Brexit and pension transfers. A ticking clock? Transferring your UK pension into a QROPS can provide significant benefits. With the Brexit transition period set to end on 31 December 2020, time may be running out to do so without paying the 25% ‘overseas transfer charge’. The UK already imposes this tax on EU residents who transfer to QROPS outside the EU/EEA; after Brexit it could easily start charging EU transfers too.

Coronavirus peak expected around 14 April

T

he President of the Republic has said that there is “a more moderate curve” of propagation of Covid-19 in Portugal and that the peak “may be shortly after 14 April”. Marcelo Rebelo de Sousa spoke to journalists after participating in a technical session on the epidemiological situation of Covid-19 in Portugal, at the invitation of the Prime Minister, António Costa, in the auditorium of Infarmed - National Authority for Medicines and Health Products, in Lisbon . Asked if the experts intend to keep the forecast of 14 April as the date for the peak of the epidemiological curve in Portugal, the head of state noted that “it is not possible to make certain predictions” and compared the Covid-19 pandemic to “a spring” that you are trying to contain with “very firm pressure”. ”There has been, with this pressure on the spring, a result that is visible in the numbers: the growth is less exponential, less marked than expected. This naturally means that the pressure on the health system is less, the number of those contaminated has not grown to the level expected and the peak may shift “, he explained. ”It is a more moderate curve, and the peak, the stabilisation moment, which lasts for a while, may be a little after 14 April,” he added. According to the President of the Republic, “the Portuguese people are helping to make the curve different from the curve of other countries, comparing

the number, not only of contaminated cases, but also of interned, and interned in intensive care, and also the number of deaths recorded so far”. Marcelo Rebelo de Sousa, added that other countries are looking “with great interest” at Portugal in relation to Covid-19, specifically in the treatment of infected people at home and in the capacity of system response. Rebelo de Sousa replied to journalists after being asked if he has been in contact with other heads of state from affected countries, at the end of a session in the auditorium of Infarmed - National Authority for Medicines and Health Products, in Lisbon, which lasted more than three hours, about the “Epidemiological situation of Covid-19 in Portugal”, an initiative of the Government, which also included the presence of the Prime Minister, António Costa, party leaders, employers’ confederations and union structures. ”It is possible to verify this idea: we are facing a global pandemic with a very clear European impact. Even those who at some point came to think that this could be from some countries, some societies and not all, are beginning to understand and take action even when they are at a later stage of the process “, he pointed out. According to Marcelo Rebelo de Sousa, other countries “look at the Portuguese case with great interest because the Portuguese case has already

taken into account the lessons of other cases which started earlier and can serve as an example in what they want to do in the future”. The President of the Republic gave the example of “the fact that infected people are being treated at home” in Portugal, since “there were other country experiences that followed different paths”. ”Another example is also the form of restraint that has allowed, with the enormous dedication of the health professionals, a dimension and a response capacity, which is being adjusted, of the health system. And they are learning from it”, he added. Marcelo Rebelo de Sousa confirmed that he maintained contact “with heads of state in very different situations, such as in the Baltics or Eastern Europe”. ”They are different because the outbreak started later in several of them and has had a lower incidence for reasons of population size and the composition of that population. A population, in many cases, younger on average than the Portuguese population or even the Italian population, which is older than ours “, he explained. The new Coronavirus, responsible for the Covid-19 pandemic, has already infected more than 386,000 people worldwide, of whom about 17,000 have died. Portugal began a state of emergency from 12pm on Thursday, 19 March.

Caring for your dog’s welfare During these difficult times, if you’re lucky enough to have a dog, now’s the time to pamper them a little. Here’s what to do and also what not to do, from the team at The Spotted Dog

W

ith everything that’s happening lately it might not be possible to take your dog for their regular groom or even to get as quick access to your vets as you normally would. This makes it even more important than ever to keep your furry friends’ fur, teeth, nails, skin, ears, eyes, and paws as clean and as well maintained as possible. A few thoughts on how you can be caring for your furry friend. PLEASE DO TRY AND: ● Brush your dog’s coat every other day to prevent knotting and matting, and to help control shedding. Matted coats can be so uncomfortable for our furry friends. ● Wipe any outdoor detritus from your dog’s coat with a damp towel, ideally before entering your home. ● Regularly check them for ticks, especially now the temperatures are picking up. ● Check paws to ensure rocks, thorns, or other irritants aren’t lodged in there. ● Keep your dog’s nails down to a comfortable length. If you don’t feel comfortable trimming them yourself, try to walk your dog on firm surfaces such as pavements as these helps keep nails at a reasonable length. ● Very gently wipe the inside of your dog’s ears weekly with a moist cotton ball, but always avoid getting water in their ears.

8

● Clean your dog’s teeth and gums. If you don’t have a brush, wrap a gentle gauze around your finger and swipe your dog’s teeth several times a week to keep food build-up at a minimum. PLEASE DON’T: ● Try and treat any injuries yourself, rather call your veterinarian for guidance. ● Try to clip your dog’s fur. A professional knows how long a dog’s fur should be and has techniques for trimming around the sensitive areas. ● Clip your dog’s nails if you’re not comfortable doing so. Clipping them too short can cause pain and bleeding. ● Cut matted fur out of your dog’s coat yourself, as it can cause all manner of problems, including cuts to the skin itself. ● Use HOOMAN beauty and hygiene products on your canine unless approved by your vet or groomer. ● Attempt to remove foreign objects from your dog’s eyes, ears, nose, or mouth yourself. Consult your veterinarian. ● Spray a smelly canine with HOOMAN perfumes or fragranced products. A dog’s sense of smell is extremely sensitive and it can cause them distress and discomfort. For more information on the benefits of professional dog grooming please see our website at https://www.thespotteddog.net/

Coronavirus disease:

Myth busters

The World Health Organisation (WHO) has issued the following points in order to help clear up a few Myth’s you may have heard

1

Exposing yourself to the sun or to temperatures higher than 25C degrees DOES NOT prevent the coronavirus disease (COVID-19) You can catch COVID-19, no matter how sunny or hot the weather is. Countries with hot weather have reported cases of COVID-19. To protect yourself, make sure you clean your hands frequently and thoroughly and avoid touching your eyes, mouth, and nose.

2

You can recover from the coronavirus disease (COVID-19). Catching the new coronavirus DOES NOT mean you will have it for life. Most of the people who catch COVID-19 can recover and eliminate the virus from their bodies. If you catch the disease, make sure you treat your symptoms. If you have cough, fever, and difficulty breathing, seek medical care early – but call your health facility by telephone first. Most patients recover thanks to supportive care.

3

Being able to hold your breath for 10 seconds or more without coughing or feeling discomfort DOES NOT mean you are free from the coronavirus disease (COVID-19) or any other lung disease. The most common symptoms of COVID-19 are dry cough, tiredness and fever. Some people may develop more severe forms of the disease, such as pneumonia. The best way to confirm if you have the virus producing COVID-19 disease is with a laboratory test. You cannot confirm it with this breathing exercise, which can even be dangerous.

4

COVID-19 virus can be transmitted in areas with hot and humid climates From the evidence so far, the COVID-19 virus can be transmitted in ALL AREAS, including areas with hot and humid weather. Regardless of climate, adopt protective measures if you live

in, or travel to an area reporting COVID-19. The best way to protect yourself against COVID-19 is by frequently cleaning your hands. By doing this you eliminate viruses that may be on your hands and avoid infection that could occur by then touching your eyes, mouth, and nose.

