...to your August issue. This month I write about my experience in the Gyrocopter pictured on the cover. Although it wasn't something I was particularly looking forward to, it turned out to be up there in my 'top five' favourite experiences I've had here in the Algarve. We also introduce Leonor who is both owner and driver of Personal Chauffeurs Algarve; the chorus group Bella Acapella and finally the Monte Rei Callaway fitting center. Culatra properties legalised after 150 years

P Green light for Odeleite river beach

A

project to construct a river beach with a nautical sports centre in Odeleite, Castro Marim, has received the “thumbs up” from the court of auditors and can now move forward. Construction of the beach will cost €600,000 – 70% of which will be covered by community funding – and is expected to begin this month and last another seven months. Castro Marim council says it is “excited about the project” as it will also include green areas, floating pools, cafés, picnic areas and parking in a total area covering 6,100sqm. One of the highlights will be the nautical centre which will include activities such as canoeing, sailing and sport fishing. Mayor Francisco Amaral says that the court of auditors’ decision is “important for the present and future of Odeleite’s population” as it will help bolster the local economy and help prevent desertification in the small rural village that is famous for its dragon-shaped river, once a viral sensation in China where it was shared by thousands of Chinese on social media. michael.bruxo@algarveresident.com

ortugal’s Environment Minister has announced the legalisation of 190 of 350 properties on the Ria Formosa island of Culatra whose owners had applied for permission. So far, only ten licences have been granted by the munificent Minister, João Matos Fernandes, who braved the island last Friday with the Minister of the Sea, Ana Paula Vitorino. Culatra residents now have their vital 'water resources licence,' which will be followed by the legalisation of their properties, after 150 years of technical illegality. The descendants of the original settlers will soon be able to rest easy now that Polis Litoral Ria Formosa will not bulldoze their properties. The dwellings will be granted 30 year licences, renewable, as long as the homes remain as first homes. The licences were delivered by the Ministers at a ceremony in Culatra, "These dwellings, which had existed for a long time - although they were in the Maritime Public Domain - had no title. What we did was, for clusters that have very relevant socioeconomic activity, to legalise the houses," explained João Matos Fernandes to a delighted home crowd, this election year. This was made possible by "a decision taken by the Government, which amended the Water Act. We want traditional activities to continue in protected areas." "This was a commitment of mine as a Minister,” added the normally evasive one.

Frequently Asked Questions t the Spotted Dog we provide professional dog grooming and pet care services throughout the Eastern Algarve. Here is a brief summary the most frequently asked

questions . How much does it cost to have my dog groomed? All our prices are on our website at https:// www.thespotteddog.net/ A full groom for a small dog starts from €20. What’s involved in a groom? All dogs have different needs but typically they will receive a good brush through to remove dead hair, and then a bath in a shampoo suited to the dog’s coat and condition. After which they will be dried, followed by another brush and/or clipping. Nails and dew claws are trimmed, and ears and teeth are inspected. We also offer teeth cleaning. How long does it take? Anything from two to three and a half hours, depending on the breed and how comfortable the dog is being groomed. How often should my dog be groomed? All dogs are different and depending on breed, age and coat, we usually suggest they’re groomed every 6 weeks or so, but some will need more frequent and others less. How far in advance do I need to book? We usually ask at the end of the groom if you prefer to schedule another or wait and message us once your dog needs another groom. Either way is fine by us. If messaging, we usually need about a week’s notice. Will my dog be caged? Not unless you consider our living room and enclosed garden to be a cage! Your dog will

be groomed in our purpose-built work unit and have regular breaks throughout, with the chance to have a little potter about and relax. Can I stay with my dog while they’re groomed? Yes, absolutely. You can stay for all or part of the groom. In fact, if your dog is visiting us for the first time, we usually ask that you do stay so we can all make sure your dog is comfortable. And if you’re especially good, we’ll even provide you with tea and biscuits! Why are you based at home? It keeps our costs (and fees) down and means we’re not under pressure to groom quickly. Instead we can take our time with each groom and make it a pleasurable experience for your furry friend. Could you collect (and return!) my dog? Yes, and we provide this as a free service within Tavira. Do you provide a mobile service? We do provide a mobile service, but only under the right circumstances. We usually won’t travel to groom just one dog as the travel time and associated costs can be problematic. Do you provide overnight dog boarding and day care? Yes, but only for one dog per night. That way, they’re very much treated as part of the family. As with our own two dogs, they literally have the run of the house and enjoy trips to the beach, local walks and even local restaurants. In recent months, we have only tended to board those dogs we groom and are therefore known to us. Do you have any testimonials? Many! Please see our website and Facebook page.

