he water reserves for public supply in the Algarve registered a "significant increase" due to rainfall in recent months, now ensuring the consumption in the region for at least two years, said a source from Águas do Algarve. Speaking to Lusa, Teresa Fernandes said that the increase in the level of water in dams in the Algarve this winter was "quite significant", estimating that the reserves will serve for "two years", in a region that has "an average consumption of 73 million cubic hectometres [of water] per year". According to the company spokeswoman, although the rainfall recorded has not yet been "ideal", it has brought "a significant increase in reserves for public supply", with the rise in the level of the Odelouca dams, in the western Algarve, and Odeleite and Beliche, in the eastern Algarve. In February, the Odelouca dam was "with a useful volume, which is at 63 percent", while "in the same period last year it was at 40 percent", exemplified the spokeswoman for the company responsible for the region's intermunicipal water supply system. "Then we have [the dam of] Odeleite, which at the moment is with a useful volume of 60 percent and in the past, in the same period, it was at 27 percent,"
she illustrated, adding that, "in Beliche, the dam that is downstream of Odeleite, last year was at 24 percent and this year it is already at 52 percent." Teresa Fernandes alerted, however, to the need "not to abuse water consumption", warning that "periods of drought are cyclical and increasingly longer" and water should be used "with resilience, efficiency and intelligence" because "you can't save when it doesn't exist". "It is not in periods of drought that we will say 'don't waste water', because by then there is none. It is important that in this phase, when we have water, there is awareness that it is a scarce resource, and not to abuse consumption or misuse it. This will make this water last longer, and instead of lasting two years, it may last three", she argued. Teresa Fernandes also said that it is necessary to continue with the measures set out in the Algarve Water Efficiency Plan, such as combating losses in the networks, or the reuse of water from Wastewater Treatment Plants (WWTPs) for irrigation or agriculture, she said. Lusa news agency also asked the Portuguese Environment Agency (APA) about the situation of water reserves in the Algarve and the agency under the Ministry for the Environment and Energy Transition replied that, "in most of the country, storage levels allow us to
face this year without problems.” In the same response, APA also warned that planning should "be seen at least two years ahead, always considering the conservative scenario". "It is necessary to continue to be more efficient (reduce losses), invest in alternative sources for non-potable uses (particularly in the use of treated wastewater) and in the sustainability of uses," said the same source. According to APA, "when there is more availability, interventions should be carried out that allow us to have more resilience in drier years. On 2 March, Environment Minister João Pedro Matos Fernandes announced that it is likely that water prices in the Algarve will rise in the future due to the need to maintain the operation of two projects that will be "an insurance policy" to ensure that there will be no less water in the region in the coming decades. The connection of a water capture from the Guadiana river at Pomarão to the Odeleite dam, budgeted at €55 million, and the desalination of sea water, costing €65 million, are two projects integrated in the Water Efficiency Plan for the region, whose completion is scheduled for 2026.

Winter rains leave Algarve with water for two years

s of last night, the lighting of the new Tavira bridge was switched on and from today, Tuesday 30th March, "all Tavirans will be able to enjoy this infrastructure" siad the Câmara of Tavira. "The delay in the certification and contracting processes for electricity, which were dependent on external entities, affected its opening", claimed the municipality. In December 2019, a manifest had been presented at the Municipal Assembly where a group of 24 architects, including Álvaro Siza Vieira and Eduardo Souto Moura, requested the Tavira Câmara to rethink the

project for the new bridge in the historic center of City. In the document, the architects appealed to the municipality to have the "courage" to "take a step back" and to stop "to reflect in favour of defining a comprehensive urban intervention strategy" for the riverfront.
However, the Câmara de Tavira maintained its opinion on the need for the existence of a bridge at the defined location, arguing that it would be “in perfect harmony with the heritage and landscape”. For the autarchy, the city “will not be harmed in any way by this new crossing” on the contrary, it will benefit and enhance the noble area of the city”. At the time, in November 2019, the citizen movement 'Tavira Semper' publicized its intention to halt the construction of the new bridge in the city, arguing that it was a solution that would go “against the will of the population”.

