Algarve golf continues to lead the country

he Algarve accounts for about 70% of the national golf market, an essential part of the region’s tourism offer with year-to-date figures nearly 5% up on last year’s record performance. The number of rounds played in the region in 2016 was 10% up on the year before and the indicators for 2017 show continued growth. According to figures released by the Tourism Association of Algarve (ATA) - the association responsible for promoting the region's tourism to foreign markets - a total of 1.17 million rounds of golf have been played so far

this year, an increase of 4.6% over the same period in 2016. "We believe we will hit a new record by the end of the year. The exponential growth that the Algarve has been registering since 2014 validates the effectiveness of the strong promotion strategy we have been developing in partnership with the golf tourism industry, whose persistence and resilience after some difficult years is to be commended," said Dora Coelho, Executive Director of the ATA. With more than 40 golf courses in the Algarve, the region is the premier golf destination in Europe, with quality

B

infrastructure and a good climate allowing year round play. Following the continuous promotion from the ATA, golf in the Algarve has been gaining international recognition, taking on a central role in the region's tourism revenues. According to the latest figures from the National Institute of Statistics, the Algarve is the main tourist destination with almost 14 million overnight stays (34.6% of the total overnight stays in Portugal) and is the region with the highest number of overnight stays by foreigners (37% of total), according to the figures to August 2017.

Fascia: what is it and why should you care?

T

he term ‘Fascia’ suggests a specific tissue that can be classified as separate from other Connective Tissues. Dr Guimberteau reclassifies fascia as follows; “Fascia is a tensional, continuous fibrillar network within the body, extending from the surface of the skin to the nucleus of the cell. This global network is mobile, adaptable, fractal, and irregular; it constitutes the basic structural architecture of the human body” Fascia is a dynamic fractal system, composed of multiple strings known as collagen fibrils. This fibrillar network constantly divides to distribute stress on the body but always maintains its unique and repeating geometric arrangement, creating order out of what looks like chaos. There are many examples of fractalisation in human biology. Examples are the cerebral cortex, the pulmonary alveoli of the lungs and the skin. Each of these fractal arrangements serve to increase surface area of the tissues to improve exchange between two different environments. The fractal organisation of fascia, not only increases surface area but also increases the volumes contained within its geometry. Fascia isn’t flat, so Imagine the fibrillar 3D framework forming a series of shapes that are kind of like irregular, permeable footballs (soccer balls) made of triangles which can be squeezed and squashed in any direction in response to mechanical stress. When you squeeze an inflated balloon at one end, the air inside is forced towards the opposite end. As the air is constrained, the skin of the ballon distends as its internal volume shifts position. Granted, a balloon is not like a icosahedron but it does give you a visual representation of a force altering the shape of a structure. Fascia and emotions Fascia – constitutive tissue, the connective tissue matrix – is tissue derived from the inner, middle germ layer known as the mesoderm. In a phenomenological sense, the mesoderm represents the inside of the body, the fascia represents the ‘innerness’ of the body. The two outer

8

germ layers, or limiting borders of the germ layers, are phylogenetically a most recent development; the Ectoderm from which the skin, muscles, brain, and nervous system develop and the phylogenetically most ancient layer, the endoderm, from which the digestive, respiratory and reproductive systems, develop. As any myofascial therapist will tell you, when working through gentle myofascial work, the clients will often spontaneously experience emotional responses. As tissues, electrical charge, interstitial fluid, and chemicals are moved and released people may: cry, feel sad,or even experience a memory of something in their past which is of particular significance but maybe has been forgotten or repressed. It would be easy to say that fascia stores emotions and that there exists common conflicts of the psyche which effect the biology of human kind in such a way that underlies all disease. For example, conflicts that impact tissues associated with the mesoderm. In this instance, let’s refer to the connective tissues based around various levels of self devaluation and attack, the Endodermal tissues are effected through conflicts relative to basic survival and Ectodermal conflicts are those which are based around territory and separation. We can think of the connective tissue matrix, in an emotional sense as the mechanical equivalent to the knee. The knee sits in between two other joints which drastically influence its function. Ultimately, the representation of the self, ones own worth in life emotions get shaken up, released, or made relevant if you will, through handson-work, such as myofascial release. There are also molecular and electrical explanations which can be broughtin to help describe mechanisms of emotions effecting the tissues. When one decides to focus on a particular aspect of the body, be it biomechanics or even functional neurology, but remain to work with a generalised client base, we are inevitably lead back towards trying to understand the interaction of the

