sea crossing between the Algarve city of Faro and northern Morocco could soon be launched after a ferry company expressed interest in operating the route and a tourism chief from the Tangier region said his bureau is willing to co-finance it. Abdelghani Ragala, head of the Tangier-Tétouan regional tourism board, said the entity is willing to cofinance the crossing as long as its Portuguese counterpart also shares the costs, to make the operation financially attractive. “At this moment we need the operator to draw up a financial plan and then for the entities on both sides to reach an agreement on how we can collaborate. Our region is, at this moment, implementing a policy of financial support for all ways of travelling to Tangier and Tétouan”, Ragala said in comments to newspaper Sul Informação. The Sul Informação reporter was part

of a committee from the Algarve invited on a four-day visit to the northern Moroccan region by its tourism board and which also comprised Faro councillor José Cavaco and José Alberto Alegria, Honorary Consul of Morocco in the Algarve. A ferry route between the Algarve and northern Morocco has already existed but was scrapped around 20 years ago. In recent years the idea of reinstating the route, but with a faster, more modern Ferry boat, has gained ground. The trip is expected to take around five hours and would involve a catamaran similar to the one that connects Tarifa and Algeciras, in southern Spain, to Tangiers. According to Sul Informação the crossing will be operated by the company Intershipping. Faro, a city twinned with Tangiers since 1985, has been one of the driving forces behind the idea and it was, reportedly,

one of the main topics of conversation during the recent field trip. “We have been working on this possibility for a while now, with the heads of Algarvian entities, specifically the municipality of Faro. We have very important economic links with the Algarve, with Portuguese companies set up here [northern Morocco], and with the many tourists who come here from the Algarve”, Abdelghani Ragala told Sul Informação. He explained that “Currently Moroccans mainly chose to holiday in the south of Spain. But they already know that region and want to discover the Algarve, not least because it has an abundance of a product that interests them a lot – aparthotels. As well as tourist traffic there is also great potential for commercial traffic. Both sides will benefit.” According to the Tangiers tourism chief, the crossing could be operational within 18 months to two years.

emotions Duarte Arrais explains how types of pain can be directly related to specific emotional patterns

O

ur Body is a wonderfull “machine”: everything is connected and related, our emotions and our physical health and wellbeing, therefore, we must seek help to restore it´s balance. The three manifestations of pain are energy, perception and physical manifestation. Each kind of pain may be linked to a specific emotional state in our mind. Although we are all different, some patterns can be common, here are a few possible examples, of this relationship, between the mind and the body: Muscle pain can represent a challenging ability to move in our lives. Neck pain is a sign that you may be having trouble forgiving others, or even yourself. If you’re feeling neck pain, think about the things you love about yourself and other people. Shoulder pain may indicate that you’re carrying an emotional burden. Upper back pain can indicate that you lack emotional support, or that you feel unloved. Lower back pain might mean that you worry too much about financial problems or that you lack emotional support. Pain in the sacrum and tail bone might mean that you’re sitting on an issue that needs to be addressed.

Pain in the arms means that you’re carrying someone or something as an emotional burden. Pain in the hips is manifested when we’re afraid of moving. Sore hips could indicate a resistance to changing and moving forward. General pain in the hips is related to support. Generally, it is related to an imbalance in how you are relating to life and a feeling of lack of love and support. Pain in the joints indicates an inability to be flexible. Knee pain symbolizes our relationship to another subject, balanced or aggressive. Knee pain indicates a difficulty accepting things as they are. Unexplained pain in various body parts: the cellular structure of the body is constantly renewed and during this process, it is purged of negative energies. This process weakens the immune system and all the systems in the body. So while the body may appear to be in a state of illness, it is more or less in a state of clearing – a state that will soon pass. The body is very clear when it comes to pain. Our experiences manifest directly in our bodies and when we experience emotional stress, our body shows us exactly what the problem is. The only thing we need to do is decode it and seek for specialized treatments to manage pain and achieve the emotional balance, throught holistic therapies that can improve your well-being. his month George's keen model was Ann Down who has lived in the area since 2014. Up until this Summer Ann’s hair was mid length which she found quite hard to manage as it was thick, course and would become frizzy due to the high levels of humidity. For some time she had been thinking of a change of style and after keeping her hair longer for a family wedding in the Summer (the ladies had decided to wear their hair

up) she decided now was the time to take the plunge. George explained, “Ann’s hair had already been coloured with warm highlights in August and the base colour was perfect for Ann’s complection. A soft chestnut mid brown with warm highlights was combined with the infamous Joana Lumley “wedge”, one of the "musthave" hairstyles made popular again in the 60’s by Vidal Sassoon.” This stylish simple cut was created to bring depth and graduation to

