lhão council has launched a promotional video to encourage an already growing tourism market. The aim of the promotion is to introduce the many attractions of the city and surrounding countryside that are becoming tourism hotspots alongside a booming housing market. "It has been one of the main purposes of this council to promote tourism in Olhão; not mass tourism, but quality tourism, for those seeking a different and more genuine Algarve. I think with the release of this new video, we’ve hit the spot in showing the potential of Olhão and an open door to anyone who is thinking of visit us," said the council president, António Pina.

The five minute video uses drone technology to its best advantage in a journey through the area, starting at the waterfront, on to the beaches and north to the countryside. Olhão is undergoing a property boom with the French outstripping traditional British, German and Scandinavian buyers of decrepit or derelict properties to renovate. Instead of demolition, preferred by local builders in the 80s and 90s, many historic buildings have been preserved and given new vibrant lives having undergone sensitive redevelopment. Tourism has been rising with the island beaches and seafood high on the list for visitors. The incoming French, many here as tax refugees and choosing the

The president said there was as much likelihood of finding oil in the Algarve as there was of him going to the moon. This flippant retort avoided the question of gas exploration and extraction as the president knows there are substantial reserves off the Faro coast. Angela Rosa, the eloquent and focussed head of Tavira em Transição was interviewed on the beach by TV media today and brought the gas question to the fore by suggesting figures for those suffering from cancer were at a European high in the Huelva area where Repsol has a huge gas

The story that is not told in the promotional video is the flow of raw sewage and other pollutants into the waters of the Ria Formosa and the constant threat from the council to redevelop the historic centre of the city by replacing the iconic calçada streets with the same machine cut block paving system that has been used already in some of the city's historic areas. The promotional video shows the city at its best, the problem areas will be solved over time - the gap between reality and public relations already is narrowing. Tavira em Transição, a deeply committed anti-oil and antigas pressure group, wants the government to withdraw from the oil and gas contracts as these are not ‘in the public good’ and represent an unquantifiable risk to a region, happy with and dependent on, tourism.

ith the table incorporating a flexion-distraction system, the patient is lying down during treatment; the table is set to antalgic position so that the treatment is completely painless. The drop system can perform direct manipulations on the patient without risk of injury and the treatment is more comfortable because there are no major levers to manipulate. Today the flexion-distraction system is undoubtedly one of the most efficient systems for the treatment of lumbar pathologies, including disc hernia, arthritis, spondylolistheses, discartroses and some types of back pain. This table applies a

decompression force associated with bending of the spine at exactly the level to be treated. TEN EFFECTS OF THIS FLEXIONDISTRACTION TECHNIQUE ARE: • The space of the posterior disc height increases; • Flexion decreases protrusion (forward displacement) of the disc and reduces stenosis (spinal canal compression); • The bending stretches the yellow ligament to reduce stenosis; • Flexion opens the spinal canal by 2 mm (16%) or 3.5 mm to 6mm; • Flexion increases the transport of metabolites to the disc; • Flexion opens the apophyseal joints and reduces the strain on the rear disc; • The intra-disc pressure drops in the draw to less than 100 mmHg. • The flexion-distraction increases the diameter of the spinal canal.

• Opening of the intervertebral foramen, providing space for nerve and dorsal root ganglia. • Decreased local edema. The latest technology requires specialized training and experience. his August from the 24th to 28th the small town of Castro Marim returns to day’s gone by and you are transported back in time to the medieval days. The whole town is the venue for this spectacular event and it is a must for anybody visiting. The townspeople all participate in the re-enactment by participating in the main parade on the opening day, dressing up as kings and queens, knights in shining armour, jesters, buffoons, noblemen and ladies, as the entire Court can be seen walking the streets. The whole 5 days has something for everybody, with the market full of peddlers selling their wares and a choice of traders offering various foods and beverages along the way. Also, whilst you explore the stalls you will be entertained by the street entertainers. If the atmosphere of a crowded market with the smells of food and incense aren’t enough to make you feel transformed back to the

Middle Ages, then when you enter the castles you get the real feeling of medieval times. Inside the castles you truly appreciate the effort put in to make this event so realistic. The minute you walk through the gates the smells hit you from the fires, torches and even the animals. The area inside the castle is like the market, busy with traders and craftsman selling and demonstrating their trades and many places are situated throughout the interior cooking various dishes of delicious foods. Whilst all of this is going on you will also find around the ground's displays of falconry, music and of course tournaments in combat. Finally, for those wanting to take in the complete experience, you can on any of the 5 nights enjoy a banquet meal inside the keep which is accompanied by entertainment throughout your meal. (It’s recommended to book your tickets for the banquet in advance from Castro Marims finance office).

