‘The Austerity Olympics: When the Games Came to London in 1948’ by Janie Hampton is a fascinating look at an extraordinary event which took place only three years after the end of the 2nd World War.
E
ntertaining, revelatory and hugely readable, the book is full of first hand interviews, hilarious anecdotes, and great spirited feats. Here we meet not only the famous names (Fanny Blankers-Koen and Emil Zatopek) but also hear the experiences of all who were involved from tea ladies, through postmen, to locals and spectators. The 1948 Austerity Games cost £750,000 (£20 million equivalent today) to stage and even made a profit of £29,000! The London Olympics 2012 will have cost £9.5billion - 480 times more than the 1948 games - and hopefully will turn a good profit for Great Britain. In 1948, fiftynine nations were represented by 4,104 athletes, 3,714 men and 390 women, in 19 sport disciplines. This year’s Olympics will have featured over 10,000 competitors from 200 countries. Art competitions formed part of the modern Olympic Games during its early years, from 1912 to 1952 with five categories: architecture, literature, music, painting, and sculpture. John Copley remains the oldest medal winner when he took a silver in the etching

category at the age of 73. The oldest sports competitor was 61 year-old Archibald Douglas Craig who lost in the first round of the fencing. So many of the athletes were true amateurs in the way that most readers would be able to identify with and yet they come across as passionate about their sport, professional in their desire to win but refreshingly honest about how much training they had been able to do. Dorothy Manley, one of three British women runners, confessed that her preparation was very low key as she had a full time job in the city as a typist: “I could only train after work for a couple of hours, four evenings a week”, and yet she was competing for Britain against one of the greatest women athletes of all time, the Dutchwoman Fanny Blankers-Koen. And it's not just the inspirational Czech runner, Zatopek, with his agonisingly pained style of running but Halliday, the weightlifter who, three years before the Games, had been released from a Japanese POW camp weighing under five stone, who radiate the true Olympic spirit. A remarkable read which is now available in paperback.

W
hat sun protection factor (SPF) should I use? Use sunscreen with a sun protection factor (SPF) of at least 15. The higher the SPF, the better. Go for broadspectrum sunscreens, which protect against harmful UVA and UVB rays. Make sure the product is not past its expiry date. Most sunscreens have a shelf life of two to three years. What is broad spectrum and the star-rating? Broad-spectrum products provide protection against the sun’s UVB and UVA rays. The sun protection factor, or SPF, is a measurement of the amount of UVB protection. The higher the number, the greater the protection. How long can I stay in the sun? Don’t spend any longer in the sun than you would without sunscreen. Sunscreen should not be used as an excuse to stay out in the sun. Instead, it offers protection when exposure is unavoidable. The summer sun is most damaging to your skin in the middle of the day. Spend time in the shade between 11am and 3pm, under umbrellas, trees, canopies or indoors. Should I reapply sunscreen if I swim? Water washes off sunscreen and the cooling effect of the water can make you think you're not getting burned. Water also reflects UV rays, increasing your exposure. Even "waterproof" sunscreens should be reapplied after going in the water. What should I do if I get sunburn? Painkillers, such as paracetamol

