russels has notified Lisbon that it has one month to change discriminatory taxation rules regarding second-hand cars imported from other member states and matriculated in Portugal. If the system isn’t altered, the case will go to the Court of Justice of the European Union. At issue is the State’s formula for calculating ISV (standing for Imposto Sobre Veículos). Brussels says it is patently unfair, as it makes importing a second hand car much more expensive than buying one here, doesn’t take into account vehicle depreciation and thus violates article 110 of the Treaty of the Functioning of the European Union. Two cases taken out by private importers have both ‘won’ in the courts recently – but still the AT tax authority refuses to budge. Explain reports,

the government fears that any climbdown could leave it liable to hundreds of thousands of euros in reimbursements. Indeed still today the State mantra appears to be that it believes itself to be in the right. Says Expresso: “Contacted the office of the finance ministry “confirmed reception of the European Commission’s reasoned opinion and reiterates the conviction that the current model of calculating ISV isn’t just in line with environmental commitments assumed by the government but is imposed as a matter of equal treatment of vehicles, old or new”. The State’s argument is that old vehicles emit “the same level of CO2” as new ones and therefore should pay exactly the same duty. Expresso continues: “The same source said the government will evaluate the notification from the European Commission “in the belief that the

currently implemented solution is best in line with assumed environmental objectives”. This isn’t the first time Portugal has been pulled up on its excessive duty on second-hand vehicle imports, but it is what Expresso terms “yet another defeat”, and defeats are coming now thick and fast. Where this will lead is what importers are keenly waiting to find out. A recent case, which the State tried to take to the Supreme Court failed (the Supreme Court ruled there were no grounds to hear the State’s appeal). The government then tried an appeal to the Constitutional Court which also refused to hear it. Says Expresso, the ruling should now have passed in the plaintiff’s favour – and there are “various identical cases going through the courts”.

Tavira Council claims criticism of new bridge is based on "too much false information"

T

avira Council has responded to criticism that has been made in recent days by the "Tavira Sempre" civilian social media movement, which wants to halt the construction of a new bridge over the Gilão River, due to it “bringing more cars to the historic city centre, in a project that never included any public consultation involving the population and which has been harshly criticized for the evident lack of sensitivity.” For the Socialist Party councillors, in the recent decades and “through many past municipal executives, nobody has brought up the usefulness of the old metal bridge used by pedestrians and vehicles as being a vital crossing in the dynamics and attractiveness of downtown Tavira and mobility of its residents and visitors”. What they take issue with here is that the “old, degraded and insecure structure”, which has been closed to traffic for about 3 years, “will be replaced by a new, functional and accessible one prepared for people with reduced mobility”, which they don’t see an issue with. In a statement, they said that the construction process of the new bridge "has been public for many years, as the work was planned to be done in the last 3 electoral programs of the PS in the municipality”. The councillors also point

out that the City Council has its own funds for the work, having been selected from amongst several proposals and disclosed to anyone who had an interest in expressing their opinion. The new bridge under construction is for mostly pedestrian and cycling use, with one car lane, which the officials say is a “justifiable option to allow all possibilities of use in the future, especially for emergency and safety vehicles", they explain in the same statement. They claim that the public garden will remain a charming part of Tavira, and that the downtown will continue to be “for the people”. The PS says they respect those who have dissenting beliefs and ideas, "but we will not allow misinformation about structuring and decisive projects for the city." The councillors reaffirm in the same document their support for mayor Ana Paula Martins and all members of the executive in the fulfilment of the electoral program "voted for universally and democratically, by the Tavirenses. In conclusion, the party underlines that “instead of launching a campaign against the municipality on social media, with much false information included, the Tavira Sempre movement should first make it clear what their true intentions are.”

he season of goodwill is often fun, busy and chaotic, and not without its challenges! Whether you’re holidaying at home or visiting friends and family, let’s make sure we look after our furry friends during the festive season. Help your pet cope with the excesses of Christmas by keeping to their normal routine as much as possible. Try and keep food, exercise, bed and toilet breaks the same, as consistency can help pets feel more secure and relaxed. Festive food is often richer and more plentiful and it can be so tempting to ‘treat’ our pets with little snacks which can actually be quite harmful. It’s eye watering to think that over the Christmas period vets have been known to experience an 800% increase in cases of chocolate poisoning! And it’s not just chocolate, many foods such as macadamia nuts, grapes and raisins are also dangerous, especially for dogs, which means no mince pies for our furry friends. We often have visitors, some of whom might not be used to interacting with domestic pets. If you do have guests visiting, let your dog or cat meet them at their own pace. Also, once we’re in the party season, make sure they have somewhere cosy and quiet to retreat to, away from all the excitement. If you're spending Christmas day out with friends or family and your dog is going with you, take something which smells familiar, such as their bed or bedding. Take some of their favourite toys and chews too, to help keep them entertained. But of course, more than anything else, Christmas is a time for enjoyment and celebration and with a few sensible precautions, all of the aforementioned hazards