Meet Bruno, owner of La Petite France, restaurant and bar in Tavira.

his month we caught up with Bruno, owner of the recently opened "La Petite France". Bruno, originally from Paris went to a Catering school in Biarritz on the Atlantic coast in France. His first job was at the five star "Hotel du Palais", at the age of 16, as a waiter. Bruno had a passion for cooking from a very young age. He fondly recalls memories from the age of 7 when he made a chocolate cake with his grandmother. This was to be the beginning of his love affair with flavours and the presentation of food. After leaving college, Bruno soon realised that his second passion was travelling. This went hand in hand with his quest to learn different styles of food and drinks. He worked in several bars and restaurants over a period of a year and a half, and when he was 19, he returned to Biarritz for three years. At the age of 22 and with itchy feet, Bruno decided it was time to move on. With no promise of work he packed his bags and went to Morocco where a close friend of his worked, to gain even more experience. After working as a restaurant manager at "Caravane Café" for a year and a half, he opened his first business, a smoothie bar named "Juice", which also served cakes and waffles, in Médina of Essaouira, on Morocco’s Atlantic coast. The holiday season finishes quite abruptly at end of August, so in 2015 he came to tavira with his friend who came to see Tavira house, a boutique hotel in town centre, with the view of running it. After a two week stay, Bruno returned to Morocco but immediately knew that once again it was time to move on, this time Tavira bound. Bruno thus opened the doors of La Petite France (previously the well known bar "Don Manuel"). His idea was to create a relaxed, friendly bistro offering 'a homemade French touch' in Tavira. Day time, Bruno and his team welcome you on a very sunny and cosy terrace, for a drink or for lunch. At night, you can appreciate good music and a very cool atmposphere to have a drink or dinner with friends and relax on the sofas till late at night. Bruno's attention to detail is second to none, as you can

very summer the beaches are packed with a peak in August, but walk a few miles in both direction and you almost have the beach to yourself. This year the total visitors to the Algarve is expected to reach an all time high, due to the continuous popularity of the destination as well as the influx of hundred of thousands ´new comers´ from other holiday destinations in countries that are currently facing turmoil. It is no surprise then that holidaymakers leave wishing to return, some on a permanent basis. Property prices are rising but still very attractive, having corrected 40% from their peak in 2008. In August of 2015 buyers from the United Kingdom could benefit from a double whammy, as Sterling versus the Euro was trading at an 8 year high. What a difference a year can make. With Brexit, Sterling weakened against all major currencies. However, the GBP/ EURO cross rate does not look that dramatic if you put it in perspective, e.g. if you look at the 10 year chart you can see it is trading more or less in the middle of the trading range over this period. Making a permanent move to Portugal has become even more attractive with the successful introduction of programs such as the Golden Visa and the NHR (NonHabitual Resident) to attract foreign buyers of property. hadi is a term for hand-spun and hand-woven cloth from India, Bangladesh and Pakistan. It is primarily woven from cotton but may also be woven in silk or wool. It is an organic, comfortable fabric, very versatile in that it is cool in summer and warm in winter, becoming a second skin after a few washes. The fabric got its importance from Mahatma Ghandi when he revived the 5000 year old process of hand weaving as part of his freedom fighting movement in the twenties. The Khadi movement, as it may be called, promoted an ideology, the idea that Indians could be self-reliant on cotton and be free from the high priced goods and clothes the British were then selling. This movement,

aimed at boycotting foreign goods and promoting Indian ones, envisioned the improvement of the country’s overall economy by following the principles of swadeshi - meaning self-sufficiency. Still today, the Government of India has been appealing to citizens to promote the usage of Khadi. In every city, you can find Khadi Government Shops where any Khadi producer has their sale guaranteed at just prices and where anyone can buy Khadi fabrics and garments with the assurance of following fair trade policies. Bonsai A little piece of the orient in your Home or Garden This article gives you a quick guide to growing and caring for your Bonsai

