reveals ancient traditions that long to be revived. There’s a small village south of Jaipur with a very distinctive block-print aesthetics. Instead of the traditional and organic patterns reminiscent of floral visuals, they celebrate geometry and the concept of repetition. These elegant patterns, almost resembling visuals from Africa, were a delightful discovery and stood as a great source of inspiration for the development of Kozii’s Spring-Summer Collection for 2019. After gathering a team of highly renowned people in the Portuguese Fashion
scene that have been working with us from the very beginning, we headed to Jaipur. The collection was shot over a week at the beautiful sceneries of Nahargarh Fort and Vidyadhar Bagh with the Portuguese actress Inês-Castel Branco and the Indian model Pratyancha. This choice was evident as they represent both sides of the contemporary/ exotic dualism – alluding to the encounter of these two worlds that is so present in this collection. Beth Jackson meets artist Jill Stott at her home to talk about her life, her music, photography and art.
T
hose who are familiar with Olhao will know it as a town full of artists. Jill Stott was one of the first to arrive on that scene, about 20 years ago. I spent the evening at her house surrounded by a plethora of paintings and framed drawings, a log fire, a guitar and no TV. We listened to Neil Young (and my husband Martin) while she cooked for us and talked about her life and work. We were eating by the time she said: “I was about seven when I had this little drawing toy made of two films, the sort of thing you’d get free in Cornflakes or something… you could erase it immediately by lifting one of the films. I used to sit there drawing sides of faces over and over again,“No that’s not right” trying again, “No that’s not right”.

I didn’t actually look at anybody, but I was determined to get it down the way I wanted! I remember I used to enjoy sitting on the kerb, in front of our house making landscapes in the dust with my fingers”. BETH: And music? JILL: When I was about 12 I‘d fall asleep with my arms in a guitar playing position. I thought “If my parents see me like this, they'll think I’m a natural, and buy me one.” It worked! BETH: Now you are in a band! JILL: Yes, the Lost Bifanas! We play strictly for fun. BETH: You’ve had a successful photography exhibition (I bought 2!) just from mobile phone pictures, and you paint. This (enormous interior) painting almost looks 3D. It’s like a wide-angle lens. JILL: Yes! We're told that perspective
converges as lines move further away, but I don’t feel that when I'm painting, I feel the lines go up and out! (raucous laugh!) BETH: But your first love is drawing people. You’ve been saying that drawing people and nudes give you the challenge to do something new. JILL: “Nu New! Yes, exactly! (Laugh). That’s what I’ll call my next exhibition! I look for ways of drawing the nude that I haven't seen before. I am bored with shallow images of people. Well, the naked human body makes you a humanist; it makes you see how unique everyone is, and how vulnerable everybody is. Their being, who they are, is beautiful to find. Once you have learned how to draw it becomes an enriching experience. It’s not so much about “I’ve got that in the wrong place” or whatever, it becomes more and more about

the human being that is in front of you. BETH: You used to draw portraits of tourists, didn’t you? JILL: Yes, we would drive down to Quarteira in the evening and set up all the stuff. Tons of things: bicycles for the boys, a generator, lights, chairs, carpet, an easel, a big umbrella and quite a few boards with examples. We’d set it up on the promenade, leave it there and go off and have dinner. Nobody ever messed with it. Almost all the other traders were Brazilian so my Portuguese grew and flowered a bit during that time. Jill showed me a porfolio of drawings she had photographed from that period. They were truly stunning. BETH: It’s the eyes I love. They have such feeling. Jill: But look, it’s the jaw line which tells so