Bella Acapella The acapella chorus meet weekly beacause "Singing in a chorus makes you happy!"

E

very Tuesday evening, 20-25 people from the East & Central Algarve come together in Moncarapacho and enjoy an evening of singing and friendship. It is hard work but also great fun. Their conductor Rob Does is not easily satisfied and he pushes everyone to achieve the best possible result. Together they sing various popular songs from Elvis Presley, Beach Boys, Bruno Mars, Billy Joel and Van Morrison amongst other ballad and up-tempo popular songs. Bella Acapella is a mixed international acapella chorus that sings vocal barbershop arrangements. Barbershop harmony is sung in four parts without accompaniment. Most members live in the Algarve and most originate from England, Ireland, Germany, France and the Netherlands, although during rehearsals the common language is English. Bella Acapella has performed numerous concerts and ‘sings outs’ and always receives an enthusiastic reaction from the audience. All songs are sung “Off by Heart” without sheet music. This often creates a magical atmosphere where conductor and chorus craft a fascinating blend of music with some ringing four part chords! Interested? - See Bella Acapella ‘LIVE’ on Saturday 5th October Igreja Nossa Senhora do Carmo in Tavira at 6pm and Saturday 26th October -at the Herdade da Corte in Santa Catarina. This performance includes a dinner within the ticket price and was sold out last year! The chorus loves meeting every Tuesday to further friendships and perform great music. If you love to sing, then come and discover their enthusiasm, visiting the rehearsals is the best way to discover about who they are and what they do. The chorus is always interested in adding new members with the new season starting on Tuesday 27th August. T

o be quite honest, the thought of flying over the Algarve in a flimsy plastic machine, being buffeted around by the wind and losing the fillings in my teeth due to vibration, didn't fill me with enthusiasm. But duty called and I felt that my readers should know what the annoying little aircraft spoiling my concentration on the first par 5 at Benamor Golf was all about. How wrong could I have been? Pedro, owner and pilot of Sky Xpedition was totally professional from start to finish! From the pre-flight check around the precision made Gyrocopter, the in-flight communication to the smooth take-off and landing, he was the perfect pilot and guide. The machine itself is a work of art! State of the art Carbon fibre, beatifully machined parts and a powerful 2.2 litre turbo boxer engine. Once I was strapped in and given brief instructions on how to use the voice activated headset, we were soon in the air. No vibration, no buffetting, nearly all the sound was cut out by the headset, just the clear comforting voice of my own private pilot Pedro. Why so smooth? It's a 'Gyro' Copter! The Gyro keeps the aircraft totally stable! As we soared into the beautiful blue sky, the land beneath, us which I've travelled many times, takes on a new dimention. The colours of the salt pans looked like an artists paint palette, the colours of the sea blending into the sand from deep blue, to turquoise and eventually yellow, creating wonderful curves and shapes, all with the glistening highights of the sun's reflections... mother nature at her finest. My half an hour trip took me from Monte Gordo all the way to my home town of Tavira and back. Communication with Pedro was informal and informative. Our flight path was flexible and I was able to see all the places I wanted to, I could even see the people on the first par 5 at Benamor Golf, I smiled and waved. We returned to Monte Gordo, and as we landed I thanked Pedro for a wonderful experience. I told him he had the best job in the world, not only for being a pilot, but for being able to give people a truly wonderful experience. I felt emotional and very grateful. The joy of swimming A great way to keep fit and stay healthy

S

wimming is something that most of us enjoy and as an Olympic sport, it’s in the top ten at number eight, but for the majority of us as well as fun, swimming is a great way to keep fit and stay healthy and most Câmara Municipal’s have at least one 25 metre pool at a reasonable cost per swim. It is a healthy activity that you can continue for a lifetime as an exercise that has many physical and mental health benefits. Recreational swimming is for people of all ages and can provide either a gentle or vigorous workout; you decide on how, with the commonly used swimming styles of breaststroke, backstroke, side stroke and freestyle or butterfly for the very fit! It is a great way to exercise because you move your

whole body against the resistance of the water and is a good all-round low impact activity as the buoyancy of the water dramatically reduces stress on your joints, it builds endurance, tones and increases muscle strength and cardiovascular fitness, helps maintain a healthy weight, heart and lungs (just imagine the smile on your doctors face), and as nearly all of your muscles are used during swimming it provides a total body workout and as my wife says it gives her time to think away from the hubbub of daily life (and me). Here in the Algarve swimming pools abound and many apartments and houses have one either private or shared but their size does not normally facilitate serious exercise swimming and in the winter months between November to February