Anne’s hair and together with the glowing colour combination George has now created a manageable chic look. Anne explained that her hair was no longer difficult to manage once done and now she is looking forward to keeping the softened style. It was clear that Ann couldn’t be more delighted with the results. The cost of both the colours and cut was just 43 euros and took about an hour and a half. Many thanks to Ann and George.

he vineyard dates back to the 1500's and remained in the same family until 2011 when the new owners bought the property and rebuilt the winery. The microclimate, low temperatures in winter and hot in summer, produces an excellent, balanced maturation of the five types of grape this land has to offer (Touriga Nacional, Syrah, Cabernet Sauvignon, and Trincadeira Aragonez), producing high quality wines. The Algarve has the perfect climate for growing vines. They love the region for the very same reasons that we do; it's never too hot, never too cold, and it's guaranteed more than 3,000 hours of sunshine every year. If you’re familiar with Algarve wines, you’ll almost certainly know the major towns that lend their names

to the region’s four wines; DOCs (Denominação de Origem Controlada – the highest wine classification). These are Lagos, Portimão, Lagoa and Tavira. There are a number of vineyards across these four regions; some are open to the public. In 2011 Quinta da Tôr, in the small village of Tôr was brought back to life by winemakers Pedro Mendes and Joaquim Roque, Vinivista Lda. A vineyard and winery of regional excellence. With a lot of effort, persistence and selection, the new owners were able to reach their desired quality levels, the fruit grew and the dream was born. Two years later in 2013, the first batches of the red Quinta da Tor Multicasta, Quinta da Tôr - Touriga Nacional and Quinta da Tôr - Syrah come to market receiving excellent reviews. Since then Quinta da Tôr has

consolidated its market presence with the introduction of two more wines to the family, Quinta da Tôr Rosé and Quinta da Tôr - Aragonez, BOTH with clear culinary prowess. In 2015 Quinta da Tôr strengthens and diversifies its products with the introduction of the Bag in Box Multicasta, Quinta da Tôr - Cabernet Sauvignon and the the Quinta da Tôr - Reserve, an engaging red with character and a fine, velvety texture. Production is currently at 100,000 bottles of wine per year and is a wonderful success story. We were lucky enough to taste a selection of their wines, which were simply stunning! From Superbikes, to Classic cars to track days, Portim達o's Autodromo do Algarve is truly a world class race track!

ast month I was lucky enough to take part in a track day event at Portim達o race track, all in the interest of an article of course! The morning started with a drivers briefing, nothing too heavy, after which we were literally free to drive our hearts out on a full scale F1 circuit. I had thought it would be a bit of fun, I'd take it easy for a couple of laps and work up speed, after all with 6 half hour sessions, I had a total of 3 hours track time ahead of me. No such luck, these guys were serious! No time for driving Miss Daisy, it was

full pelt from the green lights. After my first session I pulled into my pit garage, only to find my brakes were shot! After a quick trip into Portim達o and a visit to the equivalent of Quick-fit, I was back in time for my second session. As the day went on, my lap times went down, and by the end of the day I was sure I could give Lewis Hamilton a run for his money, if not, at least Jenson Button in his Maclaren! The cars varied from Fiat Punto's to Ferrari's, Porsches and Aston Martins, an absolute car lover's dream, even if not driving. There was even a separate

track for lunatics driving cars sideways (I think they call it drifting). The event was organised to perfection, and I must say, a wonderful day. All in all, for only 140 euros it was a real treat, a day I'll never forget. Currently there are only 3 or 4 track days per year, but I'd say with over 100 drivers, they should be putting more on the calender soon. A SLICE OF TAVIRA

na Isabel opened her small stylish tea and coffee shop early in the Summer of this year bringing you mouth watering cakes, drinks and ice creams. Ana has selection of local products on offer including sardines and tuna patés from Olhão, honey that is farmed and produced in Santa Catarina as well as the purest sea salt from Tavira.