Monte Gordo was home to what is considered the first 'Modern' hotel in the Algarve; Hotel 'Vasco da Gama'
I
n the summer of 1958, the mayor of Vila Real de Santo Antonio launched a challenge targeting private investors to construct a hotel in Monte Gordo. Domingos Sancho de Sousa Uva, formed a company for this purpose, where he, himself, is the main partner. Domingos had a unique requirement for the construction of the hotel, namely it would be located virtually on top of the beach. Approval was obtained and roughly a month later, the construction and infrastructures of the hotel Vasco da Gama would begin. The Vasco da Gama would be considered the first truly modern hotel in the Algarve and also the first hotel in the whole of the Algarve. The Vasco da Gama became so famous that even Ingrid Bergman, one of the most respected actresses of the time, stayed there with her husband, Lars Schmidt, in February 1962, two years after it opened.

The name was to honour the great navigator Vasco da Gama who discovered the sea route to India five centuries ago. He had arrived in Calcutta, on May, 20 1948. The construction would take only 6 months, the hotel Vasco da Gama would be inaugurated on 01 August, 1960. On the opening day, the hotel opened having 16 rooms and received its first customers on that same day. The demand to increase the size of the hotel was incessant. In 1966 expansion works would include the increase of rooms to 125 and other exterior arrangements. The hotel was a considerable investment for the time, deserving of a special decor, all the details were designed with the customer’s comfort in mind; the rooms were equipped with modern air conditioning systems, a private car park and a playground, true luxuries for the time that gave this hotel the rating of one of the best in Europe.

Even before the conclusion of works, requests for accommodation were coming in from all over Europe (Holland, France, Sweden, Norway and Germany) - Journal do Algarve.
Currently the hotel, Vasco da Gama, is classified with 3 stars, offers 146 rooms, 12 suites, 20 T-1 apartments and 8 T-2 apartments, tennis courts, swimming pools, mini golf course, gym etc. The casino Oceano, a project by the architect Luis Cristino da Silva, was inaugurated in the summer of 1934, replacing the casino Peninsula that operated in the primary school. The primary school was converted into a casino during the summer seasons, in order to encourage tourism. In 1948 the casino had already reached max capacity and was unable to cater to the amount of holidaymakers in the area. The architect, Cristino da Silva, was hired again to plan its expansion. He would be contacted once more for a new extension in 1955, but the invitation was refused, as he did not agree with the amount being offered for his services, he recommended one of his former students Alberto Centeno.