when the temperatures range from 9 to 16 degrees C outdoor swimming is not a comfortable activity unless the pool is heated, you wear a triathlon wet suit or you are related to a seal! Help is at hand however for home use in the form of a swim spa, these units are easily installed onto a suitably sized terrace or patio, require no licence and do not incur any tax, they are heated for all year round use with an integrated safety / thermal cover and some models incorporate a separately heated spa too! The best insulated swim spas are much more energy efficient than any swimming pool as they have an advanced insulation system that traps and regenerates heat to the water during cold weather keeping running costs down.   Gavin at Algarve Hot Tubs

I

n the months of July and August the number of people heading south for a long overdue holiday reaches a peak, creating a vibrant ambiance in many towns. These months are usually packed with festivals and activities, but many locals prefer the months of June and September as the weather is just as good but you do not have to wait in line for a table at your favourite restaurant. What also has been heading south are interest rates. Since the beginning of the year the outlook for economic activity in Europe has seen several downward revisions on the back of uncertainty of trade wars and Brexit. In our annual outlook (see December issue 2018 or website L&H) we expected headwinds to come. However, we have not seen bond markets adjusting this quick to the new reality any time before, with a record number of countries now boasting negative yields on 10 year government bonds. (Germany -0.29%, The Netherlands – 0.17%, France –0,04%, Switzerland -0.63%, Japan – 0.13%, Denmark – 0.24%, Finland –0.05%, Austria -0,03%). And it may get worse. Global manufacturing indices are now at their lowest level since June 2012, indicating a deepening slump. The Fed and the ECB have indicated that they will respond quickly to a slowdown of the economy by lowering interest rates. The latter also hinted at a new round of quantitative easing (QE), a process of the central bank buying bonds driving up bond prices leading to lower, and in many cases, negative yields. There is no doubt that this is distorting markets. How else can one explain that in light to a slowdown of economic activity (or maybe at the eve of a recession) various equity markets are near their previous peak or are making new all-time highs? One should not fight the central banks actions, as various hedge fund managers found out at their own peril. Markets can stay irrational for much longer than you can stay solvent. Just like climate change leads to extreme weather conditions, central bank action (QE) leads to extreme valuations in financial assets. As both seem to be with us for the foreseeable future, we will have to find a

way to deal with it. Tina has also headed south with renewed energy and property on her mind. Tina, as in 'There Is No Alternative', finds property an attractive alternative to bonds and equities. Property is relatively easy to understand and if rented out provides a decent return versus a saving account or bonds (exotics not included, as their risk profile makes them unsuitable for the average investor). In addition it offers you the possibility to spend your holiday in your own investment property. Overall the property market remains overall in good condition, just less buoyant than in 2018. There is good demand for property as long as the price is right. With rental yields of around 4% there are still good investments opportunities to be found. Some properties are more suitable for letting than others. It depends on location, proximity to an international airport, outdoor space and having a (communal) pool or not just to name a few. Moreover, if the property you are interested in purchasing is overvalued, you will struggle to make a decent return on investment. Most of our consultants have been living in the Algarve for almost 20 years and have been through various property cycles. your requirements. Tina is also a great fan of topless. Over the years we are seeing an increasing number of cabriolets in the Algarve. This in combination with an ever increasing number of retirees choosing to live permanently in the Algarve (with or without NHR) lead some locals to conclude that the Algarve is more and more becoming the Florida of Europe. Regular readers may have noticed a more leisurely style of writing than usual, as we are in summer and the author is also looking forward to having a holiday. Flowers you can eat! T

he culinary use of flowers dates back thousands of years to the Chinese, Greek and Romans. Many cultures use flowers in their traditional cooking–think of squash blossoms in Italian food and rose petals in Indian food. Adding flowers to your food can be a nice way to add colour, flavour, and a little whimsy. Some are spicy, and some herbaceous, while others are floral and fragrant. The range is pretty surprising. It’s not uncommon to see flower petals used in salads, teas, and as garnish for desserts, but they inspire creative uses as well–roll spicy ones (like chive blossoms) into handmade pasta dough, incorporate floral ones into homemade ice cream, pickle flower buds (like nasturtium) to