Also on offer is a selection of locally produced drinks such as Frutabel and Aguadente. You can relax with a hot or cold drink and choose from a selection of regional cakes. Especially fitting for the festive season the Ginja de Óbidos is a natural handmade, quality sour cherry liqueur. his month we are pleased to introduce to you the public institution G.A.T.O. founded in 1990 by Dona Gisela Marques. The group was originally started to help drug addicts, hence the name GRUPO DE AJUDA A TOXICO DEPEDENTES. We met Dona Gisela, Ana Buisa Santos and Antonio Agostinho at their head office in Faro. Since its launch G.A.T.O. has moved on to help the large number of poorer members of the community, not only people addicted to drugs as the name unfortunately implies. One of the huge responsibilities they have is ensuring the RSI; Rendimento Social Insergao (social welfare allowance) of 178 euros per adult or 52 per child per month, given to people to live is being well spent. They visit families to check that children are attending school, job interviews are kept and that doctors appointments are met. Help is given to children from deprived families where possibly drugs, alcohol and domestic violence are issues. Antonio explained that children brought up in this type of environment often think this is a normal, acceptable way of life. G.A.T.O. provide physiological consultations, educating children and encouraging them to choose a different way of life. They also organise excursions such as visits to

the swimming pool for the children. G.A.T.O. also helps people who have found themselves in difficult situations due to the recession. people who once had perfectly normal lives and are now poor and in need of help. This sort of thing could happen to anyone through no fault of their own. Ana told us about a particular project, funded by the government which is unfortunately coming to an end. They have been supporting 650 families (over 2000 needy people) providing help in specialist areas such as physcology, social animators, speech therapists, and counselling for children. They offer University students the chance to help on projects, giving them a hands on experience learning Administrative work, Social integration and Insurance and hygiene at work. To continue this project would cost 62,000 euros per year. Sadly it will end in January. Another successful project was working with 6 – 10 years in schools, teaching basic social behavioural skills including; respect for others, how to work in groups and how to behave in society. This was taught in normal lessons at school and teachers reported a huge improvement. G.A.T.O. have a total of 6 different premises, 4 in Faro, 1 in Estoi and 1 in Luz Tavira including a community

hospital in Faro and with 30 beds (24 paid by the government) where people can stay to receive treatment for addictions and a half way house with 8 beds in each house. All together there are 32 emplyees, including a social street team to care for people sleeping rough or in need. Funding is made up by 80 per cent government, 20 per cent donations and fund raising. The institution is in desperate need of help. Ana (half) joked, we really could do with a God father or God mother to help. "Someone to help us help the very many poor people we have here in the Algarve". We are in urgent need of a van for transportation, our workers travel all over Faro in our only van which is now very old. It was a very humbling experience meeting the team at G.A.T.O. They truly work tirelessly with patience, understanding much empathy to help the community under very tight budgets and cramped working conditions. Without funding they will loose their projects and there is nothing to replace their expertise, experience and unconditional help. Kids retreat to Tavira R

RarĂ­ssimas opens a rehabilitation centre in Tavira to help children with rare diseases.

arissimas – The National Association of Mental and Rare Disabilities - was founded in April 2002 with a mission to support patients, families and friends who's lives are affected by a rare disease. A group of parents felt the need to share their experiences in the relentless struggle to give their children the dignity and quality of life they deserve! In July 2015, one of these parents, Ricardo Chaves was appointed the Algarve director for this association. The main goal of the Algarve association is to build a respite centre in Tavira. It is the intention to build the centre within the next 4 years and will include a foster

home, rehabilitation centre and also a respite centre to allow children to have summer camps in Tavira, while their families rest. In the short term, Rarissimas has opened a small centre in Tavira, not far form the Bombeiros. Here the children will have access to Ocupational Therapies, Fisiotherapies, Speech Therapies and others that will allow them to grow and develop their abilities. RarĂ­ssimas is well recognized by the scientific community and the general public in Portugal. The Casa dos Marcos Centre in Moita is the only one in Europe. Several other countries have already visited this centre in order to try and replicate it in their countries.