much. And so it did. With the most sublte line, a whole character was caught. JILL: I see the sitter's feeling, like I see your expression in your eye, and I see that and it goes through my body and comes out through my hand………on a good day! (laugh!) BETH: You're teaching life drawing now, what do you like about that? JILL: I like people, and I feel that I can help people see better, so that they can draw. I know that I can teach. It also tests my own knowledge, by forcing me to put quite subtle ways of looking into words and it’s amazing to see how people progress and grow in confidence. I have great models now. They are all beautiful, each in their own way. Male and female. BETH: And now you have moved from the
Library to the Recriativa? JILL: Yes, it has been renovated and is a beautiful space. There’s lots going on in there, you can get good snacks and there is a guitar in the bar. I run life drawing sessions there every Thursday morning. If anyone wants to join in please email me. It’s a really nice place to go. I like it there. In the spring there'll be a show of drawings made during our recent sessions so please look out for it. And I have 11 drawings on show now in Gosto, Boliqueime. BETH: Is there some easier way. Portuguese Easter traditions For many in the western world, Easter is all about the chocolate eggs and little else. However, in Portugal, far more age-old traditions remain.
C
ompared to the UK, there’s far more tradition and ritual on display at Easter in Portugal. Over 80% of the population identify themselves as Catholic and many religious events take place. Some of these are specific to certain towns and villages but others are witnessed across the country. Despite the high percentage of Catholics in Portugal, there is quite a difference in the number of people who identify with the religion and actively practice it. Traditions in Portugal are widely respected even if religious belief may be waning, so even younger people who may not take Mass will all get involved with the meals and celebrations. The Key Days of Easter The Easter festivities last a week in Portugal, beginning on Palm Sunday the week before Easter Sunday. The entire week is celebrated with processions and religious rituals in the north-western city of Braga, which plays host to over 100,000 tourists each year. On Maundy Thursday in Braga, a symbolic foot washing (lava-pés) ceremony takes place, where 12 people (representing the disciples) have their feet washed prior to Mass. The main day recognised by all is Good Friday, which is a public holiday in Portugal. As is the case on Christmas Eve, the traditional

dish consumed on this day is bacalhau (salt cod). However, at Easter this has particular significance, as practising Catholics are supposed to abstain from meat on Good Friday. Easter Sunday is a family day in Portugal, much as it is in the UK. In some small villages, priests maintain the tradition of visiting homes in their parish with a figure of Christ. The traditional Portuguese food for Easter Sunday is roast lamb (Cabrito). While lamb is a common dish throughout central and northern Portugal, it’s far less common than pork and chicken in the Algarve, so its presence in all the butchers and supermarkets is very noticeable in the run-up to Easter. Easter Monday isn’t an official public holiday in Portugal as it is in some other countries, but many people take the day off, as it is traditional for families to head off for a picnic on this day. Easter Food in Portugal As well as lamb and bacalhau, there are other foods strongly associated with Easter in Portugal. Chocolate eggs are just as ubiquitous as they are anywhere else in the western world, but the variety is far greater. As well as large, branded hollow eggs, there are vast numbers of bags of smaller solid chocolate eggs filling the supermarket shelves. Chocolate bunnies are common too
and are seen as a symbol of fertility. The other main Easter delicacy in Portugal is a cake called Folar da Páscoa – a slightly unusual concoction (also seen in Italy) involving hard boiled eggs (complete with shells) baked into a slightly aniseed dough. Traditionally, this was given as an offering to the visiting priest on Easter Sunday. Nowadays, the traditional recipe has been tweaked, and there are plenty of variations that don’t have anyone running the risk of consuming any eggshell. Chosing Threads for Patchwork and Quilting There's no single 'best' thread for patchwork, quilting, and applique, but there are many threads that are excellent choices for beginning quilters who aren't quite sure which threads to buy.
W
alk into a quilt shop or explore threads online and you'll find that the choices seem endless. Thousands of thread colours are just the beginning, and possibly the easiest aspect of choosing threads. Beyond that, you'll find threads designed for many different tasks. ● Threads that work best for sewing patchwork are usually not labeled for that purpose, making selection a bit confusing. ● Hand quilting threads have characteristics that make them unsuitable for machine quilting. ● Threads designed for machine embroidery and other decorative techniques are varied and are often not a good choice for assembling patchwork. Use this guide to quilting threads to help you understand the types of threads that quilters use most often. Cotton and Polyester Sewing Threads Cotton thread is created by spinning cotton fibers together and then pulling and twisting a narrow strand of yarn away from the mass. Individual strands of the narrow yarn, each called a ply, can be twisted together to create a stronger thread. Polyester, a synthetic product, can be spun together in a similar way to create threads that look like cotton but have more stretch. Polyester can also be drawn out into long, continuous filament threads. The polyester thread may, over time, cut through the cotton fabric and cause damage. It generally takes many years for the damage to occur but we do see it in some quilts made during the 1970s and 1980s. Another type of thread is made with a polyester core encased in cotton, resulting in a slightly stretchy thread, but with a traditional look and feel. To improve longevity, most quilters who sew their quilts with cotton fabric prefer to