WHAT IS BONSAI? The word “Bon-sai” (often misspelled as bonzai or banzai) is a Japanese term which, literally translated, means “planted in a container”. This art form is derived from an ancient Chinese horticultural practice, part of which was then redeveloped under the influence of Japanese Zen Buddhism. It has been around for well over a thousand years. The ultimate goal of growing a Bonsai is to create a miniaturized but realistic representation of nature in the form of a tree. Bonsai are not genetically dwarfed plants, in fact, any tree species can be used to grow one. HISTORY OF BONSAI Although the word ‘Bon-sai’ is Japanese, the art it describes originated in the Chinese empire. By the year 700 AD the Chinese had started the art of ‘punsai’ using special techniques to grow dwarf trees in containers. Originally only the elite of the society practiced puntsai with native-collected specimens and the trees where spread throughout China as luxurious gifts. During the Kamakura period, the period in which Japan adopted most of China’s cultural trademarks, the art of growing trees in containers was introduced into Japan. The Japanese developed Bonsai along certain lines due to the influence of Zen Buddhism and the fact that Japan is only 4% the size of mainland China. The range

of landscape forms was thus much more limited. Many well-known techniques, styles and tools were developed in Japan from Chinese originals. Although known to a limited extent outside Asia for three centuries, only recently has Bonsai truly been spread outside its homelands. HOW TO GROW A BONSAI TREE Most people started growing bonsai after having bought a tree in an (online) shop. Though this is without doubt a nice way to get started, it might be more interesting and less expensive to grow a tree yourself. Though 'bon-sai' is an Asian art, studied and refined for many centuries, don't think you won't be able to grow one yourself. In fact, everyone is perfectly capable of growing a tree as long as you pick the right tree species for your environment and properly care for it. In this article I'll explain how to get started with growing Bonsais and introduce you into the three main parts of growing, training and bonsai care. GROWING AND CULTIVATING BONSAI TREES Bonsai trees are grown with the purpose to resemble real life trees; looking old but remaining miniature-sized. There are different methods to propagate trees suitable for Bonsai purposes, ranging from having full control on their shape and size (starting with seedlings or cuttings) to buying a ready-made tree in a shop.

BONSAI CULTIVATION AND PROPAGATION BASICS A Bonsai tree is not a specific kind of tree, instead, it is a combination of techniques to create and maintain a miniature tree that reflects nature. This means that any kind of tree can be selected to grow as a Bonsai tree; some species however are particularly suitable (as they naturally have small leaves for example). Having said this, there are several methods of cultivating trees intended to be trained into a Bonsai, which will be discussed accordingly. Buying a Bonsai tree. The easiest way to acquire a Bonsai tree is simply to buy one. Most garden centers and a growing number of online Bonsai shops offer trees at affordable prices. Be careful to select a tree that fits your wishes well, i.e. in selecting an indoor or outdoor variety. Bonsai cultivation using seeds or cuttings. Although cultivating Bonsai trees from seed or from cuttings will take a considerable amount of patience, it can be very rewarding. Seeds are widely available in forests and parks during autumn, but can also be bought online. Cuttings can be collected year-round, preferably in summer.

Collecting trees from nature. Another way of acquiring trees suitable for Bonsai purposes is collecting trees growing in forests or parks. Please note that permission in most cases is required. Collecting trees has several advantages over the cultivation techniques described

above, most noteworthy the reduced time it takes before you can get started to shape the tree. Similar to collecting trees is buying nursery stock in a garden center. Advanced Bonsai propagation techniques. Two advanced techniques remain; layering and grafting. The principal of layering is to force a tree or branch to form new roots at a certain point by interrupting the stream of nutrients from the existing root system. The grafting technique can be described as “melding� a stump (the root system and a small portion of the trunk) and a graft (the upper portion of the trunk, including branches) together. TRAINING AND SHAPING BONSAI TREES A common misconception is that the plants used for Bonsai are genetically 'dwarfed' plants. Bonsai trees are normal plants, propagated like any other, but trained using sophisticated techniques to keep them small. The training includes basics like regular pruning and wiring, but also more advanced styling

techniques such as creating deadwood. Bonsai styling and training basics A wide range of techniques have been developed that help to create and maintain a Bonsai tree’s miniature size and shape. Most important are pruning and wiring, which will be discussed below. Bonsai styling by pruning. An occasional thorough styling as well as regular maintenance pruning is essential to create and maintain a miniature tree. When shaping a tree, deciding on which branches fit the design and which ones need to be removed can be very tricky. Take the tree’s basic shape as given (do not try to make overly radical changes) and decide what should be the tree’s front. From this position on start thinking about which branches need to be pruned in order to improve the tree’s overall design. After having styled the tree, regular pruning is crucial in forcing the tree to grow a dense foliage and branch structure, while remaining its shape. Bonsai training by wiring. Like pruning, wiring is an essential technique to style Bonsai trees. By wrapping copper-wire around the tree’s branches you are able to set