or ibuprofen, will ease the pain by helping to reduce inflammation caused by sunburn. Sponge sore skin with cool water, then apply soothing after sun or calamine lotion. If you feel unwell or the skin swells badly or blisters, seek medical help. Stay out of the sun until all signs of redness have gone. Are children more at risk of sunburn? Young skin is delicate and very easily damaged by the sun. Use at least a factor 15 sunscreen and choose a broad-spectrum brand that has a four- or five-star rating. Apply it to areas not protected by clothing, such as the face, ears, feet and backs of hands. Choose sunscreens that are formulated for children and babies' skin, as these are less likely to irritate their skin. My child has eczema. What sunscreen should I use? Some sunscreens may aggravate eczema. Check the label for any ingredients that you know your child is allergic to. Test any new sunscreen on a small area before applying it to the whole body. Put on your child’s emollient and steroids first then put the sun protection cream on 30 minutes later. Remember to put more sun protection cream on regularly throughout the day and especially after swimming. What are the symptoms of heat exhaustion? Heat exhaustion occurs when the body cannot lose heat fast enough. If it's not treated quickly, it can lead to heat stroke, which is a much more dangerous condition.
Signs of heat exhaustion include faintness, dizziness, palpitations, nausea, headaches, low blood pressure, tiredness, confusion, loss of appetite and hallucinations. What should I do if someone has signs of heat exhaustion? Get them to rest in a cool place, ideally a room with air conditioning. Give them plenty of water. Avoid alcohol or caffeine as this can increase levels of dehydration. Cool their skin with cold water. Use a shower or cold bath to cool them down or, if this is not possible, wet flannels and face cloths in water and apply to their skin. Loosen any unnecessary clothing and make sure that the person gets plenty of ventilation. Monitor their condition closely. Should I cover up my mole when I’m in the sun? If you have lots of moles or freckles, you're more likely to develop skin cancer, so you need to take extra care. Avoid getting caught out by sunburn. Use shade, clothing and sunscreen with an SPF of at least 15 to protect yourself. Keep an eye out for changes to your skin and report these to your doctor without delay. Skin cancer is much easier to treat if it is found early. Use the following internet link to do a mole self assessment test. A pain in the Neck!
N
eck pain may come from any of the structures in the neck including: vascular, nerve, airway, digestive, and musculature / skeletal or be referred from other areas of the body. Major and severe causes of neck pain include: • Spondylosis - degenerative arthritis and osteophytes • Spinal stenosis – a narrowing of the spinal canal • Spinal disc herniation – protruding or bulging discs, or if severe, prolapse. The more common and lesser neck pain causes include: • Stress – physical and emotional stresses • Prolonged postures – many people fall asleep on sofas and chairs and wake with sore necks • Minor injuries and falls – car accidents, sporting events and day to day minor injuries • Referred pain – mostly from upper back problems • Over-use – muscular strain is one of the most common causes • Whiplash • Herniated disc • Pinched nerve What are other symptoms that are associated with neck pain? Neck pain is commonly associated with dull aching. Sometimes pain in the neck is worsened with movement of the neck. Other symptoms associated with some forms of neck pain include numbness, tingling, tenderness, sharp shooting pain, fullness, difficulty swallowing, pulsations, swishing sounds in the head, dizziness or lightheadedness,

and lymph node (gland) swelling. How is neck pain diagnosed? In diagnosing the cause of neck pain, it is important to review the history of the symptoms. In reviewing the history, the doctor will note the location, intensity, duration, and radiation of the pain. Any past injury to the neck and past treatments are noted. Aggravating and/or relieving positions or motions are also recorded. The neck is examined at rest and in motion. Tenderness is detected during palpation of the neck. An examination of the nervous system is performed to determine whether or not nerve involvement is present. Further testing of undiagnosed neck pain can include X-ray evaluation, CAT scan, bone scan, MRI scan, myelogram, and electrical tests such as electromyography (EMG) and nerve conduction velocity test (NCV). What is the treatment for neck pain? The treatment of neck pain depends on its precise cause. Treatment options include rest, heat or cold applications, traction, soft collar traction, physiotherapy (ultrasound and electrotherapy), Osteopathy through manipulation topical pain patches and global posture reeducation which is realignment of the cervical vertebrae and the rest of the body muscle relaxants, analgesics, homeopathic mesotherapy. POSTURAL TIP - the greater projection of one’s head forward, the greater the force required to maintain the extensor muscles! Biomechanical studies establish
a direct relationship between the position of the head and the force exerted by these muscles, with a significant increase per centimeter of projection. I have my hair colored at a salon but at this time of year with the sun it fades quickly how can I stop this from happening? Jill, Tavira. Well Jill, you can't stop it from happening but you can slow the process. Firstly use a proper branded shampoo and conditioner for coloured hair. Secondly a lot of the top companies do a sun care range with UV added; usually in a spray or oil form. These really do cut down on colour fade; a little bit more expensive but worth it.
I have a natural curl in my hair which I never liked. Would you recommend chemical straightening? Kath, Vila Real. Depending on the amount of curl Kath. If the hair is very curly it's more difficult to get a perfect result, but as rule if you really dont want the curl then, yes.