here you will meet Diogo who, with his lifetime friend Susana, is following his two passions in life, running and cooking up an intimate atmosphere of family and friends with a customised menu of tapas, gourmet hamburgers, tender meat and fresh fish. We followed our dream here. 2019 was a big year of accomplishments. Diogo ran in the New York marathon, fulfilling a dream. On returning to his home in Lisbon, he decided it was time to leave a long difficult career in criminal justice, working with mentally challenged and homeless people. At the same time, his friend Susana had returned to her home town of Vila Real de Santo António after living in Andorra. Together they turned another dream into reality by opening a restaurant, a passion they both shared. “Everyone thought I was crazy, but we had to follow our dreams.” The dream was not to have just any old restaurant, but one in which to relax, share good times and savour good food. Here is to talk to family and friends. Walking into Henry's Bistro is like walking into a friend's home, with comfortable cushioned seating, bookshelf wallpaper that invites you to relax, and a beautiful gilded silver mirror, a gift from Diogo's grandmother. Music plays in the background and you won't see a TV anywhere. It's not a young people's party place. “We do
not attract young party people.” The bistro is for conversation, social connections, and relaxation, “a place for family and friends to share.” Henry's is rated #1 on Trip advisor. A recent review in October 2020 raved: “Excellent courteous hosts, first class service, great food and reasonable prices. Loved it. Hope you continue to go from strength to strength as your passion for food shows through.” Because people of different nationalities visit, the menu offers tapas to make all its clients feel at home, whether they come from Spain, France, or Italy. Tapas include salmon, codfish, and many other international favorites. The most important thing is the love we put into it. Customers return because of the consistently fresh food and reasonable prices, but even more so because they feel the passion that goes into welcoming people and making them happy. “The most important thing is the love we put into it.” The two of them run the restaurant themselves even during the busiest summer months. East Algarve Families in Need
O
Helping those whos lives have been impacted by Covid 19
n 24th March, 2020 my late husband Terje and I, recognising there was no other support, started an initiative to help local families survive the economical impact of Covid19, with the help of a Portuguese friend to identify who those families were that needed the most help. None of us knew then we would still be reeling with the impact of this pandemic one year later. Many of us have been personally impacted. Terje died of Covid in December, but one of the things that helps me heal is to continue, with a band of dedicated and hard working volunteers, to ease the suffering of families who have had so little income for a year. Their struggle will continue as there is still no end in sight to return to what we knew, and took for granted, as normality. Even though businesses are scheduled to open again in April, foreign tourists will not be coming in any great numbers, and we will, unfortunately, see some restaurants and bars not re-opening due to bankruptcy. This will create even more unemployment. With little, if any, financial support from the government we are already observing families giving up their homes to move into overcrowded accommodation to share their living expenses. It is becoming increasingly common to deliver to a small apartment where there are 7 adults and 5 or more children. As the owner of Pink Flamingo Croquet & Social Club, a non profit registered association, NIPC 515633640, East Algarve Families in Need operates legally as a registered charity through the PFCSC association. From March

to July 2020 we delivered to 1000+ families in 4 months. We then re-opened in November, but due to high infection rates had to close early January rather than put our volunteers at risk or add to the problem of increased infections. We opened again on 8th February and over the past seven weeks have delivered to 450 families a week’s supply of groceries, toiletries and cleaning products. As an example of how many people that number represents last week alone we fed 120 families which equated to 408 adults, 60 children and babies, 15 dogs and 16 cats. The numbers are increasing every week and there is no end in sight. Our weekly shopping bill is currently circa €2500 and that can’t be sustained without your help. We are the only organisation supplying families across the East Algarve, from Vila Real, to Tavira, to Olhão and everywhere in between. PLEASE HELP US TO HELP THEM! he past year has been difficult for many people and businesses all over the world due to the pandemic. Lockdowns, closed borders, curfews, and quarantine measures have put many lives upside down. As the Algarve´s economy is highly dependent on tourism it was badly hit. According to Rita Marques, Portugal´s Secretary of State for Tourism, tourism has been set back by 10 years due to Covid-19 and lost 7.7 bn Euro in revenues in 2020. There are always hotels that normally close during the winter months, but not to this extent. At the end of December, only 80 out of the 400 hotels in the Algarve were open and these had very few guests. With so few holidaymakers in the Algarve, it makes financial sense to temporarily close as the fixed costs of running a hotel are relatively high. The local lodging sector is also suffering, albeit to a lesser extent than hotels. Income may be down year on year, but the operational costs are also much lower compared with hotels. Only very few owners of rental properties had rental income equal to or higher than in 2019. The majority registered a fall in income of 30 to 35%. Some sadly did not have any bookings at all in 2020. Mr. Elderico Viegas of the hotel association AHETA expects it will take 4 to 5 years for business to return to levels enjoyed before the pandemic descended. However, we believe that the local lodging sector will recover faster for two reasons: A shift has been noticed in holidaymaker’s preferences for self-catering accommodation owing to the fact that during the pandemic people prefer to avoid the shared facilities that hotels offer. (Who wants/needs a stranger to go into their bedroom to make the beds every day?) Increase in demand for long stays from both retirees and people preferring to work from home. This trend started long before the pandemic, but the latter is gaining traction due to increased acceptance of working from home) Few hotels offer this type of service, but this may change. If you bought a rental property in the 2nd half of 2019 or in 2020, it is highly likely that the rental income was below your expectations. Properties that have been available to rent longer have the benefit of having established marketing channels in addition to the benefit of repeat customers. An additional benefit is being open-minded to accepting long