body, brain, and mind as a whole. But it’s not just the receptors which afford fascia a potentially influential role in movement control. It’s actual structure and adaptability, it’s form, is also suggested as part of the equation. The geometry of fascia helps us to resist the forces of gravity and to maintain and resist the immense pressures which act upon the human structure. It is the form itself which also serves to provide the body with its incredible adaptable and explorative capacity for coupled mobility and stability in multiple directions and orientations. Fascia, therefore is the geometry, communication, and connection of the body and the mind with itself. A haven for children in need T

his month we were very kindly welcomed by Dr. Luis Villas-Boas and his team whilst visiting Refúgio Aboim Ascensão, a private internationally recognised non profit Christian Charity Organization, working to better the lives of abused, abandoned and neglected children under the age of six. Since 1985, Refúgio’s specialized model of care ‘Emergencia Infantil’ dedicated to infants and young children at risk, has earned numerous national and international awards. Dr.Luis was also awarded the prestigious - Diana Princess of Wales Award in 1998 and was also made an honorary member of the council of the NSPCC (National

10

Society for the Prevention of Cruelty to Children), in 1992 and remains a role model for infant care around the globe,. His work has been compared to that of pioneering Benjamin Whall founder of the NSPCC at the end of the 19th century. Refúgio Aboim Ascensão was founded in 1933 in Faro, by Manuel de Sande Lemos, in recognition of his uncle Rodrigo’s will. It was Rodrigo Aboim Ascensão, who founded The Protective Association of Early Childhood in Lisbon in 1901. It was initially established as a breast milk support centre for single mothers, then a medical service for newborns and premature infants. The founder’s primary goal “Support for Early Childhood” has been the

institutions technical and methodical focus over the years, and since 1985 the Refúgio has undergone a number of changes with regard to its facilities, social framework, and clinical and teaching services for children temporarily living at the Refúgio. Based on agreements made with the ‘Ministries of Social Security, Justice, Health, Education and the Municipality of Faro’, the Refúgio is now a major centre for temporary emergency protection – the first to be created in Portugal for at risk children of both sexes, from newborns to six years of age. The Refúgio derives no income or profit from its programme and heavily relies on donations.

The Emergencia Infantil program, created by director Luis Villas-Boas on August 1st, 1985, was an effort to continue the child protection reconstruction work begun at the Refúgio, to benefit children at risk. Emergencia Infantil’s primary aim is the rapid re-integration of a child to its natural family. As the first and primary temporary centre for child protection in Portugal it aims to reconnect children with their families whenever possible, if not, it facilitates alternative family arrangements such as adoption, but only upon the competent court’s decision when it is not possible for children to return to their families. Over the years Emergencia Infantil’s unique and effective model of intervention has been recognized nationally and internationally for its ability to help children as they have ‘the right to be loved’.

12

Refúgio Aboim Ascensão has participated and promoted seminars, meetings and conferences for both European and International participation, such as the International Children’s Forum in 1997, which included participation of 57 countries. It continues to voice the rights of abused and neglected children and with benefit of early intervention to help children who are at risk. The Refúgio is a very friendly and welcoming place, hosting many children’s events and visits from special guests and friends from the community. You are more than welcome to visit them at any time and see for yourself the amazing work and environment that they have created for the children; the latest arrival was a baby girl who was just a few days old. a year schedule, therapists and technicians of varying specialities form part of a weekly schedule including evening, weekend and holiday rotations to ensure quality care on a continual basis. The team consists of; 3 Occupational Therapists, 2 Physiotherapists, 1 Speech Therapist, 1 Medical Doctor, 3 Psychologists, 9 Childhood Educators, 3 Social Workers. Upon entering the Refúgio, each child receives an individual assessment by the professional therapy team and a program of care is designed for them, depending on their specific needs. Therapists work with children in order to enhance and develop their sensor motor, cognitive interaction and communication skills. To achieve this development many

different objectives and techniques are applied such as Neuro development, Sensorial Integration, Hydrotherapy, Baby Massage, Postural Alignment and Activity Training, amongst many others. Psychotherapy The Refúgio’s psychotherapy program consists of 3 clinical psychologists who have the appropriate material for diagnosis and therapeutic interventions. The Objective Their main purpose is to provide children a safe, structured, happy and healthy environment, while giving them tools to develop confidence and self esteem for the future and ultimately, to either return them to their biological parents or an adoptive one after a court decision and social security services select a candidate. It has the capacity for 95 children, plus special emergency protection for an additional 5. Non profit making, they appreciate the many forms of assistance that they receive from local, national and international supporters, their work would not be possible without those contributions.