5

Taking a hot bath does not prevent the new coronavirus disease Taking a hot bath will not prevent you from catching COVID-19. Your normal body temperature remains around 36.5°C to 37°C, regardless of the temperature of your bath or shower. Actually, taking a hot bath with extremely hot water can be harmful, as it can burn you. The best way to protect yourself against COVID-19 is by frequently cleaning your hands. By doing this you eliminate viruses that may be on your hands and avoid infection that could occur by then touching your eyes, mouth, and nose.

8

Does the new coronavirus affect older people, or are younger people also susceptible? People of all ages can be infected by the new coronavirus (2019-nCoV). Older people, and people with pre-existing medical conditions (such as asthma, diabetes, heart disease) appear to be more vulnerable to becoming severely ill with the virus. WHO advises people of all ages to take steps to protect themselves from the virus, for example by following good hand hygiene and good respiratory hygiene. For mor information see https://www.who.int

6

Hand dryers are effective in killing the new coronavirus! No. Hand dryers are not effective in killing the 2019-nCoV. To protect yourself against the new coronavirus, you should frequently clean your hands with an alcohol-based hand rub or wash them with soap and water. Once your hands are cleaned, you should dry them thoroughly by using paper towels or a warm air dryer.

7

Vaccines against pneumonia protect you against the new coronavirus? No. Vaccines against pneumonia, such as pneumococcal vaccine and Haemophilus influenza type B (Hib) vaccine, do not provide protection against the new coronavirus. The virus is so new and different that it needs its own vaccine. Researchers are trying to develop a vaccine against 2019-nCoV, and WHO is supporting their efforts. Although these vaccines are not effective against 2019-nCoV, vaccination against

T

avira is sometimes referred to as the Venice of the Algarve and one of the true gems of the Eastern Algarve. Straddling the River Gilão, its charm and predominantly low-rise architecture set it aside from most other resorts in the area. Tavira boats a seven-arched Roman Bridge and has fine Renaissance architecture, numerous churches, tree-lined squares and for sure, a certain romantic flair. Here in Tavira there are also fine examples of medieval houses complete with Gothic windows and magnificent doorways and it is also a lively trading town with a vibrant fruit and vegetable market. On March the 16th, the town celebrated the 500th year since it was designated a ‘city’ by the Portuguese Kingdom. It was on March 16, 1520, King D. Manuel I elevated

www.eastaalgarvemag.com

the “ancient village of Tavira” to a city, by emitting a letter which listed all the rights, privileges and duties a city had in the Kingdom of Portugal. Tavira’s origins date back to the Late Bronze Age (1000-800 BC) and in the 8th century before Christ, it became one of the first Phoenician settlements in the Iberian West. The Phoenicians created a colonial urban centre with walls, two temples, two harbours and a stable urban structure. It is thought its original name was Baal Saphon, named after the Phoenician god of Thunder and Sea. and this name later became Balsa, used by Romans in the area. The Roman settlement of Balsa was just down the road, near Santa Luzia (3km west). and Tavira (then called Tabira) was an important link in the route between Castro Marim and Faro.

In the 8th century, the Moors occupied Tavira. They built the castle, probably on the site of a Roman fortress, and two mosques and In 1242 Dom Paio Peres Correia reconquered the town. As the port closest to the Moroccan coast, Tavira became important during the Age of Discoveries, serving as a base for Portuguese expeditions to North Africa, supplying provisions (especially salt, wine and dried fish) as well as a hospital. Its maritime trade also expanded, with exports of salted fish, almonds, figs and wine to northern Europe. By 1520 it had become the Algarve’s most populated settlement and it was then that it was raised to the rank of city. It was the Moorish occupation of Tavira, between the 8th and 13th centuries and the Islamic occupation that left its mark on

agriculture, architecture and customs of the Algarve. That influence can still be seen abundantly in Tavira today with its whitewashed buildings, Arabic style doors and of course rooftops. Tavira’s castle, two mosques and palaces were built by the Islamic people and the famous seven-arched “Bridge”, thought to be Roman, was actually built in the 12th century by the Islamic people. Today the beautiful city of Tavira is appreciated by thousands of International tourists from around the globe destined to see the calm waters of the Gilão and the wonderful sunset skies above the city, Featuring 37 churches and many 18th century buildings, Tavira is now known for being a charming laid back city, mixing local life and one which values its heritage and

welcomes everyone. Decline began in the early 17th century when the North African campaign was abandoned and the Rio Gilão became so silted up that large boats couldn’t enter the port. Things got worse when the plague struck in 1645, followed by the 1755 earthquake. After briefly producing carpets in the late 18th century, Tavira found a more stable income in its tuna fishing and canning industry, this too declined in the 1950s when the tuna shoals moved elsewhere. Today, tourists gravitate towards the city to dine in it’s many fine and reasonably priced restaurants and cafes and relax in beautiful surroundings welcomed by the Portuguese and international residents. The Portuguese expansion of the 15th and 16th centuries has made Tavira a prosperous

urban centre in the Algarve, benefiting the city with strategic importance for support, defence and maintenance. Its richness is attested by the large number of military, civil and religious buildings that arose during this period, especially the Renaissance works of the architect André Pilarte, and with its natural beauty, sitting at the foot of the Ria Formosa, protected natural park, it is sure to continue to attract global visitors in the future. This years celebrations were cancelled due to the worldwide pandemic but as a community Tavira and the entire region and country has joined to enforce measures to protect the population of 2020. We all look forward to new beginnings in the future and sharing our beloved city in all its glory.

ith the outbreak of the COVID-19 virus and subsequent economic fallout we are revising our already cautious annual outlook for resale property in the Algarve for 2020. With the lockdown of many countries around the world the global economy is expected to go into recession. For Europe a severe recession seems unavoidable. The lockdown of countries, the closing of schools and most businesses, the self-containment measures to stop the virus from spreading have brought normal dayto-day life to a standstill. The central bank of Portugal is expecting the economy to contract between 3.7% and 5.7% in 2020 and will have potentially long-lasting effects. The Algarve will be badly hit as economic activity highly depends on the tourism and hospitality related business, a sector of the economy that has been affected the most. Demand for these services have disappeared almost overnight. Contrary to the financial crisis of 2008 the current crisis is one of a lack of demand and not money. Around the globe central banks have taken action by adding liquidity to stabilize financial markets, stating ‘whatever it takes’, remember that one? Various governments are now borrowing the expression first coined by Mario Draghi when being president of the ECB, adding fuel to the thought that what they are trying to do is not simply to soften a recession but to avoid a depression as they realize the households and businesses are likely to run out of money soon. Even in wealthy countries a large proportion of the population is living from pay-cheque to pay-cheque. They have hardly a financial buffer. Whereas a year ago governments in Europe largely ignored calls for fiscal stimulation of the economy, now the taps are wide open to fight the coronavirus pandemic. Portugal (€9.2bn support for companies and workers), France (€45bn in tax breaks, also keen on – surprise, surprise - nationalising companies) and €300bn loans to businesses), Britain (£330bn emergency loan guarantees and £20bn fiscal support), USA ($2000bn fiscal stimulus), Spain (€100bn emergency loan guarantees), Germany (€750bn business and employee support) and Holland (€40bn) are all using their balance sheets to protect household incomes and prop up business activity. Not ever before has there been such a mobilisation of resources! For the Algarve this is may be too little and too late, as many businesses will have to close and lay-off employees. The relieve for companies is in the

