Welcome...

EastAlgarve m

...to your July issue. Summer is well and truly upon us and we have more friends and family visiting this year than ever before! This month we visit Tavira House Hotel, the perfect place for guests to stay. Located in the center of Tavira, the beautiful architecture and decoration is simply stunning. Attention to detail is second to none, even if you don't need a room for the night, it's well worth a visit just to see! We were also delighted to accept an invitation from Monte Rei's Vistas restaurante to enjoy their delightful degustation menu; a real treat! On a personal note, I would like to take this opportunity say fairwell to a friend of mine Tony Marrs who sadly passed away last month. A true gentleman who will be sorely missed by so many. It really was an honour to know you Tony. Our thoughts are firmly with his wife Lis, his sons and grand-children. Editor

Vandals’ three-night rampage leaves East Algarve counting the costs

A

round 150 car and van owners in the Sotavento (Eastern Algarve) woke up to find vandals had smashed the windows of their vehicles. In one night alone, nearly 100 cars were affected. The trail of damage stretched from Fuseta, in the borough of Olhão, all the way to Vila Real de Santo António - and although police have intimated they know the gang behind it, they have yet to make any arrests. “I didn’t hear anything during the night,” one elderly lady told reporters from the Hortas area of VRSA. “But when I went to the car, I saw I had a window smashed. I had already heard of all the vandalism, but had no idea it would happen to me.” The woman’s car was parked outside her home in a “quiet area”, she added. The gang’s trajectory was reported to have then moved back geographically, centring more on the area around Tavira. The attacks are all reported to take place in the early hours of the morning.

T

Apolónia shopping centre moves forward

he Alma Plaza Lifestyle Centre project, launched five years ago by the Apolónia group, looks set to become a reality. First mooted in 2009, the €49 million project means to create a new shopping/lifestyle centre over 5.7 hectares near Sítio das Pereiras in Almancil. Its environmental impact study has now reached the public consultation phase and has meantime received the thumbs up from the Ministry of Economy and Innovation, the Directorate-General for Economic Activities (DGAE) and the borough council of Loulé. In all, the centre will include an Apolónia supermarket, a variety of stores, restaurants and cafés, as well as cinemas and clinics. The current Apolónia supermarket, less than 200 metres away, will close once the new one opens. Although the total number of retail spaces has not been revealed, the group claims the centre will create a total of 505 direct jobs and another 210 indirect jobs. According to the EIA, the centre promises “important socioeconomic benefits” and would only have minor environmental impact, such as the cutting down of a number of cork oak trees. It's an issue that poses another problem though - a decrease in air quality caused by construction work and the loss of the trees. To make up for this, the Apolónia group has pledged to create 13,22 hectares of green spaces in the area - complete with cork oak and holm oak trees though the road network will have to undergo changes to bring the project to life. These include the construction of new roads and sidewalks, a roundabout on the EN125 and "adjustments to other access routes". A final licence - to be granted on the say-so of the Portuguese Environmental Agency (APA) or the Secretary of State of Environment - will be decided upon later this summer.

Health

What is WHIPLASH? W

Health advice from Duarte Arrais, Fisioclube Fuzeta.

hiplash is an injury to the soft Neck tissue. It is named due to the movement “similar to a whip". It is an injury caused by stretching of the muscles and ligaments of the neck beyond their normal range of motion. It is often the case with this type of injury in automobile accidents. When a vehicle stops suddenly in an accident or when hit from behind, the seat belt will stop a person's body from being thrown forward. But the head follows the sudden movement forward and then backward, causing whiplash. This injury may also occur in high-impact sports such as football and boxing among others. The pain of whiplash may not appear immediately after an accident. The diagnosis can be made clinically, taking into account the characteristics of the symptoms and the results of the neurological examination. Tests such as x-ray, CT and MRI help determine the size of the injury and in which region of the spine it is located. Sometimes this injury may take hours to develop and stay for several days. The main signs and symptoms are: • Myo-osteo-articular changes such as neck pain, headache, thoracic and lumbar localized pain, loss of joint range; muscle / ligament strains and herniated discs, pain and stiffness in the neck, jaw, shoulders