can be easily avoided and a great time had by all, including our furry friends. Indeed, if they’ve been particularly good, Santa may choose to leave them a little present or two. Aside from the more obvious presents of food, toys, clothing and bedding, it might be worth given thought to such things as automated food dispensers as a particular treat for your pet, and a means of making life easier for us HOOMANS too. These retail on Amazon from €15 right up to €400 and can be a fantastic way of controlling your pet’s dietary intake when you’re not around. Another option, and one that can be great fun, is an indoor surveillance camera, some of which start from just €30 and can be a great means of keeping an eye on your pet and home. There’s even one’s which allow you to talk to your pet while you’re out! Perhaps the greatest treat of all however, is the extra time Christmas affords to spend with our animal friends and certainly for our canine friends, a lovely walk on a nearby beach can be the greatest treat of all. If you are looking for someone to take care of your dog over the festive season, then we are here to help. ere’s my fitness tip for December a Wall Squat For all of you going skiing in the near future this is a must and if your not it’s a great one to strengthen and tone up those thighs and buttocks! Lean your back against a wall and get your legs at a 90 degree angle as in the picture. Your butt wants to almost be in line with your knees, feet hip width apart or wider, to work the inner thighs a bit more! Then just stay there as long as you can, enjoy the burn but make sure the burn is in your muscles (thighs & glutes) and not at the knee joint! Start of by trying to do a minute with out stopping, then try and add 1030 seconds the next time until you can stay there for a whole 5 minutes! Remember to keep the back against the wall, your core, thighs, hamstrings and gluteal muscles switched on! Once you get to 5 minutes reward your self with a little glass of your favourite beverage. Per Arne Gulbrandsen is the man behind Tavira's Hitio gym, we meet him and hear about his interesting life.

H

itio gym in the centre of the beautifully historical Tavira provides an inspiring place to get fit and healthy and possibly try a new challenge with the guidance of owner Per Arne Gulbrandsen. Oslo born Per has an impressive background having spent thirteen years in the Norwegian police force after a year in the Armed forces preparing for the police academy. Per trained in the K-9 Dog

squad, at the Metropolitan Police Bomb Unit in the UK and to prepare to further his police ranking, in 1984 he studied a law degree necessary for the highest police positions. Per reached the position of Chief Inspector and was subsequently offered a job in a law firm where he stayed for 5 years. He changed his career direction to become Vice President of Securitas, the global market leader in security as well the CEO of recruitment company Adecco, for Norway, Sweden, Finland

and Denmark with 15,000 employees, where he stayed until 2017. Throughout his career he has always maintained his fitness, and would work out specifically in martial arts and cross country skiing. Personal fitness and well being have always been an important part of life and from the age of 15 he would train with friend and coach Wolfgang Wedde. Wolfgang developed fitness using taekwondo based theories, Sports Karate and Kick Boxing and is “a

legend in his field�. He still a personal friend who also plans to move to Tavira. For many years with the Mudo gyms, (a chain of 40 gyms) Per trained future instructors as well as conducting official gradings and refereeing and has coached for over 25 years, including National Kick Boxing champions. He and his wife, Wigdis, a freelance photographer decided to semi retire in Portugal and had planned to visit various places. First

stop was Tavira, they decided this was “the place for them�. With their future home found, a 19th century ruin in the centre of town in need of major renovations the opportunity arose for the gym he had dreamt of with the current building, which was for sale. They embarked on the alterations needed and now the Hitio Gym, the 1st in Portugal and in Europe is located in a bright and welcoming part of the main centre of Tavira. Since opening in July Hitio,

with Per at the helm, has an incredible 300 members and is working with the community and visitors as well as the local schools to promote fitness and well being. With focus, balance and memory all key aspects of training, you can join Per on Wednesdays and Fridays for group lessons or workout in the group training area. It was a pleasure to meet and chat to Per and to take a look around the fantastic facilities, we wish him much continued success.

