News River connection between Algarve and Spain reopens

The same source says that, between 1 to 10 July, despite the Portugal and Spain borders opening, the Spanish boats were not working because the “port was under repairs”. The official explained that it was necessary for the Portuguese boat to “have an inspection by a certified company” by DGRM and wait for the “displacement of a team of divers, which does not exist in the Algarve, to check the hull conditions”, which led to the delay in the resumption of service by the Portuguese side. The same source acknowledged that “it was

difficult” to overcome this closing period, in which employees were on lay-off from April until the resumption of service, and hopes that normality can be resumed as soon as possible, safely. “As there is still little movement, we will now operate only with one vessel operating each week. One week the service is guaranteed by the Spanish vessel, the other by the Portuguese. If there is a change, we can quickly review the situation”, he said, referring to the possibility of both operating simultaneously.

he river connection between Vila Real de Santo António and Ayamonte (Spain) has reopened after being interrupted in March, due to the Covid-19 pandemic. The reopening of the Portuguese-Spanish river passage between Algarve and the Autonomous Region of Andalusia joins the road connection re-established on 1 July, between Castro Marim and Ayamonte, through the International Bridge of Guadiana, which was also closed in March, except for merchandise transports and cross border workers. The mayor of Vila Real de Santo António in a communiqué stated that trips are being made following a “Spring schedule, with the trips being made by a Portuguese and a Spanish boat.” Francisco Santos, manager of the Company of Transports from Rio Guadiana told Lusa that the service was re-established on 10 July, but “just with Spanish boats, because the Portuguese ones were waiting for the renewal of the navigation certificate by the GeneralDirectorate of Natural Resources, Security and Maritime Services.

embers of the local British community residing in the Algarve, namely centred in Loulé, have been commended for having shown “a great commitment” in trying to convince their countrymen back home to lift restrictions that the United Kingdom continues to impose on anyone traveling back from Portugal, namely the quarantine on return, said President Marcelo Rebelo de Sousa, in a speech to a group of the Algarve’s mayors at a dinner in Querença. The President of the Republic met with representatives of the British community living in the Algarve yesterday evening, stating that he sees these residents as strong allies in convincing the English Government to put Portugal on its list of safe countries to travel to, lifting the requirement to comply with a 14-day quarantine period on return home. “I had a meeting with the British community that lives here in Loulé and there was a great effort on their part to do everything, to the extent of their possibilities, to show how they are received, how they live here, how they like to live here, how they want to work for the

good relationship between the two countries. Naturally, in the economic part, in the business part, but also in the personal part”, he stated at the dinner. “This is very important, because diplomacy is not just about ambassadors, ministers, governments and heads of state. It is made of people. And the expats who live here - and there are many, almost 50 thousand - know the Algarve very well, since the vast majority live here. They know what the reality is, they present the reality and that has a lot of strength to convince, to persuade, first, their compatriots and, later, the political leaders”, he reinforced. In addition to the community residing in this singular Algarve municipality, there are others working proactively to lift restrictions. The Head of State even spoke of mayors “who are making videos and testimonies of those who live here to reach British society. It all helps a lot, it takes time, but it helps”. As for the future, “like everything in life, it is necessary to persist. And we don’t give up. We Portuguese are very insistent and do not give up, not least because we feel we are right”.

“Our claim is fair, particularly here in the case of the Algarve, but it could expand. Basically, what we want is to look at sensible and acceptable criteria, and make them understand and profile by the authorities of a country that has been friends for so many centuries, Portugal’s oldest ally”, defended the President of the Republic. This is only part of the effort that has been made by the Government recently, although without practical results. Marcelo was also hopeful that restrictions on flights from Portugal would be lifted by the United Kingdom even before the end of the summer, though how this will be done is contested. “We all expect that and we are working to make it happen, summer only ends in September” he said. The meeting with the British expat community representatives and the dinner with local mayors took place after the President of the Republic visited a local retirement home, the Santa Casa da Misericórdia in Boliqueime, which had been a focal point of Covid-19 spread in the region just months ago.

Exercising our furry friends Tips for exercising your dog during summer... indoors or out, by Vaughan Willmore

W

ith temperatures now regularly topping 30 degrees and more, keeping our furry family members happy and exercised can be a challenge. Here are a few thoughts on how they can be exercised in a way which doesn’t expose them to the extreme heat we so often experience here in the Algarve. First and foremost, exercising our dogs indoors can be a really good option, particularly if you have the space and air conditioning! These exercises can include: Running up and down the stairs a few times. Just be sure not to push your dog too hard, as it can be as strenuous for dogs as it is for us HOOMANS. It can be best to avoid this exercise with Dachshunds, Pembroke Welsh Corgis, and other dogs with longer backs and shorter legs, because stairs tend to prove particularly challenging for these breeds. Hide-and-seek gets your furry friend moving and provides mental stimulation and fun, particularly when treats are involved. If you’re looking for a great exercise for highenergy breeds, a treadmill can work really well. With careful training, your dog may grow to love their gym based workouts! Games of tug of war, when played properly, build muscle and the HOOMAN-animal bond. Most dogs enjoy a good tug. While there are a