8

and arms. • Neurological disorders such as paresthesia, decreased proprioception and reflexes; • Cognitive disorders such as memory loss, difficulty concentrating, headaches and dizziness; • Vestibular disorders such as lack of balance. The Quebec Task Force (1995) classified the disorders associated with the syndrome Whip (DASC) at: Grade 01: Clinical Manifestations such as pain and stiffness in the neck or muscle contractions, however, no clinical signs; Grade 02: Clinical Manifestations such as pain and stiffness in the neck or muscle spasm with musculoskeletal signs; Grade 03: Clinical Manifestations such as pain and stiffness in the neck or muscle contracture, with neurological signs; Grade 04: Clinical Manifestations such as pain and stiffness in the neck or muscle contracture with cervical fracture or dislocation. Treatment involves immobilization of the cervical area (cervical collar) during the first few days, relaxing and anti-inflammatory treatment. After examinations prove there is no tearing of ligaments, discs or the muscles therapy can begin with realignment of the spine and muscular unlocking using manual therapy. The Fisioclube presents effective techniques and methods

in solving this type of injury. Do not suffer any longer, we can improve your quality of life!

pened in June 2008, the beautiful Vistas restaurant offers a complete gourmet experience, providing the ultimate in gastronomic delights with a unique ambiance and an uncompromising level of service. Their celebrated and award-winning chef Jaime Pérez brings his sublime culinary talents to the resort's signature restaurant. During his career Jaime has worked with, Ferrán Adrià, who has been called the world's greatest chef and

is certainly one of the most creative. Jaime became head chef at Adria’s renowned 3 Michelin star "El Bulli restaurant. During his career Jaime has worked with Carlos Abellan, Sergi Arola, Pedro Subjiana and Oriol Balaguer, all of whom have influenced his style of cooking and all have left their mark in different ways. These chefs have acquired global recognition as ground-breaking pioneers in the culinary world. Before arriving at Monte Rei, Jaime Perez was executive head chef at one of Spain's most

recognized and luxurious hotels, The Ritz Carlton Arts Hotel in Barcelona. A truly unique and breathtaking experience; Vistas offers the degustation menu. They kindly offered a chance to try their 5 course extravaganza of complete excellence. We were warmly welcomed by Issac and Miquel, who ensured we were made comfortable while we were served the following sumptuous feast, each dish being as much a work of art, as they are designed to suit the most discerning palate:

13

• Crab Meat with mango passion fruit and baby vegetables. • Prawn Risotto with port reduction. • Angus steak with caramelised shallots. • Vanilla Foam with selection of wild berries. • Chocolate in differing textures: Crispy, Mousse, Sorbet; Brownie and Sauce. Jaime remains true to his creed that "only the best is good enough" whilst using the freshest local ingredients,

focused on Mediterranean cuisine. Experience Chef Pérez's grand tasting menu paired with fine wines while dining in the opulent, high vaulted ceiling showpiece restaurant with stunning views out across the fairways and lake to the Atlantic Ocean. TAVIRA HOUSE

Tavira house, the Algarve’s small luxury hotel

C

ertificate of Exellence award winners for 2014, Tavira House Hotel, is the only boutique hotel set within the castle walls of this stunning Algarvian town. Tavira House Hotel is a lovingly restored and culturally protected 160 year old mansion house, priding themselves on their customer service and attention to detail. This is evident in everything they do, from the luxurious comfort of the ballroom through to the crisp coolness of the bedding to the scrumptious freshness of the breakfast. Whether it's a cocktail on the terrace, towels or parasols to take to Tavira beach, a recommendation for a restaurant or a booking at a Tavira golf club, the friendly team is on hand to help you ensure a holiday in Tavira is the best possible. Tavira House provides a base right in the heart of the town from which to explore and experience the beauty

www.eastalgarvemag.com

of the Algarve. Today, Tavira House, is frequently cited as an ‘architectural gem’ with an ‘above and beyond’ team. Built in 1860 for a high ranking officer in the Portuguese army, Casa Alice (to give the house its original name), was a maze of corridors, false walls and double-door entry points. Uninhabited for the previous 20 years, the substantial renovation project began in earnest in 2006 but due to the listed and protected status, progress at first was excruciatingly slow. It would have been much easier to have kept the façade and knocked down the rest of the building, however, due to its patrimonial order this was not an option and given some of the truly outstanding features, this would have been sacrilege. As such, room by room the building was carefully dismantled, retaining as many of the original features as

possible, and slowly reconstructed, replacing roofs, floor joists and walls along the way. The Algarvian arched walls were preserved and accentuated wherever possible and the exquisite mouldings of the ballroom, a truly unique room in all of Tavira, skill fully recreated. True character was a value they aspired to when undertaking this project as many of their own hotel experiences in the past had been dulled by staid, regimented design and ambience. As such, a great amount of time was spent lovingly recreating many of the original features including the magnificent ballroom ceiling mouldings, internal oak doors, steel balcony railings and brickwork arches on the ground floor. Throw in some new and luxury features such as the bohemian glass chandeliers from Slovakia and locally sourced Tavira Stone tiles, and the result is a perfect balance of old and new!