A look back at the property market during 2015, and predictions for 2016 by our property expert Robert Bijker, director of Land and Houses Algarve.

E

very year in December we reflect on the past year and provide an outlook for the property market in the year ahead, 2016. As expected, trading conditions for real estate have improved over the past 12 months. Looking back we can say that the market bottomed out in 2013/2014. During this period transaction volume steadily increased but property prices remained weak for most of this period. However by the end of 2014 we saw some price improvement which continued more broadly in 2015 making this the first time in 6 years that vendors started to benefit from the recovery too. In addition the overhang of unsold, newly built properties is getting smaller by the month. Supply and demand is more balanced, however in some property/price categories supply is drying up fast. For instance, it is becoming very difficult to find villas with a pool below the Euro 300.000 threshold. The construction of new properties is also picking up, albeit from a low base and includes previously approved developments which were put on ice due to the crisis but also complete renovations of old properties/ruins in town centres. This is a positive sign in light of a moderate economic recovery in

Europe. In Europe we are still very much at the beginning of a new credit cycle. When compared with the USA we are miles apart. Despite provisions for bad loans over the past years, European banks exposure is twice as big compared with banks in the USA according to figures recently released by the European Banking Authority. The figures show that approx. 6 % of European loan books are impaired, with only 3% in the USA. However, some banks are better capitalised and are gaining market share in the Portuguese market for mortgages. The recovery in new mortgage origination by banks in Portugal confirms the beginning of this new credit cycle. There is a clear distinction in activity between the better capitalised banks versus the weaker ones. Actually, some banks have seen the volume of new mortgages in 2015 triple versus 2012 and are gaining market share. As a result interest rates have come down too. Only a year ago spreads were around 4% over Euribor, now they are down to between 1,5 and 2,5% depending on which financial institution you use to apply for a mortgage. This spread is to be added to the 3 or 6 month Euribor

rates, which are currently in negative territory. This extraordinary situation is due to the quantitative easing (QE) program of the ECB. And there is more good news to come in 2016. We expect competition between banks to intensify leading to a further narrowing of spreads. To put this in perspective, before the start of the financial crisis banks were charging between 0.5 – 0.9% over Euribor. As the Algarve is a melting pot of cultures and has always attracted buyers from all over the world, it is important to watch how other economies are performing when analyzing trends in property prices. The big themes for 2016 that could have a negative impact on the property market are a slowdown of economic growth in Europe, deflation and the need for further strengthening of banks balance sheets. To start with the first, the recovery in economic activity has been very moderate and as such disappointing. One would have expected a more robust economy after the great recession. The inflation outlook is weak, which is what the ECB is focussing on. The ECB is way off the 2% inflation target. The slowdown of global economic growth is not helping either and the ECB assessment is that there is risk

Property to the downside. Hence, it is well anticipated that the ECB at the next meeting in December will not only extend the length of the QE program but also the monthly volume in order to add further support to Europe’s economy. The current program runs until September 2016 and is likely to be extended by another year. In other words, interest rates are staying low for longer. QE and low interest rates have had an effect on the currency too. Of all major currencies, the Euro has been the weakest in 2015. This may well continue in 2016 as the world's two big central banks are heading in opposite monetary policy directions. In addition, the Euro zone GDP will PROPERTY MANAGEMENT ALGARVEAN COTTAGES

start to benefit from the following tailwinds: • Low energy prices • Easing of credit conditions • Weaker currency • Fiscal policy Fiscal policy is likely to turn stimulative in 2016 for the first time since 2010. There has already been slippage on government budgets in several countries including France, Italy, Spain and Portugal. With a left wing coalition now back in power ruling Portugal, the likelihood is that anti austerity measures are being reversed. Hopefully budget rules will be obeyed as fiscal recklessness was the root cause leading to Portugal’s bailout. H A P P Y H O M E S A L G A RV E