wide variety of toys available, an old sock can work just as well! If you’re looking to keep your dog stimulated, consider food and toy puzzles. These types of games can keep your dog occupied for hours. They require little physical effort but will certainly help your dog exercise their brain. In terms of outside exercises then: Walking very early of the morning can be the best option, and certainly before 10am as temperatures increase. And of course, don’t just consider the air temperature, pavements and beaches can get very warm and cause untold problems for paws and other parts of the body. If your dog likes water, swimming is one of the best activities of all. It’s not only great at cooling your dog down, it’s a great means for exercising your dog in a low impact manner. The strength your dog builds in their bodies from swimming can also help prevent injuries outside of the water. Even if your dog has many tricks under his belt, there’s never any harm in refresher training. When was the last time you worked on a sitstay with your dog? Pull out a bag of your pooch’s favourite treats or toys and work on re-training basic obedience commands that are easy. Again, something for early morning perhaps or the indoors. Finally, by having your pet professionally groomed on a regular basis, and brushing them between grooms, you can optimise your pet’s

Particles from the Life of Eliza Dear Beth Jackson meets the delightful Eliza Dear from Tavira .

T

o coincide with the publication of her selected, translated poems “Dust Particles” I interviewed Eliza Dear at her colourful apartment overlooking the Roman Bridge in Tavira. We sat, surrounded by her art work and bird song, talking about her life and poetry. Her writing is succinct in capturing images and emotion; and is more cheerful than I expected, already knowing something of her background. Eliza: I was lonely and sad as a child because my mother really didn’t want a family, my father wanted a boy, and we lived in an isolated village where there were no other children. I had a Nanny for a while, paid for by the extended family, and she adored me but at the beginning of the war she left and I was sent to boarding school. Beth: It was a very privileged upbringing that you had though… Eliza: But there was never any money to buy me clothes. Every holiday my mother would find somewhere for me to go. Sometimes that was successful; sometimes it wasn’t. I wanted to do art, but my father would go off on a spiel, always ending by telling me if I did that I would end up a lesbian. He took up water colours late in life, but still said exactly the

10

same thing to me. Yes, I had a privileged upbringing in a way, but not a happy one. Beth: But your father steered you into university. Eliza: I didn’t think I was university material, but I got in easily, even with a year to spare, so I was sent to finishing school: The Cotswold School of Equitation and Domestic Science. We learned how to cook wearing our jodhpurs and we took them off to learn how to curtsy. In the summer holidays I got a job as a waitress where I was very happy. I thought there must be something wrong with me, enjoying this work, and hating all the things I was meant to enjoy. Beth: I am particularly interested in Ireland, because my favourite poem of the anthology is “Taking a Side Road in Tipperary”. Eliza: I went to Trinity, Dublin and that was where suddenly I was acceptable. People liked me. And I didn’t have to ride horses! Beth: And the men in your life were Irish! Eliza: My second partner, Bill, was working class Irish. His daughter-inlaw described him once as the sexiest man she had ever met! I felt like Lady Chatterley. But after ten years together, we went to Findhorn where

he fell in love with someone in our group. Beth: And before him your husband was half Irish. Eliza: Yes, we met as young students and had a very social life for twenty years, but then I wanted to know what it was like to be sober. His mother was Catholic. So when he died in Loule he was allowed a full Catholic burial. It was coming to visit his resting place which encouraged me to move here. I climbed a ladder the taxi driver had found for me to the fourth tier of the cemetery wall. When I opened the door I realised that the happiest times of my life had been with him and having the children. Beth: Summarise your career, Eliza. Eliza: I only ever wanted to be an artist, but my career as a Social Worker just kept opening up in front of me. To begin with I was just longing to save people from suffering like I had. I soon realised that it was impossible; and many people suffer much more than I had. I could only try to understand and have compassion. Then I moved on to therapy, I did a post grad, which I was able to use on myself as well as others. I enjoyed working with rebel teenagers most. I suppose I am a bit of a rebel myself. Beth: You returned to Ireland to work in a child guidance clinic? Eliza: Yes. It was a fantastic job. It was a wonderful team and a very exciting place to work. The four social workers used to meet once a week, and we had such a laugh it really kept us going through the stress. Beth: It was there that you changed from being “Liz” to “Eliza”, wasn’t it? Eliza: Yes. When I told the nun who was my boss, she said, “Well I hope that you are not going to change from being ‘Busy Lizzie’ to ‘Eliza Dolittle’.” Eliza has certainly not become “Do little”. She has travelled the world and has been a seeker of the meaning of life. After her father died she finally went to art college, and she has used retirement to develop her skills as a poet. Sales from “Dust Particles” will go to charity. The official launch will be at Clube de Tavira on Thursday September 3rd, 19.30 to 21.00, where there will be reading by Eliza and also a talk by Sara Castanheira from the designated charity Ser Igual. Mar Azul

The perfect place to enjoy a meal, a glass of wine, or a cheeky cocktail before or after a visit to Tavira Island