I want to change the parting in my hair, can you train your hair by combing it to stay in a different parting? Heather, Cacela. I'm afraid Heather thats an old wives tale. No the growth pattern of hair never changes. I'm afaid the only way to make it stay is hairspray or gel. What I suggest you could do is get your stylist to show how to put a zig zag parting in that makes a nice change.

T
he unique, fabulous environment of The Cavern At V Terra has just opened, a few minutes away from the Roman Ruins in Estoi. Dating back to Roman times the structure was beautifully restored and carefully modernised in 2005. Andre and Robin Walton kindly invited us to take a look around the impressive building and the “Cavern”, and fill us in on their goal to have varied, live music and cultural evenings frequently at their stylish restaurant. Andre is originally from Hampshire and spent 30 years in the US as a musician, playing in Reno and Las Vegas with various bands and studied both Psychology and Music at the University of Reno. Robin, a massage therapist and Esthetician, is from Reno where they met whilst working for the same company. Wanting to spend some time in Europe, Andre came to Portugal in 1992, bought a plot of land in the hills outside

Tavira and completed their beautiful home in 1996. Andre returned to America for some time and in 2007 they were asked to look after Andre’s sister’s restaurant and Gallery, ‘Nant-Y- Coy’ in Pembrokeshire. 2008 saw them back in the East Algarve to run their peaceful country Chateau, bed and breakfast, ‘Casa Sol e Lua’. They have now opened the Cavern at restaurant V-Terra and created a cosy, stylish ambience, introducing their touch with a musical theme. They dismantled the grand piano creating a new coffee table with the cast iron plate and strings, and replaced the original keyboard with an electronic one. “Sense the world through your taste buds!” The small plate lunch time menu is inspired by dishes from all over the world and is founded upon “from scratch” philosophy with a focus on the fresh, local, high quality ingredients for which Portugal is renowned. They are committed to

using whole, fresh foods to create the exciting array of flavours that make up the V Terra small plate menu. Lunch or dinner, the menu is flexible and varied. Since they use local resources whenever possible, you’ll find that the menu changes with the seasons in order to take advantage of the freshest produce and they keep an eye on the market, and local speciality catches to create the daily specials board. Aqua Regia (King of the Water) is a dream pursued for more than 10 years, and we are delighted to be able to share their story with you. John’s father visited the East Algarve way back in 1987 and bought a holiday home here for the family who have visited many times since. Originally both from Kirby– in–Furness, The Lake District, the couple moved to Brighton, where John was a tree surgeon working for

the Railways and Yvonne a campsite manager. Yvonne completed a double A level in travel and tourism, and knowing John’s love of sailing, and boyhood dream to one day own his own yacht and live in the sun, she completed a day skipper and yacht master’s course at night school. Having visited boat shows for many years they decided the time was right and both gave up their jobs in the UK and put down the deposit on the yacht in 2007. Built in Chichester by Northshore, one of the few remaining British yacht building craftsmen, Easter 2011 saw them make plans to get 'Aqua Regia' to their beloved Tavira. John, together
with a crew, made the 8 day journey. John and Yvonne’s aim is to make either day trips, or holidays the most relaxing and enjoyable experience possible. They are able to show guests the best local restaurants or cook food of any choice while on board, making a personal carefree and relaxing holiday. 'Aqua Regia' is 42ft long and has a swing keel which means when they wish to access lagoons and shallow areas the keel can be pulled up so the boat needs only 3ft of water to sail, enabling access to places that normally only smaller craft can get to. In addition to this the design of the yacht means it can be beached