Debt to GDP is still very high at 130%. When Portugal signed up for the bail out program, the Troika (ECB/IMF/European Commission) demanded structural reforms. However, little progress has been made on this front and the newly elected government is keen to undo some. Portugal exited the 3 year bail out program in 2014 and is no longer required to negotiate with its lenders. If economic growth is used as a measure of success, then Portugal underperformed when compared with Ireland (another bailout country) where in the first half of 2015 the economy grew by 7%. Expected GDP growth for 2015 and 2016 in Portugal is respectively 1,7% and 1,7%. For Ireland this is respectively 6% and 4,5% and for Spain these figures are expected to come in at 3,1% and 2,7%. Portugal’s underperformance is nothing new. For decades it has not been able to reach it potential. The issues hampering economic growth in 2015 are likely to be the same in 2016; a slow judicial system, inefficient public administration (e.g. hidden unemployment), restrictive labour regulations and a lack of competition in some sectors. But the biggest single risk to the local economy and recovery in real estate is also the one that has brought more visitors to the Algarve. During 2015 there has been an increase of vacationers who would normally have gone elsewhere. Due to political instability and in some cases the risk of terrorist attacks they have chosen to spend their holiday in the Algarve. Beauty is in the eye of the beholder, you have to be there to experience the beauty of the Algarve. Once here, some will consider purchasing a 2nd home or becoming a resident. Programs like the Golden Visa and the NHR (Non-Habitual Resident) continue to be successful in attracting foreign buyers and we expect this to be no different in 2016. Especially the latter as more and more people from Northern Europe will learn about this program and the benefits. The NHR program is a scheme for individuals who have not been a resident in Portugal during the past 5 years. Once an individual has been granted the NHR status, he or she will be exempt from income tax (work, royalties, pension, interest and dividend) for a period of 10 years. This program

Property in combination with an undervalued property market is an attractive proposition for many foreigners who like to capitalize on a recovery in property prices while having a 10 year tax holiday. The market benefits more from this type of buyer versus ‘flippers’, as they have a strong incentive to hold on to their property during this 10 year period. The local lodging legislation was changed at the end of 2014 which made investment in real estate more attractive, especially in a low interest rate environment. The new legislation requires owners who rent out their property on a short term basis to holidaymakers to register at the local tax department as a business activity. The advantage of this so called ‘simplified regime’, is 85% of rental income is automatically considered as expenses. In other words, you are only taxed on 15% of your invoiced rental income. There is a flat tax rate of 25% percent, which results in a final rate of 3.75% of total rental income. This compares favourably with the tax rate on savings. Moreover, the rental returns also compare favourably with gross

yields varying between 5 to 8 percent depending on the type of property, location and marketing. To summarize, despite change in government and economical challenges we expect 2016 to be a good year for real estate. In 2015 property prices have increased on average by 5%. We anticipate a further recovery in property prices in 2016 and would not be surprised if by this time next year prices on average were to be 7 to 9 % higher. If correct, the market would still be approx. 30% below the previous high of 2008. Furthermore, we expect new construction to pick up steam in 2016. Over the coming 12 months it is likely that the balance between supply and demand changes gradually in favour of vendors and thereby ending a buyers market which lasted for 6 years. As a result the new construction hitting the market can be easily absorbed. In addition, we believe banks will continue to strengthen their balance sheets in 2016 – something we always considered to be a process and not an event – which has already lead to a more liberal approach by