They welcome many forms of volunteer work to enable them to provide the best possible care for the children. If you would like to be considered for a volunteering position, please do contact them to discuss the best way the children can benefit from your help. “We endeavor to provide a superior quality of life for infants and children needing shelter and protection. This work however would not be possible, if we were not in receipt of the support from the community, businesses and citizens throughout the country. It is with their financial contributions Refúgio Aboim Ascensão is able to provide the enhanced care abused and neglected children need”. If you are interested in helping them continue this work they would appreciate your consideration, and ask you to get in contact with them through their website www.refugio.pt, or please, as we did, visit them yourself. Very many thanks to everyone at The Refúgio Aboim Ascensão it is a truly special place.

Essência

We visit restaurant Essência a year after they opened and are pleased to report that they have had a great year and are still producing Master Chef quality food.

L

ocal Entrepreneurs Tiago Dos Santos and Carlos Rocha have been friends from the very early days, at primary school. They fulfilled their dream to provide pure quality and friendliness at their stylish, restaurant “Essência “ in December

2016. Located in the village of Cacela, the modern, inviting space serves lunch and dinner from the cozy outside decked terrace and the stylish restaurant. Mouthwatering dishes are freshly prepared by Carlos, to ensure a heavenly experience. Tiago and his family are from Cacela whilst Carlos is from Vila Real De San Antonio. After leaving school the friends parted; Tiago went into the construction industry, firstly working locally, moving on with his company to Peru in 2012, then Angola and now Rwanda.

14

Chef Carlos studied at the famous Catering University in Faro and went on to gain invaluable experience in Lisbon, at the Casino de Lisboa for a year. He returned to the East Algarve to the prestigious Restaurants O Infante where he stayed for five years and then to the famous sister restaurant, with its ocean views at Praia Verde for four years. It was after meeting up for a holiday that they decided to extend their friendship and become business partners and with the help of Celia, Tiago’s sister, Carlos, with his wealth of experience, prepares sumptuous dishes. It is the policy to make their clients feel right at home and to ensure a thoroughly exquisite experience. They pride themselves on service and each client is treated like family. They're proud of their reputation and experience which shows through small but very important touches

Senior area manager, Andrew Oliver

Financial advisory giant, deVere, launches in the Algarve

One of the world’s largest independent financial advisory organisations has now launched in the Algarve as it looks to further expand across Portugal.

P

art of deVere Group, one of the world’s largest independent financial advisory organisations, deVere Portugal is based in Tavira, from where it now offers bespoke, independent and expert financial advice to expatriates and internationally-focused investors. This division is headed by senior area manager, Andrew Oliver, who is widely recognised as one of the international financial industry’s most qualified advisers. His formal qualifications span a variety of key areas, including tax planning, trusts, portfolio planning, pensions, mortgages, and equity release, amongst others, plus he has an MBA Masters in Finance. Mr Oliver comments: “deVere Portugal’s goal is always for the greater good of its clients and, by consequence, for the betterment of the financial industry within which it operates”. “Indeed, from its stronghold position, clients, product manufacturers, regulators and the media all look to deVere Portugal to lead the intermediary way across the country.” deVere Portugal is supported by the unparalleled size and strength of deVere Group, which has over 80,000 clients in more than 100 countries, and over $12 billion under advice. Mr Oliver continues: “Naturally, for clients, size is important. The sheer size of deVere means it’s best-placed to cater to evolving client needs and expectations. “As people become increasingly aware of the tangible benefits of independent financial advice in growing, maximising and safeguarding their wealth, and as there are ever more options for them in the market, client expectations are, rightly, developing and heightening.