stays in combination with short term lettings. Many homeowners do not accept a long stay booking as they wrongly assume that they pay a higher tax rate of 28%. However, and if booked correctly, you can invoice long stay income under the AL regime and benefit from the lower rate of 8.75%. With the rollout of vaccines and ongoing safety precautions, eventually, things will normalize. How long this will take is everybody’s guess. In the meantime, we believe that holidaymakers will continue to have a preference for private accommodation such as apartments, village houses, and villas with a private pool as it offers their families a more protected environment. loyd explains “Opening a new business at any time is a diffcult choice, but we both believed the overwhelming demand for a quality, furniture and home decor shop based in the East Algarve would prove popular with the region’s discerning residents, and we’re delighted that it has. We’re humbled and extremely grateful to those customers who have supported us since we launched and to all the well wishers who continue to help promote our business. There are a few reasons we have managed to survive the storm and suprisingly, we feel very positive for the future. One reason is our vintage furniture. Each of our lovingly restored vintage items of furniture is unique and we think our customers like this fact. We are busy undertaking renovation of furniture owned by our customers who are looking to give their much loved items a new look and lease of life. Our new product ranges, such as our hand-made to order seating and high quality lighting selections, are also proving popular with our customers. Having to close the shop for such a long period has of course affected how we operate, but... we are not just a great furniture shop! Custom-made home decor products

Family Coping strategies during lockdown
N
ow we are living through a second lockdown here in Portugal. The first one was difficult to get over, it was an unknown situation. At the time, I had two small children in kindergarten and in the first month of the latest lockdown I found out I was pregnant with my lovely baby girl. We worked from home, our children stayed home and were schooled online, and for three and a half months, we were at home, together. It was the first time in our lives that we spent so much time together and in the same space! We were going into the unknown, not knowing how we were going to face this big life challenge. We had to rearrange our family routine. We went into survival mode and developed a strategy. We viewed the lockdown as something we could not change. We took each day one day at a time. I realised quickly that my children have so much energy! Always running and jumping and all movements were accompanied with a lot of noise! Happy, energetic children do not like spending so much time indoors! It was a huge challenge for them, as children, and for us, as parents. The first month was a big test for us. Our oldest child was full of energy and wasn´t sleeping well. Then, when he started embracing the new at home routine, our middle child was getting restless and began difficulties to sleep too. For a month and a half we were struggling to improve our routine and to find a balanced level of energy between adults and kids. So, I read tips on coaching for families and psychology tips for coping. We tried to adapt and transform our way of living into, yet again, a new lockdown routine. Managing anxieties and difficulties in combining individual time and family time without succumbing to mental strain. During this time we didn´t have to work from home. I found myself making mental lists of strategies that my partner and I could adopt to maintain emotional stability and mental well-being. We decided to use strategies across three levels: macroenvironmental level; relationship level and individual level.