T

his month we meet the owners of the Restaurant/Bar ‘Mar Azul’, located right on the river in Tavira, next to the Ferry to Tavira Island. The premises (formerly Ferry Point bar, and before that Pink Flamingo Bar) is now owned by Anne-Marie, born in Le Touquet, Northern France and Dário who was born in Tavira. The couple met in Cannes in 2012 when Anne-Marie worked in a restaurant and Dário was an interior designer. Being from Tavira, Dário has many friends here and

therefore visited frequently for vacations. It was on one such vacation that he saw the restaurant and thought it was a fantastic location, especially with such large and sunny terrace. In February of this year Anne-Marie and Dário moved to Tavira permanently and have since made it their home, and Restaurant Mar Azul their workplace. The restaurant menu changes weekly, with a core menu of soup, fish and meat. For example, pork cheeks one week, followed by ribs with a BBQ sauce, ginger and

garlic, or cod fish with eggplant, Morrocan style. Daily specials include fresh oysters with a glass of wine for only 7 Euros, or fresh clams with chorizo. As you’ll see from the photos to follow, their food is perfectly prepared and full of colour and delicious flavours. The beetroot and apple Gazpacho is spectacular, and the codfish with mushroom, parmesan and pistachio is simply mouth-watering. As for the sweets, who could say no to the lemon tart with mango heart. Mar Azul has a large selection of excellent

SEAHORSE SCULPTURE

lhão continues to pay tribute to the town’s cultural and natural heritage as two more sculptures were unveiled in June. One depicts a female fish factory worker and the other a Ria Formosa seahorse. The first, situated on the roundabout of Avenida dos Operários Conserveiros near the Faropeixe and

Conserveira do Sul factories, is a detailed and faithful homage to the women who worked at the town’s old fish factories and shows a woman gutting fish. The second sculpture has been erected on Avenida 5 de Outubro by the Real Marina Hotel and pays homage to the Ria Formosa’s seahorse population, considered by local mayor António Pina as “part of the town’s

heritage”. Some 5,000 pieces of ceramic material were used to create the magnificent symbol of one of Olhão’s maritime wonders. “In recent years, we have tried to call ourselves the ‘capital of Ria Formosa’. This comes with an increased responsibility on how we manage this area,” said the mayor, “we see the seahorse as our mascot and want it to become one of the benchmarks

of Olhão.” The two resident species in the Ria Formosa are the long-nosed seahorse (hippocampus guttulatus), and the short-nosed seahorse (hippocampus hippocampus) who live side-by-side with other species such as octopuses, cuttlefish and sea cucumbers. The long-nosed seahorse can reach a maximum length of 21.5cms but the average size is more or less 12cms. It has a carnivorous diet, feeding on small crustaceans, larvae, fish eggs and other planktonic organisms. On average the adult seahorse will eat roughly between 30-50 tiny shrimp a day. The shortnosed seahorses are known to be ambush predators whom feed on live, moving food. They will remain still until a small animal passes within reach and then grab it. They do not have teeth or a stomach so they use their snout to suck the food straight into their gut. Since they lack a stomach the prey will pass through the digestive system very fast. Short snouted seahorses are considered ovoviviparous meaning that the female deposits eggs into a pouch on the male’s stomach, appropriately called a brood pouch, and the male goes through pregnancy and labour giving birth to as few as five or as many as 1,500 perfectly formed young. Historically the fishing of tuna and sardines was the main activity of Olhão with the canning industry developing during the second half of the 19th century. As well as the new sculpture of the woman gutting fish, there are others images to be seen in the town. Near the Largo da Fábrica Velha close to the main Avenida 5 de Outubro and the fishing port are the abandoned derelict canning factories of the Conserveira do Sol. Members of a local artistic group have painted evocative black-and-white murals depicting scenes from Olhão’s fishing and canning past. This rich fabric of its heritage underlines the sympathetic approach made by a city fully aware of its important position as the capital of the Ria Formosa.

he Algarve is one of the most popular holiday destinations in the world. Every summer the beaches are packed with a peak in August, but walk a few miles in both directions and you almost have the beach to yourself. This year was off to a great start for property sales and lettings. The holiday rental calendars were filling up quickly until COVID-19 came along and changed everything. Lockdowns, mandatory quarantine measures and Portugal’s exclusion on the UK safe destinations list all made it anything but business as usual. Except for a few cities, the Algarve predominantly consists of low density residential areas. As such, and with a population eager to follow and obey safety measures, the number of people affected by Covid-19 as well as the number of casualties are low in comparison with other countries. It is going to be a summer like no other. For those lucky holidaymakers who are in the Algarve, they will get a glimpse of what the Algarve used to be like in the sixties and seventies when the number of tourists was much lower. No over crowed beaches, no waiting time to get a table at a restaurant and in general less people and cars in the streets. However, social distancing measures make it less enjoyable to have a drink at your favourite waterhole and mix with other people. On the other hand it offers families a great opportunity for quality time as home cooking with your loved ones has never been so popular. The happy hour for people who successfully applied for the NHR program has just become a tad less exuberant, call it a minor hangover. Under the NHR program foreigners who become a resident in Portugal have the benefit for a period of 10 years of paying zero tax on pension income in Portugal, a big saving versus the 50-60% tax rates in their home country. Happy hour every hour of the day and not limited to beverages. However, after years of pressure from countries like Sweden, Finland, UK and France, Portugal will implement a flat 10% tax rate on pensions for those who apply for residence after the 1st of April 2020. Income such as interest, certain capital gains, dividends and rental income will stay under the previous NHR regime and often incur zero tax. For British citizens there is the additional benefit to travel freely in the EU and