better capitalised banks towards the issuance of new mortgages and a reduction in the spread. There is a good chance for a further reduction in spread as competition between banks for customers will heat up. Foreign buyers of property in Portugal continue to enjoy a double whammy in 2016; a weak Euro and depressed property prices. In addition to this for some the icing on the cake is the Non Habitual Resident program. For those who consider the purchase of a property, it is not getting any better than this. Gardens THE CHRISTMAS CACTUS Christmas Cactus have been kept as a holiday houseplant since the 1800's. Early breeders crossed Schlumbergera truncata with Schlumbergera russelliana creating the beginnings of the hybrid plants you see today. Growing medium Christmas Cactus are best grown in a peat based potting media. By this we mean a potting soil that has more peat moss in it than anything else. Lighting Christmas cactus will do best in bright indirect light. Placing the plant near any window... or below a skylight should do nicely. For those of you with light meters this equates to 1500 to 2500 foot candles. Long term direct sunshine can stunt the plants growth and burn the leaves. If you put your plant outdoors for the summer... be sure to place it in a shady location. Temperature Christmas Cactus are quite tolerant to temperature. They will survive in temps as low as 35 degrees and as high as 100 degrees... both of which we don't recommend. Normal house temperatures of 65 to 80 degrees is perfect. Watering and Fertilizing Christmas Cactus are not a true cactus... which rarely need watered. Christmas Cactus fit closer to the category of a houseplant. When the soil is dry to the touch... its time to water. Christmas Cactus don't require much in the way of fertilizing. Feeding your plant 2 to 4 times per year is sufficient. Use any high quality feed that reads 20-20-20 on the label. If you have lived with your Christmas Cactus for a few seasons and know when the plant sets bud... stop feeding a month before buds appear. If not, stop feeding by the end of October. Pruning your Christmas Cactus It is best to prune your Christmas Cactus after it has

finished flowering. Pinch your plant back 1 or 2 leaves (the leaves are called phylloclades). Either cut the phylloclades at the joint with scissors, a sharp knife, or pinch with your thumbnail and index finger. Pruning helps the plant to branch out which should increase your bud count the following season. It also helps to promote new root growth. Re-flowering your Christmas Cactus Christmas Cactus are what they call thermophotoperiodic. In short this means bud set is triggered by a combination of day length and temperature. When day length is approximately equal to darkness... the plant knows its time to grow buds. The secondary trigger that most hobbyists miss is temperature. Chilling the plant at 50 to 60 degrees for a week or two should cause the plant to start setting buds. POINSETTIA (Euphorbia pulcherrima) Euphorbia pulcherrima is a shrub or small tree, typically reaching a height of 0.6 to 4 m (2 to 16 ft). The plant bears dark green leaves that measure 7 to 16 cm (3 to 6 inches) in length. The colored bracts—which are most often flaming red but can be orange, pale green, cream, pink, white or marbled—are actually leaves. The colors come from photoperiodism, meaning that they require darkness for 12 hours at a time to change color. At the same time, the plants need a lot of light during the day for the brightest colour. Because of their groupings and colors, laymen often think the bracts are the flower petals of the plant. In fact, the flowers are grouped within the small yellow structures found in the center of each leaf bunch, and they are called cyathia. The species is native to Mexico. It is found in the wild in deciduous tropical forest at moderate elevations from southern Sinaloa down the entire Pacific coast of Mexico

Gardens to Cuipas and Guatemala. Poinsettias are popular Christmas decorations in homes, churches, offices, and elsewhere across North America. They are available in large numbers from grocery, drug, and hardware stores. In the United States, December 12 is National Poinsettia Day. In areas outside its natural environment, it is commonly grown as an indoor plant where it prefers good morning sun, then shade in the hotter part of the day. However, it is widely grown and very popular in subtropical climates. As this is a subtropical plant, it will likely perish if the nighttime temperature falls below 10 °°C (50 °°F) so is not suitable for planting in the ground in cooler climates. Likewise, daytime temperatures in excess of 21 °C (70 °°F) tend to shorten the lifespan of the plant. The poinsettia can be difficult to induce to reflower after the initial display when purchased. The plant requires a period of uninterrupted long, dark nights for around two months in autumn in order to develop flowers. Incidental light at night during this time will hamper flower production. When watering it is important to allow the plant to drain out any excess water. Having a poinsettia sit in water can do

harm to the plant as it prefers moist soil to direct water. THE CHRISTMAS ROSE (Hellborus niger) According to legend, a young shepherdess named Madelon was tending her sheep one cold and wintry night. As she watched over them, a group of wise men and other shepherds passed by, bearing gifts for the newly born Jesus. Madelon wept, because she had no gifts to bring the Newborn King, not even a simple flower.... An angel, upon hearing her weeping, appeared and brushed away the snow to reveal a most beautiful white flower tipped with pink - the