17

During the high season, Tavira House operates as a fully serviced boutique hotel, committed to making each guest’s holiday in the Algarve, a memorable one. In the lower seasons it is also the perfect venue for private functions, corporate hospitality and golf breaks. Waiter service is available from breakfast through to midnight, and a complimentary Portuguese wine tasting service takes place in the Ballroom every Tuesday and Friday at 6pm. The hotel boasts numerous spaces, both inside and out, for guests to

18

read, eat, drink and generally relax. The Ballroom is the main reason Tavira House is culturally protected and a listed building. The intricate mouldings featuring gold detailed swans on the ceilings are highly unusual for the area. The room has been furnished with relaxing comfort in mind – to allow guests to relax and take in the room’s beauty. In the summer it is cool. In winter the chandeliers provide a warm glow, as does the open fire. The lower garden offers shaded seating. The mid-terraces offer alfresco dining and the roof terrace

is an oasis of loungers and sofas nestled among the Algarvian roof tops. The views over the town are stunning. During the day, much of the roof terrace is a den for sun worshippers, but by night, with its delicate lighting, it twinkles gently. A very unique and absolutely amazing restoration project which has created a beautiful place to stay in Tavira. Many thanks to Nuno Reis, the manager for making us very welcome. you from losing money. However when markets stabilise, staying risk averse for too long can seriously erode the purchasing power of your savings. Although many new developments were built in the East Algarve prior to 2008, it still remains largely unspoilt. Also some beaches get crowded but there are also many stretches still little frequented, you just need to work a bit harder to find them. The real estate market is relatively still slow, but picking up. Transaction volume has steadily increased over the past 24 months, but prices remain weak. In this buyers market there are many attractively priced properties on the market. If you are not sure if this is the right time to buy, be aware that prospective buyers who previously postponed their purchase decision due to economic uncertainty are currently finding the right property at prices not seen for a long time. In addition, programs like the Golden Visa and the NHR (Non-Habitual Resident) have also proved to be successful in attracting foreign buyers. Investors who apply for the NHR status enjoy a double whammy; buying a property at bargain base price levels and not having to pay tax on their pension income for 10 years. To give you an idea of what you can buy for your money we have made a small selection of properties in urban and rural areas, which have been reduced in price and are good value for money. This selection focuses on properties between approx. Euro 100.000 to 260.000, but similar selections in higher price bands and/or other parts of the Algarve can be made. If you are interested in rental income from your property, these properties could offer a rental yield north of 5% per annum, which looks favourable in comparison with 5 year government bond yields in the U.K., Germany, Holland or France. If you believe property prices to increase 20% in 5 years time, your total return on investment (rental income + capital

Expats

Expats had their say in a big way!

I

Highlights revealed from 2013 study In the world’s largest independent research programme.

t’s taken four months for its team to analyse more than 60,000 pages of consolidated results and insights into the lives of almost 8,000 expats around the globe. Comprising more than 150 questions across 3 surveys, ‘Migration & Lifestyle’, ‘Retail & Finance’ and ‘Travel & Health’, The Expat Survey 2013 was launched on the 15th July last year and remained live for 6 months. Any nationality in any country was free to engage in the project; and providing they completed all three parts of the programme each expat was then entered into a prize draw to win £1,000 cash. Responses came from 128 countries, with most of the feedback being provided by ten nationalities – British, Americans, South Africans, Irish, Dutch, Australians, Canadians, Indians, Germans and New Zealanders. Project Director Emma Wood explains ‘we wanted to achieve several key things with our research programme. Firstly to learn about each expatriate’s migratory journey and the reasons behind their decision to leave their country of origin. Secondly, to find out whether or not the grass is greener on the other side and thirdly to establish

28

what is now relevant to them and the decisions they make in their day to day lives; from banks to brands, health to holidays, the technology they favour and the media they connect with. Beyond this we wanted to secure meaningful and ongoing engagement with them, so that they can continue to share their views and opinions with us’. ‘We are delighted with the outcome of our inaugural study. Expats from all walks of life and locations have made an invaluable contribution and we are now able to understand what’s important to them and what isn’t, what they feel adds value to their lives or influences their decisions when making critical consumer choices. In a world where we are all constantly bombarded with information and advertising messages, relevancy is particularly significant to this group of individuals, due to the dynamics of their lifestyles’. Out of 56 contract, pay as you go and roaming SIM solutions put forward by those residing outside their country of origin, the top 3 coms providers based on vote volumes were Vodafone, Orange and T-Mobile. Wood adds ‘the project covered a diverse range of topics and gleaned in-depth insights. For example, whilst