to the UK by becoming Portuguese residents, but arrival in Portugal needs to be before the 31st of December 2020 and registration must be made before the 30th of June 2021. It is no surprise then that holidaymakers leave wishing to return, some on a permanent basis despite the pandemic. Those who experienced video conferencing while working from home during lockdowns may actually prefer to go less often to the office, if needed at all. This opens the prospect of moving to a different country such as Portugal, while being employed in your home country. Favourable tax incentives in addition to endless sunshine, beautiful blue flag beaches, good food and the friendly Portuguese people make for a magical potion which makes people want to come back for more. The importance of playing sports

t is a pleasure to announce that SER Igual was one of the winners in Algarve of the Portugal Social Innovation 2020 - an initiative for sustainability, innovation and social experimentation – Partnerships for the impact. With this project “All sports” we aim to include kids and teenagers with functional disabilities and difficulties in performance, in sports clubs or classes of personal trainers so they can experiment the same opportunities as their peers do. We aim to promote physical activity and reduce the time spent in a rehabilitation center, because we think that: a) being involved in a sport with the peers, adapting the materials, equipment or the movements they have to do in order to participate in the sport activity, will benefit the mind and spirit and promote motivation and new knowledge of movements; b) empowering coaches and personal trainers to lead and include these kids and teenagers in their classes will enhance the mental, and social well-being of this population so they will get better and motivated and perform better their functional movements and be more active and will reduce their participation in the rehabilitation center, promoting more inclusion; c) give an opportunity to parents of these kids and teenagers with some kind of functional disability to take their children to sports clubs or gymnasiums as they do for example with their others children, so they can feel and experiment the normality of having a routine after school, and an opportunity as parents to have time for themselves and to practice their sport too. We idealize to change the inclusion paradigm as we know it, through including kids and teenagers with different functional conditions in clubs and personal trainer classes or gymnasiums. General benefits of practicing sports for all ages Playing sports provides important benefits for young and old alike, ranging from improvement

in fitness and health to development of team spirit and feelings of accomplishment. Find a sport that you love and you’ll stick with it while at the same time learning some essential life lessons and reaping positive rewards. Practicing sports encourages players to stay active and healthy, as well as develop communication skills and build self-confidence. Summer Solstice Charity Fund Raiser Richard Woolard set up a challenge of playing 4 rounds of golf in one day at Benamor golf club.

is objective was to get Golfe Clube De Tavira’s Charity fund up and running after the period of lockdown due to the Covid 19 lockdown. Richard now 68 years of age has been playing golf for 60 years, his first coach was 1923 Open Champion Arthur Havers who also played in the Ryder cup team 1927, 1931 and 1933. He was then coached as a county boy by the well known Welsh Pro Dai Rees. Then in his Hertfordshire Colts years he was coached by Ian Connelly along side Ken Brown and Sir Nick Faldo, partnering Sir Nick in both Colts and later County matches. Richard has over 30 winners board entries with Major scratch championship at East Herts golf club at the age of 16, two Club Champion wins at Brickendon Grange Golf Club 1974 & 1982 and is current Golfe Club De Tavira club

champion with rounds of 70 & 79 in May 2019. Richard walked all 4 rounds starting his 1st round at 6.50 am on June 22nd 2020 with his GCDT team partner Chris Horwell, his 2nd round started at 9.44 with Steve Livermore and this years Captain June Scott, his 3rd round started 12.50 with Alan Nicholls and the final round at 4 pm with John Scott, finishing at 7.05 pm. In the round the temperature reached over 34 Deg. and Richard recorded over 48,000 steps – 30.4 kilometres and had rounds of 78, 79, 75 and 82 recording 8 birdies. He was also on the 1st tee at 8 am the next day and managed 14 holes but had to retire with blistered feet. Richard raised 1730 euros for Golfe Clube De Tavira’s charities Porta Amiga & GATO, he would like to thank all his sponsors for this great result and also special thanks for his playing partners for the day who nursed him through the day.

Nature’s mosquito repellents Urban legend or truth? Are there really plants that repel insects that can be planted in your garden or around the patio to prevent mosquitoes from hanging around where you wish they didn't?