make ersatz capers, use them to make a floral simple syrup for use in lemonade or cocktails. You can stuff gladiolus with squash blossoms–a little out-there, I know. So many possibilities… Eating Flowers Safely. So As lovely as eating flowers can be, it can also be a little…deadly! Not to scare you off or anything. Follow these tips for eating flowers safely. Eat flowers you know to be consumable– if you are uncertain, consult a reference book on edible flowers and plants. Eat flowers you have grown yourself, or know to be safe for consumption. Flowers from the florist or nursery have probably been treated with pesticide or other chemicals. Do not eat roadside flowers or those picked in public parks. Both may have

been treated with pesticide or herbicide, and roadside flowers may be polluted by car exhaust Eat just the petals, and remove pistils and stamens before eating. If you suffer from allergies, introduce edible flowers gradually, as they may exacerbate allergies. To keep flowers fresh, place them on moist paper towels and refrigerate in an airtight container. Some will last up to 10 days this way. Ice water can revitalize limp flowers. Allium All blossoms from the allium family (leeks, chives, garlic, garlic chives) are edible and flavourful! Flavours run the gamut from delicate leek to robust garlic. Every part of these plants is edible. Angelica Depending on the variety, flowers range from pale lavender-blue

to deep rose and have a liquorice-like flavour. Anise Hyssop Both flowers and leaves have a subtle anise or liquorice flavour. Arugula Blossoms are small with dark centres and with a peppery flavour much like the leaves. They range in colour from white to yellow with dark purple streaks. Bachelor’s Button Grassy in flavour, the petals are edible but avoid the bitter calyx. tangy, and spicy–and their vibrant golden colour adds dash to any dish. Carnations / Dianthus Petals are sweet, once trimmed away from the base. The blossoms taste like their sweet, perfumed aroma. Chamomile Small and daisy like, the flowers have a sweet flavour and are often used in tea. Ragweed sufferers may be allergic to chamomile. Chervil Delicate blossoms and flavour, which is anise-tinged. Chicory Mildly bitter earthiness of chicory is evident in the petals and buds, which can be pickled. Chrysanthemum A little bitter, mums come in a rainbow of colours and a range of flavours range from peppery to pungent. Use only the petals.

Cilantro Like the leaves, people either love the blossoms or hate them. The flowers share the grassy flavour of the herb. Use them fresh as they lose their charm when heated. Citrus (orange, lemon, lime, grapefruit, and kumquat) Citrus blossoms are sweet and highly-scented. Use frugally or they will over-perfume a dish. Clover Flowers are sweet with a hint of liquorice. Dandelion I love dandelions. For teas or garnish lovely flavour Dill Yellow dill flowers taste much like the herb’s leaves. English daisy These aren’t the besttasting petals–they are somewhat bitter, but they look great! Fennel Yellow fennel flowers are eye

candy with a subtle liquorice flavour, much like the herb itself. Fuchsia Tangy fuchsia flowers make a beautiful garnish. Gladiolus Who knew? Although gladioli are bland, they can be stuffed, or their petals removed for an interesting salad garnish. Hibiscus Famously used in hibiscus tea, the vibrant cranberry flavour is tart and can be used sparingly. Hollyhock Bland and vegetal in flavour, hollyhock blossoms make a showy, edible garnish. Impatiens Flowers don’t have much flavour–best as a pretty garnish or for candying. Jasmine These superfragrant blooms are used in tea; you can also use them in sweet dishes, but sparingly. Johnny-Jump-Up Adorable and delicious, the flowers have a subtle mint flavour great for salads, pastas, fruit dishes, and drinks. Lavender Sweet, spicy, and perfumed, the flowers are a great addition to both savoury and sweet dishes. Lemon Verbena The diminutive off-white blossoms are redolent of lemon–and great for teas and desserts. Lilac The blooms are pungent, but the floral citrusy aroma translates to its flavour as well. Mint The flowers are– surprise!–minty. Their intensity varies among varieties. Nasturtium One of the

most popular edible flowers, nasturtium blossoms are brilliantly coloured with a sweet, floral flavour bursting with a spicy pepper finish. When the flowers go to seed, the seed pod is a marvel of sweet and spicy. You can stuff flowers, add leaves to salads, pickle buds like capers,