on the sand as the tide drops leaving you safe and sound for anything up to eight hours. Enjoy this in complete luxury, stopping where you want to swim, dine, golf, bird watch or explore the fantastic towns and villages. Amazingly some golf courses can be accessed from the River and anyone arriving from Faro airport can be picked up only minutes away, at Faro Island. The two guest cabins have private access to the heads (toilets) and there is a separate full size shower cubical. On board the outstanding ‘Aqua Regia’ there is a fridge, freezer and a galley raised dining seating area to fully allow the views to be admired, whilst relaxing over dinner and drinks. On deck there is room to sit in the shade of the bimini or lounge on the deck cushions in the golden sun, relaxing at your own pace. You are encouraged to explore towns with the aid of their maps, guides and of course their personal knowledge. You can help yourselves to drinks or food, read, listen to music or sunbathe on deck. n behalf everyone involved with the Est Algarve Magazine, and all of our readers, we would like to thank all the fire fighters who have worked so tirelessly to contain the recent horrendous fires in and around Tavira. We visited our friend Jamie (firefighter 004), in Tavira, who was kind enough to find time to show us around the station, including the control room and the vehicles and equipment used. Always on standby is the rescue vehicle (Pic 1), with cutting equipment and ablility to carry 4000 litres of water. This vehicle would automatically be sent out to a road accident. In constrast there is the enormous water truck (Pic 2) with 17,000 litres capacity, dispatched to forest fires. Other vehicles include, hidden in the back of the station begging restoration is a 1920's Mercedes Benz fire truck (Pic 3), rumoured to be the 2nd oldest vehicle in Portugal up to the powerful, enormous D20 MAN (Pic 4). The station on the outskirts of Tavira was built in 1988, having moved from a much smaller station in the centre of town (now a bank and Mini Preço). It houses tributes and medals from years gone by to the bravery of the men and women, and across the road is a statue erected in their honour in 1993. Once again, Many thanks.

he response of the people of the Algarve, and further a field, to the recent disaster has been remarkable. On Thursday 19th July I received a phone call from Clive Jewell, the British Consul, asking how things were in Tavira, which caught me by surprise. It was only then that I learnt of the raging fires. The Olhanense Expat Supporters Group has some 300 members and we felt they would want to help - the wonders of the internet - and very shortly offers of donations were arriving from far flung places including Norway and South Africa. The Appeal appeared on social media networks and Linda Cree (AFPOP) spread the message. The immediate need was for bottled water, juices and snacks. Two vans loads, thanks to Neil & Emily Richardson Removals, were hurriedly despatched to Tavira Bombeiros. As the intensity of the fires and the impending disaster gathered momentum so did the generosity of the community. Fire stations were overflowing with bottled water, juices, fruit and snacks. Norman White made contact, “could we help São Bras Bombeiros with shower gel, shampoo and towels?” and we were only too pleased to help. We are just one of many groups who have in some small way helped those true heroes who risked their lives in appalling conditions. A word of mention for the British Consul team who not only kept us appraised of developments but were also out in the communities giving support and advice. We will all still need to be vigilant but if any good is to come out of this disaster then it is important that the bonds that have been created between the different nationalities are nurtured and built upon. One can only feel heartache and sorrow for the rural families who live off the land and have lost all their livestock, fruit trees and crops. Will there be support for them in their desperate hour of need? Over €2,500 has been donated and we are now liaising with Tavira & São Bras Bombeiros as to how best disperse the remaining funds. ocal mayors from Tavira and São Brás de Alportel have estimated that fires that raged last week in the area will cost around €24 million in damages. The fires that first began on July 18 and were not under control until four days later have destroyed land and property totalling a massive €24 million in Tavira and São Brás. A report in the Portuguese newspaper Publico says that the mayors of the municipalities have made preliminary surveys of the area with the mayor of Tavira. Jorge Botelho, estimating the cost of the damages at €10 million in his municipality. São Brás mayor António Eusébio says the cost of the damages in his area are estimated to be in the region of €13 million while a further €1.5 million is the predicted cost to repair, replace and rebuild private property effected in the fires. The Portuguese government have announced that they will be creating

A plea for help! a special task force of ministers from various departments to look into the current situation and to draw up proposals to prevent similar situations in the future. Of particular concern in the area is the environmental damage that has also been done to the region as well as the loss of property. The area is an important part of the ecosystem with much of the water found in the dams coming from the hills that now lay burnt and experts are now looking at how to protect the water supply in the eastern Algarve. The fire affected more than 60 families in the eastern Algarve with over 100 people directly affected by the fires that spread over more than 20,000 hectares around Tavira and São Brás and led to the largest fire fighting operation in the history of Portugal with more than 1,000 people on the ground, 200 vehicles and 13 aircraft fighting the fire at its peak.