U

nfortunately, the answer is no. Simply planting juniper shrubs, rosemary, or citronella grass or any other plant at the back door won’t stop mosquitoes from buzzing around the patio during the dinner hour. What will keep insects like mosquitoes and gnats away are the essential oils contained in the plant’s leaves, which are obtained by crushing the leaves. There are a variety of both wild and cultivated plants that repel mosquitoes. Almost anywhere you go, it is reasonable to find several plant species that you can use to ward off these pesky critters. Plant-based mosquito repellents are especially useful for people who spend a great deal of time outdoors. It is important to note that it is compounds found within the plants that do the repelling. These compounds need to be released from the plant to unlock the mosquito-repelling qualities. Depending on the species of plant, they can be

released by, either crushing, drying, or infusing the plant into an oil or alcohol base that can be applied to skin, clothing, or living spaces. Others are best used as a smudge, which releases the compounds in a smoke. Just standing near living plants that repel mosquitoes is often not effective. Below are separate lists of wild and cultivated plants that are known to repel mosquitoes: Cultivated Plants That Repel Mosquitoes Citronella Grass (Cymbopogon nardus) is the most popular cultivated plant used for repelling mosquitoes. Its oil, citronella oil, is the primary ingredient in most natural insect repellents sold in stores. Products applied to the skin are most effective. It grows in tropical regions. Pelargonium citrosum also known as the Mosquito Plant is a genetically engineered geranium hybrid with a unique characteristic: it repels mosquitoes! It is easily grown as a potted patio plant, and easily enjoyed for its attractive foliage and sweet lemony scent, as well as for its mosquito repelling powers. It produces a leafy, attractive, foot-tall plant during its first season. The Mosquito Plant was created by a Dutch botanist, who genetically incorporated traits of the Chinese citronella grass into a scented

African geranium. The resulting cultivar still had the growth and habit of the geranium, and its sweet lemony citronella scent. Citronella is the substance in citronella candles, which have long been used to deter mosquitoes. It doesn’t harm them, but they don’t like citronella and avoid it. It is most effective as a repellent if you crush a few leaves and rub them on your skin. This releases the citronella and a sweet perfume. Catnip (Nepeta cataria) is a common garden plant that can be used to repel mosquitoes. The crushed plant can be applied directly to the skin or the dried plant can be infused in an oil, such as olive oil. Additional cultivated plants that repel mosquitoes: Peppermint (Mentha piperita) Rosemary (Rosmarinus officinalis) Marigolds (Tagetes spp.) Lemon balm (Melissa officinalis) Garlic (Allium sativum) Clove (Syzygium aromaticum) Eucalyptus (Eucalyptus spp.) Tea tree (Melaleuca alternifolia) Lavender (Lavandula angustifolia) Wild Plants That Repel Mosquitoes Vanilla Leaf (Achlys triphylla) is a plant native to the northwest and Japan. Indigenous

peoples were known to hang bundles of the dried plants in and around their dwellings to keep mosquitoes and flies away. The plant can be rubbed on the skin fresh or dried to deter mosquitoes. Sagebrush, Wormwood, and Mugwort (Artemisia spp.) are in the same genus (plant grouping). All of these species can be used as an aromatic smudge that is known to be a very effective mosquito repellent. The crushed leaves can also be applied directly to the skin. These species grow in the drier habitats of the west, including the plains, deserts, and mountainous regions. Pineapple weed (Matricaria matricarioides) is a common weedy species that grows all over North America. It can be found growing in lawns, edges of roads, and other disturbed areas. The aromatic crushed plant can be applied to the skin to help repel mosquitoes. Mosquitoes find their prey by following carbon dioxide and other components that animals breathe out. Many outdoors-people have noticed that mosquitoes have a greater attraction to people that have been eating processed, sugary foods, and less attracted to people eating more of a natural diet such as whole grains, fruits, and vegetables. The processed food diet may make your odour and blood chemistry more attractive to mosquitoes. You can choose to eat less processed foods and sugars during the mosquito season. Additionally, diets high in garlic and onions have been noted to help reduce the attraction of mosquitoes. And finally we must remember that although many people swear by these natural remedies to keep insects away, they are not always guaranteed to work and in many occasion have now scientific facts to back up the claims made. I can only suggest that you try them for yourselves and see if you like many others find a more natural cure to the irritating seasons that we endure living in our warmer climate.

The basic recipe is as follows: Take 2 cups of catnip leaves or 1 cup of rosemary leaves, stems removed and crush in a mortar and pestle. Alternatively you can use a rolling pin to crush the leaves. Will UK assets invite a bigger tax bill after Brexit?

I

n preparation for Brexit, most UK expatriates in Portugal have secured residence or put plans in place to settle before the transition period ends in December. But the planning shouldn’t end there, especially if you have assets and investments in the UK. While Brexit itself will not affect the double tax agreements that determine which country has the right to tax expatriates, two key changes are set to happen from 2021 that may change your tax treatment. First, UK assets will no longer be EU/ European Economic Area assets. In some cases, this means they may stop receiving favourable tax treatment abroad. Second, the UK government will no longer be bound by EU freedom of movement rules for capital, giving them more scope to tax non-residents. UK property The UK has gradually increased the tax burden on property for overseas residents. For example, after years without capital gains tax liability, ‘non-resident capital gains tax’ (NRCGT) started applying to non-UK residents from 2015. UK investments Watch out for situations where non-EU/EEA assets are taxed differently to domestic/EU

assets. For example, there are no capital gains tax charges if you sell a property in Portugal to reinvest in a new main home within another EU/EEA country. In January, once the UK leaves the EU/EEA, expatriates reinvesting gains into UK property may no longer be eligible for this relief. Remember that once you are non-UK resident, UK investment products such as ISAs become taxable in Portugal. If you cashin these investments, local capital gains tax can also apply. Explore alternative investment vehicles for Portuguese residents that may offer better tax-efficiency as well as potential estate planning and currency benefits. UK personal tax allowances Currently, non-UK residents with a British passport receive the same allowances for income and capital gains tax as UK residents. ach month we receive different questions from our readers, although some of these questions are related to specific situations, sometimes the answer may help you to better understand the tax system in Portugal and answer the queries from other readers. Q