20

This is something that is welcomed, and adapted and evolved to meet. “Clients are at the very centre of everything deVere Portugal does; the overarching mission is to help secure their financial objectives. This is the laser-like focus in all client dealings.” deVere Portugal offers clients an extensive range of financial products and services that, unlike other more rigid financial organisations with smaller offerings, enables the company to offer clients a holistic, comprehensive life planning approach. These services range from investments, life assurance and family protection, through education planning to retirement, inheritance tax and succession planning. Complimenting these services are separate divisions including the deVere Tax Consultancy, deVere Foreign Exchange, Legal Services, and deVere Mortgages. And with established working partnerships with some of the world’s leading financial institutions, those solutions are often unique to the company and its clients. Furthermore, clients enjoy other associated benefits such as marketleading technologies, a comprehensive range of products – many of which are exclusive to their clients, and well-established relationships with the world’s leading financial institutions. Mr Oliver goes on to say: “The independent financial advisers at deVere Portugal have a reputation for

excellence. As expatriates themselves, they are fully aware of the importance and value of being able to use the status of ‘expat’ to their financial advantage. They help clients maintain a globally-orientated portfolio, and assist them to realise their tolerance to, and mitigate risk, make the most of opportunities, help highlight the most appropriate investment and financial planning solutions for them, and access offshore investment and saving opportunities. “This all helps to provide clients with invaluable security and peace of mind.” The Senior Area Manager concludes: “deVere Portugal is a far-sighted organisation, driven by an unswerving desire to be the most trusted independent financial advisory firm, recognised for its integrity, ambition and unique ability to provide the most innovative, longterm financial security for its clients. “Through best practice across all of its operations, deVere Portugal aims to deliver a flawless service, putting its clients in the very best of financial positions.”

Property Portugal is using the opportunities offered during the recovery for structural reform of the economy and runs the risk of wasting a once in a lifetime opportunity to get its finances in order. The period of ultra-low interest rates and QE will not last forever. Instead, it seems to choose to be rather happy to enjoy the economic recovery and greater optimism after a period of austerity. Foreign buyers continued to be attracted by the Golden Visa and the NHR program. Especially the latter as more and more people from Northern Europe learned about this program and the benefits. The NHR program is a scheme for individuals who have not been a resident in Portugal during the past 5 years. Once an PROPERTY MANAGEMENT ALGARVEAN COTTAGES

individual has been granted the NHR status, he or she will be exempt from income tax (work, royalties, pension, interest and dividend) for a period of 10 years. This program is an attractive proposition for many foreigners who like to capitalize on a recovery in property prices while having a 10 year tax holiday. The construction sector is also performing better than expected, with newly built residential property up by 8 percent year-on-year during the period of January to October 2017. Demand for good quality properties is outstripping supply, which we expect to continue in 2018. Due to the recovery in construction, there is upward price pressure for building materials and skilled labour. H A P P Y H O M E S A L G A RV E

Renovation of old properties in town centers are popular amongst investors as there are several benefits as part of the urban rehabilitation program, such as a lower VAT rate (6 percent) on construction materials which effectively reduce building costs by more than 10 percent, no cost for the building license, exemption of IMT (property transfer tax) and exemption of IMI (council tax) for 3 years. Some banks offer preferential interest rates to finance the renovation work. We continue to be in a low interest rate environment. The interest margin banks charge their best customers is 1.15 percent, which is 10 basis points lower than a year ago. For those who prefer a fixed rate over a floating rate mortgage, the interest rate is 1.35 percent for 5 year fixed consisting of the interest margin of the bank and the 5 year swap rate of 0,20 percent. The current interest rate of a floating rate mortgage is 0.89 percent (1.15 percent - 0.33 percent / 3 month Euribor) but one would be exposed to interest rate fluctuations. The low rates and increasing availability of mortgage financing has resulted in a sharp increase in mortgage lending. Banks in Portugal do not offer 10 – 20 year fixed mortgages. The question is for how much longer will interest rates stay low? The ECB has indicated that it is extending its economic stimulus programme (QE) until at least September 2018, although bond purchases would be halved to Euro 30 bn per month while at the same time saying that, should economic conditions warrant it, the program would continue. In other words, the ending of QE seems to be open-ended. It also intends to keep interest rates low well beyond the end of QE which suggests rates will stay at the current lows until 2019. The general perception is that interest rates are kept artificially low and in the future move back up. As a mortgage on a property is a long term commitment, the possibility of higher rates makes some people uncomfortable. They are in good company. Former fed chairman Alan Greenspan recently warned about bond markets to be in bubble territory, and when the bubble bursts, it will be bad for everyone. A study by Paul Schmelzing (Harvard University) of real risk free rates (The return on an investment with zero risk. Long dated government bonds of countries with a high investment