ven though the East Algarve has seen many new developments being built over the past decade, it remains largely unspoilt. Over the past three years the construction of new properties has ground to a halt, due to the sovereign debt and banking crisis. Top seafood & music festival Olhão celebrates one of the biggest culinary and music events staged in the Algarve.

he Seafood Festival (O Festival do Marisco), now in its 27th year, opens on Wednesday 8th August, when Portugal’s top solo singer Tony Carreira will entertain the crowds. Gardening Native to Mexico and Central America, both hot and mild peppers are derived from the species Capsicum annuum.
Hot Stuff
S
eeds of peppers have been found in archaeological deposits in Tehuacan, in Mexico, dating from around 7000 BC, but these may well have been of fruits collected from the wild. The earliest records of the cultivation of peppers date from about 2000 years later, and peppers are illustrated on preColumbian ceramics. It is likely that the hot types, not the large sweet peppers, were the first to be cultivated. However, by the time peppers were introduced to Europe most of the main types grown nowadays were already established. The first records of peppers grown in Europe date from around AD1500, and soon they were widely grown. The hot varieties were dried, powered and then used as a substitute for true pepper, the tropical climber Piper nigram then a very expensive import from the East Indies. Peppers also became widely grown in Eastern Asia were they play an important role in the cuisine of India, Malaysia and the southern parts of China. Hot peppers, Chillies, cayenne peppers are usually rather small and red when ripe. The degree of hotness depends on the presence of capsaicin, which varies according to the variety and is affected by the climate. Hot weather conditions produce hotter peppers becoming hotter and sweeter as they ripen with the seeds being hotter than the flesh. The large, hot varieties may be elongated as in the ‘Anaheim’, bell shaped as in ‘Poblano’ or yellow when ripe as in the ‘Hungarian wax’. Sweet pepper, Pimento, Bell peppers are the type of peppers most popular in temperate countries and are widely grown in greenhouses in Northern Europe, and in the open in Southern Europe, the Middle East and in North America. The large, hollow fruits are generally red when ripe, but may be yellow, and there are even some varieties which are blackish-purple when mature. Peppers are fast growing annuals, and best grow in drier parts of the tropics and in warm summer weather. In

temperate climates seed should be sown under glass in March or early April, the young plants can be put into pots when they are about 8cm tall and kept as warm as possible until the hot weather has arrived, when at which time they can be transferred outside in a sheltered spot. Alternatively the young plants can be kept in pots until 12cm tall and then hardened off and planted into frames in late June. Feeding is beneficial for building up a good sized plant, but can be reduced when fruiting. Poor growth outdoors is usually a result of cold weather, but plants grown in greenhouses can suffer from grey mould such as botrytis which will kill the stems so good air circulation is needed to prevent this. Although there are a multitude of varieties of chillis and peppers, we are familiar with just a few as it these varieties that the seeds are only readily available. Jalapeno This is a Mexican variety named after the town of Jalapa and it is still widely grown commercially in Mexico and the southwestern United States. It is commonly pickled or canned and often smoked but also eaten fresh. The fruits are dark green, ripening to red. They are thick skinned with a blunt end and about 5cm when mature. There taste is usually very hot especially in the seeds. Cayenne An ancient cultivar from pre-columbian times first referred to in 1542 in French Guiana, now mainly grown in Asia. The pods are long, slender and curved, ripening bright red and very hot. When dried and powdered this and similar cultivars produce the well known Cayenne pepper. Serrano This Mexican chilli is grown commercially from near sea level to high in the central plateau. It is generally eaten green or canned. It is not difficult to grow in greenhouses in a cold climate and produces a prolific crop on tall, much branched and distinctly hairy plants.