very year in December we reflect on the past year and provide an outlook for the property market in the year ahead, 2020. The past 12 months continued to see healthy demand for real estate for both permanent living and investment purposes albeit at a slower pace versus the year before. Less supply of existing properties in combination with relatively high prices, sharp downward revisions of economic growth early in the year and uncertainty regarding trade wars and Brexit are the culprits. Despite this property prices continued their upward trajectory by increasing 3% year-onyear, which was in line with the lower end of our expectations. There are reasons to be cautiously optimistic for the upcoming year. The demand for properties in 2019 continued to come predominately from buyers from Scandinavia, France, Germany, Italy and The United Kingdom. There is also a noticeable increase in demand coming from Americans and Canadians as a direct result from years of promotional efforts by Turismo do Algarve and Turismo de Portugal. The Golden Visa and NHR programs remain popular. The former is offered in many European countries such as Bulgaria, Croatia, Cyprus, Czech Republic, Estonia, France, Greece, Ireland, Italy, Latvia, Malta, The Netherlands, Poland, Portugal, Slovakia, Spain and the U.K. However, the latter pulls in more people who either buy or rent (long term) a property. One could argue that without the NHR program property and monthly rental prices would be lower. Although demand for property was healthy, transaction volume was less than a year ago mainly due to relatively high property prices and the uncertainty that Brexit, trade wars and economic slowdown caused. The fear earlier in the year that various economies in Europe may go into recession looked premature as they continue to grow albeit at a slow pace. The policy response from the ECB to stave off a recession by lowering interest rates even further saw government bond yields going deeper into negative territory. Even 10 year bond yields temporarily dropped to

Property minus 0.5% in Germany. The country is seen as the economic engine of Europe but has suffered from a recession in the manufacturing sector with especially the automotive and related industries taking a downturn. Car manufacturers have long supply chains for car parts, chemicals, metal, textiles and electronics and as such a slowdown affects various industries. The slump in manufacturing also hit other countries. The introduction of trade barriers may still make matters worse. The manufacturing industry role in the economy is much smaller than it was 20 years ago. The larger service sector is still humming along and consumer spending continued to stay strong. “Everyday low interest rates” makes for happy consumers, businesses and governments alike to use a variation to Walmart’s famous “everyday low prices” slogan. However, the longer the weakness in the manufacturing sector persist, the more likely it is to spread to other sectors in the economy. Deglobalisation pressures may well continue next year which could have a negative effect on the global economy. Christine Lagarde is the new president of the ECB since November 2019 succeeding Mario Draghi. It is expected that she may have a different view on past interest rate policies and may be less inclined to continue with negative interest rates. The ECB has long argued that governments need to do more in order to create a more resilient economy by speeding up structural reforms and increasing spending. Especially Germany with large trade surpluses can spend more on stimulating economic growth by deficit spending. So far the ECB’s return to stimulus and the prospect of higher government spending have avoided a recession. The bond markets are offering a once in a life time opportunity for fiscal expansion. Germany could spend as much as € 100 bn to upgrade outdated infrastructure whereas The Netherlands (another country with a trade

surplus) is contemplating setting up a € 50 bn fund for infrastructural works and investments in IT. England will have elections soon and both the Tories and Labour are planning to increase spending by respectively £75 bn (3% of GDP) to £ 106 bn (4% of GDP), up from £ 51bn. Across the pond the USA plans deficits of 5% of GDP for the next 5 years. Portugal which has one of the highest debt to GDP ratio’s (estimated at 119.50 % by end of 2019) of Europe has less room for fiscal expansion but it will still benefit from economic expansion abroad. With signs that Europe’s economy is starting to bottom out, investors believe that a recession may be avoided and equity markets are near or at all-time highs. Property markets in Europe have benefited from low interest rates and often are at or above pre-crisis levels. European central bankers are calling for tighter regulation of mortgages to shield banks and households from rising house prices. This can come in the form of capping the percentage of loanto-value of a property and by demanding from banks to hold more capital against their mortgage lending books. Politicians are reluctant to implement these measures which are meant to cool off the property market and if delayed it may have already caused harm. The financial situation of Portuguese banks is improving however the percentage of nonperforming loans is still above the European average. Ultra low interest rates have been a boon to businesses, consumers and governments over the past years and the effect is often immediate. But it has a negative impact on savers and pensions funds albeit with a delay. Pension holders worldwide are faced with steep hikes in their contributions or cuts to their benefits. As the number of retirees will only increase over the years, a cut to their benefits reduces their spending power. Although only a small number of retirees may be looking to purchase a property in the