Christmas Rose. These evergreen perennials grow 12 to 15 inches tall and have shiny, dark green leathery leaves. Each flower stalk bears a single 2 to 4 inch white bloom Although these plants from southern Europe and Asia are durable and easy to grow, a few steps must be taken to ensure that these plants will flourish. Unfortunately, the roots of the Christmas Rose are poisonousThey should be planted in partial shade or preferably under deciduous trees, which allows them to receive sunlight in winter. Be sure to provide some protection from strong winter winds! They require deep, fertile, well draining but moist soil. The soil should be neutral or slightly alkaline. Set the plants about 1215 inches apart into the garden in early spring. The soil should be generously enriched with peat moss, leaf mold, or compost before planting. Christmas roses have a deep growing root system, so the roots should be planted downward, rather than spread out below the soil surface, and the crown of the plant should be an inch below the soil surface. Apply a one inch layer of mulch around the plant. Every spring remove old, tattered foliage and feed the plants with a balanced water soluble fertilizer. Mark OShaughnessy

How Moving To Portugal Can Save You Tax

T

here are many good reasons to choose to live in Portugal, and one of them is its beneficial tax regime. In 2009, Portugal introduced the Non-Habitual Resident (NHR) scheme to encourage wealthy people to move here. Recent arrivals and those not yet resident can benefit from it quite significantly. The Non-Habitual Resident regime provides favourable tax treatment for the first 10 years of residence. To register for it: • You must not have been tax resident in Portugal for any of the previous five tax years • You must meet the criteria to be tax resident here in the year you apply, and every other year for the 10-year period • Your application has to be approved by the Portuguese tax authorities. WORKING IN PORTUGAL Under regime, if your employment or self-employment income comes from a “high value-added activity of a scientific, artistic or technical nature”, you will be taxed at 20% – compared to Portugal’s current top rate of income tax of 48% (56.5% including solidarity tax and surtax). NON-PORTUGUESE INCOME In general, if you are NHR registered, income from a foreign source like dividends, interest, rental income and capital gains (not including on UK shares) will be exempt from tax here provided it may be taxed in the source state under double taxation treaty rules, or it may be taxed in the source state under the terms of the OECD Model Tax Convention, if no tax treaty exists. he Pound had a strong November against the Euro, hovering around the 1.40 – 1.43 mark, however it wasn’t so lucky against the US dollar and we saw the same levels as back in April. We wouldn’t necessarily say the Pound is strong due to figures released from the UK; it is in fact the US dollar that has helped the Pound strengthen against the Euro. Why is this so? The Federal reserve bank of America has hinted that the US interest rates could rise this month. With this in mind, the Dollar found strength as capital from all over the globe poured into the US economy. This meant money was pulled out of the Eurozone which meant the Euro was hit the hardest,

causing the Dollar and Pound to strengthen against it. When an interest rate rise is hinted at, investors will look at moving their funds to this economy as quite simply they can get a greater return on their investment. When this happens, the currency tends to get stronger. These investors do exactly what you or I would do with our savings, move to an account with better interest rates. With the UK not now looking at raising interest rates until 2017, any data out from the US or the European central bank will impact the Pound. Things to watch out for over the coming months are the US interest rate hike, and the European central bank extending their Quantitative Easing programme.

10 expenses that may help you to save on your IRS bill

T

he year end is approaching and if you want to not be caught off guard it is time to remember which expenses can still be deducted in your 2015 IRS tax return that will be submitted from March to May 2016. The IRS this year brought many new features to taxpayers. One of the main is the E-Fatura which dispenses the paper. You must still ask for a bill with your NIF, to take advantage of all the deductions to the collection. Children’s expenses can be passed in the name of their parents, but always need to have one of the parents NIF to be valid. To ensure that no deduction is "lost along the way," taxpayers must verify that the expenditure is correctly inserted and categorized on the tax portal, in other words, each individual tax payer needs to validate their expenses, in order to be able to use these in their tax return. You need to monitor and confirm all your invoices, to make sure they appear in the portal under the correct section. The confirmation of all the invoices needs to be