Christmas in the Plant world The tradition of filling our houses with evergreen plants during the winter can be traced back centuries when evergreen plants were symbols of eternal life and a reminder that spring sunshine would return. Now we fill our houses with seasonal evergreen plants for Christmas decorations. Mistletoe (thought to literally mean “dung on a twig“) Characteristic pairs of oval leaves with small cluster berries. Kissing under the mistletoe (complete strangers or family and friends!). The kissing tradition was first recorded in the 16th century but was not popularised until the 19th century Holly Glossy dark green leaves with spiny toothed edges, small white flowers, small round, red or orange fruits. Holly wreaths, first worn by the druids, later linked to Christian beliefs about the crown of thorns worn by Jesus Ivy Flowers are small and greenish-white, produced in autumn; berries are usually greenish black or dark purple Poinsettia (named after Joel Roberts Poinsett, the first US Ambassador to Mexico who introduced it to the US in 1825), also called La Flor de Noche Buena. Dark green leaves and bright red upper leaves called bracts, small clusters of yellow flowers. Centre pieces of Christmas decorations, this is thought to have stemmed from the 16th Century Mexican story of a poor girl who could not afford an offering for Christmas mass and was told by an angel to collect weeds which she placed before the alter and they turned into red star-shaped flowers. Christmas tree Spruces, pines and firs, dark green needle leaves. The first Christmas tree was introduced to Britain by Queen Charlotte in the early 18th Century, and it became very popular after 1841 when Queen Victoria and Prince Albert erected one in Windsor Castle. The tradition of decorating a Christmas tree was actually widespread in Northern Europe before this, some of the first reports being in Germany in the 16th Century. (Before being linked with the Christian festival people would bring in evergreen branches to symbolise the fact that the sun would return). Donation of Christmas trees to specific cities has also become a symbol of friendship and commemoration, for example the tree in Trafalgar Square is donated to the people of London by the city of Oslo in Norway.

Put the dry Douglas fir needles/ Rosemary and any seeds with the icing sugar in a food processor. Cover with a tea towel (the dust seems to escape even when the lid is firmly on), and blend to chop the pine needles finely. Add the butter and egg yolk to the food processor, and then enough flour to make dough. Wrap in cling film, and refrigerate for at least an hour before using. Lightly dust a work surface with flour, and roll out the pine dough. Stamp out thin 3mm Christmas trees with a biscuit cutter, place on a non-stick baking tray, and bake for approximately 8–10 minutes (depending on thickness). Check after 8 minutes — the trees will brown very suddenly. Cool for 2–3 minutes, and then use a spatula to transfer the trees to a wire rack. To hang the cookies on a Christmas tree: use a skewer to make a small hole in the dough of the Christmas tree (to thread ribbon through) before baking. Decorate with glace icing and silver balls if desired, or frame the trees with a small amount of icing, thereby accentuating the natural speckles of the pine needles in the dough.

A badnjak (large log Serbia) The designated oak tree from which the badnjak will be cut is felled (normally as a family activity) in the morning on Christmas Eve. The badnjak is brought inside the house and is laid on the fire in the evening. It is slowly burnt throughout Christmas Day. As most Serbian people don’t have a fireplace in their 20-squaremetre flats in Beograd, the badnjak is often replaced by small oak twigs used as decorations. The badnjak is also used in public Christmas celebrations. Followers of the Orthodox Church bring badnjaks to their local churches and burn them together. The origin of the tradition is unclear, but it seems to be an analogy for the nativity, when shepherds brought wood to make a fire for the baby Jesus according to Christian tradition. Christmas rose Legend has it that the three wise men passed by Madelon, a very poor shepherd girl, on their way to visit the new born Jesus. Madelon followed, but when she saw that the wise men had bought gifts, as had other shepherds, she chose not to go into the stable as she had nothing to give. She searched around for a flower, but

36

being the depths of winter, her search was fruitless. Feeling helpless, she stood outside the stable and quietly cried. An angel had been watching over her and took pity. He brushed aside the snow at Madelon’s feet where her tears had fallen to reveal a beautiful white flower with petals tinged in pink. Madelon took the Christmas rose and entered the stable to present it to the baby Jesus.