Algarve, in general a reduction in benefits may hamper economic growth in Europe and can have a negative effect on property prices overtime. There is no doubt that a long term investment in property is rewarding. In the short to medium term there can be price volatility but overtime the return on investment is good and as such this should be part of a diversified investment portfolio. Property is relatively easy to understand and if rented out provides a decent return versus a savings account or bonds (exotics not included, as their risk profile makes them unsuitable for the average investor). In addition it offers you the possibility to spend your holiday in your own investment property which is a tempting proposition to many. Overall we expect in 2020 the property market to remain in good condition although we do not see much upside to prices of existing properties. There is good demand for property as long as the price is right. With rental yields of around 4% there are still good investments opportunities to be found. Some properties are more suitable for letting than others. It depends on location, proximity to an international airport, outdoor space and having a (communal) pool or not just to name a few. However, if the property you are interested in purchasing is overvalued, you will struggle to make a decent return on investment. Our base case scenario for 2020 is for prices to remain stable with a slight upward bias. A great deal of intrigue occurred when – at the beginning of World War Two - the Duke and Duchess of Windsor fled from France to Portugal. The story is retold in a black comedy performance, “The Windsors in Portugal, 1940” to be seen in December at São Brás Museum.

U

ntil recently little was known about the couples stay in Estoril residing at the home of a wealthy banker, Ricardo Espirito Santa Silva. It turned out to be one of the most turbulent periods of the Windsors’ lives involving a plot conceived by the German Foreign Minister, Joachim von Ribbentrop. Intending to return the Duke to the English throne once Germany had won the war, it was important that he remain in Europe. Hitler had good reason to believe the Duke and Duchess were Nazi sympathizers and Winston Churchill became convinced they were a security risk. He ordered the Duke to take up employment as Governor of the Bahamas. He calculated that far away in the Caribbean he could do no harm. A number of scare tactics were employed by the Nazis to convince the couple not to go. The banker’s villa was stoned and windows

broken. This was blamed on the British who it was claimed wanted to ‘liquidate’ the couple. An anonymous warning came in a bouquet of flowers sent to the Duchess telling her of “the machinations of the British Intelligence service”. Finally to deter them from leaving it was reported that a bomb had been planted on the ship they were about to board. Like many other foreigners staying in neutral Portugal they lived in fear. Based on factual records there are other refugees included in the play that are longing to cross the Atlantic by ship or seaplane. Trying to reach members of their family in Quebec are the Empress Zita of Austria, Queen of Hungary and Bavaria and her daughter Archduchess Adelheid. In contrast to the royals there is the eccentric Jewish art collector Peggy Guggenheim attempting to book a passage on the Clipper to New York. Throughout the play the audience is

entertained by the amusing cabaret performer and dancer, Josephine Baker. She lives a clandestine lifestyle amongst the spies of Lisbon and adds more drama to this witty play. It covers a truly fascinating period of Portuguese history.

utch artist Will Kellermann is back in the Museu do Traje in São Brás de Alportal with a selection of Portuguese oil paintings. The previous exhibition here was a great success, with many paintings sold. In the studio near Moncarapacho she finished a series of typical Portuguese topics that she created on location (en plein air). Large formats, dynamic movement and vibrant colorite. Will Kellermann paints 'live' in many countries - Italy, France, England - but the Portugal has won her love. That

is why she has a studio here as well as in Holland. Will Kellermann is known as the painter of the 'Romantic Adventurism' and this is also the title of her book. After a successful exhibition at the European Art Fair in Amsterdam last December, a selection of her work can now be seen in Museu do Traje São Brás in January 2020. draught with Neil Caird Beth Jackson meets entrepreneur Neil Caird who has opened 'Afters Brewing Company' in Sao Bras.

I

was invited to a party in S.Bras, for which the host said “Don’t bring wine, the party is to promote a friend who brews beer. He will be selling it.” I dutifully took my purse, spurned the table where insurgents had accumulated wine, and went to the popup stand pumping beer. This is where I met Neil, who, with a strong Scottish accent refused my payment, saying, “I’m having such a good time, I’m giving it away!” Neil: Ah didni know yi had yer purse wey yi. Beth: (Ha ha) Did you start brewing as a hobby? Neil: Yes, about 10 years ago, but the feedback I got from friends was so good