it’s significant to know which coms companies expats mostly subscribe to, it was particularly relevant to learn that in many cases those companies don’t have exclusively ownership of their customers’ consumption. When expats are on the move many often adapt their telecoms and broadband solutions on a trip by trip basis, subject to the continent and territory they are going to; and with a good understanding of the infrastructure and options available to them. Many use several packages with different providers and numerous actually explained why’. Out of 167 travel website/apps nominated it wasn’t an airline or tour operator that dominated the top 10, but price comparison platforms with Skyscanner in first position, Expedia in second and Booking.com in third; but interestingly it wasn’t only price that ranked in their priorities when choosing to look up these providers. Independently minded expats didn’t hold back when sharing their opinions of online retailers. Many received significant praise, but in equal quantities there was criticism for certain elements of the online shopping experiences they had received. When asked about their favourite brands the top 10 were Apple,

www.eastalgarvemag.com

Samsung, Chanel, Armani, Gucci, Nike, Sony, Zara, Ralph Lauren and Marks and Spencer. And whilst most of these are deemed to be luxury with considerable price tags, to those that voted they were regarded as good value for money. ‘We are pleased to report that Eastern and Latin American cultures connected with us too; and in the 2014 research study due to launch in the middle of next month, we shall be focussing on developing response levels from Chinese, Brazilian and other emerging groups’ said Wood. ‘In tandem with the 2014 research programme we also intend to launch The Expat Survey Consumer Awards (TESCA) to further empower expatriate consumers, as they will be able to nominate and explain in up to 100 words why they favour certain media and companies that service them’. ‘If you reside outside your country of origin for more than 6 months in any

12 month period, on a temporary or permanent basis, we really want to hear from you. The Expat Survey is accessible via smart phone, iPad and most tech applications, so wherever you are in the world we hope that those that engaged with us last year will join us again this year; and that thousands more expats will join in too’. The Expat Survey 2013 prize draw

was won by Mrs Audrey Harris, originally from Britain but now living in Fuerteventura, who invested her winnings in a new laptop and a trip to visit her family. The 2014 research programme will again offer a cash prize for participation, as well as some other great treats to be announced in the coming weeks on their website at www. theexpatsurvey.com

Gardens

Grow your own Herbs

T

here are so many different kinds of herbs and your first step in planning a garden is to choose the ones you want to grow. If you are new to herb gardening you will probably want to start with those that you can have the most fun using. Culinary and fragrant herbs can be used to make teas, jellies, herbed butters and breads, and preparations such as potpourris and sachets. I have selected 5 different types of herbs for you to try, but these are just a few that you could grow so give them a try, because even now it is not to late to get the seeds planted. There is no set way or place to grow your herbs. They can be raised like vegetables in rows or plots, neatly staked off and labelled. You can integrate them into the

32

landscape as ground covers, edgings, or companion plants with other ornamentals. Or, more casual plantings can grow in corners of the garden or small sections of a border. You also can grow herbs in containers both outside and indoors. If you are more ambitious and want to be traditional, you can plan the kind of formal herb garden which originated in the Middle Ages. It is best to keep those herbs that require different amounts of water (such as the mints and thyme) at separate ends of the bed. Some herbs do not require as much sun as the others and can be planted near taller kinds that will filter direct sunlight before it reaches them, or, you can locate the bed where one section will receive fewer hours of sunlight each day than the rest of the bed.

Better tasting and the cheaper option even with the smallest of space... BASIL; How to grow You can start sowing basil towards the end of March on a sunny windowsill. It’s very sensitive to cold and will blacken at the slightest hint of frost, so make sure your early sowings are protected. Once the young plants reach about 15cm tall, remove the shoot tip to encourage more leafy growth and a bushier plant. When the warmth of June arrives, you can sow another batch outside and move any indoor plants outside to the patio. Make a final sowing in August to give you fresh basil into autumn. Buying basil in pots You can also buy basil in pots from the supermarket or garden centre. Look for bushy plants with lots of side-shoots and no sign of flowering. You can then make more plants by

www.eastalgarvemag.com

taking cuttings. Cut off a piece of stem about 8cm10cm long, just below a leaf joint. Remove the lower leaves, then pop the cuttings in a jar of water and wait for them to form roots. Once they’ve rooted, pot them in free-draining compost. How to care for basil Keep your basil in the sunniest spot you can find – preferably a south-facing windowsill or patio (once there’s no risk of frost). Water sparingly and remove flower spikes – if these are allowed to mature, your plants will stop growing new leaves. How to harvest Pick individual leaves from the top of the plant and feed with a liquid fertiliser afterwards. Then leave it to grow again. If you find that you have a bumper