On a macroenvironmental level my partner and I decided to maintain social relationships with direct family members and close friends (respecting social distance and using face masks). We would let the kids say hello and have a brief conversations with friends through a window. We decided to have unofficial support, several times I’d phone a psychologist friend, and followed guided meditations online. On a relationship level my partner and I had agreements about everyday practices. We shared the responsibility of childcare and had flexibility in our day to day practices. We aimed to optimise family time by spending an hour together each morning and evening doing an outdoor activity (cycling, playing football, walking in the fields or on the beach and we climbed trees). We improved family conversations by talking about feelings, expectations, and we learned to listen to our children more. We have improved our ability to hear each family member from the heart. We implemented team spirit with the kids so they could get more involved in daily activities, this lessened tensions and conflicts between them, making the home environment more calm and harmonious. Each day we read a fairy tale from a book. Fairy tales, like all stories, are meant to entertain, however, the primary purpose was to illustrate morals in a way they would be remembered. A story can captivate a child and awakens creativity and curiosity. Stories stimulate imagination and aid in the development of their intellect and help to identify emotions, they soothe anxieties, they highlight her weaknesses and simultaneously, suggest solutions to problems. Stories with morals instill self knowing and trust in children. Fairy tales are entertaining and bring the world to a child together with words of wisdom. Fairy tales helped my kids to face the pandemic and lockdown with more confidence, each child found a brave character to help them understand and deal with the times they were lying through. Even us parents, reading the fairy tales books learned so much about our fears and how we could manage them better and be
more brave! On an individual level we developed determination and a strong sense of will power to reach our own goals and survive this difficult period. Our “take things one day at a time” approach, improved our sense of humour as a couple. On the more difficult and challenging days, when the kids were frustrated, had tantrums and meltdowns we were able to see the funny side and overcome them with a positive attitude. We found real humour in the everyday moments we all shared together. Laughter is scientifically proven to reduce stress levels and has both short-term and long-term benefits. We created personal alone time, time to do whatever we wanted. This enabled us, as individuals and as partners to cope with the challenges of lockdown. Each day we took and hour each to be alone, and to do a pleasant and satisfying activity. With these family coping strategies we “survived” the first lockdown. Our family grew stronger during the first lockdown and has gotten bigger with the arrival of our daughter in the second lockdown. The second lockdown brought new challenges and we found ourselves crossing a huge mental adventure. We worked from home with our three small children, all close in age. This time we will definitely need some psychological support to handle so much pressure! Long Covid – how can we help ourselves? ‘Long Covid’ is a term we are increasingly familiar with, which is used to describe the ongoing symptoms following acute Covid-19 infection. By Ellen McCCallum, The functional Health Practitioner
I
n an international survey of people from 56 countries, published last December, the most frequent symptoms reported at least 6 months after the illness were fatigue – experienced by 78% – and ‘brain-fog’ – experienced by 55%. Other problems reported, from men, women, and children of all age groups, included headaches, increased allergies and environmental intolerances, joint and muscle pain, depression, and ongoing respiratory difficulties. Lingering fatigue syndromes have been reported in the scientific literature for nearly 100 years. In the functional medicine field, practitioners are used to seeing people, who were completely well before a viral or bacterial illness, an exposure to mould or a parasite, or a period of sustained stress, developing symptoms that fit into the broad umbrella of chronic fatigue syndrome or myalgic encephalomyelitis (CFS / ME). The

advocacy group MEAction recently called for a unified approach, stating that people experiencing long-term symptoms following acute COVID-19 infection are increasingly meeting the criteria for CFS / ME. Having both personally experienced CFS in my thirties and treated others with CFS, I know first and second hand about its extremely debilitating physical and mental fatigue and the effect this has on our lives. The feeling of all-over pain, not having enough mental energy to even read a book and struggling to do more than just get through the day are often described in post-viral situations. For some, these symptoms clear up within a few weeks but for others it goes on to be a chronic way of life. Post-viral conditions, like all chronic disease, have no simple answer. The processes underlying the energy deficit are multi-factorial and vary hugely from person to person but, with a holistic approach, recovery and
improvement are very possible. It can take a long time and generally involves attention to various parts of our life and lifestyle, but for many people it is an empowering process. Some of the recommended areas to address within a post-viral recovery programme include: Support Gut Health A healthy, well-functioning gut is key to good health. This is where we absorb most of our nutrition, excrete our waste, make many of our neurotransmitters and produce some of our energy. With all those jobs to do we can see how the following things will help: Eat a whole-food diet with lots of colourful vegetables, herbs, and spices - this helps to supply good levels of nutrients as well as fibre that gets fermented in the gut to produce energy. Address allergens – whatever they are, it is important to remove these from the diet and our environment. It can be common to