that I started selling it. Before I knew it, the hobby was growing arms and legs, and I was spending time with a buddy in Peebles who had a brewery called the Ales House Rock. Beth: Great name! Neil: I was considering early retirement when he asked me if I wanted to buy it, and I thought, “Yes, I’d like a brewery, but not here.” We had just got back from Christmas in the Algarve. So we sent down 2 pallets of beer, 4,000 bottles, which sold really well, which was encouraging. Beth: It was surely quite a task to undertake, starting a brewery. Neil: I worked as an oil engineer on the West Coast of Scotland…and I love to

cook. Beth: So you had the skills sets to set it up. Neil: Three of us worked together on it, three generation, Grandpa, my son Sam and myself. We also have a well-regarded brewer that helps from back home and several locals involved in the business. We opened the 'pilot brewery' in Vilamoura 2 years ago to find out if the adventure was really possible; it was. I then decided to expand and buy a new 10 barrel system and found the right place in Sao Bras. The camera (town council) have been exceptional in welcoming us into the town. I can’t thank them enough. Beth: How many beers do you produce?

Neil: 5 core beers from Scotland. 2 created for S. Bras. They’re like the local beers in that they are not overpowering, they’re sweet, the same price, but with a stronger flavour. Beth: Ok, and who is your market? Neil: We target 3 demographics in the Algarve: the locals, the tourists and the ex-pats. Locals wouldn’t pay 10 cents more for anything, because the average earnings are very low. Ex-pats can’t live like holiday makers but are prepared to pay more for good beer. Holiday makers come for a fortnight to get hammered and spend everything that is in their pockets! We aren’t excessive with our prices though. We make a point of calling ourselves a “Brewery” and not a “Craft Brewery”, because craft beers tend to be expensive,

and we don’t want that overtone. Beth: I was pleasantly surprised when I tried your beer. Where are your outlets? Neil: We have our beers in several bars in the Algarve from Sagres to Sao Bras. We’re going to be opening the brewery soon with a tap room. We’ll give tours where you can sample the range of beers, and learn how to make beer. We have a 'brew kitchen' where you can design your own beer in 4 hours. This is where the lights come on and it becomes a “wow” experience; when you are tasting the malt grains, and selecting your favourite aromatic hops, your choice of beer ranges from a dark stout to light larger. Hops give the beer's distinctive flavours, which can vary from pine, herbal to tropical fruits and lemon; there are hundreds of different

hops you can use for adjusting profiles. Using different yeasts also adds another factor. Yeast consumes the sugar creating CO2, the 'fizz', and of course alcohol. Beth: That would be a great outing for residents to take visiting friends to, or a fantastic birthday present for a husband. Great; and I know that your environmental footprint is close to your heart. Neil: Yes, we only use natural products, even cleaning the machinery with enzymes you could wash your face with! The brewing process also leaves us with large quantities of spent grain which we give to local farmers to use to augment animal feeds. Beth: I’ve noticed while we’ve talked that when you mention prices they’re always refreshingly rock bottom.

There are several small breweries about run by German, Russian, Brazilians, Norwegians, and of course local Algarvian brewers, which brings a great international range and style of beers. We help each other out when we can; exchanging knowledge and also collaborating on better material supply chains as well as collectively sharing costs for exporting. inter is a time when a lot of the color of the outdoor world has faded away. The leaves have fallen and white snow and grey skies are becoming more frequent. Winter is also a time of happiness and cheer; a time that you spend with your loved ones. Having festive plants in your home is a great way to brighten the atmosphere and bring a feeling of love, laughter, and joy to your Christmas gathering. This article will touch on some of the most popular Christmas houseplants and give you a few tips to help you properly care for these plants. Christmas Plant Tips Many of the Christmas houseplants that we will be discussing on this list are tropical plants, which means that they will not do well in cold weather. Any amount of cold can begin a downhill spiral that will end in the death of the plant, so it is imperative to cover the foliage and keep the plant safe from the cold air as you bring it home from the store. Also, be aware of where the plant is positioned in the store. If it’s next to a drafty door, chances are that the plant may have already been fatally damaged. Once you get the plant home, you need to position it in a location that maintains a consistent temperature. Tropical plants do not do well with a lot of fluctuation, so make sure that drafts do not reach its leaves. In addition, placing a Christmas plant on the mantle of your fireplace or near another heat source could dry out the soil and cause stress to the plant. Remember that these plants do not require a lot of water, so do not water them until the top of the soil appears dry to the touch. Let’s take a look at some of the popular Christmas houseplants that you will adore this season. Poinsettia A poinsettia is a pointed red flower that is often associated with the Christmas season. It is most commonly seen in red, but this plant can also bloom in shades of pink and soft yellow. Since these tropical plants are forced to bloom during the holiday season, they need a little bit of extra care to get the plants to re-bloom. They grow best in direct sunlight and humid temperatures that remain between 65 and 75 degrees Fahrenheit. Amaryllis Amaryllis is a plant that has been seen in homes around Christmas time more and more each year. The bell-shaped blooms are often beautiful shades of red that create a welcoming warmth in your home. Since these lovely plants are tropical, they do require relatively warm temperatures and humidity in the air. This is a plant that requires bright sunlight, but it should not be placed in direct sunlight though because this can hinder the bloom and result in a lack of color for your Christmas gathering. Christmas Cactus Christmas cactus is a tropical plant that originates in the tropical rainforests of