Gardening Red Chilli This form of hot pepper has large long fruits of variable hotness maturing green when at which stage it is generally eaten and ripening red. The fruits are 1015cm long. This variety is often grown for canning in California and New Mexico and the group of varieties called Anaheim was developed for the canning industry. Hot Gold Spike This Yellow fruit variety is a development of Santa fe Grande commonly grown in the southwestern United States and is very hot when mature. Apache This is a modern F1 hybrid pepper of the chilli group. Tabasco An extremely hot chilli, traditionally used to make the famous Louisiana hot sauce. The small, upright fruits are around 2.5cm long and appear yellow-green, turning to scarlet when ripe. Hot Tepin A native Mexican shrub, tepin is in fact one of the worlds hottest chillis pepper. Try it if you dare! Maturity is slightly later than other peppers, as the fruits concentrate their power and spice. Heatwave This variety of pepper is a cayenne pepper which is a mixture of fruits containing reds, yellows and oranges. Beautifully ornamental and offering a mind blowing flavour experience.
Prairie Fire Called the windowsill pepper. The fruits may be small but they certainly pack a punch, being very hot. Bushy plants give a non stop summer crop of hundreds of small, conical, creamy green fruits turning red when ripe. Pinocchio’s nose Unbelievably long and slender fruits with a strong pungency and excellent for hot sauces or for drying to make powders. Fruits ripen dark bottle green to red and are high yielding bushy plants. Piri Piri The Piri Piri chilli is the name given to the African birdseye or African devil which grows wild and cultivated. It is a small and extremely spicy variety with the plant growing bushy and up to 120cm in height. The fruits are generally tapered to a blunt point and measure up to 2.5cm long. The immature fruit is green turning to bright red or sometimes purple when ripe. Naga Jolokia The Naga Jolokia is also known as the Bhut jolokia or Ghost chilli and grows primarily in the Assam state of India but also in northeastern India, Bangladesh and Sri Lanka. In 2007 it was confirmed by the Guinness world records as the hottest chilli in the world measuring 1,050,000 on the Scoville scale.

They were probably also the first to use peppers to create a hot sauce, not hot maybe by todays standards, but nevertheless Piri-Piri is the Portuguese original. And below is the ingredients and method to make an authentic Piri-Piri sauce. METHOD: Remove stems and seeds from the peppers taking the necessary precautions when handling hot peppers. Grind and mix all ingredients to a fine paste by hand or using a food blender. If you want to increase the heat the you can add some ground Cayenne pepper or pepper flakes to taste. Cook in a hot frying pan for a few minutes before putting into a sterilized jar in the refrigerator. The flavour will develop over the following weeks.

Top economists and financial experts agree that our economy will never recover unless Wall Street fraud is prosecuted. Yet the government has more or less made it official policy not to prosecute fraud, and instead to do everything necessary to cover up for Wall Street. For example, the Obama administration is prosecuting fewer financial crimes than under Reagan or either Bush. For example, we pointed out in 2010: The government’s entire strategy now – as during the S&L crisis – is to cover up how bad things are. But it is not only a matter of covering up fraud that has already happened. The government also created an en-

vironment which greatly encouraged fraud. Here are just a few of many potential examples: • The government-sponsored rating agencies committed massive fraud (and see this) • The Treasury department allowed banks to “cook their books” • Regulators knew of and allowed the use of debt-hiding accounting tricks by the big banks • Tim Geithner was complicit in Lehman’s accounting fraud, (and see this), and pushed to pay AIG’s CDS counterparties at full value, and then to keep the deal secret. And as Robert Reich notes, Geithner was “very much in the center of the action” regarding the secret bail out of Bear Stearns without Congressional approval. William Black points out: “Mr. Geithner, as President of the Federal Reserve Bank of New York since October 2003, was one of those senior regulators who failed to take any effective regulatory action to prevent the crisis, but instead covered up its depth” • The former chief accountant for the SEC says that Bernanke and Paulson broke the law and should be prosecuted • Freddie and Fannie helped to cre-
ate the epidemic of mortgage fraud • The government knew about mortgage fraud a long time ago. For example, the FBI warned of an “epidemic” of mortgage fraud in 2004. However, the FBI, DOJ and other government agencies then stood down and did nothing. See this and this. For example, the Federal Reserve turned its cheek and allowed massive fraud, and the SEC has repeatedly ignored accounting fraud. Indeed, Alan Greenspan took the position that fraud could never happen • Paulson and Bernanke falsely stated that the big banks receiving Tarp money were healthy, when they were not • Arguably, both the Bush and Obama administrations broke the law by refusing to close insolvent banks • Congress may have covered up illegal tax breaks for the big banks Economist James K. Galbraith wrote in the introduction to his father, John Kenneth Galbraith’s, definitive study of the Great Depression, The Great Crash, 1929: The main relevance of The Great Crash, 1929 to the great crisis of 2008 is surely here. In both cases, the government knew what it should do. Both times, it declined to do it.