develop increased sensitivities after a virus and for a time it is better to abstain from things that don’t agree with us, to avoid the extra energy required by our body to deal with them. Avoid sugar in all its forms from the obvious white stuff to an excess of fruit – too much glucose in the system puts a big strain on our blood sugar balance, which in turn will slow recovery. Reduce alcohol and caffeine intake – anything that triggers adrenal stress will hinder recovery. Include healthy fats and lecithin in the diet to support cell membranes and energy production. Healthy fats include fresh nuts and seeds, avocados, olive oil, flax oil and hemp oil. Eggs are a good source of lecithin and it can also be bought as a powder to add to food. Where possible eat organic for a higher level of nutrients without the toxicity of chemicals used in food production. Optimise vitamin D levels In recent years, research has shown that we need more of this essential vitamin than previously thought for a healthy immune system. Indeed, what used to be thought of as the top level of vitamin D necessary to prevent rickets, is now the bottom level of what is considered healthy! It can be hard to get enough of this vitamin, even living here in the glorious Algarve sunshine, but if we are low, supplementation easily boosts and maintains levels. Breaking the vicious circle of stress Post-viral conditions are incredibly stressful, and stress is one of the biggest factors impacting recovery time. However long the road to restoration of good health is, reducing the stress response will help. Spending time daily in nature is one of the best helps and there are many ideas for simple breathing exercises and meditations that can be found online. Many herbs have long standing uses in traditional medicines for reducing stress chemistry, but these should only be tried with professional advice. Sleep is another essential for recovery. During deep sleep is when repair and healing takes place at the cellular level. When our energy is low and so many things that we would normally do get left, it is tempting to push on, but this is the opposite of what is helpful for a post-viral condition. Supplementation In practice, when I see people with a long-standing, post-viral condition, supplementation is always helpful. Supplements come in different qualities and the need will depend very much on the symptoms being experienced along with the person’s nutritional status and chemical make-up. There are many things on the market that will probably do no harm, however, be aware that many of the cheaper supplements are in formats that are not easy for the body to use or absorb. Look for quality brands and ideally get proper advice that takes your unique health picture into account.

Stone Pine & their pest The beautiful Stone Pine is famous for its silhouette, shaped like a parasol, but beware of its 'fruits' Planting Stone pine Stone pine is usually planted in autumn, but can sometimes still be planted up to the months of March or April as long as it is not cold. Stone pine loves dry soil and hates moist soil. They require proper drainage and can be planted in a bed of earth and sand. Although Stone pine is hardy down to 14°F (-10°C), young specimens are vulnerable to freezing. Mulch around the base to prevent weeds. Pruning Stone pine Stone pine is a conifer for which pruning is important enough to deserve a bit of advice. Since Stone pines grow rather slowly, it can be pruned to resemble a parasol or umbrella. Of course it

would take this shape naturally, but pruning can speed it up. Stone pine can die if the pruning is improperly performed. Maintenance pruning for stone pine This pruning eliminates dried sprigs as they appear, as well as weaker branches and those that tend to grow downwards. Pruning is usually performed in autumn, before the cold sets in, but it may very well occur in summer after the spring growth. You can remove the branches of the lower trunk, but take care to always leave intact the two topmost stages of branches. Thin the Stone pine out a bit to let light and sun filter through to the heart of the conifer. With a few snips of the loppers, remove the least vigorous branches, those growing inside or crossing each other.

Try to consider keeping a balanced shape that stays natural and harmonious. Once the branches are pruned, cover the wounds with pruning paste such as pine tar to stop appearance of disease and fungus. Cutting the crown of a Stone pine This question comes back often: can the crown top of the Stone pine be cut off? The clear answer is, no. If a Stone pine loses its head, it will die.