www.eastalgarvemag.com

Property

form of low interest loans and postponement of taxes which eventually will need to be (re)paid and as such adding to their debt burden. As the drop in economic activity is caused by interruption of global supply chains and a slowdown in demand, the measures taken by the ECB (€750bn bond purchases and no limit if needed) will have little effect on this. Central banks cannot underpin household incomes nor protect businesses from a collapse in demand. Fiscal stimulus is considered to be a more effective tool but it will take time before this finds its way into the economy. Households and businesses alike are in capital preservation mode to live another day. Fact is that if a business and/or household has borrowed too much they will eventually go under. Governments realise these are unprecedented times, some saying we are at war offering governments to seize the opportunity to spend freely. Also the question about the survival of the Eurozone is flaring up again due to the severity of the corona impact in Italy and its already fragile economy. Furthermore the sharp economic down turn may also expose excesses in other parts of the global economy that hitherto have gone unnoticed. One example is the oil price war and the effect on the oil industry. Not only is there oversupply but also a sharp decline in demand for oil. Uncertainty is no friend of real estate! We have mentioned this here many times before and we are in a period of extreme uncertainty. In the Algarve the property market is driven to a large extend by people buying a second or third home. This type of discretionary buying is now on the back burner as it is not a life necessity. As a result demand for property has almost come to a standstill. Current deals are facing difficulty to complete as many notaries are closed. These are property transactions that were agreed upon 6 to 10 weeks ago. The damage to the real estate industry will become clear in two to three months as there will be hardly any transaction being conducted during this period. There is a good chance that your agent will no longer be involved in property sales and for estate agents to close their doors. We also believe that the initiation of new mortgages will slow down as surveyors are postponing surveys due to the state of emergency. Moreover, the impact of the crisis on property prices will also make surveyors more cautious in their evaluation, which could result that the requested loan value is considered to be too high in relation to the value of the property. If a prospective buyer cannot afford to put in more equity, the mortgage is unlikely to be approved despite the

www.eastalgarvemag.com

current low interest rate environment. The Covid-19 crisis has led to a bloodbath in equity markets. Even after the recent bounce up many are still 30% below their peak in the beginning of the year. Unlike stock markets where you can trade in and out of at a low transaction cost, property markets are illiquid and bare high transaction cost. Where the new reality is in process of being priced in to the stock market, the property market still has to make a start to adjust. It would not come as a surprise to us when prices are 10 to 15% lower by the end of the year. We mentioned last year that ultra-low interest rates have been a boon to businesses, consumers and governments over the past years but it has a negative impact on savers and pensions funds. Pension holders worldwide are faced with steep hikes in their contributions or cuts to their benefits. If pension funds were already underfunded last year, the current correction in equity markets is not improving the situation. It is likely that the purchasing power of pensioners will be eroded over the coming years, some of which are potential buyers of property in the Algarve and/or are frequenting the region for a long stay. We believe that the current crises will eventually pass given time, however we also strongly believe that the world will look different at the other end of the tunnel. In addition the almost unlimited financial commitment to soften the economic downturn may also lead to a sharp increase in inflation. With government spending going through the roof, the higher levels of debt may come back to hound them as interest rates may go up sharply in the future. The socialist government under António Costa has been credited for Portugal’s economic success over the past two years choosing to increase spending over austerity. As with adding oil to a fire, choosing to spend instead of saving money for the inevitable rainy day led to higher economic growth. It was a gamble to expect this would pay off in 2020 and following years, all things being equal. Well they got it wrong, again. One could argue that the current corona virus is a black swan, however it is inherit to our financial system that there will be occasionally an economic downturn, the cause of which is often hard to predict. It is a case in point that Portugal, like several countries in southern Europe, find it difficult to get the message across to their constituency that in good times money needs to be set aside for bad times. However, Portugal should expect from the EU to receive all the support to tackle this health crisis, not limited to financial means but also to

include materials and medical staff from abroad if and when needed. With debt to GDP at around 120% Portugal (and increasing to cope with the crises) has a long way to go to comply with the Stability and Growth pact under the Maastricht treaty which states that debt to GDP should be below 60%. In the past the country benefitted from tailwinds from Europe’s economic growth, this is no longer the case. It also benefitted from record numbers of tourists visiting Portugal……how are now in lockdown in their home countries. There is no doubt that a long term investment in property is rewarding. However, for an investment property the purchase price is very important. With the corona crisis the market has become a buyers market almost overnight. Regardless of short term price volatility, overtime the return on investment is good and as such this should be part of a diversified investment portfolio. Property is relatively easy to understand and if rented out provides a decent return versus a savings account or bonds (exotics not included, as their risk profile makes them unsuitable for the average investor). In addition it offers you the possibility to spend your holiday in your own investment property which is a tempting proposition to many. The current lockdown will not last forever. Some properties are more suitable for letting than others. It depends on location, proximity to an international airport, outdoor space and having a (communal) pool or not just to name a few. There is no better time to get in touch with the people who have been living here for more than 20 years, offering you guidance about your requirements without obligations. Our revised outlook for 2020, adjusted for Covid-19, base case scenario is for prices of resale properties to drop between 10 – 15% by year end depending on location and type of property. Stay safe, healthy and sane. This too will pass. Giving Back to Portugal... an Appeal The Pink Flamingo Croquet and Social Club is working in partnership with the Algarve Network for Families in Need to provide food and essential items as well as pay for medicine to families across the East Algarve

H

ow I miss eating dinner with my husband and friends at our favourite restaurants in Tavira and entertaining our friends of different nationalities in our home. I also miss everyone at the croquet club, the laughter, meeting familiar faces and new ones too and of course actually playing the game. This has been our life as full-time residents living in the East Algarve until all that stopped as the world shook with the horror of Coronavirus and we were told to stay home and not interact with others. How it has impacted my husband and I could probably be termed as ‘rich man’s problems’. Personally, we are not rich in financial terms, we are comfortable after a lifetime of hard work – and sometimes life has been very tough. We are only rich in having such a good life in our Autumn years and, as many of you reading this will agree, apart from sometimes complaining when the monetary exchange rates negatively impact our monthly income from overseas, we manage quite well. We chose to spend our golden years in Portugal and now consider this foreign land our home. So why did we choose to settle here? Our income certainly has more value here than in our home countries, England and Norway in our case, and with the NHR rules we pay less tax, which means our disposable income is higher meaning we can afford to do more. The Algarve has over 300 days of sunshine which is better than freezing winds, snow and rain and you can BBQ every day throughout the summer if you wish without the fear of rain stopping play. But the real reason we chose to live