www.eastalgarvemag.com

crop at the end of summer, pick the lot and make it into pesto. It freezes really well if you leave out the parmesan, which can be added before use. Recommended varieties Sweet basil, often sold as ‘Sweet Genovese’ has the classic basil taste. Greek basil is compact and bushy with tiny leaves, so there’s no need to chop them before cooking. ‘Green Ruffles’ has the classic basil flavour with a crinkly leaf texture, while ‘Thai’ is a spicy hot basil. ‘Cinnamon’ has a flavour rather like aniseed sweets, or for a fresh lemony tang try ‘Mrs Burns’ Lemon’. For ornamental use in window boxes or edging beds, try ‘Purple Ruffles’ for its crinkly purple leaves. CORIANDER; How to grow Coriander doesn’t like being moved,

so it’s best sown where you want it to grow, either in the ground or in large pots. Sow in late spring or early summer. In August sow some more in pots on the windowsill for a supply during autumn and winter. Coriander is annoyingly quick to flower and set seed before it has produced much leaf, so it’s best to sow little and often. Watch out for fine, feathery leaves – a sure sign the plants are about to flower. How to care for coriander Well-drained soil in a sunny spot is essential. If you’re growing it indoors on a windowsill, give it plenty of light and don’t over water. How to harvest Keep picking mature leaves as and when you need them. Regular cropping should delay flowering.

33

Once the plants do flower, allow them to set seed. The seed is ripe when it stops smelling unpleasant. Collect it and use in cooking, keeping some to sow for another crop. Recommended varieties If you want the leaves choose ‘Cilantro’ and ‘Leisure’, which are slow to form seeds. If it’s seed you’re after, go for Moroccan coriander. PARSLEY; How to grow Parsley is a biennial – flowering then dying in its second year – but is usually grown as an annual. It's notoriously slow to germinate, but is worth growing from seed for a good supply of leaves. Sow from March onwards on a sunny windowsill. The best time to sow is July when you can plant outside direct into the ground or into large pots at least 30cm wide. Keep the seed well watered to aid germination and they should sprout in three to four weeks. If you haven’t the time or patience to grow from seed, buy a parsley plant from the supermarket or garden centre. Cut it back to within 5cm of the base and then repot into a larger container without disturbing the roots. How to care for parsley Parsley prefers damp soil in partial

34

shade. You’ll need to protect it from slugs and if carrot fly is a problem, cover with fine mesh. Parsley is hardy but it will produce fewer leaves in winter if left outside. Cover plants with a cloche or move potted parsley indoors or to the greenhouse to give you fresh leaves in winter. Try growing curly parsley as an ornamental border edging – it looks great with French marigolds. How to harvest Parsley can be picked continually and will constantly produce new growth but it’s worth picking a good bunch, chopping the leaves and freezing for use in winter when leaf production declines. Recommended varieties For curly-leafed parsley choose ‘Champion Moss Curled’ or ‘Green Pearl’; for flat-leafed go for ‘Plain Leaved 2’. Both should be readily available. LEMONGRASS; How to grow Lemongrass can be grown from seed sown from late January to March. As it’s a tropical plant, the seed needs heat to germinate so sow in a heated propagator. Transplant the seedlings when they are large enough to handle and grow them on in the greenhouse or on the kitchen windowsill. Lemongrass is readily available

nowadays in most large supermarkets as cut stems. Providing the stem is fresh and the base hasn’t been overtrimmed, you can get it to root in a jar of water before potting it up. How to care for lemongrass Keep your lemongrass well watered in summer and give it a liquid feed every now and then. Keep just moist in winter and ensure you don’t over water. Lemongrass fares best if grown permanently in a container in the greenhouse or on a sunny windowsill. How to harvest Cut off one stem close to the root and use 10-12 cm of the stalk starting from the base and discarding the outer leaves. Recommended varieties Lemongrass (Cymbopogon citratus) doesn’t have any named varieties so go for the plain type as either plants or – if you’re feeling adventurous – seed. THYME; How to grow Thyme is an evergreen dwarf shrub and a huge range of varieties is available in garden centres. Buy in spring for planting in beds or containers. How to care for thyme Whether you’re growing the twiggy bush types or the carpeting mat

forms, all like a warm sunny site in well-drained soil that's low in nutrients. Add grit to the planting hole or container. Thyme thrives in chalky soils. Trim plants after flowering to keep them neat and encourage new growth. Thymes are best treated as short-lived herbs that will need replacing every three years or so. Either buy new plants or take cuttings from new shoots in early spring or summer. How to harvest Snip off twiggy stems as you need them and strip off the leaves. The first announcement on the 5th June by the ECB to reduce interest rates to make the Euro look more attractive to people to buy saw the GPB go up to the 1.2350’s and then on the 12th June Mark Carney announced that UK interest rates could rise sooner rather than later. Urban rehabilitation incentives