use all-cotton threads for the majority of projects. Decorative threads are most popular for wall-hangings and show quilts. Always choose a thread that provides the look you want to achieve. Threads for Piecing a Quilt All-cotton threads are readily available and are the best choice for piecing our quilting fabrics. Help avoid future wear at the seams by choosing a thread that's no stronger than the fabric. That means it's best to avoid polyester threads and overly strong cotton threads. A hefty thread can also affect seam allowances and accuracy because it takes up too much space in the seam and causes excess bunching. The threads below are all good choices for patchwork, but so are many others. Use my list as a starting point, but be sure to ask staff members at your local quilt shops for their recommendations. ● Aurifil - An almost lint-free 50 weight thread. ● YLI Select - A 40/2 thread made from Egyptian cotton. ● Gutermann Cotton - A 50 weight cotton thread. Threads Used for Hand and Machine Quilting Quilters use all sorts of threads for quilting, from cotton to decorative versions. Threads developed specifically for hand quilting should not be used in your sewing machine because they are coated with a glaze that is not machine-compatible. Beyond that, the sky's the limit. Manufacturer websites are a good source of information for threads suitable for hand and machine quilting. Do keep in mind that you must often change your sewing machine's tension when you machine quilt, use a different thread in the bobbin and choose hand and machine needles that will deliver the thread intact, without damage to
its integrity. Rayon, Nylon and Metallic Threads for Quilters Rayon is derived from cellulose but is not classified as a natural fiber because the transformation requires quite a bit of manipulation. Colorful rayon threads are very popular with quilters and are typically used for machine embroidery and other decorative work. Rayon thread is not used to sew patchwork. Nylon is a synthetic product used to make transparent monofilament thread (one ply), which becomes fairly invisible when used for machine quilting. It can melt under an iron, it sometimes discolors, and often becomes brittle with age. A fine transparent polyester thread is a more durable choice. Metallic threads are typically made from a core of nylon or polyester that's covered with a decorative product. Quality metallic threads also have an outer coating to help protect the delicate metallic layer. More Threads for Quilters You'll encounter threads made from other natural materials, including wool and silk. ● Wool threads are typically thicker than other threads and sometimes used to embellish a Folk-Art quilt or project with a homespun look. ● Silk threads are sometimes used for applique - they are fine and make stitches that seem to disappear. Silk threads are also a good choice when beads are added to the fabric. Water-soluble threads dissolve when a project is washed. They are used for basting, or for any task where temporary stitches are needed. Fusible threads are used to sew a typical seam, but when pressed they stick the sewn fabrics together. Binding and applique are two possible uses for fusible threads. You'll find other specialty threads when you explore thread manufacturer websites.