southern Brazil. The flat, segmented stems of the plant remain green the majority of the year, but around the holidays, colorful red, orange, pink, purple, and white blooms form. They grow best with moist soil and a lot of indirect sunlight. If you want to ensure that your Christmas cactus will bloom during the holiday season, then be sure to provide the plant with 12 hours of darkness each night for six to eight weeks before Christmas. Holly Holly has been a part of the holiday season since it became part of the classic Christmas carol “Deck the Halls” nearly 150 years ago, but holly and berries have been a favorite to brighten the desolate winter since ancient times. The holly shrubs that we all know as traditional Christmas plants have pointed leaves, red berries, and small white blooms. Holly is a plant that requires full sun and well-drained soil that is a bit on the acidic side to grow properly. Mistletoe Mistletoe is a symbol of love that we typically hang in our homes during the holiday season, but this plant is actually a parasitic plant, so growing it indoors means that you will need a host for the mistletoe to grow. Seeding can occur in soil, but once roots form, the plant will need to be placed in a host tree’s bark. It will take about four years for a mistletoe plant to mature, and male plants will not produce white berries. Paperwhite Narcissus This is a delightful plant that stems from the Mediterranean. It is a close relative of the daffodil, and it is also a plant that creates bell-shaped blooms that are extremely fragrant and perfect for your home during the holiday season. The stalks of this houseplant are typically

about a foot to a foot and a half in height, and the blooms are star-shaped delicacies that are pure white in color. The blooms can be yellow or orange, but these varieties are often more rare. Winter Cherry Winter cherry is a plant that blooms small white flowers in the summer, but they are mostly known for their tomato-like berries that can be seen near the Christmas holiday season. The longer the berries are on the stem, the redder they will become. These plants adore bright sunlight, but nothing

that is too direct. They also need relatively cool temperatures, but nothing too drafty. In addition, this plant is also toxic so be careful if pets or small children are in your home. Christmas Berry The Christmas berry is a shrub that can be found along most of the California coast. The leaves of the plant are dark and glossy, and star-shaped flowers that are white and beautiful are produced in the summer months. During the winter season, the plant will yield fruits that are plump and red. The plant requires several hours of direct sunlight a day, and it also prefers to grow in warm temperatures with a high level of humidity. Cyclamens Cyclamens plants are lovely Christmas plants that make your home feel more festive. It is a plant that originates from Europe and the Mediterranean area, and the blooms are often delightful shades of red that match the rest of your holiday décor. This plant is very particular when it comes to the temperature; in fact, temperatures below 40 degrees Fahrenheit or above 50 degrees Fahrenheit during the night or 68 degrees Fahrenheit are not tolerated at all. Christmas Azaleas Azaleas are evergreen shrubs that produce bright red blooms that vary in hue. The plant is loved during the holiday season because it blooms during the winter months and continues into early spring. It is not a plant that likes a lot of direct sunlight; in fact, it actually likes to grow in partial shade conditions. This plant enjoys relatively cool temperatures that do not rise above 68 degrees Fahrenheit, which is why it is such a great plant to have in your home during the winter months.

Time to take interest in your investment options

hese are challenging times for investors looking for growth with minimal risk, as bank interest rates around much of the world remain ultra-low. The UK rate has lingered at 0.75% for over a year – it is now over ten years since it was over 1%. Elsewhere, the US Federal Reserve cut its interest rate for the first time in over a decade, and places like Japan and the eurozone are even enduring negative rates. What does this mean for savers? Unlike bank interest rates, inflation has continued to rise over the years. With average 2.3% inflation in the UK since 2010, most UK savings, ISA and deposit accounts are failing to keep up with the cost of living. Last year, the average 0.23% offered by UK easy access savings accounts meant the average saver lost around £500 in real terms. In this climate, achieving better returns than bank deposits means widening your investment horizons to consider ‘riskier’ assets. However, it is crucial to factor in diversification and your personal appetite for risk. Reducing investment risk Many people worry about the risks of investing money for growth but overlook that there are