34

here, as opposed to anywhere else, was because of the Portuguese people who are easy-going, welcoming and friendly. They go out of their way to be helpful and in the south of the country they have a very casual and relaxed way of life, which although the pace can be frustrating when you first move here, it is after all what we have all been seeking, to be stress free at the end of our working lives. Coronavirus has hit us all like a psychological wall. We are frightened. Many of us feel like we are playing a small role in a 1970s disaster movie. Life is surreal. Our natural instinct is to mentally withdraw from what is happening. It is natural to feel cheated that our freedom has been taken away. It has been compared to the different emotions we experience when a loved one dies. The stages are not linear but over the past few weeks we have probably all experienced denial: This virus won’t affect us. Anger: You are making me stay home and taking away my activities. There’s bargaining: Okay, if I social distance for two weeks everything will be better, right? Sadness: I don’t know when this will end. And finally, there is acceptance. I will comply with all the rules and everything will be okay. We can then move on and try to find some meaning and purpose to what has happened. Might there be some positive changes to come out of this situation the Coronavirus has caused? Bill Gates has recently spoken about some of the ways our beliefs and behaviours may change: It is reminding us we are all equal, regardless of our culture, religion, occupation, financial situation or how

1

famous we are. It is a reminder that we are all connected and that something that affects one person has an effect on us all. It is a reminder of how precious our health is. It is a reminder of the shortness of life and of what is most important for us to do, which is help each other, especially those who are old or sick. It is reminding us of how materialistic our society has become and how, in times of difficulty, we remember it’s the essentials that we need (food, water, medicine) as opposed to the luxuries that we sometimes unnecessarily give value to. It is reminding us of how important our family and homelife is and how much we have neglected this. It is forcing us back into our houses so we can rebuild them into our home and to strengthen our family unit. It is reminding us that our true work is not our job, that is what we do, not what we were created to do. It is reminding us to keep our egos in check. It is reminding us that no matter how great we think we are or how great others think we are, a virus can bring our world to a standstill. It is reminding us that the power of freewill is in our hands. We can choose to cooperate and help each other, to share, to give, to help and to support each other or we can choose to be selfish, to hoard, to look after only our self. It is a reminder that we can be patient, or we panic. It is reminding us that this can either be an end or a new beginning.

It is reminding us that this Earth is sick. It is reminding us that every difficulty, there is always ease. Whereas many see Covid-19 as a great disaster, I prefer to see it as a ‘great corrector’. For me these is truth in his words and I only hope many are being reminded of these things. . So, what can we do to focus on something positive in this shifting world? Our chosen action is to give something back to the people we choose to live amongst and who happily allow us to live in their country as foreign immigrants. We live in an area that is highly dependent on foreigners be it as tourists or habitants to spend money in their restaurants, bars, hotels and shops. To purchase or rent accommodation which supports the construction industry and employ locals to maintain their properties. Coronavirus has a ripple effect on the working lives of our Portuguese hosts and foreign workers. If the restaurants are closed the fishermen have nowhere to sell their fish. If we are selfisolating, we won’t allow workers into our homes to do maintenance or repairs. Even when the virus has gone and we start to resume more normal lives how long will it be before the tourists come back? Traditionally the tourist season starts at Easter, this is the time they make the majority of their income which has to last them over the winter months too. Easter is only days away and so we can assume, even if the virus disappears in the coming weeks, how many we don’t know, tourism for this season at best will be

www.eastalgarvemag.com

severely damaged. In all probability it will be 2121 at least before tourism goes back to the level of 2019. Many of the workers in the tourist industry who have a fixed job earn minimum wage (€4.38 per hour). For many they only earn from April to November so they have to put away enough to cover their expenses over the winter or find labouring work. Many working in restaurants, cafes and bars, also fishermen and builders are zero-hour contractors earning less than the minimum wage or self-employed. The Portuguese government has stated it will give financial support to employers to financially support their employees. This will not happen quick enough and as of 31st March many will not get more income until that payment arrives. For many contractors and the self-employed they are not eligible and it will never arrive. So, the local workers need help to feed their families, buy essential items and medicine. This will not just be a short-term problem this is going to last many months until the tourists return in their thousands. The Pink Flamingo Croquet and Social Club, a registered non-profit association, is working in partnership with the Algarve Network for Families in Need who cover West and Central Algarve on an initiative to provide food and essential items as well as pay for medicine to affected families across the East Algarve. With a team of volunteers, (we still need more if you wish to help us in our quest), we are asking for donations of non-perishable food (tins, pasta, rice etc.), nappies, baby food, baby supplies, cleaning materials, toiletries and hygiene products as well as cat and dog food. At

the time of writing, due to the enforced strict travel restrictions, we are unable to carry out manned collection points outside supermarkets, however when these strict restrictions are lifted, we will advertise at which supermarkets we will be at set times on social media. Meanwhile the English shop in Conceição near Cabanas have kindly agreed to collect these items on our behalf during their opening hours. The Black Anchor in Tavira have agreed to be a drop off point for food and essential item donations between 11:00 and 13:00 every day. We can then use their facility to store, sort and bag the non-perishables. We are also taking the responsibility of verifying and prioritising families in need and delivering food and essential items to them as well as paying the prescription charges for needed medicines. We will not give cash. As well as taking tangible donations from the public we need money to buy fresh produce, food supplies when necessary and pay for prescriptions. Community

Never afraid to speak his mind, Tavira resident and long term friend of the East Algarve magazine, Jay Cee gives us his experiences to date in the continuing daily fight against the spread of the deadly Corona Virus.

MY VIRAL THOUGHTS

T

his is not the movie Contagion. This is not Fake News. The reality of a new Zootrophic VIRUS is amongst us. This is an irrefutable FACT must not be ignored, yet seems to be, by some, and indeed audaciously paraded by others. I for one am very grateful for having chosen to reside in Tavira, the Jewell of the Algarve. For I have a mountain view within my isolation walls. I have sunshine supplying me with a steady stream of VitaminD, and I inhabit a community of people, who, by my observation and estimation, have adhered to the current globally prescribed measures imposed by the Portuguese Government. They follow those rules, by staying home. For the most part, civility and socially conscious behavior has been the course of action taken by the majority of the citizens of my chosen town. Thank you, Tavira. Of course, there are the exceptions to the rule. Which I illustrate with this personal occurrence I had thrust upon me. I ask myself, why after handing out 30 pairs of gloves to consumers at Mini Preco, was I verbally bombarded with racist remarks, by a local man, “telling me to go back to my country”, shouting in front of people, who wore masks and gloves, “that I am the cause of the virus being in Portugal, that he doesn’t have the virus, only I do, that I don’t belong here” All because I asked him to wear gloves, that I was providing for him. Was this fear, stress, worry or just plain racist ignorance, that he felt was