made before February 2016 and it’s recommended to all taxpayers to do so, or to ask someone to do it on their behalf and on behalf of their children, as if theses invoices are not confirmed by February 2016, the tax payer may lose the right to deduct them from their IRS tax bill. Make sure all the invoices issued to your family are available on the E-Factura tax portal under the correct section. Below you can find the list of expenses that you can use, to save tax on your IRS return: FAMILY EXPENSES (clothing, grocery, fuel, etc.) 35% of each invoice, with a maximum of €250 per taxpayer (for single parents deduction is 45% up to €335) EDUCATIONAL EXPENSES 30% of education expenses and training of any household member, with an overall limit of €800 per year. Books and textbooks are also deductible. HEALTH EXPENDITURE 15% of the costs of any household member to an overall limit of €1,000. The private health insurance premiums are from now on allowed to be included.

HOME EXPENSES 15% of the interest on your mortgage, up to a maximum of €296 per year; or 15% of your rent up to € 502 per year. These amounts are higher in case of lower income. FOOD PENSION In case you are divorced and pay a food pension, you can now deduct up to 20% of the pension without limit on your IRS. CHARGES WITH RETIREMENT (SENIOR) HOMES 25% of the cost, with a limit of €403.75 per year. VAT As per the previous years, all your invoices with hairdressers, car repair, restaurants and accommodation can be deducted on your IRS. This deduction is based on 15% of the VAT on each. Plans retirement savings Are deductible to the collection of IRS, 20% of the amounts invested by each taxpayer, in plans of retirement savings, with a ceiling of 400 euros per person under 35 years; a ceiling of 350 euros if the person has between 35 and 50 years; or a ceiling of 300 euros for those who are over 50 years of age.

ver 350 athletes of all ages converged on Tavira for the town’s half-marathon and 10kms mini-marathon sponsored by Liberty Seguros. The runners were set off from outside the Casa de Benfica Café and followed a course out through the saltpans to Santa Luz. WALK TALL IN TAVIRA

T

he runaway success of Walking Football continues. On Monday 11th January the Municipal Stadium in Tavira will become a new weekly venue for those over fifty year-of-age who want to improve their fitness and get back to playing football at a more leisurely pace. The game is small sided, with no running on or off the ball, very little contact and kick-ins instead of throw-ins. The 3G astro-turf pitch, which is kinder to knees and ankles, is situated in Rua Almirante Cândido dos Reis near the Plaza Shopping Centre and opposite the monthly market site. Alan Whittle at the Santa Lucia Bar has generously sponsored

the start-up costs of getting the activity established. The sessions will run from 9.30am to 11.30am every

Monday. Down the coast Soccer Olhanense Strollers (S.O.S.) recently welcomed Escuri Strollers for a friendly tournament in Olhão with the more experienced home side taking the honours. In March next year the Tottenham Hotspur Legends will be hoping to retain the Graham Roberts Walking Football Cup as part of their visit to the east Algarve to raise funds for Centre Algarve and in April the Olhanense Strollers have been invited to participate in a Walking Football tournament in Udinese, Italy. Socket or shank when ball is struck on end of shaft or "pipe"

hy do I shank? Socket? Hit them off the pipe? There are many golfers who are tortured by this demoralising disease, and it is a heart-breaker. Every golfer knows what happens when the ball struck in the heel of the iron club touches the round "pipe"in which the shaft ends, and is projected to the right at varying degrees. Briefly it is caused by following through energetically before making contact with the ball. Golfers keen to direct the clubhead on it's path to the hole, forget to hit the ball first - because the follow through obviously comes after impact! The right arm should only straighten after impact. There are a number of obvious points to check: Distance from the ball, too late a hit then a sudden hurrying up of the clubhead, back swing being too flat, and in general too wristy: but in the end this sort of forced follow through action, before the ball is struck, is responsible. A swing like a wooden doll - no wrist action - will at times effect a temporary cure, and can be a good stand-by. A stiff armed push from the shoulders as it were, and if a "breaking" of the left arm is encouraged in the impact area, the clubface generally comes a bit inside the line ball-to-hole and avoids the risk of a shank.