also risks with leaving money in the bank – even the biggest financial institutions can fail. While market dips can be unsettling, you can reduce risk by being invested for the medium to long-term in a well-diversified portfolio. The key is to spread investments across different regions, asset types and sectors to limit exposure in any one area, using a strategy matched to your particular situation, goals, timeline and risk appetite. Spreading the timing of investments by investing capital in tranches – ‘pound (or euro/dollar) cost averaging’ – can also help smooth out volatility and potentially improve overall returns over longer time periods. I am a British citizen resident in Portugal with the Non-Habitual Residency status. Will Brexit have any implications in my personal circumstances? No. After Brexit you will maintain the benefits arising from the tax regime of non-habitual residents. I am resident in Portugal but not NHR. Do I have to declare my pension and pay tax here? As a resident of Portugal, you must declare your worldwide income in Portugal. If you receive a pension and this was due to public functions (military pension or teacher’s pension, for example) then you declare this in Portugal, but they are not taxed. This is because according to the DTT (Double Taxation Treaty) agreements, the right to tax these pensions remains with the country where they are paid. So, you may be taxed at source, depending on the threshold in your country. If the pension is private, then the tax is paid in the country where you are resident, which is Portugal. However, please note that the Portuguese IRS code, states that in case of Pensions and Annuities which include personal capital contributions, the portion corresponding to your personal contributions shall be deducted in determining the taxable amount. As in many cases this is not possible to calculate, then the tax code determines that only 15% of your income is liable for tax, which means that 85% of your pension is exempt from tax in Portugal. I am a Swedish citizen living in Portugal and have the NHR status. As you already know the Swedish government and the Portuguese government have already committed to a long list of changes. Can you please tell me how this will affect me? In fact, Portugal and Sweden’s Ministers of Finance have signed an amendment to the DTT

executed between the two countries, with the objective of allowing Sweden the right to claim tax on pensions derived from its territory. According to the information available at this stage, the DTT will remain in force and only a surgical amendment to the pensions’ clause will be made. Moreover, at this stage, the information available suggests that Sweden will be entitled to claim tax on all pensions after a transitional period of three years. If, during a three-year period counted from the entry into force of the new DTT, Portugal starts claiming tax on Swedish pensions, then Sweden will not claim tax. However, if Portugal keeps the currently existing exemption under the NHR regime and/or does not start claiming tax on pensions through any other mechanism, then Sweden can immediately – once the transitional three-years’ period is over – start claiming tax on the pensions. It is very important to note the signature of this agreement is only the formal beginning of the process to amend the DTT and it is still uncertain when a new DTT will actually be in force between the two countries. In this context, we can bear in mind the timings of the renegotiation of the Portugal/Finland DTT, which began in 2013 – a new treaty was even agreed on in November 2016 and Finland fulfilled all the internal formalities for the new DTT to put it into force in 2017, whereas Portugal did not. As a result, Finland communicated the termination of the whole DTT with effect as of 1 January 2019. Last but not least, please note that any NHR taxpayer can choose to pay taxes in Portugal, opting by the tax credit instead of full exemption. This way they would be paying taxes here and avoiding the 25% tax in Sweden. I am selling my property for €500.000 and will have a big capital gain. As I am a tax resident and this is my primary

residency, I am considering reinvesting in another property in the UK, in order to avoid paying this tax. However, due to Brexit I am not sure if I will make this reinvestment on time and I really do not wish to buy another property in Portugal. Do I have any other alternative? What is your advice? There is a alternative as the Portuguese government amended Article 10 (capital gains) and now the scope of reinvestment is widened. In the case of the sale of the house used as the primary residence of the taxpayer, you can reinvest in the purchase of an insurance contract, or individual membership of an open pension fund, or contribution to the publicfunded scheme. To make this possible, the following conditions must be met: ● The purchase of any of the ebove schemes must be made within six months from the date of realization ● If the investment is made through the acquisition of an insurance contract or individual membership of an open pension fund, they must exclusively provide the purchaser or his spouse with a regular periodic benefit, with a maximum annual amount of 7.5% of the amount invested ● The taxpayer needs to be retired, or a minimum of 65 years of age Last but not least, you may want to reinvest partially in a house and partially in one of these products – both types of reinvestment may coexist. However, each of them has its maximum deadline – reinvestment in a new property three years, and in a financial product six months. No tax is popular, but this one attracts particular venom