Environment In the summer of 1929 a few stern words from on high, a rise in the discount rate, a tough investigation into the pyramid schemes of the day, and the house of cards on Wall Street would have tumbled before its fall destroyed the whole economy. In 2004, the FBI warned publicly of “an epidemic of mortgage fraud.” But the government did nothing, and less than nothing, delivering instead low interest rates, deregulation and clear signals that laws would not be enforced. The signals were not subtle: on one occasion the director of the Office of Thrift Supervision came to a conference with copies of the Federal Register and a chainsaw. There followed every manner of scheme to fleece the unsuspecting …. This was fraud, perpetrated in the first instance by the government on the population, and by the rich on the poor. The government that permits this to

happen is complicit in a vast crime. In other words, the fraud started at the very top with Greenspan, Bush, Paulson, Negraponte, Bernanke, Geithner, Rubin, Summers and all of the rest of the boys. As William Black told me today: In criminology jargon: they created an intensely criminogenic environment. The government’s special inspector general in charge of oversight of the Troubled Asset Relief Program (the “TARP” bank bailouts) – Neil M. Barofsky – said today: It was a “message to the banks ‘if we commit fraud, we break the rules, don’t worry, we’re too big — they’ll never bring the appropriate steps against us,’” Barofsky says in an interview with The Daily Ticker. “And that is why we’ve had scandal after scandal after scandal.” This was a “global conspiracy to fix one of the most important interest
rates in the world,” Barofsky continues. “[Geithner] heard this information and looked the other way. Geithner and other regulators should be held accountable, they should be fired across the board. If they knew about an ongoing fraud, and they didn’t do anything about it, they don’t deserve to have their jobs. I hope we see people in handcuffs.“ Government regulators have become so corrupted and “captured” by those they regulate that Americans know that the cop is on the take. (Even top justice officials are incredibly cozy with Wall Street fraudsters.) Institutional corruption is killing people’s trust in our government and our institutions, which is one of the reasons the economy is faltering again. Indeed, polls show that very few Americans believe that the U.S. government has the “consent of the governed”, a higher percentage of

Americans liked King George during the Revolutionary War than like Congress today, and people are publicly discussing whether it’s a good or bad idea to “hang bankers”. I noted 7 years ago: I am NOT calling for the overthrow of the government. In fact, I am calling for the reinstatement of our government. I am calling for an end to lawless dictatorship and a return to the rule of law. Rather than trying to subvert the constitution, I am calling for its enforcement. The best way to avoid all types of revolution would be for the government to start following the rule of law. I passionately hope it will do so. While conservatives tend to view government as the problem, and liberals tend to view corporations as the problem, the real problem is the malignant, symbiotic relationship between corrupt officials and criminal corporate leaders. Without the
cancerous relationship, neither side could cause so much damage. If America returns to the rule of law, we might have a fighting chance. The justice system may be the only thing which stands between peace and violence. All of those who benefited from Wall Street fraud must be prosecuted ... including corrupt government officials who aided and abetted their crimes, helped cover them up, or have blocked prosecution. Iceland should be a role model: Iceland has prosecuted the fraudster bank heads (and here and here) and their former prime minister, and their economy is recovering nicely… because trust is being restored in the financial system. Indeed, even evangelical leader Pat Robertson agrees: Pat Robertson discussed the banking crisis and glowingly spoke about how Iceland jailed many of the bank-
ers who devastated their nation’s economy by taking out fraudulent loans. Robertson hailed the Nordic nation for its actions and said that Americans should deal with the financial crisis in the same way. “They are putting people in jail. Prime ministers are being indicted. They are going after banks. The people said the banks are ripping us off. We don’t like what they did, and they brought our country to ruin. Suddenly, Iceland is turning around and they look like a big success story!” “We could start putting all of those bankers in jail. Finance Do We Need a Central Bank?