and garnish to your heart’s content. Oregano The flowers are a pretty, subtle version of the leaf. Pansy The petals are somewhat nondescript, but if you eat the whole flower you get more taste. Radish Varying in colour, radish flowers have a distinctive, peppery bite. Rose Remove the white, bitter base and the remaining petals have a strongly perfumed flavour perfect for floating in drinks or scattering across desserts, and for a variety of jams. All roses are edible, with flavour more pronounced in darker varieties. Rosemary Flowers taste like a milder version of the herb; nice used as a garnish on dishes that incorporate rosemary. Sage Blossoms have a subtle flavour similar to the leaves. Squash and Pumpkin Blossoms from both are wonderful vehicles for stuffing, each having a slight squash flavour. Remove stamens before using. Sunflower Petals can be eaten, the bud steamed like an artichoke. Violets another famous edible flower, violets are floral, sweet, and beautiful as garnishes. Use the flowers in salads and to garnish desserts and drinks. So give your dishes or drinks a new colourful look from flowers from your garden. You’ll be surprised how good they can taste.

ach month we receive different questions from our readers, although some of these questions are related to specific situations, sometimes the answer may help you to better understand the tax system in Portugal and answer the queries from other readers. If you also have some questions regarding tax in Portugal, please feel free to send it to us. I have applied for the NHR, but my application was denied. Although I’ve never been resident in Portugal, my fiscal number had the Portuguese address, how can I correct this? The fact that you had a Portuguese address registered at the tax office, is a condition to deny your application. However, it’s possible to reverse this. In fact, in case you have lived in another country, you just need to prove that in order to change your address at the tax office in Portugal. This change will have retrospective effect. Normally you just need to arrange tax residency certificates from the tax authorities of your country, for the years that you wish to correct. These tax residency certificates will allow you to change your tax address in Portugal. Please note that if you were resident in a non-EU country, further to the tax residency certificates, you will also need to arrange a fiscal representative, for the years that you wish the address to be changed. If you are trying to become Non-Habitual Resident and you fear that your current status doesn’t allow you to do so, please contact us. Sometimes the situation can be changed and you can still become a NHR. I moved to Portugal from Belgium in 2017 and now have decided to rent

my property through AirBnb, but the tax authorities have advise me that they will send me a bill for the IMT. Is this correct? I am only renting the property during 8 weeks in the summer. Since your property was bought has primary residency, according to the IMT (Property Transfer Tax) rules you were entitled to either a discount or a full exemption. This happened because the house was purchased as your primary residency and theoretically you may also be entitled to exemption from IMI for the first three years. If you subsequently applied for a Local Lodging License (AL) and registered your activity with the tax office, then the IMT Code stablishes that you may no longer benefit from the exemption or reduction of fees provided for at the purchase. In fact if you bought the property in 2017, you can only change the destination of the asset, after 6 years, except in the case of sale. Unfortunately the law does not distinguish between a definitive or temporary different destination (8 weeks of the year). Therefore, the taxpayer must request, within 30 days from the date on which the property was differently disposed of, the respective tax settlement, in accordance with the provisions of article 34 of the same law. We own a townhouse in Fuzeta and wish to register if for touristic lettings. As we may also purchase another property, would it be better to set up a company to explore this, or do it as a sole trader? There are different implications in case you wish to set up a company and there may be some tax advantages in the future, in case of the capital gains for instance. However to start, the company is always a lot more

expensive. First because a company need to have a director and this is normally to have a salary, hence obliged to pay Social Security. Secondly, the income from the rentals belongs to the company and not to yourself, so if you decide to take it from the company you may need to pay taxes (either as a dividend or as a salary). Thirdly, the accountancy for the company will normally be more expensive than an individual. So, in principle and without looking into the detail of your personal circumstances, it may be better to set up as a sole trader. You will be exempt from Social Security and because you are non-resident you will only pay IRS (personal income tax) on 8.75% of your gross income. Me and my wife have become resident in Portugal in 2018 but our pensions are still being taxed at source in the UK. What do we need to do? In order to stop the taxation at source and providing we are talking about private pensions, you need to fill a DT form and send to the HMRC. This DT form needs to be attached to the portuguse tax residency certificates. You will require one tax residency certificate, for each income stream. This tax residency certificate will then enable you to receive the gross pension income, but also to receive the tax amounts that were incorrectly retained during the years 2018/19. heffield United supporters who had the most to cheer about as a David McGoldrick second-half strike sealed victory against La Liga outfit Real Betis (Sevilla) at the Algarve Stadium. he ninth round of the FIM Superbike World Championship takes place at the Portimão Autodromo over the weekend 6th to 8th September. Britain’s Jonathan Rea (Kawasaki) and Spain’s Alvaro Bautista (Ducati) will be going head-to-head for supremacy with a staggering twentythree wins between them in the first twenty-five races.