urns out, one of the most invaluable living things on the planet is less than 2.5 cm long and lives for only a few months - the busy little honeybee. Famed as a source of delectable honey (as well as long-burning candle wax and protein-rich pollen), honeybees have been part of human lore for thousands of years, from ancient cave paintings to Winniethe-Pooh stories. Common Types of Bees While there are about 20,000 different species of bees, the Western honeybee gets the most press, and with good reason. Few types of bees form colonies like the honeybee, and it's this communal living arrangement that necessitates the creation of hives and honey. Of the many bee species, only about seven actually make honey, with the honeybee surely being the most prolific. Native to Europe. The honey bee was introduced to North America by Spanish colonists in the early 17th century and subsequently made its way across the continent, taking up residence in both wild

haunts and managed hives. Importance of Bees in the Garden The role of bees is much, much larger than just honey production. Not only do they pollinate much of our native flora, they are also responsible for about one-third of our daily diet. From soya beans to Melons to apples, a big percentage of our edible crops require floral visits from bees to form fruits, vegetables, and even nuts. Other edibles, like cabbage, onions, celery, and mustard need bee pollination to form seeds for propagation as well as the spice rack. This is the reason beehives have gone handin-hand with the production of crops. For example, if a farmer has an apple orchard, he often sets up a collection of beehives nearby for pollination, to help the process, so to speak, and not relying on chance encounters with wild bees. Domestication of Honeybees Another reason for the honeybee's fame and abundance is its ease of "domestication." Now, honeybees are not actually domesticated in the same sense as household pets. But their

mild temperament has made them extremely manageable, and the art of beekeeping has been around for thousands of years. Initially, honey would have been collected from wild colonies, found in natural cavities like tree stumps. But, this inevitably caused the destruction of the hive. Even early manmade hives required a full dismantling, like the pottery versions in the ancient Middle East, rolled-cork hives used in Spain, and the charming dome-shaped straw "skep," dating to medieval times, which has become a classic symbol for the honeybee. While it was known for many years that honeybees built their combs a specific distance apart (2.5cm to 9.5cm), not until the late 1700s did "movable comb hives" come on the scene, making it possible to harvest honey while preserving the hive structure. But this concept didn't become widely used until after 1851 when “Lorenzo Langstroth” invented a box-shaped hive with frames that hung from the top, the form still in use today. Honeybees versus Killer Bees In recent years the honeybee has come on difficult times, battling against urbanisation, mites, diseases, and the dreaded Africanised bees, also called "killer bees." While the Western honeybee only stings in response to a serious threat (since stinging means the bee dies), Africanised bees are more aggressive, not only toward honeybees but humans as well. Setting Up Your Own Beehives All a hive essentially requires are low-tech equipment (a hive box, smoker, beekeeper's suit, etc.), basic skills, and a calm demeanour. It's also a good idea to put up a high fence or hedge so bees will fly up and over. Since bees travel in a straight

line between the hive and nectar sources, you don't want them zooming around at head height and annoying the next-door neighbours. And you should provide a source of water about twenty feet from the hive, like a birdbath, dripping fountain, or a container water garden. And the payoff should certainly outweigh the anxiety - not only will you have pollinators close at hand to insure plenty of vegetables and fruit, but imagine enjoying your own honey, fresh from the hive. Remember, if you have flowers, there will be bees visiting your garden, so you might as well enjoy some side benefits! Honeybee Facts • Bees have been around since the Jurassic Period, evolving alongside flowers. • In Europe the honey consumption is a whopping 250,000 tonnes of honey. .. Per year. • Eating local honey can fend off allergies. • Colonies are made of a queen bee (which can live for several years), worker bees (females, which make up the majority of the hive), and drones (males, whose sole purpose is to mate with the queen). • In the highly organised society of the hive, worker bees have specific roles, such as guard, nurse, forager, housekeeper, or undertaker. • Bees communicate the location of food sources by performing special dances on the surface of the comb. • An average worker bee flies 60 miles per day. • One pound of honey requires over 50,000 miles of flying and visits to about two million flowers.