the shape and angle of the branches. When wiring a tree, start with its main branches. Thick branches need thick wiring; as a rule of thumb use wire of about 1/3 to 1/4 the thickness of the branch. Try to wire two branches of equal thickness with one piece of wire. It is important to maintain an edge of about 45° when wrapping wire around the branches, providing some room for growth. Other Bonsai styling techniques. Many other Bonsai styling methods have been developed, including defoliation, creating deadwood and planting rock formations. BONSAI CARE AND TREE MAINTENANCE Caring for a Bonsai tree is not as hard as is commonly thought. However, as Bonsai trees are planted in small pots a few basic guidelines have to be followed when watering, fertilizing and repotting your trees. BONSAI TREE CARE BASICS Though Bonsai trees are a little more delicate compared to the average indoor plant, a few basic rules should enable anyone to take care of its tree properly. Most importantly are watering, fertilization and choosing the right position to place it.

Watering Bonsai. How often Bonsai need to be watered depends on a wide range of factors, including species of tree, size and climate. Do not just water your tree every day, instead, monitor it carefully and water it once the soil gets slightly (but never completely) dry; it should be damp. When watering, do it thoroughly though. Fertilization. As Bonsai trees are generally placed in small pots regular fertilization is required in order to replenish nutrients that are essential to the tree. Using a special ‘Bonsai fertilizer’ can be convenient, but any fertilizer will do (be careful not to use too much though). Follow the instructions as stated on the fertilizer’s packaging regarding quantity and timing. Position, temperature and sunlight. Deciding on the right place to put your tree is crucial for its well-being. First make sure that indoor trees are placed in a warm environment; outdoor trees (although depending on species of trees) generally require much lower temperatures and should be placed outside. Next, most species of trees prefer a bright spot, normally with at least some direct sunlight.

e are certainly living in interesting times, as the UK prepares to start a new chapter in its history. This has created uncertainty for British expatriates. There are many questions and theories about what will happen next, but the process of exiting the EU will take at least two years, maybe longer. The rights we have

After the Brexit terms have been agreed we expect common sense to prevail and a new bilateral agreement set up between Portugal and the UK to protect the rights of Britons in Portugal and Portuguese nationals in the UK. Or there could be multilateral agreement between the UK and EU governing issues like residency rights. Healthcare is another concern for expatriates here (although some may also have private health cover). Although we do not know what will happen long-term, the

current system should continue to apply for at least the next couple of years until the point where the UK officially leaves the EU. We can expect exchange rates to continue to fluctuate for a while. Ideally, the currency of your assets should match the currency of your liabilities. Speak to a financial adviser and discuss your aims and circumstances to determine what would be the best solution for you. Investment asset prices often fluctuate in times of uncertainty. It is more important than ever to have suitable asset allocation and diversification in your portfolio. Many British expatriates lean towards UK investments; indeed UK advisers often structure their clients’ portfolios this way but that may not always be the right balance for you. Ask a locally based financial adviser to review your portfolio to see if you need more diversification across assets, geographical locations etc. You also want the peace of mind of knowing it is designed around your needs, aims and risk profile. Will Brexit lead to tax changes? If you are resident in Portugal you will be taxed the same as all Portuguese residents, regardless of nationality. There are only a few circumstances where you will be affected (for example the main home reinvestment relief on the sale of a Portuguese home). If you have UK source income, taxation is determined by the UK/ Portugal double tax treaty which is negotiated between the two countries and independent of the EU. In the current climate, you should build a good relationship with an established locally based financial

adviser, so they keep you informed of developments that affect you and help you plan if and when you need to make changes to your wealth management. hings were put in to motion quicker than predicted in the UK and we saw a new Prime Minister in July rather than October. Speculation of how things may pan out, in the UK and the European Union itself is rife, and one thing the financial markets do not like is uncertainty. This can lead to volatility between the major currencies. So where are things headed now? As Teresa May took up her position as PM in the UK, along with appointing a new cabinet, we saw an injection of some certainty back to the GBP but still not at levels we saw prior to the referendum. We saw the GBP/EURO around 1.20, but the GBP/USD hit a 31 year low. The Bank of England gave some

hope with not cutting interest rates until some stability is back in the UK, but this doesn’t mean it won’t happen at some point, which could see the GBP weaken again as markets put their funds into higher returning currencies. In the Eurozone the Italian banks are struggling and the European Central Bank is likely to have to do something which could cause the Euro to weaken if the problem isn’t dealt with swiftly. As we get further economic and political announcements in the UK, USA and the Eurozone, we will see a lot of volatility. It's unlikely we'll see the levels we had prior to ‘Brexit’ for sometime, and until then we will have to expect a bumpy ride! There is an upside though!