I am a French citizen with a Portuguese NIF (Tax number) and I currently live in Switzerland. I own a property in Tavira, which I rent for tourists. What are the tax implications? I heard that I only pay tax after a certain level of income, is this correct? What about the VAT? If you rent your property to tourists, you need to have a rental license. For this, it is necessary that you are registered at the tax office as a sole trader. The effective tax rate as sole trader, in the simplified regime, for a nonresident Property Owner will be 8.75%, for apartments and villas and 3.75% for hostels, etc. As a non-resident there is no threshold for this tax (IRS), so you will pay 8.75% of your gross income, even if you only have 1.000€ of rentals. The only threshold that exists is for VAT. If you are registered as a sole trader, the threshold for VAT for 2020 is 11.000€ and this will increase to 12.500€ in 2021. See below how the VAT threshold works: - If you were a ole trader registered before 0101-2020 and VAT exempt in January 2020, you will have a VAT threshold of 12.500€ in 2020 - If however you are registering now you will have a threshold in 2020 of 11.000€, which will be calculated pro-rata considering the number of months (if registered in July, the threshold will be 11.000€ / 12 months X 6 months = 5.500€).

I am a Non-Habitual Resident since 2017 and recently I read that the NHR pensions will start to be taxed from 01-042020. Does this mean that my pension will

I am 67 years old and just sold my property in Portugal. This was my primary habitation and I sold it for the value of 300,000 euros. This house was purchased in 2014 for 220,000 euros and I had a mortgage to buy it. The debt to the bank at time of sale was 30,000 euros. How much do I need to reinvest, to avoid paying taxes in Portugal. First in order to make sure that this was your primary habitation, you need to check if the address of the house is the address registered at the Portuguese tax office. If this is not the case, you should change it at least 6 months prior to the sale. If you noticed this too late, please be aware that the change of address in some cases can be done

retrospectively. In terms of the amount to reinvest, it works like this: 300.000€ - 30.000€ = 270.000€ So, it’s the proceedings of the sale, minus the mortgage redeemed at the time of deed. The mortgage is only considered if taken prior to 2015 and for the purpose of purchasing the asset.

I am currently moving from Sweden to Portugal and would like to become Non-Habitual Resident. Can you please let me know what will be the taxation on my salary, as I will need continue working in Sweden as a public teacher?

Salaries and other income arising from governmental employment shall be taxed only in the country of origin. This means that as a Non-Habitual Resident, you will have to declare this income in Portugal, but will not be liable for any tax; the tax should only be paid in Sweden.

For many years I rented my property in Albufeira for tourists. Last year I decided to move to Portugal and sold that property to buy a bigger one. My accountant has informed me that because the property was on Local Lodging, I cannot use the new property as reinvestment. Can you help? In fact, when the activity is registered at the tax office, the property is assumed to have been transferred to your Alojamento Local Business. This is a rule and means that although the property is still in your name, it is not on the personal sphere, but on the business sphere. So, if the sale occurs when the property is in the business, there is no possibility of reinvestment, as this is only allowed if the property is the permanent address of the taxpayer. However, there are two issues to be considered in this case: Provided that the assumptions referred to in article 34 of the VAT Code are met, a taxpayer may cease his activity retrospectively, by submitting a declaration of termination which, due to being delivered after the deadline provided for in article 33 of the same code, will be subject to the respective fine. The IRS Code does not (yet) determine the number of months / years in which a taxpayer must hold a dwelling as permanent, for the purpose of reinvestment. In effect, what determines this is that, on the date of the sale, the property whose realization value is intended to be reinvested, is the taxpayer’s own and permanent address. In view of the above one of the options to consider is to stop the activity with a retrospective date, change the previous year IRS declaration and treat the sale that occurred in 2019 as the sale of the permanent habitation, allowing the reinvestment. Please note that this situation may require further study as it also depends on the value considered on the virtual transaction from the personal sphere to the business sphere. The EU Summit – Success or More Fudge?