Pomegranate, Greece The pomegranate is a symbol of Christmas in Greece, where its fruiting season coincides with the winter festivities. Models of pomegranates made of clay, metal or plastic are used as baubles and other Christmas decorations over the festive period. Its red colour and sweet flavour also lend themselves well to Christmas foods. Manzanilla found here in Portugal In Mexico, it is used as the base for a Christmas ponche (punch), which might be considered the local equivalent of mulled wine. And in Guatemala, the fruits are threaded to form rings that are used as (quite heavy!) Christmas decorations. Radish What is its link to Christmas? The Night of the Radishes (Noche de Rábanos) is celebrated in Mexico on 23 December. Professional craftsmen carve root vegetables into various forms including nativity and party scenes. Celebrations including street dancing and fireworks go through to Christmas day. Flowers of the pōhutukawa tree (New Zealand) The peak of the pōhutukawa’s display, when the trees are covered in beautiful red flowers, coincides with Christmas at the height of the southern hemisphere summer.

Coyol Palm (Paraguay) The coyol palm flower is the symbol of Paraguayan Christmas. It was originally used both as decoration for nativity scenes, but due to its aromatic nature, it is also used in house decoration. It inspired the Paraguayan Christmas anthem Navidad de Flor de Coco – give it a go. According to the general belief, the coyol flower was a sacred element for the native inhabitants of Paraguay, the Guarani people, and this cultural aspect melted with Spanish Christmas celebrations, generating this peculiar tradition. Australian Christmas tree The tree is referred to as the Australian Christmas tree because, much like the pōhutukawa in New Zealand, it blooms throughout the peak of the Australian summer from late December until January. This is unusual because it is too dry during this time for other species to flower. However, the Christmas tree is semi-parasitic. It can overcome the lack of rainfall by stealing water from neighbouring plants with very deep roots that have access to water lower down. Not very much in keeping with the Christmas spirit! Merry Christmas everyone....

‘Brussels IV’ and Portugal: How to ensure your legacy goes to the right place

W

hile Portugal is relatively straightforward when it comes to inheritance taxes – only charging 10% ‘stamp duty’ on Portuguese property between non-direct family members – succession laws work very differently to the UK. If you are unprepared for this, you could find your legacy is not distributed as intended. How does Portuguese succession law work? If you are resident in Portugal, ‘forced heirship’ rules may automatically allocate a minimum proportion of your worldwide estate to specific heirs – regardless of your intentions. For example, if you do not have children/grandchildren, half your estate is reserved for your spouse. Where you also have descendants, usually 66% is divided equally between them all. Having two or more descendants will mean your spouse receives at least 25%, with the remainder being divided equally amongst the other heirs. However, Portugal takes a very traditional view of the family, so stepchildren and unmarried partners may not be considered direct family – for either succession law purposes or stamp duty exemptions. How can you use ‘Brussels IV’? A recent EU law known as Brussels IV offers the option to override local succession laws by applying the law of your nationality to your estate. This means you could avoid forced heirship and distribute your legacy according to your written

38

wishes under the law of your ‘home’ country, such as England and Wales, Scotland or Northern Ireland. Note that the default position was different before Brussels IV came into effect on 17th August 2015. Then, the law of nationality would automatically apply in Portugal to the estate of residents. Now, you have to expressly state in your Will (or similar legal document) that you want to apply UK rules to your estate. So if you have not updated your will since mid-2015, you should urgently review it to ensure it takes the new rules into account. However, take care as Brussels IV is a relatively new and complex development that could present unwelcome tax implications. Make sure you understand all the consequences and explore all the options available to achieve your objectives and establish what would actually work best for you and your heirs. What about after Brexit? Although Brussels IV is an EU regulation, it applies to all nationalities resident within participating countries in the bloc, including non-EU citizens. So even after Brexit, you can still choose the relevant British law to define how your estate is passed on. Note that whatever you decide to do under Brussels IV, this only affects succession law – it has no effect on liability for inheritance taxes in either country. Ultimately, there may be other, more suitable ways to achieve your estate planning objectives than using Brussels IV. For peace

New tax rules for sole traders in 2018

he government included in the budget proposal for 2018 changes to the IRS (Personal Income Tax) simplified regime. Although the rules do not have a great impact on most taxpayers, as only the ones earning above 27 thousand euros per year would be slightly affected by this, there has been several articles in the press about this, so we will try to explain the changes in this article. Please note that for all those earning less than 27K per year in sole trader activities, remain not necessary to register expenses to continue to benefit from all the automatic deductions that the regime will continue to have. However, it’s important to remind all taxpayers, that it is still mandatory to register the invoices in the tax portal, before the 15th of February, in case you want to use the allowances available to save on your tax bill. Here are some questions and answers about the expected changes in the simplified IRS scheme: Who will be covered by the new regime? Sole trader professionals, such as