D

omiciles and inheritance tax are routinely seen as an atrocious snare by the government that stops people from disposing of their wealth as they see fit. Over the last year more than £5 billion was collected from the inheritance tax alone. For expatriates, your local inheritance tax can be even trickier to understand in regards to your position in line with the UK’s Inheritance Tax, but with rates of 40% and above it pays to understand your situation and options. Even if you have been living abroad for many years, it is still highly likely you are considered to be UK–domiciled, which brings you into the battlefront of inheritance tax. The UK Inheritance Tax Department will stick their jagged little fingernails into anything that could suggest you have intentions to return to the UK. Take for example the famous legal case of Richard Burton, the silver screen celebrity of the 50s ,60s and 70s. Born in Wales but he lived for many years in the USA before moving to Switzerland, where he finally ended his days. Hearing of Richard Burton’s death, the UK tax authorities wasted little time and made an inheritance claim on the grounds that Burton had never been able to relinquish his UK domicile. It is important to point out that Burton didn’t own any assets or derive any income from the UK and thought he’d be able to legitimately avoid UK inheritance tax by dying in Switzerland. However, many years previously, Burton had bought burial plots for himself and his exwife in Pontrhydyfen, Wales. This enabled the UK taxman to claim that Burton had always intended to return to the UK and was therefore deemed UK-domiciled. It is likely that his defence lawyer would have argued that this return would have only been after his death but the UK Revenue won the case and

Ambassador praises Centre Algarve T

hree years ago Essex businessman Andy Mahoney was awarded the prestigious ‘Points of Light Award’ by British Prime Minister Teresa May for his vision and tenacity in establishing Centre Algarve, Moncarapacho. The centre is thought to be the first in Europe for people with special needs and their families to be able to enjoy the experience of visiting a foreign culture in a safe environment. Recently British Ambassador Chris Sainty and his wife Sarah together with Vice Consul Clive Jewell visited the centre where they were welcomed by Belinda Willis. The wide range of birds and animals, that are a feature of the centre, help to encourage youngsters to relate to the environment as Sam Willis explained, “many

youngsters come alive as they interacted with the meerkats, chipmunks, wallaby, goats and tricolour squirrels.” Amy Willis gave the guests a conducted tour of the facilities including the air-conditioned bedrooms with en-suite hygiene and wet rooms, discovery centre, soft play/sensory room as well as the American themed diner and children’s kitchen. Centre Algarve caters for individuals and groups from across the UK and Portugal where a charitable foundation has been established under the title of Causa Vibrante; the centre already has charitable status in the UK (24×7 Special Needs Holiday Trust). The monthly Quiz Nights at Centre Algarve organised by Jeff and Christina Tofts continue to attract a large following. The last event raise nearly 900euros with sixty-two quizzers split into

eleven teams; the Super 6 featuring Sylvie Murat, Nicky Steinberg, Sue & Andy Wilkins and Christine & Chris Wright took the honours by a mere half-a-point! port has created many lasting friendships and these can start in the most unlikely of circumstances. After a tight 2-1 win for Olhanense at 1st Dezembro, Vicki & Larry Bawden, Brian Caldwell and Chris Wright were making their way back from Sintra to Lisbon when they per chanced on an elderly gentleman who showed great interest in the Olhanense scarf. Photos were taken and then Vytas opened his rucksack and produced a large flag of his village Simnas in southern Lithuania. Vytas was travelling through Portugal on his way to see his native country play Portugal at the Algarve Stadium. Simnas, the population is under two thousand, witnessed the horrors of WW2 in September 1941when four hundred & fourteen Jews were murdered 68 men, 197 women and 149 children - by a Nazi Einsatzgruppen in a mass execution. A moving memorial is built on the site of the massacre. The brief encounter may well develop further as emails are exchanged and a hands of friendship extend across nearly 4000kms of Europe.

he 26 year-old defender Zach Muscat collected his 40th international cap for Malta in the 2-1 home defeat by Norway in the EURO 2020 qualifier. A few prior days prior to the game in Valetta, Muscat had been part of the Malta squad that lost 7-0 against Spain in Cadiz. 19 year-old Leandro Lelo, a product of the Olhanense youth system, made his debut for the Portugal U20 team that lost 4-0 to England and subsequently went down 2-0 to Germany. Olhanense manager Vasco Faísca, 39, has been linked with a possible move to Sporting next season as they look to reinforce their coaching staff.