Brexit: how this may affect you and your business

I

f you have received the settlement of your IRS and detected any errors made by the Tax Authorities on their calculations, find out what are your rights and how to issue a formal complaint. The last submission of IRS tax returns, relating to income in 2015 has raised many doubts among taxpayers. The fact that it was the first time tax returns were filed, after the entry into force of several new IRS laws, forced taxpayers to adopt new procedures in relation to its IRS. On the other hand, the computer system of the Tax Authorities has been changed to accommodate the implementation of the new rules and has undergone several improvements and updates during the period of submission of the tax return. This resulted in delays in the settlement and processing of reimbursements to many taxpayers (but, despite the delays from the previous years, the repayments are still ongoing within the legal deadlines) and also difference between the simulations made at the time of the submission and the

IRS bills. If you have received the settlement note and realized that there was an error on the calculation of the final accounts, you may file a complaint to the Tax Authorities. But beware: before you decide to submit a claim it is important to check if you have reason to do it. For instance, when it relates, for example to errors in withholding taxes, in the case where the entities to whom the taxpayer worked did not declare those amounts. If the taxpayer has with him a proof of the actual values​​ of withholding taxes that were held last year, he must submit a complaint and attach the documents that prove the merits of that complaint. DO NOT FORGET THE LEGAL DEADLINES. If you are going to issue a complaint, do not forget that you must do so within the legal deadlines. In the case of complaints related to the settlement of the IRS, taxpayers may do it within 150 days of notification of the settlement. An important point: the rules indicate that taxpayers may not have both an internal appeal and ask for judicial review on the same fact. & It cannot be

made a complaint, when it has been lodged judicial review on the same basis & This means that first the taxpayers must issue a complaint with the Tax Authorities and wait for the decision. If it is unfavourable to the taxpayer and the taxpayer is still not convinced, then he can advance to the hierarchical appeal and/or request a judicial review. TRACKING THE EVOLUTION OF THE CLAIM? After presenting the administrative claim you can track the status and progress of your complaint at the Tax Portal. The system will tell you the process number, the date and details of the tax in question, the tax office where the complaint has been filed and the process situation on a given date. Here the various stages through which the internal appeal process can pass, according to the information contained in the Tax Web Portal. INITIATION: The process was initiated in the Finances Computer System Portal INSTRUCTION: finance services are to process the file containing the information required for the

funds for the Algarve’s needy animals. An incredible €1759 was raised for APAR. Everyone’s generosity and support was overwhelming. Local businesses supported the event: Vila Monte Hotel, Lagar Mesquita Restaurant, Monterosa Olive Oils, Antonio’s Restaurante, Bela Romão Croquet Club and Bo Bo’s Bistro. The guests were up dancing to musicians Richard Bassett and Vernon Delauney who both donated their time to the worthy cause. The organisers, Linda and Graeme Cree thank everyone from the bottom

of their hearts, everyone who made a donation, the great musicians, those who donated prizes, and all the lovely helpers for the evening. Normally there is one star of a show, but on that night, there were so many stars, who all deserve equal billing and applause. putting drill I like to use in my practice routine before play is known as “The Cage Drill”, this is a drill I find that helps to develop a feel of distance control and reduce the number of putts left short of the hole. This drill also helps me to gain an understanding of the speed of the greens on the day. , The main objective of this drill is always getting putts to the hole or just past it if you miss. The old saying is very true, “Never Up, Never In”. You always want to apply enough speed to either get to the hole or just beyond it For this drill simply start by setting three clubs around the hole so they form a square with one side missing as seen below.

• The hole should be equal distance between the two clubs that are not touching. • Now set out 6 tee pegs on a straight line towards the hole of distances of 3, 6, 9,12,15,20 ft. • Use 3 balls from each tee peg position with the aim of getting every ball inside the square marked around the hole. If the ball goes in it’s a bonus!! • This practice putting drill will help in your decision making when determining distance and get you in the habit of applying enough speed so you do not come up short.