I

t was approved by the Tavira Town Hall on the 24th April 2014, the Urban Renewal Strategy for the city and also defined the area of urban rehabilitation (ARU) of Tavira. This strategy allows interventions for either public and private institutions or individuals, offering several tax incentives for works that include simple urban rehabilitation (applicable to buildings in need of small works) and ‘deep’ urban rehabilitation in other words, complete refurbishment (applicable to buildings uninhabitable or in very bad state). There are several government and municipal incentives in Portugal aimed to the rehabilitation of urban areas, buildings and even apartments that are either located in designated neighbourhoods (ARU) or in the case that have been built more than 30 years ago and are in need of rehabilitation work. Such rehabilitation is encouraged in Portugal by a legal framework which, among other measures offers: • Simplified and quick planning permission procedures; • Simplified and quick eviction of long term tenants who would otherwise have a right to extend

their tenancy rights indefinitely; • Various tax breaks; • Special financing schemes. Eligibility Regardless of whether or not the same property use is kept, the benefits are granted on the condition that the rehabilitation work results in a property preservation condition that is at least “two levels” above that existing before the work, as certified by the local municipality before and upon the conclusion of the rehabilitation work. In order to qualify, the rehabilitation work has to comply with the following main requirements: • The building façades, as well as any architectural and structural elements deemed of heritage value, have to be preserved; • The number of floors above and below ground level, plus the roofing configuration, cannot be changed; • The structural resistance of the building cannot be negatively affected. Each municipality has its own rehabilitation specific programmes and special procedures. In the case of Tavira there is an enthusiastic policy, which envisages the urban renovation. In fact, to promote the urban rehabilitation, Tavira grants

to property owners within the ARU, whose properties require deep intervention and as per the urban renewal strategy document, the exemption from payment of fees until 27-02-2015, and 50% reduction after this date. Rates subject to exemption are as follows: a) licensing, prior notification and approval of urban operations; b) Issuance of building permit; c) Occupancy of public areas; d) Conducting surveys; e) Municipal Urbanization rate. Planning Permission Under a law passed in 2012, rehabilitation works benefit from a simplified and quick planning permission procedure based on a system of prior communication by the developer to a single body appointed by the municipality to oversee rehabilitation works. Under this system, the developer’s technical expert (qualified architect and/or engineer) assumes responsibility for the conformity of the planned works to existing regulations, and planning permission is automatically granted within 20 days of the communication, unless the municipality decides to oppose the plan within this time frame, which it can only do on

certain specific grounds. Likewise, upon conclusion of the works, the property usability and, if applicable, its division into separately-owned apartments, will be speedily licensed by the municipality on the basis of a communication by the expert who took responsibility for the works. Tax Incentives The most relevant tax incentives to property rehabilitation are: 1 Exemption on IMT - Property transfer tax a) Purchase of the property to be rehabilitated; works must start within 2 months after deed. b) 1st purchase after the property was rehabilitated, if the property is within the urban rehabilitation area and will be used as the main residence 2. Exemption on IMI – Council tax a) Ownership of rehabilitated property: 2 years exemption b) Ownership of rehabilitated property located within urban

rehabilitation are: 5 years exemption 3. Reduced VAT rate Contracts for rehabilitation work on a residential property, or any other property within ARU, can benefit of a 6% VAT rate 4. IRS – Residents Personal Income Tax a) Rental income can be taxed at 5% b) Tax deduction of 30% of the capital invested, up to the amount of 500€

c) Capital Gain Tax can be taxed at 5% If you are looking to invest in Urban Rehabilitation, now might be the best time to do it! Algarve golf courses' growing thirst