lawyers, accountants, hairdressers, journalists, dentists, veterinarians and shopkeepers, among others and other service providers (such as local lodgers). Who stays out? Farmers and small traders will not be covered, as well as selfemployed whose activity is the sale of products and services and those who have activity in the catering sector and in the hotel industry (excluding local accommodation). How is this regime taxed today? To the income of these taxpayers a coefficient is applied which acts as an automatic deduction and which, in practice, causes the tax to charge only on part of the taxable income and not on its totality. The IRS code assigns different deductions depending on the activity concerned: for example, 25% for liberal professionals (taxed on 75% of income) and 65% for other service providers (taxed on

35% of income) which include those that rent their property to tourists (AL or Local Lodging Activities). What should change? The automatic presumption of expenditure will be limited: one party will continue to be presumed, but another will be dependent on the costs incurred and recorded, and in both cases only 15% of expenditure will be justified and not presumed. The taxation coefficients should remain unchanged but, to achieve them fully and not suffer a tax increase, taxpayers will have to justify 15% of the expenditure. How can these sole traders fill the 15% of expenses? Firstly, through the automatic deduction of EUR 4,104 (equal to the specific deduction of dependent work) or, if higher, by the amount of contributions to compulsory social security schemes which are not currently deductible. For this purpose, personnel expenses,

What if the expense is not just related to the activity? In this case, the expenses with real estate and the acquisition of goods and services are considered in only 25%, and in the case of charges on real estate related to the activity, the allowable deductions are ‘tighter’. If the properties are rented, the respective rents are accepted and, if the properties are owned by the workers, then an amortization of the respective investment calculated automatically by the Tax Office according to the tax asset value (VPT) is accepted as an expense: 25% of 1.5% of the VPT of the property affected by the activity, a proportion that in the local housing rises to 25% of 4% of the fiscal value of the property. New simplified depreciation rules have also been created, which will be automatically applied by the Tax Authorities to all those on the Local Lodging sector. This may have an impact on your capital gain tax, but mainly for the resident tax payers and only at the time of selling the property. How can sole traders allocate real estate expenses to professional activity? Through the e-fatura page, in the Tax portal (www.portaldasfinancas. gov.pt), where three buttons will be available for each property, and the taxpayers can indicate if the expense is "personal, professional or mixed". How many expenses do I have to register to maintain the same tax rate? The application of the automatic deduction of 4,104 euros will mean that only taxpayers with incomes

www.ibexinsure.com/tavira Car Motorbike Travel Health Boat Pet Business Community higher than 27 thousand euros will be affected; so all those, which earn up to 2,250 euros per month, do not have to justify or register any additional expenses. But just to have an idea of the small impact of these changes, all those who invoice 3,000 euros monthly will have to register just 108 euros per year in expenses, to maintain the same coefficient. The amount of expenses needed to register each year, so that the level of tax does not increase, for those who earn 5,000 euros per month, is just 250 euros per year. As you can see, there are changes, but will only affect those sole traders who invoice more. So perhaps it’s a good time to analyse your current situation and perhaps try to change your tax structure, in order to mitigate this tax increase. Please feel free pass by our office for a friendly chat and find out more about the tax strategy that might be more effective on your specific situation. The AFM team wishes you a Merry Christmas and a fantastic year in 2018!

2-1 victory over Moncarapachense was followed by a 4-1 defeat at table topping SC Farense which resulted in the departure of manager Bruno Saraiva. New man on the block is 38 year-old Nilton Terroso who was born in France but represented two other countries youth teams, Canada (U15, U17 and U23) and Portugal (U20). He spent some time at Sporting Lisbon where he played at youth and reserve team level. Terroso’s colourful journey in life took him to South Wales ten years ago to study performance coaching and analysis at the University of Glamorgan. He subsequently worked under Malky Mackay at Cardiff City when the Welsh side won promotion to the Premier league in 2013. Terroso holds a master’s degree in sports science and the UEFA Pro

LYNX AND WOLVES MAKING A COME BACK

he Iberian lynx breeding centre at Silves continues to expand its work in saving this wonderful animal from extinction. In December 2014 a pair of Iberian lynx was released into the Guadiana Valley Natural Park near Mértola. Two further captive-bred Iberian lynxes were released into the same area in May 2015 and by the end of the year there were 400 lynx on the Iberian peninsula, the vast majority in Andalusia but with smaller populations in the hills near Toledo, in Extremadura (south-western Spain) and in southern Portugal. In the UK it is former FC Porto boss Nuno Espírito Santo who is re-establishing the Wolves as a major force in the English Championship. Chinese international conglomerate and investment company Fosun International took control of the Midlands club eighteen months ago under the guidance of Cristiano Ronaldo’s agent George Mendes. With the addition of six Portuguese players including the exciting young Ruben Neves the team are storming the Championship and look set for a return to the Premier League. The backroom staff at Wolves also includes, João Lapa, a native of Tavira, who works as rehabilitation coach and gained experience at Sporting Lisbon and SC Olhanense.