T

he EU summit’s been hailed a success by both President Ursula Von Der Leyen and the EU Council President, Charles Michel. But after four days of difficult negotiations, raised voices and reports of fists being beaten upon tables, is it really such a pivotal moment as was suggested in the post-meeting conference or a complete and utter fudge? Too skeptical? It is in a sense… historic, because €750 billion, a huge amount of money, is going to be ploughed into those European countries that are suffering the most from the pandemic, but let’s face it – it’s the same ‘total’ amount that was on the table right at the very start of this summit. And it’s only historic because the European Union are now borrowing money and using its triple ‘A’ debt rating to raise money. €750 billion is a lot of money, and what’s changed is that there will now be €390 billion in grants. And that’s less than the originally targeted €500 billion. That means that more money will be ‘lent’ to those people that need it most, rather than gifted to them. But… and it’s a big but – as many will know, there was a row between the so-called frugal four (the north European ‘relatively wealthy’’ and we are talking about Austria, Sweden, Denmark, and the Netherlands). They have to try and persuade their taxpayers to give money to other countries like Spain and Italy that some taxpayers will think are less deserving. In a sense, the frugal four gave way, but on the other hand, what they won is rebates on the money that they give to the European Union. So, in actuality, they have already got some of their own money back. It’s therefore reasonably fair to call this a ‘fudge.’ As this could conceivably be the start of a fiscal union.

In the 1984 rebate debate on the EU contributions that the UK made at that time, achieved by Margaret Thatcher – she went in with her handbag waving, telling people she wanted her money back, and she got it. The rebates are still around now, and in this case the frugal four have managed to receive increases in their rebates, in fact, in some of the reports coming from this summit, there were suggestions that French President, Emmanuel Macron had likened the Dutch contingent to the UK around Brexit. I’ll refrain from voicing a response to that suggestion. The interesting question now is… could the EU regret the move by expanding rebates and effectively, continuing their existence? The bad boy of the European Union is now being painted as the Dutch Prime Minister Mark Rutte, followed closely by another bad boy, Austrian Chancellor, Sebastian Kurz. These people are not exactly in the same position as Thatcher was, but they are certainly not making life easy for people like Macron, who would like nothing more than an ever-closer union. It does look as though these leaders are beginning to vocalise the fact that they are not prepared to put money into this project indefinitely and support other countries like Portugal, Italy Greece, Spain, Cyprus and so on. Countries that they regard as not being sufficiently frugal as of course... they are. More problems are likely to arise from this between Macron on one side, with Rutte and Kurz on the other. Perhaps the EU has reached the agreement at the expense of future cohesion if I could put it that way. The other thing I should mention is there’s also a huge European budget, and the UK used to object to these huge budgets. Now I suspect, that although Rutte and Kurz have agreed to it,

that again this might be a problem in the future with all this money being ‘centrally spent’ – something the UK openly hated. If you then look at the markets, the Euro has ‘broadly speaking’ received this well, along with European stock markets. They have all ‘broadly’ welcomed and reacted to this agreement. There are a few little niggly concerns to note, however. Yes, the markets could continue for a while, but I can already see the wave of euphoria beginning to slip away, so I would be surprised to see stock markets and the euro continue to power ahead with such momentum. For example, we are already seeing the euro falling against sterling here close to the end of July and at the time of writing this article – and you might say, well, you know, sterling has got a lot of it’s own problems. Agreed! So, if everything is wonderful… why would the euro fall against sterling? One may also say this is one among the many reasons why the UK wants Brexit done with once and for all - Because the EU is not ‘all so wonderful.’ So what is it likely to look like post-Brexit as we are already seeing divisions starting to emerge about how the negotiations have been undertaken, and these final rounds that have been taken ultimately to get some sort of a deal between the UK and EU? The likelihood is that there will be a deal by the end of this year – I’m only basing that on how diplomacy works and how the EU works. Number 7 On the green in regulation and four putting Number 6 Taking more than two to get out of a bunker Number 5 Hitting the best drive of your round and then miss-hitting your second shot into a penalty area, bunker or behind a tree. Number 4 Hitting your provisional ball out of bounds in exactly the same way and direction as your original ball and sending your driver in the same direction and then being in such a bad mood on the next tee doing exactly the same thing again Number 3 Forgetting to say “provisional ball” and finding your original ball in a really good lie in the semi rough and having to play the provisional as the ball in play, three off the tee. Number 2 Leaving your put on the lip of the hole (it costs you another shot) and then chucking your putter at your bag and breaking it And wait for it… Number 1 Not knowing the rules and therefore not taking advantage of those rules that work in your favour, (example, not realizing you can take a free drop from an immoveable obstruction!) Moving the ball only slightly as you address it in the rough, (cost Jon Rahm 2 shots at the Memorial at Muirfield Village, Ohio), Failing to mark the ball before lifting anywhere on the course (Penalty incurred), Asking an opponent (or telling and opponent) which club they (or you) used. (Penalty incurred)· Incidentally, the first known Rules of Golf, penned in 1744 by the Gentlemen Golfers of Edinburgh (later to become known as the