or the last two weeks here in the UK, TV stations have been running a documentary series called “Bank of Dave“, in which down-toearth businessman Dave Fishwick attempts to establish his own bank. The premise sounds plausible: offer depositors 5% interest (as opposed to zero), and lend to credible small businesses that are otherwise ignored by the majors. But as the irrepressible Dave soon discovers, getting a new banking
license in the UK isn’t easy. ‘Bank of Dave’ has obviously been, albeit inadvertently, deliciously well-timed, arriving on television and computer screens accompanied by increasingly shrill coverage of interest rate rigging in the LIBOR manipulation scandal. Granted, the news of the world’s biggest banks colluding to manipulate interest rates to their own benefit has sparked a major debate about banking. But what’s frustrating about the banking debate is how narrowly

focused most contributors are. Critics of the commercial banks loudly vent their outrage at the covert manipulation of interest rates, for example. But almost nobody thinks to question the overt manipulation of interest rates on the part of central banks. It is generally accepted that central banks should be allowed to set interest rates. In the US, the base rate is effectively zero. In the UK, it’s now being held at 0.50%, explicitly to help the banking sector at the expense of all non-

bank members of the population who are unable to earn an economic return on their savings One might ask why we take this official rate manipulation for granted. One would also ask why the economically critical business of SAVING is being so offhandedly crushed in the name of banking expedience. Why, for example, do we need a central bank at all? A typical if feeble answer is that we need a lender of last resort. To which the answer is… Why? Why do we need a government-appointed entity to support banks that get in over their heads? A typical answer is that if our banks start failing, our society starts going down the toilet. (It already has, but never mind.) So now we have the worst of all possible worlds. Our banks are already failing, in the sense of no longer functioning according to the principles of offering an economic rate to depositors and offering economic funding to borrowers.
Plus, now we have ended up with a handful of quasi-nationalised banking group zombies that appear to be being run for the sole purpose of being granted dollops of money that they are free to hoard whenever the central bank deems it appropriate to depreciate our currencies some more. If our banks were free to fail, a) we would have no need of a central bank, and b) we would have no need for banking guarantees. Banking deposit agreements would simply come with a giant ‘Caveat Emptor’ on them, and depositors might be able to start earning a positive real interest rate on their savings again. Abolishing central banks and their core functions would have the happy and non-trivial side effect of reintroducing something akin to sound money into the world economy, rather than live with permanent inflation and have the entire economy held hostage by banking interests.

uly started with the news that the Portuguese Football League had banned the loan of players within the same division. This had a devastating effect on SC Olhanense, the Algarve’s only Premier Liga team, whose meagre playing budget of €1.2 (down twenty percent on last season) can only be supplemented by loan signings. Three weeks later and the ban was overturned by the Judicial Court of Appeal but the damage had been done. So those who will not be back this coming season include keeper Fabiano Freitas (FC Porto), front man Wilson Eduardo (Sporting) and Andre Pinto (FC Porto) who signed for Greek side Panathinaikos. Other players who have moved on are Caué (Vaslui, Romania), Ismaily (Braga), Mexer (Nacional, Madeira) and Salvador Agra (Real Betis, Spain). On the positive side new recruits to join the rubro-negros are David Silva from Scottish Premier League side Kilmarnock. The 25 year-old winger started his career at FC Porto and has also plied his trade in Bulgaria and Spain. Midfield powerhouse Fer nando Alexandre, on loan last season from Braga, has terminated his contract
with 'Os Arsenalistas' and signed a permanent contract. Centre-forward Cleyton Coelho dos Santos, more commonly known as Boka, has arrived from Noroeste (Brazil).