STEPPING OUT FOR MOVEMBER

TRAGEDY STRIKES TWICE

M

ovember is an annual event involving the growing of moustaches during the month of November to raise awareness of men's health issues, such as prostate cancer, testicular cancer, and men's suicide. By encouraging men to get involved, Movember aims to increase early cancer detection, diagnosis and effective treatments, and ultimately reduce the number of preventable deaths. Besides annual check-ups, men are encouraged to be aware of family history of cancer and to adopt a healthier lifestyle. East Algarve Walking Football set out to do their bit and were greatly encouraged when Tavira’s Black Anchor Irish pub & Beira Rio Restaurant agreed to stage a raffle during their 10th Anniversary celebrations. The Irish band Risky Business, performed their new single and guests dug deeply into their pockets. It is anticipated that the final amount donated to the Liga Portuguesa Contra o Cancro - through sponsorship, raffle and donations - will be well in excess of a thousand euros. www. walkingfootballalgarve.com

T

he Walking Football fraternity was dealt a double blow within the space of 24 hours when members collapsed and died. 62 year-old Gordon Powell, visiting with a team from Marbella (Spain), suffered a suspected heart attack whilst watching a game at The East Algarve Walking Football Festival at Olhão. The on-site paramedic and a retired doctor, a member of one of the teams, were promptly joined by the emergency services but despite their valiant efforts they were unable to revive the patient. Twenty-four hours later 60 year-old Ronnie Steven collapsed and died of a suspected aneurysm at the Browns WF session in Vilamoura. Ronnie had been one of the first players to sign-up when walking football was introduced to the Algarve three years ago. Friends and family gathered at the Olive Tree Restaurant, Messines to say farewell to Ronnie, a passionate Rangers fan, before his family and partner Jackie Sheridan took him home to Glasgow. Both men had embraced the sport they loved and had enjoyed the physical activity and camaraderie.

EUROPEAN MISERY CONTINUES FOR BENFICA

B

enfica have had a disastrous European Cup campaign this season losing their opening five games and in the process racking up six consecutive European matches for the first time in their history. A far cry from the golden days of the early 1960s when they won the European Cup twice in a row under the legendry Béla Guttman. The Hungarian was blessed with a squad that included Eusebio and after such immediate success, Guttman believed he deserved a pay rise and approached the Benfica board after the 1962 European Cup final victory. Guttman's advances were swiftly rebuffed, infuriating the Benfica boss to the point that he left the club. Upon leaving, Guttman allegedly declared, 'Not in a hundred years from now will Benfica ever be European champion'.Since that day, Benfica have lost five Champions League finals and three UEFA Cup/Europa League finals with the latest being the defeat by Sevilla three years ago. Now comes the publication of Béla Guttman’s life story beautifully written by David Bolchover. Moving, original, full of insight; this is a terrifying and inspirational story of survival and triumph. ‘The Greatest Comeback, from genocide to football glory’ is an astonishing journey that has woven one huge, tragic strand of twentieth-century history together with a great footballing story.

Golf

Warming up

T

This months tip from Stuart Martin, head professional at Monte Rei Golf

his month we are going to concentrate on ensuring that we are fully warmed up and ready for our round of golf. I see many amateur golfers basically getting out of their cars and heading straight to the first tee and then wonder why they either take a while to start performing well or come off the golf course with aches and pains. I have put together a couple of stretching exercises for you to try and also a small practice session to have you all first tee ready. STRETCH ONE – HIPS • Sit on a chair, low table or tee bench. Place your right ankle on top of your left thigh. • Push down on your right knee with your right forearm. Then lean forward at your waist until you feel a gentle stretch in your right hip. • Repeat the stretch on the opposite side. STRETCH TWO – HIPS AND BACK • Sit on a chair, low table or tee bench.