T

By Jonathan Amos, Science correspondent, BBC News, Vienna

he Algarve has some of the best and most popular golf courses in Europe, but they need a huge amount of water to stay in tip-top shape. And now scientists have used satellite and weather station data to calculate just how much the greens and fairways of southern Portugal are consuming. The study shows the Algarve's 40 courses are being irrigated with some 18 million cu m of water a year. This is the equivalent of more than 700mm of rain. "The greenkeepers understand the challenges of using so much water and they are introducing efficiency strategies," Prof Celestina Pedras from the University of the Algarve in Faro told BBC News. She was presenting her work here in Vienna at the European Geosciences Union (EGU) General Assembly meeting. Golf has boomed in the region since the 1980s when there were just a handful of courses. The constant sunshine, the proximity to the beach, and the excellent local cuisine have all proven to be a big draw for tourists who also want to drive some balls. But the Algarve’s perfect weather means the region needs also to conserve its water. Faro, the regional capital, receives about 500mm of rainfall per year. Most of this rain is concentrated in winter months, meaning that in summer, the courses must irrigate in order keep the greens and fairways from becoming parched. Nearly all of this sprinkler water is being taken from boreholes. Prof Pedras and colleagues looked back through three decades of meteorological data and the long time-series of images taken by the US Landsat spacecraft to complete their study. Landsat allows researchers to assess the state of vegetation. The team could see that although the consumption of water had increased five-fold since 1980, the practices of golf courses had become less wasteful. The latest grass technology is being used that requires less water; the soils are being managed in a way so that they hold more water; the agro-climatic parameters are being more frequently monitored; and water is being taken from a wider variety of sources. All of these practices work towards more efficient usage. It is clear, too, says Prof Pedras, that "deficit irrigation strategies" are being implemented. That is, there is an acceptance of a reduction in quality: the greenkeepers and the players recognise that overly lush greens and fairways would be inappropriate. "I think players who understand the issues and the need to conserve water will accept playing on courses that are a little yellow," she said.

Portugal’s penalty kick hero in the spotlight

E

All the latest sports news from Chris Wright.

ngland’s early exit from the World Cup ensured that they were not involved in any penalty shootouts! SC Olhanense ‘Player-of-theYear’, goalkeeper Ricardo, features heavily in a new book on the psychology of the perfect penalty. The affable Anglophile – he played for Leicester City under Sven Goran Eriksson – was responsible for England’s exit in both Euro 2004 and the World Cup of 2006. The 2006 defeat by Portugal was different from any of England’s previous penalty shoot-out failures. For a start, England scored one out of four and two of the players who missed were regular penaltytakers for their clubs: Frank Lampard and Steven Gerrard. Portugal even managed to miss two and still win. Despite having a one-man advantage, after Wayne Rooney had been sent-off, Portugal did not press for a winner. “Did we play for the draw?” Ricardo said. “Well, we didn’t take any risks because we were confident about winning the shoot-out. I spoke with Sven before the game and he told me: ‘I don’t want the game to go to penalties because I know my players don’t want to face you’.” Already, the England coach was afraid of the inevitable. Ricardo’s three saves from Lampard, Gerrard and finally Carraghar is a World Cup record in penalty shoot-outs. Portugal took the first penalty, Simao Sabrosa scoring past Paul Robinson, and then Frank Lampard was first up for England. “I said to the guys

42

before we started: ‘If I save their first kick, we’ve won’,” said Ricardo. “This is the guy who had not missed for two years so I knew if they saw Lampard miss, they would never recover.” Lampard shot to his natural side, the left, and Ricardo punched it away. “When I saved it, I saw Ferdinand and Gerrard look so deflated. Their heads went down and I knew we had the advantage.” Hugo Viana, up next for Portugal, hit the outside of the post. Next for England was Owen Hargreaves, who scored despite Ricardo getting a finger to the ball. One-all, after two kicks each; and soon England had the advantage when Armando Petit’s penalty went wide. Gerrard now had the chance to put England ahead. “I’m behind my goal-line, I’m not rushing,” said Ricardo. “No time wasting, no talking. I don’t need to go to Gerrard and say; ‘Hey, you’re going to miss.’ If I do that, I wouldn’t be focusing on what I needed to do. I watch him, I study him, I read his behaviour. But when I see him walk towards me, man, I could see his face. He didn’t want to look at me! I saw that face, all their faces, when they came towards me like they’re saying, ‘Oh my God, oh my God!”. Gerrard struck his penalty hard, to Ricardo’s left, but not near enough to the post. “That was my best save, because when the ball came to me it veered up at the last moment,” Ricardo said. “Mr right hand had to move up very quickly to grab the ball. I walked past Robinson to my position and he looked at me out of the corner of his eye and said:

‘F-------- hell! Not again!’ Mentally I could see his confidence was going. Helder Postiga made it 2-1 to Portugal. Jamie Carragher was next for England. He had replaced Aaron Lennon two minutes before the end of extra-time specifically to take a penalty. He spotted the ball, turned away from Ricardo and without a break in motion started his run-up. The referee had not blown his whistle and two steps before Carragher reached the ball referee Elizondo blew twice to signify the kick would not count. Carragher scored but the kick had to be re-taken. “I looked at him and thought, ‘I’m going to save this. This guy was now in mental turmoil, he was too nervous.” Would Carragher go the same way, or change his mind? “I felt he was going to change his mind,” said Ricardo and he was proved to be right. Carragher switched sides and the keeper pushed the ball on to the croosbar. Portugal were 2-1 up and only needed to score next to win. Cristiano Ronaldo stepped up and blasted the ball home to leave England ruing the day they ever clasped eyes on Ricardo. In Euro 2004 he had saved Darius Vassell’s penalty before peeling off his gloves and scoring the decisive penalty to eliminate England in the quarter-finals after a 2-2 draw. There are many other fascinating stories, including Ricardo’s winning goal against England in the 2004 Euro Finals shootout, in Ben Lyttleton’s book: ‘The Art and Psychology of the Perfect Penalty’ published by Bantam Press.

WALKING FOOTBALL

recently had the pleasure of taking part in a relatively new phenomena taking hold in the UK – WALKING FOOTBALL for the over 50s. Sports Therapist Mick Quinn, owner of the ‘Quinntessential Sports Therapy’ Clinic at Camberley, Surrey, and his squad welcomed me to their regular weekly session. Mick takes up the story: What does a Walking Football Game involve? What are the rules? The rules are the same as normal 5-a-side football with the obvious difference that there is no running and no slide tackling. There is less stress on the body as there is no sudden change of direction or cutting movements. The game is still competitive and no one wants to be on the losing side. We also use a size 4 football, as it bounces less and encourages better control. Tell us about the benefits of a Walking

Football Club for the over 50s? Have you seen an improvement in the fitness of the players? The benefits for this older age group are tremendous. We have seen an improvement in the cardiovascular fitness, joint mobility, co-ordination and proprioception. It also gives the guys something to look forward to instead of sitting at home watching TV. What has the reaction been to Walking Football? The response has been fantastic. It is very hard to motivate people who have stopped a regular fitness programme as they think age is telling them they should slow down. Walking three times a week to improve fitness or plodding along on a static bike in the local gym can often be monotonous, but put a ball in front of them and they will start moving like they are teenagers again.

Why do you think it’s important to target and focus on this specific age group? Football is the most popular game in the world with around 250 million participants in 200 countries. Most men stop playing in their mid or late 30s, due to a reduction in fitness levels or an increase in injury incidences. This is the most frustrating thing in the world as they still have the skills and decision making capacity, but their legs no longer work well enough. Most of my guys are between mid 50s to early 70s and move at the same type of pace. Obviously we could not match a team of 20 year olds even at walking pace but it levels the playing field by slowing the game down. Plans are afoot to introduce the game to Portugal and regular sessions will start in September on the astro-turf 5-a-side pitch at the Jose Arcanjo Stadium, Olhao. If you are interested in participating or would just like to go along and have a go please email: christopher.wright@hotmail. co.uk. The session I was involved in included an 82 year-old and a couple of fellows who had never played football in their younger days. So why not give it go and come along and enjoy the fun whilst getting fit.

PRE-SEASON

O

lhanense will play Huddersfield Town in a preseason friendly at the Jose Arcanjo Stadium, Olhao on Saturday 19th July kick-off 7.30pm. Admission prices: Adults €10; children (12 years) €5. Huddersfield, managed by former Manchester United and Norwich City player Mark Robins, finished 17th in the English Championship last season. The legendary Bill Shankly managed the club for three years before joining Liverpool in 1959.

Reduce your slice From resident professional at Monte Rei Golf and Country Club James Beesley.

80% of amateur golfers hit a slice (a shot which moves left to right through the air and finishes right of the target for a right handed golfer). A “sliced” shot is caused by an out-in swing path and an open clubface, creating side spin. Players who regularly slice shots compensate by aiming left of the target; this can often make the slice worse! To help correct / improve your slice, try the Gate Drill: • Place a tee peg about 3 inches behind the golf ball on the outside of the ball to target line. This should allow just enough room for you to make your normal (a correct) backswing, but it will not allow any room for you to bring the club over the top or on an outside swing path in the downswing. • Hit between 25 and 50 balls from this position. The ball should block

44

out to the right. Feel how your club is being swung much more from behind your body. • When you feel comfortable with this drill, take a second tee peg and place it 3 inches in front of the ball, but inside the line of the ball to target line, effectively creating a gate for the club to pass through. • Hit some balls from the tee peg ensuring you keep the club traveling towards the ball from the inside, but this time also work on extending the club past the second tee missing both tee pegs. This should create a nice, aggressive in-to-out swing path and reduce the ball curvature.