36

justified, by the times we are within? Not one other person offered any support in this exchange. They stood mute behind their protective masks. Finally, the manager accompanied him from the premises. Who are these people that act so differently in this Global scenario? Gordon Asmundson, a professor of psychology at the University of Regina in Saskatchewan has categorized peoples behavior by three groups, Over-responders, Under-responders and those who fall Somewhere in Between. I say we have four groups. The first group in this societal Pandemic are the health workers. These professionals are risking their lives as they fight for ours, They are faced with an untenable responsibility as they serve their community part of an ill-equipped infrastructure, within an ill-prepared industry. Their faces scraped, bruised, rubbed raw from wearing the same mask, for days on end. They are scarring themselves, in the line of duty, for us. Think about that the next time you have a sandal blister and you need to walk back from the beach. Now multiple that one hundredfold and it might give you an emotional sense memory understanding of what they are going through, over a 48-hour shift, with little sleep. I salute you all in normal times, today I bend the knee and bow my head. Bravo. They are followed closely in their heroic contributions by the Truck Drivers, the Grocery Workers, the Telecommunications people,

the Tavira Verde men and women who are disinfecting our streets, the EDP power station operators that keep the lights on, the Ambulance drivers, the Corpo de Bombeiros, the bakers of bread, the butchers, the garbage workers that continue to take our refuse away late into the night. These people are on frontlines, 14/16 hours a day, sacrificing, facing possible mortality. These are the people who socially distance themselves from their very loved ones, so that the chain of supply flows, for us. They are the facilitators of our needs in these times, not the politicians, not the celebrities, not the influencers. For all of this that you give and do for us, I can only say thank you very much. I hold you all, in high regard. Stay healthy and know that you are honorable people who serve others. Now, WHY are the Over Responders, these “panic buyers” so afraid? Why do they think that hoarding toilet paper is an empowering action against a viral assault and why does it provide them, in their mindset, a sense of security inside this fear? When we all know, when all genuine, reasonable common sense points and proves, that it does not? What basic primal need is being triggered, that makes these individuals strikeout and bodily assault another human being? Please don’t simply read what I just asked. Please take the time to question these behaviors? Because those that engage in it, are not only blind to their actions but are oblivious to the understanding

www.eastalgarvemag.com

of their reasons for engaging in those actions. It reminds me of this quote; “Forgive them for they know not what they do”. I say, not during a universal Health Pandemic. They must be held accountable. Yet how? I can defend against their physical assaults. Yet I cannot defend against their thought processes, their mindset unless I can understand why they feel and think this way? The man in Mini Preco had no interest in engaging within constructive dialogue, he simply wanted to vomit his opinion. WHY do the Under Responders believe they are invincible, immune to Covid19? Why are they not conscious of the chance, that if they are wrong, again, facts indicate that they are, that their decision to flaunt any measure of Social Distancing could and can, possibly infect more of their friend’s, family, co-workers, neighbors, the chain of supply workers they obtain their goods from, that they consume at the Corona party, by not staying home? Why if they do infect others, do we not take action to have this behavior stopped? Why do we only comment on these actions? Why are these individuals not held morally accountable? Why is it that they act as individuals, with possible consequences against society? I spend my time asking these questions. I want to understand. I want them to stop. I can tell you why I am in the “somewhat inbetween” group. It is very simple actually. It is based on the empathy I was taught by my Mother for my fellow citizens. It is me having a sense of responsibility to the community, as I am not a hermit living my days upon the plains of Jordan. I stay put when I would rather be sitting with my 81-year-old father in Toronto, yet I don’t. Why? Because I would never unsuspectingly carry an asymptomatic virus to his doorstep. How could I live with that possibility, never mind the reality of it happening? That is why I am on day 14 of self-quarantine. How do we bring the Over and Under Responders towards acting as a whole, for the good of the whole? That is something that I am interested in discussing. Why is it that America speaks of essentially

www.eastalgarvemag.com

nothing more than “STIMULATING THE ECONOMY”. They say it quite openly, for all to hear? Yet no-one listens to what is being said with what is being said. They don’t say, “we need to stimulate compassion, assistance, fellowship, decency”, do they? This pandemic reveals very clearly that the system we take as a given is all but a precarious myth. It is a Matrix. This system is built on momentum. It operates on supply and demand. Once that momentum ceases, supply deteriorates and all hell breaks loose in that demand. The system requires our cash. It’s called LIQUIDITY. It seems, as Liza Minnelli sang in Cabaret, money does make the world go round. For myself, I find this to be not a stressful time, instead a very peaceful time, as I feel no sense of responsibility, other than to stay home, stay healthy, and not engage with others. All the pressures of what will I accomplish? Of why am I not progressing in my business requirements? Thoughts of should I be doing more with my time? Am I being lazy? Should I read another book or cut the lawn? Have I watched too much Netflix? Should I go or not go to the Gym? Why haven’t I visited this person? These questions and more, are no longer applicable, as I see it. This type of noise in my head has ceased transmitting. Why? Because there is no game in play, life, as we have been accustomed to, has ceased to be. We are in the midst of a new reality. In short, most of the judgments I have about myself, all those little nagging recriminations in regards to self, have ceased. My world has become quite small, by definition of the quarantine. I have been forced to accept the conditions that are presently activated and in this acceptance, comes a sense of gentleness. Gentleness with self. Nothing is expected of me, I expect nothing of myself, but to stay healthy and ride this storm out. I have also recognized who it is that I reach out and interact with and when in the pecking order, those individuals are contacted. The truth is I have no need, but to reach out to a few.

As a single man, I have the indulgence of doing this solitude of time, with no inbound intrusions or duties to another. I have no-one that needs me, right now in my direct environment. I don’t have to be mindful of another’s mood fluctuations or feelings. What kind of stress or pressures fall upon the families, relationships, at this time. I turn to my close friends and family, for digital companionship and reach out to my next-door neighbor Joaquin, by WhatsApp communication, if anything immediate is required. I share my fantastic pots of soup with him. He drops off Lemons and Oranges from his farm, at my doorstep. And in that exchange, we provide emotional support for each. We recognize that we are not alone in these days. We have each other if needed. This time has brought me to a very still feeling inside myself. Question is, can I hold on to it when the outcome of what we are dealing with shows itself and relinquishes its power over us. Again, we will see. In closing, I believe one’s character is not exhibited in times of comfort. One’s character is revealed in times of difficulty, hardship, turmoil. Ask yourself this. Look into the future and then look back at how you acted in these times. Are you proud of your behavior? Where you a Somewhat in Between, an Under or Over? Or are you a frontline Hero? Where you conscious in your actions? After all the debates and exchanges, we are left with accepting this simple fact, Mathematics is Mathematics and the rate of infection is exponential and ruthless. I leave you with this thought. Anne Frank spent 761 days in the Secret Annex. She put thoughts to paper. Ask what you will have done when we all exit our doorways and hug each other? We on the other hand, have Netflix, Amazon Prime, Spotify, all the Online content you could ever consume, virtual museum visits, you are able to take a stroll through London by way of street cam. So. PLEASE STAY HOME and get to know thy self.

Occupational deprivation

P

ortugal as many other countries in the world is facing a pandemic right now. In Portugal our President Marcelo Rebelo de Sousa announced a state of emergency for the country in response to the global coronavirus (COVID-19) pandemic. I´ll list a few measures that now all Portuguese and residents in the country have to follow to limit the spread of the virus: Schools are closed; One parent can choose stay at home with their children under 12 years old; if possible the citizen has to work from home; just go out to work, buy food or other essential items, go to the hospital or health centers, to exercise outdoors and walk pets, for short periods of time and never in groups. These restrictive measures and all this pandemic made me think and question myself: What is the impact of this measures in our occupations? – What is expected from us as human beings and occupational beings to

face this new time? Occupational Therapists have always been dedicated to the human occupation study, where the client is seen as an occupational being, with needs, interests and individual goals. This measures to limit the spread of COVID-19 are transforming our occupations and the way we play them and consequently our way to see and understand us as occupational beings. The World Health Organization defines occupations as everything a person do with aim to care of her self (self-care), enjoy life (recreation) or contribute to his community development (productivity). In this specific period of time many of us are facing occupational deprivation, where temporarily we can´t do our roles, our occupations and have our relationships they were before. Many of us are facing difficulties in dealing with that and our mental health is in danger. Feelings like anxiety, stress, lack of motivation, disorientation in our routines and relationships, fear of the unknown or

discouragement can appear and it´s ok to feel them. We need to face the feeling, look to our internal self and analyze where they come from, why they come and if they are useful or not in this specific period of time. Understanding the meaning of the feeling make us confident to elaborate a mental plan for the occupations areas that are meaning and need to be restored, so we can face this pandemic in the right mental conditions without compromise our mental health and for consequently our quality of life. If you, dear reader, need a little extra help to face this peculiar situation that is happening in our world and we are forced to deal with, please feel free to contact SER Igual. Our team of experts in mental care and occupation study can help you in understanding what can you do to improve your quality of life and mental health. I hope you enjoy my personal company during your reading as I´m glad to be writing to you in a few weeks. Stay safe at home. Stay tuned.