Honourable Company of Edinburgh Golfers) for their annual Silver Club Challenge were known as the Articles & Laws in Playing at Golf. They numbered thirteen in total, the majority of which remain in force today. The R&A Rules code to be published was in 1899, two years after The Royal and Ancient Golf Club of St Andrews had agreed to accept responsibility for the governance of the game and form the Rules of Golf Committee. Other not quite so deadly sins: ! Red Card Offences • Walking across the line of the put of your opponent • Not raking or smoothing out the bunker after you have played your shot. • Failing to repair pitch marks on the green • Failing to replace divots • Pulling your ball from the hole with your putter • Disrespecting course notices regarding golf carts and buggies, driving too close the greens, bunkers or teeing ground and causing damage to the course. Yellow Card Offences • Arriving at the tee for what you thought was your tee time only to find that your playing partners are on the first green • Men – not hitting past the red tees from either white or yellow tees • Ladies – hitting a tree in front of the teeing ground and bouncing back beyond the yellow tees • Hitting a fabulous escape shot from a difficult lie only to find that your next shot is just as difficult as you have landed in a footprint in the bunker

• Taking more than 40 seconds to play any shot • Noise/Movement/using your mobile phone or distracting another player who is playing a shot • Not shouting “fore” when you may be endangering others on the course • Marking scorecards on the green rather than at the next teeing ground • Taking more than 3 minutes to search for your ball and failing to call a faster group through. Unlike many sports, golf is played, for the most part, without the supervision of a referee or umpire. The game relies on the integrity of the individual to show consideration for other players and to abide by the Rules and etiquette. All players should conduct themselves in a disciplined manner, demonstrating courtesy and sportsmanship at all times, irrespective of how competitive they may be. This is the spirit of the game of golf. 2019 Rules of Golf: The Game, Player Conduct and the Rules 1a, Conduct Expected of All Players. All players are expected to play in the spirit of the game by: • Acting with integrity – for example, by following the Rules, applying all penalties, and being honest in all aspects of play. • Showing consideration to others – for example, by playing at a prompt pace, looking out for the safety of others, and not distracting the play of another player. • Taking good care of the course – for example, by replacing divots, smoothing bunkers, repairing ball-marks, and not causing unnecessary damage to the course. xciting news for F1 race fans! The Autódromo Internacional do Algarve will host its first ever F1 Grand Prix on 25th October. It will be the first Portuguese Grand Prix since Estoril in 1996 and it is envisaged that at least 5,000 spectators could be allowed into the spacious complex that was awarded an FIA Grade 1 license

earlier this year. With races cancelled in Brazil, USA, Canada and Mexico alternate venues in safe locations were the order of the day. Germany’s Nürburgring stages its first Grand Prix since 2013 on the 11th October whilst the San Marino Grand Prix at Imola, which is synonymous with the death of triple world champion Ayrton Senna in 1994, will stage its first F1 race since 2006 on the 1st November.

t would appear that the valiant and vociferous campaign to gain justice for the Olhão club has been stymied by a Portuguese Football Federation that has been intransient throughout. When the new season starts it will be with a restructured Campeonato Portugal (3rd Division). The third change in four years sees the current four divisions of eighteen clubs expanded to eight divisions of twelve clubs. Only the top team in each division will qualify to

NEW MANAGER FACES CHALLENGING SEASON

C Braga U23 coach José Carvalho Araújo has been handed the task of getting Olhanense promoted to the Segunda Liga. The 38 year-old, who has spent most of his football career with Os Arsenalistas, will be looking to build a strong, new squad. From last season captain Leleco and winger Caleb have put pen-to-paper and will be joined by centreback Joshua Silva (17 apps last season), striker Djamanca Varela, goalkeeper Rúben Dionísio, 24 year-old midfielder Guilherme Morais and Diogo Martins who hales from Tavira and is in his fourth season at Olhanense. The first external signing was striker Juan San Martin from SC Real (Lisbon). The 26-year-old Uruguayan arrived in Portugal eight years ago destined for Benfica’s juniors, after putting in some outstanding performances for Peñarol in his native country. The well traveled centreforward was a member of Uruguay’s U17

national team that were runners-up to Mexico in the U17 World Championship in 2011. Next through the door was rightback Pedro Albino, who two years ago left the club to sign for Estoril-Praia but failed to break into their first-team squad. 21 year-old Pedro made his Olhanense debut when only seventeen and was a popular and assertive defender. Another bold signing is Kaká who made eighteen appearances for Vizela last season as they gained promotion from the Campeonato Portugal to the Segunda Liga. The 27 yearold made one appearance for Portugal, at Under 21 level against Scotland, seven years ago. he Eagles six points clear at the start of the year finished the campaign five points adrift of top spot and in the process recorded an unprecedented run of just three wins in fifteen games. As the end of the extended season approached Benfica president Luís Filipe Vieira made a 15,000kms round trip to Brazil and returned with the signature of former manager Jorge Jesus who had been in charge of Flamengo. In a remarkable thirteen months in South America, Jesus became a cult hero winning five trophies including the prestigious Copa Libertadores and running Liverpool close in the Club World Cup final. Whilst Jorge Jesus, he made his Primeira Liga debut as a player with SC Olhanense back in 1975, looks to rebuild Benfica another Olhanense ‘old boy’ Sérgio Conceição was celebrating winning the Primeira Liga title with FC Porto for the second time in three seasons. The 45 yearold former Portugal international started his managerial career in Olhão eight years ago.