Does your estate planning provide control and certainty?

ood estate planning is about more than just having a valid will, especially for expatriates. Not only are there tax and succession rules of two countries to consider, many people now have more complex family structures to cater for. You will want your legacy to pass to chosen heirs tax-efficiently, but you might also want it to be gifted at the right time, stay in the right hands and used wisely after you are gone. Why gift with control? You may want to leave money to your children but worry how they will handle it at this stage in their life. In this case, you might prefer to leave a flexible income rather than a lump sum so it cannot be spent all at once. Or maybe you would like to delay an inheritance until grandchildren reach a more financially mature age, or earmark it for a particular purpose, like university fees. Whatever the reasons for wanting control and certainty, you need careful planning with tailor-made solutions for your goals and particular family circumstances.
Tax considerations Traditionally, gifting with control often involved the use of a trust structure. While this can still offer advantages, the tax-efficient benefits in Portugal have diminished in recent years, and may do so further once the UK leaves the EU. Explore alternative ways of structuring your capital that enable you to meet estate planning objectives while also providing tax benefits, not only for your heirs, but for you within your lifetime. Remember: even if you have been living abroad for years, you could remain UKdomiciled and liable for 40% UK inheritance taxes on your worldwide assets. While the Portuguese equivalent will not apply to direct family, other heirs – including stepchildren – could face 10% on Portuguese assets, wherever they are resident. Portuguese residents are also affected by ‘forced heirship’, which automatically allocates a fixed proportion of your worldwide estate (excluding non-Portuguese real estate) to your spouse and direct family on death. You can override this by nominating in your will for the law of your nationality to apply (the
‘Brussels IV’ EU regulation), but beware this could have unwelcome tax implications. Cross-border estate planning While a good estate plan should focus on ensuring your wishes are carried out without unnecessary taxation, you must use robust arrangements which are compliant in Portugal, the UK, and anywhere else you may have assets or heirs. Your estate plan also needs to be flexible enough to accommodate events like more grandchildren, divorce or re-marriage within the family, so make sure you review your planning regularly. Estate planning is a complex, specialist area and each family is different, so take professional advice to ensure the right money passes to the right hands at the right time, while minimising taxes during your lifetime and beyond. ver the last months we have received many questions from our readers, although some of these questions are related to specific situations, sometimes the answer may help you to better understand the tax system in Portugal and answer the queries from other readers. If you also have some questions regarding tax in Portugal, please feel free to send it to us. I am 67 years old and just sold my property in Portugal. This was my primary habitation and I sold it for the value of 300,000 euros. This house was purchased in 2014 for 220,000 euros and I had a mortgage to buy it. The debt to the bank at time of sale was 30,000 euros. How much do I need to reinvest to avoid paying taxes in Portugal? First in order to make sure that this was your primary habitation, you need to check if the address of the house is the address registered at the Portuguese tax office. If this is not the case, you should change it at least 6 months prior to the sale. If you noticed this to late, please be aware that the change of address in some cases can be done retrospectively. In terms of the amount to reinvest, it works like this: 300.000€ - 30.000€ = 270.000€ So, it’s the proceedings of the sale, minus the mortgage redeemed at the time of deed. The mortgage is only considered if taken prior to 2015 and it is for the purchase of the asset. How much time do I have to make that reinvestment? My new house only costs 200.000€, can I reinvest part of the proceedings of the sale into a financial product?

You have up to 3 years after the sale to make the reinvestment. Alternatively, you can use an asset purchased up to 2 years prior to the sale, to use as your new primary habitation. If the new house you purchased had a price of 200.000€, then in order to avoid the payment of capital gain tax, you need to invest an additional 70.000€ into a financial product. Please note that this is only applicable (financial product) if these conditions are met: • Acquisition of the insurance contract, individual membership of an open pension fund or contribution to the public funded scheme must be made within six months from the date of sale; • If the investment is made by purchase of an insurance contract or by individual membership of an open pension fund, they must exclusively provide the buyer or his or her spouse with a regular periodic benefit of a maximum annual amount equal to 7.5 % of the amount invested. The reinvestment will not be considered if it’s not made within the six-month period, or if in any year the value of the benefits received exceeds the limit of 7.5% We currently have an English Will that needs amending. This will, currently does not mention any of our Portuguese assets. My question is, is it better to add the Portuguese Assets into the English Will or create a new Portuguese Will for this? First of all, let me inform you that In order to make the Will in Portugal, you should contact either a Portuguese notary, or a Portuguese solicitor. There is no need to have two wills. You can