HOUSEPLANTS Your complete guide to growning plants indoors

40

www.eastalgarvemag.com

Gardens

H

ouseplants are sold in many different places, such as at florists, greenhouses, nurseries, home improvement centres, craft fairs, flea markets, and even out of a truck in a parking lot. Plant quality and guarantees, along with price are important factors to consider when making a purchase. Quality There are several things to look for when

www.eastalgarvemag.com

shopping for a healthy plant. Begin by inspecting the leaves carefully. They should have the right colour, shape and size and be free of blemishes or brown edges. Also, the lower leaves should not be pale or yellow. A good specimen should not look leggy or sparse. It should have a good, balanced shape and not to top heavy. Look closely at stems and leaves for any signs of insects or disease.

Finally, look at the pot and soil. If roots are growing through the drainage holes or are seen at the soil surface, the plant has probably outgrown its pot. If you choose this plant, special care will be needed when transplanting into a larger pot. If you are unfamiliar with the plant, a proper label will be important too. Now You Have a New Plant, What’s Next? It is a good idea to keep a new plant away

41

Gardens

from other plants for 2-3 weeks. This will protect the other plants from possible attack by any insects or disease you might have missed. Most houseplants are tropical or sub-tropical in origin. Often, they have been grown in greenhouse conditions or even outdoors in southern climates. If plants have not been acclimatized, they may go through a period of shock. Often, plants drop some leaves or some leaves may yellow, when first brought into a new environment. This adjustment period should not last more than a few weeks. During this time, keep the plant relatively cool to help minimize water loss through its leaves. Check the soil regularly to determine when to water. Also, do not fertilize at this time, since the plant is adjusting to lower light and humidity conditions. Houseplant Needs Foliage plants can be a beautiful addition to a home or office. They are often grown for their attractive foliage, since most would require greenhouse conditions to produce flowers. Several factors influence your success with indoor plants. The key factors for plant growth are light, temperature, humidity, and water. Take time to read about their individual requirements and then try to match their needs to your indoor setting. Proper Light Light is essential for plant growth and can be one of the most limiting factors for success with houseplants. Both the amount and the quality of light are important. Light intensity refers to brightness and is

42

measured in foot-candles, which is defined as the amount of light that one candle produces, measured one foot away. Outdoors, the amount of sunlight that is cast may be 10,000 - 12,000 foot-candles. Indoors, the amount of light that enters the room is only a small amount. While most plants will perform best with bright light conditions, some plants can tolerate moderate to low light conditions. While light intensity is measured in footcandles and can be evaluated by using a light meter or photographic exposure meter, you can also follow these general guidelines. Low Light North window: a few feet away; East/West window: 3-10 feet away; South window:15-20 feet away Medium Light North window: directly in front; East/west window: a few feet away; South window: 3-10 feet away High or Bright Light East/west window: directly in front; South window: up to 5 feet away Direct South window: directly in front Keep in mind that light conditions change throughout the seasons. Several factors can influence your light intensity and duration. For example, the sun is higher on the horizon in the winter (increasing the brightness indoors) and lower on the horizon in the summer (decreasing the brightness indoors); surrounding trees and shrubs may block sunlight with their leaves in summer, but allow for more light during the winter after their leaves have fallen off.

Light duration refers to the number of hours of light that falls on a plant in 24 hours. In low light conditions, plants can benefit from increasing the duration of light. Duration of 14 - 16 hours is sufficient. Do not expose plants to more than 16 hours of light since they need a rest period too. Also, be aware that flowering response in some plants is influenced by day-length and should be considered when supplementing the available light. Light quality refers to the wavelengths of light. Plants need blue and red wavelengths for photosynthesis. For flowering, they also need infrared light. Temperature Most foliage plants prefer day temperatures between 65 degrees and 75 degrees with night temperatures usually 5 to 10 degrees lower. Avoid extreme temperature changes, such as cold and hot air blasts from windows, radiators, heating and air conditioning vents. Take special care near cold window panes too. Cold glass can damage foliage. Water Needs How much water a plant needs is influenced by several factors. Not only is the individual plant size and species important, but also the growing conditions. Light, temperature, humidity, container type, container size, and finally soil type all influence the speed of growth and therefore the amount of water needed. It is best to look up individual plant types for their watering needs. Typically, you will see the following descriptions under water requirements: plants enjoy constantly moist, but not soggy wet soil; plants prefer to have

soil allowed to dry moderately between watering; or plants prefer very slightly moist soil at all times. The succulents and cacti have differing needs during their growth cycle. Humidity During the winter, most homes have less than 30 percent humidity and some houseplants may suffer. Humidity can be increased with a humidifier. Setting plants on pebbles in a water-filled tray increase humidity too. Make sure the pots are not sitting directly in water. Another technique is to group plants together which improves the humidity immediately surrounding them. Misting plants does not always work well. The humidity level is affected for only a short time and repeated misting is necessary. While some plants tolerate misting, other plants do not. With too much misting, the incidence of disease may increase. Holiday watering Most houseplants can survive being left for a couple of weeks with some preparation. Water all pots thoroughly before you leave. Plants in large pots will be fine left in a shady room. Those in smaller pots, the very pot bound and plants that enjoy humidity will do better in the bath, lined with an old towel soaked in water. If direct sunlight falls on your bath, shading the window will also help. Feeding Many plants will grow without feeding, but flowering plants are very hungry and will do

www.eastalgarvemag.com

Luz de Tavira

best when given a weekly dose of liquid feed. When moving plants into bigger pots, add a few granules of slow-release fertiliser to the compost, but follow the manufacturer’s guidelines to avoid overfeeding. Pruning Most plants are easy to look after. Pinch off dying flowers with your thumb and forefinger and remove any damaged or yellowing leaves. Remove wayward branches with secateurs if necessary. Cleaning Dust can quickly build up on leaves this isn’t only unsightly but also prevents plants from growing properly. Clean with a piece of cotton wool dipped in water. Houseplant pests If the plant is lacking in vigour, check for tufts of white fluff. This is either mealy bug or woolly aphid, pests that suck the sap of houseplants. Remove with an organic soft soap spray. Tiny limpet-like bugs on stems or leaves of plants are a sign of sap-sucking scale insect. Rub off by hand with a piece of cotton wool. Fine webbing at the tips of plants and yellow speckling on leaves is a symptom of tiny red spider mites. They thrive in a warm, dry atmosphere - cut off the affected parts and mist around the plant to prevent another outbreak.