More about Stone pine Pinus pinea is famous for its silhouette, shaped like a parasol and for the fact that it grows everywhere along the Mediterranean area and Iberian peninsular. Its brown red bark, as it breaks up at mid-height, is just as ornamental as its clear green leafage. However, there is still more to make this conifer one of the most majestic of all because even its fruits have a purpose. Pine nuts are used in cooking, especially to prepare pastries and salad, since it has a slight almond-like taste, and it bears many health benefits for the body. Stone pine fruits only reach maturity every three years. The country that produces the largest quantity is Spain. Pine processionary moth larvae (caterpillars) feed on the needles of pine trees and some other conifer tree species. In large numbers they can severely decimate trees, weakening them and making them more susceptible to attack by other pests or diseases, or to environmental stress caused by drought or excessive moisture. Pine processionary moth, like its close relative the oak processionary moth, gets its name from its distinctive habit of moving about in nose-to-tail processions. These hairs can be blown by the wind into contact with people and animals, resulting in painful skin irritations and rashes and, in some cases, allergic reactions. Although single moths, and in one instance a transient population, have occasionally been found in southern England, the processionary caterpillar is not currently known to be established in the UK. However, it has been extending its range across Europe towards the English Channel. Susceptible trees Pine trees (trees of the Pinus genus) are most susceptible to attack, with the following species being particularly susceptible: Austrian pine, Aleppo pine, Canary Island pine, Lodgepole pine, Maritime pine, Monterey or Radiata pine, Scots pine and Stone pine. Other recorded hosts include the Atlas cedar and European larch. Health precautions In affected areas take some simple precautions to help minimise the health risks to you and your pets and livestock: DO NOT: ● Touch or approach nests or caterpillars ● Let children touch or approach nests or caterpillars ● Let animals touch or approach nests or caterpillars ● Try to remove nests or caterpillars yourself. DO: ● Teach children not to touch or approach the nests or caterpillars; ● Train or restrain pets from touching or approaching them; ● Keep horses and livestock away from infested trees - covering or stabling them can help; ● See a pharmacist or vet for relief from skin or eye irritations after possible processionary caterpillar contact; ● See a doctor if you think you or someone in your care has had a serious allergic reaction; ● See a vet if you think your pet or livestock has been seriously affected; ● Call in a pest control expert to remove infestations in your own trees.

IRS Personal Income Tax 2020: what you need to know about it this year
T
he IRS delivery time began on the 1st of April and will run until the 30th of June. So now it’s that time of the year, when we need to clarify some of the questions you may have concerning this important task. In which form can I submit my IRS tax return in Portugal? All IRS tax declarations are exclusively submitted on-line, so if you don’t have a password to access the tax portal, it’s important to request one for each tax payer. As the tax website is only in Portuguese this may be a difficult task if you don’t understand the language, ask your accountant to get this for you. When do I need to submit my IRS tax return in Portugal? All IRS tax returns, regardless of the type of income earned, need to be submitted between the 1st of April until the 30th of June. What is the period covered in my Portuguese IRS tax return? The tax year in Portugal is the same as the civil year, so you declare the income from 1st of January 2020, until 31st of December 2020. Who needs to fill an IRS tax return in Portugal? All tax residents need to submit and declare their worldwide income in Portugal. Nonresidents earning income from Portuguese sources also need to submit an IRS tax return. There are exceptions for residents whom have only earned salaries or pensions from Portuguese sources lower than 8.500€ per year, and when there wasn’t any tax deducted on source, and or in case they received alimony income up to 4.104€. Also, if you earned income from category B (sole trader) from a unique transaction (ato isolado) and this inome is lower than 1.755,24€. Do I fill a joint return with my partner or one each? You may choose to do it either way, so it’s important to ask your accountant to simulate the two scenarios and see what is more advantageous to you. What happens if I forget to file a return or do it incorrectly? It’s important to be aware that the fines for non-compliance with the dates, can be very