add the Portuguese assets to your English will, for this to be valid in Portugal you just need to have a certified translation of the original will. Although the will is not mandatory it’s always recommendable in order to facilitate the life of your inheritors, as this can save them a lot of time and paperwork in a time that will be already difficult due to the circumstances. As mentioned, please seek advice from a Portuguese solicitor. I am considering the Non-Habitual Resident scheme. Presently I am a UK tax resident and receive Pensions from the UK, dividends from my UK company and rental income from properties in France. Will all the above be tax exempt in Portugal? The NHR - Non-Habitual Residency scheme allows you several tax exemptions on income from foreign source, for a limited period (10 years). The exemptions depend on the double tax agreement between Portugal and these countries. In your particular case, what will happen is that your pensions won’t be taxed in Portugal, neither will the dividends. However the rental income will be taxed in the county where the properties are located. Although you must declare the rental income in Portugal as well, there will be no tax to pay. If your pension in the UK is private, there won’t be any tax to pay in the UK either. However, the state pension or civil service pension will always be taxed in the UK, unless it falls under the threshold limit. aving for your pension is comparable to St Augustine’s plea - “Lord, make me chaste, but not yet”. We have every intention to save for the future, however it is so far away that we put it off until a later date. We all know that we have to save for the future but with low interest rates and improved longevity, do we realise that a much larger pension pot is required to generate a given retirement? The average British 30 year-old in 2000, having the advantage of a defined benefit (DB) scheme, would have expected a pension contribution of 12 percent of wages to generate a retirement income of 67 percent of their final salary. A 30-year-old today, now providing their own pension in a defined contribution (DC) scheme, should expect an income worth just 39 percent. The greater cost of providing a pension is why companies stopped providing defined benefit (DB) schemes and switched the encumbrance
to employees. But at 30 years of age, it is understandable to not see the distant danger of not saving enough due to the reward being so far away. Most humans have a problem with deferred gratification. A famous test for children offered them a single marshmallow up front or two if they waited; only 30% had the necessary selfcontrol to delay. Pension saving is even more of a test of patience; workers have to wait 40 years or more for the pay off. Their pension pot may not even be worth the sum total of their contributions; they may have swapped marshmallows for gruel. This may be why people enjoy the immediate with their marshmallow, instead of planning and saving for gruel. What would happen, though, if people looked at a pension in positive light? Retirement is essentially five hundred two-week holidays back-toback. The average Brit is said to spend as much time researching, saving and planning a holiday as they do enjoying it. However, according to an AVIVA survey, “the British

public would rather hoover than review their pension.” People need to change their attitude to pensions. They should think about what they want in retirement: is it traveling around the world, buying a holiday house in the Maldives, or simply wanting a comfortable retirement? If you start saving early enough, a pension becomes affordable and all of these possibilities can become reality. However disputed Albert Einstein’s quote ‘compound interest is the 8th wonder of the world’ is, still a good motto to remember. If a person started a pension for their 3 year old, assuming a return of 4 percent a year, the sum would double in 18 years, quadruple in 36 years and rise eightfold in 54 years. agoberto Silva, was born and still lives in Vila Nova de Gaia (Portugal). In his paintings, an impressionist vision is present, with the fleeting capture of a given moment. He is, above all, an ‘outdoor’ painter with art pieces which show interest in capturing a given reality. Free brushstrokes being both nervous and spontaneous.