Readers Q&A

n these strange days we are all facing, we have received many questions from customers and readers, concerning the effect that this Outbreak has in their lifes. Although the laws keep changing very rapidly, we have answered these questions with the information presently available. Hope these answers may help you to better understand the present situation. If you also have some doubts regarding tax in Portugal, or specifically related with this Covid19 outbreak, please feel free to contact us.

Q

I closed my business and will be very difficult to pay the rent to my Landlord. Can he terminate my lease agreement and force me to leave? According to Law no. 1-A / 2020, the Landlord’s right to terminate rental contracts is suspended. However, when this situation is over, the Landlord’s may then try to terminate the contract, obviously complying with the stipulated conditions. This applies to both residential and commercial contracts. Please note that it’s expected during the next days, the creation of a law that will allow tenants to ask for financial assistance or loans with no interest, to pay rents.

Q

I have a Property in Tavira, which I normally rent out, but suddenly a lot of my rentals have been canceled. This will create difficulties, as I have a mortgage. Are there any support measures in this case? Most of the support measures at this time, are aimed to businesses with employees. However, in your case, two measures may be of some help: The water bills can be exempt while Portugal is in the State of Emergency. This will need to be varified by Tavira Verde and it only applies to non-domestic tariffs (which the AL properties are). The company will have to approve this and should only do so, if you have no water consumption in this period. If your property is located in another town, please pay attention to similar measures being adopted by the local council. Some banks are allowing the clients to move the installments on your mortgage for six months, paying just interest during this period. But please note that this is not happening with all the banks. In fact, the government has created a moratorium for all those affected by Covid19, however this moratorium only includes main residency mortgages, which is not your case. But you should still insist with the bank and show the impact of Covid19 in your rental business.

Q

I own a property in Portugal will it be any suspension on the payment of taxes, such as the Council Tax (IMI) or the Personal Income Tax (IRS)? Presently as of 31-03-2020 there is no indication that there will be suspensions or postponements on these two taxes. The Personal Income Tax delivery date starts on the 1st of April and goes until the 30th of June. The payment is normally due in August. The council tax is expected to arrive in the taxpayer’s postboxes during the month of April, to be paid in May. The only taxes that the government so far has postponed were the Corporate Income Tax (IRC), the Social Security payments and the VAT (IVA). These apply to companies and sole traders, and most of these were moved from the first half of the year, to the second half of the year.

Q

We are residents in Portugal since January 2020 and were in the middle of our application to become NHR in Portugal, as we understood that anyone applying after the New State Budget is published, will be liable for 10% tax on their foreign pension. Are you able to complete the process in this situation? Will we be under the new rules or the old rules? The new State Budget was published on the 3103-2020, but anyone that was resident prior to this date, will be included on the old rules. As you already became residents in January 2020 and providing you changed your tax address, it will be possible to apply for the NHR until the end of March 2021. This means that you will still be under the old regime, paying no tax on the foreign pension.

Q

I am currently at home, due to having Covid19. What compensation will I

get? You will need to get the medical form from the local medical authority (health delegate) and your employer also makes the communication to the Social Security, you will then be entitled to 100% of your salary during 14 days. If, however you are self-employed, the payment will vary depending on the average payments you made during the previous quarter.

Q

As a consultant (sole trader) currently working from home, am I allowed to any relief on my taxes? During the next three months, April, May and June, you will be entitled to pay just a third of the social security contributions. The other 2/3 will be deferred to pay in 3 or 6 installments in the second half of the year, without paying

interest. The same will apply to the VAT.

Q

I work in a Real Estate agent and the company has closed. Am I allowed to any compensation from the Government? Yes, providing you have an employment contract and if the company you work for has adopted the lay-off model, you will be entitled to 66% of your salary, with a minimum of 635€. This will be paid by the company you work for and subsequently subsidized by the Social Security. If, however you are self-employed, you will only be able to receive financial aid from the Social Security, providing you were making Social Security payments (minimum of 3 months over the last 12). The payment will be based on 33% of your average income. Please feel free to send us the questions you may have to ricardo@ allfinance.pt. We will select some of these to be published. The World is Closed – Come Back Tomorrow

cross the breadth of the world, the rush hour is no more. Companies are ordered to keep half, if not all of their employees at home. A city that boasts it never sleeps experiences enforced hibernation. Ringed with drive-through test centers, a hospital ship is readied to set sail for New York harbor as the city’s medical facilities fear becoming overwhelmed in a pre-empted, desperate need for extra beds. Trump declares himself a ‘war-time’ President. A virus has paralyzed the World’s economy. Unemployment could reach 20%: double what it was during the Great Recession of 2008, and approaching the figure from the depths of the Great Depression in the 1930’s. There are no flowers at the 9/11 memorial. Ground zero has been sequestered. Another 21st century crisis that separates the past and the future into the before and the after, is upon us. What you just read, could be easily mistaken for the opening scene of a Hollywood disaster movie, when in fact - it came directly from a leading British news outlet. The truth is the virus has not paralyzed America or any other country in the world for that matter; the decision makers have. The advice given is don’t panic. Yet media across the world focus only on fear and panic. Hour by hour they whip up a frenzy that seemingly has no bounds. Social media is guilty for sharing ‘fake narratives,’ and has become a virus in itself. Words used are sensationalised, fear-based, panic-driven and mostly unqualified by actual facts. Thousands of flu deaths are recorded in country by country statistics each and every year - In 2019, 23,000 died in the UK alone. Yet economies don’t shut down? In fact, this rarely makes the news; let alone those who died. In Italy for example - 80% of those contracting (Covid-19) experienced mild flu-like symptoms

and fully recovered within a few days. 99% of those who died, already had an underlying condition and/or weakened immune system. 3 out of 355 deaths (0.8%) were clear of infections, more than a third, had diabetes, 76.1 % had high arterial blood pressure and more than half had 3 or more prior health conditions – (Statistics provided by the Italian National Institute of Health). “It is our duty to do all we can to care for the elderly and vulnerable” world leaders profess over and over. Something that should go without saying. However, I would argue… if our Governments truly cared for our elderly, why do they continue to live in near poverty making choices between whether they eat or stay warm? An additional and contributing factor in their unnecessary struggle for wellness in the later years. We would all do well to remember them. Stockpiling of food and stripping shelves bare, leaves nothing for our elderly and vulnerable. Monitor what information you take in and be very careful during this time. The more often you hear something the more likely you are to accept it. Alright, so in the media there’s the narrative. Then there’s the counter-narrative. The counter narrative presented right after the official mainstream one, is a carefully crafted piece of information. Which is why we should all be extremely careful about what we believe in the initial phases. News events are planned, as are the predictable reactions to them. Not just the narrative, but also the counter narrative is accounted for. Headline: “We’re all going to die.” Reality: Yes, we are! That’s inevitable… …One day. We see the problem; we’re already witnessing the reaction. Now what about… the solution? How this will unfold is not yet clear. We’re seeing