high. Fines can go from 37.50€ to 112,50€ for a delay of 30 days. However depending on the type of miss conduct, mainly fraud, fines go from 375€ to 22.500€. I’m non-resident, do I need to submit a return? First of all, are you sure that you are nonresident? Do you have a fiscal representative? If not, where do you receive your IMI council tax bills? If you receive them at your property in Portugal, then most likely you are resident for tax purposes in Portugal. If you are nonresident, then you will only submit an IRS return in Portugal, if you have income from Portuguese sources (this includes property rental or property sale, even if you haven’t made a capital gain). I arrived in Portugal last year, do I need to submit a return? In the first year of residency, you need to submit a tax return for the period you were in Portugal (from … to 31-12-2020). The same happens to all those that stopped being Portuguese residents in 2019, they need to submit a tax return from 01-01-2020 until the date they left. What happens if I must submit tax returns in more than one country and the information is not ready before the end of June? If for any reason you don’t have all the information required to submit the tax return in Portugal by the end of June, you may submit a request in the tax portal, to allow you to submit the tax return until the end of December of the current year. When do I need to pay my IRS? After submitting your tax return the tax authorities will validate your declaration and you will receive a tax bill in July or August by post, giving you 30 days to pay. Please note that if you intend to be away during the warmer months and don’t have a fiscal representative to receive your bills, you will incur in monthly interest charges and penalties, if paying out of date. I am NHR will I start paying 10% tax on my pension? No, only those individuals that became resident after the 01-04-2020, will be liable for 10% tax on their foreign pensions. All others that were already resident, continue to be
exempt, even if they became NHR after that date. Some suggestions to make your IRS this year a stress-free task. We strongly advise our customers to prepare everything on time, in order to complete this process smoothly; PASSWORD: Make sure you and your partner have a password to access the Tax Portal. If you do not have one, request a new one immediately; COPY OF ID AND NIF: for you, your partner and any dependents you may have; DECLARATIONS OF INCOME: gather the statements of income and withholding taxes; BANK ACCOUNT: your IBAN will be necessary to include on your IRS return and will make any tax refund much quicker. This also includes the IBANs from any foreign bank accounts opened in your name. CGT: if you have sold a property in 2020, make copies of the deeds (for purchase and for sale) and gather invoices for the real estate commission and home improvements in the last 12 years. These can be deducted against any capital gain tax. Remember, if you have a resident status, but your income was earned abroad, you have to deliver along with the tax return the ‘J’ Annex which discriminates the values received abroad. There are taxation agreements in place between Portugal and several countries to avoid double taxation, so the impact this will have on your IRS will depend on several factors. If you are registered as a non-habitual resident, don’t forget you will need to fill in the Annex L and also include the IBAN information on all your bank accounts abroad. Thanks to the UK pension industry doing its spring cleaning, British nationals moving abroad can transfer their pensions to an overseas scheme that meets specific criteria set out by HM Revenue and Customs (HMRC). HMRC refers to this scheme as a QROPS. This scheme coupled well with recovery efforts in the wake of the 2008 financial crisis, a time when governments the world over started to recognise the need for protecting the hardearned investments of individuals. Since the launch of QROPS in 2006 until the end of the 2017–2018 tax year, more than £10.7 billion was sent, in approx. 123,000 transfers, at an average of £898 million per year. To qualify as a QROPS, a pension scheme must meet various requirements set out by British law. For example, funds in qualifying schemes must only be accessible beyond the age of 55, unless there are special circumstances. Not all overseas schemes meet the criteria set by the British government. However, on its
website, HMRC publishes an updated list of qualifying countries and specific schemes that have QROPS status. And they update this list twice each month. Use caution and be wary of fake schemes advertised online. Always seek expert financial guidance, and never act based on unsolicited contact – no matter how attractive it may seem. Artesis Exhibition April 2021
A
rtesis Galeria reopens this month with an exciting and interesting new exhibition of collage art. Fifteen local artists invited by the gallery, accepted the challenge, applying the technique in their individual ways, using different materials and subjects, to represent and reflect on everyday life, or challenge our perception of the world around us. Collage is the technique of composing an artwork by gluing (from the french ‘coller’ –

to glue) a wide range of materials to paper, wood, canvas or other support. Collage, in the modernistic sense, began with Cubist painters Georges Braque and Pablo Picasso, followed by many artists, including the surrealists. This exhibition introduces a number of new Artesis artists and has also introduced a number of regular Artesis artists to collage. Ernesto has reconstructed his beautiful watercolour landscapes through collage. Sushma, has been working in collage for a
year and following her monotype work she has given her colourful prints a new life, even integrating her poems. The exhibition starts on the 8th of April and runs through the month into May.