Paralympic Hero & Pudsey Bear
aralympic medalist Anne Warfula Strike MBE was introduced to wheelchair racing at the age of thirty-four in 2002 and just two years later became the first Kenyan wheelchair racer to represent her country competing in the 400m finals at the Paralympics in Athens. But behind those headlines lies a story of a remarkable woman. Born in Mihu, Kenya, Anne was a fit and healthy child before polio struck when she was two years old. As a black, disabled woman, Anne was looked down on and ostracised as she could not perform the chores expected of many women, such as collecting water and firewood. Some people thought her disability was a curse from God, others thought it was witchcraft. Many people told her parents that
she would amount to nothing but she counts herself very lucky that they wanted the best for her and believed in her. Her family made many sacrifices and after completing A-levels and graduating from university with a Bachelor of Education degree she went on to teach at a Technical College in Kenya. Here she met her future husband Norman Strike - which would lead her to Britain, motherhood, wheelchair racing, disability advocacy and charity work. In 2006 Anne became a British citizen, joined Team GB and in 2007 was officially recognised by the Queen with the award of the MBE. Despite being put in the wrong disability category in her sport alongside athletes possessing more mobility than her she went on to win a bronze medal at the 2007 BT Paralympic World Cup in Manchester. ormer England football international Peter Barnes regaled an appreciative audience at Tavira’s Beira Rio & Black Anchor Irish Pub & Restaurant with stories of his football travels around the world. But it was in Manchester where Peter Barnes first met the Irish wing wizard George Best. Manchester United's new golden boy was living in digs and the local schoolboys thought nothing about knocking on his door. One of them was Peter Barnes. 'We'd ask if he was coming out,' recalls Barnes. 'George would say, "Hi lads, give me five minutes, I'm just having my tea". Then he'd play cricket with us in the street. Brilliant.' 'He was my idol,' says Barnes. 'I think he was everybody's idol. Every kid in the country was a big George Best fan. Even though I was a big admirer of Neil Young at City, and Mike Summerbee was a great winger, George had everything. I've seen nobody like him since. He was a vision. Long hair, shirt over the shorts, socks pulled down‘. The event, organised by Steve Ashcroft, helped to raise over 500euros for East Algarve Walking Football’s nominated charities. A Manchester City shirt signed by former players including Mike Summerbee, Peter Barnes, Colin Bell and Tony Book helped to swell the coffers.

OLHANENSE BUILD FOR THE FUTURE
hilst the team have only a very slim chance of making the Campeonato Portugal play-offs the new Italian investors are committed to returning SC Olhanense to the higher echelons of the country’s national sport. A whole raft of players signed in the January transfer window were given eighteen month contracts and they are now beginning to gel into a squad that plays open attacking football under new manager Vasco Faísca. Back-to-back away victories at Sacavenense and Vidigueira have highlighted a new air of optimism at the historic club that celebrates its 107th anniversary on the 27th April. A remarkable game at Sacavenense saw Olhanense two goals down after fifty minutes. Substitute
Stevy Okitokandjo pulled a goal back three minutes after entering the fray but when Muscat was sent-off with ten minutes to go it looks curtains for the Olhão team. Under intense pressure the home side conceded an owngoal with five minutes of normal time remaining and deep into stoppage time Reider Rodriguez snatched the winner for Olhanense. Sunday 14th April sees a top-four clash between SC Olhanense and Casa Pia (Lisbon) at the José Arcanjo Stadium, Olhão (behind McDonalds on the EN125) kick-off 4.00pm. Olhanense full-back Zach Muscat, on loan from the Italian club Pistoiese, came on as a substitute for Malta as they beat the Faroe Islands 2-1 in their UEFA Euro 2020 qualifier.

MATURE MILLERS RETURN TO THE ALGARVE
ast year the Mature Millers Walking Football, including Jack and Sir Bobby Charlton’s younger brother Tommy, were the guest of East Algarve Walking Football. So impressed were they with the hospitality received that they made a return visit and enjoyed a miniWF Festival in Tavira recently. Browns (Vilamoura), EAWF Tavira and EAWF Olhão joined the Yorkshire visitors for a competitive but friendly series of games under the watchful eyes of referees Alan McGovern and Jon Berril.