Bills written in a matter of days, then passed within 24 hours. But if I had to guess… and that’s all it is. America will be first to roll it out, and the rest of the world will follow suit. A return to the Gold Standard maybe? A worldwide economic re-set? What we do know is, the FED cut interest rates to zero percent and launched a massive $700 billion quantitative easing program to bolster the economy. It lasted less than 24 hours before the Dow took a massive 3000-point nosedive, and Deutsche Bank asked whether they should be writing their own obituary after suffering a huge hit. The good news is… the markets have been here before. And whilst large drawdowns are scary, the recoveries are even more exciting. It is often fatal to sell off when things seem at their darkest, because if you miss out on the rally, the investment will never recover. Be wary of ‘doom and gloom’ headlines and sensationalism where markets are concerned. Phrases like “Huge crashes,” “Billions wiped off” and “Emergency measures.” These phrases are emotive and invite the wrong decisions. The doom mongers only ever focus on the share price with headlines like “Billions wiped off the values of UK companies.” Whilst it is true that the capital values of companies are important and make great headlines, the most important component to longer term wealth is the dividend that a company produces, especially where that dividend is reinvested. If you’ve funds to spare, now is probably a great time to invest. The old adage of “buy low sell high” is the elixir of investment. We chase it, but rarely get it right. What we can do, is use common sense and sound judgement to realise when companies and markets are undervalued due to an external shock. “Stay safe and healthy”

SPORT

From racers to war birds, by Chris Wright.

FLYING HIGH!

W

e have all seen the clusters of pigeon lofts dotted around towns in the Algarve or the massed flight of birds as they twist and turn with sun glinting on their majestic wings. Before pigeon racing arrived in the western Iberian Peninsula the sport developed in northern Europe where it gained popularity in Belgium during the mid 19th century. There are around 500 pigeon racing clubs in Portugal with three main categories: speed races 200–300 kms (124–186 miles); middle distance 300–500kms (186–310 miles) and long distance 500-800kms (310–500 miles). In some cases, birds are released in the Algarve to return to Braga, spanning the entire length of the country. Marathon races see birds released in eastern Spain and covering over 1,000kms (620 miles) on their flight home. The Algarve Golden Race, the largest in Portugal, awards prizes ranging from €10,000 up to €400,000. There is even a Racing Pigeon Café in Luz de Tavira where fanciers gather and admire their prize specimens. Racing pigeons are descended from the Rock Dove, and the earliest recorded reference to the use of messenger pigeons comes from Ramses III (c1200 BC) when they were used to convey news between cities regarding the flood

56

state of the river Nile. Carrier pigeons were held in very high esteem in the Arab world, and were called “The Kings Angels”, and in medieval times pigeons were brought back to Europe by the Crusaders. In the 1800’s there was an official pigeon postal service throughout France, and a postal service by carrier pigeon, between London and Paris was advertised in 1870. At the outbreak of WW2 thousands of Britain’s racing pigeons were ‘enlisted’ as fanciers gave their pigeons to act as message carriers. During the period of the war nearly a quarter of a million birds were used by the Army, RAF and the Civil Defence Services including the Police, the Fire Service, Home Guard and even Bletchley Park. Pigeon racing was suspended and birds of prey along the coasts of Britain were culled so pigeons could arrive home unhindered by these predators. Homing pigeons were also used by American, Canadian, and German forces in other parts of the world during the war – Italy, Greece, North Africa, India and the Middle and Far East. One pigeon, GI Joe, saved the lives of thousands of British troops who were preparing to take an Italian town after the US Air Force had bombarded the Germans. British forces found no resistance from the Germans and so entered the town unchallenged. Unfortunately the USAF were

already en route to bomb the town and with their radio contact non-existent disaster was imminent. GI Joe flew over a mile a minute (60 mph) back to his base. He arrived just in time for the air raid to be called off before the USAF would have bombed the British troops. All RAF bombers and reconnaissance aircraft carried pigeons in special watertight baskets and containers and, if the aircraft had to ditch, the plane’s co-ordinates were sent back with the pigeon to its home loft and a search and rescue operation was effected. Thousands of servicemen’s lives were saved by these heroic birds that flew often in extreme circumstances. During WW2 homing pigeons were seconded into the National Pigeon Service, of which my father was a proud member, including from the Royal Lofts at Sandringham. In fact one of the King George VI’s pigeons – Royal Blue – was the first to bring a message from a forcelanded aircraft on the continent. On the 10th October 1940 this young bird was released in the Netherlands. He flew 120 miles in 4 hours 10 minutes reporting the information regarding the situation of the crew. For this action Royal Blue later received the Dickin Medal, considered to be the animal equivalent of the Victoria Cross. One of the most famous pigeons was ‘White Vision’. It received its Dickin Medal for “delivering a message

SUPPORT FOR THE LOCAL COMMUNITY

I

n these catastrophic times our thoughts are with family and friends scattered around the globe and we cannot imagine the anguish of those who have lost loved ones. These unprecedented times are also having a devastating effect on local small businesses and East Algarve Walking Football has initiated a scheme to support a couple of local family run cafes, used by the players, who are struggling to survive and their gratitude and appreciation has been heartfelt. In addition all those who were representing EAWF at a tournament in Mallorca in May have donated their refund deposits to set up a fund to provide food and the necessities of life to local communities in Olhão and Tavira. We have

under exceptionally difficult conditions and so contributing to the rescue of an aircrew while serving with the RAF in October 1943”. This hardly tells the story! A Catalina flying boat had to ditch in the Hebrides at 0820 hrs one morning. Sea rescue operations were hindered by very bad weather and air search was impossible because of thick mist. At 1700 hrs that afternoon White Vision arrived at her loft with a message giving the position of the ditched aircraft and as a result the search was resumed, the aircraft sighted and rescue of the crew effected. White Vision had flown 60 miles over heavy seas against a headwind of 25 miles per hour with visibility only a hundred yards at the place of release and three hundred yards at the place of arrival. Mary from Exeter was another exceptional pigeon, her citation read “For outstanding endurance on War Service in spite of wounds.” Mary survived an attack by a German-kept hawk in France, returning with wounds to her neck and breast, and on another occasion returned with a wing tip shot off. In her final trip she sustained neck muscle damage due to shrapnel; her owner made her a leather collar to hold her head up and immediately retired her. Mary had also survived her loft being wrecked by a bomb during the raids on Exeter in 1942, which killed many of the birds in her loft.

already made a delivery to the Red Cross in Tavira and we are in the process of setting up a similar scheme in Olhão. Several Olhanense Expat fans have approached me to offer their support. I know that wherever you are, there are local needs but if you feel able to make a contribution, however small, it will help us to give something back to the people of this wonderful country in their time of need. I have sent this email to everyone on my various mailing lists so apologies if you receive duplicates. Please keep safe and keep in touch. Kindest regards CHRIS

ccording to reports in the newspaper ‘O Jogo’, the Club Commission of the Campeonato Portugal (whose representatives of the 72 teams in the competition are Fafe, Vizela, Trofense, Espinho, Sertanense, Leiria, Sintrense, 1º de Dezembro, Amora and Olhanense) met by video-conference and decided to request a meeting with the Portuguese Football Federation to discuss the implications of the competition being suspended due to the Covid-19 pandemic. António Magalhães, spokesman for the commission, said that “support must be reinforced” considering that it will be impossible to finish the league programme as it was initially formatted. If the Directorate-General for Health says that the peak of the pandemic will be in May - and we are not talking about the end of the pandemic - then it is impossible to complete the current format, even playing midweek in a competition that is mainly non-professional
